[0:06] All right, we'll go ahead and call the
[0:08] parks board meeting to order on March
[0:11] 12th. Um, and we have roll call, please.
[0:17] >> Here.
[0:28] >> Okay. Would you join me in the pledge of
[0:30] allegiance?
[0:33] » I pledge allegiance to the flag of the
[0:36] United States of America and to the
[0:38] republic for which it stands, one nation
[0:41] under God, indivisible, with liberty and
[0:44] justice for all.
[0:47] right.
[0:53] We will start out. Everybody
[0:56] should have a copy of the previous
[1:01] lease agreement with the city. Um, at
[1:05] this point in time, we do not have
[1:08] anything. We haven't gotten anything
[1:10] from the city, so we're still waiting to
[1:13] see um
[1:16] what comes out of that. Um, this kind of
[1:19] puts us in a precarious position because
[1:22] we can't do anything on any of the
[1:24] properties that are owned up there by
[1:26] the city until we have a lease
[1:27] agreement, you know, that or it becomes
[1:30] property of the the county. So that I
[1:33] just wanted to make sure that everybody
[1:36] did have a copy of this so you could
[1:38] read through here. Um
[1:41] and
[1:43] when we do have something from the city
[1:45] then we can actually go through and look
[1:47] at it compare apples to apples and at
[1:50] that point in time we'll
[1:52] make some decisions. But right now um we
[1:55] don't have anything. So, we're
[2:00] kind of waiting in the dark right now.
[2:03] So, okay. Um,
[2:08] grant request for the shelters. Do you
[2:10] want to cover that, Michael, or you want
[2:11] me?
[2:12] >> Uh, well, do you want to backtrack a
[2:14] little bit and talk about the approval
[2:16] of the minutes before we forget?
[2:17] >> Well, that would probably be a good
[2:18] idea. Sorry, I missed that. Didn't have
[2:20] my glasses on when I was reading that.
[2:22] So, do I have a motion for approval of
[2:24] the minutes from our last meeting?
[2:27] >> So, move.
[2:28] >> Okay. Do we have a second?
[2:30] >> Second.
[2:31] >> Okay. Motion made by John, seconded by
[2:34] Justin. All in favor say I.
[2:36] >> I.
[2:36] >> All right. So moved. Thank you for the
[2:39] reminder.
[2:39] >> Yeah. Um,
[2:42] so with the bear trap shelters, we are
[2:45] pursuing um
[2:48] grant requests.
[2:51] I'm trying to um I think the plan is to
[2:54] uh submit to a state outdoor wreck uh
[2:58] fund for request that's open till
[3:03] early April, I think. So,
[3:06] >> I'm in the process of filling that out
[3:08] so we can get that submitted. Uh the way
[3:12] that grant works is if your request is
[3:15] under two thou $200,000, it doesn't
[3:17] require legislature review. So, uh, with
[3:22] that in mind, the intent is to apply for
[3:25] one, um, shelter, the east shelter,
[3:28] which will be the easiest one to to
[3:30] build and get get up and going. Um, and
[3:34] keep it under that that benchmark so we
[3:36] don't have to wait for legislature to
[3:38] review these applications.
[3:41] Um, I believe there's $2 million in the
[3:43] fund. Uh, so it' be highly competitive.
[3:47] Um, so we'll see where that lands.
[3:52] Um
[3:54] that is something that we need to talk
[3:56] about a little bit more as far as if
[3:58] we're just looking for one or if we're
[3:59] looking for a total amount and stretch
[4:02] that as far as we can. Um it is a 4060
[4:06] request. So um
[4:11] we do have we do have some options as
[4:13] coming as far as coming up with a 40%
[4:16] that may be able to move from
[4:20] one place to another to get that get
[4:22] that done. But um
[4:25] we are that is kind of what we're
[4:28] looking at right now. So um I would
[4:30] rather have the
[4:33] something that
[4:36] if we could get more than one done, I
[4:39] would rather do that, pursue that route.
[4:42] Um, and we can get some numbers, we can
[4:45] get some hard numbers between now and
[4:48] April 1st. Um,
[4:51] to kind of kind of figure out just
[4:54] exactly what we can do and what we can't
[4:55] do.
[4:58] But I think that's something that we can
[5:01] we need to look at and just ask for a I
[5:04] don't want to go to the 200k because I
[5:06] don't want to I don't want anything to
[5:08] have to go to the for legislative
[5:10] approval. But I do think this is
[5:12] something that would be u everybody's
[5:16] been asking about for a long time. So I
[5:18] think we need to get as much much bang
[5:21] for the buck as we can out of this.
[5:23] Michael, now was do you know we did we
[5:26] have discussed this with the
[5:28] collaborative board in the past?
[5:31] >> Yes, I believe so. I think I may have a
[5:34] letter of support from past requests.
[5:36] So, I I'll check with Amy on that and
[5:39] make sure. I know there's been a few
[5:41] going through that missed the meeting uh
[5:44] that they're asking for support.
[5:46] >> Um
[5:47] >> yeah, I couldn't get logged in the other
[5:49] day. Yeah. didn't like my my login. So,
[5:53] I it let me in and then it kicked me
[5:55] out. So, I and then it refused to let me
[5:58] back in after that. So, I must have been
[6:01] done something I wasn't supposed to do.
[6:03] I logged in. So, anyway.
[6:07] Okay. But I'll get with you on that.
[6:10] We'll get some we'll get some hard
[6:11] numbers together and put some proposals
[6:14] together. So,
[6:18] anything else on the
[6:20] >> Not not on that. Um, I just need to find
[6:24] a little more time to get working
[6:25] through the application, but I've been
[6:27] gathering some of the information. So,
[6:30] uh, it's coming together.
[6:32] >> Okay. All right.
[6:34] >> Um,
[6:36] last item I have for Casper Mountain is
[6:37] a wayfinding sign. Just an update. And
[6:40] these are the vehic vehicular wayfinding
[6:42] signs. um
[6:45] visit Casper um came up with funding for
[6:48] this and and decided um kind of which
[6:51] ones they wanted to do. These are all
[6:54] basically along the Casper Mountain Road
[6:56] corridor. Um you'll see them if you go
[6:59] up there. They're real similar to the
[7:01] signs you see around town. Um they're
[7:05] not quite done putting them in. Uh we'll
[7:08] be doing a a check through them um
[7:11] probably in the next few weeks, but I
[7:14] think they have most of them. They had
[7:15] some equipment issues and whatnot. Um
[7:18] but that that didn't come out of our u
[7:21] out of our budget that came out of visit
[7:23] Casper paid paid for those signs. They
[7:25] didn't have enough funds to do all 23 or
[7:30] 26 signs. So I think we did 13 or 14. So
[7:34] hopefully that helps. Um along with that
[7:37] with the new signs,
[7:39] uh I'll be reviewing the old some of the
[7:43] older wooden signs with staff and kind
[7:46] of seeing what doesn't make sense with
[7:48] the new signs and seeing what needs to
[7:50] be changed. And some of them just need
[7:53] to be um cleaned up and restained and um
[7:58] just spruced up some. So we'll be
[8:00] working on that this spring on signs up
[8:02] there.
[8:04] Um, that's basically all I have for Cast
[8:06] Mountain this time. Uh, like to state
[8:09] that we're we're out of snow. We did get
[8:12] two inches other night. It's pretty much
[8:15] gone. There's there's really no base
[8:18] underneath most of it. So, um,
[8:21] you can hope for a little more snow, but
[8:23] I I don't think it's going to stick. So,
[8:26] ground. It was 62 degrees up there today
[8:28] with 45 mph winds. So, snow is going to
[8:32] go
[8:33] 70s down here next week. So, it's uh I
[8:37] think
[8:38] >> so.
[8:39] we'll be transitioning to uh the
[8:41] camping season here in the next couple
[8:43] months.
[8:44] >> Okay. And just so everybody knows, until
[8:46] we get that lease agreement, there are
[8:48] we're going to be real limited on what
[8:50] areas we can actually work on. We won't
[8:52] be able to work in the the Tower Hill
[8:55] campground. We won't have to be able to
[8:56] work in some of the other locations
[8:58] because we don't have that lease
[9:00] agreement.
[9:01] >> Yeah. So, the parks department is
[9:02] putting together a list of
[9:06] things that I need to clarify with um if we can still operate or not um with
[9:13] the legal department and that's
[9:16] obviously it's campgrounds, some
[9:18] outouses, trails, you know, having
[9:21] events. I mean, um, I don't know if I
[9:24] can sign off on events up there for the
[9:28] summer if it's not, you know, we don't
[9:31] have any authorization on the property.
[9:33] So, uh, those are questions I'm getting
[9:35] answered and, um, we'll find out and
[9:39] I'll notify the the parties that tend to
[9:42] want to have those types of, uh, runs or
[9:44] mountain bike, uh, races and things of
[9:47] that sort so that everything's clear and
[9:50] open and everybody understands who's
[9:52] responsible for what. So,
[9:54] >> and just so everybody knows, um,
[9:59] this is a process that has been in the
[10:02] works for
[10:03] almost four years now. You know, we've
[10:05] been trying to get this taken care of
[10:07] and it
[10:08] >> um and it's not because of a lack of
[10:11] effort. It's just because it hasn't come
[10:12] to fruition yet. And we're at the point
[10:14] now
[10:15] >> where um we're limited liabilitywise on
[10:20] what we can and can't do up there
[10:22] because we are not property owners.
[10:26] And chairman, if I can make this clear
[10:28] to everybody,
[10:30] this board and myself,
[10:33] we're not involved in with with the
[10:36] transaction of this on how this is being
[10:38] completed and discussed and negotiated.
[10:41] So, uh, that lands on the commission at
[10:44] this time. So, uh, just so everybody
[10:47] knows that, um, we only know so much
[10:50] from what we hear and, uh, that's pretty
[10:54] much it. So, we don't we're pretty much
[10:56] in the dark as well as everybody else on
[10:58] this, but we wanted to bring this to
[11:00] everybody's attention.
[11:02] >> Yeah. Okay.
[11:06] » Alcoa.
[11:07] >> Okay. So, the lot permit review that we
[11:10] worked on and this board came to a um an
[11:16] endpoint where we submitted them to the
[11:18] bure. Uh the bureau wreck today sent me
[11:22] back a few comments. I haven't had a
[11:26] time to go through them. Um I think
[11:29] they're sending that um draft up to
[11:33] their regional office in Montana. Uh so
[11:37] we're hoping to hear back from them
[11:38] fairly soon. They had a few questions um
[11:44] you know about storage of golf carts and
[11:48] um side by sides through the winter
[11:51] season in the trailer park or at the
[11:53] cabins. Um that was one question if if
[11:57] they thought that should happen or not.
[11:59] Um so that may change a little bit. Um
[12:02] they did have they asked for
[12:04] clarification on how I calculated the
[12:07] fixed escalator rate. So I sent the sent
[12:11] my spreadsheet that does the
[12:12] calculations along with the um
[12:15] explanation on how that comes that I was
[12:18] provided by the state uh that I
[12:20] followed. So um hopefully we'll have
[12:24] those coming fairly soon. Um I really
[12:28] would like to have them by the end of
[12:29] the month so that we can start sending
[12:31] those out with invoices and whatnot and
[12:34] getting them signed and everything. Um,
[12:37] in 2021,
[12:38] we really didn't get approval for those
[12:41] lot permits till the end of May, so we
[12:44] were behind the curve then. Um, but I
[12:47] think we're in a little better place and
[12:49] there's a lot less revisions this time
[12:51] around than there was last time.
[12:54] So,
[12:57] any questions on on the permit process
[12:59] and where we're at?
[13:02] Um, I just wanted to put out there, uh,
[13:07] it's that time of year to start firing
[13:10] up the water system at the lake that operates the trailers and the clubs
[13:15] and the marina. Um, our schedule
[13:19] is we're going to begin um, April 2nd,
[13:24] and this is a a chlorination uh,
[13:28] process. fill the tank all the way full.
[13:32] Uh the third is Good Friday. That's a
[13:34] county holiday, so we won't be doing
[13:35] anything then. My staff has shifted to a
[13:39] Tuesday through Friday schedule, 10-hour
[13:41] days out there since um the more
[13:45] daylight. So, we will drain and fill the
[13:49] system April 7th, which is when we will
[13:52] check for leaks and whatnot. Um, and
[13:56] then we will sample uh the water on
[13:59] April 8th. And um, as long as that
[14:02] sample comes back clear, we will have
[14:05] plottable water the 15th. Um, so that's the schedule.
[14:11] >> Michael, are are we going to as a staff
[14:14] going to make sure that the lines are turned off at each of the
[14:21] trailers this year before? We will turn
[14:24] all our valves off. Now, um I sent out
[14:27] notice last
[14:29] before the end of the season last year
[14:31] asking everybody to disconnect from our
[14:34] system completely. Um I think there was
[14:37] a handful of them that had not and and
[14:40] not to reconnect until after the 15th.
[14:43] >> Okay, that's that's basically where I
[14:45] was going with that just to make sure
[14:46] that we don't have any
[14:48] >> issues in case somebody has a a problem
[14:51] inside their trailer.
[14:52] >> Right. that that's identified ahead of
[14:55] time. So, okay.
[15:00] » Um,
[15:01] the last item I had for for the
[15:04] reservoirs is the
[15:07] trailer lottery process. Uh, we did a
[15:10] revision
[15:11] about two years ago, a little bit uh to
[15:14] try and increase the number of um people
[15:18] drawn, unique people drawn on the list.
[15:22] Um because the old system had it where
[15:26] uh your name could be drawn several
[15:29] times. Every time a trailer went up for
[15:30] sale, you So if five trailers were up
[15:33] for sale, somebody's name could be on
[15:35] all five lists. Um even though everybody
[15:38] gets all five lists. So what we've done
[15:41] is um once your name's drawn, it's
[15:44] removed from the lottery pool. And so
[15:47] that name's on there and all five
[15:49] trailers still get could sell to that
[15:51] one name if they wanted to, but it it
[15:54] allows four more names to be added to
[15:57] those lists. So you actually have 20
[15:59] unique individual or
[16:02] yeah 25 unique individuals versus 21. Um
[16:08] and then like if you had three names
[16:10] drawn the same, it decreases how many
[16:12] names are out there. Um, so staff is
[16:17] looking at and and we'll bring this in
[16:19] front of the board at some point before
[16:21] submitting to the B for review. Um,
[16:27] there's been seems like a significant
[16:30] increase of people applying for the
[16:32] lottery that have the same address. Um,
[16:36] you know, husband and wife applying. Um,
[16:40] and there's some federal rules that we
[16:42] have to comply by. So, we can't, you
[16:45] know, say no. Um, only one person with
[16:48] the same last name, we can't can't do
[16:50] that. But anyways, to increase their
[16:52] odds of getting drawn,
[16:55] you know, if if you have like my
[16:57] household, if I put in and my wife put
[17:00] in and my two adult children put in that
[17:03] use our address, that's four shots at
[17:06] getting on there. And then once one of
[17:08] us gets on there and then we add add the
[17:10] other names. So if one of my daughters
[17:12] got on there, they could add one of the
[17:14] parents' names to the permit and
[17:17] purchase, you know. So it increases the
[17:18] odds, but it decreases the number of
[17:22] individuals that the person selling
[17:24] their trailer has a chance to sell to.
[17:27] So um you know, we're looking at both
[17:29] sides of the coin. It's like how do we
[17:32] improve it for the public, but how do we
[17:33] improve it for the folks selling their
[17:36] trailers while still following the
[17:39] federal regulations?
[17:42] So, uh, I just wanted to give you guys a
[17:44] heads up that we're working on that and
[17:46] may and maybe these ideas are not good
[17:49] and and you guys shut them down or maybe
[17:51] they're great and we've revised them.
[17:52] >> You know, I think,
[17:54] you know, and Russ, you guys can jump in
[17:57] here anytime you'd like to. I'm I I'm
[18:01] just talking because I have my mic on.
[18:04] Um I do think that it's a good idea that we you know it doesn't really
[18:10] bother me so much that people have
[18:14] multiple names on there. But if we only
[18:17] use one address,
[18:20] you know that if it's associated with
[18:22] that single address, then you eliminate
[18:25] the rest of the So you're you're
[18:28] basically so you can't pull three people
[18:30] from the same address
[18:32] on the first one,
[18:35] >> right?
[18:35] >> So all you're all you're doing is
[18:37] pulling one address and that way those
[18:40] people that are associated with that
[18:42] would have that opportunity. Um it, you
[18:46] know, and I realize that there are
[18:47] situations where you may have kids still
[18:51] living at home or something like that.
[18:53] Um that we may have to look at it a
[18:57] little bit more specifically.
[18:59] Um,
[19:00] but to increase the opportunity for
[19:04] people to be able to sell their trailer
[19:06] and to provide more names out there for
[19:08] the people that are selling the trailer,
[19:09] I think that that that's very
[19:12] beneficial, you know, and I see you guys
[19:14] shaking your heads back there that are
[19:16] out of the trailer park. And so we're
[19:18] trying to we're we realize that there's
[19:20] some things that we need to work on and
[19:22] I think this this might be an easy way
[19:24] to do it um to to assist in getting more
[19:29] names for the people that are trying to
[19:30] sell their their trailers. So,
[19:35] >> no, I agree with that. Um, a thousand%
[19:37] because I given the way the lottery
[19:40] process currently works, if you were,
[19:43] say your family all, you know, put their
[19:46] names in and I was trying to sell my
[19:48] trailer out there, I could potentially
[19:50] get, you know, you and your wife and
[19:52] your daughter.
[19:53] >> Yeah.
[19:55] >> You could get four names from the same
[19:57] household when only five names are
[19:59] drawn. I mean,
[20:00] >> right. and then I'm really only getting
[20:02] one real offer. And I think that if
[20:06] we're tied down to the 10 names that
[20:08] we're able to pick from, getting 10
[20:12] individual
[20:13] names of people that are interested are
[20:15] really important to that process. So,
[20:17] you are able to, you know, sell your
[20:20] trailer if that's what you're wanting to
[20:22] do.
[20:26] » Yeah. Yeah. No, I agree also with this
[20:27] and and as you've seen, I'm sure Michael
[20:30] since you've been here for the last few
[20:32] years, the number of trailers coming up
[20:34] are not as much as they used to. I mean,
[20:36] we've had kind of a a turnaround and
[20:39] have a lot of new people in the trailer
[20:41] park. And I think that it happens. You
[20:43] know, you only have one or two trailers
[20:45] come up and with that, you're really
[20:47] taking it away from that person to sell
[20:49] to someone with it. You know, um years
[20:52] ago, there'd be like six or seven
[20:53] trailers come up, you know. But when you
[20:55] only one or two trailers and just like
[20:57] she was saying as far as you're I'm
[21:00] trying to put my trailer up and you have
[21:01] three of your names on there and that's
[21:03] the only thing about it. You only get
[21:04] five names and now someone else puts up
[21:07] you can get an additional five. So I
[21:09] think that's some real good things
[21:10] you're looking at um to give a bit
[21:13] better chance out there for for both the
[21:15] people that are trying to draw out there
[21:17] and also for the people trying to sell.
[21:19] So I like those ideas. Okay. So, I'll bring a draft with the proposed
[21:24] revisions to um well, I'll try and get
[21:26] it to the board before that, but bring
[21:28] it to the next meeting uh so it can be
[21:31] talked about and discussed a little bit,
[21:32] >> you know, and
[21:35] to muddy the waters a little bit. Maybe
[21:37] we maybe it's one of those things that
[21:39] if you have three people on that that
[21:43] any one of those three people that are
[21:44] living at their residence could buy a
[21:47] trailer but they don't get they don't
[21:49] keep getting their name passed on if
[21:51] they choose to buy one then that's the one they get you know so if
[21:56] the kids are living there and they
[21:57] decide well I don't really want to live
[21:59] I don't really want to buy that but the
[22:00] parents do fine the parents do but the
[22:03] kids can't the kids have to put their
[22:05] name back in the next year you Well,
[22:07] they they still have that opportunity,
[22:09] but it just gives
[22:11] >> the people that are owning the trailers
[22:13] more names and more opportunities
[22:16] because if you end up having a bunch of
[22:18] people that are looking for a specific
[22:21] trailer and they're waiting for that one
[22:23] to come up,
[22:25] then that really limits limits your pool
[22:28] on how many people you have to draw
[22:30] from. And that's not fair. That's I I
[22:32] don't believe that that was a reason why
[22:35] the lottery system was designed. And you
[22:38] know guys, people there's always people
[22:40] that are going to figure out how to game
[22:41] the system. It doesn't matter what it
[22:43] is, there's always a way to to outdo it.
[22:46] And I think that would be something that
[22:50] if we do it by address and say, okay,
[22:53] just one person from that address is is
[22:55] allowed to to purchase that then. So,
[22:58] yeah, if uh this board has any ideas or
[23:02] thoughts on that, feel free to email me.
[23:04] And if the public has any ideas or
[23:06] thoughts on how we should maybe revise
[23:08] the lottery process, please email me and we'll take those into consideration.
[23:15] >> Yeah, I think I would just like to make
[23:17] sure that we see that we have five
[23:19] unique names, right?
[23:20] >> And definitely, you know, different
[23:23] families or however. Right now, we do
[23:26] have five unique names. We just don't
[23:28] have five unique households.
[23:30] >> Households. Yeah. And so, I' I'd like to
[23:33] see it spread out a little bit more to
[23:36] more fair to those that are trying to
[23:38] sell.
[23:39] >> Yeah. So, any any other comments on
[23:42] that?
[23:44] >> I mean, that that's pretty much all I
[23:46] have to report. Um, as for the water
[23:49] system, I do have staff going to water
[23:52] conference here in April. That's the
[23:54] week after we turn on the system. Um, so
[23:59] we'll be down to one staff member out at
[24:02] the lake uh that week.
[24:05] >> That's all I have.
[24:06] >> Okay.
[24:08] Any other new new business?
[24:12] All right. Old old business. Michael,
[24:13] would you kind of give us an update on
[24:15] Hell's Halfacre and, you know, just
[24:17] where we're at as far as the kioses, the
[24:21] >> the boardwalks. So, Healthapre um the
[24:26] grants were uh provided to visit Casper.
[24:29] So, they had the funds um to allocate uh
[24:33] we built a new boardwalk with a viewing
[24:37] deck. Uh gives you a great vantage
[24:39] point. Uh we were able to do replace the
[24:43] fencing that was 6 feet tall with barb
[24:46] wire on top down to a 4 foot chain
[24:48] length so you can now see over the top
[24:51] and take pictures over the top versus
[24:53] through the fencing. Uh we did gravel
[24:57] and grade the parking lot. We graveled
[24:59] the access to the picnic shelters around
[25:02] there. We created an additional parking
[25:04] area over there. So, when that's open,
[25:07] uh, we purchased, uh, picnic tables and
[25:11] trash cans for it. And the last thing
[25:14] that came out of the grant money was,
[25:16] um, seed, uh, so that we can recede the,
[25:21] uh, disturbed area by the boardwalk in
[25:23] the point and get that coming back to
[25:26] natural status. Um, and then we have
[25:30] some, uh,
[25:32] wooden ballards that we're going to
[25:34] install.
[25:35] uh between the parking area and the
[25:37] viewing area. Um and those will start
[25:40] going in next week. Uh Visit Casper has
[25:44] reached out to Chamber of Commerce. They
[25:46] are having an open uh ribbon cutting, I
[25:51] guess. May 8th. I don't remember what
[25:54] time. I'll have to look that up. Um
[25:57] that's a Friday.
[25:58] >> Okay.
[25:59] >> Um out there. And I um I think they've
[26:03] got some plans for some things out
[26:05] there. I I was in their meeting, but I
[26:08] don't remember exactly what the plan
[26:10] was. I was letting somebody else take
[26:12] the reigns on that.
[26:16] So yeah. Uh oh, yeah. And then uh we did
[26:18] purchase create and purchase uh eight
[26:22] likeformational educational signs. So,
[26:25] park staff is is now building uh mounts
[26:29] for those to be mounted on the
[26:30] boardwalk. Um,
[26:34] some of them are about the history. I
[26:36] think one's about geology, one's about
[26:38] the movie that was filmed out there,
[26:40] Starship Troopers. Um, so yeah, just a
[26:44] general educational of how it was
[26:46] created,
[26:48] who who used it, and what, you know,
[26:52] what's been done down there. So, Yeah,
[26:55] that sells half acre.
[27:02] » Can I go back to the trailer thing for a
[27:04] minute? I have one more.
[27:05] >> Wherever you want to go, I'm good.
[27:08] >> So, I don't know all the rules and
[27:11] everything, but is there a way? So, say
[27:14] somebody's looking for a specific type
[27:15] of property. say they want three
[27:17] bedrooms or something and what has come
[27:19] up is like a twobedroom
[27:22] and they're going to say no. So that's
[27:24] clearly like something, you know,
[27:26] they're not going to want to purchase or
[27:29] maybe it's a onebedroom or, you know, is
[27:32] there a way for us to kind of weed some
[27:33] of that out so that we're definitely
[27:35] like drawing names that are interested
[27:37] in the specific property type? I realize
[27:39] it's a lottery and but maybe if there's
[27:41] a way that we're getting five names that
[27:44] are definitely interested because say
[27:46] you've got a one or twobedroom property
[27:50] but somebody's like I can't be on
[27:52] anything less than three bedrooms like
[27:55] then that's kind of a wasted name to
[27:57] give them. So, is there a way to do
[27:58] that?
[27:59] >> That would be that would be fairly easy
[28:00] to do and leave that up to the people
[28:03] that are putting their name on the list
[28:04] and say, "What are you interested in?"
[28:08] And these are, you know, and we will
[28:10] only pull pull your name or put your
[28:12] name in ones that are specific to that.
[28:15] Um,
[28:16] that's that's not we're not going around
[28:19] the lottery system at all.
[28:21] >> We're just working within the way it is.
[28:23] And I I think that would be a great
[28:24] idea. Um, you know, there's certain
[28:28] things that we can't be too specific
[28:31] about,
[28:32] >> right?
[28:32] >> You know, when you start saying, "Well,
[28:33] I only want something that's right next
[28:35] to the
[28:36] >> to the like, you know, or something like
[28:38] that." It's like, that's a little bit
[28:40] too specific. But if you're looking for
[28:41] something,
[28:42] >> you've got five people or six people in
[28:44] your family, you're not going to be in a
[28:45] onebedroom or two-bedroom, you might
[28:47] want that threebedroom. I'm I'm just
[28:48] trying to think of ways to make sure
[28:50] that we're getting five names that are
[28:53] good candidates.
[28:54] >> Yeah.
[28:55] So, it's not a wasted.
[28:57] >> Well, and that does that that actually
[28:59] opens it up to people that would more
[29:02] >> be more interested in in specific types
[29:05] of property. And and like I said, all we
[29:08] could do is just put that on there and
[29:10] say, "Are you interested in this?" Check the ones you're interested in. If
[29:15] these come up, then uh and your name
[29:18] gets pulled,
[29:20] then we'll contact you. If it if you if
[29:23] your name comes up and these aren't
[29:26] things that you're interested in, then
[29:28] we'll go on to the next person. It's
[29:30] still a lottery system. It's still doing
[29:31] the same thing. We're just basically
[29:33] skipping over. I mean, it's kind of like
[29:35] a first, second, and third choice
[29:38] >> on I think I could
[29:41] >> on an application.
[29:43] >> I think we could build. So right now we
[29:45] put everybody's name that wants to be on
[29:48] the lottery in a spreadsheet and they're
[29:51] assigned, you know, 1, two, three, four,
[29:53] however they come in. So do that. And
[29:57] then
[29:58] we go to a computer program and we say
[30:02] we want to draw, you know, it's going to
[30:03] draw five names for this lot and we have
[30:08] 46 names in the list.
[30:11] Um, so then it draws five numbers out of
[30:14] 46 and tells us that and then we go back
[30:16] to list and go, okay, number 27 was
[30:19] drawn, so that's this person we put on
[30:21] the list.
[30:22] >> So I think I could build
[30:25] >> I think you could build like a pivot
[30:26] table that had the extra columns on the
[30:29] side that's like
[30:31] >> add a column for one bedroom, two
[30:33] bedroom, threebedroom, one bath, two
[30:35] bath, right? or
[30:38] >> those those scenarios and then only
[30:41] check like John Doe is interested in one
[30:46] two or threebedroom and so you'd put an
[30:48] X under one X under two X under three
[30:51] but Jane do is only interested in a
[30:54] threebedroom so you would leave one and
[30:57] two blank and put an X in three and then
[31:00] pivot them
[31:01] >> so the seller will have to notify us
[31:04] when they sell
[31:05] >> the Yeah.
[31:06] >> What their trailer has.
[31:07] >> Yeah. And then you could sort it by like
[31:10] three bedrooms and then only the people
[31:12] that have marked that with
[31:14] >> possibility,
[31:14] >> you know. And there there's been a few
[31:16] individuals over the last 5 years that,
[31:18] you know, they bought a trailer and then
[31:23] they just replace the trailer.
[31:26] >> Well, and and that's something you could
[31:27] put
[31:28] >> economically for me. That's That's kind
[31:30] of crazy, but I know there's
[31:32] >> But if you put something on there where
[31:33] you'll take anything that comes
[31:35] available,
[31:35] >> right,
[31:36] >> then that's fine. That's easy. Or if
[31:38] you're going to be more specific,
[31:40] >> y
[31:41] >> you know that you don't want to do that.
[31:43] >> So, yeah, we can work on a process.
[31:46] We'll we'll test we'll test a process
[31:48] and see if that'll work um
[31:52] before we bring that to the table here.
[31:54] But yeah, we can do that.
[31:56] >> Thanks, Mike.
[31:58] Anything else? Anything else?
[32:07] Any other new business? No. Okay.
[32:13] Um,
[32:15] I will guess we'll go to public comment
[32:17] at this point in time.
[32:23] You'll have to turn that on and please
[32:25] state your name and address.
[32:28] Brad Oracle 5660 O'keeer Road, Casper,
[32:31] Wyoming 82604.
[32:35] Um, first thing is why not get the whole
[32:38] list? It increases everybody's chances
[32:40] there. Necking it down to five like
[32:43] we've been talking really limits us to
[32:46] who we can sell to and who we can't. And
[32:48] then the other thing is why are we the
[32:50] only one Alcoa that's on a lottery list?
[32:56] So, Alcover Marina, um, they have to be
[33:00] on an annual lottery for their RV sites.
[33:03] Same with the Pathfinder Marina now. So,
[33:06] if you were grandfathered in in those RV
[33:08] sites, you can stay, but as soon as you
[33:10] give up, then it becomes an annual
[33:12] lottery for those spots. Um,
[33:16] the Casper Water Ski Club under their
[33:18] own stuff, they do a lottery for their
[33:22] vacancies. And um
[33:24] >> they're doing the same thing like you're
[33:26] talking about though where they're
[33:27] putting four names in under one address
[33:29] and that way they increase that way they
[33:32] increase their odds of drawing. I don't
[33:35] have a problem with the address thing. I
[33:38] get that. But then if we've got a 46
[33:40] names on our list and every household's
[33:44] putting two or three names down, that
[33:46] draws our list down to about 10 to 12,
[33:49] you know, and we'd get that whole list.
[33:50] That would be that's a win for
[33:52] everybody.
[33:53] >> So that's that's the bureau wreck
[33:56] dictating that we cannot just cuz if we
[33:58] just gave you the whole list, all they
[34:00] got to do is put their name on the list
[34:02] and you it's like putting it up for sale
[34:05] commercial, you know, through a realtor.
[34:07] >> Well, they're allowed to do that at the
[34:08] cabins.
[34:10] So, my understanding, and I don't have
[34:13] um the actual regulations or letters of
[34:16] this, and this is from conversations
[34:18] with the Bureau of Recre, is the cabins
[34:20] are because they're fixed structures to
[34:23] the land is why they're different.
[34:27] So, you know, your mobile home is it
[34:30] says mobile in the front of it. So,
[34:32] that's
[34:33] >> right. Well, that's my understanding of
[34:34] why it's different.
[34:35] >> Yeah. like the one we had to get removed
[34:37] that was, you know, highly contaminated
[34:40] with animals and other things in there
[34:42] that cost us how much money to get
[34:44] removed here? What was it? Two years
[34:45] ago, three years ago out there on the
[34:48] corner. Second one in, third one in,
[34:50] >> right? Yeah, that that was removed
[34:52] because uh the permit didn't pay their
[34:55] rent. Um, and that that took
[34:58] >> and along with all the uh the rats and
[35:01] everything that were contaminating the
[35:03] trailers that were
[35:04] >> and I will speak that that's not the
[35:05] only one that we had removed because
[35:07] they hadn't paid the rent.
[35:08] >> Oh, I know that that was another one up
[35:10] there.
[35:12] >> Yeah. And that's actually
[35:14] >> Yeah. And that was my other thing that I
[35:16] wrote down.
[35:16] >> Point of contention that we had too is
[35:18] that you know if you don't pay your rent
[35:22] then that's it. Well, I know one of them
[35:24] they hadn't paid rent for years on.
[35:26] >> Yeah. And there but Well, there was all
[35:29] three of them were like that. They
[35:31] hadn't paid rent for a long time. And
[35:32] there was one of them that hadn't paid
[35:34] rent for at least seven years. And for
[35:38] it to have taken that long to get
[35:40] through the process.
[35:43] I That was when I first got on the
[35:46] commission and it was like this is
[35:49] crazy. This didn't make any sense at
[35:50] all. a year, you know, to where somebody
[35:53] moved or had family deaths and, you
[35:55] know, I get an accidental year, but if
[35:58] you're not if you're more than a year to
[36:00] Lincoln and are not answering any emails
[36:02] or mails, I mean, I get our point of
[36:05] that, but like I was you guys were
[36:07] saying, there's certain people waiting
[36:08] for certain spots. We've got an empty
[36:10] spot that's open now that some people
[36:13] are waiting just to see if their name's
[36:15] drawn on it. You hand me five names and
[36:18] it's they're not the ones looked all
[36:20] their wants that empty spot. I'm in a
[36:22] pick. I'll try to get rid of my place.
[36:25] >> So, like I was said, Mr. As far as it
[36:28] is, um the BR is the one that kind of
[36:31] has this board what is um what we can do
[36:34] and can't do. Like you said, we can't
[36:36] just give all 46 names. They they put it
[36:39] that in from original lease from
[36:42] whenever this all happened between us
[36:44] all. They have said that they realize
[36:47] that the lottery system is not perfect
[36:50] and that's why Michael's trying to work
[36:52] on stuff and also reason why I've
[36:54] reached out the trailer park board to
[36:55] come up because they said if you guys
[36:57] can give us something bring it to us but
[37:00] as of right now we have to so they're
[37:03] the ones enforcing the the lottery on
[37:06] the way it has to be done. So that's
[37:08] kind of why we're trying to spitball
[37:10] this all together to try to make it a
[37:12] lot better out there. it when we met
[37:14] with them. They like it has to stand how
[37:16] it is until you give us something better
[37:18] and we approve it or not. So,
[37:20] >> well, and can I
[37:22] >> Yeah, I'm just saying so there is some
[37:23] things we've been trying to work on.
[37:25] They're not opposed. There's no They did
[37:28] say there's no way the lottery system is
[37:30] not going away. They said that the
[37:32] lottery system will always be here.
[37:36] >> I
[37:37] get that we're saying we got to do the
[37:38] lottery system. But five names ain't
[37:40] very many names to pick from. Can we get
[37:43] it bumped?
[37:44] >> Well, we we can ask for that. I mean,
[37:47] >> that's that's something we can we can
[37:48] ask for as far as So, yeah, there that
[37:50] is.
[37:50] >> I mean, that
[37:51] >> that's the reason why
[37:52] >> that doubled my chances, you know. I
[37:54] mean,
[37:54] >> well, and part of that if you have an
[37:57] address that's associated with it, that
[38:00] may bump the numbers a number of names
[38:03] you have available all by itself. So,
[38:06] we're not we're not trying to be
[38:08] difficult. We got, like John said, we we
[38:11] have to work within what the Bureau of
[38:13] Rec will allow us to do. We can present
[38:15] it to them and we can ask them and I
[38:17] don't have any problem with asking them,
[38:19] but um they have the final say on what
[38:24] we can and can't do. And so just just so
[38:28] you understand that right up front, it's
[38:30] not that we're saying we're not willing
[38:32] to work with you, but
[38:35] >> we're kind of we're kind of in between.
[38:37] We're in the middle.
[38:38] >> I get that. I don't want to be devil
[38:40] advocate, but I put my address down for
[38:43] my name to be drawn.
[38:44] >> All my wife's got to do is put down her
[38:46] parents address or a work address.
[38:49] There's other ways to that system
[38:51] >> or PO box. There's loopholes still.
[38:53] >> And I know I get there's loopholes and I
[38:56] understand why people that really want a
[38:59] trailer put four names in there. I get
[39:02] some of that also. That's I mean there's
[39:06] >> well and to your point about vacant lots
[39:08] and then there tends to be a lot more
[39:11] interest but they're only interested in
[39:14] that lot. Maybe we put
[39:15] >> so
[39:16] >> that on one two threebedroom or vacant
[39:19] because if you're only interested in the
[39:20] vacant lot you know there's no point in
[39:23] contacting you for
[39:24] >> another one that came available.
[39:26] >> Let me give you a little history on on
[39:28] the vacant lot. We had we removed three
[39:30] trailers and two of them as soon as we
[39:33] got them removed. We put those into a
[39:36] special lottery and drew names and they
[39:40] got, you know, two names were drawn and
[39:42] they got those vacant lots to put I
[39:45] think both of them put fifth wheels on
[39:47] them.
[39:47] >> One hasn't put anything permanent on it
[39:49] yet. Well, that one that one I haven't
[39:52] put in the system. Um because when we
[39:55] changed the lottery process last time,
[39:58] if a trailer doesn't sell
[40:01] um by the May 19th, that lot reverts
[40:05] back to the county to determine best
[40:07] use. And the parks department hasn't
[40:10] determined best use for that.
[40:11] >> No, I'm talking I think it's lot three
[40:14] when you come in. They pull their camper
[40:17] in and out and
[40:19] >> Right. And that was one that was done in
[40:20] a special drawing. Um that one and then
[40:23] one on the back that's a fifth wheel
[40:25] with a new
[40:26] >> they made it permanent like you guys
[40:28] have asked us to know where where we're
[40:30] trying to follow our rules.
[40:32] >> You know, you can have a fifth wheel on
[40:34] your lot. You don't have to. And you can
[40:36] pull it in and out. We don't have a
[40:37] problem with that. Um you know, so there
[40:40] are some fifth wheels and trailers
[40:42] throughout the park there. Um, but that
[40:45] and that's not a problem. And you can
[40:47] replace your trailer as long as you go
[40:48] through the process to get a new
[40:50] trailer.
[40:51] >> Oh, yeah. I've been down there and took
[40:53] pictures of all the new ones that that
[40:55] put in there the last few years and I'm
[40:56] sure you got some of them on that one
[40:58] new one that went down there on the
[41:00] front row that was only a six inches off
[41:03] and you made them move it and
[41:04] everything. And
[41:05] >> so, yeah. So, um, you know, there's that process and and like I
[41:10] said, that vacant lot, I wasn't pleased with the way that
[41:17] lottery went for vacant lots. So, we're
[41:20] that may become a an overnight spot and
[41:23] because we have a high demand for full
[41:25] hookup spots, uh, and we have two of
[41:27] those in the trailer park now, it may
[41:30] stay vacant. Um, there's one trailer
[41:33] that has a storm major storm water
[41:35] issue.
[41:36] um
[41:38] you know and I offered the vacant lot
[41:42] for them to relocate to. They did not
[41:44] want to do that. But if there if we have
[41:47] another instance where there's a trailer
[41:50] that needs to be relocated, I the county
[41:53] has a current vacant lot that we can
[41:55] relocate them to if if needed.
[41:58] >> Yeah. Yeah. So, those old trailers, and
[42:00] you know that as well as I do, you
[42:02] you're not going to just jack one of
[42:04] them up, put wheels over it, and wheel
[42:05] it over. And I know that that trailer
[42:07] they're talking about has been redone
[42:09] inside. It's beautiful inside of it. So,
[42:12] and I get it. I mean, there's other ways
[42:14] so we can take care of the water issues.
[42:16] Agreed.
[42:17] >> So, at this point in time, lot 112, the
[42:19] parks department hasn't determined what
[42:22] the best use for that is. And and
[42:24] that'll be discussed with the parks
[42:26] board at the time. We need to discuss
[42:28] that, but right now it'll it'll stay
[42:30] vacant.
[42:33] >> Okay. Yeah, I'd like to see if we could
[42:35] at least, you know, the 10 sounded
[42:37] really good to me. That five I mean,
[42:40] yeah, I'd like to buy a trailer, but I
[42:42] don't have no funds because it's, we all
[42:43] know it's a cash fund only. You're not
[42:45] going to be able to go get a loan for a
[42:48] trailer out there.
[42:51] Is there language on the um
[42:56] lottery permit that explains that this
[42:58] is a cash sale? And like are the people
[43:01] that are signing up aware of what
[43:02] they're signing up?
[43:04] >> No, because County Parks deals with the
[43:07] lot and rental of the lot.
[43:09] >> Got it.
[43:10] >> We're not involved with the transaction
[43:11] of the sale of private property, which
[43:13] the trailer's private property. That's
[43:16] why if we only give five names and you
[43:18] put your trailer up for sale, none of
[43:20] them five, I think it's written there
[43:22] somewhere in there that you have after
[43:25] your times up, you have to remove your
[43:27] trailer from that lot, right?
[43:29] >> And that's why we're trying to get more
[43:31] names to us, you know, cuz a lot of them
[43:33] trailers have been redone inside and
[43:35] people are working on trying to get
[43:38] permits to rewire it. I tried to get one
[43:41] years ago and it was once you tear down
[43:43] the siding on the inside, they wouldn't
[43:45] allow me to do any work in there. I was
[43:48] only allowed to repair one panel at a
[43:50] time. Well, you can't rewire an old 60s
[43:54] trailer with one panel down at a time,
[43:57] you know, and then you'd put sheetrock
[43:59] on top of that, which would help
[44:01] everybody because if today if something
[44:03] happened out there at the lake, there
[44:04] wouldn't be a thing left,
[44:06] >> right? And you know, I mean, that's why
[44:09] there is the option to um replace your
[44:12] old trailer with a fifth wheel or with a new model. I mean, that is an option.
[44:18] Um not a cheap option, I'll say that.
[44:22] But, uh that option is available because
[44:25] some of these trailers are getting to the age where you can't do
[44:29] the building department won't let you do
[44:31] it. So,
[44:34] >> Okay. Thank you.
[44:56] There we go. Say it. Say it again.
[44:58] >> Okay.
[44:59] >> The reason why we can hear you, but
[45:01] anything that's being recorded, it
[45:03] doesn't pick up. And so that's the
[45:04] reason why you have to speak into the
[45:06] mic.
[45:06] >> Okay. Nancy Vincel, 4040 Grizzly,
[45:09] Casper, Wyoming 82604.
[45:13] And I just wanted clarification.
[45:16] You guys were saying that the lease a
[45:20] first draft has been sent to the B and
[45:23] it's been sent back with some re they've
[45:25] requested some clarification or
[45:27] revisions. I believe at a meeting
[45:30] Chairman North that you were at with us
[45:32] and Mr. Brown that we discussed about
[45:35] being a more a collaborative effort and
[45:38] we were going to be able to see it. Not
[45:41] that the first time we saw it was when
[45:43] we received it with the invoice for the
[45:45] year and that the trailer park owners
[45:48] were going to review it and maybe be
[45:50] able to make some suggestions or ask
[45:53] questions for clarification then. Now
[45:56] we're going to be behind it. I mean
[45:58] we're just going to get our bill or
[46:01] permit and you aren't going to be able
[46:03] to question anything.
[46:04] >> So I thought it was going to be I
[46:06] submitted a draft to uh Mr. Davidson
[46:09] with the trailer park association. I
[46:12] don't know if that was shared after that
[46:13] or not. I can find
[46:15] >> it might have been. I'd been out of
[46:16] pocket.
[46:17] >> Find a date for that. But I I shared the
[46:19] trailer park one with the trailer park
[46:20] association, the cabin one with the
[46:23] cabin association. Okay.
[46:25] >> The ski club received one and the boat
[46:27] club also received a draft.
[46:29] >> Okay.
[46:30] >> And I may have only heard com
[46:34] >> then I may stand corrected on that one
[46:36] >> comment. So,
[46:36] >> um, and to clarify, the BO is the one
[46:39] that has the lottery requirements. It's
[46:42] a BO requirement,
[46:43] >> correct? The Bureau of Rec requires us
[46:45] to have a lottery. Um, they do allow us
[46:49] to try and
[46:52] modify the lottery, but any changes or
[46:55] revisions to document like that, we have
[46:57] to submit to them, right,
[46:58] >> for approval.
[47:00] >> So, yes.
[47:01] >> Okay. Thank you.
[47:16] Honda Edwards, 3870 Spock Creek Road,
[47:19] Casper, Wyoming, 82604. on that lottery
[47:22] system. I know we can only get certain
[47:24] amount of names, but if you're counting
[47:26] out the guys that got the same address,
[47:29] that's kind of harsh because just going
[47:33] back to the years I was growing up, I
[47:35] was young, 20 years old, had a roommate,
[47:39] same address.
[47:41] We both put in for the
[47:44] Blake.
[47:46] So, if you cut one of those guys out,
[47:47] then you just lost one of them, right?
[47:50] Well, I'm I'm we're just throwing ideas
[47:52] out today. So, I mean, I'm not saying
[47:55] this is a perfect system.
[47:57] >> So, don't think it is. We have a ways to
[48:00] go.
[48:00] >> I'm just throwing something out there
[48:01] that's for you guys to think about when
[48:03] you guys go to talk about same
[48:05] addresses. So, like when I originally
[48:07] put in for mine years ago, me and my
[48:10] mom, we both put in, yes, I was living
[48:13] on a fifth wheel, still on their
[48:15] property,
[48:17] but
[48:19] we had two different names on there.
[48:22] So, if you guys do that, she wanted a
[48:24] trailer and I wanted a trailer.
[48:27] Neither one of us would get a trailer or
[48:29] only one of us get named for a trailer
[48:31] because I have her same address because
[48:33] I'm just living in at my fifth wheel or
[48:36] some other kid might be doing that. Just
[48:39] throwing that out there. I mean, yeah,
[48:40] >> something for you guys to think about.
[48:42] >> Yeah, I understand that completely.
[48:44] That's the reason why I said something
[48:45] about kid maybe living in the basement
[48:47] or something else. But what we're trying
[48:49] to do is make sure that we have as many
[48:52] names as possible so that uh it makes it
[48:57] easier for you to sell your your
[48:58] trailer.
[48:59] >> Yeah, I understand.
[49:00] >> And that may be something that we have
[49:02] to put in, you know, to a side note so
[49:06] that
[49:07] >> Yeah. And and this is why I wanted to
[49:10] bring this up and get it out there and
[49:12] ask for comments, you know, sent um
[49:15] while we go through this process so that
[49:18] you know cuz the more minds we got
[49:20] looking at it, the better we can make it
[49:22] with and I understand the confines of
[49:25] whether Bureau Rex's going to allow us
[49:26] or not allow us to do. So, um but those
[49:29] ideas help maybe get us through there at
[49:32] least partway.
[49:33] >> Yeah.
[49:33] >> If not all the way.
[49:34] >> And something like what Nancy just
[49:35] brought up. Yeah. Cory did send those
[49:37] out to us. We do have them. But
[49:41] months prior to that, I'd been in here
[49:43] and talked to it was I think it was a
[49:46] county commissioner's meeting at that
[49:47] time or it might have been a parks board
[49:49] member, but you were there and I asked
[49:51] you if you could send that to the
[49:53] trailer park before you submitted it so
[49:55] we could look at it to see if we could
[49:57] help maybe mitigate some of the stuff
[50:00] and see if we could get it put in there
[50:01] so it wouldn't take so long. I did
[50:03] submit it to the trailer park before I
[50:05] submitted it to the bureau wreck. So
[50:10] once we had a final draft here, then I
[50:13] submitted it out to the different permit
[50:16] groups and then I waited for response
[50:18] for a week or two and then I submitted
[50:20] it to the bure. And where it's at with
[50:22] the bureau rec right now is I've just
[50:26] been copied on some of their comments.
[50:29] They're sending it to their regional
[50:30] office for review.
[50:32] >> Yeah. So, if there are still comments or
[50:34] re proposed changes, please get them to
[50:37] me as soon as you can and we can try to incorporate them or I can have an
[50:44] email discussion with this board and see
[50:46] if those are acceptable to revise and
[50:49] send them back to the to the bure.
[50:52] >> We're not we're not in the final
[50:54] stretch. We can
[50:55] >> still have a conversation back and
[50:56] forth. And that's what I was making sure
[50:58] we still have that opportunity to have
[51:00] that conversation because
[51:01] >> it's just that window is getting pretty
[51:03] short.
[51:03] >> Well,
[51:04] >> so
[51:04] >> we are talking about the government so
[51:05] you it could take a lot longer. You
[51:07] think?
[51:08] >> Well, it could, but the permits expire
[51:11] May 19th. So, if we want to be without
[51:14] permits for a month, I mean, drag that
[51:17] on.
[51:17] >> That's why I don't know. It had to been
[51:20] October last year that I come in and I
[51:22] said something about it. And that's why
[51:24] if we had started then we we might have
[51:26] had better chance and our window
[51:28] wouldn't be so tight on us now. We might
[51:30] have came in and tried to figure this
[51:32] out then a little and we might have had
[51:34] some better ideas too talking to other
[51:36] people. So that's all I got.
[51:40] Thanks.
[51:47] Anyone else?
[51:58] Bruce, we did our snow dance. It didn't
[52:00] work. We have tried.
[52:03] >> A lot of wasted dancing for sure.
[52:06] >> Yes, there was.
[52:07] >> Bruce Lambertson, 2449 Hogadon Road.
[52:13] Haven't been here in a while. It's been
[52:15] great, but I'm back.
[52:18] Justin, welcome aboard. Is D'Vorah on
[52:21] the phone or is he just playing hookie?
[52:23] >> No, he he couldn't make it tonight.
[52:25] >> Change your name to Jim. I see.
[52:28] >> You getting cover.
[52:30] >> We just change the name
[52:32] >> to protect the guilty.
[52:34] >> I get it.
[52:36] >> Um, so
[52:40] you're except for chairman North, you're
[52:43] getting your feet under the under
[52:45] yourselves in this new role and
[52:47] especially Justin and Bill. Um,
[52:51] I was just I've got a few things to
[52:53] speak to, but uh, this is a big deal
[52:56] you're doing and I just want to thank
[52:59] you for doing it and for signing up, but
[53:02] I also remind you the magnitude of this
[53:04] task. I mean, your bylaws statutoily,
[53:09] few things come to mind. The board of
[53:11] trustees control, maintain, and manage
[53:13] the county parks and pleasure grounds.
[53:15] monies levied by the levied for parks
[53:19] and recreation purp shall be expended
[53:21] only by the board of trustees. You're in
[53:24] charge of every penny that goes through
[53:25] this operation.
[53:27] And that's huge, but I know you're up
[53:31] for it, but don't ever forget it,
[53:33] please.
[53:34] Um,
[53:37] page three, the recreation board shall
[53:39] manage, operate, and regulate the
[53:41] recreational systems and may take any
[53:43] steps necessary to ensure the safe,
[53:46] economical, and enjoyable operation of
[53:49] the system. That's a big deal. That can
[53:52] be messed up or done correctly,
[53:54] whatever, but there's a it's a big deal.
[53:56] And I guess my sense is it's slowly
[53:59] converting from an advisory role to a
[54:02] statuto role. Let's call in the shots.
[54:05] And I think there's a ways to go
[54:08] and I think it'll be great when it
[54:10] happens because the parks department
[54:12] needs your leadership and your
[54:14] authority. So hang in there and I thank
[54:18] you and I I really want to see some
[54:21] things happen. And um one of those
[54:25] things is the parking lot at the trail
[54:27] ledge. Okay? And I'll show you pictures
[54:30] later on, but
[54:32] on September 11th of last year, many of
[54:36] you weren't at that meeting. There was
[54:38] considerable discussion about the fact
[54:39] that parking lot doesn't drain.
[54:42] Um, it's been a problem since the
[54:44] beginning. In my view, and it's just my
[54:46] view, um, that building's never been
[54:48] finished. That parking lot is part of
[54:51] that structure. It's never been
[54:52] finished. And I don't want to see it
[54:54] drag on. It might have to, but I don't
[54:56] want to see it drag on like the picnic
[54:58] shelter at Bear Trap for years. Right
[55:01] now, that's a mud hole. On September
[55:04] 11th, after all the discussion, there's
[55:06] going to be regrading. There's a lot of
[55:08] fingerpointing. Why doesn't the the
[55:10] parking lot grain? There's a lot of
[55:12] reasons. Groundwater,
[55:15] improper installation, no drainage. The
[55:18] engineers pointing this way, the
[55:19] contractor's pointing that way. All
[55:21] right. So the agreement then was to get
[55:23] a good survey done, develop proper slope
[55:27] so that parking lot drains out into
[55:29] Elcart Creek. Okay. They spent a lot of
[55:32] time. There was already funded gravel.
[55:35] The gravel it looks like, but uh well,
[55:38] you can correct me later, but I'll keep
[55:39] going. Um looks like that crappy gravel
[55:42] that the the county mil years ago,
[55:44] decades ago, a lot of sandstone and it's
[55:47] been sitting up at that pile. It's too
[55:49] fine. it turns to mud and it's what you
[55:52] have so you use it all over the place.
[55:54] But there wasn't a good gravel road base
[55:56] brought in and it went to hell. So that
[55:58] was September 11th there was a plan.
[56:02] October 9th, less than a month later,
[56:07] it was up again. What's going on?
[56:09] Michael said it doesn't drain. Okay. And
[56:12] there was a discussion about putting a
[56:14] drain in in the low spot just off the
[56:16] corner by the handicap where I'll show
[56:19] you the pictures later. Today that's
[56:21] already a swamp. Has been all winter
[56:23] when it's warm.
[56:25] Okay. So, it was discussed it's going to
[56:27] be a drain that fed into that 24in pipe.
[56:30] It was a solution some of us have been
[56:32] pushing since that building was just
[56:35] getting built because even the
[56:36] contractor knew it was going to be a
[56:38] problem.
[56:41] Michael presented that there was five
[56:43] people may be interested. One who said
[56:45] he could probably get it done by the end
[56:46] of October. So this was October 9th. You
[56:50] asked about Chairman North asked about
[56:52] the size of the um concrete um apron
[56:56] around the drain and wisely suggested
[56:59] that they expanded from two feet to 10
[57:01] feet so to better accommodate cleanout,
[57:04] proper drainage.
[57:06] And I haven't heard a word since. That
[57:09] was October 11th.
[57:11] >> Let me let me let me let me give you a
[57:12] quick update on that.
[57:14] >> Well, let me if you don't mind so I
[57:16] don't blow my time. I'd like an update,
[57:19] but let me finish off saying if you
[57:21] don't mind. Is that okay?
[57:22] >> Yep.
[57:23] >> Okay. Thanks. So, that was two meetings
[57:25] in a row last fall and we're still
[57:27] nowhere. The problem, and you definitely
[57:30] know that. So, we have guests coming to
[57:33] our community, using our facilities,
[57:37] trashing their vehicles in a parking lot
[57:39] that doesn't drain, and going into a
[57:42] brand new $2 million building with muddy
[57:44] feet.
[57:45] And it's not it's not finished. So, I'd
[57:48] like to see it finished. And you have
[57:49] the authority and the and the
[57:51] responsibility to get it done. So, can
[57:54] we get moving
[57:57] next? Same kind of thing.
[58:00] Anybody who works in this community or
[58:03] recreates this community outside is
[58:05] scared to death of the fire risk that's
[58:06] heading our way. We've had a dry,
[58:10] warm winter and it's a factor. I think
[58:14] you're all aware that there's no public
[58:16] access to water on Casper Mountain. And
[58:20] you who have been involved in
[58:21] firefighting know first response is
[58:23] critical.
[58:25] a little fire that can be put out with a
[58:27] five gallon jerry can 20 minutes later
[58:30] is an issue. And who is first responder
[58:33] up there is actually the city of Casper
[58:36] because they have a man fire station at
[58:38] Sunrise and they're the first guys to
[58:39] get up there and then county comes and
[58:42] then the volunteers get organized. It's
[58:44] a great volunteer force with good
[58:46] equipment, but they got to get up out of
[58:48] their houses, get get their bunkers on
[58:51] and get up there and get those things
[58:52] warmed up and ready to go. So the
[58:54] response is not two minutes. And oddly
[58:57] enough, the first people there, the city
[58:58] of Casper, which is great, believe me,
[59:02] but there's no water. So we have campers
[59:04] coming up here who don't always know
[59:07] there's no water until they get to a
[59:08] campsite,
[59:12] who are allowed to light fires at a lot
[59:14] of time, and don't have a simple way of
[59:17] responding if they screw up or somebody
[59:19] screws up in the neighbor. I've been
[59:20] pushing hard. The only potable water up
[59:23] there goes into the new building.
[59:26] I would like to see, and this I've been
[59:29] barking about this for years, I would
[59:31] like to see a frost proof line from that
[59:35] water system feeding a frost proof
[59:38] hydrant across the parking lot with a
[59:40] nice sign that says camper water fill
[59:43] station. Maybe there'd be a map of the
[59:45] cars, but people could go there and fill
[59:48] their jerry can or their water bows or
[59:52] anything with potable water and have it
[59:54] available and anybody could have it
[59:56] available. Now, I've heard all the
[59:58] excuses. City owns the property.
[1:00:01] Somebody's going to steal it. I'm going
[1:00:02] to come fill my sister. Whatever it is,
[1:00:05] this can be done. The the the water's
[1:00:07] not clean. There's potable registered
[1:00:11] water into that building. Let's get a
[1:00:12] line across the parking lot. This is not
[1:00:14] expensive. And in in today's maybe it
[1:00:17] cost 10 grand. I don't know. That'd be
[1:00:18] silly if it did, but it might. That's
[1:00:20] nothing.
[1:00:22] And with this whole Casper who owns the
[1:00:24] property deal, you know, everything I'm
[1:00:26] talking about,
[1:00:28] when a guest comes up there and gets his
[1:00:30] truck all muddy, his car all muddy,
[1:00:32] walks into a brand new building, gets
[1:00:33] the building all muddy, they don't care
[1:00:35] who owns it. They're our guests and we
[1:00:39] haven't finished our building. when that
[1:00:41] mountain burns, they're not going to
[1:00:43] care who owns that either. It's your
[1:00:45] responsibility for your parks grounds.
[1:00:48] So, I I mean, I'm getting tired of
[1:00:51] bringing this up and I've tried to do
[1:00:53] what I can, but
[1:00:56] we need to move on these. This is
[1:00:58] important. It's really going to be
[1:01:00] critical and it's not difficult.
[1:01:03] So, again, I appreciate what you're
[1:01:05] doing and if it's all news to you, I get
[1:01:07] that. But it's not been news to the
[1:01:09] commissioners, to Michael, to the people
[1:01:12] who have been involved with this a long
[1:01:13] time longer than you. And it's now your
[1:01:16] responsibility to spend the money, make
[1:01:18] the decisions, preserve the properties
[1:01:21] and the buildings, and treat your guests
[1:01:23] right.
[1:01:25] So that's what I got. And I will show
[1:01:27] you a picture of And I know you're going
[1:01:28] to say, "Well, no, no, no. It's city.
[1:01:30] No, not
[1:01:32] the parking lot.
[1:01:49] » Now question is the parking lot at
[1:01:51] Hogadon. Isn't some of that paved?
[1:01:55] >> Is all of it paved or just I haven't
[1:01:56] been over there in a while. So
[1:01:58] >> no, there's a couple hundred feet paved
[1:02:00] where it feeds the drain. So there's a
[1:02:04] base
[1:02:05] and you know the other thing I'll just
[1:02:07] quickly add
[1:02:09] what water does is a wellstudied
[1:02:12] engineered long time we have the pool of
[1:02:15] knowledge to know what water does.
[1:02:19] We can solve this problem.
[1:02:21] Why people don't know what water does? I
[1:02:24] some of them we the county has paid to
[1:02:26] tell us the answer and I don't know what
[1:02:28] happened to that either. But anyway, I'd
[1:02:30] love your response, but more I'd like
[1:02:31] you to think about this hard because
[1:02:33] I'll be back and it's really really
[1:02:35] going to be important and times time's a
[1:02:37] waste. But anyway, thank you,
[1:02:40] >> Bruce. I'm going to answer your question
[1:02:41] though.
[1:02:42] >> That's fine.
[1:02:43] >> I'm listening.
[1:02:45] >> The drain system that we were planning
[1:02:47] on putting in, we could not get anybody
[1:02:50] to come up there and actually do the
[1:02:52] work last year. That was part of the
[1:02:54] problem. That's the reason why it did
[1:02:56] not get completed last year. That is
[1:02:59] something that we looked at and we
[1:03:02] couldn't get anybody to get there before
[1:03:03] the fro the the frost set in. So that
[1:03:06] eliminated what we could do. We did haul
[1:03:09] in approximately $20,000 worth of base
[1:03:12] course. And it's not just
[1:03:14] >> where whose base
[1:03:16] >> it was from Knife River.
[1:03:20] » Huh? Gotcha.
[1:03:22] >> Well, I'm just telling you that we we
[1:03:25] have limited We have limited supply
[1:03:28] right now that we can
[1:03:29] >> don't spend it on stuff that doesn't
[1:03:30] work then.
[1:03:31] >> Well, I I'm not going to I'm not going
[1:03:33] to go down that that road with you, but
[1:03:35] I'm just saying that we did haul in
[1:03:37] quite a bit. And one of the things that
[1:03:39] we did, and I know Stacy and John were
[1:03:41] both on this board, that we had that
[1:03:44] surveyed so we knew exactly what that
[1:03:45] slope was before we started moving
[1:03:48] forward with anything. That's when we
[1:03:51] got the design for the drain. So, we can
[1:03:54] take that water out close to where the handicap parking is and we can drain
[1:04:00] it. But unfortunately
[1:04:02] up on the mountain, it's just like down
[1:04:05] here when frost sets in, you can't get
[1:04:08] anybody to do anything because it tears
[1:04:10] up their equipment. It's too hard on the
[1:04:12] equipment.
[1:04:13] >> So what's the plan right here right now?
[1:04:15] insulting to think
[1:04:19] >> real money on
[1:04:20] >> I would just like to add that last
[1:04:23] October we had no idea that this winter
[1:04:26] was going to be as dry as it is and so
[1:04:29] bringing in the material from Knife
[1:04:32] River was a solution to get us through
[1:04:35] this winter so that we could make a plan
[1:04:37] while the weather was nicer to get in
[1:04:39] there and get that fixed. So, you know,
[1:04:42] coming into October, you're kind of
[1:04:44] limited on days that you can get people
[1:04:46] to do that kind of work, particularly on
[1:04:48] the mountain, because the temperatures
[1:04:50] are cooler up there than they are in
[1:04:51] town. And so it's not that this board
[1:04:53] has forgotten about what we talked about
[1:04:55] last spring or last fall, but we had no
[1:04:59] way of knowing it was going to be 65
[1:05:01] degrees the rest of the winter and that
[1:05:03] it was, you know, inevitably we thought
[1:05:05] there would be snow pack up there in the
[1:05:07] parking lot, you know, and the fact that
[1:05:10] we haven't had any snow is why that
[1:05:11] there's mud everywhere. And had we had a
[1:05:14] normal snow year, there would be snow in
[1:05:16] that parking lot. And it would be an
[1:05:18] issue during the mud season when ski
[1:05:20] season is over. But that's not
[1:05:22] >> I understand that.
[1:05:24] >> I what I'm saying is we haven't
[1:05:26] forgotten.
[1:05:27] >> Okay.
[1:05:27] >> And Mike has done the work and we did a little fix to get us through
[1:05:32] the winter so that this spring and fall
[1:05:35] we could get it prepared for next ski
[1:05:37] season.
[1:05:39] >> But I will say, Bruce, it looks a whole
[1:05:41] lot better right now than it did last
[1:05:43] year at this time.
[1:05:44] >> Every day it opportunity. But anyway,
[1:05:48] >> but Mike did get uh Mike did get the
[1:05:50] topography done up there and he did look
[1:05:52] at the sloping and we got that done last
[1:05:54] fall and so there is a plan in place,
[1:05:56] but you can't get somebody up there to
[1:05:58] do anything about it during the winter
[1:06:00] months.
[1:06:01] >> So the only thing that didn't get done
[1:06:03] was the box covert getting installed and
[1:06:05] that's still on the agenda to get done,
[1:06:08] >> but it was graded following a
[1:06:11] professional topo. You can see in your
[1:06:14] picture here how the water flows in
[1:06:16] somewhat of a channel. That's quite an
[1:06:18] improvement. And this tightened up quite
[1:06:20] a bit because last spring when you drove
[1:06:23] over this parking lot light, you sank in
[1:06:25] six 8 in deep. Um now with the
[1:06:29] additional gravel and the better grading
[1:06:31] and some drainage. I mean there's still
[1:06:33] some pooling, but you're not getting the
[1:06:35] ringing like you used to.
[1:06:36] >> Drive up there.
[1:06:38] >> I do.
[1:06:38] >> My point is spring has come. We're in
[1:06:40] the mud season and or not. We might just
[1:06:43] buy a few weeks, but I don't care about
[1:06:45] what's happened. I'm really curious
[1:06:47] about what's the plan moving forward and
[1:06:50] how fast can go two week two more years
[1:06:54] like the bear tra.
[1:06:57] Let's look ahead. What does anyone
[1:07:00] think's going to happen next two months?
[1:07:03] And yeah, it'll snow. It won't snow.
[1:07:08] People worked on that mountain all
[1:07:09] winter
[1:07:11] construction. So, Bruce, yeah, just just
[1:07:13] real quick. I mean, obviously still very
[1:07:15] much getting my feet wet in this board.
[1:07:18] Um, but I was aware of obviously I've
[1:07:22] been aware of the issue with the parking
[1:07:24] lot. I'm up there all the time. But, um,
[1:07:28] at our last work session, it's funny you
[1:07:30] mentioned the frost proof line with the
[1:07:32] hydrant because that was actually
[1:07:33] something that I brought up mentioned in
[1:07:36] our last work session. um being a
[1:07:39] priority needs to happen as far as like
[1:07:42] what that process is going to look like.
[1:07:45] I don't know. Again, still getting my
[1:07:46] feet wet, but it's a priority for me.
[1:07:49] It's a priority for this board to
[1:07:51] obviously get that done. Um what that's
[1:07:54] going to look like, I don't know. I
[1:07:56] guess I can just hope that it's going to
[1:07:58] happen and push for it to happen. Um,
[1:08:01] but again being new on the board, like
[1:08:06] we want the same thing. Like I want
[1:08:09] water on that mountain. Um, not just for
[1:08:11] the campers, but for fire mitigation.
[1:08:15] We all know that this summer is going to
[1:08:16] be pretty bleak if we don't get some good moisture this spring. So, the
[1:08:22] need to get something put in now instead
[1:08:26] of later,
[1:08:28] I 100% agree. And I think that everybody
[1:08:30] on this board agrees as well. No,
[1:08:32] >> I appreciate that and I appreciate again
[1:08:34] what you're all doing. I'm just saying
[1:08:36] might have shift gears.
[1:08:37] >> Yeah.
[1:08:38] >> See this parks department needs your
[1:08:41] leadership and your drive to get things
[1:08:46] about the same.
[1:08:52] I mean that's go to any YouTube you
[1:08:55] want. I thought I saw this.
[1:09:02] All right, we got any other public
[1:09:03] comment?
[1:09:05] Okay, we'll go on to trustee comments.
[1:09:09] Justin, have you got anything to add
[1:09:11] tonight?
[1:09:13] >> Yeah, like I like I kind of like I just
[1:09:15] said, just reiterate again. Um, still
[1:09:18] getting my feet wet with all this. um
[1:09:20] very well aware of the issues with the
[1:09:23] well more aware now of the lottery
[1:09:25] issues and that whole process but again
[1:09:28] um just patience we're going to figure
[1:09:31] it out um not everybody's going to be
[1:09:34] the most happy but um that's kind of
[1:09:37] just reality um but we are trying to
[1:09:40] work towards the same things I I I fully
[1:09:43] believe that um and then uh yeah just
[1:09:48] patience and Um
[1:09:50] hopefully we can get some things done
[1:09:52] this summer to uh get some positive
[1:09:56] growth and progress going for the parks
[1:09:58] department. Um because that's what we
[1:10:00] all want. So thank you
[1:10:05] >> Stacy.
[1:10:07] >> I just have to say that you know we we
[1:10:08] are still a new board. Um John Hatcher
[1:10:11] and I have only been on this for less
[1:10:13] than a year. Dave North has been doing
[1:10:15] this for a really long time and we
[1:10:17] appreciate his guidance and leadership
[1:10:19] and historical perspective on what's
[1:10:21] going on and you know we just ask for
[1:10:24] some grace and um understanding as we
[1:10:28] try to navigate through all this. We're
[1:10:30] here because we support the parks and we
[1:10:32] want to make change and we want to make
[1:10:35] things better and we want everybody to
[1:10:37] be able to enjoy all of the parks to you
[1:10:40] know fullest of you know the extent
[1:10:43] possible and we're here to you know be
[1:10:46] an advocate for everybody for the
[1:10:48] mountain for the lake for all the
[1:10:50] different parks in Nrona County and
[1:10:53] we're here because we care and we're
[1:10:54] members of this community and so as
[1:10:56] we're on boarding you know I'm not aware
[1:10:58] of the history that's gone on for 10
[1:11:00] years, but I'm willing to jump in and
[1:11:03] learn and I want to do right by
[1:11:05] everybody involved in this and also do
[1:11:07] what's right by the camp. And so I just
[1:11:10] want to say give us some grace. We are
[1:11:12] listening. We hear you and we want to
[1:11:14] come to some compromises on things and
[1:11:16] make things fair and get things done. So
[1:11:19] that's my goal as a board member. But um
[1:11:23] thank you all for having me here.
[1:11:27] >> John
[1:11:30] Oh, I I'll say the same thing that
[1:11:31] Justin and Stacy said as far as we this
[1:11:34] is a a volunteer thing. We asked we put
[1:11:37] our applications in and got out, but
[1:11:38] everyone that showed up there to get um
[1:11:41] take for these positions was because we
[1:11:42] did have something that we wanted to
[1:11:44] make this um county parks um
[1:11:49] good for everyone, not only for our
[1:11:51] community, but for everyone's coming in.
[1:11:53] Um so, like I said, we are working on
[1:11:55] it, trying to figure things out. Um, and
[1:11:59] with that, I would I would like to thank
[1:12:01] Michael. Um, I had someone from the
[1:12:02] trailer park that came up to me this
[1:12:04] last weekend and would like to uh thank
[1:12:07] your your people out there working. They
[1:12:09] were cleaning the gutters of leaves and
[1:12:14] um they were out there through the
[1:12:15] middle of the week to check on their
[1:12:16] trailer and uh there was a lady that was
[1:12:19] out there and she's like, "Well, we're
[1:12:21] just doing what we need to do out here."
[1:12:22] But they really would like to thank the
[1:12:25] people out there because they're
[1:12:26] cleaning those out to where again when
[1:12:29] uh things start u water starts flowing
[1:12:32] or anything else, it's important to have
[1:12:33] those gutters cleaned out with the new
[1:12:35] sidewalks we put in. So I just wanted to
[1:12:37] give that to you. Whoever you have
[1:12:39] working out there, um there was a person
[1:12:41] in the trailer park appreciated that the
[1:12:43] people from the parks department was out
[1:12:44] there cleaning stuff up.
[1:12:47] >> I'll let my staff know. Thank you.
[1:12:50] That's all I have.
[1:12:52] The only thing I really want to add is
[1:12:54] that our park system is very big
[1:13:00] and
[1:13:01] everybody
[1:13:03] focuses on what's important to them and
[1:13:06] what's right in front of them. And
[1:13:10] when you start having to stretch our
[1:13:13] resources all the way across the board,
[1:13:15] it seems like we're stretched out a
[1:13:17] little bit further than we would really
[1:13:18] like sometimes.
[1:13:20] That doesn't mean that we're not
[1:13:21] concerned and that we're not working
[1:13:24] toward improving things, but just
[1:13:27] because we don't get to something
[1:13:29] immediately
[1:13:31] doesn't mean that we aren't we don't
[1:13:32] believe it's important. But it's just
[1:13:35] that we have a lot of other things that
[1:13:38] we have to do. Um that goes right along
[1:13:41] with that. you know, um,
[1:13:45] our park system on the mountain is is
[1:13:47] big and
[1:13:50] you know, it's like I said earlier,
[1:13:52] we're working, we're trying to get
[1:13:54] something taken care of as far as lease
[1:13:56] agreement. That puts us in a real
[1:13:58] stalemate as far as what we can and
[1:14:00] can't do right now and and transferring
[1:14:03] properties and and doing other things up
[1:14:06] on the mountain until that's completed.
[1:14:09] We're kind of on hold on a lot of stuff.
[1:14:10] There's just a lot of things we can't
[1:14:12] do. Um, you know, we do own some areas
[1:14:16] that outright like Bear Trap, um,
[1:14:19] Bondrose Park, and you know, we run the
[1:14:22] archery range, but that's under a lease
[1:14:24] agreement with the BLM. So, those are
[1:14:27] all different. The BO is the same way.
[1:14:30] you know, we have to work within the
[1:14:32] constraints that they give us and
[1:14:37] that that takes a lot of effort, a lot
[1:14:40] more than people realize sometimes. Um,
[1:14:43] you know, fortunately, I'm really
[1:14:45] thankful that Visit Casper was able to
[1:14:48] step in up and help us out with Hell's
[1:14:50] Halfacre because
[1:14:52] that had been neglected for years. I
[1:14:55] mean, a lot of years. And now
[1:14:58] it's something we can be proud of. I
[1:15:00] mean, it's got a good boardwalk out
[1:15:02] there. It's got a good location. It's
[1:15:04] got information signs. We're getting an
[1:15:06] outhouse out there this year. Um, and
[1:15:09] some other stuff. So, it kind of takes
[1:15:12] us all the way across the county. You
[1:15:15] know, there's a lot of stuff that we
[1:15:16] have that we have to look at. So just
[1:15:19] because we don't get to something
[1:15:22] as soon as you think that we should, it
[1:15:25] doesn't mean that we're neglecting it.
[1:15:27] just means that there's things that
[1:15:29] we have to get taken care of. Right now,
[1:15:32] one of the things that we're going to
[1:15:33] have to work on um with Michael is is
