[0:50] is the approval of the agenda there are no changes so I would look for a motion

[1:08] tonight but Mayor Tom you have a couple of proclamations for us I do and the

[1:14] first one is botana senior high school deca deca weak proclamation of ever 13th

[1:20] to 17th 2017 and it reads whereas this school is concerned with a business

[1:28] education and training of students for productive satisfying careers and

[1:33] whereas Dec as recognized by the United States of Department of Education as a

[1:39] national Career and Technical student organization and is an equal part of

[1:46] Career and Technical Education and whereas Dec is helping to develop

[1:50] leadership abilities controversy and business marketing entrepreneurship and

[1:56] interest in American business system now therefore I do Pitts hereby designate

[2:02] November 13th to the 17th 2017 as deca week and urge all citizens

[2:08] to assist in according this observation the attention and importance is so

[2:15] readily entitled assigned Thomas a quotes mayor of the city of otoño

[2:19] Zachary is a great program for our high school

[2:23] there were several students that are involved in it the stock businesses they

[2:28] sell stock they do a lot of different things so we need to fully support that

[2:34] program with to our school system the other one is the proclamation the city

[2:40] of otoño whereas the city of otoño in the state

[2:44] of Minnesota has a significant interest in the continued vitality of general

[2:49] aviation aircraft manufacturing aviation education institutions aviation

[2:55] organizations and community airports and whereas general of aviation and the

[3:01] Owatonna Dec new regional airport has an immense economic impact on the city of

[3:08] Wattana and whereas Minnesota is home to 135 public-use airports which serve

[3:16] eleven thousand nine hundred and seventy two pilots and five thousand six hundred

[3:20] seventy nine active general aviation aircraft and whereas Minnesota is home

[3:26] to one hundred and eleven fix based operators fifty-two repair

[3:31] stations eighty-three helicopters thirteen FAA approved pilot schools 2033

[3:39] flate students in two thousand six hundred and twenty seven flight

[3:44] instructors and whereas general aviation in Minnesota contributes over 5.3

[3:50] billion to the state's economic annually and whereas general aviation only

[3:57] supports Minnesota economically it improves overall quality of life by

[4:03] supporting emergency medical and healthcare services law enforcement

[4:08] firefighters disaster relief and by transporting business travelers to the

[4:13] destination quickly and safely and whereas the nation's aviation

[4:18] infrastructure represents an important public benefit and congressional

[4:24] oversight should be in place of this system to ensure that it remains a

[4:28] public system and serves community of all sizes now I Thomas a Coates mayor of

[4:34] the city of otona do hereby proclaim general aviation a vital strategic

[4:39] resource to the city of otoño and declare November 2017 to be general

[4:46] aviation month day to dissapoint first day of November 2017 ok Thank You mayor

[4:53] next up is the consent agenda and that consists of minutes permits and licenses

[5:00] boarding commission reports Department monthly reports contracts agreements and

[5:05] other miscellaneous items that are grouped together for their Council to

[5:08] look at previous to the meeting prior to the meeting and vote on collectively so

[5:14] I'd look for a motion on the consent agenda motion to approve the consent

[5:54] $42,500 Department of Corrections that is the work release crew semiannual

[5:58] payment twenty one thousand four hundred dollars otona heating and cooling for IT

[6:03] equipment room fifty one thousand five hundred fifty six dollars to the city of

[6:08] county auditor that is third quarter LEC shared costs sixty seven thousand five

[6:15] hundred dollars once a construction that is to demo the houses on the flood

[6:20] mitigation DNR grant other expenditures tonight are three hundred six thousand

[6:25] five hundred ninety six dollars making tonight's total expenditures for

[6:29] your present for approval of five hundred five hundred forty four thousand

[7:10] prompted mainly we we talked about doing some improvements to the role that takes

[7:17] you into a lake kuhlmeier in the parking area the funding options we're looking

[7:22] at would some of them require that it be for a street and that's not been named a

[7:29] street the beach house basically has a Moser Avenue address and so this

[7:36] resolution is just designating that driveway that takes you from Moser to

[7:41] the beach house as kuhlmeier Drive we're all we would also be changing the

[7:48] address of the beach house to 1295 kuhlmeier Drive that'll be in a line

[7:53] with our emergency 9-1-1 address teen standards that we have there just be

[8:00] some minor things that would be needed street sign the address on the building

[8:05] and and that would be a about it so staff would recommend approval of naming

[8:11] of the what's considered the driveway and to L'Ecole Moyer is kuhlmeier drive

[8:55] utility project are declared to be that 1.2 million dollars that's outlined in

[9:00] the resolution of those costs four hundred ninety three thousand eight

[9:05] hundred and nineteen dollars and forty six cents will be proposed as

[9:08] assessments the resolution sets forth the date of public hearing on these

[9:13] assessments for December 19th this is the next step in the process of

[9:19] approving those costs for assessments and staff would recommend approval okay

[10:59] fifteen thousand dollars in pending assessments against the property that

[11:03] will have to be pre apportioned between the two there are services that will

[11:12] need to go into that second lot and those will happen at the time that a

[11:15] building permit is pulled for that we didn't want them to go back into the

[11:20] street right after completing the improvements so staff would recommend

[11:24] approval that's per Planning Commission with the conditions listed on the staff

[12:07] currently on this parcel there are two buildings community bank is on this

[12:13] parcel as well as an office building to the east the Barrington's would like to

[12:18] split the property so that each of the buildings could be owned separately and

[12:23] are proposing a split that would go down that that common driveway between the

[12:29] two buildings the applicant would need to provide a joint parking access and

[12:34] maintenance agreement for the parking lot areas this will also cover the

[12:38] shared driveway that runs in between the two the staff is recommending that it

[12:45] goes straight in line with that joint driveway even though it doesn't provide

[12:50] 100 foot of frontage on Bridge Street it is the most logical place to do with the

[12:56] intention of the owners is there's a house that sits in front of that office

[13:01] building they would like to purchase that at some point in time and combine

[13:06] that as part of the parcel for that building on the east side so I did go to

[13:11] Planning Commission at their last meeting and they did recommend they had

[13:15] no objections and they did recommend approval so staff would recommend

[13:18] approval for the lot split okay thank you right

[14:39] football team is playing for the state championship Saturday and if we have

[14:44] fans inning close to what we had last Friday night or Saturday net it'll be

[14:49] exciting up there and congratulations to the to the football players in the

[14:54] school they've had a successful season thank you Kevin Brent

[14:58] I'm just want to remind everyone that just Saturday November 20th your small

[15:06] community good idea Doug I just want to wish everybody a Happy Thanksgiving and

[15:31] blessed with such great music people in Owatonna in the singing and the plant it

[15:37] was just a fantastic opportunity and katana is truly blessed with

[15:43] everything so we have got a lot to be thankful for on Thursday so happy

[15:48] Thanksgiving everybody that's great Chris I have just a couple of things

[15:52] just a reminder about the holiday lighted parade which will be held

[15:56] downtown November 30th beginning 6:00 p.m. kind of kicking off our holiday

[16:02] shopping season downtown with our main streets and everyone also the Canadian

[16:06] Pacific Holiday Train will be coming to Owatonna on December 5th it'll stop at

[16:12] the same place that stopped before over by the bus company and winger's out

[16:18] there it'll be in town at 405 to be precise they have about a half hour

[16:25] where they have some musical entertainment and then they present to

[16:29] check to our our local food shelf and and then they move on to the next town

[16:33] so some fun things to look forward to great Thank You Chris and I just wanted

[16:38] to thank all the councilmembers and mayor and Chris for attend we attended

[16:43] the coalition of Greater Minnesota cities this past week a lot of people

[16:47] don't realize that part of our job is we interact with the state legislature and

[16:53] fight for things for the city to make it on a better place and we get together

[16:59] every now and then and talk about what a strategy is to accomplish that goal so

[17:04] thank you for all those who attended and I wish would like to wish everybody
