[3:08] structure that was likely part of the old eie Canal of course it's taking on

[3:12] storm water you see all this right here coming

[3:18] out of here is water coming clean water you see coming out around the base of a

[3:23] manhole in a pipe that's not properly sealed in our sanitary system that's a

[3:27] sanitary manhole that's clean groundwater coming

[3:31] in over here um you'll see that this is the kind of thing that we see in some of

[3:37] our systems I'm sorry if everybody can't see this brick stone and concrete and

[3:44] this flow here is clean water it's in a sanitary

[3:47] system this right here is on the County

[3:54] Fairground after it rained this is the sanitary that water

[4:00] is coming off the fairgrounds and the fairgrounds by the way doesn't have

[4:03] anybody there using the sanitary but that's after a

[4:07] rainfall that's an aligned sanary sewer so up in that system on the fairgrounds

[4:12] we're taking a lot of water which is why we have a bit of contention

[4:17] here we just want to clean the system of Clean

[4:26] this is a a video of a of a pipe like the pl pipe some of you have already

[4:31] seen these in your homes have you seen the the What's Happening Here down

[4:45] lining your lateral that what we since we can't line through a separated pipe

[4:50] like that we're going to make sure that we dig down even if it is your private

[5:02] minut it this just root intrusion has be cleaned out line the PIP you won't see

[6:41] point repair so we'll dig down as a point repair like I did the first video

[6:59] notice that this is not uncommon um this is a not a great sewer um this is likely

[7:06] a complete replacement by the

[7:09] city you see some of these all these are offset which means it's going be hard to

[9:11] kind of demonstrate how we go up a lateral and how this push camera can

[11:19] area they're color coded because every area has a single outlet when it gets to

[11:24] the point when we're done lining and done doing these repairs we'll put flow

[11:34] know exactly what we've actually completed um this is about a fourth of

[11:38] what we think we need to complete in town these programs we're attempting to

[11:43] do now this is what council approved last week is to have a firm going there

[11:47] because although we hit 703 inspections today

[11:54] um not that they're all done but they've been scheduled they' email Road thing

[12:00] they're not all going to be in this area right so we have to get a firm in here

[12:04] to come in and do the laterals because in order to do this as speedily as we

[12:08] need to to offset building these large tanks is to start moving on this you're

[12:13] going to have a firm go in there and do all the lateral inspection not inside

[12:17] the home it means that you haven't had your inspection yet and that person and

[12:21] this company does that inspection they're going to take points so we'll

[12:24] know be able to map on our ezri system in GIS exactly how deep that sewer is

[12:29] when it makes a Bend if there's a belly it'll all be GIS

[12:33] map that's what we need on every single lateral to give to a company to bid the

[12:37] lining one they have to be able to line so we're going to basically the only

[12:42] lining that we have not done up to on a Mainline sewer is right

[12:49] here is here and then there's an area right in here everything else the main

[12:55] lines have been have been lined so um this is 10 areas we may put them just so

[13:01] you know when we give these quots out and put these out to companies who

[13:06] actually do this work to L and give us that for our information start process

[13:11] forewing we may take two areas and plump them together so maybe it's five

[13:16] packages in terms of the inspection but this is something that we have to do

[13:23] what will happen is that let's say you have 700 homes in here that not had

[13:28] inspections at all we're going to line through them we're going to actually

[13:32] line the laterals and then if you haven't got your inspection we're out go

[13:36] how when are we out to now Jennifer uh middle of August August and scheduling

[13:41] inspection so what'll happen is we will still do you'll still be needed to

[13:47] actually schedule an inspection for your interior

[13:50] work that way we'll have that information

[13:54] too this is a flowchart um uh first gave us a flow

[14:00] chart that that all the information it was a good start and then we built it to

[14:04] another chart and then we actually had all staff sit down over the last three

[14:08] weeks and go through it we would run what if analyses on this thing and see

[14:12] what happens if this happened what direction would you go if this happen so

[14:17] these are colorcoded help you act responsibility the property own is in

[14:20] green so anything you see green is a property responsibility the action

[14:26] responsibility blue is by the city then action steps from a fail inspection is

[14:32] everything you come in here you have a you schedule your inspection we'd like

[14:36] you to sched Q&A with me if you have an issue if you want to understand how like

[14:40] this gentleman back here want to know where the where ly to that those

[14:44] questions can be answered somebody has I've had now 48 meetings as of today

[14:50] with um property owners that have come in and gone through this process um if

[14:54] no correction is needed obviously get a compliance certificate and we have have

[14:59] those almost ready too but if you need correction follow these other steps so

[15:05] this on this side of the thing and I I've passed some of these out and this

[15:09] will be posted online tomorrow if you're on this side of the um of the

[15:14] flowchart that talks about the laterals who's responsible this is a little bit

[15:19] different the PowerPoint that I sent out here a little bit ago that you passed

[15:22] around is is what we had is we used to have anybody over 250% Ami got 100 ft

[15:28] done there's was 200 ft if if you made over

[15:31] $200,000 a year you're going to put some money in it doesn't make sense to

[15:35] council or us uh our staff to have somebody who's making

[15:40] $30,000 paying for somebody who's making 400 so we didn't change this but we did

[15:47] here once we got to the 200% Mii between those two numbers we went to 300t

[15:52] lateral that was 200 before when you got down to 150% to 250 200% then we dropped

[16:00] when went up to 400 ft of lateral and once we got the people were making less

[16:06] than 100% G me income going all the way up to 450 ft and the reason I I have

[16:13] this here is I know is that if I go back we went through here on the river we

[16:18] have some homes that have laterals that are longer than 200 ft and we didn't

[16:22] want to leave them out and some of those people that we could tell didn't have

[16:26] incomes as high as somebody who had own a very large house on the river the

[16:31] house right here off of wing lateral goes to Broadway about a 450t

[16:37] lateral is that your house oh wind back in the woods that is your

[16:43] house yeah so you know in case you didn't know your lateral goes to

[16:47] Broadway so um so anyway there are some houses in here that hit that threshold

[16:53] we want to make sure that people that didn't make hundreds of thousands of

[16:56] dollars a year got their laterals if we find something I'm sure Council look

[17:01] into that change those things if we find anybody else that's at a certain income

[17:07] that has lower has less um this one is a payment so to the

[17:13] extent you follow this side which is property owner responsibility the grant

[17:19] loan application Property Owners um we do this we have to get two quotes you'll

[17:24] get a report from us some of you in the room anybody in the room actually have

[17:28] their report yet okay you do so I show you how many

[17:33] people we don't have to find out 700 seem like a lot until nobody raised

[17:35] their hand so um I know somebody a lot of people up here either signed up or

[17:40] I'm sure people have signed up anyway um the idea here is that we're looking for

[17:45] down spout connections lack of sump pump a sump pump that's connected

[17:49] incorrectly um and some other foter tile connection our switch camera can see a

[17:55] lot of that so what we're doing is once you get down here gr own application

[17:59] once you get a price get quotes you apply for a grant application what we're

[18:04] seeing is inside fixes are range between 55 to

[18:08] $7,000 um there might be some in particular be higher than that but we

[18:11] don't put a limit on what we will fund if you're again you look at that

[18:15] PowerPoint you'll notice that if you're making less than $198,000 a year and you

[18:21] schedule the first year and you sign a commitment document in that first year

[18:25] if to do it even if you're waiting till 2027 to do it that you'll be guaranteed

[18:29] the funding that you would have been a to before in 2025 which in that case is

[18:34] a 100% Grant there's no loan what happens is when you when

[18:41] somebody gets down here and they realize that they want to wait till 2027 they

[18:46] don't bother calling to to do anything then their Grant amount goes down and

[18:51] their loan goes up and as you wait those many years your interest rate goes up

[18:56] it's a huge disincentive um to to wait because we really have something we've

[19:01] got to get ahead of to save ourselves the money all the money over the time

[19:05] the City reviews these ques we had we've reviewed quotes already and yet we have

[19:10] some that are way too high and they're both qualified contractors we're going

[19:14] to you use the lower paid the lower contract um then City notifies the grant

[19:21] mode amount on year and income so that like I said before it's a based on what

[19:26] year you do it and the income level you're at but the grants are are pretty

[19:30] lucrative in terms of liberalizing in other words if you're making up to

[19:36] uh if you're not over 2 IMI

[19:42] you're and then once it correction we go ahead and INSP and

[19:48] then inspection that you can put in your files

[19:54] home payment internal repair

[19:59] proper contact contact reinspect um there's two ways to

[20:04] do this and I think I've mentioned this before but this is this will be out here

[20:07] so people can actually follow it now if the property owner pays the contractor

[20:11] if you could afford to do that and then the city reimburses the property owner

[20:14] up to the Grand amount um in the new program we made it

[20:19] very clear we're not going to remodel your basement if it's not related to

[20:25] Clean Water Act remediation the isn't going to reimburse

[20:29] out of rates if somebody had a 20y old carpet and they were put a dump pump in

[20:35] they have to cut away with their carpet out you're going to have to pay for your

[20:38] own carpet or tile whatever and again we see a lot of that we've seen a couple of

[20:44] those already and we've had to say yeah we and many people understand that they

[20:48] don't expect the rest of the city great pairs um other way to do this don't want

[20:55] to front the money you are unable to um receive the unconditional wer so in

[21:00] other words you'll have to um go to the contractor get your prices like we did

[21:05] in the other flowchart and then you'll say to them um we'll give you a form of

[21:10] full conditional waiver of lean so they can't lean your house what it does it

[21:15] says when the the check that you give me clears that means you have given up your

[21:19] lean right on that home the city will see that once you've submitted the waor

[21:25] the city the city will pay you the will pay you and then the property owner uses

[21:30] that money to pay the contract so we're going to give you exactly what that

[21:33] quote is up to the grant amount in most cases it's 100% of everything you're

[21:37] paid except for um aesthetic improvements and then you'll be paid

[21:42] back so there's again there are two ways to get paid one is quickest way this the

[21:47] quickest way to get your money is pay it up front subit your invoice probably in

[21:50] two or three weeks you're going to get your money this one maybe 45 days by the

[21:54] time you get the contractor to actually sign a conditional waiver of lean if if

[21:59] the contractor wants to talk I mean most contractors I know knows know the lean

[22:03] waiver process full conditional full conditional full partial unconditional

[22:08] all those things are done with the building trade so once they do that we

[22:12] should be hopefully contractors are understanding this people are asking me

[22:16] when I'm meeting is there a list that's been one of the ongoing questions we

[22:20] don't have a list because what's happening is once you're inside the home

[22:23] that work requires by State Statute requires a licensed plumber

[22:28] um we don't have a lot of lists of licensed plumbers but if you Google it

[22:32] around this area you'll find hundreds of licensed plumbers in this area um one

[22:36] person came to me and said well plumber came to me and said no you need an

[22:39] excavation contractor because I don't think that person wanted to actually go

[22:42] in the crawl space and dig a three- foot old with a sump Pro but that's not an

[22:47] excavation contractor that's a plumber at that point

[22:50] so um any questions take questions on this particular thing before we go any

[22:56] further any questions driving

[23:03] presentation the dep no um we're hoping that we don't

[23:08] find 22t deep laterals that need uh actually dug up and repaired um but we

[23:14] also lining is not going to make a

[23:21] difference MH well we've got those guys backed up

[25:18] the home in those grants um we need either the state legislator to

[25:23] legislature to act but we need the Attorney General's office after we get

[25:26] our record finding orders ended we have not seen that document yet that early

[25:32] February have not seen it yet from the EPA once we have that we'll go to the

[25:36] attorney general hopefully put a consent degree and have the court order us to

[25:40] use money inside a home if we don't get that soon enough we work from we met

[25:44] with Erica white today and asked for Point Blank you even if we have to write

[25:48] the legislation care and the last one that passed was

[25:53] was Clean Water Act regulation where you could spend public money inside of a

[25:58] home for lead service line all we want you to do is say the same thing for

[26:02] sanitary sanitary tours as long as it's to comply with Clean Water

[26:07] Act go

[26:19] ahead the company first of all when they do when they do the inspection require

[26:23] door hangers on coming there through there um and then once we do this same

[26:28] thing we take out bids company who gets bid the line we have to have contact

[26:41] have to get your home because if they're going to get in they're going to make

[28:06] bement R system in the whole shot and they nice some pump and it takes that

[28:10] one and a half inch line and ties it right into

[28:13] the that's what you would be failed for and that contract is probably going to

[28:17] get a

[28:20] talk so I would I can't imagine any other way to fail that or if they didn't

[28:25] actually do the work they just put a sum pum in either the or the grains do it

[28:30] and it won't do you can drow holes and stuff you get the

[28:37] water if it's still tight in

[29:01] our general R here not broken down we will be able to line

[29:08] if it's offset some of we were showing you some that were offset separated we

[29:13] can line through it will hard when you have these offsets that

[31:48] a report that was our that was our experience so some sometimes we have to

[32:05] did check and his neighbor would have paid a lot more money to replace an

[32:09] entire sanitary sewer if he hadn't taken the advice to get somebody to clean it

[32:37] otherwise we're outside we AUD so um that's the idea of getting it

[32:44] done as in infected we're hopefully going to

[35:58] rates for 2024 Services is an unfair financial burden especially if residents

[36:04] had already budgeted according to the 2024

[36:07] rates ethical considerations an ordinance May Grant legal Authority but

[36:13] that does not make it fair residents expect consistency when they use their

[36:17] water and sewer services in 2024 they should be build at 2024 rates changing

[36:24] the rates after the fact creates a disconnect between the

[36:28] period and the billing period leaving people feeling misled and unfairly

[36:32] treated even if Allowed by law this approach feels exploited

[36:38] exploitative undermining trust in local government even if the ordinance permits

[36:43] retroactive rate changes residents may see it as a betrayal of trust it could

[36:48] feel as though the city is prioritizing Revenue generation over fairness the

[36:53] practice could lead to public resentment especially if people are blindsided by

[36:58] unexpected rate hikes and have no time to adjust their finances this risks

[37:02] eroding the trust residents have in their local government financial burden

[37:07] on- residents for many a sudden increase in rates for past usage could be

[37:12] financially devastating particularly for lowincome or fixed income households

[37:17] residents already budgeted based on 2024 rates and an unexpected hike could

[37:22] create financial hardship late fees or even an inability to pay this this puts

[37:27] additional stress on people who may already be struggling to make ends meet

[37:32] while an ordinance may allow the city to apply 2025 water rates this is I'm

[37:36] dealing with sorry to the 2024 Services doing so is fundamentally unfair it

[37:41] creates a disconnect between service and cost undermines trust in the city's

[37:45] leadership and imposes an undue financial burden on the residents the

[37:49] city should prioritize fairness and transparency implying rate changes

[37:53] prospectively rather than retroactively thanks thank you thank

[37:59] you uh I think we might be able to explain some of your questions uh Mr bur

[38:06] yeah I will start and then I'll hand this over to our finance director rates

[38:10] were not changed after the fact when the rate ordinance was passed here

[38:15] transparently on the number of readings that we required to have and it was

[38:20] discussed here overly is that the change would take effect in the bill that's due

[38:25] this quarter um that was in the paper it was reported um this is not something

[38:31] that was done retroactively Jennifer if you could jump in here uh yes that is

[38:35] correct and it did go through three readings in um May and June um and it

[38:40] was very clear because there has been some confusion in the past that it was

[38:43] bills due after January 1st and as Patrick's just went over we're we are

[38:50] tackling this Monumental project where substantially everybody's lateral and

[38:56] internal work will be covered covered and we're able to do that through the

[39:00] user fees that we're we're charging I I do know um this might help

[39:07] you a little bit understand that when the rates were um discussed last spring

[39:13] um I sent a letter to everybody's house and it was explained in there why the

[39:17] rates were what they were and 75% of the increase was the increase that too was

[39:23] charging for their water and that's that's passed on directly to us the

[39:28] other part of it was how much it was costing us to actually treat water down

[39:31] at the treatment plant so we don't have our own treatment plant we have to buy

[39:34] water from too like everybody else does um they uh put in a $500 million incre

[39:41] or uh upgrade to the colins water plant they're going to pass that cost on uh we

[39:46] are one of one community in this County that's going to be dealing with this

[39:52] over the next several years uh White House Waterville and near the end of

[39:56] last year obviously had increase theirs and others will too this year in that

[40:01] letter at the bottom there was a chart for 5 years worth of increases it was

[40:05] explained in that chart exactly what those numbers were going to be so that

[40:11] number was sent or that letter was sent to everybody's household um sometimes

[40:16] people forget what they read or they know it was there but that was a pretty

[40:19] transparent letter about exactly what what was involved in their embra

[40:23] increase it was something that I asked for and thought it was necessary

[40:27] everybody was told that and there's a and like said again if you have that

[40:32] letter there's a chart at the bottom that explains the rate increases um and

[40:35] what those would be so if that's uh a letter that you have lost or you don't

[40:40] have reference to we certainly could uh give you another copy of

[40:46] that okay we'll move on adoption of the

[40:52] agenda um we we can take we can take questions at the end this is a business

[40:57] me we got to get through the business and then

[41:00] yeah so adoption of the agenda there's some um one addition that was the

[41:05] executive session at the end I think that's there it's on here though it's on

[43:28] same uh we talked about the improvements at Epstein Park which we kind of

[43:33] discussed last uh meeting as well and then we went over some future ideas and

[43:37] goals for the parks to kind of give us ideas moving forward so we could budget

[44:55] have um when it get to the the really high incomes um in 2030 you're no longer

[45:01] available we're trying to get those people get them in here quickly um so

[45:05] basically if you have over 250% Ami 29 and 30 there is no funding available if

[45:11] you don't do it before those times used to go out to 2030 and your interest rate

[45:15] creeped up in the first three years you didn't do it for people with high income

[45:19] uh we didn't touch the lower income brackets um for that but I want to make

[45:23] sure you know what was in there thank you any further discussion on

[46:13] appointments schools stores entertainment and other activities that

[46:17] are important to all residents citizens whereas the accomplishments of TARTA are

[46:21] a Justified source of Pride and an excellent reflection not only on the

[46:25] organization itself but also also on its leaders and members indeed these fine

[46:29] Ohioans have worked diligently to help people get to where they need to go and

[46:34] they Merit praise for their outstanding commitment to offer to offering shared

[46:38] Ride Transportation services at a low cost to our community whereas tarda has

[46:43] enhanced the quality of life within the area through the services it offers

[46:47] whereas all those associated with tarda are to be commended for their foresight

[46:50] dedication and selfish donations of time energy and ability far beyond what is

[46:55] required or expected whereas in adopting this resolution

[46:59] mommy offers its continued support for all transit which improves the ability

[47:03] of our community to find ways to the places that are important in the lives

[47:07] and extend best wishes for ongoing success now therefore be it resolved by

[47:12] the council by the city of Miami Lucas County state of Ohio as follows that

[47:16] February 9 through 15 2025 is hereby designated as Ohio loves Transit week in

[47:21] the city of Mii the city of Mii recognizes the significance of transit

[47:25] in our community the city of Mai recognized the importance role tarda in

[47:29] its organization play in providing Transit opportunities to our citizens

[47:34] the city of Mai supports Tara and all transit efforts in our

[47:37] community this Council finds and determines that all formal action of

[47:41] this Council and any of its committee concerning and related to the passage of

[47:44] this resolution were taken in an open meeting of this Council and that all

[47:48] deliberations of this Council and any of its committees that resulted in those

[47:52] formal actions were in open meetings to the public in compliance with the

[47:55] charter of the city of M Ohio law this resolution shall take effect and be

[47:59] enforced from and after the earliest period Allowed by law I also understand

[48:04] that um TARTA is offering um fixed drought par Transit and TARTA Flex

[48:10] Services free of charge on uh Tuesday February 11th and honoring this uh

[48:15] Transit week as well just some interesting facts that I thought are

[48:19] important to note um uh in Ohio uh as to how it relates to public transit Ohioans

[48:26] are served by 20 plus public transit systems and Mobility management

[48:31] providers in the state's urban and rural communities that's

[48:34] Statewide Ohio transit systems provide 100 million rides per year including

[48:40] 15.9 million that meet the needs of seniors and people with

[48:44] disabilities Ohio's transit system spends $900 million per year generating

[48:51] 3.6 billion in economic activity Ohio's 60,000 Transit workers

[48:57] help create and support 180,000 private and public sector

[49:02] jobs so it's just to note that it's important that we do uh honor and

[49:06] recognize an important piece of our community and the state as well so that

[49:12] resolution is before you Mrs puffenberger yeah thank you mayor

[50:06] thought this was a par important piece that we needed to revisit as a community

[50:11] um our current senior discount is um $10 per quarter for uh seniors uh and we are

[50:21] asking that we um increase this to $30 uh per order and um the importance

[50:29] of this really is that we we have had some rate

[50:34] increases and in in in meetings with our city administrator

[50:40] and some of the seniors that have come forward um this was something that was

[50:44] uh important to them and and of course with their um income fixed income that

[50:50] they have they're they're finding it um you know more and more difficult to uh

[50:55] deal with all costs of utilities and and that's understandable um so what this

[51:02] basically entails is um changing um the uh the the rate in at to which a senior

[51:11] can qualify so for a household size of one it went up from $30,000 to$ 35,1 123

[51:19] anybody that reaches that is one person household is at that number or below um

[51:23] would qualify for the senior discount and then it goes up from there for a

[51:28] household size of two three and four there is an application that you fill

[51:32] out uh it um that you that you can get that from year to year it's basically

[51:38] tripling the senior discount from $10 to $30 per per quarter um yeah per Quarter

[51:46] U that is one of the largest in the area I don't know anybody else that's

[51:51] offering that kind of a discount um I know I know that Columbus is pretty um

[51:57] aggressive in their senior discount I believe it's higher than that or equal

[52:01] to it we're higher than Columbus higher than Columbus pass so um there's nobody

[52:06] in the area that's offering this kind of discount at at a higher income rate

[52:09] level it's really equivalent to about a th gallons um of usage per quarter is

[52:15] what it kind of amounts to right Y is that accurate that's accurate so um with

[52:21] that being said um I thought it was important that we took it to the finance

[52:24] and economic development committee this morning

[52:27] they are bringing this before you as a recommendation and um we're going to

[52:32] need two motions uh one to wave the three readings and the second one to

[52:37] approve the ordinance is it any age too if you're

[55:36] surrounding buildings and property uh has provided support to the wcot house

[55:40] for many years um and um this pretty much comes very close to matching last

[55:47] year um kudos to the to the walk out house they are attempting to try to

[55:51] raise money on their own through different Avenues U marketing the church

[55:56] rentals um and certain events that are there I believe they last year they kind

[56:02] of came to the tune of about $20,000 that they raised on their own um

[56:07] just sponsoring events and renting the church and doing other things to help

[56:11] offset the cost um the site manager there Mike nebauer has done a really

[56:16] nice job in in providing us with a budget and where the money is going to

[56:20] go and um some of the Capital Improvements that they do need out there

[56:24] um so the funding support the part-time employment of the site manager uh

[56:29] maintenance and janitorial services uh the site management provides aison with

[56:33] the city department so they do keep in contact with our public service

[56:37] department to see if there's anything we can provide um at at no cost to them to

[56:42] do some of the work that that's needed out there funds are used for uh to

[56:47] upkeep and also repairs maintenance utilities and security uh the walcot uh

[56:52] Heritage Center is uh 6 Acres all of it and it has six historical buildings that

[56:58] are open for Public tours um one of the highlights is the jack ky's uh mommy

[57:03] Memorial Museum um has over 10,000 historical items it tells the story of

[57:07] Mommy if you've never seen it it's pretty cool um so Mommy and surrounding

[57:12] schools and other organizations have done tours and field trips there it's a

[57:16] it's a destination place um we have found that about 60% of the visitors

[57:21] that go there are Mommy residents um and they also have a lawn uh

[57:26] lawn things in the summer um they've they've hosted the Miami Children's Home

[57:31] reunion which is pretty cool it's got some history there um so if you haven't

[57:37] gone to the wall cot house I would recommend that you do so it's a it's a

[57:42] historical significant piece of Mami and I'm happy we're able to continue to fund

[57:46] that and keep it going and we'll call the RO any anything

[58:15] Saturday night the um the mommy High School distinguished alumnus award at

[58:20] Parkway uh Plaza my wife and I went it was a great uh event uh and they also

[58:25] inducted did um athletic Hall of Fame inductees as well um so the four

[58:30] distinct alumnist was Sarah Otis Trey Omen um who is a colonel in the Air

[58:36] Force actually uh Katherine denler in liy survey who's um actually did the

[58:41] Christmas uh program here at the mommy indoor this past uh holiday season with

[58:45] her husband Stephen and the four athletic Hall of Fame inductees were

[58:49] Paul Schultz Justin Banks he was a running back for the um uh mommy

[58:53] Panthers actually a very good running back and and um Brook tulus um was a

[59:00] cross country and longdistance Runner there broke a lot of records and then

[59:03] went on to the University of Toledo was all Mac uh um and All-American and also

[59:09] one a couple of um big uh all Mac titles there too as well and then Mike mcder

[59:14] who had a long history of being a wrestling coach and and uh a teacher at

[59:19] Mommy high school that was a great event and I know Mr fiscus was there with his

[59:24] wife and um it's very good to see um a lot of these people that have come

[59:29] through our Momi schools um be very very successful in their life and they're

[59:33] willing to come back and and be honored for that so

[59:37] cool and we will move on from there to um Mr Harris thank you mayor McDonald uh

[59:45] just want to remind everybody that tomorrow evening that we will be having

[59:48] the second state of the city address and the first one went very well um I was

[59:53] really excited to hear about all the businesses that are coming and I believe

[59:56] we've added some more as well so he'll definitely talk about that I do plan on

[1:02:00] a Community Wide burden um it's exciting exciting to see it come together and all

[1:02:33] comes to water bills so that discount is going to be a positive thing I believe

[1:02:38] going forward uh obviously in tandem with that is uh you know hearing having

[1:02:45] over 700 inspections is um uh scheduled is truly an remarkable thing so uh just

[1:02:52] wanted to reiterate to the um residents here and then people that are watching

[1:02:57] you know that every day and every week and every month uh you know as we deal

[1:03:01] with the situation we're just getting uh more and more positive things to uh as

[1:03:07] we approach this stuff going forward so congratulations and kudos to everybody

[1:03:12] on working on hard on that and uh obviously I know we're going to have

[1:04:21] Development a lot when we began when I began in 2020 we really got the ball

[1:04:25] rolling took a little time to do it takes years actually

[1:04:30] to find out who it is that's coming to Momi and how we can uh make this happen

[1:04:34] and get the ball rolling and it's really been going wonderfully but economic

[1:04:39] development is a process of improving the Regional Community with the creation

[1:04:43] of jobs and the wealth to the uh to its Community uh so through the business

[1:04:48] revenues that we do collect it offsets the expenses of running the city

[1:04:52] obviously large businesses have more people working there more income taxes

[1:04:57] collected and that's a mechanism that offsets a lot of these huge expenses

[1:05:01] that the city uh endures during during its every year of running um so it it it

[1:05:07] is that's that's what we have to do we have to keep this uh machine going that

[1:05:12] brings more businesses here we're looking down the road 25 30 years and

[1:05:16] we're getting these things in place now also uh I will be at the state of the

[1:05:32] more clarification on my parks's report uh Miss puffenberger pointed this out to

[1:05:37] me yesterday um there is not a fire station going in at R Park that was a

[1:05:42] typo Arrow it is forestation Project didn't want anyone think we were

[1:05:48] building a new fire station uh speaking of environmental things um Earth Day

[1:05:53] cleanup this year we're going to do on Saturday April 12th already talked to

[1:05:57] one of the groups that helped us last year that's the date that works for them

[1:06:01] it's a little earlier than we normally do it but um when you get a large group

[1:06:05] of people who want to help you you don't turn them down you say yes I will take

[1:06:09] that date so April 12th it's Saturday probably uh we normally start at 9:00

[1:06:14] a.m. and we'll meet right out in the courtyard we had a great crowd last year

[1:06:17] so hopefully we have more people this year thank you can't make it 10 so I can

[1:06:21] sleep in you can come late if you want you don't have to be there right at 9:

[1:06:26] we'll take you for an hour here or there thank you and uh we'll move the city

[1:06:31] administrator for up any updates yeah I got a couple things I just want to start

[1:06:35] and I'll I'll lighten it up at the end of this I just want to I

[1:06:39] I last week or a couple weeks ago I talked about how some of the threats

[1:06:45] that get yelled at me when I'm walking down the street and so on and all those

[1:06:48] things and and and somebody who's part of the recall group thought it was

[1:06:53] important to write a letter to the editor the blade saying it's not

[1:06:57] personal raising money to get people or prosecute people on a menacing charge is

[1:07:03] impossible almost but and said it wasn't personal but this person in the group

[1:07:10] keeps making it personal I give you an example I was spoke I was asked to speak

[1:07:16] by Scott the owner of Ernest Brewery last Wednesday night Facebook that

[1:07:21] person decided it was important to say we're boycotting that business because I

[1:07:25] was working there somehow I was subhuman to actually speak at a business same

[1:07:30] person um decided that um one of the people decided that they would take the

[1:07:36] channel 11 video that Jeff Smith asked me to come down and give on Thursday

[1:07:40] night decided to doctor that video and repost it when I took when Jeff was

[1:07:47] asking me a question I paused so they slowed the video and zoomed it into my

[1:07:52] face to make it look like I didn't know what I was talking about also part of

[1:07:55] the recall group um so this kind of feels personal when you do that kind of

[1:08:01] thing um then

[1:08:05] also um the same people decided on mommy matters that it was important

[1:08:13] to um speak about a sergeant in this police force about how somehow it was

[1:08:21] nepotistic and that that because his father said this Council was elected

[1:08:26] after this police officer was hired and he was promoted that somehow he made too

[1:08:31] much money made a big deal of it I'm not sure why that's important but the issue

[1:08:37] is is I want to make it very clear that the sergeant that was promoted is these

[1:08:41] promotions and Josh can ask any you can ask him any questions afterwards but

[1:08:46] this particular person scored the highest on every report of the exam that

[1:08:50] was given in the Serge's exam is that right Josh and he was hired

[1:08:56] he was promoted to Sergeant he is not the highest paid

[1:08:59] Sergeant we have and if anybody knows what it's like to recruit police

[1:09:03] officers nowadays considering what they go through in that job um I'm not sure

[1:09:09] what's too much pay um but again this isn't personal but it appears

[1:09:16] to be personal um I had uh two letters brought to me um from

[1:09:22] people who lived in an apartment complex here by the owner who sent them letters

[1:09:27] spewing all sorts of hateful lies half the letter was about me um none of which

[1:09:33] were true um but I do have friends in town

[1:09:38] that will tell me those things but I just want to make sure that we're

[1:09:41] talking about the week that um acts of kindness week that margar was talking

[1:09:46] about as you consider that that when people in this audience or people who

[1:09:51] are in this audience consider that the people you're talking about are human

[1:09:55] beings and they're somebody's father grandfather they somebody's son or

[1:09:58] daughter um it doesn't have to be that way especially if you claim that it's

[1:10:02] not personal anyway I going to um to lighten

[1:10:07] it up uh Epstein Park um we did do have the sign purchas agreement back we'll be

[1:10:11] closing a couple of weeks on that property um uh we will have so I so

[1:10:16] Council can see I'll probably show this on the screen when we have our drawings

[1:10:20] of what that Park will look like in inside in terms of its path um also

[1:10:26] um we have um three additional Economic Development projects I can't speak of

[1:10:32] them right now but I want you to know that we're working on now 41 different

[1:10:36] economic development projects um right now um some big some small um all be at

[1:10:43] the same they create jobs they create density in our community um they create

[1:10:49] opportunities and space that people want to live and be so um there's really a

[1:10:53] lot of exciting stuff going on here I think mommy's uh heading toward a

[1:10:58] Renaissance in terms of its infrastructure in terms of um the people

[1:11:02] that want to move here I haven't found any house that goes unsold uh people

[1:11:07] don't want to be here that's their choice but there's a lot of houses

[1:11:10] selling for pretty big dollars in this town that would never have sold that way

[1:11:13] four years ago so it really has come to a point where um I think it's really

[1:11:18] great that I see people in this audience I see nodding when I was going through

[1:11:21] the presentation or getting on board with the program um that really is doing

[1:11:25] the right thing by our residents and as you know public policy takes a little

[1:11:29] bit to get through uh in the end you end up with a good a good policy and a good

[1:11:33] program so thank you Mr Mayor and thank you Council for letting me serve thank
