[4:24] ms4 uh stands for separated storm water uh sanitary system

[4:30] uh I believe uh the four s's but primarily it's addressing storm water uh

[4:36] part of the formality of us to staying in compliance we have to do uh public

[4:43] comment sessions similar to what I'm doing right now uh raising attention uh

[4:49] to the importance of the storm water system and trying to eliminate

[4:55] pollutants from getting into these storm sewers such as litter and everything and

[5:01] it's in protection of our streams and rivers and obviously we all want to see

[5:06] uh clean water and Aquatic Life uh Thrive so um there are are they on the

[5:15] podium circulating what we're asking is uh all of the uh residents in attendance

[5:21] if you would kindly take a copy of it please read it on the back of the form

[5:26] there are some questions we would um appreciate your feedback there's also a

[5:32] section uh asking if you have any interest in volunteering and assisting

[5:38] the burrow in uh maintaining compliance uh with this uh we will be uh receiving

[5:45] a audit by the D in regards to our compliance that will be conducted uh

[5:52] here at the burrow on January 21st um this is the first uh time that

[5:58] they actually are making sure that municipalities are complying with the

[6:03] regulations it's a courtesy audit uh they will come in and point out any

[6:07] deficiencies the borrow may have and anything that we we're doing correctly

[6:12] they will also acknowledge um once again this is a uh a

[6:17] friendly audit that's coming in on October uh January 21st uh after this

[6:23] they will have the ability to come in spontaneously and do it similar to what

[6:28] they do in the sanitary system as well as the water system and if they find uh

[6:34] deficiencies uh in our procedures we can be assessed uh pedals so we are going to

[6:40] strive uh to do our best here at manac to stay in compliance with this uh

[6:45] you'll also find additional education on our website and we intend to circulate

[6:51] uh continual educational information in your water pills or potential uh

[6:56] newsletters that are coming forward so and then the uh the next item

[7:02] is the uh cdbg block R uh those applications are uh coming due

[7:09] um once again uh uh typically we would do curb curb ramps with with the money

[7:17] uh a 50,000 uh request to the County Commissioners the last three years uh we

[7:24] utilized our request for monies to go towards the elevator at CJ man

[7:30] um without any specific projects uh on the horizon unless someone on Council uh

[7:36] can think of something um I would suggest that we maybe authorize the

[7:42] engineers to move forward with proceeding with submitting an

[7:46] application for curb Rams the amount of uh 50,000 and they typically run uh

[7:54] around 33500 per curve mile so do the math and

[7:58] how br will be able to to replace again these monies are um projects would have

[8:06] to comply with the income thresholds so if we wanted to do a

[8:11] project that we thought would qualify under income so we would have to do

[8:14] those surveys and I believe those surveys have to be completed by the end

[8:18] of this month um we really haven't had a huge success in going for those uh we've

[8:26] been more successful in applying for project did adhere to uh improvements in

[8:32] ADA compliance other than that I don't have

[8:36] anything else to report questions does anybody have any

[9:28] operator wastewater treatment um brief report for December 2015 the treatment

[9:35] plant was in compliance uh for the month uh sanitary waste ping and processing

[9:40] total receipts for the month were

[9:48] $7,150 were $14,560 to make a lot of money down

[9:54] there however little caveat with that under

[9:58] the new permit our friends at the D are going to make

[10:01] that a little bit difficult for us under the new they're going to require us to

[10:05] sample each and every load that comes in obviously that's going to be cumers I'm

[10:10] looking into the logistics of that um we do not have the lab capacity to do that

[10:17] um so I'm currently talking to microvac or

[10:20] CMA um trying to determine how we're going to actually do this if we want to

[10:25] keep this obviously we want to keep this this cash count up uh but they're going

[10:29] to require us to stample each and every know that comes in uh we will in turn

[10:34] charge the vendors and they will pass the the laboratory costs off to their

[10:39] clients so just want to give you heads up we will make more money obviously

[10:44] because we did raise the rates this year we raised it a whole two cents a gallon

[10:48] so and I don't see any end in the near future we're currently starting to take

[10:53] uh uh products from the shell site as well so I just don't see this number you

[10:59] know tailing off I see it you know rising in in the future we're one of the

[11:05] few sites um that are currently you know still taking seage

[11:11] products yes your question wait till done sure it was specific to that okay

[11:19] um okay um about press operations the Press was an operation for 6 days during

[11:24] the month Total Disposal costs uh were 279

[11:30] 64 uh you may be aware that the sludge contract uh starting January 1 the

[11:35] disposal cost went up as well about 23% uh for for disposal cost per ton uh

[11:43] safety we really did not have time to conduct a formal safety meeting during

[11:47] the month however safety and safety practices are constantly discussed uh

[11:52] finally Personnel all personel have meor contractual obligations regarding

[11:57] employment

[12:01] de questions yes my question was regards to that are we were going to sampling

[12:07] every load are loads being um taken down on Saturday and Sunday they that's the

[12:14] logistics how how are we going to do this you know obviously um we have a

[12:19] really good report with Mr John Mr John provides us quite a bit of service you

[12:25] know to the burrow at no cost for a lot of the different events we have to

[12:29] borrow so I'm looking in ways that we might be able to accommodate them the

[12:34] problem is the sampling that we have to do the whole time on any given sample is

[12:38] 24 hours so we have to find a laboratory that can conduct that analysis within

[12:43] that 24hour period so that's the point I was guess coming

[12:49] across if we are going to Outsource it will that lab be open on a Saturday or

[12:52] Sundays right and and and and they're and the vendors are aware because they

[12:58] know that this is coming because every treatment plant that does

[13:01] alas there's only a few other ones they're they're getting the same thing

[13:05] it just so happens that we're in our renewal cycle of our permit we should be

[13:09] coming in any day and it's going to be stringent I've been talking um to

[13:14] different uh operators in alag county and the Deb is is they're just they're

[13:20] getting they're getting difficult they're going to require a lot more

[13:23] sampling um Mr mentioned the clean streams and freshwater fish they want

[13:28] the to be drinkable I think and I think you know almost almost to a point of

[13:36] just liy in my opinion the last question to that question is uh we're working

[13:40] with Mr sedak and Wimer on that on on the sampling no not as of yet not as of

[13:47] yet this is just something that I'm looking into right now um the

[13:51] documentation the trail that's that we're going to have to document even

[13:54] though I document it now and it's all reported to the D there's a ton more

[14:00] paperwork that's going to have to be required I already spoke with Dawn I

[14:04] said guess what guess he is going to have to help me with paperwork reporting

[14:07] septic volumes remember that little conversation we

[14:11] had so thank you all right very yeah Kurt um time frame on the

[14:18] sampling say a truck rolls in we get a sample before they

[14:23] empty lab time frame 24 hours we have 24 hours to get that to the lab

[14:29] and it has to wait minute are you saying they're going to dump first we're going

[14:32] to take a sample and they're going to dump well we only allow respectable

[14:37] vendors down there we don't we don't allow any fly by nighter down there i'

[14:41] I've weeded those people all out uh we typically only have four vendors that we

[14:45] allow in the facility now um and and they all know the rules they know that

[14:51] their privileges will be revoked at any given time that that would bring

[14:55] anything detrimental to the process so so given that okay they would bring

[15:02] their their whatever load they would have they would have to sample that load

[15:05] we would put that sample on Ice uh they would have to fill out a chain of

[15:09] custody with that and that sample would have to be taken to the lab or the lab

[15:14] carer pick that up within 24 hours but that has to be cleared before they can

[15:19] unload that truck not necessarily not necessarily there's there there's no way

[15:24] to do that this way and and the test that we we do is a 5day test so it's

[15:29] it's it's it's a ridiculous thing but they the D wants a way to to find out if

[15:34] we have violations to be able to to go back through the paperwork and say ah

[15:39] this is who caused our problems does that jeopardize the burrow

[15:43] though by letting them dump before they get

[15:48] cleared there's there's it's a catch 22 you know we either we either we either

[15:53] make the money you know and and and most of the stuff is residential um um or

[15:59] holding tanks um so it hasn't hurt us there was only one one violation in 2015

[16:06] and we isolated that uh we we determined who it was and and we eliminated that

[16:12] account uh that was caused it did cause a violation it was cited in the in the

[16:17] no that we received so is there any other questions

[17:03] The Architects are redeveloping new specs we're um cutting it out and going

[17:12] to re advertise it with those uh items removed from from the bid

[17:20] process okay well I'll need a motion to reject all bids for anline Park

[17:32] question is that in the packet the list we're going to reduce to

[17:37] M no we're still working on that uh and then when we come before Council to ask

[17:45] you to reti the project will'll tell you what items are being striped out um some

[17:53] items we're going to put on as a potential ad add deduct so that it gives

[17:59] us flexibility to be able to package the project into our anticipated budget

[18:08] um after we encountered this problem we did go back to the or dcnr we explained

[18:15] to them our scenario um they did come forward and offer

[18:21] to give us up to $50,000 if the burrow would match the equivalent of that so we

[18:27] were in $300,000 project um this will put it to about a $400,000 project and

[18:36] that's including your architect and Engineers piece so when you strike those

[18:39] out you probably only have about 360 370,000 for actual physical construction

[18:46] um that project came in if you add up all the pric on a low bit it was

[18:51] 475,000 so um there was some glits to it some of

[18:57] the facade uh uh that was packaged into it it was expensive so those items

[19:03] instead of having this uh paneling um it'll probably just be uh block faed so

[19:09] these are some of the green roof uh The Green Roof component um was a POS me

[19:14] $80,000 now when you take that green roof off um there's going to be some

[19:19] cost added in because now that you're taking the green roof structure you've

[19:24] got to put in a a roof uh component to it so

[19:28] um they're working on all that and I anticipate hopefully at the next meeting

[19:34] uh or last meeting in January to present something to you hopefully if not first

[19:40] meeting does that affect the granad all p in that green roof no that was one of

[19:45] our concerns because one of the reasons uh that we scored and got some

[19:49] additional points was the the green component um of course they would love

[19:54] to see that part still remain to it but they understand the logistics and and

[19:58] with the time that we have in It ultimately they want to see the need of

[20:03] the facility accomplished so um they're willing to waiver that

[20:08] structurally um we're not going to change any of the structureal or

[20:11] engineering of it so it could be possible to seek a grant further down

[20:16] the road to add the green roof if we so desire and the structure will will

[20:21] support that component we're not going to go and redesign and engineer the

[20:25] entire building because you're going to you know spend a lot of money in engine

[20:31] engineering design and kind of defeat the

[20:35] purpose what your estimation is costing us a year not having that building as

[20:39] far as not just convenience but I'm saying

[20:42] the P John whatever I mean not much we had P John there even when the building

[20:46] was there um it wasn't safe to to use so when it was there it wasn't being

[20:55] used anyway

[20:58] no I'm saying it's it's costing us now I mean I'd like to see the building get up

[21:02] and running yeah I TR would but it still cost is because the old system had a

[21:08] uh a reserve tank that we had to have pumped out so instead of paying for that

[21:13] service to come and pump that tank out we rented

[21:16] portons um the new structure will have a uh it'll go into our sanitary system so

[21:23] we won't have a disposal cost that will just be with our system Cur be

[29:25] center which is here right now and the other thing that I would like to talk

[29:29] about is the one that was uh down the CJ excuse me many meetings today um if

[29:37] we could get down to U looking back getting that generator hooked up to that

[29:42] other room um it's been two years since we had that room and I know we've been

[29:46] waiting for the uh for the elevator and stuff like that and uh Mr I talked about

[29:51] that generator if we can just get it tied into that room and get looked at um

[29:56] the other thing um I've been to Hazard mitigation meetings um which we need to

[30:01] attend at least two and I've I've been there to be part of the County Hazard

[30:06] mitigation plan which will be a 5-year plan part of this plan is for to uh

[30:12] Define funding uh your ms4 combined source of

[30:16] be projects um along the river if we have erosion wishing away the river if

[30:22] we have landslides that we know we need to get built up we these are projects

[30:27] that you can submit in this Hazard mitigation if we don't participate in

[30:32] this program which we will be participating if there was a federally

[30:36] declared disaster you probably wouldn't be eligible well you will not be

[30:39] eligible for any fundings if we don't get part this program I've been

[30:42] submitting uh information to mrone and we'll continue to get that done and that

[30:46] that is uh being done by a a company called tetratech and they a contracted

[30:51] through uh the county with payment um that's basically I just

[30:57] wanted to let you know about that that you have um

[31:01] another program to fix some things like the ms4s and the hillsides or anything

[31:06] like that anything that has to do with Hazard mitigation new Bren I think in

[31:11] North Swifty they had new bre like three or four homes near the river because

[31:16] they constantly in a flood area they came in and they uh homes Warners worth

[31:21] as much as they got from his homes what they did they relocated these people

[31:25] instead of having them fing claims time for flooding on the beber river so there

[31:30] has been success stories here in bber County on those programs so if any the

[31:34] event that you don't get funded for one just keep submitting them every year so

[31:39] and one might come our way soes anyone have any questions about

[31:50] drill um with the Bieber Valley Power Station that will go from 4: p.m. till
