>> Uh
[0:46]
oh, nobody has any reserves, but let's
start with the canine unit contract. I
[0:52]
think that one's going to be kind of a
little bit quicker, I think.
[0:57]
Did anybody have some Did everybody get
a chance to go look that over? And do
[1:01]
you have some concerns? The only concern
that I had with the whole thing I I like
[1:04]
it myself is we are investing quite a
bit of money into this program.
[1:10]
Um I think it's very
I'm looking forward to this this program
[1:14]
and you hopefully the the effects that
I'm hoping it'll have. Um
[1:20]
That being said, the only issue that I
have is that if they separate,
[1:24]
it's a dollar.
They pay pay a dollar and everything
[1:27]
that we have
invested into this program, if something
[1:32]
happens, they pay a dollar and then
we're just out. So, if we've got $5,000
[1:37]
a year we're putting into this program,
I just think there needs to be some sort
[1:41]
of to the Now, this isn't And here
here's the one thing that I'm going to
[1:44]
ask us to really consider is
I mean, this is this is the the
[1:49]
residents' money that we're, you know,
that we're
[1:52]
we're looking to recover just some of it
back possibly. That's the only reserve
[1:56]
that I have
with that canine. I mean, we're we're
[1:59]
paying for a vehicle, we're paying for
the gas, we're paying for the food,
[2:02]
we're paying for the food, we're paying
for We actually take ownership of the of
[2:05]
the dog once once this thing takes
place. I'm just concerned that
[2:10]
I mean, if there was something that
would have happened in 7 months, they
[2:13]
just That's what
>> I have a question. How much are we
[2:15]
paying for the dog itself?
>> Uh nothing. It was nothing.
[2:18]
» Okay, so it's coming with the officer.
>> Yes, sir.
[2:21]
» Okay.
>> It's the training and everything else
[2:23]
that I'm talking about.
>> And it says in the Well, more than that,
[2:26]
isn't it?
>> Correct. While we're using the dog,
[2:29]
we'll be paying the training and
everything else.
[2:31]
» Yes.
>> I understand that.
[2:32]
» True.
>> I'm just asking them
[2:34]
make it clear. How much did we pay for
the dog? We didn't pay anything.
[2:39]
» We didn't pay anything for initial
training, either.
[2:41]
» No.
>> No, they've all had the
[2:44]
» Now, was it Was it Bob that mentioned
that you might be able to answer this?
[2:48]
Um
how long
[2:50]
someone, and I believe it was Bob,
mentioned that uh there's an age limit
[2:54]
as to when this dog can be
retrained with a new owner.
[2:58]
Do you know what that age limit is and
then what age she is, the dog?
[3:02]
» Well, I'm glad I get a chance to speak
to all of you. This dog uh was with me
[3:05]
at Fayette, and Kelly is the actually
the second handler. So, there I've never
[3:10]
seen one where it's gone to a third one.
Um the handler that originally had the
[3:14]
dog was terminated for cause.
So, that's how Kelly got the dog. So,
[3:18]
this dog has already been
but it was at a very young age, 10 11
[3:22]
months.
You you get you get into where it's at
[3:25]
now, 2 years old, it's almost
impossible. This is a standard contract
[3:29]
that uh both agencies are that have
canines.
[3:33]
Um the reason the dollar comes into
play, sir, is that we're no longer
[3:36]
liable if the dog does something after
it leaves us.
[3:39]
Uh you have to actually pay something
for it, and that's usually a dollar.
[3:42]
That's where this contract come from.
It's standard language that you use.
[3:46]
Um but the dog to train with somebody
else
[3:49]
uh at at its age now,
probably not going to happen.
[3:53]
» Right. Um but you These dogs are about 7
years is what the usually 7 8 years is
[3:58]
the max lifespan on them.
>> Which is two.
[4:00]
» She's two.
>> Aren't I'm sorry.
[4:03]
» No, no, no, sorry, sorry.
>> So, what I'm referring to isn't to keep
[4:07]
the dog, guys. I'm referring to recover
some of the cost that we have
[4:11]
If somebody gets a bird and says, "You
know what? I'm picking up and just
[4:15]
leaving."
We're protecting the residents of North
[4:18]
Boulder, just like we would if if we're
going to have somebody go out and train
[4:22]
and we're going to ask them to sign an
agreement that, "Hey, we're paying for
[4:25]
your training. We're paying for these
certain things."
[4:30]
We want a 1-year contract with you that
after you're done with your training
[4:34]
that you're at least going to give us a
1-year contract or a 2-year contract or
[4:37]
» We can't We can't We can't make a
contract with the dog. So, if you wanted
[4:40]
to do that, why don't we make that
contract with the officer?
[4:43]
» That's what Sir, that's what I'm talking
about.
[4:45]
» We have a 1-year with her already, guys.
>> That's after that's after FTO is over
[4:49]
and she's out out of FTO.
>> That's what I'm talking about, Mr.
[4:53]
Bozack. It's exactly that. You think
that I'm talking about having a contract
[4:57]
with the dog.
>> I'm I'm trying to figure out where
[4:59]
you're going with this because
>> It's to protect the citizens'
[5:01]
investment. That's That's what I'm all
>> And And I'm all for protecting I know
[5:04]
you are the citizens, too.
>> So
[5:06]
» That's not the problem. I'm kind of
confused because you were for the dog
[5:11]
when I first got her in town.
>> I still am.
[5:13]
Oh, guys, I'm I'm sorry.
>> He just doesn't want her Kelly to be
[5:17]
like after 6 months or even 3 weeks and
be like, "You know what? This isn't for
[5:21]
me. We're out of here."
>> Yes.
[5:24]
» And then
you're out.
[5:26]
» Plus, then it sounds like we're
protected if we've already got a year
[5:28]
contract.
>> We From the time she finishes up FTO,
[5:31]
she has not finished FTO yet. So, it
would be a year from that. Um
[5:35]
and I'm not disputing in regards to
uh the cost of it. However, you got to
[5:41]
understand one thing that let's say
Kelly does leave after the year. Doesn't
[5:45]
mean we can't get our own dog and we
still have all the equipment and all
[5:48]
three can continue on down the road. The
dog is is only one part of it.
[5:52]
» How how so you've already had you've
already been through a canine unit
[5:56]
program you had it up in Fayette.
Talk talk to us educate us a little bit
[6:00]
on
real quick about cuz I don't want to
[6:03]
drag this video out. Just how effective
is it and and what
[6:07]
some of the things that we might be able
to expect?
[6:09]
» It depends. You have you usually assign
it to someone that stops a lot of
[6:13]
vehicles for traffic violations for
cause.
[6:17]
They are trained. Kelly has been trained
multiple times with the highway patrol
[6:21]
for drug interdiction looking for
indicators for somebody having drugs.
[6:25]
The dog is not trained in marijuana. So
that's going to be one of the big
[6:28]
concerns.
>> That's legal now, right?
[6:29]
» That is legal. That's why the problem.
The the dogs you run into now that are
[6:33]
trained in that if they hit on a car and
it's got marijuana and cocaine in it a
[6:36]
defense attorney is going to fight that.
Which which which the
[6:39]
marijuana's legal. So that's why when we
trained her we did not train her with
[6:44]
marijuana. The program
Here's what I I I I told the
[6:49]
trustees in Waterloo Township I told the
the Fayette council members the same
[6:53]
thing. You'll never know
what it means when somebody's sitting in
[6:58]
Waterloo and saying let's go sell our
dope down in North Baltimore and the guy
[7:01]
says nope they're going to bring that
dog there. You'll never know what it's
[7:04]
worth.
You'll never know what it's worth. That
[7:06]
part you'll never know.
>> And you're right but do you believe that
[7:09]
that happens because that's what I've
always been told.
[7:11]
» I absolutely believe
>> It it prevents people from wanting to do
[7:15]
drugs.
>> And I I talked to some of you not all of
[7:18]
you but there were two main drug dealers
in Fayette. There were two.
[7:22]
And we were having ODs we were Narcaning
people. Methamphetamine
[7:28]
is what the problem is down here it was
the problem up there.
[7:31]
We started sniffing cars doing drug
interdiction and there were people
[7:36]
posted driving by posting on all over
the Fayette web page and within 90 days
[7:40]
both of dealers have moved out.
Within 90 days.
[7:45]
That's what it means to you.
>> So it's a it's a very good preventative
[7:48]
program.
>> It's it's it's PR.
[7:50]
The fact that you're looking for it when
we weren't really before. And that gets
[7:54]
out there because dirtballs hang around
other dirtballs and that's what gets out
[7:58]
there.
>> Well, thank you. Please
[7:59]
so that's why we reserve is we are
investing in this program and I want to
[8:04]
make sure that we are protecting our
investment. That's
[8:05]
» Are you more comfortable now
that you have that year?
[8:07]
» I'm sorry.
>> Are you more comfortable now that you
[8:10]
have that year?
>> I am. Yes, from from the time. But what
[8:13]
but does that So what about next year?
>> Right.
[8:17]
» What about So every year guys we're
going to be investing in this.
[8:21]
» Right. The the training is not stopped.
And 2000 a month you have to go to
[8:25]
Medina.
And that's required.
[8:27]
» The Yeah, and certainly.
>> Yes, that's part of having a dog to
[8:29]
train.
>> I'm not Yeah, guys I'm not
[8:34]
I support this program 110% but I also
support protecting the investment of the
[8:38]
citizens of Vermilion.
>> I'm asking you to consider. That's
[8:41]
right.
>> How much money have we invested in this
[8:43]
program?
>> Not much not nothing at at all right
[8:45]
now.
>> Well, we got the car for what a dollar.
[8:48]
» It was Yeah, it was free.
>> for a dollar. We got the dog for free.
[8:51]
So our total investment is the hat and
pap which is down there for we took it
[8:56]
yesterday.
So it's down there so it'll be back in a
[8:58]
week. And and the markings that feel
fair?
[9:01]
» I'm talking about the markings on the
car.
[9:03]
» Uh that was $200 to paint cuz we kept
the regular markings we didn't wrap it
[9:08]
to the black we kept it the way it is. I
found a radar that was able to be
[9:11]
repaired for a very minimal amount of
money, $60 which is in that car so we
[9:14]
didn't have to spend 2000 on a new one.
It has all the cages and everything. And
[9:19]
there'll be a few a little bit more but
not more than that. It's the with the
[9:22]
mayor saying the training which you have
to go to
[9:25]
twice a month.
>> I just want to make sure we're not
[9:27]
starting something that's just going to
How long did you guys have the the I'm
[9:30]
just looking for peace of mind myself to
make sure that
[9:33]
» We got him from 8 weeks old.
>> No no no what saying how long did you
[9:36]
guys have the program in back, the K9?
>> Well, you got to remember
[9:40]
» I mean, did you guys have it for 1 year,
2 years, 3
[9:42]
» A year and a half.
>> A year and a half.
[9:44]
» But then you got to remember the money
ran out and they laid six of us off.
[9:46]
» Sure. Yes. You know what I'm saying?
Would you
[9:48]
» Would it Would it Oh, absolutely would
have continued.
[9:50]
» Yes. And it was successful.
>> Yes. It It It did what I needed it to do
[9:55]
and get the drug dealers out. Did it
work? Absolutely 100% worked.
[9:59]
» Um um um Yeah, but that 1 year it makes
me a whole lot more
[10:03]
» And if we if if if council so chooses, I
mean, I could propose 2 year, whatever
[10:09]
you think is is worthwhile. I've already
got her on a year which hasn't started
[10:12]
because she's got to clear FTO and that
should be shortly, correct? Yeah. She's
[10:15]
out again tonight. So, she was okay with
the 1 year uh and the food I think she's
[10:21]
paying for that cuz she wants the dog to
have a certain type of food. We would
[10:24]
pay for uh
vet which she has almost all of her
[10:27]
shots now. That would be catastrophic if
catastrophic she's stabbed or shot or
[10:31]
something like that.
>> Did her a vest?
[10:35]
» Uh we're going to get her a vest. We
have purchased some and there's also a
[10:38]
vest that interests which gets it for
free. Um so and I can also put it out
[10:42]
there to other uh departments if they
have an extra vest for her. That's what
[10:45]
I did in in Fayetteville we got ours,
but we have the money already invested
[10:49]
for the vest, so that's not an issue. Um
the main expense was the hot dog that
[10:54]
was over there right now which we'll be
getting back here
[10:57]
uh shortly and then we will be able to
get started. Um her wages which
[11:03]
we have to pay her regardless. Uh the
training would be twice a month for 8
[11:06]
hours over Medina.
Uh the dog has to be re-certified every
[11:10]
year and to do that you have to train.
Dogs have to train. And you've seen her.
[11:14]
I know she's come once.
Uh
[11:15]
» What should we be expecting? So, we we
we've we've brought on both handlers.
[11:20]
» Yes.
>> Right?
[11:21]
» The one has not even started FTO yet.
>> Correct.
[11:23]
» Because we're I've tried to watch the
weather
[11:25]
» What's What's FTO?
>> Just field training.
[11:27]
» Yep, that's what I thought. Field
training. So,
[11:32]
how come they have to go through field
training?
[11:34]
» Because when you move from one county to
another, it's completely different in
[11:38]
the court system and the papers. What we
have to do, our reporting system is
[11:41]
different than it is where Dan is in
North Olmsted. Where we were in Fayette,
[11:44]
we had to learn a whole new system. You
have to learn the roads,
[11:48]
the courts, um what your problems are,
where where where your problem areas,
[11:52]
who's your drug people. Uh I mean it's
it's a gamut how to include evidence in
[11:57]
our property room.
Uh communications, radio traffic is
[12:00]
different in each county.
Uh so it's it it it you have to go
[12:04]
through your field training with every
officer. Number one, we're liable if
[12:08]
they do something stupid if we don't go
put them through field training.
[12:11]
» So
>> Which is what we tried to do. We have to
[12:13]
do basically.
>> So we we believe this is going to be a
[12:16]
very effective program for
>> I think it'll be very effective to what
[12:18]
we're trying to get across, what we're
trying to do here in North Olmsted.
[12:22]
» Chief, you've been here for 4 months.
>> About 6 months.
[12:24]
» 6 months.
>> Thank you.
[12:25]
» Coming up on 6 months.
>> How have you
[12:31]
What is our drug situation in the
Village of North Olmsted? What is our
[12:35]
What What What have you
>> Okay.
[12:37]
» What have you assessed so far?
>> I think there's a drug issue here. And I
[12:42]
want all of you to remember one thing.
We're going to talk about it next with
[12:44]
the drug contract. Why is the sheriff
willing to spend his only one drug
[12:48]
detective to come down here and spend
the majority of their time if you don't
[12:52]
have a drug problem or he doesn't think
he has a drug problem. Why would he do
[12:55]
it?
He could It's like It's like going
[12:57]
fishing.
>> second employee.
[12:58]
» It's like It's like going going fishing.
He doesn't have to do anything down
[13:01]
here. You're not required to do anything
in the Village of North Olmsted, Mark.
[13:04]
The ORC says it's our responsibility to
police this village, not the sheriff.
[13:07]
The sheriff's responsible for the courts
and the jail. That's it. He doesn't have
[13:11]
to have a road patrol either.
That's what the Ohio Revised Code says.
[13:15]
» So do we have the capabilities of taking
care with the with the people that we
[13:20]
have Do we have the capabilities of
taking care of So Is there anything else
[13:23]
on the K9 that anybody has mentioned? to
>> you had mentioned you could talk to her
[13:28]
about two years. Do you think she'd be
open to that?
[13:30]
» I would have to talk to her about that.
I know it was open for a year and she's
[13:32]
already signed that. From the end of her
FTO and she's not through FTO.
[13:36]
So, I I don't have any problem with it.
>> Maybe you ask the council if she is
[13:40]
» It won't last.
>> Does council want to do a formal motion
[13:43]
to approve this K9 contract as written?
>> Well, let's remember one thing real
[13:47]
quick. If the dog gets hurt or has
cancer and she can't perform anymore,
[13:52]
that's the then that's that's one of the
reasons why the handler gets the dog for
[13:55]
a dollar. When When the dog retires or
it has medical issue or that's why we no
[14:01]
longer have ownership and responsibility
for it.
[14:05]
So, that's another reason why that is
put in there cuz that does happen.
[14:10]
» It gets ugly.
>> It does get ugly.
[14:12]
» If you If you take the dog from the
handler or is that what you're saying?
[14:15]
» At the end of term when when people are
like, "No, you can't take the dog. It's
[14:19]
our property." If If it's not.
You know, the dog bonds with the owner.
[14:24]
» It's It's her dog. It's her dog. It's
her dog.
[14:27]
And her family, she has kids and then
>> It's It's unfair to think that the dog
[14:33]
should be taken from the handler. I I
always thought it wasn't a I thought
[14:36]
once it was trained with the handler,
that's where it stayed.
[14:38]
» It depends on the age.
>> So, that's what I was going to ask. So,
[14:41]
if the dog's two years old
>> But it's already been retrained.
[14:44]
» No, no, I'm I'm all right. So, what's
the expectation of what What's the
[14:47]
expectation of life expectancy of a
canine?
[14:50]
» Seven years.
>> Seven years.
[14:52]
» You got to remember jumping in and out
of those cars and wears on her hips and
[14:55]
then seeing where those getting in and
out of our car.
[14:57]
But that's the average is what? Seven
seven years. You have to have them at
[15:01]
all times. Sure.
>> So, when we're talking about
[15:05]
you know,
health and safety and all that stuff and
[15:08]
the dog we should we get at least seven
eight years of
[15:11]
» We can expect seven eight years if she
decides to stay here.
[15:15]
But the dog doesn't cost anything.
We got the dog as a puppy which is what
[15:19]
the program is and we trained The The
cost is
[15:23]
getting the canine handler over there
for training.
[15:25]
» Yeah.
There's cost.
[15:27]
» Oh, yeah.
>> Yes. There's
[15:29]
extra
>> Absolutely.
[15:30]
» There's extra perks for her, which you
rightfully so.
[15:32]
» Yeah.
>> It's I mean that's what those are the
[15:34]
things that I want to protect.
>> Yeah, and you got to pay a couple hours
[15:37]
a week for her to take care and
maintenance of the dog. That's what's
[15:39]
called the Garcia rule. So, you call you
have to feed them, she have to I mean
[15:45]
water, bathe them, everything else and
it takes a little bit of time. So, yeah.
[15:49]
» Sure. Um so, is there anything else that
So, yeah, would you go back and see if
[15:55]
we can get like a 2-year agreement? That
would be wonderful. And And then would
[15:58]
does that pertain to her and
the other guy? What's his name?
[16:02]
» Uh I have not had any He has signed a
year contract as well.
[16:06]
But he has not even started FTO cuz we
wanted to get Kelly through it first.
[16:09]
He's the main handler. He has trained
with her and certified with her as well.
[16:13]
So, both of them And I'll give you an
example, let's say she
[16:17]
has surgery, is off for 6 weeks. He can
bring the dog back over here and he can
[16:20]
continue the program cuz he's certified
with her.
[16:22]
» So, then he'll be able to work.
>> That's exactly what I'm talking
[16:24]
» So, I've never had that ability at any
other place. Usually it's one handler
[16:27]
that's assigned. We have it because they
came with me and the dual leads were
[16:31]
we'll be able to have two people
to work.
[16:34]
» When is When is the expectation of the
FTO training to be done?
[16:37]
» Uh Kelly should be done. Tom?
>> I any day. Yeah, she I think we're just
[16:42]
basically waiting on the car.
>> Yeah, we're just That's what we're
[16:45]
waiting
>> start going on her own.
[16:46]
» Yeah, we've been waiting for the
vehicle, which finally came in and uh
[16:50]
we took it down there yesterday and we
took
[16:52]
» an in-car where she rides with somebody
and then we do a shadow program where
[16:56]
she's out in the car by herself, but the
officer that is FTO-ing is right behind
[17:01]
her.
Or in the area to get out and help her
[17:05]
and
and stuff like that. So, as soon as she
[17:07]
gets a car
by herself
[17:10]
because she's been coming out with
whenever somebody's been here.
[17:14]
» How many How many um hours a week should
we
[17:17]
About 20?
>> Uh
[17:19]
let me check on that.
We got to
[17:22]
the budget we got to watch the budget,
sir. For our our part-time and to make
[17:26]
sure that we have enough money till the
end of the year.
[17:28]
Uh I would think she'd be out here at
least two nights minimum.
[17:31]
And the main nights you can check track
some of it, but Thursday, Friday,
[17:35]
Saturday time frame is probably what
we're looking for.
[17:39]
» Yeah.
>> Yeah, cuz they're if they're moving it
[17:40]
from Toledo down here from what tips
we've had nothing Tom will confirm that
[17:44]
and
to certain locations here in town is
[17:46]
usually Thursday or Friday night for
weekend sales.
[17:49]
So, we want to target that particular
time.
[17:52]
» Any other questions on the canine?
All right, let's move on to the drug
[17:56]
enforcement agreement.
Can you go I know one of the concerns
[18:00]
that we had is we talked about was
it is kind of a training It is a
[18:05]
training program. It's identified as a
training program.
[18:09]
We're going to work We're talking about
wanting to maybe
[18:13]
have other officers that are interested
so we can do a sign-up or something like
[18:18]
that that that
[18:21]
so that like say Mr. Buckley was our
first candidate to go this he would do
[18:25]
it for a year and bring that expertise
back. We would send another officer to
[18:29]
get trained in the same field
same training that they would bring that
[18:34]
expertise back. You know what I'm
saying?
[18:37]
It's not just a one one person one
[18:44]
» That's going to be very difficult.
>> One year is not a good cycle.
[18:48]
» It It takes sometimes it takes a year to
build a case, but you got to understand
[18:51]
drugs is a little bit different than
everything else cuz you have
[18:53]
confidential informants you work with
and you willing to work with me and then
[18:57]
I bring somebody else in they may not
work with after if drug investigations
[19:02]
are a lot different than than other
criminal investigations because you got
[19:05]
to build your case usually through
confidential informants. And they they
[19:08]
trust who their handler is I hate to use
that word, but
[19:12]
it's true.
Some of these cases are going to take
[19:15]
could take a year to build.
>> What's your thought process on how long
[19:19]
this this this
>> What is What is reasonable? And I I will
[19:22]
give you an example and I think I
appreciate that question.
[19:25]
The city of Baltimore, you could be a
detective for 5 years during your
[19:28]
25-year career. It could be 1 year, go
back to the road, and the next year be a
[19:32]
detective. Usually 5 years. Now, in this
particular case, I think three is
[19:37]
reasonable.
I think three is reasonable. Um give
[19:41]
them the time to build their
expertise at it.
[19:45]
You can bring somebody in slowly during
that time period to transfer off CIs if
[19:50]
you want to. But that will give you time
to find out whether they're this is this
[19:54]
successful or not. Um I think that is
that is reasonable a reasonable period
[19:59]
of time.
I've been on multiple task forces.
[20:02]
» You think that three three years per
per individual? Cuz if we continue this,
[20:08]
right, year after year
three years What's what Do you think
[20:13]
that after three years of this Well, I
mean, this is a
[20:16]
» That would be a That would be a fair
question.
[20:19]
» Some of the One of the concerns is once
an officer's done here, they go to work
[20:24]
somewhere else. So, we're really not
we're
[20:28]
getting
maybe the biggest bang for the buck that
[20:31]
we would expect here in North Baltimore
from this program. Well, because because
[20:35]
the the training that they're going to
receive here is going to make them very
[20:38]
valuable in extreme.
>> That word I would use extreme. That's
[20:41]
why you they have to have a contract.
They have to stay here for a certain
[20:45]
period of time.
>> Yes.
[20:46]
And what would you recommend that be?
And what would you recommend that
[20:50]
» Three years. Three years. Because And
the mayor and I have talked about this
[20:53]
very issue, and I've watched it
many times, folks, and and I've been on
[20:57]
state, local, and federal task forces.
Somebody gets trained, and and the other
[21:01]
side sees, "Hey, man, this guy's pretty
good." What do they do? "Hey, come work
[21:04]
for me for $8 more an hour."
Come work for me.
[21:07]
» That's all we're about.
>> And and that's what I'm concerned about
[21:09]
because I've worked in small towns via
and that's why I've had these people
[21:12]
sign contracts and I've been employed
since I've been here the full-time and
[21:15]
as well as part-time because we cannot
afford the turnover is the most
[21:19]
expensive thing you have. Yes. Same way
in the Village of Whitehouse, police
[21:22]
officers and firefighters that is the
most expensive thing that you have and
[21:26]
you have to prevent it either by
environment, pay, or have them sign.
[21:31]
» So so yeah, that's exactly right but the
concern is yes, he's going to be in the
[21:35]
program or he or she will be in the
program for let's say 3 years.
[21:39]
Right? But what do we get after that is
what I'm talking about. I'm not talking
[21:44]
about 3 years that we're paying and
investing in them mainly, you know,
[21:48]
invest if the this body decides to to go
with this.
[21:52]
That That That's
>> You get 3 years of drug expertise and
[21:55]
arrests and investigations here in the
Village of Northwood.
[21:58]
» And then what do we get after that is
what I'm talking
[22:00]
» I would never sign a contract with you
more than 3 years.
[22:04]
Never. I don't care where I'm at.
>> 3 years is a long time to move on.
[22:08]
» I'm guaranteeing you to stay here 3
years, provide my services and expertise
[22:12]
because you're paying for it.
Absolutely. But you're getting the 3
[22:15]
years of service. Now,
you start getting I I've seen one for 5
[22:19]
years but that was a canine handler.
And that's where they actually put
[22:22]
$16,000 for the dog and everything else.
>> So
[22:24]
» So that's totally a different scenario
here.
[22:26]
» I guess what I listen to
listen to you talk about how good the
[22:31]
drug dog did.
And pay yeah.
[22:34]
Why wouldn't we give the drug dog a
chance to work here in town before we
[22:39]
try to do something like this?
>> So I mean that would It's a It's a big
[22:42]
investment. I mean
>> It It is a big investment.
[22:44]
» And I just think why wouldn't you give
the
[22:47]
drug dog a chance cuz listen to you
talking about you got drug dealers
[22:52]
falling out.
>> Yeah.
[22:53]
» Why wouldn't we give Why wouldn't we
just I mean we we already invested in
[22:57]
the drug dog.
>> Great question.
[22:58]
» But I asked that like that we take baby
steps, right? Do invest in that. See how
[23:04]
it goes. But we can't even really pull
the trigger on this until next year
[23:06]
because of finances anyhow. So, it would
be time for I mean, guys, there's no
[23:13]
money in the police department right
now. I mean, other than what you guys
[23:16]
have
have put in there by appropriation. So,
[23:20]
I don't think this is anything that we
should be
[23:23]
rolling out until the new budget year in
my opinion.
[23:26]
Mr. Mayor, that's what I was saying at
the last meeting.
[23:29]
Let's take baby steps to see if we can
feed the problem up if there is truly a
[23:33]
drug problem.
>> Is the sheriff willing to wait till the
[23:36]
first of the year?
>> The sheriff called me before this
[23:38]
meeting to know what the update was cuz
he hadn't heard anything. He literally
[23:41]
called me at I could say that.
>> What what was the last part of that? You
[23:44]
couldn't see what?
>> Cuz he he he wants to know what's going
[23:46]
on. He thinks this is this is drug
running for too long.
[23:49]
» And we did. We started this, you know,
months ago. So
[23:52]
» Even before I got here.
>> We were talking about this in February.
[23:55]
» We never committed to anything.
>> No, but I think we were all interested
[23:59]
in Sure, seeing this, you know,
brought, you know, to to to
[24:04]
to see if this program would work for
us. My question my concern is when the
[24:08]
sheriff was here, he had told us that
two things. One, that if there were any
[24:13]
there was any drug money, that would be
split 50/50. And I don't believe that's
[24:18]
in the contract. And two,
um
[24:22]
um
[24:24]
the amount of time that they're going to
spend here in North Baltimore. We want
[24:27]
to make sure and I understand that if
there are any case in Oregon, you know,
[24:31]
that could take a couple months and
they're not going to be here. But then
[24:35]
they need to come here afterwards and
spend time here. And that's not in the
[24:39]
contract. And that was something that
the sheriff basically told us,
[24:42]
guaranteed us that would happen.
I like things in writing to make sure
[24:46]
that they're covered. Do you think
that's something you should get?
[24:49]
» Okay, I'd like to answer your question
first and then I'll connect it to the
[24:52]
other part.
Um the reason why I think a dual
[24:54]
approach is better than just the dog
itself, the tips we're going to get from
[24:58]
the informants from working the drugs is
where you start with your K9 as well.
[25:03]
It's kind of a two-pronged approach to
it because when you have somebody
[25:05]
specifically working drugs, they're the
ones that are going to get the tips that
[25:09]
they can tell the K9 handler. They can
work together and stop vehicles for
[25:13]
traffic violations, sniff those cars.
So, it's kind of a dual-pronged approach
[25:17]
to that. That's my answer to you. Now,
to
[25:21]
Here's the question and the
and answer to yours.
[25:24]
Uh
[25:27]
He, the sheriff, and I'm not speaking as
the sheriff because I don't know what
[25:31]
his feeling is. I was never not involved
in this from the beginning. He's willing
[25:34]
to come down here and help us.
We have to be a law and go help him,
[25:38]
too.
It should be a 50/50 road.
[25:41]
» So, why why isn't none of these other,
like like you said, if they're working
[25:45]
on a case in North Baltimore, why isn't
he
[25:49]
have the
have somebody from North Baltimore who
[25:52]
can afford it a little bit more than
what little North Baltimore can.
[25:56]
That's why why why pick North Baltimore
and if we're not focusing
[26:01]
pretty much, I ain't going to say 100%,
but
[26:03]
in North Baltimore. I mean, it's
>> Cuz he thinks North Baltimore is his
[26:06]
biggest problem in this county.
Why else would
[26:10]
Why else would
>> I don't I don't agree with that. That's
[26:12]
that I don't know. Show me the data that
You you just said that on I'd like to
[26:16]
see the data that shows that. If it
doesn't
[26:18]
» That's what he believes.
>> And that doesn't necessarily
[26:20]
» to see the data that shows that.
>> It has to be information that he gets,
[26:24]
intelligence information that he gets,
intelligence information OSP is giving
[26:28]
to him.
>> I don't know what he's information he's
[26:30]
getting. After seeing this contract and
with no accountability, I mean, it's
[26:34]
just pretty much the the citizens of
North Baltimore are paying for
[26:38]
an employee that's out there doing what?
Right? So, I So, because of that reason
[26:43]
with no accountability, there's a lot of
unanswered questions.
[26:47]
I'm going with the drug dog. I'm going
to say on record, I do not support
[26:51]
» You have to go where the case takes you.
You have to go where the case takes you.
[26:56]
Sitting here putting something in
writing is impossible.
[26:59]
Because how do you know the people from
North Baltimore and all these places are
[27:02]
running dope here?
>> I'm not saying that, you know, okay, you
[27:04]
go up there, but I think we need
something that says, "Yes, we we intend
[27:08]
to spend just as much time in North
Baltimore."
[27:11]
» I have no problem with that. I think
you're absolutely correct. I am.
[27:13]
What he will sign is something else.
What we want to put it on.
[27:17]
» I think that's why I'm asking him
face-to-face.
[27:21]
We need
>> We need to get it down here.
[27:22]
» Chief, Chief thing I'm like, yes, my
concern is we we have a police force
[27:26]
here in the Village of North Baltimore
that should be doing this. And I would
[27:30]
hope that we're doing it. Right? I mean,
don't lose sight that
[27:34]
as much as I appreciate what you're
talking about as far as the sheriff
[27:38]
saying, "Hey, he don't have to come down
here, but he's willing to come down
[27:40]
here."
We're paying for it. He's not willing to
[27:42]
come down here. We're paying for that by
putting an employee, an additional
[27:45]
employee, on that staff. That's That's
an investment for the citizens of North
[27:49]
Baltimore. Let me say it. But again, it
to to Mr. Ingard's point is why wouldn't
[27:55]
we start one program, see how it works
out because we do have a police force
[27:59]
that cost the citizens of North
Baltimore over a million dollars a year.
[28:02]
Right? And And if we've got a drug
problem, as you're saying the sheriff
[28:05]
says it that North Baltimore is the
biggest drug problem, his biggest drug
[28:09]
problem in Wood County, right? That's
That's what you said. And
[28:13]
» I didn't say I said he may
possibly believe that cuz he's willing
[28:17]
to put this information or put this
amount of money into it from him. He has
[28:20]
one drug person and they're willing to
spend the majority of their time down
[28:22]
here. That has to tell you something. It
has to tell you something.
[28:25]
» So, are we capable of with with the
right information and with with with
[28:30]
with our canine unit, are we capable of
>> We can attack the problem.
[28:34]
» Yes.
>> Can Can we solve the problem?
[28:36]
More manpower you have, you throw at
anything, the better it is. And I'm sure
[28:40]
Richard will tell you that from his
time, as well as anybody else, no matter
[28:43]
what you do.
Um if there's questions about an
[28:46]
agreement, then don't do it. I've said
that from the beginning. This is not a
[28:48]
money maker. It could make you a [ __ ]
ton of money. It could make It could be
[28:51]
a loser.
But, what we're trying to do is attack
[28:54]
the drug issue here.
>> In North Baltimore, right? With with
[28:57]
with our resources that we have.
>> Well, we have to help him. If he's
[28:59]
helping us then
>> you got to understand, Mayor, is it's
[29:02]
not just in North Baltimore. North
Baltimore is connected to Momence,
[29:05]
connected to Oregon, and connected to
all the other ones. Is that a correct
[29:08]
statement? It it's you know
>> say the biggest personal bringing drug
[29:11]
in here is from Momence, Illinois.
>> That was a statement to me. That was the
[29:14]
That was the statement to me. Yes, but
we're asking the residents of North
[29:17]
Baltimore
>> Would you just
[29:19]
» I I made a statement and I asked him to
confirm it. So, whether it was correct
[29:22]
or not.
>> So, I agree with that, right? But, why
[29:26]
we're we're expecting the citizens of
North Baltimore to pay for somebody to
[29:29]
go up and deal with it in Momence, deal
with it in Oregon, and deal with it
[29:34]
» That that officer has
expertise training that can then come
[29:37]
back here and help clean up North
Baltimore.
[29:39]
» That's
>> And this this is where
[29:42]
where I would like Just a minute,
please. I would like the sheriff to
[29:45]
address the two concerns that I had to
see if he is willing to put something in
[29:50]
in the contract. Would you guys agree
with that that we need that? Um that we
[29:54]
need to know that we're going to have
some quality time spent in North
[29:58]
Baltimore. And if there is um
any
[30:03]
a drug bust that relates to some sort of
financial
[30:07]
amount, we get 50% of that because
that's what he stated when he was here.
[30:11]
Those are the only my concerns.
Otherwise, I'm in full support of it. I
[30:14]
don't know what everybody else
>> I think we're all on the same page. We
[30:16]
all need to work together and I have no
issue
[30:18]
uh with what you guys are comfortable
with putting in in a contract. If you
[30:21]
want to do that,
so that's that's not an issue um because
[30:24]
he has to agree to We can sit here and
talk till we're blue in the face. But,
[30:27]
we need to know what we want in that
contract and if he won't sign it, that's
[30:30]
on him. That's not on us.
>> Correct.
[30:32]
» Are Are Are we capable of dealing with
drugs in the village of North Baltimore
[30:36]
with the with with with what we have?
With with the K9
[30:40]
» At times, yes. And let me explain why.
>> What was the last time we had a drug
[30:44]
bust in the Village of North Baltimore?
>> Uh not too long ago.
[30:47]
» We just had one?
>> Uh I'd have to go look at the records,
[30:50]
but we've We're getting
methamphetamines. We're getting tips for
[30:52]
drug activity
uh here. So, the answer to that is we
[30:56]
get would be a word I would use
frequently
[30:59]
uh intelligence about drug activity.
I'm not going to say where.
[31:03]
Uh there's a couple locations that are
here.
[31:06]
Um
>> So, we know about them.
[31:08]
» We know about them.
Um
[31:10]
but when you only have one person out
that's responding to calls, it's awful
[31:14]
hard for them to do drug interdiction.
It's awful hard for them to do drug
[31:17]
investigations when you're in uniform
and marked cars. It's all very
[31:19]
difficult.
And I'll give you an example.
[31:22]
I was on a task force. It was a federal
task force, local task force regarding
[31:26]
uh counterfeit money. It was with the US
Secret Service.
[31:29]
Uh and I was a detective in Rossford at
the time. And they were dropping bogus
[31:33]
money all over Northwest Ohio.
So, part of this task force, it just so
[31:38]
happened these three idiots came to the
Wendy's in Rossford and dropped their
[31:43]
bad money.
So, stopped the car. We got there, uh
[31:47]
started investigation. They called me. I
came out cuz I was part of the task
[31:50]
force. Interviewed, uh was able to help
convince these people it's the best way
[31:55]
to go. Uh they were younger guys and led
to a search warrant here at Bowling
[31:59]
Green State University where over
$100,000 was found.
[32:02]
And I'm from Rossford. So, I My
investigation led me all the way to
[32:06]
Bowling Green.
You don't know where they're going to
[32:08]
take you.
So, it's It's going to be hard.
[32:12]
Now, when I talked to them and met with
them, they have software that can tell
[32:16]
you exactly how much time they're
working on North Baltimore cases. They
[32:19]
have that They have that capability to
do that.
[32:20]
» Who does?
>> The The Sheriff's Office does. Sheriff's
[32:23]
Office does. They have the the
capability to tell you exactly
[32:26]
percentage of time they're spending
where and when.
[32:28]
Because I asked that specific They could
question, "How do we know? How do we
[32:32]
know what they're doing and the cases
they're working?"
[32:34]
They want to work this area.
They we to work this area for a reason.
[32:38]
That's whatever you guys want in the
contract, I'm not the guy to talk to.
[32:42]
» We'll
sit down and we'll we'll sit down and
[32:44]
we'll talk to him.
>> Well, let me ask you this, too. So, they
[32:47]
have the capability of knowing where
everybody is. And if I'm not mistaken on
[32:51]
this contract, don't we have to only
give 30 days notice and we can pull out?
[32:54]
» I think so.
>> So, if they give us an update every
[32:57]
month and let us know how much time
they're spending here, I don't even know
[33:01]
if it needs to be in the contract if
we're not happy with that and they're
[33:04]
not willing to adjust it, we can pull
the program.
[33:06]
» The only thing that messes with that is
if we hire a new officer, now we have an
[33:11]
extra officer with
>> But we have part-time officers, don't
[33:14]
we, that we could fill in for those
until we see how this kind of goes and
[33:17]
» Well, we have somebody got to remember
we have an officer off till the end of
[33:19]
September on maternity leave.
So, we're filling that because it I I do
[33:24]
not want to do that.
>> With your part-timers, you're filling
[33:26]
that right now.
>> Well, you got to remember half of the
[33:27]
part-timers work full-time jobs.
So, there's only certain days of week
[33:32]
and hours they can work.
>> I guess my question is is can we have to
[33:35]
replace that full-time officer right
away? Is that your goal to do that right
[33:39]
away?
Or can we kind of see how this program
[33:42]
goes and
proceed
[33:44]
» We can do whatever council would choose.
>> Well, I'm asking you. I don't want to
[33:47]
ask the council for your opinion for
>> It is a lot easier to hire somebody
[33:50]
full-time, guys,
because everybody's looking for a
[33:52]
full-time job. Everybody that's working
part-time in law enforcement, and
[33:54]
there's very few, it's like
finding a unicorn. Um
[33:59]
and they're very difficult to find
because people There's all these jobs
[34:01]
that are open out there for law
enforcement.
[34:03]
Um I'm I'm willing to do whatever
advise me to do. If we can work that
[34:07]
out, that's something.
Uh my only concern is that we've got
[34:12]
Jordan through an FTO because we were
going to hire her full-time and all of
[34:14]
this has been been been been drug out uh
that she will go someplace else. She
[34:18]
signed a 3-year contract with us
full-time. She's not full-time, so to
[34:22]
me, she's not in that contract, so she
can go wherever she wants.
[34:25]
She can go wherever she wants.
And if that's what we want to do, and I
[34:29]
have no problem with that. We can try to
>> When
[34:31]
» We made the motion to hire her. It
wasn't full-time.
[34:35]
» It was actually full-time.
>> It was full-time.
[34:37]
» Yeah, and then we changed it to
part-time.
[34:39]
» Who changed it?
>> Well, the council voted on it and
[34:41]
changed it.
>> Huh? No.
[34:44]
» Josh
>> No.
[34:45]
» I believe so.
>> We changed We changed the status. Show
[34:48]
me those minutes.
>> We changed the status because we didn't
[34:50]
need another full-time. And so this went
into effect.
[34:54]
» So we So we made a motion. We did that
by
[34:57]
» By a vote.
>> By a vote?
[34:58]
» Yes. Yes, sir.
>> Well, I don't remember that. Do you guys
[35:01]
remember that?
>> Yes.
[35:02]
» Really?
So we we hired Jordan full-time and then
[35:07]
turned around
>> We were going to hire her full-time
[35:09]
because I didn't think we would last
this long. And then when she could
[35:13]
start,
we didn't have the position, so we hired
[35:17]
her part-time so she could do that.
But the intent was for her to hire her
[35:21]
full-time when the officer went down
the drug task force.
[35:26]
» I positively made the motion to hire
her.
[35:27]
» 100%.
That we Yeah. That we did.
[35:31]
» did.
>> And then we turned around and said,
[35:33]
"Wait a minute."
>> Yeah.
[35:34]
» Pump the brakes and
>> Yes, because we can't decide on whether
[35:38]
we want to do this or not.
>> Yeah.
[35:39]
It kept being drug out.
>> I guess my point on the whole thing
[35:43]
is
you know, North Baltimore has been
[35:46]
battling a drug problem for the last
60 years.
[35:52]
And nobody's ever done anything about
it.
[35:55]
We've let it run rampant and
you know, one of
[36:00]
So we take a financial hit if this
doesn't work out. At least we're taking
[36:03]
a shot
and trying
[36:06]
to actually put a stop to it and work
towards making North Baltimore better.
[36:11]
It's never been done before.
It It really hasn't. It just changes.
[36:17]
The people change.
>> So you can cut the end off a garden hose
[36:22]
and throw it away,
but the water's still coming out.
[36:26]
And that's what this task force is all
about, is to follow the snake to the end
[36:29]
of the tail.
To take it out.
[36:33]
So that way the garden hose doesn't keep
running out of North Baltimore.
[36:36]
Well, the mayor The mayor had it when he
said what he had to say.
[36:40]
» No, you you you got Rossville there a
little bit. What's that?
[36:42]
» What what I had with the mayor and and
and and Tim when we had our meeting, the
[36:46]
mayor brought up a a great point which I
think needs to be in this contract if
[36:49]
you want to move forward, is the ability
for the emergency circumstances that we
[36:53]
have to have a company call our officer
back. If we have an officer get hurt or
[36:56]
two get sick or two get shot, we can't
wait 30 days for that.
[37:01]
We have to have an emergency recall.
>> We we have no control over the overtime.
[37:04]
We have no
>> Yes, we do. I mean, we we have control
[37:07]
Yeah, they're They have to contact me.
If there's overtime, they're going to
[37:10]
flex us in.
>> Within within reason, you
[37:12]
» Yeah, there's no
>> It's in the contract.
[37:14]
» Yeah, we're
I I've already explained to them we're
[37:17]
not doing that.
>> It's Yeah, and we've already talked
[37:19]
about it.
>> Yeah, they're not doing that.
[37:21]
» My concern is the the final supporters
cuz we're paying for We're the only
[37:26]
community paying for somebody to go
outside and fight.
[37:31]
Drugs and and and I would agree with you
if we're
[37:35]
focusing on North Baltimore and North
Baltimore, right? North Baltimore.
[37:40]
That's what we represent. We don't
represent Rossville, we don't represent
[37:44]
Bloomdale, we don't represent So I'm not
sure what
[37:47]
» So if the drugs coming to North
Baltimore coming out of Rossville,
[37:51]
» then hopefully the Rossville Police
Department are looking into that.
[37:55]
» Why?
They're not selling them in Rossville.
[37:58]
» They're not selling it in Rossville,
they're selling it here.
[38:01]
And then let's say let's say we take the
guy out, right? We take the guy out, but
[38:06]
the guy in Rossville's still making the
stuff.
[38:09]
» He's going to find
>> And he's going to find somebody else who
[38:12]
is doing drugs with this guy
or buying drugs off this guy who wants
[38:17]
the quick easy money and says, "Hey,
just start dropping it at my house."
[38:22]
So, yeah, we got rid of
you know, the superficial problem, but
[38:27]
we didn't we didn't take it out at the
source. And that's what the task force
[38:31]
is for.
>> To get the big fish out there.
[38:33]
» It's it's to follow it back to actually
where it's coming from.
[38:36]
» Yeah.
>> We don't have the resources at
[38:38]
Perrysburg or Rossford or Bowling Green
for sure to get the you know, the
[38:41]
resources from the sheriff's office
helps us
[38:45]
a lot.
>> Yes.
[38:45]
» Well, sir, we don't have the
capabilities. Do we have the
[38:48]
capabilities within our department to
fight the drug and you're saying no, we
[38:52]
don't have the personnel to do so.
>> It's a lot easier for you to have
[38:55]
somebody on the table.
>> So, there there you go. That might be
[38:57]
the problem. Maybe we need to add more
officers to the Village of North
[38:59]
Baltimore.
Right? Or maybe we need to do what we
[39:03]
talked about and get this person trained
get this person trained and then bring
[39:08]
them back to the Village of North
Baltimore. But we're saying that we're
[39:11]
not even going to get that.
There's no guarantee of that.
[39:14]
» We're going to have it.
>> For years.
[39:17]
» They're going to be bringing back.
>> No, but you'll be but we'll we'll
[39:21]
guarantee that.
>> For years, I'm sure they could do a lot
[39:23]
of damage around here for 3 years of
working with that drug enforcement. Go
[39:28]
ahead.
>> That intel will go much further than
[39:31]
just drugs.
On the arson investigation task force in
[39:36]
Northwest Ohio that I was on,
I got brought over to Toledo police
[39:41]
and got involved in a safe cracking
case.
[39:45]
Okay? They knew we were looking for this
guy. He was tied to the safe cracking
[39:49]
case. They needed to find these safes.
Said, "Hey, can you get the dive team
[39:53]
out?"
So, we're getting resources involved,
[39:56]
but the tips are going other places.
It's not going to be just drugs. It'll
[40:01]
go further to help the community
overall.
[40:04]
» So, I guess the question is I think the
majority of the council favors this. Um
[40:08]
I think are we going to accept the
contract the way it is?
[40:12]
» I don't think you should accept the
contract the way it is.
[40:14]
» Then let's let's get With With that you
need to address with the sheriff to see
[40:17]
if he can work with us.
>> we all need to
[40:19]
» I'll I'll be sitting down with the
sheriff also. I'll tell you that right
[40:21]
now because I because I I
I'm over this department.
[40:25]
» but I do believe that we need
>> You and I will sit down with the the
[40:28]
with the
with the sheriff. We'll reach out to him
[40:32]
and see when he's got time to sit down.
And we'll address these issues.
[40:37]
» him in here?
>> Will you do that?
[40:39]
» I would like that.
>> I would I think bring him here so that
[40:42]
all the council can address him.
>> Yeah, cuz see you need to hear from me.
[40:44]
You passing on the information that I'm
hearing thirdhand.
[40:47]
It ain't helping any of you.
>> If you just tell him
[40:51]
we're in favor of of doing this, but we
have a couple concerns that we'd like to
[40:55]
iron out with the contract if he would
be willing to come to us.
[40:58]
» Yeah, if you're not comfortable then I'm
not comfortable. Okay?
[41:01]
I I see some issues with this. The
mayor's pointed out some
[41:05]
and you have pointed out some and I
think we need to address those with him.
[41:08]
Is this a deal breaker for him? Probably
not.
[41:10]
I I don't think that it is.
I want to leave you with one thing. If
[41:16]
If I'm a carpenter, I need certain tools
to do this job.
[41:20]
If I'm doing drug enforcement, there's
certain tools I need. One's a drug dog
[41:25]
and a drug detective.
It's no different than any other
[41:29]
cuz those are the things that you get to
go after the drugs and do your job
[41:33]
effectively and correctly. But if you
don't feel comfortable
[41:37]
spending the money, completely
understandable. This is a small town.
[41:41]
I mean Windham Township was a small
township. They it was a small town. I
[41:45]
get it.
I get it. Is do I personally think it
[41:49]
would be worthwhile for us? Yes, I do.
Under the circumstances that you're
[41:52]
comfortable with and the mayor's
comfortable with
[41:55]
and dealing with the sheriff.
Um
[41:58]
we need to bring those concerns to him.
Because I certainly have some I would
[42:02]
not sign that. I would not sign that. I
I agree with what
[42:05]
» That's what we want to know. So
>> Yeah, let's change it so we are
[42:07]
comfortable.
>> Well, what what Let me ask what things
[42:10]
would you change? What what would you
What would you be
[42:13]
» Emergency recall would be one of the
first things.
[42:16]
Um
[42:19]
I think if they got the overtime
provision was in there that they would
[42:22]
have to clear overtime with me. The only
time there should ever be overtime in
[42:26]
this task force is if it's the last day
of the pay period and they can't stop it
[42:30]
at 4:00 in the afternoon. They're on
some drug surveillance. That should be
[42:33]
the only time. Any other time they got
flex the schedule. He has to flex the
[42:37]
schedule. He knows that. So, there
shouldn't be any That's the only
[42:40]
scenario where there should be
>> That's a big one.
[42:43]
» Because there's really no accountability
to this thing to us.
[42:47]
» That's That's one of my concerns.
Another thing, there needs to be some
[42:50]
communication going back to this
department, going back to you about
[42:53]
what's going on.
>> And I
[42:54]
» This is not just an open-ended
>> I agree with monthly numbers. Yeah. I
[42:57]
don't have any problems any of that.
>> Yeah.
[42:59]
» I don't have any problem with any of
that. They have the capability to track
[43:02]
the percentage of the time they're down
here working a case down here.
[43:05]
» And letting you know kind of the things
that are going on and what the
[43:08]
expectation we have to We have to know
that the the the residents are getting
[43:12]
something in return for their but
even to that
[43:16]
I just I don't support this. So, I would
I'm saying that for the record. I want
[43:20]
that to be on record that I do not
support this program.
[43:24]
» Do we want to invite the sheriff to our
September 1st meeting of the whole or
[43:27]
September 8th?
>> Well, I'm I'm wondering if the sheriff
[43:29]
wants to do it sooner. I guess that's,
you know, if he's willing to wait until
[43:33]
committee of the whole, that would be
great. But, if he wants to get since he
[43:37]
called you today
>> I would like to be here when he is here.
[43:40]
» What are you going to be doing that
>> Well, I have the
[43:43]
I have issues in my household to be in
the news here shortly.
[43:47]
So,
uh no. It's Don't ask me.
[43:51]
» So, the first Tuesday the first two
Tuesdays are out for you.
[43:54]
» The first two and the third one as well.
>> Okay. So, does a Monday night work?
[43:59]
» You tell me and I what what's good for
you and I'll tell you my schedule.
[44:03]
I I I'm here for you other than Tuesdays
I've I've committed to
[44:08]
» That's Monday night work here. I mean if
you you want to see if Monday would work
[44:12]
and see if we can
>> I'm sure he's more than willing to come
[44:15]
down and and speak with with us. You can
voice your concerns directly to him cuz
[44:20]
he's the one that's got to sign it for
them, folks.
[44:22]
Not me and the mayor got to sign it
here.
[44:24]
» Is Monday the 24th at say 4:30 or 5:00?
[44:29]
» I'm sorry, what day was that?
>> Monday the 24th, I think is what you
[44:32]
was.
>> Let me check. Hang
[44:33]
» Thank you.
[44:39]
» Or do I do what
>> Monday the 24th, I have nothing.
[44:42]
» Or do you do the 31st?
>> Monday the 31st?
[44:45]
» I would come back. I have a doctor's
appointment, but I could come back. It's
[44:48]
It's earlier in the day.
>> What's counselor
[44:49]
» The 31st works better for me, but I
don't know what everybody else is doing.
[44:53]
» know. Let's maybe see what the sheriff's
>> So the 24th I just want to write that.
[44:57]
24th
>> 24th and 31st are both Mondays. Let's
[45:00]
see what the sheriff's availability
looks like for both of those and go from
[45:02]
there, maybe.
Before we ask for both an actual special
[45:06]
meeting.
>> can I can let you know what what he
[45:08]
said.
>> That's That's not a problem.
[45:11]
» Okay.
>> Uh going back to the K9 contract, do we
[45:15]
need an official motion to approve that
as is as written or
[45:19]
what are we thinking?
>> I
[45:22]
Did you want to check on the 2-year?
>> I don't think it'd be an issue, but I
[45:25]
feel more comfortable if that's where
you guys are standing on that.
[45:28]
» Is the 2-year in the Not in this
contract, but the other contract with
[45:31]
the individual personnel?
>> That the other contract is for the
[45:34]
police officer contract.
>> Not the K9 contract.
[45:36]
» So this one's a 3-year?
>> I'm sorry.
[45:39]
» The 3-year for the for the for the drug
enforcement agreement?
[45:42]
» I I would I would say 3 years for that's
reasonable
[45:45]
to me cuz I've been on multiple task
forces.
[45:48]
» It seems like we can approve the K9
right?
[45:52]
» We wanted to check on the 2-year.
>> But that's for the person though.
[45:55]
» though.
>> And correct it.
[45:57]
Yes. The 2-year is for the person, not
the dog.
[46:00]
» That's K9.
>> 2-year would be
[46:02]
» For the
>> dog.
[46:03]
» For the K-9. We can put it in the K-9
contract. What's the difference if Cuz
[46:06]
when she starts, she's basically she's
getting done with that deal right now.
[46:09]
So, we're going to have the car back
next week.
[46:11]
» Okay.
>> And we can be ready to go.
[46:13]
» We don't want to We don't want to
address the contract either what
[46:15]
contract tonight. You want to talk to
her first.
[46:18]
» Or we can put the 2 years in there and I
can say take it or leave it.
[46:21]
So, it depends on what you guys want. Is
2 years the minimum?
[46:24]
» Just for time frame, can you just go
with the 2 years and then she's like,
[46:28]
"No." Then come back to
>> Yeah, that's fine. Do you I think that's
[46:32]
going to be a problem? No, I don't I
don't think so.
[46:34]
» Yeah.
>> I don't think that's a problem.
[46:36]
» They're talking about the K-9 2 years.
They're going to make a motion.
[46:39]
Do Do Do amend to
approve the agreement with an amended
[46:44]
2-year
>> Yes.
[46:45]
» with an amended 2-year
>> I had a 1-year
[46:48]
» agreement. It's a 2-year contract.
>> And I'll make that motion.
[46:51]
» I'll second that.
>> Okay.
[46:55]
» Is there any other discussion? Vote when
ready, please.
[46:57]
» Well, we didn't have a second, did we?
>> Yes, I missed it. I'm sorry.
[47:00]
» It's okay.
>> Miss Hefter?
[47:02]
» Yes.
>> Mr. Richmond?
[47:03]
» Yes.
>> Mr. Eingaard?
[47:04]
» Yes.
>> Mr. Bozack?
[47:06]
» Yes.
>> Miss Booker?
[47:07]
» Yes.
>> All right, moving on to second readings.
[47:10]
Ordinance number 2026-19 ordinance
>> I will get with him to see if the 24th
[47:14]
or the 31st is okay. I will contact him
and let you guys know and I'll make sure
[47:18]
you cuz I'll be at school tomorrow.
>> Thanks for sticking around.
[47:21]
» No, not at all. Appreciate it.
>> Let me know where Kelly is at.
[47:23]
» I don't think it'll be an issue. If it
is, then we'll discuss it, but I don't
[47:25]
think it will be.

[49:43]
Public Works Commission for the North
Main Street Improvement Project from
[49:47]
Wooster Street to Cherry Street. Uh with
with with reading that,
[49:52]
do
what are we obligated to in that if that
[49:56]
passes? What's the obligation to the
residents of North Main Street?
[50:00]
» It is what we're saying. What do you
call it? What do you call it? 120
[50:04]
something I think it was.
>> 120,000?
[50:06]
» Yes, about that.
[50:10]
» Um if that's just for engineering,
that's not the project itself.
[50:15]
Project itself was I think 80/20.
>> That's correct.
[50:18]
» Is what they're going for?
>> Actually, I think it's in the more of a
[50:20]
50/50 with being grant and
0% loan over 30 years. Just a kind of
[50:26]
very similar to what we do with East
Broadway, that whole PWC project.
[50:29]
Welcome.
>> We might want to take a look at that
[50:32]
because before we obligated to that
because you're talking about I mean a
[50:36]
50/50
grant loan is
[50:42]
you're talking about couple million
dollar projects here probably.
[50:45]
What I would assume.
>> Well, this project specifically
[50:48]
construction is around 499,000.
>> What is it?
[50:52]
» Well, we're trying to stay under that
$500,000 threshold for the construction
[50:55]
side of things. That's what we're
applying for. So, it's not going to be a
[50:57]
multi-million dollar thing.
>> So, it's Main Street North Main Street I
[51:01]
apologize. North Main Street to Walnut.
>> From Cherry I'm sorry, from Walnut to
[51:05]
Cherry.
>> Yeah, from Walnut to Cherry is only
[51:07]
going to You're saying it's only going
to be a $500,000 project?
[51:10]
» The improvements that are being uh
put into this
[51:14]
» Okay.
>> Yes, $700,000.
[51:16]
» Is the estimated engineers
>> Well, that's just the construction.
[51:19]
» I got you.
>> Just the sidewalk
[51:21]
and storm water and
obviously the street, so the curbs are
[51:25]
fine. I used to walk with Mason
yesterday. Curbs are the best thing
[51:28]
about that street part of the
>> That's That's good. Is there with the Is
[51:31]
there with the engineer saying it's
going to be around $500,000 what they
[51:35]
have? Okay, that's That makes sense.
>> I believe I gave you the estimate before
[51:38]
if you remember that.
[51:43]
» Okay, thank you. So, that's yeah, want
to make sure that they're aware of what
[51:47]
they're
>> We are tackling these big our main
[51:51]
streets with Main Street about
>> $1,000,
[51:55]
yeah, that's
>> So, it looks like it would be $250,000.
[51:58]
Let's just say it came in at $500,000.
$250,000 plus $120,000 for the
[52:04]
engineering, we're looking at $370,000
somewhere around there, total project,
[52:08]
which
might not be a bad idea.
[52:12]
Probably you come up with that.
Pretty sure. Moving on, third reading,
[52:17]
ordinance number 2026-14,
an ordinance enacting sections 373-13 of
[52:22]
the codified ordinance regulating the
operation of bicycles, electric
[52:25]
bicycles, and other similar devices.
You have a motion to adopt?
[52:30]
» So moved.
>> Second.
[52:32]
» Motion and second. Vote when ready,
please.
[52:36]
» Okay.
Mr. Richmond?
[52:39]
» Yes.
>> Mr. Engard?
[52:40]
» Yes.
>> Mr. Bozak?
[52:41]
» Yes.
>> Miss Fogle?
[52:43]
» Yes.
>> Miss Hepner?
[52:44]
» Yes.
>> Moving on, ordinance number 2026-16, an
[52:47]
ordinance vacating an unapproved portion
of South
[52:50]
Bates Street right-of-way located south
of East Water Street.
[52:54]
I get a motion to adopt?
>> So moved.
[52:58]
» Second.
>> Vote when ready, please.
[53:02]
» Mr. Engard?
>> Yes.
[53:04]
» Mr. Bozak?
>> Yes.
[53:05]
» Mr. Sweat?
Miss Fogle?
[53:08]
» Yes.
>> Miss Hepner?
[53:09]
» Yes.
>> Mr. Richmond?
[53:11]
» Yes.
>> This next resolution is being um we're
[53:13]
going to ask for a motion to table it,
please.
[53:16]
Resolution number 15-2026, a resolution
authorizing the execution of
[53:20]
professional services agreement with
Prime Number Incorporated for the State
[53:23]
Route 18 multi-use path and Pole Road
sidewalk project, approving the
[53:27]
agreement
attached hereunto as exhibit A.
[53:31]
» And if I may, the reason why it's on
there is because I was hoping it would
[53:34]
develop a lot faster with the whole
master plan professional services
[53:37]
agreements. Eric is aware, which is
obviously
[53:40]
here today, but basically Johnson Henry
pushed back a little bit on what was
[53:44]
approved by council and we're working
through that with Bob and things are
[53:48]
just kind of going slow right now.
I haven't got a response back I don't
[53:51]
think from Kleinfelder yet and I know
people in their office were were out on
[53:55]
vacation. So, we're still hearing back
from them, but
[53:58]
that's why I brought it here because
when I submitted it
[54:01]
Yes.
>> So, you want to table it until September
[54:04]
8th or
>> Might as well. I mean, we got to do
[54:06]
something to get it on the agenda.
>> table it, you just table it and then
[54:09]
make a motion to take it off the table
when you're ready to do so.
[54:12]
» I'll make a motion to table.
>> Table number
[54:15]
Resolution number 18-26. Is there a
second? Is there a second?
[54:19]
Thank you for that for filling us in on
that.
[54:21]
» Thank you for mentioning your bed rest.
>> Vote when ready, please Mason.
[54:24]
» Mr. Bozak?
>> Yes.
[54:26]
» Ms. Bofry?
>> Yes.
[54:27]
» Ms. Hefner?
>> Yes.
[54:29]
» Mr. Wichmann?
>> Yes.
[54:30]
» Mr. Angard?
>> Yes.
[54:32]
» When we go ahead
>> On the table I would assume cuz we're
[54:35]
going to force them to talk to the
sheriff, so
[54:37]
» Yeah. So, Resolution number 18-
>> 18-26 authorizing the mayor to execute
[54:42]
an agreement for drug enforcement
services with Wood County Sheriff's
[54:46]
Office and the Wood County Board of
Commissioners attached there to as
[54:50]
Exhibit A asking this to be tabled to
after we discuss with
[54:52]
» Sheriff. Motion to table
Resolution number 18-26.
[54:58]
» I'll second it.
>> Vote when ready, please Mason.
[55:03]
» Ms. Bofry?
>> Yes.
[55:04]
» Ms. Hefner?
>> Yes.
[55:05]
» Mr. Wichmann?
>> Yes.
[55:06]
» Mr. Angard?
>> Yes.
[55:07]
» Mr. Bozak?
>> Yes.
[55:09]
» Motion to adopt. Vote on motion to
adjourn.
[55:13]
» I'll make that motion.
>> I second that motion.
[55:16]
» Vote when ready, please Mason.
>> Ms. Hefner?
[55:19]
» Yes.
>> Mr. Wichmann?
[55:20]
» Yes.
>> Mr. Angard?
[55:21]
» Yes.
>> Mr. Bozak?
[55:22]
» Yes.
