[0:00] >> Calling to order the August
[0:03] 3rd.
[0:04] >> Meeting of this Start
[0:05] Preservation Commission,
[0:08] Mister. And can you please call
[0:09] the Roll?
[0:16] >> Sallie pelts here,
[0:20] Nick. Alas Robinson,
[0:24] Matt to rose
[0:27] rather about men here.
[0:30] But tree check keeping excused
[0:33] and Jordan are out there.
[0:37] >> All right. We'll start with
[0:39] item number. Perfect. Yeah,
[0:41] she's all. There we go.
[0:43] Perfect. Everybody's here.
[0:46] We'll start with the item.
[0:48] One to 6, 0, 1, 6, 1,
[0:50] resolution really into a
[0:51] certificate certificate of
[0:53] appropriateness for the infill
[0:54] of one door at 2, 6, 6, 5,
[0:56] North Lake Drive in the North
[0:57] Pointe North Historic District
[0:59] for Anna Tims. Incorrect.
[1:01] Rick. Be.
[1:02] >> Kami. Could you call the
[1:04] city channel? There you have
[1:05] it. Set me up for a covered
[1:06] porch sharing. Okay.
[1:16] We're selling.
[1:18] She's on online for the best
[1:33] so long. It's just able to
[1:34] really work
[1:40] is coming here
[1:43] is this.
[1:45] I'm with you.
[1:53] >> Just a couple of things.
[1:55] That's not you know, if
[1:56] students solution solutions to
[1:58] that
[2:09] and you just don't know
[2:15] you used to that.
[2:17] >> Yeah, thanks for all right.
[2:20] Thanks.
[2:21] We now have to do that.
[2:30] Yeah, I thought
[2:33] we are we going.
[2:37] Michael, thank you.
[2:42] >> Here we go. We've got got
[2:43] the power point going. So
[2:51] so we've got the team, Michael
[2:53] Reaves House and 1915,
[2:55] foursquare for graft here,
[2:58] front elevation. This is the
[3:00] rear elevation, the west
[3:01] elevation. And they are
[3:03] proposing removing one next to
[3:06] your door, which currently it's
[3:08] just used for exterior storage.
[3:11] But they want to remove that an
[3:13] infill, the opening to enlarge
[3:15] the kitchen area.
[3:17] So here's the ovation. As it is
[3:19] existing with that door,
[3:21] they would
[3:24] remove that opening in fill it
[3:26] with stucco to match the
[3:29] existing texture and color of
[3:32] the rear facade. It's not
[3:33] visible from the right of way.
[3:34] It is the rear facade. So staff
[3:37] is recommending approval with
[3:38] conditions and the conditions
[3:40] just being that Noosa Colby,
[3:42] Portland, cement stucco know if
[3:44] this would be allowed and that
[3:46] this circle should match
[3:48] the original stucco in terms of
[3:50] texture, hardness and sickness.
[3:54] >> All right. Can you go back
[3:55] to the original what it looks
[3:56] like now, please?
[4:01] Yeah, thank you.
[4:02] That's stucco that blue.
[4:04] Yes, correctly to stop it.
[4:07] It's hard to tell.
[4:09] And it's peeling a little bit,
[4:10] too.
[4:12] The repair it anyway.
[4:16] >> Many of the commissioners
[4:17] have questions on this matter.
[4:20] Move approval. All right.
[4:21] To have a second second.
[4:23] All in favor. Aye. I'm all
[4:25] right.
[4:26] >> Moving on.
[4:28] >> To item 2 to 6, 0, 4,
[4:31] 0, for resolution relating to a
[4:33] certificate of appropriateness
[4:34] for new patio doors. And new
[4:36] deck at 107 West Brown Street
[4:38] and the Brewers Hill Historic
[4:40] District for Brew City BN Beast
[4:43] Company.
[4:44] Thank you.
[4:46] >> So this is this is the
[4:48] house. It's a second.
[4:50] >> Pt 91 queen and located on
[4:52] the corner of first and brown,
[4:54] the front of the house faces
[4:57] Brown Street. It does have this
[4:59] very large side yard. You can
[5:02] see the photograph on the left
[5:03] shows the front of the house,
[5:05] the photograph on the right
[5:06] shows the side yard, which is
[5:08] on First Street. So this is
[5:09] from first looking looking
[5:12] towards the house. So it is
[5:13] quite a large side yard.
[5:15] They don't have a side yard.
[5:17] On the other side. It's the
[5:18] neighboring property on the
[5:20] West side.
[5:23] So they're proposing this is
[5:24] the existing and this is a
[5:26] mockup, a rendering of what
[5:28] they're proposing to enlarge
[5:30] that window opening on the bay
[5:32] there and and and saw the deck.
[5:37] The renderings not completely
[5:38] accurate. The stairs in the
[5:40] plans, wouldn't, you know,
[5:42] just go onto the grass there
[5:44] series that would go on to the
[5:45] existing the existing sidewalk,
[5:47] which where this is the side
[5:49] yard right here. Yeah,
[5:51] his face is which direction
[5:54] this yard is on the court and
[5:55] this is on first and grounds of
[5:56] the side yard faces First
[5:58] Street North First Street where
[6:00] like Mark standing on First
[6:01] Street looking at it. Yeah.
[6:02] And Brown is to the to the
[6:04] right.
[6:06] The front facade is to the to
[6:08] the right around the corner.
[6:12] So the proposed DEC
[6:16] would be 15 feet and a half by
[6:19] a deep by 13 and a half feet
[6:21] wide
[6:22] new wood deck, which would
[6:24] consist of pressure treated
[6:25] decking 4 by 4 posts to I-2
[6:27] spindles one by 4 skirting
[6:32] the mold and rails which we
[6:35] could work on with the
[6:38] applicant to nail the final
[6:39] design. So this is what the
[6:41] public is proposed for the DEC,
[6:44] the applicant and provide the
[6:45] exact specimens for the patio
[6:48] door, though it is shown to be
[6:49] a sliding door. So we would
[6:51] need a little bit more details
[6:53] on that were HPC to approve
[6:56] that
[6:59] tried to draw roughly the size
[7:01] of the deck adjacent to the
[7:04] present yards. So it would
[7:05] extended pretty significantly
[7:07] into the side yard.
[7:11] And as you can see on the
[7:13] rendering it almost
[7:16] to staff's mind, you know,
[7:17] flips the primary ovation and
[7:19] makes a side elevation appear
[7:21] to be of the primary front
[7:22] facade, rather than a secondary
[7:24] facade.
[7:25] The preservation guidelines for
[7:27] Brewers Hill states retain
[7:28] exist, existing window and door
[7:30] openings that are visible from
[7:31] the public right of way to
[7:33] avoid enlarging openings.
[7:37] They also
[7:40] advice to discuss avoid
[7:42] discarding original doors and
[7:43] windows that can be repaired or
[7:44] replaced.
[7:50] The saffeels at the proposed
[7:51] can the large COVID Ning don't
[7:53] comply with the preservation
[7:54] guidelines for the district and
[7:57] that the enlarged
[7:59] DEC would be proved 2 prominent
[8:01] into visible from the side yard
[8:04] and adding a deck of that
[8:05] location would detract from the
[8:06] actual front facade again
[8:08] making it appears of the side
[8:10] elevation was the actual front
[8:12] recommend front elevation.
[8:15] Staff recommends that if the
[8:17] deck is is desired at this
[8:20] location, that perhaps this
[8:21] would be a good compromise to
[8:24] created or from this rear
[8:26] window and add in health health
[8:28] shaped Hudak that would be
[8:30] adjacent to the one story
[8:32] addition. That's kind of tucked
[8:33] away behind that tree but have
[8:36] a deck that would be roughly
[8:37] the size of that addition that
[8:39] could wrap around slightly and
[8:41] connect to both the front and
[8:43] back side walks roughly in the
[8:46] in the shape shown here
[8:48] outlined in the red.
[8:53] So with the preservation
[8:54] guidelines in mind at the
[8:56] present proposal, staff
[8:57] recommends denial of the
[8:58] sliding doors and Dak again
[9:00] with a
[9:02] the cabbie out that if HPC
[9:04] agrees that perhaps a scaled
[9:06] down a debt could be located
[9:09] along that rear for facade and
[9:11] slightly onto the onto the side
[9:13] facade.
[9:15] >> Question to you. Is your
[9:18] concern, the fact of a deck or
[9:20] the way the deck is designed?
[9:22] >> Just its prominence at size,
[9:24] how far it juts into that side
[9:25] yard and again, with the with
[9:27] the addition of that larger
[9:30] opening, their it hit,
[9:32] it makes it seem as though the
[9:33] side to side becomes the
[9:35] primary facade produced this.
[9:37] This is a rendering. Have you
[9:38] see the finished version?
[9:40] Looks like that's a change,
[9:41] Shiite. I think that makes him
[9:42] and I think it's a I was going
[9:43] to change. It looks like that's
[9:44] something I mean in town are.
[9:46] >> I mean, very suburban mean
[9:47] if they were to have a standard
[9:49] or not a sliding door
[9:53] coming up at the the.
[9:55] >> I'm a caregiver. You should
[9:58] come out and come out and give
[10:01] us your after this. I want to
[10:02] set in these crowds here.
[10:05] Yes,
[10:08] and you're doing so on the
[10:09] Maury one.
[10:15] >> Because that looks like
[10:18] it looks like composite
[10:19] decking. But this is a
[10:20] rendering with the use way.
[10:22] I yeah, that's the irony.
[10:24] >> Yeah. Could be careful with
[10:25] that stuff. That is the reason
[10:28] your part that we in your
[10:29] pocket prisma of what is true
[10:31] city be in the company.
[10:33] >> I do fix and flip to
[10:35] remodels a night. House
[10:37] families there fires and well
[10:40] while but you live here,
[10:42] I live here.
[10:44] Thanks, house.
[10:45] It would be this decade a
[10:46] little.
[10:48] >> I think this can be designed
[10:50] in a more Queen Anne style.
[10:52] Okay. With the door way,
[10:54] that's consistent with the
[10:56] design of the House. Really
[11:00] composite materials. But
[11:02] classic coming prove more
[11:04] traditional symbols of a larger
[11:07] dimension mean if you say to
[11:08] buy to. But this they end up
[11:10] being one and a half by one 1
[11:11] of the quarter by one of 3
[11:12] quarter. If you standard stock.
[11:14] All right. Lets you get custom
[11:16] Millwood. You can do to get a
[11:18] true too late to scandal
[11:22] and Hughes classic Clifford
[11:25] railings and right. I mean,
[11:26] yes, that they've got to do all
[11:28] that in Stockton.
[11:30] And that is I'm still with
[11:31] that. This is have an awfully
[11:32] suburban look to it in a very
[11:35] uncertain neighborhood.
[11:37] >> If you have a copy of the
[11:39] guidelines for Bruce help.
[11:41] >> Yeah, I do. He was nice
[11:43] enough to give me the
[11:44] guidelines. I didn't know that
[11:45] this was a hoping so I'm
[11:46] learning distance-learning
[11:47] process really.
[11:49] So Andrew has been very nice to
[11:50] let you know what I can and
[11:52] can't do so. So I'm asking
[11:53] permission if I can do the
[11:54] carriage doors during that
[11:56] opening. And if we want a
[11:57] smaller that we can do a
[11:58] smaller debt.
[12:00] >> But for security reasons,
[12:01] I really want to sliding door.
[12:02] I wouldn't want to let you go.
[12:04] That's fine because we're using
[12:05] it
[12:07] and a tree in the show.
[12:08] >> Yeah, I think this. I think
[12:09] that's what I need to go back
[12:10] to the drawing board for a
[12:12] little bit of design. Overall.
[12:13] You working with the
[12:14] contractors will have the
[12:16] contract to the contractor hit.
[12:19] Very, very good.
[12:20] >> So tell us more about what
[12:21] you do. Use it. So I do think
[12:24] some flips it. Also house,
[12:25] like families like that.
[12:26] I have really good management
[12:28] own different rentals that the
[12:30] midterms. So we primarily
[12:32] worked like a recall relocation
[12:34] or people that are unhoused due
[12:36] to fire floods.
[12:38] >> And you, you relocate folks
[12:40] of what single-family homes
[12:41] that unit. Yes, like
[12:43] single-family homes or we have
[12:44] a stable of empty single-family
[12:46] home where now just hours to.
[12:47] >> We're not be know as you
[12:49] have and about 20 of them.
[12:52] If you own emerges manager I
[12:54] own about 6 and I manage for
[12:55] other people.
[12:57] >> And feel like on interesting
[13:00] Brew City. Bnbs is your
[13:01] company. Yes, it is. Yeah.
[13:02] Okay. You got the next 2
[13:04] matters are before us. Well,
[13:06] what is the next one?
[13:08] Well, those and yeah, we'll
[13:11] certainly have.
[13:15] Okay. Yeah. Locations. Okay.
[13:18] Yeah. I don't think this one's
[13:19] ready for prime time. Yeah.
[13:20] Yeah.
[13:21] Can you work with her?
[13:23] >> Yeah. Absolutely. What's h
[13:25] PCs feeling on having a door on
[13:27] that facade versus on the rear
[13:29] with you? I have a preference.
[13:32] >> I would say the rear makes
[13:34] which is your guys
[13:35] recommendation? Correct?
[13:37] Yeah. I would say the rear
[13:38] makes more sense in this
[13:39] neighborhood. Yeah.
[13:41] >> Those are the adorable are
[13:42] the perfect
[13:45] we are because that there was a
[13:46] bump out of the house that was
[13:47] added in 1915. So it's good to
[13:51] be it would be awkward.
[13:54] So having that patio door there
[13:56] opens it up from the dining
[13:57] room for entertaining spaces
[14:00] and I can make it HPC
[14:02] appropriate. Yeah.
[14:05] >> Yesterday, the same room,
[14:06] correct?
[14:09] >> Yes, the same role. But it
[14:10] just the app or to have the
[14:12] door there versus
[14:15] this is from the inside of the
[14:16] house would be awkward to have
[14:17] the door there.
[14:23] >> Right now, I think
[14:25] my personal and what this is,
[14:27] Alice, 3 inches on the side of
[14:29] that window for a carriage door
[14:31] for that opening.
[14:34] >> So you're one house in from
[14:36] the corner, but the corner,
[14:37] lots vacant. I got to hope
[14:39] corner lot, right. But it used
[14:40] to be a house or, you know,
[14:43] well, no, actually, my grandma
[14:45] others ago last year, but
[14:47] nearly 8 years ago like that,
[14:48] there were no, no, no, my dream
[14:50] of their 4 years ago, that was
[14:51] house.
[14:54] >> Because it's strange that to
[14:56] be
[14:57] to have a vacant corner.
[14:58] I mean, at some point there was
[15:02] yeah. There's also a quarter at
[15:04] on King Drive that has never
[15:06] ever meant to offer some with
[15:08] some snow and ice have been a
[15:09] house to the
[15:11] the whole show on the other
[15:12] side here.
[15:14] >> And that faces. Yeah,
[15:16] the other street, correct?
[15:18] That's facing first. Yes.
[15:20] Yeah. That's an awkwardly.
[15:21] And it just looks like the
[15:22] front entrance.
[15:23] >> Yeah. Well, yeah. If you'd
[15:26] look, I'm lying around
[15:28] Google Street view here.
[15:30] Right? And this is the
[15:33] this is the front of the house
[15:35] right there.
[15:37] >> Which is diminutive.
[15:39] >> Compared to what you're
[15:40] proposing
[15:43] once one street.
[15:45] >> The courthouse is uneven.
[15:46] These colors that make it out
[15:48] for that color now part of its
[15:50] half with a color. Now it's
[15:51] green right now, OK, black
[15:54] sightings?
[15:55] >> Probably being done right
[15:56] now as we speak. Yes, so it's
[15:57] that staff is she's the
[15:58] undergoing a large
[15:59] rehabilitation project says
[16:01] staff recently approved to see
[16:02] a way to remove the
[16:03] replacement, citing and she's
[16:04] restoring the clobbered,
[16:05] citing all will be restoring
[16:07] the windows. That.
[16:10] >> And your grandma lived
[16:11] there. Yeah, 40's 45 years ago
[16:13] before I was alive. But look,
[16:15] it's already green are ready
[16:17] and starting to restore.
[16:18] So we're.
[16:20] >> There are pictures are
[16:21] behind the time. Yeah. Those
[16:23] are older street view images.
[16:24] Okay.
[16:26] Only December 2025.
[16:31] I think it needs to go back and
[16:32] I think
[16:33] that you are correct in your
[16:35] app. I will move to deny and I
[16:38] will do that and move the home.
[16:40] Well, thank you tonight,
[16:42] correct. And and
[16:45] go back for changes
[16:47] that you're suggesting.
[16:48] >> And I wouldn't be able to
[16:49] come back until next month.
[16:51] If you deny to just start over
[16:52] again. Yes, we don't want to be
[16:54] like, OK, if you hold it,
[16:56] you should come back next
[16:58] month. Well, sorry. Yeah,
[17:00] actually, you still have time
[17:01] to deny this one because we're
[17:03] not up to deadline yet because
[17:04] it's so far out. The hope that
[17:06] will move the whole. Yeah.
[17:07] Okay. That's fact. Okay.
[17:09] To have a second for holding
[17:10] this one. 0nd guys on favor.
[17:13] Aye. Aye.
[17:15] >> You may want to step here.
[17:16] Then item to 6, 0, 4, 0,
[17:19] 5, resolution going to a
[17:20] certificate of appropriateness
[17:21] for demolition of a garage at
[17:23] 2, 3, 2, 8, East Back Bay
[17:24] Street in the North Point South
[17:26] Historic District for Bruce Atb
[17:28] NBA's company.
[17:30] >> Great. Thank you, Mr.
[17:31] Chair. So that staff had not
[17:33] received final plans for the
[17:36] addition or or for the garage.
[17:40] So staff's recommending holding
[17:41] 3, 4, next month. Perfect.
[17:44] >> You have a motion for
[17:45] holding items. 3, 4, to almost
[17:48] all right. All in favor.
[17:50] Aye. All right. All-star
[17:52] somebody. Seconded it. Yeah.
[17:54] All right. Good.
[17:55] >> House to yeah.
[17:59] Okay. Very good. Thank you.
[18:01] Thank you.
[18:03] >> All right. Item 5 resolution
[18:05] relating to certificate of
[18:06] appropriateness for
[18:07] rehabilitation of the Grand
[18:08] Department store Mitchell Park
[18:10] place at 1, 1, 0, 1, West
[18:13] Historic Mitchell Street in the
[18:14] Mitchell Street Historic
[18:15] District. First when a cotton.
[18:22] >> This is a big project,
[18:24] but it is also largely
[18:26] cosmetic. So I'm going to
[18:28] pretty much just going to hit
[18:29] the highlights of what's going
[18:30] on here.
[18:32] It it is nonetheless
[18:33] complicated. So I brought the
[18:35] whole plan set to announce to
[18:36] work. I realize the architects
[18:39] on the committee are virtual
[18:40] but well
[18:45] for the summer.
[18:49] So this is the former Grand
[18:51] Department store at 11th and
[18:53] Mitchell,
[18:57] the several combined buildings
[18:59] with numerous connections and
[19:00] remodeling. Those pieces range
[19:02] from a.
[19:05] >> In date from 18, 88 18 prior
[19:08] to 18, 88 18, 91 1911,
[19:13] 1949. And that the primary side
[19:18] you're seeing here is a 1937.
[19:23] That is a 1937, makeover that
[19:26] combined 2 or 3 buildings
[19:49] that will move on to plans.
[19:55] The plan is essentially to keep
[19:57] the first-floor retail and
[19:58] community serving spaces and an
[20:00] apartment lobby.
[20:04] Part of the 11th Street side
[20:06] will become a daycare on the
[20:08] ground floor. Second floor
[20:10] throughout will become a will
[20:12] be
[20:14] how a apartments.
[20:16] So meaning projects remove all
[20:21] existing exterior signage.
[20:22] None of which is well, none of
[20:25] which dates to the era of the
[20:27] bill here are the building was
[20:29] constructed or to the grands
[20:30] operations
[20:32] clean and repair the masonry
[20:33] with her soco products.
[20:36] Existing windows will be
[20:38] retained and repaired replacing
[20:40] in kind to current conditions
[20:42] where necessary
[20:44] there appeared to be no
[20:46] original windows outside of the
[20:48] 1949, edition on 11th Street.
[20:53] >> Which is list self section
[20:56] that left section list, top
[20:59] quarter of the dry,
[21:01] very international style.
[21:03] Clearly differentiating it from
[21:05] the Mitchell Street. Facades
[21:06] Art
[21:08] Streamline Moderne,
[21:10] replace, tinted stand spaniel
[21:12] glass again. Mostly on the 11th
[21:14] street side of the front
[21:16] buildings
[21:18] with a new clear glazing
[21:20] replace non historic entry
[21:21] doors on the 11th street side,
[21:25] install 5 new aluminum frame
[21:28] home windows on
[21:32] the alley side
[21:35] right here in the white painted
[21:37] brick area to create not new
[21:40] windows for apartments on that
[21:41] upper level.
[21:46] There is no reason to believe
[21:47] there are ever been would book
[21:48] windows in this building.
[21:49] So aluminum is perfectly
[21:51] reasonable.
[21:55] There's never been a wood
[21:56] window in this building to our
[21:57] knowledge.
[21:58] So adding with what and
[22:00] especially on Mitchell Street,
[22:02] Ali would be an unusual choice.
[22:06] They are a product we have
[22:07] proved before. And commercial
[22:09] projects graham windows
[22:13] repair the roof deck, install
[22:15] 12 skylights to out increase
[22:18] interior daylight in various
[22:20] units and the apartments.
[22:25] So overall, a very a good
[22:27] project. I do have staff has
[22:29] some concerns with the masonry
[22:30] quick leaning proposal that
[22:32] maybe a little too aggressive.
[22:35] It should be. It should be
[22:36] phased.
[22:39] The purse or kosher. Clean
[22:40] light duty, concrete, clean air
[22:42] that is proposed for all of the
[22:44] surfaces is highly caustic
[22:46] and a civic leader. Cleaners
[22:48] can only be used on why Sam
[22:50] with extreme care and very
[22:52] experienced crews who know what
[22:53] they're doing.
[22:55] Every effort should be made and
[22:56] made to clean the building with
[22:59] water light surfactants and
[23:00] antimicrobials before resort is
[23:02] ordering to strong chemicals
[23:04] TSB
[23:06] tsp.
[23:13] If it were if it were glazed
[23:15] tile actually tied is
[23:16] surprisingly effective.
[23:19] Yes,
[23:20] we're not a word that from a
[23:22] conservatory tried to do my
[23:23] fireplace matter at dawn.
[23:25] Not gone.
[23:29] I don't believe everything.
[23:30] Well, apparently, yeah. Super
[23:33] much more concentrated than you
[23:34] would use in your laundry.
[23:35] But it does work the crystal
[23:41] but also problem but definitely
[23:43] not appropriate for limestone.
[23:45] Regardless,
[23:47] a black standing of limestone
[23:49] should be tested for its
[23:50] composition before selecting
[23:52] any particular chemical
[23:53] treatment suit. And biological
[23:55] standing are nearly
[23:56] indistinguishable to the naked
[23:57] eye and respond very
[23:58] differently to cleaning agents,
[24:00] especially on stone surfaces
[24:05] so that that is the primary
[24:07] concern.
[24:10] Here's some of the conditions
[24:11] of the building.
[24:14] There are some bright and
[24:16] copper storefront original that
[24:18] is painted. The paint will be
[24:20] removed.
[24:21] The stuff that looks like
[24:23] granite is a synthetic granite
[24:25] that is basically a a died
[24:28] concrete with dark aggregate.
[24:31] So it's not actually concrete
[24:32] and will be there for actually
[24:34] more repairable. Then true
[24:36] granite
[24:37] less and less obvious
[24:41] current second-floor windows
[24:43] again, believe not to be
[24:44] original but will be capped
[24:49] the middle section on 11th
[24:51] Street. That is current painted
[24:54] 18 90's, brick
[24:57] and the highlight of the 1949,
[24:59] edition at the south end of the
[25:01] building.
[25:03] More details on 1949 windows.
[25:07] So conditions acquire masonry
[25:10] building cleaning permits.
[25:11] It is never included in the
[25:13] building. Permit is required to
[25:14] do separately
[25:16] staff to not believe the brick
[25:18] on the 1949. Facade is a in
[25:21] such condition that harsh
[25:22] chemical cleaning is necessary.
[25:25] It should be cleaned with water
[25:27] and light first surfactant
[25:28] except for dealing with
[25:30] graffiti.
[25:31] But we acknowledge that
[25:32] chemical cleaning of this
[25:34] limestone lentils on that
[25:35] section is probably necessary
[25:37] due to the dark standing
[25:39] when painting the previously
[25:41] painted brick on various decide
[25:43] to use a paper certified by the
[25:45] man factor as certified for
[25:47] brick. And then our standard
[25:49] conditions on the pressure
[25:50] washing technique
[25:52] fan tip minimum distance from
[25:54] the building and PS I
[25:56] restrictions and gpm
[25:58] restrictions.
[26:00] Anybody from the developer of
[26:03] the U.S. the architect is
[26:04] present all good.
[26:11] >> He just state your name and
[26:13] we're representing sure.
[26:15] My name is Courtney Reagan.
[26:16] A continuum architects
[26:18] represent a client.
[26:21] It's going to come clean.
[26:23] >> Nasa has any of the
[26:24] commissioners have questions
[26:26] and all these conditions.
[26:28] >> That factory, we are in
[26:29] agreement with all those us.
[26:31] >> Pretty simple, Ben. All
[26:33] right. Second second, all in
[26:35] favor, Aye.
[26:38] All right. That was easy.
[26:39] Thank you.
[26:40] >> This is a footnote. This was
[26:41] a building that had been slated
[26:42] for demolition.
[26:44] Amazing which we deny that the
[26:46] council granted. And now
[26:48] changing plans changed.
[26:50] >> Perfect. Same owner. Thanks
[26:52] to come.
[26:53] That's awesome. Great. So we
[26:55] like.
[26:57] >> Thank you. Continue mission
[26:58] to listen to some of them have
[26:59] or you're out how to do it.
[27:05] >> Excellent item. 6 to 6,
[27:07] 0, 3, 7, 6, resolution really
[27:09] into a certificate of
[27:10] appropriateness for exterior
[27:11] structure, repairs and masonry
[27:13] work at 1, 0, 3, 4, North Vel R
[27:15] Phillips Avenue Turner Hall and
[27:17] individually designated
[27:19] historic property for the
[27:20] Milwaukee Turner's.
[27:23] So here is Turner Hall.
[27:25] >> It dates to 18 82. The area
[27:29] that is receiving the.
[27:33] >> A majority of the work is
[27:36] the north shorter two-storey
[27:38] north waiting to see.
[27:41] >> Here and it's I highlighted
[27:43] in yellow with pros areas of
[27:46] work.
[27:48] >> Proposal is to install.
[27:50] She channel bracing across the
[27:52] fight primary facade of the
[27:53] annex
[27:56] and general reporting and make
[27:57] some repairs mostly on the
[27:59] front of the building but will
[28:00] be done as needed everywhere.
[28:03] A core of the proposal is to
[28:06] bent steel, see channels that
[28:08] will be installed on the
[28:09] primary facade to improve
[28:12] structural integrity is
[28:13] channels would be secured to
[28:15] the building with metal rods
[28:16] run back into the building,
[28:17] approximately 8 feet through
[28:19] Joyce and rafters. As you can
[28:21] see on the drawings here,
[28:25] blocking would be added to the
[28:26] Joyce and rafters along with
[28:27] still roads to begin. A bending
[28:29] of this steel is
[28:32] required to address the present
[28:34] Boeing of the front of the
[28:35] building.
[28:37] The steel will when installed
[28:39] will be painted to be blended
[28:41] into the side as best as
[28:42] possible.
[28:44] So based on the photos provided
[28:47] in the file
[28:49] staff is somewhat right,
[28:50] reluctantly recommending
[28:52] approval of this as it is
[28:54] presented as a temporary
[28:57] stabilization measure. We don't
[28:59] have word on long term for a
[29:01] timeline,
[29:02] but they are doing doing their
[29:05] best to stabilize and make it
[29:06] is presentable as possible by
[29:09] they will be painting was
[29:10] painting the steel to blended
[29:12] into the brick work.
[29:16] The bigger the particular issue
[29:19] I have is a 3 pointing of the
[29:22] building is right proposed as
[29:24] type and order
[29:27] from prior experience and pride
[29:29] for with reviewers that
[29:32] Wisconsin historical society.
[29:36] I had an experience with Mark
[29:38] Biko where he shall we say
[29:40] through a hairy can area about
[29:42] using that type and mortar and
[29:44] cream city brick. He did not
[29:46] allow it to be used anywhere in
[29:48] the pop Pabst complex.
[29:50] So I think since Turner Hall as
[29:53] a national historic landmark
[29:55] and perhaps does not, we should
[29:57] certainly be upholding the same
[29:58] standard and be as careful with
[30:00] the brick as possible.
[30:02] So the staff is recommending a
[30:04] typo order or NHL natural
[30:07] hydrology lime order rather
[30:08] than type. And there were be
[30:10] asked
[30:11] too much Portland cement in the
[30:12] mix for this except in possible
[30:16] locations where it
[30:18] some possible locations where
[30:20] extreme structural support is
[30:21] necessary, but it shouldn't.
[30:24] But a natural lime order should
[30:26] be sufficient for almost all of
[30:28] the work.
[30:30] Who's a blue frame building
[30:33] criticized separating from the
[30:35] wood.
[30:36] That is a tough
[30:38] as vertical members.
[30:43] Yeah. All of the engineer speak
[30:44] to that because that was that
[30:46] was not drawn in. But you are
[30:48] probably correct.
[30:50] And then those rights have to
[30:52] go through multiple choice.
[30:54] Yes.
[30:58] >> She had been tougher.
[30:59] So sure. Yeah, my name's
[31:01] immunity. Tory, I'm the
[31:02] executive director of the
[31:03] market Turner's the Turner
[31:04] Hall,
[31:06] Erik Pitt and city manager for
[31:08] Turner Hall.
[31:09] >> And just being a president
[31:11] being engineering, the
[31:12] structural engineer for the
[31:13] project.
[31:15] So the it is a blueprint.
[31:17] So to continue is burning wall
[31:19] construction and the.
[31:22] >> Joyce parallel to the front
[31:24] facade ties my folks to get out
[31:29] there being difficult today.
[31:31] I was out the ring. Was the
[31:33] joys parallel to the front
[31:35] facade, which is the west
[31:36] elevation?
[31:38] >> Is there. But the facade has
[31:40] separated and there's no direct
[31:42] attachment of that. Joyce,
[31:44] to the facade,
[31:46] a lot of this stem from the
[31:48] deep water, deep tunnel project
[31:51] and the cracking of the side
[31:53] that we've seen evidence of
[31:55] that there is far back as
[31:57] photographic evidence of that.
[31:58] The site is around that time.
[32:00] So we've seen cracks in the
[32:02] same location appear to be the
[32:03] same size.
[32:05] So we're just addressing this
[32:07] need for lateral stabilization
[32:08] that aside,
[32:10] because as we know, that can
[32:11] tend to lean off the building
[32:13] and well into the street some
[32:14] time. So we're preparing are
[32:16] proposing a temporary
[32:17] stabilization of the upper
[32:18] side, just a strapping it and
[32:21] Emilio American speak with a
[32:23] long-term timeline. But
[32:25] >> I think the the overall
[32:29] intent is to address it.
[32:31] It's just temporarily stabilize
[32:32] and for now and then proceed in
[32:34] the future. We're currently
[32:36] looking to get either an
[32:37] historic structures report or a
[32:40] historic properties master plan
[32:42] so that we can more
[32:43] strategically go about
[32:44] restoring the entire building
[32:46] and not just this cosmetic
[32:47] stuff. The urgency being in
[32:49] this is that it's also my
[32:51] my desk, which is going to
[32:52] slide off into the parking lot
[32:54] of this falls as I sit over
[32:55] there. But it's it's a you
[32:57] know, it's a gorgeous, lovely
[32:58] building and it's alive.
[32:59] It's not a museum. And so we
[33:01] need to
[33:02] making continue another 143
[33:04] years, at least.
[33:05] Yeah. And this this is the
[33:06] annex structures who wasn't
[33:07] part of the original
[33:08] construction. But it was very
[33:10] bill very soon after the new
[33:12] edition from 19, 0, 2,
[33:15] >> Pt 13 foot ceiling hike is
[33:18] at it.
[33:19] If the facade of separated is
[33:20] just 2 straps enough.
[33:24] >> It's a very it's so it's
[33:25] very narrow. It is connected to
[33:27] the main building out that it
[33:28] hit that original north wall of
[33:30] the main building. And I forget
[33:33] the exact with of the panic
[33:34] structure, but it's it's very
[33:36] narrow. The xt rwall on the
[33:39] north side is engaged with the
[33:41] West side. So we're just
[33:43] wrapping that holding it back
[33:45] between those 2
[33:46] points of restraint at the
[33:48] corners.
[33:51] If we're coming back, it feet
[33:53] in just to engage the Florida
[33:54] diaphragm because we want that
[33:56] Florida for him to work and
[33:57] bring those loads back to the
[34:01] north and the both North Wales,
[34:03] the north, while the original
[34:04] building on the north wall of
[34:05] an extra Qatar.
[34:07] >> The rods welded to the
[34:09] channel.
[34:11] >> No, they did not need to
[34:12] know they can be bolted.
[34:16] I guess that would put a
[34:18] I'm not on the next year face
[34:19] of the channel
[34:20] in a decorative. Not it could
[34:21] be as they're seeing that out
[34:23] on a star shape.
[34:26] Exactly. Yeah, you know,
[34:29] I was sure basically.
[34:30] >> Several is actually part of
[34:32] the original structure on the
[34:33] north face the building.
[34:34] So finding something to match
[34:35] that.
[34:39] >> Fundraisers live, if you'd
[34:40] like to contribute, I
[34:41] decorative not.
[34:42] Yes,
[34:47] anybody else have questions?
[34:50] >> Yes, Mr. Chairman, I do have
[34:51] a question. Go ahead.
[34:54] Chairs just being you're
[34:57] showing this kind of work to
[34:59] stabilize with seems to be like
[35:01] the roof and the second floor.
[35:03] Would there be any need to do
[35:05] this? Channeling
[35:09] work at the first floor?
[35:13] I don't. I mean, he's an old
[35:14] brick facade displacing per
[35:16] know.
[35:18] >> We've investigated at the
[35:20] roof level in the second floor
[35:21] level of separation. That's
[35:24] where most of the defamation
[35:26] occurs and is peeling away.
[35:29] It's it's actually
[35:30] to house, right. There's a
[35:32] window down the center of the
[35:33] building and that the side,
[35:35] there's one half to the north
[35:38] and a half to the south that
[35:39] are essentially king that that
[35:41] that window location at the
[35:44] second floor, not the roof but
[35:45] not the lower level. There is a
[35:49] you can see the the if you go
[35:51] back to the image him the
[35:57] the first floor level is about
[35:59] 3 feet above the sidewalk and
[36:01] location.
[36:03] There's a different type of
[36:04] wall construction there with
[36:06] granite.
[36:09] Sorry, not granite state stone
[36:12] blocks at the base course.
[36:14] So different. Different wall
[36:15] construction.
[36:19] That cup of Joe.
[36:20] >> Okay. That sounds fine.
[36:22] I'm just, you know,
[36:24] asking that question.
[36:26] Sounds good. Looks like proper
[36:27] repair.
[36:28] >> Historically, when the that
[36:30] these were being built, how was
[36:32] the purchase sighed attached to
[36:33] the site?
[36:35] What's it been definitively
[36:37] that would be the method of
[36:38] attachment.
[36:39] >> So this is a solid brick
[36:40] bearing wall or is so there's
[36:42] no. And in the wall system
[36:44] itself, it's it's solid brick
[36:46] with the joists that would be
[36:48] right up against the inside
[36:49] face of that. And there should
[36:50] be
[36:52] oftentimes there's only one,
[36:53] maybe 2 or 3 middle connectors
[36:57] clamping that his side to that
[36:59] choice.
[37:00] We didn't observe any at this
[37:02] location to this really isn't a
[37:03] traditional balloon
[37:04] construction. It's a learned in
[37:06] the sense that it's a bearing
[37:08] wall that's continuously bill
[37:09] that's not interrupted by the
[37:10] Florida system on the West
[37:12] elevations. You mean Oh,
[37:13] yeah, yeah. So no wood, no wood
[37:16] wall for a minute.
[37:21] >> Any other questions?
[37:23] >> The demolition of Bradley's.
[37:24] I do confirm that that that
[37:26] that was the cause of some
[37:27] others that amateurs, that
[37:30] search. And I'm just and that
[37:31] of the doubt it.
[37:33] >> Windows were blown out
[37:34] during the demolition. And that
[37:36] was that they were I wasn't
[37:38] there at the time. And so the
[37:39] adequate monitoring that which
[37:41] they did say during the
[37:42] construction of the new site
[37:43] wasn't done and the same way,
[37:45] there were multiple points of
[37:46] monitoring. All of this is
[37:47] Stuart, it by these 2 gentleman
[37:49] to my left. This is also the
[37:51] first full-time facilities
[37:52] manager we've had in my
[37:53] lifetime and I'm almost 60's.
[37:55] So the stewardship wasn't
[37:57] necessarily there. So I can
[37:59] only provide anecdotal
[38:01] evidence, unquote, some of the
[38:02] people saying, yes, but I think
[38:03] compounding with the
[38:05] the The Deep Tunnel project,
[38:08] which is also chronicled is
[38:09] having caused damage to the
[38:10] annex because that's a
[38:12] different
