[0:02] Thank you.
[0:10] » It's running late. We're going to open
[0:22] now. 7:14 cell tower up. Jonathan, is it you
[0:28] or Kevin that's gonna
[0:44] » I can hear you. You seem to be buffering a little bit, but I can hear you.
[0:50] Can you hear me?
[0:54] » I can. Yeah, I can hear you, Kevin. I I'm not really sure what's going on with
[0:58] their Wi-Fi there because they do have fiber optic. Um I am hearing the
[1:02] buffering as well. >> Okay. It's not just me. Okay. That's
[1:05] what I was worried about. >> Yeah, I think you and I are good.
[1:08] » Okay. >> Um
[1:11] let me see if I can swap them a second to the
[1:18] the doctor shop secure one. Hang on.
[1:24] See if that makes a difference here.
[1:36] Um,
[1:40] Brenda, I just sent the the other Wi-Fi and the password
[1:46] if you want to try and swap it a second. Obviously, the meeting will cut out very
[1:51] briefly, but I'm hoping that that'll give you a more secure connection
[1:57] cuz I don't know why this one is is being spotty, but it is.
[2:47] All right. It looks like it's swapped over. Um
[2:51] I don't know. >> Now it's coming up with an unstable.
[2:58] » Okay. It It's more stable on my end now than it was before. I don't know about
[3:03] Kevin. >> It's clear. Yeah, much better.
[3:06] » Yeah. So, I think I think this might be better. Um,
[3:15] and Remy, shouldn't they be able to have the audio on the owl?
[3:20] » Um, yes. But if the owl can't be unmuted for whatever reason, um,
[3:28] I don't know off hand. I I always just figure it out when I'm there. I don't
[3:32] know offhand how to do it. All right. Well, we'll try to have everyone here.
[3:36] So, Kevin, if you'd like to give a brief overview of the project for the
[3:42] audience. >> Sure, no problem. Um, could I um could
[3:47] you give me permission to share the screen and I can put up a PowerPoint
[3:51] presentation um that everyone can follow along with?
[4:08] You should have a hearing now. >> Okay, perfect.
[4:14] Just give me one minute.
[4:27] Okay. Can you um can you see my screen now?
[4:31] » Yes. >> Okay, perfect. Um
[4:38] so, first of all, thank you um Mr. Chairman and members of the board. Uh my
[4:42] name is Kevin Delaney and I'm the u vice president of site acquisition and
[4:47] development for Industrial Tower and Wireless. And um we just again want to
[4:53] thank you for the opportunity to present this application tonight. Uh we have a a
[4:58] PowerPoint presentation that we'd like to go through. Um we're going to be
[5:03] discussing the proposed uh facility. Um the wireless coverage need for this area
[5:10] and h how we're seeking to address it and the site selection process and the
[5:15] proposed design. So, what we're seeking tonight for is a site plan review uh to
[5:22] construct a 190 foot lattice telecommunications facility and it's
[5:26] intended to improve wireless coverage along Route 41 and the surrounding
[5:31] areas. So, as shown on this map, our proposal is located on the east side of
[5:36] Route 41, which is also known as 1486 Pond Road. Uh the property is identified
[5:44] on the town assessor's map as map Hold on, Kevin. We have the audience having a
[5:48] hard time hearing. Let me see if we can get the owl going.
[5:50] » Okay, we're all >> No worries.
[6:13] No, go back there.
[6:18] » Drag that all the way to the edge. >> But can we pick the
[6:23] » big the biggest thing is there there should be a button on the owl itself
[6:28] that has it. It's like a little mute button somewhere down near the base
[6:35] and when you touch it, it should unmute. But
[6:39] » it's the speaker that we want, >> right?
[6:43] And um >> and then you you would change the audio
[6:47] output option to the select a speaker option to the output
[6:59] » audio. Go.
[7:11] Randy, you brought up audio before.
[7:20] » Bluetooth devices system.
[7:26] » There you go. >> Can you hear me? Yeah, we can hear you.
[7:29] We're gonna try to get to >> volume is at 100%.
[7:32] » Yep. I'm just I'm just trying to talk so you can see if it's coming through the
[7:35] owl yet or not. >> It's not. It's keeps going to her
[7:38] speaker even though the owl is connected.
[7:44] » Um, is there just the one cord that runs to
[7:48] the owl? I can't remember if there's two.
[7:51] » Yes. Okay.
[7:58] do what you said to me. If you didn't
[8:04] with that
[8:18] right here.
[8:44] » Still coming through the computer. Yeah, even though the owl is selected.
[8:52] » Let me I'm going to unplug the owl. Put it back in.
[8:56] » Okay,
[8:59] » she's still Yeah, she's
[9:10] » uh Remy, can you say something? >> Yep. How's it going?
[9:13] » No. >> Yeah, that's coming through the owl,
[9:15] right? No, >> it wasn't.
[9:17] » No, it's through here. >> Okay.
[9:21] » This is now red.
[9:32] » Um, when you click on the little audio part at the bottom
[9:37] or the um like the up carrot at the bottom part, does it say leave computer
[9:41] audio?
[9:46] the computer on the or the
[9:50] » when you're in Zoom and you clip the little up carrot next to audio down
[9:54] towards the bottom of the options. >> We're not using we're not using the zoom
[9:58] control, but you talk about zoom on Brenda's machine.
[10:02] » Yes. >> Yeah. Let's try it
[10:06] » in zoom on Brenda.
[10:12] printer's machine. >> Okay, here's the problem. I got it right
[10:15] here. >> Say something now.
[10:18] » Yep. >> There.
[10:19] » Yep. >> All right. That better?
[10:22] » Yeah. >> Yeah.
[10:23] » Sorry, Kevin. You can start. >> Okay. Yeah, no problem. You can hear me
[10:26] loud and clear now. >> Oh, more than that.
[10:29] » Can you turn back on the video now, Keith, too?
[10:41] » Thank you. Yeah.
[10:46] » All right. Yeah, we should be all set now. Here's your camera and everything.
[10:50] » Great. So, we're seeking a site plan review to construct a 190 ft lattice
[10:55] tower uh intended to improve wireless coverage along Route 141 and the
[11:00] surrounding area. So, as shown on this map, our proposal is located on the east
[11:04] side of Route 41, which is also known as 1486 Pond Road. The property is
[11:10] identified on town assessor's map as map 10 and lot 13 and the property is a 5.4
[11:16] acre lot and it's within the limited commercial district. Uh this is a
[11:20] picture of the property itself using Google Earth. Um so we're going to have
[11:26] a proposed driveway which is approximately 260 ft in length. I'm not
[11:32] sure if you can see my uh my mouse pointer or not. Uh, but this is the
[11:37] proposed driveway to the site. It'll be 260 feet in length and it'll be 12 feet
[11:44] in width and it's going to be all within a 25 foot wide access and utility
[11:51] easement. Now, with the exception of one utility
[11:55] pole located at the entrance, um, all the utilities are proposed to be
[12:00] underground from that point all the way to the tower site. Um we have um minimal
[12:07] changes to the grade of the property are being proposed and when it comes to
[12:11] traffic flow to the site uh once it's constructed and operational it's likely
[12:16] going to see about two to maybe three visits per month. It will really have no
[12:20] impact in the area as it's an unmanned facility doesn't require any kind of
[12:25] sewer or water um or anything like that. Uh now near the road uh there will be an
[12:31] access gate that will prevent um unauthorized uh vehicles from entering
[12:36] the property. Now our lease area as you can see here
[12:40] in this zoomedin image is a 100 ftx 100 ft area and that's a total of 10,000
[12:47] square ft. Now our actual compound that we're proposing to construct within that
[12:53] lease area is an 80 foot by 80 foot uh fenced in compound. Now, the fence
[12:59] proposed is an 8-ft high chain link fence and it will have a 14 foot wide
[13:04] access gatement gate at the entrance. Uh there's also going to be a hammerhead
[13:09] turnaround >> at the uh entrance to the site of the
[13:12] compound. >> Um now within the compound itself,
[13:16] there's going to be 6 in of 3/4 in crush stone and the tower will be located in
[13:22] the center of the compound. That's the triangle you see in the center. And then
[13:26] the equipment shelters will be located surrounding the tower itself which is
[13:31] these boxes that you see here. Um typically these these communication
[13:36] shelters are u they used to be 12x20 actual like concrete um shelters but
[13:43] most often now they're all outside outdoor cabinets that are used. Um again
[13:49] the the tower proposed is a 190 foot lattice style tower like the one that
[13:54] you see in the image here. And this is a perfect example. This is one of our
[13:58] sites that we've um constructed already. And as you can see the lease area that's
[14:04] cleared is this 100tx 100 ft square area. And then the compound within that
[14:09] is the 80 foot by 80 foot fenced in area. Again with the tower itself, the
[14:14] lattice style tower in the center of the compound with the equipment shelters.
[14:18] surrounding it. Uh this is an example of what it looks
[14:23] like at the the ground level of one of our facilities.
[14:28] Now, uh your regulations require a fall zone of 105% of the tower height, which
[14:34] is something that that we make. Um so that would be 199 12 ft. And that's what
[14:40] this circle here represents >> um within the property. So we meet that
[14:45] um fall zone radius that's required by your town.
[14:52] Now the this is a a vertical profile of what the the tower will look like. Um
[14:57] again it's 190 ft lattice style tower. The antennas will be towards the top of
[15:02] the tower. Um this tower does not require any kind of lighting uh from the
[15:07] FAA. Um we've as part of our package we've submitted an FAA determination of
[15:12] no hazard. Um and that that determination basically says that no
[15:17] lighting uh will be required for this tower.
[15:22] And this next image is just examples of lattice towers that um our company owns
[15:27] and and constructed uh various sites um in in New Hampshire just to get an idea
[15:33] of exactly what they look like. Um so next we're going to discuss the
[15:37] the propagation studies that are associated with this site. Um it's
[15:42] important to note that tower sites are not something that are selected by
[15:45] random. Rather tower sites are selected based on ident identifying a need for
[15:50] coverage and then finding a suitable site that meets wellestablished
[15:54] telecommunication sighting criteria. So we don't pick a site that's just simply
[15:59] convenient. We have to first by begin and identifying where uh service is
[16:04] being lost and then we use sophisticated computer software and modeling to help
[16:08] us identify exactly where the coverage gap is and where a suitable location um
[16:14] will be located to fill that coverage gap. So after we identify a gap a search
[16:20] for a site is is begins and that's where uh Jonathan um works hard to to find a
[16:26] suitable site. So things that he looks for while he's looking for a site
[16:30] include uh constructability. Is the site, you know, in an area that's
[16:34] constructible? Um is it available? Is there a land owner who's willing to to
[16:39] sell or lease the property? Uh does it meet zoning requirements? Um are there
[16:43] any wetlands in the area that we have to be aware of and avoid? And we need to
[16:48] make sure that the site is uh available for collocation capacity. So, this
[16:53] facility that we've proposed here is proposed to eliminate a 3.7 mile deficit
[17:00] of wireless coverage along Route 41. And so, I know you know your your town much
[17:05] better than I do, but of course, uh, m the green line here identifies the town
[17:10] line. And of course, this is Mount Vernon here in this area. We have
[17:14] Reedfield, uh, to the south and FET to the west. And these red lines here um
[17:21] indicate state roads. So the red line that I'm pointing to now is route 41.
[17:26] And then we have route 17 that goes through Reedfield in Fyet. So the blue
[17:33] boxes that you see here are the existing towers today that are in Mount Vernon or
[17:40] surrounding Mount Vernon by other towns. So, we have an existing site to the
[17:44] north of our proposed tower and then we have an existing site in Fyet to the
[17:49] west and an existing site in Reedfield um to the south. And the coverage gap
[17:55] that we're looking to fill in is this area here. Um the yellow signal [snorts]
[18:02] or the yellow color represents inbuilding uh signal strength and the
[18:08] light blue or the cyan color represents invehicle uh coverage. So if you're
[18:14] driving along Route 41 and you're you're within the yellow or the the cyan color,
[18:20] you're able to make a call. If you're in the white area, uh anywhere in the white
[18:25] area, you'll either drop the call um or it'll be unreliable service where you
[18:29] won't be able to make a data connection or your your your service will go in and
[18:33] out and you won't be able to uh to hold a call reliably. So, this is the
[18:38] coverage gap that I I mentioned earlier. >> Um Kevin, a question this coverage gap.
[18:45] » Uh excuse me. >> Can I ask a question about the coverage
[18:47] gap? The colors. Sure. the levels I did a little research and it seems like
[18:53] these are for quote a good signal where fair most likely would work. Is there a
[19:01] reason that you didn't pick like four different levels of colors to show where
[19:06] people probably already get coverage? I live in the area that supposedly doesn't
[19:09] have coverage on this map and I get great coverage. So
[19:14] I think it would help describe why you selected the what is it 84 and 87 dB.
[19:20] » Yeah. Yeah. They they represent inbuilding coverage. So the yellow
[19:23] represents that inbuilding signal. So although you you may be able to make um
[19:28] your your phone call outside of you know outside of your home. The yellow rep
[19:34] actually represents strong signal strength that will penetrate um a
[19:38] building or a home to give you the the coverage you need. Um the blue
[19:42] represents invehicle coverage. Um and anything less than that um is weaker
[19:48] coverage. If you're not in a vehicle, you know, the coverage may get a little
[19:52] better than that. Um but I, you know, I've tested the these maps and I've
[19:56] driven this area and um I found it very reliable along Route I'm not sure where
[20:01] you live um but along Route 41 I found it very accurate.
[20:06] Yeah, I live on to and the north end of Tory northeast side and in my house I
[20:12] still get signal strength. >> Okay. So, are you are you in this? Can
[20:16] you see my pointer? >> Kind of. Yeah.
[20:20] » Are you in that this area where I'm pointing right now?
[20:24] » Look here. Go to the where torsy actually starts to
[20:30] neck down. >> Uh okay. Like this. So, so this area,
[20:37] » yeah, I can't tell you where you are, but it's still a white area.
[20:40] » Okay. And >> well, again, it's it's it's not going to
[20:43] be 100%. It is a prediction map, but it it does show some coverage in that area
[20:48] you're describing. Uh maybe you're just outside of it. I'm not sure. But, um,
[20:52] you know, it's a it's a prediction map. It's not going to be 100%, but it's it's
[20:56] it's relatively, you know, it's it's fairly accurate. And this is, you know,
[21:01] the criteria that's used to identify coverage gaps.
[21:07] » There's a question in the audience. >> I don't know if you want me to go
[21:11] through the presentation completely. >> Start over. I think while the coverage
[21:16] map is up, I think if there's a question about the coverage map, it probably time
[21:20] to have it so we don't forget. >> Okay.
[21:25] I get 53 inside.
[21:42] » So you're when you say behind you're east of the
[21:50] » behind to the east.
[22:01] Okay, I guess keep going, Kevin. >> Okay. Sorry, I couldn't really hear what
[22:05] he was saying. So, >> he says that he has he lives 100 feet
[22:08] from where the tower is proposed and he still gets great 5G signals.
[22:13] » Okay. Um Okay. Okay. So, so this is the um
[22:18] existing coverage today and then um with our proposed site, this is the how we
[22:23] would fill in the coverage gap. So, you can see the the white area in the area
[22:29] where this poor signal strength is completely filled in now with with
[22:32] reliable service. Um and so I was asked um by by the
[22:38] chairman to run various heights. Um so you could see the the variation level um
[22:44] at these different heights. So we this is our proposed height at 190 ft and
[22:49] then this is what it looks like at 150 ft. And you can see some of the outlying
[22:53] areas start to develop more of a coverage gap where we lose, you know, in
[22:57] the handoff potential. And then as we go down in height to 130 and then 110, you
[23:04] see where you'll still lose coverage along Route 141 and you won't have that
[23:09] seamless coverage. Um and then uh next was the um
[23:15] photographic simulations, the photo sims that we did. We um had conducted a uh
[23:20] balloon test on July 7th. Um, we had a third-party company um called Virtual
[23:27] Sight Solutions and we flew a balloon again on July 7th from 8:00 a.m. to
[23:32] 12:00 p.m. Uh, now the balloon was 3 and 1/2 ft in diameter and it was bright red
[23:39] and they went out 2 miles to capture locations where the balloon was visible
[23:42] from and then simulated a tower at that location if the balloon was visible from
[23:47] there. So, these pictures are taken from public areas. at no point did they um
[23:53] access any private property if they didn't have permission. So this balloon
[23:57] test was also advertised in the local newspaper. And so the colors that you
[24:01] see on your map here um the green represents where it is visible from and
[24:07] the red indicates that it is not visible from that location. So it's it's um it's
[24:13] 42 locations. So, I'll I'll go through them, but just so you understand, um,
[24:18] the order that I'm going to show these pictures is based on the distance from
[24:22] the proposed site. So, um, it may seem like we're jumping around from, you
[24:27] know, different roads and areas, but it's based on the distance from the
[24:31] proposed site. So, that's why it's it is the way it is. So, our first location is
[24:37] um 413 feet just north of the site on Route 41. And that is um you can see the
[24:45] balloon located right here. And this is a picture taken from Route 41 of what
[24:50] how it would be visible from that location.
[24:53] Uh picture two is taken uh from Pine Grove Road. Um and the top of the tower
[25:01] is visible. You can see the balloon right here and the top of the tower is
[25:06] visible through the trees uh there. >> Which road is this?
[25:10] » Picture three is taken from uh Potter Lane and this is uh 0.18 miles away and
[25:17] at that point it is not visible at all. Uh picture four is taken off of Pond
[25:24] Road um on Debbie's Road uh in front of the Down East Energy Propane Company.
[25:30] And we see the top is visible um from from this area on Debby's uh road.
[25:39] Uh picture five is taken um at the end of Pine Grove Road. Uh it's 21 miles
[25:46] away and it's not visible from that location.
[25:50] Uh photograph six is taken from Breezy Acres and the ball bloom was not visible
[25:57] from that that area. Uh, picture seven, which you can see
[26:02] here, was taken uh, further south on Pawn Road and the balloon was not
[26:06] visible from this area. It's 32 miles away from the proposed site.
[26:11] Uh, picture 8 is taken uh, north of the site um, on Route 41 at the intersection
[26:18] of Five Seasons Road and it is um, uh, it is uh, slightly visible through the
[26:26] trees here. If you can see that it was just barely visible through the top. Uh
[26:32] picture nine was taken further east on Five Seasons Road. Now this is about 045
[26:37] miles away and it's not visible from that location. Uh picture 10 was taken
[26:44] on um further south on Route 41 near the town line and this is just a little over
[26:50] half a mile away and it wasn't visible from that location. Picture 11 was taken
[26:56] east, further east on Five Season Road and the balloon was not visible from
[27:01] that area. Picture 12 was taken on Pond Road north
[27:06] of the site and the balloon was was not visible from this area. Uh, picture 13
[27:12] was taken at the intersection of Pond Road and Davies Lane in Reedfield and it
[27:16] was visible from this area as you can see um going back and forth. The balloon
[27:22] is right here. And that's what it looks like with the tower simulated into the
[27:27] picture. Uh, picture 14 was taken on Desert Pond
[27:32] Road uh, a little over a mile away and not visible from that location. Uh,
[27:37] picture 15 was taken uh, off of a Chimney Road and that was u, excuse me,
[27:43] further south on um, Route 41 and it was uh, visible from that location. And you
[27:49] see by the trees over here, you can just see it, the balloon. And that's what the
[27:53] tower looks like in this area right here.
[27:57] Uh, picture 16 is about 1.18 miles away, taken from Weston Road, and it was not
[28:03] visible from that location. Picture 17 was taken from Desert Pond Road, 1.27
[28:10] miles away, and it wasn't visible from that location. Picture 18 was taken
[28:15] further north on Route 41 and not visible from that location.
[28:20] Picture 19 was taken from Weston Road, 1.43 miles away, and it was not visible
[28:26] from that location. Uh, picture 20 was taken from Chase Road and it wasn't
[28:32] visible from that location. Uh, picture 21 was taken from Lake Road and it was
[28:38] not visible from that location either. Uh, picture 22 was taken from Desert
[28:44] Pond Road and this is a mile and a half away and it is visible through the um
[28:49] the the trees here because it's a wide air open area and you can see the tower
[28:54] if I go back and forth a simulation of the tower. Um, the top of the tower is
[28:58] visible from this area and that's 1.51 miles away. And then picture 23 was
[29:04] taken from Pond Road, not visible from that location. Uh 24, another location
[29:09] on Echo Lake Road, 1.62 miles away, not visible from that location. Uh picture
[29:16] 25 was taken uh further south on Route 41, and it's not visible from that
[29:22] location. Uh picture 26 was taken on Echol Lake Road as well, 1.69 miles
[29:30] away, and it's not visible from that location. Uh, picture 27 was taken on
[29:35] Chase Road and it wasn't visible from that location. Picture 28 was taken from
[29:43] 41, 1.7 miles away, and it wasn't visible from that area of town or that
[29:48] location. Uh, picture 29 was taken from Reedfield
[29:53] on Main Street, 1.73 miles away, and it was visible from that location because
[29:58] it's a wide open area with the cornfields there. And you can see the
[30:02] photo simulation of the tower. Uh, picture 30 was um taken from um
[30:10] further down on Main Street in Reedfield and in that area it was not visible.
[30:17] Picture 31 was taken um at Echo Lake 1.74 miles away and it was visible from
[30:24] that location. You can see the tower uh photo simulation here. Uh picture 32 was
[30:31] taken from uh route it's F FR17-1 which is off of Main Street 1.75 miles
[30:39] away and it's open but it was uh not visible from that location.
[30:44] Uh picture 33 off of Main Street in Reedfield was 1.75 miles away and it was
[30:50] not visible from that location. Uh, picture 34 was taken on N road 1.78
[30:57] miles away and it was not visible from that location. Uh, picture 35 was taken
[31:03] for another area on Main Street 1.78 miles away and it is visible from this
[31:09] location as you can see in the photo simulation here. Uh, picture 36 was
[31:15] taken off of Echol Lake Road 1.78 miles away and not visible from that location.
[31:22] Uh, picture 37 was taken off of, uh, Chimney Road, 1.79 miles away, and it
[31:29] was not visible from that location. Uh, picture 38 was another location off of
[31:35] Echol Lake Road, 1.85 miles away, and it was visible from that location. As you
[31:40] can see, once you get that to that distance, it's hard to make out what it
[31:43] is, but you can see that there's a tower there. Uh, picture 39 off Point Drive um
[31:50] was not visible from that location. Uh, picture 40 was taken off of Church Road
[31:57] and it was uh not visible from that location either. Um, then picture 41 was
[32:02] taken from another point of off of Echo Lake Road or Echo Road and it was not
[32:07] visible from there. Uh, picture 42 was taken off of Main
[32:13] Street at another location just a little over two miles away and it was not
[32:16] visible from from that location. So, the reason why we we go through these maps
[32:21] is just to give you a general idea of visibility. Um, we would like to make
[32:26] these sites completely invisible. Um, fortunately it's not possible. But if
[32:31] you look at the just the the green and the reds, it's it's
[32:35] » less visible than more than visible. um because of the tree cover in the area.
[32:42] Um you know just uh briefly about Industrial Tower and Wireless. We've
[32:47] been in the business for uh 50 years. Um, we take pride in our work and we
[32:52] have our own crews who do everything from the electrical and utility work at
[32:56] the sites um to the foundation and excavation and concrete work um to um
[33:04] actually erecting the tower themselves and and putting the antennas on the
[33:08] tower. That's that's all done internally with our crews. Um, and we also do
[33:13] special projects like uh this is nothing like we're proposing here, but this is
[33:17] just an example of a site that we own in West Bridgewater, Massachusetts, where
[33:22] we had to put a um an antenna on top of the tower. This is a broadcast tower, so
[33:27] we needed to use a helicopter to be able to install this this antenna up there.
[33:31] We also take pride in how our sites work look. Um, we have our own landscaping
[33:36] and maintenance crews who come around and and and make sure that they're they
[33:40] look good. They cut the lawn when the lawn needs to be cut and they make sure
[33:43] that everything's maintained um the way that that it should be. So, all this to
[33:48] say that we just we take pride in in in our sites and how they look and um you
[33:53] know, we're a local company whereas we're out of New England. Again, we're
[33:58] our our main headquarters is based in Massachusetts, and we have uh another uh
[34:02] office and and warehouse and crew that that works out of a a comp our New
[34:07] Hampshire branch as well that would likely uh service this site. So, we
[34:13] appreciate the opportunity to um you know, present this to you and be happy
[34:17] to answer any questions you might have either myself or or Jonathan. We have
[34:21] Kristen on as well. Uh, one thing, Kevin, I'd like to Can
[34:25] you go back to one of the map pictures? Doesn't matter which one. Just go to the
[34:29] the overview of the map >> of the photo simulations.
[34:33] » Yes, please. >> Yep.
[34:36] » Yeah. Um, one thing you don't show and I highlighted this last meeting I took
[34:40] pictures that the eastern shore most of the eastern shore of the main bay of
[34:45] Torsy will have a direct view of about 120 ft of the antenna stick above the
[34:52] western ridge western side of the >> I personally during the balloon test I
[34:58] had driven down the road um that that that leads to that area and it's heavily
[35:04] treed. I I couldn't I couldn't [clears throat] see anything from the
[35:07] the road. I don't I can look up the road. I don't have it in front of me
[35:10] which it was, but whatever road runs along here. And honestly, I couldn't see
[35:14] anything. There was a public beach area that I stopped at where it wasn't
[35:17] visible from. >> Um but, you know, if there's houses
[35:20] there that, you know, I I obviously I couldn't, you know, get in front of
[35:24] those houses to see the the wateride to see what the visibility was. Um, but I I
[35:30] I I'll take your word for it, but I couldn't personally see it when I um
[35:34] when I drove that road. >> Yeah, it'll have to be have to be on in
[35:39] the people's houses or on their docks. But
[35:42] » it's very visible. I took pictures and I think we talked about that you don't
[35:46] can't do a photo simulation of the pictures that I took.
[35:50] » Right. Right. >> November when there's no
[35:54] trees. It will be a little bit more.
[36:00] » Yeah. >> About the construction piece of it.
[36:05] » Okay. Can you hear him? We have someone in the public asking for construction
[36:10] details >> or a comment.
[36:12] » How does how does the construction of the esavation and concrete and I assume
[36:17] you're going to have to drill on the ledge there to secure the tower. How
[36:20] does that how does that affect my well that's downhill from that site 100 yards
[36:26] downhill from that site. How does that affect my water quality?
[36:30] » So it shouldn't affect it. I I'm sorry. I did hear him. Um he was asking about
[36:35] how it would affect his well. Um that's 100 was it 100 yards away? Is that what
[36:39] I heard? >> 100 feet.
[36:41] » 100 feet away. Um >> well there shouldn't be any well 100
[36:45] feet away. We that's on our property is But how deep the foundation going to be?
[36:53] » Yeah, so the foundation will be about 8 feet. We'll do a geotech report that
[36:56] will um you know, see exactly the the size and and and confirm that, but
[37:01] typically they're between you know, six and 8 ft. And you know, we've built
[37:06] these close to to homes with with wells and um there's been been no issues
[37:11] whatsoever. And if there was an issue, we would take
[37:15] care of it. >> But we've never come across any problems
[37:18] like that. Any
[37:22] other questions? Let me pull up. >> Are there other any other sites that
[37:26] they looked at? >> Kevin, can you hear that question?
[37:31] » Um, did she ask about other sites that we looked at?
[37:34] » Yes. >> Yes. So, we in our application package,
[37:39] see what
[37:42] we did alternative site analysis. um that's in tab eight if you have the
[37:47] package in front of you which shows two which shows the sites that we looked at
[37:55] to provide coverage to this gap. So, it was a total of 10. Um, and and that's
[38:00] something that that that Jonathan McNeel, he he's actually the person who
[38:04] looked at these sites, and he'd be able to address those specifically if anybody
[38:07] has any questions. But we did look at 10 other sites
[38:11] » sites >> and how did we decide this site
[38:18] » versus the other site? >> Um, well, so we have to measure the
[38:21] distance between the difference between providing coverage to the gap. So, it
[38:25] needs to be within this this general area. Um, so the other sites that we
[38:30] looked at, um, the the land owners were were not interested in in doing any kind
[38:35] of of deal, um, or we couldn't agree on on a location. But I'll let Jonathan, if
[38:40] you want to speak to that specifically since you were the person um, doing that
[38:44] work. Yeah, I mean as Kevin says, you have to have a worldling less or um and
[38:51] we try to find locations that have sufficient area space.
[38:57] They have to meet the zoning requirements and there's there's a
[39:02] couple properties in the limited commercial area. Um but uh this was the
[39:07] only property that had a willing less north.
[39:14] So the self that you guys would be paying the owners of that property like
[39:19] a monthly fee or for as long as there
[39:37] » well my other big question is how does this affect my property value if I were
[39:41] to sell my house someone buying it. I wouldn't want to purchase a house
[39:45] looking at a 200 foot cell tower in the front yard. So, that's going to kill my
[39:50] property.
[39:53] » I mean, I think we still need to um deal with the issue that you're asking for a
[39:58] variance. Our ordinance says a tower no greater than 100 ft. Um I still want to
[40:06] see more data. You went down to 110, but my research seems to indicate and based
[40:12] on my testing around my place. Your map seems to be for quote a good
[40:20] signal where in most locations a fair probably would work. They may get lower
[40:25] data rates. So I think we need to still review this
[40:30] further of why we need that tall of a tower.
[40:38] Yeah, I mean you we're not require we're not
[40:41] requesting a variance at all for this site. Your your bylaw does allow up to
[40:45] 190 ft. Um I I provided coverage. >> Excuse me.
[40:51] It allows it if it you shows that it's a significant uh I'll have to look at the
[40:57] verbiage but basically anything less than 100 ft the ordinance allows you to
[41:03] do but greater than that you have to show that um there's a significant
[41:08] performance degradation by maintaining that 100 foot or lower height.
[41:16] » Yeah. the so we're proposing you 190 foot tower that's that that is accurate
[41:21] and we did show the difference the variations
[41:24] » in the the lower heights um it'll come at a cost unfortunately I mean we can we
[41:29] build something less than 190 ft yes we can um but it'll come at a cost of not
[41:35] having the seamless coverage um you know along Route 41 and along Route 17 um you
[41:42] know if we were to reduce the height down to 170 ft. Um, we could provide
[41:49] similar coverage, but you need to remember that there's multiple carriers
[41:53] that use these sites and they require 10 ft of vertical separation between their
[41:58] antennas. So, when you um it may work for the the top mounted
[42:04] carrier at 170 ft, but you have to remember that there's also going to be
[42:09] another carrier who's going to be down at 140 ft. and that's where it starts at
[42:13] a degrade for the the various carriers. So, we're trying to provide
[42:19] we're trying to provide a solution at a height that will provide coverage for
[42:23] all the carriers. >> There's nothing that can be added to the
[42:28] power that's on Elmer Elvin's property on Kent Hill or the power on Blake Hill.
[42:33] That's >> two miles. They're within two miles.
[42:38] » We're 3.4 miles away from that site. Did you get feedback from the you sent
[42:43] letters to both tower owners? Did >> we sent them to all the the tower owners
[42:48] surrounding uh the area and we had no feedback.
[42:51] » No, I'm hearing that people on the planning board earlier mentioned that
[42:56] last meeting you mentioned that the tower to the north on Lake Hill Road
[43:01] doesn't have antennas on it now or maybe limited antennas. Is that true?
[43:06] » It does have antennas on that tower. I don't I think might have been misqued. I
[43:10] I if I said that that's not what I meant. It It does have antennas on it.
[43:15] » Cell phone. Are they cell phone antenna?
[43:19] » Correct. >> Correct.
[43:24] » Can I ask a question? >> Sure.
[43:26] » Yeah. Do you have any pictures of when the foliage is
[43:29] » Can you Can you see this picture here on my screen?
[43:34] » Yep. >> Okay. So, that's that is that tower and
[43:37] that's the antennas on the tower there. There you can see the arrays.
[43:42] » Uh I see a picture of trees and a lake. Is
[43:46] there a tower in there? >> Let me uh let me stop and try to share a
[43:50] different screen then. Hold on.
[43:56] How about how about now? Do you see a tower in that image?
[43:59] » Uh nothing really. Oh >> yeah.
[44:01] » Yeah. >> Okay. Yeah. This is the tower that
[44:04] you're you're speaking of with and there are antenna arrays on that tower.
[44:15] And they don't provide coverage down to Route 41.
[44:19] » No, there it's it's uh it's 3.4 miles away and it's just too far away with the
[44:24] the terrain and topography and foliage to to penetrate that area.
[44:30] I can talk on the my house all the way to Mount Vernon Village that I
[44:35] » I think we still need to get better heat maps because my research the uh decibel
[44:43] uh range that you picked is considered a good signal. Calls work well and data is
[44:48] fast. 91 to 100 dBm um fair signal calls work but data may be slow down.
[44:56] Um I'm actually in the next zone down in my house and I still get calls through
[45:02] and data um is much slower. So I think we need a better map showing maybe four
[45:11] different colors for these ranges to really show what the gaps the real
[45:16] critical gaps are. >> Sure. I I can add I can add some signal
[45:21] strength levels to the um to the maps and present that.
[45:26] » Also, do you have any pictures of when the foliage is gone?
[45:33] » Um, no. I When the foliage is gone of what the
[45:38] » the site, >> right? Don't you think that would show?
[45:43] » I don't. Can we direct the questions forward,
[45:48] please?
[45:57] » Uh Kevin, do you think don't you think the towers will show a little bit more
[46:00] when the foliage is gone? >> Um it'll be it'll be it'll be slightly
[46:07] more visible in certain locations, but um you know that the tower itself is
[46:12] gray. the t the trees off season everything is kind of gray when it's
[46:16] winter time and it still blends in fairly well.
[46:23] » There going to be like a town or this? >> It's up to the planning board.
[46:40] Any other questions from anyone? >> We're just talking about the pitches.
[46:44] » No. Any questions on this application? >> What's a reception reception at camp?
[46:51] » Do you know? I don't >> I'm sorry. I I didn't catch that. I
[46:55] heard the reception, but I didn't hear the location.
[46:57] » Campalo.
[47:00] » Is that Is that the property to the north?
[47:04] » Yes. >> Yes. Northwest
[47:09] » that's in the town of um Mount Vernon. >> Yes.
[47:13] » Yes. >> That's on the northeast side of Elay
[47:18] just beyond the desert road from this. >> Okay. It it's it's it's poor there.
[47:27] The coverage is poor at that camp. That's you know one of the areas we're
[47:31] looking to provide some good service to.
[47:38] We wouldn't have talked about this, but proof of financial capacity. Have you?
[47:43] » Yes, they uh we got a letter from plans. >> Okay.
[47:49] Reading the ordinance. It says proof of financial capacity. The
[47:53] bill maintain the proposed PWSF must be submitted. But uh it doesn't talk about
[48:02] uh bankruptcy. >> Um in there I think we require that uh
[48:09] it's a bond is assumed you probably know it's a shity bond for the disassembly of
[48:15] a tower. >> Right.
[48:17] » Right. And that's standard practice for most sites that we would
[48:22] » this
[48:32] a copy of that. We have a copy of the financial ability
[48:39] to maintain and put it in. But that would be a requirement in our
[48:43] if this got approved that would be condition of approval that they um I
[48:49] guess create a bond which is a standard thing for a lot of these projects.
[48:56] I'm not an expert on it so I don't know exactly how it works.
[49:01] Do we know if these towers make noise or anything?
[49:05] Vibrations or >> any radiation from it
[49:10] out in field question. >> Kevin, you want to talk about noise and
[49:16] then RF radiation? I think you submitted data to it. I I think you should answer
[49:21] the question. >> Sure. Sorry. I I could I couldn't hear
[49:23] the question that was asked before, but as far as noise, the tower itself makes
[49:27] no noise um at all. Um as far as the um RF EMF electromagnetic um force that
[49:37] that we did provide a study um that basically explains that you know if this
[49:43] tower were completely loaded with um all the wireless carriers operating at the
[49:48] maximum power that they're licensed to do which is way more than they actually
[49:52] ever operate at that even if and they're all full power all at the same time it
[49:58] would be less less than 11% of what the uh maximum permissible exposure level
[50:04] that the FCC allows for. So the FCC governs this and they allow for a
[50:09] certain amount of of power and if it goes beyond that then that's when we
[50:13] would have to file some uh special studies. But what we're doing is 11% of
[50:19] what's allowed. So it's well below the threshold um that the FCC permits.
[50:30] I'm sure you guys did like a wildwood study too, right? I don't have any of
[50:34] the reports in front of me, so that's why I'm asking.
[50:40] No impact on like birds or deer.
[50:47] » We do environmental infection.
[51:00] So I think I heard something about worried about like wildlife. Is that is
[51:04] that correct? >> Yes.
[51:05] » Okay. So so that is another part of the process that we have to file with um we
[51:11] have to comply with NEPA guidelines and I think the NEPA report was filed with
[51:15] the town. You should have a copy of it. But there's basically eight criteria
[51:19] that that governs that. Um the first one is if it's in a wilderness or wildlife
[51:24] area um you know that which we're not um that could be an issue. Um if we affect
[51:30] any kind of endangered species in critical habitat um which we do not um
[51:36] and we've provided the studies that explain that. Um we also do not um have
[51:41] an any effect on historical sites in the area. Um we're not in in a flood plane
[51:48] um which is another aspect of it. um we don't affect any features like wetlands
[51:52] or surface features and um and we comply with um the lighting aspect because the
[51:59] tower will not be lit. So that's the criteria of the environmental
[52:02] assessment. But I think what I heard was the concern about endangered species and
[52:06] critical habitats and we've provided a study that that that comments that we do
[52:10] not our site as proposed will not affect that.
[52:15] » And just for the board, this is Kristen speaking. Um it is tab 11. The summary
[52:21] of NEPA is in tab 11 of your booklet and was submitted the full report which is
[52:28] over 50 pages was submitted um in its full package with the original uh
[52:36] » which anyone could go to the town office and look at that.
[52:47] any other s >> this is not a question but it's a
[52:51] comment so I don't know whether this is the right time to make a comment
[52:56] » you're in the public hearing >> so for those of you who don't know me my
[53:00] name is Susie Herman I live in Mount Vernon um not near the site but I've
[53:06] been on the ordinance for you committee here on Mount Vernon for o over 30 years
[53:12] I Um, and I was involved when we created
[53:16] the ordinance that applies to cell towers um, over I think it's around 15
[53:21] years ago. And I just wanted to bring to the attention of the board members. And
[53:27] you probably already know this, but there seems to be some questions about
[53:33] the height, the necessity for 190 ft, the necessity for the tower to begin
[53:38] with, whether there is a gap or whether people get good coverage as it is, the
[53:45] impact on on neighboring properties and so on. And the ordinance has some tools
[53:52] for the planning board if you choose to use them to hire an independent um
[53:59] engineer and also an independent I think it's called a landscape architect to
[54:06] look at visual impact. you have the ability to do that under
[54:11] the ordinance and um at the at the expense of the applicant to do your own
[54:17] to have your own study of these questions. It's a tool that we purposely
[54:23] included in the ordinance. This is this is very technical and um it seems like
[54:29] that's something that uh you might want to consider
[54:33] um in terms of your evaluation of this project especially in light of the
[54:39] comments here. Um so that's that's basically um what I wanted to say.
[54:48] » So is that the town's responsibility to pay for it? No.
[54:51] » No. or we can it can be at the applicant's expense. I did very briefly
[54:59] look at the big notebook at one time and I thought there was something in there
[55:03] that said the applicant was willing to do that. Um I don't know if that's been
[55:09] discussed. I haven't been involved with this uh in terms of prior meetings, but
[55:14] I just wanted to um bring that to your attention that you do have these tools
[55:20] to, you know, gather that information to fully evaluate what's before you.
[55:26] » We haven't really discussed this application because the last meeting was
[55:30] when the application was finally deemed complete.
[55:32] » Okay. >> We're waiting for the public hearing
[55:34] today with input. then we can start discussing
[55:38] um going forward. So where exactly what you're saying?
[55:46] Is there a time like a decision time like
[55:51] when there's going to be
[55:54] » on the board of thought >> but there's no like expiration date of
[56:00] » I mean there is some restrictions that we can't just delay it but we need to
[56:05] diligently work on the different questions and issues. So,
[56:11] » so it's not finished. >> No.
[56:19] » And actually after this public hearing, we're going to go into the planning
[56:22] board and we'll start discussing the application and input we got tonight.
[56:29] » Any other questions? Yes. >> Comment. [clears throat] I recently
[56:34] moved here from Raymond and I was approximately
[56:39] one mile away from the WGME tower which is actually was the tallest man-made
[56:46] structure in North America until the Sears tower was built. I mean the thing
[56:50] is just unbelievable and no noise except in heavy winds you would get like a hum
[56:59] from the tower. Obviously, this is not anywhere as close to that size, but it's
[57:06] just some food for thought. You know, if there would be wind generated noise,
[57:13] it's a guy tower in Raymond. Yes. So, there's there's guys this this will have
[57:18] those that's what makes the vibration makes the sound.
[57:22] » Yeah. >> This is a self.
[57:26] » Yeah.
[57:29] Have you ever had a complaint on any of your towers that you've done in the past
[57:33] on wind noise? >> Negative.
[57:38] » The the radio equipment um is typically now the sign like a
[57:44] refrigerator and kind of makes a home like a refrigerator because it's it's
[57:49] got radio equipment in it, not basically electrical equipment like a
[57:53] refrigerator. The tower itself
[58:07] Any other questions?
[58:12] Okay. Um, I guess motion to close the public hearing.
[58:19] Make a motion to close the public. Ron second.
[58:25] All in favor? All right, thank you everyone. Um,
[58:31] we're now going to open the uh planning board meeting at 8:12 p.m.
[58:37] and uh we can now start reviewing uh
[58:43] the uh cell tower application.
[58:50] So Kevin, I I guess you did offer up that you would run additional
[58:55] um heat maps with maybe the four different colors for the various levels.
[59:02] Um >> yep, I can
[59:07] » uh present what we without the tower and then with the tower.
[59:10] » Sure.
[59:17] All right.
[59:24] » I do think we do need to um retain an outside um engineer to review.
[59:34] I know enough to be dangerous and I'd rather see an expert in this field um
[59:40] review the data. Any
[59:46] other good question copies of that too? Instead of you know some of this the
[59:52] ones that he showed the different heights I think it was the first time.
[59:55] » Um did you have the copies for the board copies of those? Okay.
[1:00:01] » But if we get >> those 15 copies
[1:00:04] » they're sitting here level right? >> Yeah. Those are 110.
[1:00:11] » Okay. But you're asking also for different levels, correct?
[1:00:15] » Yeah, I'd like to see like four different levels and then um and also
[1:00:20] down to 100 feet where the ordinance is. And if anyone in the public wanted to
[1:00:26] see the we get extra copies
[1:00:40] like to nail down Lake Hills tower.
[1:00:47] » I think we can get the engineer to do that. I think the engineer should go
[1:00:51] through the adjacent towers in the area and come up with a heat map or validate
[1:01:00] um what um they have the applicant has submitted
[1:01:05] but also state >> are you still getting off that tower?
[1:01:10] » I have to go try I tried this afternoon and it was still pinging off the Kensil
[1:01:15] tower was on this
[1:01:19] Yeah. No, we'll have to have it verified. I would agree with you that on
[1:01:23] the north side of my house, I used to ping off that tower. Southside, I'd go
[1:01:27] off the other tower and I tried it today before the meeting and it stayed to the
[1:01:31] cell tower.
[1:01:45] We would like to request um if you're going to hire a third party reviewer for
[1:01:48] the um engineering that you would please get three quotes just to make sure that
[1:01:53] we're >> um you know
[1:01:56] » economically uh not the choosing the most expensive person out there.
[1:02:01] » No, I understand.
[1:02:06] Has everyone gone through as far as from the tower standpoint?
[1:02:12] Any other questions on the tower?
[1:02:18] » To me, I think that the key is, you know, and it's just for Kevin your
[1:02:24] benefit. That's section uh 35 C um I the height and where the ordinance
[1:02:35] specifically states that um the planning board may enlarge the
[1:02:41] maximum height to 190 ft upon showing by the applicant by substantial evidence
[1:02:45] that enlargement up to 190 ft is the only feasible alternative to fill a
[1:02:50] significant coverage gap within the meaning of the telecommunications back.
[1:02:55] » So, >> yeah, and I understand that it was just
[1:02:57] mentioned that a variance would be required for the 190, and I just wanted
[1:03:00] to make it clear that we're not requesting a variance. That's all.
[1:03:04] » Um, I thought at the initial meeting that we met on the application, you had
[1:03:09] two variance requests. You had a variance request not to send the letters
[1:03:13] to the Jason tower owners, but you backed off on that. And wasn't there a
[1:03:18] second variance request? >> No, there was some waiverss that we had
[1:03:21] talked about, but there was no variances.
[1:03:25] We we didn't move forward with submitting any waiverss for this
[1:03:28] application. We ended up fulfilling all application requirements.
[1:03:37] Actually, I take that back. We did ask for a waiver for the up to 10 miles for
[1:03:44] the balloon test simulation photos down to two miles. And that was
[1:03:50] that was agreed upon because the balloon becomes
[1:03:55] almost invisible at that distance.
[1:04:01] » And I guess the other question I'll ask it again is Kevin, we had talked at the
[1:04:05] last meeting about the pictures that I took. You say that there you had a
[1:04:10] special camera, but I can tell you the elevation, the distance away from the uh
[1:04:15] tower that or the balloon that I took that picture from. Your outside
[1:04:20] contractor can't then do the simulation. >> He can't. It needs to be done with his
[1:04:26] his he's got a high-tech camera that gives him a lot of different parameters,
[1:04:30] and you can't get the same parameters off like an iPhone picture or or a cell
[1:04:35] phone or or even a regular camera. Even if I know the elevation and the distance
[1:04:39] away, >> it's still he doesn't know where you how
[1:04:43] you zoomed it, what the zoom rating was. There's a lot of different technical
[1:04:46] elements that I'm not, you know, really at liberty to explain because I don't
[1:04:50] understand it. But that that's what I've been told.
[1:04:54] » Uh my iPhone, I'm pretty sure has the spec the specs will actually tell you
[1:04:59] all of that >> when you take look at the details of the
[1:05:03] picture. Yeah, I I I can only explain what he was
[1:05:08] told. I know he had gone to your house to try to take a picture from there, but
[1:05:12] there was nobody home at the time. So, uh beyond that, I don't think there's
[1:05:15] much he can do. >> They would have accessed public lake and
[1:05:21] a public boat landing take a boat up on the north shore of east shore to sey
[1:05:27] do a balloon test again and take the pictures.
[1:05:34] I think you have a general idea of where you can see it on the lake. So I I don't
[1:05:38] see that another balloon test will accomplish anything. You you can you
[1:05:42] know where you saw it from. >> We can't make it invisible, especially
[1:05:47] in an open area like a lake.
[1:05:53] In two months, you'll be able to take pictures without foliage,
[1:05:58] which I think is important to people that live in.
[1:06:03] » I'm not sure if we have the latitude required test,
[1:06:07] right?
[1:06:10] I don't think so.
[1:06:33] Yeah, it say they may require the planning board may require a a balloon
[1:06:38] test say multiple.
[1:06:56] So really the questions outstanding is the heat maps and the adjacent towers,
[1:07:02] right?
[1:07:08] » Okay. With that, I think we should move on to the next uh agenda item.
[1:07:15] So, um, just so I understand, so to clarify, you're going to continue this
[1:07:20] meeting to the next scheduled meeting, and between now and then, you're going
[1:07:23] to get three quotes for an engineer to review the the studies.
[1:07:29] » That is the goal. >> Okay.
[1:07:30] » Um, I would expect that that's going to be
[1:07:36] maybe it's an easy task, but I I question if it's going to be all be done
[1:07:39] in a month, but we'll give it a try. >> Okay. Okay. Well, you'll keep us
[1:07:44] informed. >> Yes. Yep.
[1:07:46] » Okay. When is the next scheduled meeting? Just so I can
[1:07:49] » Second Tuesday of the month. >> Second Tuesday. Okay.
[1:07:56] » It's the third Tuesday. >> The 15th.
[1:07:59] » Third Tuesday. >> Third. Third Tuesday. The 15th.
[1:08:03] » Okay.
[1:08:10] I'm
[1:08:14] only 100 yards from it's going to affect you whether
[1:08:19] or something look at the damn tower like that.
[1:08:22] » But they signed an agreement with them. So I'm not sure how that affects us,
[1:08:29] » right? I mean they they signed a lease with the applicant.
[1:08:36] » Oh, you're I think you said the land owner. No,
[1:08:38] » that the adjacent land >> adjacent land. It's going to affect you.
[1:08:43] I don't care how you look at years ago. It's going to affect you.
[1:08:47] » We say you got it. You want to pick up next?
[1:08:49] » No. Again, I think he's mentioned that in this. So, that's record that we need
[1:08:52] to review. >> Right.
[1:08:57] I'd be against I wouldn't book anything.
[1:09:03] » They need to prove there's a tower that big needed.
[1:09:09] Okay, next item. Uh, site plan review 1218 Bond Road,
[1:09:15] Camp Laurel. >> Good evening, Ben Mary from
[1:09:23] all
[1:09:28] myself. One second.
[1:09:39] Okay. Thank you, brother.
[1:09:48] » Yeah. Give it five minutes. A little break.
[1:10:29] Where's Jeff tonight? >> Seems like he's always been the one that
[1:10:34] comes here.
[1:10:50] You got a new book? >> Yes.
[1:10:53] There was I can't remember the changes. I think it was the housing, wasn't it?
[1:11:01] » Thank you.
[1:11:57] I'll go through that no longer than 30 ft larger than 200 square ft. And it
[1:12:05] says may be permitted by the planning board upon a finding after a public
[1:12:09] hearing that the additional size is necessary for safety or operational
[1:12:12] necessity of the dock. Mhm. >> Um it extends no further than that point
[1:12:18] which the depth of the water reaches six feet.
[1:12:20] » Six feet. I I could you can go out to where it reaches six feet.
[1:12:25] » So for me I could go across the lake almost
[1:12:29] » if I wanted to but they still need to go to the code
[1:12:33] enforcement. >> Yeah. Probably have to reject it and
[1:12:36] kick it over. >> Well you reject it. You'll just say that
[1:12:39] based on what they're asking for the planning board and you'll tell Dr. B to
[1:12:43] put it on the agenda. >> Yeah.
[1:13:53] What's there right now?
[1:13:57] » Yeah. >> Well, it's mostly field.
[1:14:02] » Yeah, >> that was cleared the past year when it
[1:14:05] just cleared >> uh about two acres was cleared in the
[1:14:08] past year. The remaining of it's been cleared for used to be our horse
[1:14:13] pasture.
[1:14:28] photos. What was that's always been clear and we're clear in this area.
[1:14:35] Looks like a garage door. There's like a dead.
[1:14:40] » Yeah, that's pretty cleared over there.
[1:14:59] aren't
[1:15:07] having their own meeting downstairs
[1:15:16] right now.
[1:15:19] Yes.
[1:16:15] catching me up real quick. So, what's his zone right now? He's rural.
[1:16:23] » Should save it in the application. >> Yeah.
[1:16:36] » Sorry.
[1:16:40] You didn't get right there.
[1:18:39] Okay.
[1:18:51] Uh again, I'm Benson.
[1:18:56] This is uh okay Laurel
[1:19:03] practice area. Uh this is for orientation. This is pond road
[1:19:09] and this is desert pond road here. So this is the corner this section here. Uh
[1:19:15] there a large uh field existing field uh you can see by this tree line
[1:19:21] delineation here. Now, uh there will be clearing this portion the wooded area
[1:19:27] down towards P on road. Uh what this uh facility will have will have some
[1:19:32] driving ranges here the kids to utilize as well as some chipping to putting
[1:19:37] greens as shown in this gray area here. Uh there was a small uh building
[1:19:45] in this location. This will house some bathrooms, house uh place to store
[1:19:51] equipment for the uh golf practice area and then there will be a trail
[1:19:55] connecting into their existing facilities as well to access it. Um a
[1:20:02] lot of greenery here obviously with the driving range and the parking green a
[1:20:06] little bit of new impervious area um will be associated with this. We have
[1:20:10] quantified it total as 5,933 square ft.
[1:20:16] of new impervious area. Camp Laurel has an ongoing site location permit with D.
[1:20:26] So this they allowed up to 10,000 square ft of impervious area per calendar year
[1:20:34] without having to submit a new permit. We just have to notify D of the
[1:20:39] operation, provide our drawings to them and give them a notification. So upon
[1:20:44] approval from the planning board, we will be doing that providing that
[1:20:48] notification to the EP to update their slogan permit.
[1:20:52] » When do you propose to do this? >> Uh, hey, how are you representing camp
[1:20:58] Laurel? Um, we're currently working on just the grass area
[1:21:04] right now and as soon as we have a permit for the building, we'll do it
[1:21:09] immediately as soon as we get that permit for 2027 season.
[1:21:14] » The bathrooms. >> Is there the diameter of the circles and
[1:21:17] the length indicating some? >> Those those have actually been
[1:21:21] eliminated. Um, our original drawings, um, our developer was going to put
[1:21:26] little circle turf areas to chip the balls, too. Um, but we've removed those
[1:21:31] for budgetary reasons, and we're not going to do anything like that. We're
[1:21:34] just going to have, um, it's all going to be gravel here. We're not putting any
[1:21:38] cement or anything except for the proposed building pad and two bathrooms.
[1:21:43] Um, it's just going to be a turf hitting pad right there that goes in the ground
[1:21:47] hitting into the already natural field that's currently existing. And then
[1:21:51] we're going to have some some areas over here that will have some some holes and
[1:21:56] some flat areas to chip onto. >> Anything preventing it's a slice to the
[1:22:00] left to the left.
[1:22:04] » I'm gonna have a 20 a 20 foot fence right here. Oh, for over this this area
[1:22:08] right now. We have um I have um pine tree fence giving us a quote to do a 300
[1:22:14] foot um 40 foot fence there to prevent balls from going over there. And the
[1:22:18] tree line is very very thick and dense over there. But we're going to look at
[1:22:23] adding that fence just to you know be more cautious about any of those.
[1:22:27] » Sounds good. >> Or and not let any lefties play
[1:22:31] » between the uh building and the road. I don't have a dimension on there right
[1:22:38] off, but uh the building itself was uh 40 by
[1:22:45] » 40 by 38. >> 38. So I would say it's uh it's at least
[1:22:51] uh three times that length. So it's got to be I'd say 100 ft.
[1:22:58] Yeah, I would say at least that because we wanted it further back, but with the
[1:23:02] angle of getting it straight, we actually had to push it significantly
[1:23:05] farther up than >> Even as much greenery.
[1:23:10] » You can't We don't want to see the road anymore. We want the road to see us. Um,
[1:23:14] right now the natural Yeah, we're not clearing anything closer to the road.
[1:23:18] Anything that's clear, I don't know the last time you've driven by there, but
[1:23:21] nothing is changing the buffer between Route 41 or Desert Pond. We want buffers
[1:23:26] as much as anybody else does. That will not change whatsoever.
[1:23:31] » Is that a permanent fence you're going to put up or is that something that's
[1:23:34] like a netting that's removable? >> So, right now to get the 40 ft and we
[1:23:39] haven't fully decided on this, but it would be um having telephone poles put
[1:23:43] in that would be on our property and then I'd have caravans on it so we could
[1:23:47] drop the net off season just for maintenance reasons and just for visual
[1:23:51] reasons. So we can drop that when we're not in our six week period. [snorts]
[1:23:59] » How long would that be that? >> Right now we're just getting into the
[1:24:04] stage of it. But right right now we have it proposed for about 300 ft from where
[1:24:08] the driving area starts from >> because that's where we see the most
[1:24:12] concern being is close way up here. I think the tree buffer and you know the
[1:24:19] kids hitting it that far is going to be much less accurate.
[1:24:22] » This this escalates up in grade as well. It does like a 4% pitch upwards.
[1:24:27] » Yeah. >> Where's the road that comes in up top
[1:24:31] here? There's a road off Desert Pondro. It's not a road. It's like a path or
[1:24:35] whatever. >> Uh it's a it's our property of a we have
[1:24:37] a cabin that's that's back there. That's there's a huge buffer of wood.
[1:24:41] » This is a big wetland here. There's a cabin further up here in the top page
[1:24:44] and it's further up here. Yeah. Yeah. Pass up.
[1:24:47] » Well, that is owned by >> Yeah, this is all all game.
[1:24:51] » It's not That wasn't originally owned by them. You guys, right?
[1:24:55] » Is that owned by [clears throat] uh >> It goes all the way to Jim
[1:24:57] Christensson's property. >> They bought a lot of properties.
[1:25:02] » So, they bought the properties from uh the Forest Forest. Didn't Forest own
[1:25:06] that trailer? >> No, we let him live there. We've always
[1:25:10] owned that. >> Oh, okay. Because actually he worked for
[1:25:12] you guys, right? >> Yes, he did. Yeah, he's our caretaker.
[1:25:13] So that was our caretaker property. >> Okay.
[1:25:20] » Yeah. So we're not disturbing any of these wetlands that are here.
[1:25:24] Let's keep it into this defined path. We had wetland uh scientists go out and map
[1:25:29] the wetlands. So confirmed there are no wetlands in this area. So it seemed like
[1:25:34] it was a good fit for the good fit for it.
[1:25:40] Yeah. We'll have two bathrooms to go to a tank and then over to their existing
[1:25:44] aluminum system.
[1:25:56] Okay, I guess we can go through the application and
[1:26:00] um deem it complete hopefully. I assume you've already gone through the the site
[1:26:04] plan review and yeah, pass it in question.
[1:26:10] the application of the plan. >> So I can list off the site plan and
[1:26:16] someone can say it's there. >> What page
[1:26:20] » that's on 6-5 >> 6-5
[1:26:23] » on the new ordinance.
[1:26:28] » What is it? >> 65.
[1:26:35] » So name and address of applicant. Yes.
[1:26:41] » You know, I'm one of the other members needs to say, "Yeah, let me just whip
[1:26:44] through this and get it over with." >> Uh, existing soil conditions
[1:26:50] actually.
[1:26:58] » Yeah. Dil.
[1:27:03] » Oh, so your item numbers don't correspond to our item numbers.
[1:27:08] separate off ABC. Uh next one is is soil condition B.
[1:27:20] » Okay?
[1:27:33] » But you're not building on wetland, are you?
[1:27:35] » Excuse me. you might using this. There's going to be no wetland.
[1:27:38] » No, no wetland impact. >> Yeah. So, in other words, um
[1:27:42] » we had it mapped.
[1:27:46] » So, it sounds like we're good on that. >> Well, where is the existing soil
[1:27:49] conditions described? >> What's the soil map?
[1:27:54] That's the existence condition soil mapping.
[1:28:00] » G. Yeah.
[1:28:04] Note that it says this was confirmed by a planning board member at a meeting
[1:28:07] while discussing another project. >> I assume you're kidding.
[1:28:12] » What?
[1:28:16] » Where'd you see that? >> Says no aquifers are known to exist
[1:28:20] within the boundaries of the 7.5 minute USGS quadrangle where the project is
[1:28:24] located. This was confirmed by a planning board member at a meeting while
[1:28:28] discussing another project. Well, I'll be glad to say that there are no experts
[1:28:32] in >> I would agree, but I don't like that
[1:28:35] reference. >> We're not supposed to the experts on
[1:28:39] this, but all right.
[1:28:47] The property lines, slot numbers, all properties abing the proposed
[1:28:51] development and owners of property within 300 ft.
[1:28:56] I saw a section for Butters. Same thing. See that?
[1:28:59] » Yeah. See, that's the information.
[1:29:11] » See, uh, peace.
[1:29:31] And the letters have been sent out. >> Yes. Yes. There's a letters
[1:29:39] » don't normally we get the copies of the letter uh the mail mailing.
[1:29:44] » Yeah.
[1:29:54] perimeter survey of the parcel made in certified land surveyor. That would be
[1:29:59] your map that you got here. >> Yeah,
[1:30:03] » that's co one.
[1:30:22] location, ground floor area, elevation, setbacks of buildings and other
[1:30:25] structures located on this parcel existing and proposed in the total area
[1:30:30] location of parking lots, road, paved areas, areas to be stripped or graded
[1:30:35] not to be vegetated. Which one are you on?
[1:30:40] » 6-6 on item F.
[1:30:44] » Okay.
[1:30:49] » Here we have a cont
[1:31:08] section
[1:31:14] » of the response to each item. I think >> Oh, you have a section
[1:31:28] » page.
[1:31:33] That's section F is financial.
[1:31:55] I know I saw that drawing, but of course I can't find it now.
[1:32:22] still on F. >> Yeah.
[1:32:25] » Anyone found it? >> Yeah, it's on page. No, they're they're
[1:32:31] submitt.
[1:32:47] Oh, okay.
[1:32:51] Oh, okay. Great. Thank you.
[1:32:58] Hey everyone on that page. So there's submittal
[1:33:02] on 66
[1:33:07] they have a response to site plan data requirements on their submittal
[1:33:12] and it's has all these items that we're going through right now.
[1:33:23] » We're using the code, right? >> No, but we're looking at their data.
[1:33:27] » Okay. Perfect.
[1:33:37] » Letter has what you're asking for response.
[1:33:41] » Okay. >> Okay.
[1:33:59] And the larger map has got the paved areas and roads.
[1:34:04] » Yeah, it's the gravel for the uh area building, but there's no
[1:34:10] curved no changes, just gravel path.
[1:34:21] Will this be another crossing across 41? and we'll be utilizing the crosswalk.
[1:34:30] » So, this path is right to an existing crossing.
[1:34:33] » It's a little This will be um
[1:34:41] it's going to be actually going this path is going to be going to our
[1:34:44] existing road and they'll be crossing where that crosswalk is across from our
[1:34:48] staff housing area. That's >> So, will we get an updated map?
[1:34:52] » Yes. >> Yeah. Yeah, we can get an updated map
[1:34:55] just where that ties into that. It's really just this is going to go straight
[1:34:59] and it's going to go straight into our existing road.
[1:35:02] » Where is that uh speed bump located? >> That speed bump is probably right about
[1:35:08] where it shows this path going out. >> That's a crossro, right?
[1:35:12] » Yeah, >> the speed bumps are taken down now after
[1:35:15] the kids. >> They were taken down. Yeah, they're
[1:35:18] taken down sooner than we planned. >> So So they were only just up. Yeah,
[1:35:22] they're temporarily. Absolutely. Yep. Yep.
[1:35:24] » Are you closer already? >> We have um a church group there that's
[1:35:28] right now. >> Why they took it down?
[1:35:30] » We took it down because paving in town, they actually ripped them out with their
[1:35:34] trucks, but they pulled their J brakes on them and ripped them out.
[1:35:39] » Yeah, it was a quite the ordeal. They weren't designed for 18 wheelers
[1:35:44] slam on their brakes apparently 50 times.
[1:35:48] » Replace them. >> We're
[1:35:51] working on talking to them about the damage done to them and the resources
[1:35:56] that we had in sheriff's office and horns crew coming [clears throat] in
[1:36:00] emergency removing them. It was quite the process.
[1:36:04] » So Brenda, that's an open item that updated Matt.
[1:36:10] » Okay. Okay. Location curve sidewalk come down
[1:36:15] here.
[1:36:45] Okay. Looks like G's covered. Yes. Okay. H. Design an ingress egress of vehicles
[1:36:52] to and from the site public streets. No change from what's there.
[1:36:57] » No change. No public vehicle access.
[1:37:03] » This whole thing is operate one side. Anyway,
[1:37:13] » location widths of all existing proposed streets.
[1:37:17] within the proposed development site. And
[1:37:23] » site plan has existing streets uh label but no there are no proposed
[1:37:31] » sorry
[1:37:37] location type size all existing proposed catch basin storm drainage facilities
[1:37:41] stream forces trans
[1:37:46] » um no new storm water infrastructure Sure proposed
[1:37:51] again we have noise environmental services from Bangor coming the
[1:37:55] wetlands. >> What about drainage off the roofer
[1:38:04] » that is there?
[1:38:16] No streets. Okay. Eyes. No streets proposed. No new streets. J.
[1:38:22] Okay, we Okay, got that. Uh,
[1:38:27] existing proposed final grade elevations of entire site system drainage proposed
[1:38:31] contour intervals 10 ft unless otherwise specified.
[1:38:36] » Yeah, we have two for contours. Uh, actually one contours on our plan.
[1:38:43] Maybe some slight training around the building
[1:38:46] and for the walkway as well as the uh putting areas. That's
[1:38:52] it.
[1:38:59] Okay. Location of acifers. We already covered that a few minutes ago.
[1:39:03] Location map drawn scale at no more than 500 ft to the inch to show relation of
[1:39:09] proposed development to the surrounding area.
[1:39:23] Okay.
[1:39:27] And sedimentation erosion control plan included exhibit P.
[1:39:51] Okay, everyone okay with that? Okay. Oh, brief description complete
[1:39:56] written summary of the scope of activities be undertaken on the site
[1:40:02] » the golf course right
[1:40:08] narrative drives
[1:40:13] how the facility is going to be used of the
[1:40:17] um application
[1:40:39] Where is the narrative?
[1:41:30] project. >> No, there. Thank you.
[1:42:05] Um, is there anything about the timing of the construction schedule, anything
[1:42:09] like that? plan to be finished by 202
[1:42:39] the proof of notification. So, we talked about that already. The letters if we
[1:42:43] get the copies of the certification. So, that's an open item, Brenda.
[1:42:48] » Yep. >> Yeah.
[1:42:51] » Uh, proof the applicant has adequate financial technical capacity.
[1:42:56] » I saw was an email from there
[1:43:00] from somebody.
[1:43:04] This is a
[1:43:09] » people are various oldies.
[1:43:18] » It says from an established financial institution.
[1:43:23] This is just a letter from themselves.
[1:43:28] We're selfunding. They're still they're selfunding.
[1:43:35] There's a letter. Which where's the letter?
[1:43:38] » Right here.
[1:43:51] I have no doubt that you have the capacity in, but says that they have the
[1:43:56] means from an established financial institution, not themselves. Except if
[1:44:00] you're if you're funding it out of your own cash.
[1:44:04] What does the bank do? >> You have more money than you know what
[1:44:08] to do with you don't need. >> I'm I'm just asking the question. I'm
[1:44:11] looking at what >> No, I I hear what you're saying. I mean,
[1:44:14] and when someone's funding it themselves, I would think a bank would
[1:44:17] say yes, they have the money to do it. >> They don't need to.
[1:44:22] » They they could prove their balances.
[1:44:26] » Never been initially. >> Okay. I'm I'm just bringing it up.
[1:44:36] » I I'm willing to >> I don't I don't doubt it. I just
[1:44:40] » based on history >> I know you're saying
[1:44:43] » the ordinance says >> the previous applicant we required a
[1:44:48] letter and we did get a letter from their institution but we don't know
[1:44:51] them. >> Yeah,
[1:44:52] » these guys are in town. I'm I'm good with work. Well, they've submitted
[1:44:55] almost someone else is everyone's good. Okay. The amount of type of raw finished
[1:45:02] waste material stored on site outside of roofed buildings.
[1:45:21] Yeah, this uh we said in the response is anxious on
[1:45:26] hazard properties concrete wood structure on site.
[1:45:33] Um all the waste is handled by their normal way. So they they handle the
[1:45:40] operations.
[1:45:44] So everything on this site is related to the golfing.
[1:45:48] Nothing else incidental for the rest of the camp.
[1:45:53] Okay. Landscape plan showing location type approximate size of plantings
[1:45:58] locations that item C. Yeah. Most of this going to be u still wooden
[1:46:04] um minimal um disturbance as much wood as the wood buffer as I can. So just
[1:46:13] enough to plan for building in there driving range and back. So
[1:46:18] maintaining system vegetation as much as possible.
[1:46:25] So on the plan there's no one distinguished here.
[1:46:39] Did not know a large tree here that remain um keep in place.
[1:46:47] love the beautiful tree.
[1:46:51] » Yeah. >> And what shade
[1:46:56] » but there is some a little bit of proposed landscaping here and shown in
[1:46:59] the green as well to enhance the areas here on the bottom.
[1:47:06] But all this vegetation here remain well as here.
[1:47:11] » How many T's you going to have? Um, I'm looking at like a 15 day driving range
[1:47:17] debox and then it's going to be like a chipping zone that you can chip on to
[1:47:23] and then just a little putting green that kids can practice putting on. Try
[1:47:27] to keep like 20 or 22 kids kind of active at the same time and then let
[1:47:32] them rotate and build really just for storage and
[1:47:37] for them to use restaurant far off from the rest of our facilities.
[1:47:49] Okay. Lighting. Um, you have a thing about
[1:47:54] » the husband decided if lights would be installed.
[1:47:59] » I would think that would something we'd have to review that was going to be
[1:48:02] installed because there is a hot on the corner there. I guess what the hours
[1:48:07] would be and what kind of lighting. Our our program will run from from 9:00 a.m.
[1:48:12] and no later than 5:30 p.m. Um the lights that we put if if at all would
[1:48:17] just be on this building and that would just be for the surrounding area of the
[1:48:22] building just for clean up and maintenance purposes, but we're not
[1:48:24] planning on operating this in the evenings.
[1:48:28] » That light beast lighting.
[1:48:35] I think a condition should be then if you ever plan to go night operation you
[1:48:39] need to come back. >> Y
[1:48:46] » okay type size of incineration devices nothing okay.
[1:48:57] Okay. No loud speakers.
[1:49:12] Is this what we would sign or is there another drawing here? I don't see a area
[1:49:16] for us to signatures
[1:49:24] open item.
[1:49:28] » Are we going to wave a public visit? I mean a site.
[1:49:38] » Are we allowed to wave a site visit? Well,
[1:49:42] » I I I agree that I I I would don't think I need to see it, but I know the area. I
[1:49:47] just >> I I'm not suggesting we wave it. I was
[1:49:50] just wondering on this. >> Yes, I think everyone drives by there at
[1:49:55] one time or another.
[1:50:01] Um we do should have a public hearing. Um I think your application's not
[1:50:08] complete yet. We can't schedule a public hearing until the application's
[1:50:11] complete. So there is what three open items.
[1:50:14] » Correct. We have a return receipts. We need to have an updated site plan uh the
[1:50:21] site map and then with that site map we need to have sign block. You guys can
[1:50:25] sign off on the actual site plan itself. >> I mean there are minor issues. If you
[1:50:29] can get those submitted to the office in the next week or so, we could um we
[1:50:36] could schedule a public hearing at the next meeting.
[1:50:43] » Everyone good with that? >> So, the third Tuesday of next month.
[1:50:50] » Good.
[1:50:53] Then they'll decide if there's a site meeting
[1:50:57] or they'll schedule a site meeting then. >> Well, they need to come and hit some
[1:51:00] golf course. [laughter] >> There's really nothing to look at.
[1:51:04] » No, I think we just we just talked that we're not going to do a site visit.
[1:51:07] » No. So, >> there's nothing to look at.
[1:51:10] » Yeah, I I agree. I'm happy to have all of you involved. [laughter]
[1:51:15] » But we want to see something exciting. >> Better have that fence in place for me.
[1:51:19] [laughter] Walk down that road. So the public
[1:51:23] hearing will be the 15th of September uh 7 p.m.
[1:51:27] » first up. >> Planning reasons out soon is permanent.
[1:51:38] » We'll if pending no nothing comes up from the public hearing uh we could sign
[1:51:43] that night. We'll put an agenda item to review the application after the public
[1:51:47] hearing. >> Right. And pending no issues come up,
[1:51:50] we'll sign right then and you're good to go to code enforcement.
[1:51:55] » Thank you guys.
[1:52:06] Yes, I do. >> So, for those open, we should bring them
[1:52:09] down to the town office. >> Yeah,
[1:52:11] » I'll be at the town office. >> Okay.
[1:52:14] » Hours tomorrow? >> 7 to 3.
[1:52:15] » 73. All right. We'll get that over to you.
[1:52:19] » Awesome. Thank you. >> Appreciate it. Thank you, Eric.
[1:52:24] » Good night.
[1:52:28] » Okay, Ron, I assume we'll jump over to you to try to get you out of here.
[1:52:33] » Sounds good to me. I get I guess right
[1:52:40] copy of the deed.
[1:52:46] » We have seven people on the board but two couldn't make it tonight.
[1:52:49] » Gotcha. >> Thank you.
[1:52:52] » Thank you. >> Yeah.
[1:53:04] Thought
[1:53:09] we just [snorts] discussed last time that what was the final decision that we
[1:53:12] talked about? >> Yeah. You said you were good with
[1:53:16] everything. You just wanted to see the deed.
[1:53:18] » Okay. >> You were going to complain.
[1:53:21] » Yes. I want to make A, B, and C. Three lots that were broken out
[1:53:28] whenever. Just one lot. So I don't have to pay $550 times three,
[1:53:36] just $550 times one. >> My old age.
[1:53:41] » Have you got the new deeds? I mean, did you just redo your boundary lines into
[1:53:46] one? >> I I have done nothing. The only thing
[1:53:50] that you guys wanted to see was was this present.
[1:53:53] » I thought Freddy, you said you take a new boundary.
[1:53:57] » Yeah. Well, it says the sidelines are the same, right? They don't move. It's
[1:54:04] just that the >> two inside,
[1:54:08] » right, are just going to be I just want to eliminate those.
[1:54:12] » You're just going to need >> from point A to point B. You're going to
[1:54:16] have let's say
[1:54:20] you're just going to have one lot, one big lot. Yep.
[1:54:28] That's what I did to it. >> Yeah,
[1:54:33] I guess if you know plans to build at some point, but I don't. I mean, I like
[1:54:40] land the way it is. Never. In fact, I don't think one lot is is buildable,
[1:54:46] » right? You know the one on what is it along whatever road there at
[1:54:53] the other road. It's kind of swampy in there.
[1:54:59] Makes it simple.
[1:55:03] Is there something once you do this and stop reversal
[1:55:07] or you have to come back be a new subdivision?
[1:55:12] » Yeah. I'm sure he knows where he wants to be
[1:55:16] for the play. Your kids can worry about it.
[1:55:20] » I told my daughter that on Sunday she came up and everything [laughter] and I
[1:55:25] said, "Just think someday this will all be yours."
[1:55:29] I ain't worrying about it when I'm looking up at the brown dirt.
[1:55:32] » Nope.
[1:55:35] » That tree.
[1:55:40] It's not in tree. >> No, not that I'm aware of. No.
[1:55:46] Where does it actually state that they're combining?
[1:55:49] Being a little dumb here. This is just existing. This is existing.
[1:55:53] » Oh, that's not up yet.
[1:55:58] » Okay. Got it.
[1:56:07] » Yeah, that lot is going to be best combined.
[1:56:10] » What's that? the lot the three path would be best combined.
[1:56:14] » Yes. >> There's no other Yeah. The one on the
[1:56:17] main road isn't buildable anyway anyway, >> right? Exactly. It's kind of
[1:56:24] » you and you pop point. >> Yes. I'm on I'm off popular point.
[1:56:28] » Yeah. Yeah. Yeah. I I I broke that same problem.
[1:56:32] » Yep. I remember you telling me that. >> So above
[1:56:36] » there's nothing there. goes ahead with this. Do we have to
[1:56:39] » does he have to bring us a new survey plan that just shows all we want and we
[1:56:43] got to sign off on it or they're going to have to ref you know they're taking
[1:56:47] away an issue for the office too. Well, he lived down there,
[1:56:54] you know. >> So, he just comes goes to assess her,
[1:56:56] right? >> Yeah.
[1:56:59] » Doesn't this wouldn't it get recorded as one deed with the
[1:57:02] » It has to get recorded. So, do we have to sign an approved site plan? You know,
[1:57:06] just a plan that says this has been approved to make this one lot.
[1:57:13] » We have to do a site division, but I I sign a combine. I think it's just a
[1:57:19] matter of he goes to the assessor showing the new deed and the assessor.
[1:57:25] » All right. I know you know the reverse that we have to have to do anything
[1:57:28] because it was a subdivision >> reversing the subdivision.
[1:57:31] » We don't have anything to do here. >> Yeah, I think we're good.
[1:57:35] » Okay. >> I think we're good.
[1:57:38] » Okay. >> Okay. So, what's what's the next step?
[1:57:42] You need to get the create the deed, the combined deed, and then go to the
[1:57:47] assessor with the combined deed, and you should be
[1:57:49] » good. All set. >> Do we have to have a motion or anything,
[1:57:52] or you just >> No,
[1:57:56] would compose a deed. >> A lawyer, a surveyor.
[1:58:03] » Sure. yourself.
[1:58:09] [laughter] >> You can do it yourself if you want to
[1:58:12] live with it. It wouldn't be depend how they, you know, word it. I guess you
[1:58:16] know how a lawyer would word it. If they were a surveyor says he's going to read
[1:58:19] the the points for you, the boundaries writing into
[1:58:23] » you'll just reaffirm the outside boundaries.
[1:58:26] » Yeah. All the pins, everything is there.
[1:58:32] » Probably a surveyor, right? I don't think it's a lawyer or say
[1:58:36] » someone that knows how to >> describe the law.
[1:58:40] » Sure. >> Okay.
[1:58:42] » We're not the experts. >> All right.
[1:58:45] » In your court now, >> but there's no issue with the planning
[1:58:49] board. >> Okay. So, you guys are good. I'll get
[1:58:52] with either a lawyer or a surveyor. Everybody do the deed
[1:58:57] » and they register, I would assume. >> And
[1:59:03] So I guess the item the results for us is just that you that we're a
[1:59:08] responsible party here.
[1:59:12] It's up to him to get to a surveyor and then go to the assessor.
[1:59:27] Okay. >> All right. Anything else? No, we're
[1:59:30] good. get it in before your next next
[1:59:34] assessment comes out. >> Yeah, no kidding. My wife's asking
[1:59:40] me a thousand bucks and I'm sure I'll pay that to a surveyor or a lawyer. So,
[1:59:48] » all right. >> Cheap,
[1:59:50] » but we're tired.
[1:59:52] » Y >> every dime counts.
[1:59:56] » All right, guys. How about you? Okay. So, the minutes uh is an open item
[2:00:01] for next meeting. The last item is um >> Oh, what town is it?
[2:00:08] » Multi- town discussion of shed is >> Yeah, let me open the email. Actually,
[2:00:13] did I send you the letter >> email? You didn't print that out, did
[2:00:16] we? >> Let me open it up. Um Mary can't think
[2:00:21] her last name over in next town over.
[2:00:28] Winston um is thinking that it'd be good for the
[2:00:34] lo like adjacent towns to have a discussion of issues in their towns. Uh
[2:00:40] cell towers um they want to talk about housing and she's invited us if we care
[2:00:45] to attend. Also the ordinance review committee
[2:00:50] um and the meeting is on October the 1st.
[2:00:56] Yeah. if you know people want to go. Um
[2:01:03] Mary, okay, here it is right here. Maryanne Haye
[2:01:07] um Intertown meeting October 1st at Sterling Hall
[2:01:13] and um >> Oops. Can you just forward that?
[2:01:17] » Yeah, I can forward the email. It's 6 PM. They're talking about serving pizza
[2:01:20] and other food. Again, there's no requirement for us to be there, but it's
[2:01:25] if just to talk. >> K.
[2:01:28] » Hey. H A Y E.
[2:01:32] » Yeah. Hi. >> Sorry.
[2:01:36] » Maryanne. >> Mary.
[2:01:38] » Mary. >> Mary.
[2:01:39] » An >> to their what's what meeting they're
[2:01:44] having at night? >> There. It's to just bring planning
[2:01:48] boards and ordinance review committees together to talk about issues in their
[2:01:52] towns to say, you know, to share notes and ideas, concerns.
[2:01:59] » Yep. And so grand
[2:02:09] » um so grandfather's house >> on the hill.
[2:02:13] » I'll forward the meeting to everyone. If you're interested in going, let me know
[2:02:16] so I can just let her know how many people are coming.
[2:02:22] » Yeah, I'll send an email to everyone.
[2:02:27] So, it's time for a motion to close this thing. Make a motion.
[2:02:33] » All in favor? >> All in favor of closing.
[2:02:39] » I make a motion to close. Second.
[2:02:48] » I had a bunch of people talk to me from the lake
[2:02:52] » and I said, I'm not going to represent other people. It's not my place as
[2:02:56] chair. I said write an email a letter or come to the meetings.
[2:03:02] Have you got any emails or letters? >> No.
[2:03:07] » You know, it's kind of I don't know if it's going to be contentious.
[2:03:10] » I think take a reasonable distance.
[2:03:14] » Go to every household, mail a survey to every household. What do you think?
[2:03:19] » Yeah. Unfortunately, our process
[2:03:24] we we put public notice out. >> I'll be honest. I I don't want to see
[2:03:28] 190 foot tower. >> I know. But there's no opposition.
[2:03:31] » Oh, there was opposition. >> Well, what?
[2:03:33] » Oh, yeah. >> And uh I have concerns. I want to see
[2:03:37] them. They have to prove that there's a need.
[2:03:40] » I want to see what >> And we need to hire find an RF person to
[2:03:45] go in. >> You're right about the reception. It
[2:03:47] might be there. >> Oh, it's there. I did the test today.
[2:03:51] They're they're playing a little bit of the game. The other game they're playing
[2:03:54] is they have to have a licensed carrier to build the tower.
[2:04:01] They're the licensed carrier. They're going to do um some sort of
[2:04:06] » two-way radio >> two-way radio for but when I asked them,
[2:04:08] well, did the adjacent towers have the two-way radios? So they No, they
[2:04:13] wouldn't answer the question. You >> got used to recording? No,
[2:04:16] » I shut the recording off. Heard >> something repeating.
