keep this pretty short. Back in March, I
[3:30]
gave the council a much more detailed
[3:33]
update that went through every project.
[3:35]
Since then, I've also contin
[3:50]
since March and what we need to do to
[3:51]
keep moving forward. Slide two. What has
[3:55]
changed since March? A few things have
[3:57]
changed since March. Veterans Park has
[3:59]
gone through a lot of work and now we
[4:01]
have a 30% design fit within the VR
[4:03]
award. The
[4:05]
projects are no longer moving forward
[4:07]
the way they are originally planned and
[4:10]
street and soccer field still moving but
[4:12]
outside funding is going to affect what
[4:14]
we ultimately are able to do rest of the
[4:17]
projects are continuing to move along
[4:20]
slide three
[4:22]
projects at a glance this slide is just
[4:24]
really a quick snapshot of the whole
[4:27]
projects are all in very different
[4:28]
phases right now some are moving into
[4:31]
construction some are still in design
[4:33]
some are programs are already helping
[4:35]
businesses and we now have a couple of
[4:38]
projects that need to be reworked with
[4:39]
the state. It's pretty normal with a
[4:42]
program this large, especially when
[4:43]
projects take several years from the
[4:45]
original application to construction.
[4:48]
Slide four, streetscape and soccer
[4:50]
fields. For streetscape, we're still
[4:52]
waiting on some outside funding we've
[4:54]
applied for. Because of that, we've been
[4:56]
trying to be very careful about how far
[4:58]
we move the design forward. We don't
[5:00]
want to pay for design or design
[5:02]
something and then turn around and have
[5:04]
to redesign it and pay more money. For
[5:07]
the soccer fields, the 900,000 NPR grant
[5:10]
uh that we applied for earlier this year
[5:12]
was not awarded. And I did another
[5:15]
$200,000 grant application through the
[5:18]
New York program for supplemental
[5:21]
funding for soccer. So both projects are
[5:24]
still very much alive and we're just
[5:26]
trying to make sure the final design
[5:27]
matches the money.

Slide five and the business assistance
[5:32]
fund hotel is still moving forward. A
[5:36]
lot of the interior demolition has been
[5:37]
done and we continue to stay in contact
[5:39]
with the project team as they work
[5:40]
through the next steps. The business
[5:42]
assistance fund is moving as well. Some
[5:44]
of those projects are done, some are
[5:46]
construction and some are still working
[5:48]
through changing paper. I give you guys
[5:51]
updates on each one.
[5:53]
There's also a lot going on behind the
[5:54]
scenes in both of those, but the
[5:56]
important thing is council public.

Slide six, comprehensive plan and
[6:02]
forbased code. The comprehensive plan
[6:05]
and form based code projects are also
[6:06]
underway. We have committee in place.
[6:08]
The consultants are working and we
[6:10]
started the community work that will go
[6:11]
into both those documents. This one's a
[6:13]
little different from the construction
[6:15]
projects because there isn't a building
[6:16]
or a park to point to, but it's
[6:19]
important because it's going to help
[6:20]
guide how grows and development is going
[6:23]
to look like and the kind of changes we
[6:24]
want to encourage over the next several
[6:26]
years. Debor and slide seven. This is
[6:30]
[snorts] probably the biggest change to
[6:31]
the overall DRI since March. Debor and
[6:35]
are no longer moving forward as they
[6:36]
were initially awarded. The money
[6:39]
doesn't just automatically move
[6:40]
somewhere else. We don't get to simply
[6:41]
pick.
[6:43]
So just make that very clear. So we're
[6:45]
working with the Department of State on
[6:46]
what happens now. They have a process.
[6:49]
So for them on some
[6:52]
I bought Park and Cal Theater were two
[6:55]
of the original projects on the
[6:56]
strategic investment plan. Those are
[6:58]
what initially is we think the state is
[7:01]
going to move on and ask that those
[7:02]
projects be funded first before anything
[7:04]
else.
[7:06]
But until the state tells us exactly how
[7:07]
they want to handle it, I don't want to
[7:09]
tell council or the public anything that
[7:11]
I don't have complete information.

Slide eight, veterans memorial park.
[7:17]
For the best part, we now have a 30%
[7:19]
design. It fits within the DRR award.
[7:21]
The current working number is1,58,696
[7:26]
and the DRI award is $1,59,000
[7:30]
saving $34.
[7:33]
That includes the splash pad, the court
[7:35]
work, the reduced bath house work, and
[7:37]
the veteran. The F-16 is separate. The
[7:41]
aircraft itself, moving it, mounting it,
[7:44]
the special foundation, train work, and
[7:46]
all other costs tied directly to the
[7:48]
aircraft are not being paid with DRRI
[7:50]
money. Not being paid with DRRI money.
[7:54]
And I want to keep saying this because
[7:55]
it matters.
[7:57]
This is still a 30% design. We are not
[7:59]
approving a construction contract
[8:01]
tonight. Slide N. What does 30% mean? I
[8:05]
think this is one of the biggest things
[8:07]
that has gotten confused during this
[8:08]
whole discussion. A 30% design is still
[8:11]
and currently designed. A yes vote tells
[8:14]
us and tells CNS that this is the
[8:16]
direction council wants us to keep
[8:18]
working from. It does not approve the
[8:20]
old 1.7 million estimate. It does not
[8:23]
award a construction contract. Does not
[8:25]
pay for an F-16. And it does not mean
[8:27]
the project can never change again.

There are still final design, state
[8:32]
review and bidding. Another round of
[8:34]
discussion before anything else is
[8:35]
built. Slide 10. Where do we go from
[8:38]
here? From here, the different VR
[8:41]
projects are going to keep moving on
[8:42]
different trends. Some need more design
[8:44]
work. Some need state approval. Some are
[8:46]
waiting on grant decision. Some are
[8:48]
already being built or implemented. My
[8:51]
job is to keep all of that moving.

It's moving on different tracks.
[8:58]
Keep the state and consultants
[9:00]
coordinated, keep the council updated,
[9:02]
and bring things back when council
[9:03]
actually decisions. That's really where
[9:06]
we are today.

think I've given this this council, the
[9:19]
city, and the community more than enough
[9:21]
information on what actual facts are out

there and what has been put out as

misinformation. I'm happy to go round

and round with this stuff over the next
[9:29]
four or five slides, but I think it's in
[9:31]
the city's best interest move
[9:40]
if um and I didn't know if Luke was
[9:42]
gonna get to talk a little bit about um
[9:45]
you know I know some of the projects
[9:46]
have shifted since we started right and
[9:48]
something come out and I had I had um
[9:51]
families reach out with um some of the
[9:54]
popcornies specifically that we're just
[9:56]
concerned about the bathroom and I know
[9:58]
we don't have it's not in this project
[10:00]
now um that added in the future or if
[10:04]
not for this can we think about in
[10:07]
beyond the like focusing on just
[10:10]
preparing a couple of the total
[10:11]
foramilies
[10:13]
um the feedback I got from a couple that
[10:15]
we have 75 people to have the one potty
[10:19]
it just gets really challenging for the
[10:21]
players so just specifically the
[10:22]
bathroom

we had to go back and revise the scope

inputs from council as well to say hey

That's where went back to the drawing

board and do the redesign the new 30%
[12:35]
design which is what is currently in the
[12:37]
packet. So the one that's in the packet
[12:39]
currently is the 30% design that was
[12:42]
done with the input from council as well
[12:44]
as recommendations from engineering team
[12:47]
with a firm eye towards the financial
[12:48]
considerations. So, it's within scope
[12:51]
and cost right now with those
[12:53]
considerations all [clears throat]

I just wanted to briefly just discuss
[12:57]
why that number went up to 1.7 and then
[13:00]
why it's back down to 1.05.

more. Same with ao fields. We applied
[14:27]
for the kicks grant. Um, and that was
[14:29]
again, thank you, Counciloman McHugh.

That was actually a really nice
[14:33]
suggestion. He was like, "Oh, that that
[14:35]
works out great." And when we reached
[14:37]
out to our state partners about it, um,
[14:39]
Alyssa, who's been great to work with,
[14:41]
she really, you know, thumped the table

and she's like, "The kicks program,
[14:45]
right?" So, I think we might have a
[14:47]
little success there. So hopefully
[14:49]
there's some more. But we are actively
[14:50]
pursuing these grants very aggressively
[14:52]
because we want to get as much money as
[14:53]
we can. That annual appropriation cycle
[14:57]
puts us a little bit behind, but we're
[14:59]
hopeful that what we've submitted will
[15:01]
come back. So that's where the states
[15:04]
where we're standing with the grants
[15:05]
right now.

children's happiness like just so you're
[27:10]
creative and you have a lot of
[27:11]
experience. So maybe something

operationally we can shift.

we do that, we'll be way under 40,000.

So, that's my goal, right? Even with

having compromise and getting some money
[27:56]
in place, I will continue to keep the
[27:59]
gas restrictions in place to the end of
[28:00]
the year, maybe even beyond if we have
[28:02]
to, depending on how things are going.

to all my department heads, even if we

get money in that line and it's an if, I

want to see money put back, right?

That's what I want to see and that's my

directive to them because if you just

answer to me why you're doing that. You
[28:19]
shouldn't just be spending down just for
[28:20]
the sake of it. I I refuse to accept

that. You know, I need a justification

the spending. Um, to council Jill's

earlier point, you know, $1.6 million

last year was

too much too much. This year we're at

about 273
[28:40]
decay which is over 80% almost 81%
[28:44]
reduction in general fund spending that
[28:46]
is thanks to the discipline fiscal
[28:48]
discipline my department has monitoring
[28:50]
everything working with Leanne working
[28:52]
Jessica getting all our ducks in a row
[28:54]
is a testament to the fact that we
[28:56]
recognize the last year is not a
[28:58]
sustainable practice we can't rob our
[29:00]
savings bank anymore to to kick the hand
[29:03]
down the road. Unfortunately, as I think
[29:06]
we all understand, we have some tough discussions to have. We got to
[29:10]
make some tough decisions. And I think
[29:12]
that's just the reality right now. So,
[29:14]
um I am more than willing to look at
[29:17]
anything and and review anything, look
[29:19]
at process improvement, how we can get
[29:21]
ourselves much more effective
[29:22]
operations. There certainly is a lot we
[29:25]
can do right now looking at my DPW
[29:29]
that we can do. Um but stuff takes time.
[29:33]
It takes time and I think as we begin
[29:35]
some of these directives and more
[29:37]
austerity measures, we'll see the
[29:39]
dividends pay off down the road in five,
[29:41]
six months. And again, you know, back to
[29:44]
the fuel track, right? 30 days from now,
[29:46]
we're going to know if the policy is
[29:48]
helping and how much it's helping. So my
[29:51]
hope is we continue to go in these
[29:52]
directions. So it's not just us saying,
[29:54]
"Okay, it's a crisis right now. How do
[29:56]
we fix it right now?" It's us saying,
[29:58]
"We have a structural issue structural
[30:01]
issue. organization. We need to correct
[30:02]
it. And it's going to be a multiaceted
[30:05]
approach. It's not one thing. It's not
[30:06]
just raising taxes. It's not just
[30:08]
cutting services. It's not just cutting
[30:10]
positions. It's doing all those things
[30:13]
in a way that makes sense if it makes
[30:15]
sense that provides real benefit back to
[30:18]
the state. So, it's a much more holistic
[30:20]
approach and that's kind of what I'm
[30:22]
looking at. And certainly right now with
[30:24]
budget season underway, we're working
[30:25]
through a lot of our departments and
[30:27]
through those budgets right now to
[30:28]
identify what is the absolute need. You
[30:30]
know, and last year, yeah, we we were
[30:34]
very austere and I think, you know,
[30:35]
department heads were, you know, not
[30:37]
thrilled, but it's going to be a lot of
[30:39]
the same again this year. And I'm just
[30:41]
very honest with them. So, and I I say
[30:43]
it here and and they hear me out there
[30:45]
and it's it's what I tell them every
[30:46]
day. So, we have to make these decisions
[30:48]
and we have to get a rain on this and
[30:51]
keep the spending. You know, again,
[30:53]
we're looking at our spending, but next
[30:54]
year
[30:56]
we can rain in even more. Maybe there's
[30:58]
a chance to further go down. So, I am
[31:01]
more than willing to engage in those
[31:02]
discussions and give my recommendations
[31:04]
and suggestions. I've already put out
[31:06]
some, you know, feelers and some emails
[31:08]
originally with some of my general fund
[31:10]
ideas. And I call them my hammock
[31:12]
thoughts, right? Something will just
[31:13]
come to me and I'm like, "Oh, I got to
[31:14]
write that down." share with council. So
[31:16]
any of those ideas that I bring up or
[31:18]
approaches, if one of those, you know,
[31:20]
speaks to you, you're like, "Hey, that's
[31:21]
a good idea." By all means, you know,

shoot me an email, let me know, "Hey,
