[1:18] story. Um but we became eligible for what is uh being called a local
[1:22] prosecutor grant. Um the board did indicate that they would like us to try
[1:27] to get it. So we did make an application. It was approved. The the
[1:31] application and the plan were approved. So as happens with grants, um the money
[1:39] is there and available subject to state funding. Um
[1:47] there are conditions and rules for the use of it.
[1:52] It's not just something that we can just do anything we want with. It's it's not
[1:56] just a handout. Um the intention of the grant is to deal with what is identified
[2:02] as a backlog. Um on on a positive side, they are
[2:07] allowing us to define what a backlog is because I'm going to I was honest with
[2:12] them. I'll be honest with you, I don't think that we have what most people
[2:15] would call a backlog. We are pretty efficient in our resolution of the
[2:19] matters that do come before us. Um but we have volume. Um, as uh those of you
[2:26] who have ever been to Silver Lake know, it gets busy this time of year. Um, we
[2:31] just had our forest festival event. Um, that produces business and we are going
[2:38] to use the funds to reconfigure our cubicle layout, which I know has been
[2:44] the same since I came here in 2007, and I suspect has been the same going
[2:50] back to at least the early '9s. Um I could check with some people if it
[2:54] really matters, but we're going to change the cubicle layout and um we're
[2:58] going to um bring in a contract employee who has been in our office before, knows
[3:04] how how our office functions and um utilize a that for a clerical person to
[3:12] help us input cases into the system so they can get to Kevin and myself sooner.
[3:17] And we're hoping that it'll be a a good process. We have we're very optimistic
[3:22] that it's going to work. Um I did prepare a independent contractor
[3:25] employment form for that person. If you need to see it, I do have it here. Um
[3:31] but um that's that's pretty basic. And uh as far as the budget amendment, this
[3:37] is a reimbursement grant, which means that we have to have the funds
[3:41] available. Um there is a process. Um Heather in my office has already started
[3:46] talking to the treasurer's office to make sure that
[3:51] items look right and what we're going to need. We are going to have to
[3:54] demonstrate before we can receive reimbursement for money spent. We have
[3:58] to demonstrate that it has been paid and that the check has cleared and then the
[4:06] Department of Treasury will reimburse the county.
[4:11] Um I am told that our plan for use I did talk to a lady by the name of Sheri
[4:18] Brunma who is the executive director of the prosecutors association. The manner
[4:24] in which we are using our funds has been one of the most streamlined methods of
[4:31] using these funds by other counties that have had this before. It is expected
[4:37] that these funds will be available through 2029.

[7:14] that they had to climb through. And um the reinforcement process was extremely
[7:20] lengthy. um based on an experienced base um
[7:27] informed from the people that I talked to Miss Brunma who has experience
[7:32] working with various prosecutors on this using the funds this way has been fairly
[7:38] streamlined and that is the most um precise definition I am able to give
[7:45] you. So you request reimbursement after 6 months or after a year or
[7:53] » my understanding is is it will be more frequent than that is as as the bills
[7:57] come in and we can work with the treasur's office to demonstrate that the
[8:02] checks have cleared. We can we can process it. Um,

[11:02] place there um currently and uh we would really probably take that contract and
[11:09] um customize it for for HART um if if that's uh the direction and we
[11:15] ultimately end up going um actually if public schools uh ends up going with us.
[11:22] So um if uh if Mr. uh Jacobs would like to answer any questions. I I'm sure he
[11:29] he's happy to. He he has a a strong understanding of uh of SRO programs and
[11:36] uh what they bring to, you know, school districts um that he's been at in the

[12:06] from city police. We're looking for a fit. So, it's more important to me to
[12:10] have the right person rather than department. I can work with either, you
[12:14] know, I know an very well. I know Ryan and Craig very well. So, I'm comfortable
[12:17] working with either entity. We just want to find that right person. So, that's
[12:22] kind of what I had reached out to Craig and Ryan on um early few weeks ago just
[12:28] to see if it was a possibility because like you said, um I know or like Ryan
[12:32] said, you currently partner with Shelby. So, we just wanted to see if that would
[12:36] be an option for us as well. >> So,
[12:41] is your current contract with the city of heart?
[12:43] » It is, but just it's up through this year. So, it it's done as of now. So,
[12:47] and like I said, we are interviewing a candidate from them, but we'd also like
[12:51] to interview a couple one or two candidates from the sheriff's

[12:57] » So, and I like Ryan said, I have so I was up in Indian River uh for quite a
[13:02] few years, and we were one of the first schools up north probably back in 2018,
[13:06] we um partnered with Tuscarora Township Police to have a full-time SRO. We were
[13:12] one of the few schools up there, and we were very small. we were 600 kids in our
[13:16] district. Um, so very important to me. School safety is very important. Looking
[13:20] forward to working with Ryan and Craig and the whole and everyone just to make
[13:24] sure we're doing what we can to keep our kiddos safe. So,

[13:31] » I was up there nine years. So, we did a ton up there with uh school safety,
[13:36] Oscar Dilla, worked very closely with him, former heart student. Um, we were
[13:40] one of the first schools. So, I was the high school principal,
[13:44] Mace County Central. We were one of the first schools to have a active live
[13:48] shooter drill with students there um in the state and that was probably back
[13:54] 2015 16 something like that. But we did it in partnership with the Mason County
[13:59] Sheriff's Department and went extremely well. Had a number of districts in the
[14:04] state call us on that just to see how we did it and how we implement it and
[14:07] things like that. So, yeah. No, since >> since my time up there, it's been very
[14:12] very important to me for school safety. Unfortunately, you know, back in 1990
[14:16] when I first started teaching, safety was not
[14:21] on the forefront. It was teaching math and all that and obviously life changes.
[14:26] So, we adapt and go from there. >> Tim,

[14:35] was in police work and uh as a matter of fact I have I was a licensed police
[14:41] officer for 51 years in the state of Michigan.

[15:25] that by you know talking to both administrations and interviewing from
[15:31] both departments so that that takes care of the concerns that I had and thank you

[15:45] decision that was made with previous administration to not um go forward with
[15:50] him >> and again I can't speak to that I wasn't

[15:57] just when I came aboard we needed a new SRO position so again I wanted to I like
[16:04] to have all my options on the table and again I want to find the best person
[16:07] because I've worked with outstanding SRO's um so I just want to make sure we
[16:11] get that right person in there. So, it takes a special person to work with with
[16:15] kids. It's not, you know, >> I'm not sure we can get you as good a
[16:19] dancer as Tim Simon. So, >> well, like I talked to Ryan. I you know,
[16:24] his his mother taught at heart, so maybe maybe we can get him over here, but Mark
[16:28] Olmstead wanted nothing to do with that. So, yeah, that was shot down right away.

[17:03] to know that person as deputy so and so or officer so and so. every single

[17:11] to know that I really truly appreciate what Skipsky Kevin has done at our high
[17:16] school. You know, he had a good rapport and he was there and readily available
[17:20] and uh if he's not coming back, I wish him well and and you know, hope we can

[17:33] taught special ed in her high school, there were many times that it would have

[17:49] » Just the presence of an officer. it. If you spent so many years in Mesa County
[17:54] Central, you realize that every school district can't have a mark like Lington
[17:59] had to take care of the everyday operations and have the rapport with the

[24:45] where they have to be compensated and paid under certain conditions and
[24:49] everything. And Tracy and I talked about this other department that has gone
[24:53] ahead and started an internship program. And
[24:59] Tracy said it first, but I concur with Tracy that we probably need a policy and
[25:06] a procedure on internship program and before those people can actually start
[25:11] working. the things that have to be dealt with in the administrator's office
[25:18] the same as if they were an employee to make sure that we are covering ourselves
[25:22] under the new regulations and everything and going forward.

[25:45] it it should also cover the people that are coming in to ride with the sh

[26:06] sure that before it comes to us, it can go to the department heads. But I I
[26:11] really think that we should not be having interns come in
[26:17] and if they're doing work over and above an internship program, find out we're
[26:22] going to get build for all of their labor down the line.
[26:27] Maybe I will check with a few other counties and see what they have for the

[26:36] I I want to make this very clear. I'm not trying to do away with internship
[26:40] programs. I will do internship program, but there should be some

[26:54] one to do it. I even even with that department, I think we should have some
[26:58] type of a guide guidelines. We can't tell the sheriff how to staff and what
[27:03] to do, but we can make sure that the paperwork is filled out, you know, and

[27:19] some that, um, we've been sending to for schooling. Um, we wanted a an agreement

[27:42] that um they're they're working on that for us already because they've already
[27:47] had some other counties do it. That's kind of a separate issue
[27:51] » than the internship. But we have a deputy at our sheriff's department now
[27:55] who has to pay back the sheriff's department in Monomony County for
[27:59] sending him through Northern Michigan University to to get his uh licensing.

[28:09] $5,000 he has to pay back over a period of time.
