Call this meeting to order.
[0:09]
Thank you for coming.
[0:11]
We need to do the pledge of allegiance.
[0:14]
>> I pledge allegiance to the flag of the
[0:16]
United States of America, and to the
[0:17]
republic for which it stands,
[0:20]
one nation
[0:21]
under God, indivisible, with liberty and
[0:23]
justice for all.
[0:26]
» I just want to make sure that all select
[0:27]
board members are here this evening.
[0:38]
Okay, consent agenda.
[0:40]
AP warrants number 29 dated 4 13 2026.
[0:44]
Motion to approve.
[0:46]
>> I'll make a motion to approve the
[0:49]
AP warrants and payroll registers.
[0:52]
Oh, you haven't got payroll. I'm sorry.
[0:54]
For the AP warrants.
[0:56]
>> I'll second.
[0:57]
>> All in favor?
[0:59]
Payroll registers number 15 dated 4 9
[1:02]
2026, number 16 dated 4 16 2026.
[1:07]
>> So moved.
[1:08]
>> Second.
[1:09]
>> All in favor?
[1:13]
I need a motion for acceptance of the
[1:15]
minutes of the select board meeting of 4
[1:17]
13
[1:18]
2026.
[1:19]
>> So moved.
[1:20]
>> Second.
[1:25]
All in favor?
[1:28]
Old business, um update for the
[1:30]
postponed joint Oh, sorry.
[1:32]
Joint budget advisory meeting.
[1:34]
>> Yes, ma'am.
[1:35]
>> Um so, we'll be scheduling the budget
[1:38]
advisory meeting for May 4th.
[1:41]
We delayed just so we're making sure
[1:43]
that we're reviewing everything and have
[1:44]
all the information.
[1:46]
Um
[1:47]
it'll be at
[1:50]
6:30 p.m.
[1:52]
There will be information sent out as
[1:54]
soon as possible.
[1:56]
Uh the reason for delay is just trying
[1:58]
to be as thorough as possible,
[1:59]
>> [clears throat]
[2:00]
>> but we'll try to get the information out
[2:01]
so everybody can review it, please, on
[2:03]
the committee.
[2:05]
Um, and have the supplemental
[2:06]
information for the public for this day.
[2:11]
» Okay. Any questions or comments?
[2:14]
Seeing none,
[2:15]
um, we'll move on to update regarding
[2:17]
bank reconciliations and audit.
[2:21]
>> So, we talked about this at the last
[2:23]
meeting, just providing an update, and
[2:26]
uh, Patrick Dolan from the county had
[2:27]
come in and offered some help in
[2:30]
just reviewing uh, where we're at with
[2:32]
journaling and make sure making sure
[2:34]
that everything is good before we send a
[2:35]
work for our last audit. He's come back
[2:38]
in, we're wrapping up those journals,
[2:40]
and we're preparing within the next week
[2:43]
to be able to send stuff to the
[2:44]
auditors. So, we're moving forward, and
[2:47]
um, we'll continue to update as we have
[2:49]
more progress.
[2:51]
>> Okay.
[2:53]
Any questions?
[2:54]
>> [clears throat]
[2:55]
>> Seeing none, we'll move on to items of
[2:58]
communication.
[2:59]
Uh, town manager's report on expenses,
[3:01]
revenues, and GA week 43 for FY 2015.
[3:07]
>> Um, so you'll see in your packet that
[3:09]
you have the revenue and expense
[3:11]
reports. Um,
[3:13]
those show current um, for this week,
[3:15]
uh, week 43.
[3:17]
Um, I don't have an update on GA at this
[3:20]
time. I'm still reviewing. Uh, when I
[3:22]
have more information on that, I will
[3:24]
provide it, um, but you'll see it in the
[3:26]
expense and revenue sheets. There's just
[3:28]
nothing specific to note at this time.
[3:32]
>> Any questions or any thoughts?
[3:34]
No.
[3:35]
Okay.
[3:36]
Uh,
[3:37]
number two, ATV grant update.
[3:40]
>> Uh, so I just wanted to let the public
[3:42]
and uh, the select board be aware that
[3:45]
um, we're looking into doing the ATV
[3:48]
grant, uh, same as last year uh, with
[3:50]
the ATV club. This is just a
[3:52]
pass-through grant.
[3:54]
Um
[3:56]
And if you have any questions, just let
[3:58]
me know. It went well last year, and
[4:00]
we're going to be repeating the same
[4:01]
process this year.
[4:03]
Um and the reimbursement
[4:04]
>> [clears throat]
[4:05]
>> tended to be about 6 to 8 weeks. Um
[4:07]
reviewing everything, I have no concerns
[4:09]
in continuing to do it this year.
[4:11]
>> And this is a pass-through money like it
[4:13]
was before?
[4:13]
>> It is. Invoices get submitted and then
[4:16]
reimbursed. Right?
[4:18]
>> Questions?
[4:20]
Seeing none?
[4:21]
Do we want to number three?
[4:23]
20 Park Street parcel 943-C, sale of
[4:26]
foreclosed properties.
[4:28]
>> Um
[4:30]
So, this is just an update because last
[4:33]
meeting we talked about that we were
[4:35]
going to be listing this property.
[4:37]
Um we [clears throat] put this on the
[4:39]
agenda just to let the public know that
[4:41]
we have had offers. Um any offers that
[4:43]
have come in will be reviewed in
[4:45]
executive session uh because it is a
[4:47]
real estate matter, but we wanted to be
[4:50]
one that we've already had offers and
[4:51]
we'll be reviewing them.
[4:53]
>> Questions?
[4:56]
You got any questions?
[4:59]
Okay. New business. River Road paving
[5:01]
project.
[5:04]
» Yeah, that would be me. Uh I've had a
[5:05]
couple requests from a selectman or two
[5:08]
about where we are with that project in
[5:10]
the road widening up by the gravel pits
[5:12]
um just right around the Barkwell
[5:15]
estate.
[5:16]
Uh the bids I put some bids out this
[5:18]
week and we'll have them back in by
[5:20]
Monday. And then uh I'll move forward
[5:23]
with an opening those on Monday and then
[5:26]
looking like the second week of May that
[5:28]
project will be complete.
[5:30]
>> How'll you be able to do that quickly?
[5:31]
That's good.
[5:32]
>> Yeah. Yeah.
[5:34]
>> You got any questions?
[5:35]
>> Okay.
[5:37]
Seeing none. Um
[5:39]
number two, to decide whether the
[5:41]
planning board should continue working
[5:42]
on the mobile food vendor ordinance and
[5:44]
on the mobile home rent stabilization
[5:46]
ordinance.
[5:47]
And Mary, I believe you are here to
[5:51]
address those for us.
[5:52]
>> Yes, I am.
[5:54]
>> Okay.
[5:54]
>> Um I do want to alert you to one thing
[5:58]
that we did not catch until tonight and
[6:02]
um
[6:03]
that the mobile home
[6:05]
ordinance that we have, it should really
[6:08]
be titled mobile home park lot rent.
[6:14]
It's not
[6:15]
rent stabilization for individual mobile
[6:17]
homes, it is for the rental of the lot.
[6:21]
And the purpose of that ordinance is to
[6:24]
protect those individuals renting within
[6:28]
the mobile home parks we have here in
[6:29]
Madison. We have two.
[6:31]
Um and this is a big concern because
[6:35]
many of those people living there on are
[6:37]
on limited incomes and as you've
[6:40]
probably read in the news that this is
[6:41]
an issue happening across the state. Uh
[6:45]
companies are coming in and buying up
[6:46]
mobile home
[6:48]
uh parks and renovating them and raising
[6:51]
rents on them and uh this is has been a
[6:55]
problem. And it's not just in Maine,
[6:56]
it's across the country. So, we thought
[6:59]
we would try and see what we could do
[7:02]
about this, find out as much as we can
[7:04]
and get this started. Um it kind of
[7:08]
borders um planning board responsibility
[7:11]
in terms of planning, but the other part
[7:13]
really is select board because you would
[7:15]
have to make multiple decisions
[7:17]
regarding this.
[7:18]
And one in particular is the fact that
[7:22]
this ordinance would require one person
[7:24]
to be in charge of it or a board to be
[7:27]
in charge of it and that would come
[7:29]
under you to appoint um people to do
[7:31]
that. And of course, that would probably
[7:33]
involve money. So, um cuz it would be
[7:35]
too much probably for the CEO to handle.
[7:39]
Um and there are some other concerns. At
[7:42]
the last planning board meeting, um
[7:44]
several citizens were very concerned, uh
[7:46]
mostly thinking that this will if I
[7:48]
interpreted them right, that this um we
[7:51]
were trying to
[7:53]
um
[7:54]
impact rentals of apartments, and we're
[7:57]
not this has nothing to do with that.
[7:59]
This is only for the mobile home parks
[8:03]
to to protect the citizens that live in
[8:05]
those parks.
[8:07]
Whether or not they own their trailers,
[8:08]
I think most of them do own their
[8:09]
trailers.
[8:10]
So, um that's why we came up with this
[8:13]
to kind of get ahead of the game, and we
[8:15]
still have some questions about it.
[8:18]
And so, we wanted you to review it, see
[8:21]
what you thought, and if you want the
[8:23]
board to proceed with it, we would be
[8:25]
happy to do so.
[8:27]
If not, then at least there's something
[8:29]
there,
[8:31]
you know, you you have a a draft for the
[8:34]
future should you decide to go that
[8:36]
route.
[8:37]
And put it back to the planning board at
[8:39]
that time.
[8:41]
Okay. So, the mobile home
[8:44]
Excuse me, the mobile vendor ordinance,
[8:47]
uh we worked on this last year,
[8:49]
and it was brought back so we could work
[8:51]
on it some more, and
[8:54]
um there were several questions at the
[8:55]
last meeting, but um
[8:58]
I think we're pretty well set. Um there
[9:00]
are still some questions to be answered,
[9:02]
but this um was brought before us
[9:05]
because of concerns for safety with some
[9:08]
of these um being set up and on private
[9:11]
property, and there was concerns for
[9:13]
safety of children and other people, and
[9:15]
also some food safety concerns, and as
[9:18]
well as competition with our
[9:20]
brick-and-mortar stores or restaurants
[9:22]
that we have here in town. So, this
[9:25]
ordinance covers that. It eliminates
[9:28]
those um
[9:30]
fundraising situations where you're
[9:32]
having food, whether it's a VFW or a
[9:34]
church or what have you.
[9:37]
Um
[9:38]
then that those are not those are
[9:40]
exempted under this.
[9:43]
Okay? So
[9:44]
um
[9:46]
So we we did the best we could. Um
[9:48]
Melanie Weston
[9:50]
um from KDCOG uh guided us a lot. She
[9:53]
wrote the majority of this based on um
[9:55]
her knowledge and what's happening
[9:57]
around the state. And so again these are
[9:59]
just drafts of what we've come up with
[10:01]
and for you to consider. And if you'd
[10:03]
like us to move forward on that as well
[10:06]
then we will do so.
[10:09]
We are definitely not ready to have a
[10:11]
public hearing on this. You know, we
[10:13]
would still need to gather some more
[10:15]
information and and and Melanie was
[10:17]
going to get back to us with some
[10:19]
information regarding the mobile home
[10:22]
park lot. But so on your copies put lot
[10:25]
rent on there
[10:26]
so that you know. Okay? Any questions?
[10:29]
>> Any questions?
[10:34]
So we
[10:36]
on the
[10:38]
I would say separately
[10:39]
um and do lot rent on the first.
[10:44]
Um
[10:45]
So
[10:46]
if we motion to either
[10:48]
have the planning board move forward
[10:50]
with this or to
[10:52]
>> Do you mind speaking up a little, Sally?
[10:53]
I'm having a hard time hearing you
[10:54]
sitting here.
[10:57]
» Um what I'm
[10:58]
Basically we need to vote on the lot
[11:00]
rent prop uh
[11:02]
project. So um whether we want to table
[11:06]
it for now and visit it again later or
[11:09]
we want to
[11:10]
um con- have the planning board continue
[11:12]
working on it at this point in time. Um
[11:15]
and so if we
[11:19]
Any questions? Any discussion with
[11:21]
regard to it?
[11:28]
So
[11:29]
>> I think I'd make a motion to table. I
[11:30]
think I'd make a motion to table it for
[11:32]
right now.
[11:35]
>> I would make a motion to table it for
[11:36]
right now.
[11:38]
>> I'll second that.
[11:39]
>> Okay. Any further discussion?
[11:42]
This point? All right. No.
[11:44]
All in favor?
[11:48]
Okay. Tabled for now.
[11:49]
>> Thank you.
[11:50]
>> You're welcome. Thank you.
[11:51]
Um okay, so the So the um mobile vendor
[11:54]
ordinance, again,
[11:56]
um I'm I'm assuming that
[11:58]
you are looking for guidance for us to
[12:00]
either table or move forward. Okay.
[12:04]
Do we have a motion?
[12:06]
>> I would make a motion to move forward
[12:08]
with that one.
[12:10]
>> I'll second.
[12:11]
>> Okay.
[12:12]
Any questions? Discussions?
[12:15]
Seeing none, all in favor?
[12:16]
>> Oh, I'm sorry.
[12:17]
>> Hold on.
[12:18]
Yes, Chris.
[12:19]
>> I I
[12:20]
A little bit of clarity on the last
[12:22]
motion, I guess. When you say you're
[12:23]
tabling it, to to when?
[12:26]
>> No.
[12:27]
There's no set time.
[12:29]
>> There's no set time. We're not ready to We're not ready to
[12:33]
put that forward at this time.
[12:34]
>> Okay.
[12:35]
So this could go This could This could
[12:37]
go on for months and months?
[12:38]
>> It could come back, I'm sure. But I
[12:41]
guess my If you don't mind, I'll share
[12:42]
my feeling with you. My feeling is that
[12:44]
um this is fairly new, and there are a
[12:46]
few towns that are looking at it, and
[12:47]
they're all doing research. Now, correct
[12:49]
me if I'm wrong here. Um
[12:52]
the experience with the state, sometimes
[12:54]
they
[12:55]
throw these things out, and they want us
[12:57]
to react, and to do the research, and
[13:00]
then they may some at some point go,
[13:02]
"Oops, that's not the way we really
[13:04]
wanted to do it." I would like to see
[13:05]
someone,
[13:07]
you know, maybe a couple of towns try it
[13:09]
and see how it goes before we make a
[13:11]
step like that. Um but obviously there's
[13:13]
a lot of opposition to it. Um and I
[13:16]
understand why they want it done,
[13:18]
because there are people who are on
[13:20]
limited incomes and living in mobile
[13:22]
home parks. Um
[13:23]
but I think at this this in time, I
[13:26]
would rather see some experience with it
[13:28]
before we go further. We've got the
[13:30]
legwork done.
[13:31]
>> Yeah.
[13:31]
>> Thanks to the planning board.
[13:33]
Um and Mary, do you agree with that? I
[13:35]
mean, I don't want to have you do the work and
[13:38]
then think that we're just going to
[13:40]
>> Oh, no. No. That's why we wanted to send
[13:42]
it to you and see what you thought.
[13:44]
>> We thought that this would be
[13:45]
>> Yeah.
[13:45]
>> at least a plan. You know, Waterville
[13:47]
already has some form of this and
[13:51]
several towns are taking the step of
[13:55]
um
[13:57]
I've lost the word that I want.
[13:59]
Moratorium.
[13:59]
>> Okay.
[14:00]
>> Um place a
[14:01]
moratorium of 90 days, 100 and some days
[14:05]
um on rental on on these lot rentals,
[14:08]
preventing those rents from going up um
[14:10]
while they do their research.
[14:13]
>> Yes, sir. Do you have a question? Your
[14:14]
name, please?
[14:15]
>> So is it my clarification on tabling? So
[14:18]
you guys are going to vote to have the
[14:20]
planning board go back and look at it at
[14:22]
a later time?
[14:23]
>> If If it comes up, yeah.
[14:24]
>> [clears throat]
[14:25]
>> So they can't
[14:26]
then uh researching this anymore to
[14:28]
bring to you?
[14:30]
>> Not at this time.
[14:31]
And there is There are questions
[14:33]
>> was was did the Did you guys ask them to
[14:36]
do this originally?
[14:38]
>> No.
[14:39]
>> this the planning board on their own
[14:40]
doing it?
[14:41]
>> It It came up at the planning board
[14:42]
level.
[14:43]
>> Okay. So they can't re- look at it until
[14:46]
you guys approve
[14:46]
>> until we decide it that we want to look
[14:48]
at it. What is your name? I'm sorry.
[14:50]
>> Jeff. Jeff.
[14:51]
>> Thank you. Oh, Jeff, I know you.
[14:54]
>> I know.
[14:56]
>> [clears throat]
[14:56]
>> Okay. So is that good, Chris? You good?
[14:58]
>> Yeah. I I just want to know
[15:00]
>> Yeah.
[15:01]
>> if it was to come up again, who's going
[15:02]
to make the deciding factor on who's
[15:05]
going to what they're going to do, I
[15:06]
guess.
[15:07]
>> It will be the board of selectmen.
[15:08]
>> Who comes from here?
[15:09]
>> And on the the mobile ordinance, the
[15:12]
food ordinance, I guess I have a hard
[15:13]
time with this because
[15:16]
we the health The state of Maine has
[15:18]
health inspectors.
[15:20]
If If somebody's setting up shop in our
[15:21]
town,
[15:23]
they sell hot dogs or french fries at
[15:25]
the corner,
[15:26]
and there's an issue. Why don't we just
[15:29]
Why don't we pick up a phone and call
[15:30]
the state and let them investigate it?
[15:32]
Why Why are we getting into
[15:34]
trying to man that? Who's going to man
[15:37]
that? Who's
[15:38]
You know,
[15:40]
yeah, we have a full-time code
[15:41]
enforcement officer, but somebody rolls
[15:42]
in on the weekend, like Jeff Watts said
[15:44]
last planning board meeting, and sells
[15:47]
it Saturday and Sunday, what are you
[15:48]
going to track them down on Monday and
[15:50]
see if they paid the fees to the town
[15:51]
and see if it's already too late. So,
[15:56]
why don't we let the state do their job
[15:58]
and not not do that? I have a hard time
[16:01]
with that, I guess.
[16:02]
>> Okay. Do you have any Yes, ma'am.
[16:04]
>> Sure.
[16:05]
>> Um the whole point of this is safety,
[16:09]
um as well as um
[16:13]
kind of um
[16:16]
preventing competition in a way,
[16:19]
uh because we want our people here in
[16:20]
town who have businesses to be
[16:22]
successful and be able to sell. And the
[16:24]
state only inspects for health safety,
[16:27]
you know, within the the mobile,
[16:30]
um within the wagon, whatever they are
[16:32]
using. Okay? The other this way, the
[16:35]
town knows who is selling and um
[16:42]
and ensure that those vendors are are
[16:45]
operating in a respectful way,
[16:49]
um because we don't want someone setting
[16:50]
up shop right next door to Fonzo's. All
[16:53]
right? Um
[16:54]
and then we have a new restaurant going
[16:56]
in. Well, unless they get permission, we
[16:58]
don't want someone selling up setting up
[17:01]
a truck and competing with the
[17:02]
restaurant.
[17:04]
All right. So, but again, the churches
[17:07]
and the VFW and other organizations who
[17:10]
want to
[17:12]
sell food or have meals to raise funds,
[17:15]
that is not impacted. Those are not
[17:17]
impacted by this ordinance. Cuz we just
[17:20]
don't want, you know, if you think about
[17:22]
it, do you want a vendor setting up on
[17:24]
every corner in this town selling food
[17:27]
or in neighborhoods causing traffic
[17:29]
situations? And that's what was brought
[17:32]
to us.
[17:33]
That there were complaints because of
[17:35]
traffic concerns and possibility of
[17:37]
children getting hurt or hit trying to
[17:40]
pull out of the, you know, parking
[17:41]
space.
[17:43]
>> Okay, so that's how it started with
[17:45]
>> Mhm.
[17:45]
>> There was concerns about the
[17:46]
>> Yes. Yes. Now, we we just didn't come up
[17:49]
with this one.
[17:50]
Okay? And And just like the other one,
[17:52]
we just didn't come up with it. That
[17:53]
things happened and and there were
[17:55]
complaints. So, but this was
[17:58]
um
[17:59]
uh
[18:01]
You know, and the number of vendors are
[18:03]
increasing here in town. So, you know,
[18:06]
we want people to be able to sell their
[18:09]
food and make a profit, but doing it in
[18:12]
a respectful way so that everybody is
[18:15]
treated equally.
[18:18]
>> Thank you.
[18:19]
>> Does that help?
[18:20]
>> Yes, that
[18:21]
>> Can I add a quick comment to that?
[18:22]
>> Sure.
[18:23]
>> What about all these Girl Scouts selling
[18:25]
cookies everywhere and the kids are
[18:26]
running everywhere?
[18:27]
>> I know, but we don't
[18:28]
>> Where's Where's the safety in that?
[18:29]
>> We're not We don't control
[18:30]
>> But that's what you're saying. You're
[18:31]
saying safety.
[18:32]
>> That's up to the leaders.
[18:34]
>> But you're still saying safety.
[18:36]
>> But they're not, you know,
[18:37]
>> They're still selling the food, but
[18:38]
>> They are, but that's unrelated to this.
[18:45]
» Who's that
[18:46]
Yes, Lisa. [snorts]
[18:47]
>> Um I thought at the last planning board
[18:49]
meeting they voted to table the mobile
[18:52]
food vendor ordinance until August.
[18:56]
Isn't that what Jay wanted to do and
[18:57]
everybody agreed?
[18:59]
>> Well, they can start working on it if
[19:01]
the select board wanted us to continue
[19:03]
working on it.
[19:04]
>> Okay, cuz I did actually type up the
[19:06]
questions like I said I would. Um there
[19:08]
was four pages of them.
[19:10]
It's eight pages of ordinance and
[19:13]
overreaching
[19:15]
control on the local level. It's not
[19:17]
business friendly.
[19:19]
It's just actually I think the number of
[19:22]
vendors is actually decreasing from what
[19:25]
I've seen.
[19:26]
But um we're talking about a single
[19:28]
digit number of people that this is
[19:31]
targeting and they're already
[19:33]
they're regulated by the state. They
[19:35]
have to have a
[19:37]
serve safe serve food license,
[19:40]
inspection by the state, and a
[19:42]
registration by the state.
[19:45]
I just don't think that
[19:47]
it's just too overreaching. I mean eight
[19:49]
pages, it's going to be a lot on your
[19:51]
CEO.
[19:53]
I just don't know why you wouldn't just
[19:55]
go with the guidance of the, you know,
[19:58]
table it until August or a table it
[20:00]
forget. I mean
[20:03]
It's it's not if you don't think
[20:04]
something is is, you know, the food
[20:06]
isn't clean, don't go there. Go to
[20:07]
McDonald's instead. I'm sure it's a lot
[20:09]
cleaner.
[20:11]
So, I just I would [clears throat]
[20:12]
recommend that you just be done with it.
[20:18]
» Thank you.
[20:19]
Okay, so we have a motion
[20:21]
to go forward with it and a second.
[20:23]
[snorts]
[20:24]
Any other comments?
[20:26]
>> Can I ask clarify? Did you guys table it
[20:29]
till August?
[20:31]
Did you guys table it in the planning
[20:32]
board till August?
[20:33]
>> To work on it. Yes.
[20:36]
>> Assuming that assuming you wanted the planning board to continue
[20:40]
>> All right, good.
[20:41]
>> It was contingent on your guys'
[20:42]
decision.
[20:43]
>> Okay.
[20:46]
» So, again we have a motion to continue
[20:49]
and a second.
[20:51]
So, barring no other questions, all in
[20:53]
favor.
[20:54]
>> So,
[20:55]
>> I'm sorry.
[20:56]
>> Okay, I I guess I'm I I'm clear. So, if
[20:58]
we go ahead if they go ahead with it,
[21:00]
are you still putting it on hold until
[21:02]
August or are you just going ahead with
[21:04]
it now? I I'm unclear I don't what this
[21:06]
is.
[21:06]
>> We're we're We'll put it on hold. We'll
[21:08]
wait until obviously could be they could
[21:10]
decide to go with it in July. You know,
[21:13]
it just depends.
[21:15]
Okay, but there was no point in moving
[21:17]
forward
[21:18]
at all unless you wanted them to do
[21:22]
that.
[21:22]
>> Oh, okay.
[21:23]
>> Because we're there's more information
[21:24]
to be gathered.
[21:25]
>> to say so it'll come back here anyway.
[21:27]
>> Pardon?
[21:27]
>> It will come back here anyway or no?
[21:30]
>> It'll come back to us to the final piece
[21:33]
or
[21:33]
>> Yes.
[21:34]
yeah.
[21:34]
>> Because we would still have to hold a
[21:36]
public hearing and then to get any
[21:39]
challenges as necessary and eventually
[21:40]
come to you.
[21:42]
That goes to town meeting. That's good.
[21:45]
All in favor? Oh, I'm sorry, Jeff.
[21:48]
>> Just one word of caution.
[21:50]
This is a really slippery slope.
[21:53]
Uh this is how our bureaucracy is built.
[21:56]
You've got eight pages of regulations.
[21:59]
You don't have any person in authority
[22:00]
to to do these regulations or observe
[22:03]
these regulations to see to it that
[22:06]
It is just the same as it was with the mobile home ordinance. Who's going to be in charge of that?
[22:12]
Anytime you've got a public sector
[22:13]
trying to exhibit more control over
[22:16]
private enterprise, it makes me very
[22:18]
nervous.
[22:21]
» Thank you.
[22:24]
Okay.
[22:27]
So we need to vote.
[22:31]
Okay, all in favor?
[22:33]
I'm voting forward
[22:34]
>> With that.
[22:38]
» We can't hear back here.
[22:40]
>> We need a vote. All in favor of moving
[22:42]
forward with this
[22:44]
on this level.
[22:49]
» Closed.
[22:51]
>> Okay, we don't have them. We don't have
[22:53]
enough to vote, so it dies.
[22:57]
Okay?
[23:01]
Thank you, Mary, for your work.
[23:03]
>> Thank you.
[23:04]
>> you.
[23:05]
>> Okay,
[23:06]
moving on to citizen concerns.
[23:11]
Anybody have any
[23:12]
Randy.
[23:13]
>> Hold hold hold.
[23:14]
>> Oh, I'm sorry.
[23:15]
>> Don't you have to say all opposed so you
[23:17]
can think about it so it's all just
[23:19]
friendly.
[23:21]
>> All opposed.
[23:24]
Okay.
[23:25]
>> Okay, thank you.
[23:25]
>> So moved. Thank you. Thank you for the
[23:26]
reminder.
[23:28]
Okay, so citizen concerns. Do we have
[23:30]
any
[23:32]
Randy?
[23:33]
>> So I just wanted to remind everybody we
[23:35]
have a candidate forum coming up in this
[23:38]
room May 6th at 6:30.
[23:41]
And we're hoping to have all five of our
[23:42]
candidates.
[23:44]
See how we can do on that.
[23:46]
That'll be coming up.
[23:49]
A second one that I wanted to bring up.
[23:52]
Um
[23:54]
I have an idea
[23:56]
to run by you guys.
[23:58]
One of the things I've observed
[24:02]
through my time watching these meetings
[24:05]
and even the online stuff is that
[24:08]
sometimes people will say
[24:11]
they don't want to bring things up in
[24:12]
citizens concern because they they they
[24:14]
feel that they won't get addressed or
[24:16]
they get dropped.
[24:18]
So I wonder if there's some way we can
[24:19]
come up with an idea to keep those on
[24:22]
the table.
[24:23]
I don't know if we can put something
[24:25]
maybe on the agenda that says status
[24:27]
report or something like that. But just
[24:30]
wanted
[24:30]
>> That's a that's a
[24:31]
good suggestion and I think that that is
[24:33]
in our work
[24:35]
study going forward.
[24:37]
Okay, so we don't drive them.
[24:40]
>> I got I got a couple Sally.
[24:41]
>> Yes, please.
[24:42]
>> One is while Mary's here, where we at
[24:45]
with the setback
[24:46]
uh property setback ordinance? Are we
[24:48]
going to be able to have that at the
[24:50]
town meeting?
[24:51]
>> Yes.
[24:52]
>> We will. Okay, so we can go over it.
[24:53]
>> Yes, the the Um, meeting is
[24:57]
>> Tomorrow.
[24:58]
thank you.
[25:00]
The meeting is tomorrow.
[25:01]
>> Okay.
[25:01]
>> No.
[25:02]
it isn't.
[25:03]
>> The meeting is May 5th. We had to put it
[25:05]
off to make sure we had enough public
[25:07]
notice.
[25:08]
>> Oh.
[25:08]
>> So, it went in the newspaper. Um, it'll
[25:11]
be posted again in the newspaper. It's
[25:12]
been posted in the town office. And when
[25:14]
I get back to the office tonight, now
[25:16]
that I have the meeting material for the
[25:18]
planning board, um, and all the
[25:20]
information to be able to send off to
[25:22]
everybody, it'll get sent out this
[25:24]
evening.
[25:25]
Um, so that the planning board, um,
[25:27]
and the public, uh, can be notified
[25:29]
about the meeting.
[25:31]
>> Does that mean we're not having an extra
[25:32]
meeting tomorrow night, then?
[25:33]
>> No.
[25:34]
>> Got you.
[25:34]
>> No, yes, tomorrow, no.
[25:36]
>> Okay.
[25:36]
>> So, this is a special meeting then for,
[25:38]
uh, May
[25:39]
whatever that date is.
[25:40]
>> 5th.
[25:41]
May 5th.
[25:42]
>> May 5th.
[25:43]
>> At 6:30.
[25:44]
>> And And secondly, I read the minutes
[25:46]
after you guys went into executive
[25:48]
session the last meeting for the three
[25:50]
executive sessions.
[25:51]
I get it's a personnel matter. Not
[25:53]
asking about
[25:54]
the person. I'm asking about the
[25:56]
position.
[25:58]
What would been the reasoning
[26:00]
that you changed
[26:02]
from termination to suspended,
[26:05]
uh, after it was done? Was this not ran
[26:08]
by the town attorney?
[26:09]
>> It It was. And they And And we he gave
[26:12]
advice us to make that change.
[26:14]
>> After or before happened?
[26:15]
>> After.
[26:17]
>> So, you didn't check before you made
[26:19]
those decisions?
[26:20]
>> We We did, but we misinterpreted his his
[26:23]
instructions.
[26:24]
>> Okay.
[26:25]
All right, thank you.
[26:25]
>> But we needed to correct it, so we did.
[26:27]
>> Thank you.
[26:28]
>> You're welcome.
[26:30]
Anything else? Jeffrey?
[26:32]
>> I have a concern, not so much as the
[26:34]
road commissioner, but as a citizen.
[26:38]
You know, th- this town has a meth
[26:40]
clinic coming to it
[26:42]
real soon.
[26:43]
And
[26:44]
as to my knowledge, we have nothing in
[26:46]
place for homelessness
[26:49]
and homeless shelters in this town.
[26:53]
I think instead of wasting our time on
[26:57]
mobile home lots,
[26:59]
food vendors, we should really think
[27:01]
ahead and get something in play, even if
[27:04]
we have to have a special town meeting,
[27:06]
to get something on the books before
[27:09]
this clinic comes to town.
[27:11]
And something that can be enforced.
[27:14]
>> Are you saying a review of the ordinance
[27:16]
or
[27:17]
>> Is there an ordinance, a homeless
[27:18]
ordinance?
[27:19]
>> Well, not a homeless ordinance. There's
[27:20]
no ordinance for that. There's no
[27:22]
ordinance for that. And I don't believe
[27:23]
so.
[27:24]
>> shelter ordinance. So, this making
[27:26]
everyone aware that this is coming and
[27:29]
it's coming this summer.
[27:30]
So, you guys and the planning board may
[27:33]
want to think about moving forward and
[27:36]
getting something on the books so it can
[27:38]
be enforced. I know of a couple
[27:40]
instances right here in town
[27:43]
that have already happened and the
[27:45]
sheriff's department cannot do anything
[27:48]
about it
[27:50]
because there's nothing in place.
[27:55]
So, it's something to think about, some
[27:56]
words of thought.
[28:01]
» No, I agree. Thank you.
[28:02]
>> And I know special town meetings, you
[28:04]
know, cost a little bit of money, but
[28:07]
if we have to wait 1 more year to move
[28:09]
this forward after this place comes to
[28:12]
town,
[28:13]
it may be too late.
[28:19]
» So, I agree with you 100% Jeff, and I've
[28:21]
been working on something for the last 6
[28:23]
weeks or so, exactly of what you're
[28:25]
talking about that I was going to
[28:26]
present to the board and the people,
[28:30]
uh but it was going to be after the town
[28:31]
meeting.
[28:32]
But, uh there definitely needs to be
[28:33]
some guidelines in place for
[28:36]
exactly what you're talking about and in
[28:38]
then some,
[28:39]
and other things, but I was going to
[28:40]
bring it up
[28:41]
after the town meeting. So,
[28:45]
it is being thought of.
[28:47]
>> It definitely needs to be thought about,
[28:50]
for sure. You're right.
[28:52]
Fine, did you have something?
[28:53]
>> Uh well, yeah. I didn't realize John had
[28:56]
been working on stuff. I Yeah, I was hoping we were going to
[28:59]
immediately start working on some kind
[29:00]
some type of a provision for that
[29:02]
ordinance uh at the two two meetings ago
[29:05]
for the planning board, but we've been
[29:07]
Our agenda's been on the these other two
[29:08]
ordinances, so it would be nice to see
[29:10]
something happen there.
[29:11]
>> to be Yeah, to get it going. Yeah.
[29:13]
Anybody else?
[29:15]
>> Well, is this something the planning
[29:17]
board could start working on?
[29:18]
>> I don't think so.
[29:20]
I mean,
[29:21]
no.
[29:21]
What do you think?
[29:22]
>> Not really. That would have to come from
[29:23]
you.
[29:24]
But, if someone were to
[29:27]
build a shelter, then that would come to
[29:29]
us for site review.
[29:30]
>> Right. Exactly. Yeah.
[29:33]
>> What about campings?
[29:34]
>> Yeah, campings.
[29:36]
>> [snorts]
[29:37]
>> That would be because that's
[29:38]
enforcement. That's something that the
[29:42]
uh select board would have to handle.
[29:45]
>> They have to handle the ordinance, not
[29:46]
you. Not the planning board.
[29:48]
>> Right.
[29:48]
>> Mary, would that also include um
[29:51]
people squatting on private land? Would
[29:53]
that start at the select level and work
[29:55]
its way down to the planning
[29:55]
>> Yeah, because that has to do with
[29:57]
enforce specifically with enforcement,
[29:59]
because you know, I guess you know,
[30:01]
whatever the law enforcement
[30:03]
um whatever the sheriff's department is
[30:05]
doing, we don't
[30:08]
>> Well, I can speak to that.
[30:09]
>> idea. I mean, I think it's a good idea,
[30:11]
but really
[30:13]
>> If someone's squatting on private
[30:14]
property or if they're there without the
[30:16]
permission of the landowner, they can be
[30:17]
trespassed out by law, sheriff's office.
[30:20]
And they can be charged with tres-
[30:22]
criminal trespass if they don't leave.
[30:24]
>> What about sections of public property
[30:26]
that are kind of gray areas in between?
[30:29]
>> So, that would be harder, Ryan. We would
[30:30]
need some type of ordinance in place um
[30:33]
to to govern public property, but
[30:35]
private property, it's solely the
[30:37]
discretion of the landowner whether they
[30:39]
want to allow someone to camp there or
[30:41]
not?
[30:43]
>> Does it have to be posted?
[30:46]
» Ideally, it would be nice, but
[30:49]
if you were to call, if you had somebody
[30:52]
camped out on your lot and you were to
[30:53]
call us and say, "I
[30:56]
didn't give this person permission to be
[30:57]
there." We would say, "Okay, the
[30:59]
landowner has contacted us. You need to
[31:01]
leave." If they refuse at that point,
[31:03]
then they could be charged.
[31:07]
» My biggest concern is to avoid what we
[31:09]
want and what I want to avoid now that
[31:10]
most people are aware of down by the
[31:11]
river, public land, and it's just
[31:14]
ravaged.
[31:15]
>> Did I see another I'm sorry. Did I see
[31:17]
another hand?
[31:18]
>> Yes.
[31:20]
>> Is there a way to
[31:24]
speed up this process?
[31:26]
I think this is almost at an emergency
[31:28]
level, and this was actually brought up
[31:30]
back
[31:32]
January-February's meetings when we were
[31:34]
talking about that clinic and the
[31:36]
homelessness and the issues that come
[31:38]
with these encampments.
[31:40]
We're already almost 5 months
[31:43]
late on getting the jump on this.
[31:46]
It's going to be here if we just keep We
[31:48]
got to do this
[31:49]
planning board's got to do this or
[31:51]
someone's got to do that.
[31:53]
It's pretty important. We really should
[31:54]
be getting on this like yesterday.
[31:57]
So, how can we do that?
[32:01]
Um I know when we've had a neighbor come
[32:04]
on our land and we've called
[32:08]
the police, we were told that you can't
[32:10]
do anything until you post it.
[32:13]
And yeah, and once we posted it, then we
[32:16]
had
[32:18]
the right and the deputy took care of
[32:20]
it, but
[32:21]
is MEW and everybody
[32:24]
all in that area going to have to put
[32:27]
no trespassing signs all over just to
[32:29]
cover their butts
[32:31]
on that first call?
[32:33]
>> Well, without an ordinance, maybe. Yeah,
[32:34]
you're right. You're right. So.
[32:37]
>> Would it make sense,
[32:39]
Cheyenne, to look into what other towns
[32:42]
have already like Waterville for example
[32:45]
when it comes to publicly owned
[32:46]
property?
[32:47]
>> Uh yeah, and this is something I've
[32:49]
already spoken with Melanie Weston about
[32:52]
um
[32:53]
when everything was going on
[32:56]
regarding the Acadia road about because
[32:58]
there was concerns coming in and we can
[33:00]
look um at whether what other towns are
[33:03]
doing
[33:04]
um and based on that see what um might
[33:07]
work for Madison.
[33:09]
I [clears throat] I would really think
[33:10]
that the select board would need to take
[33:12]
a vote uh to have the planning board
[33:14]
begin researching on that if you want to
[33:17]
move forward.
[33:19]
>> Do you think we should do that now?
[33:21]
>> Do you need motion?
[33:22]
>> Mhm.
[33:23]
>> Yes.
[33:24]
>> So, I'd make a motion that that we as
[33:27]
the select board uh advise the planning
[33:29]
board to begin research into this this
[33:32]
issue of uh trespassing on publicly
[33:35]
owned land
[33:36]
in light of the Methadone Clinic coming
[33:38]
to town.
[33:39]
>> I'll second it.
[33:40]
>> All in favor?
[33:43]
So, moved. Thank you guys.
[33:44]
>> Thank you.
[33:45]
very much.
[33:47]
>> Um okay, are there any other concerns?
[33:50]
>> I got one last one.
[33:51]
>> Okay. [laughter]
[33:53]
>> Okay. One other concern I have. I went to the
[33:57]
town office two Mondays ago at 11:31
[34:02]
I think it was and the door was locked.
[34:05]
>> I was there.
[34:06]
>> Would the board of selectmen
[34:09]
consider keeping the town office open
[34:12]
the regular hours Monday through
[34:14]
[clears throat] Friday?
[34:15]
>> Shyenne, do you want to We're looking at
[34:17]
that, right?
[34:18]
>> Uh right now as the interim town
[34:21]
manager, I am solely going with what was
[34:24]
there existing before me. Um
[34:28]
if the board wants to make a change, um
[34:30]
then I will make sure that that happens.
[34:33]
Um but as for right now, I'm just
[34:35]
covering in on the duties of town
[34:37]
manager until the board makes a hiring
[34:39]
decision.
[34:40]
>> How do you feel about that though? Just
[34:41]
out Just out of curiosity.
[34:43]
>> Um
[34:46]
personally, I know that the the staff
[34:49]
do
[34:50]
um
[34:53]
time when we meet. We had one um today
[34:56]
and then the staff took lunch um
[34:58]
very briefly in that period.
[35:01]
Um but I also check in with staff every
[35:03]
morning when I get there. Um so I would
[35:05]
like to at this point in time where I'm
[35:07]
just in interim leadership, leave that
[35:09]
up to the board to make that decision.
[35:13]
>> So right now you guys do it
[35:15]
every week? Every Monday. Every Monday.
[35:17]
>> 11:30 to 12:30?
[35:19]
>> Would Would once a month seem feasible
[35:22]
to do?
[35:23]
>> I I believe that um
[35:26]
once a month used to be um what was done
[35:29]
prior.
[35:30]
>> Um but the staff now is different.
[35:33]
>> The it
[35:34]
>> You
[35:35]
>> Well, if Cathy
[35:35]
>> Yes, yes, years ago but I mean I I
[35:37]
haven't been here that long so I don't
[35:39]
know what's changed but
[35:40]
>> It used to be and it used to be before
[35:42]
work in the morning is what it was and
[35:45]
was once a month. I'm just asking. I
[35:47]
mean
[35:48]
>> Yeah, I believe it was 7:00, wasn't it?
[35:50]
>> Wasn't it 7:00?
[35:51]
>> We did so that we could open the doors
[35:52]
at 7:30. That's what we used to do. But
[35:56]
I don't want to go, you know, just
[35:57]
because we used to do it doesn't always
[36:00]
mean that's the way it needs to be but
[36:01]
I'm just asking if even once a month
[36:04]
would be something that
[36:06]
you think would work.
[36:08]
>> I I I think it would just based off of
[36:11]
what I'm doing in the interim leadership
[36:14]
which is going in and checking in with
[36:15]
each individual staff member every day.
[36:18]
Um
[36:19]
so that seems to be
[36:21]
productive and moving forward. Um
[36:25]
because everybody's on the same page
[36:27]
thing in the morning.
[36:28]
>> Right.
[36:28]
>> Um so
[36:30]
I'm comfortable either way.
[36:33]
I [clears throat] know the public has
[36:34]
feedback to the office being closed for
[36:37]
the hour.
[36:38]
Um
[36:40]
so
[36:42]
do with that information as
[36:43]
>> [laughter]
[36:44]
>> as you will.
[36:45]
>> What would be the likelihood they could
[36:47]
would come in and do it prior
[36:50]
to work?
[36:51]
What is the likelihood that that would
[36:53]
happen?
[36:55]
I'm just I'm just asking. I mean I don't
[36:56]
know if
[36:56]
>> I I think that's a discussion that we
[36:58]
could have with the staff. This is also
[37:01]
something that, you know, we can
[37:03]
rediscuss once the town manager has been
[37:05]
hired.
[37:07]
Then that leadership will be able to
[37:09]
provide you feedback on the direction
[37:11]
that they would like to go in.
[37:14]
Um but for right now you can
[37:16]
make a decision because the posting for
[37:19]
town manager ends on the 14th.
[37:21]
>> That's right.
[37:21]
>> Um and then you'll be doing interviews.
[37:24]
So that's coming up really quickly. But
[37:26]
for right now I'm touching base with
[37:28]
staff every day.
[37:31]
>> And you've already had Well, no.
[37:33]
You've just finished this week.
[37:34]
>> That's just this week.
[37:38]
» Okay, a couple more. Yes, Lisa.
[37:41]
>> I brought this up once before.
[37:42]
>> Yep, I remember.
[37:44]
>> I actually took
[37:47]
my lunch hours, four of them, and sat
[37:50]
across from the door to watch cuz I
[37:52]
wanted to know if I was being a jerk by
[37:54]
saying, "Geez, you really shouldn't lock
[37:56]
the door for an hour every Monday in the
[37:58]
middle of the day."
[38:00]
So in the notes that I took while I was
[38:02]
eating my sandwich in my car,
[38:04]
there were about 10 people within that
[38:06]
hour for each of the four times that I
[38:09]
sat there. So over those four hours,
[38:12]
there were 40 people that could not get
[38:15]
into the town office. So I wasn't being
[38:17]
the weenie.
[38:19]
I just wanted to make sure that by me
[38:22]
bringing it up in public, you know, the
[38:24]
town office is there for the people to
[38:26]
do business.
[38:28]
If they're public servants, I don't know
[38:30]
if that's the politically correct term
[38:31]
these days, but it's there for the
[38:33]
residents and the taxpayers and the
[38:35]
people to do business. And
[38:37]
I for one, I that's when I take my lunch
[38:40]
and I I go there often and sometimes I
[38:42]
just forget and I'm like,
[38:44]
>> Yeah.
[38:44]
>> Where's lunch?
[38:45]
>> Yeah.
[38:46]
>> It's really it's not serving any people
[38:48]
in the town to do that. So,
[38:51]
you know, I get I get the whole staff
[38:53]
meeting thing, but it really should be
[38:56]
done first thing in the morning and
[38:57]
everybody's right there. If you have an
[38:59]
issue, walk to somebody's desk. Go see
[39:01]
what they need, you know?
[39:03]
>> you.
[39:03]
>> Don't lock the door in the middle of the
[39:04]
day.
[39:05]
>> Thank you. Yes.
[39:07]
>> I think why back when it was changed and
[39:10]
if you correct me if I'm wrong, it was
[39:12]
if we get there at 7:00,
[39:14]
most people do clock in till 7:30, so we
[39:17]
were having to pay a half hour overtime.
[39:20]
So, that's where I think it was starting
[39:22]
to get into the actual work day and
[39:25]
where better was kind of the midday when
[39:27]
everybody was at lunch. We could take it
[39:29]
a little bit before lunch and then it
[39:31]
wasn't going to interfere too much. And
[39:34]
I think that's why it was basically
[39:36]
moved to the later time.
[39:38]
>> Thank you.
[39:40]
Anybody else have any Yes.
[39:42]
>> I I can say that the one thing that I
[39:44]
have had um
[39:46]
for feedback from other office employees
[39:49]
would be like Monday really um
[39:52]
maybe isn't the best day. Uh just
[39:54]
thinking of like our finance officer
[39:55]
who's trying to do payroll and the
[39:57]
warrant. Um
[39:59]
it's kind of a crunch day and a busy
[40:00]
day.
[40:02]
So,
[40:03]
maybe change the day of the week to
[40:06]
for our staff meeting.
[40:09]
>> What are your thoughts? Do you want to
[40:10]
vote on this or do you want us to just
[40:11]
wait and see how it resolves itself once
[40:14]
we receive
[40:15]
>> direction.
[40:17]
>> Okay.
[40:18]
Do you want to make a motion?
[40:20]
>> I make a [clears throat] motion that we
[40:21]
do away with these these Monday meetings
[40:23]
until at least until we have a permanent
[40:25]
town manager name.
[40:28]
>> Second.
[40:29]
>> All in favor?
[40:31]
>> Any discussion?
[40:32]
I'm sorry.
[40:36]
Okay. All in favor?
[40:40]
So moved.
[40:41]
Thank you, guys.
[40:42]
>> Thank you.
[40:44]
>> Yes.
[40:45]
>> All.
[40:46]
Quick comment. Um
[40:49]
I've done some research and I've brought
[40:51]
this up before about the price of my
[40:53]
double my double wide the value of it
[40:55]
increasing.
[40:56]
>> Yeah.
[40:56]
>> It doubled.
[40:58]
And doing some research, I found out if
[41:01]
I put wheels beside of my
[41:03]
double wide,
[41:04]
it is now camper.
[41:06]
>> Oh.
[41:07]
>> And the money and there's less taxes on
[41:09]
it.
[41:09]
>> If you put wheels on under
[41:11]
>> If I put wheels on it, yeah. It is now
[41:12]
considered a mobile home or a camper.
[41:14]
>> Hm.
[41:15]
>> Now, in this research, I found out these
[41:19]
people are living in their campers
[41:21]
on private land.
[41:24]
Who's collecting tax on the dwellings?
[41:26]
Anybody in code enforcement? Anybody
[41:28]
going around and saying, "Hey, this is a
[41:30]
home."
[41:32]
You're not getting excise tax on this.
[41:35]
You're not getting property tax on it
[41:36]
because it's temporary.
[41:40]
There's a bunch of them around here.
[41:42]
I can count five on the way here every
[41:43]
day.
[41:45]
That might want to be that's an extra
[41:47]
stream of income.
[41:48]
We're talking about rent
[41:50]
whatever rent moratorium. These people
[41:53]
ain't paying nothing.
[41:54]
>> True.
[41:56]
>> I mean, like I said, if I put
[41:58]
tires next to my double wide, it is now
[42:00]
mobile.
[42:02]
>> Well, then.
[42:03]
>> So, I'm just throwing that out there
[42:05]
that who's actually actually checking
[42:07]
this stuff?
[42:08]
>> Yeah.
[42:08]
>> That goes back towards your homes and
[42:09]
campers, too.
[42:10]
>> Yeah, I'm going to look into that as
[42:12]
well.
[42:12]
>> night. And that one
[42:15]
>> I'll ask Shirley if she's ever run into
[42:17]
this, too.
[42:19]
>> Who? You can ask who?
[42:20]
>> It's kind of always been a thing that
[42:22]
you know that
[42:23]
if they have a camper, you can go out,
[42:26]
but your tax assessor is the one that
[42:27]
would have to go out and assess it. Do
[42:29]
you always know where people are that
[42:32]
are actually living in those campers?
[42:34]
Not necessarily.
[42:36]
Um
[42:37]
if they already if they register it to
[42:39]
go on the road, then they have paid
[42:41]
excise tax, so therefore they don't pay
[42:43]
property tax on them.
[42:45]
So
[42:46]
>> What if it's been there four or five
[42:47]
years?
[42:49]
>> Right, and we Right, exactly, but I'm
[42:51]
just saying it's hard for the tax assessor doesn't necessarily get
[42:56]
notification that there's campers here.
[42:59]
You know what I mean? Because it's
[43:01]
What's that?
[43:02]
>> We have a code enforcement officer that
[43:03]
rides around, don't we?
[43:05]
>> Yeah, but
[43:06]
>> Because see at the right now there's a
[43:07]
law being changed on the books
[43:10]
that campers will be charged by the
[43:11]
foot,
[43:13]
not by the value.
[43:16]
So that's going to change the whole ball
[43:18]
of wax if someone goes that route.
[43:19]
>> Mhm.
[43:21]
>> Interesting.
[43:22]
>> I mean, you can bring it up to Shirley
[43:24]
and just see what she has for it. I
[43:25]
mean, I don't know if it's happened in
[43:27]
other towns.
[43:28]
She It's usually it's a tax I mean, it's
[43:30]
kind of a tax assessor thing because
[43:32]
it's
[43:34]
I know.
[43:35]
But
[43:36]
I don't know. I don't know what her
[43:38]
answer will be, but like if they don't register it, then
[43:41]
>> [clears throat]
[43:42]
>> they don't pay excise taxes. They are
[43:44]
supposed to pay property tax, but it's
[43:46]
just one of those that kind of get
[43:48]
missed, I mean.
[43:49]
>> I'd say check with Shirley.
[43:51]
>> Yeah.
[43:52]
>> Check with Check with her and just bring
[43:53]
it back for the next meeting.
[43:55]
We can discuss it further then.
[43:56]
>> Thank you.
[43:57]
Thank you for bringing it up.
[44:00]
Anything else? Yes, ma'am.
[44:02]
>> It's a perfect segue into
[44:03]
>> I mean, your name, please?
[44:04]
>> Excuse me.
[44:05]
>> Name, please?
[44:05]
>> Sue.
[44:07]
hi Sue.
[44:07]
>> Um
[44:09]
so
[44:11]
somebody needs to start looking for
[44:12]
extra streams of income to come in other
[44:14]
than just putting all the tax burden on
[44:15]
the on the people.
[44:17]
Because I'm understanding everybody
[44:18]
wants more money.
[44:20]
to pay things and more money
[44:23]
in your paycheck.
[44:26]
So do I, but I don't have
[44:28]
So you guys need to find somebody to
[44:31]
come up with some ideas of how to raise
[44:33]
some more money. Get more people in the
[44:34]
town. That drug place they got coming is
[44:36]
awesome start, but
[44:38]
I'm going to bring a lot of people to
[44:39]
town. They're spending money till
[44:41]
they're not I've heard out of the state,
[44:42]
so
[44:44]
there needs to be something happen to
[44:46]
bring more money to the towns that's not
[44:49]
being put off on the taxpayers that have
[44:51]
to cover. Enough is enough.
[44:56]
>> Okay.
[44:57]
Thank you.
[44:58]
>> And other than that, is there a list of
[45:01]
the what we're voting on in June?
[45:03]
>> Yeah.
[45:04]
>> I am working on getting the ballot, so
[45:06]
we we outsource for ESS.
[45:08]
>> Is there a timeline as to when that's
[45:10]
going to be available so that I can
[45:12]
>> Right now I'm proofing what the state
[45:14]
gave to me um and what ESS ESS and S
[45:18]
election systems and software they gave
[45:20]
to me, but the state I don't get much
[45:22]
control of, so I don't know exactly when
[45:24]
I'll have anything final to put out for
[45:26]
a draft ballot, but as for local, I can
[45:29]
tell you that I can provide you like a
[45:30]
list of names of who's going to be on
[45:32]
the ballot if you'd like. Um
[45:34]
>> I want to know I want to know what we're
[45:36]
voting on that's going to cost more
[45:37]
money like the school or the
[45:39]
>> about it. Yeah, she wants to learn.
[45:40]
Yeah.
[45:40]
>> A lot of that stuff is what I need
[45:42]
what's going to cost more money and why
[45:44]
is it feasible? It's not mandated to
[45:46]
have a public library in the town. Seems
[45:49]
like that's costing us a lot of money
[45:50]
cuz it's all decrepit and
[45:52]
maybe we should think about not having
[45:53]
public library anymore.
[45:56]
>> So we are going to have our budget
[45:57]
meeting for the town budget on May 4th.
[46:00]
Um and this week I'll be working on
[46:02]
getting um as much information out as I
[46:05]
can. I can tell you right now that we're
[46:07]
reviewing the budget uh line by line uh
[46:11]
to make sure that we can say, "Okay,
[46:13]
this is what each expense is for. Uh
[46:15]
this is why it has decreased or
[46:17]
increased." So, when it goes to the
[46:18]
budget advisory committee, um that
[46:21]
discussion will be held um and the
[46:22]
public is welcome in on to those
[46:25]
meetings to be able to discuss it before
[46:28]
um it ends up at town meeting.
[46:32]
» Okay.
[46:33]
>> One more comment.
[46:34]
>> Yes.
[46:35]
>> It's an at-will work state. If
[46:36]
somebody's not happy with the money they're making, there's other
[46:40]
people that would like to have that job.
[46:41]
So, keep that in mind when you have
[46:43]
great benefits, pays for your insurance.
[46:46]
Most don't Most jobs don't have that
[46:47]
kind of insurance anymore. You should
[46:49]
think about decreasing that to
[46:51]
lose
[46:52]
lower some
[46:53]
costs for the state for this for this
[46:55]
town.
[46:57]
I mean, there's not many people I don't
[46:59]
know if anybody in here has the kind of
[47:00]
benefits that the state people have or
[47:02]
the town people have.
[47:04]
Hardly anybody.
[47:06]
That should be looked at.
[47:08]
I'm just If you already got it good,
[47:10]
quit whining. That's all I'm going to
[47:11]
say.
[47:12]
>> Thank you very much. Anybody else? Okay.
[47:15]
I'm going to um move for a motion to
[47:19]
enter executive session. Oh, I'm sorry.
[47:22]
Do you guys have concerns? John.
[47:27]
>> I'm good. You good?
[47:28]
>> I'm good.
[47:29]
>> Me too.
[47:30]
>> Me Me five. So.
[47:32]
>> Thank you all for coming.
[47:34]
I'm sorry.
[47:35]
>> I just wanted to say something.
[47:36]
>> Yes.
[47:37]
>> Um I applied for a grant. I don't feel
[47:40]
like I'm whining, but yeah, I am.
[47:44]
I applied for a grant to try to
[47:46]
uh defray some of the capital money that
[47:49]
we needed to ask for to transport
[47:52]
Saying and listening to you both if you
[47:53]
would like to.
[47:55]
And um I did win $5,000 for that. I've
[47:58]
already talked to Cheyenne about that so
[48:00]
we can take $5,000 off of the capital
[48:02]
last.
[48:05]
$5,000. Cheyenne won $15,000 last time.
[48:09]
In the last 20 years I've garnered
[48:11]
$151,000
[48:13]
in grant money.
[48:15]
So I'm doing my part
[48:18]
to pay for that library.
[48:21]
Because people do use it. Not everybody
[48:23]
uses every service.
[48:25]
But people do use it.
[48:27]
If you have any questions, come to the
[48:29]
library.
[48:30]
I will show you my numbers. Show you the
[48:32]
program.
[48:34]
Mike Tyke was at our Heroes and Helpers
[48:35]
event so was Donnie. There was 35 kids,
[48:38]
25 adults. That may not seem like a lot
[48:41]
but for the people who were there, they
[48:43]
felt that that program had value.
[48:46]
So I just wanted to say to everyone
[48:50]
in the meeting in this meeting
[48:52]
that I feel the library does have value.
[48:56]
I feel that there are a lot of things
[48:57]
that we pay for that we don't use.
[49:00]
There's a lot of
[49:01]
country roads that I never drive on
[49:04]
and I still say pave them.
[49:07]
Plow them.
[49:09]
Keep the street lights on. I never had a
[49:11]
kid in school.
[49:13]
Support the public schools. Is there a
[49:15]
room to cut in public schools? I do
[49:17]
believe that.
[49:19]
I also know that at least 65% of every
[49:22]
dollar goes through the schools.
[49:25]
And then another small percentage goes
[49:27]
to the county
[49:28]
and then the town gets what's left.
[49:31]
And if you think that what we're asking
[49:33]
for is everything under the sun, what
[49:36]
we're bringing to the budget and
[49:38]
advisory board on May 4th
[49:42]
is a pared down version
[49:45]
of what we think we can live with
[49:49]
based on the understanding that we live
[49:51]
in this town too.
[49:53]
We understand that the taxes are going
[49:55]
up and I agree too
[49:57]
that we need industry. We're not a mill
[49:59]
town anymore.
[50:01]
So, thank you for listening to me
[50:04]
and I look forward to working with you
[50:06]
and if you need any
[50:08]
other information, please come to me and
[50:10]
I will do what I can to get you that
[50:12]
information.
[50:13]
>> Thank you.
[50:14]
very much.
[50:15]
>> Real quick.
[50:16]
>> Uh we're just to to add to that, yeah,
[50:18]
if we're going to cut budgets, we're
[50:19]
going to cut the school budget, not the
[50:20]
library budget. It might be a small
[50:22]
thing to cut there, but
[50:23]
>> Yeah, thank you.
[50:24]
>> cut millions from the school budget.
[50:26]
>> Yeah, thank you.
[50:26]
>> Um
[50:27]
>> wasted money.
[50:27]
>> I've got another question.
[50:30]
>> I have just one question.
[50:32]
>> You're going to make it quick cuz we're
[50:33]
going into executive session.
[50:35]
>> I will go back to that meeting and they
[50:36]
said it's 90% cash and 10%
[50:39]
There is a lot of people waiting to do a
[50:40]
lot of cash.
[50:42]
She said we're going to go this way, this way. It don't matter
[50:45]
what's put in there. It's totally wrong.
[50:48]
Uh so
[50:49]
what That's going to go this way, this way.
[50:52]
Say what? You have a great
[50:54]
That's all.
[50:58]
What more possible? That's all the work.
[51:01]
Do you think it can be done for less?
[51:17]
Yeah, I hear you.
[51:20]
Yeah, but
[51:22]
especially for the uh We were talking
[51:25]
about
[51:27]
I can see such a w m a.
[51:30]
That's all right. I agree with that. You
[51:32]
know, we agree about Yeah, it got shot
[51:34]
out.
[51:36]
All right, guys. Thanks, Dan.
[51:37]
>> Thank you very much.
[51:38]
>> All right, I'm going to make a motion to
[51:39]
go into executive session.
[51:40]
>> Okay.
[51:41]
>> Second.
[51:42]
>> All in favor?
[51:43]
>> I.
[51:44]
>> Okay, we're in executive session,
[51:45]
everyone.
[51:47]
>> Let us not forget
