[23:20]

[23:23]
review and approve minutes from the
[23:24]
planning commission meeting of June
[23:25]
24th, 2026.
[23:29]
When I have to review, I'll take a
[23:30]
motion.
[23:35]
» Make a motion to approve.
[23:38]
>> Is there a second?
[23:39]
>> A second.
[23:40]
>> Any corrections, comments, or changes?
[23:43]
All in favor say I.
[23:44]
>> I.
[23:46]
>> Okay. Item number three is open public
[23:47]
hearing. Public hearing for petitioner
[23:48]
by the Wisconsin de development of LLC
[23:52]
to reszone 850 6th Street North Hudson
[23:56]
from C3 Industrial Commercial to RA
[23:59]
limited to family residential district.
[24:02]
Public hearing allows anybody in the
[24:03]
residence to come up and speak. Provide
[24:05]
your name, your address, and please
[24:07]
limit to two minutes. Try not to repeat
[24:09]
any prior to the person in front of you.
[24:14]
And that gives you opportunity to talk
[24:15]
and speak. So, anybody want willing to
[24:17]
step up first on this initial open
[24:20]
public hearing?
[24:25]
» There you go, sir. Thank you.
[24:38]
Uh, good evening. My name is Sean Bohan,
[24:40]
engineer with Advanced Engineering
[24:42]
Concepts. Um, working with the
[24:45]
developers. Um, we are looking to end up
[24:47]
um having this reszone from a C3 to the
[24:50]
RA, the limited two family residential
[24:53]
district. Um, I won't go through the the
[24:57]
whole thing. This is like our third time
[24:58]
here, so I think everybody knows the
[25:00]
property that we're discussing on
[25:01]
Station Lane. Um, and we've been here
[25:06]
before talking about the apartments. Uh,
[25:08]
we listen to the concerns of the
[25:09]
neighborhood. Um, concerns about
[25:12]
traffic, concerns about the height of
[25:14]
the building. um just the number of
[25:16]
units, that type of stuff. The first
[25:18]
time we ended up coming, it was like 48
[25:20]
to 50 for an for an apartment building.
[25:23]
Um we down uh we went down to um uh 27
[25:28]
units, but it was still going to end up
[25:30]
being like a high density multifamily
[25:32]
zoning. Now we're looking at doing uh
[25:35]
twin homes. Um and we're looking at um
[25:38]
proposing around seven of them um which
[25:41]
would be 14 total units. It's going to
[25:43]
end up being um a condo plat. It's not
[25:46]
going to end up being with like private
[25:48]
road access and everything with them. Um
[25:51]
the buildings vary in size and stuff
[25:54]
like that, but they're basically, you
[25:55]
know, duplex units, but we're going to
[25:57]
be able to sell each each one of them um
[26:00]
each one of the sides and stuff. Um we
[26:02]
do end up having access that comes off a
[26:04]
station lane. Uh we are providing a
[26:07]
hammerhead turnaround for emergency
[26:09]
vehicles um and stuff into the site.
[26:12]
You'll have two of them um accessing
[26:14]
station lane and then the remaining five
[26:16]
or 10 units total that would end up
[26:18]
being off of the private road. Um we'll
[26:21]
end up having storm water facilities
[26:23]
that will be within the site would
[26:24]
probably be in like the southwest corner
[26:26]
of the site. Um and then it would
[26:28]
discharge into um a 50 foot easement,
[26:31]
drainage easement and stuff that that
[26:33]
comes across this property. So um and
[26:36]
that continues basically kind of to the
[26:38]
south and to the west um before entering
[26:41]
the river. So, um, pretty simple. Um, a
[26:45]
lot different than, um, you know, the
[26:48]
other ones that we were proposing. This
[26:50]
would be in like a homeowners
[26:51]
association. So, you'd have an
[26:52]
association that would essentially be
[26:54]
taking care of lawns and any type of,
[26:56]
you know, the the access into it,
[26:58]
pavement, that type of thing. Um, but
[27:01]
quite a diff quite a bit different. Um I
[27:04]
think the neighborhood would end up
[27:05]
agreeing and being happy the fact that
[27:07]
they don't end up having a three-story
[27:09]
building I think was like their biggest
[27:10]
complaint along with a number of units.
[27:12]
So um so going from 50 down to 27 down
[27:17]
to 14. Um and the buildings being either
[27:21]
single story or potential could be a
[27:24]
twotory and stuff like that but not the
[27:26]
threetory that they were concerned
[27:27]
about. So, um, and with that, I'll end
[27:30]
up answering any questions that the
[27:32]
commission may end up having. And I I
[27:35]
guess I'd prefer like I know last time
[27:37]
it got out of hand a little bit.
[27:39]
>> Yeah, we're going to keep it organized.
[27:40]
>> I'm going to um,
[27:41]
>> you know, if you guys don't have any
[27:43]
questions um, and if people are coming
[27:46]
up here and asking, they can end up
[27:48]
making statements. I can come up and
[27:49]
answering them after that. Not the back
[27:51]
and forth and stuff like that. That went
[27:53]
last time. That was
[27:54]
>> I think a little uncalled for. Yeah.
[27:56]
>> Yep. Yep. We'll focus. Anybody on the
[27:59]
commission here want to any questions in
[28:00]
general?
[28:02]
>> Just one on the two units that are off
[28:05]
station lane.
[28:07]
>> So they'll be the entrance to the
[28:09]
property
[28:11]
>> green space then driveway then green
[28:13]
space then driveway
[28:15]
like three three separate openings on
[28:18]
station lane.
[28:19]
>> There will be
[28:21]
>> station lane is right here.
[28:26]
So yeah, you'll end up having we have
[28:28]
one of the driveways that's across from
[28:29]
the existing home. Uh there's another
[28:32]
one that sits right here. So you end up
[28:34]
having access here and two driveways
[28:36]
here. Those driveways are narrow off.
[28:38]
They're not going to be like the full
[28:39]
work that goes out to it. Mhm.
[28:41]
>> Um but there are, you know, going for
[28:44]
the zoning, we'll have to be coming back
[28:45]
for um I think through maybe the
[28:48]
conditional use or the cup process
[28:51]
because there are certain things that um
[28:54]
we're going to be needing to talk about
[28:56]
and stuff like that as far as like the
[28:58]
density and that type of stuff with the
[28:59]
lot sizes since it's a condo plat.
[29:01]
They're not um your typical lots that
[29:04]
would be fronting a public street. Um,
[29:07]
so there's a few things that we still
[29:09]
need to end up working through.
[29:11]
>> So
[29:14]
>> that's all I had to come back.
[29:16]
>> Okay. Nothing else.
[29:22]
» I guess nothing. Sean, no. Anybody else?
[29:24]
Any want to statement, comments,
[29:26]
questions on this?
[29:29]
I mean, it's this is pretty preliminary.
[29:31]
I mean
[29:33]
there's no measurements or anything so
[29:35]
we I don't really see all the setbacks
[29:37]
and measurements and if that hammerhead
[29:41]
turnaround is wide enough for
[29:45]
>> emergency use and I mean that will have
[29:49]
to be addressed but that'll
[29:51]
>> be addressed in the future. I do think
[29:52]
this is a
[29:55]
>> I think it fits better into our
[29:57]
community than what was proposed before
[29:59]
and I commend it.
[30:03]
Anybody out on the on the residential
[30:05]
side want to come up and speak? You have
[30:06]
to step up to the mic and announce your
[30:08]
name, please. Yep.
[30:18]
So, my name is Steve Schwab and I'm a
[30:20]
resident of over in Station Circle and I
[30:23]
just have a just a few questions. One
[30:25]
for the city is what uh and I know that
[30:29]
this This isn't you don't have a plan
[30:31]
yet, but something that you're going to
[30:33]
have to come up with is um what you're
[30:36]
going to do to the street and u to to
[30:40]
accommodate the traffic that's going to
[30:42]
come in from, you know, from that side.
[30:44]
So, is the street going to be widened?
[30:47]
Um because right now there's there's
[30:49]
barely room for two cars to pass, you
[30:52]
know, that at that site. So, is there
[30:54]
going to be another lane of traffic, you
[30:57]
know, for those, you know, for entrance
[30:59]
and egress off of Station Lane? So,
[31:02]
that's one concern that I have.
[31:05]
Uh, is the intersection going to be
[31:07]
upgraded to potentially put in a stop
[31:10]
and go light at that intersection?
[31:15]
And then as far as the the buildings,
[31:17]
the questions that I have, are each of
[31:19]
the units going to be providing two
[31:23]
parking uh spaces like a two-car garage?
[31:27]
And is what is going to be available
[31:30]
space-wise for overflow parking? Because
[31:33]
we have absolutely no space on station
[31:36]
lane for for car parking. Zero. So
[31:40]
that's that's the biggest concern that
[31:42]
we've got. And the same thing for snow
[31:45]
storage or snow removal. There's no
[31:48]
place to put that on station lane. So
[31:50]
that's going to have to be
[31:53]
only on that on that site.
[31:56]
And then you're talking about one or two
[31:59]
entrances onto station lane. Did I
[32:02]
misunderstand?
[32:04]
>> No, that's what he stated. Yep. On top.
[32:05]
Y
[32:06]
>> So I don't know how two entrances or
[32:09]
exits onto station lane. and they're
[32:11]
right next to each other would uh would
[32:13]
work. That's a really busy intersection.
[32:16]
You don't have a lot of wiggle room for
[32:18]
getting in and out of there. So, it
[32:21]
would be best if there could just be
[32:24]
one. So people coming on station lane
[32:27]
aren't trying to figure out who's coming
[32:29]
and who's going from two different
[32:30]
locations or so it' be the the parking
[32:34]
situation is one thing that uh we would
[32:38]
be very concerned about
[32:40]
and providing for each unit two car
[32:44]
spaces.
[32:46]
>> Okay.
[32:47]
>> I guess
[32:47]
>> thank you Steve.
[32:51]
>> Anyone else?
[33:05]
per your LenM 226 Station Lane North,
[33:10]
your um two family residents, according
[33:13]
to your zoning code, you have to have a
[33:15]
minimum of 15,000 square feet per unit.
[33:20]
And I just want to know are they
[33:21]
complying with that? The next thing is
[33:25]
each lot is to be at least 100 feet
[33:27]
wide. Are they complying with that?
[33:32]
Minimum floor unit is 800 square ft per
[33:36]
unit. Are they complying with that? And
[33:38]
as Steve brought up
[33:41]
prior to this, they always wanted a
[33:43]
variance on parking spaces. the code
[33:46]
still says two units, excuse me, two
[33:48]
spaces per family and are they trying to
[33:52]
get a variance on that? I want to know
[33:54]
that if that is the case,
[33:57]
>> thank you, Len.
[33:59]
>> So, I think just to clarify for
[34:01]
everybody here,
[34:03]
>> we're not approving a site plan or any
[34:06]
kind of project.
[34:07]
>> I understand that. The only thing is
[34:11]
changing it to a residential zoning from
[34:14]
a commercial zoning. It's going to be up
[34:17]
to them to comply with the zoning code
[34:20]
and get any variances.
[34:23]
That's further down the road. We're just
[34:25]
talking about whether this is an
[34:27]
appropriate use as residential versus
[34:30]
commercial for this property tonight.
[34:35]
Anyone else?
[34:47]
name is Pat Coffee, live at 560 Summers
[34:51]
Landing Road North. Um, I would like to
[34:54]
say thank you for listening to the
[34:56]
concerns that we've had in the past as
[34:58]
far as the height and everything like
[34:59]
that. That definitely is an improvement
[35:02]
considering it's basically my backyard.
[35:06]
And I guess the main question that we
[35:08]
were going to have is just making sure
[35:10]
that we're not trying to jam as many
[35:11]
things as we can so that they can fit.
[35:14]
But also, are these going to be rental
[35:16]
or are these going to be purchase? And
[35:18]
that was I guess the biggest question we
[35:20]
have. Now, I know these are just the
[35:21]
planning stages for the resoning, but
[35:25]
just anticipating things in the future.
[35:28]
>> Thank you.
[35:28]
Pat. Anything
[35:32]
else, sir?
[35:32]
>> Yeah.
[35:34]
>> Thanks.
[35:44]
» Yeah. Timothy Higgins, 355 Station Lane.
[35:48]
Um my wife and I have been living in the
[35:50]
neighborhood for 32 years and it's been
[35:52]
really nice having that as a a vacant
[35:55]
wildlife piece of property um for that
[35:57]
time that we've been living here. Uh
[36:00]
again there's there's just a lot of
[36:01]
issues with um you know questions that
[36:04]
have already been asked. You know are
[36:05]
these for sale? Are they rental? What is
[36:07]
your price point on that? Um because
[36:10]
that that puts a question mark in as to
[36:13]
who's going to be moving in there. this
[36:15]
question of now two entrances and exits
[36:18]
uh on the uh on the same u station lane.
[36:21]
Where is that first cut and the second
[36:24]
cut? That's a big question I have uh on
[36:27]
this situation. Um and then you know
[36:30]
meeting all the codes and the fire
[36:31]
safety and uh all the other issues that
[36:35]
come with a a residential area. Should
[36:37]
have been a residential area from the
[36:39]
start when this property was first cut
[36:42]
off. uh never should have been cut off
[36:44]
and in my opinion should have been part
[36:46]
of the same neighborhood and just had
[36:48]
houses there and then we wouldn't be uh
[36:50]
here for the fourth time on this issue
[36:54]
uh as many as the half a dozen times
[36:56]
when it became a C3. So lots of time
[36:59]
being spent on something that uh really
[37:02]
shouldn't exist anyway. Uh that's it.
[37:05]
>> Thank you Tim.
[37:06]
>> Yep.
[37:09]
Anyone if I photograph this?
[37:11]
>> Certainly.
[37:14]
Anyone else?
[37:20]
One more time. Anyone else?
[37:23]
Okay, that closes the open hearing,
[37:26]
public hearing. We'll move on to number
[37:30]
six which is the petition for the
[37:32]
reszoning the 856 6 street 850 I'm sorry
[37:35]
6th street north C3 industrial to RA
[37:38]
limited two family residential district
[37:39]
discussion of possible recommendation
[37:41]
from the planning commission
[37:46]
I'll entertain a motion first before we
[37:48]
discuss
[37:50]
move approval
[37:56]
» I'll Second.
[37:56]
>> Second.
[37:58]
>> I'm sorry. Who what was the first
[37:59]
motion?
[38:00]
>> Move to approve.
[38:01]
>> Thank you. You have a second. You move
[38:03]
approve.
[38:04]
>> Thank you. We have a second. Okay. Open
[38:06]
discussion. Anybody?
[38:10]
» I just would like to add I think the
[38:12]
developers come a long way from the
[38:14]
original plans we saw and the density
[38:16]
issues and some of the big concerns for
[38:18]
the neighborhood overall with traffic. I
[38:22]
think the site plan will play out in
[38:24]
future meetings and get the detail
[38:26]
there. Uh but as far as a reasonzoning
[38:29]
for the commercial to the uh two family,
[38:32]
I think is step in the right direction.
[38:38]
» Anyone else?
[38:43]
» Okay, no other comments. Let's go. Do by
[38:47]
hand by by name. Rand uh Rodri.
[38:50]
>> Yes. Candace,
[38:52]
>> yes.
[38:53]
>> Tim is gone. Bill,
[38:55]
>> yes.
[38:55]
>> Jared,
[38:56]
>> yes.
[38:57]
>> Randall,
[38:58]
>> yes.
[38:59]
>> And Tim, yes. That passes. That moves
[39:01]
forward.
[39:03]
All right. Move on to item number two.
[39:05]
I'm going to excuse myself and Candace
[39:07]
is going to take that over for a few
[39:08]
minutes. Thank you guys.
[39:11]
>> Thank you.
[39:14]
>> Okay, Tim is leaving.
[39:18]
We have um another open public hearing conditional use permit
[39:23]
application from Tim Zeiss for the North
[39:25]
Hudson Pepper from the North Hudson
[39:28]
Pepper Festival, Inc. to construct a
[39:30]
community center and pavilion located at
[39:32]
704 Monroe Street North.
[39:36]
Is there anyone here who wants to speak
[39:38]
about that? Go ahead. Okay. Wait, who's
[39:41]
you're going to go first? Okay. So, just
[39:43]
same rules, keep it to two minutes. name
[39:45]
and where you live and
[39:49]
>> uh good evening commission. My name is
[39:50]
Julian Hick, 712 Pine Street North. I'm
[39:53]
here on behalf of Pepper Festival, Inc.
[39:55]
Um I'm here requesting an addendum to
[39:57]
our already approved conditional use
[39:58]
permit and that would be to extend our
[40:01]
start time of the project. Uh we had
[40:03]
some delays in the start of construct
[40:05]
construction that um several factors
[40:07]
were involved. we needed to align with
[40:09]
our building contractor um completing
[40:11]
the construction details and
[40:13]
establishing funding. Um as of today,
[40:16]
all of that has been completed. So, our
[40:17]
intentions are to still abide by the
[40:19]
following conditions laid out prior,
[40:21]
which were the planning commission's
[40:23]
conditional use permit conditions for
[40:25]
approval by the village board from June
[40:27]
3rd meeting of 2025.
[40:29]
Um all operations shall comply within
[40:31]
federal and state regulations, local
[40:33]
ordinances, and state fire and NFPA
[40:35]
codes. Property must pass a satisfactory
[40:38]
fire inspection. Uh the site plan must
[40:40]
be reviewed and approved by the planning
[40:42]
commission for compliance with zoning
[40:44]
standards, including setbacks, building
[40:46]
size, and height requirements.
[40:48]
Um
[40:50]
parking for the building occupancy shall
[40:52]
conform with municipal code 98-31C.
[40:56]
Uh state approved plans must be provided
[40:58]
to the building inspector before buing
[41:00]
permit can be issued. Uh sign permit
[41:03]
must be issued by the building inspector
[41:05]
prior to any sign being installed. Signs
[41:07]
shall be in conformance with section
[41:09]
98-102
[41:11]
signs of the municipal code. Hours of
[41:13]
operation must comply with the village
[41:14]
defined hours and not go beyond quiet
[41:16]
hours. Um no residential occupancy. No
[41:20]
commercial operation unless associated
[41:22]
directly with Pepperfest nonprofit
[41:24]
organization or fundraising. Um outdoor
[41:27]
lighting must be low light when not in
[41:29]
use. down lighting only and no tall
[41:31]
poles or flood lights affecting
[41:32]
neighbors. An operational plan must be
[41:35]
developed and submitted for village
[41:36]
board approval to define day-to-day use,
[41:39]
hours, noise control, maintenance
[41:41]
responsibilities, and event handling.
[41:44]
Um, one changes that we made since the
[41:47]
last meeting is we are not going to have
[41:49]
a basement anymore. Um, the size and
[41:51]
appearance will be the same to mimic
[41:53]
that of the village hall. Um the front
[41:56]
of the building is no bigger than a
[41:58]
normal residential home and it will be
[42:01]
utilized by the space that is owned by
[42:03]
Pepper Festival, Inc. Um we're excited
[42:06]
to see it come true and we think it's
[42:07]
going to be a big asset for the North
[42:08]
Hudson community.
[42:10]
>> Okay,
[42:13]
>> any questions
[42:15]
>> at this time?
[42:16]
>> Is the topic to extend the
[42:19]
>> Do you have to go up to the
[42:21]
>> Yeah.
[42:24]
and state your name. And
[42:28]
» uh my name is Jenny Nickel. I live at
[42:30]
706 Monroe Street. So right behind
[42:32]
Pepperfest. I just had one question. Is
[42:34]
the topic to extend the cup or is it to
[42:38]
start the process over? Because I was
[42:39]
under the impression that the original
[42:41]
approved cup is expired.
[42:43]
>> So the original one expired. They've
[42:45]
applied for a new one.
[42:46]
>> Okay.
[42:47]
>> And that's why we're here tonight going
[42:49]
through that process.
[42:50]
>> Okay. I just wanted to clarify because I
[42:52]
think you use the words extend. So I
[42:54]
just wanted to clarify if we're
[42:55]
extending or reapproving.
[42:58]
Okay. So well since I'm here I'll just
[43:00]
uh like I said I live at 706 so directly
[43:02]
behind Pepperfest. So we are the home
[43:04]
that would live next to the facility. Uh
[43:08]
we do have several concerns. I
[43:10]
appreciate Pepperfest bringing something
[43:12]
continuing to bring something in
[43:14]
community but our biggest concern is the
[43:16]
scale the size of the facility. Um the
[43:19]
last that I saw it was 4,800 square feet
[43:21]
with a capacity of 200 people. Um that
[43:24]
is an acre lot and it is does not really
[43:28]
match the footprint um or really the
[43:31]
community of of North Hudson. So North
[43:34]
Hudson is about 3,800 people and we are
[43:38]
2.3 square feet miles, right? And so
[43:41]
we're looking for a dwelling that is
[43:43]
massive in size. So I will use Woodberry
[43:47]
as comparison. They are a 80,000
[43:50]
uh population with a uh 35.5 square foot
[43:55]
mile um in size and their average
[43:59]
facility is 600 to 700 square ft with a
[44:02]
capacity of 20 to 24 people. Their only
[44:05]
exception to this is they do have one
[44:07]
facility um that is a capacity of 100
[44:10]
people, but it is in a park that is 90
[44:12]
acres in size. Um, you guys probably may
[44:16]
say, "Well, that's Woodbury, that's
[44:17]
Minnesota." Uh, when you look at our
[44:19]
neighboring Town River Falls, it's a
[44:20]
very similar story. They are a
[44:23]
population of over 16,7.19
[44:26]
miles. And at, uh, Glenn Park, which is
[44:29]
their largest rental facility. It does
[44:31]
have a capacity of about 200 people. Um,
[44:34]
but it is also in a 40 over a 40 acre
[44:37]
part park, excuse me. Um, and the square
[44:41]
I couldn't find the square footage, but
[44:42]
the square footage appears to be smaller
[44:45]
than what Pepper Fest is proposing on a
[44:47]
one um, acre lot. So, it's just it's the scale. It's the size. Um,
[44:54]
obviously noise, maintenance,
[44:57]
lighting. I know you guys say down
[44:59]
lighting or whatever it's called. It's
[45:00]
still lighting. Um, and the traffic is a
[45:04]
major concern and parking. I have two
[45:06]
children. We live on Monroe. Uh my
[45:09]
children walk up and down that street to
[45:11]
and from school activities. Um that
[45:14]
street is already very very busy. And
[45:17]
with the closure of Holton, that street
[45:18]
is only going to get busier. Um because
[45:21]
now we're increasing the traffic that is
[45:23]
moving up and down that Monroe Street.
[45:26]
And um also with the school
[45:28]
construction, uh it is it organically
[45:32]
drives all the traffic up Monroe to
[45:34]
school pickup and drop off. Um, so there
[45:37]
is a major concern with safety and like
[45:39]
I said, parking is an issue. Um, there
[45:42]
are concerns of what is currently there,
[45:44]
which is an empty lot and it being
[45:46]
maintained appropriately and then now
[45:48]
we're talking about a 4,000 square foot
[45:52]
plus building, a capacity of 200 people
[45:54]
and really being used at will. Right?
[45:57]
What's being proposed is I could say
[45:59]
Pepperfest, I'm going to donate 50 bucks
[46:01]
to you as a nonprofit and I'm going to
[46:03]
throw a wedding here. Right? Um, so it's
[46:07]
just again it's the scale, the capacity,
[46:10]
it it just does not match the landscape
[46:12]
of our community, of the neighborhood.
[46:15]
Um, it's just it's much much too large.
[46:18]
>> Thank you.
[46:21]
>> Anyone else?
[46:31]
My name is Jessica Layman and I live at
[46:34]
705 St. Croy Street North. Um, and I've
[46:37]
lived in this residential community for
[46:39]
12 years and chose this location because
[46:41]
of its because of its quiet character
[46:43]
and residential setting. I believe it is
[46:46]
important that surrounding development
[46:48]
remain compatible with the existing
[46:49]
neighborhood. I'm asking the plan
[46:52]
commission to carefully consider the
[46:53]
size and scale of the proposed event
[46:56]
center. The proposed building is
[46:59]
substantial in size and I would and I
[47:01]
would encourage consideration of
[47:03]
reducing its overall size to make it
[47:05]
more combat compatible with the
[47:08]
surrounding residential neighborhood and
[47:10]
minimize its visual and operational
[47:13]
impacts on nearby residents.
[47:17]
I also request that additional
[47:19]
landscaping, trees, fencing, or other
[47:22]
appropriate screening be required along
[47:24]
property lines adjacent to residential
[47:26]
homes. Effective screening would provide
[47:29]
a visual buffer and help pre preserve
[47:32]
the residential character of the area.
[47:35]
Noise is another concern. The facility
[47:37]
should incorporate appropriate noise
[47:40]
reduction measures such as sound
[47:42]
insulation, strate strategic placement
[47:44]
of equipment and outdoor activity areas
[47:47]
and reasonable operational limitations
[47:50]
to minimize noise impacts on neighboring
[47:53]
properties.
[47:54]
Um, I would also like clarification
[47:57]
regarding the use of village owned
[47:59]
property to meet Pepperfest parking
[48:01]
needs. Um if public property is being
[48:04]
used to support the operation of the
[48:06]
proposed facility,
[48:09]
uh residents and the plan commission
[48:11]
should understand the terms of that
[48:12]
arrangement. Um how it's how its use has
[48:16]
been authorized and what the long-term
[48:18]
expectations are. I also have conf
[48:22]
I also have concerns about who will be
[48:25]
responsible for main maintaining the
[48:27]
event center and surrounding property.
[48:30]
who who is going to be responsible for
[48:32]
routine maintenance, landscaping, snow
[48:34]
removal, parking areas, property upkeep,
[48:37]
and addressing any issues that may
[48:39]
arise. It would also be helpful to have
[48:41]
clear expectations regarding the ongoing
[48:44]
maintenance and appearance of the
[48:45]
property so that neighboring residents
[48:47]
are not negatively affected.
[48:50]
Um, the purpose of a conditional use
[48:53]
permit is to ensure that a proposed use
[48:55]
can operate in a manner that protects
[48:58]
neighboring properties and maintains the
[49:00]
character of the community. I
[49:02]
respectfully ask the plan commission to
[49:04]
carefully evaluate these concerns and
[49:07]
consider including conditions that
[49:09]
adequately adequately address the size,
[49:12]
screening, noise, parking, and overall
[49:15]
impact on the surrounding residential
[49:17]
neighborhood.
[49:18]
>> Thank you.
[49:22]
>> Anyone else?
[49:32]
» Uh, I'm Roger Beavers, 419 Merchock
[49:34]
Circle North. Um, I have lived in North
[49:37]
Hudson since 1975, and as you can tell
[49:39]
by my white hair, it's been a long time.
[49:42]
Um, I appreciate your service on the
[49:44]
commission and I I follow the North
[49:46]
Hudson issues quite on a normal basis.
[49:52]
Um, throughout my career as a business
[49:54]
owner in the community and a resident
[49:56]
here, I've been involved in a lot of
[49:58]
nonprofits throughout my years. Um,
[50:02]
the community center being proposed is
[50:06]
going to fill a great void that we need
[50:09]
in our community. uh with a number of
[50:11]
nonprofits that we have, most of them
[50:14]
have just a single office where they
[50:17]
have no place to have a a good meeting
[50:19]
for their volunteers or their board of
[50:22]
directors. And most of your board of
[50:24]
directors in the history that I have
[50:26]
been involved with the nonprofits and
[50:27]
I've been involved with a lot of United
[50:29]
Way, Rotary, Lions, uh FIPS, um Hudson
[50:33]
Backpack, Operation Help, and also North
[50:37]
Hudson Pepperfest.
[50:39]
Most your board of directors have 8 to
[50:40]
10 people and their volunteers, you
[50:43]
know, show up for their meetings. So,
[50:45]
you're not going to have the congestion
[50:46]
of it that you're thinking. Yes, there
[50:48]
may be some private events every now and
[50:50]
then, but I don't believe it's going to
[50:52]
have that big of an impact on the area
[50:55]
right around it. The Pepperfest donates
[50:59]
a lot of money every year to nonprofits
[51:02]
to keep them going. And this is kind of
[51:05]
a a situation where the nonprofits can
[51:08]
come back and and help the Pepperfest in
[51:11]
use utilizing this community center. The volunteers that the Pepperfest has
[51:19]
are very dedicated people. And you talk
[51:22]
about the maintenance and the repairs
[51:25]
and the running of that community center. I have no doubt
[51:29]
because the vocations of those
[51:31]
volunteers are very very professional
[51:34]
and educated people and they know how to
[51:37]
maintain a community center. Thank you.
[51:42]
>> Thank you.
[51:45]
» Would anyone else like to say anything?
[51:50]
» Anyone else want to comment
[51:53]
and
[51:56]
speak now or forever hold your peace?
[51:57]
One more time. Anyone else?
[52:02]
» We need to have you go up to the
[52:09]
» I'm Kenny Hills. I live in 791 Lson
[52:11]
Lane. I live in the township, but my
[52:13]
friends all live in this community and I
[52:16]
was thinking about moving here in this
[52:17]
immediate area. But I'm thinking I don't
[52:20]
want to live here with all this traffic.
[52:22]
If there's a building for 200 people
[52:24]
here, how many volunteers do you
[52:26]
actually have? You say so you can meet
[52:29]
as volunteers. Isn't 40 pe 40 person
[52:32]
building big enough? It's supposed to be
[52:35]
a community center, not an industrial
[52:39]
event center. And the occasional event,
[52:43]
that's an event. Pepperfest has one
[52:45]
event a year and that's Pepperfest.
[52:50]
40 people for a community center is
[52:52]
plenty big enough for this. It's plenty
[52:54]
big enough for the pensioners to go and
[52:56]
meet. It's plenty big enough for the
[52:57]
scouts to go and use, but they use the
[52:59]
gun club right now. So, there are other
[53:01]
options for people to go and meet if
[53:03]
they want to as nonprofit.
[53:06]
200 people building
[53:09]
kind of a bit of an insult to the people
[53:10]
that live around it. And to say that it
[53:12]
won't impact them, it will.
[53:16]
That's all I got to say. Okay.
[53:19]
Thank you for your comments. Anybody
[53:22]
else? Would you like to go ahead?
[53:36]
I'm James Beo. I live at 4046 Street
[53:39]
North, right across the street.
[53:43]
your Pepper Fest property would end
[53:46]
right well trapped in my property
[53:49]
>> and I've been with the Pepper Fest for
[53:52]
45 50 years
[53:55]
and I don't have any problem with
[53:57]
Pepperfest.
[53:59]
I mean true when pepper fest is here you
[54:02]
have more people but you're not going to
[54:04]
have that magnitude of people every week
[54:09]
and I don't know if you may have seen
[54:12]
the proposed building that you're
[54:15]
proposing to put there
[54:17]
I think it's going to be a big asset to
[54:19]
the community from what from what we
[54:23]
have
[54:24]
from what I understand the parking that
[54:29]
across the street are going to be paved
[54:32]
for excess parking instead of on street
[54:35]
parking.
[54:38]
So, I myself I'm in favor of I think
[54:42]
it's going to be a big asset to the
[54:44]
community. Like I say, I live my
[54:47]
property lives right next door and I
[54:50]
deal with them all the time.
[54:52]
So that's my viewing on it.
[54:56]
>> Thank you. Thank you.
[55:02]
» Anyone else?
[55:05]
» Okay.
[55:11]
» Hi, my name is Eric Dubois, 710 Monroe
[55:14]
Street North. Um, I just wanted to add
[55:16]
uh with regards to the parking,
[55:19]
I believe that the parking area
[55:21]
available for the site should reflect
[55:24]
the size of the the building and the
[55:26]
occupancy of the building because there
[55:29]
is going to be overflow parking onto
[55:31]
Monroe Street or all of these other
[55:34]
streets. Um when you come around that
[55:36]
stoplight, come around the corner from
[55:38]
that stoplight trying to get across um
[55:41]
say if you're coming south and you take
[55:43]
a left on Monroe Street when there is
[55:48]
a lot of things going on there, that can
[55:50]
be a very uh busy intersection. So
[55:53]
putting a building right on the corner
[55:55]
of that with people entering and exiting
[55:57]
right at the front there and parking on
[56:00]
the street would just make that a little
[56:01]
bit more busy. I just wanted everybody
[56:03]
to take that in consideration. Thank
[56:05]
you.
[56:06]
>> Thank you.
[56:08]
I will.
[56:24]
» Hi, I'm Annette Kenny and I live at four
[56:26]
five 410 6th Street North and I have
[56:30]
lived in North Hudson my whole life. So,
[56:32]
I know the the beginning of Pepperfest
[56:36]
because my family was some of the
[56:38]
originators and I do agree with having
[56:42]
an appropriate size community center.
[56:45]
But the rumors we have been hearing is
[56:47]
that they want to really try to make it
[56:49]
a wedding venue. And that makes us
[56:53]
nervous because my sister's one of her
[56:55]
properties has the old Sam's parking lot
[56:59]
which during Pepperfest we notice a lot
[57:01]
of people driving into their private
[57:03]
property leaving garbage and that would
[57:07]
be another major concern for our family
[57:09]
to have to monitor their property, their
[57:12]
private property, their insurance and
[57:14]
everything. and we just want to have the
[57:17]
respect of the neighborhood and with
[57:19]
oncoming in people that don't respect
[57:21]
our community is our biggest issue.
[57:23]
Thank you.
[57:25]
>> Thank you.
[57:30]
» Anyone else? Flying your
[57:34]
>> Anyone else?
[57:36]
Third time. Anyone would like to speak?
[57:41]
>> Okay, before I close it, I have a
[57:43]
question. Before
[57:46]
we close public hearing, can we have
[57:49]
somebody address some of these questions
[57:50]
or do I close it and then we do that? Is
[57:53]
there someone here to address? Yes.
[57:55]
Should we do that now or close it?
[57:56]
>> I would close your public hearing.
[57:59]
>> All right. So,
[58:00]
>> the board has questions for the
[58:02]
applicant.
[58:03]
>> Okay, perfect.
[58:04]
>> So, I'm going to close the public
[58:06]
hearing. Um,
[58:07]
>> motion to close.
[58:09]
>> Thank you. Second.
[58:10]
>> We don't even need a motion. We don't
[58:11]
need We don't need You can just
[58:14]
closing it. And then now is the time for
[58:17]
the conditional use permit application
[58:20]
discussion and possible recommendation.
[58:24]
So
[58:26]
do we have discussion and questions and
[58:28]
things that could be
[58:30]
>> question
[58:30]
>> addressed? Yes.
[58:31]
>> Um
[58:33]
>> how many parking spaces in the proposed
[58:36]
pave lot?
[58:40]
» It was 45 or 42
[58:42]
>> around that. Yeah,
[58:47]
» that's not counting the handicap.
[58:51]
>> Oh, yeah. Sorry.
[58:54]
>> About 42 45 not including handicap
[58:57]
spots. I think we have about five
[58:58]
handicap spots that are proposed to the
[59:00]
front of the building.
[59:02]
>> And I don't I'm not I don't I'm not
[59:06]
familiar with the parking around here,
[59:07]
but what do you estimate on street
[59:10]
parking available?
[59:12]
Um like we we
[59:15]
said overflow if needed. Um that's going
[59:18]
to be once in a blue moon. Um this we're
[59:21]
thinking more of this building being
[59:23]
utilized for clubs, you know, after
[59:25]
school after work, you know, hobbyist
[59:28]
airplane groups meets when the church
[59:30]
group meets when, you know, it's not
[59:33]
going to be during school hours. So the building is going to be more
[59:36]
utilized after hours, you know, so
[59:40]
traffic isn't really a concern and we're
[59:42]
not talking about multiple multiple
[59:44]
people. It's just little groups here and
[59:46]
there that are going to be using it. Um
[59:47]
even when the seniors meet say during
[59:49]
the day during a school day, I don't see
[59:51]
why they can't fill up the parking lot
[59:52]
over here. Um I don't think there's that
[59:54]
many in that group. So
[59:57]
>> how about um who has access to the
[59:59]
building outside of Pepperfest itself?
[1:00:02]
who will be allowed to use it. Have you
[1:00:07]
worked that out?
[1:00:08]
>> We have not. I'm I'm sure the commission
[1:00:10]
has worked that out. The people that are
[1:00:12]
working on this, um we have probably
[1:00:14]
going to allow some public access for
[1:00:17]
the uh public works guys, um village
[1:00:20]
workers,
[1:00:22]
not quite certain on that, but
[1:00:23]
Pepperfest board in general will be the
[1:00:25]
ones providing maintenance and
[1:00:27]
operation.
[1:00:30]
So it will be so you won't hire say a
[1:00:34]
management company or one person who
[1:00:37]
always is on site with the key or
[1:00:40]
>> I mean you're just going to rely on your
[1:00:42]
Pepperfest board members to be
[1:00:44]
>> we we can hire a management company if
[1:00:46]
needed or somebody that is is is hired
[1:00:48]
on our behalf that comes in and and
[1:00:50]
upkeeps the building. Um
[1:00:54]
>> that's definitely a possibility.
[1:00:55]
>> Okay.
[1:00:55]
>> Something that has been talked about.
[1:00:57]
So, the size of the building is what? I
[1:01:00]
mean, can we just clarify that?
[1:01:01]
>> It's 50 by 100 or a little less than
[1:01:04]
that.
[1:01:05]
>> Okay. So, how many square feet?
[1:01:06]
>> Uh, about 5,000.
[1:01:08]
>> About 5,000. And if it's going to be
[1:01:10]
used,
[1:01:12]
you're thinking outside of Pepperfest by
[1:01:15]
smaller groups, say seniors, board
[1:01:18]
meetings, different things like that.
[1:01:21]
Why 5,000 square feet?
[1:01:24]
Uh because it it doesn't cost anything
[1:01:27]
extra for us to do it. If we're going to
[1:01:28]
put up a building, we might as well
[1:01:30]
utilize the space that we have. Um it's like saying, "Let's put in some
[1:01:35]
power, but then later on down the road,
[1:01:36]
you don't have enough power." You know,
[1:01:38]
there's always the option in the future
[1:01:40]
to be able to use that space if needed.
[1:01:44]
Um but I think that's the concern. I
[1:01:47]
think the larger it is, the neighbors
[1:01:49]
are concerned that it will become
[1:01:52]
a venue of some sort because venue space
[1:01:55]
in this area for wedding receptions or
[1:01:58]
different whatever you for 200 people
[1:02:01]
are we don't have a lot. So if this big
[1:02:04]
building is here, word will get out and
[1:02:07]
people will come to throw large events
[1:02:11]
there. I I don't believe that's the
[1:02:14]
intention at all. Honestly, it's there's
[1:02:17]
many places there's many venues around
[1:02:19]
here that people would go to that are
[1:02:20]
more aesthetic for wedding pictures and
[1:02:23]
for that kind of thing. That's not what
[1:02:25]
this building is really built for. Could
[1:02:27]
you have a smaller scale wedding there?
[1:02:29]
Sure. You know, but that's not what the
[1:02:33]
initial
[1:02:34]
reason for it to be.
[1:02:35]
>> So, those requests would be turned down,
[1:02:37]
I guess. And you're because you're just
[1:02:39]
trying to keep smaller group. No, we're
[1:02:41]
not going to say they're going to be
[1:02:41]
turned down. We're just saying the
[1:02:43]
building is going to be built to look
[1:02:45]
like the village hall, to look like a
[1:02:47]
house, to look residential. It's not a
[1:02:50]
wedding venue, per se. Would somebody
[1:02:51]
want to hold a grad party there? Maybe.
[1:02:54]
Um, would we turn them down? It depends
[1:02:56]
on the scenario. Um,
[1:02:58]
it's not built to be an event center,
[1:03:00]
per se. And I think that's what um the
[1:03:03]
fear in the public is right now is that
[1:03:05]
we want it to be a wedding event center.
[1:03:07]
That's not why we're building it. It's a
[1:03:10]
community center.
[1:03:13]
>> Okay.
[1:03:14]
>> So, you took away the basement.
[1:03:18]
>> Yes.
[1:03:19]
>> For what reasons was that? Like,
[1:03:21]
wouldn't that be used as storage for
[1:03:23]
these set on for your own group? The
[1:03:26]
pepperfest, wouldn't we also use storage
[1:03:28]
for some of these said groups, Girl
[1:03:30]
Scouts, Boy Scouts, hobbyists? It's the
[1:03:33]
cost for us. Um, so we had this planned
[1:03:35]
out. We went to many different builders
[1:03:37]
and the cost is just astronomical to put
[1:03:40]
in a basement. Um, it would be nice, but
[1:03:43]
it's it's just not in the cards for us
[1:03:45]
right now.
[1:03:46]
>> Size down the square footage, would then
[1:03:48]
you be able to afford that, appease the
[1:03:50]
community in size and be able to have
[1:03:53]
more of a functional building that you
[1:03:54]
originally planned? Again,
[1:03:58]
>> as an option, costwise, it's really not
[1:04:02]
going to make much of a difference if we
[1:04:04]
downsized
[1:04:06]
>> the the correct above ground versus
[1:04:09]
below ground, right?
[1:04:12]
>> So, is the primary reason to maximize
[1:04:15]
the square footage probably really a a
[1:04:17]
benefit for during Pepperfest where you
[1:04:20]
have it for bingo or activities, food
[1:04:23]
services or something?
[1:04:25]
>> Yes. Yep. I would say so.
[1:04:28]
>> Uh just to clarify too on the parking
[1:04:30]
plan, I count 29 spots on the plan
[1:04:33]
that's under consideration for approval
[1:04:35]
across the street
[1:04:37]
as far as the count in there, not 40
[1:04:40]
some 29 I show on we have upgraded. Um I
[1:04:45]
believe last month there was a meeting
[1:04:46]
here where there was a presentation. Um
[1:04:50]
the design is still out there to
[1:04:52]
possibly update that. I think the
[1:04:55]
current number is about in the 40s. So,
[1:04:58]
>> okay. So, the one that were Okay.
[1:05:03]
» Are there any other questions from the
[1:05:07]
committee?
[1:05:10]
» So, we're just doing the
[1:05:13]
>> conditional
[1:05:14]
>> cut. So,
[1:05:16]
>> other things will be addressed.
[1:05:18]
>> So, and I was going to get to that.
[1:05:20]
>> Okay. So, the previous conditional use
[1:05:23]
permit had a list of conditions that
[1:05:26]
were approved and those include coming
[1:05:28]
back to the board for an operational
[1:05:30]
plan to talk about how they're going to
[1:05:33]
handle events, how they're going to
[1:05:34]
handle hours, how they're going to
[1:05:36]
handle lighting,
[1:05:37]
>> neighbor mitigations with landscaping
[1:05:40]
and address those concerns. So, what I
[1:05:43]
would suggest is if a recommendation is
[1:05:46]
made that you include
[1:05:49]
that same list.
[1:05:51]
>> Mhm.
[1:05:51]
>> If you're going to pass it on to the
[1:05:53]
board.
[1:05:55]
>> Okay.
[1:05:55]
>> And that's almost like a reset is what
[1:05:57]
we're looking at.
[1:05:58]
>> Yeah. That that's in your packet. This
[1:05:59]
is what was approved before handled.
[1:06:03]
>> You know, this is
[1:06:04]
>> if they get the conditional use permit
[1:06:06]
again, it's not the last step,
[1:06:08]
>> right? that this would because there
[1:06:10]
still are a lot of things people are
[1:06:12]
concerned about. Noise, lights, the ever
[1:06:15]
popular traffic and parking. So, those
[1:06:18]
will be addressed though prior to
[1:06:22]
maintenance, snow removal that will be
[1:06:24]
addressed.
[1:06:24]
>> That's going to be part of your I'm
[1:06:26]
assuming your operational plan that has
[1:06:28]
to be approved by the board.
[1:06:29]
>> Yes.
[1:06:30]
>> And that's the recommendation in here.
[1:06:32]
They have to come back to the board.
[1:06:34]
>> So, they go through all those details as
[1:06:36]
to how they're going to operate.
[1:06:39]
But I just want to make sure when if you
[1:06:41]
decide to make a motion to move it
[1:06:44]
forward to include in your motion these
[1:06:48]
elements.
[1:06:50]
>> Okay.
[1:06:50]
>> Can I ask a question about the process,
[1:06:52]
not the project?
[1:06:53]
>> We've closed the hearing though or we
[1:06:56]
we've closed it. So, um Okay. Any other
[1:07:02]
questions, comments to be addressed now
[1:07:05]
at this point from us?
[1:07:08]
for clarification.
[1:07:09]
We're essentially approving the concept
[1:07:11]
of what was presented. We're not
[1:07:14]
approving the particulars at all.
[1:07:16]
>> Right.
[1:07:18]
>> Yeah. You're you're approving a
[1:07:20]
community center that they proposed,
[1:07:22]
>> right? The details again, that's why you
[1:07:26]
have the conditions to the conditional
[1:07:27]
use permit that were going to be
[1:07:30]
addressed and they're going to be
[1:07:32]
addressed assuming that you include
[1:07:34]
these at a future date that they'll have
[1:07:37]
to come back with a site plan review and
[1:07:40]
an operational plan review.
[1:07:44]
>> Okay.
[1:07:45]
So would we add in any of to utilize
[1:07:49]
parking lot access across the street
[1:07:51]
possible crosswalk? Did that go into a
[1:07:53]
later one or would we add that put that
[1:07:55]
in that be?
[1:07:57]
>> Okay.
[1:08:00]
So we have not made a motion yet.
[1:08:01]
We discussed this without making a
[1:08:03]
motion. Do we do we have a motion? Does
[1:08:05]
anyone want to
[1:08:08]
do that?
[1:08:10]
>> I'll make a motion. Make a motion to
[1:08:13]
approve the petition for the conditional
[1:08:14]
use permit by Tim Zeiss doing business
[1:08:17]
as North Hudson Pepper Festival, Inc. to
[1:08:20]
construct a community center and
[1:08:22]
pavilion located at 704 Monroe Street
[1:08:25]
North.
[1:08:27]
As uh conditions of that recommend
[1:08:30]
approval, I'd like to include the staff
[1:08:33]
analysis and recommendations
[1:08:36]
uh that came with the conditional use
[1:08:38]
permit application
[1:08:41]
as well including the 11 bullet points
[1:08:45]
recommended for conditions of the
[1:08:47]
approval. Would you like me to name
[1:08:50]
those?
[1:08:51]
If
[1:08:51]
>> you just reference the report, I think
[1:08:53]
you're fine.
[1:08:54]
>> It's also part of that report. Um, as
[1:08:57]
part of the conditional use permit
[1:09:00]
application,
[1:09:02]
it talked about hours of operation,
[1:09:05]
complying with um, building codes,
[1:09:09]
inspections,
[1:09:10]
hours of uh, commercial uses, parking,
[1:09:14]
etc.
[1:09:18]
» Okay.
[1:09:20]
Do we have a second?
[1:09:23]
>> Second.
[1:09:26]
All right. All in favor say I.
[1:09:30]
>> I.
[1:09:30]
I.
[1:09:31]
>> Oppose. Same sign.
[1:09:34]
>> Okay. That is closed.
[1:09:41]
» We will move on to the final.
[1:09:47]
Candace, item number three on our agenda
[1:09:50]
is an open public hearing for
[1:09:53]
condition use application by the village
[1:09:54]
of North Hudson to construct a parking
[1:09:56]
lot across the street and 4017th Street
[1:09:58]
North.
[1:09:59]
It is open to the public.
[1:10:02]
Any comments, Gina? There you go. Thank
[1:10:04]
you.
[1:10:10]
» Hi, my name is Gina Alberty and I am the
[1:10:13]
administrator. I reside at 400 7th
[1:10:15]
Street.
[1:10:17]
But uh re uh representing the village
[1:10:19]
here tonight, I wanted to give a little
[1:10:20]
bit of background about kind of where
[1:10:22]
this concept of a parking lot came from
[1:10:25]
and then how it ties into the discussion
[1:10:27]
that you all were just having. Um I'll
[1:10:29]
be honest, when I came to interview here
[1:10:31]
at the end of 2023, I was a little
[1:10:33]
surprised that um the village hall did
[1:10:36]
not have a parking lot. Um really didn't
[1:10:39]
even know where to park when I came in
[1:10:40]
for my interview. So, I thought that was
[1:10:42]
a little strange and it kind of stuck in
[1:10:43]
my mind. And then in 2024, I witnessed
[1:10:45]
my first election and I sat at my desk
[1:10:48]
and I watched people play Frogger um as
[1:10:52]
they were trying to move in and out of
[1:10:54]
parking spots that aren't really parking
[1:10:56]
spots and how the street became super
[1:10:59]
narrow and moms were walking little kids
[1:11:01]
in and out of cars. And I thought, hm,
[1:11:03]
note to self, that's concerning. Um, and
[1:11:07]
then shortly after that, we were doing a
[1:11:09]
project on Fifth Street, and we had some
[1:11:11]
millings that were left over as a result
[1:11:13]
of that project. And we asked if we
[1:11:16]
could use those millings to kind of fill
[1:11:19]
in the open vacant lot that's across the
[1:11:21]
street, again, that's owned by the
[1:11:22]
village, um, to see if that would kind
[1:11:24]
of help in um, kind of encourage people
[1:11:27]
to use that spot as a as a parking lot.
[1:11:30]
Um, and it did. We we saw a lot more
[1:11:32]
people now are using it. Certainly for
[1:11:34]
elections, we're seeing that. Um, but if
[1:11:36]
you looked at that now when you came in,
[1:11:39]
um, those millings have kind of settled
[1:11:41]
in and it's starting to look like a
[1:11:43]
vacant grass lot again. Um, so I think
[1:11:45]
it's discouraging people from parking
[1:11:46]
over there because when it's raining
[1:11:49]
there's mud and when it's snowing it's
[1:11:51]
hard to it's hard to plow. Um, and other
[1:11:53]
things. And so
[1:11:55]
um ironically I brought it to in 2024 I
[1:11:58]
brought it to the um finance committee
[1:12:01]
as an option um that I would wanted them
[1:12:03]
to consider um for a future for an
[1:12:06]
enhancement for the village. Then in
[1:12:08]
2025 Pepperfest came and started talking
[1:12:10]
about the need for parking and honestly
[1:12:13]
a light bulb came on in my head and I
[1:12:15]
said well that seems like two community
[1:12:18]
resources both needing parking. we have
[1:12:21]
a vacant lot that is owned by the
[1:12:23]
village that is across the street. Is
[1:12:25]
there a way that we could come together
[1:12:27]
and um allow that parking to serve both
[1:12:31]
the village hall as well as the
[1:12:33]
community center? Um so why now? Why am
[1:12:36]
I here now? We have budgeting going on
[1:12:39]
and so what I'm trying to do is get a
[1:12:41]
feel for um if the plan commission is
[1:12:44]
interested in approving a recommendation
[1:12:46]
to the board to officially leverage that
[1:12:49]
vacant lot as a parking lot um so that
[1:12:52]
we can start to plan for that start to
[1:12:54]
get budgetary numbers um start to have I
[1:12:57]
think more structured plans obviously um
[1:13:01]
we would do so in a way that we would
[1:13:03]
not want to jeopardize any of the houses
[1:13:04]
that are along there obviously water
[1:13:06]
flow would be taken into consideration.
[1:13:08]
Cedar Corps would do a full plan for us
[1:13:10]
that would address all of those issues
[1:13:12]
and concerns. We certainly would not
[1:13:14]
want to add any issues to any of the
[1:13:16]
neighboring houses, but um so yep, the idea here is um try to get a fuel
[1:13:22]
for the plan commission if this is
[1:13:23]
something you're interested in pursuing
[1:13:24]
so we could potentially take it forward
[1:13:27]
for financial um next steps and then
[1:13:31]
approval from the board.
[1:13:34]
>> Thank you, Gina.
[1:13:35]
>> Any other questions for me? Any
[1:13:36]
questions?
[1:13:37]
>> I guess I have a question. So, we're
[1:13:38]
talking about the finance part of it and
[1:13:41]
I know that we talked about this new
[1:13:44]
Pepperfest place, but it's also kind of
[1:13:46]
directly related to that. Is Pepperfest
[1:13:49]
going to be financially on hook for any
[1:13:52]
of this? Are they supporting? Are they
[1:13:53]
putting money to what percentage do we
[1:13:55]
know?
[1:13:56]
>> Yeah. So, that is a great question. So
[1:13:57]
what my thoughts were is that if this is
[1:14:00]
something that the that you guys would
[1:14:02]
recommend moving forward with and the
[1:14:04]
board were to approve that, we would go
[1:14:05]
and get an estimate, a cost estimate um
[1:14:08]
to figure out what it would cost to do
[1:14:09]
that. And yes, the intention is um we
[1:14:12]
have we can take as the village we can
[1:14:17]
take donations from the the public, from
[1:14:21]
nonprofits, from anybody within the
[1:14:23]
village. So the thought or the idea yes
[1:14:25]
is that the pepper fest we would come up
[1:14:28]
with some agreement on what portion they
[1:14:30]
pay for what p portion the village pays
[1:14:32]
for and they would make a donation of
[1:14:34]
agreed upon at that time price to help
[1:14:37]
contribute to the building of that.
[1:14:38]
>> Thank you.
[1:14:38]
>> Yeah.
[1:14:40]
>> Could you clarify how many stalls are to
[1:14:42]
be
[1:14:44]
>> Yeah. I know that um I think the initial
[1:14:47]
plans had 28ish
[1:14:50]
um outlined. I know that there was some
[1:14:53]
um recent work done to kind of maximize
[1:14:55]
that. Um I have not officially kind of
[1:14:59]
looked at those. I think the goal would
[1:15:00]
be to get as many stalls in there as
[1:15:03]
possible without having negative impact
[1:15:05]
to the properties around it. Um but
[1:15:09]
minimum 28 I would say um probably
[1:15:12]
closer to mid-30s if possible. I think
[1:15:15]
that would come with the design too and
[1:15:16]
I would look for our engineers to help
[1:15:18]
us decide what is the right amount and
[1:15:20]
the safe amount. Right.
[1:15:22]
>> Thanks.
[1:15:22]
>> Yeah.
[1:15:25]
>> Anyone else?
[1:15:26]
>> I can step aside if
[1:15:27]
>> anyone else
[1:15:29]
ramp
[1:15:34]
you want me to go back.
[1:15:35]
>> Yep. Yep.
[1:15:36]
>> Same old Yep.
[1:15:42]
» 706 mineral. Uh I appreciate that you
[1:15:45]
guys are trying to find a solution for
[1:15:47]
on street parking in front of the
[1:15:49]
village cuz you guys are right like when
[1:15:50]
it's voting time it is very congested on
[1:15:53]
this front street. So you guys are
[1:15:54]
trying to find a solution that makes
[1:15:57]
sense um to get to minimize right to
[1:16:00]
reduce to eliminate on street parking
[1:16:02]
but then in the previous conversation on
[1:16:06]
street parking is the solution for
[1:16:07]
overflow. So, it is it's frustrating as
[1:16:10]
a resident to hear that, right? When
[1:16:11]
it's you're hearing a proposal that is
[1:16:14]
really trying to help solve an issue,
[1:16:17]
but then in a different proposal, it's
[1:16:20]
the solution, right? So, that's what my
[1:16:23]
comment is.
[1:16:24]
>> Thank you, Jenny.
[1:16:30]
Anyone else?
[1:16:36]
And finally, anyone else? With that, I'm
[1:16:38]
going to close the public hearing and
[1:16:40]
open up the public hearing condition
[1:16:41]
used from application by the visual
[1:16:43]
north to construct a park line across
[1:16:44]
the uh 401 7th Street North.
[1:16:49]
With that, I entertain the committee. Uh
[1:16:51]
any type of motion and discussion.
[1:16:55]
>> So move.
[1:16:58]
>> Is there a second?
[1:16:58]
>> I will second.
[1:16:59]
>> Thank you. Any discussion?
[1:17:04]
Obviously,
[1:17:07]
intentions I think are, you know,
[1:17:08]
there's two twofold here as we had for
[1:17:10]
the past two discussions here. Um,
[1:17:14]
and obviously we're work closely with
[1:17:16]
the neighbors to make sure the runoff is
[1:17:18]
appropriate uh underground drainage and
[1:17:21]
everything to make sure it goes through
[1:17:22]
the appropriate uh direction for any
[1:17:24]
flow of water on this.
[1:17:27]
That's been discussed and um
[1:17:29]
>> possible fences for headlamps going into
[1:17:32]
their house. There will be directional
[1:17:34]
type activities and that that final
[1:17:36]
stuff there. I'm not sure how that
[1:17:38]
>> I didn't know if that ever came up or
[1:17:39]
anything.
[1:17:39]
>> Yeah. No, it didn't.
[1:17:41]
>> Um,
[1:17:43]
>> but I think it's an alternative. Yep.
[1:17:45]
>> So during Pepperfest, will that parking
[1:17:48]
lot be a parking lot or will it be a
[1:17:51]
>> that that uh that again we won't Yeah.
[1:17:54]
We're not sure what's going to happen
[1:17:55]
during that period of time. Yep.
[1:17:57]
>> Festival adapts to what it can do. you
[1:17:59]
know what it's going to do
[1:18:02]
during that, you know, activity. But I I
[1:18:04]
think it's it's a win-win for both sides
[1:18:05]
of it. And I think there, you know,
[1:18:07]
potentially we know there'll be an
[1:18:08]
agreement between funding some of this
[1:18:10]
and we just have to work make it work work all that out. So
[1:18:15]
>> I just would like to make sure that if
[1:18:16]
we're approving it that we're also
[1:18:18]
approving a perpetual parking agreement
[1:18:21]
with Pepperfest.
[1:18:22]
>> I agree. I'd put that a condition
[1:18:24]
>> that we have a minimum of 28 parks there
[1:18:26]
available to the public.
[1:18:28]
Yeah, there's been discussions of
[1:18:30]
angling the parking and having one way
[1:18:32]
in, one way out, okay,
[1:18:34]
>> which increases it to like 30 some plus,
[1:18:36]
but of course we work with Cedar Corp to
[1:18:38]
talk more about that.
[1:18:39]
>> Okay,
[1:18:40]
>> but uh I would do I definitely add that
[1:18:42]
condition on there that Pepperfest is
[1:18:44]
you know part of that. So
[1:18:48]
anything else or that you know the
[1:18:50]
overall agreement and so forth going
[1:18:52]
forward? Yes.
[1:18:53]
>> Right.
[1:18:54]
>> Anything else?
[1:18:56]
All in favor say I. I I
[1:18:58]
>> I oppose. Same sign that approves. Thank
[1:19:02]
you.
[1:19:04]
Okay. Item number 15 is routine
[1:19:06]
business. Any other routine business for
[1:19:07]
the commission to discuss?
[1:19:10]
Item number 16 adjourned. I appreciate
[1:19:12]
everyone for coming tonight and
[1:19:14]
definitely you're
