Hello
[1:05]
and welcome
[1:07]
City of Cleveland Airport Board Meeting
[1:09]
for July 9th, 2026. If we could stand,
[1:12]
we'll start with the invocation and
[1:13]
pledge.
[1:17]
Dearly Father, we thank you for this
[1:18]
day. We thank you for the
[1:20]
opportunity to come and serve the
[1:23]
City of Cleveland and the
[1:25]
users and tenants at the uh
[1:27]
Cleveland Municipal Airport. We pray for
[1:28]
your wisdom and guidance in our
[1:30]
discussion.
[1:31]
Uh give us discernment on any decisions
[1:33]
that we make and bless this time
[1:35]
together.
[1:36]
In Christ's name we pray. Amen.
[1:40]
» Let's pledge allegiance.
[1:42]
» I pledge allegiance to the flag of the
[1:45]
United States of America
[1:47]
and to the Republic for which it stands,
[1:49]
one nation under God, indivisible, with
[1:53]
liberty and justice for all.
[1:56]
» Texas flag.
[1:57]
Honor the Texas flag.
[2:00]
I pledge allegiance to thee, Texas.
[2:03]
One state, under God, one and
[2:06]
indivisible.
[2:07]
» Thank you.
[2:11]
Now for the roll call, we'll start at
[2:13]
the end. At the end
[2:14]
you have Mr. Jake Litwin, board member.
[2:17]
Next to him is Greg Modl, board member.
[2:20]
Brian Stafford, board member.
[2:23]
Eric, airport manager. And to my right
[2:26]
is Albert Cabrera, board member. And I'm
[2:28]
Hugh McFarland, the board chair.
[2:32]
We have uh
[2:34]
no one here from the public to provide
[2:36]
public comment, so we'll skip past that
[2:39]
and uh
[2:40]
we'll move to the reports and comments
[2:42]
from board members.
[2:45]
Uh so we'll start at the end. Uh Jake,
[2:47]
do you have anything to add?
[2:48]
» I do have something to add. So
[2:50]
I got a huge shout-out to Eric. Uh
[2:52]
talked to one of the attendants out
[2:53]
there.
[2:54]
Said he was
[2:56]
Was that an on? Nope, here we go. Uh I
[2:58]
got a shout-out for Eric. Uh was hugely
[3:01]
helpful for a Cessna 340 getting that in
[3:03]
there the other day. I'm sure you know
[3:04]
who that's from.
[3:07]
» Good. What were they Were they Was it
[3:09]
the aircraft in difficulty or is it just
[3:11]
a a technical
[3:12]
» I'm sure he can answer that.
[3:13]
» Yeah, so he was just uh so we had
[3:16]
another pilot that was kind of pointing
[3:17]
at him and he was like, "Hey, what's
[3:18]
going on?" And so he's about to take
[3:20]
off. Essentially had his flaps down, so
[3:21]
it was Hey, just make sure your flaps
[3:23]
are are up before you take off.
[3:25]
» Hm. Oh, excellent.
[3:26]
Thanks for your observation. That's
[3:28]
good.
[3:29]
Mr. Modl?
[3:31]
» I have no comment, thank you.
[3:32]
» Okay.
[3:33]
Mr. Stafford, Brian.
[3:34]
» I have one. Um I recently attended an
[3:37]
air show at Texarkana
[3:39]
and they had a very interesting
[3:41]
presentation
[3:43]
on unleaded fuel for airports. We've
[3:46]
kind of talked about this before, but
[3:48]
um
[3:49]
they have this program the EAA has put
[3:52]
out, it's called Eagle.
[3:54]
And
[3:55]
apparently all airports have to be
[3:58]
um completely unleaded. In other words,
[4:00]
no leaded 100 LL by the year of 2030.
[4:05]
So, I wanted to kind of bring this up to
[4:07]
see if I don't know I'm new here, so I
[4:09]
don't know if you all have discussed
[4:09]
this in the past and what our plans are
[4:12]
moving forward to make our airport
[4:14]
unleaded.
[4:16]
» We have not had this
[4:17]
to my knowledge any discussion on
[4:19]
unleaded aviation fuel. I know it's been
[4:21]
a hot topic out on the West Coast for
[4:23]
some time, but uh
[4:26]
fortunately it hasn't made it here
[4:28]
to my knowledge. Eric, have you heard
[4:30]
anything on that from a management side?
[4:33]
» Uh no, and it's kind of been thrown out.
[4:35]
Went recently through a fire safety and
[4:37]
fuel farm training and it was just
[4:40]
thrown out there as well.
[4:42]
Um I think it'd probably be a good
[4:43]
discussion to talk about a little bit
[4:44]
more research for an agenda item and
[4:46]
then we could talk about uh
[4:48]
uh
[4:49]
that for our um our next meeting.
[4:51]
» Yeah, we certainly need more guidance
[4:53]
from uh the FAA and the engine
[4:55]
manufacturers and there's been a
[4:58]
uh you know, ongoing
[5:00]
uh
[5:01]
debate about the
[5:04]
I guess the safety and the the uh
[5:07]
distribution of
[5:09]
uh unleaded avgas.
[5:11]
But we certainly want to be uh
[5:14]
you know,
[5:16]
aware and on the front end of that as
[5:17]
much as we can.
[5:18]
Uh
[5:19]
but we haven't had any formal
[5:21]
discussions. Yes, sir.
[5:23]
» I am I knew that debate and we were
[5:25]
certainly moving in that direction
[5:27]
nationally, but I had not heard that we
[5:29]
had an absolute date
[5:31]
marked on the calendar saying it's got
[5:32]
to be done by here. I hadn't heard that
[5:34]
yet. So,
[5:35]
» I neither.
[5:35]
» Yeah. So, we know research it, go to
[5:37]
faa.gov and just
[5:39]
um do the search tool and look up the
[5:41]
word Eagle.
[5:42]
» Okay.
[5:42]
» And you know, it it pulls right up.
[5:44]
» Okay. Great. I'll look into that. Thank
[5:46]
you.
[5:46]
Um Albert, do you have anything to add?
[5:49]
» Not right now. Thank you.
[5:50]
» Okay.
[5:50]
And I didn't have anything
[5:53]
in particular
[5:55]
to mention on that. So,
[5:57]
we'll go to the manager's report. Mr.
[6:00]
Eric.
[6:02]
» Um so, we're in the month of you know
[6:06]
July. So,
[6:08]
collecting the last little bit of rent
[6:11]
for that
[6:12]
for the tenants for the airport and
[6:16]
currently trying to get some maintenance
[6:17]
issues done but pretty much that's all I
[6:20]
I have right now.
[6:22]
» I know that you had mentioned one time
[6:23]
of
[6:26]
that we had a conversation about
[6:28]
resurfacing or something the striping
[6:30]
and
[6:31]
resurfacing with some of the funds. Is
[6:33]
that Can you
[6:34]
» Yeah, that's part of the maintenance.
[6:36]
So,
[6:37]
council has approved moving forward
[6:40]
using highlight aviation services for
[6:43]
remarking of the runway and taxiways.
[6:46]
PO has been submitted and so now we're
[6:48]
just waiting for their timeline to see
[6:50]
to get it done.
[6:52]
We want to get it done by the end of
[6:53]
this month depending on how their
[6:56]
schedule looks like.
[6:57]
We'll see if we could get it done but
[6:59]
it'll probably require
[7:02]
a few days of closing to get that done.
[7:05]
» Would that entail in closing
[7:07]
the runway
[7:09]
entirely or could we do it in sections
[7:11]
where we could have say that you know
[7:15]
some access to the runway is it
[7:16]
» So, I haven't talked to the project
[7:18]
manager yet. I'm waiting for his phone
[7:20]
call but
[7:21]
from what I
[7:22]
what I gather it looks like it's going
[7:23]
to be closing of the entire runway to
[7:26]
get it done. This should be So, they
[7:28]
have to demo all the old stuff. So,
[7:31]
it'll probably take a week I think to
[7:33]
get all that stuff done.
[7:35]
» So,
[7:37]
a week of demo and then restriping. Is
[7:39]
this
[7:40]
» Week is demo and installation, so
[7:43]
I think just I I think it's going to
[7:45]
only take just a week in total totality.
[7:48]
» Okay. So, we could uh
[7:51]
then I would certainly ask that we would
[7:53]
get as much notice as we could on that.
[7:55]
» As soon as we hear um
[7:57]
the schedules, we'll definitely uh push
[7:59]
it out to everybody to let everybody be
[8:01]
aware of when uh that schedule will
[8:03]
happen.
[8:05]
» Okay.
[8:07]
» [clears throat]
[8:10]
» All right, consideration and possible
[8:11]
action on the following uh
[8:14]
approval of uh meeting minutes
[8:16]
uh from the
[8:19]
We have two meetings, correct? Uh so,
[8:22]
the regular meeting in February 12th and
[8:23]
special called meeting in March 17th.
[8:26]
Uh
[8:29]
Anybody recommend the approval of those
[8:31]
uh minutes?
[8:32]
» I
[8:33]
I recommend that the board approve the
[8:34]
minutes.
[8:34]
» All right.
[8:35]
I second it. Let's
[8:37]
draw on both of those. All right.
[8:40]
Mr. Drake, okay.
[8:42]
Okay. So, the
[8:43]
uh meeting minutes have been approved
[8:45]
for
[8:47]
the February 12th and March 17th uh
[8:51]
board meetings.
[8:52]
Our discussion and possible
[8:53]
recommendation to council on the
[8:54]
following, the airport layout plan for
[8:56]
board member input.
[8:58]
So, this
[9:00]
there was a a presentation by the city
[9:02]
uh to tenants on this
[9:05]
uh layout plan uh
[9:07]
previously. I personally was not there.
[9:09]
I was uh traveling. Uh
[9:12]
and I know
[9:13]
uh we wanted to kind of bring it towards
[9:15]
the board to to discuss it, and that's
[9:18]
what we're
[9:19]
trying to accomplish tonight.
[9:21]
» And so, um
[9:22]
to accomplish that, uh we invited
[9:24]
Woolpert back over, and so they'll give
[9:26]
us a uh a short presentation of what was
[9:29]
discussed and um
[9:31]
their final uh hopefully um
[9:33]
recommendations for the ALP.
[9:36]
» Okay.
[9:37]
All right, thank you.
[9:41]
Now, are they going to
[9:41]
» Yeah, Erica, yeah, we can
[9:43]
» Okay.
[9:44]
» Um present our our final layout here if
[9:47]
you like. I can share my screen.
[9:49]
» All right, we see that.
[9:50]
» And um
[9:52]
present what we have here. Let me
[9:59]
Okay, can you see my screen okay?
[10:02]
» Yes, sir.
[10:03]
» Okay, great. Well, um yeah, we on May
[10:06]
18th, we presented um a draft layout
[10:11]
plan
[10:12]
uh to a city council during workshop.
[10:15]
And uh we received some comments from
[10:18]
members of city council as well as
[10:21]
attendees, uh airport tenants at the
[10:24]
airport that were there as well.
[10:26]
And uh you know, we we've heard you.
[10:29]
We've got your comments and we've made
[10:31]
some adjustments to this layout to
[10:33]
address those. And this layout that
[10:36]
we're looking at here reflects those
[10:38]
changes.
[10:39]
Um the primary comment that we received
[10:43]
and we've addressed in this cer- centers
[10:46]
around the existing terminal building.
[10:49]
Uh the thought was it would be
[10:51]
beneficial to keep the terminal building
[10:54]
as it is today
[10:56]
and um build around that. Uh that that
[11:00]
might be usable for
[11:02]
uh future flight school or or tenant
[11:05]
use, a pilot lounge,
[11:08]
um anybody that is accessing the
[11:11]
airfield. Um
[11:13]
One thing that I I mentioned during the
[11:15]
workshop was our interest in separating
[11:20]
the the visitors, the non-aeronautical
[11:23]
visitors, the general public to the
[11:26]
airport from
[11:28]
uh the aircraft movement areas and the
[11:30]
remainder of the airfield. And so, what
[11:34]
we show here is a
[11:36]
a new terminal building that will house
[11:40]
the FBO,
[11:41]
lounge facilities,
[11:44]
perhaps even a restaurant, just the the
[11:46]
public use, public access area of the
[11:49]
airport. And then right after the
[11:52]
entrance of that um into the next to the
[11:56]
parking lot for that, we have a a gate
[11:59]
that would separate um those that are
[12:02]
visiting the airport and for general
[12:04]
purpose from the tenants and users that
[12:08]
have access to the airfield. So, we're
[12:11]
wanting to separate those
[12:13]
those visitors, those that have aircraft
[12:16]
or reason to be on in the movement area
[12:20]
opposed to those that are just visiting
[12:22]
the airport. And so, we have a gate here
[12:26]
that will separate those uses.
[12:29]
Pilots,
[12:30]
those that are are aeronautical in
[12:33]
nature can drive down the access road as
[12:35]
it is today.
[12:37]
And then you'll see that there are
[12:38]
several turn-off locations for vehicles
[12:41]
to access either the far side of the
[12:45]
of the terminal or the the hangar areas.
[12:49]
Others also roadways that lead to some
[12:52]
of the general hangar areas,
[12:55]
but these are onto
[12:57]
taxiways and movement areas, and that's
[12:59]
why we wanted to separate those uses.
[13:01]
So, and that's the main reason that we
[13:04]
initially thought, well, removing the
[13:06]
terminal building as it is today might
[13:08]
be beneficial because we're trying to
[13:10]
segregate those users. But if it were to
[13:12]
stay
[13:14]
as pilot we use lounge, flight school
[13:17]
perhaps,
[13:18]
then then that building could stay. In
[13:21]
our initial plan, we showed a hangar in
[13:24]
this location.
[13:26]
Um we could not keep that hangar if
[13:29]
we're going to keep the existing
[13:31]
terminal building uh, because it would
[13:33]
be too close to the runway and taxiway
[13:36]
system. So, the idea would be to bridge
[13:40]
the the existing apron to one of the
[13:44]
other apron areas and taxi lane areas.
[13:47]
We would bridge that to provide a a
[13:49]
thoroughfare or additional parking
[13:52]
um, and and bridge those pavement areas
[13:55]
and retain the terminal area and the
[13:58]
facilities within it.
[14:00]
Um,
[14:01]
the hangar area that we documented at
[14:04]
the last time we showed a mix of
[14:06]
T-hangars, box hangars.
[14:09]
Um, those would remain here. We have Our
[14:12]
goal is to provide a variety of
[14:16]
uh,
[14:17]
uh, hangar types to attract and
[14:20]
accommodate various users to the
[14:23]
airport. So, here you see a collection
[14:25]
of 14 box uh, sorry, 14 T-hangar nested
[14:29]
T-hangars. And then we also have a
[14:32]
collection of uh, box hangars. I believe
[14:35]
these measure 60 by 60. Uh, be able to
[14:38]
accommodate, you know, most of the
[14:40]
aircraft that are are based at the
[14:42]
airport today and many of those that are
[14:45]
on the wait list.
[14:47]
Um, another significant project that
[14:49]
we're showing in this plan is the uh,
[14:52]
redevelopment of this taxiway.
[14:55]
Um, the primary purpose for that is to
[14:58]
achieve necessary separation to meet FAA
[15:01]
design standards. When this airport
[15:05]
someday reaches what we call a B2
[15:07]
classification,
[15:09]
that would be used to accommodate
[15:11]
business jet type aircraft, a greater
[15:14]
separation of the taxiway would be
[15:16]
necessary in this area. The existing
[15:19]
taxiway,
[15:20]
um,
[15:21]
uh, along this side of the airport
[15:24]
is adequate. It's It's separated by 240
[15:27]
ft. We're looking just to separate this
[15:30]
segment in red here, the existing
[15:32]
taxiway, by 240 ft. And then that would
[15:36]
create this full-length parallel taxiway
[15:39]
without a jog in it that you have today.
[15:42]
Uh, this area is shaded in red to show
[15:45]
the demolition of this segment of
[15:47]
pavement. Main reason for that
[15:51]
is to, uh,
[15:53]
to, uh, require pilots to take a 90°
[15:56]
turn as they taxi from the apron area to
[16:00]
the runway. The idea here is is to avoid
[16:04]
a direct connection between the apron
[16:07]
and the runway without the pilot having
[16:09]
to make a conscious turn. That's an FAA
[16:13]
directive. It helps reduce, uh,
[16:15]
accidental runway incursion by by, uh,
[16:19]
creating a upturn for the pilot to make
[16:22]
and consciously,
[16:24]
um,
[16:24]
renew his kind of awareness of of where
[16:27]
he is on the airfield, taxiway versus
[16:29]
runway.
[16:31]
Um, here we're showing additional apron
[16:34]
area, just the expansion of this to
[16:37]
allow for increased aircraft, uh,
[16:40]
taxiing and parking near the terminal
[16:42]
area. So it's kind of an easy in and out
[16:45]
type of operation here,
[16:47]
um, letting the letting pilots and
[16:50]
transients use this area. Uh, this area
[16:53]
would be served by,
[16:55]
um,
[16:56]
uh, fuel through a fuel truck. We would
[16:59]
We would keep the existing fuel
[17:01]
facilities where they are. Um, they
[17:04]
would be,
[17:05]
uh, in any future fuel expansion or
[17:09]
development would be still accommodated
[17:11]
within this, uh, area if we need to.
[17:14]
They We have plenty of room for
[17:16]
expansion or changes in the fuel system
[17:19]
in this area if they were necessary.
[17:23]
Um this hangar which is really not there
[17:25]
today, we're showing as existing because
[17:27]
there is an existing plan for this box
[17:29]
hangar here.
[17:31]
Now we showed some options for accessing
[17:33]
that. Either it would be within this
[17:36]
area here, this existing taxi lane, or
[17:39]
we we've shown some additional pavement
[17:42]
if the hangar were to have an access
[17:45]
uh to this area,
[17:47]
um they would be able to access it from
[17:49]
from either this side or this side
[17:51]
depending on
[17:52]
um how the doors are configured and the
[17:54]
the building is erected.
[17:56]
Um you can see we're adding vehicle
[17:58]
parking throughout this layout just to
[18:01]
expand
[18:02]
parking for
[18:04]
uh users and tenants, um visitors down
[18:07]
here at the terminal building and so on.
[18:10]
So there weren't a lot of changes from
[18:12]
our initial draft. I wanted to just
[18:15]
briefly go over the entire plan with you
[18:18]
uh just because I know some of you were
[18:20]
not there at our uh workshop with the
[18:23]
city council.
[18:24]
But um be happy to address any questions
[18:27]
or comments that you may have.
[18:29]
» I have one uh
[18:31]
Tony on the
[18:32]
the red section of the
[18:34]
uh
[18:35]
the
[18:36]
area that you described to prevent uh
[18:38]
the
[18:39]
aircraft uh from
[18:41]
you know, entering the runway. You said
[18:42]
they wanted to make a a 90° turn that
[18:44]
area right there. Is that
[18:46]
» Yes.
[18:46]
» How is that accomplished cuz that looks
[18:48]
like they're just
[18:49]
uh
[18:50]
» That it it could be one of two ways. Um
[18:53]
this we're showing as demo, we would
[18:55]
demo this pavement.
[18:57]
» Okay.
[18:57]
» However, um there is the option to
[19:00]
simply paint that pavement. You might
[19:03]
have seen at some commercial airports
[19:05]
where they have areas of
[19:07]
pavement painted green, you know, kind
[19:09]
of like an island. Um that's a
[19:11]
possibility here without having to
[19:13]
remove the pavement, you could actually
[19:15]
stripe it, paint a solid color so that
[19:17]
it's obvious to a pilot that this is not
[19:19]
movement area.
[19:21]
» Okay. And the other sections up along
[19:23]
the the main entrance road uh a beam the
[19:26]
where the aviation
[19:28]
uh
[19:28]
» Right here?
[19:29]
» Yeah, that those sections that are red
[19:31]
in there. What is that indicating?
[19:33]
» Those Yeah, that's the removal of
[19:34]
pavement. Um so here we have the
[19:37]
entrance road going to the existing
[19:39]
terminal building. That would come out.
[19:41]
Um
[19:43]
Um that would allow us to build
[19:45]
additional hangars here.
[19:47]
Um some existing taxiway connections and
[19:50]
roadway connections we would modify. We
[19:53]
would narrow this existing what what's
[19:55]
existing as kind of like a taxiway
[19:57]
today, we would basically reconstruct
[20:00]
this as roadway for vehicle vehicle
[20:03]
access and not aircraft. And then we
[20:05]
would build a a new taxiway connector
[20:08]
here to allow a more efficient use of
[20:11]
aircraft movement without having to go
[20:14]
where parked vehicles are or down here
[20:17]
where we have hangar development. So
[20:19]
this the Yeah, this red area here as
[20:22]
well as this is shown in red to
[20:25]
represent uh demolished pavement.
[20:27]
» Okay, thank you.
[20:29]
» You're welcome.
[20:31]
» Hey Tony, this is Greg Model and uh
[20:33]
thank you again for joining us this
[20:34]
evening. Um I did attend the workshop
[20:37]
and I thought of something else after
[20:39]
that that I wanted to bring up uh
[20:41]
tonight. And that is um on the north
[20:44]
side during the demo area where
[20:46]
currently hangar Q rests
[20:49]
and that's being marked for demolition
[20:50]
which we expect. Um
[20:53]
» Mhm.
[20:54]
» So as tenants
[20:56]
of the field who hangar do their
[20:59]
self-service fuel, they're ready to
[21:01]
depart on runway 16,
[21:04]
what's your vision for the run-up area?
[21:06]
» Yeah, I was thinking about that this
[21:08]
morning. Um
[21:09]
we we did not show a run-up area
[21:13]
uh here. Generally, you you would have a
[21:16]
run-up. Um I will look into that, but I
[21:19]
do like that idea. Uh similar to the
[21:22]
other end of the runway, we're showing a
[21:25]
a run-up area right here at the corner
[21:28]
where the turn is. Um
[21:30]
I'm not sure if we have enough room to
[21:34]
illustrate the run-up area without being
[21:37]
on this pavement right here. The run-up
[21:39]
should stand by itself and not be
[21:42]
connected to other areas like this apron
[21:45]
pavement here. So, I I will absolutely
[21:48]
do that, show a run-up area here. That
[21:51]
might mean that we have to narrow this
[21:53]
pavement here, which I don't think is uh
[21:57]
a deal breaker. I think we could narrow
[21:59]
this slightly and then show our run-up
[22:02]
area here. I like that idea. Thank you.
[22:04]
» And Johnny, while I'm while we're on
[22:06]
that topic, where you currently have
[22:08]
your cursor, that white pavement area,
[22:11]
uh that's existing pavement. That's
[22:13]
typically what is used as a run-up now.
[22:17]
Um runway 16, as I know you're aware, is
[22:20]
our primary use runway
[22:23]
uh because during calm winds or
[22:24]
predominant southerly winds, uh that's
[22:27]
where we are. So, a lot of heavy
[22:29]
traffic, so we do need some segregation
[22:32]
where people are not having to remain on
[22:33]
the taxiway in order to do their run-up.
[22:36]
So, whatever that solution is, I think
[22:38]
it is something. I do have a question,
[22:40]
though. Um
[22:41]
» Okay.
[22:42]
» Since um is it
[22:44]
uh I don't know the right word. Is it
[22:46]
out of bounds, so to speak, to have a
[22:48]
run-up area in this case north of the
[22:52]
threshold of six, even though it's
[22:54]
offset in line with the taxiway?
[22:57]
Is that in a runway protection zone or
[23:00]
or
[23:00]
the right phrase is? Or is that
[23:02]
allowable in the new construction?
[23:05]
» Um it
[23:06]
That's a great question, and it is not
[23:08]
in the runway protection zone. That's
[23:10]
starting right here, identified, but
[23:14]
it is not um an FAA design standard to
[23:18]
construct it before the threshold like
[23:20]
it is today.
[23:22]
» Okay.
[23:22]
» We would seek to We would seek to have
[23:24]
it in line
[23:25]
or
[23:27]
or before the threshold if you're
[23:29]
taxiing down this taxiway. So, I would
[23:32]
not continue to show this. This is not a
[23:36]
customary layout that the FAA and TxDOT
[23:40]
would be supportive of.
[23:42]
» But, it could be used for parking for
[23:44]
the terminal terminal building.
[23:46]
» Yes, it could be Yeah, absolutely.
[23:48]
That's why we kept it here. We're not
[23:50]
showing that in red. We do want to
[23:52]
continue to use that. That's valuable
[23:54]
pavement. You can park aircraft. You can
[23:56]
move and station them on this apron. Um
[24:00]
it just would not be a way to access the
[24:04]
runway from a run-up area.
[24:06]
» Okay.
[24:07]
» If I could add something to that, uh
[24:09]
Tony, uh
[24:10]
that area
[24:11]
if you're
[24:12]
if you move back on taxiway Alpha as
[24:14]
you're moving uh
[24:16]
from that area where your cursor is,
[24:19]
if you
[24:20]
just to the north of that, if it bulged
[24:22]
out,
[24:23]
uh kind of
[24:25]
» Oh, right here?
[24:27]
» Uh let's see where you
[24:29]
uh
[24:29]
» I'm at the intersection of the taxiway
[24:31]
and a connector?
[24:32]
» Yeah, if you go towards the approach
[24:33]
into 16 on that taxiway, and then as
[24:36]
after you pass that last hangar, and the
[24:40]
this Alpha the
[24:42]
Alpha hangar there, if you keep going uh
[24:44]
to the
[24:45]
» Okay.
[24:46]
» Northwest there,
[24:47]
and
[24:47]
» Okay.
[24:48]
» Right after that little taxiway area
[24:50]
there, if if the taxiway if you
[24:53]
if it bulged out from there and
[24:56]
encroached on that
[24:58]
dark [clears throat] gray parking area
[25:01]
and then terminated
[25:03]
prior to that entrance taxiway.
[25:07]
It would be allow people that are coming
[25:09]
from all the
[25:10]
hangars and tingers to conduct their
[25:12]
run-up
[25:13]
prior to that taxiway that leads onto
[25:15]
the runway approaching the runway
[25:17]
and people that would not block area the
[25:21]
transient people coming from that
[25:24]
the FO
[25:27]
city building there onto the runway so
[25:29]
that
[25:30]
that taxiway is not encumbered uh for
[25:34]
people trying to do run-up. Everything
[25:35]
is conducted
[25:37]
to the southeast of the that final
[25:39]
taxiway.
[25:41]
And
[25:42]
you know, that would you would lose some
[25:44]
aircraft parking in that area, but that
[25:45]
could maybe be compensated with that
[25:47]
area the the white area that Gray was
[25:49]
mentioning.
[25:50]
And uh
[25:51]
cuz I don't think you want aircraft
[25:54]
congregating down at the
[25:56]
approaching taxiway entrance to the
[25:58]
runway trying to do run-ups.
[26:01]
» Right.
[26:02]
» Right where your cursor is there, if
[26:03]
that bulged out
[26:05]
and into a
[26:06]
» Yeah, bulged out into here.
[26:08]
» Yes. Yes, sir. All that was considered a
[26:11]
run-up area and then you would have the
[26:13]
taxiway that would connect that new ramp
[26:15]
area.
[26:16]
Wouldn't be So, anybody that goes past
[26:18]
that, they're ready for departure.
[26:19]
They're not being held up if they're
[26:21]
waiting their IFR clearance or whatnot.
[26:23]
We don't
[26:24]
» Right.
[26:25]
» You know
[26:26]
» Yeah, that's Yeah, that's exactly
[26:29]
um
[26:29]
that's exactly what my thinking is is
[26:31]
that we we put that run-up area
[26:33]
somewhere along here, and you're right,
[26:36]
that would have
[26:38]
that would require us to narrow this
[26:41]
slightly, but that that is fine. We have
[26:44]
abundant area here. We initially showed
[26:48]
this area wide enough to allow aircraft
[26:52]
to fully station outside of this hangar
[26:55]
right here. That's why it's as wide as
[26:57]
it as it is. We can narrow it and allow
[27:01]
aircraft to taxi here back and forth,
[27:05]
um
[27:06]
but it may require aircraft that are in
[27:09]
these hang uh just along the the face of
[27:11]
these hangars here to to only stage
[27:15]
briefly
[27:17]
to allow aircraft to to move back and
[27:19]
forth along those hangars without you
[27:22]
know impeding traffic.
[27:25]
» Okay.
[27:27]
Yeah, from this diagram it looks like
[27:29]
the people in that that parallel hangar
[27:31]
complex uh
[27:33]
would enter the taxiway from that
[27:35]
southeast side.
[27:37]
» Mhm.
[27:37]
» So, they wouldn't come in right into
[27:39]
that gray area. They would go out to the
[27:41]
southeast and then to the west and then
[27:43]
join that taxiway, right?
[27:45]
» Right.
[27:45]
» Just like they do today.
[27:47]
» Yeah.
[27:47]
» Yeah.
[27:48]
» Right, just like they do today. This
[27:50]
would Yeah, this configuration
[27:52]
essentially allows for aircraft to taxi
[27:55]
past them as they're in position on this
[27:57]
taxi lane right here.
[27:59]
» Okay.
[27:59]
» If we have to narrow this
[28:03]
and take out some of this new pavement
[28:05]
here, we might have to share this taxi
[28:08]
lane with those aircraft going to the
[28:10]
terminal area and the ones that are
[28:13]
staging outside of these hangars.
[28:16]
» But wouldn't that area that parallel
[28:19]
what what complex
[28:20]
» What is that? That's
[28:20]
» Alpha.
[28:21]
» Alpha complex. Okay. Alpha hangars.
[28:24]
» Mhm.
[28:25]
» Isn't that segregated from the this
[28:28]
tenant
[28:29]
uh general parking area?
[28:32]
Cuz you're you're wanting to segregate
[28:35]
uh general population transients from
[28:38]
based, correct?
[28:40]
» Based?
[28:40]
» Yes. Yes, the the fence the fence or
[28:43]
gate would be right here right behind
[28:45]
the turn into the terminal building.
[28:47]
» Okay. So
[28:48]
» Will all be this will all be tenant and
[28:52]
uh
[28:53]
private use air air aeronautical.
[28:55]
» But But you're saying that they're
[28:56]
sharing this taxiway, the the tenants
[28:59]
and
[29:00]
» The
[29:01]
the the aircraft that are taxing to this
[29:03]
terminal building
[29:04]
» Mhm.
[29:06]
» Would would taxi along this gray section
[29:09]
here
[29:09]
» Right.
[29:10]
» And would allow but would be separated
[29:13]
far enough to allow aircraft to stay and
[29:15]
stand by out here in front of those
[29:17]
hangars at the same time. If we have to
[29:21]
narrow this, we may not be able to have
[29:24]
that dual aircraft access
[29:27]
uh in this area. That's what I'm getting
[29:30]
at.
[29:30]
» Okay. I I I I follow you now better.
[29:33]
» Okay.
[29:33]
» So cuz you don't have the taxiway
[29:35]
connecting if you go all the way to the
[29:37]
approach end of 16, that taxiway that
[29:40]
makes it right right here.
[29:41]
» Right.
[29:42]
» We can't access that new area with the
[29:44]
taxiway to connect connecting there.
[29:48]
» Uh no. No, we we can't do that. For one,
[29:52]
we have direct apron to to to runway
[29:56]
access like I was talking about down
[29:58]
here. We would effectively be recreating
[30:01]
that if we copied that down here.
[30:03]
» Okay. That makes sense.
[30:04]
» Uh
[30:05]
and and the the other issue is you know,
[30:07]
like run up and movement area before the
[30:10]
threshold. Um that should be that should
[30:14]
be here. Um and that's why we've
[30:17]
separated these two areas effectively
[30:20]
with an island in between.
[30:21]
» Okay.
[30:23]
» So
[30:24]
So Tony, that this this whole area with
[30:26]
the the parallel hangar that I guess the
[30:28]
Alpha hangar and the new area, all that
[30:31]
apron is all shared. There's no barrier
[30:34]
separating those two. I think that's
[30:36]
what you're getting at, sir. It's all
[30:38]
It's all open, but then the only access
[30:41]
to the taxi to the runway is through
[30:44]
um this is is there. Yeah.
[30:47]
» Yeah. Yeah.
[30:48]
» I was thinking there was a barrier or
[30:49]
something in between there to to
[30:51]
» No, no, there's no barrier. It's Yeah,
[30:53]
it's kind of kind of hard to visualize
[30:55]
when you have two different colors like
[30:57]
this, but yeah, I would consider this
[30:59]
all one
[31:01]
apron.
[31:01]
» Okay.
[31:02]
» A one movement uh pavement area.
[31:05]
» Okay.
[31:05]
» When it's all done. The same for this.
[31:07]
This will be a large apron, much larger
[31:09]
than what it looks like here when dark
[31:11]
gray, because we'll be maintaining this
[31:14]
existing white pavement area that we
[31:17]
have today. So, it'll be connected to
[31:20]
it. This will be a pretty sizable
[31:22]
uh apron area, not not much
[31:25]
smaller than what we see down here.
[31:28]
» Okay. Is there anything at the other at
[31:30]
the 3-4 end that is not visible on this
[31:34]
diagram?
[31:35]
» Uh no, sir. We didn't show any other
[31:38]
development. I'll I'll show the whole
[31:40]
layout. Um this
[31:42]
this drawing shows what we call a
[31:44]
variety of building restriction lines.
[31:47]
I'm sorry, it it's a little messy, but
[31:49]
it shows us what what building heights
[31:51]
we're restricted to.
[31:53]
Uh but no, you can see down here on the
[31:55]
3-4 end, we don't have any additional um
[32:00]
uh landside facilities. We are
[32:02]
recommending runway end identifier
[32:04]
lights on each end of the runway.
[32:06]
That'll be included in the plan. That's
[32:08]
just not shown here.
[32:10]
» And the area that's on the that the the
[32:13]
service road that goes around the
[32:15]
the I guess that would be the east side.
[32:18]
Is that already
[32:20]
Is that airport property currently?
[32:24]
» Uh yes.
[32:25]
» Okay. So, there's no
[32:27]
» Um
[32:27]
» Land acquisition that has to take place
[32:29]
to accommodate what you've drawn.
[32:30]
» It it might be part of economic
[32:33]
development, but it's in in the county's
[32:35]
purview, yes.
[32:36]
» Okay, all right.
[32:41]
Tony, this is Greg again.
[32:43]
Just a G Wiz question. Some of the
[32:46]
things that are designated in green as
[32:48]
box hangers, is that all interchangeable
[32:51]
if at some point in the future due to
[32:53]
demand the city would to decide to make
[32:56]
those nested T hangers instead? All of
[32:59]
that is part of the evolution of this
[33:01]
plan, correct?
[33:02]
» Absolutely, yes. Yeah, that's an
[33:05]
important point to bring up that this is
[33:08]
just a basic idea of the direction that
[33:10]
the airport may want to go.
[33:12]
This plan is changeable. Uh TexDOT is
[33:16]
not going to hold your feet to the fire,
[33:18]
so to speak, with all of this
[33:20]
development. It's very flexible. The
[33:23]
idea is to show a concept of growth, um
[33:27]
a a way to meet a variety of needs, and
[33:31]
if that changes over time, this is
[33:33]
certainly um revisable. Not just not
[33:37]
just the types of hangers, but the
[33:38]
layout itself
[33:40]
is is really not set in stone. Um
[33:44]
it can change over time based upon the
[33:46]
airport's needs and the community and
[33:49]
it's focused on focus on airport
[33:52]
development.
[33:59]
» And one last question then, I don't mean
[34:01]
to dominate this thing, but right there
[34:04]
on the west side of the terminal built
[34:07]
existing terminal building,
[34:09]
uh where you've added pavement in dark
[34:11]
gray, and then immediately west of it is
[34:14]
still the light green that elongated
[34:17]
that is grass, I presume.
[34:20]
» Yeah, that's grass to maintain what we
[34:22]
call a taxiway object-free area.
[34:25]
» Okay.
[34:26]
» So, that that emits from the center line
[34:29]
of the taxi lane to the edges of these
[34:32]
buildings and to uh not quite the edge
[34:35]
of this pavement here. It's It's in that
[34:38]
green area. So, we try to preserve
[34:40]
pavement area. It's It's really more
[34:42]
toward the close to the edge of these
[34:44]
green buildings here.
[34:46]
» Okay.
[34:46]
» That's the edge of the taxiway
[34:49]
object-free area.
[34:50]
» Okay. And I was actually referring to
[34:52]
the one even further west than that,
[34:54]
right adjacent to taxiway alpha.
[34:57]
That's the
[34:59]
» Oh, this area here?
[35:01]
» Be even further south.
[35:02]
» It
[35:03]
» I mean uh west, further west. Excuse me,
[35:05]
I'm
[35:06]
» Right along the taxiway to
[35:07]
» Right along the taxiway alpha.
[35:10]
Keep coming down. There we go. That one
[35:11]
right there. That light green area
[35:13]
there, yes.
[35:14]
» Oh, okay. I'm sorry. I'm sorry.
[35:16]
» That's okay.
[35:17]
» Um yeah, this is preserved as uh
[35:20]
essentially island area in between the
[35:23]
taxiway. This is the typical,
[35:25]
you know, island that you would see
[35:26]
between an apron area and a a taxiway.
[35:31]
It's certainly developable. I mean, you
[35:33]
you have that today. You have a taxiway
[35:36]
along the edge of the apron, which is
[35:37]
very very common.
[35:39]
Um
[35:41]
but um yeah, we in this layout we chose
[35:44]
to preserve that island there. Um it
[35:47]
really wouldn't You wouldn't gain a
[35:49]
whole lot if you were to develop this.
[35:52]
You might have room for additional
[35:54]
tie-downs, but you would not have room
[35:56]
for any structures. It's too close to
[35:58]
the runway.
[35:59]
» What is the um distance, the closest
[36:02]
distance you can be to a taxiway with a
[36:05]
structure? Like you had mentioned you
[36:06]
had taken away your original plan for
[36:09]
the box hanger that would overlap the
[36:11]
existing
[36:12]
terminal building. You had to delete
[36:14]
that plan because it was too close to
[36:17]
the planned taxiway, I think you said.
[36:19]
What What is that distance? Just
[36:21]
curious.
[36:23]
» Um
[36:24]
in our ultimate configuration we're
[36:26]
attempting to accommodate C-II aircraft,
[36:29]
which is
[36:31]
mid-size corporate jet. Um the taxi lane
[36:34]
object free area, which is related to
[36:38]
all these hang the pavement in between
[36:40]
hangars
[36:41]
is 110 ft of separation. That's from
[36:46]
edge to edge of that object free area or
[36:51]
you know, or what is it? 55 ft from the
[36:54]
center line of the taxiway or taxi lane
[36:56]
in this case going out.
[36:59]
» Okay, thank you, Tanya.
[37:01]
» You're welcome. It's a It's a greater
[37:03]
separation requirement for the taxiway
[37:05]
itself.
[37:07]
Um taxi lanes, they can be a little bit
[37:09]
closer together because the aircraft are
[37:11]
moving slower.
[37:13]
Um
[37:14]
but the way to think about it is a taxi
[37:17]
lane serves a taxiway. It leads to a
[37:20]
taxiway and a taxiway leads to a runway.
[37:24]
So, we have a lot of taxi lanes in this
[37:26]
configuration, as you can tell.
[37:31]
» Sir, a question. What is the number of
[37:33]
new hangars that we're expecting?
[37:35]
» Any other questions, comments, or ideas?
[37:39]
» Yes, sir. Hello.
[37:40]
Um what is the number of new hangars
[37:42]
we're expecting to have at the airport?
[37:45]
» Uh we have 14 T-hangars in this
[37:48]
configuration.
[37:50]
Um and then we have I believe it was 14.
[37:53]
Maybe I might be wrong here. We got six,
[37:56]
11, 14
[37:58]
uh
[37:59]
and uh 18 18 box hangars.
[38:05]
Um like I said, these I believe are 60
[38:07]
by 60. This one to clear a
[38:10]
a uh
[38:12]
a right-of-way for a gas line. Uh this
[38:15]
is a little smaller. This is a 50 by 50.
[38:19]
But there's uh yeah, there's
[38:21]
some definite growth opportunities here.
[38:23]
Uh 18 box hangars, 14 T-hangars.
[38:27]
Um
[38:28]
that's not quite doubling the capacity
[38:31]
of the airport, but the airport does
[38:33]
have a significant
[38:35]
uh waitlist.
[38:36]
Um this again, this plan is intended to
[38:39]
provide some flexibility
[38:41]
so that you can develop um as warrant
[38:45]
demands. If you would if you saw you
[38:48]
know, interest in a tenant coming to the
[38:50]
airport that was really interested in a
[38:52]
box hangar, not necessarily a T-hangar,
[38:55]
you could give them an idea of where
[38:58]
um the airport envisions that happening.
[39:00]
If you had if the count I'm sorry, if
[39:03]
the city or a developer was interested
[39:06]
in constructing a a T-hangar complex
[39:10]
um you have a plan for that. So, it all
[39:12]
depends on
[39:14]
you know, the initiative behind it.
[39:16]
These are ideas of where they can go.
[39:18]
And like I said before, it can change.
[39:20]
» Okay.
[39:21]
Thank you. Is there anything else?
[39:22]
» Yes, sir. A couple more if I may. What
[39:25]
is the timeline for actually make a
[39:27]
commitment on building these hangars and
[39:30]
doing all these renovations?
[39:32]
» We're going to do So, after the plan is
[39:35]
approved, we do a phased uh
[39:39]
um
[39:40]
cost estimate around these projects and
[39:43]
we phase them into
[39:45]
a 0 to 5-year time frame, 5 to 10, and
[39:48]
then a 10 to 20-year time frame.
[39:51]
Um that's really just for developing
[39:53]
cost estimates behind them. It's not
[39:56]
necessarily phasing the projects because
[39:59]
like I said, the demand for these
[40:01]
facilities might
[40:03]
might come and go depending upon
[40:05]
interest. So, we're really just wanting
[40:08]
to show what the rough cost would be for
[40:12]
developing each kind of structure. The
[40:15]
The exact timing of all of this is
[40:17]
really up to the city and the interest
[40:20]
that uh tenants display.
[40:23]
» What's the atmosphere right now with the
[40:24]
city as far as when they start doing it?
[40:30]
» That might be a better question for
[40:32]
Eric.
[40:33]
» Right on. Uh sir, one more thing. I
[40:35]
heard you say you're going to put uh
[40:37]
rail lights runway and fire lights.
[40:39]
That's definitely a huge thing that we
[40:41]
need. The the runway needs it.
[40:44]
Um what about approach lighting,
[40:45]
non-precision approach lightings on both
[40:47]
ends, 16 and 34? Uh I heard you
[40:50]
mentioning uh we we have a goal to to
[40:53]
bring at least uh up to mid-size level
[40:56]
jets. Regardless, approach lights is is
[40:58]
a safety issue for all types of
[41:00]
aircraft, but it's certainly something
[41:02]
that it
[41:03]
would attract um heavier aircraft uh for
[41:06]
the safety reason as well. Um is there
[41:08]
any talks going on on putting a system
[41:12]
like, for example, ODALS, which would be
[41:15]
a basic non-precision approach lights on
[41:17]
both runways?
[41:20]
» Uh I I uh
[41:23]
Yeah, I did not show those um because
[41:26]
the the ODALS system that would
[41:29]
effectively lower your minimums
[41:32]
um
[41:33]
would
[41:35]
would be nice, but the obstructions that
[41:38]
we have along the length of the runway
[41:40]
that are representing those those trees
[41:43]
on the other side of the runway
[41:45]
um a lot of clearing would be necessary
[41:48]
to just bring your minimums down, and it
[41:51]
would only result in a reduction of
[41:53]
about a eighth mile visibility
[41:55]
improvement.
[41:56]
The the the
[41:58]
I'm sorry.
[41:59]
» I didn't mean to interrupt, but even
[42:01]
without the lowering of the minimums,
[42:03]
just to be able to find the runway when
[42:07]
you come from different directions.
[42:08]
That's huge.
[42:09]
» Yeah. Oh, I agree. And yeah, one uh
[42:12]
yeah, the the approach lighting system
[42:14]
we're talking about is somewhat similar
[42:17]
to Odell's. It doesn't have lead-in
[42:19]
lights, but the runway end identifier
[42:22]
lights that I'm talking about are
[42:24]
strobes that are
[42:26]
adjacent to each end of each runway end.
[42:30]
So, you have two on one end. They're not
[42:32]
just threshold lights that show the
[42:34]
barrier, but they're they're flashing
[42:37]
strobes that pilots use to identify the
[42:41]
runway end. And that's really the best
[42:45]
method for identifying runway end and
[42:48]
and really as a simple way
[42:51]
to
[42:52]
manage the improve the approach and the
[42:55]
visibility of the runway for pilots.
[42:57]
» I agree. And I'm familiar with
[42:59]
» That's what we're talking about for each
[43:00]
end.
[43:01]
» I'm familiar with rails.
[43:03]
But,
[43:03]
I wanted to also add a little small
[43:06]
rabbit
[43:07]
what what they call a rabbit light up
[43:10]
that leads onto
[43:12]
or into the the fresh way the runway
[43:14]
threshold. Um okay. Which is something
[43:17]
like Odell's or similar. That's what it
[43:19]
provides. That's incredibly
[43:22]
helpful when you're coming in from a
[43:23]
distance and you trying and you're
[43:25]
coming in at an angle. So,
[43:27]
» Sure.
[43:28]
» Adding that would be a good discussion
[43:30]
to have. That's what we're trying to
[43:31]
bring up. We would like to have it, I
[43:33]
would say. I would take the liberty to
[43:34]
say, yeah.
[43:36]
» Yeah, absolutely. We will we will
[43:38]
definitely show those.
[43:40]
Um
[43:40]
be happy to uh just providing some
[43:43]
reasoning behind what we showed, but
[43:46]
um yeah, the
[43:48]
the
[43:49]
the Odell's leading to the rails would
[43:51]
be uh
[43:53]
a very nice system to provide, you know,
[43:56]
additional guidance to the runway end.
[43:58]
» Yes, sir. And I'm not sure about the
[43:59]
distance. I think it's 1,500 ft. I don't
[44:01]
know if we would have that on 16.
[44:04]
Maybe we would or it be close, but
[44:06]
something
[44:07]
that I think we should be able to look
[44:09]
at. I hope that, uh, you guys can look
[44:10]
at. So, one last comment is that some of
[44:13]
the drainage ditches
[44:15]
Yeah, that distance right there. I'm not
[44:17]
sure how long it is, but
[44:19]
» Uh, well, this
[44:21]
It
[44:21]
» 160 all the way to the roadway. Yeah.
[44:24]
» Yeah.
[44:25]
» I think it's close.
[44:26]
» Less than a It Well, this is This is
[44:28]
less than a thousand feet.
[44:30]
» [clears throat and cough]
[44:30]
» Um, the just as a
[44:33]
a way of measuring, the distance from
[44:35]
the threshold here to these aiming bars,
[44:38]
it that's a thousand feet.
[44:40]
» Okay.
[44:41]
» So, the ODALS system, it can go over the
[44:44]
road and into neighboring property if
[44:47]
you were to
[44:48]
acquire it or get easement to install a
[44:51]
light there, that's definitely possible.
[44:54]
» Yes, sir.
[44:54]
» Uh, but it it may go into the property
[44:57]
on the other side of the road.
[44:59]
» Yes, sir.
[45:00]
» We're going to have to move from this
[45:01]
topic
[45:02]
» Uh
[45:03]
» For the sake of time.
[45:03]
» Yeah, absolutely.
[45:04]
» Um
[45:05]
Was there anything else that we could
[45:06]
build on that? Tony, did you have
[45:07]
anything else, uh, as far as that
[45:10]
you wanted to
[45:11]
» Uh
[45:12]
Uh No, sir. I I I Yeah, I've got some
[45:14]
good direction here from this call.
[45:16]
We'll We'll make some slight
[45:18]
modifications, show the lights that we
[45:20]
talked about, um, and finalize the
[45:23]
layout, and then, um, I will, uh, pass
[45:27]
the final
[45:29]
development plan on to Eric, um, and to,
[45:33]
um,
[45:33]
to review further or approve, and we we
[45:36]
wrap up this this project.
[45:38]
» All right. Thank you very much. We
[45:39]
appreciate your time and, uh,
[45:41]
attention to it. Thank you.
[45:43]
» Thank you very much. I appreciate it.
[45:45]
Take care.
[45:46]
» All right. Moving, uh, we need to We
[45:48]
wanted to talk briefly on this item
[45:50]
three.
[45:51]
» I'm sorry. Before we move on.
[45:52]
» Yes, sir.
[45:54]
» What is the deadline that we need to
[45:56]
have input gathered and provided to the
[45:59]
city
[46:00]
and Wolpert before they go forward with
[46:03]
a plan to present to City Council for
[46:05]
approval.
[46:06]
» So right now they gave we gave you know
[46:07]
you you gave recommendations on what
[46:09]
you'd like to see.
[46:11]
Um you'll put that together, provide to
[46:12]
us, uh we'll make sure we look at it, uh
[46:15]
see if it meets the recommendations of
[46:17]
the city and then we'll present it to
[46:18]
City Council, but we still have to get
[46:19]
them uh to um
[46:22]
get it to our agenda to to get that
[46:24]
finalized, right? So uh
[46:27]
it just depends on Woolpert on whatever
[46:29]
their recommendations that would come
[46:30]
out of that.
[46:31]
» Didn't know if there was a contractual
[46:33]
uh
[46:34]
you know timeline that we're needing to
[46:36]
have this done. In other words, is there
[46:38]
some some calendar date driving
[46:42]
decisions that we need to be mindful of?
[46:44]
And the reason I ask, Eric, let me tell
[46:46]
you the why first then I'll let you
[46:48]
answer it. The reason I ask is is that
[46:50]
we had the workshop and we had a few
[46:52]
people come.
[46:53]
And thankfully you came to the last EA
[46:55]
meeting and you presented some stuff
[46:57]
there. So what we've done is we've we've
[47:00]
seeded this idea to the tenants.
[47:04]
And a lot of them are talking and
[47:05]
thinking, but I'm not sure we've really
[47:07]
gathered all the input that might be out
[47:10]
there still um that might we may want to
[47:13]
consider, we being the city and um
[47:17]
and and the council wants to consider
[47:20]
before coming up with a plan for
[47:22]
approval. And so I'd I'd like to allow
[47:25]
that opportunity to exist. Now, if
[47:27]
there's a hard deadline somewhere
[47:30]
that needs to be met, then I think we
[47:33]
need to adjust our timelines to gather
[47:35]
the input we can from the tenants so
[47:39]
that we can provide it in a timely
[47:41]
fashion and everyone feels like they've
[47:43]
had that opportunity to provide it to
[47:46]
either whether that be through the
[47:47]
advisory board or directly to you, Eric,
[47:49]
but at least we've had that opportunity
[47:51]
to make sure everybody understands. We
[47:53]
need to know by this time, here's the
[47:55]
information, here's the current update
[47:57]
where we are. Just to kind of get that
[47:59]
going and I think it'll be a lot
[48:01]
smoother
[48:03]
being accepted by the community
[48:05]
if we were able to do something like
[48:07]
that. So, that's why I was asking if
[48:08]
there's a deadline.
[48:09]
» So, yeah, I'll reach out to Woolpert to
[48:11]
see if they
[48:12]
you know, if they have a deadline. We'd
[48:14]
like to get this wrapped up um
[48:16]
sooner or later so we can implement this
[48:19]
airport layout plan so we can you know,
[48:21]
for future you know, budgetary
[48:24]
uh year so we can budget some of these
[48:25]
things out so we cuz
[48:28]
uh I tried to get some MP funds finding
[48:30]
out that I had to submit last month then
[48:32]
I'm leaving money on the table, right?
[48:34]
So, um the sooner we can get this thing
[48:37]
done, the better is the plan for future
[48:40]
uh improvements of the ALP. So, we'll
[48:43]
I'll reach out to Woolpert and see uh
[48:45]
what's their timeline uh of this and
[48:47]
um and I'll let you know and um let uh
[48:50]
the attendants know as well.
[48:52]
» Okay, thank you, Eric.
[48:53]
» Yeah, thank you, Greg. That certainly
[48:55]
don't want to be caught
[48:57]
short on Yes, sir.
[48:59]
» I just wanted to add to that. Um our
[49:01]
fiscal year starts October 1. We do like
[49:04]
a council retreat as well. So, we kind
[49:05]
of want to probably have it sometime
[49:07]
before that. Um
[49:09]
so, October 1 because like I said, Eric
[49:11]
has a lot of funds that we could dip
[49:13]
into so we want to kind of have projects
[49:15]
already set aside that we want to kind
[49:16]
of prioritize based off of this plan so
[49:19]
we know where to allocate that money to
[49:21]
in the future. So, October 1 is kind of
[49:23]
our where we're going to start. I'm not
[49:25]
saying that has to be, but we would like
[49:27]
to have it around that time so we can
[49:28]
kind of have a strategy moving forward.
[49:30]
» I think that gives us a time frame we
[49:32]
can work within. That'd be my
[49:34]
recommendation here that we consider
[49:36]
» Absolutely.
[49:36]
» Facilitating something to gather it in
[49:38]
time to meet that deadline.
[49:39]
» Okay, thank you.
[49:41]
The traffic pattern assessments with
[49:43]
restriction, how has this been going? I
[49:45]
know it's published and Eric, we're
[49:47]
we're interested in the feedback that
[49:49]
you're getting from the users.
[49:50]
» So, um so so we finally um got it
[49:53]
approved by Texarkana, I mean um the FAA
[49:56]
to get it done. So, you'll see it on our
[49:57]
supplement uh touch and go landing
[49:59]
operations prohibited when four or more
[50:01]
aircraft in the pattern.
[50:03]
Uh we had some of it uh instructor local
[50:05]
instructors that we have enforced these
[50:07]
um
[50:08]
uh some of these recommendations and we
[50:11]
have seen uh
[50:12]
you know
[50:14]
the flight schools abide by these and
[50:16]
either um go to this another uh airport
[50:19]
or you know do their uh their full stops
[50:23]
and let people in and or out. So, it
[50:25]
it's had been working effectively and
[50:27]
I'm glad that we were able to get
[50:29]
something like that done and and and
[50:31]
publish.
[50:32]
» And let me just read this what we what
[50:34]
is published in the you know terminal
[50:35]
procedures, you know the the green book.
[50:37]
It says [snorts]
[50:39]
uh
[50:41]
DGL touch and go landing operations
[50:44]
abbreviated by OPNS operations
[50:45]
prohibited when four or more aircraft
[50:47]
operating in traffic pattern. So, what's
[50:50]
pretty clear uh
[50:51]
I mean that makes sense to
[50:53]
to me and and I think uh
[50:56]
so we're we're very
[50:58]
interested in in the feedback and how if
[51:00]
this does mitigate some of the
[51:02]
congestion in the pattern going forward.
[51:04]
If you just kind of
[51:06]
uh apprise of that Eric, we'd appreciate
[51:08]
that.
[51:10]
The progress update on runway 34
[51:12]
approach. I know that was kind of uh
[51:14]
hinging on this airport layout plan. Has
[51:16]
there been any movement or any
[51:17]
discussion with uh FAA on that?
[51:19]
» So, uh
[51:20]
the so has been submitted. I spoke with
[51:23]
um
[51:24]
Joseph [snorts]
[51:26]
uh
[51:27]
uh spoke with the FAA about it. So, now
[51:29]
they're in the um
[51:31]
feasibility study phase of it. So, now
[51:33]
they had to do the feasibility study.
[51:35]
Once that's uh complete,
[51:37]
um
[51:39]
then we'll know if we have to cut down
[51:40]
trees or anything like that for for that
[51:42]
approach. Uh and then if that's the
[51:44]
case, we'll have to cut them trees down
[51:46]
to make sure we can uh meet those
[51:48]
requirements.
[51:49]
Then once that happens, then they'll do
[51:51]
another um
[51:53]
approach to see if everything that we've
[51:55]
done was met. And then once that
[51:56]
happens,
[51:58]
it could be approved if nothing else,
[51:59]
you know,
[52:01]
hinders that approval. So it might from
[52:04]
what I understand is things going to
[52:05]
take
[52:06]
uh some some more time. So
[52:09]
um
[52:09]
» But the discussion is I mean
[52:11]
the dialogue is in progress cuz we know
[52:13]
this is probably
[52:15]
probably two or three years out.
[52:16]
» At least.
[52:16]
» You know, in the way the FAA and all
[52:18]
that stuff. As long as we're moving in
[52:20]
that direction and there's it's
[52:22]
initiated and started.
[52:24]
» And we're in the queue for the
[52:25]
feasibility study now.
[52:26]
» Okay, great. Thank you.
[52:28]
And on item five, the last item of
[52:31]
You know, I I had kind of pushed for
[52:33]
this a little bit you know, with
[52:35]
after the hangar and uh
[52:38]
rate increase and all that is if there's
[52:40]
any way that we can kind of show a
[52:41]
little bit of
[52:43]
appreciation to the tenants. If there's
[52:44]
anything that we can do for
[52:47]
fuel incentive, a special day for buy
[52:49]
fuel to to get a discount,
[52:52]
anything there that
[52:53]
if there's any more thought on that.
[52:56]
» Uh so we've been looking at some ideas
[52:58]
maybe something, you know, like that to
[53:00]
have a fly-in and and and reduce prices
[53:02]
and stuff like that. But
[53:04]
as far as you know, so gas prices are
[53:06]
trending down and so and the prices that
[53:10]
we currently have now, if you look, you
[53:12]
know, in a 40-mi radius, we're very
[53:15]
competitive of what we're doing. But of
[53:18]
course we'd love to, you know, pass, you
[53:20]
know, on
[53:21]
some things to tenants, but there's we
[53:23]
have to make sure that, you know, with
[53:24]
that we do those with
[53:26]
um
[53:27]
with, you know, some type of events so
[53:29]
we could draw draw some people in to,
[53:31]
you know, to pass those savings on to
[53:32]
everybody. But we're still still looking
[53:33]
at options to see what we could do and
[53:36]
you know, and how much and you know,
[53:38]
what's what's the
[53:39]
the value added to it. Of course, you
[53:42]
know, everybody loves to say you want a
[53:43]
little bit and we'll try, you know, that
[53:45]
do our best to look at what we can do
[53:47]
and maybe come up with an event to to,
[53:49]
you know, to show that appreciation.
[53:51]
» Yeah. Yeah, I was thinking I was, you
[53:53]
know, kind of pushing for maybe one day
[53:55]
of the week or a month, uh, whether it's
[53:57]
be
[53:57]
every week on a certain day or or or
[54:00]
once a month or something to
[54:02]
to spur, you know,
[54:06]
people to come and buy buy more fuel,
[54:08]
you know, cuz
[54:09]
uh
[54:10]
And and one other thing on that item,
[54:12]
has there been any change in the the
[54:14]
pricing method that we had discussed
[54:15]
earlier in several meetings ago as far
[54:18]
as how we would price fuel? I know the
[54:19]
price is up now. I know costs have gone
[54:21]
up. But
[54:22]
has there been a change in the fight
[54:24]
pricing strategy that we discussed
[54:26]
earlier?
[54:27]
» Uh, no. Yeah, no change in the pricing
[54:29]
strategy. We still try to maintain, um,
[54:32]
you know, the the profit margins that,
[54:34]
you know, that uh, we try to abide by
[54:36]
and and depending on the market of what
[54:39]
the gas is going where we're trying to
[54:40]
stay in that and also looking at market
[54:43]
rate of what everybody else is uh, is
[54:45]
um,
[54:46]
is charging and try to be, you know, the
[54:48]
best uh,
[54:49]
around to, you know, to drive uh, people
[54:52]
in without, um,
[54:54]
without ruining our our our, you know,
[54:56]
the profit margin that that we need to
[54:57]
stay in to build some of these
[55:00]
uh, some of these projects cuz
[55:01]
like the the ALP, yes, we'll have some
[55:04]
grant money to help with that, uh, from
[55:06]
FAA and TxDOT, but all all the hangar
[55:09]
stuff is going to come from us. So, the
[55:12]
more that we can, you know, raise to get
[55:14]
those things done, you know, the better
[55:16]
it is, the more likely it is to get
[55:18]
these hangars done. So,
[55:20]
um, as long as you keep trying to to
[55:22]
meet those profit margins to put back
[55:24]
into the airport to build these
[55:25]
facilities and build some of these
[55:27]
amenities was going to help
[55:28]
tremendously. So, uh, we're trying to do
[55:30]
the best possible way to to make money
[55:32]
as well as provide savings to everybody
[55:34]
and and and that's a hard thing to do.
[55:36]
» It is. But trying.
[55:37]
» All right. Thank you so much.
[55:39]
Uh, that concludes that. Any uh, request
[55:41]
a motion to
[55:43]
uh, end the meeting, please?
[55:45]
» Um, I move that we uh,
[55:47]
» Adjourn?
[55:48]
» All right.
[55:49]
» Uh, Albert, you second it?
[55:50]
» I second.
[55:50]
» Thank you.
