If you would like helpYes, but you think, you
[0:51]
I and not been a. Thank you or
[1:09]
me about it.
[12:00]
Good evening,
[12:03]
everyone. We're going to get
[12:05]
started. Chair is requested
[12:13]
that we get started. Welcome
[12:13]
to welcome to the Oakland
[12:14]
Public Safety Planning and
[12:15]
Oversight Commission meeting
[12:18]
Monday on Tobar 19th 2026. And
[12:21]
I will call the roll. Chair
[12:36]
Owens.
[12:43]
Commissioner to is
[12:44]
online at. Don't think she's
[12:52]
available just yet.
[12:54]
Commissioner Dixon, I'm here.
[12:58]
Okay. Thank you. You do have a
[13:00]
quorum chair and I have one
[13:02]
housekeeping note is that it's
[13:03]
going to be important that you
[13:05]
turn your mike off if you're
[13:06]
not using it, only turn your
[13:07]
mic on when you when you have.
[13:10]
We're speaking. Okay. Thank
[13:10]
you. Thank you all for being
[13:16]
here this evening. Okay. Next,
[13:19]
we can move to real class or
[13:23]
I'm sorry to meeting minutes.
[13:26]
To prove all moved to prove.
[13:29]
Last month's meeting minutes.
[13:30]
My apologies. Share them
[13:31]
innocent. Making to Okay.
[13:33]
We'll do that next month and
[13:34]
thank you, ok? So we can move
[13:37]
on to public comment. For any
[13:39]
agenda, aisd items within
[13:46]
spock's jurisdiction. And
[13:47]
chair. You have one hand
[13:50]
raised on zoom as regime and
[13:51]
al Esmond. Allen point to
[13:52]
start the clock in just a
[13:54]
moment. Can begin your
[14:09]
comments.
[14:28]
As my dog. You can
[14:31]
begin your comments. Thank
[14:33]
you. High rise name district
[14:37]
4. I have 2 comments regarding
[14:38]
measure and then spending and
[14:39]
oversight first. I just wanted
[14:40]
to raise a question about the
[14:41]
effectiveness of bp's you fly
[14:43]
thing coach program. Which
[14:45]
falls squarely with within
[14:48]
this commission's oversight
[14:48]
responsibilities. The Urban
[14:49]
Institute evaluation that was
[14:52]
presented here come moments
[14:54]
ago found no statistically
[14:55]
detectable relationship
[14:55]
between youth coaching
[14:58]
sessions and arrests. And
[15:01]
David moments earlier,
[15:01]
cease-fire assessment also
[15:02]
raised concerns about whether
[15:03]
violence prevention services
[15:04]
are reaching those at highest
[15:07]
risk of violence. Neither
[15:08]
study proves youths life
[15:10]
coaching doesn't work. But
[15:10]
together they raise important
[15:11]
questions about targeting and
[15:16]
effectiveness. So job Spock in
[15:17]
addition to the audit as well
[15:19]
as evaluation program or if
[15:20]
he'll be discussing later
[15:22]
today to examine both the
[15:23]
findings and ask the vp what
[15:24]
changes have been made in
[15:27]
response. My second item was
[15:29]
that I strongly support opd
[15:30]
proposed funding for the drone
[15:32]
as First Responder program
[15:33]
with their severely
[15:34]
understaffed police department
[15:35]
improving 9-1-1. Response
[15:39]
times is critical. Dia far can
[15:41]
help officers assessed
[15:42]
emergencies more quickly
[15:43]
deploy limited resources, more
[15:44]
effectively and improve public
[15:45]
safety. So I urge up spot to
[15:47]
approve the proposed up our
[15:48]
funding. This is exactly that
[15:49]
kind of investment mentioned
[15:52]
in to support and unnecessary
[15:53]
funding. Delays would only
[15:54]
postpone these potential
[15:54]
public safety benefits. Thank
[16:00]
you. Thank you for your
[16:01]
comment. Will definitely bring
[16:05]
that up with the vp also the d
[16:07]
if our program was included in
[16:07]
the cvr p document. And so it
[16:10]
already has are approval to
[16:11]
move forward and it's going
[16:12]
through the process is with
[16:14]
City Council and other. Well,
[16:22]
that commissions. If you have,
[16:23]
if you're on zoom and you
[16:27]
have. Any comments and public
[16:28]
comment item number 3 on the
[16:29]
agenda, please raise your
[16:36]
hand. Terrell, see any
[16:37]
additional raise, MR. Boat
[16:42]
Ride Em in a comment. Okay.
[16:43]
Thank you. Think that public
[16:50]
comment chair. And we can move
[16:51]
on to our first report item,
[16:52]
which is a presentation from
[16:53]
opd on their updated spending
[17:07]
plan.
[17:13]
Before opd Is there
[17:14]
someone that can fix the
[17:20]
monitor over here? I will come
[17:26]
over and to is it on? It was.
[17:28]
And then it it says no signal.
[17:32]
Okay. Okay. Top. We have a
[17:33]
monitor that is showing no
[17:37]
signal at this time. Let's
[17:37]
take 5 minutes to work on the
[17:44]
tech issues. Okay. Okay. We go
[17:47]
ahead. We just want okay.
[17:48]
Thank you. I and and that just
[17:49]
like a top know that we do
[17:50]
have an issue with the
[17:59]
monitor. Chiefs at Tesco will
[18:00]
come to the podium with even
[18:01]
see him speak, see and hear
[18:15]
him speak.
[18:26]
Test test. There
[18:35]
go. All right. I'm deputy
[18:36]
Chief Anthony to Des Cohen
[18:38]
here to present the opd by
[18:43]
annual update on the 26 27
[18:44]
budget. And that's part of the
[18:46]
opd priority spending plan for
[18:53]
fiscal years. 26 29. I'm just
[18:54]
going to go through. We have 4
[18:58]
spending. Items that are
[19:13]
relevant for this fiscal year.
[19:21]
Thank So of the 4. Items, the
[19:24]
expenses for this fiscal year.
[19:28]
Filled in the document that
[19:29]
spark requested and the new
[19:30]
format and the table that has
[19:33]
each of the items, the
[19:34]
corresponding expense to see
[19:36]
the rp goals and strategy and
[19:38]
then the estimated yearly
[19:41]
recurring cost. And so the
[19:44]
first and largest, portion of
[19:46]
the budget is maintaining
[19:48]
sworn staff in support a
[19:48]
ceasefire strategy. Crime
[19:49]
reduction team in real-time
[19:54]
operations center. This is an
[19:55]
expense an estimated expense
[19:58]
of 22 million do just over. 22
[20:04]
and a half million. This is 37
[20:04]
positions within the
[20:08]
cease-fire section. And the
[20:09]
real time Operation Center and
[20:10]
an additional 11 positions
[20:12]
within the. Crime reduction
[20:18]
teams. That is in line with
[20:22]
goals. 1, 2, 3, 4, 7, In the
[20:22]
cvr p and specifically
[20:29]
strategies to 3, 6, 9, This is
[20:30]
specifically costs associated
[20:35]
with the. Salary and benefits
[20:37]
for sworn police officers in
[20:38]
those sections. Probably the
[20:41]
that the simplest to explain.
[20:42]
But the largest portion of the
[20:48]
cost. It is in line. With the.
[20:49]
Outline of the measure in the
[20:52]
cvr. Pete. Currently there is
[20:57]
a shortfall in the number of
[21:00]
persons. Assigned in the
[21:04]
cease-fire section. There are
[21:05]
4 of this 6 sergeant positions
[21:09]
filled. And 22 of the 37
[21:11]
officer positions filled. And
[21:15]
this is specifically. Because
[21:18]
of the departments, current
[21:21]
staffing numbers were at 601,
[21:21]
in our latest reports. Other
[21:24]
just isn't enough officers in
[21:36]
the police department to fill
[21:37]
Probably simplest. If I pause
[21:39]
for questions on each expense
[21:40]
or do you, would you like me
[21:51]
to go all 4 expenses? Prefer?
[21:56]
The? Next expense in the
[21:58]
report is the police
[21:59]
dispatchers in our
[22:03]
communications center. 7
[22:09]
positions from. 7 positions
[22:10]
within our dispatch center,
[22:11]
funded by and in in support of
[22:14]
goals, 4, 5, 6, and crp and
[22:14]
strategy 5. This is
[22:18]
approximately 1.5 Million and
[22:23]
expense. Is. Currently
[22:28]
supporting. Were authorized 78
[22:31]
dispatchers. We currently have
[22:34]
65 and again measuring is
[22:36]
supporting 7 of those
[22:39]
positions. We do have 80
[22:40]
persons in the background
[22:45]
process. So we are. Working
[22:47]
diligently to get those last
[22:49]
13 positions filled and hope
[22:56]
soon that they will be filled.
[22:56]
This is specifically I think
[22:59]
the goals are somewhat
[23:00]
self-explanatory, but this is
[23:01]
directly related to reducing
[23:05]
9-1-1, call time answering
[23:13]
speeds as well as response.
[23:14]
Expense. Number 3 is expanding
[23:15]
the efforts of a recruiting in
[23:20]
background unit. This cost is.
[23:23]
850,000 in support of goal. 7
[23:24]
of the crp and strategy.
[23:29]
Number 5. These this funding
[23:31]
is specifically for additional
[23:37]
outreach. So that our
[23:38]
recruiting background, you
[23:39]
could have a broader and
[23:44]
deeper reach. The goal
[23:45]
associated with this is trying
[23:46]
to get each of our police
[23:49]
academies. Filled to the
[23:51]
absolute maximum that the
[23:51]
postal out, the highest
[23:55]
quality. Most qualified
[23:55]
candidates that we can
[24:00]
recruit. Are 100 97th Academy
[24:03]
is set to graduate next month.
[24:05]
It currently has 18 trainees.
[24:08]
The 190th is set to graduate
[24:11]
in MARCH. They have 43.
[24:15]
Training is currently. And
[24:16]
then we have 2 more academies
[24:20]
that will start in. Calendar
[24:22]
year 2027, 1 again, JANUARY
[24:25]
and another in JUNE. Both of
[24:28]
those academies. Will be set
[24:31]
to graduate in the following
[24:33]
fiscal year and we don't have
[24:34]
estimates on the numbers for
[24:38]
those exits too soon. But
[24:38]
we're hoping that we will be
[24:41]
able to staff at least 50 in
[24:42]
2, each of them. And that's
[24:42]
what this funding is
[24:48]
supporting. Additionally. We
[24:52]
are scheduling. A lateral
[24:55]
academy. We're hoping for a
[24:56]
2027 start and 10 officers to
[24:58]
help bolster numbers. And we
[25:00]
have also started restarted
[25:04]
are. Cadet program. And we are
[25:05]
we have 6, I believe currently
[25:09]
hired. And we are. Aiming to
[25:17]
hire 2.18 Next question that
[25:20]
could get. The 6th at a higher
[25:25]
where the front. I don't have
[25:26]
the backgrounds for each of
[25:28]
the 6 cadets, but there
[25:33]
Oakland. We're recruiting with
[25:47]
in Oakland schools. And the
[25:49]
last expense expense number
[25:50]
for modernizing investigative
[25:51]
tools to include the drawn
[25:54]
First responder program. This
[25:56]
is a cost of 432,000 in
[25:58]
support of cvr p goals. 1, 3,
[26:01]
5, 6, And specifically crp
[26:06]
strategy. 12. Seeking to
[26:08]
implement the deal far.
[26:12]
Program citywide. We are in
[26:14]
process with the Privacy
[26:18]
Advisory Committee. We are
[26:22]
hoping that we will be moving
[26:23]
forward with a contract
[26:23]
proposal by the end of the
[26:27]
year. By the end of the
[26:28]
calendar year so that we can
[26:29]
begin this program within this
[26:35]
fiscal year. And again, the
[26:37]
dia far program. Is meant to
[26:39]
support primarily that troll
[26:42]
division. As well as other
[26:43]
investigative units to speed
[26:49]
up response. This is not
[26:50]
perfect replacement for an air
[26:51]
support unit, helicopter or
[26:54]
plane. But it is another tool
[26:55]
akin to those things that can
[26:59]
get information and collect
[27:00]
evidence before an officer is
[27:01]
able to travel across the city
[27:04]
to that location and can
[27:05]
provide valuable insight,
[27:06]
including clearing things that
[27:07]
words actually not nothing is
[27:09]
happening or the person is
[27:10]
already gone so it could
[27:11]
potentially save are patrolled
[27:14]
mission a lot of time. Those
[27:17]
are the 4 expenses. That we
[27:20]
have proposed. Or that we are
[27:21]
happy in progress. I'm sorry
[27:25]
for this year. The cost
[27:29]
estimates. All proximate based
[27:31]
on current projections.
[27:36]
Obviously, we're. Only 4
[27:37]
months into the fiscal year.
[27:45]
So projecting out. The. Each
[27:48]
of these expenses has. A set
[27:51]
of metrics. That we are
[27:57]
reviewing. Effectiveness. For
[28:03]
instance. Expense number one.
[28:10]
The data collection plan. It's
[28:10]
primarily in reducing violent
[28:13]
crime. You can see in the
[28:20]
report. Submitted Spock. It
[28:21]
includes the number of
[28:22]
personnel assigned to the
[28:26]
unit, but it also includes the
[28:26]
crime data that these units
[28:30]
are intended to impact. So you
[28:31]
can see we have an 18%
[28:32]
reduction in homicides,
[28:35]
year-to-date. And 18%
[28:36]
reduction in assault with a
[28:39]
firearm. That's us all to the
[28:41]
fire on a person. Shooting at
[28:44]
an occupied home or dwelling
[28:49]
down. 57 1% shooting at a an
[28:50]
occupied home or vehicle down.
[28:53]
47% robberies are down. 26%
[28:55]
carjackings down. 28%. These
[28:58]
are each of the. Metrics that
[28:59]
were submitted in the opd
[29:01]
priority spending plan that we
[29:02]
would measure. And we're
[29:07]
looking for ad. A 10%
[29:07]
reduction overall in. So we're
[29:08]
trending in the right
[29:09]
direction for months. Into the
[29:20]
strategy. At this point, pass
[29:23]
for questions. Thank you,
[29:28]
chief. And you guys are making
[29:28]
amazing Streisand. We commend
[29:30]
the people that have been
[29:32]
there putting in the work,
[29:33]
especially our frontline
[29:38]
officers. For item number 2,
[29:39]
maintaining dispatchers at the
[29:43]
police communications center.
[29:45]
Is there anything outside of
[29:47]
the physical dispatchers, the
[29:48]
staffing that you are looking
[29:53]
to improve? We're bringing on.
[29:54]
And if so, what are those
[29:59]
things? Our dispatch center
[30:01]
has undertaken a number of
[30:02]
different procedures in order
[30:06]
to speed up. Call times
[30:09]
shorten wait times speed
[30:12]
answering. And with that
[30:12]
speeding up the amount of time
[30:16]
it takes officer too. So they
[30:17]
have an automated system that
[30:19]
queues people through the
[30:23]
dispatch phone tree so they
[30:25]
can get to the right place
[30:26]
faster. They spend less time
[30:27]
lag are going to the wrong
[30:27]
place and having to be
[30:28]
redirected, which is just
[30:31]
slows the entire system. Has
[30:36]
been in place. 4 I think a
[30:37]
good portion of this year
[30:38]
already. And it's made a very
[30:38]
big difference to the dispatch
[30:43]
center. Also, our
[30:44]
communications supervisors,
[30:45]
reorganized scheduling trying
[30:48]
to match audit peak call
[30:50]
times. It's also having a
[30:51]
pretty significant impact. I
[30:54]
don't have the data from their
[30:56]
last report, but I could
[30:56]
provide it. I think they've
[30:58]
they've reported a few times.
[31:00]
They're getting much closer to
[31:01]
state standard on 9-1-1,
[31:02]
answering speed are not quite
[31:05]
there yet, but we have made
[31:06]
big strides towards those
[31:11]
standards in the last year.
[31:12]
That's awesome. Thank you. If
[31:12]
you could also just kind of
[31:13]
keep a surprise this to any
[31:17]
other. Strategies are quick
[31:18]
and when you refer to them,
[31:19]
that would definitely be
[31:27]
helpful. To desk. See that in
[31:29]
terms of how we're going to
[31:34]
track success. We have number
[31:35]
of dispatchers, but I also
[31:39]
would like to know if opd is
[31:41]
considering using the answer
[31:43]
speed as a metric of success.
[31:44]
I know that's one of the
[31:49]
overall goals of top spot.
[31:51]
Safety plan and so wondering
[31:52]
if that's something that you
[31:53]
guys are considering because
[31:54]
I'm sure it's going to be part
[31:59]
of evaluation plan. I think
[32:00]
absolutely. That can be added
[32:01]
into the data collection plan
[32:01]
and the metrics for success
[32:06]
for this expense too. If you
[32:08]
recall in Pieper already
[32:09]
spending plan, we had funding
[32:10]
additional dispatchers in the
[32:13]
second phase. So this is a bit
[32:13]
ahead of schedule and it's
[32:16]
just really out of need in
[32:17]
order to maximize the staff of
[32:19]
the dispatch center. We were
[32:20]
hoping that we would be able
[32:23]
to maintain staff otherwise,
[32:24]
but it has not been the case.
[32:26]
And so in order to get to that
[32:28]
78 number, 7 position funding
[32:29]
was necessary. And so this is
[32:32]
in a bit ahead of our planned
[32:34]
phasing, but I can definitely
[32:37]
add the metric of 9-1-1,
[32:38]
answering speed because I
[32:39]
think that I agree that it's
[32:44]
appropriate. And then one more
[32:45]
during the community
[32:47]
engagement sessions that we
[32:51]
held several community members
[32:56]
mentioned need for.
[32:58]
Dispatchers that spoke other
[32:58]
languages besides English to
[33:04]
help with the speed of
[33:06]
support. And and so is there a
[33:07]
specific plan to ensure that
[33:09]
the 7 positions funded through
[33:14]
measure and will be positions
[33:14]
folks at speak other
[33:16]
languages, Spanish Cantonese
[33:21]
era, they could cetera. When
[33:25]
we fund positions in any
[33:27]
classification. There isn't
[33:31]
that? Well, there are. I think
[33:36]
there isn't that tracking to
[33:37]
the specific positions being
[33:38]
funded, having skillsets
[33:39]
within that it's just the
[33:41]
broader cent of 78 funded
[33:44]
positions with a series of
[33:47]
qualifications and I would one
[33:49]
of the things that we do seek
[33:53]
is dispatchers that can speak
[33:54]
multiple language extremely
[33:56]
valuable in speeding up the
[33:59]
process. But we don't fund by
[34:00]
whether or not dispatchers
[34:01]
bilingual in the position
[34:09]
tracking. But I think I could.
[34:11]
Separately get obtain data on
[34:12]
the number of dispatchers that
[34:12]
are bilingual and report that
[34:16]
back to you. Definitely,
[34:17]
especially for those 7
[34:18]
positions that are going to be
[34:19]
funded directly through
[34:19]
measure. And and I think that
[34:20]
would be a great day to point
[34:21]
to share out. Thank you so
[34:35]
much. Let's go to backgrounder
[34:38]
recruiting. Can you next time
[34:42]
coming with the? Number of
[34:43]
offices that action to
[34:47]
department. For the last 3
[34:52]
months. Because I want to see
[34:55]
how effective. Mayor
[34:56]
effective. That's probably an
[35:04]
actor. Correct word. Their
[35:04]
replacements that's coming Are
[35:06]
we getting enough people to a
[35:06]
place the amount of people
[35:13]
were losing? Class one 97. How
[35:17]
many people do to start with?
[35:23]
I believe the 190 7th Academy
[35:24]
started. It was in the high
[35:25]
30's. I don't want to
[35:25]
misquote, but I believe it
[35:29]
was. It was the night 30's. I
[35:29]
don't the exact number. So
[35:35]
about half of made it. War.
[35:41]
And the 198, the Camille. It
[35:44]
started correct? Yes. And how
[35:46]
many did it start with? I
[35:49]
believe it started with 46.
[35:52]
And when did it start? It's
[35:55]
been just over a month and
[35:55]
there are already lost 3
[36:01]
people. Question is will not
[36:02]
ask. I'm not asking about the
[36:04]
academy. I'm asking about.
[36:05]
Getting our numbers up in
[36:08]
Oakland. And that's been one
[36:10]
of my pet peeves is getting
[36:13]
the numbers up. And it don't
[36:17]
seem like. We're graduating in
[36:19]
a far we have enough academies
[36:20]
lined up to replace those
[36:22]
people that we're losing. And
[36:29]
so. Is there any other plants?
[36:31]
See, we got matter. Coming in.
[36:35]
And then I heard recently at a
[36:38]
meeting we have people come
[36:39]
back from agencies come backto
[36:41]
back to opd, which I found
[36:44]
encouraging. So is there any
[36:45]
other things that we have
[36:49]
that? Get our numbers up in
[36:53]
that area? I think important
[36:57]
to note in. Expense number 3
[36:58]
in the in the data collection
[36:59]
plan and the metrics for
[37:02]
success. Number 4. Is
[37:04]
monitoring the attrition rate.
[37:05]
Trying to reduce the attrition
[37:10]
or a 10% reduction. And of no.
[37:15]
Over the last. Since JULY.
[37:18]
We've only had 4 officers.
[37:23]
Which is. Significantly.
[37:24]
That's a significantly lower
[37:27]
number. We have lost about 5
[37:31]
and a half officers. Pretty
[37:34]
steadily. Does you know, month
[37:36]
to month that changes. But the
[37:38]
average is usually about 5 and
[37:39]
a half percent for for the
[37:42]
last 2 decades. So to see only
[37:43]
4 separate in just about 3 and
[37:48]
a half. Is a significant
[37:49]
improvement on our previous
[37:52]
attrition rate. There's a lot
[37:53]
of factors that go into that.
[37:54]
And I would caution that it is
[37:59]
early. Measuring this number,
[38:01]
right, because we could have a
[38:01]
larger number. That brings the
[38:04]
that average up. Any given
[38:05]
month. But right now we're
[38:08]
definitely trending. So I
[38:09]
think that keeping the people
[38:12]
that we have getting this
[38:13]
lateral academy going getting
[38:15]
10 more on that route. That's
[38:17]
another source of officers
[38:17]
that we weren't otherwise
[38:21]
pursuing in previous years.
[38:24]
Getting the cadet program
[38:26]
staffed getting started is
[38:27]
tremendous success. Getting
[38:30]
this the numbers of cadets up
[38:31]
because that is more of a
[38:32]
long-term investment. That's
[38:33]
good. That's will be going to
[38:33]
academies and years down the
[38:36]
road. So getting that staff to
[38:38]
pull pay dividends downstream
[38:39]
for us. So we need to keep the
[38:42]
people that we have here. We
[38:43]
need to get more people into
[38:47]
these kind nice qualified
[38:47]
candidates into these
[38:48]
academies who can who can
[38:49]
successfully navigated
[38:54]
graduate? What are some of
[38:56]
challenges you're finding with
[38:59]
the cadets in the academy's?
[39:00]
That is preventing them from
[39:04]
successfully completing. That
[39:07]
police officer trainees pio
[39:10]
tease in the academy's.
[39:12]
There's a number of different
[39:15]
subjects that are challenging.
[39:16]
Arresting control, defensive
[39:23]
tactics. Firearms. Emergency
[39:24]
driving. Those are things that
[39:26]
are traditionally have higher
[39:30]
failure rates. I can say that.
[39:32]
Emergency driving has. Been
[39:36]
more of a challenge with with
[39:39]
a number of people that fail.
[39:42]
And I think it is. I've heard
[39:45]
reports from the Academy.
[39:48]
About their reasoning. We're
[39:49]
seeing a larger number of
[39:50]
young people coming to the
[39:51]
academy that don't drive.
[39:54]
Don't drive on their own.
[39:56]
Because of that. They don't
[40:01]
have as much experiences
[40:01]
previous generations coming
[40:02]
through the police academy. So
[40:06]
they're there. Developing a
[40:09]
skill that is significantly
[40:10]
further behind and they're
[40:13]
being asked to get that skill
[40:14]
to a very high level in a
[40:17]
short period of time. So we're
[40:18]
trying to do things to
[40:20]
accommodate that kind of a
[40:21]
generational shift. So you can
[40:25]
get more practice earlier.
[40:26]
Something that we're going to
[40:27]
try to focus on its a very
[40:28]
difficult thing to do in a pre
[40:32]
Academy. It just takes a lot
[40:33]
of effort to coordinate
[40:36]
emergency driving training.
[40:37]
But it is something that we
[40:39]
recognize is a challenge and
[40:40]
something that we're going to
[40:41]
have to put extra focus on,
[40:43]
because I think that these
[40:44]
there are many that could pass
[40:49]
with additional training time.
[40:52]
Just a wild thing thanking
[40:54]
very broad and futuristic.
[40:58]
What if you all the try first
[41:03]
training for young people. Got
[41:03]
them their hours so they can
[41:08]
go to dmv. Kind of funneled
[41:11]
into the cadet program from
[41:12]
the cadet program. You see
[41:16]
where I'm going with this. I
[41:17]
think that there is definitely
[41:20]
a skill set that we can
[41:23]
bridge. I'm not sure of the
[41:25]
viability of that particular
[41:27]
pathway, but at this point, I
[41:29]
want people to graduate the
[41:30]
academy who are well qualified
[41:31]
and well trained. So I'm I'm
[41:32]
willing to look at just about
[41:39]
anything. I like to evacuate.
[41:43]
Why they struggling so much.
[41:44]
I'm sure it is very
[41:46]
challenging. I'm going to go
[41:47]
ahead and apologize in
[41:48]
advance. Number of questions
[41:55]
that I have okay. So.
[41:59]
Regarding expense number one
[42:01]
as opd increases staffing most
[42:04]
officers. How will different
[42:06]
investigative units be
[42:07]
prioritized or will there be a
[42:07]
lag time for backfilling
[42:15]
patrol positions? The patrol
[42:16]
division, the criminal
[42:19]
investigation. Division, I
[42:20]
think are core functions of
[42:24]
the police department. When
[42:25]
you call 9-1-1. The provision
[42:26]
is the one that shows up. We
[42:29]
have to keep that staffed.
[42:32]
That's critical in order to
[42:33]
keep the one of the the goals
[42:36]
of the strategies to reduce
[42:39]
response time. And I think a
[42:43]
short phone patrol it directly
[42:44]
impacts that ability and it
[42:48]
has a ripple effect through
[42:49]
the entire police department
[42:50]
because fewer patrol officers
[42:52]
means it's more difficult to
[42:55]
conduct good preliminary
[42:56]
investigations. Poor
[42:57]
preliminary investigation
[42:57]
means that the criminal
[42:58]
investigations division has
[42:59]
more work to do with an
[43:00]
already struggling staff,
[43:00]
which means fewer cases get
[43:07]
solved, which means. The
[43:07]
cascade effect, I think is
[43:08]
pretty self-explanatory there.
[43:09]
So we need good preliminary
[43:10]
investigations, means we need
[43:14]
a well-staffed Cole. Victims
[43:19]
of a crime. Deserve to know
[43:20]
that person is going to do
[43:22]
follow-up on that crime. Try
[43:26]
to bring a measure of justice.
[43:27]
That means that we have to
[43:28]
staff to criminal
[43:29]
investigations division. It is
[43:32]
then. And see it currently. I
[43:37]
don't know that it can. Get
[43:39]
thinner. So it needs staffing
[43:40]
that they're currently needs
[43:41]
to be maintained at minimum.
[43:46]
And if not. If not improved.
[43:50]
So within that we have cut.
[43:51]
Other specialized unit so that
[43:53]
we can prioritize the
[43:53]
cease-fire section. The
[43:57]
ceasefire strategy. And the
[43:58]
crime reduction teams are
[43:59]
trying to maintain at least 2.
[44:00]
Crime reduction teams
[44:06]
citywide. And we're trying to
[44:07]
maintain the cease-fire squads
[44:10]
in the real-time operations
[44:10]
center, squats, you can see
[44:14]
that it is challenge. There
[44:17]
are shortfalls and the number
[44:18]
of people that were able to
[44:20]
get into those positions. The
[44:21]
way that we're going to solve
[44:25]
that is. We talked about the
[44:27]
previous expense. We've got to
[44:31]
get more people. Qualified
[44:32]
candidates in 2 and graduated
[44:33]
from the academy. And we've
[44:33]
got to reduce attrition
[44:42]
numbers. Thank Maybe break
[44:45]
down the sworn versus
[44:46]
professional staff numbers to
[44:47]
support cease-fire, crt and
[44:51]
rto. Just so that we can and
[44:52]
this can just not to be at the
[44:53]
top of your head because I
[44:56]
would know it either. We do
[44:59]
need to confirm the compliance
[44:59]
with the measure budget
[45:01]
allocations a 50% and 10% for
[45:01]
sworn and non-sworn
[45:09]
respectively. The numbers in.
[45:09]
Expense. One that's all sworn
[45:20]
staff. So those numbers.
[45:22]
Compliance with the measure
[45:25]
getting that 5, 6, towards
[45:25]
storm staff, 1, 6, towards
[45:26]
professional staff and
[45:30]
technology. So that is
[45:31]
designed intentionally in
[45:34]
order to meet those ratios. I
[45:36]
think currently, as you can
[45:39]
see, there is. A shortfall in
[45:44]
the number of officers.
[45:47]
Expense number one which means
[45:49]
that there are funds and that
[45:51]
5, 6, portion sworn staff that
[45:59]
are projected to go. Unspent.
[46:00]
Or 4 months things can change.
[46:01]
Stabbing can go up. Other
[46:02]
expenses can arise that fall
[46:06]
within the. Crp and the
[46:06]
priority spending plan that
[46:07]
are aligned with that. But
[46:12]
currently. That's reporting.
[46:13]
There is a shortfall in the
[46:13]
number of officers there. So
[46:14]
projected to understand
[46:21]
gotcha. I I will need to
[46:21]
follow up about the exact
[46:22]
numbers just because my like
[46:23]
side of the envelope math
[46:24]
isn't mapping. I want to make
[46:28]
sure that. Does make that we
[46:34]
can a report that out. I
[46:35]
noticed that there is a
[46:35]
discrepancy between the
[46:36]
estimates in the narrative
[46:40]
section in the budget table
[46:40]
I'm not sure which one is the
[46:41]
accurate number, but I can
[46:48]
follow up with that. After the
[46:49]
Specifically for expense.
[46:55]
Number one. For data
[46:55]
collection. Are you able to
[46:57]
track the staffing levels and
[46:59]
record that for the
[47:00]
evaluators? They mentioned
[47:01]
that for dispatch, but, you
[47:05]
know, maybe over time. So that
[47:06]
way. We can see if there's a
[47:06]
relationship between say
[47:08]
recruitment efforts and
[47:09]
improved staffing like
[47:10]
month-to-month, what those
[47:15]
vacancies are. I'm just gonna
[47:18]
repeat back to make sure I
[47:19]
understand that. Ask you would
[47:23]
like a month to month. Staff
[47:23]
tracking for expense number
[47:28]
one. We don't need it reported
[47:30]
out obviously every month, but
[47:31]
just to know that that data is
[47:31]
being collected for the
[47:39]
evaluators. And we'll also get
[47:40]
ur data requests stuff in
[47:43]
writing so that we can be.
[47:44]
Prepared for when we do get a
[47:55]
evaluator hired. To part of
[47:56]
the measure includes reducing
[47:58]
sexual violence and improving.
[48:01]
That and reducing human
[48:03]
trafficking. What peace plan
[48:04]
for improving the data
[48:05]
collection around these
[48:07]
particular crimes, which as
[48:09]
previously mentioned, the data
[48:10]
collection is lacking. And I
[48:10]
know that it's also very hard
[48:14]
to collect. So what's the data
[48:16]
collection plan and does opd
[48:17]
need any technical assistance
[48:28]
in this area? Just one moment.
[48:35]
So the the metric planned for.
[48:40]
Measuring. Reductions in
[48:43]
issues of human trafficking is
[48:46]
in progress. We're collecting.
[48:47]
Data within the criminal
[48:48]
investigation division within
[48:50]
the special Victims Unit. As
[48:53]
to the number of crimes that
[48:55]
are connected. 2 human
[49:05]
trafficking. Violent crimes.
[49:05]
In previous report out to
[49:06]
explain that. It's not
[49:08]
something that we had done
[49:09]
previously. So we
[49:12]
preliminarily have. On that
[49:15]
subject. We're still analyzing
[49:16]
4. How to appropriately. Look
[49:18]
at a metric because we expect
[49:23]
significant. Underreporting on
[49:24]
issues of human trafficking.
[49:29]
So we have data that our crime
[49:30]
reduction teams, our advice,
[49:30]
human trafficking unit, they
[49:32]
do operations. Almost every
[49:36]
single week. And the record
[49:37]
certain metrics, they record
[49:39]
the number of contacts. They
[49:40]
record the number of people
[49:41]
that appear to be involved
[49:46]
human trafficking. Reconciling
[49:47]
that with crime data and
[49:48]
community date is where we're
[49:49]
at right now. We're not there
[49:51]
yet, but it is something I'm
[49:51]
hoping to have my the next
[49:58]
biannual update. Ok? So for
[50:01]
expense number there are 7
[50:03]
dispatcher positions funded by
[50:05]
measure which I think is
[50:06]
great. And I know that they
[50:07]
are understaffed when a visit,
[50:08]
if they said that they needed
[50:09]
about 20 to make it to make
[50:14]
them whole. What about
[50:15]
technological improvements to
[50:16]
dispatch because they also
[50:17]
discussed things like still
[50:18]
doing all of their scheduling
[50:19]
on paper and not having enough
[50:27]
monitors. It is part of the
[50:28]
opd priority spending plan.
[50:31]
It's just not reflected in the
[50:34]
expenses so far year to date.
[50:34]
It is something that I
[50:36]
anticipate will be. And
[50:41]
expense during. This. Call.
[50:46]
This is the for your plan. For
[50:46]
months and we don't. Yes, I'm
[50:49]
sorry for for your plant. But
[50:50]
4 months and we don't have any
[50:53]
expenses to report on that.
[50:54]
Technology side within
[51:02]
dispatch. And then previously,
[51:03]
you've indicated that it is
[51:04]
key for transparency and
[51:06]
accountability to turn on the
[51:08]
gps trackers in opd vehicles
[51:09]
which would relate to
[51:12]
strategy. Number 6. I've been
[51:12]
told that this would be
[51:14]
helpful for dispatch. So what
[51:15]
are the prospects for this
[51:20]
happening? Well, there isn't
[51:25]
an expense related 2 this
[51:25]
topic and technology that the
[51:31]
city of Oakland already But it
[51:34]
is not currently on in real
[51:36]
time and it is not some of
[51:37]
that is currently being
[51:37]
tracks. We don't have anything
[51:41]
to buy. It's a policy. But as
[51:44]
it relates to the strategy
[51:44]
within the cvr p are there
[51:47]
plans for this no cost
[51:52]
strategy? 2 to materialize.
[51:57]
The police department. Want to
[51:58]
plan to have the gps turned
[52:04]
on. And inappropriate system
[52:05]
of retention given the
[52:05]
circumstances. I think that
[52:09]
there's opportunity.
[52:12]
Tremendously speeding up
[52:14]
dispatch if they can see
[52:15]
officers in real time. And I
[52:16]
think there's tremendous
[52:17]
safety benefits to being able
[52:20]
to see officers in real time.
[52:20]
So it's a policy issue that we
[52:23]
need to get right. What are
[52:23]
the barriers to enacting that
[52:27]
policy? It is a citywide
[52:32]
process and I'm not
[52:33]
Negotiation for that myself.
[52:35]
So I can say is it currently
[52:39]
being negotiated? I believe
[52:40]
that the process is under way,
[52:42]
but I do not know what stage
[52:47]
it is at or if it has stalled.
[52:48]
Okay. And then now and expense
[52:52]
number 3. I think you answered
[52:56]
this. But the breakdown
[52:56]
recruiting costs and
[52:58]
background costs. And to
[52:59]
correct that, said it's all
[52:59]
going to outreach. That's all
[53:04]
recruiting. Those costs are
[53:06]
and that 150,000 is not
[53:08]
positions. So those are not
[53:09]
paying for salaries that is
[53:14]
paying for. All the costs
[53:18]
associated with. Outreach
[53:22]
advertising, everything that
[53:23]
that Backgrounder recruiting
[53:23]
unit does greenback run unit
[53:27]
does 2? Actively seek out
[53:28]
qualified candidates, all of
[53:36]
their expenses. So related to
[53:37]
that. We have previously
[53:39]
discussed the importance of
[53:39]
both recruiting Oakland
[53:42]
community members to opd as
[53:43]
well as importance of
[53:45]
developing a dispatch specific
[53:46]
recruitment plan given that
[53:47]
they have very different skill
[53:49]
sets and personality types
[53:53]
will recruiting Well, the
[53:54]
recruiting in background unit
[53:55]
be pursuing those plans. And
[53:56]
is there any support needed to
[54:01]
accomplish that? The recording
[54:04]
in background unit is both
[54:07]
doing intensive work and
[54:08]
Oakland and looking more
[54:09]
broadly across the Bay area
[54:11]
and the state. It's a
[54:15]
competitive market. They have
[54:16]
to everything they can as far
[54:17]
much as they can reach. We
[54:19]
have multiple people loaned to
[54:20]
the unit to try to help
[54:25]
support. This mission. I think
[54:26]
its absolutely critical to the
[54:28]
future success of the police
[54:31]
department. We have we must
[54:32]
get 50 qualified candidates
[54:34]
into each of the academy's
[54:36]
that we're a lot it is major
[54:39]
priority for unit knows it.
[54:39]
We're trying to match that
[54:43]
with budget by giving more
[54:43]
dollars to that unit to be
[54:45]
able to do the events. We will
[54:50]
be reporting out. I think the
[54:54]
rescheduled joint. Meeting
[54:57]
with Spock in public safety.
[55:02]
On specific strategies for
[55:03]
recruiting background. What
[55:03]
their what events they have
[55:04]
been attending and what their
[55:06]
broader strategy. Will be. And
[55:07]
I believe that is coming up
[55:12]
next month. But is there a
[55:13]
plan that or is there a plan
[55:15]
to develop a plane for both
[55:18]
opened specific recruitment
[55:19]
and like what? What makes open
[55:23]
young people? Have more faith
[55:24]
in the police and willing to
[55:24]
become police because, you
[55:25]
know, we want police to do a
[55:26]
different has to look
[55:29]
different. And specifically
[55:32]
for dispatch just having done
[55:33]
a fair amount of research on
[55:34]
like workplace psychology
[55:35]
dynamics. I think it is
[55:39]
important that they have a
[55:40]
distinct recruitment strategy
[55:41]
probably different areas to
[55:43]
target and different
[55:44]
professions that would be best
[55:44]
suited for dispatch versus
[55:49]
patrol. Recruiting back on.
[55:54]
Does have. Plan. Local and
[55:56]
more broad. And I would say
[56:00]
that it is uniquely different
[56:02]
for sworn officers and it is
[56:03]
for dispatch. You heard me
[56:04]
report out earlier. We have.
[56:08]
80 people. In back grounds for
[56:10]
dispatch for 13 positions. So
[56:12]
we're able to find people that
[56:16]
want the job for dispatch.
[56:18]
It's a matter of moving
[56:18]
qualified candidates through
[56:19]
that process and then
[56:20]
retaining them once they come
[56:25]
in. For sworn police officers,
[56:27]
it's a just a very competitive
[56:30]
market in the Bay Area.
[56:34]
Multiple other large and small
[56:35]
police agencies are competing
[56:36]
for the same candidates. And
[56:39]
so we have to do our best to.
[56:41]
The that the place that all of
[56:43]
those potential officers want
[56:47]
to go. I think that there are
[56:48]
things that have previously
[56:50]
not work in our favor that
[56:51]
have come to an end. I think
[56:53]
it is a difficult recruiting
[56:54]
environment when you're in a
[56:54]
police department that's under
[56:56]
a negotiated settlement
[56:57]
agreement. I think that is
[57:00]
more difficult to recruit in
[57:01]
that environment to gifts
[57:02]
question to people as to
[57:02]
whether or not they want to go
[57:03]
to an agency that's under
[57:04]
federal oversight that's come
[57:06]
to an end. And I think that
[57:10]
that will help. People being
[57:11]
confident that Oakland is the
[57:17]
right agency for them. Chief
[57:19]
to during our community
[57:19]
engagement. Sessions. We
[57:23]
learned from community members
[57:25]
that they were interested in
[57:26]
inviting opd to their
[57:27]
community events so that opd
[57:29]
could table and provide
[57:34]
outreach and recruitment we
[57:35]
have an invitation NOVEMBER
[57:36]
first in the fruit fell
[57:38]
through the Unity Council.
[57:42]
There will be over 150 1000
[57:45]
attendees. It would be a great
[57:47]
opportunity for opd to set up
[57:48]
a table in and provide some
[57:51]
outreach recruitment. So I
[57:55]
welcome that we can connect.
[57:56]
Separately to second. Sure,
[57:58]
all those details. But those
[58:01]
are examples you know, I think
[58:01]
great opportunities for opd to
[58:03]
not just recruit directly from
[58:05]
the community, but to build
[58:09]
within that community and when
[58:11]
we help the community
[58:12]
engagement session and
[58:13]
approval, a lot of community
[58:15]
members felt he wanted to see
[58:15]
you guys at our event. So
[58:18]
there's that open invitation.
[58:18]
Not just in the field
[58:21]
throughout Oakland. Thank Make
[58:22]
sure that recruiting
[58:26]
background. Received that
[58:27]
perfect invitation. Yes, I can
[58:30]
tell you that. I see there.
[58:32]
And they are going to events
[58:32]
every day. Great. That's great
[58:40]
to hear. Okay. Just couple
[58:41]
questions. You mentioned that
[58:42]
you guys are recruiting from
[58:43]
Oakland Schools for the cadet
[58:46]
program. Are you getting from
[58:49]
only the public schools or
[58:50]
just because if they're public
[58:58]
schools, they live in Oakland.
[59:01]
No, we're not just seek public
[59:03]
schools. We're looking for
[59:04]
candidates that meet the
[59:05]
criteria that are motivated to
[59:08]
become police cadet. So there
[59:10]
is a process to go through to
[59:14]
become a police cadet. But
[59:15]
we're looking more broadly we
[59:19]
want to get to 18 in this
[59:21]
first round. But you've seen
[59:22]
in the priority spending plan.
[59:24]
That number needs to go up
[59:24]
significantly over the course
[59:28]
of the next few years. I think
[59:30]
that at least 40 so that means
[59:33]
that we're going to need
[59:34]
broader outreach across
[59:39]
people. Young people. Coming
[59:41]
to the end of high school
[59:41]
beginning college so that they
[59:45]
can. Work through this process
[59:47]
in the police cadet program
[59:48]
over the course of that time
[59:49]
until they reach 21 and a
[59:52]
half. And I'm sorry, 20 and a
[59:53]
half and can begin police
[1:00:00]
academy. Okay. So you mention
[1:00:02]
in the rationale section for
[1:00:03]
last paragraph, 4 expense.
[1:00:06]
Number 3. Wellness contributes
[1:00:10]
to attention. But there is not
[1:00:11]
an expense or plan detailed in
[1:00:14]
this section about wellness.
[1:00:16]
One item that was discussed
[1:00:17]
during the strategic planning
[1:00:18]
process was officer and
[1:00:20]
professional staff wellness
[1:00:21]
and during visits to the
[1:00:23]
Communications center staff.
[1:00:24]
Sure that burnout is time that
[1:00:25]
there's a staff culture issues
[1:00:26]
that could be addressed
[1:00:27]
investments in staff, wellness
[1:00:29]
and culture. Additionally in
[1:00:32]
my discussion with Barbara to
[1:00:33]
sell, though, indicated that
[1:00:34]
her one person department, she
[1:00:37]
is the department is
[1:00:39]
drastically under-funded and
[1:00:41]
under-resourced. Given that
[1:00:42]
attrition rate sworn officers
[1:00:44]
and the difficulty in
[1:00:45]
recruiting. Well, this does
[1:00:47]
play significant role in
[1:00:48]
maintaining staffing. Could
[1:00:49]
you expand on any plans to
[1:00:57]
address wellness? I think that
[1:00:59]
the were in complete
[1:01:03]
agreement. Wellness being
[1:01:08]
connected to. And that it is a
[1:01:08]
critical piece of maintaining
[1:01:10]
the staff that we. Currently
[1:01:14]
have providing for them so
[1:01:15]
that they want to stay. I
[1:01:20]
think that in. At this 0.4
[1:01:20]
months into the strategy, we
[1:01:22]
have been able to fund
[1:01:24]
positions with General purpose
[1:01:26]
Fund and we had shortfall in
[1:01:27]
the dispatch center, which is
[1:01:28]
the reason why you see it
[1:01:32]
reflected the way that that
[1:01:34]
believe that in the next
[1:01:37]
fiscal year. The General
[1:01:42]
Purpose Fund will. Take those
[1:01:42]
7 positions that are in the
[1:01:43]
dispatch center and we'll be
[1:01:45]
able to real allocate those
[1:01:47]
funds into wellness and
[1:01:50]
technology for the dispatcher.
[1:01:53]
Gotcha. Okay. And then my last
[1:01:56]
question. So if mentioned that
[1:01:57]
they're getting a year free on
[1:02:00]
their drones. Is it possible
[1:02:01]
that opd could get your free?
[1:02:04]
Is it the same vendor? I don't
[1:02:07]
know if it's possible. I think
[1:02:12]
that the current. Estimates
[1:02:19]
for costings about 432. Right
[1:02:20]
about where we were estimating
[1:02:21]
that it would be in that
[1:02:22]
priority spending plan. Think
[1:02:24]
we estimated about 400
[1:02:28]
thousands very close to that.
[1:02:29]
I think it's going to come
[1:02:33]
down qualified. And the demand
[1:02:36]
is just a bit different for
[1:02:37]
the police department. So I I
[1:02:42]
don't know that. The vendor
[1:02:44]
that and well, I don't know
[1:02:46]
which vendor will be chosen at
[1:02:47]
this point. We still to go
[1:02:52]
through the process. So Aren't
[1:02:55]
in contract. So I. Yes, it
[1:02:56]
would be inaccurate for me to
[1:02:58]
be able to tell you what that
[1:02:59]
final terms, that contract
[1:03:02]
will be. Can I just jump in
[1:03:04]
real quick related to a
[1:03:06]
question. How likely is it
[1:03:07]
that Privacy Commission will
[1:03:20]
approve? The drone? Apology? I
[1:03:21]
will have to double check the
[1:03:24]
last privacy advisory. But I
[1:03:28]
think that it's very likely.
[1:03:29]
That they're in support of the
[1:03:33]
drone. First responder. They
[1:03:34]
did. I think meet on the
[1:03:36]
subject in their previous.
[1:03:37]
Meeting and I don't want to
[1:03:38]
speak out of turn. But I think
[1:03:39]
that there is. Broader
[1:03:45]
support. For this program with
[1:03:46]
appropriate controls to make
[1:03:47]
sure that privacy is
[1:03:53]
protected. Thank you for
[1:03:54]
answering the marathon
[1:03:54]
questions. So any other
[1:03:55]
questions move to public
[1:04:06]
comment. We can move to public
[1:04:16]
comment. Yes, chair. We will
[1:04:16]
start with public comment in
[1:04:19]
the room and I believe MR.
[1:04:20]
Bolt right has public comment
[1:04:24]
on this item. That you are the
[1:04:25]
only person submit a speaker
[1:04:28]
car. And as all has a right
[1:04:32]
hand raised in zoom and MR.
[1:04:32]
But right 2 minutes and I will
[1:04:44]
start the clock. Know that the
[1:04:47]
the police department is
[1:04:47]
understaffed and they support
[1:04:48]
what you're doing. I think
[1:04:52]
that's a a feeling that I
[1:04:54]
have. But I also see it in the
[1:04:55]
comments people are making. So
[1:04:56]
y'all should feel good about
[1:04:56]
what you're doing and thank
[1:05:04]
you. One thing that would help
[1:05:06]
us appreciate the the reason
[1:05:09]
for these dramatic drops crime
[1:05:11]
would be to know when you've
[1:05:12]
mentioned some of these, but
[1:05:13]
to know what the most
[1:05:16]
important things that you've
[1:05:17]
done differently to accomplish
[1:05:21]
these miraculous. Reductions
[1:05:26]
in crime. A lot of the sayings
[1:05:27]
Murders and things like that.
[1:05:28]
The statistics have to be
[1:05:30]
accurate. And if they're going
[1:05:30]
down, what have y'all done
[1:05:37]
accomplish that? And this is
[1:05:40]
all happened within the last 2
[1:05:41]
years. So it's as fresh enough
[1:05:43]
to where we ought to have a
[1:05:43]
good idea as to what's what's
[1:05:51]
caused that direction. And
[1:05:55]
what is being done. I didn't
[1:05:56]
advocate this before, but I
[1:05:57]
understand we're just not
[1:05:59]
going to catch up by hiring
[1:06:01]
new police. What can be done
[1:06:03]
to eliminate or reduce the
[1:06:04]
amount of administrative work.
[1:06:06]
A few officers in the field
[1:06:09]
are having put up with now,
[1:06:10]
pass it on to people that
[1:06:15]
don't have to sworn officers
[1:06:15]
to take the load off police
[1:06:17]
officers that I think that's
[1:06:18]
really important. And he's the
[1:06:19]
only thing we can really
[1:06:20]
accomplish because there's
[1:06:22]
more people that can do that.
[1:06:22]
Now we can hire is his
[1:06:28]
placement right now. And
[1:06:29]
that's that's another Thank
[1:06:32]
you. Thank you, MR. Vote
[1:06:41]
right. Okay. Cherry. Next.
[1:06:41]
Public speakers want to be
[1:06:49]
MISS Aside of my life. All
[1:06:52]
about allow you to speak. You
[1:06:56]
can unmute yourself. The Clark
[1:07:01]
law could be just give me one.
[1:07:04]
Okay. Can begin your comments.
[1:07:05]
Ok? On the subject, church
[1:07:10]
translation. City has a
[1:07:11]
ordinance around translation
[1:07:14]
services at the city provides.
[1:07:14]
I assume the police department
[1:07:17]
would be inclusive and within
[1:07:19]
that formula comment, Lee,
[1:07:24]
only 2 languages. All. On.
[1:07:26]
Come that and that Spanish and
[1:07:28]
Mandarin slash Chinese.
[1:07:32]
Related to usd, a cadet Ust
[1:07:35]
Carly. He's an ordinance. All
[1:07:37]
of the George Floyd ordinance,
[1:07:41]
which does not allow to work
[1:07:43]
with the Oakland Police
[1:07:45]
Department. So I don't know
[1:07:48]
how they able to work a deal
[1:07:49]
and other little all the board
[1:07:50]
meetings. I haven't seen
[1:07:53]
anything that would come up
[1:07:55]
usd agree to allow this could
[1:07:55]
get with pull a program to
[1:08:01]
happen. The the data that is
[1:08:05]
quite data high allco formula.
[1:08:05]
And under that formula, you
[1:08:07]
don't see all crime. Did you
[1:08:10]
see some crime reported? But
[1:08:13]
not all. The percentage of
[1:08:15]
violent offenders who do not
[1:08:18]
live in Oakland. Does not
[1:08:22]
allow us to deal with all
[1:08:25]
potential. Big perpetrate So
[1:08:28]
right now we have a notable
[1:08:29]
number of violent crime being
[1:08:30]
committed by people who don't
[1:08:35]
live in Oakland. 49% of gun
[1:08:38]
homocide again related
[1:08:40]
related. That means that the
[1:08:41]
ceasefire program does not
[1:08:43]
deal with the other
[1:08:44]
percentage, which is 51
[1:08:45]
percentage of on the size
[1:08:50]
created. The requirement to be
[1:08:51]
a police officer. You don't
[1:08:54]
have to be a citizen, but you
[1:08:55]
do have to meet the
[1:08:56]
requirements of being valid. A
[1:09:01]
ballot her son in the city of
[1:09:02]
the country. I don't know how
[1:09:04]
that works because this is a
[1:09:05]
sanctuary city at some point
[1:09:09]
that needs to be discussed.
[1:09:10]
Thank you for your comments
[1:09:13]
about La Mala chair. If can
[1:09:19]
just add. To MISS All of my
[1:09:21]
comment about the Equal Access
[1:09:22]
ordinance that we have in the
[1:09:27]
city. We have ordinance that
[1:09:28]
where we can translate
[1:09:31]
actually into 3 languages
[1:09:40]
Bieniemy Spanish Chinese.
[1:09:41]
Sorry. I think I actually
[1:09:41]
needed you by turning on my
[1:09:45]
mic to respond yes, we do have
[1:09:48]
this 3 languages and correct
[1:09:49]
me if I'm wrong and I do need
[1:09:52]
to follow up on this. But that
[1:09:53]
I think is separate from the
[1:09:55]
need for multi-lingual
[1:09:58]
dispatchers because and
[1:09:58]
especially have time call
[1:10:02]
somebody Come in and provide
[1:10:02]
translation services. They
[1:10:07]
just need it be in the room.
[1:10:08]
If that is inaccurate. Let me
[1:10:11]
know. Thank you for your
[1:10:24]
public comment. I think we can
[1:10:27]
move on to Ft with our thanks
[1:10:41]
to opd nbc, 2 desco. Excuse me
[1:10:42]
chair. If we move on to the
[1:10:43]
next item, do you want to take
[1:10:48]
action? On on the report
[1:10:52]
submitted by opd. Yes, thank
[1:10:53]
He had a race action on this
[1:11:02]
item yeah, go to. Vo to
[1:11:05]
acknowledge receipt of. Okay.
[1:11:09]
Too. Vote to acknowledge their
[1:11:14]
receipt of fair. Measure and
[1:11:15]
priority spending plan or the
[1:11:17]
biannual priority spending
[1:11:18]
plan update for fiscal year
[1:11:25]
26. 27. Okay. Thank you for
[1:11:27]
that motion. I will take the
[1:11:33]
role. Chair Thank Thanks.
[1:11:33]
Chair. G#
[1:11:40]
years.
[1:11:43]
Commissioner I care. Yes,
[1:11:47]
thank you. Commissioner went.
[1:11:51]
And Commissioner Dixon. Thank
[1:11:59]
you. Motion Thank we can on
[1:12:02]
before we go in. When will pt
[1:12:03]
combat for the next report? We
[1:12:08]
know. They're required to do
[1:12:12]
by annual reports. But unless
[1:12:13]
tc Jessica checks, if we have
[1:12:14]
a specific concern that we
[1:12:15]
would like information on can
[1:12:17]
invite him back Kenya, that's
[1:12:31]
that's good.
[1:12:33]
Yeah, you can.
[1:12:33]
You can go ahead. We collide.
[1:12:34]
Okay, everybody. How's
[1:12:36]
everybody doing today? Feel
[1:12:37]
like I was just here with you
[1:12:43]
guys. But I'm back. Thank to
[1:12:44]
Felicia for reached out to us
[1:12:46]
to get you guys a copy of our
[1:12:48]
rfp for the implementation of
[1:12:49]
valuation where we are in the
[1:12:52]
process right now is paused.
[1:12:53]
We have paused the process
[1:12:54]
until we can incorporate your
[1:12:58]
feedback suggestions I'm not
[1:12:59]
going to give this group a
[1:13:04]
timeline Whenever you all have
[1:13:06]
a set list that you want
[1:13:06]
included, we will definitely
[1:13:09]
added to the document. If you
[1:13:10]
want to chop it up and add it
[1:13:13]
yourselves that works too. But
[1:13:15]
we will definitely want to
[1:13:16]
restart the process. It's in
[1:13:18]
an analysis phase of the
[1:13:20]
finance office that puts out
[1:13:22]
keys. We are not at the top of
[1:13:24]
the list. So this isn't
[1:13:25]
disrupting timing necessarily,
[1:13:26]
but we want to make sure we're
[1:13:29]
still in the queue and not
[1:13:32]
losing our spots. So we very
[1:13:33]
good relationship with the
[1:13:35]
analyst overlooking the rfp.
[1:13:38]
So we are able and willing and
[1:13:41]
excited to not only hear your
[1:13:42]
recommendations, but ensure
[1:13:43]
that they are incorporated
[1:13:47]
into rfp document and once
[1:13:48]
that happens, I would gladly
[1:13:49]
come back and give a timeline
[1:13:50]
of when we can expected
[1:13:52]
publishing. But as you all
[1:13:53]
probably can appreciate. And
[1:13:57]
many of, you know, there's a
[1:13:58]
lot of our of peas kind trying
[1:13:58]
to get out before the end of
[1:13:59]
the year. So hopefully we are
[1:14:09]
one of them. Thank I
[1:14:11]
appreciate that. Sincerely.
[1:14:12]
It's it's very helpful,
[1:14:13]
especially since, you know, we
[1:14:15]
all want to see Mac or 6, even
[1:14:20]
I think we'll bring. A unique
[1:14:20]
perspective to how this rfp
[1:14:24]
rfp can be most effective in
[1:14:27]
evaluating macros work and not
[1:14:29]
in a critical way. Justin, a
[1:14:31]
information is power kind of
[1:14:32]
wait and that's how we improve
[1:14:37]
the program. We do. Like to
[1:14:39]
give summary or would you
[1:14:40]
prefer that we jump into
[1:14:42]
questions I would for we jump
[1:14:43]
into questions again. I would
[1:14:46]
not have all the answers here
[1:14:47]
today, but if these are to
[1:14:48]
absorb and then if we could
[1:14:50]
have the recommendations from
[1:14:50]
the a committee submitted in
[1:14:55]
writing. I threw the chair
[1:14:56]
whenever you already. We will.
[1:14:58]
We will not move forward until
[1:15:00]
we receive your written
[1:15:01]
recommendations. Well, then we
[1:15:05]
will definitely fast track How
[1:15:06]
would feel about getting in
[1:15:07]
your notes and
[1:15:12]
recommendations? 2? Well, me
[1:15:13]
inflation, Kerry and we can go
[1:15:14]
over it and incorporate it as
[1:15:18]
needed by like. The end of the
[1:15:20]
week. Is that or maybe before
[1:15:22]
within one week like by end
[1:15:32]
of. Monday. I think if we
[1:15:32]
submit our note saying give
[1:15:34]
them a comprehensive some
[1:15:35]
feedback, that would
[1:15:37]
definitely be helpful for them
[1:15:37]
to come back from macro to
[1:15:43]
come back. So we can. Spend
[1:15:49]
this time wisely. Definitely.
[1:15:52]
Chair. Just on the timing of
[1:15:53]
that with their or their board
[1:15:54]
in and using scheduled between
[1:15:57]
now and end of the year. Yes,
[1:16:00]
we have meeting one meeting a
[1:16:01]
month. Okay. So I would I
[1:16:02]
would prefer to get you this
[1:16:04]
information before our next
[1:16:05]
meeting. So as not to further
[1:16:13]
delay this process. That work
[1:16:15]
one week to send in notes and
[1:16:16]
work on it and incorporating
[1:16:17]
it and I can have place send
[1:16:18]
it back out for us to review
[1:16:20]
to make sure it's. Reflective
[1:16:23]
of what you concerned about
[1:16:28]
where you want an rfp. And I
[1:16:29]
would be more than happy to
[1:16:30]
come back during the NOVEMBER
[1:16:31]
meeting with hopefully this is
[1:16:32]
the date, you know, that
[1:16:34]
things are happening. But
[1:16:38]
again, we are. You know, we're
[1:16:39]
poor holding with until we get
[1:16:43]
your recommendations. Awesome.
[1:16:44]
Ok? I'll open it up to the
[1:16:45]
other commissioners first for
[1:16:46]
their questions and comments
[1:16:51]
on their feet. Think we need
[1:16:54]
to that. Just go on and submit
[1:16:56]
our quest, our concerns and
[1:16:56]
questions so that they can be
[1:17:00]
prepared. Because that. And
[1:17:01]
the questions and concerns
[1:17:05]
that we have. And as we are
[1:17:06]
all community members,
[1:17:08]
confident they would have. If
[1:17:12]
they were to see the. Current
[1:17:14]
draft of the scope of work. So
[1:17:16]
there's some thoughts that we
[1:17:17]
want you all to consider
[1:17:27]
before reaches. And I will say
[1:17:28]
we're we're trusting this
[1:17:28]
group. We know there's
[1:17:30]
expertise and we want to take
[1:17:30]
that. We you know, we don't do
[1:17:33]
this work by ourselves so we
[1:17:34]
could come back to the drawing
[1:17:37]
board. A couple times to get
[1:17:40]
this right. If it means we're
[1:17:40]
waiting till JANUARY, you
[1:17:41]
know, that's not ideal. But it
[1:17:45]
is. If that's what it takes,
[1:17:46]
we want to do this the right
[1:17:49]
way. We are 5 years coming up
[1:17:51]
in APRIL. So we want to do
[1:17:52]
things correctly. So we want
[1:17:52]
to get this right with with
[1:18:06]
this group. You know, I'd I'd
[1:18:09]
actually rather just submit a
[1:18:09]
comprehensive document to
[1:18:12]
macro instead of. Pulling some
[1:18:17]
things out right now. I
[1:18:18]
because there are some things
[1:18:22]
that. We're going to meet
[1:18:23]
clarity on that. All 5 of us
[1:18:27]
need to. Release it with the
[1:18:32]
and then provide something.
[1:18:38]
But I will Swat. Swot
[1:18:42]
analysis. Yeah, Just put that
[1:18:49]
out in atmosphere. Well, Mike
[1:18:49]
Metro will have fun with you
[1:18:54]
on It will have fun with the
[1:19:05]
evaluation partners that I
[1:19:05]
what they submit to, you know,
[1:19:08]
writing will help you along
[1:19:09]
the that way. When we come
[1:19:12]
back to you don't seem like
[1:19:13]
Can I just be transparent?
[1:19:16]
We're not beating you up. Are
[1:19:19]
trying talk down to you here
[1:19:20]
are concerned. So that's why
[1:19:21]
you see in this be very quiet
[1:19:24]
because we do have questions.
[1:19:26]
But maybe you are. You have
[1:19:27]
the answers. So we'll put it
[1:19:29]
in, right. And so when you do
[1:19:31]
come back, we can get right
[1:19:32]
into business. What we need
[1:19:34]
from you. What you expect from
[1:19:36]
because we want you to be
[1:19:42]
successful. If nothing else.
[1:19:43]
When my coaches says we want
[1:19:45]
to clean And that's what all
[1:19:49]
this is about. Us winning. So
[1:19:49]
we're going to win. So
[1:19:51]
minutes. Write this down. And
[1:19:52]
that's why we're not talking
[1:19:54]
to you directly today because
[1:19:57]
you know got big bows and
[1:20:00]
we'll speak are true to you.
[1:20:01]
So we want to make sure that
[1:20:01]
we get our understanding of
[1:20:03]
what you're really saying,
[1:20:06]
what you really want. And then
[1:20:07]
we'll come back and we'll
[1:20:10]
hopefully we'll have thing.
[1:20:11]
You just have to come back one
[1:20:11]
time and we can agree, agree
[1:20:14]
on something. That you like
[1:20:17]
and make it happen for you. We
[1:20:19]
really want to use this group
[1:20:22]
to help inform this it's it's
[1:20:26]
great to have a landing place
[1:20:27]
for macro. So with as this
[1:20:31]
process goes, yeah, we're with
[1:20:31]
you lock you know. Yeah, one
[1:20:35]
time the great but if it takes
[1:20:37]
more, that's just what it
[1:20:38]
takes. And we want to get this
[1:20:39]
right. I can't underscore that
[1:20:40]
enough. And it has to be
[1:20:43]
independent. Can't be Elliott.
[1:20:47]
Put finger on the scale. We
[1:20:48]
want this to be all above
[1:20:49]
board. Cause the amazing work
[1:20:50]
that our responders are doing
[1:20:51]
day in and day out. Needs to
[1:20:54]
truly be recognized and I can
[1:20:55]
screen from the mountain top,
[1:20:56]
but it be nice. Somebody else
[1:21:00]
does it too. I like to do it
[1:21:01]
once I go for my right along
[1:21:04]
that I was put on blast last
[1:21:04]
meeting that I had not gone
[1:21:07]
on. Missed what commissioner,
[1:21:11]
what I've just asked my
[1:21:11]
amazing administrative
[1:21:12]
assistant to prioritize
[1:21:13]
getting you scheduled as long
[1:21:16]
as well as MR. Vote right
[1:21:19]
before in the next couple past
[1:21:20]
Dixon, we love to get you on
[1:21:21]
there as well. And I believe
[1:21:22]
both of you you must just seem
[1:21:25]
to hit my b#
[1:21:27]
that like a or
[1:21:31]
I would really love. To spin
[1:21:34]
whole shift. With them. I want
[1:21:40]
to hold Schiff. I I would sir,
[1:21:41]
I would say we've never had
[1:21:42]
somebody except, you know,
[1:21:44]
early on, spend a day with the
[1:21:45]
team. There's a lot of value
[1:21:47]
in our for our Friday logs.
[1:21:49]
But, you know, if you have the
[1:21:50]
time and you want to get into
[1:21:53]
it with them, we're happy to
[1:21:54]
have you been hunkered down
[1:21:56]
with team for a day. The only
[1:21:57]
thing that would make that
[1:22:00]
difficult is staffing and our
[1:22:06]
fleet, cars go down I'm so.
[1:22:07]
Available. I will wait for you
[1:22:14]
to call. Maybe do way for him
[1:22:17]
to call reach out about this
[1:22:21]
picture graphic going I will
[1:22:22]
say as much as I appreciate
[1:22:25]
not wanting to Put Elliott on
[1:22:29]
place, so to speak I do think
[1:22:30]
we have here in front of us if
[1:22:34]
we have questions, we can
[1:22:36]
assume positive intent around
[1:22:38]
that and and get some answers
[1:22:39]
which MAY clarify some of the
[1:22:47]
notes that we provide them.
[1:22:49]
Just a few questions in terms
[1:22:52]
of clarification. There's a
[1:22:58]
lot of action that macro wants
[1:22:59]
to take the evaluator, the
[1:23:02]
independent evaluator. It's
[1:23:06]
not very clear to me. This
[1:23:07]
time and maybe you can provide
[1:23:13]
it what type of internal
[1:23:14]
assessments have already been
[1:23:18]
conducted. What are some of
[1:23:22]
the results that have come up?
[1:23:23]
And I'm going to try to leave
[1:23:24]
it at those 2 look, has I'll
[1:23:30]
keep going. I would say that.
[1:23:31]
The internal assessments or
[1:23:35]
more of our annual output
[1:23:36]
statistics. Understanding the
[1:23:36]
change from year to year with
[1:23:40]
the growth of our staff,
[1:23:41]
increased collaboration with
[1:23:45]
the Dispatch partners and
[1:23:46]
eventually we want to get
[1:23:49]
better at tracking the Last
[1:23:50]
Mile resource connection.
[1:23:51]
That's been a weakness of
[1:23:52]
ours. Back to the swot
[1:23:54]
analysis. But it's something
[1:23:55]
that we're improving on. And
[1:23:56]
we've made strides this year.
[1:23:59]
But to really understand that
[1:24:00]
last mile connection, when you
[1:24:02]
go a step further. So trying
[1:24:03]
to figure out how do we do
[1:24:05]
that without adding another
[1:24:06]
data collection for him to our
[1:24:14]
team. We are able to macro
[1:24:14]
just joined a national in this
[1:24:15]
edition called The 12 Million
[1:24:17]
Cause Initiative to divert
[1:24:20]
12 million calls off of the
[1:24:21]
9-1-1 system as a part of
[1:24:23]
that, we've had to look at are
[1:24:24]
diversion rate. How many
[1:24:26]
causes opd sent over and how
[1:24:28]
many cause has the phone line
[1:24:31]
received? I can tell you right
[1:24:32]
now per the six-month stop
[1:24:34]
data that opd released about a
[1:24:37]
month ago. Couple weeks.
[1:24:40]
Macro, they have said 800
[1:24:42]
Costa macro and they responded
[1:24:43]
to 700 community care taking
[1:24:44]
calls. So we see in real time
[1:24:45]
there feeding us more than
[1:24:48]
they're going on. And that's a
[1:24:52]
huge milestone. Unfortunately,
[1:24:52]
they only publish that data
[1:24:53]
once or twice a year so we
[1:24:56]
can't see it more gradually.
[1:24:57]
Muffley would be cool. But,
[1:24:59]
you know, they got a lot going
[1:25:01]
on. So it's it's nice to see
[1:25:03]
that we are absorbing the
[1:25:04]
right calls that were going on
[1:25:05]
the right cause and the cause
[1:25:08]
of their left. The community
[1:25:08]
caretaking cause they're left
[1:25:09]
to go on. The vast majority
[1:25:13]
over 80% r 51 50's. So it
[1:25:14]
really I when I look at that
[1:25:15]
is the bigger picture. There's
[1:25:21]
different. Data points that
[1:25:22]
indicate our effectiveness.
[1:25:23]
But it is still not a complete
[1:25:24]
story. And that last mile
[1:25:33]
connection as well as data
[1:25:34]
sharing and data alignment
[1:25:34]
between the fire and police
[1:25:35]
department, I think can help.
[1:25:36]
And it's something that's
[1:25:40]
ongoing and we are. Planning
[1:25:41]
the meeting between the Chiefs
[1:25:43]
a very soon to try to make
[1:25:43]
sure we're still on the right
[1:25:45]
path with that. And I got to
[1:25:47]
give a a lot of love to rpd
[1:25:50]
and our fire dispatchers who
[1:25:51]
have their gracious with their
[1:25:53]
time to talk things through
[1:25:55]
and every year we've seen
[1:25:56]
improvement every year. We see
[1:26:03]
more calls. Through OCTOBER.
[1:26:03]
Opd is already sent, has more
[1:26:04]
calls this year than they did
[1:26:07]
for all of last year. And that
[1:26:09]
is remarkable. And that's a
[1:26:10]
lot about our teams
[1:26:10]
capability. Our team being
[1:26:12]
better and more efficient. But
[1:26:15]
it's also about the system
[1:26:17]
working and yeah, a lot of
[1:26:18]
left to their dispatch. An in
[1:26:19]
our dispatch for collaborating
[1:26:20]
and making sure we're getting
[1:26:22]
the appropriate calls. Thank
[1:26:28]
you so much something I did
[1:26:31]
say Swat. I would love to see.
[1:26:32]
It says something along the
[1:26:35]
lines of a swot analysis. And
[1:26:40]
what are. Your measurable
[1:26:43]
outcomes like what is success?
[1:26:44]
I'm about to just throw it out
[1:26:45]
at you. What is success? What
[1:26:47]
are the measurable outcomes
[1:26:53]
and what type of
[1:26:53]
accountability and operational
[1:26:56]
effectiveness. And the
[1:26:58]
measurable safety outcomes.
[1:27:02]
Are you all going to draw?
[1:27:04]
Your purpose and presence back
[1:27:10]
to it in. How do you? That was
[1:27:13]
a it's a lot about as to the
[1:27:14]
answer that as best I can. Do
[1:27:16]
one at a to with stands out
[1:27:17]
for you. Well, I will say
[1:27:26]
that. When we look at our the
[1:27:27]
original goals of macro are
[1:27:29]
very vague. And I believe that
[1:27:29]
was just kind of by design.
[1:27:32]
They were not clear and what
[1:27:32]
we were developing. So the 3
[1:27:36]
original goals were decrease.
[1:27:37]
Number of negative
[1:27:38]
interactions between opd and
[1:27:41]
someone in need. Diver calls
[1:27:45]
away from the 9-1-1 system and
[1:27:46]
then create a separate system
[1:27:47]
that individuals could call.
[1:27:49]
So we have those hold on. Hold
[1:27:52]
on. I even see that in this.
[1:27:52]
That's in our that's our the
[1:27:53]
original, the original charter
[1:27:56]
goals of Metro. Still your
[1:27:57]
goals. They they have actually
[1:27:58]
evolved from there because
[1:28:01]
they're so vague. So right
[1:28:02]
now, we really just kind of
[1:28:03]
based on our output model,
[1:28:04]
many calls, are we responding
[1:28:06]
to one of those cap, the costs
[1:28:07]
and how many are we getting
[1:28:10]
from the police and dispatch
[1:28:11]
center? So it is condensed a
[1:28:12]
little bit. It is not is kind
[1:28:16]
of fluffy as it used to be
[1:28:17]
I've a lot of arguments our
[1:28:19]
first year that we were doing
[1:28:21]
that. But there was just
[1:28:22]
nothing really attached to it.
[1:28:23]
And I think that's a challenge
[1:28:23]
throughout our first response
[1:28:26]
system. How do you measure
[1:28:27]
effectiveness? Thankfully in
[1:28:27]
the fire department, there are
[1:28:30]
a lot of systems in place to
[1:28:31]
ensure that the firefighters
[1:28:32]
going to calls and being there
[1:28:33]
being PRESIDENT. We do have
[1:28:37]
some of those same. Challenges
[1:28:37]
because we do have
[1:28:39]
requirements. You have to be
[1:28:40]
out the door in 2 minutes. But
[1:28:42]
what we do try to look at is
[1:28:43]
the output of the team. The
[1:28:44]
number of teams were putting
[1:28:45]
out there and most
[1:28:45]
importantly, how many
[1:28:48]
dispatchers are responding to
[1:28:48]
historically macro when we
[1:28:52]
started a lot of on views. So
[1:28:53]
the last 4 years we have been
[1:28:54]
shifting more to dispatch
[1:28:56]
responses and so far for this
[1:28:59]
year. 85% of our calls are
[1:28:59]
dispatched. So that's a huge
[1:29:03]
win for us. I love that. He
[1:29:04]
joined because a huge win for
[1:29:05]
you is a huge win for Oakland.
[1:29:08]
Absolutely. I want to see what
[1:29:10]
you're measuring it against.
[1:29:13]
What are your goals? That's
[1:29:17]
why as are those years still
[1:29:18]
your goals? It one of the
[1:29:20]
biggest challenges we have is
[1:29:20]
we measure our output. It's
[1:29:23]
always just one side of the
[1:29:24]
coin. We do not have complete
[1:29:25]
data in real-time. We have to
[1:29:29]
wait until we get opd stop
[1:29:31]
data and then the fire
[1:29:32]
department as a whole run. So
[1:29:33]
many calls it. It's tough to
[1:29:36]
stand out against that last
[1:29:38]
year the department did 77,000
[1:29:39]
total responses. Macro
[1:29:41]
accounted for 7,000. So about
[1:29:42]
10% of the fire department and
[1:29:43]
I could even argue in a
[1:29:46]
perfect world. We could get up
[1:29:49]
to 15 or so percent. Probably
[1:29:52]
just what I see with our
[1:29:53]
current staffing. That's still
[1:29:56]
a lot of runs and and I'm
[1:29:58]
going to just make was
[1:29:58]
plugged. You guys. The stress
[1:30:01]
is felt on the fire dispatch
[1:30:02]
center. They are the ones that
[1:30:03]
are are holding on the brunt
[1:30:06]
of our work. So it's felt by
[1:30:09]
them. We are projected to hit
[1:30:11]
9,000 plus total incidents
[1:30:14]
this year with over 7,000
[1:30:15]
being dispatched. Both highs
[1:30:19]
for us and I can easily see a
[1:30:20]
universe in 2027 where we're
[1:30:22]
talking about 10,000 calls.
[1:30:23]
10,000 instance the year
[1:30:27]
excuse me, but again, not
[1:30:30]
looking at comparable programs
[1:30:32]
because there aren't many that
[1:30:33]
have been around this long and
[1:30:34]
San Francisco. It's it's
[1:30:38]
different. It's larger. We are
[1:30:40]
in national groups. We joined
[1:30:42]
the Harvard Community of
[1:30:44]
practice this and why Policing
[1:30:46]
project Group and others to
[1:30:47]
try to find cops on the
[1:30:52]
national scene that make us.
[1:30:54]
Validate what we're saying.
[1:30:56]
Atlanta has been a good cop
[1:30:56]
historically about the, you
[1:30:57]
know, the size that we are,
[1:30:58]
but they're not in a fire
[1:31:00]
department. So if outside the
[1:31:02]
system, so we're really trying
[1:31:02]
to find like-minded partners.
[1:31:03]
We can work with share data
[1:31:06]
and learn from. I will say a
[1:31:06]
lot of the solutions we're
[1:31:10]
seeing in the space are less
[1:31:11]
focused right now on the
[1:31:13]
alternative response teams.
[1:31:14]
We're seeing a lot of dispatch
[1:31:16]
focus solutions, which is
[1:31:26]
hopefully can can look into. I
[1:31:29]
need to know what success
[1:31:32]
looks like to you. I hear you
[1:31:37]
numbers. I see the report. I.
[1:31:40]
The words are really pretty. I
[1:31:45]
just don't know. Why. You're
[1:31:51]
here. How come and the
[1:31:51]
significance? Not that. I
[1:31:54]
don't know what you do. I know
[1:31:57]
that. But when I look at the
[1:31:58]
report, it's comparing these
[1:32:00]
and I'm hearing the numbers.
[1:32:03]
What is success? What is like?
[1:32:08]
This is this is Kling means us
[1:32:09]
in this is what gearing
[1:32:10]
towards. And we want to make
[1:32:16]
better. I'm not clear there's
[1:32:17]
a term that you all have in
[1:32:21]
this proposal. Ethnographic
[1:32:24]
research. I know what it
[1:32:30]
means. I'm curious as to if
[1:32:30]
there's a parameter behind how
[1:32:35]
you want. You're rfp to look
[1:32:39]
in terms of. Who does this
[1:32:41]
because there can be somebody
[1:32:42]
from midtown. Middle of
[1:32:46]
country says we can do it and
[1:32:47]
they have no idea about the
[1:32:49]
uniqueness of our special
[1:32:50]
city. And I would love to see
[1:32:52]
some details in times of the
[1:32:55]
standards that you all have
[1:32:56]
for who you want to come in to
[1:32:59]
do this evaluation as well. I
[1:33:00]
without getting too deep. I
[1:33:01]
think that's one of those ones
[1:33:02]
where we could address a
[1:33:04]
little deeper in writing. We
[1:33:06]
want the leaders in this
[1:33:08]
space. There's a couple major
[1:33:09]
groups that do these
[1:33:11]
evaluations nationally and I
[1:33:13]
would if perfect world, I want
[1:33:15]
the best. And one of the
[1:33:16]
leaders historically has been
[1:33:19]
the University of Chicago,
[1:33:20]
their urban health labs.
[1:33:21]
They've actually coming, I
[1:33:21]
think, presented to this group
[1:33:22]
a couple years ago or a year
[1:33:26]
ago. Seems like a lifetime ago
[1:33:27]
the beauty about what we've
[1:33:29]
been able to accomplish is
[1:33:30]
that these groups are actually
[1:33:33]
reaching out. They want attach
[1:33:34]
themselves to the local fire
[1:33:37]
department macro program. Then
[1:33:38]
that's how we're in this
[1:33:38]
community of practice and
[1:33:39]
Harvard. That's how are the
[1:33:42]
leading West Coast city on
[1:33:42]
21 million 12 million cause
[1:33:46]
initiative. So that it really
[1:33:48]
just kind of speaks to what
[1:33:50]
we've been able to collect and
[1:33:52]
show what I get into these
[1:33:53]
national conversations. They
[1:33:55]
don't even have out of the
[1:33:56]
data that we've that we ask
[1:33:58]
our teams to collect. And we
[1:33:59]
have made that a priority
[1:34:02]
since day one. So really what
[1:34:02]
I look for this it and let
[1:34:04]
even go back a little further
[1:34:08]
success to me is every call.
[1:34:08]
Every response. And I'm not
[1:34:10]
going to give it a 10,000
[1:34:11]
foot. A real great. This
[1:34:11]
whenever they show up to the
[1:34:13]
call. They are the right team
[1:34:14]
because if they weren't the
[1:34:15]
right team, they wouldn't be
[1:34:18]
going. So the fact that we
[1:34:19]
don't even really know the
[1:34:22]
ceiling of demand. It's it's
[1:34:24]
amazing that I can look back
[1:34:25]
act SEPTEMBER and say we did.
[1:34:26]
25 calls. 25 dispatch
[1:34:29]
responses a day. Now I'm
[1:34:31]
looking potentially 30 is the
[1:34:33]
floor. But every few months
[1:34:33]
there's a new floor. So it's
[1:34:37]
it's growing rapidly involving
[1:34:38]
in a way that we're doing a
[1:34:40]
great job keeping track. And
[1:34:42]
we have historically. But when
[1:34:43]
I what people that are going
[1:34:45]
to come in and pick it apart.
[1:34:46]
Look at it is if they would
[1:34:49]
any other place, you know,
[1:34:50]
whoever's got to do New York's
[1:34:51]
evaluation. I want them to an
[1:34:51]
Oakland evaluation because
[1:34:54]
it's probably going to be. The
[1:34:56]
best of the best. And we want
[1:34:57]
that because we are confident
[1:34:58]
in the model we're putting out
[1:35:01]
there and you know, as I'm
[1:35:02]
often told, they're talking
[1:35:03]
about us and looms, don't even
[1:35:05]
know about because of the way
[1:35:06]
that our responders show up in
[1:35:10]
the work that they do because
[1:35:11]
it just demonstrates that not
[1:35:12]
every call needs an emergency
[1:35:16]
response. And and when I can
[1:35:18]
look back and what we did the
[1:35:19]
first year, 400 dispatch
[1:35:20]
responses. And now I'm looking
[1:35:24]
at 7,000. That's not even to 5
[1:35:27]
years. Who knows how much more
[1:35:27]
is out there. But I can
[1:35:28]
promise this group in any one
[1:35:30]
of the city of Oakland that
[1:35:31]
our medical responders will be
[1:35:34]
there every day trying. I
[1:35:37]
didn't see that in here as
[1:35:39]
that. And that's a Jones
[1:35:40]
exclusive. We have to write
[1:35:42]
this kind of with a broader if
[1:35:44]
we make it to of it gets
[1:35:48]
pulled down. So it's, you
[1:35:49]
know, analysts is reviewing
[1:35:50]
this a bunch of other people.
[1:35:50]
I imagine that attorneys got a
[1:35:53]
look at it. They're going to
[1:35:54]
want it. Probably a very, you
[1:35:59]
know, you know, plain bread
[1:36:00]
thing. But there's this isn't
[1:36:02]
the only evaluation. I would
[1:36:02]
also like to say this should
[1:36:04]
just be the first and there
[1:36:06]
should be a consistent plan
[1:36:09]
across all departments. But
[1:36:12]
and macro specifically are are
[1:36:13]
our program every few years.
[1:36:15]
There should be an evaluation
[1:36:16]
going. And because that's the
[1:36:16]
only way you can stay current.
[1:36:17]
You can stay flexible. You can
[1:36:19]
stay ahead of whatever is
[1:36:20]
coming. And I know that MAY
[1:36:22]
not be a financially prudent
[1:36:24]
decision, but as long as we
[1:36:24]
have this committee here,
[1:36:26]
helping us fund for these
[1:36:27]
important activities that
[1:36:28]
benefit the program in the
[1:36:29]
city, I'll be here presenting
[1:36:37]
and pulling for it. If I could
[1:36:37]
just add to that. That's a
[1:36:39]
great question. Commissioner
[1:36:41]
win. I think when you think
[1:36:44]
about success, that is where
[1:36:46]
that's what we're shooting
[1:36:47]
for. We're trying to figure
[1:36:48]
out what the Des finishing
[1:36:49]
that success is for Oakland,
[1:36:52]
macro throughout the history
[1:36:54]
of macro, most people
[1:36:54]
throughout the city,
[1:36:56]
especially people who are
[1:36:59]
vested seeing what macros
[1:37:00]
going to come once a macro to
[1:37:01]
be a duplicate of some other
[1:37:03]
place in our country. And that
[1:37:05]
just doesn't work Oakland
[1:37:06]
because opened such an unique
[1:37:07]
place. So we want to make sure
[1:37:10]
that as we build that out,
[1:37:10]
that's why we're reaching out
[1:37:11]
to the commissioners into the
[1:37:14]
community to say what do we
[1:37:15]
want a macro team to be? You
[1:37:16]
know, what lane do we want
[1:37:19]
makua live in because
[1:37:20]
historically macro has been
[1:37:23]
asked to do 1000 different
[1:37:25]
things and there's real. No
[1:37:26]
real lane that macro lives in.
[1:37:28]
So we've been trying to create
[1:37:29]
that name over the last couple
[1:37:33]
of years so that we can have
[1:37:34]
data and we can have a model
[1:37:34]
that you could take somewhere
[1:37:37]
else in the country and
[1:37:38]
duplicate. But right now, if
[1:37:41]
we were so spread out, we're
[1:37:41]
really trying them that lined
[1:37:43]
up so that the city
[1:37:44]
understands this is what your
[1:37:46]
macro team can be counted on
[1:37:47]
to do. One thing that Elliott
[1:37:51]
didn't mention is that he's
[1:37:52]
putting together a convening
[1:37:55]
of other alternative. Response
[1:37:57]
teams from around the country.
[1:37:57]
You know, we want America to
[1:38:00]
be the best of the best. And
[1:38:01]
we think that success leaves
[1:38:02]
clues. So we want to talk to
[1:38:05]
all these other. You know,
[1:38:06]
alternative delivery group
[1:38:10]
Cincy take pieces from. All
[1:38:10]
these different successful
[1:38:12]
teams and make our macro team
[1:38:14]
what works best for Oakland.
[1:38:15]
So that's also coming down the
[1:38:21]
Pike. Thank you both. I
[1:38:21]
believe that it's the best
[1:38:23]
thing on her tonight. Yeah.
[1:38:28]
What you just said, chief.
[1:38:28]
Because if you gone be the
[1:38:29]
best, you got to go research
[1:38:30]
with the best and then make
[1:38:33]
ours the best. That's what opd
[1:38:35]
deal with cease-fire. And
[1:38:38]
that's why they will tap. And
[1:38:39]
I believe with your leadership
[1:38:42]
and your leadership does Mike
[1:38:45]
Macro can go to a place where
[1:38:46]
people become a test and I get
[1:38:47]
to go around the country. When
[1:38:47]
I go to my meetings going.
[1:38:49]
Yeah, we have Beth. I love
[1:38:52]
bragging like that. Believe we
[1:38:55]
have the best. But with to
[1:38:56]
doing that, I will support
[1:39:00]
that part of it. 100%.
[1:39:01]
Speaking to who I need to
[1:39:02]
speak to, to make that happen
[1:39:05]
because if we can do that and
[1:39:06]
get my I think they just sit
[1:39:08]
at Mackle in the lane that we
[1:39:11]
know exactly what they're
[1:39:12]
doing. This is exactly what we
[1:39:15]
want them to do. No, we don't
[1:39:16]
do that. You know, cease-fire.
[1:39:18]
We're not saying that's the
[1:39:20]
only being that opd does.
[1:39:21]
We're not saying that. We're
[1:39:24]
saying this is one to that
[1:39:25]
city to that. We know that
[1:39:27]
data driven that works. If you
[1:39:28]
give us a data driven, micro
[1:39:32]
macro. Trucks and this is what
[1:39:34]
they do, then I can defend
[1:39:35]
know this is what we do. You
[1:39:36]
ask them do something outside
[1:39:37]
that I think that's what we're
[1:39:37]
trying to get to. What do you
[1:39:39]
want to do? When do you want
[1:39:41]
to do it? How you want to do
[1:39:42]
it and they let us know and
[1:39:46]
how does it improve our
[1:39:48]
community? Is it? You know, we
[1:39:50]
stop it. Every person on the
[1:39:51]
corner or is it that we wait
[1:39:51]
for a call? We need to know
[1:39:53]
those things. As I listened to
[1:39:54]
much, if you know, as I
[1:39:56]
listened, Todd talk them out
[1:39:59]
at you what I want to hear.
[1:40:00]
But tonight you see it what I
[1:40:02]
want to hear the whole time.
[1:40:03]
What are we going to do to
[1:40:06]
make the best? How we got a
[1:40:07]
great the best and then we can
[1:40:08]
get where we need to be. Thank
[1:40:16]
you very much. Absolutely.
[1:40:17]
Cool. Second, all of that is a
[1:40:20]
great questions. Great points
[1:40:23]
in the interest of everybody's
[1:40:26]
time. I'll just since will be,
[1:40:27]
you know, doing this is the
[1:40:30]
iterative process. Outside of
[1:40:34]
this Saturday's There's just a
[1:40:35]
couple things that I'll
[1:40:36]
highlight so that way people
[1:40:37]
can know what I've been
[1:40:38]
thinking about the rfp and
[1:40:39]
would be surprised when there
[1:40:43]
are these edited. In It does
[1:40:44]
say logic model or theory of
[1:40:45]
change. I do think it would be
[1:40:48]
helpful to include both. Are
[1:40:48]
different rules, different
[1:40:53]
purposes. In scope be conduct
[1:40:53]
20 key informant interviews
[1:40:56]
over 12 months. Do you think
[1:40:59]
that it would be important to
[1:41:01]
I just that to a shorter time
[1:41:02]
frame because if data
[1:41:03]
collection is going for a full
[1:41:04]
year, there's not time for
[1:41:04]
analysis and then writing the
[1:41:08]
actual report in my experience
[1:41:11]
in doing valuations. But the
[1:41:12]
data collection period ideally
[1:41:14]
is is one year. But that's one
[1:41:16]
of their success this
[1:41:21]
evaluations. And so shortening
[1:41:22]
it to 9 months. And so they
[1:41:23]
few months for bribing and
[1:41:25]
data collection would probably
[1:41:25]
be beneficial, especially
[1:41:26]
since all the data not
[1:41:29]
respected. One note on that, I
[1:41:31]
think some of the time frames
[1:41:32]
were recommended to us by the
[1:41:34]
analysis group to to leave a
[1:41:36]
breath. But I think if we we
[1:41:37]
put a shorter time frame in
[1:41:40]
the recommendation, if they
[1:41:42]
dispute that again for the,
[1:41:43]
you know, the previous
[1:41:43]
reasons. Think we should try,
[1:41:46]
I'm in agreement. And it's
[1:41:47]
going to be open competitive
[1:41:48]
bid anyways at the home. Their
[1:41:52]
input well appreciated.
[1:41:53]
Instructive. Absolutely.
[1:42:03]
Absolutely. C In the last
[1:42:05]
paragraph. It states that the
[1:42:06]
final report will be provided
[1:42:08]
3 months after the Post study
[1:42:09]
period. This would require a
[1:42:14]
15 month time The one year and
[1:42:15]
given are time constraints. I
[1:42:16]
think pushing tighter timeline
[1:42:17]
of the important there as
[1:42:23]
well. And scope be part I
[1:42:24]
would suggest, including the
[1:42:27]
commission and for perhaps
[1:42:28]
former members of the advisory
[1:42:30]
board in some of those k eyes.
[1:42:31]
As for the historical
[1:42:37]
knowledge. Would you be open
[1:42:38]
to including the commission in
[1:42:39]
the development of the
[1:42:39]
research questions?
[1:42:45]
Absolutely. And then fact, I
[1:42:48]
would love if you all to total
[1:42:49]
lead on the just handed me the
[1:42:54]
questions that will be fine.
[1:42:55]
Billy evaluators for recommend
[1:42:56]
the adoption of a specific
[1:43:00]
model. I don't believe I don't
[1:43:00]
believe that that was
[1:43:02]
something that was more of how
[1:43:03]
did we do with the model we
[1:43:06]
implemented? But I. You know,
[1:43:06]
I think that that there's room
[1:43:08]
for that MAY be in there, but
[1:43:10]
I don't know that totally
[1:43:15]
sure. Gotcha. And then what
[1:43:16]
are you open to developing an
[1:43:20]
rfp for strategic planning by
[1:43:22]
the end of quarter one in 2027
[1:43:23]
just to ensure the process
[1:43:24]
starts right after the
[1:43:29]
evaluation. Do you need 2028?
[1:43:33]
2027 Okay. If you cause if you
[1:43:34]
developed yearly and we all
[1:43:35]
know how long to that at all.
[1:43:38]
I think that's that's fine.
[1:43:40]
And then just a bit of
[1:43:41]
background before the
[1:43:42]
Behavioral Health Services Act
[1:43:43]
was enacted this year, there
[1:43:45]
was the Mental Health Services
[1:43:49]
Act and the image is safe and
[1:43:50]
innovation projects.
[1:43:51]
Innovation projects have
[1:43:53]
yearly evaluations and
[1:43:54]
technical assistance to ensure
[1:43:55]
that newer projects similar to
[1:43:58]
macro are on the right track
[1:43:59]
and can make timely
[1:44:01]
adjustments to their program
[1:44:02]
improve efficacy, awareness,
[1:44:02]
cetera. I will say awareness
[1:44:03]
is always an uphill battle for
[1:44:07]
new programs. Are you open to?
[1:44:09]
You did say that you're open
[1:44:09]
to connecting yearly outcome
[1:44:12]
or yearly evaluations. Could
[1:44:14]
those be outcome valuations?
[1:44:15]
And assuming that the funding
[1:44:21]
is available? Yearly
[1:44:21]
evaluations after this
[1:44:24]
strategic planning process. If
[1:44:25]
the funding is available,
[1:44:30]
we're open to it. And is there
[1:44:30]
any way that the commission
[1:44:31]
can support the macro program
[1:44:33]
that side of what we've
[1:44:35]
already discussed? I think if
[1:44:36]
our focus right now is on the
[1:44:38]
evaluation side of it, that's
[1:44:39]
the best support we could have
[1:44:40]
as we get into the new year
[1:44:41]
and into the winter. We would
[1:44:42]
love your support on some of
[1:44:44]
our volunteer and supplies
[1:44:45]
donation opportunities. We
[1:44:48]
need to get the word out. Of
[1:44:48]
course, just overall awareness
[1:44:50]
continuing to tell your
[1:44:52]
networks and and bringing us
[1:44:54]
here to talk. It does a lot so
[1:44:56]
we would love to work with the
[1:45:00]
commission so, yeah, there's
[1:45:01]
could think of variety of
[1:45:02]
things as we get into the
[1:45:04]
holiday season and that the
[1:45:05]
weather we were asking, we're
[1:45:06]
talking everybody. So there
[1:45:09]
will be some opportunity. You
[1:45:17]
questions. I actually have a
[1:45:20]
question it's a question you
[1:45:25]
and I have regarding
[1:45:25]
implementation evaluation and
[1:45:31]
that is outcomes. Yes. And
[1:45:32]
armed. And did I just hear you
[1:45:33]
say that the outcomes
[1:45:34]
evaluation will come after
[1:45:37]
this tragic to choose plan or
[1:45:40]
is are we? Adding any out
[1:45:45]
comes to this particular? Rfp.
[1:45:47]
I personally love to outcomes
[1:45:48]
incorporated into this
[1:45:50]
implementation evaluation just
[1:45:51]
because since most of it is
[1:45:52]
going to be qualitative since
[1:45:55]
the date already exists. I
[1:45:57]
think it's pretty seamless to
[1:45:58]
incorporate questions about
[1:45:59]
outcomes and awareness into
[1:46:05]
those protocols. Then from
[1:46:06]
there a strategic planning
[1:46:09]
process. And then from their
[1:46:11]
yearly outcome evaluations.
[1:46:17]
We're all for that. That
[1:46:17]
whatever you lies recommended.
[1:46:18]
And we added, We're Florida.
[1:46:19]
That's part of those
[1:46:20]
recommendations. They will be
[1:46:24]
in the Arctic. Ok? I just want
[1:46:25]
to make we put that out there
[1:46:27]
on the table and it will be
[1:46:31]
included those those proposed
[1:46:34]
outcomes and of course, of the
[1:46:35]
discussion and dialogue about
[1:46:36]
that yet be in writing as
[1:46:38]
well. Yes, thank you. That's a
[1:46:39]
good reminder. So for next
[1:46:42]
steps. The other commissioners
[1:46:45]
will send in their thoughts on
[1:46:47]
on the rfp. I will compile
[1:46:51]
them bring that over to la. We
[1:46:55]
can have a discussion. Next
[1:46:55]
week. If you have
[1:47:01]
availability. And then from
[1:47:02]
there, we'll create another
[1:47:03]
rfp. And depending on the
[1:47:07]
timing of it. It can go out to
[1:47:08]
there. Commissioners for
[1:47:11]
asynchronous review. Prior to
[1:47:12]
our next meeting and then
[1:47:13]
hopefully we can approve it
[1:47:15]
and get it. A pretty to going
[1:47:16]
through the contracting
[1:47:19]
process. Buyer NOVEMBER
[1:47:20]
meeting, which we MAY also be
[1:47:26]
moving. Depending on
[1:47:26]
scheduling said no to Monday
[1:47:27]
after Thanksgiving. But that's
[1:47:28]
a whole other issue that we
[1:47:32]
can get into. One request As
[1:47:33]
you read the document,
[1:47:35]
displease track changes so we
[1:47:36]
can to see that changes.
[1:47:37]
Clearly that wasn't it. Yeah,
[1:47:42]
definitely. I'm sorry. I have
[1:47:46]
one more question chair chief,
[1:47:47]
did you want to add anything
[1:47:49]
about that? We just discussed
[1:47:49]
in terms outcomes about the
[1:47:52]
process. Thank you. I wanted
[1:47:58]
to make sure. Okay. So we can
[1:47:59]
move on to public comment on
[1:48:07]
this item. Sir, you in there.
[1:48:07]
Yes, I did see one were hand
[1:48:12]
raised. And also commissioner
[1:48:13]
to know if you have any
[1:48:17]
comment on the. Implementation
[1:48:21]
evaluation discussion. I seen
[1:48:21]
Commissioner Chuck Lovell came
[1:48:27]
off mute. Sweet to been asking
[1:48:28]
wonderful questions, which
[1:48:29]
leaves me with no questions
[1:48:30]
and they and about that? So
[1:48:34]
thank you. Thank you,
[1:48:38]
commissioner, to And I will
[1:48:51]
start my clot. I want to
[1:48:58]
speak. It's all about you can
[1:49:03]
be in your comments. Yes,
[1:49:05]
inquiring. If evaluation.
[1:49:08]
We'll look at the impact of
[1:49:12]
the fact that macro does not
[1:49:14]
have the legal authority to
[1:49:17]
commit individuals involuntary
[1:49:18]
want to handle 51 50 mental
[1:49:22]
health holes. If that is
[1:49:23]
necessary, they have to call
[1:49:24]
the Oakland police officer to
[1:49:26]
the scene in order to do that.
[1:49:27]
If they were given the
[1:49:30]
authority. They could at
[1:49:30]
Quicken that that quickly on
[1:49:34]
this. Also because the on on
[1:49:37]
civilians. Situations that
[1:49:41]
they are involved with often
[1:49:41]
involve imminent danger
[1:49:46]
violence. Will evaluation.
[1:49:48]
Look at the incidents which
[1:49:50]
they had to deal with those
[1:49:53]
situations that work threat to
[1:49:55]
bought online hole to the
[1:50:00]
macro employees. Could they
[1:50:01]
also be a point of the
[1:50:06]
evaluation? That looks at? The
[1:50:09]
service is a resource is
[1:50:12]
needed. An honor to follow-up.
[1:50:13]
With the involvement with
[1:50:14]
individuals. Some people need
[1:50:19]
housing. Some people need
[1:50:20]
medical assistance. Some
[1:50:22]
people need to have drug
[1:50:23]
assessment besides mental
[1:50:27]
health issues. And lastly. I
[1:50:30]
went on right a little, but it
[1:50:34]
was years ago and everybody I
[1:50:35]
encountered was a homeless
[1:50:38]
individual. So could they be a
[1:50:43]
breakdown in the van valuation
[1:50:45]
of individuals? You certain
[1:50:46]
drug involvement,
[1:50:49]
homelessness. What of the
[1:50:52]
classification? A subgroup?
[1:50:53]
That can determine how many
[1:50:57]
groups, one vote. Lastly, will
[1:50:58]
they effort to move in the
[1:51:02]
valuation? Currently micro can
[1:51:04]
only intervene with people who
[1:51:08]
on the street. Will they move
[1:51:11]
towards going into residential
[1:51:12]
housing commercial buildings
[1:51:18]
to do intervention. Thank you
[1:51:19]
for your public comment. Those
[1:51:20]
are all great questions and
[1:51:21]
we'll definitely incorporate
[1:51:28]
them into our meeting. Do we
[1:51:32]
have any other public comment?
[1:51:39]
It's likely MR. Vote right?
[1:51:39]
Politics. David Boatright
[1:51:44]
district 4. Some real good
[1:51:45]
comments by the commission.
[1:51:48]
Deny that to you or eminently
[1:51:51]
capable. Giving guidance to
[1:51:52]
macro as to what this
[1:51:58]
implementation. Incorporates.
[1:52:00]
And I think MR. Elliott's been
[1:52:03]
in charge of macro for 4 years
[1:52:05]
now. I think he's eminently
[1:52:06]
capable of putting together
[1:52:07]
the study or the evaluation
[1:52:11]
himself or with his staff. And
[1:52:12]
I don't think should require
[1:52:13]
15 much to do. It should be
[1:52:18]
something done and a few
[1:52:18]
months 6 at the most. Less
[1:52:23]
than that is really possible.
[1:52:24]
Good luck in the guidance you
[1:52:29]
provide with evaluation. Thank
[1:52:47]
you. Absolutely feared public
[1:52:55]
comment. So I move for us too.
[1:52:57]
I could a five-minute break.
[1:53:00]
Do we need to make motion on
[1:53:02]
any of this, though? There's
[1:53:03]
nothing really to vote on it.
[1:53:11]
We just kind of see move to
[1:53:12]
acknowledge receipt of the
[1:53:14]
macro evaluation. Our fee. A
[1:53:25]
second. Okay. I'll call the
[1:53:30]
roll. Chair I. Vice Chair Vice
[1:53:33]
Chair Gutierrez. Hi.
[1:53:39]
Commissioner to come by. Thank
[1:53:44]
you, Commissioner win. And
[1:53:46]
Commissioner Dixon. All right.
[1:53:48]
Thank you. Motion passed.
[1:53:52]
Great. Let's take. 8 minutes.
[1:53:54]
We'll come back at 8 o'clock
[1:53:54]
and move through the rest of
[1:54:09]
our.
[1:54:34]
Can. I thank you. I know.
[2:05:50]
Okay. So bringing back to the
[2:05:53]
meeting. And next up, we have
[2:06:00]
a couple. Informational items
[2:06:05]
case? Yes, exactly. So first
[2:06:06]
up is the discussion for
[2:06:07]
recommendations to city
[2:06:07]
council at the Joint
[2:06:09]
Commission meeting. So the
[2:06:13]
Joint Commission meeting
[2:06:13]
inflation, please feel free to
[2:06:14]
chime in and add to this
[2:06:20]
where. Our commission party
[2:06:25]
dpp and reason yet the 3
[2:06:26]
departments also present their
[2:06:27]
updates. And then there are
[2:06:28]
other commission meeting other
[2:06:28]
commissions attending as well,
[2:06:31]
which ones are those? It's the
[2:06:32]
police commission and
[2:06:33]
community Policing advisory
[2:06:38]
board. Yes, thank you. So we
[2:06:39]
have the opportunity to make
[2:06:40]
recommendations to city
[2:06:42]
Council obviously in the
[2:06:47]
context of our work here. I
[2:06:48]
think that we should discuss
[2:06:48]
those recommendations. One of
[2:06:52]
the things that Carrie and I
[2:06:53]
have been discussing offline
[2:06:56]
is. Basically kind lobbying
[2:06:59]
the city, too, ensure that the
[2:07:01]
budget is reflective of some
[2:07:03]
of the smaller more community
[2:07:04]
focused initiatives in the
[2:07:08]
severe p. Like the training
[2:07:09]
from the fire Department for
[2:07:14]
the community you know, I
[2:07:16]
don't have it all. My head.
[2:07:18]
But of those small little
[2:07:20]
initiatives that are smaller,
[2:07:21]
high impact that we have
[2:07:22]
included in the cvr p we would
[2:07:25]
like to make sure that those
[2:07:26]
are prioritize. And like I
[2:07:28]
know that we are only a
[2:07:29]
quarter into cvr be. But with
[2:07:31]
how slow the city moves and
[2:07:32]
how fast the budgeting process
[2:07:34]
seems to move. I think it's
[2:07:38]
important that we. Talk about
[2:07:39]
to city council and make sure
[2:07:41]
that they no our opinion on
[2:07:47]
it. At least. And like with of
[2:07:48]
getting like a mental health
[2:07:51]
training, it's one of the
[2:07:52]
things that we have discussed
[2:07:54]
at length in the strategic
[2:07:56]
planning process, getting job
[2:08:00]
description. Finalized and
[2:08:01]
approved and move to the city.
[2:08:01]
Processes like that could take
[2:08:05]
up to a year. Like who knows
[2:08:05]
with the hiring process is
[2:08:06]
going to look like that could
[2:08:08]
also take a very long time.
[2:08:10]
And so making sure that it's
[2:08:13]
prioritized early on in the
[2:08:14]
budget. Is important to making
[2:08:15]
sure that at the end of this
[2:08:16]
four-year process, we can
[2:08:18]
report back significant
[2:08:20]
progress in all areas of the
[2:08:22]
cvr p and not a more narrow
[2:08:27]
focused like. Carrie and I
[2:08:28]
push back on the initial
[2:08:31]
budget from a lefty that did
[2:08:32]
not include the money for the
[2:08:34]
youth programs. And we got 20
[2:08:38]
grand included there for those
[2:08:38]
programs. And that obviously
[2:08:41]
makes a huge difference to
[2:08:42]
them. But like a drop in the
[2:08:44]
bucket when it comes to
[2:08:45]
overtime. So I think that
[2:08:46]
there's a way that we do both
[2:08:47]
at the same time and have
[2:08:50]
people feel these initiatives
[2:08:53]
in their lives and not just,
[2:08:54]
you know, another measure that
[2:08:55]
they're paying taxes on, that
[2:08:56]
they don't really feel the
[2:08:57]
impact not getting their
[2:08:58]
response times I think we can
[2:09:04]
do both. So I would love to
[2:09:06]
hear your guys this opinion on
[2:09:07]
that as well as any other
[2:09:08]
recommendations you would like
[2:09:08]
to see made to city council as
[2:09:13]
well. I would like to
[2:09:21]
recommend and I can think of a
[2:09:22]
more polished way to say this.
[2:09:26]
But I'm taking around the idea
[2:09:26]
Transparency around the
[2:09:32]
budget. Using the example that
[2:09:38]
we experience if around
[2:09:38]
vehicle, is it 3 million
[2:09:40]
dollars in overtime that was
[2:09:44]
allocated. That was brand new
[2:09:45]
to us. Like we had no idea
[2:09:46]
until they just kind of slip.
[2:09:47]
Didn't. And so I think that we
[2:09:52]
should. Certainly lift that
[2:09:54]
the Joint Commission meeting.
[2:10:02]
To the city. To promote more
[2:10:03]
trust live in Oakland and use
[2:10:05]
that as an example. So just
[2:10:09]
transparency around budgeting,
[2:10:10]
making sure that, you know, if
[2:10:13]
that if this is a need. And
[2:10:15]
this is a way if the presented
[2:10:16]
to like it's an absolute need,
[2:10:19]
the city decided to take. But
[2:10:19]
that's a need that needs to be
[2:10:23]
communicated us ahead of time
[2:10:25]
because we had several public
[2:10:29]
meetings about the budget. The
[2:10:32]
plan and the spending plan
[2:10:33]
that was never discuss to the
[2:10:34]
So I'd like to make a
[2:10:35]
recommendation for us to for
[2:10:39]
the City Council and city
[2:10:40]
Oakland to, you know, make
[2:10:41]
sure that there's transparency
[2:10:41]
ahead of time. It comes to
[2:10:53]
budgets. I would with that.
[2:10:53]
You can think about it just
[2:10:56]
didn't work, too. You need
[2:10:57]
some time. That was just the
[2:10:57]
first thing that kind of
[2:11:08]
popped for me. I agree that we
[2:11:09]
start off with that part from
[2:11:10]
the transparency. Of the
[2:11:18]
budget. But when we say over
[2:11:19]
time and things like that, it
[2:11:22]
seems accusatory. We don't
[2:11:23]
want to be accusatory. Want to
[2:11:27]
say. We noticed some things
[2:11:27]
have been put on the budget at
[2:11:31]
the end. And we didn't get a
[2:11:33]
chance respond to a
[2:11:34]
politically because we didn't
[2:11:35]
know about to give it to us at
[2:11:36]
the last minute. So can you be
[2:11:40]
more transparent? We know that
[2:11:43]
you're we know that. You can
[2:11:45]
give us this. Tell us that
[2:11:46]
with 3 million over time. I've
[2:11:47]
arguing that what we're saying
[2:11:49]
is we didn't know. You know,
[2:11:54]
and sometimes. Dealing in that
[2:11:59]
area. I found out that I had
[2:12:01]
to learn how to even from
[2:12:04]
y'all, how Kapur modeling with
[2:12:06]
too little bit so that we
[2:12:09]
don't be accusatory. You more
[2:12:10]
like a this would happen. And
[2:12:14]
then will it? The public do
[2:12:18]
yet? Y'all didn't That's how I
[2:12:19]
work that because I'm on your
[2:12:22]
side about that. Don't tell me
[2:12:24]
anything at the last minute.
[2:12:24]
Then I have to look at it and
[2:12:25]
not be upset. That's just the
[2:12:28]
one thing I want it. Agree
[2:12:29]
with you on Want to make sure
[2:12:30]
we work that right because it
[2:12:32]
is going to the full board,
[2:12:34]
you know, and we MAY want
[2:12:36]
something we really want. And
[2:12:38]
we don't want to be that
[2:12:39]
because I've been in that
[2:12:42]
share with That guy's just a
[2:12:43]
j#
[2:12:45]
. You know, and I don't
[2:12:45]
want you all the fallen to
[2:12:46]
that point. I don't mind to
[2:12:47]
that. I pass on to say what I
[2:12:50]
want to say. But I don't want
[2:12:53]
fall in that because you
[2:12:53]
you'll be doing this work a
[2:12:56]
lot longer than I will. And so
[2:12:59]
make sure you win on that. And
[2:13:01]
then my thing I want to add on
[2:13:04]
is I'm tired of the excuses
[2:13:05]
and see this a yard correct my
[2:13:07]
language. I'm tired excuses
[2:13:09]
about the numbers of police
[2:13:09]
officers. I'm just I'm I'm fed
[2:13:14]
up. I'm ready to lead a board
[2:13:15]
and go get some signs of
[2:13:18]
started complaining every day.
[2:13:19]
Because this isn't making
[2:13:22]
sense to me. Even if you only
[2:13:28]
last for. Ask you what I know,
[2:13:29]
all police officers don't
[2:13:29]
retire to the last week of the
[2:13:33]
year. So they can get the
[2:13:33]
highest numbers so they can
[2:13:36]
all the time was much money
[2:13:37]
and then they still haven't
[2:13:39]
asked members questions. Asked
[2:13:40]
how many people are in classic
[2:13:42]
and how many people, how many
[2:13:43]
people be have a classic
[2:13:45]
purrs. That means guys, that 3
[2:13:47]
of 50 kept asking it because
[2:13:51]
they're going to retire. If
[2:13:52]
they were, reached the highest
[2:13:54]
ranking highest thing and
[2:13:54]
they're like, hey, why most
[2:13:55]
sticking around? I can make
[2:13:58]
more money sitting at home.
[2:13:58]
Retire and not have a heart
[2:14:02]
attack on the job. So now
[2:14:02]
we're talking about guys and
[2:14:05]
even sooner or later. So you
[2:14:09]
talk about the 17 now they say
[2:14:11]
a MARCH bill. Have they are 43
[2:14:12]
but guard last 3 and only been
[2:14:15]
in there for a week. So we
[2:14:17]
have to start, you know, tell
[2:14:21]
them to know. Can we get some
[2:14:22]
more police officers? I'm not
[2:14:22]
saying police make a
[2:14:26]
difference, but once again far
[2:14:30]
to Marseilles, 1800 Of the
[2:14:34]
cities our size 15 to 1200
[2:14:36]
police officers. When I'm
[2:14:37]
surprised, can I be real
[2:14:40]
surprised they let us off the
[2:14:41]
court. I'm surprised let us
[2:14:46]
off. I'm shocked. I don't
[2:14:47]
think we never going to get
[2:14:48]
off until we got to 1200
[2:14:49]
officers like since It when
[2:14:54]
they finally got off. But
[2:14:55]
remember since Natty, we know
[2:14:55]
after us and off the floors
[2:14:56]
because they say we don't put
[2:14:57]
the 1200 offices here. And
[2:14:58]
then when I do all the
[2:15:01]
community stuff. Now offer
[2:15:02]
off, but we still don't have
[2:15:04]
what. The police officers,
[2:15:07]
which police officers, more
[2:15:08]
police officer prevent burnout
[2:15:12]
stress. And working too long.
[2:15:14]
I hear you saying you'd like
[2:15:17]
to emphasize MAY be in the
[2:15:19]
valuation of successful police
[2:15:19]
departments to implement some
[2:15:23]
effective strategies. Good
[2:15:25]
words to bring more people in.
[2:15:28]
Thank you to bring more people
[2:15:32]
I think that's a great point.
[2:15:33]
And yeah, I agree that a study
[2:15:34]
or an evaluation to do that
[2:15:37]
would be important, especially
[2:15:38]
cents in our discussion with
[2:15:40]
the seated esco. We didn't
[2:15:44]
really get a specific answer
[2:15:44]
around Oakland, specific
[2:15:45]
recruiting plants. Like I
[2:15:46]
think Oakland residents have a
[2:15:48]
unique relationship with
[2:15:49]
police and granted every city
[2:15:50]
has a unique relationship with
[2:15:55]
with its community. But given
[2:15:56]
the reputation of federal
[2:15:57]
oversight, I do think that
[2:15:59]
there needs to be a specific
[2:16:00]
strategy around recruiting
[2:16:06]
Oakland residents. Recruiting
[2:16:09]
retaining perhaps even prison
[2:16:11]
team. Transparency along with
[2:16:16]
it. Pastor Dixon was saying
[2:16:17]
like how many people are often
[2:16:20]
industrial. On injury or admin
[2:16:24]
leave. We don't to know for
[2:16:25]
what we just need to know how
[2:16:28]
many active officers we have.
[2:16:29]
Yeah, because those people on
[2:16:31]
leave for still being counted.
[2:16:40]
As active officer. You wanted
[2:16:45]
to tax me that she a u n. Here
[2:16:46]
you go, everybody. I'm here.
[2:16:47]
Thank you so much for all the
[2:16:49]
good idea so far and I'm sorry
[2:16:50]
chair once a MISS The middle
[2:16:51]
bit of the beginning. When
[2:16:53]
you're speaking about some
[2:16:56]
ideas for the recommendations,
[2:16:57]
process. Can you repeat real
[2:16:58]
quick and then they want to
[2:17:00]
chime in? Yeah, I was talking
[2:17:04]
about how it would be. Helpful
[2:17:05]
if we could recommend to city
[2:17:06]
council that in the next to
[2:17:09]
your budgeting cycle that they
[2:17:10]
prioritize some of the lower
[2:17:13]
budget. High-impact projects
[2:17:14]
that community members will
[2:17:15]
really feel in their
[2:17:16]
day-to-day lives and in the
[2:17:17]
quality of the services that
[2:17:21]
they're being provided yeah,
[2:17:23]
that was a general gist. And
[2:17:25]
then what is recommendation?
[2:17:32]
Yeah, just won it name that
[2:17:32]
measure it. And yes, you see
[2:17:33]
when we made recommendations
[2:17:36]
to city council, it was a
[2:17:37]
small number of
[2:17:38]
recommendations. And usually
[2:17:44]
it was very for lack of a
[2:17:45]
better word. We rode out an
[2:17:48]
ordinance. We prepared surge
[2:17:51]
and so I would just encourage
[2:17:54]
us to choose one, maybe
[2:17:55]
recommendations that we would
[2:17:55]
like to centered this
[2:17:56]
particular city Council
[2:18:00]
meeting. And bright it will
[2:18:04]
propose a So that we can
[2:18:04]
answer questions and City
[2:18:07]
Council of the school suggest
[2:18:09]
and they could very concrete.
[2:18:11]
I think if we came to them
[2:18:12]
with 10 different ideas for
[2:18:13]
things they would like to get
[2:18:15]
done going to night. That's
[2:18:17]
great. We have lots of ideas
[2:18:18]
to and I don't know that any
[2:18:19]
of them are going to get done.
[2:18:26]
So this is our first
[2:18:27]
opportunity of many great that
[2:18:27]
the actual measure does not
[2:18:30]
say that. We have to wait for
[2:18:30]
a city council meeting to make
[2:18:31]
recommendations to city
[2:18:36]
Council. If we just. Organized
[2:18:39]
around one key piece. Then we
[2:18:43]
can continue to build over Now
[2:18:43]
which you continue to have
[2:18:44]
more recommendations over time
[2:18:49]
and what I ate a hearing chair
[2:18:50]
or want U.S. Objections that
[2:18:50]
it's a little bit of a catch.
[2:18:52]
All rated sake. Okay. We want
[2:18:55]
to increase city council
[2:18:56]
paradise and then it budget
[2:18:56]
cycle. The kinds of things
[2:18:58]
that community and we want it.
[2:19:00]
I think that could work as a
[2:19:02]
recommendation because it's a
[2:19:02]
little bit of umbrella
[2:19:03]
recommendation. We just need
[2:19:05]
to write out specifically the
[2:19:06]
pieces and what's important to
[2:19:15]
me, it is. The needs ideas.
[2:19:17]
The committee members had that
[2:19:18]
we could not including the
[2:19:19]
community violence reduction
[2:19:20]
plan because the measure space
[2:19:20]
face exactly what the plan
[2:19:22]
needs to cover. And those
[2:19:23]
ideas were outside of the
[2:19:29]
scope of the plan. Happy to
[2:19:31]
support in any way win 2
[2:19:33]
charity in in reviewing the
[2:19:34]
rate And so I want to share,
[2:19:38]
thank you. I really appreciate
[2:19:39]
your institutional knowledge
[2:19:49]
guidance on this thank you.
[2:19:50]
And yes, it is definitely
[2:19:53]
important that we condensed
[2:19:53]
very actionable straight
[2:19:56]
forward recommendations. I
[2:19:57]
think there's obviously one
[2:19:59]
around budget. And it sounds
[2:20:02]
like there's one about
[2:20:02]
recruiting and retention
[2:20:08]
within opd. Specifically with
[2:20:09]
Oakland residents. I think we
[2:20:10]
can given that we are only a
[2:20:14]
quarter into the cvr p. We
[2:20:17]
obviously don't have a lot of
[2:20:19]
data to referred to for the
[2:20:20]
specific recommendations, but
[2:20:23]
we can incorporate broader
[2:20:24]
best practice research. And I
[2:20:25]
think it's also kind of a gift
[2:20:27]
in this timeline of like we
[2:20:28]
don't have to have it all back
[2:20:30]
to put like it. I mean, it'll
[2:20:32]
be backed up by its face.
[2:20:33]
Solidity and these
[2:20:34]
recommendations to make sure
[2:20:37]
that and stays on their radar.
[2:20:38]
So it sounds to me and
[2:20:42]
obviously we will draft and
[2:20:43]
refined this and send it out
[2:20:44]
to all of you for asynchronous
[2:20:46]
review so that nothing about
[2:20:48]
us is being recommended
[2:20:53]
without And we've got the
[2:20:53]
transparency around the
[2:20:54]
budget. I think that that.
[2:20:59]
Lynx in with. Prioritizing
[2:21:00]
those small budget.
[2:21:02]
High-impact projects likes
[2:21:03]
this wasn't a transparent
[2:21:04]
process. And then opportunity
[2:21:05]
kind of got yanked back at the
[2:21:08]
last minute. For all of
[2:21:11]
things. So got the
[2:21:14]
transparency and budget and
[2:21:18]
small budget projects.
[2:21:19]
Secondly, we've got looking at
[2:21:20]
opd recruitment and retention
[2:21:24]
and really pushing on more
[2:21:26]
innovative strategies. I
[2:21:26]
understand they have look
[2:21:28]
statewide nationwide, et
[2:21:29]
cetera. Everybody has a
[2:21:32]
shortage of cops. One of the
[2:21:33]
few professions that are
[2:21:34]
hiring across the board. And
[2:21:41]
so. I do think that. Even with
[2:21:42]
those challenges, it's
[2:21:43]
important to lift up the
[2:21:44]
importance can police force
[2:21:45]
looking like the community
[2:21:53]
that it polices? And then? And
[2:21:55]
I agree that we can also
[2:21:57]
uplift those needs that did
[2:21:58]
not make it into the sea drp
[2:22:00]
and encourage them to
[2:22:01]
prioritize funding for that in
[2:22:04]
the next two-year budget cycle
[2:22:05]
to get 3 areas. But fairly
[2:22:09]
distinct. Recommendations so
[2:22:13]
far. Every single to some
[2:22:14]
wordsmith thing. So as to not
[2:22:22]
sound accusatory. The arcing.
[2:22:23]
It is the nature of oversight
[2:22:25]
that it's somewhat
[2:22:25]
confrontational for
[2:22:29]
adversarial, I guess. How do
[2:22:31]
we feel about those 3 areas
[2:22:36]
broadly? Chair? I was I was
[2:22:37]
just sitting over here
[2:22:43]
thinking. And we MAY have to.
[2:22:43]
Right because we don't have
[2:22:48]
enough time to it. Discuss it.
[2:22:49]
And then send email saying we
[2:22:50]
agree to those things, but we
[2:22:53]
should have 5 things and then
[2:22:56]
we can narrow down to 2 or 3,
[2:22:58]
but there should be 5 things
[2:23:03]
that we as a group and that's
[2:23:05]
just how I work things. 5
[2:23:06]
things we should be able to
[2:23:09]
agree We agree number one, our
[2:23:14]
college system areas friend.
[2:23:15]
That we agree on is the budget
[2:23:16]
transparency. So we know
[2:23:17]
that's going to be in there
[2:23:22]
right? Our former chair said
[2:23:24]
we should just have 2 items. I
[2:23:28]
can understand that I think we
[2:23:33]
could push 3 and not be. We
[2:23:34]
got all these ideas. And, you
[2:23:35]
we give you 3 and so down on
[2:23:38]
it. So maybe if everybody send
[2:23:41]
in one and you know, you do
[2:23:42]
your bright work with you,
[2:23:46]
Stephen. We come down to what
[2:23:48]
we Tuesday and then we can all
[2:23:49]
agree and stay on them. We all
[2:23:50]
stand flat footed. This is
[2:23:52]
what we. We think it should
[2:23:55]
be. But we know number one.
[2:23:56]
And I won't let that goes to
[2:23:59]
transparency of the budget. I
[2:24:00]
want I want to know every dime
[2:24:03]
isn't every nickel is so that
[2:24:04]
we can do what's right. And
[2:24:06]
that's all I'm saying. If I if
[2:24:07]
I made myself clear enough,
[2:24:09]
I'm not trying to have 10
[2:24:14]
things. I-15 things that even.
[2:24:15]
5 sophisticated But we can get
[2:24:16]
3 basic things we can do the
[2:24:19]
rest of the work where. Right
[2:24:21]
and keeps him stuff from
[2:24:21]
because the first time we say
[2:24:26]
no. Everybody's come time
[2:24:26]
eating, like will y you no,
[2:24:31]
because you want to with.
[2:24:33]
Yeah, I so. If I want to make
[2:24:35]
sure that all of those
[2:24:36]
elements are in there and in
[2:24:36]
drafting the recommendations
[2:24:40]
for you all to review. And, of
[2:24:40]
course, please send any other
[2:24:41]
information that like pops up
[2:24:44]
in your head, feel like need
[2:24:48]
this let me know, I think
[2:24:50]
these are all fairly related.
[2:24:51]
Like, for example, the
[2:24:52]
transparency around the budget
[2:24:53]
is directly related to the
[2:24:54]
ability to do those small
[2:24:56]
budget. High-impact projects
[2:24:59]
that can be folded into one. I
[2:25:00]
think we can keep it to 2 or
[2:25:03]
3. While incorporating
[2:25:04]
elements of everything that's
[2:25:10]
been discussed. Thank Make
[2:25:13]
couple more recommendations.
[2:25:16]
So once we agree on those 2 or
[2:25:20]
I think it's ok to a child's
[2:25:21]
to representatives from c Pap
[2:25:22]
and the police commission to
[2:25:24]
see if any of them would like
[2:25:25]
to support our recommendations
[2:25:26]
and the feel-like to
[2:25:27]
supporting of their creations
[2:25:30]
as well. This way we can show
[2:25:34]
up to city Council. You know,
[2:25:36]
line and perhaps that some the
[2:25:38]
commissions to Cape, we don't
[2:25:39]
agree and you'll have separate
[2:25:40]
commendations, of course, is
[2:25:41]
we haven't had the separate
[2:25:42]
purposes, there's some overlap
[2:25:43]
space with the commute that.
[2:25:49]
And I like idea Agreeing right
[2:25:50]
now on set of recommendations
[2:25:51]
and then maybe coming down.
[2:25:59]
Witnesses say. Okay, yeah, I
[2:26:02]
like the idea of conferring
[2:26:03]
with the other commission so
[2:26:06]
we can make sure. Were in
[2:26:10]
alignment can offer support.
[2:26:12]
Also at that, we should all be
[2:26:13]
inviting people who would be
[2:26:17]
in support and willing to give
[2:26:17]
public comment on
[2:26:18]
recommendations. Every
[2:26:19]
measuring and coalition to
[2:26:22]
kind of save the date. And
[2:26:22]
obviously will be in
[2:26:25]
communication with them. To,
[2:26:26]
you know, invite them to speak
[2:26:27]
in support of our
[2:26:28]
recommendations. Should they
[2:26:30]
feel inclined to do so? Okay.
[2:26:35]
So just to reiterate back.
[2:26:36]
We're looking at transparency
[2:26:39]
around the budget.
[2:26:40]
Prioritizing small budget,
[2:26:45]
high-impact projects. Looking
[2:26:48]
opd recruitment and retention
[2:26:48]
specifically around in
[2:26:49]
Oakland, specific recruitment
[2:26:50]
strategy. I think there's
[2:26:52]
probably a lot of the best
[2:26:52]
practice research that we can
[2:26:57]
pull up around that as well.
[2:27:00]
Uplifting the needs of. The
[2:27:01]
community that did not make it
[2:27:09]
into the year. P. The cvr p.
[2:27:09]
Those the needs that didn't
[2:27:10]
make it in like prevention.
[2:27:15]
It's not a current priority of
[2:27:16]
like Department violence
[2:27:17]
prevention. But we heard a lot
[2:27:18]
from the community that they
[2:27:20]
want to see more preventative
[2:27:21]
efforts. And while that's not
[2:27:25]
under our 2 section, it's
[2:27:25]
something to lift up to incur
[2:27:26]
some tough and elsewhere in
[2:27:31]
the general fund. I think
[2:27:32]
those are very, very strong
[2:27:38]
components o p d. Prevention.
[2:27:44]
Show us the money. Okay, cool.
[2:27:50]
Then I think we can move to
[2:27:51]
public comment on this item
[2:27:52]
before we move on to our last
[2:28:02]
informational item. One hand
[2:28:05]
raised in missed the boat
[2:28:06]
right as a comment as well.
[2:28:09]
Follow MISTER Boat Rights
[2:28:10]
comments will move on to set
[2:28:19]
up a lot Johnson. They Ve Ry
[2:28:20]
District Did we MISS Item c 5
[2:28:25]
c? I didn't hear me. MAY have
[2:28:33]
not heard that. I didn't. I
[2:28:35]
looked at that one from last
[2:28:36]
month in this one. And there's
[2:28:37]
been some changes. But the
[2:28:38]
total is the same. And I
[2:28:40]
thought you were talking about
[2:28:40]
cut and money out of the
[2:28:41]
budget. I didn't know you were
[2:28:44]
just kind of move it around
[2:28:45]
different places. Might we
[2:28:45]
were some discussions
[2:28:47]
sometimes don't know what. Why
[2:28:48]
are you talking about that
[2:28:50]
subject? Has a budget. Was
[2:28:51]
passed in JULY late JUNE a
[2:28:54]
year. Why did they come up? I
[2:28:58]
don't understand. So Ops Park
[2:29:00]
has its own administrative
[2:29:01]
budget right? And we have to
[2:29:03]
decide how to spend those
[2:29:08]
funds. In the budget process.
[2:29:11]
They allocated the 3%. They
[2:29:13]
did not allocate specifically
[2:29:15]
beyond a couple positions like
[2:29:16]
partially funding felicia's
[2:29:16]
position and funding a program
[2:29:18]
analyst and then the audit
[2:29:23]
process stuff. Isil accounted
[2:29:24]
for in the budget and then
[2:29:25]
left over. We have to decide
[2:29:25]
what to do with it. That's
[2:29:29]
just fine. Tuning yes. But the
[2:29:33]
total and that's already set.
[2:29:35]
Am I correct in this this
[2:29:36]
meeting? You know, we're just
[2:29:37]
talking about with the joint
[2:29:38]
meeting with the city council
[2:29:42]
was with the sheep, have euro
[2:29:44]
group and opc and the council
[2:29:47]
right? Yes. And that's
[2:29:48]
scheduled and canceled twice
[2:29:53]
already, which the new date.
[2:29:54]
Yeah. The meeting is NOVEMBER.
[2:29:55]
30th. We need to finalize our
[2:29:59]
recommendations by the 6.
[2:29:59]
Okay. That meeting, though, is
[2:30:00]
on the 30th of NOVEMBER
[2:30:03]
NOVEMBER. I know I'm also
[2:30:05]
irritated by that. Police are
[2:30:06]
trying to keep it on a date is
[2:30:11]
good. Got about it. The date
[2:30:12]
has been rescheduled due to
[2:30:13]
variety different reasons. So
[2:30:16]
it was never act this most
[2:30:19]
recent time. I guess it
[2:30:19]
council, but it and it was
[2:30:23]
rescheduled the first time. It
[2:30:23]
is due to a variety of
[2:30:26]
different factors. Scheduling
[2:30:31]
conflicts. Okay. 3rd, Time's a
[2:30:32]
charm. Yes. 3rd time to time
[2:30:33]
term because the meeting will
[2:30:36]
happen on NOVEMBER. 30th what
[2:30:37]
brought this on? I saw it.
[2:30:39]
Said, wow, this is really
[2:30:40]
unusual to have all these
[2:30:41]
groups to do the same thing to
[2:30:41]
me the same time, what what
[2:30:47]
brought it on? Is actually
[2:30:47]
required to measure. And in
[2:30:49]
that there's a joint meeting
[2:30:50]
that takes place with of those
[2:30:54]
particular organization. Yes,
[2:30:54]
specifically the city Council
[2:30:57]
in Ops pot going says another
[2:30:58]
public safety commissions. And
[2:30:59]
we have determined that the
[2:31:00]
community policing advisory
[2:31:01]
board and the police
[2:31:03]
commissioner to other public
[2:31:05]
safety. What about City
[2:31:08]
Council public Safety
[2:31:09]
Committee with the council
[2:31:10]
members from the Public Public
[2:31:11]
Safety Committee will be on
[2:31:11]
the council crisis, which
[2:31:17]
folk? Yeah, sure. Thank you.
[2:31:22]
Okay. So. Going back a bit.
[2:31:24]
I'm sorry. And before we move
[2:31:26]
on this rep oppose it. Missed
[2:31:26]
month. Well, the ball has
[2:31:41]
Thank you. Iran raised.
[2:31:43]
This
[2:31:44]
all of all. You can begin your
[2:31:46]
comments. Ok? You don't have
[2:31:59]
up. You know, clock Okay. I'm
[2:31:59]
starting it from the
[2:32:06]
beginning. Why does you it?
[2:32:07]
Wait a minute. Wait a could to
[2:32:13]
please have started to But a
[2:32:13]
decade to plea. Okay. Just a
[2:32:19]
about for some reason. Has a
[2:32:20]
mind of its own. So we started
[2:32:34]
again.
[2:32:36]
And in some reason
[2:32:38]
starts at one 57. But and you
[2:32:40]
had go comments. Yes, please,
[2:32:44]
let me start I need to make a
[2:32:45]
correction. Some comments were
[2:32:46]
made by the end the nsa. We're
[2:32:49]
not out of the nsa. Judge
[2:32:53]
Orrick said after 23 years of
[2:32:56]
the the city unable to their
[2:32:57]
offices comply with
[2:32:59]
eliminating racial profiling
[2:33:00]
and excessive force. It was
[2:33:02]
time for the city to take it
[2:33:03]
over and he gave data that
[2:33:07]
support it, that there was
[2:33:09]
still disproportionately high
[2:33:10]
number of African Americans
[2:33:12]
who being stopped by the
[2:33:13]
police disproportionately high
[2:33:15]
number of black police offices
[2:33:17]
who will be unfairly
[2:33:19]
discipline and unfairly lack
[2:33:23]
of promotion. Having said
[2:33:24]
that, any reports that it
[2:33:27]
should be recommended. Any
[2:33:31]
reports related to policing.
[2:33:35]
Measure in anything nice to
[2:33:36]
have race. Demographics
[2:33:37]
included in reports if race is
[2:33:43]
a part of the. Reporting the
[2:33:44]
cease-fire, I'm not
[2:33:46]
understanding with the funding
[2:33:48]
comes flow and what are you
[2:33:51]
going to be recommending aloun
[2:33:52]
stipends of financial
[2:33:53]
incentives would seize 5, 5,
[2:33:57]
$100 per month. There's also
[2:34:00]
something called lifetime
[2:34:01]
fellowship pilot. That also
[2:34:02]
incentives of $1000 monthly to
[2:34:06]
participation in Seas. 5. It's
[2:34:07]
very important that people
[2:34:09]
understand 2 points to cease
[2:34:10]
fire. One point calls for
[2:34:13]
people to voluntarily submit
[2:34:14]
to trying to come out of
[2:34:17]
crime. The other point
[2:34:19]
involves the police, the
[2:34:20]
thirtysomething offices going
[2:34:22]
people who will not
[2:34:25]
participate. And we don't have
[2:34:28]
that discussion. Any programs
[2:34:30]
that you hope some would
[2:34:32]
advocate for services and
[2:34:33]
resources around seaside human
[2:34:35]
trafficking. Girl, the deal
[2:34:37]
with mental health services,
[2:34:39]
drug treatment, anger
[2:34:41]
management, job training
[2:34:42]
housing because the funding is
[2:34:45]
not there. Currently. Thank
[2:34:50]
you, MISS A That public
[2:34:50]
comment on this. Can I ask a
[2:34:53]
question? Can I comment on
[2:34:56]
that? Alright. And I'm glad to
[2:34:59]
comment. First all, the chairs
[2:35:01]
at this said, ok we can
[2:35:02]
respond to public comment
[2:35:04]
stuff for clarification. Yeah.
[2:35:05]
That's when we get some
[2:35:09]
clarification first of all.
[2:35:12]
You're absolutely correct. A
[2:35:13]
cease-fire is 2 different
[2:35:14]
parts is a law enforcement
[2:35:18]
part. News. Community part in
[2:35:20]
it. The second part that I
[2:35:23]
believe if I heard I might
[2:35:24]
hurt wrong, I'm sure you will
[2:35:29]
correct me. They do offer
[2:35:30]
siphons in grants for those
[2:35:33]
that takes services. Let me
[2:35:34]
clarify that up. Real quickly
[2:35:36]
and clarified apart. No one in
[2:35:44]
cease-fire. The message is.
[2:35:45]
Even if you don't take
[2:35:47]
service, stop shooting.
[2:35:49]
There's no coming after you
[2:35:51]
foot because you didn't take
[2:35:52]
service. That's no such thing
[2:35:53]
that has never happened. I
[2:35:55]
will fight against that. That
[2:35:58]
has never happened. You don't
[2:35:59]
have to take a service, but
[2:36:01]
they will ask you to stop
[2:36:02]
shooting. Now, those who
[2:36:04]
continue to carry a gun and
[2:36:04]
continue to shoot those
[2:36:07]
groups. The police. Opd will
[2:36:11]
come after those groups that
[2:36:14]
they have documented
[2:36:14]
scientifically evidence that
[2:36:15]
continue shooting them in
[2:36:16]
their group and then they will
[2:36:17]
go after group of those guys
[2:36:19]
that continue shooting.
[2:36:20]
There's no such thing as if
[2:36:23]
you don't take service. Did
[2:36:23]
police is going rescue? No
[2:36:26]
such thing. Because we have a
[2:36:28]
lot of guys come in and they
[2:36:31]
say, hey, I got a job, ok,
[2:36:32]
just stop shooting. That's the
[2:36:34]
whole key. Whether you take
[2:36:35]
service is not the whole key
[2:36:36]
is for you to stop shooting.
[2:36:40]
So I want to make that part
[2:36:42]
clear. You can have not just
[2:36:43]
so people can have
[2:36:44]
understanding of how to cease
[2:36:51]
fire works. Okay. And as MR.
[2:36:52]
Eich correctly pointed out, we
[2:36:56]
did acts and I skip item c.
[2:36:57]
But it's fine because we also
[2:36:58]
don't yet have written opinion
[2:37:00]
from the city attorney. So
[2:37:02]
this item can. Just take that
[2:37:04]
once place. So let's move back
[2:37:12]
up to. Discussing the budget.
[2:37:15]
Okay. So I incorporated the
[2:37:15]
feedback that you guys gave
[2:37:18]
last month. And moved some of
[2:37:24]
the money around. We do have.
[2:37:25]
Kind of an exorbitant amount
[2:37:29]
of funds. And so, you we can
[2:37:32]
move around as needed. Also,
[2:37:36]
like for us to consider what
[2:37:37]
options might be available as
[2:37:40]
like back up expenses or
[2:37:43]
things to consider how we
[2:37:44]
could use the money for dual
[2:37:45]
purpose with the city,
[2:37:46]
something that supports
[2:37:47]
commission and also meet a
[2:37:52]
city need if we. Come in
[2:37:52]
significantly and are on our
[2:37:55]
budget, which we MAY be. Which
[2:38:00]
we MAY be likely to do
[2:38:01]
depending on how the rfu
[2:38:05]
workout and and how much past
[2:38:07]
the building we do as a
[2:38:09]
commission of I was excited to
[2:38:09]
hear these security training,
[2:38:10]
though I MAY take issue with
[2:38:12]
the name. I think the
[2:38:17]
interesting. Okay. So open it
[2:38:21]
up for he'd the primary
[2:38:21]
changes that increase in the
[2:38:22]
capacity building budget to
[2:38:25]
account for increases prices
[2:38:27]
well, everything. And then I
[2:38:28]
decrease office supplies.
[2:38:31]
Don't need a ton of those. And
[2:38:32]
think decreased printing and
[2:38:37]
advertising. You know, black
[2:38:38]
ties bigger meetings and stuff
[2:38:39]
like that. Once we really get
[2:38:47]
going. To be transparent. I
[2:38:48]
believe in being transparent
[2:38:48]
when it comes mind because I
[2:38:49]
want no bikes and we're doing
[2:38:50]
this and doing that. How much
[2:38:53]
money have we spent so far? We
[2:39:00]
know That's a great question.
[2:39:01]
Commissioner and I will I
[2:39:02]
requested that information for
[2:39:05]
that part of that Chan's
[2:39:06]
requests. Okay. And so I can
[2:39:07]
for write that and a future
[2:39:10]
meeting. Henry why I say that
[2:39:11]
because we don't want somebody
[2:39:14]
online because we'll get
[2:39:18]
accused of getting money for
[2:39:20]
all private things. All
[2:39:21]
private pit. So if we keep a
[2:39:24]
trans parent, then it'll be.
[2:39:27]
Great. And then next thing.
[2:39:28]
How much for capacity
[2:39:32]
building? Are we close to use?
[2:39:35]
Not how we even use that yet.
[2:39:39]
I've used about 25 2700 for
[2:39:42]
the Hawkeyes in face. 27,000
[2:39:46]
will cause. We've I say that
[2:39:48]
is we should have a ongoing
[2:39:54]
training session. Not only for
[2:39:56]
us, but maybe our training
[2:39:59]
session. We can use to fight
[2:40:00]
the public in for that. Also
[2:40:03]
for capacity building. We we
[2:40:03]
want to be so transparent to
[2:40:06]
offer this to it. Everyone not
[2:40:09]
just for ourselves. You know,
[2:40:10]
good people accuse is going to
[2:40:11]
Lake Tahoe spending the money.
[2:40:14]
We know what the Lake Tahoe.
[2:40:17]
So these let's make sure that
[2:40:18]
have this capacity building
[2:40:21]
that we do some great. That we
[2:40:24]
can pass down. Yeah, that's
[2:40:27]
going help our community. And
[2:40:28]
that's a good point.
[2:40:29]
Everything you got on here is
[2:40:30]
outstanding. So we need about
[2:40:35]
it. 500,000 for food and drink
[2:40:38]
I'm just messing around. Also
[2:40:42]
add that there significant
[2:40:42]
safeguards in place to prevent
[2:40:45]
misuse of funds having gone
[2:40:48]
through the reimbursements.
[2:40:52]
The saga. And like their
[2:40:56]
receipts. And Mike. Everything
[2:40:57]
its its of its very intensive
[2:41:01]
process. And so I don't think
[2:41:01]
it's if a dish assures any
[2:41:06]
members of the public quite
[2:41:07]
literally not capable duping
[2:41:08]
the system because everything
[2:41:10]
is accounted for in
[2:41:13]
excruciating detail. We do
[2:41:18]
live in a society. Where a
[2:41:20]
conspiracy theories goal. All
[2:41:23]
across the board. And the only
[2:41:25]
way you can defeat a
[2:41:26]
conspiracy, there to be
[2:41:29]
transparent for. And that's
[2:41:32]
send it now. Why on screen?
[2:41:33]
We're together because we want
[2:41:39]
to be transparent. And let me
[2:41:42]
give some personal life. Most
[2:41:43]
people know that I pastored
[2:41:47]
church in a Deep and I haven't
[2:41:51]
taken a salary in 14 years. So
[2:41:52]
when people ask me, how do you
[2:41:53]
do all these things? Because I
[2:41:59]
don't take a salary. And so
[2:41:59]
it's transparent. My church
[2:42:01]
knows that membership. I give
[2:42:04]
them. What we spent this year.
[2:42:05]
This is how much to was. This
[2:42:05]
is what it is. This how much
[2:42:07]
you gate this is what you've
[2:42:08]
done this way money your money
[2:42:12]
went to feeding clients from
[2:42:14]
cease-fire. You did this for a
[2:42:14]
cease-fire client to help him.
[2:42:15]
You did this for this event.
[2:42:18]
Whatever the money went, we
[2:42:19]
have to be that transparent
[2:42:20]
here when it comes to our
[2:42:24]
budget because asking the fire
[2:42:26]
department pd were asking
[2:42:30]
macro, we're asking every dbp
[2:42:31]
to be transparent with their
[2:42:33]
funds. And we're asking also
[2:42:34]
who else City Council to be
[2:42:37]
transparent? When they look at
[2:42:39]
this film. Like, oh, those
[2:42:41]
guys not playing with the
[2:42:41]
money because this is the
[2:42:44]
people's money. Just people
[2:42:46]
money. So the next thing we
[2:42:50]
do, I would like for us to do
[2:42:51]
which you caught that because
[2:42:53]
the sound disabilities, come
[2:42:56]
to be quiet. A that's a good
[2:42:59]
reminder for us to do. And
[2:43:00]
like regular updates on our
[2:43:00]
spending as we go through the
[2:43:06]
year. Would Oakland Fire was
[2:43:07]
sharing was one of Oakland's
[2:43:15]
own. Deby Baffert. Does
[2:43:18]
consulting civility,
[2:43:19]
intelligence and the chief was
[2:43:22]
giving us synopsis. Well,
[2:43:24]
before we get on the record
[2:43:26]
just about how amazing the
[2:43:27]
training was. I think they
[2:43:29]
have him coming back for him
[2:43:31]
and his team for maybe 4 more
[2:43:37]
sessions. I witnessed the
[2:43:38]
impact of civility,
[2:43:43]
intelligence. Maybe probably
[2:43:46]
some of the most
[2:43:46]
transformative sessions I've
[2:43:50]
witnessed. With people and as
[2:43:52]
we extended, not just to the
[2:43:53]
commission, but anyone else
[2:43:57]
like the v p. Perhaps even a
[2:44:00]
some of those people who are
[2:44:03]
not grantees. Of the vp, but
[2:44:08]
we can spend to help train get
[2:44:08]
them up to par, maybe even
[2:44:13]
prepare them. 4 next. Go round
[2:44:15]
of grants mean grantee of the
[2:44:17]
vp. But the civilian
[2:44:22]
intelligence really. Helps
[2:44:24]
people navigate spaces by
[2:44:25]
knowing self and having a
[2:44:25]
deeper understanding of
[2:44:29]
others. Yeah, I think that
[2:44:30]
sounds like a great training
[2:44:33]
and b, happy to learn more
[2:44:36]
about it. I can reach out Ft
[2:44:37]
to learn more about who
[2:44:41]
provide said in the costs.
[2:44:42]
I'll actually out. I'll give
[2:44:43]
you some contact information.
[2:44:47]
You. For the organization
[2:44:48]
directly. I'll send it to you
[2:44:54]
and you can speak directly. So
[2:44:55]
company. Yeah, since it isn't
[2:44:59]
as agency we will need to.
[2:45:01]
Take a look at what kind
[2:45:02]
requirements there are around
[2:45:03]
contracting. If it's over,
[2:45:04]
certain amount has to go to
[2:45:06]
like an open bed. I'm not sure
[2:45:06]
how it works with soliciting
[2:45:09]
specifics or if. Perhaps their
[2:45:10]
existing contract could be
[2:45:11]
amended to include us. And we
[2:45:12]
covered that. I don't that we
[2:45:13]
have to do brainstorming
[2:45:16]
around that. To make sure it's
[2:45:18]
all above board. But I do.
[2:45:19]
Like the idea of pursuing that
[2:45:22]
training. And I would say
[2:45:25]
again and even let's keep an
[2:45:26]
eye out for not just training
[2:45:29]
for a specifically to Dixon's
[2:45:33]
point. The community has a
[2:45:36]
right to have access to some
[2:45:38]
amazing opportunities that we
[2:45:39]
see. And we've got the money
[2:45:42]
in our budget. So less cash
[2:45:46]
amount. They paid I agree. I
[2:45:49]
do love the idea of extending
[2:45:50]
and invitation for trainings
[2:45:53]
that we attend. I will just
[2:45:54]
hear the city attorney in the
[2:45:58]
back of my of like they did.
[2:45:58]
It does have to be in support
[2:45:59]
of the commission, which is a
[2:46:02]
fairly broad mandate. And I do
[2:46:03]
think that, you know,
[2:46:04]
improving the capacity for
[2:46:08]
some of our. Grantee or the dp
[2:46:11]
grantees. To, you know,
[2:46:11]
improve what they do and how
[2:46:14]
they do it would be important
[2:46:17]
also have to check for
[2:46:22]
overlapping, priorities Not
[2:46:23]
duplicating they know. Vp is
[2:46:24]
already working with grantees
[2:46:27]
to expand capacity. I have a
[2:46:27]
meeting with the city
[2:46:30]
attorney, but I will bring all
[2:46:31]
of that up to see exactly how
[2:46:34]
broadly. The in support of the
[2:46:36]
commission. Language could be
[2:46:41]
interpreted. To Tiffany. Yes,
[2:46:45]
I have 2 recommendations. I'd
[2:46:48]
like to propose that we
[2:46:49]
implement a budget versus
[2:46:54]
actual Just a transparency.
[2:46:56]
Check up on a quarterly basis
[2:46:58]
to help what Pastor Dixon
[2:47:00]
suggests that around
[2:47:02]
transparency that will be
[2:47:04]
helpful. And then the other
[2:47:07]
one to your point around what
[2:47:08]
to do with the funds. If we
[2:47:10]
are under budget, I would like
[2:47:14]
to recommend a community
[2:47:15]
activation traps on a yearly
[2:47:19]
basis specifically during the
[2:47:20]
summertime based on data. We
[2:47:21]
know that the summertime is
[2:47:26]
one of the most like. Active
[2:47:27]
times for violence and crime.
[2:47:30]
So that would be a good time.
[2:47:31]
These community activations
[2:47:32]
are this community activation
[2:47:35]
would essentially addressed
[2:47:40]
the goals of the top spot. And
[2:47:42]
we could stipend some young
[2:47:46]
people to conduct some surveys
[2:47:48]
that will connect to the
[2:47:49]
evaluation report that we want
[2:47:53]
to share out eventually and it
[2:47:54]
will foster safety and
[2:47:55]
community connections. So that
[2:48:01]
is I think one great idea. To
[2:48:03]
potentially roll out were
[2:48:03]
under budget. Yeah, no. I
[2:48:07]
think that's a great idea. It
[2:48:08]
does overlap summit with our
[2:48:09]
fellowship. And so we could
[2:48:09]
just clarify that as an
[2:48:18]
expansion for specific. Yeah.
[2:48:18]
To also learn more about
[2:48:19]
committee activation in
[2:48:21]
general in the process behind
[2:48:25]
it but you know what? That
[2:48:27]
sounds really We could also
[2:48:32]
during community activation.
[2:48:36]
Backpack, giveaways. And I'm
[2:48:40]
thinking about bringing opd to
[2:48:41]
table recruitment. I'm
[2:48:43]
thinking about bringing dbp to
[2:48:45]
have some violence,
[2:48:46]
interrupters and space
[2:48:47]
connecting with the community
[2:48:50]
and the neighborhood. I mean,
[2:48:51]
it's it will be a great
[2:48:52]
opportunity. A local fire
[2:48:53]
department, macro, we could
[2:48:54]
have a hold of player. Yeah,
[2:49:01]
that's right. Yes, I did hear
[2:49:01]
them. And so I said we could
[2:49:02]
have a whole little fair. You
[2:49:04]
know, like, have I do like
[2:49:05]
national night out, obviously
[2:49:06]
a much smaller scale. But just
[2:49:09]
like. Informing the community
[2:49:12]
about what these programs But
[2:49:16]
they offer like resources.
[2:49:23]
Didn't can we get out? They
[2:49:29]
smoked No, no. Self-promotion.
[2:49:30]
I will say, though, if you
[2:49:31]
guys you want cards, you can
[2:49:32]
order them. I did that for the
[2:49:33]
conference is very helpful.
[2:49:36]
And this can be reimbursed.
[2:49:40]
And office expenses. Gold
[2:49:52]
plated Gold Okay. I'm like
[2:49:56]
great ideas. Do we? Do? We
[2:49:58]
want to amend the budget too.
[2:50:02]
Include? Well, I think we need
[2:50:03]
to talk to city attorney for
[2:50:08]
but we could budget. All ready
[2:50:09]
for that kind of community
[2:50:10]
activation. I think it's great
[2:50:18]
idea. We could make Contracts.
[2:50:20]
Both Rp sequel. Because
[2:50:23]
they're already pretty hefty
[2:50:28]
budget 100 for that. The
[2:50:28]
following approval discussion
[2:50:31]
with the city attorney. We all
[2:50:41]
think. Yes, cool. Well, then.
[2:50:42]
And doing much to adapt. We
[2:50:42]
know this is an information
[2:50:43]
item. No, it wasn't. It was an
[2:50:45]
action item. Okay. With that,
[2:50:50]
I'll move to. Actually it's
[2:50:53]
very vague. Don't really need
[2:50:55]
to move on anything here. Do I
[2:50:56]
cause? I'm just going to come
[2:50:56]
back with more information for
[2:50:59]
for ok? I will follow up with
[2:51:00]
the city attorney on this and
[2:51:03]
several other items and report
[2:51:05]
back. But we are in agreement
[2:51:08]
that we would make the rfp
[2:51:11]
budgets equal. So as to
[2:51:11]
allocate $100,000 for a
[2:51:14]
community activation. Event or
[2:51:22]
period. Next step. We've got.
[2:51:28]
Open forum. I believe. Chair
[2:51:30]
side. There is one additional
[2:51:35]
item. But you send a update on
[2:51:36]
the rfp and city attorney We
[2:51:39]
don't have an update from the
[2:51:42]
city attorney yet. That is my
[2:51:43]
update. Okay. Well, there is
[2:51:45]
one update on the rfp process.
[2:51:46]
If you like me to bring my
[2:51:51]
neck with. Yes, thank you.
[2:51:52]
Okay. I'm actually this
[2:51:53]
received an email regarding
[2:51:55]
the rfp process and this is dr
[2:51:56]
p specifically for the
[2:52:01]
evaluation. Our finance staff
[2:52:03]
has assigned a management
[2:52:05]
assistant to work with us on
[2:52:08]
the rfp I have. And the
[2:52:09]
timeline now and are you will
[2:52:17]
be released this fall. When
[2:52:18]
it's what it is really so make
[2:52:19]
sure that you all are aware of
[2:52:24]
that. Have again chart and the
[2:52:25]
timeline. So I'm really
[2:52:26]
excited about that because
[2:52:30]
it's with this staffing
[2:52:30]
currently in the city's
[2:52:32]
sometimes challenging, too, to
[2:52:33]
move forward with everything
[2:52:36]
that we need to. But we do
[2:52:36]
have a timeline and the staff
[2:52:39]
assigned to the Regarding the
[2:52:43]
fellowship rfp. That was that
[2:52:43]
in your draft rfp. That was a
[2:52:47]
year packet last month. We are
[2:52:48]
still waiting for a review by
[2:52:50]
the city attorney's office.
[2:52:52]
And I spoke with City
[2:52:56]
attorney. They believe she's
[2:52:58]
deputy senior deputy city
[2:52:59]
attorney, silly a war in this
[2:53:02]
afternoon. And she we'll
[2:53:04]
follow up with on some legal
[2:53:05]
guidance in terms of how we
[2:53:07]
move forward with the Belgian
[2:53:08]
party. So we're moving forward
[2:53:10]
and making progress from those
[2:53:14]
2 items. Thank you. Now we can
[2:53:17]
move to open forum and the
[2:53:17]
members of the public MAY
[2:53:19]
speak on any non-agendized
[2:53:20]
items with an ops box
[2:53:30]
jurisdiction. You can vote,
[2:53:33]
right? You have 2 minutes on
[2:53:34]
item. David Boatright district
[2:53:39]
4. Which the chief was here
[2:53:45]
hear this. During the Oakland
[2:53:46]
Wildfire Prevention Commission
[2:53:50]
meeting the last one. He made
[2:53:52]
the comment that because of
[2:53:54]
dangerous situation between
[2:53:54]
one of his vegetation
[2:53:57]
inspectors and the public that
[2:53:59]
he directed all of his
[2:54:00]
vegetation inspectors to do
[2:54:00]
their inspections from the
[2:54:06]
street. And to me, that isn't
[2:54:09]
going catch too much. There's
[2:54:12]
probably a good place there
[2:54:13]
for saving getting volunteers
[2:54:14]
to do inspections from the
[2:54:19]
street. And give the fireman's
[2:54:21]
more time off. Instead of
[2:54:21]
going around doing and
[2:54:23]
necessary or not that useful
[2:54:27]
inspections from the street.
[2:54:29]
And they also know where the
[2:54:31]
problem areas are because
[2:54:31]
people it's a very small
[2:54:32]
noncompliance number for the
[2:54:34]
city. They should focus their
[2:54:38]
efforts on that. So at least
[2:54:39]
it's in the record. There's
[2:54:40]
area for saving money and make
[2:54:41]
it a little easier on the for
[2:54:45]
months. Thank you for your
[2:54:48]
comment. Just clarify since
[2:54:51]
fire suppression isn't in 3
[2:54:52]
measure objectives. We don't
[2:54:55]
have any influence on that.
[2:54:55]
But I will say it. It does
[2:54:57]
seem unfortunate that. The
[2:55:02]
vegetation. Weather was
[2:55:03]
looking at the vegetation and
[2:55:06]
defensible space could not be
[2:55:07]
safe in doing so. And I hope
[2:55:13]
that there's a remedy to that.
[2:55:15]
If he is included in measure
[2:55:19]
and then under those specific
[2:55:21]
3 objectives of measure. And
[2:55:22]
regarding like righty of
[2:55:26]
property and violent crimes
[2:55:27]
producing human trafficking
[2:55:27]
sexual exploitation of minors
[2:55:32]
and then also improving the
[2:55:34]
timeliness and quality of
[2:55:41]
emergency response. I see your
[2:55:43]
logic, just acknowledging that
[2:55:45]
a hop skip and a jump away
[2:55:46]
from our specific
[2:55:47]
jurisdiction. But I certainly
[2:55:52]
think I hope so. And please
[2:55:53]
feel free reach out to him. I
[2:55:54]
think all input from community
[2:55:59]
is important. Okay. So I will
[2:56:00]
move to. Fact, there's one
[2:56:03]
more one more. Okay. Gosh,
[2:56:05]
sorry. I so everybody on zoom,
[2:56:10]
I cannot see. Also live Kabul.
[2:56:10]
This a sign olamide? You MAY
[2:56:13]
begin your comments. According
[2:56:14]
to what I've been able to
[2:56:18]
discern. Oakland police
[2:56:21]
offices involved with
[2:56:22]
cease-fire, participating,
[2:56:24]
proactive intervention
[2:56:26]
Investigations. They conduct
[2:56:27]
proactive traffic stops.
[2:56:30]
Vehicle slash Uber person
[2:56:32]
searches and targeted
[2:56:33]
investigations that result in
[2:56:36]
the recall will. Recovery of
[2:56:38]
illegal firearms in North
[2:56:39]
counts. And they also arrest
[2:56:42]
not comply. Individuals when
[2:56:45]
outreach and support fails.
[2:56:46]
Not all of this is going on
[2:56:50]
ways. The data. That monthly
[2:56:51]
reports out pool at the
[2:56:55]
traffic stops, the vehicle
[2:56:56]
person searches, the targeted
[2:56:57]
investigations that it result
[2:57:01]
in what amount of illegal
[2:57:02]
firearms and narcotics on a
[2:57:05]
monthly basis was recovered.
[2:57:07]
And how many people who were
[2:57:10]
arrested that were involved in
[2:57:12]
not is non compliant
[2:57:13]
individuals with outreach and
[2:57:13]
support fail way. Is that
[2:57:17]
date? All this is going on
[2:57:19]
with these thirtysomething
[2:57:20]
cease-fire offices whenever
[2:57:24]
they doing. Where is the data?
[2:57:26]
For reflects on a monthly
[2:57:31]
basis? What they are doing.
[2:57:32]
And the program supposed to be
[2:57:35]
evidence base way is the data
[2:57:36]
evidence of the work that they
[2:57:40]
do based on categories. So if
[2:57:41]
this is not what they do and
[2:57:46]
what are they doing? And that
[2:57:46]
never that has never been
[2:57:50]
presented in report on a
[2:57:51]
monthly basis. The work of the
[2:57:54]
cease-fire, police offices.
[2:57:55]
And I hope at some point it
[2:57:57]
will be revealed as well as
[2:58:00]
the services and resources on
[2:58:02]
a monthly basis housing drug
[2:58:06]
treatment, mental health,
[2:58:08]
anger management, job
[2:58:09]
training, relocation. All of
[2:58:10]
this is supposed to be going
[2:58:12]
on with the sly, but no data
[2:58:16]
ever comes up with numbers.
[2:58:20]
Thank you, chair. That public
[2:58:25]
comment. Thank you. I will
[2:58:29]
move to adjourn. This will
[2:58:32]
follow up about rescheduling.
[2:58:35]
NOVEMBER and DECEMBER because
[2:58:36]
I know Monday after
[2:58:37]
Thanksgiving might be
[2:58:39]
challenging and also the
[2:58:39]
DECEMBER meeting falls on like
[2:58:40]
the 20th, which is obviously
[2:58:43]
not a good idea. The Monday
[2:58:44]
meeting is actually in
[2:58:48]
NOVEMBER. 16th. It's the 3rd
[2:58:49]
Monday, okay in NOVEMBER. So I
[2:58:50]
think that the commission can
[2:58:53]
meet on that day. So, I it's
[2:58:54]
availabe out that All right.
[2:58:59]
That's Muncy. Yes. Combined
[2:59:06]
the meeting is ok, right? But
[2:59:07]
you aren't. You are correct.
[2:59:08]
Chair about the DECEMBER
[2:59:09]
meeting. The 80's. Well, the
[2:59:12]
DECEMBER meeting is DECEMBER.
[2:59:14]
21st. Well, I don't think any
[2:59:15]
of us are gonna make that. So
[2:59:16]
we'll follow every e-mail
[2:59:17]
about availability for earlier
[2:59:20]
Monday. In DECEMBER. That they
[2:59:26]
don't 16. 16 show can. Be
[2:59:26]
DECEMBER 14th. Welcome week
[2:59:33]
inside of one. All I on on
[2:59:34]
yes, think that way
[2:59:35]
technicalities, like me, who
[2:59:42]
won't be in town. Catch it.
[2:59:43]
Okay. Cool. In that case. I
[2:59:43]
move to adjourn and thank you
[2:59:47]
all for. They're saying for 58
[2:59:51]
right on time. Second 3. The
[2:59:52]
second. Just a joint effort.
[2:59:53]
You can adjourn. Okay. We're
[2:59:54]
adjourned. Good night. Thank
