[4:45] you and that brings us to delegations and it's our pleasure tonight that we
[4:50] have Mariel Birch who will be doing a delegation and uh please come forward M
[4:56] you
[5:05] Mr girls and council members and staff thank you for giving me this chance to
[5:10] speak to you tonight I've got a few notes in front of
[5:13] me because I'm going to touch on a lot little topics and I don't want to miss
[5:17] one so and as I said in my letter to you I wanted a chance to let you know what
[5:23] it looked like from the other side of the table and how difficult it seems to
[5:28] communicate with elected officials because I just can't seem to get through
[5:33] the most of you when I want to or when I need something or how long it takes and
[5:39] I'm sure I'm not the only one so the following comments and concerns are mine
[5:45] and M alone and my opinion and I don't come with any disrespect for
[5:52] anyone at this table or any council members it just it just comes that I
[6:00] just don't think we're communicating very well with the
[6:04] public and I have to say that when I come to
[6:09] attend a meeting it's not a welcoming atmosphere when you walk in here and it
[6:15] hasn't been until the last uh well once I sent my letter it seemed to get a
[6:19] little better I wonder why but anyhow it isn't welcoming there's tension in the
[6:25] room there's tension with everyone it just does not feel good and I don't
[6:33] really know why but it doesn't it's there's a distance in here it's not it's
[6:39] not relating with the public and that's the way I feel and I have to say when Co
[6:45] was over and we were allowed back into the chambers there were four chairs and
[6:51] on those chairs there there was this notice that told us how to act I felt
[6:57] that was a real slap in the face it felt like you were treating the
[7:04] public like a kindergarten Fox like we didn't know how to
[7:09] act if we were going to cause a fuss or uh be
[7:15] disrespectful Mr BRS could have said out and we'd have went I I I just felt it
[7:21] was a real put down like as if we shouldn't be here
[7:26] and that's the way I took it I come to the meetings to see what I can
[7:33] learn about our Township and what's going on what projects might be coming
[7:38] up what projects are going on how my tax dollars are being spent and are they
[7:45] being spent well or I mean that's that's my opinion
[7:51] whether they are or not and it's your opinion but I I just that's why I come
[7:57] and I would like to see what council has to say about any of these things uh I
[8:03] hear very very little discussion at this Council table I don't know when the
[8:09] discussions take place I don't know when you talk about these things that appear
[8:13] on the agenda but I don't hear them here um so I I I guess I wonder how do you
[8:22] come to these decisions do you get a a an agenda and you go from there and
[8:28] everybody just does their own thing because I don't hear much here very
[8:32] little I mean there's some of course but and there does seem to be tension in
[8:38] this room with rate payers and councel it's
[8:43] as if um it's a dividing line we're not all
[8:48] together and we should be I mean we are the r payers here we pay the bills it's
[8:54] our taxes so I I don't know why the tension it's as if there's a secret that
[8:59] that we shouldn't know and and so you you don't want to discuss it in front of
[9:04] us or in front of me anyway I don't know so it seems very difficult to get to
[9:10] talk to members of council and staff without filling in a
[9:15] form or waiting for call backs I get that we're busy and everyone's busy and
[9:22] so there's an answering machine down here that takes your message and that's
[9:26] fine I can understand if you're busy and answer the phone but for every call does
[9:32] it have to go to an answering machine because there's more time wasted call
[9:37] backs more time for me to sit there and wait for a call and then we play phone
[9:42] tag for how long till we finally get through each other I I don't feel that's
[9:47] a good use of time be meetings since my next topic as
[9:53] a rate payer sitting in the audience of a regular meeting many times it is
[9:58] difficult to hear everyone so you have to remember to speak up maybe some
[10:04] people need a mic I don't know what it is and if you're online it's also
[10:09] difficult to hear people now I have to admit I haven't listened online recently
[10:14] because I'm here but I don't know if it's the owl in the sky or what it is
[10:20] that doesn't pick us up or or pick you up or whatever and uh anyway it is
[10:28] difficult and I don't hear it that well on the internet and it seems to take a
[10:34] long time for the minute of the a council meeting to get to the utbe I
[10:41] don't know why it's take tonight why it can't be there tomorrow it's everybody's
[10:46] on technology everybody can click a button and it's there tomorrow and it
[10:50] doesn't seem to get there tomorrow so I don't know what takes so
[10:54] long I listen to a couple of other Township meetings quite
[11:00] frequently and I learn about upcoming events things that are going on
[11:06] regulations coming down from the government things like that and I hear
[11:11] discussions taking place among all the members at the council table and so I
[11:17] know their feeling and what they're thinking I don't hear that here I I
[11:22] don't know what it is but anyway if I don't hear then I can I can learn a lot
[11:28] from them I wish I could learn the same from here
[11:33] technology I'm old I know that and I come from the old generation so I don't
[11:39] do well with computers Facebook Etc even my cell phone was a challenge to
[11:46] me and I'm sure you realize that in our Township we have a lot of
[11:51] seniors I mean we're made up of seniors here and they have to be in the same
[11:57] boat I am a lot of them they just can't handle this so they can't get to this
[12:02] information and another thing a lot of them don't have reliable internet to to
[12:08] be able to GA and we're also made up of a lot of
[12:12] farmers in this area they do not have time to spend on their computers getting
[12:19] emails or anything else and pH me up and ask me if I was at a meeting do I know
[12:24] what's going on I don't know why but anyway
[12:29] and the tax bill the last tax bill we received uh when I got it in the mail
[12:38] beautiful nice nice color looks
[12:43] great did it cost to put that out in color and and and how many people really
[12:49] paid attention to it I don't know second thing on this thing under
[12:55] what what our community expects listen to the consist
[13:04] constituency constituents now I don't know how you
[13:08] can listen when we can't get to you or I can't seem to get you but that
[13:15] that's what's on there so and I sat at a meeting here where you discussed the uh
[13:22] little yellow tag for over half an hour we spent on that one night at a meeting
[13:27] deciding whether we put it in the tax filler we wouldn't put it in the tax
[13:31] bill NOP we wouldn't put it in the tax fill up it's going to cost money to
[13:34] print off that size the sheet to go in the tax bill instead we as a rate payer
[13:41] should drive down here and pick it out but the price of gas today I don't think
[13:46] so so like that's something you could have did for the rate payers to sent
[13:51] that little thing and even now that I've got it I can't really understand it
[13:55] there's two gates at the top I don't know if I can go to each of
[14:00] those because then down further it says only one coupon per 911 address so does
[14:06] that mean I can only go to one of those I'm I'm not sure what it's saying anyway
[14:11] that's that's just a comment I'm making uh forms do people in this
[14:18] Township know what the Strategic plan is or the service
[14:24] tracker I'm not even sure I know what the heck the service tracker is so I
[14:29] don't know how many people know this it seems that there's say there's
[14:34] so many forms that it just takes so long to get anything done I wrote a letter
[14:39] asking to be put on the agenda at the delegation but was then told I had to
[14:45] fill out a form I wrote the letter I said exactly what I wanted but that
[14:50] wasn't good enough I had to fill out a form and put it on a form I don't know
[14:54] what the difference was because the form didn't give you as much information as I
[14:57] gave you in my letter we didn't have a contact to get back to you you couldn't
[15:02] find me I couldn't find you everybody in this room I think pretty well knows
[15:09] me however that's why we need a form that's why you need a form well you
[15:17] could have asked but anyway
[15:20] apologize the question period we had a question period years ago and I think it
[15:25] worked well it might have only been 5 or 10 minutes at the end of a meeting but
[15:29] it was enough to be able to ask a question or get something clarified like
[15:34] that little yellow sheet in here I think it was a good thing because we might
[15:41] learn something and we might learn something from each
[15:45] other the website not a good website as far as I'm
[15:50] concerned and I don't know anything so maybe I'm being too judgmental about
[15:54] that but I can't seem to find anything on it and I don't know how often it's
[16:00] updated or what but there's still today a thing on it saying that that closure
[16:05] on black road is now open and you can drive through well that was way back at
[16:12] April 26th and it's still on there I don't know why it's on there that road's
[16:16] been open since then pretty well all the time so anyway that's that's the website
[16:23] I'm not happy with the quarterly newspaper newsletter it's it looks
[16:29] beautiful it really does but it doesn't give much information about our Township
[16:35] it doesn't tell what much about our area it might pick
[16:40] up one person or another person but it doesn't really tell you what's going on
[16:44] it doesn't tell you what uh project projects are being done what roads are
[16:50] being done what is being done to the roads a lot of people don't know um I I
[16:57] know our roads has talked to some people because they asked some questions that
[17:02] they' told me they have but they don't know so something like
[17:08] that could be put in the new in in that but anyway I think it's beautiful but to
[17:13] me it's not worth the cost of costing to do it and I'm not sure what the cost is
[17:18] but it wouldn't be that little considering what it
[17:23] is and the budget well I attended the budget
[17:27] meeting during the day and they were held during the day and I can see that
[17:33] but there's so many people are not available to come during the day so they
[17:36] wouldn't have been able to come I think it I learned a lot from those meetings I
[17:43] appreciate being here and I think it was well done and
[17:48] I I was happy I could come for it however the budget meeting delivering
[17:55] it to the community
[17:59] was a waste of everyone's time your time every one of you and me because what did
[18:04] it tell everybody nobody I knew something things because I've been at
[18:08] the meetings but if you weren't here that budget meeting told you why you had
[18:12] a budget now everyone to my knowledge should know why you have to have a
[18:17] budget but anyway it it told you nothing and it
[18:20] didn't give you much of a breakdown except a little round circle with some
[18:24] things on it you couldn't ask the question you couldn't make a comment to
[18:28] me it was a waste of time maybe it would be better to have a meeting beforehand
[18:35] so the public could give you some input if you wanted it but maybe you don't I
[18:42] don't know however that's my Spiel and I think I've done my 10 minutes which it
[18:48] says I can have only so there you are I just feel we need more communication I
[18:54] think even a a public meeting four times a year
[19:00] instead of that newsletter might be better so you could bring up points that
[19:05] are happening around that time or people would have questions that they could
[19:09] answer ask or concerns to me that would be better time
[19:15] spent than than the newslet and I thank you all for
[19:21] listening to me and thank you very much for your presentation we actually gave
[19:25] you five extra minutes so I I knew you were to have to if you but because I I
[19:32] was checking out my thing at home and I said I'm going to run over but if Mr
[19:37] Bros would like to stop me if we can no that's fine I certainly appreciate your
[19:42] feedback and your comments and I'll turn it over to council if they have any
[19:47] questions yes counc um I was just taking some notes if we were going through if I
[19:51] may I just like to my perspective on a couple of the
[19:55] things that were brought up okay um one of the question questions that you asked
[20:00] was um when do discussions happen since there seem to be a lot of discussion at
[20:04] at the council table and I can understand
[20:09] that I know for myself I we don't we don't have
[20:14] discussions at least not that I'm part of outside of the
[20:18] meetings what happens is when we get our our agenda package which has the
[20:22] information in it with with the reports I pretty much have the
[20:26] information that I need to come to a decision on my own right so there may
[20:33] not be a lot of discussion because the reports have gotten a lot better than
[20:36] they were years ago just you know me or I was on back around 2000 we didn't have
[20:41] the detail in the reports that we have now so yeah there was a lot more
[20:44] discussion trying to get information from staff at at this
[20:50] point I feel like I've got the information that I need and and it it
[20:54] may not be the members of the public hear the discussion and and see it but
[20:59] there's there's no back room meetings happening I guess basically what I'm
[21:02] trying to say for if anybody that has that
[21:05] concern um some of the other things um yeah the technology challenges I'm with
[21:12] you 10% on that we we do have issues um I don't like the website
[21:20] myself either I'd like to see something a little bit a little bit different but
[21:24] again that's something that we can you know take back to STA and see if we can
[21:27] find something that would work better um was was there anything in particular
[21:32] in the in the website that you had difficulty with like I as I said I'm not
[21:38] computer minded but there's always this thing on the front and that's the thing
[21:42] that's saying that road is now open a Black Creek Road and and until you click
[21:49] on that you can't get anywhere else like that's
[21:53] silly I say silly but
[21:58] if it was something important like you're burning down here or something
[22:02] then maybe it's important but I didn't fig
[22:07] that and and if I could just ask what other question because you mentioned
[22:11] maybe having something like quarterly public
[22:14] meetings what would you envision happening in those
[22:18] meetings uh that you would feel that you were
[22:21] getting basically what what you're looking for the other R carers are
[22:25] looking for like what would it look like to you well I don't know know perhaps
[22:29] you could have sheet of paper black and white no colors no nothing exotic just
[22:36] something saying we're working on this road right now and we're going to do
[22:40] this next year we'll try to do these roads um this is what we're doing this
[22:47] is why are you grading up the sides of the road I know because I've checked it
[22:52] out but people are saying why are you putting all that gravel in the ditch
[22:59] well like something like that they don't know this new technology if if there's
[23:03] something to be graded out and then it's going to be picked up or it's not going
[23:08] to be picked up or whatever and I heard councelor Rey shanfeld ask if you were
[23:14] now sweeping all the roads because she had no idea obviously that the roads
[23:19] were being swept well that's another thing tell the
[23:24] people what you're doing things like that um maybe down the road we're having
[23:30] something in August or we're having this or that you know put it down on a sheet
[23:36] of paper and and then that will give the people something to think about and
[23:40] something to ask about and they might know or you know what about the Bulan
[23:47] pickup or whatever that thing is here I probably don't use it anyway I never had
[23:52] but I did pick one up was here with AES but you know tell them about it maybe
[23:59] they're not familiar with it
[24:03] okay that that gives me a little bit more information thank
[24:08] you I'm I would have to agree like communication is the key to success
[24:13] right trying to find a suitable communication tool is difficult because
[24:17] I think it's a multifaceted communication tool right and I do agree
[24:22] that we do have to give the rate payers or customers more of a voice you know
[24:27] and we can like sometimes agree to disagree but we can also maybe say we
[24:31] never thought about that because there's stuff that people have thought and told
[24:34] me that I've never thought about before even in terms of the rep committee some
[24:38] people have come forward and said did you think about that idea or did you
[24:41] think about that idea or in another Community we did this right so like I
[24:45] think many Minds can sometimes solve a problem and I do agree with the fact
[24:49] that I feel sometimes we're spinning our wheels and not actually getting the the
[24:55] task or the the pill completed right so like moving forward I think
[25:00] you've given us a lot of of good ideas and I think we should be able to
[25:04] complete some of them whether it's like making the owl more usable or trying to
[25:07] figure out how we get it on YouTube quicker or how we get our voice so that
[25:12] members of the gallery can hear us better than others right and I don't
[25:16] think those are are difficult things I do realize though that there's a lot of
[25:19] stuff that goes on behind the scenes that even council's not aware of I also
[25:24] agree with the fact that I think there's a lot more stuff downloaded to the
[25:27] municipality than ever was before and like where you talk about having to um
[25:33] write out and fill a piece of paper to get acknowledged the process I have a
[25:37] feeling that the people behind me have to fill out tons more paper than they
[25:41] ever did before and those things decrease
[25:44] productivity um in terms of the phone calls it seems like many business now do
[25:49] have the answering machine and I I agree with the fact it's so nice to actually
[25:53] talk to somebody on the phone rarely now whenever I call somebody do I actually
[25:57] get somebody on the the phone and that's a frustrating thing and I think
[26:02] like and what I've said before I like when I call the Bank of Montreal in
[26:07] Eganville when I talk to the one person there they say they will call me back
[26:10] within 24 hours even if they don't have an answer for me at least I know that
[26:15] they they heard me so my my name was on the answering machine I don't have to
[26:20] worry about like when people don't answer you don't know if they a did I
[26:23] not do it right did I get cut off is their mailbox full did something happen
[26:27] with the computer it's just nice to know that somebody heard you and like lots of
[26:32] times you don't have the answer but at least respond to say I'm thinking about
[26:35] it give me another week I think those things are important you know and I do
[26:39] commend the fact that many people never step up to a table and say what's going
[26:44] on they just go behind the scenes and complain a lot right so I mean if you
[26:49] want change you know you have to have a voice and say it in the right way so
[26:54] thanks Miss B
[27:01] yes not Beed
[27:05] anymore I don't mind we know where you live we'll break up the bright lights
[27:12] next no I just want to um express my appreciation for you giving us that
[27:18] input that's the same thing you too okay well thank you very much for having me
[27:23] and listening to me and maybe I can talk to you all again than you
[27:41] so moving on we will go to reports and item 7.1 is the noise bylaw
[27:49] extension and I have a motion that Council agrees pursuant to section 5.0
[27:55] of bylaw 2020-4 of the noise bylaw to extend the time that amplification
[28:01] equipment may be used at an outdoor public or private event on Saturday
[28:05] August 24th 2024 to 1:00 a.m on Sunday August the
[28:11] 25th 2024 for property located at 1169 Traymore
[28:17] Road can I get a move in a second removed by Council buckwell seconded by
[28:22] counc questions or com yes I think it's just a good idea
[28:29] that people do this because I think it makes um the neighbors know what's going
[28:32] on and then you'll have less issues down the road so once again it's nice that
[28:37] people come forward because I know probably there's other parties that go
[28:40] on and you know they don't take the same
[28:44] steps and I would just add that I think it's important as well having this in
[28:50] place and if somebody does phone at least our staff can say well you know
[28:55] that has been approved by Council for this event and you know they went
[29:00] through the proper channels to get that approval
[29:06] so I do believe that's a good good thing any other
[29:11] comments seeing none Council burnt yes councelor Robinson yes councelor
[29:16] buckwell yes councelor re Shel yes I me yes it's carried thank you
[29:25] [Music]
[29:31] item 7.2 is the age friendly and inclusive community and I have motion
[29:35] that Council accepts this report as presented and furthered that Council
[29:39] affirms commitment to creating age-friendly and inclusive communities
[29:43] in North Alona wer Forest Township moved by councilor Robinson
[29:48] seconded by councelor Burnt com answer or
[29:53] questions C Ricky sh so like I commend Cameron I'm doing do a lot of this stuff
[29:58] and it's good for our community and and just maybe in the future like I mean
[30:02] maybe we could do something at snow Drifters just to highlight that facility
[30:05] also because it's nice to see the golden Lake facility being highlighted and that
[30:09] but you know and then like the music jam I was looking on somebody else's I think
[30:14] it was white water and the interesting thing about that was it just highlighted
[30:18] every date there was somebody and who was playing right and when I looked at
[30:22] that I thought that would be a great opportunity because maybe somebody from
[30:24] there would come to like Melissa Bishop gazebo or something like that especially
[30:28] summertime but you know just as U Mr talked about the fact that it's nice if
[30:32] you have a list so then you can kind of pick and choose if you're available for
[30:36] that
[30:40] day tommen where is your community garden and gold L uh is just set the
[30:46] back um of the where not where the old ball field is but behind the ball dot or
[30:52] the not the ball dinur the basketball court oh okay yeah so there's right now
[30:58] staked out um the med night shed has been ordered and it's on its way the
[31:04] raised beds are almost done being built the contractor made a few more supplies
[31:08] so I went to T today so should be done uh soon um and everything is supposed to
[31:15] be done for Monday that's when see things get planted in the garden there's
[31:18] a public event so it's a race to the finish line for
[31:26] Monday thank thank you and I just had a question Cameron so
[31:31] how many how many people do we know how many from the community are involved and
[31:37] is it golden Lake Community or is it the whole outline area as well so it's the
[31:43] board of the food bank and some of the food bank volunteers and they have quite
[31:48] a large contingent of volunteers um they already had a small bed at the food bank
[31:54] so it's kind of a and they're not able to use it anymore so it's just an
[31:58] expansion of kind of the existing infrastructure that they have there uh
[32:03] but new people have joined their group since then uh who are interested in
[32:08] garding specifically so hopefully hopefully people come on Monday we have
[32:12] had a few comments from people that they'd like to do um evening or weekend
[32:16] things but the current group is not available at that time so we're going to
[32:21] try to figure it
[32:25] outg the other dimension 12 boxes raised bed boxes um 3T by 10 ft the medite shed
[32:34] is 10 x 10 and the Gazebo is we're not sure if it's G to be by or 10
[32:41] 10 so that that's a pretty good sized Garden area yeah it
[32:49] is let's hope it doesn't get baliz that's all Z yeah
[32:58] and and in terms of vandalism and stuff and I know beachburg they had um at the
[33:02] fair some stuff vandalized and they knew who it was and they went to the kids the
[33:06] other thing too is having the Buy in right so if there was a youth
[33:10] group uh on the on the First Nations perhaps they would like to you know
[33:15] contribute like when people work towards something they're less likely to want to
[33:18] vandalize it I think you're 100% right and the group has invited a youth group
[33:23] actually who meets at the Community Hall on Fridays to be involved uh and they're
[33:27] going to painting some signs scen signs for it and hopefully that does have a
[33:32] positive effect I also want to put a solar light on the shed and on the Zeebo
[33:38] because I feel like if it's lit like one of the issues is a dark back there
[33:41] that's what things kind of gone back there but if we light it up then it will
[33:46] hopefully DET that right and like sometimes a community looks after stuff
[33:50] right so if they feel like there's buy to that they're more likely to say hey
[33:53] don't do that I know that's what you're doing Smart M well and there's the you
[33:57] know the social uh broken window effect where things are kind of falling apart
[34:02] then it just encourages more so and I think actually since we repainted that
[34:07] building put the murals up repainted the Community Hall I feel like since then
[34:12] there hasn't been any like that I've that I've noticed you
[34:16] notied yeah like it was pretty frequent before that and I think that because
[34:20] it's looking so nice people are are more willing to take better care of things
[34:24] so that's Robinson and no I was just going to comment that um the library
[34:30] also have a the garden and that's very well utilized and has not had any issues
[34:41] so great any other comments SC N councelor burns yes councel Robinson yes
[34:48] counc buckwell yes counc yes yes SC
[35:04] and in 7.3 is the uh seniors extended
[35:08] collaboration and I have a motion of council accepts the report as presented
[35:12] and further that Council approves extending the collaboration with the
[35:17] Eagan bille and District seniors by working together on a horseshoe
[35:22] CLA moved by Council Robinson seconded by councelor Bur
[35:27] answer
[35:30] questions answer um Cameron did people approach
[35:34] you from the um seniors extended club about the horseshoe pits yes and like
[35:40] would they have any like monies available or any people willing to
[35:44] donate like wood for the frames or any of that other stuff like it seems like
[35:48] in a way it would be nice with the collaboration was also kind of a
[35:53] financial collaboration also I think at this point it's not but they they are
[35:57] really good at getting grants and we have worked together to get some grants
[36:01] in the past so I think it would just be continuation of that relationship and
[36:05] would help for future potential but we wouldn't we yeah but we couldn't get
[36:11] money for something that's already done right right yeah but if we were to put
[36:16] say like you know at the May 6 meeting we talked about like a pickle ball court
[36:19] or something like that like if people are using the site and it's you know we
[36:23] have people in there that it's going to generate more traction
[36:28] see I always feel better when like it's like a partnership more money now you
[36:32] said like new shoes do we not did they not have it they must have had
[36:36] horseshoes left I don't I'm not sure I couldn't speak to what's available but
[36:40] the people who did approach veganville seniors um are the former Hors club and
[36:47] they were looking at other locations too so right I mean it's nice having it
[36:53] there and they did did enjoy it I imagine there's so many in the rec
[36:56] committee but it would be nice if they had some money in the game too I think
[37:02] or being able to like dig up the pits or maybe they know somebody that would
[37:06] donate a load of sand like you know maybe somebody knows where else now then
[37:12] we could just say thank you for your contribution like I feel more
[37:16] comfortable going ahead with this if I felt that somebody else was contributing
[37:19] some money to it counc Robinson there are other
[37:24] community organizations that would be able to say
[37:29] such as Roary that has a fair bit of money
[37:35] available could we like somehow defer this maybe until like even the next
[37:40] Recreation meeting and then maybe somebody you know could talk to the
[37:45] rotary and maybe this amount of $22,000 could be reduced to
[37:50] $1,000 maybe yeah I mean that dollar amount isn't ERS sure thing that's just
[37:55] a qu a general idea but um yeah I mean we could defer I think it' be nice if we
[38:01] said we're interested in moving forward with a partnership but we aren't
[38:05] committing any dollars you can say that I would feel better about
[38:12] that counc are you making recommendation to amend to defer to just to defer the
[38:18] whole thing right because then perhaps we can get more information right you
[38:22] could talk to them and say is there any and then you know you could approach the
[38:25] rotary we could bring it up other committee meeting and saying would you
[38:29] would we like to contribute to something like that is there a timeline
[38:34] requirement well so the motion is that we work together on abortion Club it
[38:38] doesn't say I mean we can amend it to be more specific to say I don't know that
[38:44] sh exactly maybe you guys have a suggestion for how to word it more um
[38:49] clearly like what Our intention is because you're going to get in contact
[38:53] with members of the enville seniors right yeah and she want to update
[38:58] tomorrow so but I mean that's a good update just saying yes of course you
[39:02] know we're considering the facility and stuff like that we're just looking at a
[39:05] a way to you know reduce the dollar amount yeah I would suggest we defer an
[39:13] least till the next meeting do that give staff enough
[39:17] time yeah I don't think there I think you're right Cameron there's no dollar
[39:20] value in the resolution if you're passing the it's
[39:28] funds at this point is not a budget item Oh no you're right we're just the
[39:40] resolution and then we'll look for money yeah collaborations collaborations with
[39:45] my hon yeah because this just talks about
[39:51] standing the collaborations and very well there might
[39:54] be some if you do do that like some people might donate like I'm just think
[39:57] country Depot has done a lot right with the races and stuff like that maybe they
[40:01] donate the the wood right that would be a saing you know Ral sell he has our
[40:07] contractor for S gravel maybe he donate and then you know it's just
[40:12] labor thank
[40:17] you so any other comments or
[40:22] questions this motion has been moved in second it so I'll call the vote Council
[40:26] burs yes councel Robinson yes councelor buckwell yes councel Rey Shel yes M yes
[40:34] and that's
[40:38] carried item 7.4 is the bant municipal land and I have a motion that Council
[40:45] accepts the report as presented and further staff recommend that Council
[40:49] direct to send the information related to the 4.2 acre property located at lot
[40:55] for concession 2 on wless Street within the village of golden Lake to be
[40:59] included in the land identified for potential development and continue to
[41:04] collaborate with County staff regarding the person uh just before that's move Mr
[41:09] Mayor I think that should be direct staff
[41:17] too St the information to okay
[41:33] I think that's a friendly Amendment it's not moved
[41:43] yet so I'll ask for mooving second with with that direction moved by councelor
[41:48] buckwell seconded by councelor R
[41:53] Shan comments questions
[41:58] so is there like a master list throughout like you know the county and
[42:02] through the The Province like for people looking for um like pieces of land to
[42:09] develop is that kind of what this is coming from I don't think there is a
[42:12] master L the county is trying to create a list based on I think what I've been
[42:17] told is they were doing it within the county and then extended it to local
[42:22] municipalities who might have property available okay and then they'd
[42:26] advertised that yeah they've put out an expression of
[42:30] interest to developers and other organizations who are interested in
[42:34] helping the housing are developing through the housing crisis so it's just
[42:39] a start at saying we have this exclusive property and as I said in the report um
[42:44] all the planning matters still are in place it's not like we're just putting
[42:47] it up and they're going to do with it with it whatever they would like it's
[42:50] just we have a piece of property there's potential so we're kind of putting it
[42:55] into the bunch with the county to say we can look at
[42:59] this question yeah part of the eastern Ontario Warden office is that their
[43:05] commitment is uh to build 7
[43:12] 700 homes or 7,000 homes in seven years 7,000 I think it is and so they're
[43:19] trying to make the uh process more efficient by having the um local
[43:25] municipalities identif ify properties that they would uh be willing to put out
[43:30] for development it saves the developers a little bit of time trying to search
[43:36] themselves so the County's taking a lead on it and uh they'll include any of the
[43:42] lower tier municipalities who want to add their vacant property to the
[43:51] list this property has been surveyed in the last couple weeks and it's all
[43:56] marked out now so we don't we don't have looking for
[43:59] the
[44:04] lines any other comments see none councelor bur yes
[44:10] councelor Robinson yes councelor bu yes counc yes I yes that's very
[44:22] C item 7.5 is a community complex Board sign and I have a motion that
[44:29] Council accepts the report as presented and further that Council gives direction
[44:33] to repair or remove the wooden sign and direct staff to develop a media policy
[44:38] in regards to Municipal signage and social media
[44:45] content had and move by councelor Robinson seconded by councelor bur
[44:50] comments
[44:53] questions Council there should be a policy on the book somewhere regarding
[44:58] that sign because it's always been tanip policy in the past that it the sign was
[45:03] only used for events related to Community Center rentals unless there
[45:07] was a request made to council and now that's going back a
[45:11] number of years but I don't I don't believe was ever resed so there should
[45:15] still be something on books but it could easily be replaced with something
[45:20] new uh just if we do do a one we just make sure that we revoke anys that are
[45:26] in
[45:31] counc sometimes I like that sign and I like when we put something positive on
[45:35] there especially when it was Co and stuff like that but I realized too when
[45:39] you're taking the letters off and the numbers off and putting them on that's a
[45:42] very time consuming job and and for paying our Public Works people or or
[45:46] Cameron whoever like is that a wise use of our dollar per hour resources right I
[45:52] also realized that the whatever that's electronic sign that's put on side of
[45:57] the fire hall to me doesn't get a lot of bang for our buck either and that I
[46:02] don't think a lot of people see it I also realized when we bought that we
[46:05] were going to replace that and stick it where the old wooden one was but because
[46:09] of like being too close and M and all that other stuff we couldn't so we stuck
[46:14] it there so we're back to this problem of how do we communicate to people in
[46:18] our area about stuff going on right and also wise use of our dollar resources
[46:23] for hour you know you don't see many signs like that
[46:27] anymore you know and so like if we have to you know the cost of putting the
[46:32] stuff up in there and the cost of like fixing it again is that really good
[46:36] value for the money that we
[46:40] have personally and it's it's a financial outlay I'd like
[46:45] to look into if we can replace that sign with a two side electronic one which was
[46:50] the original plan because again it's very easily easily done by computer
[46:56] remotely so it doesn't require somebody going out and having to you know pick
[47:01] off letters everything else maintain it it would be a matter of essentially of
[47:05] running electricity to it because it's an existing sign there really shouldn't
[47:08] be an issue with MTO if we're not changing its its size or shape unless a
[47:14] something with that because it is close to the intersection and it is within you
[47:19] know 100 of the load type thing I can speak to that you probably
[47:25] are lucky at this point because you probably supposed to pay an annual fee
[47:28] to the mq I I I think it's small enough for the
[47:33] square footage of the sign there every sign has a b a sign that dictates the
[47:39] cost so from this side to this side is so much so I'm not sure if they aware
[47:46] that you even have the sign there because I I think they probably thought
[47:49] the electric sign was going to remove that sign so and from what I understand
[47:54] is the one that was put on the building was allowed to because because it was
[47:57] put on the building and not on M Property so there are setbacks for signs
[48:04] so that's a I really think when we had we bought that sign because we got a
[48:08] grant for that for that Main Street grant that that's what we're going to do
[48:12] and I'm almost absolutely sure that's why we put them both one here and one
[48:17] there because we couldn't put it there again because well MTO we were waiting
[48:22] for MTO to give us a response on whether or not we could do it yeah I'm pretty
[48:26] sure Mr told us that we couldn't do it like I'm I'm almost positive of that one
[48:31] and but I mean it's one of those things that you know these two signs here I
[48:37] think are
[48:40] underutilized Council Robinson I okay I think we're getting conflicting um
[48:46] remarks when it came to the sign because originally as counselor like shanfeld
[48:52] had indicated that sign that's on the building was supposed to
[48:57] and we're told it's too bright it's too distracting blah blah blah now are we
[49:03] going to be able to put anything up there if the the guidelines are still
[49:07] the same you know what I mean like is if we
[49:11] put an electronic sign there there must be some rules about lighting and
[49:17] background Etc in order to do something like
[49:21] that because when we were told originally was because it was too
[49:26] distracting to have the sign in the spot that we wanted
[49:31] it that's what yeah I don't recall we that we ever got anything official from
[49:36] MTO on that so maybe that's something to consider is
[49:41] let's reach out that's reach out to MTO and electronic one here and and get a
[49:48] firm answer and what would it cost exactly or if we can't put it there can
[49:54] we put it at the Public Works Garage in Golden Way
[49:59] and and again a two-sided one so that it could be seen properly because basically
[50:03] we had a two-sided sign we split it up into two to put one here and one there
[50:06] to get some utility out of them that might be an even better
[50:11] option def address our issue with the existing
[50:16] side that's the direction staff is looking for what do we do the existing
[50:21] sign it's uh it's well I ask Adrian it's in a state of there where it's probably
[50:28] should come down I'm going to be brutally honest I don't even know that I
[50:33] no that sign before I haven't so when we discussed
[50:39] this last week I said well I was going to take a peek at it but I haven't yet
[50:43] but from what I understand it it does need some repair and some more that and
[50:48] most of the pieces are missing
[50:52] so I I I believe that you you probably won't get approval for a electronic sign
[50:58] at that location I have to agree with that or
[51:01] any other sign for that matter right so I mean once you removed something you're
[51:06] probably going remove it forever yeah especially I think in that there's
[51:13] so many concerns about absents in that corner it is distracted like when you
[51:18] are turning in that general area there's a lot going
[51:22] on just keeping your eyes on the RO is a fulltime Val to
[51:30] SCI I
[51:34] guess think
[51:38] the in on the premise of communication having something there
[51:44] does add value however the concern which everyone
[51:49] has is that anything electronic is going to be distracting now can you have an
[51:56] electronic sign that is not blaring at you I think that's the
[52:04] question because you can adjust the lighting on the CCH size and everything
[52:08] else so that it's not so intense exactly you know the portable ones we
[52:14] had here before and they're on Wheels yeah are there different requirements
[52:18] for them like for instance if there wasn't I'd take down that one I'd stick
[52:22] a wheelie one there but still a permit is required um
[52:27] but it's a temporary permit because it's on Wheels you can have it there for a
[52:31] week or 14 days or something and then you must remove it because sometimes I
[52:37] think um when I see something new then that draws my attention to it if it's
[52:41] been there forever then I kind of zone out on it right and so like something
[52:45] like that where we could maybe rent it and if it wasn't that expensive maybe
[52:48] look at purchasing one where we could have it like in the summer till like the
[52:52] fall when all most of the activities are going on I don't know
[52:58] but I I agree once we take it down I just think that AA want to really put
[53:02] more money into something that you
[53:07] know so am I hearing correctly that council's direction to staff will be to
[53:14] remove the existing sign could we wait till the summer
[53:19] something well the other issue is that we that the plastic pieces are really
[53:24] brittle and most of them are brok so we have no numbers at this point and very
[53:29] few letters so when the public wants to put information on there it's very
[53:33] difficult because could be P like
[53:37] Scrabble I don't know yeah see those are very old yeah right and they the element
[53:46] and the elements they took a lot of UV like before people worried about like so
[53:49] the plastic wasn't designed for it um maybe it maybe a suggestion if reach
[53:55] out to one of the local sign people people that we used in the past to see
[53:58] if they can what the cost would be to make us some new numbers I hate because
[54:02] again it is existing and like you said once you take it down it's gone you're
[54:06] not going to get to put something back so if we want to have something
[54:09] there I I would be opposed to take that down at this
[54:14] point so if we leave it then we have to uh we have to either update our policy
[54:19] or create a new one because it would only be correctly if I'm wrong but uh
[54:27] something we could use three seasons because in the winter unless somebody
[54:31] cleans all this more and the bottom you can up there to put the letters on and
[54:38] well you don't have to climb it's not it's not that high you can actually put
[54:42] them on while standing you might need a steps tool for the top row but I don't
[54:45] even think that um but yeah it would be walking through the snow to get to
[54:52] it again the thing is like say once it's gone it's gone then you don't have the
[54:56] option anymore even if we deferred with some
[55:00] with some direction the staff to get a price on replacement
[55:04] lettering that's not a bad idea so council is okay to defer her
[55:16] yes and could we also find out about an electronic sign there something was
[55:20] possible to me so you want like an updated Report with information on the
[55:24] electronic side from the MTO pricing for new letters and are you interested at
[55:29] all in the option of putting a permanent like if we're even allowed we have to
[55:32] ask MTO but like a welcome to Gold l or something permanent no I don't think so
[55:37] because yet it is a busy intersection yeah people aren't even going to notice
[55:41] it if there's something there that changes from time to time that it might
[55:43] catch their eye then I can see a value to that but but just having something
[55:48] like that for the sake of having that I don't see the value in that
[55:52] [Music] no so it's deferred and direct is to
[55:56] bring back more information Council Burns yes councel Robinson yes counc
[56:02] Buck yes counc ra yes yes it's car thank
[56:12] you item 7.6 is the ministry for seniors and accessibility inclusive community
[56:18] Grant and I have a motion that the committee accepts that the council
[56:24] accepts the report as presented and further that Council authorizes staff to
[56:28] complete the application for inclusive community Grant and if successful it
[56:33] will be used for the snow Drifter facility moved by councelor buckwold
[56:38] seconded by Council Robinson questions
[56:43] comments so if we were successful at attaining the
[56:47] $60,000 but let's just say then when we really put out the um RFP or whatever we
[56:55] call it and it comes in at like $90,000 can we just get back that
[57:01] $660,000 so the uh doors we've already put in a
[57:06] door at bom lake so we know that we can get we know what the base price for that
[57:11] lease that job is um and for the aluminum ramp we we can just order that
[57:18] and is that about so that price of $122,000 is fairly accurate that price
[57:22] is accurate the only variable is the building of the
[57:27] decking and how you know how elaborate we can get with that will depend on what
[57:31] price we get so you feel fairly confident that
[57:37] you know we could do that for $60,000 yeah but like I said the variability is
[57:42] going to be deing
[57:46] yeah at the very least even updating ramp the ramp death Rel leads be updated
[57:52] it's a safety issue and the and the two the two doors that are are difficult to
[57:57] open so they need to replace with some door so it' be nice if they were to find
[58:01] door like it
[58:05] for any other comments or questions I agree with what you're
[58:10] saying Cameron if if we're talking about inclusive community and especially for
[58:17] uh aging population we want to make sure whatever we put in is current with
[58:23] today's uh regulations foress [Music]
[58:31] accessibility any other questions see none Council burn yes
[58:37] Council Robinson yes Council buckwell yes Council yes yes that's thank
[58:54] you 7 point seven is uh the results of the special council meeting at snowdor
[59:01] facility and I have a motion that Council accepts to report his
[59:06] information moved by councelor bur seconded by C
[59:12] CH questions or
[59:18] comments see sorry
[59:24] um it's it's fine to accept information but we held a meeting to develop a plan
[59:29] as to what we're going to do with the property I think we need to have an
[59:32] action plan for this information as opposed to just accepting it and putting
[59:37] on
[59:39] shelf because otherwise there was no point in having the Mee so the advisory
[59:44] committee has made a working group specifically focused on snow Drifter
[59:48] they've had one meeting so far they're going to have another one next week and
[59:51] they are going to present some recommendations to the advisory
[59:54] committee and the advisory committee is going
[59:59] so my my suggest Mr and let's do the tick box and submit this to the advisor
[1:00:05] committee as well as long as it's not just going to sit somewhere and be lost
[1:00:09] because that was if not a waste of a meeting if we're not going to do
[1:00:12] anything with the
[1:00:15] information do we need a new
[1:00:23] motion motion did did the report not indicate that we
[1:00:28] were sending it to the didn't check off the boss oh sorry yeah they were there
[1:00:34] so and I have S these graphs them so this second paragraph um members of the
[1:00:41] snow Drifter facility working group of the advisory committee to council
[1:00:45] committee attended the meeting and are preparing a report to Lear to The
[1:00:48] Advisory to council
[1:00:52] committee okay that's fine sorry about we'll use the
[1:00:59] Box because I'm not part of the advisory committee and there was lots of good
[1:01:03] discussion going on so like I had one thought and like it looked like people
[1:01:07] really feel strongly about keeping the snow drifter's name which is great um
[1:01:11] and then I was thinking too if we ever developed a sign just for Branding again
[1:01:15] where you'd have the Four Seasons so so something nearly like a coat of arms
[1:01:18] where you know the spring you'd have these activities and and that it's just
[1:01:22] like the people more people that know they can do more things at that facility
[1:01:26] the
[1:01:34] better any other
[1:01:38] comments see none counc Burns yes councelor Robinson yes councelor buw yes
[1:01:46] coun yes any yes very
[1:01:54] [Music] item 7.8 is uh regarding intimate
[1:01:59] partner violence and I have a motion that Council accepts the report as
[1:02:03] presented and further that staff create the proposed policies to address
[1:02:08] intimate partner violence in the township for Council
[1:02:14] approval can I get a mo in a second move by councel re Shel seconded by can
[1:02:22] buold questions comments
[1:02:28] I think it it would be a great um thing to have for sure because I mean it's a
[1:02:33] terrible thing it's like once again it goes back to like how do we communicate
[1:02:38] this to a rate payers that there are safe spaces and this could be a plan if
[1:02:41] you you felt you needed to talk to somebody so I think that's really
[1:02:44] important which gets back to like do we have a town hall do we have meetings you
[1:02:48] know four times a year and do that because I think that's important the
[1:02:51] other thing I'd like to see is those contact numbers like R County victim
[1:02:56] Services bred at mccan house on our website that should be a number that
[1:02:59] should be easily found when you're in a crisis situation you're not thinking
[1:03:03] calm and clearly but it would be nice if I could go there and I'd find those
[1:03:06] numbers and I think that's just really important and like those numbers should
[1:03:11] be in different parts of our in the main office and every in all our buildings
[1:03:16] and including if we could get some businesses that would have it even with
[1:03:19] a tear off right because if I'm getting you know something's going on in my
[1:03:23] relationship but I go to the grocery store see a poster with a tear off and
[1:03:27] I'm going to tear it off right or if I go to Cottage cup or if I go to the gas
[1:03:30] station I'm going to tear it off right because you don't want to keep a secret
[1:03:33] you don't want your partner to think you're you're doing something right but
[1:03:37] you also need those things to be able to go on the next
[1:03:44] step I think this is a great idea because if I remember correct well I
[1:03:49] don't don't even want to try and remember but there was something like
[1:03:53] and maybe Cameron you know the exact number
[1:03:56] 40 or 50 recommendations that came out of that uh inquiry I don't know exactly
[1:04:03] sory I can't remember the exact number but there were quite a few and uh this
[1:04:09] is just I think a great opportunity to start moving in a Direction Where We can
[1:04:15] provide a little more support for somebody who's going through a
[1:04:19] challenging situation and I like your idea of
[1:04:23] sharing it with businesses I mean you certainly have to have that conversation
[1:04:27] whether they would want to post that I don't know if there'd be an objection
[1:04:32] but Council but I I I think on that sort of
[1:04:36] thing I I understand the desire of council to to support that but I think
[1:04:41] that would be best left to the organizations like Bernette mccan and
[1:04:44] victim services so that it's information coming from One
[1:04:48] Source um and that they know exactly what is out there um like the fact that
[1:04:54] we're going to buy a safe space that's not something you want to advertise
[1:04:59] that's that's that's something that the agencies need to know that they can
[1:05:04] access because if not a candidate Feats the purpose of it being a quiet place
[1:05:09] through them to go but what I what I was looking for is just having the numbers
[1:05:13] posted not necessarily what we're doing oh oh absolutely and again and I'm sure
[1:05:18] that ber mcken and VI Services would be able to provide that material for us as
[1:05:22] opposed to generating something of our own it's much better to let the the
[1:05:26] experts provide the materials and then we can after the source for no and
[1:05:30] that's what I meant but they have to you know people that are are seeking help
[1:05:34] need to know where to go for help and I'm not saying and they need telephone
[1:05:38] numbers and they need contacts right yes I just want to say there were also other
[1:05:43] recommendations but I don't feel that we were ready to implement some of the
[1:05:46] other ones like we just don't have the resources these ones were ones I thought
[1:05:49] we could do right away and I will continue to meet with them and just see
[1:05:54] like where we're at but some of the other ones involved training or at the
[1:05:58] community safety and well-being days where we have um fire safety stuff
[1:06:02] having someone from the services come and be present and just offer
[1:06:05] information stuff like that like there's other things we could kind of move into
[1:06:09] doing but this was just easy to you know kind of move B with something Pastor
[1:06:15] Robinson I'm just curious some of the other municipalities have like a 511
[1:06:21] number that um the person can it's very easy to remember and once they get into
[1:06:28] that number they're directed to wherever they may need that help I'm tering a 211
[1:06:34] yes can can provide you with the resources in the provs I think promoting
[1:06:39] that as a one way of getting in would be much more beneficial than yes having the
[1:06:46] numbers posted in multiple places but if we can start publicizing the 211 as an
[1:06:54] emergency access besides an information access
[1:06:59] it's information you know because most times you don't even know where to
[1:07:04] start well I agree with councilor meld I think Bernard McAn has already some of
[1:07:09] those printed uh information sheets that they can make available and as you say
[1:07:15] they put in communitys
[1:07:20] absolutely this is a step in the right direction
[1:07:28] comments none counc bur yes counc Robinson yes counc B yes coun yes yes
[1:07:37] that's carried thank
[1:07:45] you item 7.9 is the building fees report and I have motion that Council accepts
[1:07:51] the report as presented move by buckwell seconded by
[1:08:00] answer answer
[1:08:06] questions do we have um a designated reserve for building
[1:08:13] inspection not excuse me not at this time but we will
[1:08:18] be looking at all of the RS and I guess when you look to the appendix a I guess
[1:08:25] I was just concerned about um and I I guess we'll know more what's going on
[1:08:31] this year but in 2022 the uh building per permit fees
[1:08:36] versus 2023 building perit fees and then we looked at um salaries and
[1:08:43] wages you
[1:08:47] know I mean part of the reason we went with a full-time CBO
[1:08:53] was I guess part of the reason we had a part-time CVO before shared with BV was
[1:08:58] to cut costs right or to share costs that's a better we well I guess to cut
[1:09:02] cut salary costs and then when you look at it now like $66,000 $24,000 that's a
[1:09:08] big increase and then if you look what we brought in
[1:09:14] that's I'm just saying it's something to consider because there's only so much
[1:09:18] money out
[1:09:20] there yeah um I I hear what you're saying but I think if if you were to
[1:09:26] reach out to our neighbor I think you would find that they don't have the time
[1:09:29] to split a
[1:09:32] position to be able to be able to split a a
[1:09:36] CBO um unless you're unless you're going to hire them to work underneath Chief
[1:09:41] Building official assistant building officials if you can find them and it's
[1:09:48] not by the time you do that you're not going to have a huge
[1:09:52] savings and and it did work that well for us in the past and just add to that
[1:10:00] in a lot of the smaller municipalities the CBO wears more than one hat in a lot
[1:10:07] of cases they're also bylaw and uh there could be fire pre
[1:10:13] fire prevention fire chief yeah so uh I don't know who you would find
[1:10:19] somebody that you could share and and again then the challenge becomes how can
[1:10:23] you ensure that you're equally getting the amount of time that you
[1:10:28] need and with the uh I know our chief building official right now is very very
[1:10:36] busy and it is time turn this Sky she probably is full-time working on
[1:10:45] building right now well I think the other thing that we should remember is
[1:10:48] that we did um the permit fee bylaw and we knew that our rates were lower than
[1:10:54] anyone a in County right so the that fee permit that we brought in last year was
[1:11:00] deflated we said the that so didn't we did make some effort to get those
[1:11:04] numbers up a little bit and I know that the legislative
[1:11:09] changes related to CBO have put that position in demand and there is no um
[1:11:16] there's really not many cbos around me we grew our own R and our time been head
[1:11:22] hunt
[1:11:29] any other comments see none Council B yes Council
[1:11:34] Robinson yes Council Buck yes counc re yes yes very thank
[1:11:46] you item 7.10 is the U Community Grant request I have a motion of council Wes
[1:11:55] the daily rental fee for the goldome night call for the gold night excuse me
[1:11:59] 48 sheep Club to host a one day fundraising event in
[1:12:04] June move by coun buckwell seconded by coun burn questions or
[1:12:11] comments that's have they used up their four days or their four times that was
[1:12:18] the last J is for winter meetings right and so they use those more up so I I
[1:12:24] mean I see the value of 4 and um I have been a leader along with the rest of my
[1:12:29] family and lots of times we just went to a person's place when we were doing
[1:12:33] meetings or fundraising I see why they'd like to have it at Golden
[1:12:39] Lake but I mean we already did contribute and give them something
[1:12:44] already I mean maybe a reduced rental fee but
[1:12:49] they're they say they're using it for fundraising so maybe some of the funds
[1:12:53] have to go towards a rental
[1:13:00] I just ask what is the daily rle [Music]
[1:13:07] feet 150 to 1550 yes
[1:13:15] okay and they're going to be doing painting burn Hills
[1:13:25] I mean and they do say it's a fundraiser so they're expecting people to donate
[1:13:31] money I mean to me it's just we still have to have somebody to ensure that
[1:13:36] it's clean right and to lock and
[1:13:45] unlock so we'd be donating to their fundraiser we have
[1:13:50] already Robinson I would um suest that we do it at a reduce rate
[1:13:57] not for
[1:14:01] free would you suggest 50%
[1:14:08] yes any other
[1:14:18] comments do we have to change that I think we do
[1:14:31] we would rental fee of $75
[1:15:08] so I'll the
[1:15:38] so the resolution now reads that Council provides a reduced rental fee for the
[1:15:42] day to $75 for the golden KN call for the golden KN for sheep Club to host a
[1:15:47] one- day fundraising event in June so councilor buckel and councelor B
[1:15:53] the movers and seconders are you okay with the revised resolution
[1:15:59] yes any other comments see none councelor burn yes
[1:16:06] councelor Robinson yes councelor buckwell yes councelor Rey scheld yes I
[1:16:12] yes
[1:16:18] carried item 7.11 is in regards to public Communications and I have a mo
[1:16:25] that Council accepts the public Council communication processes report is
[1:16:29] presented and that Council Vision to promote a procedure provide a report on
[1:16:34] the preferred process they desire to implement to staff by Tuesday May 28th
[1:16:40] to be included for discussion at the June 4th 2024 regular council
[1:16:47] meeting mov by Council buckwell second by Council alry
[1:16:55] questions or comments so Laura you reached out to
[1:17:00] like all the municipalities in arford county and then they just came back
[1:17:06] that always done did they see if any of them were
[1:17:12] better than others or did they give you a comment on that I just just that one
[1:17:17] yeah okay so I did speak to a number of the
[1:17:21] other Mayors there's only two other um councils in all of rental P that
[1:17:30] actually do a question period where there's dialogue back and
[1:17:35] forth White Water Council and arm prior Council they allow public comments but
[1:17:41] there's no interact there's no dialogue with Council they can provide their
[1:17:45] comments at the end of the meeting and it's recorded in the
[1:17:49] minutes the only two that provide a questing period are were
[1:17:54] admist Brumley and McNab brayon admaston Brumley and speaking to the mayor there
[1:18:00] he said there's very very few times where they even get somebody showing up
[1:18:05] that wants to ask a question the mayor from McNab braide said don't use our
[1:18:10] municipality as an example on how to property run a meeting
[1:18:18] so yeah Council BR I I know because we did have this
[1:18:22] opportunity backround and I hate to say this at the turn of the century or the
[1:18:26] turn of the Millennium uh when we did have that at the end of the meeting and
[1:18:31] we had very few issues with it I I know there's some concern with things that
[1:18:35] have gone on in the last decade or decade and a bit but
[1:18:40] um I think that just comes down to if there are issues
[1:18:43] then the chair just maintains order as as far as out of the the
[1:18:49] question period again if if it's appropriate and relevant with with some
[1:18:53] guidelines that I'm the members of council will suggest staff in written
[1:18:58] reports prior to the meeting I don't have an issue that being
[1:19:02] question period by so when you want a report do you want
[1:19:08] like everything or just like a the general this is a way do you want like
[1:19:12] all the rules and procedures and anything I think the vision that you
[1:19:16] have and then the rules need to be with with all
[1:19:28] any other
[1:19:31] comments I certainly I'm not in support of the question periods and I think it's
[1:19:36] people go all the way back to the intent of the mpal act that Council meetings
[1:19:42] are public means that they're available for the public to observe and listen
[1:19:49] without comment I certainly don't have a problem with doing some Town Hall
[1:19:55] meetings because I think then it's not part of the regular agenda you can have
[1:20:02] a more flexible in interaction with your
[1:20:09] residents that's that's my comments I I think the council meetings
[1:20:15] are really the the business of council and the decisions we
[1:20:21] made are something that could be discussed in a town hall meeting if you
[1:20:26] do it on a quarterly or or every four month
[1:20:31] basis but you're not under to deal with it every
[1:20:43] meeting any other comments see none councelor burs yes
[1:20:49] counc Robinson yes counc buckwell yes counc re yes
[1:20:55] yes
[1:21:05] very item 712 is the tax collection policy and I have a motion to council
[1:21:10] accepts the report and passes the tax policy and further that any former
[1:21:15] bylaws pertaining to this matter are hereby
[1:21:19] resed moved by councelor Robinson seconded by councelor buckell
[1:21:25] comments questions coun for something I like the
[1:21:30] general followup methods I like like that those instructions or those
[1:21:35] procedures do we know how much money it that um we do have in our
[1:21:43] years
[1:21:52] okay I like this and I certainly supportive because I think it's
[1:21:56] important to have a a policy that's clear so for staff if there are
[1:22:02] questions um everybody is getting the same message as far as the process that
[1:22:09] we have in place and intend to follow counc BR um I just have one question I
[1:22:16] think it just might be an admission by staff uh we don't accept
[1:22:20] cash for tax payments is it to indicate that we don't is that
[1:22:27] your question sorry well uh section seven accepted payment
[1:22:30] methods uh we accept telephone or Internet banking checks uh payments at
[1:22:36] financial institutions payments by mortgage company payments Ted in US
[1:22:40] funds will be accepted at the exchange rate and third party checks will not be
[1:22:42] accepted nothing saying we accept cash
[1:22:52] okay so St yeah I'm sorry about that thank
[1:23:06] you any other
[1:23:11] comments see none and I'll call the vote on the resolution as
[1:23:16] amended councelor Bert yes counc Robinson yes councilor B yes counc yes
[1:23:24] yes
[1:23:28] scary I didn't do [Music]

[1:24:00] so we're at item 9.1 which is
[1:24:06] correspondence and it's non-action and I have a motion that correspondence items
[1:24:11] 9.1.1 to 9.1.2 be accepted as information moved by cancer buckwold

[1:24:25] counc BS yes counc Robinson yes counc Bal yes counc Sho yes yes thanks car
[1:24:34] thank
[1:24:39] you item 9.3 is the Chio child safety Guide magazine and I have motion of
[1:24:46] council approves of advertising in the Chio children's safety guide that has
[1:24:51] replaced the tiny Hearts magazine at the same rate of 295,000
[1:25:00] $295 plus HSC for a business card size ad moved by councelor buckwell second
[1:25:08] advised councelor Robinson call answer
[1:25:15] questions seeing none Council bur yes counc Robinson yes counc B
[1:25:23] yes no I me yes that's
[1:25:41] car so we're at B Lin we don't add B Lin are there any matters of
[1:25:50] urgency any notice of motion we've done our reports from committees
[1:25:57] so upcoming meetings and unfinished business so our next
[1:26:02] advisory um to council committee meeting is May the 29th at 7 pm our next regular
[1:26:09] council meeting are June the 4th 214 at [Music]
[1:26:15] 7M and at this point I would suggest we take a five minute pause before we go
[1:26:22] into close Act
[1:26:30] closed items involve personal matters better identif
[1:26:35] individual three lab relations employe negotiations and one
[1:26:44] information the resolution is that Council will not provide any no or and
[1:26:52] any opinions until or should an opinion one or the other
[1:26:59] yeah Council will not provide an opinion until more information is provided by
[1:27:03] the other level of governments moover in a second move by Council Buck seconded
[1:27:08] by Council birs Council BS yes Council Robinson yes councel bwolf yes counc r
[1:27:16] on yes that's carried
[1:27:24] and then in regards to Human Resources I have motion that Council give staff
[1:27:29] direction to be agreed upon recommendations within the staff report
[1:27:33] and further the council direct staff post the CAO click position and create a
[1:27:38] hiring committee that includes a number of staff from the county neighboring
[1:27:42] municipality and one member of council or do we want to put all members of
[1:27:47] council I would um do you want to just C that
[1:27:53] committee yeah sure go forward we'll figure
[1:28:01] out just after Committee
[1:28:09] just to one member of
[1:28:14] council and further that expenditures encourage for professional Financial
