[10:58] to conr congratulate Jill on earning the designation of Wisconsin certified
[11:02] municipal clerk Jill has completed over 100 hours of specialized training in
[11:08] addition to her other education and experience to earn this recognition well

[11:29] process that you had to go through to do all
[11:32] that sure so yes it does take a little bit of time um you have to uh clear a
[11:40] certain number of credits of classwork and you also have to clear a certain
[11:43] number of credits for experience um the experience points come from attending
[11:48] trainings um volunteering and sitting on committees and things of that nature so
[11:53] it doesn't happen overnight it takes a couple at least a couple of years um so
[11:57] it's been a work in progress for me so so I'm very happy to have finally
[12:01] obtained this so thank you very much

[13:13] three questions first of all I got my annual Christmas card from the village
[13:17] today thank you very much um what I don't quite understand is why The
[13:22] Village's portion went up 6.7% which is more than twice anybody any other taxing
[13:28] body uh I had to do a lot of fishing to find out things about the budget and you
[13:34] point out in something that the rate went down well those of us that are
[13:38] familiar with municipal government understand the rate doesn't mean a whole
[13:41] lot especially given how fast our assessed values are growing in Mount
[13:45] Pleasant so I guess I'd like to know how much the levy went up not the rate uh
[13:51] and then secondly what's driving that increase in the levy uh it's a pretty
[13:55] big jump you know compared to the county and the the school board and others so
[14:01] that's my first question if you can't uh answer tonight I would appreciate some
[14:06] response from from someone um secondly uh a few years ago we were talking about
[14:12] a convention or Conference Center is that still being
[14:17] contemplated can't answer are you referring to the one that was across the
[14:22] street it well it was shelf uh when co uh came around and uh it it hasn't been
[14:27] taken off the books I so so it's there okay um but no action has been taken
[14:33] Beyond some initial engineering study so these first two questions actually lead
[14:37] to my final question which is now that we have one of the best communicators
[14:41] that I got to work with when I was in the commercial real estate business I
[14:44] certainly hope that the Village of Mount Pleasant is going to emulate take a look
[14:48] at what the village of Pleasant Prairie does for their I don't know if it's
[14:51] bimonthly or quarterly newsletter it's unbelievable but when I get a tax bill
[14:57] that has a 6.7% increase increase in The Villages part I would expect at least
[15:02] some attempt to explain it away tell me what the the driving force was in that
[15:07] so I would suggest in the future you know you can keep your dog license and
[15:10] your cat license information stuff like that but I would like to know what's
[15:14] driving the budget up thank you for your service I appreciate it Point well taken

[16:24] applicant shall update map to reserve 80 ft of roadway centered on the east line
[16:28] of the Northwest quarter section 6 um I made the the case before planed
[16:34] commission that um we don't feel that now is the necessary time to add the
[16:38] reservation line we're making no um objection to the concept per se we are
[16:45] just um stating that we're not proposing a development at this time and if at the
[16:50] time that we do propose a development on this parcel we will need to go see staff
[16:54] we will need to go see plan commission and we feel that that would be the
[16:57] appropriate time to impose a reservation not at at this time where we're the
[17:04] applicant Ashley capital is simply proposing a
[17:09] CSM thank you thanks

[18:34] 3047 uh State Highway 41 certified survey map uh CSM
[18:50] 24-6 so there seems to be U um some heartburn by the uh by the land owner uh
[18:58] on uh making a reservation on the land uh uh in order to facilitate another
[19:05] deal on an adjacent piece of land and they're just uh you know they're
[19:10] wondering why they have to encumber uh an adjoining property in
[19:14] order to make this other deal with Ashley work um as far as I know from
[19:19] Ashley Capital uh it's no skin off their nose either way whether that reservation
[19:25] is is in or not um but the argument that I'm hearing is is uh uh the landowner uh
[19:33] doesn't mind if the if and when when they do that adjacent parcel and when
[19:39] that when they get involved with a deal on that to put the reservation in at
[19:44] that point um Sam do you have any other thoughts on this uh because I know that
[19:48] this was vetted out at the uh at plan commission yeah so the staff originally
[19:54] put that comment in because when we receive a certified survey map we have
[19:57] to evaluate it against all the ordinances this application did not meet
[20:01] the block length requirement essentially when someone comes in with a CSM to
[20:05] create Lots um whether they're for public Street dedication or otherwise um
[20:10] we reviewed against those subdivision regulations and the total parcel had
[20:14] block LS longer than 1,00 feet the plan commission upon deliberation said uh
[20:19] agreed to remove East West reservation uh of roads and push that to a later
[20:25] date um but to paraphrase their their conversation thought the north south
[20:29] reservation was important enough that it should bind the map and the future
[20:33] property owner mainly because uh that would be the full North extension of
[20:38] Carrington Boulevard as it moves uh north to south Beyond its current or
[20:43] south to North Beyond its current Terminus towards the village of calonia
[20:47] Municipal line um and they felt that was an important enough collector street
[20:51] that they wanted to see it on the map now um as opposed to deferring it later
[20:57] on so just due to the importance of the roadway and that connection they felt it
[21:01] was important so they recommended removing all the conditions except one
[21:06] the cleanup um which we didn't mention tonight but and then to the um uh the
[21:12] future reservation of just Carrington bulevard North
[21:18] South any thoughts from the Commissioners so I Mr President I have I
[21:24] have a question for the developer so then let's get the
[21:29] developer miked up Alex do you want to you want to head
[21:34] back up to the
[21:40] podium and to be clear I'm the land owner although the developer is present
[21:45] as well right right right and I am on the plan commission so I remember
[21:49] meeting with you and and hearing your situation and I was one of the ones that
[21:54] was relatively adamant about keeping the north south Road reservation in there
[21:58] there so what I'm hearing from you tonight that I don't remember hearing at
[22:02] plan commission so your project is on the
[22:07] hint property and I understand the purpose of the CSM is really to create
[22:11] the roadway running East and West at the North
[22:15] side so the developer owns the abing property as well is that what I'm
[22:20] understanding or what what is the abing property have to do with this the
[22:23] developer is under contract to purchase the abing property located in calonia
[22:29] and um quite frankly property to theth yeah the property to the North in
[22:35] calonia so as part of that agreement we are agreeing to facilitate the two acres
[22:41] required in Mount Pleasant and it it's causing some not not that this is
[22:45] necessarily The Village's problem but it's causing some heartburn between
[22:49] seller and buyer as we are contractually obligated to to provide that two acres
[22:54] or so in Mount Pleasant however there's nothing that says we have to cumber our
[22:59] property to do so so it kind of creates a um point of conflict for us if you
[23:04] will between you and the property owner in
[23:08] calonia I guess I'm confused why would we are the property owner in calonia as
[23:13] well they own both they own both Parcels right I I understand that so I don't
[23:19] understand what the conflict would be I I guess and I I don't need to argue with
[23:24] you about it certainly Mr hin I appreciate your being here tonight to
[23:28] discuss it that in my mind a road reservation is a reservation it is not a
[23:33] platted roadway and it can be removed and if there is an offer to purchase to
[23:39] the property to the east of this which is what I'm hearing you're talking about
[23:43] the property to the north the road reservation is on the north south west
[23:48] east side of the property right Sam no it runs through the middle of the
[23:53] property it runs through the middle of the Mount Pleasant property correct
[23:57] subject to the CSM we also own the property to the north of it just across
[24:01] the municipal bound boundary and that's the property that Ashley capital is
[24:05] under contract to purchase as part of that deal they're planning to put a
[24:10] roadway running East West and in order to facilitate that we agreed to donate
[24:15] two or so Acres of our Mount Pleasant Holdings which is just in sillery you
[24:21] know we just happen to be the owner of that property which I think is you know
[24:24] part part of of our I guess argument if you will we just happen to own the
[24:29] property in Mount Pleasant um it could it could be a third party to which
[24:33] Ashley would have to go out and try to find a way to to to purchase and secure
[24:38] the rights to do that and I I don't think that third party would like a road
[24:42] reservation probably also does that clear up the context kind kind of but I
[24:50] I want to make sure I understand what I my thought I I may be misinformed so
[24:56] that's important in other words I thought that the road reservation we
[25:00] wanted to leave on was a north south reservation that ran on the edge of the
[25:06] property North and South it's through the middle yeah it's about 2third of the
[25:12] way um through the property from west to east um it aligns directly with this
[25:18] quarter section uh line um because the property is 120 Acres so it's it's
[25:24] pretty big it actually encompasses you know multiple subsections so that's why
[25:30] it cuts through the middle of the property is because the property is so
[25:32] large
[25:36] Consolidated so you're not worried about the extension of Carrington in the
[25:42] future being delineated somehow on this it sounds like you're willing to that
[25:47] that's not a concern for you no it is that's why we put the comment on there
[25:51] for the road reservation is we we as staff thought a for Block length and B
[25:56] for that Village collector Street to ultimately go through and go into the
[26:00] the village of calonia that's why we included as staff and that to my
[26:04] recollection was the same conversation at the plan
[26:10] commission I mean I I think Carrington Boulevard is a very important roadway
[26:15] and I think it it where it ends up is all subject to how this all Lays out
[26:20] really it can move it can move East or West if I mean how is it going to run up
[26:26] through the wetlands and everything then uh it wouldn't generally this location
[26:31] doesn't impact Wetlands entirely if it did you know there specific rules and
[26:37] how you know we can impact Wetlands with public streets and things like that
[26:41] through wdnr but um yeah in general it doesn't really impact those things
[26:48] that's why the village staff recommended as a reservation as opposed to a formal
[26:51] dedication was we acknowledge that it might move couple feet East West upon
[26:56] final engineering and connect in it in so that's why we put it in as just a
[27:00] reservation and not a a
[27:07] dedication yeah I I I I prefer to support staff in that regard and
[27:17] um I you know I recogniz I I don't know that a north south connection Street
[27:23] should be problematic in your relationship with your uh partners and
[27:29] and so forth because that's a planning exercise we have to have that
[27:33] connectivity and I think that's always something right now to get North into
[27:38] calonia there's only two streets H and V so Carrington Boulevard is an important
[27:45] Street and in my mind a reservation is just that it's a reservation and it's
[27:52] something that can be U worked with in terms of its exact
[27:57] location based on site
[28:01] planning so it remains somewhat flexible you're not specifically planting it on
[28:06] here anywhere we recommend it's just um 80 feet centered on the east line of the
[28:13] the section line um so yeah we do recommend a specific location for it to
[28:19] appear on the map just so the surveyor has a specific place to draw it but a
[28:23] reservation yeah again is not a dedication so once that was was formally
[28:28] dedicated in the future once the road is engineered and the property is developed
[28:34] um that dedication would replace that reservation at that time and it could
[28:38] shift one way or another so to your point trusty wasburn it really is a
[28:42] planning exercise um it's something to get it on title on a map for the long
[28:47] run and that's why we recommended it well without knowing you know exactly
[28:52] where the road is going to come through um is it is it going to end up Dead
[28:57] ending on the new East West Road or does calonia have plans to extend that uh
[29:03] Beyond to the north that I cannot answer um I I can Mr President
[29:09] caledonia's site plans with Ashley Capital show that continuing further
[29:14] north that's why we chose that location as we would mirror it and if again when
[29:19] calonia does build out those roadways in the east west roadways if that does
[29:23] shift a little bit when Ashley builds out that site again we can you know
[29:28] modify the reservation or you know take it over with a dedication at that time
[29:33] so I don't think one foot one way or another should really impact it this is
[29:37] exactly halfway between V and the frontage road so from a location
[29:41] standpoint the spacing is pretty perfect from a planning and circulation
[29:47] perspective and and just to to be clear again for public record we our argument
[29:53] is not about kington Boulevard or the fact that it it's very clearly
[29:58] documented at this point that it's something malp pleasant is going to
[30:02] require at a time when either us or Ashley or a different third party
[30:06] developer comes forward with a development proposal we are just
[30:11] reiterating that we're not making a development proposal at this time so we
[30:15] don't wish to encumber the land now we're not making any comment on I mean
[30:19] staff is is very adamant that that road reservation will be there at one point
[30:24] and the land is currently egg it will need to go through staff and plan
[30:28] commission and we feel that that is the time for the reservation that's our
[30:34] position Mr President uh again as truste Washburn has uh uh recaptured the
[30:42] discussion of the Planning Commission I I was also at the Planning Commission
[30:45] and uh yes we we voted to to only uh have
[30:52] the reservation on the east west but after hearing the owner comments
[30:58] yeah since it's not a a development proposal I personally don't see any
[31:05] problem because when that proposal come then it can be addressed at that time
[31:10] but by having that in the condition we are you Ty their hands well I think it's
[31:17] an encumbrance that they don't need and when that next development comes the
[31:22] plan commission and staff will always get another kick at the cat
[31:28] so uh you know I don't think it needs to be there
[31:33] either
[31:36] okay my understanding and my my recollection of the discussion of the
[31:41] Planning Commission I don't have that is that uh that I tend to agree that it can
[31:47] be handled at that time when the development proposal when the
[31:49] development proposal come you should not be binding at this point in time at the
[31:55] plan commission what we did relieve them of was the East West connectivity this
[32:00] is the north south connectivity which is what we did state in our approval at
[32:05] plan commission should be left in which is what he's asking to take out now yes
[32:11] and and I I am going to support staff because when they do come back with a
[32:17] site plan um having those connection points
[32:22] the road can change when it gets dedicated simply through that process so
[32:28] when they come back with a site plan um I'm confident that the the the road
[32:34] reservation doesn't stop them from planning around it when they are
[32:39] actually doing their site plan the road reservation just tells them that they
[32:44] must connect on the east on the North side and the south side and if the
[32:48] reservation is straight right now but their Road plan Wiggles around when they
[32:53] dedicate that road as long as they have that north south connectivity that'll
[32:57] believe that reservation so I think it's an
[33:01] important it's an important reservation to have in on record for the
[33:07] future I guess and and I you know I don't know that we need to Bel labor
[33:12] this anymore we have to you know there will be a vote on it and and we can vote
[33:16] on it but I believe as a future planning tool I I agree with Sam that it it
[33:23] should be addressed on the property so that it's of record
[33:28] again so Ron would you like to make a motion um uh regarding uh the CSM but
[33:35] taking out that first item yes uh I like to make a motion to uh
[33:43] approve this uh 3047 us41 CSM D
[33:50] 24-6 removing that item that condition number one you know to remove that Pres
[33:58] from to South condition one and and and and again my my argument is I tend to
[34:03] agree with the owner that that can be handled at that time when the

[34:19] regarding U uh CSM 24-6 Mr President yeah I'd like to ask
[34:26] the developer I'm still not clear as to why this is an encumbrance to your deals
[34:31] that you've got sure uh owner but sry sorry um maybe I shouldn't have brought
[34:38] that up I guess what I was just trying to say is as we have an agreement on our
[34:43] calonia piece to sell to the developer the development that they are proposing
[34:47] includes an East West Road along the municipal border so we knew that was
[34:52] going to be the case and in our contract agreement for the calonia piece we
[34:56] agreed to donate to pieces of our separate property that just happens to
[35:00] be located in Mount Pleasant in order to get that two P two acres separate from
[35:04] the 120 that it currently is today we need a CSM the contract says that we
[35:09] need to provide them with two acres it doesn't say that we need to encumber
[35:13] ourselves in any way to do that so it it just puts us in a position of having to
[35:19] potentially accept a reservation only as a condition to fulfill an obligation to
[35:23] give them two acres we didn't agree to any sort of incumbrances in our contract
[35:28] so maybe that was too much context that I didn't need to include but I hope that
[35:32] kind of explains it the why are you donating the the two acres uh part of
[35:39] the contract with just of the negotiations yes correct the new East
[35:43] West Road is right on the on on the municipal boundary okay so half of it
[35:48] presumably is coming from uh the land that they own in calonia and the other
[35:53] half is coming from the Mount Pleasant land and they're donating that for the
[35:57] the purpose of the road okay
[36:02] correct Mr chairman yeah so I think as a followup Denise I think that's a really
[36:08] I'm glad you ask him for that clarification because it is a little
[36:12] confusing um because as as he said this is really all to put his calonia deal
[36:19] together and I think the reason that I still in spite of that that
[36:25] explanation if you're coming to Mount Pleasant to divide property in Mount
[36:29] Pleasant for whatever purpose it is whether you're going to build a house or
[36:32] put up a garage or do build a subdivision we have codes and ordinances
[36:37] that we that we ask our planners to heavily scrutinize to follow and to make
[36:42] recommendations back to us so unfortunately I don't agree that your
[36:47] property is being encumbered because we've made it clear that North South
[36:51] Streets going to go somewhere very close to the proximity that's just forward
[36:56] information for you M and and your family um I know you've had a rough road
[37:02] to hoe with this but I don't feel we're encumbering you and I don't think that
[37:07] the developer that wants to buy the north property that's really not
[37:10] relevant to his situation as far as I can see it's and and so um I'm still
[37:17] going to support keeping the reservation in the CSM because they've come to us to
[37:23] divide a parcel in Mount Pleasant I understand it's to create an West Road
[37:28] way and this is a very very big deal in calonia I appreciate that it's going to
[37:33] be a wonderful development but we have to protect our community that's why
[37:37] we're here so I'm going to stay in favor of keeping the road
[37:44] reservation okay interesting conversation any other
[37:49] thoughts okay um so since we seem to have a divided board on this we'll uh uh
[37:56] roll call this um could I have her repeat the motion
[38:02] sure the motion was to approve 3047 US Highway 41 CSM 24-6 removing condition
[38:09] number one that's the motion yeah okay and that condition just to verify is the
[38:16] condition of the road reservation running north and south north and south

[39:27] the property from ag2 which is General agriculture to rl1 which is low density
[39:33] residential this application coordinates with the settlement at hoods Creek
[39:36] addition five Subdivision plat fsp 244 which you all just approved on the
[39:42] consent agenda the application follows the land elements of the
[39:45] multi-jurisdictional comp plan for herine County neither the master bicycle
[39:49] plan nor the park and open space plan contain any recommendations for the
[39:52] subject area the plan commission recommended uh the approval of this
[39:59] project with the one condition in the end notes which is the revision shall
[40:02] only occur after the property owner records the settlement at hoods Creek
[40:06] Edition 5 Subdivision plat at the rine County Register of Deeds with that the
[40:11] plan commission recommends that the village board moves to approve ordinance
[40:14] 22 2024
[40:28] so um did the uh was the petitioner uh wanting to say anything
[40:38] or no from the petitioner okay so okay this is this is where we get to open up
[40:44] the uh uh the public hearing part of it um so uh not only for this one but for
[40:51] the other couple of public hearings I will be having uh if you wish to speak
[40:56] uh fill out public hearing form which is on a table near the entrance once
[41:00] recognized people uh speakers should come to the podium and identify
[41:04] themselves with their name and address please speak clearly into the

[42:58] my concern was in developing the land there um how the water will the storm
[43:04] water will be released um not so much in the front of these properties that are
[43:08] but mine but in the rear because I have Wetland right there and I hate for you
[43:13] know all that water to build up and cause a lake I mean I just I guess I
[43:18] just wanted to know what is the plan for that how will they you know develop that
[43:23] where it it's you know pretty conducive for all of us well Kelvin that's a a
[43:29] question that we get a lot when it comes to uh taking raw land and turning it
[43:33] into a development and I think that Sam can probably address those issues uh you
[43:39] know briefly in terms of uh this step is just you know one of the very first
[43:44] pieces of it there's a whole raft of things that come into play afterwards
[43:49] but Sam is better spoken at that than I am yeah that's correct so the the
[43:53] Subdivision plat uh does maintain the majority of the wetlands that are close
[43:58] to gettings road so closer to your property in the front there most of
[44:03] those Wetlands will stay undeveloped um so that will provide some buffer then
[44:08] the developer is also required to add storm water ponds for both water quality
[44:13] and water detention so they're not pushing additional water onto
[44:17] neighboring properties so they're preserving some land and adding
[44:21] additional storm water ponds so will we have a chance to see the the final plans
[44:26] before things begin to roll um because as of as I understand now it seems like
[44:31] it's already being developed I mean I see the trucks out there I see the silk
[44:35] border and everything so I really don't know where everything stands as it is
[44:41] today yeah you can find the plans online as part of this packet or reach out to
[44:47] me directly and I can give you my contact information okay that'd be great

[45:38] resoning only from the ag2 to rl1 and like Sam said you know then the
[45:45] developers appli you know for the subdivision will address all those
[45:50] concern by the residents but other than that this item on the agenda is to form
[45:57] the resoning and and we have to have that
[46:00] for the developer to proceed with the uh building there I think it's a phase what
[46:05] five of the development I think same yeah so this is all the same development
[46:12] that was getting jammed up by the water connection yep Mr badkey solved a huge
[46:18] problem for himself so and and it was ultimately The Village as a whole will
[46:23] benefit because that was an expensive water M to get to that Serv that part of
[46:27] the village so yeah took a long time and a lot of phone calls and a lot of
[46:32] working with people in the neighborhood so I would think sir that I don't know
[46:36] if the gentleman did he leave he left oh that he'll work well Jeff will work well
[46:41] with the neighbor that just came up and was concerned about storm water more
[46:45] than happy to talk about it but yep that's the one it's nice to see some
[46:48] closure on these things
[46:52] else I live on Giddings just a few doors down from Kelvin and from what I've seen
[46:59] so far at hoods Creek now a lot of it's been there since we before we moved in
[47:02] but the development is very nice so I think seeing that come round out and
[47:08] come to an end on the other end of gettings or further down will be nice as
[47:13] well just to see that finished ultimately there will be some
[47:17] nice connectivity that'll take some of the heat off the one entrance that they
[47:21] have and so forth over time this is this phase won't complete that connection but
[47:26] getting close Mr President if I may add I live in that hoods Creek in the
[47:33] probably in the phase one and the Planning Commission many of our
[47:38] neighbors came and they are aware of that so like trusty doxy said it's a
[47:43] continuation of the nice development and uh it would be probably to the same
[47:50] architect and same standard that we have from phase one to phase 1 to four so
[47:56] it'll be nice EXT exension except that is coming out from the other side of the
[48:00] gettings road other than that it'll be the same development and uh our
[48:05] homeowners and the and the neighbors who came here or who are watching out there
[48:09] I talked a couple of them and I hav't heard any concern it shouldn't be
[48:14] yeah okay uh so in the matter of uh zma 24-11 um ordinance
[48:23] 22224 uh roll call Anastasio I Caris I venturini I baa i wasburn i daxy i d gr

[48:41] 23-20 24 which is uh County V zoning map amendments zma
[48:52] 24-10 uh back to Mr Schultz the applied with permission from the owner to amend
[48:58] the zoning map for the property from ag2 which is General agriculture to rh1 high
[49:03] density residential to accomodate a multi-unit Building Development the
[49:08] application follows the residential recommendation of the land use elements
[49:11] of the comp plan Village does not have an adopted plan for local planning Area
[49:15] 1 the park and open space plan identifies proposed site 11 which is a
[49:20] neighborhood park to the southwest of this property the proposed acquisition
[49:24] is 10 acres and the proposed facility development includes two basketball
[49:28] goals which is a full court a Sandlot softball Diamond a playground a
[49:32] Playfield and general development the applicant proposed dedicating the
[49:36] southern portion of this parcel for a portion of that Park the master bike
[49:41] plan does not contain any recommendations for the property however
[49:44] it does recommend a bicycle facility near uh along Spring Street and the
[49:49] unnamed kind of branch of the hoods Creek just to the east side of County
[49:54] trunk Highway V the fiscal impact analysis we based on
[50:01] the proposed development we would do a detailed one upon receiving a final site
[50:05] plan um but the ratios are all positive this does not account for any
[50:13] required intersection improvements to County trunk Highway V and C which are
[50:16] likely uh rine County would determine the required intersection improvements
[50:20] upon reviewing a traffic impact analysis which the applicant must submit with a
[50:24] site plan before they could apply for any bill building permits the property
[50:28] has been on the market with a sign advertising it for multif family
[50:31] residential development uh since about 2020 the property lies adjacent to tax
[50:36] incremental District number seven which contains multiple proposed multi-unit
[50:40] building projects The Village staff uh nor the plan commission recommended any
[50:45] conditions for approval and the plan commission recommends that the village
[50:48] board moves to approve ordinance 23 2024
[51:00] okay um so from here we can uh get to the public hearing part of that um so
[51:07] same rules apply U five minutes max

[51:40] V 53177 Mount Pleasant our property is located east of
[51:46] the resoning request um little history we purchased
[51:51] property from Gail and Evie IES 5 years ago to build our retirement home um we l
[51:58] being out in the country surrounded by Farmland with great privacy beautiful
[52:04] sunsets and close to rine Bible Church and that's the church I attend we have a
[52:09] couple Representatives tonight from our church as well over the years we've uh
[52:14] have become close to the IES and totally understand their decision to sell their
[52:20] Farmland we have not seen any proposed development plans as of today and we do
[52:27] not know how this development will impact our property and our privacy
[52:32] concerns for the record we would like to request a meeting with the
[52:38] developer uh and discuss that's
[52:44] it okay thank

[53:02] hi there I'm Megan Hoffman I'm Jones neighbor um my husband Alex is here as
[53:07] well we reside at 118 County Road V so we are pretty much directly impacted by
[53:12] this development here too um we just bought our house in July of this year so
[53:16] we've really loved moving to Mount Pleasant have had a wonderful time in
[53:19] this community so far and thank you all for your time and consideration in
[53:23] regarding this development here today um we did see some plans today and previous
[53:28] to our purging of this property we spoke with Robin from the village who may be
[53:33] over there I'm not exactly sure um he was fantastic we had a number of
[53:37] conversations on the phone also via email because I was a little nervous
[53:41] about the development and it was a big purchase for us and us coming from south
[53:45] Milwaukee living in a little C little uh City lot we wanted something bigger and
[53:49] something that we would love for many many years to come um so was a little
[53:54] disappointed because when I talked with Robin there was a proposed uh retention
[53:58] Pond behind our home and now I'm seeing the new plans that have um some parking
[54:01] lots and things like that directly around our property boundary which
[54:05] obviously affects our ability for privacy but also any vehicle use
[54:10] headlights coming into our backyards things like that too um so again we just
[54:15] really love this area all the way from south of our house all the way North
[54:20] through County Road V it's all single family homes beautifully maintained
[54:24] large yards trees things like that barns we're lucky enough to have a beautiful
[54:29] old barn that we hope to restore a little bit as well um so we understand
[54:34] that development has to happen we are not against development by any means
[54:38] especially in South Eastern Wisconsin um I used to hold a real estate license so
[54:43] I kind of know how all of this goes um and I do know that it's important to
[54:47] make sure that there is housing available for our community I do want to
[54:52] make sure that we speak our peace and just say that we would love to see any
[54:56] kind of development behind us however a high density development with a parking
[55:00] lots kind of directly in our backyard is not necessarily our first um thing that
[55:06] we were hoping to see today so I just hope that as we're going through this I
[55:10] would I love Jim's option here of maybe talking with a developer and seeing what
[55:14] the plans actually are we just saw the plans here today too um I love the idea
[55:18] of having some basketball hoops courts things like that we love having the
[55:22] church in our backyard um so we're again just not against people people are not
[55:26] against development anything of that nature but what we're just really
[55:30] concerned about is preserving our neighborhood's culture having that rural
[55:35] uh feel to it it just seems a little bit out of place to have a high density
[55:39] residential area right there um when it's not on a a really Main Road and our
[55:44] other concern also was also brought up is the traffic impact on Spring but also
[55:49] on County Road v um and also obviously you know if those two roads were to be
[55:53] expanded that would directly impact us but also the cost that would come along
[55:57] with that and if that really makes sense for this area of the county so um I just
[56:02] hope that as we move through this process that um all of you again I
[56:06] respect you all so much thank you for letting us come here tonight it's my
[56:08] first time participating in something like this so I appreciate you guys
[56:12] offering us to come here today um and speak um our minds on the on the matter
[56:17] um and just ask that you consider it as if it was your backyard your neighbor
[56:21] backyards how your community would feel about this uh development the high
[56:25] density velopment being on this road in this intersection and if it makes the
[56:30] most sense for the county so that's all I have thank
[56:35] you thank you um can I hear from Greg uh Lang
[56:51] long good evening everyone my name is Greg Long 300 County Road V and mount
[56:56] Pleasant um I have property where the west side of my property is directly
[57:01] against the farm field that um is looking to be resed and my concerns are
[57:06] also with the high density um it seems out of place um I'm concerned about uh
[57:12] many factors that would happen if something would go in um had first have
[57:16] you guys considered um you know single family housing which seems would fit
[57:20] better in um in addition I'm worried about you know light pollution if
[57:24] there's going to be a parking lot with high density might going to have that
[57:27] there's going to be a lot more traffic there's going to be possible a lot more
[57:30] noise pollution um in
[57:33] addition um have you considered about having um any types requiring the
[57:39] developer should you choose to go with high density are they going going to be
[57:43] any type of barrier to stop since you're going to have so many people so many any
[57:48] everything pets kids people adults anyone can just start wandering around
[57:53] they can be wandering in my yard um have you consider considered asking them to
[57:57] add a burm a fence line anything like that to create separation so that I
[58:02] don't have that problems of things going in and out of my property people messing
[58:06] with my pets I have nine-year-old son
[58:11] um so those are my big concerns oh and my final thing is I haven't seen any
[58:16] development perhaps I haven't seen any BOS or meeting notices yet I don't
[58:20] followed the board closely but this notification I got about the rezoning
[58:24] was the first thing I noticed so um some of the plans sound nice but they also
[58:30] have a giant multif family thing and I'm hoping the board isn't just taking the
[58:35] first opportunity they get with high density um I completely understand the
[58:39] development the whole point of the the water was to bring development along the
[58:44] I94 Corridor so I've always known development is going to happen I'm not
[58:47] going to discourage it it's just my biggest concern is you're taking the
[58:51] first opportunity to develop it instead of planning for other factors especially
[58:57] the people who are going to be directly in affected by this thank
[59:01] you uh thank you um Sam we're hearing some of the same kind of themes uh you
[59:06] know people are are concerned are we are are we being thoughtful here uh what
[59:11] protections are there for the adjoining neighbors uh yeah can you say a few
[59:15] words on that so from a site planning perspective um this does not we're not
[59:21] at the site plan portion yet so I think there is opportunity for the neighbors
[59:24] to talk to the Developers speak your piece you know and you know I'll let the
[59:29] potential developer and and the neighbors kind of work out their
[59:32] individual concerns but from a a broad standpoint The Village's zoning
[59:36] ordinances require full caught off lights um so from a light pollution
[59:41] standpoint they can't you know go into the neighbor's yard there there's
[59:44] limitations at the lot lines in the individual individual
[59:48] fixtures um both color temperature and location from a landscaping and
[59:53] screening standpoint particularly in relation to parking areas there are
[59:57] requirements when you're up against a residential property there are various
[1:00:01] ways the zoning code allows a developer to screen those essentially various
[1:00:05] mixture of walls fences and pure uh Landscaping depending on how much space
[1:00:10] there is between the the parking lot in the adjacent property so you know we
[1:00:15] address most of the those site planning concerns through our our normal zoning
[1:00:18] ordinances and we would review any site plan against those ordinances um from a
[1:00:24] a general development standpoint related to the the high density uh from The
[1:00:28] Village's staff perspective um and some of the conversation that happened at the
[1:00:32] plan commission was this is the corner of two County trunk highways which are
[1:00:37] two collector streets in the village so regardless of this individual site
[1:00:43] traffic is likely going to increase in the long run as the village you know
[1:00:47] develops in these areas the Count's made it known and it shows up on sewer pack
[1:00:52] reports that Spring Street could eventually be upgraded to a four lane
[1:00:56] road in the in the long run um that's in the 2050 plan so you know regardless of
[1:01:02] how you vote tonight I think this is a corner that supports high density due to
[1:01:06] the you know large amount of traffic that's going out there the adjacent
[1:01:10] multif family developments this area will start to densify it's very close to
[1:01:15] employers and increasing industrial commercial and institutional development
[1:01:20] with the hospital there so trying to locate homes uh near those
[1:01:26] job centers is important for us so due to all those factors we think this is a
[1:01:32] site that works well for high density I completely respect and empathize with
[1:01:37] the current land owners out there um but brutally honest The Village would those
[1:01:44] lots don't need our current subdivision code nor do I think the county would
[1:01:48] allow those to exist anymore um so they kind of got their Lots created um under
[1:01:54] older rules uh long time ago the bergmans were the last ones that were
[1:01:58] created good but uh you know I'm happy they enjoy their properties but I don't
[1:02:05] see that any other single family lots would be allowed out there with some
[1:02:10] pretty massive consolidation of parcels out there uh just the connectivity and
[1:02:15] inner roads and stuff wouldn't work without probably removing the church and
[1:02:19] reconfiguring a good portion of that area so I I think it makes sense we're
[1:02:24] more multif family project that is a little bit more concentrated and
[1:02:27] Consolidated in terms of its site access thank you um so uh regarding U
[1:02:35] this second item I haven't closed a public comment on that yet uh is there
[1:02:40] anybody that wanted to speak to that that hasn't signed up uh if so I I need
[1:02:45] you to speak and and get you signed up uh not hearing from anybody uh we can
[1:02:51] then close public comment and then we'll move to the motion

[1:03:33] on agenda to reone it so that the developer can proceed with the with the
[1:03:39] proposed development because right now is a what ag2 Sam something like that
[1:03:46] yeah so anyway uh what I'm am surprises that the Planning Commission and what
[1:03:52] the development what the developer had presented that they had already already
[1:03:56] talked to a couple of neighbors obviously you you guys were
[1:04:01] not included in the list I'm looking at the list and I'm kind of surprised about
[1:04:04] that but uh I I wish you know the developers should have and should speak
[1:04:12] to all the ad joining neighbors but the but the plan they what they presented to
[1:04:17] us at the Planning Commission is a it's not a like a low end is high density but
[1:04:22] it's a high high standard or high end high end so I won't be too concerned
[1:04:28] about you know like having a uh I don't know I'm being careful of the
[1:04:34] word kind of average condo these are going to be the highend
[1:04:40] development it's not a single family but it's going to be not a middle of the
[1:04:45] road or or low end or something like that I I don't know if that helps you
[1:04:49] but other than that I remember from the plan and they and they did present to us
[1:04:54] that uh next to your properties on on the south
[1:04:59] side of the of the County Highway V the plan will include you know some kind of
[1:05:05] a barriers something that you know from their journey home so again when they
[1:05:10] come to the Planning Commission and the village board for the detailed site plan
[1:05:17] that's the time to look at those you know your privacy or the barriers or
[1:05:22] something like that but right now it's only for the zoning
[1:05:29] I'm
[1:05:37] sorry

[1:06:01] tonight excuse me is that everybody understands that development is going to
[1:06:06] be necessary and obviously this area is going to be an area that's going to need
[1:06:11] some development um and also from what I understand as Sam mentioned uh this call
[1:06:16] this the size of this lot and where it's situated or this property I should say
[1:06:22] um is best for a high density and it's getting more and more difficult for uh
[1:06:27] developers to come in and do a single home residential and there's a need for
[1:06:31] this type of development so I keep on hearing that everybody understands that
[1:06:36] and I know it's it's hard to accept sometimes when you've bought your dream
[1:06:41] home in a rural area but uh it is close to the I94 Corridor it is on two um uh
[1:06:48] highways uh and so it's sort of obvious that it's going to be some development
[1:06:53] of some sort there with that said I think that our uh staff here and the V
[1:06:59] the the trustees and and the village board have done a really good job of
[1:07:04] making sure that the development that we do accept in Mount Pleasant is up to our
[1:07:08] standards and like Rah said uh this seems like a a development that's going
[1:07:14] to be um you know hopefully acceptable to what what your expectations are but
[1:07:20] there's a process that process that has to happen and it's going to come before
[1:07:23] us again and the uh planning commission so I I want you to have confidence that
[1:07:28] we will look at it and uh and we will look at it in a way that what if this
[1:07:32] was our backyard we do uh look deep into these things and we take your thoughts
[1:07:37] and your concerns into
[1:07:40] consideration it's hard to look at something that's very preliminary and
[1:07:45] not have a hundred questions about what does this mean for me and my neighbors
[1:07:50] and and and whatnot but you know keep in mind uh
[1:07:56] the the land owner has property that he wants to sell a
[1:08:00] developer is interested in it uh thinking that he can put something in
[1:08:05] place that fits into the community and he can make a couple of bucks at it and
[1:08:10] um because otherwise things don't get developed um so having said that
[1:08:19] um he is going to the developer is going to want to you know see that he could
[1:08:24] get the zone that he needs in order to build what he
[1:08:29] wants otherwise there's no point of him buying the land so he makes his offer
[1:08:35] subject to him getting the zoning that he needs if uh if the zoning is denied
[1:08:42] um then he's not going to build if the zoning is approved then that gets him
[1:08:47] into the uh the next steps of which we heard
[1:08:52] at the at the previous public hearing there's a 100 things that have to get
[1:08:57] gone through and uh uh drainage plans uh Road plans BMS
[1:09:05] Green Space lighting and some of the things that that Mr Schultz mentioned um
[1:09:13] but this is the the zoning is the very first part of it and until that is done
[1:09:19] nothing else can happen uh so uh it's uh the developer isn't going to go any
[1:09:27] farther unless he knows that he can get the zoning going to get that he needs in
[1:09:30] order to do what he wants to do so um um I guess what the board is asking is that
[1:09:38] you you know take a collective deep breath and uh let us work through the
[1:09:45] process go ahead okay it wasn't long ago that here we actually said no to a
[1:09:52] developer in changing the zoning a much lower level for property that was
[1:09:58] adjacent to a lot of single family homes people had had that property for going
[1:10:02] back 30 40 years we wanted to see that development
[1:10:07] come in with something that was more would work better with those homes and
[1:10:12] here we're going to go to high density right next to a group of people who have
[1:10:18] single family homes that bought these homes to be out in the country and away
[1:10:22] from everybody and just because because it's
[1:10:25] fewer people that are affected by throwing in this high density uh these
[1:10:31] apartments here doesn't mean that it that we should do it we still have to
[1:10:35] think of those people so I don't think this is a good idea I don't mind the
[1:10:39] development myself heck I just voted for a development to get finished behind my
[1:10:44] house but that's because they're single family homes and it it's conducive to
[1:10:50] the neighborhood and I don't think this neighborhood this is that conducive to
[1:10:55] it so I really don't think this is something I I development is great but I
[1:10:59] think it should be something that is more conducive to the neighborhood and
[1:11:02] what's there already they're already going to do a lower density if I
[1:11:07] remember on the other side of the church but a large development and so how come
[1:11:11] we can't do something that's more conducive to this neighborhood in this
[1:11:15] area I mean Megan even mentioned that she doesn't mind the development just do
[1:11:19] the right development and I think it starts with choosing the right zoning
[1:11:25] that's all I got I'm gonna I'm gonna say the same I I
[1:11:30] really looked at it and it's funny because I looked at the the farm that
[1:11:36] you guys purchased um and thought wow that's that's a really nice place it's
[1:11:41] going to it's going to have a nice big open area in the back and um not that it
[1:11:46] still can't and it's still going to be nice and you know like you agreed but I
[1:11:51] I I have to I have to State the same that I feel that a high density in that
[1:11:58] small area there when you are looking at a much larger high density area on the
[1:12:03] other side that there could be something better fit for that for that area um I
[1:12:09] understand and I've heard that that area has been hard a hard sale as far as that
[1:12:15] corner unit goes but again I I look at it and maybe maybe just because we're
[1:12:21] seeing a picture of what they're showing with all of the the buildings and stuff
[1:12:27] is there a different structure and way that they could present it that it would
[1:12:33] meet more of a of a a nicer atmosphere to the back of the houses and and area
[1:12:40] yeah but you know I just I agree I I really think that there this should be
[1:12:45] Revisited as not a highdensity area Mr President yeah um Sam what are
[1:12:53] the other options in as far as resoning so we have we have the high density we
[1:12:58] have the residential and and forgive me I I don't have any
[1:13:03] notes single family yeah besides single family this is the next option right
[1:13:09] there's there's a moderate density option as well um however this site due
[1:13:14] to its current shape um I I and the likely improvements needed at the
[1:13:21] intersection plus including storm water on the property I think moderate density
[1:13:26] is a tougher sell um than some of the properties to the West uh which the
[1:13:31] trustees mentioned are a little bit more regular in shape and of a bit um more
[1:13:35] open area so it's actually you know easier to do that moderate density over
[1:13:40] there because there's more space to work with um here to make a project work uh
[1:13:46] and fit it in I think high density makes sense um you know it's the corner of two
[1:13:52] County trunk highways so if not here I guess this Village staff would wonder
[1:13:58] where um in the village you're always going to have some neighbors there's no
[1:14:04] perfect site more often than not that's completely neighbor so um we do our best
[1:14:10] through the zoning code to try to take into consideration things like light
[1:14:15] pollution and noise and all that to to make it as best as we can um but this
[1:14:20] has been planned for residential development since I've worked at the
[1:14:23] Village um and you know there's Business Park directly
[1:14:28] you know less than a thousand feet away from some of these areas so even if you
[1:14:33] deny this there could be a large industrial building fewer than a
[1:14:38] thousand feet away from them and they can probably cease from some of their
[1:14:41] backyards as well that that's planned that zoning is already locked so you
[1:14:46] know this is part of the tid 7 project plan this whole area densifying that's
[1:14:51] why we're putting in that sewer and water uh in v um and and or we put it in
[1:14:56] v and it is now extending West in Seas to serve this kind of more intense
[1:15:00] residential development so I'm certainly willing to work with the neighbors um
[1:15:05] and I assume the the developer is as well but we have a high density district
[1:15:10] for a reason and the village staff believe this is an appropriate place to
[1:15:13] apply it you know it's not lost on me that the
[1:15:19] Carrington Avenue Extension will alleviate some of the back traffic
[1:15:29] I I have no comment to that Mr President um well we're we're okay with carington
[1:15:35] Avenue out to Spring Street it's when you get beyond that where the issue was
[1:15:39] okay um Mr President if I might make a
[1:15:43] comment you know living on County Line Road as I do and having had
[1:15:51] uh in the corner of County Line Road and Highway 31 if you drive on Highway 31 at
[1:15:58] any time in your lives that roadway used to be our farm
[1:16:04] field so when that roadway came in it cut our farm completely in half and
[1:16:10] really changed the way we were able to live in a rural
[1:16:14] community I liken this project to the project that's currently being built the
[1:16:20] even the site plan the way it's laid out now reminds me of um the seasons at
[1:16:26] Highway uh 31 and Brown Road same kind of a large complex with a
[1:16:34] a big storm water detention mandate because of its location and grades and
[1:16:39] it's that particular projects right on the Pike
[1:16:42] River um and that's a very high dense highly dense development as is the uh
[1:16:51] the project that bear development is doing um just south of the seasons and
[1:16:57] you know those projects were put in those locations and we found those to be
[1:17:02] good locations for those projects for the very reasons that that Sam is
[1:17:06] mentioning and that is the the connectivity of the County trunk
[1:17:10] highways that's where you want your traffic to go the corner of KR and uh 31
[1:17:18] that still is in the Hayfield that's a 20 acre parcel so if that gives you a
[1:17:22] sense of perspective of this being a 20 acre parcel that one is square that one
[1:17:28] is perfectly Square um this one is obviously oddly
[1:17:33] shaped and and and has some some issues regarding that number two their their
[1:17:39] accesses to this prop property are going to be highly restricted by rine County
[1:17:45] or the Department of Transportation the locations are going to be set in
[1:17:49] stone um number three although I re you know and again
[1:17:55] I I'm sympathetic to everybody that that lives out in the county like this that
[1:18:00] that thinks they live out in the county what I recognize also is that Leo
[1:18:06] living a a very you know a multif family development is is slated to go just on
[1:18:12] the other side of the church that's a big multif family
[1:18:16] development that's coming fiduciary is on the north side of Spring Street we
[1:18:21] haven't seen that project yet but we've been told by staff and and the community
[1:18:27] that it's out there another large multif family project very dense the water
[1:18:33] running down Spring Street now west of Highway V has opened up a corridor for
[1:18:39] development we ran that water for various purposes but it was run so that
[1:18:44] Leo living would have water and it was run so that fiduciary would have water
[1:18:49] and Educators would have water so it was run that way you know for the benefit
[1:18:55] of of the ability for those areas to develop and
[1:19:00] um and as much as I would love to see a single family or residential development
[1:19:07] come into some of these areas being a developer myself I understand the cost
[1:19:12] of it and so the density drives it and and that is a that is a a fact of life
[1:19:19] of the world we live in today the cost is just so astronomical I would really
[1:19:24] like like to see this developer meet with more of the neighbors I think at
[1:19:28] the plan commission we did have some neighbors in not the neighbors that are
[1:19:33] here today but they did talk to some of the neighbors and they because they came
[1:19:37] to the plan commission so I I I can't State who they were I don't have those
[1:19:42] minutes or those notes in front of me the other thing is that uh the other
[1:19:47] thing that I think is is interesting about this
[1:19:50] is some of the neighbors are going to have a park behind them
[1:19:55] you know it it appears from this that we have two or three properties that are
[1:20:00] immediately budding the area where the buildings are going to be and the
[1:20:03] parking lots and so forth so some of the neighbors along Highway V are actually
[1:20:08] going to be afforded privacy permanently with the dedication of the park space on
[1:20:13] this plat so in in view of of Sam's comments in view of the degree of
[1:20:19] difficulty in view of the fact that this is located in a section of our community
[1:20:24] where from a long range planning standpoint we have put our more dense
[1:20:29] housing in order to keep it together and kind of a so that it doesn't stay in the
[1:20:35] middle of a a single family development that Mr that that Andrew uh just alluded
[1:20:40] to the project that was before us previously um I I would like to see them
[1:20:46] some meet with the neighbors but and and but I think they've done a good job of
[1:20:51] putting as much of the storm water making it a feature as opposed to you
[1:20:56] know just putting ponds anywhere um their further storm water studies may
[1:21:00] show that some of those ponds have to move you know they might not be in the
[1:21:04] right location um so I would support the
[1:21:07] zoning knowing that the site plan as we see it today is not probably the one
[1:21:11] they're going to build and it has a long way to go in terms of potential meetings
[1:21:17] um public hearings open and and the ability for you all to stay with the
[1:21:23] development as it moves along that's all I

[1:26:31] they can now be um formally accepted by the village and we can take over
[1:26:37] ownership they're primarily subdivision roads uh the pike River Crossing roads
[1:26:41] are in here uh the Sor and creek creek subdivisions some of these uh settlement
[1:26:46] at hoods Creek editions are in here as well do do you know I I don't remember
[1:26:55] seeing this list before and we always done this as
[1:26:59] a it's typically done in December January once we know what we're going to
[1:27:04] have done for the year and then we'll accept them at the end of the year and
[1:27:07] then we can once we formally accepted them we can then use them for all of our
[1:27:11] DOT reporting right and get our transportation money and so forth did
[1:27:17] you miss did you miss those Mee you know I I I'm going to go back and look I am
[1:27:23] but what I just want to verify is this has nothing to do with the substantial
[1:27:27] completion that a typical developer would go through as they're looking to
[1:27:31] have their improvements accepted by The Village so that they can move forward

[1:34:24] have been approached by developers asking you know who who ultimately has
[1:34:28] maintenance responsibility for these paths so um that obviously spurred
[1:34:33] discussion between um our departments and what we came up with was to modify
[1:34:39] the two sidewalk maintenance ordinances to essentially include multi-use path
[1:34:45] language so if a developer develops and chooses to put in a multi-use path they
[1:34:50] have the same maintenance maintenance requirements they would have have as if
[1:34:54] it were a sidewalk so that's what we're attempting to accomplish
[1:34:59] here I think we had some discussion about this too and one of the things
[1:35:03] that was brought up is that the village has Exempted itself um from such
[1:35:10] maintenance there is an exemption to one of the ordinances yes for the most part
[1:35:14] winter plowing and in that sort of thing on on pasts that aren't being used in
[1:35:18] the winter right

[1:36:03] Contractors LLC in the amount of $

[1:36:14] on that yes so this is a project to upssize a storm sewer in Deerfield Road
[1:36:20] and also extend the sewer up Chapel Lane near that intersection there is a church
[1:36:26] on the west side of Chapel Lane who it's been there for decades who's runoff
[1:36:31] discharges under Chapel Lane and drains into several private properties and
[1:36:36] causes localized flooding during during big events so what we're attempting to
[1:36:40] do is capture that water get it underground and then upssize the pipe
[1:36:44] accordingly to handle that additional flow to uh to where this discharges uh
[1:36:49] we did previously bid this um months ago we received one bid that was over the
[1:36:54] engineers's estimate so we kind of took a step back and decided let's build this
[1:36:59] in 2025 and give a much larger window to the contractors to um to make that
[1:37:05] happen and um that that paid dividends we ended up with seven bids and um some
[1:37:11] very favorable ones as well so recommend approval well done well the Difference A
[1:37:17] Day Makes huh to go from one to a handful so
[1:37:23] yeah and you'll make some happy Neighbors in the process correct need
[1:37:28] the project yes yeah any other thoughts okay uh so U regarding the the

[1:43:47] furniture but they're taking donations of all sorts of goods building materials
[1:43:51] Furniture Etc open after the first of the year and all of the money from those
[1:43:57] the restore goes to supporting not only the staff at habitat but last year the
[1:44:02] proceeds built two houses we're hoping with the restore and the new location
[1:44:07] it'll help us build four looks great just the restore funds
[1:44:12] just the restore funds yeah I I took a tour of the building a couple of months
[1:44:18] ago it's a beautiful facility very nicely done yeah I saw some pictures
[1:44:22] recently we look really good yeah so everyone come you know just spread the
[1:44:26] word that's how we're going to build and create Workforce housing in our area we
[1:44:30] have the me Street house which is in Mount Pleasant that is due to be uh
[1:44:35] given over to its new owners this coming Friday there will be a blessing of the
[1:44:38] home so it fills a big need and uh we're hoping through the restore to be able to
[1:44:44] expand the number of houses we can build every year as long as you have the floor
