[1:30] So Chief Meyer you want to take it away ?
[1:36] Thanks, Marion.

[1:43] We just hired in June, end of June.
[1:45] He filled one of our vacancies that we
[1:47] have officer Justin Engle.
[1:50] Prior to being hired here, he was an armed security officer
[1:54] and a site supervisor for a security company
[1:56] and also served six years in the Army National Guard Ice.

[2:22] Branch police officer of north Branch.
[2:24] Police Officer within and force that city within force
[2:28] that city code County and state County and state.
[2:31] According to the best of my judgment and ability
[2:34] according to the best of my judgment and ability
[2:36] So help me God, you have something special
[2:39] here to In his bad 12 years.
[3:07] Think Yeah Congratulations.
[3:10] Thank you Yeah.
[3:16] And you guys get that That's good.
[3:23] If I here you folks It's a good point All right.
[3:30] Thank you, Chair.
[3:31] Appreciate that All right.
[3:37] At this point, we'll move on to public comment.
[3:40] So I'll do my best to.
[3:42] To say your name correctly.
[3:44] So our first one is a John Barney
[3:47] And I say that correctly Yep.
[3:49] So if you want to OK.
[3:53] You don't want to speak.
[3:54] Okay, No problem.
[3:55] Not a problem All right, Peter, Shops are you here?
[3:58] I know Good evening City Council.
[4:14] My name is Peter Shops Five 690 360.
[4:19] A street north branch staff.
[4:25] Nice.
[4:26] See you all again I came up tonight to speak about a matter
[4:31] that i'm close to.
[4:33] And that would be something that, you know there's probably
[4:37] a lot of people that don't want to hear about it,
[4:39] but I think it's really important to address it.
[4:42] And it's the.
[4:43] Again, the North branch water light
[4:46] which many folks weren't aware, they thought that matter went
[4:49] away To my recollection, the mayor Mr. Schreiber, Mr. Canada
[4:59] and Mr. Meacham should be aware that there's still
[5:01] we're parts of that that matter, that we're going away
[5:07] and we still are under a quick start contract
[5:10] with And those are the generators over here that
[5:16] unfortunate We had a fire last winter
[5:19] and I think it destroyed one of the generators
[5:22] and injured another And also did some substantial damage
[5:29] to the building It's been almost six months.
[5:33] I haven't seen anything going on over there.
[5:35] And I'm just i just wanted to make sure that the two
[5:39] councillors here that weren't there at the time I.
[5:42] Are aware that there is a contract in existence that
[5:46] governs those generators and how we generate
[5:50] the power for the simple contract and i
[5:56] advised that you all take look at that contract
[5:59] and refresh your memory on things because I
[6:02] don't know if the city administrator,
[6:03] administrators, even read it.
[6:04] I was going to ask you if it's something he's aware of.
[6:07] It's not He should get himself a copy and look at it.
[6:10] It's only 20 some pages, but it holds us to Generation
[6:17] with those generators generate for at least the next 25 years
[6:22] close to that anyhow.
[6:23] And we are responsible to make sure they're operating
[6:27] at peak capacity whenever simple calls us to turn
[6:31] them on and fire them up.
[6:33] And at that.
[6:35] I'm aware right now we're generating
[6:37] with Three versus five.
[6:40] And that's a substantial amount of money.
[6:43] We're revenue that we could be missing here Besides being
[6:48] in potential default of the contract that that adds up
[6:53] to over $100,000 a year of revenue that
[6:56] we're missing out on those.
[6:58] I'm assuming the insurance has been organized
[7:03] and I've talked to the administration.
[7:04] They say that there's no hang ups there.
[7:07] I just don't understand why we aren't
[7:09] seeing the contractors out there working
[7:11] on getting that thing going.
[7:12] We're going to be in September for here in a few days.
[7:14] Winners common and I don't want to see
[7:18] us going into the cold weather without that.
[7:22] That whole system operational so that's all I really have to say
[7:29] And so I would look for some redress to that matter
[7:36] as soon as as at least to find out where it's at
[7:40] and maybe get the ball rolling on that as soon as possible
[7:45] All right.
[7:45] Thank you, Peter.
[7:46] Mr. Hill, can you just give us an update.
[7:47] So we can put Mr. Sharp that he's
[7:49] a little bit well, thank you, Mr. Shops, for bringing this up.
[7:53] As someone who is really close to that project years ago,
[7:57] you know I appreciate you looking out for the community
[8:00] and looking out for the city So thank you for bringing it up.
[8:03] Yes, we did have a fire at the Generation plant in February
[8:06] of this year We are working with the engineers on that on that
[8:10] project to get a plan in place.
[8:12] We're pretty much set right now going forward The engineers that
[8:18] are subcontracted through our city
[8:21] engineer Spear are have a proposal in front
[8:24] of the adjusters right now.
[8:26] We are currently working with the League
[8:29] of Minnesota Insurance trust.
[8:31] We have been in close contact with simple
[8:34] throughout this whole process They understand where we're at.
[8:37] They understand that there's a fire there.
[8:39] We are in no conflict with our our contract in agreement with.
[8:46] Simple at this time.
[8:48] If there was, we've been assured that they would notify the city
[8:52] and give us a timeline as to when
[8:54] that needs to be back online.
[8:56] They have not done that at this time.
[8:57] And they understand and know the process that we're
[9:00] going through with this very complicated Generation power
[9:04] source, the electrical panel and the engines for that
[9:08] are very custom and we're working
[9:11] on getting that process done.
[9:13] We do have an obligation or at least
[9:15] notification to send for that.
[9:17] We're hopeful to be out of it by the end of the calendar
[9:19] year when running again.
[9:21] And that's about where we're at right now.
[9:24] Insurance is on board with us and working
[9:26] side by side with the city to move this project forward OK.
[9:29] So it sounds like by the end of this year is the goal.
[9:32] That is the goal Yes.
[9:33] Or have the generators online again
[9:34] and And the building roof repaired.
[9:36] If it hasn't been already.
[9:37] That is accurate.
[9:38] OK.
[9:39] The other thing too, is we've got a public works committee
[9:41] of Jim I bring in Jeff Will have they've
[9:44] been briefed on this through the committee meetings.
[9:48] Yes.
[9:48] Yes All right.
[9:49] I just want to make that clear.
[9:50] I know mr. Sharp is concerned about it.
[9:52] I assume you guys were.
[9:54] Yep Updated with this information.
[9:56] So I just wanted to make that public.
[9:57] Yeah Okay Any other comments?
[10:02] Yeah, I don't know if this was implied or intention lee or not,
[10:07] but I also want to reminder of Mr. Fraley.
[10:10] Mr. Hill want to also reassure that there
[10:13] was a mention about making sure this
[10:15] is taken care of before winter.
[10:17] But those generators do not supply
[10:19] power to the city there to supply back onto the power grid.
[10:23] When asked for.
[10:25] So I just want to make sure that I don't know if that's
[10:28] a slip of the tongue or if that was implied that that's accurate
[10:31] information It's not necessarily geared
[10:33] to go towards the city's power source
[10:36] Other it goes out into the grid.
[10:38] The last time it was called upon would
[10:40] have been in the winter in Texas when
[10:46] they had the rainstorms when they had all
[10:48] the power outage down in Texas.
[10:50] So the generators were turned on to.
[10:52] 2 2 feed the power requirements down in Texas or just
[10:55] goes out to the general grid Simple
[10:57] directs that where it needs to go.
[10:59] And that is the solutions Thank you.
[11:01] So I don't know if Matt knows this,
[11:03] but what percentage of the capacity are the generators
[11:05] normally running out while they're doing
[11:06] their monthly tasks ?
[11:09] So right now the three generators
[11:10] are not about six megawatt.
[11:12] We've already ran three different times
[11:13] during the summer months.
[11:14] This year, three generators that are running.
[11:16] So just the two that are offline right now.
[11:19] Right now, I know we have we have Five.
[11:22] But if they're not asking for you know, almost full capacity,
[11:25] if it's way less than that, then the three
[11:26] are able to accommodate whatever their request is Correct.
[11:30] And they request that they'll take the six megawatts.
[11:31] OK.
[11:32] All right.
[11:32] Just want to make that clear.
[11:34] Thank you All right.
[11:37] Anything else on that?
[11:39] I will forward then.
[11:40] So, Kathy Thomas, you are up next for public comment Okay,
[11:44] No problem Just kind of you.
[11:48] OK.
[11:49] So I'm okay.
[11:51] No problem I'm going to work down this list real quick.
[11:53] And then when i when I get done.
[11:55] Then I'll have you come up.
[11:56] OK So again, I don't open.
[11:58] I pronounce your last name.
[11:59] OK Okay.
[12:00] I do.
[12:01] I come up and talk and then I'm going to talk about that.
[12:07] Yes Oh.
[12:08] Yep.
[12:10] So what And you don't have to give your address.
[12:17] We don't want to broadcast that.
[12:18] So thank you, Peter, for doing that.
[12:20] But we don't want to do that anymore.
[12:21] So I'm sorry.
[12:22] I didn't even.
[12:23] I didn't hear.
[12:23] No, that's okay.
[12:24] It used to be a practice that people come up, give their name
[12:27] or what their address was.
[12:28] We don't need to have the address broadcast.
[12:30] OK.
[12:31] So I'm completely not prepared because I didn't know that this
[12:33] wasn't even an option.
[12:35] Okay.
[12:35] Excuse my ignorance because I don't
[12:37] know a lot about what the intentions are with the leaf
[12:40] pick up.
[12:41] Sure I know what I'm wanting to talk about.
[12:43] I don't I extremely appreciate it.
[12:45] It I loved it.
[12:47] It's one of the best things about this town, in my opinion
[12:50] And I. I like I said, I don't know what your intentions are,
[12:55] but I don't I don't want it to go away.
[12:59] I don't.
[13:00] Is this something that's going to be talked about tonight?
[13:02] Yes Okay.
[13:03] Yeah.
[13:03] So and and if it does, if it were to go away,
[13:08] my question is we have a fee that we
[13:10] pay the $75 every single year.
[13:13] So i live in an area that I'm not on.
[13:15] I don't have culverts, I don't have roads that are swapped.
[13:18] I don't have anything that's maintained.
[13:20] I don't have ditches I don't have a city water So
[13:24] like how would that affect the.
[13:28] I'm wondering how that would affect that fee
[13:31] And I'm also willing to pay more to keep the leaf pickup.
[13:35] As I know a lot of people are.
[13:36] Or maybe there is a situation where
[13:38] you could adopt an elderly neighbor and pay for.
[13:40] There is also I mean, I just i guess
[13:42] I'm wondering what the options are, which you'll probably go.
[13:45] We're going to cover that tonight.
[13:47] And again I'm sorry for my ignorance
[13:48] because I had idea about this.
[13:50] And so the other for your time on.
[13:52] That's a stormwater fee.
[13:53] I know there's a water right study going on right now.
[13:55] And so for people that are not on city sewer and water,
[13:58] right, don't have culverts or storm sewers, I'm one of those.
[14:02] I know Mr. Kennett is terrible So we understand the question.
[14:05] We've read that over the last several years.
[14:06] So that will be addressed at some point
[14:08] as well on there could be some type
[14:10] of an of a modification to how people are being charged.
[14:14] OK But that's just not going to happen tonight.
[14:15] So but like a live truck, will the mayor to clarify
[14:18] that's unrelated, right?
[14:19] It is unrelated, Yes.
[14:21] It's a it's a totally separate program So the leaf
[14:25] of that truck and that program is
[14:27] separate from the actual storm sewer Okay.
[14:30] Because when I looked it up on your website,
[14:31] it says it's include it in that $75 fee.
[14:36] So I want to pull it up out of it.
[14:41] It says it's for maintaining essential stormwater
[14:43] and drainage infrastructure.
[14:45] It supports wide citywide services including ditch
[14:48] maintenance, stormwater drain and pipe replacement
[14:50] culvert replacement street sweeping community wide leaf
[14:54] collection and stormwater upkeep Well,
[14:57] that's the city's that's an opt.
[15:00] It is, yeah.
[15:01] I think it's okay.
[15:02] Thank you for joining us.
[15:04] Thank you staff for taking notes Yeah
[15:08] Because I don't think it's just the leaf pick
[15:09] up on that list that's wrong.
[15:10] Correct.
[15:11] The Street sweeping is not also part of that program
[15:15] Street sweeping is actually part of the MBS
[15:16] for program for the stormwater So that
[15:20] is one of the requirements.
[15:21] We actually get an extra grant through that.
[15:23] Correct.
[15:24] Or that is that part of the fee that the paying, is that good
[15:26] necessarily from the fee So I think
[15:28] we'd have to clarify that that's what
[15:30] the assumption is that Great.
[15:33] Thank you, EMS, for municipal sewer EMS for.
[15:36] That's a state required program.
[15:38] So we continue to ask questions as well.
[15:40] So it's not something the city just made up.
[15:41] Every city has to do some form of it.
[15:44] We were asking questions about what's required and are we
[15:47] going above and beyond that.
[15:48] So I think we're still working towards those answers
[15:51] just a lot of confusion about the $75 fees.
[15:53] Also I think we need to clarify that specifically to the point
[15:56] I agree are good points.
[15:57] I thank you All right, Mark, you're up next.
[16:02] Yeah Yeah Know I just want to do highly
[16:08] encourage you to stop this flat contract
[16:11] and not kick it down the road any more
[16:14] I've been here for pretty much all
[16:17] of it since we heard about it after you
[16:18] passed it in every meeting.
[16:21] Yup It's going down the road.
[16:23] Down the road.
[16:24] Let's end it tonight.
[16:26] Okay There is other information that's
[16:28] been provided why we've gotten to this point,
[16:30] why we haven't made a decision.
[16:31] And the other thing is we have reserves in seeds or something.
[16:37] I've been noticing No.
[16:38] Come into these meetings Why are they
[16:41] making such little investment interest.
[16:47] So little we could pay take them out, pay the fine for penalty
[16:54] for taking them out and make it back in.
[16:57] No time at all, somewhere else We
[17:01] will last our finance director Sharon she's comment
[17:03] on that several times before it actually
[17:04] has increased the return on investment,
[17:06] but only get to that point.
[17:08] Sharon, we'll talk about the budget
[17:09] and we'll try to answer that question again.
[17:12] Thank you, Mark Murray.
[17:15] You are up next.
[17:17] If you want to talk I think.
[17:26] Thank you, gentlemen, for taking My questions here
[17:35] Over in Oshkosh, Wisconsin please
[17:39] is officer, court clerk lying to city council
[17:45] And it killed $8 billion surveillance company is contract
[17:48] less there Council approved Here's what happened
[17:53] the night before the August Council was set
[17:55] to renew a deal with Fox aG.
[17:58] The license plate camera company backed by 16 Z and Tiger global.
[18:06] One council member asked a flock representative plane yes or no
[18:11] question to just system build a heat
[18:14] map everywhere a specific car travels over time The flock
[18:21] representative said no The council believed them
[18:25] and voted 5 to 2 to renew.
[18:28] But the next morning, the chief officer
[18:30] told them the answer was false So pull up the system itself.
[18:35] You watch generate an exact heat. heat map of flock
[18:41] and just sworn it couldn't me and he walked in to emergency
[18:46] meeting and said, I would love because a misrepresentation
[18:50] misrepresentation i can no longer recommend flock
[18:56] understand that this heat map because it's the whole trick
[19:01] flock sells cities of title tidy little story
[19:06] a car drives by we snap a photo, we read a plate, and that's it
[19:11] But the same system can quietly average out where your car goes.
[19:16] Day after day.
[19:17] Paint your routine on a map.
[19:20] No One snapshot at one corner.
[19:23] Your pattern where you sleep, where You work,
[19:26] where you keep going back and forth.
[19:29] And how often If a flock employee
[19:33] later admitted on record the software does exactly that.
[19:38] So to pitch the problem product, the company
[19:41] wins the contract selling a plate reader
[19:44] and sits on the moving map of your life
[19:48] The only reason Oshkosh It was once kept the question of police
[19:54] officer bothered to check and he wrote to rescind
[20:00] the flock Camera 7 to 0.
[20:03] Unanimous I called the whole thing.
[20:08] One small misconception from a long meeting
[20:11] and said it was just appointed.
[20:14] Nobody.
[20:15] Let me explain A surveyor a company worth $8 billion,
[20:21] got caught lying whether it maps where your drive fence was
[20:26] the lie was small So I guess my question is is this fog camera
[20:35] going to be used to make safe map
[20:38] a heat map of wherever we go ?
[20:43] To me that First Amendment violation
[20:46] and unreasonable search for the amendment violation
[20:51] So on that basis I'm asking that you do
[20:56] not ratify this So thank you.
[21:01] Okay.
[21:01] Thank you, Murray.
[21:03] Appreciate your comments All right, Van Kirk if I
[21:08] said that correctly All right.
[21:15] Good evening, Mayor and council members.
[21:16] Thank you. you for giving me a few minutes to speak tonight.
[21:20] I'm here to ask you to keep the city's pick up program in place
[21:24] I understand that the city has to make difficult decisions
[21:26] about budgets and service but I believe leaf pickup is one
[21:30] of those services that has a much bigger impact
[21:32] on our community than it may seem in the fall
[21:34] and the spring I see most of my neighborhood utilizing
[21:37] the service for many residents, especially the elderly people
[21:41] with physical limitations, family, and homeowners who don't
[21:44] have a truck trailer or the ability
[21:46] to haul large amounts of leaves.
[21:48] The service is extremely important and helpful.
[21:51] There are also some practical questions
[21:53] that I think need to be answered before this service is
[21:56] eliminated What happens to all those leaves
[21:59] if residents no longer have access to CityLift pickup?
[22:02] Are we going to see more people burning their leaves
[22:04] If so, what impact could that have on air quality fire
[22:07] safety in our neighborhoods will compensate ours,
[22:11] be expanded if residents are expected to hold their only off
[22:14] to the site Will the city provide additional hours
[22:18] or expanded access during the fall season
[22:20] to accommodate the increase in volume And what's that cost?
[22:24] And perhaps the most important question residents
[22:27] have what happens to the storm sewer fee, which is
[22:31] already kind of capped on that?
[22:33] The city website states that leaf pickup
[22:35] is one of the covered items by the storm sewer fee
[22:38] that residents pay on their water bills.
[22:40] If residents continue paying that fee.
[22:42] But the service it helps fund is eliminated.
[22:45] Well, the storm sewer fee be reduced or removed
[22:47] from our water bills likely not if the city is going
[22:50] to continue collecting the fee.
[22:52] I believe residents deserve a clear explanation of where
[22:54] those funds will go and how the elimination of leaf pickup
[22:57] affects the purpose of that fee.
[23:01] These are important items to be considered for the residents who
[23:03] are ultimately paying for and affected by this decision
[23:06] Leaf pickup also helps keep our neighborhoods clean, safe
[23:09] and looking their best Large piles of leaves
[23:12] can create slippery conditions clog storm drains
[23:15] and become a problem when they're
[23:16] left sitting along the streets.
[23:18] But more than anything, I think this
[23:21] is about what kind of community we want to have when residents
[23:24] pay taxes and fees for city services,
[23:26] they expect those services to provide value back
[23:29] to the community leaf pickup may seem like a small service,
[23:32] but for the people who rely on it,
[23:34] it makes a significant difference
[23:37] If there are ways to make the program more efficient
[23:39] or reduce its costs.
[23:40] I think those conversations points are absolutely
[23:42] worth having Maybe there are changes
[23:44] to the schedule like pushing the pickups back a week
[23:46] or two, as some of the leaves haven't fallen
[23:48] by the first pickup changing pickup routes
[23:51] or other efficiencies that could save money without eliminating
[23:54] the program entirely Here are just a few
[23:57] of many Facebook comments from residents that couldn't be here
[23:59] today Can't make the meeting leave Pickup is the most
[24:03] useful thing that I've had.
[24:05] I have many oak trees and I don't
[24:07] know what I would do with the leaves without the leaf pickup.
[24:10] I live on a private road and get no snow
[24:12] plowing, no road grading no road upkeep from the city or county.
[24:16] So it's nice to have at least one perk leaf pickup
[24:18] if you have the equipment.
[24:20] So I make a decision to discontinue
[24:21] the pickup Another we usually pick up
[24:24] and appreciate it very much.
[24:25] I would hate to lose it.
[24:26] I'm sad.
[24:27] We can't be at the meeting.
[24:29] Another one I usually pick up.
[24:31] And it's one of the things I really like about this town.
[24:34] Another one I used to leave pick up every year
[24:36] and so do all my neighbors.
[24:37] Being elder this is a godsend.
[24:39] Just think of the line up at the compost area If there's no leaf,
[24:43] pick up and I'm sorry.
[24:44] I'm unable to make the meeting tonight.
[24:46] Just my $0.02 worth on the leaf pickup.
[24:48] My concern is what will the residents
[24:50] do with all their leaves?
[24:52] This will be a safety issue.
[24:53] Will they start burning them in their yards?
[24:56] I respectfully ask that you keep the leaf pickup in place
[24:59] and to consider the full impact this decision will have
[25:01] on our residents and our community
[25:04] and i also want to thank you guys
[25:05] for allowing people to come up and talk about the flag cameras.
[25:09] I know that's been an issue for the past weeks and months
[25:13] and it just it shows that you guys are listening
[25:16] and hopefully we can come to a conclusion on that.
[25:19] OK.
[25:20] And the contract .
[25:22] A lot of your questions are going to get answered
[25:24] tonight as far as a leave.
[25:26] Thank you All right, ma'am, you want to come up and talk?
[25:30] If you just want to state your name and I'll write it down
[25:33] and it's Barb Wilson Our go ahead,
[25:40] my son was trying to call me Okay.
[25:44] So I actually wrote it down.
[25:48] OK I have a phone, but I don't put
[25:51] the finished I'm checking on the senior building
[26:02] and on Cedar Street and i have some questions.
[26:10] And you may or may not be able to answer them tonight,
[26:14] but I will take a phone call explaining them to me
[26:17] if you get the answers First of all,
[26:21] I want to know what is the designee of the senior building
[26:26] now?
[26:27] Is it still classified as the senior building
[26:32] that's in the process to change this and that?
[26:34] Nate, can you answer that And yeah Mayor and council allow
[26:46] that designation has not changed since the building
[26:48] was constructed in 1978.
[26:49] It allows for a senior housing and, you know, those
[26:51] with disabilities And so that's the same that
[26:54] was originally allowed there.
[26:55] And as that has not changed, okay, That is what I wanted.
[27:00] Okay I was wondering how many units are there now I
[27:07] I do not have the exact.
[27:08] I can if you give me a minute to I can get that number for you.
[27:10] That's fine And yeah, my major concern
[27:15] is, will there be on site parking for all of the units
[27:22] and the staff and the visitor or are
[27:26] they going to be parking in the street all the time Sure.
[27:31] So the parking that's been taking
[27:32] place so they just they resurface working that.
[27:35] Yeah.
[27:36] Yeah.
[27:36] And so they've added additional parking spaces to what was there
[27:39] previously I think there's like six additional
[27:41] that was previously there Otherwise,
[27:44] it's the parking the number of units is remaining the same.
[27:47] They're basically, they're working on remodeling
[27:48] each of the units.
[27:49] And so it's a nine phase project either on phase seven of 9,
[27:54] where the tenants will basically get
[27:56] moved out while they're up dating those particular units.
[27:58] And then they move back in.
[28:01] So that was I was just checking in because right now it's a 5050
[28:08] on the lot to me, on how many cars are being some
[28:16] are from the home themselves that that's just during that
[28:21] and i just figured the same other way and the other work,
[28:26] then I have no problem then so now I have one about my sewer.
[28:34] I'm i don't know where my sewer connects to the city line.
[28:42] When it comes out.
[28:44] According the id, the green mark is the mark or the sewer Correct
[28:54] When you guys come out and.
[28:55] Mark Correct Right.
[28:58] Okay So if you want to have us identify,
[29:01] we could give you a look at our televised videos
[29:03] and tell you exactly where your sewer line
[29:05] is for your private lateral.
[29:06] I am really concerned because I had a plug line and the line
[29:14] goes out from my office and water utility So okay,
[29:28] I feel better If it was me but I don't know where
[29:39] to go because they went on How do you speak with a snake
[29:47] and i'm pretty sure we didn't hit the street
[29:52] and it shows the green mark is actually on my driveway
[30:00] But the line goes toward your house right
[30:08] So I think the best thing we could do is just leave
[30:09] your name address and a phone number.
[30:11] And I could look into that for you tomorrow.
[30:13] Okay Who do you want me to be ?
[30:20] OK And that was Michael Thank you.
[30:26] All right Then the other question about the amount
[30:28] of units and in that senior building Yep,
[30:32] there's 47 units in that facility
[30:36] And the state is saying 40,000.
[30:40] You can definitely correct this building and see.
[30:44] Correct That that one which all right, So, Barb, if you're done,
[30:50] then Barb Barb.
[30:52] So.
[30:53] All right As anybody else, I'd like to provide
[30:55] public comment All right.
[30:57] Yeah Okay.
[30:59] Go ahead.
[30:59] Come on up Hey, Kevin.
[31:03] Good to see you again.
[31:04] Hi there.
[31:05] Rob Newman I live a block away from here and just about
[31:09] to leave.
[31:09] Pick up thing.
[31:10] It's hugely beneficial.
[31:11] Specially being in the city.
[31:14] I think important because of the curb and everything The curb
[31:17] line and the leaves blow up on the curb line
[31:19] or sadly off by yard under the curb line
[31:23] Plus we have on the boardwalk side where responsible, you
[31:27] know, we take care that most and everything,
[31:28] but there's some huge trees there that dump bags and bags
[31:34] and bags of leaves that if you get rid of this what's going
[31:39] to happen to all those technically city owned leaves
[31:44] Am I going to be responsible to pay for the bags
[31:49] and everything else I mean, that's just a city,
[31:52] you know here in the city.
[31:53] It makes a difference versus out of the city.
[31:56] I think the program is great I love it.
[31:59] I look forward to it.
[32:00] Actually, every single year because it's a great benefit
[32:04] especially with me now 62, not that young spring
[32:07] chicken anymore.
[32:07] So it's nice to be able to get them where you guys can pick
[32:12] them up without me trying to put them in probably 200 bags
[32:17] with that.
[32:18] You see in my yard, it's like a park.
[32:20] So that's all I have to say, I really would love to have it.
[32:24] I thought too, about the keeping the cards open later.
[32:28] And then trying to weigh out the costs of hourly rates
[32:31] and all that kind of thing.
[32:32] It might be a break even to keep it, but that's it.
[32:35] So I want to say thank you all right, Jesse, you know my name.
[32:42] That's all right.
[32:45] I will get I wake up and I you no doubt anything.
[32:49] We didn't even need Fox 4 that So.
[32:53] All right. as you said, my name's Jesse Anderson.
[32:57] I live here in North Branch I actually
[33:00] have two things I wanted to talk about real quick.
[33:02] Leaf pick up is one of them.
[33:05] Well, I don't utilize the service
[33:07] and i really don't have any need to.
[33:10] I recognize that there are many in this community that enjoy
[33:14] and use the leaf pickup service And I
[33:17] feel it can be beneficial as a selling point
[33:19] as well to improve our property values.
[33:23] No, I do have a few questions about the service, which
[33:25] you guys may or may not answer later,
[33:27] but I figured I'd ask them anyway
[33:30] I believe I heard you once talk about the city
[33:33] needing to buy a new truck to continue the service Do we use
[33:38] that truck for any other purpose or is it just solely
[33:41] leaf pickup It's Mr. Really?
[33:44] You want to solely pick up.
[33:46] OK So in that case, we just replaced our police
[33:51] cruiser fleet, right?
[33:53] But we passed the old Fleet on to the fire
[33:55] department, which tells me that the cruisers were still viable.
[33:59] Use.
[34:00] And so if we're replacing other viable vehicles
[34:06] are we not doing the same with the leaf pickup truck
[34:09] or vehicle, whatever it is And so I guess my question is,
[34:14] who inspected the truck to determine whether it
[34:17] needed to be replaced Yeah.
[34:20] So i don't know if that's a an age thing combined
[34:24] with the amount of repairs that seem
[34:25] to be accruing could you just speak to that for a moment?
[34:28] So we public works, we do have to the pickup trucks, one that
[34:30] is at the 20 year mark and one, I believe,
[34:32] is about Five years old.
[34:35] So those specialty trucks, it's usually like a 20 year
[34:38] replacement plan So they're over $300,000 a truck,
[34:43] right We looked at the one that's 20
[34:46] years old and determine whether it
[34:49] actually needed to be replaced.
[34:51] So it's still being used right Or I mean, just to clarify
[34:57] eventually it will wear out.
[34:59] Right.
[34:59] Obviously mean, can we make another year to probably.
[35:03] Right.
[35:03] And that's that's kind of what I'm wondering,
[35:05] does it need to be replaced right now or is this something
[35:07] that reaches look at in term and you
[35:11] know maybe it's good for another year, maybe five?
[35:14] Yeah it's on the radar is a longer
[35:16] you know like the planning you know the three,
[35:18] 5, ten year plan right.
[35:19] Yeah.
[35:20] And it just like Jeff said.
[35:21] OK that's all I got on that.
[35:25] OK.
[35:25] So now we'll get to the flat canvas
[35:27] because that's my specialty So over the past two weeks,
[35:31] I've been doing a fair amount of leg work.
[35:33] I've been I visited the August 18 Sandy County commissioners
[35:37] meeting and there.
[35:39] I found out they were on a trial plan.
[35:41] And I forget there was another city in the area
[35:45] that was also on a trial plan.
[35:49] So their cameras cost them nothing.
[35:51] A additionally if their cameras were vandalized or damaged,
[35:55] that also was not a liability for them.
[35:58] So that would cost them nothing I guess I'm just wondering why
[36:01] we didn't consider a trial period before we jumped
[36:04] into a three year contract.
[36:07] I guess the same thing I myself.
[36:10] So I don't know if you you want to comment on that at all.
[36:13] Was it was there an option?
[36:16] I didn't know about that.
[36:17] They didn't advise me of a trial plan.
[36:21] So i bet Okay So I also reached out
[36:27] to a number of municipalities that
[36:29] canceled your flat contract.
[36:31] I had a great conversation with the chief of police
[36:33] on a Mayflower, Arkansas.
[36:36] Brittany Bird Bird, I think is okay You know,
[36:40] she likes what the cameras can do for crime.
[36:43] You know, obviously, they can do good things
[36:46] but feels deeply that they violate people's rights.
[36:48] And that was more important to her
[36:50] than having the cameras She informed me that all she had
[36:56] to do to cancel their contract was send flag a letter stating
[36:59] they were concerned canceling the contract
[37:02] and they then made a lump sum for the the contract or she
[37:10] said that Clark told them they would charge them $500 camera
[37:14] to remove them Otherwise, they could
[37:18] leave them up for the duration of the contract.
[37:22] Two things that kind of stuck out to me on that
[37:24] because their contract ended.
[37:26] Next year, late next year So and Yeah the contracts typically
[37:37] are to renew.
[37:37] I'm assuming ours was set up to do the same right
[37:42] And what all the police chief there that the cameras would be
[37:46] deactivate it But what we've seen is many municipal cities
[37:52] have left their camera cameras in place after canceling.
[37:56] They found the cameras have been turned back
[37:58] on And what this kind of tells us is that flock means
[38:04] that your access to the cameras is deactivated,
[38:08] not necessarily the cameras themselves Other places
[38:12] they found they would take the cameras down
[38:14] or they removed the cameras, much like we did.
[38:17] And these two weeks later, walking by
[38:20] and put a few new cameras So which
[38:25] is crazy And so that kind of points
[38:29] to the whole business model behind the flock cameras.
[38:32] And that's the they sell it as a nationwide network of cameras
[38:38] that potentially access So taking cameras
[38:42] offline, that leaves a hole in the network
[38:45] And they don't they don't want.
[38:46] That's bad for their business model
[38:48] So tonight, I'm asking you again to cancel the contract I kind of
[38:53] give you a roadmap It kind of looks like you
[38:56] guys have looked at it as well.
[38:58] So all we need to do is follow it That's all I got.
[39:01] All right.
[39:01] Thank you.
[39:02] You, Jessie.
[39:04] All right.
[39:04] Anybody else would like to provide public comment
[39:06] at this point All right.
[39:11] So, you know, jumping up we're going to keep moving
[39:13] on as far as the flash stuff.
[39:15] We got more cameras and I've got some talking
[39:18] points Jessie, that I think you'll
[39:19] be interested in So All right.
[39:24] Well, here appreciate all the comments.
[39:28] And again, just as a reminder there
[39:30] was a time when we didn't allow public comment on action
[39:32] items for that same evening.
[39:35] But we did change out a year or two ago.
[39:36] Something like that.
[39:38] So you're welcome to provide public comment on action items.
[39:42] If you have important information
[39:44] We sure would like you to bring it
[39:45] before the night of the meeting because we don't have any way
[39:47] to verify or research that.
[39:49] Right.
[39:49] So hopefully that's common sense and you know,
[39:52] you understand that.
[39:52] So we can only do so much with it.
[39:54] If it's the First time we're hearing about that night.
[39:56] So please reach out to us ahead of time, Reach out to staff.
[39:59] So we can research this thing All right.
[40:05] City Administrator matthew Hill, all right.
[40:08] So move on to a consent agenda.
[40:10] So we've got several items in there.
[40:12] Seven is an alpha down to seven H, as in Hulu
[40:18] So looking for a motion to approve as it's
[40:21] laid out in front of us.
[40:23] So I make a motion to approve consent agendas
[40:26] is an item to Aitchison hotel.
[40:29] Okay Seconded by Meacham and the first and second.
[40:32] Any questions before we go?
[40:34] All right.
[40:34] All in favor.
[40:35] Signify by saying i any opposed ask unanimously All right.
[40:42] We want a staff report.
[40:43] So the first one is under nine A,
[40:44] and that's to consider approval of an ordinance amendment
[40:48] amending chapter 66 of the City Code regarding
[40:50] accessory dwelling units.
[40:52] So Mr. Sandra, are you kicking this for us Yes.
[40:56] Good evening, Mayor and council.
[40:57] I'm as you mentioned there is tonight, the consideration
[41:00] of an ordinance for 1626 to amend
[41:03] city code relating to the regulation
[41:05] of accessory dwelling units.
[41:07] More specifically it's chapter 66, 8 for the definitions
[41:11] of its use and then also a 66 Six for creating
[41:15] as a conditional use and the R1R and zoning districts
[41:21] And then lastly actually providing the performance
[41:23] standards and adding that in the 66 950
[41:28] So the 80 is that something that's
[41:29] been discussed for the past in more detail since April?
[41:33] But really it's been on board for the last year or so,
[41:36] and maybe we've had other people inquire about this,
[41:38] you know, variety of capacity over the past few years
[41:42] There's been multiple meetings that we've talked about this.
[41:45] And looking at, you know, what zoning districts what's
[41:48] the approval process look like, Size limitations,
[41:50] parking requirements which if you owner
[41:52] occupied utility connections.
[41:55] And then just design compatibility
[41:58] And so you can see in the graphic over here,
[41:59] there's a variety of 82 types.
[42:01] There's a detached ones, there's attached
[42:04] You can have in addition to your garage or remodel your house
[42:06] or the variety of of 80 possibilities on the planning
[42:11] commission discussed is that back in in July
[42:14] and they kind of had a draft ordinance which I'll kind of get
[42:16] to after a lot of months of discussion looking
[42:19] at these topics and really what the the ordinance really looks
[42:23] at as they looked at the zoning district where should be allowed
[42:25] So they talked about our one.
[42:27] And I have a map coming up show you where that's at requiring
[42:31] it to be a conditional use.
[42:32] And so every 80 would require going through a public hearing
[42:35] process.
[42:35] And it's a use.
[42:36] It's permitted with conditions.
[42:37] And so we look at each on an individual basis and apply
[42:41] the appropriate conditions that would allow opportunities
[42:44] for the public to provide comments at that public hearing
[42:48] for those that would be separate provisions
[42:50] for attached and detached and be a max
[42:53] floor area of 700 and 750ft².
[42:56] Appreciate it.
[42:57] Would require it'd be a max of 182 for property.
[43:02] The property owner has to be the parent has to either
[43:04] be the principal dwelling or else
[43:07] they could live in the accessory.
[43:11] They should be There is a discussion originally talking
[43:13] about having the accessory structures only in the rear yard
[43:16] at the public hearing there was discussion that allowing it
[43:19] in the side or front yard to match the accessory dwelling
[43:22] units me, the accessory, the And so we'll kind of talk
[43:26] about that in a little bit.
[43:27] Having the exterior building materials be compatible
[43:30] at the principal dwelling and then having that one parking
[43:33] space for that 80, you obviously having compliance
[43:37] with building and fire codes, looking
[43:40] at sanitary sewer connection.
[43:41] So if you're on municipal services,
[43:43] having that connection being made or if you're private.
[43:45] Well, and septic, making sure that the septic system is
[43:48] adequate and supports that additional bedroom to that
[43:53] to that system, it does not allow for manufactured homes, RV
[43:57] or campers to be utilized as an ideal
[44:00] and also did not allow for short term rentals and the failure
[44:04] to maintain would result in that.
[44:06] The revocation potentially, of that.
[44:08] So you p so looking at the zoning districts
[44:13] so this is the entire city here.
[44:15] And so the light yellow is going to be rural residential.
[44:19] The brighter yellow is going to be R one, which
[44:21] that's intended for B and have an initial services
[44:23] extended to them.
[44:24] And then the green area, that's going to be, again.
[44:26] So those are the zoning districts
[44:28] where it's been proposed to allow Ada used to be located
[44:33] as I mentioned at the public hearing,
[44:35] there was a discussion about the ability to have
[44:37] an 80 on the front yard.
[44:39] So if you had a larger property.
[44:40] So currently our accessory dwelling, so a garage and things
[44:43] like that.
[44:44] If you have five acres, a larger or they can
[44:46] be placed in the front yard.
[44:48] The Planning Commission felt that for if that's
[44:52] allowed in the front yard, you know,
[44:53] what would be the difference.
[44:54] And so they thought it should be consistent
[44:55] and have it follow the accessory structure ordinance.
[45:00] And so to allow for the on five acres or larger in the front
[45:03] yard and then allow it on the side yard and the yard for all
[45:06] properties The other discussion at at the public hearing was
[45:10] the ability to have it as a short term rental The Planning
[45:14] Commission in the current status of the proposed ordinance that
[45:16] requires to have a minimum of 30 days for or 80 used
[45:21] for and so and there was there's comments that were requesting
[45:25] support to have the ability to have short term rentals
[45:28] The Planning Commission decided to state recommend staying with
[45:32] the minimum of 30 days and to they thought that they could
[45:35] revisit in the future if this
[45:36] is something that would be approved.
[45:39] So as I mentioned, we you know, the definitions
[45:42] are one of the items that are to be recommended for amending
[45:46] And there is the definition below is in your packet Here's
[45:51] that permitted uses table identifying accessory dwelling
[45:55] units as a conditional use.
[45:56] And so you'll see that it's the see
[45:58] that's underlined in the R one role
[46:00] residential zoning districts.
[46:02] And then lastly the Planning Commission,
[46:04] after they held their public hearing back on August 4th,
[46:07] they ultimately recommended approval
[46:08] with the ordinance as presented in your packets this evening.
[46:12] And so with that I'll be looking for any questions or comments
[46:16] or discussion from the Council.
[46:17] Oh, I saw hand up in the audience
[46:19] So if you have a question mark up, just identify yourself.
[46:21] Go ahead and ask your question My name's all 11 Maple Street.
[46:29] OK I came here tonight for flock completely.
[46:32] What I came for, bye.
[46:35] Moved up here back in September and kind of
[46:39] bought a older house on Maple Street.
[46:41] And I have a detached garage So I
[46:43] guess my question was sheds kind of classify under that 180 you
[46:49] as well because I was kind of starting out
[46:53] rolling and thinking about adding a shed into the yard
[46:55] So before I start doing all the research into that,
[46:58] I just want to know if it's possible or not for it
[47:00] all the time.
[47:02] And effort and trying to plan something like that out.
[47:05] Sure.
[47:05] So there's a variety of things that impact So each, each site,
[47:08] you know, so the proposed uses being a conditional use permit
[47:11] And so each site would be looked at as an application submitted.
[47:14] But in theory, yes, you could have an accessory structure
[47:16] and an accessory dwelling.
[47:18] So you could have like a shed and an accessory dwelling unit
[47:21] over on your property The things that could potentially impact
[47:24] it are going to be setbacks from the property lines,
[47:26] setbacks from the existing buildings maximum
[47:29] pervious area on your existing lot
[47:32] And so that's where it really kind of comes down
[47:34] to each individual parcel is going to need to be looked
[47:36] at a case by case basis So that meets those setback
[47:39] requirements as proposed.
[47:40] The ordinance that's being presented tonight.
[47:42] OK.
[47:43] I'll be looking for storage or actually semi living in there.
[47:46] Storage.
[47:46] Okay.
[47:47] So as a different classification.
[47:48] Yeah, that's a different class.
[47:49] This is Yeah.
[47:50] This is to allow for an accessory.
[47:52] So basically somebody to have the ability
[47:53] to have a dwelling unit.
[47:55] And so an accessory building.
[47:57] Oh, yeah Sorry, sorry.
[47:59] Yeah, yeah.
[48:00] No, you're good.
[48:01] Yep Thank you.
[48:02] Yeah.
[48:05] So if we're watching, we got to make sure they can hear you
[48:07] on the microphone So this is for, like, you want
[48:10] to put an addition out and then have somebody rent it out type
[48:12] of thing, Or is this for, like, an extra storage garage or Or
[48:17] all the above?
[48:17] Yeah.
[48:18] So pretty much all zoning districts allow for bikes,
[48:21] for garages or sheds currently.
[48:23] And so the size of the garage or said that you can currently have
[48:26] on your property is going to be based
[48:28] off of the id, the buildable area of your existing lot.
[48:31] Okay The one thing I did see was match like the siding
[48:34] or the my problem is that I live in a brick house that
[48:37] was built in the late 60s early 70s,
[48:39] so that brick doesn't exist.
[48:42] So what would i do?
[48:42] Because I was thinking maybe down the line
[48:45] putting in because I know you're allowed 750 square foot.
[48:47] So if i wanted like an outbuilding, I'm in town What
[48:51] could I do?
[48:52] Because I know we can't match that brick.
[48:54] I don't even know where it came from So
[48:55] are you looking for storage or somebody actually live in it?
[48:58] No.
[48:58] It would just be like an hour for, like, an extra build.
[49:00] OK So I think we have to make that clarification again.
[49:02] So dwelling me something to live in there like a guest house
[49:04] right there where they have a bathroom
[49:06] and well, I would put if I could afford it,
[49:09] I would put like something up top.
[49:11] But that might just be a man cave,
[49:13] you know call it a mother in law suite.
[49:16] You know But no, but mostly, mainly for a garage Yeah.
[49:19] Yeah, but I still have to match the.
[49:22] Yeah.
[49:23] In the way the accessory structure code
[49:24] is written It says it has to be architecturally harmonious
[49:27] and so it has to match as closely as possible, you know.
[49:30] And so if there's, that's, again,
[49:31] it's kind of a case by case basis.
[49:33] And so, you know we're going to look at it if, you know,
[49:36] if that brick is no longer available,
[49:37] if there's something similar in nature,
[49:40] that's the way that the code is what it would still have to be.
[49:42] Brick it would, yeah.
[49:45] We'd want to look at it and see.
[49:46] Yeah.
[49:47] So, yeah, if it's the way it's proposed in,
[49:50] I would say having a private conversation to with your staff
[49:52] would help because maybe there's some other complementary type
[49:56] something that would look material, right?
[49:57] A percentage of right that makes it harmonious OK.
[50:03] Thank you.
[50:03] You bet.
[50:04] Yeah Question go ahead.
[50:07] Excuse me, Nick, you explain that short term rental that you
[50:10] saying it's not forbidden.
[50:11] So is it, for example, the structure that we talked about,
[50:15] you're adding on to the house Is it for the house and add on
[50:21] or is just for the add on that the short term,
[50:23] I'm confused on terminology and water supplies.
[50:27] It's short Sure.
[50:28] So the way the code is currently written here
[50:31] and see if I can pull this up, it basically it
[50:32] says it has to be like so if you have a lease, if somebody is
[50:36] renting that space that they have it has to be
[50:37] a minimum of 30 days that they'd be residing there
[50:40] because the intention is not to provide it
[50:42] when that was when the code is drafted
[50:44] is not because we're looking at having this
[50:46] in residential neighborhoods and so having it
[50:48] where it's not really creating like almost
[50:50] like a lodging or a different type of use
[50:52] than that's currently there.
[50:54] If you have a short term rental where it's week,
[50:56] you know, every weekend or whatever it may be,
[50:57] that's going to have a different traffic pattern.
[50:59] And then compared to what's currently when people live
[51:04] there, that's how that was, how it was, you know,
[51:08] it was kind of brought forward.
[51:09] And so they know.
[51:10] So an Airbnb could be short term rental
[51:14] It could be that for and like I said,
[51:17] they can't The Planning Commission
[51:19] wasn't completely against the idea of a short term rental.
[51:22] I think we have a right to do that.
[51:23] There are things like we'd want to do because in our zoning
[51:25] definition, it doesn't currently define
[51:27] what a short term rental is, and there's
[51:29] things we want to explore.
[51:30] I think they don't necessarily.
[51:31] We've had requests to allow essentially like, you know,
[51:34] if you have a a parent or a child that's looking for a place
[51:38] to stay.
[51:38] And so that's why it really kind of, you know, kind of help
[51:41] form the basis of the language in the current code
[51:44] that's being proposed.
[51:45] And they said that they could revisit this,
[51:47] you know in the future.
[51:48] They just wanted to kind of, you know,
[51:50] bring it forward like this today Thank you And part of the reason
[51:54] this has come up to Right.
[51:56] Is to provide some type of additional flexible housing.
[51:58] So someone's got a family member and they
[52:00] can live in a secondary building on their property.
[52:03] Right.
[52:03] It provides flexibility to allow that Correct.
[52:07] That's part of what's driving.
[52:08] Yeah, absolutely.
[52:09] I think there Well Yeah.
[52:12] So I like that.
[52:13] Clarify and I'm glad you describe that too as far as the
[52:17] looking further into that short term
[52:18] rentals I think i'm probably aligned with where you were
[52:22] going with us I would like to pursue and understand,
[52:25] you know, what we should do to make sure we consider
[52:27] the short term rentals because I think if somebody makes
[52:31] this investment, I don't want to limit their rights to be
[52:33] able to sell as they choose, but I want to make sure we do it
[52:35] the right way.
[52:36] So yeah, I think that makes sense
[52:41] So it's the right way, not long, less than 30 days or right
[52:45] now I think I like the process.
[52:47] OK All right.
[52:48] We're going to do this.
[52:49] And then i would advising the Planning Commission
[52:51] to continue to investigate.
[52:53] OK Short term rentals.
[52:54] Gotcha.
[52:55] The explanation made sense.
[52:56] Yeah.
[52:56] Yep Just let's continue right And that's exactly how the chair
[53:01] laid it out when I was attending the perfect let's
[53:04] start here, get more information We can address it as we need it.
[53:07] Future.
[53:08] Thank you.
[53:09] That's a good start Yeah, but especially
[53:11] when you're thinking about how big a some of the lots
[53:13] are in the city that you can't do it currently.
[53:15] Right?
[53:16] Let's let's move that ball forward
[53:18] and then we can adjust as we need
[53:19] appropriately other questions or statements
[53:25] I'll make a motion to approve.
[53:26] Perfect.
[53:27] Second.
[53:28] And you're approving what, what ordinance number
[53:31] or 16-26 the second on 41626.
[53:36] As is laid out in front of us.
[53:37] Yeah.
[53:38] First and second.
[53:39] The other question before we vote no All in favor
[53:42] signify by saying I any oppose That's unanimously.
[53:45] Okay.
[53:46] Thank you.
[53:46] Cannot All right.
[53:52] So the next one is nine be in has to consider approval
[53:55] of reallocation of committed generation fund proceeds
[53:58] for the north bus all time project to parks and trails
[54:01] projects, including the Flank Avenue trail extension.
[54:05] So who's leading this one, Mr. Hill
[54:07] Thank you, Mayor and Council.
[54:09] In 2023, the city did complete the sale of the electric utility
[54:12] to eCB following the necessary defeasance of the bonds There
[54:17] was $1.865 million that did remain that was committed
[54:22] at the time to an infrastructure improvement of the Northwest
[54:26] old town area due to the council directives that
[54:30] were provided here at the last couple of meetings.
[54:33] That did kind of change the scope of that project It did
[54:39] reduce the the requirement of that $1.8 million for that
[54:43] project, approximately 800,000 of that original commitment is
[54:47] currently available for alternative project funding
[54:51] The city administration is proposing reallocating this
[54:55] uncon mitted balance of up to $500,000 to support high
[55:00] priority parks and trails projects Specifically,
[55:04] these funds would be used to address the current budget.
[55:06] Short falls on the link avenue trail extension which
[55:11] does require additional funding to move forward
[55:13] with the reception of the bids that
[55:15] exceeded the original estimate.
[55:17] That is next on the agenda if this gets approved this evening,
[55:21] it is recommended that the Council do authorize staff
[55:24] to proceed with the reallocation of up to $500,000 from
[55:28] the Generation Fund to the Capital Fund for this link
[55:31] avenue trail extension The second part of that is actually
[55:36] a step that we were taking internally to work with
[55:39] our auditors to make sure that we're following
[55:40] the right processes on that.
[55:42] And we have confirmed that.
[55:43] So we are just author requesting the authorization
[55:47] of the reallocation of up to $500,000 from the generation
[55:51] and Fund to the capital fund for the Flank
[55:54] Avenue trail extension Any questions from Mr.
[55:57] Hill on this one?
[55:59] Should we postpone this one until we actually
[56:02] approve the old town project?
[56:04] Which direction we're going?
[56:05] So I don't think we've done that.
[56:06] Correct Staff will be receiving at the next council meeting
[56:12] a proposal from WSB to prove to us with the plans and specs
[56:17] But at this time the scope of the project has been approved.
[56:22] It's just the funding sources in the allocation
[56:24] of the actual disbursement of of that
[56:26] for that project going forward I see your point, Councilor gill.
[56:32] I mean, it does make me a little nervous.
[56:34] We're we're not even out for bid and I know we have leeway
[56:37] and you say, I mean approximately
[56:38] if I'm doing my math right, another 300 K approximately
[56:44] But I don't know.
[56:45] It does worry me a little bit.
[56:47] So if I may you have the mayor and council.
[56:50] So there is currently 1.8 designated to this project
[56:54] The initial findings brought forward from the engineers
[56:57] was to have $1 million set aside of that 1.8
[57:01] for this project for the surface improvements
[57:04] and subsequent communication with the city engineers.
[57:09] The that full $1 million is probably not
[57:11] going to be necessary either because the do the sub surface
[57:15] improvements to the water lines The surface needs
[57:18] to be disturbed and that would actually come out of the water
[57:20] fund And instead of the generation funding.
[57:24] So there would actually be i don't I can't put a number
[57:28] to it, but it would actually be quite a bit
[57:31] less than the million dollars that we
[57:33] currently have set aside as at the last council
[57:36] meeting that helps.
[57:38] So then if we ran into overages or other issues
[57:43] like you brought up the generation Fund money that
[57:47] was allocated would not be where we're going
[57:49] to like to supplement that.
[57:52] That's correct Okay.
[57:55] Is there urgency tonight to do this
[57:57] based on bids we've got for the trail project or the grant Yeah.
[58:01] Or the grant for the project needs
[58:05] to be started So let me just use the right the right words here
[58:11] needs to be started by end of June of 2027
[58:15] to receive the full allocation of the grants
[58:18] that we've already received.
[58:20] Yeah, we do have a bid that's been sitting out there
[58:23] and the contractors wondering what's going to go on here.
[58:25] So you say urgency, though.
[58:27] You just referred to why can't we do this next month?
[58:29] Yeah not, not wait in the year, but just next month.
[58:33] Correct.
[58:34] Is that your.
[58:34] Yeah, that's my implying that correct that does the bid change
[58:39] after a certain amount of time I would defer to Heidi in regards
[58:43] to the actual timeline on the bid process.
[58:46] Yeah.
[58:46] Mayor and councilmembers, I think my only concern
[58:48] is we have it's been a couple of months
[58:50] now since we opened the bids.
[58:51] So the contractors really wondering,
[58:53] this is the second time the project's been put out for bid.
[58:56] The first time they reject it.
[58:58] So, I mean, I think we can keep them interested.
[59:00] I think we can keep them committed to their bid,
[59:02] but the longer it goes on, the more
[59:04] we risk that the contractor says, listen,
[59:06] I had to move on and find some more work.
[59:08] I need a I need a lot of my crews
[59:10] So there is just some level of risk
[59:12] that the contractor would not not continue to honor the bid.
[59:16] But so it's just a bit of a risk.
[59:18] But again, we do not we all of our numbers
[59:21] that we're looking at, the project
[59:23] will not require the one more than $1 million
[59:26] for sure of this money for the Northwest old town
[59:29] reduced cycle project.
[59:30] So, Heidi, my understanding this project
[59:32] will not start until late next spring.
[59:33] Right.
[59:34] So.
[59:34] Well, it might start this fall.
[59:36] Oh, they just need to be done by next June.
[59:38] The project specs set has to be completed.
[59:40] That that.
[59:41] Well, in this special extensions,
[59:42] we said it needs substantial completion by June of 27.
[59:45] They have not decided if they would start this fall
[59:48] or start next spring.
[59:49] That they'll figure that out once the project is awarded,
[59:52] they'll start putting some real planning
[59:54] and actually ordering materials and things change.
[1:00:00] Anything for you here in that I do like the fact
[1:00:09] we put some caps on the old town project
[1:00:11] basically required us to have an answer there.
[1:00:13] So there is that benefit well in and it finishes the nice trail
[1:00:17] that's been talked about for quite some time
[1:00:20] to correct all the housing going up north right section up there.
[1:00:23] Right.
[1:00:24] So it's going to probably get a lot more use.
[1:00:26] Yes.
[1:00:26] I mean, that's right.
[1:00:28] And not nit picking the word nice,
[1:00:30] but Yeah. then you talk about the amount of writing
[1:00:32] that's going in that corner and speed definitely Yes, it
[1:00:38] will I mean, I'd make a motion to to make
[1:00:42] it make sure I get this right So I, I'd like there's Two things.
[1:00:52] Well, the first one, we got to take action.
[1:00:54] A second one, I mean they've got a two part system
[1:00:57] authorized reallocation is one.
[1:00:59] And they're going to direct staff So are you talking about
[1:01:06] be it were the you talked about.
[1:01:09] Yes.
[1:01:09] Yeah, but recommendation one and two.
[1:01:12] Right.
[1:01:12] Yeah.
[1:01:13] If you look further down in the record.
[1:01:14] Yep kind of a two part thing.
[1:01:16] Oh okay.
[1:01:17] Yeah OK So yeah, that morphed into approve the reallocate
[1:01:27] an automated generation fund for 500,000 received three units
[1:01:33] for the park children project, including the 3 for the link
[1:01:39] trail extension and then the direct staff to finalize
[1:01:45] the necessary accounting transfers upon confirmation from
[1:01:48] the city's financial advisors or auditors regarding the transfer
[1:01:53] of funds between enterprise and capital funds or did he
[1:01:58] frame that correctly Yes, sir.
[1:01:59] Okay.
[1:02:00] You have a second.
[1:02:02] Second, Mr. Mayor.
[1:02:03] Okay.
[1:02:03] Well, first and second, any other questions
[1:02:04] or comments before we vote?
[1:02:07] All right.
[1:02:07] All in favor.
[1:02:08] Signify by saying i, i.
[1:02:10] Any opposed that's unanimously.
[1:02:13] Okay.
[1:02:13] Thank you You would Did you want to come up and ask your question
[1:02:22] I'm being flexible than I so subject is block
[1:02:30] No When you will be voting on the next oh
[1:02:34] it's on the agenda tonight.
[1:02:36] OK Yeah.
[1:02:37] Two more items.
[1:02:38] Pardon me.
[1:02:39] One more item in front of the block.
[1:02:41] Oh, so tonight you'll decide whether or not you
[1:02:44] go with flock cameras No other.
[1:02:47] We've got it on the agenda.
[1:02:49] The last time the action was to figure
[1:02:53] out how we can cancel the contract,
[1:02:57] what implications it be.
[1:02:58] Right.
[1:02:58] So we're going to have conversation about that tonight
[1:03:00] The contract was approved and may
[1:03:04] you have to figure out how to cancel them.
[1:03:06] If you're going to cancel them So
[1:03:10] are you able to stay around in my able to stay,
[1:03:13] are you able to say the meeting or the longer
[1:03:14] because we're going to get to that here in just a little bit.
[1:03:17] Oh, okay Yeah, it's on the agenda.
[1:03:19] All right.
[1:03:19] Sorry I mean, no problem.
[1:03:21] No problem All right.
[1:03:26] So move on to nine C and ask to consider approval
[1:03:29] of a resolution awarding the construction
[1:03:31] contract for the Link Avenue Trail Improvement project.
[1:03:33] So taking that off Yeah.
[1:03:35] Good evening, Mayor and Council.
[1:03:37] As you mentioned, there's a resolution tonight
[1:03:38] to worthy the low bid for the link
[1:03:40] avenue phase two trail project.
[1:03:42] So the project is located along link Avenue.
[1:03:45] So North of our North Branch marketplace
[1:03:47] are north like Jerry's foods over here.
[1:03:50] So like, we're if you are heading up Flink Avenue,
[1:03:52] would be on the west side of the roadway.
[1:03:54] There's an existing sidewalk network
[1:03:56] that's along the terminates currently on that.
[1:03:58] Were that access point on to Flink Avenue is.
[1:04:01] And then there's an existing gap from
[1:04:03] there up to three 92nd Street.
[1:04:06] And so the project would consist of a ten foot bituminous
[1:04:08] trail to be constructed on that on that west side
[1:04:11] crossing the river No major, major trail connection.
[1:04:15] You'll connect businesses, neighborhoods, parks and trails
[1:04:18] and it would really connect everybody to the entire, that
[1:04:20] would connect to the entire parks, trails system
[1:04:22] that, you know, throughout the entire city.
[1:04:24] So you get two schools, you know,
[1:04:26] library wherever you're looking to go from that that trail
[1:04:30] connection So this, as we talked about a little bit earlier,
[1:04:34] this project's been in the works for a several years
[1:04:36] that you know the marketplace improvements were done in 2008.
[1:04:40] And then you know, there's been residential developments.
[1:04:42] You know north on Flink Avenue you know, for several years.
[1:04:46] And so with that, with Link Avenue being a narrow roadway
[1:04:49] without with very narrow shoulders
[1:04:51] and higher speeds or 6,000 cars a day, that are there.
[1:04:54] And so it's really a safety issue that's there.
[1:04:57] And so with that Metro North development that that was
[1:05:00] completed in 21, we got a grant from the D,
[1:05:02] an article from the Meadows North, the three 92nd and 23.
[1:05:06] We also applied for a mini after transportation grant
[1:05:09] and we had a lot of support from community members.
[1:05:12] We had a letter of support from residents along that corridor,
[1:05:16] letter support from Gerry Foods from the line, a clinic
[1:05:21] from a lot of the businesses that
[1:05:22] are there in support of this project that
[1:05:24] help support that get in that.
[1:05:25] And so that in 2025 is as heidi had mentioned,
[1:05:29] that we went out for a bid.
[1:05:30] But unfortunately, the projects the bids
[1:05:33] came in higher than our grant availability at that time.
[1:05:37] And so the council determined to explore other alternatives
[1:05:41] and try to find other grant opportunities
[1:05:43] And so we submitted a grant application to the DNR,
[1:05:46] received grant funding for that, and went out for bids this year.
[1:05:50] And back in June, we did the bid opening in July,
[1:05:53] we had nine bidders for the project
[1:05:56] with New Look contracting, being in the orbiter at 1.835 million.
[1:06:02] And so as I kind of laid out earlier,
[1:06:04] so we've got a $575,000 grant from this
[1:06:07] firm and got 250 from the DNR.
[1:06:10] And we've got $177,000 from our fund,
[1:06:14] 290 from roll over from Park maintenance funds, 44,000
[1:06:18] from the park dedication fund.
[1:06:20] And then that half a million dollars that we just discussed
[1:06:24] from the committed funds to equal that dollar
[1:06:27] amount And so with that staff.
[1:06:29] I would recommend approval of the resolution
[1:06:32] to move forward with the link Avenue Phase Two trail project.
[1:06:35] All right.
[1:06:36] Mr..
[1:06:36] Can I have a question that this is where I'm for the project,
[1:06:40] but this is the first time I've seen this be lower
[1:06:45] So I'm saying why the difference in the in the estimates?
[1:06:48] I'm, you know, I'm pretty eager about, you know,
[1:06:50] what i thought you know W she's been really clear on a mark
[1:06:53] except for this one.
[1:06:54] Yeah.
[1:06:55] One of the, one of the large components of this trail project
[1:06:57] is the, the crossing the river.
[1:06:58] It requires a sheet piling wall and that
[1:07:01] in the cost of that is really what you know from an estimate
[1:07:03] was set.
[1:07:04] And then when, when the got bid and so that's really what's
[1:07:07] driving a lot of the cost.
[1:07:08] I mean, but it's that's really piling wall is long term
[1:07:11] maintenance that's the best solution by far for us
[1:07:13] for long term for that facility.
[1:07:15] So OK.
[1:07:16] Thanks.
[1:07:16] Thanks, Nate, for the curfew And it wasn't that an issue
[1:07:19] over by river walk far to you had to reinforce those pylons,
[1:07:23] correct.
[1:07:24] OK This issue is going to come up and yeah this question would
[1:07:37] be in regard to where does it go after having traveled
[1:07:44] over the river, it winds around and goes all the way to 95,
[1:07:50] correct Yeah, I forgive me, I can't hear you ask the question.
[1:07:54] Peter, that I was going to ask.
[1:07:55] I wasn't quite sure how it connected.
[1:07:57] Well, he answered the river.
[1:07:59] One.
[1:07:59] That was my first.
[1:08:00] But yeah, so if you look at so the existing trail segment would
[1:08:04] be from three 92nd Street here.
[1:08:06] So there was a there was a trail that was this constructed
[1:08:08] with the Sunrise Bluff development
[1:08:10] that connect all those residents to this trail segment.
[1:08:12] This is the gap.
[1:08:14] This is where, again, there's wetland
[1:08:16] and there, it gets to be really narrow.
[1:08:17] And that's where that that she filing is required.
[1:08:20] And then as you get to the two here,
[1:08:23] there's an existing sidewalk network
[1:08:25] that's currently in place that was constructed with 2008.
[1:08:29] We did the we did some pavement improvement projects.
[1:08:32] I think that was maybe Two years ago.
[1:08:34] We relocated the crosswalk from the the east side of the
[1:08:37] intersection to the west side.
[1:08:39] Just with that curve means you're
[1:08:40] heading to the south Other things
[1:08:42] that the city has taken into, like they've reduced
[1:08:45] the speed on Flink Avenue also to help with pedestrian safety
[1:08:48] to for having a safer crossing But as that sidewalk
[1:08:52] continues to the south, it goes all the way
[1:08:54] down to to Highway 95 here.
[1:08:58] And there's a continuous sidewalk network that
[1:09:00] goes all the way you know, to, you know,
[1:09:03] our entire trail network and all honestly So you
[1:09:05] get over to the sunrise, to the sunrise,
[1:09:08] very trail I think you've answered my question.
[1:09:11] I just my concern was that folks are going to come down
[1:09:14] that trail hit the turn after the creek or the river,
[1:09:18] and they're going to want to cross.
[1:09:20] But you got a crossing their cars drive
[1:09:22] really fast around that curve.
[1:09:24] So I don't know if it.
[1:09:25] I need some kind of a flashing amber
[1:09:27] or something going on there.
[1:09:29] I don't know.
[1:09:29] But it's kind of a dangerous area.
[1:09:32] Yeah.
[1:09:32] And the districts Yeah.
[1:09:34] Thanks, Peter.
[1:09:34] And so part of the project we do include advance warning
[1:09:39] So we are going to have a rapid flashing beacon
[1:09:41] at that intersection and we're going to have advance
[1:09:43] warning signs are permanent.
[1:09:44] You know, within like i give you halloween is coming.
[1:09:58] They all sit down So I'm not sure what's on question Eight,
[1:10:11] which granted expires next year So it's the men
[1:10:15] dot is the $575,000 grant.
[1:10:17] That's the big one.
[1:10:18] We lose if we don't approve this.
[1:10:19] Correct.
[1:10:20] And yeah, and there's other implications
[1:10:22] If you're not willing for the grant awards,
[1:10:24] it makes it harder for us for receiving funding in the future
[1:10:26] as well Okay I right know the questions for an eight
[1:10:33] you know that's one.
[1:10:35] No, no All right.
[1:10:37] So this one has to consider awarding.
[1:10:42] All right Yes.
[1:10:45] Right.
[1:10:46] We're on 35 dash.
[1:10:47] So the resolution Yeah.
[1:10:50] So do we have a motion to approve?
[1:10:51] A motion to approve resolution 355-2026.
[1:10:54] Work in the construction contract for this link.
[1:10:58] Avenue Trail Improvement project to new Look contract
[1:11:03] a second, A first and second question
[1:11:05] before we go All in favor signify
[1:11:08] by saying I. I any opposed unanimously Thank you.
[1:11:14] All right Thank you.
[1:11:15] Move on to 90 and that is to consider approval of proposal
[1:11:18] to prepare a local road improvement program application
[1:11:22] for improvement of the intersection 400 Street
[1:11:24] and Flank Avenue Mr. Hill.
[1:11:26] Thank you, Mayor Cities identified that a local road
[1:11:32] improvement program i'm a grant application
[1:11:35] will be opening on September 1.
[1:11:37] It will close on November 25th.
[1:11:40] This is a very important funding opportunity for local roads,
[1:11:42] for construction reconstruction and reconditioning projects.
[1:11:46] Funding is available for routes of regionally regional
[1:11:51] significance, which is a category three,
[1:11:54] in which the intersection of 400th and Flink qualifies
[1:11:58] for Mindat has also indicated that $50 million will be awarded
[1:12:04] as part of this program in this in this funding cycle
[1:12:07] in Minnesota the city has identified 400 and Flink,
[1:12:11] the intersection improvements as a priority for the future
[1:12:15] development of the land in the northwest corner
[1:12:17] of our community as well as the future connection of the 400th
[1:12:21] and Interstate I-35 interchange Transportation impact study was
[1:12:27] completed in September of 2025, which
[1:12:29] resulted in a preliminary layout for a roundabout
[1:12:32] at this location.
[1:12:33] The total cost for that roundabout
[1:12:35] was estimated to be about $1.8 million.
[1:12:38] Local road improvement program funds may
[1:12:41] only be used for construction.
[1:12:42] They can't be used for engineering
[1:12:45] right of way acquisition action or construction administration.
[1:12:49] So all of this all of the grant funding
[1:12:52] would be going directly towards construction
[1:12:54] of the transportation impact study
[1:12:59] was developed in partnership with LGI Homes
[1:13:02] as part of the conditions of the Meadows
[1:13:04] Ridge Housing Development.
[1:13:06] This partnership outlines the scope of transportation
[1:13:10] improve ments ensures a FAIR methodology for cost allocation
[1:13:14] amongst the partners and aligns the local investments
[1:13:18] with the regional goals, like the future of the I-35 400.
[1:13:21] At the interchange WSP has prepared
[1:13:25] a proposal to complete a grant application
[1:13:27] on behalf of the city.
[1:13:29] The cost for this work is $12,963.
[1:13:33] The full copy of the full scope of the services
[1:13:36] is in your packet Funding is available through the franchise
[1:13:41] fee revenue to be completed for this work.
[1:13:44] The electric and gas utility franchise fees
[1:13:47] are dedicated to street improvement
[1:13:49] projects such as this.
[1:13:51] The grant awards are expected to be announced in march of 2027.
[1:13:57] We do have a representative of WSP here to answer
[1:14:02] any questions, but staff does request council
[1:14:04] to consider approval of the contract with WSP
[1:14:07] to allow the preparation.
[1:14:08] It's the middle of the application for the local road
[1:14:11] improvement program funding Mr. Hill So $1.8 million
[1:14:16] is the estimate.
[1:14:17] Our total So minus the grand And then plus the one developer
[1:14:22] is contributing some percentage, correct?
[1:14:24] So that's not all going to be on the city?
[1:14:26] That's correct If Grant were to receive,
[1:14:28] it would reduce everybody's allocation of the partnerships
[1:14:31] in the group Okay.
[1:14:32] And then was there a percentage with the developer?
[1:14:36] I don't remember if it was a dollar amount or a percentage.
[1:14:40] Oh, mayor and council.
[1:14:41] So the transportation study has a breakdown.
[1:14:43] And so it really looks at all of the land that's
[1:14:45] within that northwest quadrant of the community
[1:14:47] And so as each piece of that land would develop,
[1:14:49] it's going to be based off of the estimated traffic counts,
[1:14:53] based off of the number of units for each one of those sectors
[1:14:56] And so there's a formula Long story short,
[1:14:59] there's a formula of what they would pay.
[1:15:01] And as Minister hill mentioned, that it would
[1:15:03] essentially it would reduce everybody,
[1:15:05] including the city's contribution
[1:15:07] to what that would be.
[1:15:09] Okay.
[1:15:09] I just felt it was important to make sure people understood
[1:15:12] that we were co op and with the developer as well,
[1:15:14] and hopefully we'll get a sizable grant on this too
[1:15:16] and that the developer has already
[1:15:18] paid a portion towards this already with that First phase
[1:15:22] of their development.
[1:15:23] They have a better that's.
[1:15:25] All right.
[1:15:26] Questions for Nate on this one seems pretty straightforward,
[1:15:29] but it this would be kind of a help to help me remember.
[1:15:34] Here's because we also talked about the one
[1:15:36] that we're partner with the county
[1:15:38] and over on that Hemenway that is proposed
[1:15:41] for is that Two years from now.
[1:15:43] And did we approve the funding or was the funding for that?
[1:15:46] Or why does this roundabout take priority
[1:15:49] over the one on the east side there to an L rep?
[1:15:54] Has already been applied for and applied to that project?
[1:15:57] Has the county did that one?
[1:15:59] We're a 5050 partner with the county on that one.
[1:16:01] So I don't know the numbers of that one at this time,
[1:16:04] but their take on the county is leading that project.
[1:16:08] Awesome.
[1:16:08] Thank you so much.
[1:16:09] Thank you.
[1:16:12] All right If there's no other questions,
[1:16:14] then, so you're looking for a motion
[1:16:16] to approve the fees from WSP to submit this application
[1:16:22] for the grant, correct?
[1:16:24] That's correct Mayor.
[1:16:26] I'll make the motion to approve the engineering services
[1:16:28] contract with W c b to allow the preparation and submittal
[1:16:32] of application for lRP funding The second, Mr.
[1:16:37] Mayor and then just to clarify, that's not to exceed $12,963,
[1:16:41] correct ?
[1:16:42] This is laid out in front of us.
[1:16:43] OK And a question before we vote.
[1:16:46] All in favor signify by saying i, i any opposed
[1:16:50] that's unanimously All right.
[1:16:54] Now, we'll get to 90 and that is to consider future direction
[1:16:58] for the Leaf vacuum program.
[1:16:59] So I assume our public works director
[1:17:00] Matt is going to lead this one.
[1:17:03] Good evening, Mayor and council members So to give background,
[1:17:06] the purpose of this report is to provide the City Council
[1:17:08] with a comprehensive program usage
[1:17:10] data, financial obligations and regulatory information.
[1:17:13] This information is intended to facilitate a formal discussion
[1:17:16] receive specific direction from the Council regarding the future
[1:17:19] of the leaf vacuum service.
[1:17:22] Some current usage data participation this spring
[1:17:25] was utilized by 681 parcels.
[1:17:29] Total sculptor approximately 4900 residential parcels
[1:17:32] within the city to participate and rate with that
[1:17:36] is approximately about 14% of residents
[1:17:41] use the spring service operational schedule
[1:17:44] and metrics The program operates on a seasonal basis
[1:17:47] with the following staffing and equipment
[1:17:48] allocations Spring operations.
[1:17:51] It's a four week iteration utilizing one truck
[1:17:54] and one public works staff.
[1:17:57] Fall operations is also a four week iteration we use to two
[1:18:01] public work vehicles and two public works staff during that
[1:18:07] we approximate drive 3,000 miles of driving driven
[1:18:09] annually during the program.
[1:18:10] The program requires 450 total staff hours
[1:18:13] per calendar year maintenance demands exceed 40 hours
[1:18:18] maintenance per year.
[1:18:21] The expense expense side of this is an annual
[1:18:25] program cost of about $62,000.
[1:18:29] At previous council meetings and public works advisory meetings.
[1:18:32] You guys were.
[1:18:33] I was asked to look at there's any local garbage
[1:18:36] haulers that will provide compost bins
[1:18:39] to residents of the seventh.
[1:18:42] I reached out to None of them will offer the compost bin
[1:18:45] to residents was also asked to look at different options
[1:18:50] to extend hours at the compost So I reached out to two
[1:18:54] different fence gate companies where we if we install
[1:18:58] the gates, they range from $28,000 to almost $30,000
[1:19:03] to install a gate that the residents can use and register
[1:19:06] at city Hall to receive an access code to gain access
[1:19:10] to the compost site And for tonight we're asking
[1:19:16] for direction on what direction Council
[1:19:20] wants to go with this option.
[1:19:21] One Maintain status quo, continue
[1:19:23] the current leaf vacuum service free of charge for residents.
[1:19:26] Option to implement a user fee, which is collect all data
[1:19:29] and implement a pay to play model with an estimated
[1:19:32] fee of $150 per resident to offset Operation and capital
[1:19:35] costs and the last option is to discontinue service which
[1:19:40] is eliminate the curbside leaf vacuum
[1:19:42] program entirely Question those are the three
[1:19:46] options we can always add.
[1:19:47] A fourth.
[1:19:47] Yup Yep.
[1:19:49] Or for you know, please come up to the microphone
[1:19:55] Yeah You just said your first option is free of charge
[1:20:00] but we went over previously that the first option is included
[1:20:04] in that $75 that we all pay every year You just said
[1:20:08] the option one to continue the service free of charge
[1:20:12] is what you decided.
[1:20:13] That was option one, but not for you,
[1:20:16] because it's in that handout contract on the website.
[1:20:20] It's not actually what that money is for.
[1:20:23] OK.
[1:20:23] So then maybe we need clarification, correct?
[1:20:27] That's right.
[1:20:27] That was discussed earlier Correct.
[1:20:28] That fix that?
[1:20:29] Yeah we're going to have to make that clarification.
[1:20:31] Staff's going to have to get on that Thank you, sir My name
[1:20:42] is Tim Moore and I live in town, Bridge Street.
[1:20:45] And the leave thing, I know you status quo is the best.
[1:20:48] I got a lot of leaves.
[1:20:49] I wrote everyone of you guys, I think I spoke quite a while ago.
[1:20:53] And I was here, but i've got a picture here.
[1:20:55] But I'm You mentioned the Lugger thing,
[1:20:59] you know, and we're talking like a big garbage can,
[1:21:02] you know, And my son's got that.
[1:21:04] It was in Oakdale.
[1:21:05] And that's fine.
[1:21:05] If you get a twig or a branch.
[1:21:07] But I got enough leaves to fill up a semi grain truck
[1:21:11] and a lugger a week would take me a couple
[1:21:15] of years to get of one.
[1:21:18] So ixnay nay that, in my opinion.
[1:21:20] I mean, I've got a picture of one week's worth of leaves.
[1:21:24] It's a lot which I choose to live in.
[1:21:27] What branch The trees.
[1:21:29] It's a beautiful place.
[1:21:30] I've got a lot of trees.
[1:21:31] Big oak trees are beautiful and I'm fortunate.
[1:21:35] I live by the river.
[1:21:36] The north branch of the Sunrise River
[1:21:39] and everybody downstream from me, their property goes down,
[1:21:44] mine does.
[1:21:44] And i'm right on the edge of it.
[1:21:46] But I see it.
[1:21:46] It's a beautiful river.
[1:21:47] It's open in the winter time It's clear.
[1:21:50] I'm afraid they're going to rake their leaves
[1:21:52] into that river if they don't pick them up on a street
[1:21:55] And that's a concern.
[1:21:57] So I sure hope you guys can keep that that service going,
[1:22:01] because it means a lot to me.
[1:22:03] And a lot of other people.
[1:22:05] So thanks.
[1:22:05] OK Thank you.
[1:22:08] All right.
[1:22:09] Public comment part two.
[1:22:10] Keep it going I just have a comment about you
[1:22:17] talked about there's only 13 to 14%
[1:22:19] of people that use this spring pick up.
[1:22:22] Correct.
[1:22:23] What's the percentage of the fall We have not done that.
[1:22:26] Yeah.
[1:22:26] Yeah, that's part of the discussion.
[1:22:28] Yeah that's why that's okay.
[1:22:30] So and this was like.
[1:22:31] No, I am guessing it's a much higher percentage
[1:22:35] We're within the same you know, we've talked about the fee
[1:22:38] and everything, bye.
[1:22:40] Live in an area where I have no street maintenance whatsoever.
[1:22:44] I have a well so the tree leaf pick
[1:22:48] up is primarily what I thought.
[1:22:51] Even though now that it's a typo.
[1:22:54] But then why am I paying that fee?
[1:22:58] I don't want it paid.
[1:23:00] So that'll take away And there are many people
[1:23:03] in the area that I live in that are not going to pay that fee
[1:23:07] or will argue about paying them to since it was clarified
[1:23:11] on the city website that that's what it included And when we
[1:23:14] call and ask why we're paying this,
[1:23:18] we were told that was part of the fee
[1:23:21] So we will get to that conversation Part of it tonight,
[1:23:26] the storm sewer fee.
[1:23:28] We'll get that to another time because we
[1:23:29] have a report covenant study.
[1:23:31] So we'll get a lot deeper into that.
[1:23:33] At that point.
[1:23:34] OK.
[1:23:34] Sorry.
[1:23:35] Thank you, Rob All right.
[1:23:41] One more So we've talked I have a consulting company.
[1:23:49] That's what I do.
[1:23:50] I help with problems like this, right.
[1:23:54] And I already discussed.
[1:23:55] I have an insane yard with tons of leaves
[1:23:58] I will say with what you found with the spring,
[1:24:01] I won't agree with that.
[1:24:03] Might not be the popular thing to say right now.
[1:24:05] But if it was two weeks in the spring instead four,
[1:24:10] that would save 25% of your weeks, right?
[1:24:15] Bring it from 8 to 6.
[1:24:18] I personally even with that insane yard of mine
[1:24:21] wouldn't need more than two weeks in the spring.
[1:24:23] I don't use this just to clarify, though.
[1:24:26] Total weeks.
[1:24:27] We have two trucks in the fall.
[1:24:29] OK.
[1:24:29] So the total of 12 weeks.
[1:24:31] And we take away two seats still be short run ten weeks.
[1:24:34] OK.
[1:24:35] Okay.
[1:24:35] And I believe those two winters ago,
[1:24:38] we actually extend it, extended it away first,
[1:24:41] the last two years, we've extended a week each time,
[1:24:44] you know, with you shorten that time
[1:24:46] frame them are really throwing a dart at a very small ball.
[1:24:50] We're started too early.
[1:24:51] Yeah.
[1:24:52] So while Mother Nature kind of plays a part in that.
[1:24:56] So yeah Thank you.
[1:24:57] All right, Mary, can I got something else
[1:25:00] to just this might I would ask Sharon or Matthew to have this
[1:25:04] for the budget discussion or when there's more follow
[1:25:07] up on the stormwater fees.
[1:25:10] My recollection is that actually changes about 2020,
[1:25:14] where it was that actually got paid with your taxes
[1:25:16] to the county.
[1:25:17] And then the state said you could no longer do that.
[1:25:20] And I came back to the city.
[1:25:21] So maybe some historical context there too,
[1:25:23] because I think that's One of the mis conceptions
[1:25:26] is that it all sudden was a new fee.
[1:25:28] But it was a fee that we had been paying for years.
[1:25:32] You thought you didn't see it.
[1:25:33] It necessarily because it was on your taxes
[1:25:36] So I don't you can verify that or give some
[1:25:39] of that historical context, that budget
[1:25:41] time or the next conversation on it Well, maybe
[1:25:45] we should wait until we actually get to that.
[1:25:48] The storm stormwater.
[1:25:49] Yeah.
[1:25:49] And the water rate study Yeah.
[1:25:51] That's whenever it's appropriate.
[1:25:53] Just again, walking through that process.
[1:25:55] All right, let's get to our talking points.
[1:25:57] I think we're going to relieve a lot of people here.
[1:26:00] So yeah, so comments questions.
[1:26:03] So yes.
[1:26:03] So we've been part of the public works,
[1:26:06] you know advisory committee and we chatted about this one
[1:26:11] quite a bit.
[1:26:13] You know, it is disappointing to hear that our website is
[1:26:15] incorrect or possibly incorrect that we'll get addressed
[1:26:20] and the leave pick up, because at that has not been brought up
[1:26:23] and our advisory committees.
[1:26:25] So thank you to both of you for bringing
[1:26:29] that up And we don't have the data for the fall, you know,
[1:26:34] the fall pick up.
[1:26:35] Yeah, I do either.
[1:26:36] And yes 13% or 14% is is light for Spring
[1:26:43] Falls a little bit more.
[1:26:44] I'm we're assuming, you know, we did talk about that as well.
[1:26:47] You know the costs i'm sure there wants
[1:26:51] to be other discussions on it.
[1:26:53] But I personally would like to make a motion
[1:26:55] to collect that fall data.
[1:26:59] And I did i did write down because my chicken scratches
[1:27:01] a little bit unreadable sometimes So is to make a motion
[1:27:07] to collect the fall usage data and hold action until
[1:27:12] the November 24th meeting.
[1:27:15] After, you know, data has been collected and reviewed
[1:27:18] And, the best decision you know, going forward you
[1:27:22] know, about the leaf pickup.
[1:27:24] And so 2026, since we have a motion,
[1:27:27] we do have to act on that.
[1:27:28] You know and hopefully there can be discussion.
[1:27:31] OK either.
[1:27:32] So is there a second motion on the striping or i'll
[1:27:35] second that first and second.
[1:27:37] So now open it up for questions.
[1:27:38] Your comments, please I guess my question just would be
[1:27:43] the intent behind having that conversation on the 24th,
[1:27:50] because I mean, to me, and if I miss reading some
[1:27:53] of the conversation, had earlier, like, you know,
[1:27:55] there's direct text implications into 27, there
[1:27:58] potentially and is the 24th.
[1:28:02] You know, we're at now.
[1:28:04] Yeah, we've also seen where we go okay there's money unspent
[1:28:09] and now we can allocate that towards one time
[1:28:12] purchases and stuff like that and extending the if that's kind
[1:28:15] of what your thought process.
[1:28:16] Well, on extending the leaf pickup the last couple of years
[1:28:21] you know maybe they'll start Full inhale
[1:28:22] and next week for all I know.
[1:28:24] But but I don't I don't control that.
[1:28:29] So that was if it needs to be the first
[1:28:32] you know that November 11th.
[1:28:34] I think it's not going to be it's not
[1:28:37] going to matter at that point.
[1:28:38] Yeah.
[1:28:39] Our budgets for next year.
[1:28:40] Yeah.
[1:28:41] For our preliminary.
[1:28:42] Yeah.
[1:28:42] Well final budget, right?
[1:28:44] Yeah So I mean, we can.
[1:28:47] Yeah, we can.
[1:28:48] Yeah.
[1:28:48] Adjust as needed until this.
[1:28:50] And the way I would look at that.
[1:28:51] We just I think going into the budget
[1:28:53] we just have to plan on having that service for next year.
[1:28:55] And then if something changes.
[1:28:57] Yep we make our adjustments afterwards 100%.
[1:29:00] And in our preliminary budget it's still in correct?
[1:29:04] Yes.
[1:29:04] Yes Yeah.
[1:29:05] Actually, where do we make our final?
[1:29:07] Right.
[1:29:07] But the current estimates for we pick pickup Oh, it's included.
[1:29:11] Yes within the public works budget.
[1:29:13] Yeah Yeah.
[1:29:14] Because we're also.
[1:29:15] Yeah.
[1:29:15] I mean, just so talk about that in the advisory question to us
[1:29:17] is when do we bring this back this time next year.
[1:29:21] Yeah.
[1:29:21] If it's not this year.
[1:29:23] I know this, but I just heard you going to say
[1:29:26] you're going to continue.
[1:29:27] It's already budgeted Well, but that's our prelim budget.
[1:29:31] Actually.
[1:29:31] We do our final budget December.
[1:29:33] Correct.
[1:29:33] So we would have the opportunity to change it if we choose OK.
[1:29:36] Yeah before they do Summer meeting 24 is so we did
[1:29:41] have a warm winter.
[1:29:42] You still would have leaves, bye.
[1:29:44] Well, it's almost always I don't have a crystal ball.
[1:29:47] And we're going to have them.
[1:29:48] OK.
[1:29:49] All right Discuss that 24th and your committee.
[1:29:51] Me or Mr. Fraley?
[1:29:53] Oh, okay.
[1:29:53] I don't know what the 24th.
[1:29:55] OK, turn around Wednesday, usually Wednesday,
[1:29:57] the 25th 25th or the fifth.
[1:29:59] Like this.
[1:30:00] Thank you.
[1:30:01] Modification to the Yeah.
[1:30:03] And the Second opinion.
[1:30:04] Yeah, that would be okay.
[1:30:07] Okay So I mean, that's my feedback too I mean, we,
[1:30:11] we've brought this up a couple of times
[1:30:13] before in our council meetings.
[1:30:14] You know, I believe we need more public feedback
[1:30:17] We've gotten a lot tonight, so I appreciate that.
[1:30:19] And then through Facebook community pages.
[1:30:22] But we need more data, right We need to know
[1:30:24] how many are actually use net.
[1:30:25] And then I would also and i've talked to some people,
[1:30:28] I want to know how many people use it, how many people would be
[1:30:31] willing to pay our user fee as well
[1:30:33] So there's information that i'm looking for.
[1:30:35] The people I've talked to said they'd be willing to do it,
[1:30:37] because we got to try to hire contractors to do it.
[1:30:39] It's going to cost a lot more.
[1:30:41] I think what we're looking at is this is a benefit to the city
[1:30:44] to prevent too much, too many leaves from getting
[1:30:47] into our condensed areas around our downtown areas
[1:30:50] and our houses.
[1:30:51] They're closer together.
[1:30:53] So there is a benefit to keep that stuff out of the storm
[1:30:57] sewer But at the same time, you know,
[1:30:59] if we got hit by a truck at some point
[1:31:01] for three and 1,000 $61,000 average estimated
[1:31:06] operating fees each year.
[1:31:07] And if a small percentage of the property owners
[1:31:10] are actually using it, there's a crazy an imbalance there.
[1:31:13] Right.
[1:31:14] So how do we look at that from an expenditure standpoint?
[1:31:17] So for me, I agree with you, Councilmember,
[1:31:19] I think I'd rather wait and see what type of data
[1:31:22] we get for how many people are actually using it.
[1:31:24] And then I think we need to send a survey
[1:31:26] as well to figure out, you know, how many people use it
[1:31:29] and how many will be willing to pay a user fees.
[1:31:31] And again, we're exploring.
[1:31:32] We're having a conversation and nobody's made up their minds yet
[1:31:35] or our decisions here.
[1:31:36] That's what this is all about.
[1:31:38] Well. to piggyback off your comment,
[1:31:40] I think my concern now over the mass, I mean,
[1:31:44] as far as I can remember, sort of Canada you have
[1:31:48] is that we have.
[1:31:49] We've always want to put more have
[1:31:51] a fund to replace equipment.
[1:31:54] And we haven't been able to get there
[1:31:57] And then you know, to Mr. Anderson's point you know,
[1:32:01] the vehicle.
[1:32:02] Yes, it's 20 years old that we can run it this year,
[1:32:05] but it can run the first day of fall.
[1:32:08] We don't know if it's going to make it through the next week
[1:32:10] of fall, necessarily.
[1:32:11] And then all of a sudden, what are we looking at?
[1:32:14] And if we don't have that fund already set
[1:32:17] up So that's why my largest concern about the fund
[1:32:22] in the lack of revenue and if we need to purchase a new truck
[1:32:28] now, how do we look at that?
[1:32:30] And, you know if we're not looking five years ahead,
[1:32:32] then we're not doing our job.
[1:32:35] Mayor, go ahead Yeah.
[1:32:37] Can I just add some context about how this all came about?
[1:32:40] So with our capital improvement plan that we just we're
[1:32:42] looking at prior to the bond, that's
[1:32:45] where the extra truck came in to replacement
[1:32:48] of the 22 year old vehicle.
[1:32:50] We have.
[1:32:51] And that's where we really started to ask some questions
[1:32:53] about the service.
[1:32:54] And I think there's, what, less than half dozen
[1:32:57] cities in the state that we know of that offer this service.
[1:33:01] So that's where we really started asking questions
[1:33:03] And that's why we also asked Matt and Team
[1:33:06] to analyze the number of people using the service in the spring.
[1:33:09] So we actually put the equipment on to be able to do that.
[1:33:12] And it was actually quite valuable to us
[1:33:15] But then I also brought this up during the flock
[1:33:17] meeting to get this kind of attention and feedback
[1:33:19] is like the flock cameras sometimes we
[1:33:21] get a little too far along before people
[1:33:23] are aware of what's going on.
[1:33:24] So try to make this a little bit more vocal and public sooner.
[1:33:28] So you could have your voice heard before we
[1:33:30] made any final decision.
[1:33:31] So that's kind of what brought us here to today
[1:33:34] And what were your words?
[1:33:35] Tell your neighbors, right?
[1:33:36] Yeah.
[1:33:36] Tell your neighbors.
[1:33:37] Well, so we have one at this point.
[1:33:42] Final.
[1:33:43] And this is to Matt, like with the fire department,
[1:33:46] the ladder truck is is there one that's this reconditioned
[1:33:49] does have to be brand new.
[1:33:51] Does it have to be?
[1:33:52] No But there's not too many communities where you can
[1:33:54] get a specialty leaf pickup.
[1:33:55] Got me.
[1:33:56] Okay.
[1:33:56] Because you did mention that.
[1:33:57] Yeah it was the lot.
[1:33:58] Yeah.
[1:33:59] And to sell art of a lot of our you know, because there's.
[1:34:04] Yeah, there's there's no takers.
[1:34:06] OK Or minimal takers.
[1:34:08] I threw it out there.
[1:34:09] Yeah No, I don't.
[1:34:12] Yes.
[1:34:12] OK.
[1:34:13] I come up just so people watching can hear the questions
[1:34:17] So if they had some aspect sold like, you know how many hours
[1:34:21] are on the rig you know how many hours are actually on which
[1:34:26] miles, but hours on the old truck,
[1:34:29] What are the major repairs we talking engine, transmission?
[1:34:31] It's less about the truck.
[1:34:33] It's more about the equipment, the back system itself,
[1:34:35] the VAC system Yeah.
[1:34:37] OK.
[1:34:37] So could you just put a new VAC system on the truck
[1:34:41] or how it is you know, is it.
[1:34:43] I believe it's already been retrofitted on five
[1:34:45] years ago with different.
[1:34:47] So what's the major repair cost?
[1:34:48] What's is the back system going bad and can
[1:34:51] you put a new system on the old truck.
[1:34:53] Or do you have to have a whole new truck ?
[1:34:55] Well, those are questions that I think any more from right now.
[1:34:58] How are the repairs trending or the increasing every year
[1:35:00] over the past couple of years, five years?
[1:35:02] What does that look like?
[1:35:02] But is it 60 grand a year in repairs or, you know do you have
[1:35:07] a truck with low hours on it?
[1:35:09] Only gets around a month or two a year So, I mean, you know, I
[1:35:12] I'm a truck driver.
[1:35:13] I'm a crane operator.
[1:35:14] So I deal with this.
[1:35:16] Some of our trucks have almost a half a million miles on road.
[1:35:18] They just you know, looks like they're meant to go.
[1:35:22] You know, it's but if it's the back system, then that old rig.
[1:35:26] I don't I don't think anybody here cares how pretty it is
[1:35:29] You know, off some of them, like the lights
[1:35:33] But you know, if the transmission is good
[1:35:35] and the motor is good and this is going to mean,
[1:35:37] that's 20 years old.
[1:35:37] So you know, you get bad belts, you get bad hoses, you know,
[1:35:41] maybe some wiring But for the most part
[1:35:44] you know, some things as long as you keep oil and coolant in it,
[1:35:46] it'll go it's part of the long term planning that we need.
[1:35:50] Appreciate it.
[1:35:51] Continue to you know look at our capital equipment
[1:35:54] you know the good questions again that's more information.
[1:35:57] I think we need more detail to write it.
[1:35:59] What are the equipment repairs look like?
[1:36:02] Right?
[1:36:02] How are we trending?
[1:36:03] Sure Sure.
[1:36:04] And that was my other question about I lost it all.
[1:36:09] Dang i had one more sure, sure.
[1:36:14] When we might have public comment Number three, I guess.
[1:36:16] Or.
[1:36:17] Oh, yeah.
[1:36:18] My other question would be would it be more cost effective to say
[1:36:22] sort of like they're talking about four times in the spring
[1:36:25] and four times in the fall I would think something's
[1:36:28] better than nothing So like, even if I'm
[1:36:30] sure people would still like to have it twice
[1:36:32] to three times in the fall.
[1:36:34] And one time in the spring and would that save money?
[1:36:37] Yeah, it's getting that data collected that fall.
[1:36:40] Well, I think we have to track that right.
[1:36:42] Like week after week.
[1:36:43] I mean, how many more how small are the piles getting, you know,
[1:36:46] track in the volume.
[1:36:48] Sure to bill to answer that question.
[1:36:49] Well, and like we were talking, I think if someone brought it
[1:36:53] up as well that sometimes not all the leaks are done
[1:36:56] and my last pickup is came and that's probably
[1:36:58] why we got the spring Yeah.
[1:37:00] Pick up as well.
[1:37:01] And the other thing I do notice is that some neighbors
[1:37:03] pile them together.
[1:37:04] So I don't know how you're getting your data.
[1:37:06] If it tells my house by house But you know, some of us,
[1:37:10] we just pile it all on one big side.
[1:37:13] So it could be three houses in just one pile.
[1:37:17] So it's kind of, you know, I think there's more data Yeah, I
[1:37:21] think it's more than that So the data is
[1:37:23] being collected by the driver in the leaf pickup truck.
[1:37:26] He has an iPad, which is all those every individual parcel.
[1:37:30] There's a pile of clicks on.
[1:37:32] It gets submitted.
[1:37:33] Sure.
[1:37:33] And it tracks as miles every parcel.
[1:37:36] So it's all GIs.
[1:37:38] So Okay, so just going on.
[1:37:41] How many piles?
[1:37:41] Yeah.
[1:37:42] We're not knocking on doors asking
[1:37:43] if you pile them together.
[1:37:44] Yeah, right.
[1:37:45] Well, I'm just saying i think you could
[1:37:48] you put a sign out next year.
[1:37:49] This is 3.
[1:37:50] This year.
[1:37:51] 3 lots of these multifamily a leaf pickup.
[1:37:54] Right Okay.
[1:37:56] But that's where if we had a survey, if we had people reach
[1:37:58] out, we could compare what's been reported
[1:38:00] to what we're finding right?
[1:38:02] So so, Matt, I would say and Matthew, maybe a little bit more
[1:38:06] detail about how you want to analyze
[1:38:08] that or collect that information would be helpful.
[1:38:10] And would you have to estimate how
[1:38:12] much they would pay for a fee?
[1:38:15] Right.
[1:38:16] Well, they've kind of they've kind of.
[1:38:18] Yeah.
[1:38:18] Yeah.
[1:38:19] We've done some other preliminary stuff
[1:38:21] in our advisor communities could be lower, could be more.
[1:38:24] So.
[1:38:25] So Mary recommending the survey before the November
[1:38:27] 24th meeting or 25 meeting.
[1:38:29] Yes, I think it should all be done.
[1:38:30] The same time.
[1:38:31] I don't know what that survey looks like.
[1:38:33] I'm not saying we send out a I'm not sure what that looks like.
[1:38:35] I think it's up to staff to figure
[1:38:37] out how could we do a survey.
[1:38:38] So people could report that, hey I'm participating,
[1:38:41] I want to participate And we compare that number, that
[1:38:43] information to what drivers are finding
[1:38:47] because the three of them are piled together
[1:38:49] You're going to have a discrepancy there.
[1:38:51] Yeah they're reporting their name and their address.
[1:38:53] Then we kind of we can have more information
[1:38:56] that makes sense All right.
[1:38:59] You're going to get less accurate
[1:39:00] information on survey Well, we got to start somewhere,
[1:39:05] you know.
[1:39:05] I know.
[1:39:06] I'm just there.
[1:39:06] OK You're going to get a lower response rate right All right.
[1:39:13] So i'm tempted to expectations, tempering
[1:39:17] expectations Let's figure out how to get this, how we're not.
[1:39:20] Mr. Mehta You're correct.
[1:39:21] And if you don't know solution.
[1:39:24] The effort or not worthwhile.
[1:39:26] Yes.
[1:39:27] Yes, absolutely.
[1:39:28] Absent that.
[1:39:29] OK I thought you're been nice tonight I can at some point.
[1:39:36] All right.
[1:39:36] So we have a First and second.
[1:39:38] We've got our discussion Any other comments or questions?
[1:39:40] We'll do the survey part of the motion.
[1:39:43] or is that just a consensus asking is there
[1:39:47] a consensus that it's okay?
[1:39:49] Okay I have one major question, General Jeff The $150 that was
[1:39:53] brought up on that option to the pay to play model,
[1:39:58] is that just taking roughly $68,000,
[1:40:02] whatever that you came up with by number
[1:40:05] of parcels and were at the one?
[1:40:06] That's what I question.
[1:40:08] There is another city that we were comparing to.
[1:40:10] Correct?
[1:40:11] Circle Circle Pines, I think there
[1:40:13] was 90, 95 five box and that was for a 96 gallon,
[1:40:19] you know, and container.
[1:40:20] Right.
[1:40:20] And how does that 150 work out for our So an annual fee.
[1:40:27] That is correct.
[1:40:28] But again, it's but again, we're not pursuing that right now.
[1:40:32] May Well, I know I'm just asking the clicker question Matthew,
[1:40:35] please.
[1:40:36] Yeah.
[1:40:37] Jeff just answer the question.
[1:40:38] We're not implementing that as part of this motion.
[1:40:41] We're just going to gather some research.
[1:40:43] We're going to do the passes in the fall.
[1:40:45] We're going to collect the data How many people are participate
[1:40:48] how many trips are we taking?
[1:40:50] How much time is this going to be providing the community?
[1:40:53] And then we'll bring in to bring that back and consensus
[1:40:57] from the city council is that we will
[1:40:58] get a survey put together that we will put on our website.
[1:41:01] We'll promote it through our Facebook page
[1:41:03] and do our best to get that promoted in our community
[1:41:06] through the different events throughout the fall
[1:41:07] and have that data bring back to that to the council
[1:41:10] as well at the same time.
[1:41:12] OK.
[1:41:12] But my question is, where the 150 came from.
[1:41:15] You're saying it's based on another city.
[1:41:17] I guess part of if it's been presented again
[1:41:20] is be I don't like a number being put up there that i
[1:41:25] don't know how that effects.
[1:41:27] That's why I said, even covers the cost
[1:41:29] or if it's making money off the citizens that don't use it.
[1:41:32] So if we had the cost of $70,000 roughly, and that was you know,
[1:41:38] to get that to covering cost or if it's covering 50%
[1:41:42] of the cost, whatever it might be,
[1:41:43] that's what I would want to know If we presented
[1:41:45] a second option in the future at the meeting on the 24th,
[1:41:48] is that.
[1:41:49] Yeah, that's all I'm asking is where that money came from.
[1:41:52] And to be able to tell residents how there.
[1:41:56] It is being utilized and how well that was presented up here
[1:41:59] was broken down to some degree.
[1:42:00] That map.
[1:42:00] Did you just pick a number of parcels?
[1:42:03] Is that how you figure this out or that 50?
[1:42:07] Go ahead.
[1:42:07] I, I so we took the spring collection data
[1:42:11] and we doubled the number of people that
[1:42:12] participated thinking that that would
[1:42:14] be a general ballpark number.
[1:42:17] And then we broke it down by the $62,000 and that was the closest
[1:42:21] number that related to that.
[1:42:22] OK.
[1:42:23] So that's how we came up with based off of 14% of we
[1:42:27] doubled it and broke it down.
[1:42:30] Okay.
[1:42:30] 28 Yeah.
[1:42:31] OK.
[1:42:32] Okay You're welcome.
[1:42:34] We got those.
[1:42:34] That's the last numbers.
[1:42:37] Go through of numbers that we can't say with All right.
[1:42:42] Any other questions Yeah.
[1:42:44] This is all All right, Come on I usually clean up during cleanup.
[1:42:54] I probably do my third one today with all oak trees.
[1:42:57] I got what I saw.
[1:42:58] One of the altar net roots was put
[1:43:01] in a sun up at the compost site and having badges to get in.
[1:43:04] I just guess out of curiosity, what
[1:43:07] would the hours be extended done since you'd be expected to?
[1:43:11] That's bring it ourselves that's what that have a hard
[1:43:14] closed on when that doesn't work at night
[1:43:18] like it would be open till we haven't explored it to that
[1:43:21] extent.
[1:43:22] But the reason why we limited the hours
[1:43:23] to begin with, those people were bringing stuff that was not
[1:43:26] supposed to be there and people coming from out of town
[1:43:29] and dropping stuff off there and it became a very expensive thing
[1:43:33] to maintain because we have to grind all that up and all out.
[1:43:36] So that's why we lock it down so much from two years ago now.
[1:43:40] Yeah Yeah.
[1:43:43] Okay.
[1:43:43] That makes sense I'm just ask because I know a lot of people
[1:43:46] commute like me to the cities every day,
[1:43:48] so then light and traffic back up here
[1:43:50] and trying to get to it before I closes
[1:43:52] isn't always exactly correct.
[1:43:54] Oh, yeah.
[1:43:55] So just if that were to be pursued, it being open later
[1:43:59] would be a huge help.
[1:44:00] That's the reason for the gate.
[1:44:01] Appreciate it.
[1:44:02] Access.
[1:44:02] OK.
[1:44:03] Yeah.
[1:44:03] Conversations are still going.
[1:44:04] Yeah.
[1:44:05] What happens?
[1:44:05] Something.
[1:44:06] Okay.
[1:44:06] No problem.
[1:44:07] Now, I will say too.
[1:44:08] I mean I was there for the first time in a couple of years,
[1:44:11] couple weeks ago.
[1:44:12] And I was shocking the difference right there
[1:44:14] of these massive oak tree trunks or the orange size
[1:44:17] that we say is a limit Lavonte happened
[1:44:20] to be there, smile on his face.
[1:44:22] Frankly, it could be just a totally
[1:44:25] different experience, right?
[1:44:26] For what I've seen with people dumping
[1:44:27] tires and appliance shows and all the other stuff
[1:44:29] that doesn't belong there.
[1:44:30] So it was the right move But we need
[1:44:33] to continue our conversation to figure out
[1:44:35] how we can be more flexible with our residents
[1:44:36] to correct All right.
[1:44:38] So we got the first and second, we've
[1:44:41] had 2 or 3 public comments Any other comments before we vote?
[1:44:46] All right All in favor.
[1:44:48] Signify by saying I, I oppose unanimously.
[1:44:54] All right Now, the big one.
[1:44:57] We go Let Mr. Hill kick this one off.
[1:45:02] Yes, Thank you.
[1:45:04] You.
[1:45:06] The last council meeting staff was directed
[1:45:08] to get some information in regards to the contractual
[1:45:10] obligations for the city and what implications
[1:45:13] of cancellation, how that would look for the city
[1:45:17] We did we did pause the project We did pause the project
[1:45:27] and we did not.
[1:45:29] But the four cameras up, the three cameras
[1:45:31] that were physically installed were removed and are currently
[1:45:34] in storage We have contacted flock with the storage location
[1:45:41] and they can come pick them up if the council moves
[1:45:43] forward with canceling this.
[1:45:46] We have been in contact with our city Attorney's office review
[1:45:49] the contract There are some implications that are probably
[1:45:54] already known but confirmed if the city does move forward
[1:46:02] to cancel, we would probably not be
[1:46:05] able to recuperate recoup the funding
[1:46:07] that we've already expended.
[1:46:09] The initial $21,000 for a year one, we
[1:46:13] do have a three year contract.
[1:46:15] We have received communication from flux safety
[1:46:18] that they said that we do have a three year contract
[1:46:22] and while they can stop the installation
[1:46:23] and remove the equipment, the city
[1:46:25] is responsible for the financial obligations
[1:46:27] outlined for the duration of the three year term.
[1:46:31] There is a a non-renewal provision,
[1:46:36] meaning that at the end of the Three years,
[1:46:38] we can give a notice to them in writing
[1:46:41] which would cancel any future obligations to that fact.
[1:46:44] That system.
[1:46:45] So the nuts and bolts of it are that we can cancel.
[1:46:49] We have the cameras down already,
[1:46:52] and they can come and pick them up There
[1:46:55] is a financial obligation from the city for the contract We've
[1:47:00] had it reviewed by legal and those
[1:47:01] are the areas that have been addressed
[1:47:04] So I'm open to any questions.
[1:47:05] I know Dan's here as well, too Provide any additional feedback
[1:47:09] or provide any additional support for your your inquiries.
[1:47:14] Question go ahead.
[1:47:15] We had allocated some grant money from the state for this
[1:47:19] correct And the initial expense of the 61,000,
[1:47:24] 63,000, I kind of special public safety funding Yeah.
[1:47:34] The when the contract was passed.
[1:47:37] It was to use the funds from the 2023 public safety money that
[1:47:42] was received from the state in the full
[1:47:44] amount is there the 63,000.
[1:47:46] It wasn't just a 21,000 will All right.
[1:47:51] I'm going to jump in.
[1:47:52] Since I've been by the most involved in this you
[1:47:57] my glasses on here.
[1:47:57] So I did ask some questions to our police
[1:48:00] chief who forwarded to whoever our flock
[1:48:04] rep was, was answering this.
[1:48:05] So i just want to go through this thing.
[1:48:08] So some of the things I've you know, Jessie and a few others
[1:48:12] have brought up some of what I've seen
[1:48:13] with other cities and concerns.
[1:48:16] So the First question that I had asked is,
[1:48:19] does a customer are meaning the owner of the flock Safety Falcon
[1:48:23] license plate reader have the only encryption key to access
[1:48:26] their data Or does a flock safety company also have
[1:48:30] an encryption key ? and the ability
[1:48:32] to access data on customer owned selfie cameras?
[1:48:34] So i'm just there's like for questions, I
[1:48:37] want to read the answer here.
[1:48:38] So safety.
[1:48:39] This is their response Flash Safety manages the encryption
[1:48:42] process as part of the service using industry standard services
[1:48:47] like key management service, also known as Cams Data is
[1:48:53] encrypted in the device during transfer
[1:48:55] and when stored while flock manage the encryption
[1:48:58] keys This does not grant slack general access to customer data.
[1:49:03] Access to customer data by flock personnel
[1:49:05] is contractually limited.
[1:49:07] Strictly controlled and occurs only when reasonably necessary
[1:49:10] to provide customer support or address system issues.
[1:49:15] Access to criminal justice information.
[1:49:17] CGI is further restricted to designated cGI
[1:49:21] certified engineers who have undergone fingerprinting
[1:49:23] and background checks So my second my follow up question
[1:49:26] to this was if indeed has encryption key to access data
[1:49:30] on customer owned Falcon cameras,
[1:49:32] can your flock representative access
[1:49:34] that system without the customer's knowledge?
[1:49:37] And then is there any way to see a history of one flock accesses
[1:49:41] customer owned cameras The response access by flock
[1:49:45] representatives is governed by strict policies
[1:49:47] and is not performed without a legitimate need,
[1:49:50] such as providing customers support or system maintenance
[1:49:53] as outlined in the terms of our agreement
[1:49:55] All privilege Administrator access by flock personnel
[1:49:59] is logged for auditing purpose So I just just kind of respond
[1:50:03] and say that I didn't feel like it
[1:50:05] was as forthright of an answer as it should have been.
[1:50:09] I don't know that if we had these flat cameras up,
[1:50:13] if we would know when they would access it,
[1:50:17] even if they felt like it was a legitimate reason
[1:50:20] without doing the audit.
[1:50:21] That wasn't clear to me.
[1:50:22] I felt like it wasn't as complete as answer
[1:50:24] as it should have been I go on to the next one
[1:50:27] here is there any way for entities
[1:50:33] other state or federal agencies besides the authorized user
[1:50:36] granted access by the customer who owns the flock?
[1:50:39] A LPR system to access and view the data?
[1:50:42] I apologize.
[1:50:42] I was trying to be very specific with this.
[1:50:44] But bottom line is I want to make sure that there wasn't any
[1:50:47] way they didn't understand my question The response was, no,
[1:50:50] other entities cannot access the data unless the customer
[1:50:53] explicitly authorizes it.
[1:50:55] The data sharing is turned off by default The customer owns
[1:51:01] and controls 100% of their data and has
[1:51:03] complete discretion over what other agencies
[1:51:06] they share data with.
[1:51:08] So when they say data sharing is turned off by default that
[1:51:15] doesn't feel true to me based on things that I've conversation
[1:51:20] I've had with other cities, other information that I've
[1:51:22] seen in this conversation.
[1:51:25] Schiff and I have had a little bit with our city administrator
[1:51:29] people, some of these law enforcement agencies
[1:51:31] are recognizing or figuring out that other agencies
[1:51:35] are able to access their system, and then they're common is.
[1:51:38] And then we realize how to stop it when we put our controls on.
[1:51:42] So when they say that the data control is basically,
[1:51:46] you know, off by default there are
[1:51:50] signs that that's not the case.
[1:51:51] When these when these systems are being put up.
[1:51:55] I guess with these different cities and law enforcement
[1:51:57] agencies So I'm giving you my observation my opinion,
[1:52:00] based on these answers that they're given.
[1:52:03] Next question Are there any pre-installed
[1:52:08] visual or audio record features on the Falcon LP cameras?
[1:52:12] If so, are they simply pre-installed but not activated
[1:52:18] So the response, unlike traditional security cameras
[1:52:20] that continually record video locks,
[1:52:23] LPR cameras capture a point in time images of vehicles
[1:52:27] traveling on public roadways and does
[1:52:29] not provide continuous real time tracking
[1:52:31] of any individual flock.
[1:52:33] Cameras capture objective vehicle information as vehicles
[1:52:37] pass through a final occasion, and they go on
[1:52:39] to describe what's in their promotional material
[1:52:43] in the follow up on this, because they didn't ask
[1:52:45] my question about the video part Yeah So I followed up and asked,
[1:52:53] are there preinstalled video, Android recording capabilities?
[1:52:57] But they're not activated So I asked that a second time.
[1:52:59] Get it down to.
[1:53:00] OK.
[1:53:01] So Chief got the answer for me.
[1:53:03] So their response.
[1:53:04] They has the ability to be viewed live,
[1:53:07] but it lacks that recording feature,
[1:53:08] allowing only a real time view.
[1:53:11] Currently this feature is not enabled
[1:53:13] for your department All PR does not have audio capability
[1:53:16] is again, my opinion.
[1:53:18] I felt like it was an incomplete answer If there's the ability
[1:53:21] to be alive, it feels like there has to be sometimes
[1:53:25] a power to it, to a source of some type that
[1:53:28] could be viewed recorded didn't like the response.
[1:53:32] I felt like they were.
[1:53:33] I feel like I had to keep asking the questions to make sure I got
[1:53:37] a complete answer There's been a lot said
[1:53:41] about the encryption of the information from the cameras
[1:53:44] to the system.
[1:53:46] I do think that that's probably, you know fairly safe.
[1:53:49] But when they talk about encryption key,
[1:53:51] they do have encryption key factors
[1:53:53] And it's not clear to me, like I said earlier,
[1:53:56] whether they could access it without us knowing it,
[1:53:59] unless we did an audit.
[1:54:00] So I wasn't real fond of that answer
[1:54:05] The other thing, too, is it was said by one of our residents
[1:54:08] earlier about in their promotional material.
[1:54:10] So of course, I started getting stuff on Facebook right?
[1:54:12] It popped up all over the place But they did talk about they
[1:54:18] were promoting the data, is owned by the customer,
[1:54:21] but yet they were boasting in their advertisement
[1:54:23] that they could gain access to a national network right?
[1:54:26] So on one hand, I felt like they've been trying to pivot
[1:54:31] and say, no, it's controlled by this, by the customer
[1:54:34] But then in their ads, they kept promoting this,
[1:54:36] you know, gain access to national network.
[1:54:37] Right?
[1:54:38] So that to me, that was conflicting on the privacy
[1:54:40] concerns that people have.
[1:54:42] So I definitely saw that recently.
[1:54:45] I think it was last week they came out with a couple
[1:54:47] modifications So, you know, one was to reduce the data retention
[1:54:55] default rate, which they said was off But two,
[1:54:58] to other to other agencies.
[1:55:00] But now data retention, they said 30 to 7 days.
[1:55:02] Well, the customer had already possessed the option
[1:55:04] to control the data retention timeline So in my opinion, what
[1:55:08] did that do?
[1:55:09] The chief already knew he can restricted to one day
[1:55:11] if he wanted to, right So I don't know what that
[1:55:14] accomplished And I've seen other law enforcement agencies
[1:55:20] talk about the 30 days.
[1:55:22] Right.
[1:55:23] And they never mentioned that they had the knowledge
[1:55:25] to be able to further restrict that or control that,
[1:55:27] that the retention timeline And again, this
[1:55:31] goes back to for me personally was
[1:55:35] floc provides in the right type of knowledge and instruction.
[1:55:39] One, these cameras all these cities were issued that hey,
[1:55:45] here's what you need to do to control
[1:55:47] who accesses your system.
[1:55:49] Here's what you can do to, you know,
[1:55:51] if you want to decrease the length of your 30 days
[1:55:53] down to whatever days there are signs that cities
[1:55:57] did not know about this yet.
[1:55:59] They were still, again broadcasting or promoting
[1:56:01] that, you could gain access to national network The other thing
[1:56:05] that I really found disappointing
[1:56:07] is that they blame the police with
[1:56:10] and there were some incidents right, where they're
[1:56:12] accessing unauthorized access to the Fox systems
[1:56:16] attracting people.
[1:56:17] They weren't supposed to unauthorized use
[1:56:19] But I felt like instead of taking responsibility for some
[1:56:22] of the things, some of the missteps
[1:56:23] some of the misinformation that's been put out there
[1:56:25] over the past months or the past year,
[1:56:28] I felt like they put the blame just on the police.
[1:56:30] And I found that to be a responsible.
[1:56:33] I hope that you all feel like we have a good police department
[1:56:36] here.
[1:56:37] We have a policy just like whether you have medical
[1:56:40] or attorneys or whatever.
[1:56:41] I mean, they're prone to be violated
[1:56:42] by people that, you know, have a will to want to violate.
[1:56:46] And we have to hold those people accountable all.
[1:56:48] But at a local level, my opinion I
[1:56:51] think Chief Meyer listened and saw what he,
[1:56:53] you know, with other county, some issues They had immigration
[1:56:57] and he learned from that and try to tighten up the policy.
[1:56:59] There's probably still some more.
[1:57:00] We could do to make it even tighter.
[1:57:03] But again, for Flock to come out like that
[1:57:05] and and I watch a couple of the interviews with the CEO,
[1:57:07] I just thought that that was not taken
[1:57:10] the appropriate responsibility for some of these missteps that
[1:57:13] have happened in my opinion, the city north branch should not
[1:57:17] owe anything further to this contract I know what the city
[1:57:21] attorney said, but I think there's a lot out there a lot
[1:57:24] of misrepresentation, a lot of answers
[1:57:27] that were not brought forthright with, with enough completeness.
[1:57:33] And I think we should fight it.
[1:57:35] So that's why I'm out with this.
[1:57:37] I'll love you Let them have two most loyal and good in you know,
[1:57:48] obviously, and I can probably talk
[1:57:50] to Jesse because I feel like we've got
[1:57:52] a lot better situation here.
[1:57:53] But or in interaction.
[1:57:56] But I do think that, you know, there's been enough signs
[1:57:58] that there can be good.
[1:58:01] You know, you supported this type of technology.
[1:58:04] But there's so much mistrust.
[1:58:05] And that's kind of where I'm going with this is,
[1:58:07] I think for the safety company, created so much mistrust by not
[1:58:11] being forthright when questioned about
[1:58:12] their product that we as a city cannot defend
[1:58:14] many of these allegations.
[1:58:16] And I feel like it put us in a very difficult situation as they
[1:58:19] have other cities, counties, wherever those agencies are
[1:58:22] And that's why I make the statement that I am.
[1:58:25] I think that we have to continue to look
[1:58:27] at technology to help our law enforcement,
[1:58:29] to keep our public safe.
[1:58:31] But let's have expanded conversations.
[1:58:33] Let's make sure that everybody understands
[1:58:34] the Delta, what that means.
[1:58:37] You know, I certainly learn a lot over the summer.
[1:58:40] Yes.
[1:58:40] I don't know if we can agree on everything but I do understand.
[1:58:43] I have listened and there's a lot of things
[1:58:45] that I'm seeing evidence.
[1:58:46] Right, of some of the concerns, the privacy And so that's
[1:58:49] where I'm at with this point.
[1:58:51] I have felt that we should push towards council on the contract
[1:58:54] just because there's too much mistrust that we can't we
[1:58:57] can't resolve right now And I think
[1:58:58] we have to have a continuing conversation with our police
[1:59:01] department and our chief and make
[1:59:03] sure that we are on some emotional values tonight.
[1:59:06] So that's big for me for our public safety value.
[1:59:08] So if we value our public safety and there's things
[1:59:11] that we can do to help make it better
[1:59:12] or help our law enforcement enforce or catch
[1:59:15] these criminals, I'm all for it But with this technology,
[1:59:19] there's just too much up in the air right now.
[1:59:21] I just when I said pause, I just meant like a long term pause
[1:59:24] to say, we need to look at this deeper before we implement it,
[1:59:29] because it's just taken over the country right now.
[1:59:32] So i know if there's any comment or feedback from the council.
[1:59:36] But i've done a lot of digging too,
[1:59:40] and a lot of watching different council meetings
[1:59:44] and public comments and stuff.
[1:59:46] So Mr. Mayor, go ahead.
[1:59:48] Maybe.
[1:59:49] Or the Public Safety Committee bring that up and maybe
[1:59:52] invite the city attorney during one of our meetings
[1:59:57] to see what avenues we have.
[1:59:59] Yeah, that would be my suggestion. is there
[2:00:01] a discussion off for three?
[2:00:03] You know a free service, right.
[2:00:05] To counties for several months.
[2:00:07] Right.
[2:00:07] And we were showing concerns and areas
[2:00:10] that we can't defend because of what I in my opinion,
[2:00:13] I'm not going to speak for the rest of you
[2:00:14] or misrepresent Haitians.
[2:00:17] Not answering some of the questions
[2:00:19] complete enough where it feels like there maybe
[2:00:21] evading some of the answers.
[2:00:24] I feel like we have a right to fight this
[2:00:26] and that's why I have ever been such a big help.
[2:00:29] See what happens.
[2:00:30] We have OK.
[2:00:33] That's what I'm like, you, I think, for safety It
[2:00:36] just they really did.
[2:00:38] They did a disservice to themselves
[2:00:40] by not being forthright We answered When you asked
[2:00:43] questions, I ask questions and and some of the
[2:00:46] give and take between the Q&A that we had for the past year
[2:00:50] and seems like we've been deceived.
[2:00:52] Maybe that's too rough.
[2:00:55] It's like we had to draw information out to them.
[2:00:57] This is we could do this one, two, three, four, five.
[2:01:01] So i think that the I think the technology is there.
[2:01:04] I want the technology there for our law enforcement
[2:01:08] our law enforcement.
[2:01:09] There's some investigation.
[2:01:10] I hadn't I was on the street.
[2:01:12] I wish we had put the find kidnapping,
[2:01:16] murder before the person was murdered.
[2:01:18] Okay I've seen a whole town devastated by a young lady that
[2:01:22] was murdered because of the actions of a
[2:01:26] you know, of an individual.
[2:01:28] So i wish the Fox safety could have been doing a better job.
[2:01:33] I I'm of the opinion, this mayor Yeah.
[2:01:36] Their response tells a lot to our proposed action
[2:01:42] I would recommend we also never do business with flock again.
[2:01:46] I would just.
[2:01:46] Well, that's the other thing too.
[2:01:48] I mean they've got other technologies,
[2:01:49] but there's not going to be any business from, say, North Branch
[2:01:52] if you know the approach they're going to take and not want
[2:01:54] to hold themselves accountable responsible for some
[2:01:57] of the things that have happened It's happened to many places.
[2:02:00] And that's the sense I got from appleton, Wisconsin,
[2:02:03] and Brooklyn Park Columbia Heights,
[2:02:06] a little bit is the answers were not forthright enough
[2:02:11] until they get a question.
[2:02:12] And so it creates mistrust.
[2:02:14] And again I'll say it again, we as a city cannot defend many
[2:02:17] of the allegations because of their actions and the way they
[2:02:20] responded So to your point, I think they
[2:02:22] shot themselves in the foot.
[2:02:24] Sure.
[2:02:24] And you know, us and others are paying the price
[2:02:29] You know, the comments are our response are, Matthew, anything
[2:02:31] you questions you have or nothing at this time,
[2:02:36] I just would like some specific direction or direction.
[2:02:39] That's what I would say.
[2:02:40] Should we provide at least the written notice portion
[2:02:42] and then seek council advice on how to go forward?
[2:02:46] I think so.
[2:02:47] I think the right answer is to just say we want to cancel it,
[2:02:50] but we've already paid in the first year.
[2:02:52] But I have no intention to approve of your two and three
[2:02:55] right.
[2:02:56] And furthermore, I'm not even sure we should even
[2:02:59] pay for the full amount just because
[2:03:01] of everything that's happened, that that's my personal opinion.
[2:03:04] Yeah, but we've already paid it, right.
[2:03:06] Legal action on that afterwards.
[2:03:08] But there's nothing holding up right.
[2:03:10] Written.
[2:03:11] Exactly.
[2:03:12] So I'll make the motion to provide formal written
[2:03:14] notice to flock safety, to terminate
[2:03:16] and cancel current contract.
[2:03:18] I'll second that.
[2:03:19] OK.
[2:03:19] And not to renew and not to renew.
[2:03:22] And we have a second.
[2:03:24] And the other guidance you need, Matthew as we
[2:03:27] move forward So the contract is signed, the middle of May.
[2:03:30] So we've got time on that.
[2:03:31] First we got time to work through.
[2:03:33] This is my point.
[2:03:34] Right.
[2:03:34] So.
[2:03:35] OK.
[2:03:36] All right All in favor.
[2:03:37] Signify by saying I I opposed zoom type
[2:03:42] assignment takes up for this needs All right move
[2:03:48] on to the budget.
[2:03:49] So I know a lot of you came for flock
[2:03:51] and encourages day for the budget to if you can.
[2:03:53] But if you can't I understand so our finance director Sharon
[2:03:57] right to kick us off mayor and council
[2:04:00] thank you so the on the proposed levy spreadsheet,
[2:04:09] I have it marked out that it would require a 2.29% increase
[2:04:16] to not increase to not do anything other than just
[2:04:22] the Berryman, which is the the pay increase and then
[2:04:31] from there it would just be sorry it.
[2:04:40] So let me start over with that.
[2:04:45] OK The current budget analysis indicates
[2:04:52] a 2.29 increase in levy revenue is
[2:04:55] needed to maintain general fund expenses at the base level.
[2:05:00] Thank you.
[2:05:00] Maintain what we have.
[2:05:02] Yes Not to not do nothing right.
[2:05:04] So that's all the difference there So the citywide estimated
[2:05:11] market value is projected to increase
[2:05:14] 6.68% from 1.6 8,000,000,026 to 1.8 billion and 27.
[2:05:26] This includes approximately 32.6 million and new construction
[2:05:33] applying the 6.68% estimate of market value growth would result
[2:05:39] in approximate only 7 million in levy revenue about 288,228 out
[2:05:46] of the additional revenue could help offset increase staffing
[2:05:52] and health insurance costs three potential new positions zoning
[2:06:02] and increased health insurance cost total approximately
[2:06:06] 489,000, leaving about 201,000.
[2:06:10] That would need to be addressed through an additional levy
[2:06:13] increase.
[2:06:16] The proposed contribution for the equipment
[2:06:19] replacement fund has been reduced from 300,000 to 150,000.
[2:06:23] Even with this reduction, the levy levy revenue increase
[2:06:28] is currently estimated at 8.69.
[2:06:35] I think that might be a typo before accounting
[2:06:38] for the additional staffing costs
[2:06:43] Now that is the it's correct this correct.
[2:06:45] Appreciate it.
[2:06:45] Is.
[2:06:46] Okay.
[2:06:48] After including the potential staffing costs,
[2:06:50] the current proposed levy increase is approximately 11.37
[2:06:55] over the prior year.
[2:06:58] So these potential staffing additions
[2:07:01] would include a community service officer or that
[2:07:05] would take over the code enforcement that is currently
[2:07:12] taking up quite a bit of our building
[2:07:15] Inspector slash code enforcement person Stein And so
[2:07:19] with the current situation with the building department
[2:07:23] it would free up some of his time to be able to help more
[2:07:27] with the building inspections And that would give
[2:07:30] a person to the police department who could help
[2:07:34] with nonstop on tasks that need to be accomplished
[2:07:40] and then another patrol officer to try to give us moving
[2:07:45] towards that staffing level that was
[2:07:52] discussed with council by our H, our general list
[2:07:56] earlier this year.
[2:07:58] I believe he had to many as the ideal number
[2:08:02] for our size of entity in order to have
[2:08:08] proper staff at all times.
[2:08:11] And then a parks manager that would function similarly to what
[2:08:20] Nate used to do before he became the community development
[2:08:24] director And that would help with Gill as well
[2:08:28] as the management of the concerts and the parks,
[2:08:32] the skating rinks and helping to guide the structure and improve
[2:08:39] payments in the parks areas So for health insurance,
[2:08:44] the budget initially assumed a 5% health insurance increase
[2:08:49] and a request was made to budget for a 15% increase, which
[2:08:54] adds approximately 118,000.
[2:08:58] So that was put in through that number
[2:09:01] that 2015 88 that leads to the 11.37 increase based
[2:09:11] on discussions with staff and the city self-funded plan
[2:09:14] through the 49 ERs fringe benefits
[2:09:19] program because that's a self-fund a plan.
[2:09:24] The increase is expected to be closer to 10%
[2:09:29] and we will continue to move monitor
[2:09:32] insurance costs and other budget factors as the levy is refined.
[2:09:36] The current budget discussion reflects an estimated 11.37
[2:09:41] levy revenue increase driven primarily by potential staffing
[2:09:46] additions health insurance costs and the need to maintain funding
[2:09:51] for city operations While the equipment replacement fund
[2:09:54] contribution has been reduced to help manage the overall increase
[2:10:00] I would like to mention that when
[2:10:03] we add the debt to that it does bring it up to 12.65% increase.
[2:10:12] Which jet are we talking about?
[2:10:14] The debt that's paid out of the levy?
[2:10:16] OK So with that, if you have any questions, Sharon,
[2:10:24] how i would have liked to have seen that like a mandatory stuff
[2:10:30] The health health insurance increases, right?
[2:10:32] The stuff that has to happen.
[2:10:33] Right The debt bonds before we add anything else on there
[2:10:36] because you're moving up to a different percentages.
[2:10:39] Right.
[2:10:39] And all of a sudden, up to 11% with the debt bonds.
[2:10:42] But we take out the three positions
[2:10:45] and anything else that's maybe we don't have right now.
[2:10:47] What is that percentage?
[2:10:49] Can you bring up a spreadsheet?
[2:10:52] Yeah, it is broken down.
[2:10:54] And it's a little bit Good question Yes, Thank you.
[2:11:00] That one.
[2:11:03] So the way this is laid out is so that we
[2:11:07] can do that with these and see the percentages
[2:11:13] as they increase.
[2:11:15] And because the most of this is affecting the general fund where
[2:11:20] the debt is affecting that funds that's why the debt is down
[2:11:27] further on the spreadsheet.
[2:11:30] So if you if you look at the bottom if you scroll down,
[2:11:39] right, you can see the 2.29% with the arrow which shows where
[2:11:46] we would be at with just the general fund where it's
[2:11:51] at without insurance increase, without the insurer increase
[2:11:57] to 15%.
[2:11:59] And but that's without staff And no equipment So
[2:12:08] then when we add the when we bring it up to the 6.6,
[2:12:16] 8%, that is what the county has estimated at the market
[2:12:23] values that that increases.
[2:12:26] That's what gives us that 288,228.
[2:12:31] That was an up higher right there So that is money that
[2:12:43] if we match the county at that 6.68, we would have
[2:12:47] $288,000 to go toward wards.
[2:12:51] It could be the insurance it could be staff it could be
[2:12:58] equipment So any of these that would
[2:13:02] be considered optional or new would fall into that category.
[2:13:15] Sharon, you have a separate break
[2:13:16] out where because right now we're kind of mixing what we
[2:13:21] could do with the anticipated natural increase in the home
[2:13:24] values right We put that aside and just look at the budget
[2:13:28] and say, all right, we know we're going to have increases
[2:13:30] in labor whatever the inflation was for equipment, supplies, all
[2:13:36] that stuff So do you want to look at the the expenditures
[2:13:42] themselves Yeah, because and this is kind of the hard part
[2:13:49] is it's really buried in the right
[2:13:50] was kind of historical right Hey we're going to get this revenue.
[2:13:53] So we got to spend this money to match it, right?
[2:13:56] That's what I'm struggling with.
[2:13:57] And the I would like to think that that
[2:14:00] isn't what we are trying to do.
[2:14:05] We're not trying to say that we have more revenue so we need
[2:14:11] to spend it right That's why on this budget form,
[2:14:17] the second column to the right that we need 27
[2:14:23] proposed without new positions that
[2:14:26] is what the total cost to do.
[2:14:31] The bare minimum, the base amount for 2027
[2:14:36] would cost the city That's no new positions,
[2:14:39] that's no equipment.
[2:14:41] But that does not include an increase in the insurance
[2:14:46] because that that would take me quite a bit
[2:14:52] to try to enter that across the whole city
[2:14:57] and get it reflected in these.
[2:14:59] And if we're not applying that, then I have to take it back out.
[2:15:04] So that's why I treated that 15% increase as an addition to what
[2:15:09] we have with so with the 5%, I want to be smarter
[2:15:15] to just add the 15% in there.
[2:15:16] And then once we get our numbers in October,
[2:15:18] if it's less than that, then when we go to our final.
[2:15:21] Yeah, it was my recommendation to go to the 15
[2:15:23] because estimates initially at 12 to 20 was the,
[2:15:26] I think the number you gave me.
[2:15:27] That's why we said go to 15, especially
[2:15:30] with the budget process, right?
[2:15:32] We cannot raise our initial right September vote.
[2:15:36] So I wanted to play it a little bit on the side
[2:15:40] And Sharon, I think I think we're close
[2:15:42] and how we lay this out, I think I just
[2:15:43] want to clarify on the 2.29%, that would be the annualized
[2:15:47] salaries for everybody.
[2:15:48] We hired this year, correct So a full year rate.
[2:15:53] And then planned increases in salaries.
[2:15:56] Yes.
[2:15:56] So the union contracts have stated that employees are
[2:16:01] to get the 3.25% increase with the exception
[2:16:05] of the police It's a little less union,
[2:16:10] which has not been reached yet.
[2:16:14] And this would also include funding of all the general fund
[2:16:18] items for every department, you know, like equipment for police
[2:16:22] department and gravel for public works
[2:16:25] or whatever would be applied.
[2:16:26] So on the equipment that would be out of the equipment fund
[2:16:32] and they're currently in this the second to last column
[2:16:39] There is no equipment in that number When I say equipment,
[2:16:48] I'm talking more about, like, the standard amount of equipment
[2:16:51] that this chief would buy today or, you know,
[2:16:55] like you have traffic signs in there.
[2:16:57] For example, it's standard budget line items
[2:16:59] to continue running the city.
[2:17:01] It's not like we're starting from zero in every department,
[2:17:04] right?
[2:17:04] So, yes, that that's what I'm implying Yes.
[2:17:08] And so I think the real question Kevin, where
[2:17:11] you're going with this, too, is, okay,
[2:17:12] so now we have that baseline.
[2:17:14] If you add in the 118,000, I think
[2:17:17] for insurance that's the kind of do nothing plan right?
[2:17:21] Well, maintain, maintain our current standard, right?
[2:17:23] Yep.
[2:17:23] And then then entertain a additions.
[2:17:26] Correct.
[2:17:27] And then really list that full list of additions.
[2:17:29] And we have that discussion.
[2:17:31] What we're trying to do right now
[2:17:32] is just kind of give it all on a page
[2:17:33] to understand where we're at kind of on this back and forth
[2:17:37] a little bit.
[2:17:37] And I think the numbers even moved a little bit since we
[2:17:39] saw insurance be one of them.
[2:17:41] But it is pretty fluid.
[2:17:42] This time of year Yeah.
[2:17:47] So One of the things that I had asked to is with the three
[2:17:50] positions, I had a conversation with Matthew
[2:17:52] about this all like I don't the parks manager thing, who's doing
[2:17:59] the gas right now, who is doing this because of my understanding
[2:18:03] that was Ryan is a city planner, was
[2:18:05] taking on more of that stuff.
[2:18:07] So now I've got bigger questions about between this position.
[2:18:10] Ryan, the city planner and the parks manager position
[2:18:14] There's bigger questions about how they all interact
[2:18:16] with each other that we're not going to solve tonight,
[2:18:19] but it helps me make a decision on
[2:18:22] do we think that's a priority right now You know,
[2:18:28] so our position descriptions, you
[2:18:30] know how you know what it looks like, right place, same thing.
[2:18:33] I mean, I'd love to see and i love
[2:18:36] to have more police officers, you know,
[2:18:38] if it's going to help with coverage.
[2:18:40] People are sick training all those vacation
[2:18:43] in a perfect world, right.
[2:18:44] We have coverage, but it's not always perfect world each week,
[2:18:47] right, Jeff So but you know, if we add one
[2:18:50] or if we don't add one, that's my question.
[2:18:52] I know that you have asset to you and Sharon, too,
[2:18:54] but if we don't do something help paint the picture.
[2:18:58] What's the negative impact going to be for 2027?
[2:19:01] I mean, for it or against it?
[2:19:02] Just paint a picture for me that helps me understand whether I
[2:19:06] need to push towards, you know, putting that in our budget
[2:19:09] or not And then how I can defend that,
[2:19:11] you know and explain that with our residents, our taxpayers.
[2:19:16] I know I put that in my 2027 goals.
[2:19:20] Is the position descriptions is as well.
[2:19:23] Are we utilizing then to each employee?
[2:19:25] No.
[2:19:26] Other aspects Asians and responsibilities and you
[2:19:33] know during either the course of appraisals or one
[2:19:36] on one meetings.
[2:19:37] So I mean, that was one of them too.
[2:19:39] Is that we is making sure that we're best utilizing,
[2:19:43] you know, each you know, government
[2:19:45] employee or city employee Yeah.
[2:19:49] And one thing I mentioned this, Matthew to Matthew in my email,
[2:19:52] I think Sharon was on there too.
[2:19:53] But you know we're going to be getting a survey, a workplace
[2:19:58] cultural survey, and there's some things on there
[2:20:00] about some from some employers.
[2:20:02] And I don't know what it means yet.
[2:20:04] But you know does he you know I think there are some concerns
[2:20:08] that employees don't maybe don't think their council understand
[2:20:11] what they're going through some of the hardships, some
[2:20:14] of the extra hours And I don't believe anybody on this dais
[2:20:18] doesn't want to support them, doesn't want to add
[2:20:20] personnel where we're needed and equipment.
[2:20:23] But I'm not sure that we're getting
[2:20:24] a complete picture either.
[2:20:25] And when we're talking about, you know, a couple of years
[2:20:28] ago, we had, what, almost 10% increase
[2:20:31] in our budget and then 12%.
[2:20:32] And then last year, it dropped off to 4.4, something like that
[2:20:36] But, you know, and I mentioned this
[2:20:39] I'm sure Sharon and Matthew are going
[2:20:41] to be talking about the average inflation
[2:20:42] of the last five years.
[2:20:43] But I have to factor that in because, you know, people
[2:20:46] are being impacted by this, you know,
[2:20:48] with their household incomes.
[2:20:50] And, our increase is our average increase over the past five
[2:20:54] years has outpaced inflation by 2% each year
[2:20:59] But we have that we have to be able to tell that story
[2:21:01] about why how did we get there.
[2:21:05] So when you're looking at it outpacing inflation
[2:21:13] are you also looking at the fact that we are a growing
[2:21:16] city and we've got between 2% and 3% increase in our growth
[2:21:23] the same time?
[2:21:25] So is that being computed into the factor when you
[2:21:29] say we've outgrown inflation?
[2:21:32] Yeah, I think the impact is to the individual homeowner.
[2:21:34] So the city may be growing, but their taxes
[2:21:37] are going up at a faster pace than inflation.
[2:21:42] And I think that's what strong people obviously, they
[2:21:44] bought a house five years ago.
[2:21:46] And it was getting taxed at X dollars
[2:21:49] Now here we are five years later The taxes are 30% higher.
[2:21:54] Rothman so if you had a house Five
[2:22:03] years ago at $300,000 let me pull
[2:22:09] up my spreadsheet real quick.
[2:22:12] And you make good on the value of the house portion, right?
[2:22:14] But I didn't buy that house recently.
[2:22:16] I bought it at a certain price a while ago, right.
[2:22:19] They've done nothing.
[2:22:20] And that's where the price goes up.
[2:22:21] I think that's where it's hard for everybody
[2:22:24] to absorb all that.
[2:22:25] We've heard it from many residents.
[2:22:26] Right.
[2:22:27] I think that's our concern We also know we don't have
[2:22:30] a blank checkbook just to spend way
[2:22:32] and that's part of the reason why
[2:22:33] we were looking at leaf pickup.
[2:22:34] Right.
[2:22:35] So we have to look at being efficient with dollars as much
[2:22:37] as we can.
[2:22:38] I also don't think this patrol officer includes a cop, a car.
[2:22:41] Correct.
[2:22:42] And the equipment to go with that It does not that there's
[2:22:48] that's part of what the equipment replace month money
[2:22:51] would of would apply to you.
[2:22:54] So when we hire police officer obviously,
[2:22:57] you got to give the equipment do their job too.
[2:22:59] And that's one of the things that I think we have to make
[2:23:01] sure we take into account.
[2:23:02] And that's one of my goals for next year
[2:23:03] as well as we kind of link the two, right?
[2:23:05] Don't approve one without the other.
[2:23:06] So Mayor 2 point.
[2:23:09] And I'm bring this up way too late in the process.
[2:23:12] But maybe an idea again for next year
[2:23:14] i can talk more about this in the goals.
[2:23:17] But you know come working in another government
[2:23:19] body with the county that I work and has spent end of July
[2:23:24] through mid-August.
[2:23:25] Evan department proposals and Watkins through you
[2:23:28] know hears from the sheriff's office
[2:23:30] the human services to probation here's our budget for next year.
[2:23:34] Here's why it's important here's the impacts
[2:23:37] there's the strains from the state
[2:23:38] from the budget year over year.
[2:23:40] And I think that does do a nice job
[2:23:42] to help not only from the diaspora so the public.
[2:23:46] So that would be something maybe that you guys think about is
[2:23:48] going Florida, you know, maybe it's
[2:23:50] to work sessions in summer that actually help help
[2:23:55] with that narrative of why the budget is being proposed as it
[2:23:58] is instead of us asking maybe some of the granular details
[2:24:01] last meeting.
[2:24:02] Yeah.
[2:24:03] And I think just throwing that out there, I
[2:24:04] think that is why I think Sharon,
[2:24:05] you recommended a working session that maybe two.
[2:24:07] Yeah.
[2:24:08] And I agree over but I think for the prelim here.
[2:24:12] It's more directional to understand where we're at.
[2:24:14] I think we definitely need that as we
[2:24:15] get towards the final budget.
[2:24:16] Yeah.
[2:24:17] Yeah.
[2:24:17] Wherever it fits.
[2:24:18] But you know, again it puts some of that ownership
[2:24:21] on the department heads, but it also helps with that,
[2:24:23] I think, educational piece and maybe that connection with some
[2:24:27] of the staff to see, you know, exactly where that money's going
[2:24:29] and what they're doing in their day to day struggles Well,
[2:24:32] and for me, I want our employees understand
[2:24:35] in our department heads that it's not that we
[2:24:37] don't want to support you, bye.
[2:24:38] Know at one point Sharon maybe was last year.
[2:24:41] But you gave us a ten year CFP right
[2:24:43] and how that might impact again, Estimated right
[2:24:46] increases each year in our budget and our levy.
[2:24:48] It was basically 8 to 11% every year for ten years.
[2:24:51] That's just not sustainable for the average person
[2:24:55] So I'm not saying that anybody's wrong or do anything wrong,
[2:24:57] but I am saying that I just don't think it's sustainable
[2:25:00] So we have to figure out another way to reach our goals I don't
[2:25:04] want people to think that we're not going to try to create goals
[2:25:06] and create steps to get there.
[2:25:07] I want people to have hope that they're not going to be,
[2:25:10] you know having to, you know, to work extra hours
[2:25:13] or to feel like they're not given good enough
[2:25:15] service because they're overloaded.
[2:25:18] But I think as a council, we need to be mindful of what that
[2:25:21] looks like long term as well.
[2:25:23] Couple years ago, we had issues with cop cars.
[2:25:26] We tried to get a few more police officers a ladder truck
[2:25:29] for the fire department tanker.
[2:25:30] There's things that we follow were critical that could impact
[2:25:32] insurance For example, for the ladder truck or emergency
[2:25:36] response times of vehicles are broken down
[2:25:38] or you don't have enough overage or coverage with your place.
[2:25:42] I felt like that we had to spike it for a couple of years
[2:25:45] to try to alleviate some of those critical things.
[2:25:47] But right now, I'm not hearing the critical things
[2:25:49] with details.
[2:25:51] The me personally, I'm not I can speak for you gentlemen,
[2:25:53] but you know, so I just need i need that picture
[2:25:58] painted with more detail.
[2:25:59] Yeah, really try not to, you know,
[2:26:01] kick the can down the road.
[2:26:03] You know, in previous, you know previous years.
[2:26:05] And that's where we really I thought,
[2:26:07] made some really nice effort last year.
[2:26:09] We just have to continue that effort You know,
[2:26:12] in the years to come Well, and share.
[2:26:16] And I appreciate the 300,000.
[2:26:17] You know, we can't just get all one time while we're still
[2:26:20] grappling with all these other inflationary expenses
[2:26:22] for the city, too.
[2:26:24] So you drop it down on a 50.
[2:26:25] I mean, that's definitely a better start passing 175.
[2:26:30] Well, maybe we can't start that new.
[2:26:31] We got to start at 50.
[2:26:32] But we also have potential.
[2:26:33] The pot of money And again, I you know,
[2:26:36] Matthew and I have conversations.
[2:26:38] You know, he hasn't could be 70.
[2:26:39] We don't know.
[2:26:40] But maybe we just lower down to 50 as an estimate.
[2:26:42] Right.
[2:26:43] That there's another pot of money that's
[2:26:44] not falling on property tax.
[2:26:46] Property taxes themselves.
[2:26:47] And that's part of the reason why we want to do this Right.
[2:26:50] So we can alleviate some of that pressure on our property owners
[2:26:53] find other sources of revenue that just the question
[2:26:58] on personnel and safety Committee,
[2:27:01] did you guys discuss these same positions?
[2:27:04] You're aware of these?
[2:27:05] I'm the police officer stuff.
[2:27:08] I would say.
[2:27:09] Yes.
[2:27:09] That was mentioned Yes.
[2:27:11] But it wasn't clear to me was going to be asked this year You
[2:27:14] know, okay, community service officer, I'm still
[2:27:18] kind of learning about that.
[2:27:19] And that was one of the things that I had brought up
[2:27:22] is is from a personnel committee standpoint,
[2:27:26] if this is going to get brought forward,
[2:27:27] then i think we need to be that there needs
[2:27:29] to be more in depth conversations
[2:27:31] early on before it gets to this point.
[2:27:32] And that's kind of start with the Finance Committee, right?
[2:27:34] We don't know what was discussed in your right
[2:27:37] to understand Well, what should the priority be?
[2:27:39] You know, that's really what comes up from now
[2:27:41] until the December budget line.
[2:27:43] Yeah And this the first time you see the parks manager Yeah.
[2:27:50] I think it was talked about the parks manager
[2:27:52] as we discussed it, but I think we put it right like this
[2:27:55] But again, position descriptions would help me understand
[2:27:59] I can compare it to in order to name and Ryan too,
[2:28:02] so I can understand who's doing what because I thought Ryan had
[2:28:05] taken over the gist of most of that
[2:28:09] is gone to WSP or the county right?
[2:28:15] So in the picture, how much are we paying for those services
[2:28:18] and how much could that offset you
[2:28:20] know, not pay in the savings?
[2:28:21] Right.
[2:28:22] Where this position we don't know that, right?
[2:28:25] Yeah.
[2:28:26] Yeah.
[2:28:26] Well, it's kind of like the return on investment right?
[2:28:29] For that, for that person Right.
[2:28:32] So I forgot to ask during what, you know,
[2:28:35] one of the previous ones.
[2:28:36] But the money that was initially spent
[2:28:40] on the flat from that 2023 grant money how much is in that fund
[2:28:50] do you know?
[2:28:51] So there was off the top of my head.
[2:28:54] There was just over 100,000.
[2:28:57] And there.
[2:28:58] OK.
[2:28:59] Total that's remaining Yeah.
[2:29:02] The 60 was going to take a good chunk of it.
[2:29:06] OK.
[2:29:06] So and we haven't paid the whole amount yet.
[2:29:09] We've only paid 121 So whatever So we
[2:29:12] were at 150 or 160,000 before we did the first payment to.
[2:29:17] Block Is that what I'm hearing?
[2:29:19] I think she said 100 and minus.
[2:29:21] It was like, what I heard higher.
[2:29:23] I did.
[2:29:23] I thought it was around 150.
[2:29:25] So did I. This is a while ago.
[2:29:28] So I could be wrong But so I think the second question was,
[2:29:37] is to utilize those funds for an additional police
[2:29:41] officer or car or equipment.
[2:29:44] Yeah.
[2:29:45] So Chief I'm going to ask you that for just follow that
[2:29:49] So what have you been earmarking those special funds for?
[2:29:53] Like, you know, you've had a for a few years now
[2:29:56] or are you hoping to spend on.
[2:29:58] I mean why not or things patrol car or other equipment or ran.
[2:30:03] I think we had a close to 400.
[2:30:06] So we we've used.
[2:30:07] We bought two civil defense sirens that was approved right.
[2:30:12] We had purchased a speed trailer.
[2:30:15] The new speed trailer fire department had some turn out
[2:30:19] gear, radios We did purchase a squad car,
[2:30:25] one squad car already with that we had
[2:30:28] some training costs in there.
[2:30:30] I think that was I want to say was 2024, that it was brought
[2:30:33] to the council with those.
[2:30:36] OK And what's the point?
[2:30:45] So at the end of 2025, it was 140,897.
[2:30:50] We were pretty close right?
[2:30:51] So minus the 21,000 now, correct And all right.
[2:31:07] So what direction are you looking for right now?
[2:31:09] Just what we're willing to entertain what you can hone
[2:31:13] in on better for the next meeting
[2:31:15] you're going to miss, Mr. Glenn.
[2:31:17] You're going to miss the second meeting in September,
[2:31:18] correct So that's why you want to have an approval
[2:31:20] while I was here?
[2:31:22] Yes And that's also why I requested the one on one
[2:31:27] meetings with the three of you who I haven't talked
[2:31:30] to because I I really do want to get your feedback I
[2:31:36] want it to be counted.
[2:31:37] I want it.
[2:31:38] I want what we're bringing to the September ninth meeting
[2:31:43] to be within the grasp of passing the prelim unary levy,
[2:31:49] knowing that it can't go up, but it can come down So whatever we
[2:31:54] set that meeting, I want it to be ballpark enough that you guys
[2:32:00] are comfortable passing it on the ninth
[2:32:05] saturday in the preliminary.
[2:32:07] Yeah, yeah I've made my point or my stance
[2:32:13] pretty clear right now, at least as with the information I have,
[2:32:18] I'm, you know, I'm more in the stance of less maintainable.
[2:32:21] We have for another year if we can
[2:32:23] Is there some critical with one of these positions?
[2:32:25] I need more information about it.
[2:32:27] I'm factoring in the inflation, the stable with the economy I
[2:32:34] know last year and all we finally
[2:32:35] got it down below five for a final I
[2:32:39] don't know if that can happen again this year,
[2:32:40] but I'm just trying to do the best i can to maybe
[2:32:44] kind of pause and figure out if we
[2:32:46] need a committee service officer,
[2:32:48] how do we integrate that, right?
[2:32:50] Or maybe over time couple years, patrol officer,
[2:32:53] how do we prioritize?
[2:32:54] It wasn't there a conversation about some of and a camera?
[2:32:57] It was in this report from two weeks ago
[2:32:59] that the community service officer is also budgeted
[2:33:03] with revenue increases coming to my memory serves me correctly
[2:33:10] I just wanted to acknowledge that the building department has
[2:33:14] its own revenue sources with its building permits
[2:33:17] and with the projects that we currently have going on
[2:33:20] in the future projects that we have expected to come on
[2:33:23] in an industrial park in our continued
[2:33:25] growth with our building projects
[2:33:27] our permit fees have been increasing So the increase
[2:33:32] in those fees, our building department is kind of
[2:33:35] at a net zero right now.
[2:33:37] We make enough to cover the cost for that department, etc.
[2:33:40] And if we utilize 50% of the cSO in the building department
[2:33:47] to cover the nuisance violations and the code violation
[2:33:51] and the revenue sources could potentially
[2:33:54] cover a portion, if not all of that 50%
[2:33:57] allocation for that position.
[2:34:00] But then as presented in the budgets as of now
[2:34:03] is for the full cost of the position as opposed to That's
[2:34:08] correct.
[2:34:08] With revenue?
[2:34:09] Oh, yeah And then one of the things that has come up
[2:34:14] is that there have been some situations lately
[2:34:19] about the safety of having someone
[2:34:24] go out to a house by themselves with no way to communicate.
[2:34:31] If we have a CSO he would have he
[2:34:34] or she would have a radio and a vest on.
[2:34:38] Whereas when our current employee goes out,
[2:34:42] he is unpretty And this, it would just
[2:34:49] give a little more safety and quicker backup
[2:34:52] if something was needed.
[2:34:54] If the CSO took over the Code Enforcement.
[2:34:57] Yeah.
[2:34:57] So this is the first time I'm hearing
[2:34:59] this from a personnel standpoint that there's an issue there.
[2:35:02] Right.
[2:35:03] And we're supposed to make a decision
[2:35:04] in a few weeks on our fund.
[2:35:07] I mean, it's a tough why don't why don't we budget
[2:35:14] it again, just for that position?
[2:35:16] I'm sure it's for similar positions
[2:35:18] Why is it brought forward that we're budgeting
[2:35:20] for the full cost of the CSO versus the projected revenue
[2:35:24] increases for that position And in the follow up would be
[2:35:28] or where is that projected revenue increase
[2:35:31] allocated in the budget?
[2:35:32] So we don't have a revenue increase projected right now.
[2:35:38] We have LP that was like the the big one this year,
[2:35:43] which covered everything for the building department that's
[2:35:45] due to costs and fees or from a revenue perspective covered all
[2:35:49] the costs for that department.
[2:35:52] We are speculating and we don't speculate in the budget.
[2:35:56] So that's but we expect additional growth to continue.
[2:36:00] And so those there's potential for it.
[2:36:03] The revenues off of growth not necessarily on the position.
[2:36:06] Correct.
[2:36:07] Thank you Just a quick clarifying question, too.
[2:36:12] So I know we're trying to decide on what items, bye.
[2:36:15] Think what Matthew and Sharon would really like to know
[2:36:18] is would we feel comfortable that like a 9%
[2:36:21] increase for the September vote here in the prelim?
[2:36:25] And then we work through these detail and how we allocate those
[2:36:30] funds and into a final number for December What is the 9%
[2:36:34] providing this?
[2:36:34] Well, what I'm looking at here, just looking at the sheet
[2:36:37] that Sharon provided you get to basically you could get
[2:36:42] through the support equipment.
[2:36:45] Yeah, I would also include the 288
[2:36:48] for some of these current additional resources.
[2:36:52] Appreciate it.
[2:36:53] Would subtract out basically the the 2015
[2:37:02] 88 for some of the additional resources
[2:37:04] that were refined here.
[2:37:05] I don't know where the insurance would fall into which bucket
[2:37:07] Jericho you're referring to on call it the staffing ten year
[2:37:11] plan you efforts of 201,000.
[2:37:14] That's got the insurance in or not.
[2:37:15] But it's somewhere between three C That's my question.
[2:37:18] Staffing ten year plan is that 201,000 a year.
[2:37:22] Correct.
[2:37:23] So this is.
[2:37:24] Yeah.
[2:37:25] So basically yeah, snap the line there.
[2:37:27] Whatever we want to trade back and forth.
[2:37:29] We can discuss that.
[2:37:31] Yeah, that's it.
[2:37:32] I would not vote on positions until I had more information.
[2:37:35] I just can do it.
[2:37:36] Yeah, I agree.
[2:37:37] But we're not specifically voting on positions, right?
[2:37:40] We're we're voting on a levy.
[2:37:42] Max.
[2:37:44] That goes back to the budget.
[2:37:45] What are we trying to support?
[2:37:46] Right.
[2:37:47] And that's why that's where I want to set the number based
[2:37:49] on what we're trying to specifically trying to support
[2:37:53] You could say that to on to go towards fill in the support
[2:37:57] the equipment fund and making sure
[2:37:59] that we have money to buy a leaf,
[2:38:01] pick up that truck Yeah you know it
[2:38:10] doesn't have to be towards staffing right to Jeff's point.
[2:38:13] So you know it's Yeah right now it's a number i like eight 8.99
[2:38:20] better than nine.
[2:38:22] OK We can negotiate this for that.
[2:38:26] Sharon Yeah Yeah.
[2:38:29] I mean I guess I could.
[2:38:31] I could do that on preliminary, but that's, I don't know.
[2:38:34] We need more from you.
[2:38:36] Yeah When is your next personnel meeting?
[2:38:39] Would it be before September 9th?
[2:38:41] Well one this Friday if we have this Friday,
[2:38:44] I think we're going to have that result by that.
[2:38:46] And so with the positions I don't know.
[2:38:51] I'm just I'm just looking at the trend
[2:38:53] over the last several years.
[2:38:54] And I agree.
[2:38:55] It's tough.
[2:38:56] That's what i want to know.
[2:38:57] If we don't do something, what's the impact?
[2:38:59] That's my biggest question right now
[2:39:02] and helps me decide whether i push for something or support
[2:39:05] something does it behooves us to have a work session
[2:39:08] meeting after your one on one meetings with Sharon
[2:39:10] and and Matthew and then we can I've got other town
[2:39:14] three questions for finance.
[2:39:16] The stuff that you don't understand about revenue.
[2:39:19] But so I don't know.
[2:39:21] I mean if you want to set a consensus,
[2:39:23] you can i agree we need to start equipment replacement fund.
[2:39:31] again, we're not deciding where the dollars go.
[2:39:34] I'm basically saying give guidance to them to come back
[2:39:37] and say, you did 90% prelim budget would be, you know, 9%
[2:39:41] or 8.99.
[2:39:43] And then we could refine where we apply those dollars
[2:39:45] between now and December.
[2:39:47] And that's right through the process.
[2:39:49] We went last year, right?
[2:39:50] Yeah.
[2:39:51] What is it, 3% higher than likely.
[2:39:53] Correct You want some cushion?
[2:39:56] Right.
[2:39:56] So if something goes bad we have some flexibility
[2:39:59] there in sharon.
[2:40:00] Continue to look for other avenues and other savings.
[2:40:04] And all the department heads didn't.
[2:40:06] I mean, we all worked together over the last couple of months.
[2:40:09] I wouldn't expect that any different this year
[2:40:12] So sharing that the 2.29%, that's if we
[2:40:15] just maintain what we have now.
[2:40:17] But that's not with the increased
[2:40:19] health insurance cost right?
[2:40:21] Correct.
[2:40:21] OK And we don't have any estimate on health issues.
[2:40:24] Cost of 50%.
[2:40:25] There's no no, the HR Person had contacted them and Lisa that's
[2:40:34] too early and they can't give a good estimate
[2:40:38] But whatever our expenses were for this year, can't we
[2:40:40] are 14% of that.
[2:40:42] Yes, they have some type of an estimate and that's what i did.
[2:40:45] Yeah.
[2:40:46] That's 180 housing.
[2:40:47] The 118 what we have in the inlet column it take.
[2:40:53] And add 118,000 to that or so, you've got
[2:40:58] 9823867 and add 118 more.
[2:41:04] Okay And just Yeah.
[2:41:06] During our advisory committee that we won
[2:41:08] we're realistic number right.
[2:41:11] So we'd have to start an 18,000 to the dollar
[2:41:14] amount that has the 2.29%.
[2:41:16] OK That's what I'm saying.
[2:41:19] This is help me if I understand what's going to be required.
[2:41:21] Absolutely required on this.
[2:41:22] Right.
[2:41:23] If we wanted to maintain and then work from there.
[2:41:25] But it's kind of mixed in.
[2:41:27] I'm having a hard time tracking percentages.
[2:41:30] And we we don't know that that 15% is going to occur
[2:41:39] And so I wanted.
[2:41:41] We've got a lowball estimate of 5% included in that 2.9.
[2:41:49] And then the extra 10% is the 118,000.
[2:41:55] OK So just like we're trying to handle
[2:41:59] that more than maybe we were hoping
[2:42:01] to give us a little cushion.
[2:42:02] Right.
[2:42:02] For the final I'm asking you to do the same thing
[2:42:05] for the medical or the health.
[2:42:06] Why can't we just add in the 50%?
[2:42:09] And then if it's not that much then we're
[2:42:11] able to either take that off or use it towards something else
[2:42:15] with a fine It's a cushion.
[2:42:17] Yeah.
[2:42:18] We Yeah, because we weren't going
[2:42:20] to have that number before the preliminary No we never do.
[2:42:23] Yeah.
[2:42:23] Oh, is it right Yep.
[2:42:24] Yeah.
[2:42:25] So that's why we or November even.
[2:42:27] Yeah Yeah.
[2:42:28] My point is, why not add it right to what
[2:42:30] you think the worst might be.
[2:42:32] And then if it's less than that right,
[2:42:34] we can't have we can take away Yeah, that's, that's what
[2:42:37] you have an 18,000.
[2:42:39] Right.
[2:42:39] OK Yeah, that's what I like.
[2:42:42] I'd like to know where the increase is for 15.
[2:42:45] And what we have with an anticipated 15%.
[2:42:47] Even if it comes back at ten, give us a little cushion
[2:42:50] on the health of it.
[2:42:52] Doesn't come back at 20.
[2:42:52] But no Yeah.
[2:42:54] Well, the numbers are thrown 12 to 20.
[2:42:57] Yeah Right.
[2:42:58] So I think Matthew had the dart board, so we did that.
[2:43:06] And that's my quarterly and nine humor.
[2:43:08] Okay well, if you guys want to add a consensus,
[2:43:10] I just do like the 9% for now.
[2:43:12] That's fine.
[2:43:14] I'm happy to 9% right now.
[2:43:17] Yeah, that's a number that Yeah, 9%.
[2:43:20] You shouldn't be happy, but it is it is a number If you
[2:43:26] want to do the 8.99 and it.
[2:43:29] But yeah but it's you can do the math Sharon and what 9% is
[2:43:36] so yeah a 9% increase over the prior
[2:43:43] year for just the general fund would be 7 million to 28 008.
[2:43:53] And so are you doing the math to i mean oh oh
[2:44:27] right that's on that bottom part of the sheet that's
[2:44:34] already calculated or we should bring that up to that that,
[2:44:39] that.
[2:44:40] Yeah.
[2:44:40] So that includes the debt.
[2:44:43] Yeah The 9%.
[2:44:43] Yeah.
[2:44:44] Yeah.
[2:44:44] Yes, it does, Larry So that if we all.
[2:44:57] Yeah, for sure You didn't do it with these exact numbers, the
[2:45:26] nature Well, just add on 9%.
[2:45:28] I was just asking if she could quickly do the math,
[2:45:32] but we move on this move, Jim, it's quarter nine.
[2:45:36] Come on OK, so at 9% with 118,000 for insurance,
[2:45:45] it would give us about 323,000 for the extra debt
[2:45:54] as well as any other costs.
[2:45:59] But so it goes was $260,000 outside of the debt to just
[2:46:05] allocate Yes that Sharon, how much
[2:46:08] did we how much to the drop in our loan debt by selling to lPI.
[2:46:13] What is that number.
[2:46:15] There's a savings there per year.
[2:46:16] So the the loan that wasn't paid by exit
[2:46:21] was it was paid well it was paid,
[2:46:24] but it was through the LDH or a so that's
[2:46:29] a separate bucket than what we're talking here
[2:46:33] But to take that one step further,
[2:46:35] though, we have taken out our city,
[2:46:38] call it funding of the E.T.A., correct?
[2:46:41] Yes.
[2:46:42] We took that right.
[2:46:44] So there was a savings, right?
[2:46:46] Yep.
[2:46:47] All right.
[2:46:48] OK.
[2:46:49] Sounds.
[2:46:49] And I think the council has to keep
[2:46:51] in mind, too, that there is an increase in the EDA budget
[2:46:54] as well.
[2:46:54] So Yup.
[2:46:55] Shows up on the property taxes and I
[2:47:00] have no idea where the city or where the county
[2:47:01] is going to be this year.
[2:47:02] But I. Or the school.
[2:47:05] Yeah Yeah, yeah All right.
[2:47:08] Anything else, Matthew or Sharon, that you
[2:47:10] need for direction on this?
[2:47:12] No, I think that i have enough that I
[2:47:16] can put it together and get the a pretty good document.
[2:47:24] Or the night And we can discuss it when the three of us
[2:47:31] meet, we discuss anything that I haven't thought of.
[2:47:41] But you guys want included Okay.
[2:47:45] OK.
[2:47:45] I think we're done, then.
[2:47:46] Right.
[2:47:47] For the budget discussion.
[2:47:48] So All right.
[2:47:50] Thank you, Sharon.
[2:47:51] Appreciate that.
[2:47:51] Thank you So I'm a mayor, City Council staff.
[2:47:53] Do we want to just table.
[2:47:55] This to the next meeting?
[2:47:58] I think so I feel like it's going
[2:48:01] to be a 20 minute conversation, at least
[2:48:05] it's not anything I know it doesn't matter to me.
[2:48:08] I mean, we if I remember right.
[2:48:10] Last year, budget season from this meeting until Thanksgiving
[2:48:14] we met for three hours.
[2:48:16] I felt like every I know.
[2:48:18] Yeah, I agree.
[2:48:19] This is simple.
[2:48:20] So I mean we can just say, hey, if we all agree,
[2:48:23] we can just table it for the next meeting.
[2:48:25] Maybe it's a table until we get to that right night
[2:48:27] where we have we right?
[2:48:29] Yeah.
[2:48:30] OK Well, let's, let's do that.
[2:48:32] So just information.
[2:48:34] Do I actually officially have to table
[2:48:36] it since it was on the agenda for information only ?
[2:48:40] OK.
[2:48:40] All right.
[2:48:41] I'm going to make a motion to table ten A
[2:48:43] and ten be on the agenda to our September ninth
[2:48:48] ninth regular council meeting.
[2:48:51] Second, second, December 1.
[2:48:54] The second.
[2:48:55] All in favor, signify by saying I. I All right.
[2:48:58] I'm going to make a motion to adjourn at 8:48 p.m..
[2:49:01] Do we have a second?
[2:49:02] Second, Mr. Mayor, all in favor signify
[2:49:04] by saying I i we are adjourned.
[2:49:07] Please keep your copies of your council goals for the night
