[3:46] Tonight the next item on tonight's agenda
[3:49] is the Hacienda Estates tentative map.
[3:53] Here is a project location map.
[3:56] It gives you an idea of where it is located
[3:58] around Sellers and Delta Road.
[4:01] More closely Delta road at 5321 Sellers Avenue.
[4:10] This brings us in closer, gives us a better
[4:14] idea of where we are located.
[4:15] We are at 5321 Sellers Avenue, with others to the east
[4:23] and a city property line to the East.
[4:26] Chris Moore Drive is to the west with a property in between.
[4:33] Undeveloped county lands across Sellers to the east
[4:36] are also near the property.
[4:40] And the property is also primarily surrounded
[4:43] by scattered rural residences and undeveloped land.
[4:47] A little background, the properties
[4:51] designated rural residential or RR within the General plan.
[4:57] It is zoned r40, which is single family residential.
[5:01] The property is about 5.4 acres and will
[5:06] be subdivided into five separate parcels that will remain
[5:10] undeveloped for the time being.
[5:12] Each parcel will be about 0.95 acres in size.
[5:16] All of them will be about similar size.
[5:22] Here we have the tentative map.
[5:26] As I mentioned, there is no development proposed
[5:29] as part of this application.
[5:31] Future residences would require a design review.
[5:37] And as you see here, each parcel is about 41 and 1/2 thousand
[5:48] Square feet, so close to that .95 acres.
[5:53] There are proposed private streets or roads that would
[5:58] be developed in the future.
[6:07] And would be required to be installed when
[6:09] the properties are developed.
[6:10] The map complies with the development standards
[6:13] of the R40 zoning district.
[6:17] And all other development standards.
[6:20] And environmental, this project did
[6:26] go through a unique environmental process.
[6:29] They had to go through what is called a 15183 checklist, which
[6:36] states that if a project complies
[6:38] with the general plan and zoning designations,
[6:43] you don't have to go through the full environmental review
[6:49] that a different project may require
[6:52] or a project that doesn't necessarily
[6:54] comply with the underlying general Plan designation.
[6:58] What that means is the checklist goes and refers to the General
[7:06] plan and any newer environmental studies and states
[7:11] that any potential impacts that this subdivision may have
[7:18] or previously analyzed as part of the Oakley
[7:25] general plans, EIR, and the subsequent focused General plan
[7:30] update environmental documents.
[7:32] But with that being said, the modified initial study
[7:38] or the 15183 checklist did do studies
[7:43] and found that the potential impacts were previously
[7:45] analyzed and accounted for.
[7:51] With that being said, staff recommends
[7:55] that the Planning Commission approve
[7:56] a resolution recommending the City Council approve
[7:58] a tentative map for the project titled Hacienda Estates.
[8:03] That's TM 2025-002.
[8:05] And find that the modified initial study/15183 checklist
[8:12] identifies the general plan policies or actions that
[8:14] apply to the development of the project
[8:16] have been determined in the General Plan EIR
[8:20] to substantially mitigate environmental effects
[8:23] as conditioned.

[10:40] to be developed with single family residential,
[10:44] even then the chances that a detention basin or pond
[10:47] would be required really depends on how much impervious surface
[10:50] is built and whether there is enough impervious
[10:53] surface to handle what is called a self retention.
[10:56] So if there's enough of it there to absorb the runoff and flows
[11:01] and percolate into the ground, there
[11:03] would not have to be any special stormwater.
[11:05] But that is really a question that
[11:07] would be answered when development comes forth
[11:09] on the property.

[16:26] First of all good evening, Chair, vice mayor members
[16:31] of the Planning Commission.
[16:32] I'll read the summary and background.
[16:34] This is a really straightforward item.
[16:35] The transplant committee coordinates
[16:37] the regional transportation interests of each East Coaster
[16:41] County community including the cities of Antioch, Oakley,
[16:44] Pittsburg, and Contra Costa County.
[16:47] And unincorporated communities of Bethel Island, Byron,
[16:50] discovery Bay, and Knightsen.
[16:52] Elected officials and planning commissioners
[16:53] sit on the planning committee.
[16:55] On May 6th 2025, the Planning Commission adopted resolution
[16:59] 5-25 appointing commissioners Harvey and Oliveros
[17:02] as the representative and alternate respectively.
[17:06] Those appointments were for a two year term.
[17:09] On July 7th, 2026, Commissioner Oliveros announced that
[17:13] a resignation from the Planning Commission.
[17:17] Since Commissioner Oliveros served as the alternate
[17:19] representative for the Planning Commission,
[17:21] the Planning Commission may appoint a new alternate
[17:23] to complete the two year term, which will end on May 5th, 2027.
[17:27] So staff recommends that the Planning Commission
[17:32] nominate an alternate, second to that, and take a vote.
[17:36] And there is a resolution that would be
[17:38] signed to make that official.
[17:40] Once that is done, staff will notify transplant staff
[17:45] of the update and provide them the updated planning
[17:48] commissioners information.

[18:39] As you know we have the vacancy to fill for Commissioner
[18:43] Oliveros resignation.
[18:45] I'm happy to report that we did receive
[18:51] a few applications for the new Planning Commissioner.
[18:54] We are tentatively scheduling that to go
[18:57] in front of the City Council at one of the September meetings.
[19:01] Will be finalizing that soon what the agenda is posted.
[19:04] They will hold interviews and hopefully appoint
[19:07] one of those members who would then
[19:09] be able to start as soon as possible.
[19:11] Also as you remember on July 21st,
[19:14] there was a joint planning commission and City Council
[19:17] meeting to discuss data centers as a general term for a multiple
[19:22] of uses.
[19:23] At that meeting staff was directed
[19:25] to come back with a focused second work session.
[19:31] We have prepared the materials for that.
[19:32] That is now scheduled for September 15th at 6:30 p.m.
[19:37] Right here in the City Council Chambers at Civic
[19:41] Center and City Hall.
[19:43] Lastly, I would like to announce that the regularly scheduled
[19:48] meeting for October 6th Planning Commission meeting will not be
[19:52] held.
[19:52] We will have at least one of our Planning Commissioners out.
[20:00] I will be out.
[20:01] Another one of our planners will be out.
[20:02] Will instead be moving that meeting to the third Tuesday
[20:05] of October or October 20th, same time, 6:30 p.m.

[20:24] August 18, I was unable to attend,
[20:28] but I notified the city the next day.
[20:31] On August the 6th, I was able to participate in water tours
[20:39] for Oakley and understand more about our water infrastructure
[20:43] within Oakley.
[20:44] It was very fascinating and informative.
[20:47] I gained a lot of confidence in our water system.
[20:50] Our employees are amazing with a beautiful staff.
[20:53] Very caring.
[20:54] It was a great experience.
[20:57] On the 13th of August I was able to attend right here in City
[21:01] Hall when Josh Gardner for district nine did a meet
[21:05] and greet and spoke to a great number of people about funding
[21:09] and a lot of things that are going on right now
[21:11] in California, especially for fixed income people.
[21:15] And I was able to ask him specifically
[21:18] about the constant attacks on our Delta water
[21:20] and how to fight it.
[21:22] And he is very specific about HR1311
[21:27] and how to fight them taking our Delta water.
