[0:15] Oshkosh City Planning Commission meeting
[0:16] of the 26th. We are glad
[0:18] you joined
[0:19] us. I see we have a
[0:21] quorum. Before we
[0:22] begin, I have
[0:23] a few
[0:23] organizational
[0:24] questions. Please
[0:25] turn off or
[0:27] mute all
[0:28] communication devices.
[0:29] Applicants and
[0:29] members of
[0:30] the public may
[0:31] speak on
[0:32] any matter
[0:33] before the Planning
[0:33] Commission after
[0:34] it has been announced and
[0:35] opened for
[0:36] discussion. Before
[0:37] speaking, you must
[0:38] write your name and
[0:39] address on the
[0:40] speaker registration form
[0:41] located at the
[0:42] podium over there. Unless the
[0:44] Planning Commission
[0:45] makes an exception,
[0:46] the following
[0:47] rules apply. The applicant
[0:49] is given up to 10 minutes
[0:50] to submit
[0:51] any information
[0:52] for our consideration.
[0:53] After this,
[0:54] members of
[0:55] the public
[0:56] are given up to 5 minutes
[0:57] to speak on a
[0:58] specific issue
[0:59] before the Planning
[0:59] Commission.
[1:00] Members of
[1:01] the public may
[1:02] speak once on
[1:03] each
[1:04] agenda item unless a
[1:05] Planning
[1:05] Commission member requires
[1:07] clarification or wishes to
[1:08] ask you a
[1:08] question. Questions
[1:10] or statements from the floor
[1:11] will not be considered.
[1:13] Only
[1:14] statements made from the
[1:15] podium after
[1:16] registration of name and
[1:17] address and within the
[1:18] time allowed will be taken into account.
[1:21] When everyone
[1:22] has spoken on the
[1:23] agenda item
[1:24] , the applicant
[1:25] will be asked for a
[1:25] closing statement, after
[1:27] which the Planning Commission
[1:28] will be able to proceed to
[1:29] making a decision.
[1:32] The City Council has adopted
[1:33] rules of etiquette for
[1:34] city councils and commissions
[1:35] , including
[1:36] obligations of
[1:37] courtesy. No one
[1:39] should personally
[1:40] attack a
[1:41] council or commission member,
[1:42] city official,
[1:43] staff, or any
[1:44] other person. No one
[1:47] is allowed to make
[1:48] inappropriate, excessively
[1:49] repetitive,
[1:50] offensive,
[1:50] threatening,
[1:51] defamatory or
[1:52] obscene
[1:53] remarks, or
[1:54] disrupt the order of the
[1:55] meeting. This
[1:58] includes clapping,
[1:59] stomping,
[2:00] whistling, shouting, or other
[2:02] similar demonstrations
[2:03] . Thank you all for your
[2:05] understanding. Now
[2:06] let's move on to our
[2:07] agenda.
[2:08] The first item is
[2:09] roll call.
[2:10] Brinco is absent for a
[2:11] good reason.
[2:12] Deputy Mayor Buelo?
[2:13] Present.
[2:14] Rucker is absent for a
[2:15] good reason.
[2:16] Davis is absent for a
[2:17] valid reason.
[2:18] Lowenstein? Bowen?
[2:20] Sherman?
[2:21] Present.
[2:21] Prompt?
[2:22] Present.
[2:23] Pollock?
[2:23] Present.
[2:24] Vice Chairman Kiper?
[2:25] Present.
[2:26] Perry's head?
[2:27] Present.
[2:28] Six
[2:29] members of the commission are present.
[2:30] Thank you very much. So, we
[2:31] move on to the
[2:32] agreed agenda
[2:33] . We have
[2:34] four issues on the
[2:35] agreed agenda
[2:36] . Are there any
[2:36] members of
[2:37] the public who
[2:38] would like to speak
[2:39] on the agreed
[2:40] issues? Is there anyone from
[2:44] the public who
[2:45] would like to make a statement
[2:46] regarding the
[2:46] agreed agenda items
[2:48] ? Are there any members of the
[2:52] Planning Commission who
[2:53] wish to remove
[2:54] any items from the
[2:55] agreed agenda
[2:56] ? Does
[3:00] any
[3:00] planning commission member wish to
[3:01] remove any
[3:02] items from the
[3:03] agenda by consent?
[3:06] Okay, I see that
[3:07] no one wants it. So,
[3:08] planning commissions, it's up
[3:10] to you. I
[3:11] propose
[3:12] to recommend
[3:13] approval of all
[3:13] agenda items
[3:14] by consensus and to
[3:15] adopt the conclusions and
[3:16] recommendations on
[3:17] each item as
[3:17] outlined in the
[3:18] staff reports. I
[3:19] support.
[3:19] Okay, we have a
[3:20] suggestion and
[3:21] support. Are there any
[3:22] discussions regarding
[3:24] this proposal?
[3:28] Okay, I see there is
[3:29] n't. So, let's
[3:30] have a roll call
[3:31] vote,
[3:32] please.
[3:33] Was it?
[3:33] By.
[3:34] Sherman?
[3:35] By.
[3:35] Prompt?
[3:36] By.
[3:37] Pollock?
[3:37] By.
[3:38] Keeper?
[3:39] By.
[3:39] Perry?
[3:40] By.
[3:40] The proposal passed
[3:42] 6-0.
[3:43] Okay, so no
[3:43] items were
[3:44] removed from the
[3:45] agenda by consent to the
[3:46] regular
[3:47] agenda. Item number
[3:48] five is to review and
[3:50] provide recommendations
[3:51] on the project for
[3:52] facade changes and a new
[3:53] covered patio at
[3:55] 13 Wagu Avenue. Were
[3:57] any on-
[3:59] site inspections conducted?
[4:00] Thank you.
[4:01] Okay, that's on
[4:03] our record. Ahem. I
[4:06] accept the
[4:06] staff report as part of the
[4:07] minutes. Please
[4:09] submit your
[4:10] resume.
[4:10] Thank you, boss. Um,
[4:12] the property consists of a
[4:14] 0.02 acre commercial lot
[4:15] located on the
[4:16] south side of
[4:17] Wagu Avenue. There
[4:18] is a
[4:19] two-story
[4:21] historic building on the premises,
[4:22] built in 1875. The
[4:25] first floor
[4:26] was previously occupied by a boutique
[4:27] fitness training store, and the
[4:28] second floor is and
[4:29] will remain
[4:30] commercial. The site
[4:32] is zoned, ahem,
[4:33] central
[4:34] mixed-
[4:34] use, and the
[4:35] surrounding area
[4:36] consists
[4:37] mostly of
[4:37] commercial properties. The
[4:41] 2040 Comprehensive Land Use Plan recommends
[4:43] use within the
[4:44] city center for this site. Um,
[4:45] the applicant plans
[4:46] to convert the first
[4:48] floor into an ice
[4:49] cream parlor. Um,
[4:50] the proposal also
[4:51] includes an attached
[4:52] covered patio exit
[4:53] on the east side of
[4:54] the building, which will have a
[4:56] ramp for people with
[4:57] disabilities. Um, the
[4:59] adjacent vacant
[5:00] lot at
[5:01] 15 Wagu Avenue
[5:02] is proposed
[5:03] to be converted into a nine-hole
[5:04] mini-golf course
[5:05] . Um,
[5:08] the applicant stated that a
[5:10] certified
[5:11] survey map will be completed and submitted to
[5:12] merge both
[5:13] properties. Um, this
[5:16] request, um, regarding
[5:17] proposed
[5:18] facade changes and
[5:19] patio improvements, um, requires a
[5:21] design review. Um
[5:24] , so to improve the
[5:26] front facade, um
[5:27] , it will involve
[5:28] repainting the
[5:29] existing
[5:30] wooden
[5:30] exterior black
[5:32] and
[5:32] installing new
[5:33] doors. Um, the existing
[5:36] exterior doors and
[5:37] second
[5:38] floor windows will remain.
[5:42] Um, improvements to the
[5:42] east side, um,
[5:44] or east facade
[5:45] include
[5:46] the installation of new
[5:49] 6-
[5:50] by-8 black aluminum glass lift doors, as well as a new patio area
[5:52] proposed along the length of
[5:53] the building that will
[5:54] include a wood
[5:55] and metal roof
[5:57] structure. According to
[6:02] the applicant, the
[6:03] design approach to the
[6:04] building's exterior
[6:05] aims to retain the
[6:06] large percentage of
[6:07] glazing that is
[6:08] typical of the
[6:09] existing facade and
[6:10] other storefronts in the
[6:11] area. The design is
[6:15] intended to complement the
[6:17] surrounding buildings
[6:18] without creating a false
[6:19] sense of history,
[6:20] while maintaining
[6:21] the scale, volume, and
[6:22] rhythm of the city center.
[6:28] Staff supports the
[6:29] proposed changes to
[6:30] the facade and covered
[6:31] terrace as they are
[6:32] consistent with the
[6:33] existing building and the
[6:34] character of the
[6:35] surrounding downtown area
[6:36] . The planning
[6:40] department received
[6:41] a complaint from
[6:42] the owner of a neighboring
[6:43] property regarding an
[6:44] emergency exit
[6:45] that overlooks a
[6:46] future
[6:47] mini-golf course and
[6:48] outdoor terrace. The
[6:51] property owner
[6:52] stated that he has no
[6:53] objections to
[6:54] the project, provided that
[6:55] this emergency exit
[6:56] remains
[6:57] free. Um, the
[7:00] proposed
[7:01] exterior facades
[7:02] show a design for a
[7:04] sign with
[7:04] backlighting.
[7:06] The sign is not part of
[7:07] this review and will be
[7:08] reviewed separately as
[7:09] part of obtaining a
[7:11] sign permit
[7:12] because it will
[7:13] project over
[7:14] public land
[7:15] and a
[7:16] boundary violation agreement must
[7:17] be executed and
[7:18] recorded in the
[7:20] Winnebago County Register of Deeds prior to issuance of
[7:21] the permit. In light of
[7:23] this, staff
[7:24] recommends approval of
[7:25] the design for the facade changes and
[7:26] new covered terrace,
[7:28] as outlined in the
[7:29] staff report.
[7:30] Thank you very much for your
[7:31] report.
[7:32] Planning Commission, do you have any
[7:34] technical questions
[7:35] for the staff? Mrs.
[7:36] Prop?
[7:37] Yes. I am completely
[7:38] confused. Is 15
[7:41] Vagu what looks
[7:43] like a driveway? Now.
[7:47] Yes, you will open the
[7:48] master plan here. The
[7:51] master plan, and I
[7:52] literally walked
[7:54] around the site and thought
[7:55] : what is this?
[7:56] Maybe it will be
[7:58] better that way. Um, okay, so
[8:01] 13 Vahu is where the
[8:02] building is now,
[8:04] and in this
[8:04] aerial photo, 15 is
[8:06] somewhere where the
[8:07] red car is parked.
[8:11] Okay, so this is
[8:12] n't just an entrance, it's going to become
[8:14] part of this
[8:15] area?
[8:17] I believe that is the
[8:19] intention.
[8:22] Okay, so I see the
[8:23] plot. And theoretically
[8:27] there would be room for a
[8:29] small
[8:30] golf course, but I would ask the
[8:31] applicant about that. But
[8:33] thank you.
[8:35] Are there any more
[8:37] technical questions
[8:38] for the staff? Mr.
[8:43] Pollock.
[8:43] So this isn't
[8:44] necessarily an
[8:45] alley
[8:45] connecting to the
[8:46] parking lot?
[8:49] Um, I don't know how to
[8:51] answer that. Sorry.
[8:53] What was the question?
[8:55] Remind me of the question,
[8:56] please?
[8:57] Regarding the alley where the
[8:57] golf course will be.
[8:59] Does it
[9:00] have to be there to
[9:00] access the parking
[9:01] behind these buildings?
[9:02] The plan is to
[9:04] merge this with the
[9:05] target site
[9:06] via CSM so that it is
[9:07] one facility.
[9:08] Including all the
[9:09] parking behind.
[9:12] To what comes out
[9:13] on Libra?
[9:14] No, from the east side.
[9:17] Because there's an alley
[9:18] that adjoins that
[9:19] parking lot behind the other
[9:20] buildings. I
[9:21] don't think that's
[9:22] part of it. It looks like this is
[9:23] part of 219
[9:25] State Street.
[9:26] I'm just making sure
[9:27] that it's not a
[9:28] prerequisite.
[9:29] That's right, there
[9:30] is no such requirement.
[9:31] OK. Do
[9:34] you have any more technical
[9:35] questions? I see that there is
[9:41] none. So I am
[9:42] opening the
[9:43] public
[9:44] comment period and asking
[9:45] the applicant to speak
[9:47] if he wishes. Is
[9:48] the applicant present and does
[9:49] he wish to make a
[9:51] statement? If you
[9:53] come up to
[9:54] the microphone…No, you won't
[9:55] make a statement?
[9:57] OK. Is there anyone from
[9:59] the public who would like to
[10:00] speak
[10:01] on this
[10:02] agenda item? Does
[10:05] anyone present
[10:07] wish to make a statement
[10:08] on this matter?
[10:12] Okay, no one is there.
[10:14] So I am closing the
[10:15] public
[10:16] comment period. The applicant
[10:17] may make a
[10:18] closing statement
[10:19] if he/she wishes.
[10:20] They refuse. So,
[10:21] commission, the decision is
[10:23] yours. Wake up,
[10:26] John.
[10:29] Of course. I propose
[10:30] to recommend
[10:30] approval of this
[10:31] agenda item
[10:31] and to adopt
[10:32] the conclusions and
[10:33] recommendations
[10:33] set forth in the
[10:34] staff report. I
[10:34] support.
[10:35] Okay, there is a suggestion
[10:37] and support. Is there any
[10:38] discussion of this
[10:39] proposal, Ms. Propp
[10:40] Yes, I still have a
[10:41] question. Can I
[10:42] ask the applicant?
[10:44] Yes, you can.
[10:47] You need to approach the
[10:49] podium. My
[10:56] question, you probably
[10:57] heard, is... I was
[11:01] confused, but
[11:02] apparently 15 Waku
[11:03] consists of
[11:05] what now looks like an
[11:06] alley or driveway.
[11:10] And that you can
[11:11] combine this with your
[11:12] …current building
[11:16] on 13 Waku. And I see that
[11:19] the property goes
[11:20] further…I was worried
[11:22] about the city
[11:22] parking, but it doesn't
[11:24] go that far.
[11:27] Sorry, I don't understand
[11:28] how you can squeeze a
[11:30] mini-
[11:31] golf course in there.
[11:32] Well, I didn't think I
[11:33] could either, but...
[11:34] Then explain. Because
[11:36] you'll have this
[11:37] outdoor patio.
[11:39] Yes. Well, it's just going to be a
[11:41] very small
[11:43] nine-hole course.
[11:44] This will not be an 18-hole
[11:46] mini-golf course. I
[11:48] don't even see nine holes there.
[11:50] Um, yeah, it's about
[11:52] 5-6 feet wide
[11:53] each fairway, most of
[11:55] that is, you know, the
[11:58] putting surface, and then, um,
[12:00] about 18-22 feet
[12:01] for each hole.
[12:04] Okay.
[12:05] Um, do you have this? I I I
[12:08] have a little sketch
[12:10] that was made
[12:11] to show what the
[12:12] idea is roughly.
[12:14] Okay. Just you
[12:15] can put it
[12:17] so I can bring it up
[12:18] on the screen.
[12:19] Where are the napkins? Oh, it's
[12:23] not on?
[12:27] We can pass it on
[12:31] If you want, we
[12:32] can pass that on
[12:33] too. So, there are no
[12:55] little
[12:56] tricks here like windmills
[12:57] or dinosaurs or anything
[12:58] like that. If you're
[13:03] familiar with what
[13:04] Tiger Woods does,
[13:05] his concept of mini-
[13:06] golf with putts, it's
[13:07] more of a
[13:09] putting course, as they
[13:10] call it. Um, a
[13:13] more realistic
[13:15] look, you could say
[13:16] Oh, okay. I'm not familiar
[13:19] with Tiger Woods
[13:21] doing this, but okay.
[13:23] So, the entrance from the building.
[13:27] Right.
[13:28] Not from Vahu.
[13:30] No.
[13:31] Okay. Okay. And then,
[13:35] I had the same
[13:36] concern about the
[13:37] open staircase. And that's why
[13:38] I see that they are
[13:40] open. Okay. So,
[13:42] thank you very much. Are
[13:44] there any more technical
[13:45] questions or other
[13:46] discussion on this
[13:47] proposal, Mr.
[13:48] Chairman?
[13:51] So, mostly the
[13:52] feedback I've
[13:53] received falls into
[13:54] two camps. One is very
[13:56] excited about the
[13:57] developments there,
[13:58] and I belong to that
[13:59] camp. But right
[14:01] after that they
[14:02] say, "There's going to be
[14:04] kids
[14:04] using
[14:05] this as a putting green or
[14:06] mini golf, and they're
[14:07] going to, I don't know
[14:09] what the right
[14:10] term is." Mini golf, and
[14:11] you hit the ball, it
[14:12] flies out, hits a
[14:14] building, flies out onto the
[14:15] road. It's just
[14:17] too much, it
[14:18] seems like it's too
[14:19] small a place for mini-
[14:20] golf. Considering
[14:23] that there is traffic there
[14:25] Mhm.
[14:26] You know, most
[14:27] other
[14:29] mini golf courses
[14:30] we think of have
[14:31] space around them. They are
[14:33] bigger and there
[14:34] is space around them. How would you, how would
[14:36] you respond to that?
[14:43] Well, I don't think I have a
[14:47] good answer to
[14:48] that. Um, limiting
[14:49] the balls from hitting
[14:50] the street—is that what you
[14:51] mean?
[14:54] Well, limit or,
[14:55] you know, I, I'm still not
[14:57] 100% sure.
[15:00] For example, you
[15:01] go into an ice
[15:02] cream parlor to
[15:02] pay money, and
[15:04] then you leave and... That
[15:06] 's right. Yes, you
[15:07] do all this in an ice
[15:09] cream parlor. You take your
[15:11] ball, a small club,
[15:12] and then you go to the
[15:14] So, will there be
[15:15] a fence there? It was
[15:16] n't planned at this point
[15:18] , no.
[15:20] Of course.
[15:21] Fence on the scales?
[15:24] Yes. So, is it...Yes. Ahem.
[15:28] Conceptually,
[15:29] I really
[15:30] like it.
[15:31] I want to say "yes
[15:32] ", but I mean there
[15:33] was a lot of talk
[15:34] about the balls
[15:35] going out.
[15:36] Mhm. Of course. So,
[15:38] on the road.
[15:41] I mean, we
[15:42] could definitely
[15:43] plan something
[15:44] ahead. To
[15:48] limit the balls from flying
[15:49] onto the road. Of course, there
[15:52] 's a brick building on my side
[15:53] , you know, my
[15:55] building and stuff.
[15:57] Perhaps this will
[15:58] help somewhat. The ball might
[15:59] hit a building
[16:00] and bounce off, you know,
[16:02] it might not stop
[16:03] it, you hit the
[16:04] wall and it goes
[16:05] back. Yes, I don't know. Hmm
[16:09] I guess, theoretically, I
[16:10] hope people
[16:11] will be
[16:13] conscious enough to
[16:14] understand that this is a
[16:15] putting course, not a
[16:16] driving range.
[16:18] Yes, that's right.
[16:19] Um, but...
[16:20] Okay.
[16:21] I mean, there are
[16:22] regular
[16:23] golf courses that border the
[16:24] roads. This summer
[16:26] my truck was
[16:26] hit while I was
[16:27] driving past a
[16:28] golf course. So,
[16:29] there are risks, right?
[16:31] Of course. Good. Thank you.
[16:34] Mr. Pratt?
[16:35] Yes. Will there be a fence
[16:37] along the entrance to Vaha?
[16:40] Even if it's,
[16:41] you know, some kind of transparent
[16:43] fence.
[16:44] We can certainly
[16:46] predict this.
[16:48] Yes, I think...
[16:49] We don't have that at this time
[16:51] I think that would be a
[16:52] good idea.
[16:53] Of course.
[16:55] Because otherwise people will
[16:56] just walk on
[16:57] your
[16:58] golf course, not to mention the
[16:59] problem with the
[17:00] balls. Ahem.
[17:03] So, how do you stop
[17:04] people from just
[17:05] walking right through?
[17:09] Honestly, I thought
[17:11] it would just be
[17:12] open during business hours. But then,
[17:17] when it's closed,
[17:18] put up a chain with
[17:19] the words "private
[17:21] property" or something
[17:22] like that so people don't
[17:23] pass through.
[17:26] Mhm. Well, I think
[17:30] some kind of
[17:31] fence is needed. Maybe
[17:33] decorative, but
[17:34] whatever.
[17:36] Thank you. Are there any other
[17:37] discussions regarding
[17:39] this proposal? Is there any
[17:42] further consideration of
[17:43] that, if, you know,
[17:45] if there's going to be a fence or
[17:46] something like that, or
[17:47] any other
[17:48] landscaping considerations
[17:50] for this project, was that
[17:51] taken into account
[17:52] when we first
[17:53] looked at it a few
[17:54] years ago? There
[17:58] was nothing more
[17:59] . Of course. No
[18:06] other PC approvals,
[18:07] but this will require
[18:08] passing a
[18:10] development plan review. So, zero indentation for
[18:12] this property
[18:14] correct? Right.
[18:16] That's right, in this
[18:17] area. So, if
[18:19] they want to
[18:19] install a fence
[18:20] or other structure,
[18:22] we will consider it
[18:23] during the development plan review
[18:26] Of course. Deputy
[18:28] Mayor Bulow. I
[18:31] may have a different
[18:32] perspective on it, but I
[18:33] really like it.
[18:35] This will revitalize the
[18:36] city center and add
[18:37] more entertainment for
[18:38] people. If you
[18:40] notice people
[18:41] going where they're not
[18:42] allowed, I think you'll
[18:43] address it if you
[18:45] see people
[18:46] abusing
[18:46] the situation or, you know,
[18:48] trying
[18:49] to see how far
[18:50] they can kick the
[18:51] ball. I can
[18:52] share my experience:
[18:53] Pirate's Cove in
[18:54] Wisconsin Dells is
[18:55] quite large. I
[18:56] somehow knocked the ball
[18:57] out of there onto the road. It
[18:58] was when I was
[18:59] young and very stupid
[19:00] , I was kicked out, and rightfully so
[19:02] This is how they dealt with it
[19:03] . But you
[19:04] can't stop
[19:05] people who act
[19:06] like idiots. The only thing you
[19:07] can do is
[19:08] try
[19:09] to set the best
[19:10] possible rules. So
[19:12] I think it's just a
[19:13] great use of an
[19:14] empty alley
[19:15] that will now become a
[19:17] mini golf course downtown.
[19:18] So, I will vote
[19:20] "yes".
[19:21] Are there any other
[19:22] discussions regarding
[19:23] this proposal? Mrs.
[19:25] Propp.
[19:26] Yes. Can we
[19:28] demand the construction of a
[19:29] fence or some
[19:30] other barrier? Or not.
[19:36] This review
[19:37] only covers the design of the building
[19:38] and covered patio. The
[19:39] direct
[19:40] use of the
[19:41] golf course will
[19:42] be decided
[19:42] administratively
[19:43] through a
[19:44] development plan review. So as
[19:45] long as they
[19:45] comply with the code
[19:46] , we will approve it.
[19:48] Do we have regulations for
[19:49] urban
[19:50] golf courses? I
[19:50] don't think we have
[19:51] anything specific about
[19:53] this. That's it.
[19:54] OK.
[19:54] Good. Thank you.
[19:56] My comment is that the
[19:58] city already has a
[19:59] formal
[20:00] complaint
[20:01] and review process in place. So if
[20:03] golf balls
[20:04] fly into the street,
[20:05] a complaint will be filed and the
[20:06] appropriate city
[20:08] department will deal with
[20:09] it. And if
[20:11] intervention is needed, it will be
[20:12] discussed with
[20:13] the owner. So I believe
[20:17] that such a process is already
[20:18] in place. So I
[20:21] agree with
[20:21] Deputy Mayor
[20:23] Bulow and support this. Is
[20:24] there any further discussion
[20:26] on the proposal?
[20:27] Okay, I don't see any other
[20:29] questions. Please,
[20:30] let's hold a roll call
[20:31] vote.
[20:32] Bulow.
[20:32] By.
[20:34] Sherman.
[20:34] By.
[20:35] Propp.
[20:36] By.
[20:36] Polenz.
[20:37] By.
[20:38] Kieffer.
[20:38] By.
[20:39] Bet.
[20:40] By.
[20:40] The decision was made 6-0.
[20:42] Thank you. Item number
[20:44] six—review and
[20:44] provide recommendations
[20:46] on the master
[20:47] plan for the development of a
[20:47] new outdoor restaurant and
[20:48] commercial
[20:49] entertainment area at:
[20:52] 1000 Pioneer Drive. Have
[20:53] inspections of the facility been conducted?
[20:56] Thank you.
[20:56] Okay, that's on the
[20:58] record. I also
[20:59] accept the
[21:00] staff report as part of the
[21:01] minutes. Please
[21:02] submit your
[21:03] resume.
[21:03] Thank you. So, the facility
[21:05] is located on
[21:06] Pioneer Island at
[21:07] the mouth of the Fox River. It
[21:09] has water access on
[21:10] three sides and borders
[21:11] public lands
[21:12] on the north and
[21:13] south ends of
[21:14] the island, and the
[21:15] property includes an existing
[21:16] tiki bar and
[21:17] parking
[21:18] lot from the
[21:18] previous
[21:20] Pioneer Inn resort. The applicant
[21:22] plans to build a
[21:23] restaurant on the site,
[21:24] as well as
[21:24] use it
[21:26] for commercial
[21:26] outdoor entertainment;
[21:28] this will include
[21:28] use of the
[21:29] existing tiki bar,
[21:30] seating and
[21:32] game areas, and
[21:32] an amphitheater with a
[21:33] temporary tent
[21:34] for concerts and
[21:35] weddings, which
[21:36] will be
[21:37] converted into a
[21:38] permanent structure in the future.
[21:40] The first phase of development
[21:41] will include a new
[21:42] accessory building,
[21:45] outdoor recreation and activity areas, and the
[21:46] proposed building
[21:47] will support the
[21:48] tiki bar and
[21:49] outdoor areas with
[21:50] fixed
[21:51] restrooms,
[21:52] cold storage,
[21:53] and storage
[21:54] space.
[21:55] Future phases of
[21:56] development
[21:56] will include
[21:57] construction of a new
[21:58] restaurant, a
[21:59] permanent
[22:00] event facility, an
[22:01] amphitheater and new
[22:02] parking. The facility
[22:04] will use the
[22:05] existing bridge
[22:06] access to the site from the
[22:07] Pioneer Drive side. There
[22:09] is also existing
[22:10] pedestrian access to the
[22:11] site from the
[22:12] pier to the south.
[22:15] According to regulations, the
[22:17] overall project
[22:18] requires 360
[22:19] parking spaces, and
[22:21] the plan provides for 341
[22:22] spaces. Therefore, the applicant
[22:25] requests permission to
[22:26] reduce the number of
[22:27] parking spaces
[22:28] compared to
[22:29] regulatory
[22:29] requirements. The applicant
[22:31] noted that there
[22:31] are 60
[22:33] parking spaces on Pioneer Drive,
[22:34] the facility has pedestrian
[22:35] access via a
[22:36] road bridge and
[22:37] from the pier to the south,
[22:39] and 28
[22:40] boat moorings
[22:41] for visitors.
[22:43] Staff have no
[22:43] objection to
[22:44] a slight
[22:45] reduction in
[22:46] parking spaces, as
[22:47] there is the option
[22:48] to use
[22:48] street parking
[22:49] , as well as pedestrian and
[22:51] water access for
[22:52] customers.
[22:53] Additional
[22:54] permits (BSM) will be required to
[22:55] increase the shoreline setback
[22:57] for the restaurant and
[22:58] reduce the
[22:59] shoreline and side setbacks
[23:00] for the existing
[23:01] parking
[23:02] lot to
[23:03] the north. Staff has
[23:04] no objections to
[23:05] increasing the
[23:06] waterfront setback for the
[23:07] restaurant and
[23:08] decreasing the
[23:09] waterfront setback for
[23:10] parking, as
[23:11] the site is not a
[23:11] traditional
[23:12] waterfront
[23:13] property,
[23:13] functions as a
[23:14] separate island
[23:15] property, and has no
[23:15] adjacent development to
[23:17] compare to.
[23:18] Staff also has no
[23:19] objection to the
[23:20] reduced lateral
[23:21] setback along the
[23:22] state lot on the
[23:23] northern edge of
[23:24] the property, as
[23:25] it borders a
[23:25] small area
[23:26] unsuitable for
[23:27] development. The applicant
[23:29] provided a conceptual
[23:30] plan for landscaping the
[23:31] area. It
[23:32] showcases a mix of
[23:33] tall trees and shrubs
[23:35] within and
[23:35] around the new parking lot
[23:36] , as well as
[23:37] around the
[23:38] proposed
[23:38] restaurant building and
[23:39] seating areas.
[23:40] The applicant is requesting a
[23:41] BSM to allow the
[23:42] current
[23:43] parking
[23:44] lot to exist without the
[23:45] required
[23:46] landscape
[23:46] islands, and the
[23:47] east and west
[23:48] rows of the new
[23:49] parking lot to exist without the
[23:49] required
[23:50] intermediate islands.
[23:52] Final
[23:53] landscaping plans and
[23:54] related BSM requests
[23:55] will be considered as
[23:57] part of the SIP submission
[23:58] for each phase.
[24:00] The applicant provided
[24:00] preliminary facades for the
[24:02] proposed
[24:03] accessory building
[24:04] and future
[24:04] two-story
[24:05] restaurants.
[24:07] Coastal Development District standards
[24:08] require that
[24:09] commercial buildings
[24:10] include at least
[24:11] 70% first-
[24:13] class materials on all facades
[24:14] , and a minimum of 25% of the
[24:15] first-floor facades must
[24:16] be dedicated to
[24:17] windows. Facades for the
[24:19] proposed
[24:20] buildings will be
[24:21] considered within the
[24:22] SIP submission for each
[24:23] phase, and here are preliminary
[24:25] renderings of the
[24:26] restaurant. And now—
[24:30] for the auxiliary
[24:31] building. Staff
[24:33] recommends
[24:34] approval of the GDP in accordance
[24:35] with the findings and
[24:36] conditions set forth in
[24:37] the report.
[24:41] Thank you very much for your
[24:42] report.
[24:43] Planning Commission, are there any
[24:44] technical questions
[24:45] for the staff? Mr.
[24:48] [ __ ].
[24:49] The island is just one
[24:50] area, right?
[24:51] That is, one
[24:52] developer owns the
[24:52] entire island, do I
[24:53] understand correctly?
[24:54] Right.
[24:55] Thank you.
[24:56] Vice Chairman Kiper.
[24:59] Um, I saw in the CIP plans a
[25:00] promenade for
[25:01] cycling
[25:02] around the
[25:03] island, if I'm not
[25:05] mistaken. So does this
[25:08] remain in effect, and is there nothing being
[25:09] built to
[25:11] prevent this, or is this still
[25:12] in the plans? Ahem. That
[25:14] 's right, it's still in the
[25:15] plans.
[25:16] OK. And later it
[25:17] will go around the
[25:18] entire island and
[25:19] return back
[25:20] to the pier.
[25:26] We are still in
[25:27] negotiations with various
[25:28] partners regarding this
[25:30] agreement, so the materials
[25:31] or exact route have not yet been
[25:33] finalized, but the
[25:34] work is ongoing.
[25:36] Of course. I know
[25:37] this has been a big
[25:38] problem from the very
[25:39] beginning of this
[25:40] project. This is land
[25:42] next to water, what
[25:44] could be
[25:45] done with it and what
[25:46] could be
[25:46] built on it, so I'm
[25:47] a little worried about
[25:48] that. Are
[25:52] there any other
[25:53] technical questions?
[25:56] Um, I see a
[25:57] lot of
[25:58] waterproof
[25:59] coating being added. How is this
[26:00] issue resolved? The
[26:02] engineering department
[26:03] will look into this from a
[26:04] stormwater management perspective
[26:06] Good. Are there any other
[26:09] technical questions? I don't
[26:12] see it, so I'm
[26:13] opening a
[26:14] public
[26:14] comment period. I ask
[26:16] the applicant to speak
[26:17] if he wishes. Is
[26:18] the applicant present and does
[26:19] he wish to make a
[26:21] statement? Please come to the
[26:22] podium and write down
[26:23] your name and address
[26:24] for our records
[26:30] I am Chet Weisenberg, Architects
[26:33] , 531 North Main Street;
[26:35] I am the applicant and
[26:35] represent the owner of
[26:37] the property. I don't have an
[26:39] official statement, but
[26:40] I'm ready to answer
[26:42] any questions I
[26:43] can.
[26:45] Thank you. Are there any members of
[26:46] the public who would like
[26:48] to speak or
[26:48] make a statement regarding
[26:49] this agenda item
[26:51] ? Is there anyone from
[26:53] the public who
[26:54] would like to make a statement
[26:56] regarding this
[26:57] agenda item?
[27:00] Okay, I don't
[27:01] see anyone, so I'm closing the
[27:02] public
[27:03] comment period. Would you like to
[27:04] make a closing
[27:05] statement? He
[27:07] refuses.
[27:08] Okay, Planning
[27:09] Commission, it's your turn for
[27:10] action.
[27:11] I propose
[27:11] to recommend
[27:12] approval of this
[27:13] agenda item
[27:13] and to adopt
[27:14] the conclusions and
[27:15] recommendations
[27:15] set forth in the
[27:16] staff report. I
[27:17] support.
[27:17] We have an offer and
[27:19] support. Are there any
[27:20] discussions regarding
[27:21] this proposal? Miss
[27:22] Prop.
[27:23] I also have a question
[27:24] for you. You know what?
[27:26] Today is my
[27:27] question day. Um, as we
[27:28] all know, the
[27:29] Pioneer facility gets
[27:31] more attention from the public than
[27:32] probably any
[27:33] other place in Oshkosh
[27:35] . And I
[27:39] was pleased to see,
[27:40] during my attempt
[27:41] to inspect the facility,
[27:42] as it was
[27:43] closed,
[27:44] barricaded with
[27:45] chains, that the
[27:46] marina was thriving.
[27:49] So I'm just thrilled
[27:50] about it. Um,
[27:53] but in my personal
[27:55] opinion, and I think it's
[27:56] shared by many,
[27:57] this is a serious
[27:58] underuse of what is
[27:59] probably the most valuable
[28:01] property on Lake
[28:02] Winnebago. And I
[28:06] mean, it seems...
[28:08] well, the restaurant is not
[28:09] bad. It's definitely a
[28:13] good use,
[28:14] but everything else...it just
[28:18] feels like we're not
[28:19] using this
[28:21] facility to its full
[28:21] potential, which to
[28:23] me would include
[28:24] some kind of apartment
[28:25] complex or a hotel
[28:26] or something like that. Um,
[28:29] and besides, I guess my
[28:30] main concern
[28:32] right now is
[28:33] that it's probably not
[28:34] only the most valuable
[28:35] property, but also the
[28:36] most neglected
[28:38] and shameful. We have to
[28:41] admit that the bushes
[28:42] have grown, and it
[28:43] looks like
[28:44] no one cares.
[28:49] So are there any plans
[28:50] to get those
[28:51] overgrown shrubs
[28:52] along your side of
[28:54] Pioneer Drive in order?
[28:59] Well, I guess I would say that I
[29:00] think the facility has improved a lot in the
[29:01] last few years
[29:04] . It is the
[29:05] use of this
[29:06] area and the
[29:07] attraction of people there that
[29:08] brings about improvements
[29:09] every year. I saw it. I have
[29:11] been working on this
[29:12] property with the
[29:13] developer for 10
[29:14] years. This is a very
[29:15] complex area with
[29:16] all sorts of problems
[29:18] associated with it. And,
[29:21] uh, I applaud what
[29:22] they did with Tiki
[29:23] Bar, bringing
[29:25] people in and activating
[29:26] that space. And I
[29:28] think there are improvements every
[29:29] year
[29:31] OK.
[29:32] And this is a step—this is the first
[29:34] step, uh, to get
[29:35] more people
[29:36] out, to get
[29:37] more people into the
[29:38] Pioneer Islands.
[29:39] Personally, I think this is a
[29:41] good step
[29:42] forward.
[29:42] OK.
[29:43] And this will be—the overall
[29:44] development plan
[29:45] will also be phased. So,
[29:47] as
[29:48] Brian seems to have hinted, the
[29:49] first phase is an
[29:50] auxiliary building
[29:51] to support the Tiki
[29:52] Bar, as well as
[29:53] creating all the, uh,
[29:55] recreational activities,
[29:56] improving the
[29:57] landscaping,
[29:58] and kind of
[29:59] gentrifying this whole
[30:00] southern
[30:01] half of the island, or
[30:02] southern quarter of the
[30:03] island, let's say.
[30:05] And then the second phase
[30:06] will be the restaurant, which
[30:07] we—you can see
[30:08] the blueprints. We
[30:09] are working on it and
[30:10] it is developing. We have
[30:11] weekly
[30:11] meetings
[30:12] to design the
[30:13] restaurant. So, this
[30:14] will be, uh, the second phase.
[30:16] We hope
[30:17] to launch it
[30:17] within the year. And
[30:19] then, uh, after that, there's the
[30:21] event center. And we're
[30:24] leaving the northern
[30:26] part of the site
[30:27] free for another
[30:28] developer, or
[30:29] maybe for me,
[30:30] maybe for someone
[30:31] else, to come in and
[30:32] do something
[30:33] beautiful that will
[30:34] benefit the city. And I
[30:38] can say on
[30:39] behalf of the owner, it
[30:40] was—it was their
[30:41] desire from the
[30:42] beginning—to create
[30:43] something great for
[30:44] Oshkosh.
[30:46] OK.
[30:47] They are working on it
[30:48] OK. Uh, and this
[30:50] improvement, let's call
[30:51] it a giant
[30:52] parking lot. Uh, it
[30:58] won't interfere with
[30:58] further
[30:59] development plans, you know,
[31:01] whatever's in
[31:02] someone's mind, uh.
[31:05] This will probably happen. This will
[31:06] probably happen. But
[31:08] the parking lot that we
[31:09] show in the
[31:10] southern part of the
[31:11] site will appear, it
[31:12] will be new and
[31:13] improved, and it
[31:14] will work with the
[31:15] southern half of the
[31:16] site. In the northern
[31:17] part, we plan to
[31:18] temporarily
[31:19] improve the existing
[31:20] parking lot. So it's a kind of
[31:22] land storage.
[31:23] It will not remain
[31:24] a parking lot. This is not the
[31:26] goal.
[31:26] Oh, okay. I didn't—I
[31:28] misunderstood
[31:29] This—this—this.
[31:30] I couldn't—I couldn't.
[31:31] This is a restoration of what
[31:32] is there.
[31:33] It's hard to tell from
[31:34] the diagram where the
[31:35] parking was on the
[31:36] south edge.
[31:39] Of course.
[31:40] OK. What about
[31:42] clearing away the
[31:42] cluttered bushes?
[31:46] Please. Please.
[31:47] I can convey that. I, don't, uh, I don't know. We have
[31:51] n't discussed
[31:52] plans for this,
[31:53] except for the southern
[31:53] part of the site. They
[31:55] plan to add
[31:55] a few more
[31:56] boat moorings and
[31:57] definitely want to
[31:58] tidy things up there.
[31:59] Yes. Well, no. That's good.
[32:01] But I'm concerned... What
[32:02] really concerns me is
[32:03] those horrible
[32:04] thickets on Pioneer Drive
[32:07] Ugh.
[32:07] Right off Pioneer
[32:08] Drive. Because it
[32:09] doesn't add any appeal at all
[32:12] You know, it
[32:13] repels me. I was thinking, "
[32:14] Where should I go? Do you know
[32:16] where to look?" "Where should
[32:18] I go?" So I...
[32:19] If we can't
[32:20] demand this from you
[32:21] , I'll insist on it
[32:23] . You and the
[32:25] owner.
[32:26] I'll pass it on.
[32:28] Good. Thank you.
[32:29] OK. Is there any further
[32:30] discussion on this
[32:31] issue? Mr. Polik,
[32:32] do you want to
[32:32] say something?
[32:33] Uh, first a
[32:34] comment. I haven't been there in
[32:35] probably 8 years. It
[32:36] looks better than I
[32:37] remember from 8-10 years ago
[32:38] . So,
[32:39] good job. Uh, in
[32:41] your opinion, is there a
[32:42] real chance in the
[32:43] next decade
[32:44] that
[32:45] apartments,
[32:46] condominiums, or a
[32:47] hotel will appear there? Is there a real
[32:48] chance in the next
[32:49] decade?
[32:50] I really
[32:51] hope so, Dan. I
[32:52] mean, a lot of
[32:53] people are trying to make it happen
[32:55] Good. Thank you. Is
[32:57] there any further discussion on
[32:59] this issue? Thank you.
[33:03] I don't see anyone willing.
[33:05] So, let's
[33:05] have a roll call
[33:06] vote,
[33:07] please.
[33:07] Bulow.
[33:08] By.
[33:09] Head.
[33:09] By.
[33:10] Crump.
[33:11] By.
[33:11] Pollock.
[33:12] By.
[33:13] Kiefer.
[33:13] By.
[33:14] Perry.
[33:14] By.
[33:15] The proposal passed
[33:17] 6-0.
[33:17] OK. Item number
[33:18] seven—Review and
[33:19] make recommendations
[33:20] on an amendment to the
[33:21] specific
[33:23] implementation plan for the
[33:24] open
[33:25] storage site at
[33:27] 3815 Orion Street, Generac Power
[33:28] Systems Building. Were
[33:30] any inspections conducted at the
[33:31] facility?
[33:32] Thank you.
[33:33] This is recorded
[33:35] in the minutes. Uh, I'll
[33:36] also accept the
[33:37] staff report as part of
[33:38] the minutes, so
[33:39] please submit
[33:40] your resume.
[33:40] Thank you, Mr. Chairman. Er
[33:42] , the facility consists
[33:44] of an existing
[33:46] 22.6-acre industrial site.
[33:47] The site has
[33:48] zoning for heavy
[33:49] industry and a
[33:50] development plan.
[33:51] The property
[33:52] is located on the
[33:52] northwest
[33:54] corner of Oregon Street and
[33:55] West Ripple Avenue. Uh,
[33:56] existing structures
[33:58] include a manufacturing
[33:59] building, uh, a large
[34:01] parking lot, a storage
[34:02] pond, and
[34:04] existing open
[34:05] storage areas
[34:06] approved in 2022 and
[34:08] 2024. The surrounding
[34:11] area includes
[34:12] institutional and
[34:13] industrial facilities to
[34:14] the north, residential and
[34:15] undeveloped land to
[34:17] the east and south, and an
[34:18] industrial
[34:19] facility to the west. This
[34:22] facility and the surrounding
[34:23] area
[34:23] are located within the
[34:25] aviation
[34:25] industrial park and
[34:27] consist of
[34:27] industrial facilities. The
[34:30] 2040 Comprehensive Land Use Plan
[34:31] recommends
[34:32] using this
[34:33] area for
[34:34] industrial purposes. In
[34:37] September 2022, the
[34:38] City Council
[34:38] approved a
[34:39] zoning change,
[34:40] master
[34:41] development plan, and
[34:42] special
[34:43] implementation plan to
[34:44] allow for exterior
[34:45] storage on
[34:46] the north and
[34:47] west sides of the
[34:48] existing manufacturing
[34:49] building. And in September
[34:52] 2024, the City Council
[34:53] approved an amendment to the
[34:55] special
[34:56] implementation plan regarding
[34:57] additional space for
[34:58] outdoor
[34:59] storage at this
[35:00] site.
[35:03] The applicant is currently requesting
[35:05] approximately 60,326
[35:06] square feet of
[35:08] outdoor
[35:09] storage space in the
[35:10] front yard. The
[35:13] proposed
[35:14] site includes an
[35:15] existing asphalt
[35:16] surface and a grass
[35:18] area. New
[35:19] asphalting or
[35:20] other
[35:21] waterproofing is not
[35:21] planned. The new
[35:23] storage area
[35:24] is located
[35:25] approximately 70 feet
[35:26] from the western boundary of the
[35:27] site and 15 feet
[35:29] from the southern boundary.
[35:31] The applicant requested a
[35:32] change to the baseline
[35:33] standard because the
[35:34] expanded
[35:35] storage area would have a
[35:36] 15-foot setback from the
[35:37] southern boundary,
[35:39] while the code requires a
[35:40] 30-foot setback for the
[35:41] front yard. According to
[35:44] the applicant, this
[35:45] zone will provide
[35:46] security for the southern
[35:47] entrances to the site,
[35:48] including access to the
[35:50] loading docks and
[35:51] waste compaction areas,
[35:52] while providing
[35:53] screening for the
[35:54] external
[35:55] storage of their
[35:56] large frames on
[35:57] site. Staff
[36:02] supports this
[36:03] BSM request for a reduced
[36:05] storage area setback along the
[36:06] southern boundary
[36:07] as it is
[36:08] integrated into the
[36:09] existing industrial
[36:10] use of the site
[36:11] , supports the safety of
[36:12] operations, and is compatible with
[36:13] surrounding
[36:14] industrial
[36:15] land uses
[36:16] to the north and west.
[36:20] Outdoor
[36:21] storage areas must
[36:22] be screened by a
[36:23] solid fence
[36:25] 8 feet high. However,
[36:27] front yard fences
[36:28] are limited to a height of 4
[36:29] feet. The applicant is requesting a
[36:31] BSM to
[36:31] allow
[36:32] the installation of an
[36:34] 8-foot high solid fence in the
[36:35] front yard.
[36:36] The applicant plans
[36:37] to install a
[36:39] chain-link fence with
[36:39] privacy slats
[36:41] that will match
[36:42] the rest of the fencing on the
[36:43] property. Staff
[36:46] supports the
[36:47] proposed
[36:47] additional
[36:49] outdoor
[36:49] storage area and
[36:50] associated
[36:51] fencing
[36:52] as this
[36:52] use is
[36:53] consistent with the current
[36:54] use of the site.
[36:57] According to the
[36:58] landscaping plan, the code
[37:00] requires 10
[37:01] landscaping points for every
[37:02] 1,000 sq. ft.
[37:03] of total
[37:04] additional
[37:05] outdoor
[37:06] storage area. The landscaping plan
[37:11] calls for
[37:12] the preservation of all
[37:13] existing vegetation
[37:14] on the site, as well as
[37:16] the addition of approximately 585
[37:17] points depending on
[37:18] the size of the expanded
[37:20] storage area. You
[37:23] need to get
[37:25] approximately 603 points.
[37:27] The proposal
[37:28] provides a total of
[37:30] 1,095 greening points
[37:31] through a combination of
[37:32] retained existing
[37:34] plantings and new
[37:35] plants. Additional
[37:38] landscaping will
[37:39] enhance the appearance of
[37:40] the lot and help
[37:41] offset the
[37:42] requested setbacks
[37:43] for the 8-foot
[37:44] solid
[37:45] front yard fence
[37:46] and the
[37:47] reduction in setback
[37:48] from the boundary. The plan
[37:49] includes evergreen
[37:50] trees that
[37:50] will help visually
[37:52] conceal the
[37:52] proposed
[37:53] solid fence. In
[37:55] light of this,
[37:56] staff recommends
[37:57] approval of the amendment to the
[37:58] implementation plan
[37:59] in accordance with the findings
[38:00] and conditions
[38:01] set forth in the
[38:02] staff report.
[38:04] Thank you very much for your
[38:05] report.
[38:06] Planning Commission, are there any
[38:07] technical questions?
[38:08] Mrs. Prop?
[38:10] Today I do everything.
[38:11] Yes, I'm a little
[38:13] confused again. This
[38:16] outdoor storage location will be
[38:17] along Ripple Avenue,
[38:18] not along Oregon.
[38:21] Right.
[38:22] Good, because I didn't want
[38:23] their front
[38:24] yard—it's
[38:26] beautiful there. But I consider the
[38:27] front yard to be the one
[38:28] on Oregon.
[38:29] Maybe it's
[38:30] not technically their front
[38:31] yard.
[38:32] Yes, yes.
[38:33] Okay, okay. Well,
[38:35] thank you. Do
[38:36] you have any other technical
[38:37] questions for the
[38:38] staff? Okay,
[38:44] I see there isn't. So, I am
[38:45] opening a
[38:46] public
[38:46] comment period to
[38:47] invite a statement from the
[38:48] applicant, if they
[38:49] wish. Is
[38:50] the applicant present and
[38:51] does he wish to make a
[38:52] statement?
[38:53] Okay, the applicant
[38:54] refuses. So, are
[38:55] there any members of
[38:57] the public who
[38:58] would like to make a
[38:59] statement? Does anyone from
[39:02] the public wish to
[39:04] make a statement? Okay,
[39:07] I see there isn't. So, I am
[39:09] closing the
[39:10] public
[39:10] comment period. Does
[39:12] the applicant wish to make a
[39:13] closing statement?
[39:14] They refuse.
[39:15] So,
[39:16] planning commission, the floor is
[39:17] yours.
[39:17] I propose
[39:18] to recommend
[39:19] approval of the
[39:19] general item and
[39:20] to adopt the conclusions and
[39:21] recommendations
[39:22] set forth in the
[39:23] staff reports. I
[39:24] support.
[39:24] We have a proposal and
[39:26] its support. Are there
[39:27] any discussions
[39:28] regarding this proposal?
[39:31] Are there any discussions
[39:32] about the proposal?
[39:34] Okay, I see there isn't.
[39:35] Please, let's hold a
[39:37] roll call vote
[39:38] Buhler.
[39:38] By.
[39:39] Head.
[39:39] By.
[39:40] Crump.
[39:41] By.
[39:41] Pollock. Kiefer.
[39:43] By.
[39:44] Perry.
[39:44] By.
[39:45] The proposal passed
[39:46] 6-0.
[39:47] Okay, now
[39:47] let's move on to other
[39:48] issues. The next
[39:50] planning commission meeting
[39:51] is scheduled for
[39:52] Tuesday, October 20,
[39:53] 2026. Are there any more
[39:54] questions from the
[39:55] planning department? No?
[39:56] The last item on the
[39:57] agenda is
[39:58] the closing of the meeting.
[39:59] I suggest closing it. I
[40:00] support.
[40:01] We have a proposal and
[40:02] its support. Is there any
[40:03] discussion on
[40:04] this proposal?
[40:04] No.
[40:05] Okay, we can have a
[40:07] voice vote. Those in favor,
[40:07] say "yes."
[40:08] By. Is
[40:09] anyone against it?
[40:11] The meeting is closed.
[40:13] Thank you.
[40:14] We don't have any
[40:15] seminars tonight.
[40:41] Hooray.
