Everybody have a chance to take a look
[0:06]
at the minutes. Move to approve.

[0:09]
» Motion. Second to approve. Any
[0:11]
discussion?
[0:12]
» All those in favor?
[0:14]
» I
[0:14]
» Opposed. Motion approved. Approve claims
[0:17]
in the amount of $3,221,76.17.
[0:25]
Uh although uh Council Member Marsette
[0:27]
is not here, I'll uh answer his question
[0:29]
that I'm sure he has. Uh there are two
[0:32]
just over $2 million in debt payments uh
[0:35]
that are set to be wired to the paying
[0:37]
agent tomorrow. Uh $348,000
[0:40]
in milling overlay from the 2627 CIP and
[0:44]
approximately $100,000 in payments for
[0:46]
the new exhaust uh in the apparatus bay
[0:49]
at the fire station.
[0:52]
Move to approve.
[0:54]
» Second.
[0:54]
» Motion second to approve. Any
[0:55]
discussion? All those in favor? I
[0:59]
» Opposed. Motion's approved. Discussion
[1:01]
of possible action on Bear Drive speed
[1:03]
display sign traffic safety advisory
[1:05]
committee. Case 38. They got case
[1:08]
numbers, too.
[1:11]
» Hello. Aaron Mcy Anderson, city
[1:13]
engineer. So, at the public uh safety
[1:17]
committee, uh they approved a speed
[1:19]
display sign coming into town on Bear
[1:22]
Drive and so they forward it to finance
[1:26]
since we don't have dedicated funds for
[1:28]
our traffic safety um kind of committee
[1:31]
to distribute. So, we are recommending a
[1:35]
solar speed display sign in just the one
[1:39]
direction and we did put up our speed
[1:43]
radar and the speed limit is 25 miles an
[1:46]
hour. The 50th percentile speed was 36
[1:49]
miles an hour and the 85th percentile
[1:52]
was 40 miles an hour. So, we did
[1:54]
identify that there is a speeding issue.
[1:57]
Um, technically there was speeding in
[1:59]
both directions, but we figured it
[2:01]
didn't make sense to put one leaving
[2:02]
town. And so we are looking for
[2:06]
approximately $5,000.
[2:09]
And we there's a few options. Um, I
[2:11]
asked Sam kind of what maybe our options
[2:14]
are. And so we could look at the 2026
[2:17]
public works budget, but we'd have to
[2:19]
likely cut something. We can look at the
[2:21]
2027 public works budget and add it as a
[2:24]
line item. We could dip into our current
[2:28]
CIP which we can find money I guess
[2:31]
within the bonding for the 2026 2027
[2:34]
capital improvement plan or we could do
[2:37]
the general fund balance.
[2:41]
» What do you recommend?
[2:42]
» The recommendation would be if we did
[2:43]
out of the CIP I would not recommend
[2:46]
doing that until the end of 27 to make
[2:48]
sure all the projects come in and tie
[2:50]
off and see if there's money left over
[2:52]
if that's the direction that we wanted
[2:54]
to go.
[2:56]
I think we need to do this sooner. So,
[2:58]
what do you think would be the better
[3:01]
place to take the money?
[3:03]
» Any of those are options.
[3:04]
» Yeah, I think the Go ahead, Sam.
[3:06]
» The when staff is trying to come up with
[3:08]
a recommendation,
[3:10]
there isn't a whole lot of of money just
[3:12]
sitting aside. I think it the um
[3:15]
recommendation would be to likely cut
[3:17]
something else.
[3:18]
Um, and the question then to the
[3:20]
committee would be what what would you
[3:22]
guys recommend the reciprocal cut be?
[3:25]
» Y,
[3:27]
» Is there anything that's coming in under
[3:28]
budget right now?
[3:31]
» No.
[3:31]
» No,
[3:33]
» Not that I can think of. It's pretty
[3:34]
tight. You You guys have the finance
[3:37]
report now that Sam's been providing.
[3:39]
Everything's
[3:41]
very close.
[3:44]
So if I can Mike, you wanna
[3:49]
you might answer all my questions.
[3:52]
» Mike Morz, director of public works. Uh
[3:54]
so what we could do is for the 2026
[3:57]
general operating budget for public
[3:59]
works this year. There have been several
[4:03]
accidents that have occurred throughout
[4:04]
the community that we've basically
[4:06]
collected those funds back from the
[4:09]
people that hit this traffic, you know,
[4:12]
signal, hit a street light, uh, so those
[4:15]
revenues are coming into the city that
[4:17]
help offset us buying replacement poles
[4:21]
or controllers to put back up, so on and
[4:23]
so forth. So, um, that's one place that
[4:26]
Sam, maybe you and I can maybe sit down
[4:28]
and look like what our revenues have
[4:30]
come back in versus what our expenses
[4:32]
have gone out and if there because we do
[4:34]
incorporate some staff time into that
[4:36]
obviously. Um, and that's already in the
[4:39]
operating budget. I mean, so I mean
[4:41]
there are there might be a possibility
[4:43]
that we could look at that and and pay
[4:45]
for it out of the operating budget this
[4:46]
year. So
[4:47]
» And and and in the end the other
[4:49]
possibility is finding a time where we
[4:52]
take these special projects and realize
[4:54]
we can't do them right now.
[4:56]
» Well, that's I mean is it an enforcement
[4:59]
issue again where we just is it is that
[5:02]
section of road in the city or in the
[5:04]
county jurisdiction?
[5:06]
» It's in the city and I know um Chief
[5:09]
Williams
[5:10]
» He said they put you know they go out
[5:12]
there once in a while. He specifically
[5:14]
said, I think this was when they had
[5:15]
like four officers out there and sure
[5:17]
» They do that, you know, and there was
[5:20]
maybe four people pulled over at the
[5:21]
same time because there was like so many
[5:23]
people going over the speed limit. So
[5:25]
they do the best that they can with
[5:29]
their resources.
[5:31]
» Well, that that's what I was going to uh
[5:32]
start with. So I looked at the map and
[5:34]
this is this is literally right on the
[5:36]
border of of uh coming, you know,
[5:38]
welcome to the city. Um, prior to that
[5:42]
25, it's 45, right?
[5:44]
» Yeah. I don't
[5:45]
» No, it's 35.
[5:46]
» It goes from 45 to 35 to 25.
[5:49]
» So, you know, and basically like you
[5:52]
mentioned, if they're leaving and going
[5:53]
fast, we kind of say, who cares? We
[5:55]
don't really say that, but we we mutter
[5:57]
that,
[5:58]
» But so then let's flip that concept
[6:00]
around. So they're they're they're
[6:01]
coming in from the town going 45 55 and
[6:05]
now you know we have to reach in the
[6:08]
wallet or try to find this money for
[6:10]
this thing. I'm not against it. I think
[6:11]
those things have proven to so the the
[6:13]
the uh traffic but this is not a
[6:16]
guarantee that now we won't have any
[6:18]
speeders. Um I appreciate you putting
[6:21]
the picture in there and it's not a you
[6:22]
know truly a residential neighborhood.
[6:25]
My fear is that as soon as we have a
[6:26]
couple people say, "Hey, I think there's
[6:28]
speeders coming through here." Um, we're
[6:31]
then now kind of, well, we'll jam one of
[6:33]
these signs in there and, you know, in
[6:35]
every sign. So, I'm not against it and I
[6:37]
and I don't want to I wasn't part of the
[6:40]
the uh safety uh public safety, but um
[6:46]
it's a it sounds like a not a bad idea,
[6:49]
but we're also saying, "Well, where's
[6:50]
the money?" I mean, it's if we did this
[6:52]
like our own checkbook, we'd say, "Boy,
[6:54]
we'd love to do that maybe next year. We
[6:56]
just can't afford it right now." I don't
[6:58]
that that's kind of what hits me about
[7:00]
this. Um,
[7:01]
» Yeah. And another thing, we do have bare
[7:04]
drive in the CI the six-year CIP. I
[7:06]
don't remember exactly what year we put
[7:08]
it for. So hopefully if we redo it, we
[7:12]
can maybe look to change some things to
[7:14]
help with speeding, but
[7:16]
um or include the sign with that
[7:18]
project, you know, kind of wrap it in
[7:20]
with that project. So that could be an
[7:22]
option, too. But if we were able to put
[7:25]
in the sign now and then you were able
[7:28]
to design it better when it's um redone,
[7:35]
» We could move that sign. And so I mean
[7:38]
the money isn't wasted by buying a sign
[7:40]
that
[7:41]
» True
[7:41]
» Because I mean we got plenty of speeding
[7:43]
spots in all over the c the city. Um
[7:48]
» But to your point you said and again I I
[7:50]
I trust that a lot of work has been done
[7:53]
this. Um the safety committee said we
[7:56]
need that and you guys said sooner than
[7:57]
later. Then then where are we going to I
[8:01]
mean I know that you guys were just
[8:02]
talking about that but I I don't have an
[8:04]
answer. I don't have 5,000 on me right
[8:06]
now. to pay for it. Are we do you feel
[8:09]
comfortable with with um underruns from
[8:12]
projects that are currently in house or
[8:15]
» Yeah, I mean we did have a good year,
[8:17]
you know, with under bidding, but then
[8:19]
we're kind of pushing the limit for
[8:20]
wanting to add, you know, B&M Farms next
[8:23]
year basically with that overrun of
[8:25]
fund.
[8:25]
» That's true. Yeah. Mhm.
[8:27]
» So,
[8:28]
» Usually we put enough contingency where
[8:31]
I personally would like to see at least
[8:33]
$5,000 left at the end of all the
[8:35]
projects, you know, instead of going
[8:37]
over budget, but
[8:40]
that doesn't mean it who knows what the
[8:41]
bidding will look like next,
[8:42]
» Right?
[8:44]
» The insurance reimbursement is not an
[8:45]
option.
[8:46]
» Oh, we can't use that
[8:50]
insurance collect to offset our
[8:52]
expenses. Mhm. Okay.
[8:59]
Okay.
[9:02]
» Well, I guess we don't have the money.
[9:03]
We don't have the money.
[9:06]
» Well, if we were to make a motion,
[9:09]
I don't know what the Yeah, I don't know
[9:10]
what the answer would be. Um, is this
[9:13]
something that we
[9:15]
» Yeah.
[9:16]
» 2027 priority list?
[9:19]
» Sam, what do you have? What What would
[9:21]
you recommend? Anything?
[9:24]
My recommendation would be that
[9:28]
if it were passed that we would likely
[9:30]
need to see a cut somewhere. Um
[9:34]
or unless it is a recommendation to put
[9:37]
it in 2027's budget, in which case we
[9:41]
can we'll be able to fit it in and bring
[9:43]
it back to the council with another cut
[9:46]
from staff.
[9:51]
» Another cut from staff. Well, a staff
[9:53]
recommendation as to where to cut that
[9:55]
in the 27 budget.
[9:56]
» Not a staff cut.
[9:56]
» Okay, I apologize. I did not mean that
[9:58]
as a cut to staff either. That
[10:00]
» Sounded pretty ominous.
[10:01]
» Yeah, sorry. I did not mean it like
[10:02]
that. A recommendation from staff as to
[10:05]
where to cut it from the 27 budget.
[10:07]
» Do we have an accident report for there?
[10:09]
» Uh, let's see. What did I
[10:14]
» There in the last three years, there has
[10:17]
been one accident related to wildlife
[10:20]
crossing. I don't think it said deer,
[10:22]
but
[10:25]
» And the sign would not work on on the
[10:27]
deer,
[10:28]
» Right? Pay attention to that.
[10:31]
» No, but you know,
[10:32]
» Nobody else does. Why should they?
[10:33]
» Right.
[10:33]
» They got the deer crossing signs. They
[10:35]
know where to go.
[10:36]
» I know. They just don't read them.
[10:38]
» Um and and again, just trying to be
[10:40]
creative here. What if I mean, could we
[10:43]
approach the town and say, "Can you back
[10:44]
up your or back down your speed limit to
[10:47]
25?" because I think the speed probably
[10:50]
takes place in that first 100 yards
[10:54]
of you hit that sign, you see 25 and
[10:56]
it's still you still have that
[10:57]
straightaway there.
[10:59]
» Um
[11:00]
» I don't know. I'd have to ask Jeff maybe
[11:02]
about that, but I don't know where they
[11:04]
sit exactly. Yeah. But
[11:07]
» I'm going to make the motion that we um
[11:11]
send this back to staff to make a
[11:14]
recommendation on where we can find the
[11:17]
money if possible. and discuss it at our
[11:20]
next finance meeting.
[11:23]
» Yeah, I'll second that
[11:25]
» Motion and second.
[11:27]
Any further discussion?
[11:30]
I'm just I'm just wondering if
[11:34]
don't get me wrong because you know how
[11:36]
I feel about speeding and people not
[11:38]
obeying traffic signs and things here in
[11:41]
the city, but
[11:43]
one accident in three years and it's
[11:45]
just a deer.
[11:48]
Don't want to minimize what what
[11:50]
happened to that deer, but
[11:53]
» But did you read the urgency here? I I
[11:56]
really don't see the urgency.
[11:57]
» Did you read the summary of the con
[11:59]
concern? Um I have photos on my phone of
[12:01]
cars passing in the double yellow 25
[12:04]
mile per hour multiple times in the last
[12:06]
year. So people are they're ignoring the
[12:09]
double yellow. They're they're speeding.
[12:12]
And this is this is a a big problem that
[12:15]
I mean we're we're lucky that we haven't
[12:17]
had any accidents. I'm surprised that we
[12:19]
haven't had any. I drive that that
[12:22]
section uh quite a bit because I go up
[12:25]
to Somerset to visit my daughter and
[12:27]
come back that way and um
[12:30]
I don't there's usually not a lot of
[12:31]
traffic there,
[12:33]
» But um
[12:35]
» Well
[12:36]
» I can see where people are would be
[12:37]
speeding. Do people typically reduce
[12:39]
speed when they see a sign like that or
[12:41]
is there I mean some people might test
[12:44]
their speedometer to make sure it works.
[12:46]
» I I'm just wondering if the
[12:48]
effectiveness of those signs and if
[12:49]
there's any data on the effect
[12:51]
» There has been some data on this the and
[12:53]
I I think I mean Jeff can correct me but
[12:56]
I think like stage line where we added
[12:58]
them it has helped quite a bit. It
[13:01]
sounds like uh we did that in both
[13:04]
directions on Stageeline Road which had
[13:06]
you know maybe a similar I mean that's a
[13:09]
higher um speed limit but
[13:12]
so there is some effectiveness shown at
[13:15]
least temporarily you know when you
[13:18]
cross it.
[13:20]
» Mhm. And I'm I'm again I'm not opposed
[13:23]
to these tools um that you know are
[13:27]
there for safety but also you know
[13:29]
slowing people down. Um again it's not
[13:32]
in a residence but I there's nobody I
[13:34]
talked to in the city that one of their
[13:36]
top complaints not that they have a lot
[13:38]
but one of the top ones is they're
[13:39]
speeding in my neighborhood
[13:40]
» And that could be a small residential
[13:42]
neighborhood it could be Carmichael. It
[13:44]
could be this area. So my again my fear
[13:47]
is the idea that let's spend five grand,
[13:49]
find it from somewhere, put a sign in
[13:51]
there and say there we're done. We fixed
[13:53]
the speeding issue.
[13:55]
» People are still going to cross the
[13:56]
yellow line.
[13:57]
» Um it is it is a straightaway. I've I've
[14:01]
» I've I've been on there and it it is it
[14:03]
does feel unnatural to go 25 down there
[14:06]
to be honest with you. Um,
[14:09]
and if we did have, you know, this
[14:12]
here's this checkbook that's meant for
[14:13]
these safety things and we had a decent
[14:16]
balance in, I would be right alongside
[14:18]
you. I just I don't want to I I liked
[14:20]
your motion because um rather than just
[14:23]
blindly say, "Let's write the check and
[14:25]
we'll figure out how to cash it later."
[14:27]
I'd like to know where it's coming from
[14:28]
before we approve anything. So,
[14:32]
» All right.
[14:34]
» All those in favor? I I
[14:35]
» Opposed. Motion's approved.
[14:39]
» Discussion possible. Thanks, Aaron.
[14:41]
Discussion possible action to approve
[14:42]
the quote from Jar Roofing Service for
[14:44]
repairs at 21101 O'Neal Road.
[14:48]
All right. Mike Morz, director of public
[14:50]
works. Again, uh we have an issue with
[14:54]
the roof at the new public works
[14:56]
facility. Uh unfortunately, it is on the
[14:59]
side that we lease to uh Progressive
[15:02]
Rail. Uh this leak has been an issue um
[15:06]
for the last couple of years. Um we
[15:10]
tried to chase it and brought in Jar to
[15:13]
do some sealing of roof penetrations
[15:16]
around rooftop units. Uh they did some
[15:19]
sealing around some of the trim on the
[15:21]
the roof edge and continued to have
[15:24]
problems uh on that side with leaks. And
[15:27]
so Caterpillar or Progressive Royal
[15:28]
reached out to me and say, "Hey, what
[15:29]
are you guys doing to fix this?" Right.
[15:31]
Um, so Jar came back, did some
[15:34]
investigative work. Uh, Jar is a company
[15:36]
that we've worked with in the past to do
[15:38]
emergency repairs on some of our other
[15:40]
roofs at the library or our public
[15:42]
workshop up on the north side of town.
[15:44]
And they took took some core sample and
[15:46]
found some wet insulation, um, which is
[15:48]
apparently bad on a flat roof. Um, and
[15:51]
so they basically put a quote together.
[15:54]
Uh the total is $17,767
[15:57]
to replace that uh section of roof that
[16:00]
has become damaged. Um and like I said,
[16:04]
that should hopefully uh stop the leak.
[16:08]
Um where we're going to pay this from,
[16:11]
talk to Sam. Uh we would use the the
[16:14]
rental income that we acrew from them
[16:16]
every every month to help offset this
[16:18]
expense. and they pay us um
[16:21]
approximately $25,000 in rent every
[16:23]
month.
[16:25]
» What is that money designated for
[16:26]
though? Isn't it Isn't it already
[16:28]
designated?
[16:29]
» That Go ahead, Sam.
[16:30]
» Yes. So, we get uh as Mike said about
[16:33]
$25,000 a month or about $300,000 a year
[16:36]
from them. Uh that money is in the debt
[16:38]
service fund to pay uh the 2024 uh non
[16:42]
or NAN uh debt issuance, which is a
[16:45]
balloon payment at which we pay interest
[16:47]
only on that. that interest payment is
[16:50]
approximately $210,000.
[16:52]
» Okay.
[16:52]
» For next year. So that leaves us with 87
[16:55]
$87,000
[16:58]
um approximately that uh could be used
[17:00]
for this.
[17:01]
» Okay. I'll make the motion to approve.
[17:04]
» I'll second.
[17:05]
» Motion second to approve. Any further
[17:07]
discussion?
[17:09]
All those in favor?
[17:10]
» I
[17:11]
» Opposed. Motion's approved. Thanks,
[17:13]
Mike. Ordinance 07-26 amending the
[17:17]
three-hour parking limit and eight hour
[17:19]
parking limit.
[17:23]
» Bren, do you want to take this or do you
[17:24]
want me to?
[17:26]
» I'm sorry. I was busy letting council
[17:27]
member Sarah in. I missed what we're the
[17:30]
point that we're on.
[17:31]
» We're on the last item on the parking
[17:33]
three hour and 8 hour parking.
[17:35]
» Uh, okay.
[17:37]
» Yes. So, so this is um uh the the
[17:40]
request was on last meeting's agenda
[17:43]
came from the parking utility to allow
[17:46]
for a section of three-hour parking near
[17:49]
the it's just across the street from the
[17:51]
boat launch um on the let's see that
[17:54]
would be the east side of first right
[17:56]
behind the river city center and this
[17:59]
would allow for 25 total spaces to go
[18:02]
from a three-hour parking limit to an 8
[18:04]
hour parking limit. So it take eight
[18:06]
spaces that would cycle through every
[18:08]
three hours and convert it to an eight
[18:10]
hour in which permit people would be
[18:12]
able to use and also hourly people would
[18:15]
be able to use but it would be an 8 hour
[18:17]
maximum parking limit.
[18:20]
Think that's it.
[18:22]
» So how many employees are they planning
[18:25]
expecting to have in that building?
[18:28]
» I think they're already there.
[18:30]
» They are already there.
[18:31]
» Yep.
[18:32]
» Yeah. I I don't know the numbers of
[18:34]
employees or anything to that. It was
[18:36]
just the request for
[18:37]
» I was told that there are up to 60
[18:38]
employees but most of them are working
[18:40]
remotely.
[18:42]
I don't know how accurate that is, but
[18:44]
» So, how many
[18:49]
So, the reason that they want 8 hour
[18:51]
parking in that area is so that even
[18:54]
those who would not buy a monthly permit
[18:58]
would be able to park there for their
[19:02]
full day of work.
[19:05]
Um, I mean, do they need all 25 spaces?
[19:09]
I
[19:14]
I I don't know the answer to that. Did
[19:16]
you Did I I I wanted to clarify
[19:18]
something. I I thought I heard you say
[19:20]
that they were going to take eight
[19:22]
stalls.
[19:23]
» Eight stalls.
[19:24]
» No. Uh it's the 25.
[19:26]
» Okay. Yeah,
[19:27]
» It's all 25.
[19:28]
» Heard that.
[19:29]
» So, um
[19:32]
» To go to eight. I don't know that they I
[19:35]
they're not I don't I don't think it
[19:38]
would be accurate to say that they're
[19:39]
going to take all 25, but at the same
[19:40]
time, it's not accurate to say they
[19:42]
wouldn't. Depends upon who's there. You
[19:45]
know,
[19:46]
they they have staff meetings every now
[19:48]
and then, bring them all in.
[19:50]
» Okay. Because I noticed that there are
[19:52]
some spaces on that side of the building
[19:56]
» In their parking lot. So I went down
[19:59]
there this this afternoon to look at
[20:02]
everything and and most of those spaces
[20:05]
were empty. So I don't you know All
[20:08]
right. So what is the impact
[20:11]
on the for are those spaces used a lot?
[20:16]
Has there been any
[20:18]
information gathered on how how much
[20:22]
usage those spots get during the day? I
[20:25]
mean it's it's only going to be during
[20:26]
the day that they're going to be using
[20:27]
them. Correct.
[20:28]
» I I think they're used quite a bit
[20:30]
during the summer.
[20:31]
» Oh.
[20:32]
» Uh during the boating season
[20:34]
» As guests that are going out with people
[20:37]
» Uh that are launching with people at the
[20:39]
at the boat launch.
[20:40]
» Okay. So
[20:41]
» They're going to get there early in the
[20:42]
morning maybe. Yeah. But they're they're
[20:44]
used quite a bit during during the
[20:46]
summertime. I'm not sure.
[20:47]
» Before Sar went in there.
[20:48]
» What's that?
[20:49]
» That's before Saranda went in there.
[20:50]
» Yes.
[20:51]
» That's also weekend parking. I I too,
[20:54]
you know, I know that little area and it
[20:56]
it is probably our least popular parking
[20:58]
spot, you know, as far it's probably the
[21:01]
furthest from any restaurant or bar or
[21:03]
store. Um,
[21:06]
and I do like the way that this is set
[21:08]
up. It's a creative way to like
[21:09]
especially if we raise our per our
[21:12]
permit prices. We're guaranteeing what
[21:15]
25,000 excuse me $2500
[21:18]
for the employees. But still if if if
[21:21]
they're not being used, someone could
[21:23]
park there for one hour or four hours or
[21:25]
whatever. So we could almost we could
[21:27]
almost double dip, if you will,
[21:28]
» If the employees buy a pass or a permit
[21:32]
» And then someone wants to park there and
[21:34]
go to the the beach or whatever or
[21:36]
whatever they want to do. um
[21:40]
it would be a way to to like gu like I
[21:43]
said guarantee that payment but it's
[21:44]
also it's not reserve parking for them
[21:47]
and um I do see the church down there on
[21:50]
the weekends they people use that but
[21:52]
this wouldn't be this is a Monday
[21:54]
through Friday thing for the permit
[21:56]
right
[21:57]
» Yeah well this should be used I would
[22:00]
expect that a a business like Saranda
[22:02]
would only be using it Monday through
[22:03]
Friday regular business
[22:04]
» Hours if the employee or somebody does
[22:07]
have
[22:08]
a pass that's year round that they can
[22:10]
they can park there on a Saturday if
[22:12]
they wish to.
[22:12]
» Sure.
[22:15]
» Are there any concerns about this?
[22:17]
» So, here's here's my concern. This is
[22:19]
why originally I wanted to postpone this
[22:22]
to look at the uh agreement that we had,
[22:26]
development agreement there, and that's
[22:29]
» It's kind of vague in relative to what
[22:33]
my concern was. So, it's a horse piece
[22:36]
really. Um, and that having to do with
[22:39]
the 5% tradeoff in consideration for the
[22:42]
uh the developer getting 5% additional
[22:45]
on tiff revenue uh increment as a
[22:49]
trade-off for the 25 parking spots.
[22:51]
Okay. And then all of a sudden the 25
[22:53]
parking spots ended up end up being
[22:54]
perhaps going exclusive not exclusively
[22:57]
but a big chunk of them to a tenant
[23:02]
of the developer. So that was my
[23:04]
original concern. The language is vague,
[23:06]
so I'm not going to argue that point.
[23:09]
Uh, but
[23:12]
I think that I think the bigger issue
[23:14]
for me right now, and I'm not I'm not
[23:17]
wedded to this one way or another. I see
[23:19]
both sides. But I think a bigger concern
[23:22]
right now, we're going through a lot of
[23:24]
discussion about parking. And we're
[23:26]
going to have more coming up here very
[23:28]
soon.
[23:30]
And what if any business were to do
[23:33]
this?
[23:34]
I mean, if I saw council passing this
[23:37]
and I had employees down here, I
[23:40]
employed a lot of people. I'd say,
[23:41]
"Yeah, I want in on that."
[23:44]
» Mhm.
[23:44]
» Uh, you know, if we have public parking,
[23:47]
which is what this is, it's city-owned
[23:49]
public parking. What about other public
[23:51]
parking spaces? What about over here?
[23:53]
you know, turn that into 18 permit
[23:55]
parking for or eight hour rather permit
[23:57]
parking for anybody that wants to come
[23:59]
in because they've got a business that
[24:01]
they might relocate or they move
[24:02]
downtown or they've been downtown, they
[24:05]
need additional parking or
[24:08]
they're expanding and they want
[24:10]
additional parking. So, I'm worried
[24:12]
about the precedent that we're setting.
[24:14]
And
[24:16]
so, that's my biggest concern.
[24:18]
» So, we excuse me. You know, here here's
[24:21]
something you're going to hear me say
[24:22]
probably a lot in the next few weeks for
[24:27]
sure.
[24:29]
We we didn't used to have a parking
[24:32]
problem downtown, right? Which is why we
[24:34]
developed a system where we had payment
[24:37]
in lie of we wanted to encourage people
[24:39]
to come downtown. We wanted to encourage
[24:40]
businesses to come downtown. We didn't
[24:43]
have very many restaurants downtown. We
[24:45]
just had a handful and uh so parking was
[24:49]
not an issue. All of a sudden, Hudson
[24:51]
became very popular place to be. We got
[24:53]
a lot more restaurants downtown. Every
[24:55]
single one of them got a parking or a
[24:58]
payment in lie of deal. We got no
[25:02]
additional parking and then of course we
[25:03]
were inundated with complaints about
[25:04]
parking downtown for years. Okay, that
[25:09]
was resolved in my opinion when uh Mike
[25:13]
and and their crew uh came in with a
[25:16]
recommendation to change the system
[25:19]
» To enforce until 8:00 to go with the
[25:22]
threeh hour to the enforcement until 8
[25:24]
with three-hour which encouraged
[25:27]
promoted um turnover churn downtown
[25:30]
which was huge the additional 300
[25:32]
parking spaces that were then metered
[25:34]
and we haven't had a single complaint. I
[25:36]
haven't personally had a single
[25:37]
complaint about parking downtown other
[25:39]
than people that are getting tickets
[25:40]
that don't think they should uh or don't
[25:42]
want to pay them, but we're going to
[25:45]
start seeing parking complaints downtown
[25:47]
again here pretty soon.
[25:48]
» Mhm.
[25:49]
» And and that concerns me because we've
[25:52]
got nowhere to go and we don't have any
[25:53]
money to do anything about it. You know,
[25:55]
we've got when we tore down the fire
[25:59]
station over here and created the
[26:01]
additional parking spaces, we were
[26:03]
thinking in the back of our minds, we
[26:05]
didn't want to put a a ramp up there. I
[26:07]
don't think anybody was in favor of a
[26:08]
ramp downtown here, but we were talking
[26:11]
talking about putting a deck over that
[26:13]
potentially if we needed additional
[26:15]
space. We may need that and it's still
[26:17]
an option, but we don't have any money
[26:19]
for that.
[26:21]
So
[26:23]
those are three-hour spots right now,
[26:25]
correct?
[26:26]
» Three or four? Yeah.
[26:27]
» Three. Three. Three. Three. Okay.
[26:29]
» And so if an employee
[26:32]
» When you say those, you're talking about
[26:33]
the 25
[26:34]
» The 25 spots. Yeah.
[26:35]
» Yes. Yeah. Yeah.
[26:36]
» So,
[26:39]
all right. So, and you said that they've
[26:40]
already moved in there. So, an employee,
[26:43]
they should be able to park in those
[26:45]
spots that
[26:47]
are in the parking lot that if they need
[26:49]
to be there for for eight hours because
[26:53]
those spots are available, they can park
[26:55]
on the other side of the building also.
[26:57]
I mean, it's the parking is in that
[27:00]
parking lot is for the tenants of that
[27:02]
building and the customers of that
[27:04]
building.
[27:06]
So I I guess my question is what are the
[27:10]
um the options that somebody an employee
[27:13]
has right now without these 25 spots
[27:17]
available for permit parking.
[27:20]
» Well,
[27:22]
they can go on the street. I mean,
[27:23]
pretty much any option they've got is
[27:25]
like three-hour parking somewhere uh
[27:27]
» Or four hours up in the uh the lot.
[27:30]
Yeah.
[27:30]
» Yeah.
[27:31]
» Well, or they could also purchase a work
[27:33]
permit, right? And we have we already
[27:36]
have areas designated
[27:38]
» Or
[27:40]
» Right. So to me this is I mean I know a
[27:42]
particular
[27:44]
» Uh Saranda I know that it sounds like
[27:46]
they started this request but again it's
[27:49]
not reserved for just them. Does this
[27:52]
benefit I mean I like having businesses
[27:56]
you know um because they were up by
[27:59]
Wells Fargo, weren't they?
[28:02]
» Yeah they were on the other side of
[28:03]
Vine.
[28:03]
» Yeah.
[28:04]
» Yeah.
[28:05]
So, they stayed here and maybe again
[28:07]
they started the request, but it's
[28:09]
they're not saying make this a private
[28:11]
area. That's just basically does it make
[28:13]
sense to expand as we have more people
[28:16]
working downtown. This is probably not a
[28:18]
crazy request to be made.
[28:21]
And again, I think they're basically
[28:23]
saying, can we can we buy permits? And
[28:26]
it's next to their front door, right?
[28:28]
But if I want to go down there and park
[28:30]
on a Tuesday at 10 in the morning, I I'm
[28:33]
not really taking one of their spots.
[28:34]
I'm now we're just down we're having the
[28:38]
benefit of of um being able to get those
[28:40]
permits. So um
[28:43]
» But during the summer if if you wanted
[28:45]
to park there and and um go out on your
[28:49]
boat, then you could park for a full
[28:51]
eight hours and go on your boat
[28:54]
» And that could tie up spots that are
[28:57]
needed. So, I I'm uncomfortable with
[29:00]
this.
[29:02]
» So, like I said, I'm not wetted one way
[29:04]
or another. I just wanted to bring that
[29:06]
up as an issue when you asked what what
[29:08]
what might be the concerns.
[29:11]
» That to me is the biggest concern. To
[29:13]
your point, Mike, you know, I originally
[29:16]
the first pass on this, I thought it was
[29:18]
I didn't realize it was going to be
[29:21]
open to everybody, anybody, you know,
[29:23]
first come, first serve.
[29:25]
And uh there are some other
[29:27]
considerations. I get it. I you know,
[29:28]
and Saranda is a great employer. They've
[29:30]
been good to the city and uh and and we
[29:33]
we want them here in the city. There's
[29:35]
no doubt about it. Um I just uh
[29:41]
I don't know. I don't know. I'm very
[29:44]
very concerned for the future down here
[29:46]
with parking. Well, they can buy a
[29:47]
permit for over here and walk to Saranda
[29:51]
from there if they really wanted a
[29:54]
wanted permit parking.
[29:55]
» Well, one of the things that we do need
[29:58]
to do is probably another parking study.
[30:01]
Um the parking committee does have some
[30:04]
funds that we could put toward another
[30:05]
parking study for all of downtown.
[30:08]
Um they just you know I think their pool
[30:11]
they have I want to say it's almost 400
[30:14]
in that pool. Parking study might
[30:17]
disappear. I'm guessing a parking study
[30:19]
is going to be probably 30 or 40 for a
[30:23]
decent parking study of our current
[30:24]
conditions.
[30:26]
» So it's something to think about as
[30:27]
well. It's something that we probably
[30:28]
should start to plan for and it would
[30:30]
come out of those funds for the parking
[30:32]
committee.
[30:33]
» When did we put in this system?
[30:35]
» 2019.
[30:37]
Okay.
[30:38]
» Yeah. Right. Right before CO is when I
[30:40]
» So, it's been almost 10 years. I mean,
[30:42]
it's been seven.
[30:44]
» Seven.
[30:44]
» So, so it's been 10 years since the last
[30:46]
at least 10 years since the last parking
[30:48]
study.
[30:49]
» Well, and it seems like you've changed
[30:50]
quite a bit downtown.
[30:51]
» Yes, there's there's been a lot of
[30:52]
changes in the 10 years. Yeah, I think
[30:54]
that
[30:55]
» Now we have
[30:55]
» I think that's a good idea to start
[30:57]
thinking about.
[30:58]
» Max socials coming in.
[31:02]
» Yeah, Max's social. That's going to take
[31:04]
parking and then
[31:05]
» Potentially
[31:05]
» The visitors to the apartment complex
[31:07]
that's going in. We've got a lot of
[31:09]
there's going to be a lot of pressure on
[31:11]
the parking
[31:12]
» Plus the redesign of the park, right?
[31:14]
Adding all the
[31:15]
» What I I think I I like the idea of a
[31:18]
parking study and and I also want to
[31:19]
couple that with the whole payment in
[31:22]
lie of
[31:22]
» Yes.
[31:23]
» Yes.
[31:24]
» We we need to address that.
[31:26]
» Yes.
[31:26]
» That I don't think that that is I don't
[31:29]
think it works for us anymore. Like I
[31:32]
said, it was great at first for an
[31:33]
incentive to to bring businesses
[31:35]
downtown. Uh I I just don't think it's
[31:38]
working for us anymore. And I'd like to
[31:40]
know, frankly, how much money we've
[31:42]
collected over the years for payment in
[31:44]
lie of
[31:45]
» And where it is.
[31:48]
» Is everybody up to date on paying us?
[31:50]
It's supposed to they can take up to
[31:51]
what 8 to 10 years to pay it.
[31:53]
» Which one? 8 10
[31:55]
» Uh depending upon the amount.
[31:56]
» Uh it it it changes up to eight years if
[31:59]
it's uh over 7500.
[32:01]
» So it's a onetime payment.
[32:03]
» It could be but they
[32:04]
» One time payment they have it they can
[32:06]
pay it over a period of eight eight
[32:08]
years but it's one time.
[32:10]
» Okay.
[32:10]
» Um so it's not it's just Yeah.
[32:12]
» It's one amount I should say paid over a
[32:14]
period of eight years.
[32:15]
» No I think that's a that's a policy that
[32:17]
we should be revisiting.
[32:18]
» Absolutely. So maybe a study to look at
[32:20]
that, look at our ordinance as it sits,
[32:22]
and then make recommendations back.
[32:25]
» I'm going to make the motion that we um
[32:28]
wait to make a decision on something
[32:30]
like this until we've discussed the
[32:32]
payment in L and we also um discuss a
[32:36]
parking study.
[32:39]
» I don't I don't want to Well,
[32:41]
» There what do you go toward a moratorum?
[32:45]
» No, because it's not zoning.
[32:47]
» Because it's what? This isn't zoning
[32:49]
related.
[32:50]
» Parking the ordinance is part of zoning.
[32:53]
» Well, but a moratorum on on what
[32:56]
exactly?
[33:00]
» Yeah, there's some decisions to make,
[33:01]
but Okay.
[33:03]
» I'm I'm going to throw out before we get
[33:06]
» Too far down there. Um I know we talked
[33:08]
about in the summer and boating and and
[33:10]
what and people coming down here. We're
[33:12]
also getting to our point in the season
[33:14]
where it's going to be a lot quieter
[33:16]
down there. Um, whenever it's under 50
[33:18]
degrees, there's not a lot of people
[33:20]
strolling along the uh park. Um,
[33:23]
and also across the street, Mike's going
[33:25]
to love when I say this, but you know,
[33:27]
we do have that boat launch that gets
[33:29]
very little traffic in the winter. There
[33:30]
might be a boat or two the in January if
[33:33]
if the thaws, but that's a lot of real
[33:36]
estate that's just sitting there that
[33:38]
could maybe be a seasonal permittable
[33:41]
part, you know, a work permit spot. Um,
[33:45]
again, it it would bring in I know we'd
[33:47]
have to maintain a little bit more. Um,
[33:50]
but
[33:52]
again, I'm just I'm thinking that we're
[33:54]
all thinking Saturday, Fourth of July,
[33:57]
you can't find a parking spot in town.
[33:59]
But for the next 6 months, I think those
[34:01]
25 spots are going to be empty and the
[34:04]
and the boat launch is going to be
[34:05]
empty. So
[34:07]
again, to throw it out there, if if we
[34:09]
could look at this as a six-month
[34:12]
um
[34:13]
» What are the restrictions on the boat
[34:15]
boat ramp parking lot for the during the
[34:18]
winter?
[34:22]
» I say during the summer, I know during
[34:24]
the winter there really are none. Um so
[34:26]
from May 1st to September 30th we have
[34:30]
stipulated that only boat or u vehicle
[34:33]
and trailer can park in the lot. Outside
[34:36]
of that there's really nothing in the
[34:37]
ordinances that dictate anything.
[34:40]
» So it's
[34:41]
» Yeah right now we don't we don't plow it
[34:42]
in the winter time. We do we do run a
[34:44]
truck through it just to make a pass. A
[34:46]
lot of the guys use to use the rest of
[34:48]
them at Buckeye Garage but that's no
[34:49]
longer there. So, it'd be one of those
[34:51]
things where we would have to add some
[34:52]
type of maintenance in the winter time,
[34:54]
but really no restrictions right now.
[34:55]
» Yeah. So, and we don't
[34:58]
pile snow there anymore.
[35:00]
» We don't pile snow there anymore. Nope.
[35:03]
» And the docks don't come out.
[35:05]
» Don't come out. Stay.
[35:08]
» Okay.
[35:11]
» So,
[35:15]
you said through September 30th. So,
[35:18]
starting in another week, they they
[35:20]
could park there as long as there isn't
[35:22]
any snow there.
[35:25]
And there's is there's no um fees for
[35:28]
parking in there during that time
[35:30]
period.
[35:30]
» Park there if there's snow.
[35:33]
» Okay.
[35:34]
» Well, I think we could add it to our
[35:36]
zone.
[35:38]
So, we could collect the dollar an hour
[35:41]
or 50 cent an hour, whatever we do.
[35:45]
Again, I don't I know I kind of hijacked
[35:47]
this topic and kind of moving it to
[35:48]
that. So, I wanna
[35:49]
» Well, nobody seconded my motion, so um
[35:53]
we're
[35:54]
» Well, yeah, it sounds like we're not we
[35:56]
don't have this thing wrapped up with a
[35:57]
bulbe. Um so, then
[36:00]
» But is the is the is your motion that we
[36:04]
do a study and this is a prolonged
[36:06]
» I I just saw this thing lasting
[36:08]
» Back to the parking commission, right?
[36:11]
Well,
[36:11]
» I don't know who control I mean the end
[36:14]
control comes here for that those funds.
[36:18]
» I'm looking at
[36:19]
» Well, I mean what's what's interesting
[36:20]
about this one is that
[36:23]
» They recommend to this committee.
[36:25]
» Well, but but sir Saranda is in a
[36:28]
building that has a large parking lot.
[36:30]
» Yes.
[36:30]
» Right. And and so you know ordinarily
[36:33]
you would
[36:34]
» You would think that the direction would
[36:38]
be park your vehicles in your parking
[36:40]
lot and you know I think the the request
[36:43]
is based largely on the parking lot is
[36:46]
on the opposite side of the building and
[36:48]
they're looking for some space on the
[36:51]
I'm not going to say the rear side of
[36:52]
the building the other front of the
[36:53]
building. Um
[36:55]
» River side's good. the Riverside and and
[36:57]
so, you know, understand that there are
[36:59]
lots of issues and and as the mayor
[37:01]
mentioned, we are dealing with a lot a
[37:04]
lot of issues right now currently and a
[37:05]
lot that are that are coming down the
[37:07]
road. But, you know, do you want to deal
[37:10]
with this one first in which they have a
[37:13]
specific request related to having some
[37:17]
parking access on the river side of the
[37:19]
building or do you want to wait and go
[37:21]
through the parking study process before
[37:23]
you act on this particular request? You
[37:26]
have a request in front of you. The
[37:28]
question really is what do you what do
[37:29]
you want to do with it and how do you
[37:32]
want to proceed before you make a
[37:34]
decision or do you need to do anything
[37:35]
more before you make a decision on this
[37:37]
particular request? How long does the
[37:38]
parking study take,
[37:41]
» Mike? Do you remember how long?
[37:43]
» Probably gonna take minimum four months
[37:46]
if it's hurried
[37:47]
» At least.
[37:47]
» Yeah, if it's hurried. But six months
[37:50]
probably.
[37:50]
» Well, and of course they're not they're
[37:52]
not would we need to capture summer
[37:54]
numbers and everything too? Would we
[37:56]
have to go through a
[37:57]
» Yeah.
[37:58]
» Yeah.
[38:00]
» It would be it'd be more expedited this
[38:02]
time because we have all that data now
[38:05]
with our new system, right?
[38:06]
» Oh, true. the previous the previous
[38:08]
system we were looking at okay let's
[38:11]
look at inventory let's look at churn
[38:13]
let's look at
[38:14]
» You know what is the bar you know best
[38:16]
possible options for you know paid
[38:18]
parking moving forward and this is what
[38:21]
the city arrived at is our current
[38:23]
scenario
[38:24]
» Which has worked really really well we
[38:26]
have created turnover
[38:28]
um you know we don't have long-term
[38:30]
parkers and spots that should be for
[38:32]
patrons of different establishments or
[38:34]
customers um So we would have a lot of
[38:39]
the data. Oh, and the old study in 2017
[38:41]
also included
[38:43]
um looking at, you know, parking
[38:46]
structures, things like that. You know,
[38:47]
what would our options be? What would
[38:49]
that look like from a cost standpoint?
[38:51]
You know, tens of millions of dollars,
[38:53]
you know, what is your long-term
[38:54]
maintenance on those facilities look
[38:55]
like, which is a lot. Um, so this one, I
[39:00]
think, be done quite a bit quicker, but
[39:02]
you'd have the RFP process to begin
[39:04]
with, right? So you'd have to go through
[39:06]
that. The I'm assuming the the
[39:09]
commission would then forward on a
[39:11]
recommendation for a preferred vendor
[39:12]
with a cost estimate and then I would
[39:16]
say
[39:18]
from there
[39:18]
» So that's going to take several months
[39:19]
just right there.
[39:20]
» Yes.
[39:22]
Um, I would really like to see more
[39:25]
information from Saranda on how many
[39:27]
people are
[39:30]
are in their offices
[39:33]
each week or you know each day so that
[39:36]
we know what the real need is because I
[39:39]
mean we don't have any data from them on
[39:42]
what they what they really need
[39:47]
and is this just because they want the
[39:49]
convenience of parking on the same side
[39:52]
of the building as their door or
[39:56]
um is is are the is the parking lot on
[39:59]
the other side of the building full all
[40:01]
the time?
[40:03]
» So, I'd like to I'd like to get more
[40:05]
information from Saranda.
[40:06]
» River City C Center's parking when that
[40:08]
project was approved is maxed out,
[40:10]
right? So they're required to provide a
[40:12]
certain number of parking spots for the
[40:15]
redevelopment of that project back 2018
[40:18]
certain 201819
[40:20]
» Right
[40:21]
» So they don't have any extra spaces to
[40:23]
spare now the Saranda space or proposed
[40:26]
Saranda space or the space of the
[40:28]
already
[40:28]
» Is part of that calculation right okay
[40:32]
» So um this is in addition to that
[40:37]
um the one and I don't know if it's been
[40:39]
you know stated yet. But you know the
[40:41]
one thing and the question is is you
[40:44]
know how far are people willing to you
[40:46]
know walk or you know travel to get to
[40:49]
their place of business. We don't have a
[40:52]
permit parking lot in the south end of
[40:54]
town.
[40:55]
» That's true.
[40:56]
» Right in the very south south side. So
[40:58]
the closest option they would have would
[41:00]
be likely Williams.
[41:03]
So,
[41:05]
» I' I'd like to see them make the case
[41:07]
for us that they really have a need for
[41:09]
this for these park the parking. I mean,
[41:12]
they made the request, but they I don't
[41:14]
think that they've sold the concept to
[41:16]
us.
[41:18]
So,
[41:20]
um I think that would be a minimum next
[41:23]
step
[41:25]
is to get data on what their real needs
[41:28]
are.
[41:32]
Go on, just to be devil's advocate, what
[41:35]
who's then going to look at all the
[41:36]
charts and numbers and say, "Ah, now
[41:38]
they do need it or now they don't." I
[41:40]
mean,
[41:41]
» They're obviously going to say, "We we'd
[41:42]
like that for our employees, right?"
[41:44]
» And the city's going to say, "Well, I
[41:45]
don't know if we want to spare that
[41:46]
eight hour." So,
[41:48]
» I don't disagree. We're kind of working
[41:50]
blind, but again, they made the request,
[41:52]
» But it's basically the city to make that
[41:54]
available for eight hours regardless of
[41:57]
who made the request. It's because
[41:59]
again, anyone can park there even during
[42:01]
business hours.
[42:02]
» Uh it's not private. So, um I'm okay
[42:06]
with, you know, if we're waiting for
[42:08]
more information, but um I don't know if
[42:10]
that's going to shine a light on on a on
[42:12]
the answer yes or no on this.
[42:15]
» So, does does
[42:18]
I I'm hearing all this and I I I'm not
[42:20]
disagreeing with anything I've heard. Um
[42:25]
does uh coming into this part of the
[42:26]
season, boating is pretty much done. Uh
[42:30]
things slow down down there. Is it does
[42:33]
the ordinance allow us to do a prora
[42:35]
six-mon thing until allow for the
[42:38]
parking there, permit parking until the
[42:40]
boat launch opens again?
[42:42]
» Could I mean I think he's looking now,
[42:44]
but you could probably assign a just a
[42:46]
six months to it.
[42:48]
» That's kind of
[42:49]
» With this. Yeah. With an end date.
[42:51]
» Yeah.
[42:53]
allow us to complete a study, too.
[42:55]
» Yeah. And I want
[42:56]
» That's what I'm thinking. It gives us
[42:57]
room then to to get a study in. Uh
[43:02]
» Is any thought on that, Mike?
[43:03]
» No, I I just want to say I remember
[43:05]
Brent, correct me if I'm wrong. I want
[43:06]
to say at the parking commission two
[43:09]
meetings ago, they said it was 30ish
[43:12]
permits that they would be coming in for
[43:17]
and they would not all be utilized.
[43:20]
They're they're going to request 30
[43:22]
permits for 25 spots,
[43:25]
» Right? Well, we we allow we applications
[43:28]
for
[43:28]
» I didn't know how many per I didn't know
[43:30]
how that worked. How many uh
[43:31]
» Yeah, they're not like filling them all
[43:33]
at one time.
[43:33]
» So, we over book
[43:34]
» If they have 30 employees that may or
[43:36]
not
[43:37]
» Well, they can park anywhere.
[43:38]
» Yeah.
[43:41]
So, I'm I would like to postpone this
[43:45]
discussion till our next meeting and see
[43:47]
if we can get some more data on what
[43:49]
their needs really are and how many
[43:51]
employees they've got on a typical day.
[43:54]
That's working in that
[43:57]
um building and how many parking spots
[44:01]
are available in the parking lot on that
[44:04]
side of the building for those
[44:05]
employees.
[44:12]
Is that a motion sort of?
[44:14]
» I'll make that a motion. Can
[44:18]
» With what the mayor said, is that
[44:20]
something that we can kind of roll and
[44:21]
now we're just kind of globbing stuff
[44:23]
onto this motion, but um to see if
[44:26]
realistically the the um the boat launch
[44:30]
could be a six-month
[44:33]
» Solution
[44:33]
» Solution to actually what I was
[44:35]
» That would be permitted. They'd still
[44:36]
have to buy a permit for that.
[44:37]
» What I was suggesting actually is that
[44:39]
the 25 spots be 6 months.
[44:42]
» Okay.
[44:42]
» Yeah. Put a sunset on the 25 spots.
[44:44]
» Yeah.
[44:45]
» Oh. That we try it for 6 months and see
[44:47]
how it works.
[44:47]
» Well, just through the season through
[44:49]
the through the winter because that's
[44:51]
it's very slow down there through
[44:53]
through this part of the year. That's
[44:54]
what we're hearing, right?
[44:55]
» Yeah.
[44:56]
» And April one or whatever it is.
[44:58]
» And then what I guess it's got conflated
[45:00]
with me saying then when the boating
[45:02]
season starts, that's when things
[45:03]
activity starts picking up again in
[45:05]
March. end of March, April. Uh and uh
[45:09]
and that would buy us some time to maybe
[45:11]
get a study in and start to look at this
[45:13]
and come up with a permanent decision on
[45:16]
what we're what we would do.
[45:19]
» I'm thinking that we just wait to make a
[45:22]
decision until and suggest that they use
[45:25]
the the boat ramp um starting October
[45:28]
1st
[45:29]
» For eight hours.
[45:31]
» Well, there aren't any regulations that
[45:33]
would prevent them from doing that. We
[45:35]
make that recommendation to them. If
[45:36]
they want a spot for 8 hours, they can
[45:38]
park there starting October 1st.
[45:41]
» Mike Morz, do we
[45:44]
» Maintain?
[45:45]
» Do we charge during the winter?
[45:48]
» No.
[45:49]
» The only problem is then we have to
[45:51]
remove snow. I mean, if there's pile
[45:53]
» Because it's a liability.
[45:54]
» Yep.
[45:55]
» Yeah. So then maybe what we do is we
[45:57]
make that a a permit lot during the
[46:01]
winter
[46:02]
so that we bring in some revenue to help
[46:06]
pay for snow plowing on that. I don't
[46:08]
really want to make
[46:10]
» Sure the revenue offsets the expense to
[46:13]
» Yeah. I I don't want to add more plowing
[46:15]
to your guys because I know they've got
[46:16]
plenty to do as it is.
[46:22]
» We usually
[46:23]
» Yeah. Excuse me.
[46:24]
» Sorry.
[46:28]
And I think especially if the request
[46:30]
was we're looking at those 25 spots,
[46:33]
maybe we don't have to plow the entire
[46:35]
boat launch. Maybe the that, you know,
[46:39]
Eastern League lineup there probably has
[46:42]
25 spots. I would like to make it part
[46:45]
of our system. So you either pay by the
[46:47]
hour or permit so we so we can capture
[46:51]
that income.
[46:52]
» Um
[46:55]
Yeah. And I I I think that that's
[46:59]
I think that's a good solution and then
[47:01]
see what happens come spring. If you
[47:03]
want to do or if we want to do some more
[47:05]
studying things, um we can at least get
[47:07]
that revenue and not you know, it'd be
[47:10]
hard to say no to to this request and
[47:12]
then for the next 6 months it's just
[47:14]
empty down there and we say nope, we
[47:16]
can't do it. So I I like that solution.
[47:20]
I just think that it's this would buy us
[47:23]
some time to get some more information.
[47:26]
» Yeah.
[47:27]
Not that the other thing to consider is
[47:30]
signage.
[47:32]
» We'd have to install some signage to
[47:33]
enforce it. Um
[47:35]
» Revision
[47:36]
» Ordinance revision. We'd have to, you
[47:39]
know, so I mean it's
[47:41]
» There is some leg work on this that we
[47:42]
would have to do.
[47:43]
» Yeah. I guess should you note that this
[47:44]
is a ordinance revision to allow for
[47:47]
these parking spaces that
[47:49]
» Okay. I think that
[47:51]
» Even the 25 would be an ordinance.
[47:53]
» 25 is an ordinance.
[47:54]
» Okay. So, and we're saying the lot would
[47:56]
be one too.
[47:59]
» That's a good question. I
[48:01]
» Well, you could try it on a temporary
[48:02]
basis before
[48:04]
» You stick on signage and
[48:05]
» You still have to sign it and you still
[48:07]
have to maintain it, right?
[48:10]
» One thing that's clean about this doing
[48:12]
the 25 spaces is the signage is there.
[48:14]
It's available. We can put that up
[48:16]
pretty easily. We can take it down just
[48:18]
as easy if you wanted to do it for six
[48:22]
months while we study.
[48:25]
» That would be my recommendation.
[48:27]
» And just so that they're aware that of
[48:29]
course it would be they're getting a
[48:30]
six-month permit and that may go away or
[48:33]
may not.
[48:34]
» Yep.
[48:34]
» So we prorate a one-year permit for 6
[48:37]
months for them.
[48:38]
» Yeah.
[48:38]
» And then we put up signs. Do we have to
[48:41]
change do we have to do anything with
[48:42]
the ordinance before we do that?
[48:47]
I would just I would just do it on a
[48:48]
probationary period at probationary
[48:51]
basis at this point.
[48:52]
» Do we need to put a probationary sign
[48:53]
up?
[48:55]
» Whatever you'd like, mayor,
[48:56]
» I don't want to do I don't want to put I
[48:58]
don't want an expense of putting signs
[48:59]
up.
[49:02]
» Is that
[49:04]
» So
[49:04]
» Agreeable to you?
[49:06]
» Yeah.
[49:08]
» Rich's motion.
[49:10]
» Yeah. All right, Sam, what do you got?
[49:16]
a motion from no one in particular.
[49:20]
I
[49:20]
» I would say address the first motion. It
[49:22]
probably fail for lack of second
[49:25]
potentially, right?
[49:26]
» So now we need a fresh motion.
[49:28]
» Well, I'm just saying is there a second?
[49:31]
I can't ask. Well, you can withdraw it.
[49:33]
» I'll withdraw.
[49:34]
» I guess I thought it would.
[49:35]
» I'll withdraw it.
[49:36]
» Okay,
[49:36]
» Let's start over.
[49:37]
» I just want to make sure we're clean.
[49:38]
» Let's have a Yes. Let's have a clean
[49:40]
motion.
[49:41]
» Okay.
[49:42]
» You want me to make a motion? Sure. I'll
[49:43]
make a motion to
[49:46]
um change the uh existing 25 to
[49:52]
permitted work permitted 8 hour
[49:55]
um
[49:56]
» Oh, I thought we weren't going to change
[49:57]
those. I thought we were going to just
[49:58]
let them park in the the lot across the
[50:01]
street.
[50:03]
» Well, it's cleaner to to to have it here
[50:05]
with the the A and B. We got We've got
[50:07]
the signage ready for it. It's it's
[50:08]
available.
[50:09]
» Yeah. Prorating the 25.
[50:11]
» The 25.
[50:12]
» All right. So we allow them those for
[50:13]
the winter. Okay.
[50:15]
» Yeah.
[50:15]
» Yep. For a sixmonth period starting
[50:20]
» October one.
[50:21]
» Yeah.
[50:25]
» And
[50:27]
probationary.
[50:28]
» Okay. Need anything else?
[50:30]
» I don't think so.
[50:31]
» All right. Penny second. I'll second it.
[50:36]
» Any discussion?
[50:40]
» All those in favor? I I
[50:41]
» Opposed. Motion's approved.
[50:44]
» I've got nothing. Anybody?
[50:45]
» Well, is is there a part of this that's
[50:48]
a recommendation then to the
[50:50]
» The parking committee
[50:52]
» To start a process for a new study?
[50:56]
» Yes.
[50:56]
» Then we'll do a separate motion.
[50:57]
» I'll do a separate motion to recommend
[50:59]
that um we also
[51:03]
» Recommend to the park
[51:04]
» Recommend a a parking study to the
[51:06]
parking board.
[51:07]
» Yep.
[51:08]
» A second.
[51:09]
» Okay. Motion second. Discussion.
[51:11]
All those in favor?
[51:13]
» I
[51:13]
» Oppose. Motion's approved.
[51:15]
» All right. I still have nothing.
[51:18]
» Move to adjurnn.
[51:19]
» Second.
[51:20]
» Motion. Second to adjurnn. All those in
[51:21]
favor? I stand adjourned. Thanks
[51:24]
everybody. We'll give it five minutes.
[51:26]
We'll get started.
