meeting with Shipo. Um the developers
agreed to pay HBC $7,500.

So they our our cost to do that has been
covered by a developer.

So but with that we still have to
approve um tag to do the work and
[7:29]
Michler start the contract and pay and
approve an expenditure not to exceed
[7:35]

Shipo that they would like to see the

water tower listed on the national
registry. So, Shipo is behind the
[8:09]
nomination for that. So, um
they they determine it's eligible for
[8:16]
listing. So, our what we'll do is we'll
hire the consultant to do all the
[8:21]
paperwork, leg work to have the
nomination ready for us, then send to
[8:26]
Shipo for Shipo to review, then to send
on to National.

we had four responses. Correct.

out to I think about six different
consultants. I gave them uh timeline

information about the water tower. Um I
didn't include the uh anticipated budget
[8:53]
initially, but I got some questions
about that. And so I responded to
[8:56]
everyone to let them know um the same
sort of details so everyone had the same
[9:00]
information and then uh created a
scoreeet rubric for all of the
[9:04]
commissioners which you all have uh
scored. Thank you very much. Um
[9:08]
tabulated the results and that's where
we came up with the um the um tag was
[9:13]
the highest uh consultant. Does that
does that cover?

need the record, right?

So, do we have a motion to

the final decision rests with the city
of Meridian since the contractual
[10:05]
obligation is between the city of
Meridian and TAG. Is that correct? Yes,

but the city will go with what the what
the commission um the highest scoring
[10:14]
applicant that the commission uh or what
they recommend in this case.

past the site and I didn't see anything
first glance of of of

historical significance per se that we
want to try and and save. But if you

looked at the packet that came out,
there is a a tutor home on that property
[11:57]
that's got some nice character on it. Um
at least document it and get some good
[12:02]
photographs of that. Um
the application will go before the city
[12:09]
um in March. Um

» Mr. Sure. And commissioners, I'm already
um attempting to do everything in
[18:02]
compliance with it currently, even
though the um required requirements
[18:06]
don't go into effect until April 1, but
we are already doing everything we can.

drug preservation month in May. Um

Um, we also had some thoughts. Um, the
[18:39]
Idaho chapter of the Oregon Trails
Association sent Miss Schiffer a
[18:42]
newsletter on
old Oregon trails through the area. And
[18:48]
I thought that might be an interesting
topic um for preservation month if they
[18:55]
could do a presentation here at city
hall when we do a walking tour. Um
[19:01]
Commissioner Wilson, what were your
thoughts on on what you presented?
[19:05]
» Yeah. Well, um these are just ideas that
I've been thinking of over the past
[19:09]
month. And so obviously just kind of
some different ways that we could
[19:14]
involve the community in history month
as well as trying to tie it to America
[19:20]
250 in some way.
>> Okay.

» I don't think all of these idea uh
there's five that I suggested. Um I
[19:27]
don't think all of them maybe do as good
of a job, but uh one that I would say
[19:32]
I've been following up a little more on
is number three, Voices of Meridian. Um,
[19:37]
I've been in contact with a few people
who are uh in their late 70s or early
[19:42]
80s who grew up here in Meridian. And I
thought it might be a nice event to just
[19:48]
have them talk about what life was like
when they were very very young growing
[19:53]
up here and how it's changed. Um,
now I don't know. I think that could be
[20:00]
part of a a celebration of just, you
know, how people's lives have changed
[20:05]
for good or for sometimes not so good.
And then um how we need to um kind of
[20:15]
collect those ideas before they're lost
and um that's part of the commission
[20:20]
maybe in their mission. Um, I I
I'm trying to remember I think how to
[20:27]
phrase this. The qu I know the Bass
Museum has gone around and they had one
[20:32]
of their staff visit Bass community
members all over the the area and they
[20:39]
videotaped them and got oral history
from the Bass community. Is it are you
[20:43]
thinking audio and vis on video just
audio file or what are you thinking?
[20:48]
» Yeah. Well, I I was thinking um if we're
having events in in May to celebrate
[20:53]
that, it would be like a panel um that
they would come and people could ask
[20:58]
questions about what things were like.
They could have some prepared comments
[21:02]
um and we could sponsor that at a
location around here somewhere.

>> But I also like that idea of recording
[21:09]
for posterity.
>> Yeah. Yeah. To have something in in for
[21:13]
record for what it's like. Um, so we're
not relying on our me memories to do
[21:17]
stuff.

I'm trying to think,
would you think they'd be if we get
[21:27]
two or three people down here to city
hall? Um,

and and
we've done it both ways. We we've had
[21:36]
events during the middle of the week
here at city hall since it's open. We've
[21:41]
had conference rooms that we can get in
and talk. the last couple years we've
[21:44]
just had our walking tours and stuff
outside. So, we'd have if if we want to
[21:49]
do something inside, probably have to do
it in the middle of the week during that
[21:53]
during preservation month. So, um we'd
have to pick an evening and do that if I
[21:58]
have I think it'd be a great idea if we
get two or three people down here talk
[22:02]
to us.
>> Well, yeah. And so, that that's why I
[22:05]
said I've made a little headway on this.
I've I my first of all, my father-in-law
[22:10]
grew up in Meridian and he's 84.
He's not a real big talker, but I think
[22:15]
I might be able to convince him to come.
And his family has a lot of history in
[22:20]
the the dairy and
dairy part of Meridian's history. And
[22:25]
then um he knows folks, they still have
high school reunions for Meridian High
[22:31]
School. I think it's like their 60th or
70th reunions or
[22:36]
» mine's my 50th is coming up, so I don't
want to hear it. So, uh, so he put me in
[22:41]
contact with another, uh, lady who moved
here when she was 14, uh, Neva Timonss,
[22:47]
and, um, she's really excited, actually,
to share her thoughts about growing up
[22:53]
here in Meridian. So, there's probably
three or four people that I could gather
[22:57]
myself, and I I bet someone else on the
commission would know others as well.

Oh, I could gather two or three dozen
people who who grew up here who are
[23:09]
pushing [clears throat] 70ish. Um,

» we're 70th, Patrick.

» Well, I'm talking about people our age.

» Um, at the um what's the branch of the
library down here?

with the library and we might be able to

called, but it's like living recordings
of people, things that could last

forever. We wouldn't have to do it here
at city hall. We could do it there. And
[23:49]
um if somebody really wanted to, you
know, take this on as a project,
[23:54]
» we could just do it as an ongoing thing.
>> I think that's a great idea. We do

ongoing.
>> I recently on Facebook had a
[24:04]
conversation with a member of the Davis
family. They had Davis Foods down here
[24:08]
where the where the um youth ranch is
>> youth ranch is now. And I just had a
[24:13]
great conversation with a member of the
Davis family. That was my first real
[24:17]
paying job back when I was 16 years old.
And uh there there's you would be
[24:23]
surprised how many people once in our
walking tour I ran into a member of the
[24:27]
Calgone family and it was they had
Calgone's floral here and so there's
[24:33]
lots of people around Meridian who could
tell stories
[24:36]
» about Meridian back in the day.
>> I think a live panel discussion would be
[24:40]
great.
>> Oh yeah, something like that would be
[24:42]
awesome.

my biggest question is h
I guess a question and also a suggestion

is um how do we continue to share these
stories once we've preserved them,
[25:07]
right? Like the goal here is to preserve
these living stories. Um, and so I
[25:12]
wonder if we could put the museum in
here to use towards that. Um, what that
[25:20]
would look like could come in a
variation of things.

» Right. Exactly. That's I I think uh in
my mind it reminded me I think PBS does
[25:29]
that they have living stories and uh I
wonder if maybe the Meridian Library
[25:34]
District if we could partner with them
um because
[25:39]
the history center here is run by the
Meridian Library District and Unbound
[25:45]
and they're um you know their their I
don't know what they call it but you can
[25:49]
do podcasts upstairs there. they could
do that and we might be able to partner
[25:54]
with them where these living histories
could be kept on their website and then
[26:01]
you know they would be there forever for
people instead of so something like a
[26:06]
panel discussion is great but like you
say how do you preserve that so that
[26:11]
it's not just a one-time event where
where it's lost that would be totally
[26:16]
awesome to be able to preserve that.
What if um if we had the panel
[26:21]
discussion, we can obviously record that
when it happens so that we get to keep
[26:24]
that, right?
>> Um what if during May we had an
[26:27]
interactive way for anyone to come in
whether it's in the museum or the
[26:31]
library and just share their story,
write their name and email
[26:34]
[clears throat] down and then they can
send in photos. Uh we can start posting
[26:37]
those to the social media account after
so that we have like their voice over
[26:40]
and then a couple photos um that they
shared in like a carousel. Uh that way
[26:44]
anyone can just come do it. Maybe grab a
piece of candy on their way out for
[26:48]
bringing their kids in or something. So
that way we get people that are
[26:51]
» 85 to five uh and we'll get a good array
of places.

>> And it wouldn't have to be the craziest

audio. I mean, obviously it'd be
preferred to have the nice um things
[27:02]
that they use at the library. But if we
set it up here, um I'm not sure what
[27:05]
sort of tech we'd use, but anything

I I guess I guess my decision my my

thinking is um is this something we want
to go forward with for preservation
[27:20]
month so we can get started on it now?
Um gives us

three months to get everything planned
before May

It's something that

work out the next steps of this, how

Um, that's a good question because as
you're talking through some of these
[28:32]
ideas, I am thinking about um what's
going to be required of staff. Um, I
[28:36]
think there this sounds like a a fairly
high technology sort of project and
[28:41]
dealing with um audio and video
recording things which I'm um my skill
[28:48]
level is pretty mid [laughter]
pretty mid level. Um, so and I we're not
[28:54]
really able to ask like it for much
support. So I I am
[28:59]
I'm a little bit hesitant um in terms of
what the commission might expect of like
[29:04]
staff um to to do in this. So I

» can we I guess first step can we go go
to the library district and ask them if
[29:14]
they would like to partner with us for
the project. So that that's where I was
[29:19]
headed with with my suggestion. If you
guys want to reach out with the library
[29:22]
district, say this is our thought. This
is what we'd like to do.

If so, can we use Unbound or can we use
[29:30]
part of your staff or whatever for the
audio visual portion of of this program?

And then like and then present. It's
going to be ongoing. If we can do a

think that's a really good idea. I And
Cassandra, I I empathize with all the
[29:54]
work you're doing and thank you for all
the work you do. I would say that if we
[29:59]
do this, it it should be um our work
that we get that set up. I have also
[30:05]
resources at the College of Western
Idaho. I know the um you know, the

Um I think on on the city's end it's
just partly because the ADA compliance

it does all have to be reviewed by staff

something that the commission if the
commission is able to do it and figure
[31:23]
out a lot of the logistics and the tech
um then yeah you could definitely move
[31:27]
forward and do this.

just put out there that sort of makes me
a little um the the one example is the

like the walking tour on the phones is
um really fantastic, but I haven't had
[31:42]
um a former commissioner set that up,
but I haven't really been able to do

much on the back end. So, that hasn't
really changed or anything a lot. And
[31:49]
so, um that's that's kind of an example
of like a technology sort of thing that
[31:53]
is long-standing and continues to run.
But I um haven't had a lot of I haven't
[31:58]
um been able to do a lot of edits or
updates. So just thinking about like how
[32:01]
to make this a sustainable project that
doesn't need um that's able to kind of
[32:06]
continue to function.
>> How does this change if Meridian is the
[32:09]
Meridian library is the publisher of the
project? So let's say we help collect
[32:14]
the videos, but what if they're the ones
who publish said videos or said content?

» Yeah. Then I think it would just um then
it would kind of be their staff and them
[32:26]
that would have to review it as it's
being from them or it's you know if it's
[32:29]
a joint project then it's kind of like
both both entity staff kind of has to
[32:35]
» I think maybe step one is just do some
homework and be able to report back next
[32:39]
month and

know what we don't know so we'll do some

like to mention, um, to help maybe with

what Cassander's workload is, um, we
have a very robust, um, internship

program at College of Western Idaho and
outside organizations, especially

nonprofits or state sponsored
organizations can ask for, you know, our
[33:09]
students to come and learn like if
they're a marketing major or in want to
[33:13]
be in nonprofit um, and spend time every
week helping support the things you do,
[33:19]
Cassandra. So, if you want to talk

» I have actually looked extensively at
getting interns, but we we could talk

Association. So, I talked to their

president um who gave um a presentation
to the metal detector club that Ken is a
[34:29]
part of recently and said it was great.
Um so, I asked him if he could do that
[34:33]
presentation for us. He's very willing.
He's um he's a speaker that's been doing
[34:37]
this for the Idaho Humanities Council
for a while. So, he has like an hourong
[34:40]
presentation. um an hourlong
presentation is kind of long for giving
[34:44]
it to the commission but is also would
be happy to do it um for the public. So
[34:49]
um I sort of put some tentative dates in
there. He could come to the commission
[34:52]
to do a shorter like 20 minute
presentation on the March meeting and
[34:57]
then he's willing to do um one in May
for preservation month. But we do want
[35:02]
to um he has a lot he he was hoping to
like nail down dates if there are dates
[35:06]
happening sooner rather than later. So,
I did put um tenatively March uh or May
[35:11]
16th during preservation month, which is
when you do the walking tour. So, it
[35:14]
could be the hour before or the hour
after the walking tour. Um he could do a
[35:19]
presentation in the in the meeting rooms
A and B before the walking tour if
[35:23]
that's of interest.

» But if it is, we should we should let
him know sooner rather than later.

We can't do both, which is Well, we

contents. They added two sites that were
not on the walking tour before. So, for

new commissioners, this is your your
guide to giving the walking tours. I
[37:11]
think the whole walking tour is a little
over two hours. So, um commissioners can
[37:14]
kind of pick and choose sections, but
that's uh some some homework reading for
[37:19]
you as you think about leading your own
walking tour later this year.

between our GIS people and it does look
like we're going to be able to um I

haven't heard an update, but I think
we're going to be able to um get updated
[38:08]
data with um the Shipo's IIR system. So,
that's great news.
