[5:40] the infrastructure, the

[5:41] institution, the people and I

[5:43] laugh a little because one of

[5:45] the great exercises was asset

[5:45] mapping.

[5:47] With the asset mapping which I

[5:54] did twice, but with the asset

[5:56] mapping it allowed me to map

[5:57] out something we're working on

[5:59] about place-based investment

[6:00] and redevelopment.

[6:06] So I won't go too much into

[6:07] that because I love the elders

[6:09] feedback but the program is

[6:10] great, all sections were cool

[6:12] but section 2 is near and dear

[6:22] to me.

[6:26] servant and I work with the

[6:27] department of transportation

[6:30] and I also am part of nonprofit

[6:31] organizations, one of them

[6:33] being women in transportation

[6:34] where we work with the youth,

[6:43] k-12 students and lead them

[6:45] through career pathways and the

[6:46] most significant part of this

[6:48] civics academy was the

[6:49] networking with other people

[6:50] that attended.

[6:53] I believe the relationships I

[6:54] created during the civics

[6:56] academy will help me build a

[6:57] better future and to lift up

[7:00] the nonprofit organizations I

[7:03] work with.

[7:16] brownsville civic neighborhood

[7:26] win.

[7:28] I was discouraged when the

[7:30] opportunity came when someone

[7:31] asked me again having been part

[7:35] of this, I relished the

[7:37] opportunity to do it so now I'm

[17:36] outreach programs that provide

[17:38] hold assistance and comfort

[17:42] throughout their cancer

[17:42] journey.

[17:44] Mystic forest foundation

[17:46] continues to raise awareness on

[17:47] childhood cancer, provide

[17:49] support for families and

[17:50] inspire communities to fight

[17:52] against pediatric cancer

[17:54] through compassion service and

[20:23] celebrating every day, giving

[20:25] them back some of the childhood

[20:26] that is always lost to a

[20:28] childhood cancer diagnosis and

[20:29] our children are in the

[20:31] hospital for a day or two,

[20:33] these children battled cancer

[20:34] for years they become part of

[20:35] our own family.

[20:37] The support we get from our

[20:39] community is truly exceptional

[20:41] and not seen anywhere in the

[20:41] country.

[20:47] Miami dade county, south

[20:49] florida is the most caring and

[20:50] wonderful community literally

[20:52] in the world and we are so

[21:19] thankful for all the support we

[21:20] receive.

[23:55] has been able to raise dollars

[23:57] and have breakthroughs for our

[23:59] children through that research

[24:08] so providing so much hope and

[24:10] every year with the run and the

[24:12] gala, many other events people

[24:13] are joining the movement

[24:15] because they see and are

[24:16] inspired by the great work of

[24:18] the family and the organization

[24:21] so congratulations.

[24:25] reiterate what some of you

[24:29] mentioned miami is thankful

[1:10:29] Today I am confirming that our

[1:10:30] roadways commission under the

[1:10:32] approved school board millage

[1:10:34] for the year 2026 2027.

[1:10:35] This will save miami-dade

[1:10:37] county residents more than 30

[1:10:37] million.

[1:10:40] I asked the commission to use

[1:10:41] this savings for property tax

[1:10:46] relief and to protect police

[1:10:48] fire rescue and emergency

[1:10:49] response and other essential

[1:10:50] services.

[1:10:51] His year we expect

[1:10:54] 97 million to be returned to

[1:10:56] all taxing authorities

[1:10:58] including 84 million that will

[1:10:59] benefit miami dade county

[1:11:00] residents.

[1:11:03] This includes that 20 million

[1:11:09] returned hourly in APRIL and 64

[1:11:10] million expected to be returned

[1:11:13] at the end of the fiscal year.

[1:11:14] Miami's financial management

[1:11:17] has allowed us to operate

[1:11:19] without requesting up to 24

[1:11:24] million in advances that we

[1:11:26] were entitled to receive.

[1:11:28] Our office also does not

[1:11:31] collect the 2% commission of

[1:11:33] incorporated areas under

[1:11:36] municipalities.

[1:11:38] 3% is 40 million in savings for

[1:11:39] miami-dade county residents.

[1:11:43] Let me be very clear, no other

[1:11:45] tax collector in florida does

[1:11:46] this.

[1:11:48] And all of these savings are

[1:11:55] being achieved without

[1:11:56] affecting our services.

[1:11:59] I believe it's important to do

[1:12:01] everything we can to help our

[1:12:07] residents while continuing to

[1:12:08] provide a quality service they

[1:12:09] depend on.

[1:12:11] To the residents of miami-dade

[1:12:13] county, we are coming here to

[1:12:15] lower your taxes supporting our

[1:12:17] public schools, protecting our

[1:12:18] police and keeping the

[1:12:23] important service you depend on

[1:31:45] on to proudly wear his father's

[1:31:47] badge number 1765.

[1:31:49] That david, you carried your

[1:32:05] whole career.

[1:32:07] His heart for helping others

[1:32:09] started early before becoming a

[1:32:10] deputy volunteer in this

[1:32:12] community including helping

[1:32:14] collect and distribute

[1:32:15] christmas toys to kids in need,

[1:32:17] he served with distinction at

[1:32:19] the coral gables police

[1:32:21] department before joining the

[1:32:22] sheriff's office where he came

[1:32:24] home to serve the kendall

[1:32:26] community where he grew up but

[1:32:27] devon was more than a deputy,

[1:32:29] he was a loving son, a brother,

[1:32:31] friend and colleague and he was

[1:32:33] someone people could count on,

[1:32:34] someone who looked out for the

[1:32:35] people he loved.

[1:32:37] Those who knew him remember the

[1:32:39] simple moments that made him

[1:32:40] who he was.

[1:32:41] Riding motorcycles with his

[1:32:58] dad, stopping for a cafecito

[1:32:59] and spending time with family

[1:33:00] and friends.

[1:33:01] Is life was far

[1:33:02] beyond social work and his

[1:33:04] impact will last forever.

[1:33:05] He represented the best of

[1:33:07] miami-dade, a young man who

[1:33:08] honored his family, loved his

[1:33:10] community and made the ultimate

[1:33:12] sacrifice protecting the place

[1:33:13] he called home.

[1:33:40] definitely hit a different part

[1:33:42] of my heart so that's why

[1:33:45] myself and this board and this

[1:33:47] commission is honoring him,

[1:33:49] naming a street and a football

[1:33:54] field devon jaramillo away and

[1:33:56] with your support we will get

[1:33:58] that past and with that I will

[1:43:12] brother and a friend who left a

[2:14:32] make sure we have a greater set

[2:14:37] we can fund our police and

[2:14:38] firefighters and fund the

[2:14:40] operation of governments as

[2:24:10] same thing for general

[2:24:11] contractors from 10 million to

[2:24:13] 50 million but now with the

[2:24:15] strict recommendation is

[2:24:17] increasing it from 250 up to 8

[2:24:17] million.

[2:24:19] The other thing we have been

[2:24:20] advocating for is positive

[2:24:22] changes in the construction

[2:24:23] industry for small businesses

[2:24:31] where we don't have any rights

[2:24:31] anymore.

[2:24:33] We can have contracts taken

[2:24:35] from us by general contractors,

[2:24:37] we also have been advocating

[2:24:39] for payment for decades through

[2:24:41] various administration

[2:24:42] including software, that has

[2:24:44] not happened and in the local

[2:24:46] preferences where you have

[2:24:48] small businesses that are micro

[2:24:49] small businesses where they MAY

[2:24:51] only have the owner and one

[2:24:52] employee now that

[2:24:53] recommendation is saying they

[2:24:55] have to have a minimum of three

[2:24:55] employees.

[2:24:57] Ask you to not

[2:24:58] move forward with this, we

[2:25:00] should have had input with

[2:25:02] small businesses in thank you.

[2:34:02] counties in the nation, you

[2:34:04] want to attract big companies

[2:34:18] well and is your sbe's.

[2:35:36] small business to a midsized

[2:43:50] transparency and accountability

[3:09:13] exactly what this is.

[3:09:14] Although they are a program

[3:09:19] that's transferred, etc. But

[3:09:21] that was a big thing to have

[3:09:23] been done especially in areas

[3:09:25] where you have communities that

[3:09:26] look for a way where most

[3:09:30] people would like to stay sort

[3:09:33] of as natural as possible.

[3:09:38] The single-family zoned areas

[3:09:40] probably are the most

[3:09:41] protective space we have in

[3:09:45] miami-dade county, most of our

[3:09:47] lots are 5000 feetb2, you have

[3:09:48] single zoned areas much larger

[3:09:50] and people want to make changes

[3:09:53] to that and it involves lots of

[3:09:54] discussion when you intensify

[3:09:56] the use of single-family zoned

[3:09:57] areas where you have 5000 feetb2

[3:10:02] and you allow for cafc

[3:10:03] or

[3:10:05] whatever new terminology that's

[3:10:07] been made you intensify use,

[3:10:09] more people, more parking, etc.

[3:10:14] So if we are to consider for

[3:10:16] instance what you're going

[3:10:17] through right now we probably

[3:10:23] should consider the law that we

[3:10:25] have on the books right now

[3:10:26] that makes those types of

[3:10:29] changes because I can tell you

[3:10:30] for instance in my district we

[3:10:32] have a lot of vacant

[3:10:33] single-family zoned lots.

[3:10:35] And many of those spots we give

[3:10:52] to people to develop so they

[3:10:54] are going to intensify those

[3:10:56] communities and sometimes in

[3:10:57] these neighborhoods people

[3:10:58] don't have voices.

[3:11:00] Certainly when those things

[3:11:01] were passed I had no voice in

[3:11:03] the matter, I wasn't a resident

[3:11:05] of those unincorporated areas

[3:11:07] and the commission at the time

[3:11:08] was all for what was happening.

[3:11:19] experience for the people

[3:11:24] there's a space for duplexes

[3:11:26] and tall buildings and short

[3:11:26] buildings.

[3:11:28] And no buildings at all but if

[3:11:29] we don't, if this matters to

[3:11:31] all of us we should probably

[3:11:33] reconsider the entirety of the

[3:11:35] ordinance we have in place that

[3:11:36] allows this to occur naturally

[3:11:38] and by right.

[3:11:46] simple for me and I'll support

[3:11:48] the district commissioner but

[3:11:56] let's just be mindful that the

[3:11:58] housing affordability problem

[3:12:00] that essentially occurs because

[3:12:02] of supply and demand didn't

[3:12:15] happen overnight.

[3:12:18] It's single determinations so

[3:12:19] if we stand by the principle

[3:12:22] that neighborhoods should never

[3:12:23] change in character and

[3:12:25] anything that's a change to the

[3:12:26] character shouldn't be built,

[3:12:28] then we lock ourselves into an

[3:12:30] affordability quagmire that's

[3:12:31] very difficult to overcome.

[3:12:33] So I think that's why I

[3:12:34] promoted the rtc density and

[3:12:36] high faa ours on our major

[3:12:38] corridors because ultimately we

[3:12:40] have to increase supply.

[3:12:41] So these policies were put in

[3:12:43] place so that with some degree

[3:12:45] of certainty people could buy

[3:12:50] properties of a certain size in

[3:12:52] a certain area and instead of

[3:12:53] building one house, not build

[3:12:55] an apartment but build 2,

[3:12:56] that's why the policies were

[3:12:58] put in place and I'm not

[3:13:00] defending the policy is perfect

[3:13:01] I understand why it exists yet

[3:13:03] if this board wants to be in

[3:13:04] the business of saying hey,,

[3:13:06] we're going to say that policy

[3:13:08] doesn't exist, okay, we can do

[3:13:09] that but let me suggest those

[3:13:12] are the types of decisions that

[3:13:14] makes tallahassee come in with

[3:13:16] stuff like live local.

[3:13:18] Those are the types of

[3:13:19] decisions because ultimately we

[3:13:25] are safeguarding what was and

[3:13:27] we are foreclosing our self

[3:13:28] from what can be.

[3:13:31] What in isolation this duplex,

[3:13:36] I'm okay with, you know the

[3:13:37] district better than I do and

[3:13:39] I'll see to that.

[3:13:42] But understand the gravity of

[3:13:44] the aggregated effect of the

[3:13:49] decisions we make as this body

[3:13:50] because people who came here

[3:13:52] before us made decisions just

[3:14:01] like this.

[3:14:03] So I'm always cognizant of

[3:14:05] decisions we make that are just

[3:14:06] like this because we are a

[3:14:08] different board than prior

[3:14:10] commissions but to the extent

[3:14:12] we make decisions that allow,

[3:14:13] and kind of require us to

[3:14:15] maintain whatever is and what

[3:14:17] isn't can't become then we are

[3:14:18] perpetuating a problem created

[3:14:25] by someone else.

[3:14:27] So if we need to have a

[3:14:28] conversation about what our

[3:14:30] plan is for housing overall

[3:14:30] than

[3:14:30] .

[3:14:33] If we want to reinvest in some

[3:14:35] people have complied with the

[3:14:41] rtc, others have not.

[3:14:42] The rtz is a great way to

[3:14:44] protect wetlands and stuff out

[3:14:52] west and it's a great way to

[3:14:54] protect the sanctity of our

[3:14:55] single-family homes because we

[3:14:58] are building along commercial

[3:14:59] corridors but let me suggest we

[3:15:01] can't have it both ways.

[3:15:02] We are going to allow and

[3:15:07] require density and high faa

[3:15:08] are along those corridors along

[3:15:11] all of the county not just the

[3:15:12] unincorporated parts, the

[3:15:14] cities also or at some point

[3:15:16] that urban sprawl will spill

[3:15:18] out into our pristine

[3:15:20] agricultural areas and into

[3:15:21] single-family homes but

[3:15:23] somewhere supply has to be met

[3:15:25] or this becomes, further

[3:15:31] becomes a community that people

[3:15:33] cannot afford to live in.

[3:15:35] We are a tourism-based economy

[3:15:37] fueled by small businesses.

[3:15:38] People don't make a lot of

[3:15:38] money.

[3:15:40] We need more supply.

[3:16:25] especially when we are making

[3:16:27] the intent to honor the wishes

[3:16:29] of a particular commissioner or

[3:16:31] petitioner district.

[3:16:36] the particular commissioner of

[3:16:38] that district whenever there's

[3:16:40] an administrative decision as

[3:16:42] relates to this particular type

[3:17:30] changing and we need more

[3:17:32] workforce housing or more

[3:17:33] housing in general but the

[3:17:35] reality is we have to be

[3:17:36] careful how we proceed with

[3:17:37] some of these items.

[3:17:39] Seeing what commissioner milian

[3:17:47] orbis brought to us will

[3:17:49] really, does not go along with

[3:17:51] the integrity of that community

[3:17:53] itself, it's not along a rapid

[3:17:54] transit zone.

[3:17:56] It doesn't go along with some

[3:17:57] of the rules we have as relates

[3:17:59] to housing, this is why we have

[3:18:04] to be careful, commissioner

[3:18:05] gilbert on how we proceed

[3:18:06] forward.

[3:18:07] Not too long ago we passed an

[3:18:16] ordinance allowing for in the

[3:18:18] law corridors in unincorporated

[3:18:20] dade and we talked about this

[3:18:22] and this could be a problem

[3:18:23] because we're going to add more

[3:18:26] people into these single-family

[3:18:33] residence communities that we

[3:18:33] all cherish.

[3:18:35] So that is an issue we went

[3:18:36] through and I still think it

[3:18:38] was the wrong policy for us but

[3:18:40] when we have those policies in

[3:18:41] one area this is what it

[3:18:43] affects in other areas and this

[3:18:45] is why we have to be careful

[3:18:46] how we do this and I'm all

[3:18:48] about density along the rapid

[3:18:49] transit zone and I think we

[3:18:51] should encourage that but we

[3:18:52] have to take a pause when we

[3:18:54] look at our residential

[3:18:55] communities and we do need to

[3:18:57] speak up and voice it because I

[3:18:59] get growth happens, we have to

[3:19:01] have responsible growth but at

[3:19:02] what expense are we going to

[3:19:05] now start saying, not saying

[3:19:07] this issue is doing that or any

[3:19:08] else are saying that.

[3:19:10] But we have to try to protect,

[3:19:14] have some conservative ideals

[3:19:25] and values when it comes to

[3:19:26] properties, we should do our

[3:19:29] best to protect some of these

[3:19:31] neighborhoods, some of these

[3:19:32] neighborhoods are the fabric

[3:19:34] and existence of our people so

[3:19:36] I was happy to seconded, to not

[3:19:38] only defer it but to deny the

[3:19:40] item but I understand the

[3:19:41] policy that exists here right

[3:19:43] now but I still stand by my

[3:19:44] second and we will let the

[3:19:57] courts decide.

[3:20:28] family buying a hold because

[3:20:29] nobody can afford that.

[3:20:31] This is a different situation

[3:20:33] but I agree and I do think we

[3:20:35] need to look at it overall in

[3:20:36] general and fix this, thank you

[3:21:06] duplexes that are

[3:21:08] multi-million-dollar duplexes,

[3:21:09] not affordable homes.

[3:21:11] I live in the pines, in a

[3:21:13] single-family home surrounded

[3:21:15] by duplexes for the same reason

[3:21:16] and I don't know if she's been

[3:21:18] invaded by the sugar cubes like

[3:21:21] I have been but that's the

[3:21:22] deal.

[3:21:23] The other thing I would say is

[3:21:25] when we look at this to

[3:21:27] consider for comp plan purposes

[3:21:34] that you look at the adjacent

[3:21:35] properties and the one across.

[3:21:37] What we are seeing is if you

[3:21:39] have a series of duplexes and

[3:21:40] your adding another duplex then

[3:21:42] that MAY be a buffer of

[3:21:56] duplexes as you go from our 1

[3:21:58] to something more substantial

[3:22:00] but if you have an area where

[3:22:01] you only have single-family

[3:22:04] homes and now you're buying a

[3:22:05] single-family home and tearing

[3:22:07] it down and using this to put a

[3:22:09] duplex there you have

[3:22:11] substantially changed the

[3:22:12] character of that block so

[3:22:14] similar to what you do for live

[3:22:15] local which is you looked at

[3:22:17] both sides live local should

[3:22:19] look across the street that's a

[3:22:20] story for another day.

[3:22:22] I think a comp plan change that

[3:22:24] has you looking at what is

[3:22:25] adjacent and what is across in

[3:22:27] terms of the change would

[3:22:28] alleviate some of the concerns.

[3:22:30] As we comply in a way that is

[3:22:32] aligned with the states

[3:22:34] requirement to provide more

[3:22:35] affordability.

[3:22:42] orbis because in my district

[3:22:44] you'll see all these duplexes

[3:22:46] in the middle of these old

[3:22:48] characteristic neighborhoods in

[3:22:49] district 5 and they are so out

[3:22:51] of character and you're right,

[3:22:53] they are over $1 million.

[3:22:55] I called to see because there

[3:22:57] was a group of duplexes for

[3:22:58] sale in my district and they

[3:23:00] where a million, 4 and it was

[3:23:02] shocking because I said first

[3:23:04] of all their out of character,

[3:23:06] they are two stories, not just

[3:23:07] duplexes that look like

[3:23:08] single-family homes read they

[3:23:10] are literally buildings that

[3:23:11] have somewhat destroyed not

[3:23:13] only the character of the block

[3:23:20] but the character of the

[3:23:21] neighborhood so I'm so

[3:23:21] grateful.

[3:23:23] I remember this item thinking

[3:23:25] how did we not know this

[3:23:26] beforehand and I know you did

[3:23:28] not know that and that's why

[3:23:30] you were forced to defer it but

[3:23:31] I'm grateful for your

[3:23:33] leadership taking on this

[3:23:34] project because in fact it has

[3:23:36] really impacted district 5

[3:23:38] which is some of the oldest

[3:23:40] neighborhoods in the city of

[3:23:42] miami so thank you for that.

[3:23:45] the attorneys are they doing

[3:23:47] work on the property already

[3:23:49] and if so this is deferred

[3:23:52] until mid OCTOBER.

[3:23:59] that skips appealed is for them

[3:24:03] to incur expenses and then come

[3:24:05] back to us and have an issue

[3:24:07] created there getting to these

[3:24:08] details so is it appropriate

[3:24:10] for them to have begun

[3:24:12] construction on this property,

[3:24:13] that's question number one.

[3:24:15] >> construction has started but

[3:24:17] they're required to enter into

[3:24:19] a hold harmless with the

[3:24:20] county, they are tentative at

[3:24:21] the plat stage.

[3:24:23] >> can we enforce that so

[3:24:25] further construction does not

[3:25:11] affordable housing boundary

[3:25:15] and let us have everybody stop

[3:25:20] getting us testimony that isn't

[3:25:21] accurate.

[3:26:16] will essentially fix the few

[3:26:19] concerns that were spoken

[3:26:19] about.

[3:26:21] I had already removed prior to

[3:26:27] today in the substitute but we

[3:26:29] will go ahead and remove nine,

[3:26:33] 10 and 11 from item 5f and work

[3:26:35] on that with the sp community

[3:26:37] and bring it back as a separate

[3:26:37] item.

[3:26:46] But when we created the task

[3:26:47] force, the special task force

[3:26:49] year to reduce inefficiencies

[3:26:51] and procurement or strip as we

[3:26:53] call it back in MAY 2025, the

[3:26:55] goal was to take a hard look at

[3:26:56] our procurement system and

[3:27:00] identify opportunities to

[3:27:01] improve, develop practical

[3:27:03] solutions that make the process

[3:27:06] more efficient, transparent,

[3:27:08] competitive and accountable and

[3:27:10] after months of work and many

[3:27:11] meetings this task force had

[3:27:16] with public hearing to come

[3:27:17] from the public as well the

[3:27:19] task force has completed its

[3:27:20] charge and it delivered to my

[3:27:23] office 59 final recommendations

[3:27:29] that provides this board with a

[3:27:31] roadmap for meaningful

[3:27:33] procurement reform, something

[3:27:34] that has not been done in

[3:27:35] years.

[3:27:36] We've touched procurement

[3:27:38] throughout the years but not in

[3:27:40] a holistic overall reform.

[3:27:46] Most importantly these 59

[3:27:47] recommendations when applied

[3:27:57] into law and is passed will be

[3:27:57] measured.

[3:27:59] It will have a measurable

[3:28:01] impact on the procurement

[3:28:02] timeline.

[3:28:04] Currently the estimated

[3:28:05] procurement process takes 349

[3:28:06] days.

[3:28:07] That's the average and as we

[3:28:10] know sometimes it goes way over

[3:28:11] that number, rarely does it go

[3:28:13] beyond 349 days is a

[3:28:14] conservative average number.

[3:28:16] By implementing these items

[3:28:18] that came out of strip that

[3:28:20] will bring it down and reduce

[3:28:22] it to somewhere between 120 to

[3:28:28] 100 50 days, that's over 60%

[3:28:29] reduction in time savings and

[3:28:31] as we discussed before when the

[3:28:33] strip committee was passed time

[3:28:35] reduction also means taxpayers

[3:28:42] save money, costs stay of the

[3:28:44] original price, it does not

[3:28:45] continue to raise.

[3:28:47] Unless change orders, less

[3:28:48] price adjustments.

[3:28:50] It maintains transparency,

[3:28:53] competition and accountability.

[3:28:54] I want to thank every member of

[3:28:56] the task force for their time,

[3:28:57] expertise and dedication.

[3:28:59] I know some people mentioned

[3:29:03] there was sbe on there, there

[3:29:05] was a locally headquartered

[3:29:06] companies on their.

[3:29:08] I know for a fact there were

[3:29:10] three locally headquartered

[3:29:12] companies but at least three

[3:29:16] that I remember.

[3:29:18] But I want to commend them for

[3:29:31] striking a balanced work

[3:29:31] product.

[3:29:33] Demanding professionalism,

[3:29:35] professional schedules and

[3:29:36] professional recommendations

[3:29:38] and it's difficult when you're

[3:29:40] there and you work for a

[3:29:41] company and it's hard to be

[3:29:43] unbiased but I think they did a

[3:29:46] decent job at doing that, every

[3:29:48] member and I want to give a

[3:29:49] special thanks to our

[3:29:51] CHAIRWOMAN Diana mendez who is

[3:29:53] here today I believe, thank you

[3:29:54] for chairing the committee and

[3:29:56] I have some members of the

[3:29:58] committee present so I want to

[3:30:00] specifically thank those that

[3:30:01] made it out today.

[3:31:24] highly of you after this strip

[3:31:26] has concluded so thank you for

[3:31:28] being honest, being balanced

[3:31:32] and neutral in your work.

[3:31:34] I appreciate you and of course

[3:31:36] your entire team, to the

[3:31:37] mayor's point all the staff

[3:31:39] that worked on this including

[3:31:40] staff at the office of the

[3:31:42] chair and the bcc that was

[3:31:44] involved from thea to jasmine

[3:31:46] to christina and I know I'm

[3:31:47] missing a few but thank you all

[3:31:49] that played a role in this.

[3:32:03] These recommendations will help

[3:32:05] create clear timelines, reduce

[3:32:07] unnecessary delays and

[3:32:09] bureaucracy, increase

[3:32:10] transparency and

[3:32:11] accountability, make the

[3:32:13] process easier and more

[3:32:14] predictable for businesses,

[3:32:16] make it easier for businesses

[3:32:18] to do business with miami-dade

[3:32:20] county and at the same time I

[3:32:22] have heard as mentioned

[3:32:23] directly from the small

[3:32:25] business community I've spoken

[3:32:27] to them prior to today's

[3:32:29] meeting and received several

[3:32:30] calls and emails and heard them

[3:32:32] come up to the podium so as I

[3:32:33] said I will be removing from 5f

[3:32:35] those three numbers that sbe's.

[3:32:37] i want to bring that back once

[3:32:39] we can connect with them and

[3:32:40] engage some of the strip

[3:32:42] committee members to assist

[3:32:44] with that and reengage on that

[3:32:45] but I want to make sure we

[3:32:47] finalize a complete package of

[3:32:55] procurement reform.

[3:32:57] I've always talked about this,

[3:32:59] many of us say this, something

[3:33:00] you here often but small

[3:33:02] businesses are the backbone of

[3:33:03] our community and I believe

[3:33:05] that as a small business owner

[3:33:07] myself so the last thing I want

[3:33:09] to do is change anything in the

[3:33:11] item that has any unintended

[3:33:12] consequences so we will

[3:33:14] continue working on it but I

[3:33:16] want to make sure we pass the

[3:33:17] stuff that does not affect it

[3:33:19] because we can get to work

[3:33:21] right away, save time right

[3:33:22] away and cut down on the

[3:33:24] timeline and I.E. Start saving

[3:33:26] taxpayer dollars right away.

[3:33:28] Our reforms should never

[3:33:30] unintentionally create barriers

[3:33:32] that make it harder for small

[3:33:33] businesses to succeed and

[3:33:35] that's what I want to work on

[3:33:36] it carefully.

[3:33:38] These recommendations are an

[3:33:40] important first step towards a

[3:33:42] clear and more user-friendly

[3:33:43] procurement manual, one that

[3:33:48] provides better guidance, make

[3:33:49] those easier to understand and

[3:33:51] gives business greater clarity

[3:33:53] about working with the county.

[3:33:54] This is about more than

[3:33:56] changing a process on paper,

[3:33:58] it's about saving time reducing

[3:34:00] bureaucracy increasing

[3:34:02] accountability and making

[3:34:03] miami-dade county easier to do

[3:34:05] business with you and I look

[3:34:06] forward to work with my

[3:34:08] colleagues and share the next

[3:34:09] steps in the months ahead.

[3:34:16] the task force and its final

[3:34:18] report and if you wanted to be

[3:34:29] contracts group and for the

[3:34:33] past year I've had the honor of

[3:34:37] to reduce inefficiencies in

[3:34:38] procurement and also I'm part

[3:34:42] of the association model

[3:34:45] procurement revision so both

[3:34:46] projects have been very

[3:34:47] important for me the past year,

[3:34:49] bringing knowledge from the

[3:34:54] nation to miami-dade county and

[3:34:55] likewise bringing the

[3:34:57] experience of miami-dade county

[3:35:05] to the water procurement

[3:35:05] community.

[3:35:07] So following the mandate given

[3:35:14] to us by this board, and the

[3:35:16] resolution that of course was

[3:35:18] sponsored by CHAIRMAN Anthony

[3:35:20] rodriguez, for about a year the

[3:35:22] task force on average twice a

[3:35:24] month to learn from each other,

[3:35:26] collaborate from each other and

[3:35:27] of course from staff to

[3:35:29] recommend changes to the

[3:35:31] counties procurement process

[3:35:33] that enhanced the efficiency

[3:35:39] without sacrificing the

[3:35:41] fairness and transparency which

[3:35:42] is the ultimate goal of any

[3:35:44] public procurement framework.

[3:35:46] That requires as the chair

[3:35:47] mentioned a lot of balance.

[3:35:55] As you can see from the task

[3:35:56] force members who are here

[3:35:58] today, our task force members

[3:36:00] come from many different

[3:36:00] industries.

[3:36:02] We have members that came from

[3:36:05] the development industry,

[3:36:07] procurement attorneys with

[3:36:09] decades of experience in

[3:36:12] procurement, consultants and of

[3:36:13] course members of the

[3:36:15] architects and engineering

[3:36:16] community, some of which have

[3:36:18] grown from being small

[3:36:19] businesses to large businesses

[3:36:20] today.

[3:36:22] And while we had many different

[3:36:23] views and a lot of disagreement

[3:36:25] there is something I know we

[3:36:27] all share and that is an

[3:36:28] appreciation for the importance

[3:36:30] that procurement has in

[3:36:32] everything our county does.

[3:36:39] From staff to industry we all

[3:36:40] understand how important that

[3:36:42] is and for that reason we are

[3:36:44] very thankful to you CHAIRMAN

[3:36:46] Rodriguez for creating this

[3:36:50] initiative, to mayor cava for

[3:36:52] sharing all the resources you

[3:36:54] are able to give us, the

[3:36:55] knowledge that staff was able

[3:36:57] to provide us, director namita

[3:36:59] and staff were there each way

[3:37:02] of the process and their

[3:37:04] dedication and concern for

[3:37:05] improving the county

[3:37:30] procurement process was visible

[3:37:32] and its visible not only

[3:37:33] through all the accolades that

[3:37:35] are procurement department

[3:37:37] receives from national

[3:37:38] organizations but it was

[3:37:40] visible to us throughout this

[3:37:41] procurement even in times when

[3:37:42] we disagreed.

[3:37:44] The recommendations you will

[3:37:46] find in our report, many of

[3:37:47] which were included in the

[3:37:49] items sponsored by the chair

[3:37:51] were the result of a careful

[3:37:52] examination of each phase of

[3:37:54] the procurement process.

[3:37:56] That means that we studied

[3:37:58] issues that go beyond

[3:37:59] architectural engineers items

[3:38:01] or small businesses and we had

[3:38:03] really went from each, we

[3:38:04] studied each part of the

[3:38:05] procurement process.

[3:38:07] We analyzed how this focus

[3:38:09] develops, that's a part that

[3:38:10] sometimes is not as visible but

[3:38:13] it's one of the important parts

[3:38:14] because it's the foundation of

[3:38:16] the whole procurement.

[3:38:17] So we studied the scope,

[3:38:19] studied the evaluations

[3:38:20] process, what improvements we

[3:38:22] can make all the way through

[3:38:24] how we look at the issues that

[3:38:25] came up through at issues that

[3:38:27] came up in procurement as well

[3:38:29] as improvements we can make to

[3:38:31] the award process and beyond

[3:38:34] which is the performance of

[3:38:38] vendors and contractors during

[3:38:43] their contract years with the

[3:38:44] county.

[3:38:46] So with that we hope you will

[3:38:47] find these recommendations

[3:38:52] useful and I'm happy to answer

[3:38:54] any questions any of the

[3:38:56] commissioners MAY have about

[3:38:57] this process, not an mayor

[3:39:01] anyone please use us as a

[3:39:02] resource and we are happy to

[3:39:04] provide our knowledge and

[3:39:06] resource, thank you.

[3:39:08] >> I alluded to it earlier but

[3:39:14] I will reiterate all the

[3:39:22] members here from strikeforce

[3:39:23] are included in this comment

[3:39:25] and some not here as well but

[3:39:27] one of my biggest fears that

[3:39:28] want to make sure my team kept

[3:39:37] tabs on is that at no time many

[3:39:39] of the strip committee members

[3:39:41] would put their personal

[3:39:42] interests before that of the

[3:39:44] county and I will tell you not

[3:39:48] just because they've told me,

[3:39:50] because of hearsay but I've

[3:39:52] seen it first hand in the item

[3:39:52] that's in here.

[3:39:54] But all these committee members

[3:39:56] and the vast majority of them

[3:39:58] supported recommendations out

[3:40:07] of strip that were unfavorable

[3:40:09] to their organizations.

[3:40:11] But they all agreed it was the

[3:40:13] right thing to do for the

[3:40:14] county as a whole so I thank

[3:40:17] you and I think everyone has as

[3:40:18] much faith in you all as

[3:40:20] perhaps we did over here and

[3:40:21] those that were nominated, some

[3:40:23] of you but you guys did an

[3:40:25] excellent job so thank you for

[3:40:26] doing that twice a month and

[3:40:33] next time well spent on what's

[3:40:34] been an important issue so

[3:40:36] thank you MADAM CHAIRMAN.

[3:40:44] on this ambitious task,

[3:40:45] certainly something I will be

[3:40:47] for the benefit of not only our

[3:40:48] administration, the

[3:40:55] commissioners and the public in

[3:41:02] amount of work, they took it on

[3:41:03] diligently, our staffs

[3:41:05] expertise very critical to the

[3:41:07] process and especially to the

[3:41:08] CHAIRWOMAN.

[3:43:25] motivating small businesses not

[3:43:27] only to begin but to grow.

[3:43:31] 3435 and 37, great job that

[3:43:33] those are things that I have a

[3:43:35] lot of concerns about and I

[3:43:36] want to thank you for your

[3:43:44] leadership on that but I do

[3:43:46] want my small businesses to

[3:43:47] know I will continue to work

[3:43:49] with them in this commission

[3:43:51] because it's the one thing I

[3:43:53] want to do and have emphasized

[3:43:55] since I became commissioner.

[3:43:57] my support for small businesses

[3:43:58] is a high priority in district

[3:44:00] 5 so I'm looking forward to

[3:44:02] continuing to work with you but

[3:44:03] this is the start of many good

[3:44:05] things to come so thank you.

[3:44:58] a part of the efficiency we are

[3:44:59] reducing the number of members

[3:45:01] from 5 to 3. Up to $20 million

[3:45:03] so if you drop the scores the

[3:45:04] lowest there would be only two

[3:45:06] people whose scores would be

[3:45:07] counted.

[3:45:08] And still we are going to do

[3:45:10] the variation study of if the

[3:45:11] scores deviate by 30% people

[3:45:13] have to justify on the record.

[3:45:15] So I think the safeguards are

[3:45:17] in place to not to do that.

[3:45:20] said this but the answer is no

[3:45:22] it has not been deleted.

[3:45:23] So removal from the item.

[3:45:27] I have an issue with that, plus

[3:45:29] it's one of the things I think

[3:45:31] we put in recently.

[3:45:37] procurements, sometimes they

[3:45:38] are extraordinary outliers.

[3:45:40] not to say that anyone would do

[3:45:43] it on purpose.

[3:45:45] But sometimes people are taking

[3:45:47] a score on purpose so there's a

[3:45:48] reason we put that in.

[3:45:51] So I wouldn't want to

[3:45:52] disapprove of that and also on

[3:45:54] the sunset small business

[3:45:59] enterprise advisory board I'll

[3:46:01] keep looking at that later but

[3:46:03] it's my understanding that's

[3:46:05] the board that sets the goals.

[3:46:07] >> that's the board that sets

[3:46:09] periodically, they just look at

[3:46:11] how small businesses are doing,

[3:46:13] what can they do differently to

[3:46:15] give suggestions and ideas.

[3:46:19] would do that if they didn't do

[3:46:21] it.

[3:46:22] >> the german has withdrawn

[3:46:24] that requirement but absent

[3:46:26] that what we committed was we

[3:46:29] will still need with industry

[3:46:35] one meeting for any, one

[3:46:37] meeting for construction to get

[3:46:39] their ideas and feedback and

[3:46:40] continue to work

[3:46:42] collaboratively to implement

[3:46:43] those.

[3:46:46] fine with that and I appreciate

[3:46:48] you all being willing to meet

[3:46:49] the reason why we have systems

[3:46:51] and a lot of things.

[3:46:53] That's not required with the

[3:46:56] benevolence of administration.

[3:46:58] So I would think that it's kind

[3:47:02] of difficult to value our small

[3:47:03] businesses that we actually

[3:47:09] talk to them and they meet so I

[3:47:11] think those are challenging

[3:47:12] things to say together but

[3:47:15] those are my observations MR.

[3:47:15] CHAIRMAN.

[3:47:17] I understand reducing the

[3:47:18] amount of people.

[3:47:20] I don't know reducing them is

[3:47:22] the right move either but to

[3:47:24] the extent, having been here

[3:47:31] for a while you can see people

[3:47:33] with scores life let's give

[3:47:34] examples of 80, 80, 21.

[3:47:38] That's just kind of crazy.

[3:47:41] So that's why we put that in

[3:47:43] there so I think that's

[3:47:45] probably something that needs

[3:47:46] to be addressed.

[3:47:54] addressed.

[3:47:55] The reason we added that in I

[3:48:00] do understand it is reducing

[3:48:03] from five members to three so

[3:48:07] it's two numbers and that's why

[3:48:08] they wanted to account for 3 so

[3:48:13] in theory I agree with dropping

[3:48:17] the last or lowest score but

[3:48:22] bringing it down to three

[3:48:23] members it's challenging to

[3:48:26] drop one of them.

[3:48:32] you have an outlier?

[3:48:39] >> the current safeguard is we

[3:48:40] do the average scores and if

[3:48:43] somebody scores 33% or more

[3:48:44] deviated from the average score

[3:48:45] we ask that committee member to

[3:48:55] rationale is and have a

[3:48:57] discussion and sometimes they

[3:48:58] MAY realize I made a mistake or

[3:49:02] MAY say we keep it but the

[3:49:04] deviation analysis is done for

[3:49:12] all committee members.

[3:49:15] that's the option then I'd

[3:49:17] rather stay with five members

[3:49:18] because were saying if there is

[3:49:21] an outlier we ask them about it

[3:49:22] and they can't explain it, they

[3:49:27] can stick to that score.

[3:49:29] But it takes a lot to submit

[3:49:30] these proposals.

[3:49:32] So the reason why it's in

[3:49:36] their, like you don't want

[3:49:41] those scores that are

[3:49:42] significantly below to be

[3:49:45] counted because that one person

[3:49:52] can tank somebody's entire

[3:49:53] submittal.

[3:49:54] And the reason why it exists is

[3:49:56] because we saw it happening.

[3:50:04] That's why that was in there.

[3:50:22] through why we're we were

[3:50:32] it's so hard to get.

[3:50:47] It takes a lot to assemble an

[3:50:49] evaluation committee.

[3:50:50] Sometimes it's the little

[3:50:52] procedural things nobody thinks

[3:50:54] of that takes so much time but

[3:50:56] they do and I see it all the

[3:50:57] time, making public records

[3:50:59] request and it's trying to

[3:51:01] schedule one meeting because

[3:51:02] everything of course needs to

[3:51:04] be done under the sunshine so

[3:51:06] we selected it based on that

[3:51:08] certain thresholds for larger

[3:51:10] contracts but you still have

[3:51:13] the five-member committee, for

[3:51:15] smaller contracts we concluded

[3:51:16] that a three panel committee

[3:51:17] would suffice.

[3:51:22] But that entailed MR. Chair as

[3:51:25] you mentioned we couldn't drop

[3:51:27] the lowest score at that point

[3:51:37] because then at that point the

[3:51:39] selected proposer would be

[3:51:40] selected based on the scores of

[3:51:42] only 2 evaluation committee

[3:51:44] members which defeats the whole

[3:51:46] purpose of having one third

[3:51:48] evaluation committee member

[3:51:48] there.

[3:51:50] >>chair: are we only if it's if

[3:51:52] it's one there for the five as

[3:51:52] well?

[3:51:57] And probably namita should stay

[3:51:59] at one podium, this is a big

[3:52:01] package so we're going to have

[3:52:04] a lot of questions.

[3:52:08] eliminated from all

[3:52:09] procurements.

[3:52:18] Regardless of the threshold.

[3:52:52] in and of itself it was a fake

[3:52:54] company that it was some

[3:52:56] unfairness, it really didn't

[3:52:57] actually change anything.

[3:52:59] It's still significant and let

[3:53:01] me add those small contracts

[3:53:03] small procurements are really

[3:53:04] big to small businesses.

[3:53:08] It's small in comparison to our

[3:53:11] multibillion-dollar budget.

[3:53:12] But not to them.

[3:53:18] That would make me more

[3:53:18] comfortable.

[3:53:20] I think probably I'm okay with

[3:53:22] that average, dropping it and

[3:53:31] taking the average of 2.

[3:53:33] I'm okay with that because what

[3:53:34] we're saying is this person was

[3:53:36] way out of line and in some

[3:53:37] instances they dropped the

[3:53:38] highest and the lowest.

[3:53:40] In some instances that's what

[3:53:56] happens in procurement, you

[3:53:58] require more people so that's

[3:53:59] different.

[3:54:00] I understand the scheduling,

[3:54:02] also if what we're saying is we

[3:54:04] make this accommodation because

[3:54:06] it difficult to get people in

[3:54:08] place and together I understand

[3:54:09] that.

[3:54:10] Let me suggest to the

[3:54:12] ministration since that time

[3:54:13] these are the times you would

[3:54:14] do a procurement.

[3:54:16] You block these times off, they

[3:54:17] worked here for us.

[3:54:19] Show up, it's part of your job.

[3:54:21] This is where you report to

[3:54:21] them.

[3:54:23] This is where you report, this

[3:54:24] is what you do today.

[3:54:26] That's not that complicated.

[3:54:27] I did at miami gardens.

[3:54:32] whatever your normal duty is

[3:54:35] but to rewrite the system based

[3:54:37] on the calendar availability

[3:54:40] be hesitant to admit in public.

[3:55:04] reducing but that's 5%.

[3:55:06] It all adds up, a lot of little

[3:55:08] things we're changing at up to

[3:55:11] the 60% time reduction.

[3:55:13] So that's why we need to bring

[3:55:16] it down to the three member

[3:55:17] evaluation committee.

[3:55:22] Small procurement and I agree,

[3:55:24] they are big procurements but

[3:55:25] smaller in the grand scheme of

[3:55:26] all the contracts.

[3:55:32] So I agree with both sides.

[3:55:33] It's a question of can we maybe

[3:55:38] drop it to commissioner

[3:55:40] gilbert's point, drop it if

[3:55:44] it's only that 33% that we

[3:55:44] discussed.

[3:55:48] >> we could do that.

[3:55:50] >> instead of having them

[3:55:51] explain, just drop it at least

[3:55:56] if it goes over 33.

[3:55:57] >> if your score is beyond the

[3:56:00] 33% deviation, yes that could

[3:56:09] be a recommendation.

[3:56:12] practice across all

[3:56:13] procurements I guess,

[3:56:18] regardless of the dollar value.

[3:56:22] substantially better and I want

[3:56:23] us to remember we are looking

[3:56:25] at categories here and some

[3:56:27] things like what I've noticed

[3:56:28] about one of our procurements

[3:56:30] right now is there shouldn't be

[3:56:33] that type of deviation in

[3:56:34] certain categories so for

[3:56:36] instance if you have the price

[3:56:36] is a category.

[3:56:37] The cost is a category.

[3:56:43] So if you are the cheapest then

[3:56:45] you get all the points, if you

[3:56:47] are the next cheapest you get

[3:56:48] less points but you shouldn't

[3:56:52] have people getting the same

[3:56:53] amount of points for instance

[3:56:55] for cost because the other

[3:56:59] stuff is also a category like

[3:57:00] experience and quality, all

[3:57:02] that stuff is also a category

[3:57:04] but if you can factor all those

[3:57:06] things into whether this costs

[3:57:07] more because we think it's

[3:57:09] better than the other

[3:57:11] categories you're counting that

[3:57:11] twice.

[3:57:15] So the fact that there is that

[3:57:17] type of deviation, I say that

[3:57:19] to mean it's relative to where

[3:57:28] the points deviated.

[3:57:30] Because some things are just

[3:57:30] numbers.

[3:57:32] It's just it should be if you

[3:57:53] charge $100 and think you are

[3:57:55] confident in submittal and you

[3:57:56] charge $100 and that's the

[3:57:58] cheapest price and you get all

[3:58:00] those points the next person

[3:58:01] charges $105.

[3:58:02] Those things can be

[3:58:04] standardized, there should be

[3:58:04] deviation.

[3:58:06] Those are things we should look

[3:58:06] at.

[3:58:08] As for 33% how did you come up

[3:58:10] with that number, I would be

[3:58:11] substantially more comfortable

[3:58:12] with 25%.

[3:58:14] I'm thinking I break everything

[3:58:16] into dollars because I don't

[3:58:17] have a lot of money so 75,

[3:58:18] that's 25, 50 $75.

[3:58:20] I'm saying if something is on

[3:58:21] dollar and someone else is

[3:58:23] saying that it's 45, 55, 65

[3:58:27] Those deviations are way out of

[3:58:28] range.

[3:58:32] going to happen and GOD willing

[3:58:41] business that's harmed by this

[3:58:41] process.

[3:58:43] And they're going to come here

[3:58:45] and complain about these bids

[3:58:47] and we're going to feel very

[3:58:49] sympathetic because it's going

[3:58:50] to affect their business and

[3:58:52] it's a decision we are making

[3:58:57] right now.

[3:58:58] This decision will live on

[3:59:00] beyond this moment, it will be

[3:59:02] something written in paper but

[3:59:04] something written in somebody's

[3:59:05] bank account.

[3:59:07] Or their mortgage payment.

[3:59:09] And it's going to exist in

[3:59:10] different ways so I would be

[3:59:14] more comfortable with 25%.

[4:01:34] usually one employee, is there

[4:01:35] a rationale for that, can we

[4:01:37] look into that as well because

[4:01:39] when we are the neck right now

[4:01:41] of startups.

[4:01:43] Inviting private investors to

[4:01:46] come up here and usually most

[4:01:52] of these startups are 1 or two

[4:01:57] employees, help me with that

[4:02:46] you're a small business you

[4:02:47] don't have to do that either.

[4:04:59] employees you have to have a

[4:05:01] local business tax receipt and

[4:05:03] contribute to the local economy

[4:05:05] in miami-dade by either renting

[4:05:07] or by renting office space so

[4:05:14] you have to have local

[4:05:15] preference but in addition to

[4:05:17] that there's locally

[4:05:19] headquartered programs where if

[4:05:20] you are nerve center business

[4:05:22] is in miami-dade county then

[4:05:24] you also get additional

[4:05:25] preference whether regardless

[4:05:27] of the type of procurement and

[4:05:29] in certain architecture

[4:05:31] engineering procurements there

[4:05:32] are more, if you subcontract

[4:05:34] with a locally headquartered

[4:05:36] firm you are eligible for more

[4:05:38] points as a scoring criteria

[4:05:39] and in addition we have

[4:05:40] invested under the mayor a lot

[4:05:46] of resources in creating

[4:05:48] training programs through our

[4:05:49] vendor academy we launched

[4:05:51] under the mayor in 2023 to give

[4:05:53] local companies and small

[4:05:54] companies resources they need

[4:05:56] to do business with miami-dade

[4:05:58] county other it's we do

[4:05:59] registration boot camps,

[4:06:07] walking in through different

[4:06:09] classes, free classes.

[4:06:10] English, spanish and creole,

[4:06:12] we've created a youtube

[4:06:13] training program so they can

[4:06:15] watch their own time and we

[4:06:17] have opened offices in the

[4:06:17] south.

[4:06:19] We go there and also cater to

[4:06:21] the businesses himself so there

[4:06:22] are efforts we are coming up

[4:06:24] with and recently we also

[4:06:25] launched the comprehensive

[4:06:27] small and local business

[4:06:28] development program which there

[4:06:30] are departments in the county

[4:06:32] have benefits or the they

[4:06:34] offered to small local

[4:06:35] companies so we are

[4:06:36] incorporating that there is a

[4:06:38] single resource or single

[4:06:40] document for any small and

[4:06:43] local company to see what kind

[4:06:45] of benefits they could get from

[4:06:47] the county in addition to doing

[4:06:49] business with the county.

[4:07:14] into this produced a great

[4:07:22] administration thank you for

[4:07:23] making sure this is something

[4:07:25] that again would right the

[4:07:26] ship, get us where we need to

[4:07:28] be as relates to procurement

[4:07:30] and thank you for your

[4:07:31] leadership in pushing us

[4:07:31] forward.

[4:07:33] Have a few

[4:07:34] concerns, I'd like to address

[4:07:36] but address it technically,

[4:07:38] each line by line and I would

[4:07:40] issue some statements and asked

[4:07:42] for clarity as I make my

[4:07:42] position.

[4:07:44] The first thing that strikes me

[4:07:46] the most is the fact that you

[4:07:47] all have been working on this

[4:07:49] for over a year.

[4:07:50] Meeting twice a month, giving

[4:07:52] up your time, your quality time

[4:07:54] with your family and just wing

[4:07:55] time in.

[4:07:56] What bothers me the most though

[4:07:58] is the fact that there were

[4:08:00] substitutes filed on these

[4:08:01] items.

[4:08:04] At the very last minute.

[4:08:11] And when you look at the

[4:08:12] substitutes as they work file

[4:08:14] as it pertains to each one of

[4:08:19] the items, these are no small

[4:08:20] items to overlook.

[4:08:22] It takes time to flesh it out

[4:08:23] to see how is it going to

[4:08:24] affect this or that.

[4:08:26] I would have preferably

[4:08:28] requested, and I'm I haven't

[4:08:30] said yet but I think I will, I

[4:08:33] would prefer to defer these

[4:08:34] items to give me an opportunity

[4:08:38] to really meet with

[4:08:39] stakeholders to see if in fact

[4:08:43] this is what they had bargained

[4:08:44] for or they are willing to

[4:08:45] bargain for.

[4:08:49] What I heard from those podiums

[4:08:50] earlier, I didn't hear them say

[4:08:57] they had a comfort level with

[4:08:58] the substitutes.

[4:09:00] What I heard was that they

[4:09:04] needed more time to review the

[4:09:05] substitute so they could make

[4:09:07] an informed decision about the

[4:09:21] proposed changes that they just

[4:09:22] received midnight.

[4:09:23] Including your self.

[4:09:25] I was prepared to vote one way

[4:09:27] based on the original waivers

[4:09:29] because I had it all lined up,

[4:09:29] we had it.

[4:09:31] But it just strikes me as odd

[4:09:33] to receive these substitutes,

[4:09:35] midnight on something that is

[4:09:37] so huge that's going to change

[4:09:39] the trajectory of business and

[4:09:41] procurement in miami-dade

[4:09:42] county, it strikes me and

[4:09:45] forces me to ask the question

[4:09:47] why not simply the furthest to

[4:09:48] the next meeting so we can have

[4:09:50] time to flesh out the issues we

[4:09:52] heard from that podium.

[4:09:53] And I'm wondering and asking

[4:09:55] this question MISS Mendez, is

[4:10:13] there a reason why we should

[4:10:15] actually move forward right now

[4:10:17] as opposed to waiting till the

[4:10:19] next meeting to give those of

[4:10:20] us who are entrenched and

[4:10:22] really supportive of small

[4:10:24] businesses, is there a reason

[4:10:25] why we can't wait until the

[4:10:27] next meeting so we can flesh

[4:10:29] out these things and meet with

[4:10:30] the stakeholders, will

[4:10:32] something got lost in the fray,

[4:10:34] will there be a cost that we

[4:10:35] must bear if we were to just

[4:10:37] simply push this to the next

[4:10:38] meeting, just asking that one

[4:10:39] question.

[4:11:07] today was just removed, nothing

[4:11:10] There were no games so you've

[4:11:12] embedded it's true then you

[4:11:14] have it all, the numbers called

[4:11:15] out were just extracted from

[4:11:18] the items so here we have it,

[4:11:19] senator garcia often brings

[4:11:21] that point up in the other

[4:11:23] items in it makes sense, things

[4:11:24] are dramatically changed.

[4:11:26] It was just removed from the

[4:11:28] item to further elaborate on

[4:11:29] discussions on what they spoke

[4:11:34] about at the podium today but I

[4:11:36] see no reason it cannot wait

[4:11:36] another month.

[4:11:38] The reason that it skipped

[4:11:40] committee is because we are

[4:11:42] having this discussion amongst

[4:11:43] the entire board.

[4:11:45] And I want the entire board to

[4:11:49] discuss it and there were in

[4:11:50] excess of 20 to 25 meetings

[4:11:57] held at any time, they were

[4:11:58] sunshine meetings at any

[4:12:00] commissioner could have taken

[4:12:01] time if they had an interest in

[4:12:03] showing up and spoken to the

[4:12:12] committee at that time.

[4:12:18] was funny business going on

[4:12:19] behind the scenes or someone at

[4:12:21] a position that would benefit

[4:12:33] at this point because at the

[4:12:34] end of the day we prepared, we

[4:12:36] were briefed but at the last

[4:12:37] minute we feel as if things

[4:12:39] were injected into a

[4:12:40] conversation and it forced

[4:12:42] those to come to the podium

[4:12:43] without adequately being

[4:12:45] prepared with the new changes

[4:12:46] so you're asking not you but we

[4:12:48] are asking individuals who MAY

[4:12:50] or MAY not be affected to

[4:12:51] on-the-fly look at this with

[4:12:56] the lens of you know, whether

[4:12:58] it's the corridor work or

[4:12:59] whether it hurts the business

[4:13:01] or whether or not it moves the

[4:13:05] agenda forward away it is, I'm

[4:13:06] simply asking the question if

[4:13:08] we've already waited a year and

[4:13:12] to wait an additional 20 days,

[4:13:14] would it really cost that much

[4:13:16] money to give comfort to the

[4:13:44] people who came to the podium

[4:13:46] who raised the concerns that

[4:13:48] there MAY be something there

[4:13:49] that they need to understand

[4:13:51] and let's be clear, I am an

[4:13:52] attorney.

[4:13:52] By trade.

[4:13:54] That's what I do, I read

[4:13:55] documents quickly, I get to the

[4:13:57] point, identify the issues, do

[4:13:59] the analysis and do the

[4:14:00] conclusion but we are talking

[4:14:02] about small business for who

[4:14:03] are as equally intelligent as

[4:14:05] we are but they're asking for

[4:14:07] more time so they can make sure

[4:14:09] what they're reading is what

[4:14:11] they're reading because if they

[4:14:12] have an issue with it and we

[4:14:14] work for them we are simply

[4:14:16] saying give them more time to

[4:14:17] read it, just defer till the

[4:14:21] next meeting and if that's not

[4:14:21] something the board wishes to

[4:14:23] do I'm okay but I want to make

[4:14:25] sure I put this on the record

[4:14:27] and I will be voting no on all

[4:14:29] these items, the ones that have

[4:14:30] had the substitute applied to

[4:14:32] it at the very last minute

[4:14:34] because I do not believe that

[4:14:35] the good faith I can hang my

[4:14:37] vote on something that very

[4:14:39] well MAY screw over the small

[4:14:41] businesses down the road

[4:14:42] because this has not been

[4:14:43] properly invented and I do

[4:14:45] believe there is a world where

[4:14:47] small businesses are going to

[4:14:50] be screwed because we rushed

[4:14:50] this at the last minute when in

[4:14:52] fact we could have easily

[4:14:54] postponed it for one month to

[4:14:55] give everybody a comfort level

[4:14:57] so they can meet with folks and

[4:14:59] get their issues out of the

[4:14:59] way.

[4:15:00] So those are my positions on

[4:15:02] the record MR. CHAIRMAN so is

[4:15:04] nothing against you, nothing to

[4:15:06] suggest something funny went

[4:15:08] behind the scenes, it's simply

[4:15:09] saying you don't, we don't drop

[4:15:11] this amount of change at

[4:15:12] midnight on and tell us it's

[4:15:14] okay, these are the things we

[4:15:16] want to remove without knowing

[4:15:18] whether or not it's going to

[4:15:20] affect monetarily those small

[4:15:21] businesses who are the

[4:15:23] backbones of our community so

[4:15:25] those are my positions for the

[4:15:26] record so thank you to the

[4:15:28] ladies and the administration

[4:15:29] and to you MR. CHAIRMAN, you

[4:15:31] did a great job and that's a

[4:15:33] lot of work that you all did on

[4:15:35] this project and again I take

[4:15:36] my hat off to you.

[4:15:57] We need to get procurement in

[4:16:09] order in miami dade county and

[4:16:11] when the ambassador and my

[4:16:13] friend forever commissioner

[4:16:14] cabrera was here we took a stab

[4:16:16] at it and this is an issue

[4:16:18] we've dealt with for a very

[4:16:19] long time and I'm very grateful

[4:16:21] to you MR. Chair and your

[4:16:23] leadership in putting together

[4:16:25] such a comprehensive approach.

[4:16:27] I'm grateful to our

[4:16:28] administration, if you've not

[4:16:30] seen namita binder of the

[4:16:32] procurement ordinances that we

[4:16:33] have passed as a board that she

[4:16:35] and her team are required to

[4:16:37] follow then every procurement

[4:16:39] it would blow you away.

[4:16:41] The binder is about this being

[4:16:42] and I know the task force

[4:16:44] tackle that and hopefully it

[4:16:45] will substantially reduce that

[4:16:47] binder making things more

[4:16:49] streamlined and efficient and

[4:16:50] hopefully finding more

[4:16:52] businesses to do business with

[4:16:53] miami-dade county and I want to

[4:16:55] thank the task force members.

[4:16:57] Meeting twice a month for 12

[4:16:58] months is not a small ask.

[4:17:00] I know a number of board

[4:17:02] members are parents, have young

[4:17:03] children in school, some lives

[4:17:05] out of the county so you're not

[4:17:07] doing this for compensation,

[4:17:09] you're doing this because you

[4:17:11] care and I'm grateful for you

[4:17:13] investing that much time to

[4:17:14] sit, govern, chair meetings and

[4:17:16] volunteer your time to get to

[4:17:17] the point where we are today.

[4:17:19] t is greatly appreciated so

[4:17:27] regarding the small business

[4:17:29] concerns I'm grateful for the

[4:17:30] efforts made to remove

[4:17:32] provisions our community said

[4:17:33] where a concern.

[4:17:43] look forward to that but this

[4:17:44] needs to pass today so we can

[4:17:46] get the ball rolling.

[4:18:58] businesses but small businesses

[4:19:00] and I applaud your effort and

[4:19:02] thank you for even though i

[4:19:03] agree with the vice chair but I

[4:19:05] don't like things being dropped

[4:19:07] at 11 o'clock I appreciate the

[4:19:09] fact you've taken steps to

[4:19:10] clarify some of those things

[4:19:18] and it's appreciate.

[4:19:19] But effectiveness and

[4:19:21] efficiency we've always shared

[4:19:23] that and I applaud you as chair

[4:19:24] for trying to move us in that

[4:19:25] direction.

[4:19:27] Not always as we had somebody

[4:19:29] here earlier was a candidate

[4:19:31] for lieutenant governor and

[4:19:32] used the words nobody wants to

[4:19:34] repeat, nobody was removed so

[4:19:37] don't worry about it.

[4:19:39] I probably want to support the

[4:19:42] others and I'll tell you why.

[4:19:44] When you were kind enough to

[4:19:48] create the committee, namita

[4:20:01] which by the way is an

[4:20:02] improvement, she said 72 days

[4:20:04] was the average and now it's 39

[4:20:06] so it's a bit of an increase.

[4:20:07] He also pointed out there

[4:20:09] were 177 to 179 ordinances that

[4:20:11] they tried to make the changes.

[4:20:12] To decrease it to fewer

[4:20:18] ordinances so it would be more

[4:20:19] effective.

[4:20:21] Increasing transparency and

[4:20:23] decreasing bureaucracy and

[4:20:25] being more efficient is always

[4:20:26] something that is very very

[4:20:37] important but looking at 5g in

[4:20:39] particular, transparency is a

[4:20:41] word used by many people.

[4:20:42] Accountability is used by many

[4:20:44] people especially in politics.

[4:20:46] We are removing the collusion

[4:20:47] portion.

[4:20:50] From our ordinance.

[4:20:52] So what type of message do we

[4:20:54] send to the public, the

[4:20:55] citizens at large and small

[4:20:57] business we remove the

[4:20:58] collusion portion?

[4:20:59] Of the ordinance?

[4:21:06] not on the recommendations

[4:21:18] isn't a small business but we

[4:21:23] collusion portion, removing

[4:23:08] let's get people that can start

[4:23:09] their own law firms, people

[4:23:11] that construct their own

[4:23:12] businesses going.

[4:23:14] I have a problem with really

[4:23:15] truthful like a problem with

[4:23:18] the lack of transparency and

[4:23:19] accountability on the issues

[4:23:21] that make it more transparent

[4:23:23] and accountable and he's not

[4:23:25] sitting there now but I know

[4:23:27] he's listening.

[4:29:18] the points that were made were

[4:29:20] great points but this was not

[4:29:21] tackled because it's not

[4:29:23] something you all see, it's

[4:29:29] suggestions.
