[0:11]
commission

[0:16]

[0:26]
good morning everybody good morning good
to see you all this morning this morning
[0:30]
was the first morning i stepped outside
the door and let the dog out and it
[0:33]
actually felt like it must have been in
the mid-60s
[0:36]
yeah maybe below six hours it felt great
this morning so
[0:40]
that's good i could use a few more
things
[0:45]
all right uh first thing we've got going
on today
[0:49]
is items from the public for
miscellaneous discussion
[0:52]
i don't see any other public here except
those of you who have a slot on the
[0:55]
agenda so i'm going to assume there
isn't anything
[0:58]
we'll move right along to the meeting
minutes from july
[1:02]
15th looked over those i didn't see any
corrections
[1:07]
did you guys catch anything
[1:11]
all right i will entertain your motion
then to approve the meeting minutes from
[1:14]
july the 15th
[1:19]
any further question or discussion or
motion all of the favorable single fox
[1:22]
say hi
promotions we have a whole
[1:27]
hassle of assessors exonerations um
that you see the good thing is there's a
[1:33]
whole stack here that they approved
these are all clear clears errors that
[1:36]
were made by the assessment office
they've approved these
[1:46]
that have been approved by the
assessment office
[1:49]
i'll make a motion to prove the
exaggerations that have been improved by
[1:52]
the
office all right a measurement to
[1:55]
approve these generations
that have not been injected by the
[1:59]
assessor's office any current question
or discussion
[2:02]
although the paper single paper saying
aye aye
[2:06]
we do have three exonerations that have
been
[2:10]
objected to by the assessor's office due
to taxpayer error
[2:13]
they are for uh taxpayers
[2:19]
selling sleep
[2:30]
to approve the exonerations that have
been objected by the assessor's office
[2:34]
or the three
business street taxpayers i'll make a
[2:38]
mission to approve the exonerations
at the police office
[2:44]
all right we have much to prove these
have been objected to by the assessment
[2:49]
the papers officers saying aye those
opposed no
[2:52]
no motion carries
i guess emotions don't matter that's
[2:57]
that's the problem
[3:01]
all right next up we have re-appointment
of mr john coleman
[3:05]
to the civil service commission for a
four-year term
[3:09]
this will be effective immediately to
expire on june 30th 2024.
[3:15]
if there's no objections to approve uh
the reappointment of
[3:19]
mr john paul to the civil service
commission for a four-year card
[3:22]
i'll take a commission to approve our
appointment mr john coleman to the civil
[3:26]
service
commission all right mr table to appoint
[3:30]
mr caller through the civil service
commission any further question and
[3:32]
discussion
all the paperwork saying aye aye
[3:40]
next we have an application for the
morgan county unsafe structural property
[3:45]
enforcement
agency that's a lot of words that's the
[3:48]
dilapidated building
board committee that commissioner reed
[3:53]
sits on
um not terribly often we get applicants
[3:56]
for that
committee so this is uh mr it's charles
[4:01]
walker he goes by scott
and a lot of people here you know mr
[4:03]
walker um
you guys have any i mean look at his
[4:08]
resume
you guys have any questions or
[4:09]
discussion about that
to approve mr charles walker to the
[4:14]
morgan county state structure property
agency for a
[4:17]
uh two-year term but it will expire
until december 30th of 2022
[4:22]
i'll make a motion to approve charles
blocker to the board county on the
[4:27]
and property enforcement agent for a
two-year term for the question of
[4:31]
discussion promotion
all the favors say aye aye mr carey
[4:45]
all right up next we have the uh
approval commission president to sign
[4:48]
the emergency absentee voting policy
[4:53]
oh this is the
this is the thing we've talked about
[4:58]
folks that are in the uh health care
facilities
[5:01]
there's some homes and things and we
sign this everything
[5:04]
every every election
[Music]
[5:09]
to um the morgan county emergency
absentee voting policy
[5:13]
make a mission to authorize commission
president to sign the emergency absentee
[5:18]
during the policy
any further question for special emotion
[5:22]
paul's favorite team five saying aye
aye
[5:28]
next up is the approval of commission
president society
[5:32]
um emergency absentee voting
commissioners document this is where we
[5:39]
appoint
two two staff members from the
[5:42]
county clerk's office to serve as
commissioners
[5:47]
two from the democratic party to the
republican party
[5:51]
we have uh her four boys this is tyler
and steven
[5:55]
um representing the democratic party mr
spring webster
[5:58]
and republican party i entertained a
message to approve the emergency house
[6:02]
team
absentee voting commissioners as stated
[6:06]
i'll make a measure to approve the
emergency absentee banking commissioners
[6:11]
all right for the question of discussion
all the papers
[6:15]
say hi caries
all right next up uh we need to talk
[6:23]
about i meant to do this
last name i forgot we um
[6:28]
historically we have been closed court
hospital closed on friday that
[6:32]
all the apple butter festivities start
mostly due to congestion and traffic and
[6:39]
just
they need parking lots and it just
[6:41]
becomes a real mess if we're in here and
working so
[6:43]
we've been closing on that day
unfortunately as we all know the apple
[6:47]
water festival has been canceled for
2020.
[6:51]
so the discussion that we have is
basically we're going to we are going to
[6:56]
be open
on friday october 9th
[7:00]
i'll throughout my opinion i believe we
should probably be open that day
[7:05]
we already closed on monday
and um i know it's a nice four-day
[7:09]
weekend but
[7:13]
closing was because of all the
trafficking
[7:17]
i think since that's canceled right
that's my opinion does anybody have a
[7:20]
different opinion
[7:24]
all right i attended a motion into to
open the courthouse at the courthouse
[7:28]
open
um and as always
[7:32]
i'll throw this caveat as always someone
had something planned or something like
[7:36]
that i mean it's always a program of the
elected official to do
[7:39]
what they need to do but if the
courthouse is open in the office
[7:54]
on friday october the 9th
due to apocalypse we'll make a mission
[8:00]
to
approve the courthouse on friday october
[8:06]
all right for a question with a special
emotion all in favor single pop saying
[8:10]
hi
[8:21]
fairfax street
all right
[8:36]
all right so this is the uh this is the
property over here behind i believe
[8:40]
behind bb
correct and this is property that
[8:45]
the trump family owns and they basically
let us use that property
[8:50]
all they ask for in return is that you
pay them the amount that they have to
[8:54]
pay for the property taxes
so that's how it's been for every year
[8:58]
since i've been here
um for the record that amount is 1
[9:04]
230 and 24 cents that equals the amount
of property taxes they pay for that
[9:10]
property
maintain a motion to
[9:15]
authorize the commission president to
sign the lease
[9:18]
with a trump family to lease that
parking lot
[9:22]
from the corner of mercer fairfax in the
amount of 1
[9:27]
230 20 portions make a mission
to authorize commissioner president to
[9:33]
execute the lease with the trump family
a lot of crime on the corner of fairfax
[9:39]
commercial street in the amount of 1230
dollars and 24 cents
[9:44]
anybody question discussion over motion
all those people are saying aye aye
[9:59]
all right now we're up to the fun parts
end items are up next uh we have some
[10:05]
wonderful ladies from the community here
from the daughters of the american red
[10:08]
revolution and they are here to make a
proclamation declaring september 17th
[10:14]
through the 23rd
as constitutional week here in morgan
[10:18]
county
so we do have a proclamation here
[10:23]
the resolution i guess it is but i think
some of them have some
[10:27]
a couple things they'd like to say so if
you all don't mind if i'll turn the
[10:30]
floor over to you
i'll just remind you that we can read
[10:33]
that but the
camera's rolling so you guys can talk to
[10:36]
talk to the folks that are watching
well first thank you very much
[10:52]
i believe in the united states of
america
[10:55]
as a government of the people by the
people
[11:04]
a democracy in the republic the
sovereign nation of many sovereign
[11:10]
states
the blind perfect inseparable
[11:15]
established upon those principles of
freedom
[11:18]
equality justice and humanity
for which american patriots sacrifice
[11:25]
their lives and fortunes
i therefore believe it is my duty
[11:30]
to my country to love it to support its
constitution
[11:35]
to obey its laws to accept its flag
and to demand it
[11:43]
thank you all so much all right so we
have
[11:47]
uh in addition we have our proclamation
here
[11:50]
and i'll agree because it's pretty short
um whereas september 17 2020 marks the
[11:55]
233rd anniversary of the drafting of the
constitutional united states of america
[11:59]
by constitutional prevention
and whereas it is fitting the proper to
[12:02]
report official recognition of this
magnificent document and its memorable
[12:05]
anniversary
into the patriarch celebrations which
[12:08]
will commemorate
and whereas public law 9-15 guarantees
[12:12]
additional proclamation each year
by the president of the united states of
[12:15]
america designating september 17th
through 23rd as constitutional week now
[12:20]
therefore we by virtue of the authority
is the old county commission
[12:24]
hereby proclaim the week of september
17th through the 23rd
[12:27]
as constitutionally and ask our citizens
to reaffirm the ideals
[12:32]
of the framework that the framers of the
constitution had
[12:35]
in 1787 by visually protecting the
freedoms guaranteed to us through this
[12:40]
guardian of our liberties
remembering that lost rights may never
[12:43]
be regained
and then i entertain a motion to approve
[12:48]
um
the resolution has read make a mission
[12:52]
to approve the proclamation
all right this is for again for making
[13:00]
uh proclaiming
september 17th to 23rd constitutional
[13:03]
week here in northern county
[13:17]
oh absolutely
[13:32]
just
[13:37]
[Music]
[13:57]
all right
[14:56]
oh
[15:10]
oh
[15:18]
[Music]
[15:23]
thank you thank you very much thank you
thank you thank you
[15:32]
i hope so honey it's been terrible
[15:53]
banking administrator um steve's witness
from cmd bank
[15:56]
and i'll ask you if you don't mind to
come up and um
[16:00]
i mean i know you're speaking to us and
i know i've heard some of this but these
[16:04]
children probably don't know exactly
what the kind of background is behind
[16:10]
what you guys are trying to accomplish
here so if you want to
[16:13]
if you just want to kind of speak to us
just kind of speak across so they can
[16:17]
hear you out there
personally absolutely so the idea behind
[16:20]
an administrator you guys already do
have
[16:23]
an administrator the idea behind an
administrator is to
[16:27]
manage the digital environment as far as
who has access
[16:31]
online and what that assets consists of
so it's a completely customizable
[16:36]
environment where
one person would go in and create users
[16:40]
delete users
change user abilities and
[16:44]
they're right now there's a clear
process in regards to how that
[16:49]
should work within the account so
the idea being that a process be created
[16:54]
where there's an authorization request
and an authorization approval or deny
[17:01]
and that's a documented system
and the records can be kept on and says
[17:06]
okay you should have access to which
account
[17:08]
in that online banking environment and
what should they be able to do while
[17:11]
they're there
so that's that's really the idea behind
[17:14]
this and it's
ensure that there's efficiency in the
[17:18]
process and that every
shareholder knows some kind of access to
[17:23]
the accounts
and why they need that access to the
[17:26]
account it could be the only access it
could be transferred from that access
[17:30]
it is what starts who can do what
the other thing i get behind is the
[17:36]
assignment of an administrator
and every cash management or online
[17:40]
banking customer seeing the event
has an administrator assigned to it and
[17:45]
this is just kind of formalizing that
process
[17:47]
within the shares account okay
so i mean i know you guys know this but
[17:52]
you get those uh
get those sheets every month from ken
[17:56]
and
all those funds that are on there a lot
[18:00]
of them at least now some of them are
not but a lot of them
[18:02]
are actually different bank accounts
like they
[18:05]
like farmland for instance
um i'm only saying that to say that we
[18:12]
have the general account and most
different things we do
[18:14]
most most of the business we transact in
here on a
[18:18]
week-to-week basis pay a roll all those
things
[18:21]
come in all the revenues mostly come in
and out of
[18:24]
the general account now you'll have my
president's wholesale money will come in
[18:28]
that's an infinitely separate account
um one of these for a lot of these
[18:32]
accounts like
the county clerk's office controls a lot
[18:37]
of what goes on in this account and we
have a lot of them as well that
[18:40]
the county
[19:00]
but the thing is heather
heather doesn't even have any
[19:05]
authorization to use any of the accounts
receipt or do much of anything in all
[19:08]
the accounts that
are controlled over the sheriff's tax
[19:11]
office so it was suggested by the bank
that we come up with a process where
[19:15]
we kind of have somebody who is kind of
like out of the
[19:18]
kind of outcome for the money so to
speak that's kind of
[19:22]
a science who can do what in these
accounts um
[19:26]
and we came up with it would be a good
idea to have our county administrator
[19:31]
be the banking administrator that way
anybody that has a request you know we
[19:37]
have to go through them
and we would be aware of who was asking
[19:42]
to be able to do what and what accounts
i mean some people will need an account
[19:45]
so they can only see them
some people can get into the accounts
[19:48]
they can write checks some people are
not transferring money
[19:51]
you know but then some people are so
that way we would be able to keep a
[19:55]
record of that
you can do one on those accounts so i
[19:58]
mean i don't know if i've explained it
properly but yeah absolutely and
[20:02]
certainly
you know with the size of accounts that
[20:04]
have the number of accounts that you
have
[20:06]
and the number of folks that have access
to those accounts
[20:09]
it's definitely best to have a procedure
in which you can manage that access
[20:14]
you know our customers run the variance
and size of smaller customers who only
[20:18]
have two or three users
certainly that's a lot easier for them
[20:21]
to manage however
you you guys have you know over 20 i
[20:25]
believe 27 accounts at this point in
time
[20:28]
and uh it's important to keep in mind
that
[20:31]
with all of those different sciences
that are
[21:01]
the process to write check so people who
have to write the checks
[21:04]
uh which is of course the clerk's office
i think giving them the right checks as
[21:07]
well
and new transfers for sure um they
[21:10]
really shouldn't be the ones that are
also giving themselves
[21:14]
the authority to do it so by taking that
and putting that in the commission
[21:19]
office it will give us a kind of a way
to kind of have a good
[21:23]
a good handle on it and also have a
paper trail and we're about to create
[21:26]
the process totally by ourselves
and these guys have a process that other
[21:30]
folks use that
that will work we do we probably are
[21:33]
going to have to officially
adopt you know a boilerplate policy that
[21:38]
they might help us
put together um a future meeting here
[21:41]
soon just to
just have our process down and then we
[21:44]
can distribute that and then folks would
know
[21:47]
um but we have everything squared away
to start with
[21:50]
the way we basically the way it is now
there won't be a lot you know
[21:54]
there's a lot of activity in this we
don't have a lot of people changing
[21:58]
it's only if you have changing in
people's duties or you might
[22:01]
you know you can't retire one day and
then of course everything changes you
[22:05]
know
things like that but we'll get it all
[22:07]
set up squared away to start with but
then we'll follow a procedure
[22:11]
that's basically trackable all right so
um this mean i think we could just go
[22:18]
ahead and make the appointment of
the cmb online banking administrator
[22:22]
county and then
future meeting will adopt a policy that
[22:29]
kind of
uh outlines the steps taken to
[22:33]
have people work or add permissions to
certain
[22:37]
accounts so i'll our measurement to
approve the canada administrator
[22:42]
as the morgan academy's cnb online
banking administrator
[22:46]
i'll make a blessing to prove our
administrator
[22:50]
to be the only administrators
[23:02]
um he's also here for the next item on
the agenda
[23:06]
which is a discussion about a citadel
bank
[23:09]
now this is a probably a little more
complicated
[23:14]
yeah i have my package still for me
[23:34]
um
there's a couple of particular points
[23:39]
to consider moving to this this type of
account
[23:46]
there's three advantages that i you know
that i
[23:50]
i can think of the simplest easiest way
to explain things one
[23:53]
fdic insurance although insurance is 250
000
[23:57]
as you guys know we have quite a bit
more dollars
[24:00]
particularly our general account at any
one given time
[24:15]
second thing is that this type of
account
[24:18]
i don't know if a steep account is the
right term
[24:21]
that's i think what people would
recognize it as it's a type of account
[24:25]
that
um over a certain threshold will put
[24:28]
money into kind of a side account that
gains
[24:30]
interest so more on a daily basis you've
got you know a chunk of that money
[24:35]
in an interest varying account where now
the entire general account just sitting
[24:38]
in a very very very low
interest bearing account really doesn't
[24:42]
it really doesn't produce any interest
to speak of and then thirdly by putting
[24:47]
money
in this and he wants to explain this a
[24:50]
little better it allows the bank
in some way to
[24:55]
have permission to use money they exist
to be able to load money
[24:59]
and that allows them to be able to use
that particular money money that's in
[25:02]
our accounts to load them
that doesn't mean they're loading our
[25:05]
money out but it allows them to have
higher threshold
[25:08]
money to loan out to local folks local
businesses
[25:12]
at the end of the day kind of helps out
the community in that way um
[25:16]
you might have to explain that a little
better but that's that's an ad benefit
[25:19]
as well i mean there's no
it's not that they get any preference
[25:23]
for a load because we have this money in
this account
[25:29]
fdic insurance is capped 200 000
so west canadian state code requires
[25:35]
that all
virginia entities public entities where
[25:39]
public tax dollars are deposited with
institutions
[25:43]
they're going to be secure so there is a
security measure in place
[25:47]
and it comes in the form of a lock so
we're purchasing a bond
[25:51]
based on your needs as far as security
for your deposits and your actual
[25:56]
balances
and that bond is being purchased by cmb
[25:59]
bank in our name
and it's transferred over to your name
[26:03]
and then our failure
so they didn't have to be listed as the
[26:06]
beneficiary of that bond that we're
purchasing
[26:09]
so we are purchasing a bond and that
bond is usually
[26:12]
it's a public another propaganda
purchasing
[26:15]
but it does act as security that means
west virginia state code for making sure
[26:18]
your deposits are secured with us
one of the problems with that with that
[26:23]
bond is that it's a
marketable security it can lose value or
[26:27]
gain value
certainly but in the sense that
[26:31]
if there is a financial emergency that
is occurring in nationwide
[26:35]
economic disaster and banks are closing
usually that bond value is going to
[26:39]
probably go down on the open market
so you're going to hold the security
[26:43]
that is going to most likely be losing
value at the time
[26:46]
if we were to fail okay and this is all
again based on worst
[26:51]
we're very financially sound and i do
remember information factored in there
[26:54]
about
our financial uh performance last year
[26:58]
so
this is all really just a neat nature
[27:01]
mean state code to making sure that the
public tax dollars are secured property
[27:06]
so that's bond is what we currently have
in closed
[27:09]
the citadel account is um
taking that bond and reducing it or
[27:14]
eliminating it
and allowing those funds to become ftic
[27:18]
insured
100 percent fbic insurance the network
[27:22]
the citadel network can
can fds insure up to 30 million dollars
[27:27]
of deposit
that's down to a network of banks and
[27:31]
basically the
is that we're stalking the fantasy
[27:34]
insurance certificates with a network
event and in that packet i have included
[27:38]
a list of those banks
that are participants in the network
[27:41]
okay
so what this does is it allows for a
[27:45]
safer amount
of insurance and security costs because
[27:49]
as far as
insurance is concerned fbsc insurance is
[27:54]
by far no superior method because it is
six percent can be guaranteed
[28:00]
so that's important to know um so
when we talk about uh cbd's balance
[28:06]
sheets for a moment
when we purchase that bond those funds
[28:10]
are leaving
the event really only purchasing a
[28:13]
security with those funds
when we do that those funds are leaving
[28:18]
a local community
and we're not allowed to lend money
[28:22]
against those homes
this product keeps those deposits on
[28:26]
cnb's balance sheet
which means that they're available for
[28:29]
our local levy members
and that's through our footprint here in
[28:33]
the eastern panhandle of course morgan
county as well
[28:36]
and those deposits are going to stay on
our balance sheet and that means we're
[28:39]
allowed to lend them out to
local businesses local individuals
[28:43]
mortgages
car loans business owners you name it
[28:46]
all these living activities that seem
humane
[28:48]
performs your deposits will be available
for those efforts
[28:52]
so that's the community aspect of
keeping the money here in morgan county
[28:56]
as opposed to sending it out to a public
entity
[29:00]
on the other side of the country and
purchasing a bond program
[29:03]
so that's the idea of keeping your money
i think i covered uh
[29:25]
but um and it is a sweet between
indicator we call sweet products so
[29:30]
you guys can choose a target balance on
any one of your accounts
[29:34]
and that target balance is what's going
to draw an automatic suite
[29:37]
to and from that citadel network if you
will so the votes are 100 available to
[29:41]
you all the time
from a liquidity perspective you means
[29:45]
nothing so
you're only gaining the ability to keep
[29:48]
those ones
[29:51]
all right so that's you guys um i kind
of had a lengthy meeting
[29:55]
with um steve and rebecca stopper and
the sheriff and uh kim michael so
[30:02]
i've heard all this before and
[30:07]
reconciles that um on a monthly basis so
she had a few questions
[30:10]
and um i think we kind of ironed out all
the concerns that we might have had
[30:14]
but you guys if there's anything you
guys are thinking about
[30:18]
this will be the time to ask because i'd
like to take a vote or whether or not we
[30:22]
want to
sign the agreement we can choose which
[30:26]
which accounts
will be kind of in this you know i mean
[30:29]
we have a couple that are
you know a decent amount of money in
[30:34]
them what kind of
so the accounts that are in interest
[30:38]
rates a little bit higher interest rate
on this
[30:40]
they're in the same interest rate
[30:44]
but there the benefit is the added fdx
insurance insurance
[30:50]
and then the ability for their sons to
be staying on their backs that's right
[30:55]
i might have spoke about that about that
all right so i thought there's only like
[31:02]
two banks
virginia ones and romney and you guys
[31:05]
it's just like a
medium-sized bank you guys
[31:11]
yeah absolutely so this is a vendor
banks uh programmers they help us manage
[31:17]
this
program with administrators locally and
[31:21]
they provide that network of banks as
you're discussing
[31:24]
that network of banks and the reason
that i
[31:27]
always provide that to my customers to
you
[31:30]
is that if you have accounts of those
institutions
[31:34]
we want to make sure that we do not
accidentally co-mingle funds
[31:37]
so that you would exceed by accident and
exceed your fpic insurance limits with
[31:42]
that institution
so that's why my list is provided
[31:57]
we will not invest those funds in that
institution we will not swap those
[32:00]
fpsc insurance certificates with that
institution so
[32:04]
that way you don't have a problem of
accidentally exceeding that usc
[32:08]
insurance limits
of that 250 000
[32:26]
the bond itself people hired and that is
a market driven
[32:30]
and that can change as that bond remains
on the triggers and we do that every
[32:34]
year
we actually i think just a few months
[32:37]
ago prior to july 1
we issued that bond
[32:53]
i think what our thoughts was we were
talking about it was
[32:56]
most of the smaller accounts and then
because each one would have to be kind
[33:01]
of a separate thing about that we're
just going to mostly start concentrating
[33:06]
just on our
general account because it's the
[33:22]
there are a couple others that that we
have has 400 so
[33:25]
the capitals count has 460 000 or so in
it
[33:28]
um she does keep that though in like
some cds
[33:32]
i got a good portion of that and stays
in some of the transparent cds
[33:36]
that she's allowed to
liquify if you need to do it if you need
[33:41]
to spend it on a project or something
but um so i don't think we want to do
[33:47]
you know those per se
and i don't you know i'm not probably
[33:50]
not
[34:04]
[Music]
[34:19]
number of accounts that you wanted to um
and perhaps it's something that you you
[34:23]
love and you want to expand that down
the road absolutely that's fine
[34:26]
perhaps it's not sometimes it's
something that you pull back from as
[34:29]
well so
the options are very opportunity
[34:34]
penalty or delay and availability of
funds
[34:37]
for closing the service down if you
decide any time
[34:42]
and i'll certainly work with the
administrator in regards to
[34:46]
the process
[34:59]
a little more secure instead of having
marketable security backing up
[35:03]
our account we have insurance
so it's 100 sure whereas the market was
[35:09]
true like if someone goes bad
and cash that thing is you can't make
[35:14]
eight percent of
[35:25]
account reconciliation on a monthly
basis so we are adding an account and
[35:30]
i've got customers do it either way from
an accounting perspective
[35:33]
as far as adding a new account on their
website
[35:38]
or not because really it is going to be
tied to one of your operating accounts
[35:42]
if you will
again that money is going to be flowing
[35:44]
back and forth so you could consider
that operating account to be the same
[35:48]
balances as the only patterns just the
that part of the chamber here in this
[35:51]
fbic insurance environment or you could
go the other way and actually have a
[35:56]
separate ledger for the subject
uh fpsc aspect of it again
[36:01]
they're connected to each other so a
better customer's look better than my
[36:04]
account and my customers look at it in
the student accounts but i can certainly
[36:07]
assess the requirements for that process
personal opinion and experiences that
[36:11]
you would want to look at as one account
because if you look at it as two
[36:14]
accounts then you actually try to track
the one because
[36:17]
every day you're driving crazy and
that's what i think tim was actually
[36:20]
concerned about a little bit
and so that's why i think when we start
[36:22]
people are going to do it start kind of
with the volatile
[36:25]
see how it goes make sure she's strong
with it it doesn't change anything for
[36:29]
us i don't think i'm changing
the corporate office but it does change
[36:31]
something for the share of tax box
potentially and that's the management of
[36:35]
a second you know account or at least a
leg
[36:38]
of
[36:52]
for something
[Music]
[37:06]
as far as closing the programming
challenge it takes about three or four
[37:08]
business days for all meetings to occur
just to close the account but again even
[37:13]
before it's closed
100 of those funds are available to you
[37:17]
with the stroke of a check so you create
a check
[37:20]
and again there's no no restriction
limitation on being
[37:23]
able to access those funds but closing
down the accounts a few step process
[37:27]
which takes key business states and then
make sure everything's reconciling
[37:31]
correctly
and we can set the threshold um
[37:36]
meaning we could set it to where you
know we know what we need for
[37:40]
you know a general month for two months
or whatever and we know what comes into
[37:43]
that account also
typically on certain times of the year
[37:46]
we can say that's where only a portion
of
[37:51]
and honestly that could eliminate a lot
of the transparent
[37:55]
now it might not even change very much
because you know you'll say
[37:58]
this much is here and you said it you
have a rest in there
[38:01]
and so anything happens below
[38:15]
[Music]
[38:22]
most people that need the operating
income
[38:25]
the liquidity of it they put it in an
account like this
[38:28]
i think we did because it was injured
[38:44]
or
[38:59]
for the citizens of one county if we did
this
[39:03]
expansion it's probably not just
cmb in general so it could be you know
[39:10]
washington county berkeley county
wherever they operate as well that's
[39:13]
correct so again we have a dedicated
team of lenders
[39:16]
officers commercial loan officers retail
officers
[39:20]
uh that are out on the street if you
will selling
[39:23]
our products and services so um you know
the
[39:26]
answer to that to that question is
really as much as we can
[39:29]
our goal as a bank is to lend out to our
local community
[39:33]
we are a community bank and that's part
of our core mission
[39:36]
and to the benefit of the community
because of the business centers for the
[39:39]
benefit
of individual mortgage owners
[39:43]
you name it so um you know as far as
how much of it well 100 of what you guys
[39:49]
put into that
is going to be available to that mission
[39:53]
but i can't give you a soft number as
far as
[40:09]
okay uh no of course not yet i mean i
think the reason why that's all
[40:13]
the case is because it does help today i
mean it helps us
[40:16]
uh in the insurance aspect but it helps
the bank too because it gives them
[40:19]
a capital lend so i like to see
[40:30]
because they want to encourage people to
do it because they want
[40:33]
you benefit as well that's excellent a
healthy
[40:51]
for those guys and um
if you guys don't i mean i think we
[40:55]
could just entertain motion to move
forward with the process
[40:58]
that we'll take a little bit of doing i
got some things to do again i don't
[41:01]
think we can sign it
but i think we'll give our blessing to
[41:04]
it and kind of give them
give the sheriffs a share the blessing
[41:09]
to do it and sign this move
with it and we'll double check and make
[41:13]
sure that you know that
kevin michael is okay with it she's
[41:18]
comfortable with it
[41:23]
oh yeah
[41:32]
with their state
[41:46]
um approve i guess improve the share
to move forward with the
[41:54]
citadel banking to approve the citadel
banking program between
[41:58]
the martin county commission and cnba
i'll make a motion for the sheriff to
[42:06]
move forward
with the
[42:10]
agreements with banking
and i yeah just basically just
[42:18]
uh to move forward the process of
putting our funds in a sit-down banking
[42:22]
program
um you know in conjunction with somebody
[42:24]
bank so all right we have emotional
tablets to approve that process
[42:28]
before any clear question or special
promotion
[42:32]
all this paper will seem probably saying
aye all right
[42:36]
promotion here well steven we certainly
appreciate you
[42:40]
taking the time to come over today and
to chat with us
[43:01]
as well so uh
[Music]
[43:19]
i really appreciate it
[43:46]
for one reason or another and i don't
have any idea for how long but for the
[43:50]
holes i've been here
and back for some years before that
[43:54]
we they've never asked us for funding
but we pay for their
[44:02]
internet and their phone oh yeah
and um so they have
[44:10]
i think the most which is basically the
frontier and
[44:14]
well that's all we'll say about that but
they have been
[44:18]
desperately needing to secure a more
reliable
[44:22]
internet service
[44:26]
and they have of course they've been
right on the main drag so they have
[44:29]
comcast available to them
so they reconnect to comcast and
[44:35]
they got the pricing from comcast
and they submitted that as a request for
[44:43]
reimbursement so
[44:48]
as i told them going forward i'd like to
fix that fundamentally
[44:51]
let's fix the department where we have
your old feel comes to us
[44:55]
and that you know it's one thing that in
a meeting be able to give someone
[44:59]
funding because they come in and ask
them give it to them it's another thing
[45:02]
to just
kind of build that comes to us that we
[45:04]
pay and i'm not sure the history of the
background on it
[45:07]
so i said well fix that i said you guys
are moving forward
[45:11]
the villains come to you all and then
you all feel free to make a request to
[45:15]
us
and i told them that you know
[45:17]
unfortunately you have to make the
request every year
[45:20]
um they understand that i told them that
there's no guarantee we will
[45:24]
honor the request every year
they understand that as well but just
[45:30]
again for
historic purposes we've been paying i
[45:33]
can't i don't have an email up
it's literally like 200 i mean it's not
[45:38]
that much more we're going to switch
over
[45:40]
to comcast and use their service rather
than to use the service they were
[45:44]
getting through
[45:52]
[Music]
[45:58]
back in march but she i told her to get
the most updated
[46:02]
pricing she could and so she did
and the total cost reimbursement would
[46:10]
be
[46:12]
2961.23
[46:25]
the updated request is and 23 cents
then round up didn't ground down that is
[46:33]
the request
again we will the difference don't have
[46:38]
it in the market we had an email thread
but it's not here in front of me but the
[46:41]
difference is it's like
what we're already paying so i just want
[46:45]
to make that clear
it's not i mean we are obviously given
[46:49]
the money but
for whatever reason is already in our
[46:54]
budget
[47:08]
um another
what is that well it used to come out of
[47:15]
right out of our phone i mean come right
out of probably 420
[47:19]
because it was just in the building when
we were doing our budget we just made
[47:24]
the budget
we adjust that budget for the telephone
[47:26]
bill accordingly so that's that's where
it always did come out
[47:28]
but that's all this will come out this
will come out here
[47:48]
i think it was around
[48:39]
[Music]
[48:43]
but these guys have always done good
work i appreciate all the services they
[48:46]
provide
anyway the request is for 29 61-23 i'll
[48:51]
entertain a manager to approve
um funding requests
[48:56]
from the local county partnership and
that again
[49:05]
[Music]
[49:41]
all right
[49:55]
here um at the same time or since i'm
not here
[49:59]
we also have this jean moser with us and
also our
[50:02]
administrator and they can give us
hopefully go ahead and give us the
[50:05]
update on the bicentennial celebration
we talked about this a couple weeks ago
[50:10]
it was depressing that
our bicentennial was zapped by a
[50:15]
pandemic but
those guys can give us
[50:25]
lift your truth joel i am
so stressed to hear you say that
[50:34]
i will i mean you know first of all we
still have six months to go
[50:39]
secondly we've gotten a great amount of
stuff
[50:42]
done now if you remember a year ago
today
[50:46]
i was the only person thinking about the
meal
[50:49]
i came to you guys you were very
responsive
[50:53]
stephanie signed on and we laid out our
plans
[50:57]
and devolved and i had two goals
one was that people would know about
[51:02]
daniel morgan
and the second ones that they would know
[51:05]
about working in
and i think we're doing a great job on
[51:11]
those goals
i guarantee you there's a lot more
[51:14]
people talking about
both of those things and there was
[51:19]
a year ago i know a lot more
[51:24]
you know i did finally get in touch with
the author of the book and he is going
[51:29]
to come
so you know we still have stuff and i'm
[51:32]
going to do a talk
at the museum in august about daniel
[51:37]
morgan and george washington
so we're still working on danny morgan
[51:41]
we have two
cutouts lifestyle cutouts we have a
[51:45]
great logo
we have a slogan we have not one but two
[51:49]
t-shirts
like certainly um we have
[51:54]
the quilt which i think is the most
amazing video
[52:02]
did all that um giving it to the people
of morgan county and you have it here
[52:06]
forever
i mean that's fabulous we've got people
[52:10]
you know we've got a song
and all the kids have been singing we've
[52:14]
got something
[52:21]
[Music]
[52:39]
[Music]
[52:43]
the two lectures
[52:54]
[Music]
[52:58]
um
[53:13]
and the civil war video is almost done
uh the train the railroads will
[53:22]
be going that lecture will be done in
september
[53:26]
the church of christ has stepped forward
and offered
[53:30]
their location for us because they've
got an apparently
[53:35]
big state of the art in place permanent
live streaming that they're going to let
[53:39]
us
use um so it's exciting
[53:47]
well i don't know the new pastor and
tommy swain
[53:50]
came to us his name yeah
[54:09]
and he answered me in this thing and
says i wrote a song about samuel
[54:12]
crawford who was in valuable.com
you know it was in the 1880s
[54:34]
yeah it was great i mean there were 25
people
[54:38]
there i was real pleased with that
[54:43]
so that's going to be a great video
steve french does a wonderful job and
[54:47]
he's going to do
the railroad so i've been working now
[54:52]
you know now that i have sort of all my
data and medical stuff and put on all
[54:55]
these stories i've been working on the
morgan
[54:57]
history timeline and
it's fascinating i mean it's really
[55:03]
amazing
and the whole railroad piece of
[55:08]
how between 1900 and 1930
these towns appeared they were huge
[55:17]
i mean there was a stockyard a cherry
rock
[55:20]
where they would keep the paddle and get
on them off the trains
[55:24]
they were big stations and then by 1930
virtually all of them were gone
[55:30]
and these little towns just disappeared
i mean magnolia was a
[55:34]
variety that they took movie theater
[55:38]
and probably before they would have even
in berkeley springs
[55:43]
and then the train stopped being the key
thing
[55:46]
and
[55:53]
to me that's so extraordinary to think
about
[55:58]
how there have been these waves of what
was important
[56:03]
and what wasn't important how people
related to them
[56:08]
what these areas were and that's all
going to be
[56:13]
collected there's going to be an
incredible archive of information
[56:19]
and we will be able to do a curriculum
by the end of this even if we can't do
[56:25]
it quite yet we will be
and if good if there's still work
[56:30]
happening
at the end of the year i'm not going
[56:33]
anywhere
this is going to be finished we're going
[56:36]
to have an included at the museum
and maybe even a book i mean i'm sitting
[56:42]
on all this information
i intend on sending all of this to the
[56:47]
state
archives to the state museum and
[56:50]
definitely to the humanities people who
turned us down
[56:56]
and see what we did without you
so it's i don't want you to be depressed
[57:03]
yes we have been
a big outing we're not going to have a
[57:08]
parade in the parade but
the d.a.r ladies have such a wonderful
[57:15]
time with their team they want to do it
every year
[57:18]
now well that's cool and we had fun for
morgan county day great and it was a
[57:24]
weird picture
lots of hundreds of people but it was
[57:27]
something
and it will certainly represent what
[57:30]
2020
was um today
[57:36]
lori and i and stephanie will look at
them look
[57:40]
at the progress
and this is our third segment of the
[57:45]
photo contest the first segment
we had two entries this segment we had
[57:52]
67 and it was like
wow people weren't giving it we did only
[57:59]
have
one video show
[58:20]
is
[58:32]
a whole series of belly dancing pictures
all over the world
[58:39]
perfect that's when we all enjoyed
that you would have told me to do that
[58:47]
so i was so excited it was like okay
people are yeah they're getting it
[58:55]
they're getting into it
so please don't be depressed okay i'll
[59:00]
be impressed
and we'll have by the end of the year
[59:03]
we'll have something
and even if we don't have another big
[59:07]
part of youth on february
it's okay we're doing it and people are
[59:11]
doing it and people are talking about it
and it's happening and it's going to be
[59:16]
memorable
we did the one of the historical society
[59:21]
ladies
uh did a list of like the top
[59:25]
20 families who were here in 1820 and
who are still here
[59:30]
and
[59:43]
and peggy's working on the list of all
the county commissioners
[59:47]
from 1820 so at some point
that will be able to be held in the
[59:54]
in the courthouse so stephanie you have
a couple other things you want to tell
[1:00:03]
[Music]
[1:00:12]
and
[1:00:26]
as well so and all the videos we created
the morgan county wp government
[1:00:31]
youtube page so all of the speeches the
lectures
[1:00:35]
any videos that have to do with the my
centennial will be on
[1:00:38]
our youtube page
[1:00:54]
yes
[1:01:02]
is it going to be available oh yeah that
picture
[1:01:06]
yes i'll ask bob to do this one that's
credible
[1:01:10]
okay yeah yeah so i posted sort of what
i knew
[1:01:32]
and we have to keep doing this into year
one
[1:01:35]
of this third hundred
[1:01:40]
and it's just it's so exciting to have
all of this
[1:01:45]
down and there forever
and it's already that's on the chapel
[1:01:52]
berkeley springs page
uh on it's on the museum page so
[1:01:57]
it's out there and the videos are
[1:02:02]
and everybody's been great in
[1:02:14]
[Music]
[1:02:25]
well i do appreciate your old work on
this i mean it's uh
[1:02:28]
it's tricky enough to put something like
all this together and then backwards
[1:02:32]
you know setbacks and things and all
this
[1:02:35]
stuff happening and things getting
canceled having to do things differently
[1:02:38]
it's been kind of like
it's a lot of work so i do appreciate
[1:02:42]
everything you guys have
thank you well stephanie and i are good
[1:02:45]
at problem
[1:03:12]
[Music]
perseverance was part of what i said you
[1:03:16]
know the people in this county are
they persevere and just another example
[1:03:21]
of pushing through and getting done
and they're paying attention and they're
[1:03:25]
learning stuff
and now
[1:03:30]
[Music]
[1:03:37]
all right okay that's it i just wanted
to meet you guys
[1:03:50]
good morning good morning
[1:03:54]
uh verse one is highway safety program
okay
[1:04:00]
that we've had for three years
[1:04:07]
so we had an officer who was paid for
[1:04:25]
funding projects over time projects from
duis
[1:04:30]
industry whatever so with that being
said
[1:04:33]
we have a vacancy where we will have
a position that is
[1:04:52]
um
[1:05:00]
talking about manpower currently we are
down in two positions
[1:05:05]
sergeant chimbal and the office schedule
effective the first of september 18 to
[1:05:09]
retirement
there's another officer that's gotten
[1:05:12]
plenty of retirement
i have one officer out on a family
[1:05:16]
medical leader
another officer that may be on the
[1:05:19]
definite
[Music]
[1:05:34]
september i've been trying to hire the
vacancies um
[1:05:48]
nevertheless eight applicants
so uh
[1:06:15]
in the nation's
[1:06:23]
but having said all that you know
asking the commission at least
[1:06:28]
entertaining keeping that position
[1:06:44]
um
[1:07:12]
in schools eight percent of the time
uh deputy rover deputy jenkins
[1:07:20]
brookholder and then two part-timers
um
[1:07:54]
um
[1:08:33]
the last couple years you know we talked
about this in the vacancies and all
[1:08:37]
we've tried to do
um we always instead of having another
[1:08:43]
position we've always been trying to
give
[1:08:47]
across the board additional raises and
then of course we tried to do a
[1:08:52]
hiring bonus which wouldn't hire anybody
to be instituted so
[1:08:55]
then we don't they will still hire
anybody so i mean it doesn't feed you a
[1:08:58]
lot i mean
i understand what you're what
[1:09:00]
republicans but and i don't mind even
saying that we could
[1:09:04]
potentially leave the position because
we have to fund it but
[1:09:08]
at the end of the day to be realistic
it doesn't matter if we have it there we
[1:09:13]
already have three
technically so we add another room
[1:09:17]
that's just
money in a budget and it's just a
[1:09:20]
decision on paper that's not going to
mean anything
[1:09:23]
and i i agree with you it's it's
somatics
[1:09:26]
but i just want to bring it to your
kitchen because
[1:09:30]
maybe we won't be able to have to come
back to
[1:09:57]
[Music]
[1:10:00]
um
[1:10:22]
and just to get a little further forward
um
[1:10:28]
stapleton place and women are almost
able to retire in the next few years
[1:10:31]
yeah so that's where we're at i mean
i keep looking and recruiting and trying
[1:10:38]
to find
retired guys and they want to work
[1:10:41]
part-time because quite
you mentioned that before about
[1:10:45]
something about
i know you have to do certain things
[1:10:48]
with civil servants powerful time and
personally
[1:10:50]
if you mention something about asking
them or a waiver of some sort
[1:10:55]
to go through that process if you
couldn't
[1:10:58]
get some of the good phrases that's
still something i mean
[1:11:02]
to hire a civil service full-time deputy
that's that's a state mandated thing
[1:11:07]
there's no way the only conditional
waiver for that is in emergency
[1:11:10]
situations
which technically have been extremely
[1:11:14]
mean military deployments
you can hire somebody temporarily for
[1:11:18]
90-day appointments
and you can do it again and then do it
[1:11:21]
again you can hire part-timers outside
of civil service
[1:11:39]
to take the money from the government's
highway safety program grant
[1:11:43]
and just transfer the amount and say
okay we're gonna put it in yours and you
[1:11:46]
have another
position at this point you know i just
[1:11:48]
think it's good to be aware of what's
going on
[1:11:51]
i mean there could come a time when you
might want to think about
[1:11:54]
a different approach and again we've
been trying that but it
[1:11:57]
just lags whatever else is in the
surrounding
[1:12:00]
um i don't know we're not loading it but
i think
[1:12:04]
we're just going to start feeling it
lose another you know another person
[1:12:09]
to retirement i mean there's just no one
out there
[1:12:13]
i mean so the three you said the past
what what's their status you said two or
[1:12:17]
potentially
potential down there i mean is there any
[1:12:21]
potential for you
what if they get passed over down there
[1:12:23]
you think they might possibly
want to come to us if berkeley doesn't
[1:12:27]
retire
one of the officers has told me that
[1:12:32]
he will go to whoever hires him first
i'm
[1:12:36]
trying to expedite civil service doing
their thing so they can give me the
[1:12:40]
three
hopefully i'll do something thursday
[1:12:42]
evening friday
[1:13:00]
he's a good young man he's more than
a police officer his father for me in
[1:13:06]
berkeley county has
proudly known us so he
[1:13:11]
the other the other two applicants that
are
[1:13:14]
at least in the road would be rare
cooking
[1:13:37]
all right well that's the situation that
we find ourselves in so um
[1:13:40]
just uh run down the grant i mean the
grant itself
[1:13:45]
if you take out the overtime and uh
something else
[1:13:48]
we have about it's basically about 72
000 total in the salary but that
[1:13:52]
includes the salary the insurance the
retirement portion all those things
[1:13:58]
combined
and then are they taking the vehicle
[1:14:00]
back no
that's why we get to retain the vehicles
[1:14:06]
that's the place
[Laughter]
[1:14:19]
all right
[1:14:39]
all right
[1:14:54]
fencing uh they didn't raise the prices
on this
[1:14:58]
correct statement correct same as it was
last year which
[1:15:01]
i can't hardly believe they're ready to
roll they just need the word
[1:15:05]
yeah and and also i'll throw this in
here for the record
[1:15:21]
their budget is probably the budget we
approve of the project even though
[1:15:25]
it was in it's kind of made it to its
camp so
[1:15:28]
this is the fencing which is not i don't
see it right in front of you but it's
[1:15:31]
not
that it's like it's almost nine thousand
[1:15:36]
dollars
[1:15:51]
the garage
[1:15:57]
we can secure seas vehicles evidence
vehicles
[1:16:01]
vehicles so we've already paid for some
damage
[1:16:17]
[Music]
[1:16:32]
perch absolutely we put together on the
next subject
[1:16:40]
with special purpose
[1:16:57]
[Music]
[1:17:05]
i appreciate that um all right i'll make
it short and sweet
[1:17:14]
long defense um to complete the fencing
around the independent
[1:17:19]
garage this money would come from the
capital reserve fund
[1:17:26]
so didn't make the
[1:17:43]
right
[1:17:57]
and maybe talk through this for just a
few minutes it's been something that's
[1:17:59]
kind of been thrown around
you know west virginia came up with a
[1:18:02]
new wall i think took it back to live
one and i've seen some folks you know
[1:18:06]
that have kind of
legalized their utv or whatever
[1:18:30]
[Music]
[1:18:37]
but there's another you know the fact
that they made that one is this other
[1:18:40]
class of people like i assumed
that they did they're becoming a lot
[1:18:45]
more popular
about that well yeah and you know you're
[1:18:49]
doing
people understandably they're confused
[1:18:54]
state has a law the county has a law now
there's another law
[1:18:57]
that kind of needs a confluence i guess
but then we need to talk to the
[1:19:04]
legislatures about this
many many people are thinking that this
[1:19:08]
is or the new laws there's mud too
because a lot of times it were passed it
[1:19:13]
had to deal with the happiness
a lot of the southern areas of state but
[1:19:17]
you know it was different
so the street legal special purpose
[1:19:21]
videos if you look through there
and it says includes all terrain
[1:19:26]
vehicles
utility training vehicles many trucks
[1:19:30]
so again that's going to conflict with
the county ordinances
[1:20:02]
okay
[1:20:30]
okay
[1:20:44]
then it goes
[1:21:26]
i know
[1:21:32]
yeah so i mean totally something you
won't have to consider what you want to
[1:21:40]
do
now having said this came into effect
[1:22:08]
my opinion is just my ability
i think when you look at our movements
[1:22:13]
and try to marry it up with the new
stage movements
[1:22:16]
where we don't conflict with definitions
or what ourselves
[1:22:19]
imagine we are going to change something
personally i do not personally want to i
[1:22:25]
don't personally
restrict those vehicles but they're
[1:22:28]
allowed anywhere else in the state
i don't want to restrict them into the
[1:22:30]
county and i feel like i have a jeep
wrangler
[1:22:34]
if i take all my doors off my jeep i
literally probably have
[1:22:38]
almost seen people that the gentleman
you were speaking of has to run around
[1:22:42]
it's literally the same i think all the
doors off put my mirrors on the side and
[1:22:45]
i'm literally riding on so i have no
purpose
[1:22:49]
yeah so yeah the way these things are
made now
[1:22:52]
i mean if you look at the side of them
they're the size of like a whole white
[1:22:55]
club
these things are big they're not going
[1:22:58]
on four wheeler trails i mean these
things are made for specific purposes
[1:23:03]
i mean they can do
[1:23:18]
they're more than
[1:23:32]
someone told
[1:24:14]
was
[1:24:32]
yeah all right well that's something
to look at um does he be able to
[1:24:37]
volunteer to
scour up with atv and figure out what we
[1:24:41]
need to change
[1:24:56]
encourage that particular partner
i mean we're sitting around d.c
[1:25:01]
marketplace they would eat maybe guys
downtown and i was in a room of all
[1:25:08]
places and they allowed atd's down there
just driving around i didn't spend a ton
[1:25:13]
of money
running an atv to drive around town
[1:25:17]
that was a glass that's an absolute
glass yeah
[1:25:51]
[Music]
[1:26:06]
all over the place so if you have
another vehicle now that's the
[1:26:10]
insured director don't see i don't
i don't think would be any different
[1:26:14]
that you put there but it says
specifically dnr can be prohibited
[1:26:19]
so it falls back
[1:26:34]
all right when you take a look at it you
see because i know there's a couple
[1:26:37]
complimenting things we just need to
iron out what we want ours to be at the
[1:26:40]
end of the day to keep everybody
safe legal happy not necessarily happy
[1:26:45]
but
[1:27:02]
or change or you know modify this if you
have to go through a preliminary process
[1:27:06]
you put it out for public comments
[1:27:13]
but anyway it's pretty lengthy so we
want to do it the
[1:27:42]
all right i appreciate that
[1:28:11]
thank you sir
[1:28:16]
[Music]
stephanie you're going to be up next and
[1:28:21]
what we need to talk about real quick is
the generator
[1:28:24]
generator for the new 911
[Music]
[1:28:35]
[Music]
[1:28:41]
okay first of all i want to say we're
not going to mention what the numbers
[1:28:44]
are today
because we might if we choose a certain
[1:28:47]
way to go we might
have to rfp this every 25 000 would have
[1:28:51]
to rfp
if we do that it wouldn't be fair
[1:28:55]
wouldn't be fair to
mention the pricing that we have on the
[1:28:58]
two solicitors that we have so
we just won't mention those we don't
[1:29:02]
even really need to mention the
companies
[1:29:04]
just to keep everybody fair we have to
put this off
[1:29:08]
but then me talk a little bit about
options yes um so
[1:29:12]
what aaron did was we had
the power connection people who do our
[1:29:18]
courthouse generator here
take a look at the option of potentially
[1:29:24]
connecting to our existing generator to
see if it would support
[1:29:28]
um the load from the new 911 center
so we did that and then we also got two
[1:29:34]
quotes for
independent generator just for 901
[1:29:39]
standalone generators um those are two
options a third option that's possible
[1:29:44]
that we could potentially explore is
moving
[1:29:47]
the generator from objects oex down here
um
[1:29:52]
to the 911 center too so we have a
couple things to look at a couple
[1:29:56]
options to look at there also is a
company on
[1:29:59]
statement for west virginia and we would
like to have them come out as well
[1:30:04]
i just kind of want to give you a brief
update on
[1:30:07]
some of the options that we're looking
at what potential
[1:30:11]
costs would be associated to it before
we move forward
[1:30:14]
with making any decisions or deciding
which way to go
[1:30:36]
but i know we have two beds that are
basically in the same ballpark
[1:30:39]
therefore installing the new new
generator one is 100 kw
[1:30:44]
and one was for 140 kw
[1:31:01]
in doing something where we just connect
our power supply to the current
[1:31:06]
generator that's here for the courthouse
already
[1:31:08]
we did do a test um actually to see the
circuits in the courthouse they're red
[1:31:13]
our norms are back to the generator so
we did a test on the courthouse
[1:31:18]
one day during work hours to see if it
was on generator how much it was pulling
[1:31:22]
from the existing generator and if it
could hold
[1:31:25]
they knew reported and it did they said
[1:31:42]
talking about is there is a generator
i'm not sure exactly where to flip paper
[1:31:46]
is just from the oh yes up there
currently
[1:31:52]
it does that the whole building uh a
good portion of it
[1:31:58]
if we want to go through the expense of
the trump and moving something that we
[1:32:00]
already have the spotlight already
powered by ours the only thing that
[1:32:04]
remotely concerns me in life
[1:32:23]
so that's not really one of our favorite
options but
[1:32:27]
that was just something that we had
talked about um we personally feel
[1:32:31]
um youth an independent generator by
itself that support will potentially be
[1:32:36]
better just in case something crazy
would happen with the courthouse
[1:32:40]
generator
[1:32:45]
all right and so if we win that option
you see that
[1:32:48]
a couple of walk-ins we have the higher
prices they um
[1:32:52]
obviously
[1:33:19]
let these guys know that we're gonna
[1:33:34]
and these guys are
[1:33:40]
so we will work as quickly as possible
to get the
[1:33:43]
statement contractor in here to take a
look at it hopefully next week
[1:34:00]
all right all right should be before
coming together um
[1:34:05]
the next thing that we have on the
agenda we need to look at
[1:34:08]
is the chemical fire suppression system
um i believe from what i can
[1:34:16]
see i believe we got another quote i've
tried to get two more
[1:34:21]
i reached out to the six or seven
companies provided
[1:34:26]
two centers i told seven or eight
centers talking directors
[1:34:29]
there's two centers that use the second
because
[1:34:33]
the name but the second one the most
recently um
[1:34:36]
that they spoke very highly of them
that's a west virginia company didn't
[1:34:41]
have a market for golf customers
and they go down through the state so
[1:34:46]
and they also offer some other stuff
that
[1:34:48]
aaron was really excited about that made
for the entire facility he deals with
[1:34:54]
five or six different companies
and that company does all of them okay
[1:35:25]
okay so
[1:35:31]
marshall also found at least one maybe
more
[1:35:34]
uh places that they have no fire
suppression
[1:35:38]
where their liquid is uh i
[1:35:54]
so around the wall around orange county
they don't have a system at all they
[1:36:00]
just said well
[1:36:03]
i mean it doesn't seem like that cost
to that extent to me um all right so
[1:36:09]
we'll we'll talk about these a little
bit we have
[1:36:11]
we have a few bits now and i feel like
you know
[1:36:14]
again we'll review the rules it's under
twenty five thousand we try this it's
[1:36:17]
listed three bits well
here try to get some people there's
[1:36:20]
plenty of guys that do regular
fire suppression do not do the uh the
[1:36:25]
oxygen reducing
fire suppression at all uh marshall now
[1:36:28]
has been reached out for another five or
six or seven companies
[1:36:31]
so we're down we've got two pigs we're
not going to get any more beds there's
[1:36:34]
just nothing else to get them from
so we've got two uh one is drawn to
[1:36:38]
controls they are from uh
it says pennsylvania i think they have a
[1:36:43]
place
there's some place fairly close i put it
[1:36:46]
i don't believe they're based unless
they're doing that
[1:36:50]
yeah so their bids for eighteen thousand
seven ninety
[1:36:53]
basically and then we have a company
who's put in a bid
[1:36:57]
fire protection contractors uh brewers
brewery company
[1:37:01]
out of west virginia and uh morgantown i
guess
[1:37:23]
[Music]
[1:37:32]
a matching sensor so it's not the the
agent's not different because of youtube
[1:37:38]
agents that the cost changes
dramatically
[1:37:40]
learn to make sure we're comparing it to
it's the same extinguishing agent
[1:37:43]
the same setup between both companies
that all right so we've got two apples
[1:37:49]
to apples close uh we have ones for
eight four thousand
[1:37:52]
seven ninety two one is for fifteen
thousand even
[1:37:55]
um i didn't take a mission to approve
one of these companies
[1:38:00]
um
[1:38:10]
all right so we have uh we have two bids
18 792
[1:38:13]
and ten measures to 15 on these two
companies to do the
[1:38:18]
fire suppression system for the i guess
it's the equipment
[1:38:21]
server groups or we're all computer
[1:38:28]
controllers
[1:38:39]
[Music]
[1:38:43]
all the favorites props saying aye aye
as opposed to know
[1:38:46]
your carries thank you marshall yes sir
um
[1:38:54]
up next then is uh
press replace the forward air
[1:39:00]
conditioner unit in the 911
tower building at dispatch lane
[1:39:06]
assuming that's apple building it's the
building that
[1:39:09]
keeps all of our entire
[1:39:29]
so there's a building for our main tower
a dispatch wing
[1:39:33]
that controls keeps everything that's
running that tower all the radio
[1:39:37]
equipment cool
the air conditioning units are broken
[1:39:41]
so we have one that's limping along
there are two units up there one's
[1:39:46]
going to walk around here but they
need to replace because that's that's
[1:39:51]
just like our server ring
[1:39:56]
all right so this is basically this is a
power madness yes so
[1:39:59]
this font this is not going to come out
of our quantity it really should come
[1:40:03]
out of
whatever the fund is in the tower
[1:40:07]
i can't remember what a lot of it is but
it's in uh
[1:40:12]
income though
[1:40:16]
anyway the money we that we receive
from the reds that are from folks that
[1:40:22]
are on the towers
that comes into roughly sixty thousand a
[1:40:25]
year i think um
for that for the rents that come in here
[1:40:28]
is that right i'm not saying that right
and um that's where we put spin
[1:40:48]
but now we really need to start
concentrating on some empowerment
[1:40:51]
things that we learned about in our
study
[1:40:54]
so we have uh
i think we have two we have two um
[1:41:02]
so we have two bits here for replacing
that air conditioning system
[1:41:06]
in that building
[1:41:12]
or is that what i'm guessing is probably
hey it's this is like a great unit it's
[1:41:19]
just just basically a building that's
out there in the sun with all that
[1:41:22]
equipment
they're outdoor units but they attach to
[1:41:26]
the building
um they're not they're not foreign model
[1:41:30]
units they're actual
[1:41:44]
because there's only one that's broken
the other one is doing the job up there
[1:41:50]
but we're going to stay
back right this is what's going to
[1:41:53]
happen right if we haven't already
still hanging in there all right so we
[1:41:58]
have two we have two bids
to replace the unit um one is from rh
[1:42:04]
laughing suns orlando 375 one is from
solar air for 1957.
[1:42:15]
i don't think we have any choice but to
fix it uh it will come out of um
[1:42:19]
i think it's 7 12 2161 maintenance
repair recruitment restricted
[1:42:26]
okay
[1:42:31]
all right so i retained a motion to
approve one of these
[1:42:34]
one of these two bids to install the new
equipment at the tower
[1:43:09]
lap and sons in the amount of 9 375
to be paid out of fund 712 to count to
[1:43:15]
2161.
all right we'll continue to approve the
[1:43:18]
um event from rh
to replace the bar unit as level
[1:43:36]
carries
[1:43:45]
all right um nothing left on the
administrator's report
[1:43:50]
and
[1:44:04]
anything else guys all right
[1:44:11]
guys
