[9:45] Works garage project uh general progress update which is project status update,

[9:51] design update, and overall project timeline and a look ahead. Uh I'll

[9:57] recognize again administrative services director Mr. C Mr. Tim Cummings will

[10:02] probably refer also to Mr. uh Sullivan. So

[10:06] » that's correct. I'm handing it right over to uh Joe Joe Sullivan, this uh

[10:15] Sullivan, left field project management. Um I wanted to give you uh a few

[10:20] updates. Um the design team has been working diligently to get um a complete

[10:25] set of drawings so that we can actually have a final uh gross maximum price from

[10:30] the CM. They've been uh they've issued the drawings for pricing. Uh there's

[10:35] been several addendums just for clarification more than anything because

[10:39] as the drawings get submitted not only to the CM it gets to the non like the

[10:44] subcontractors and any subcontractors related directly to Harvey's there's

[10:48] questions that sometimes arise from them. So the architect will iron those

[10:51] out to their engineers of record and the design team and provide clarity to those

[10:57] uh drawings. They do that for a couple of reasons. It's just so that they can

[11:01] ensure that they're pricing it and understanding the scope of work

[11:04] accurately. So right now um HKT is approximately I'm going to say 98% of

[11:11] the drawings are complete. We're anticipating a gross maximum price over

[11:15] the next couple of weeks so that we can solidify the budget that we've created.

[11:19] right from day one. In the interim, um we've been going through all of the

[11:24] peritting requirements so that we can hit the ground running once, you know,

[11:27] all of the approvals are done appropriately through um the city's um

[11:33] course of actions that they need to take as well as you know our our bidding

[11:37] procurement aspects of it. Um the we're coordinating closely with the uh fire

[11:43] training facility on on how they're going to relocate that uh locality

[11:47] there. We've we've gone we've been working closely with Sandborn Head and

[11:51] IMAG just to make sure that you know the coordination between the solid waste

[11:56] facility and the new facility going in place goes flawlessly and it's it's been

[12:01] going excellent. So that's a quick readers digest version. We uh we've been

[12:06] working um also with um any of the um testing agencies and receiving proposals

[12:13] for recommendation such as there'll be uh compaction concrete testing uh

[12:18] structural steel inspections that'll be required as we move forward. We've been

[12:21] soliciting and and um we'll be presenting to the city a recommendation

[12:26] for the to award as we get closer to construction.

[14:40] folks know that HKT has submitted some suggestions. Nothing has been accepted

[14:46] that has increased the price, but certainly there's this ongoing iterative

[14:50] process that's occurring right now. Um and some of some of it to be expected

[14:55] may add some cost but that is not necessarily truly understood yet and

[15:00] we're working through those details live time now and is one of the reasons why

[15:04] we are trying to work ferociously to get to a GMP that's acceptable and we're

[15:09] looking for that at the end of the month. So I just wanted to add some

[15:12] additional color there so there's some some clarity as to where we are relative

[15:16] to this very iterative process. So, those design changes come before this

[15:20] board. >> The these aren't necessarily design

[15:23] changes. These would be um I guess additional details, if you will.

[15:29] They're details that were not necessarily understood, but are being,

[15:34] you know, more clarif more more than anything, it's a clarification of

[15:37] expectations. >> My concern would be that if we add

[15:41] anything that adds cost that isn't necessary.

[15:45] » So, understood. Yeah. And that that point is well taken. One of the things

[15:49] that our job is to really look at, you know, we we literally did estimates

[15:55] throughout this whole process of the design. The clarity or the, you know, um

[16:00] detail that they're providing at times may show a increase in cost.

[16:08] We're identifying that with the subcontractors and deeming it whether

[16:11] it's necessary or not to bring the the price back down. the the program has not

[16:17] varied and has not increased at all since the time we presented it to you.

[17:57] uh, October and, uh, then we would need to authorize an additional amendment.

[18:03] Um, this is actually something that we are uh, I'm sorry, $101,000 in 101,

[18:11] not $85,000, $11,60 is the is the full dollar amount. This

[18:16] will bring us through the end of October um which we're trying to align our

[18:21] contracts to um all expire around the same time roughly so we can re-enter

[18:28] when we enter into the construction phase of the of the project. Uh this is

[18:33] uh an amendment to left field our owner's project manager. Um and it's for

[18:38] the same uh level of service that we have been getting. And so we are just

[18:42] looking to do a similar exercise that we have done for the architects uh and uh

[18:48] whatnot for for this project as we've moved this preconstruction phase of the

[18:53] project through. And so with that being said, Mr. Chairman, the the the request

[18:57] is for approval of $101,60 to left field for continuing their

[19:02] owners project manager services. Okay. So therefore that would take us a

[19:09] motion and uh did you get that autograde? Do you

[19:14] » a motion? Basically I think it should say for the OPM services of phase three

[19:21] there is a request of $11 and

[19:28] $11,60.

[19:31] Would that be enough? Yeah. So, I just wanted to put clarity. Um, Director

[19:36] Cummings was correct. The left field uh original uh coverage was 85,000, but

[19:42] there were some added services that were provided. And I just want to put a

[19:46] little clarity into that because there was a $16,000 difference between the

[19:49] two. And one had to do with a third party cost estimate that was provided

[19:54] during the feasibility. We also did, if you remember, and what we reported was

[19:58] the exterior building envelope of the maintenance facility to determine the

[20:02] conditions of it. That's another uh portion of that money. And the last one

[20:06] was the underground uh drainage that's needed around the new perimeter of the

[20:11] of the services. It's typically outside of the architect's um level of services.

[20:16] So we we went and got proposals for that and that's the variation on I just

[20:20] wanted to show a little clarity on that. >> You have that highlighted in your

[23:28] about is a public hearing and uh happening on September

[23:35] 28th I believe. Um, I just want to confirm

[23:41] that September 28th, that would be the night of budget review. So, I would

[23:44] think it would be before the budget review committee um on on Monday,

[23:50] September 28th. Um, and so I want to make sure uh everyone is aware that that

[23:55] would be um the next the next meeting. And then there may be a need for um a

[24:04] meeting in September as well that I wanted to kind of telegraph in the fact

[24:10] that we need to have a GMP in place and I want to make sure we get that done

[24:15] too. And so that is still a little bit of a question mark. So I don't

[24:19] necessarily want to suggest anything at this time, but it could be in and around

[24:24] the same time frame of the of the public hearing. So, we may want to do it right

[24:30] before the public hearing um that night or that week. And so, I wanted to kind

[24:36] of flag that for everyone. So, so you're aware there's a potential joint

[24:39] committee meeting in September, but it'd be really the thrust of that meeting is

[24:43] to approve the GMP. So, I want to make sure we're we're uh uh you're keeping

[24:49] some of those dates and timelines in the back of your mind. So if I clarify,

[24:53] you're going to have introduced the bond for the project

[24:57] at the next board of all meeting. >> Correct.

[25:00] » Then it will go before public hearing and the budget on the 28th of September.

[25:09] by the board of alderman in the first meeting in October.
