receive public comments on the fiscal
[2:02]
year 2013 2014

first thank you mayor uh page 16 of the
[2:20]
budget oh yeah PR L
it uh page 16 of the budget uh field
[2:27]
groomer uh on this year we paid
$10,500 for that groomer but I think we
[2:33]
had uh about $7 8,000 That was supposed
to be paid on next year's
[2:42]
budget and I see we have a lot of Zer z
z for
[2:47]
that I'm wondering where that money's
coming from or where we're going to get
[2:51]
that
money it may be coming out of equipment
[2:56]
Parks and Recreation $1,750
[3:02]
but I I think it should I don't really
think you should uh show it that way I
[3:07]
think it should show that you're paying
the rest of that money off on next
[3:12]
year's
budget next year you're going to look at
[3:15]
Park of recation on equipment you're
going to see
[3:18]
$1,750 and you're going to want to spend

have um at our uh budget meeting down at
[3:42]
the library I asked a lot of questions
and was told that uh the administrator
[3:49]
would get back to me and I never heard
from them and when I asked for the
[3:53]
answers he said oh you have to email
them to me
[3:58]
well uh I thought he was taking notes to
answer the questions I had but I sent a
[4:04]
whole sheet of questions today and never
heard back from him either I heard from
[4:10]
ever which was amazing because he's not
even working for the city yet
[4:17]
um and I sent it all one at a time to
each of the olderman to see if they had
[4:22]
any questions similar mine
[4:27]
um I wasn't aware that we had had uh any
projects for Meadow Brook Drive Road
[4:34]
Project or Scenic Road Project I'd like
to know more on these before we vote um
[4:40]
not sure if the 120,000 will be enough
for French Creek Park ex
[4:45]
extension um I'm not sure the length of
that um marking Market Street parking
[4:52]
lot receive 25% of that
amount so is those changes made in our
[4:58]
budget and what are the completion dates
on any of these
[5:03]
projects um is there any way we can find
a way to pay for Street lighting other
[5:07]
than from our M field packs and is this
for our entire city or just for main
[5:17]
stre Parks and Recreation I see we have
8,750 for utilities are we going to look
[5:24]
at alternative ways to save money on
this maybe uh close the par during the
[5:29]
off
or change the plumbing system and the
[5:32]
constant pressure system so that we can
shut it off and or maybe even get an
[5:37]
estimate with that cost and um
maintenance service for the ground um we
[5:42]
were told this would drop since Bal DS
were maturing but it went
[5:48]
up and I don't know how our expenditures
dropped from 397 207 5,000 down to 21,
[5:57]
350 for Park
and streets we have engineering for
[6:04]
$10,000 if we're doing several projects
is that
[6:08]
enough and the community room
maintenance is a th000 um we need to
[6:15]
address the break situation that it's
located in the library portion of the
[6:19]
building so when the library is Coos and
someone runs the building no
[6:26]
access and their utility tax is only
65,000 last year it looked like proposed
[6:32]
was $
[6:35]
29,6 don't know what the difference is
there and miscellaneous income of
[6:43]
$325,000 I'd like to know what's going
in there because our uh Auditors
[6:48]
recommend that any income or expense
over a th should have its own line item
[6:53]
for the budget for better
[6:57]
clarification and salary aggregation is
all Department salaries
[7:05]
total on that or is it separate I'm not
sure how that
[7:11]
work and revenues are
up
[7:16]
587 225,000 and expenses are up
[7:23]
44488 where do these figures come from
and were some the expenses including a
[7:28]
building inspect and where is that
coming
[7:33]
from and I kind of would like to have
seen uh ending or beginning balance how
[7:38]
be wor it I thought we were going to get
that for the general fund at least but
[7:46]
projected ending balance for this year
or the beginning balance for this year
[7:50]
would be it depending on how you're
looking at it

Anderson Well I spent a great deal of
time the last few days looking at his
[8:18]
budget and I've taught school for 43
years much but another education
[8:22]
advanced
math and I call this best thing as
[8:26]
example of a shell game and that you can
follow through and
[8:31]
anything um and my reest basically is
this I look at the beginning page one
[8:36]
and
two and trying to understand this
[8:39]
because this is so important to
everybody the motor fuel tax for a
[8:44]
revenue for this year was 11
15,28 for
[8:49]
1213 anticipated it will go to 432,000
plus from 115,000 plus to
[8:56]
$432,000 plus revenue is quite a
jump then you go to the expend
[9:02]
expenditures for the motor fuel tax and
for 1213 for expenditures
[9:11]
145,000 for year 14 13 14 projections
640,000
[9:17]
plus those are huge
numbers different when you go back to
[9:22]
the beginning of the of the dialogue was
here from years 2005 and six I looked at
[9:27]
all the numbers across the board you
have this big jump at 9 10 and then you
[9:30]
come to this year 12 13 to 14 big jumps
a lot of times I wonder what happened
[9:35]
then you go to the page referring to the
community our community room again this
[9:39]
is put into the um a general fund one of
our general fund
[9:44]
expenses and the point was it used to
make $122,000 a
[9:48]
year now we're making $4,500 a year the
reason why is that a room that was added
[9:55]
on to the library given to the citizens
because it's theirs and we've gone
[9:59]
backwards in Revenue why because we're
not using it why because it's in poor
[10:04]
repair why because that's the way the
budget was set
[10:08]
up then you go to the part about Parks
and Recreation you try to follow through
[10:11]
that I keep looking for sports complex
and the fact that in March it had
[10:16]
$186,000 deficit March it had $177,000
deficit trying to figure that
[10:22]
out I can't find it anywhere or
understand it I would ask our new mayor
[10:27]
that's coming on board shortly Mr
and the new Council and for those who
[10:31]
are going to be retained to please try
to develop a format for the next budget
[10:37]
but you start very early and work with a
budget that you can read and understand
[10:42]
this is really crucial to everybody
they're always hard they're always
[10:46]
complicated but you need to have
everybody understand it not just the
[10:50]
person who writes
it not just the city administrator it
[10:54]
needs to be by all eight of you and the
mayor and everybody involved in this
[10:58]
policy so I my recommendation is please
take your
[11:03]
time don't just vote on it because you
you're down to a deadline give yourself
[11:07]
time next time and try to make it so
it's feasible to
[11:17]

officers as mayor I'd like to
congratulate all those

we had more interest this year than

congratulate those who won the election

of Public Works for the job they did uh

department and we also had a couple EMTs

or paramedics help out Police Department
uh uh also later that night on a water
[18:03]
main break on uh milon's Drive helped us
out uh tremendously too get notices out
[18:10]
to people and uh everybody really worked
well together um and I just want to
[18:18]

an email comping that the answer is

can we renamed that the sports complex

no longer listed on the treasur report
it's noted as a 2 million debt
[20:09]
certificate this will match it up with
the actual debt service within our
[20:13]
budget as the $2 million
[20:21]

964 was for electricity at the sports

complex
um I'm waiting for a Menard's billing uh
[22:18]
I'm just thinking we're trying to
promote buying within our city so if our
[22:23]
own businesses can provide services
rather
[22:39]
and the wh side County Health Department
uh for $50 was for the inspection of the
[22:46]
Community
Kitchen I had questions on those I
[22:49]
didn't know if anyone else
[22:54]
did any other questions
