[0:31] stating that they wanted to meet with all of the mayors

[0:35] on monday june 27th at 6 00 p.m it'll be a public

[0:41] i mean you know you all could come it's going to be in the historic courthouse

[0:46] commissioners meeting room at six o'clock monday june 27th

[0:51] to talk about splost they also sent

[0:55] over with that letter their proposed

[1:00] distribution of or allocation let's say of

[1:04] what they projected in terms of revenue from the splost

[1:09] and a draft intergovernmental agreement

[1:13] so this has all been

[1:16] real short you know fused in terms we just got it

[1:23] the long and short let me just give you the

[1:26] sorry the long short of it is they were proposing a six year splost

[1:31] and they were proposing to use strictly the percentages of population

[1:36] and um so the

[1:41] implication of that on oxford explicitly under their um

[1:48] under there for five years

[1:51] based on their estimate of 108 million for six years

[1:56] when you divide that by six and then get an annual figure and multiply it has

[2:00] five just for comparison of what we got this uh what we were allocated

[2:05] for the 2017 supplies for the 2017 plus we were allocated 1.5

[2:10] million i believe somewhere around that number and five years would get us 1.846

[2:18] um and six years would get us 2.216

[2:23] based on us being 2.3 percent i'm sorry 2.05 percent of the

[2:31] county population however

[2:36] we met with the mayor we had met i met bill and i met with the mayors and city

[2:40] managers a couple weeks ago and that was what led to the prodding to get the

[2:44] county to take action we met just today and the um

[2:51] consensus was sorry

[2:55] sorry the consensus of that meeting

[2:58] was to um

[3:02] not accept the county's proposal but rather to suggest which which would

[3:08] the county's proposal sorry uh would mean that they would receive 82.73

[3:16] of that 108 million dollars because that is um

[3:21] their percentage of the county population is in terms of unincorporated

[3:25] area which we all

[3:30] agreed was not appropriate because of disproportionality of

[3:34] where revenue is generated and the intensity of use of public service

[3:38] infrastructure and services and so we will when we meet with them

[3:44] when we meet on monday um frank turner will

[3:49] he's going to convey before then but he will be the voice

[3:53] of that we propose the county receive 76 percent

[4:00] of the splost funds which is i think one pers is that one percent

[4:07] more than they got previously i think so

[4:10] in the in the 2017 splash but still seemed like a reasonable

[4:16] suggestion so the game has just begun in terms of

[4:20] negotiation we're hoping that they will just that they will

[4:23] um go along with that but it seems that

[4:26] they're playing a bit of a

[4:28] game of chicken with the cities and so the cities are talking and we're

[4:34] trying to make sure that

[4:37] we are all unified so i if you all have other thoughts on that it's just been we

[4:42] had to meet today to talk before i had a chance to talk to y'all but i wanted you

[4:45] to know that that's in discussion

[4:48] and of course that's just to get it on the ballot and then folks have to vote

[4:53] on it so i guess

[4:55] and then i'm sorry this is also the year by the end of this year calendar year we

[5:01] have to reauthorize uh the lost um allocation distributions

[5:08] and um we have until december 31st of 2022

[5:14] to submit to the department of revenue what our lost uh allocation will be

[5:21] the county has to submit by july 1st

[5:26] they have to submit to the department of revenue their intent to reauthorize

[5:30] uh the lost if they do not then any city within the jurisdiction can notify

[5:37] depart revenue that we intend to

[5:40] have it really and then i think it's 50 percent of the city's support it get it

[5:44] goes forward if they will not negotiate agree on a

[5:48] reasonable allocation for lost we have an option of going into um

[5:54] our arbitration to and then but the default is to

[5:59] population figures for that so

[6:02] anyway just throw it out there jim i don't know if you had any questions you

[6:05] look like you maybe have questions but if any of y'all have questions i'd be

[6:08] happy to answer them now based on what we've talked about just in the last week

[6:14] nothing okay this is a same dialogue that we've

[6:19] heard back before the 2017 squash

[6:24] of course the numbers are changing because the income has changed yeah yeah

[6:30] it's the same push and pull and of course there's new faces all

[6:34] around the cities and the county yeah but

[6:39] calmer heads prevailed and a percentage is agreed upon that everybody's been

[6:44] able to live with yeah and i think that's

[6:47] where the mayor's need to go is to push back for that percentage again

[6:51] and and i mean we recognize there's no one on uh in on the county commission or

[6:57] in senior positions of staff that were around when the 2017 splash

[7:03] was passed or the 2011 lost was was negotiated so i think it's 2011 was last

[7:10] anyways 10 years ago um so

[7:14] we weren't sure if they knew how to do things so we were trying to counsel them

[7:19] on what needed to be done and they have taken steps on splost they they said

[7:24] they didn't want to talk about lost yet but we all feel very strongly that we

[7:29] need to be negotiating both at the same time one thing because

[7:32] timing but the other thing is just it doesn't make sense to have two different

[7:36] rules really um

[7:38] so just that that is in the works if you want to come and

[7:42] uh be a part of that meeting on monday please do

[7:46] and i'll be happy bill and i'll be happy to share with you the information we

[7:50] have from the county and the information we discussed in in our meeting this

[7:54] morning we were all just trying to play the

[7:57] numbers and saying well okay what if what if this what if that

[8:01] um but but one thing we do need to do as a

[8:04] council is decide what our uh allocation will be

[8:10] among the categories of projects and bill uh we can send out everybody what

[8:15] we you and i kind of brainstormed as a

[8:18] thought really based on what we've done in the past you know some to public

[8:22] safety some to transportation some to infrastructure you know i.e water and

[8:27] sewer and uh

[8:30] roads so we'll get y'all's input on that we

[8:34] want we can talk more about that uh in the july work session if y'all want

[8:40] but sorry i just wanted to share that while it was uh

[8:43] hot off the presses

[8:46] um so that covered lost and splost

[8:50] um one other thing that sought out the

[8:53] president i and i haven't had a chance to to talk to any of you all about is um

[8:58] i had communication with ribbian and they have submitted to be in our

[9:03] parade and are gonna uh intend to drive uh one

[9:07] of their trucks in the parade and so i said well you know maybe

[9:11] we could use as one of our transports for vips and

[9:16] then have more vips we can put in the in the

[9:20] prices we i think we have two jeeps i think roseberry actually said uh mayor

[9:25] formerly roseberry i think he said he's got a miata somebody's gonna

[9:29] car him around so we've got it's it'd be a great opportunity to get

[9:33] you guys the other council members maybe our you know

[9:36] uh planning commission chair our trees parks recreation chair dda chair maybe

[9:42] get some other community leaders in the you know out there in these uh

[9:48] more high visibility so anyway just wanted to share that with

[9:52] you because it might change the way we

[9:55] line people up or organize or whatever but it was pretty cool that they they

[10:00] wanted they wanted to be in our parade they and they wanted to put one of the

[10:03] trucks in the parade so

[10:06] more more being smart about getting trying to build rapport in the community

[10:14] should stick around to at the park yes and let folks see the you know see the

[10:18] truck absolutely um they've made a few missteps thus far

[10:24] yeah so they're trying to make up for it i think they

[10:26] they realize they want folks to get to know them and understand they're not the

[10:29] type of company that's gonna you know destroy the environment and um

[10:34] you know exploit natural resources et cetera don't we have some kind of

[10:37] personal relationship with the caribbean company yeah i guess full disclosure of

[10:42] my son's going to work for you he's interned in the past two years and

[10:47] uh and he's going out to california to work for them uh

[10:51] leaves on the third so he won't be there for the parade but um yeah so i do have

[10:56] obviously that personal connection and that my son

[10:59] in turn interim with them don't hold that against me but anyway i

[11:04] think it's good for the community for them to have

[11:07] an opportunity to be there and i think it supports our

[11:10] ethic of sustainability and so it seemed like a good win-win for me

[11:57] for hiring deputy sheriffs for july 4th who

[12:01] has details on that this does not cover about any

[12:04] governmental agreement uh

[12:09] no you mean like the existing

[12:12] responsibilities of the can of the i don't i think they operate by the fact

[12:16] that they are responsible to cover us as the jurisdiction of their

[12:20] i don't know that we don't have a separate iga with them dude

[12:25] so to answer your question this is we're gonna have to pay the

[12:28] sheriff's department deputies to come and

[12:30] assist us with the parade as a matter of fact i called the uh

[12:35] sergeant redlinger jack redlinger and then i invited him up the parade and

[12:41] his first response was like man i wish that you were i hoped you weren't going

[12:45] to call me and tell me y'all were having that parade this year

[12:48] he said i've got to have 10 deputies committed to their events one fourth

[12:55] so i did tell him we were taking it off of

[12:58] 81 but we do need some assistance and so he agreed to find us in three deputy

[13:04] for four deputies to assist us

[13:09] so we discussed it at the parade meeting and it was

[13:13] the decision was made that needed to be ran through

[13:16] city attorney and he recommended the contract

[13:20] be signed in order to pay the deputies to assist us with traffic

[13:25] but the funds the funds will go through the sheriff's department to pay the

[13:29] deputies or we'll pay today we'll pay the

[13:31] deputies director this is sort of like an off duty so each

[13:36] each of the officers will sign with that kind just to give you a little bit more

[13:39] uh background just because they are short staffed i did send an email out

[13:43] over the weekend and

[13:46] i was contacted by sergeant redlinger and advised that the sheriff's

[13:50] department are accepting no prisoners at the job due to

[13:55] staff shortages and officer concerns unless it is a felony so if we arrest

[13:59] someone we take them and they fingerprint them and they release them

[14:03] so when i asked them to have a prisoner

[14:06] transported to the city court who was arrested for a

[14:10] outstanding warrant i was advised then that we have to hire

[14:13] all duty deputies to have him transported from the jail to the court

[14:18] so we had to make some movement and discussion with

[14:22] the judge and the solicitor to hear the cases

[14:26] and then when one officer had to go and transport the suspect defend it back to

[14:30] court

[14:32] if we hired a deputy to transport a prison

[14:38] does he have to sign a contract i don't know that's i've never had to

[14:43] we've never had to sign a contract before the reason i keep asking the

[14:46] question i'm not sure councilmember i just

[14:49] stopped but knowing that an attorney was asked that's exactly the

[14:54] quick answer you're going to get from an attorney take a

[14:57] it's always been my understanding in my experiences working off part-time duty

[15:01] jobs as a police officer is that you request it through your department if

[15:05] your department agrees and allows you to work that job

[15:08] then you recover to work that

[15:11] job as if you were working on duty in my previous department that if you

[15:16] were working a part-time job at the location and the call went out and they

[15:20] expected you to respond to that call because

[15:23] your police officer on duty working

[15:26] if you're working in the walmart west of challenger or the home depot and there

[15:30] was something that happened across the street or around the corner they would

[15:33] want you to respond because you're there so that was part of the agreement with

[15:37] the officers to work a part-time job often

[15:40] but i've never signed a contract in my career

[15:44] why can't you and your officers transport

[15:49] we can that's what we had to do this person that was transported was six

[15:55] foot three three hundred and eighty pounds

[15:57] uh he was transported from one jail to the

[16:01] next shelf here and after he got to the newton county

[16:04] jail it was my understanding he was still in the holding cell because we had

[16:07] another inmate to take that next day and apparently he was giving the

[16:12] sheriff's department a very hard time at the jail with the fighting

[16:18] so i myself had to attend the chiefs

[16:21] conference at that time not out of congress but the chief's training it was

[16:24] required by the law and we had two officers here

[16:28] so it was not at that time it would not have been safe

[16:31] for one to transport but we made arrangements we had to order uh a leg

[16:37] shackle and what's called a waist belt so where you could handcuff them to the

[16:40] waist there's not in here there never was any

[16:43] here at the police department so we didn't order those and we were able to

[16:47] get him here without insulin normally we will

[16:50] be able to transport them now we have four

[16:53] personnel so we there's no problem with two to go and get an inmate and then to

[16:57] have two still getting four we have to man the board

[17:03] uh for unfortunately stand right here by this podium for about four hours

[17:07] while the judge is here and we hear the cases we have to have them come into a

[17:11] metal detector we want them and they can try it so we do have to

[17:15] provide the security

[17:19] that was the that was the only hiccup we had at that time

[17:25] so we uh can we go ahead and get a motion to approve the deputy sheriff's

[17:30] contracts so that uh we can get those four officers under contract to support

[17:36] us on july 4th we'll have discussion after motion so

[17:51] know the off-duty contract jobs and just pulled it up and

[17:55] um the only thing i could really find is peachtree city

[17:59] pays forty dollar suggests forty dollars an hour that's what their police

[18:03] require for off duty things like that um and fifty dollars an hour for movie set

[18:08] work which i thought was kind of fun but i was wondering where we've gotten

[18:13] our fifty dollars an hour from is it enticing those off-duty guys on the

[18:17] fourth or no ma'am so that's the minimum right

[18:27] explanation as to why it is the fourth of july

[18:30] so some officers go to make 75 to 125 per hour

[18:36] we were i was actually contacted by a lieutenant from the city of covington

[18:39] police who asked if our officers would like to work part-time for them that

[18:43] evening

[18:46] sure okay cool i was just curious because i'd never really thought about

[18:50] off-duty work and so i was kind of looking online just give you an idea

[18:53] about peter city i think you might be familiar with eastern city it's a

[18:58] very very very very very well-to-do wealthy city

[19:03] so wealthy that they paint the back of the stop signs of brown all the

[19:06] guardrails are printed brown to blend in um

[19:11] and they it's it's a very well off city so

[19:15] they're they're paid their offices are about 80 000 per year wow yeah wow so

[19:20] it's surprising they need to up their hourly

[19:23] off-duty rate so

[19:26] and i'm not sure how old that is but that's to me yeah and that's the other

[19:29] thing i couldn't find a date on the material that i was reading so i was

[19:32] like i just wonder how loud the date is yeah it was interesting reading sure

[19:59] then you just say that they called to ask if we would have some officers that

[20:14] curious that they were being asked to sign a contract

[20:19] they said there was some paperwork that they had to fill out was the tax form uh

[20:23] that that evening they would sign the tax form and then they would have to

[20:26] check that okay i don't you know

[20:31] the contract to me it goes against what we've always done and suddenly we're

[20:36] setting a different precedent which is fine if that's what we want to

[20:40] do but it's always been

[20:43] more handshake kind of things in the past a big part they don't do much of

[20:53] know well i mean i agree with you my my experience has never had a contract

[21:01] if i had the permission to work from a supervisor from my department

[21:05] the agreement was between myself and the person who was paying me i've never had

[21:18] department is trying to be more enterprising without the resources

[21:22] no this was requested by me to have a contract and i still think

[21:27] it's the right thing to do i mean if they're acting as independent

[21:31] contractors then and not and we're not doing it through a sheriff's department

[21:47] evidence lockers redone we entered into a separate contracts with those police

[21:52] officers to accommodate that that was a push by me as well this is falling in
