Okay. I'm going to call to order the
[0:05]
village council regular meeting Monday,
[0:07]
September 8th, 2026 at 700 p.m. rise for
[0:11]
the pledge of allegiance.
[0:14]
>> I pledge allegiance to the flag of the
[0:17]
United States of America and to the
[0:20]
republic for which it stands, one nation
[0:23]
under God, indivisible, with liberty and
[0:26]
justice for all.
[0:29]
just to get agenda.
[0:30]
>> Madam clerk, could you call the role,
[0:32]
please? Cooks
[0:33]
>> here. Kemp is absent. Nicha is absent.
[0:37]
Ross here and not here.
[0:40]
>> Okay. I'll make a motion to excuse Kemp
[0:42]
and Nicoia, both with notice.
[0:44]
>> Second.
[0:45]
>> Motion by Cook, seconded by Ross. All
[0:47]
those in favor say I.
[0:48]
>> I.
[0:49]
Any nay? Motion carries. Um, I'd like
[0:53]
to make a motion to amend tonight's
[0:55]
agenda to remove the second reading of
[0:57]
the ebike ordinance and wait for a full
[0:59]
complement of council. We're missing um
[1:01]
two of our fellow council members this
[1:03]
evening. I think it's an important issue
[1:05]
for the um entire council to be present
[1:07]
for. However, we still will hold the
[1:09]
public hearing. So, any of you who are
[1:10]
here to speak to the ebike ordinance,
[1:12]
we'll still do that. Um but the motion
[1:15]
is to remove on the agenda item 8C which
[1:19]
would be the second reading in our vote
[1:22]
on the eBike ordinance.
[1:24]
>> Second.
[1:24]
>> Okay. Motion by Cook, seconded by Ross.
[1:26]
Any discussion?
[1:29]
All those in favor say I.
[1:30]
>> I.
[1:31]
Any nay? Motion carries. Um so we
[1:35]
will move right into our public hearing
[1:37]
then. This is on our uh proposed
[1:40]
>> the rest of the agenda.
[1:42]
Did we Oh, did we not approve the rest
[1:43]
of the agenda?
[1:44]
>> We did not.
[1:45]
>> Oh, okay. That was just a motion.
[1:46]
>> Oh, I thought I thought
[1:49]
>> we approved the amendment. So, let's
[1:51]
just vote on the ordinance now as
[1:52]
amended.
[1:53]
>> Not the
[1:53]
>> I mean the agenda. I'm sorry.
[1:57]
>> Well, there was a Freudian slip.
[1:59]
Um, let's vote on the agenda as amended.
[2:03]
>> As amended. Okay. Motion to approve the
[2:05]
agenda as amended.
[2:07]
>> Second.
[2:07]
>> Okay. All those in favor say I.
[2:09]
>> I.
[2:10]
Any nay? Motion carries. Thanks, M.
[2:13]
>> Yeah.
[2:13]
>> Okay. Um, so a public hearing. So this
[2:15]
is on our ebike ordinance. Um, we the
[2:18]
purpose of tonight's hearing is a public
[2:20]
hearing for council to hear from anyone
[2:22]
who wishes to speak to us in regards to
[2:24]
the proposed ebike ordinance. So we
[2:27]
don't engage in discussion. We don't
[2:28]
answer questions. We just want to listen
[2:30]
and hear whatever you'd like to tell us
[2:32]
about that. So, um, whoever would like
[2:34]
to speak, I'll just have you, um, step
[2:36]
up to the podium and we'll just kind of
[2:37]
go through until everybody's gotten a
[2:39]
chance. Um, and if you don't mind
[2:41]
stating your name, um, so we can take
[2:44]
some notes, that would be great.
[2:47]
>> I always say tallest first.
[2:49]
>> Perfect.
[2:51]
>> I read in the paper about the bike
[2:52]
ordinance and actually I'm an ebike
[2:55]
rider. Next month, I'll be 80 years old,
[2:57]
so I'm not the one doing wheelies.
[3:00]
And I I see all the things that are in
[3:02]
the uh newspaper reports about them and
[3:05]
I find the same thing that younger
[3:07]
people haven't learned to drive yet.
[3:08]
They don't know right away. So they're
[3:10]
four or five in a group. They stay in
[3:12]
the group and say, "Ah, they're going to
[3:13]
move out of my way." And they're
[3:14]
dangerous to us, too. But what I wanted
[3:16]
to mention is the class of bikes. The
[3:19]
first class is the class one, which is
[3:21]
you have to pedal to get the assist.
[3:24]
Well, that's nice. If you're a teenager
[3:25]
or younger, you get to be almost 80. I
[3:28]
mean, I can do it. But if you get the
[3:31]
class three, which I have, my wife has.
[3:34]
We rode together today. Uh, you have a
[3:37]
throttle. The class one does not have a
[3:39]
throttle. Say, "What's that for?" Well,
[3:42]
we come to a busy intersection. I could
[3:43]
hit the throttle, get started, and then
[3:46]
I can pedal. The pedal only, you've got
[3:49]
to get put the pressure down first
[3:51]
before it helps you. And believe it or
[3:53]
not, when you get a little older, it's
[3:55]
more difficult to do. If you get to a
[3:58]
hill, you could hit the throttle and
[3:59]
have a little bit more increase, a
[4:01]
little bit more help. You don't have it
[4:03]
with just the pedal only. If you uh get
[4:06]
a windy situation, you get a little more
[4:08]
help. Now, the class 3, we can go up to
[4:11]
28 m an hour. I don't think we've been
[4:13]
much over 17,
[4:16]
but with that class, you have the added
[4:18]
benefits. So I guess what I would like
[4:20]
to see and this is all across the
[4:22]
country now. I would like to see an
[4:24]
exemption for seniors
[4:26]
because yes the problem is the younger
[4:28]
folks and like say they bother us too.
[4:31]
They're having a good time but they
[4:32]
don't know the rules. They don't know
[4:33]
right of way. We do. We pedal all the
[4:36]
time. We go by a group of youngsters.
[4:39]
They're not pedaling at all. They're
[4:40]
just using the motor. But that's that's
[4:42]
why I think the ordinance is good to
[4:45]
kind of restrict that. Maybe the class
[4:47]
one just for them. But please have an
[4:49]
exemption when you get a little older
[4:51]
because I think you know the I had an
[4:53]
agriculture teacher once told me he says
[4:56]
the fewer rules made the few fewer rules
[4:59]
broken and we'll be breaking rules if we ride our class 3 bikes
[5:06]
>> and we love to ride. It's good health
[5:08]
for us.
[5:09]
>> But we won't be able to do it because
[5:11]
they're not allowed on a lot of the
[5:12]
trails. They won't be allowed in in in
[5:14]
Oxford. But seniors are not your
[5:16]
problem. It's the younger folks who
[5:18]
don't know better. So, please please
[5:19]
consider that.
[5:21]
>> Thank you for your comments. Appreciate
[5:22]
that.
[5:25]
>> Anyone else?
[5:27]
>> Chief Majestic.
[5:35]
Uh just to say from the from our
[5:37]
perspective, we have a very
[5:39]
big concern over the idea of placing
[5:42]
these
[5:44]
the people on ebikes and taking them off
[5:47]
the trails and off the safety paths and
[5:49]
putting them in roads is going to be a
[5:51]
big risk in my opinion. Uh, I have a
[5:54]
concern of the and the funny thing is
[5:58]
it's going to be the law-abiding bike
[6:01]
riders who are going to get put into a
[6:02]
road and I'm my concern is that we're
[6:06]
going to have more bikes in the road
[6:08]
simply because they can do the speed and
[6:12]
we're going to have people getting put
[6:13]
at risk for getting hit by cars that
[6:16]
would otherwise been on the safety path
[6:18]
or on the trails.
[6:20]
But we will take it as it comes. But
[6:23]
we're not happy.
[6:25]
>> Understood. Thank you.
[6:30]
» Anyone else?
[6:41]
in the in the document now. Um because I
[6:45]
think we addressed that whether it's in
[6:48]
the street or not in the street. So
[6:49]
that's been I think we addressed that
[6:51]
last time, didn't we?
[6:54]
>> Or am I out of
[6:55]
>> We have a new document that was posted.
[6:58]
>> Okay. Right.
[7:02]
» Any other comments?
[7:05]
Okay,
[7:10]
» we'll stay here.
[7:11]
>> All right. Um,
[7:13]
>> sure. Yeah.
[7:18]
» My name is Don Reed and I'm also an
[7:20]
ebike recorder. Mine's a class two
[7:23]
three, but it's very similar. Only goes
[7:25]
up to 20. Um, there's two documents that
[7:29]
I I hope everybody's looked at. the one
[7:31]
from Oakland County. It separates the
[7:34]
non-pedal version called a motor, looks
[7:38]
like a motorcycle, smells like a
[7:40]
motorcycle. It is a motorcycle. It
[7:42]
should be under the the laws of the
[7:45]
state of Michigan as a motorcycle. And
[7:47]
then there's a similar document from the
[7:49]
chief of police in Rochester.
[7:52]
>> So I I hope these two documents are
[7:54]
being considered. And I think the plus
[7:57]
thing is to uh take the traffic from
[8:00]
bicycles and ebikes off of the off of
[8:04]
the social area downtown. And and I
[8:06]
think we all agreed to that last time.
[8:08]
So that's my words tonight.
[8:11]
>> Great. Thank you for your comments.
[8:18]
» Okay.
[8:20]
If there are no other comments during
[8:23]
the public hearing, then I'll move to
[8:25]
close the public hearing at 70:08.
[8:29]
>> Second, Cook Ross. All those in favor
[8:32]
say I.
[8:33]
>> I.
[8:33]
Nay. Motion carries. Okay, that
[8:36]
public hearing is closed.
[8:38]
>> So, just a reminder to our public
[8:40]
attendees today that our uh likely our
[8:42]
next agenda um next month's agenda will
[8:45]
contain the second reading um which will
[8:48]
be posted. It's on our website already
[8:50]
in the agenda packet and then council
[8:53]
will vote on it at that time.
[8:56]
All right. Um, next up is our general
[8:58]
call to the public. So, this is an
[9:00]
opportunity for anyone to uh let council
[9:04]
know anything that may be on your mind.
[9:06]
So, if you have anything you would like
[9:07]
to um speak to council in regard to,
[9:10]
please also feel free to approach the
[9:12]
podium.
[9:18]
Okay,
[9:20]
>> seeing no one moving, I will close that
[9:24]
public comment. We have another
[9:25]
opportunity at the end of the meeting
[9:26]
for an additional public comment.
[9:29]
Um, so next up is our consent agenda and
[9:32]
item A is our receive and file item. So
[9:35]
I have a motion to receive and file.
[9:37]
>> I'll make a motion to receive and file
[9:38]
agenda items 7A 1 and two,
[9:41]
correspondence, letters and
[9:42]
communications and department reports.
[9:46]
Stop. Okay. Ross and Nach. Um, all those
[9:49]
in favor say I. I.
[9:51]
>> I. Any naysay? Motion carries. And then
[9:54]
do I have a motion for 7B?
[9:55]
>> I'll make a motion to approve items 7B
[9:58]
minutes from the August 3rd, 2026
[10:00]
regular meeting bills in the amount of
[10:03]
$266,000520
[10:05]
sorry $266,52747.
[10:11]
and the monthly budget report, treasures
[10:12]
report, and budget amendments.
[10:15]
>> Second.
[10:16]
>> Okay. Motion by Ross against, seconded
[10:18]
by Knack. Roll call vote, please.
[10:20]
>> Knock.
[10:20]
>> Yes.
[10:21]
>> Cook,
[10:22]
>> yes.
[10:22]
>> Ross,
[10:23]
>> yes.
[10:24]
>> Motion carries. On to our unfinished or
[10:26]
old business. A is our village
[10:28]
administrative building. Um, Mr. Mador,
[10:31]
any quick update on
[10:32]
>> That's a new report. We're still working
[10:33]
in the process for some drawings.
[10:35]
>> Great. Any questions or comments from
[10:36]
council?
[10:39]
Okay. Um item 8B is our um an agenda
[10:43]
item for priority our current waste
[10:45]
hauler priority waste. Um representative
[10:48]
representatives are here. Would you like
[10:49]
to step up to the podium?
[10:51]
>> Thank you.
[10:54]
>> Just just by way of background priority
[10:56]
is your current
[11:01]
» good music. It's them ebike people.
[11:06]
It's out of control. It's out of
[11:08]
control.
[11:10]
Our current uh waste hauler and as you
[11:13]
know we've we've had some um issues and
[11:16]
we did send a a termination notice of
[11:19]
the contract as directed by uh the
[11:21]
council, but they called and they wanted
[11:24]
an opportunity to speak before council
[11:26]
and uh the manager and I thought it was
[11:29]
appropriate to let them have a have a a
[11:32]
platform to speak to you.
[11:34]
>> Thanks.
[11:35]
>> Good evening. Sand Car Magnolia Priority
[11:37]
Waste. Um just here to address the
[11:40]
letter we received uh recently regarding
[11:42]
the the cancellation termination of
[11:44]
contract services. Uh while we recognize
[11:47]
there have been some service issues uh
[11:50]
in and around Metro Detroit, including
[11:52]
your village here. Uh we have made
[11:54]
tremendous strides in fixing our our
[11:57]
shortcomings. uh be it the
[12:00]
responsiveness, trucking issues, we've
[12:02]
had uh we've had a complete change of
[12:04]
management at the CEO level with
[12:07]
priority waste. And I'm here tonight
[12:09]
just to let you know that uh
[12:12]
we'd like you to reconsider uh changing
[12:15]
from priority waste to being your
[12:17]
hauling contractor. uh we've got uh
[12:20]
we've got methods in place and people in
[12:22]
place now that will clearly uh ensure
[12:26]
that the service remains at the highest
[12:28]
level. Uh I've brought Mary Dean with me
[12:31]
here. She was three and a half miles
[12:32]
away from here. Mary worked with me at a
[12:34]
prior employer. She works with me now
[12:37]
and uh she will be your representative
[12:40]
uh for primary waste who will stop in
[12:43]
your Thursday mornings and stop by again
[12:45]
Thursday afternoons uh to take whatever
[12:48]
uh calls, troubles, miss services you
[12:51]
have, relay them uh to our team and then
[12:54]
relay them back to you uh as far as the
[12:57]
completion of services. Uh, I met with
[13:00]
Joe um last week, week and a half ago
[13:03]
and I think there's a been a breakdown
[13:05]
in communication. Joe Ford would forward
[13:08]
some some mistreats or missed pickups
[13:10]
and while he would get something down
[13:12]
the lines of on it or we'll get it taken
[13:14]
care of. There was never full
[13:16]
communication back that said yes stamp
[13:19]
this has been completed and it's done
[13:21]
now and we'll keep an eye on such and
[13:22]
such a street going forward. that
[13:24]
communication lacks some and I can see
[13:26]
where that that will be troubling to
[13:28]
people. It's troubling to me when I see
[13:30]
it. So, I'd ask for your reconsideration
[13:32]
and allow us to show you what it is we
[13:35]
can do uh in the way of service for your
[13:38]
community. We've been doing this uh
[13:41]
Mary's been in the industry a long time.
[13:43]
I've been in tremendously long time. And
[13:45]
uh I know that there's better there's
[13:48]
better service out there. We want to
[13:50]
give that to you. Any questions from
[13:53]
council?
[13:55]
>> When I just don't remember when did uh
[13:58]
priority waste take over GFL?
[14:00]
>> Well, just over two years ago. It was
[14:03]
July of 204, I believe.
[14:09]
» Was uh and you mentioned there's a
[14:11]
change over uh ownership or management.
[14:14]
When was that? Was that more recent?
[14:15]
>> That was more recent. that was uh the
[14:18]
CEO Todd Stamper was removed from his
[14:20]
position. I believe it was February,
[14:22]
midFebruary and we recently had a new
[14:24]
CEO. His name is Aaron Johnson. Uh he
[14:27]
was uh he had a variety of roles waste
[14:29]
management and he started just about the
[14:32]
end of May.
[14:34]
>> So he's brought some procedural things
[14:35]
in here. You know that uh we had a
[14:39]
portal. We have a thing called LD and
[14:41]
LDC who are the route managers that
[14:43]
operate out of our Clint Township office
[14:45]
and they watch the trucks on the video screen on on the computer
[14:49]
tablet. But we're going back to a more
[14:52]
traditional focus where we're going to
[14:54]
have managers both at the site and in
[14:57]
the field like you've known with with
[15:00]
rubbish collection forever. So that's
[15:02]
we're evolving back into that. We've got
[15:04]
uh about 15 of those positions in Metro
[15:08]
Detroit now and we're continuing to roll
[15:10]
those roll those uh roles back to the
[15:12]
operating sites where like I'm talking
[15:15]
to you right now the the logistic
[15:17]
manager will talk to the drivers and
[15:19]
helpers on the truck. There'll be a face
[15:20]
to face communication every day. We've
[15:22]
been lacking that. We went to a a hard
[15:25]
swing the other way and it took away the
[15:28]
personal touch and the the ability to
[15:30]
talk to someone face to face and pull
[15:31]
them in your office if you have to.
[15:33]
We're going back to that now and we're
[15:34]
already seeing uh
[15:37]
vast improvements in other areas and we
[15:40]
expect the same.
[15:41]
So, uh, you know, Sam is only one year
[15:45]
older than me in the waist business,
[15:46]
but, uh, the port hole concept, you
[15:49]
know, if if if if you go down to Hall
[15:52]
Road and you go to the structure and you
[15:54]
look at the command center, it's it's an
[15:57]
impressive system on when you when you
[16:00]
go through the tour. But what what I
[16:02]
think Sam is communicating this evening
[16:04]
is that that distance and the you know
[16:07]
all electronic reporting waiting for
[16:10]
feedback electronically
[16:12]
replaced what we all knew in growing up
[16:14]
in the business of having a route
[16:16]
supervisor if you will lack of better
[16:18]
words. And in a lot of contracts going
[16:22]
forward now you have a provision that
[16:24]
companies have to assign a route
[16:26]
supervisor who comes I guess your
[16:29]
collection day Thursday comes in the
[16:31]
morning checks in at the community
[16:33]
office which would be here and then
[16:35]
checks in in the evening to make sure
[16:37]
everything was completed or walks away
[16:39]
with a list that wasn't completed so it
[16:41]
can get done. And I think what you're
[16:43]
communicating is you're returning to
[16:45]
that system. Not that you're abandoning
[16:47]
the port hole because I know it has
[16:48]
value, but that that more of a personal
[16:53]
touch and I I think there's been some
[16:55]
other information. You guys have uh
[16:57]
purchased more vehicles which was a
[17:00]
little bit of a shortage going on and I
[17:02]
know you've turned over some personnel.
[17:04]
I've met the new CEO at other meetings.
[17:07]
Uh a long stellar background at Waste
[17:10]
Management. Um a very nice individual.
[17:13]
But um we did have a series of problems
[17:16]
and we showed Sam the communication to
[17:20]
what we kind of view as our route
[17:22]
supervisor
[17:23]
>> and we we just weren't getting we
[17:25]
weren't getting like you said the
[17:27]
communication back that things are
[17:30]
happening and so we
[17:33]
brought it to you and you you know you
[17:34]
made a decision to at that time
[17:36]
terminate the services which we did by
[17:38]
letter. Um that's where we stand right
[17:42]
now. Yeah, I recall we had someone from
[17:44]
priority, two gentlemen from priority
[17:45]
come in and I don't remember how long
[17:47]
ago that was, but I don't know if any of
[17:48]
the council members remember it was a
[17:50]
while ago, but basically they said, you
[17:52]
know, things are going to get better.
[17:54]
One stood up and said, I'm kind of the
[17:55]
leader, but this guy's going to be the
[17:57]
one you contact. And then we never heard
[17:58]
from him again. And then literally, like
[18:00]
as council members, we're driving around
[18:02]
like people are telling us there's still
[18:04]
trash. So we're driving around taking
[18:06]
pictures of it, sending it to him, who
[18:08]
then is I mean it's just a crazy
[18:10]
communication.
[18:11]
uh way to communicate. I'll say that.
[18:15]
But
[18:15]
>> you can you can expect a dramatic swing
[18:17]
and change back to what you were
[18:19]
accustomed to. Again, I think uh James
[18:22]
Taylor might have been here with Brett
[18:24]
Quitquit.
[18:25]
>> That's them two folks that were here.
[18:27]
>> So, I've had conversation with both of
[18:29]
them. That's why I'm here with with Mary
[18:31]
at this point to tell you that yes,
[18:33]
things are going to change and they're
[18:35]
going to change in the right direction.
[18:37]
You're going to have good communication.
[18:38]
Joe, you're going to hear from Mary uh
[18:41]
twice twice a day on Thursday and
[18:43]
whoever else you deem necessary to hear
[18:45]
from Mary to make sure things are
[18:46]
getting done and we're going to make
[18:48]
sure they get done. This is more than
[18:50]
words. It's uh this is all I've ever
[18:52]
done in this rubbish business with a
[18:55]
couple different firms but this is all
[18:56]
I've ever done. If I'm telling you it's
[18:58]
going to get done, it's going to get
[18:59]
done.
[19:02]
>> Any other questions from
[19:04]
>> I don't really have a question. Okay.
[19:06]
>> I think that I haven't gotten it.
[19:10]
>> Um I think we've given a lot of grace.
[19:12]
It's been over two years. We have had we
[19:16]
were with everyone else along with you
[19:18]
when we had the transition and I think
[19:20]
we gave a lot of grace as a community.
[19:23]
This is the second time we're hearing
[19:25]
it. We were very very nice last time and
[19:27]
understanding. Okay. At this point we
[19:31]
are paying double duty. We had to pay
[19:32]
our DPW to go out and pick up trash.
[19:36]
in the past couple months. And so I'm at
[19:40]
a point where we've given a lot of
[19:42]
grace. We we are very understanding of
[19:44]
the situation, but the community needs
[19:47]
consistent and reliable trash pickup
[19:50]
and it just hasn't been proven in two
[19:53]
years.
[19:55]
>> Understood. That's why that's why I'm
[19:57]
here tonight asking for for for a little
[19:59]
more grace to show you that we can get
[20:00]
this done and you can be proud of our
[20:02]
service and we could be proud of our
[20:04]
service for that matter. Ask me for just
[20:06]
a little more time to show you what we
[20:07]
can do and um uh just let let you see it
[20:11]
so that it's more than words.
[20:15]
>> Thank you. Well, I appreciate your time
[20:16]
coming in and we'll take it into
[20:17]
consideration. So,
[20:19]
>> thank you very much.
[20:20]
>> Thank you.
[20:24]
» Okay. Next on the agenda, we move on to
[20:26]
our new business items. We have our
[20:27]
special event application for the
[20:29]
Scarecrow Festival.
[20:32]
>> U Yep. DDA annual deal. Um in a packet,
[20:36]
she of course is in contact with the
[20:38]
police and I believe the fire department
[20:39]
to some degree on
[20:42]
their setups for the day and stuff. So
[20:45]
>> it's Saturday this year instead of
[20:47]
Sunday.
[20:47]
>> It is.
[20:48]
>> So we're trying something new.
[20:49]
>> We are.
[20:50]
>> Okay.
[20:50]
>> It used to be on Saturdays.
[20:53]
>> You're welcome. Yes, we've gotten mixed
[20:56]
feedback on that. So, we'll see.
[20:57]
>> Okay, sounds good.
[20:59]
>> Is it do they have the the the Michigan
[21:01]
Ohio State game again or something?
[21:03]
Michigan State game.
[21:04]
>> You know, I'll be honest. I have not
[21:05]
actually any football.
[21:09]
>> Okay, we have a firm no over here.
[21:11]
>> It only takes it only takes one second.
[21:14]
>> We scheduled our open house and it was
[21:15]
not very good.
[21:18]
>> Okay, I take that back. We did look at
[21:20]
the
[21:23]
>> I'll make a motion to approve special
[21:25]
event application 26-12.
[21:29]
>> Second motion by Ross, seconded by
[21:31]
knock. Any discussion? Hearing none. All
[21:33]
those in favor say I.
[21:35]
>> I.
[21:36]
Any nay? Motion carries. Next is the
[21:40]
Pure Michigan Trail Town designation
[21:42]
discussion.
[21:43]
>> Another DDA situation that Kimberly can
[21:46]
expound on. She provided some
[21:47]
information here as well.
[21:49]
uh in your packet.
[21:51]
>> Thank you.
[21:52]
>> Yes.
[21:53]
>> So, um a couple weeks ago, we met with
[21:56]
the Oakland County Trail Administrator
[22:00]
and also some members of Oakland County
[22:03]
Main Street. And the reason for that
[22:05]
meeting was we received this rural grant
[22:08]
from through Oakland County. We're one
[22:10]
of I think five or six communities that
[22:13]
were receiving this grant. And one of
[22:15]
the projects that is being kind of
[22:19]
provided to us as an option from Main
[22:21]
Street Oakland County is to
[22:25]
link our trail systems together to
[22:26]
create more of a regional destination
[22:29]
and somehow leverage that to get people
[22:31]
within our downtown. So, this was one
[22:33]
piece of that to see if that would be
[22:35]
something that would make sense for our
[22:36]
community and our surrounding community
[22:38]
during that um meeting. So, she came,
[22:42]
the group came, we sat down, we talked
[22:43]
about it, we looked at maps, we went for
[22:45]
a walk throughout the downtown, looked
[22:47]
at the trails, looked at the the
[22:49]
location in conjunction with our
[22:51]
downtown and how we could better um have
[22:54]
better signage, how we could have
[22:56]
different types of interest of getting
[22:59]
people to the trail and from the trail
[23:00]
to the downtown. Um, with that being
[23:03]
said, one of the topics that came up and
[23:04]
something that I know has been talked
[23:07]
about, I can't speak to much of it
[23:09]
before my time. I think Grace Perry, who
[23:11]
was on our board at one point, kind of
[23:13]
spearheaded
[23:14]
the initiative and then I I don't know
[23:16]
the history of why it didn't move
[23:18]
forward, but my thought for this evening
[23:21]
is just to open it up to council and see
[23:23]
if this is something that would be of
[23:24]
interest to council to pursue the um
[23:28]
trail town
[23:30]
accreditation, I guess, if you want to
[23:31]
call it. Um the Polyen Trail is already
[23:34]
a pure Michigan trail. So we do have
[23:37]
that as an advantage um by linking that
[23:40]
to
[23:41]
um the trail. This would be something
[23:44]
that would be submitted by the village
[23:46]
because it is a village designation, a
[23:49]
town designation, but obviously both
[23:51]
Linda and I have had the conversation.
[23:53]
Linda was I should also speak. She was
[23:54]
at that meeting as well um from Polyand
[23:57]
Trail and we're both in high support of
[24:00]
it. So, we're I'll be happy to do
[24:02]
whatever we need to do to help make that
[24:04]
happen if that's something that you're
[24:06]
interested in. When I originally saw the
[24:08]
application, it was a January deadline,
[24:11]
but then when I dug into it a little bit
[24:12]
more, it's a November 1 deadline. So,
[24:16]
>> here we are.
[24:19]
>> Yeah, I think it's amazing. I mean,
[24:20]
we're so unique having the trail so
[24:23]
close to downtown and I think it would
[24:24]
be incredible to link them more. You
[24:27]
know, it's um it looks like you need a
[24:32]
resolution support. So, would that be at
[24:34]
the next meeting then so we can make
[24:37]
>> Yeah. Okay. And then do you did I hear
[24:40]
right like you and Linda would
[24:42]
>> put all of this together?
[24:44]
>> I think we would we'll have to look
[24:45]
we'll sit down with Joe and kind of talk
[24:47]
through who can do what.
[24:48]
>> Okay.
[24:49]
>> And make that happen.
[24:50]
>> Yeah,
[24:50]
>> absolutely. Do do they have a a format
[24:53]
for the resolution that they provide you
[24:56]
or would we be starting from scratch?
[24:58]
>> I'm sure I can talk to other
[25:00]
municipalities that have process.
[25:03]
Absolutely.
[25:03]
>> That's a good help.
[25:04]
>> We will absolutely get all the help we
[25:07]
can get. Yeah.
[25:08]
>> So we don't have to appreciate any.
[25:09]
>> Sometimes they have a template they
[25:11]
like.
[25:11]
>> Yeah.
[25:14]
>> What are the additional costs?
[25:17]
>> I don't believe there are any costs.
[25:21]
because I mean it just look and so just
[25:24]
by looking and you know it has you know
[25:27]
making sure that you know there's
[25:28]
signage and and and and bathrooms and
[25:32]
barrierfree and and you know we have to
[25:36]
have events and we're you know this and
[25:39]
just looking there's a lot of there's a
[25:41]
lot of things that need to be that need
[25:45]
to be done every time. So I I think that
[25:48]
would be my only question is what
[25:50]
additional costs are there and who is
[25:53]
responsible
[25:54]
>> who's responsible for those costs.
[25:55]
>> I think that's a great question. I think
[25:56]
when it comes to the signage that would
[25:58]
be either DDA or trail, right?
[26:00]
>> Um
[26:02]
>> I know that there's a plan a it says a
[26:05]
sustainable business maintenance and
[26:06]
marketing plan. So that would be
[26:08]
something that we would have to dig into
[26:09]
a little bit deeper. Um, again, this is
[26:12]
just more of a exploratory conversation
[26:14]
to see before we start putting effort
[26:16]
into it and time if this is something
[26:18]
you would support. Um, but I think
[26:21]
that's a great question because that
[26:23]
could be a differentiator. I know we do
[26:25]
have a lot of facilities on the trail.
[26:27]
We don't have anything in the village
[26:29]
very close to the trail when it comes to
[26:31]
like a bathroom.
[26:33]
>> So, that would be something,
[26:35]
>> right? So, and I think because that
[26:37]
would be helpful because like you said,
[26:38]
it's like they it's like, oh, we have to
[26:39]
have a board. Is this something that the
[26:41]
polyan trail board can do right now so
[26:44]
we don't have to duplicate
[26:46]
>> trying to get more volunteers to
[26:47]
volunteer for another thing?
[26:50]
>> So, it I think that would just be, you
[26:52]
know, what are dup what are things that
[26:54]
we're already doing that are already
[26:56]
mark off this list,
[26:58]
>> right?
[26:58]
>> Just to make it a little bit easier so
[27:00]
we know where where the holes are. But I think other than that I I think it
[27:04]
sounds great. I think it's a good
[27:05]
opportunity.
[27:06]
>> I think just people
[27:11]
>> about all the other stuff.
[27:12]
>> Yeah.
[27:12]
>> Yep.
[27:14]
>> Question
[27:15]
maybe.
[27:17]
Um,
[27:19]
November 1st feels like a very
[27:20]
aggressive deadline since most I mean
[27:23]
you need our approval,
[27:25]
>> polyan trail approval, potentially the
[27:28]
school board approval and a program
[27:30]
around the trail on here as well
[27:33]
>> that maybe it feels more realistic for
[27:35]
next November. Is that an option?
[27:38]
>> It is absolutely an option. Yes.
[27:40]
>> Not that I want to delay, but it this is
[27:43]
a lot to get through
[27:46]
>> and
[27:47]
everything that you said too.
[27:50]
>> So, yeah, absolutely an option. I don't
[27:53]
want to cut any corners. I want to make
[27:55]
sure that we're thinking through this
[27:57]
properly and we have a very sustainable
[27:59]
plan and make sure that everybody is on
[28:01]
board before we move forward with it.
[28:03]
So, absolutely an option to wait and
[28:05]
proceed next year.
[28:08]
>> Yeah, that might be yeah, smart and
[28:10]
necessary. Um, I would be fine if we do
[28:13]
get it together to submit, but fine also
[28:15]
next year. I'm curious if like um I
[28:19]
guess the village staff or the DDA think
[28:21]
that like maybe this is instead of like
[28:24]
this in addition to everything that we
[28:26]
already do, like is there something that
[28:28]
we don't do and do this instead? Like
[28:31]
does does the DDA see that this would
[28:33]
bring more business to downtown or not
[28:35]
really? you know, I mean that says like
[28:38]
I think Regina mentioned like
[28:40]
>> you know there needs to be an annual
[28:41]
trail related project or event which
[28:43]
could be a smaller project or it could
[28:45]
be
[28:46]
>> it could be something we're already
[28:47]
doing
[28:48]
>> or something we're already doing that
[28:49]
could tie in. Yeah, that's why I'm kind
[28:50]
of curious.
[28:51]
>> Yeah. So we partnered with the trail
[28:53]
through the spring of the cleanup. So
[28:55]
that could be a very easy a very easy
[28:57]
thing. Um
[28:59]
>> do I think that it's going to bring
[29:01]
tremendous amount of people? I don't
[29:03]
know. I think that's what we're
[29:04]
exploring as we're talking through kind
[29:06]
of synergizing with the trails and our
[29:08]
surrounding communities and how we can do that and if that's something
[29:13]
that's all of those communities are
[29:14]
interested in doing and willing to
[29:16]
utilize that money for. So
[29:18]
>> it it may from a timing standpoint make
[29:20]
more sense too to see if we're going to
[29:22]
be working with other neighboring
[29:24]
communities and if we're all trying to
[29:26]
become a trail town or you know at least
[29:29]
one of us can use that as a marketing
[29:32]
opportunity. Yeah,
[29:33]
>> I think the larger goal whether we're a
[29:37]
trail town or not is really to get those
[29:39]
individuals from the trail to our
[29:41]
downtown and vice versa and keeping that
[29:44]
pedestrian friendly feeling.
[29:46]
>> Um I think a lot of people don't know
[29:49]
how to get from the trail to downtown
[29:51]
and that was something we had a lot of
[29:53]
conversation around of what are some of
[29:54]
things that we could be doing. This
[29:56]
would add to that that wouldn't solve
[29:58]
it.
[29:59]
>> Right. Yeah. Personally, I have a
[30:02]
colleague Pete Webster who is a great
[30:05]
>> biker bicyclist and he takes the trail
[30:07]
all the time. So, he comes to Oxford all
[30:08]
the time, but he stops at White Pine
[30:10]
Coffee Roasters because it's right
[30:11]
there.
[30:12]
>> If we could bring, you know, people like
[30:13]
him into downtown for lunch or whatever
[30:16]
else helps, too. It would really help.
[30:17]
So, I just wonder how much
[30:19]
>> Yeah. How many extra I know we've been
[30:20]
working for a long time. I mean, we even
[30:22]
talked about like having people like
[30:25]
trolley from Waterstone into downtown. I
[30:27]
mean, we've had so many ideas. So, I
[30:28]
wonder if this is like a section of the population that
[30:32]
actually isn't touched as much as it
[30:34]
could be and maybe something like this
[30:36]
would help. So
[30:36]
>> yeah, absolutely.
[30:38]
>> This would be a fun designation to have.
[30:40]
I still think we can do the work.
[30:42]
>> Okay.
[30:43]
>> Without this designation. So maybe it's
[30:45]
the chicken and the egg and maybe I'm
[30:46]
putting the cart for the horse, but I'm
[30:49]
like a lot of little
[30:52]
things right now. But truly, if we're
[30:54]
the goal is to do that regardless of
[30:56]
whether we want have want to have that
[30:59]
designation as a trail town, we are
[31:00]
going to be working on that as part of
[31:02]
our goal process is getting people from
[31:05]
the trail to downtown and vice versa.
[31:07]
And we do have
[31:09]
>> the leveraging of the bike shop and they
[31:11]
already have bike rides twice a week
[31:13]
throughout the nicer months where we
[31:15]
have people meeting at the bike shop.
[31:17]
They're patronizing the local businesses
[31:19]
surrounding the bike shop and then
[31:21]
they're very familiar with how to get to
[31:22]
the trail back. It's just a matter of,
[31:25]
>> you know, other um individuals who maybe
[31:27]
don't
[31:30]
>> they're not that active and they're more
[31:31]
leisure riders. And so, how do you get
[31:33]
them from the neighborhoods to downtown?
[31:35]
We talked about, you know, when we went
[31:37]
for the walk, we were walking through a
[31:38]
neighborhood and
[31:39]
>> the trail administrator said, "So, how
[31:41]
did you feel that walk went?" And we
[31:43]
were like, "Oh, well, the sidewalk was a
[31:45]
little
[31:46]
narrow and the brush was kind of over
[31:48]
the sidewalk and she's like, you know,
[31:51]
do you think bikers are going to be
[31:52]
interested in riding their bikes down
[31:54]
the sidewalk?" Absolutely not. You know,
[31:56]
so just kind of looking at that as well.
[31:58]
So, it's not necessarily 100% just with
[32:01]
the trails, but it's certainly a
[32:03]
component.
[32:05]
>> Could we do the resolution next month
[32:07]
and then
[32:09]
>> leave it? Yeah. to be that way. The
[32:10]
resolutions completed and we can work on
[32:12]
it. If we're ready by November, great.
[32:14]
If not, we go next year.
[32:15]
>> Yeah. Would that work?
[32:16]
>> May have to update it next year because
[32:18]
they might want more more
[32:20]
>> more recent one if next year if it
[32:21]
doesn't happen. But
[32:21]
>> we could we could we could get the
[32:23]
resolution get a template. We get the
[32:26]
resolution done and approved
[32:28]
>> at the next meeting.
[32:30]
Madam Kelsey, so a couple years ago, the
[32:33]
Polyian Trail did obtain the Pure
[32:35]
Michigan Trailway Trail and so it's it's
[32:37]
listed in some of the Pure Michigan Pure
[32:39]
Michigan designation and some of their
[32:41]
article or uh promotional materials and
[32:43]
stuff as well.
[32:44]
>> Yeah.
[32:44]
>> So, and by having them and then their
[32:46]
board and Linda of course as well would
[32:48]
be helpful in all of that.
[32:49]
>> Yeah, she's been fantastic.
[32:53]
>> Great. Thank you.
[32:54]
>> Thank you.
[32:55]
>> Great. Thanks.
[32:57]
Okay, next up is our downtown quadrant
[33:01]
parking restrictions for overnight snow
[33:03]
removal.
[33:03]
>> So, I can speak to this briefly if
[33:05]
Kimberly can chime in if needed. So, um
[33:07]
obviously um this is we we're moving
[33:10]
down that path of working with PPW and and the DDA by the the equipment has
[33:15]
been ordered. Um supposed to be here
[33:17]
around middle of October, something like
[33:19]
that. um the Ventrak which is like
[33:21]
$50,000 plus investment from the DDA. We
[33:24]
have put together a uh Rudy and Kimberly
[33:27]
mostly um a plan to roll out to the
[33:31]
businesses to explain what it is and
[33:32]
what it isn't more importantly.
[33:34]
>> Uh and I think some uh outreach
[33:36]
throughout this fall will be good for
[33:38]
that. One of the things on the back
[33:40]
sides of the quadrant businesses mostly
[33:43]
is um we have some residents who park
[33:45]
along those um sidewalks right behind
[33:48]
the businesses. So, if they come in in
[33:49]
the morning, they already have to deal
[33:51]
with that when they're trying to do a
[33:52]
parking lot at 4 in the morning. If
[33:54]
somebody's lives upstairs, they park
[33:55]
there overnight. It's hard for them to
[33:57]
clear spaces and stuff. Years ago, there
[33:59]
was a permit process even in the
[34:01]
downtown where if you were lived in one
[34:03]
of those downtown
[34:04]
lofts, whatever upstairs apartments, you
[34:06]
had a permit and you had to park along
[34:08]
the back, like the back of the wall here
[34:10]
on Hudson Street or the back side of
[34:11]
somewhere else. And, you know, like
[34:13]
everything else, those things kind of
[34:14]
fade and lose their impetence. Um
[34:19]
perhaps we have to revisit that at least
[34:21]
maybe some signage along it that there's
[34:23]
no overnight parking along the curb um
[34:26]
because if they're going to come in and
[34:27]
have to do parking lots a that's going
[34:29]
to be the priority always roads and
[34:31]
parking lots and then pivot to um the
[34:33]
sidewalks along 24 on the front but as
[34:35]
well as some of the on the back at least
[34:37]
a swoop down east quadrant along the
[34:39]
back. Um it would be better because the
[34:42]
goal then with that is to push it into
[34:43]
the parking lot and then come and remove
[34:45]
it from that parking area. Mhm.
[34:47]
>> And when they're trying to do this at
[34:49]
4:00, 5, 6:00 in the morning,
[34:51]
>> you know, it it's hard if there's
[34:52]
vehicles in the way. And flip side of it
[34:55]
is true. If somebody comes home at night
[34:56]
and there's nowhere to park
[34:58]
>> but the spot up there along that
[35:00]
sidewalk, well, we're not expecting them
[35:02]
to come out at midnight and move their
[35:03]
car,
[35:03]
>> right?
[35:04]
When the other place is closed.
[35:06]
So I think we may have to reinvigorate
[35:09]
that uh education from that process of
[35:12]
those who live upstairs to make them
[35:14]
understand that that's not allowed to
[35:16]
park along that curb or along the
[35:18]
sidewalk. I mean right behind the
[35:19]
businesses
[35:22]
predominantly for the uh snow removal
[35:24]
issue that's going to be taken taken up.
[35:26]
>> Would that be year round or just during
[35:27]
the winter months where we get snow?
[35:29]
>> Well, it's it's
[35:32]
the less deviations I suppose the
[35:34]
better. Mhm.
[35:35]
>> And I don't think people mind as much
[35:37]
working back in the summer months.
[35:39]
>> Sure.
[35:41]
>> It it would be a bit of a um not well
[35:44]
received perhaps that somebody says,
[35:45]
"Hey, I come home at night. There's
[35:46]
nobody in this lot. I live upstairs. I
[35:48]
parked right here. Now you're telling me
[35:49]
I got to park, you know, 100 ft away if
[35:51]
you're in that northwest lot or
[35:52]
something."
[35:54]
>> Um so they won't love. Now perhaps all
[35:55]
we say is no parking along the curb. We
[35:57]
don't care if they're in the one first
[35:58]
row back.
[35:59]
>> Mhm.
[36:00]
>> Right.
[36:02]
The old process made them, I think, stay
[36:04]
along the very back.
[36:06]
>> I don't think we need to go there. We
[36:08]
just need to ensure that there's nothing
[36:10]
along that back sidewalk cuz if they
[36:13]
come in and do that additional new plen
[36:16]
>> and if if if council doesn't want us to
[36:19]
do that, then it'll be worked around.
[36:22]
>> Um the DPW would prefer to have it like
[36:24]
it used to be where there was no parking
[36:26]
overnight along those back sidewalks. if
[36:28]
now that they're going to be responsible
[36:29]
for the cars hanging over a foot into
[36:31]
the, you know, the area perhaps of the
[36:33]
sidewalk that they're supposed to clear
[36:34]
and push them into the parking lot. Now
[36:36]
they kind of got to go around it or
[36:38]
>> Yeah. So,
[36:39]
>> are you saying there is a current
[36:40]
ordinance in place where
[36:41]
>> I don't know if I'd have to double check
[36:42]
that. I didn't
[36:43]
>> any local
[36:44]
>> It was just more of a permit, a local
[36:47]
parking permit that was in place years
[36:48]
ago.
[36:49]
>> Okay.
[36:49]
>> For upstairs residents,
[36:51]
>> what's the enforcement like of it then?
[36:53]
At this point there is it's just occur
[36:55]
like you're just going to ask people not
[36:57]
to do it.
[36:58]
>> Well,
[36:59]
police enforce enforce signage as
[37:02]
written. So if it was signed along there
[37:04]
would say no no overnight parking in
[37:06]
these spaces or along the
[37:07]
>> but there are
[37:09]
>> it was really just
[37:12]
>> common courtesy But yeah, I wouldn't
[37:16]
want to have to get into the permits and
[37:17]
tracking who because people come and go
[37:18]
and then and they go away and we don't
[37:20]
know. There could have been 30 people
[37:21]
moved to the southwest lot this summer
[37:23]
and I have no idea.
[37:24]
>> Yeah.
[37:24]
>> The landlord sometimes pays the water
[37:26]
bills. We don't know people are coming
[37:27]
and going necessarily. They're supposed
[37:28]
to update us with a rental ordinance.
[37:30]
>> Yeah.
[37:30]
>> Right.
[37:31]
>> Yeah. Mhm.
[37:32]
>> Um
[37:33]
>> so you do want to put signs up. Is that
[37:34]
what you're saying? Or
[37:35]
>> as much as we don't want to overdo
[37:37]
signage because we already have some
[37:39]
15-minute here and customer parking
[37:40]
only. I think there's a larger
[37:44]
conversations with the DDA and DPW
[37:47]
myself and then of course with council's
[37:48]
feedback to say how do we want to handle
[37:50]
this now that we've taken upon
[37:53]
our plate to do the sidewalk
[37:56]
>> Mhm.
[37:56]
>> on the back sides
[37:59]
that's going to be difficult if there's
[38:01]
cars parked along there.
[38:03]
>> Yeah.
[38:03]
>> I mean I suppose you could make it go
[38:06]
along with you know there no parking on
[38:09]
village streets during a snow emergency
[38:11]
anyway. occur would necessarily
[38:13]
constitute an emergency for plowing
[38:16]
purposes. I think be difficult to
[38:20]
decide. So, you know, maybe it is
[38:22]
something that unfortunately, as much as
[38:25]
we don't want to, it becomes like a
[38:28]
December through March kind of
[38:31]
situation.
[38:32]
>> Yeah, we have the uh snow season
[38:34]
outlined in our snow removal ordinance.
[38:36]
Perhaps you would update that ordinance
[38:38]
or just refer to that or just use the
[38:39]
same time frame, something along those
[38:40]
lines. I think we because we allow the
[38:42]
one notice per season and I think that
[38:45]
starts maybe November 1st
[38:47]
>> through March, something like that is in
[38:49]
their ordinance. That's when you would
[38:51]
get your one um warning if you're not um
[38:54]
shoving your sidewalk.
[38:55]
>> Yeah. So for practical application of
[38:57]
this, say you say it's December to March
[39:00]
or whatever, no parking at the curb and
[39:04]
there's no snow, so people park at the
[39:05]
curb. You're not going to come ticket
[39:07]
them for parking at the curb.
[39:09]
And if they are parked there when you
[39:11]
need to push it off,
[39:12]
>> then they say, "Well, I didn't know it
[39:13]
was going to snow last night."
[39:14]
>> Then your the car's still there, right?
[39:16]
So, and then you take it and you have to
[39:17]
wait for the tow truck to come.
[39:19]
>> Mhm.
[39:19]
>> So, I don't think we have a definition
[39:21]
of emergency.
[39:22]
>> No.
[39:23]
>> And that's and that's
[39:24]
>> wondering how practically how are we
[39:26]
going to fix it? Cooperative
[39:29]
>> people.
[39:30]
>> Yeah.
[39:31]
>> Which come and go. That's that's the
[39:32]
issue there. So behavior issue that
[39:36]
>> when we had we we put in the alone to
[39:39]
wall here on Hudson Street, the brick
[39:40]
wall that was constantly getting hit cuz
[39:42]
people would back in predominantly
[39:43]
trucks back in and hit it with their
[39:44]
hips and they roll forward a few inches.
[39:46]
>> Sometimes we would know who it was and
[39:47]
we'd be able to subregate against their
[39:49]
insurance company for the repairs and
[39:50]
sometimes we weren't able to and it was
[39:51]
a $10,000 repair that our insurance
[39:53]
company had to pay. Yeah,
[39:54]
>> that's why we changed those signs to no
[39:56]
back in parking, you know, pulling in.
[39:59]
>> And I worked with the police department
[40:01]
at that time say, you know, this is new,
[40:04]
give some warnings, you know, to people
[40:06]
perhaps this would be new for these
[40:09]
parking people as well, we and perhaps
[40:11]
they could if this happening during that
[40:13]
time frame, they could give them a
[40:14]
notice warning
[40:15]
>> and then one or two warnings and then
[40:17]
they're getting a ticket.
[40:18]
>> Mhm. kind of like, you know, when they
[40:20]
see them no parking, whatever after this
[40:22]
hour and they go by or this time frame
[40:25]
and they go by and they see them there.
[40:27]
>> Yeah.
[40:28]
>> They could write them because they're
[40:29]
violating or disobeying the
[40:32]
>> the signage.
[40:33]
>> Mhm.
[40:35]
>> But if it's clear in black and white,
[40:37]
that helps, right?
[40:38]
>> No parking law here from November 1
[40:41]
through
[40:42]
>> March 31, whatever it is.
[40:44]
>> Chief, is if there's signage, it's
[40:46]
enforceable, right? It's it's
[40:48]
enforcable, but like Joe says, I mean,
[40:50]
it's it's discretionary. I mean, we'll have a conversation. We'll talk to
[40:53]
them, make sure we get all on the same
[40:54]
page. It's it's not about writing as
[40:56]
many TIS as we can, but getting
[40:58]
everybody on the same page as far as
[40:59]
what the signage is for and why it's
[41:02]
there and what we can do to get the
[41:04]
situation.
[41:08]
» Yes.
[41:09]
>> Any comments, thoughts? Open to whatever
[41:12]
the suggestion is.
[41:14]
>> Yeah.
[41:15]
>> Whatever works best for DPW. Yeah.
[41:17]
>> Yeah.
[41:18]
>> It's already going to be a challenge
[41:20]
this year for them to take it on
[41:22]
>> and then to again managing expectations
[41:24]
is the biggest challenge,
[41:25]
>> right?
[41:26]
>> The physical part of it, the physical
[41:28]
part of it and knowing we we the
[41:30]
document and and we've worked on I've
[41:31]
helped with Rudy and stuff as the
[41:33]
process and the priorities
[41:35]
>> what they're doing and what they're not
[41:36]
doing
[41:37]
>> is is important.
[41:40]
>> Yeah.
[41:40]
>> And this is just another part of the
[41:41]
educating those others up there. And now
[41:43]
we have um contact information for the
[41:45]
renters and stuff and we can send them
[41:46]
notices in the mail too. Please share
[41:48]
this with your tenants.
[41:49]
>> Yeah.
[41:50]
>> You know, share it with them.
[41:51]
>> I'm sure the tenants would appreciate
[41:53]
having it, you know, shovel and cloud
[41:55]
off too. So maybe they cooperate
[41:57]
naturally. But
[41:58]
>> could be some good will there.
[41:59]
>> Yeah. You know, they get up at 7:00 in
[42:01]
the morning, walk out, and now they can
[42:02]
actually go out there and get to it.
[42:04]
>> That would be nice.
[42:05]
>> Yeah. Again, it's it's a it's a big
[42:08]
step, I think, to have the DPD step up
[42:09]
to do this. Obviously that the DDA is
[42:11]
funding for the equipment and
[42:12]
everything.
[42:13]
>> Uh and we're
[42:15]
>> we just got to make sure try to make it
[42:16]
fire in all cylinders if we can.
[42:18]
>> Yeah. I I I think it's probably the most
[42:20]
reasonable thing to do all things
[42:22]
considered if you know
[42:24]
>> we we we had semi made this decision
[42:27]
when we decided we were going to plow
[42:28]
sidewalks anyway.
[42:30]
>> So you know
[42:31]
>> we just want to make it better and
[42:32]
easier for the DPW to do it.
[42:34]
>> Mhm. And and again, I mean, a lot of
[42:37]
this is for the residents and for the
[42:39]
business owners down there anyway.
[42:42]
>> So,
[42:42]
>> well, I think when they see the what's
[42:44]
happening, it could bring on good
[42:46]
behavior
[42:47]
>> to keep it happening easier and easier.
[42:50]
>> Now, the problem like the only problem I
[42:54]
see with it is again, somebody rolls in,
[42:56]
they work somewhere, they roll in at
[42:57]
10:00 at night, and there are no spots
[42:59]
except for the ones along the curb.
[43:01]
>> Yeah, I would be parking there.
[43:03]
>> I would grab them,
[43:04]
>> right? what what are they going to do?
[43:06]
>> Right. So,
[43:08]
>> maybe to some degree there's um the
[43:11]
police, especially in this new
[43:14]
>> year,
[43:15]
>> could breeze through there in the
[43:16]
evening and say, "All right, um this car
[43:18]
showed up." You know, I know there's
[43:20]
sometimes just one officer on and they
[43:22]
can't be
[43:23]
>> cruising through every parking lot every
[43:25]
30 minutes,
[43:26]
>> but um a little help on their end will
[43:27]
help be helpful like they do now. They
[43:29]
watch the streets for the DPW. when it's
[43:31]
starts sleeping at 3:00 in the morning,
[43:33]
they're on the phone with PW.
[43:36]
A little bit of help on their end will
[43:37]
help us.
[43:38]
>> Yeah,
[43:40]
sounds good.
[43:40]
>> All right. Just kind of want to get you
[43:42]
guys. That's kind of where we're leaning
[43:43]
and
[43:43]
>> Mhm.
[43:44]
>> let you know the who and the why.
[43:45]
>> Yeah. Whatever makes DPW job easiest.
[43:48]
>> Yeah. And again, it'll make it better
[43:50]
for a better because then if somebody
[43:52]
comes out, rolls out at at 8 in the
[43:55]
morning and then there's this big spot
[43:56]
missed on the sidewalk, it's wow, they
[43:58]
didn't do this. Mhm.
[43:59]
>> Oh, yeah. Mhm.
[44:01]
>> So, we're just trying to make it better.
[44:03]
>> Yeah. I'm sure the snow situation will
[44:05]
be better this year than it has been,
[44:07]
thanks to the TDA figuring it out.
[44:09]
>> And now, this guarantees it won't snow
[44:11]
this year.
[44:12]
>> So, we're cool, right?
[44:14]
>> Yes.
[44:15]
>> Hey, if that machine sits in the barn
[44:17]
over there in the anti-heated barn all
[44:19]
winter, I think we're all okay with it.
[44:21]
>> Except for
[44:23]
>> Exactly. We're good.
[44:26]
>> All right.
[44:26]
>> Okay. Thank you.
[44:27]
>> Yeah.
[44:28]
>> All right. Next up in our new business
[44:29]
is the veteran's rockw walk. And that
[44:32]
just looks like um it's just the
[44:34]
insurance.
[44:35]
>> Yeah. And normally when someone just
[44:37]
rents the park, we we get a simple
[44:38]
thing, but this, you know, gentleman,
[44:40]
he's out of state and his his father or
[44:42]
grandpa was tied into the Veterans
[44:43]
Memorial in Oran Township or Lake Oran.
[44:46]
And um I I could tell I'm like, "Okay,
[44:49]
you probably don't have the insurance
[44:50]
and stuff, right?" I Well, then let me
[44:51]
send this to you. And
[44:52]
>> Mhm.
[44:53]
>> It's simple. They bre they start in the
[44:54]
morning and then they they hike down
[44:56]
there. And this year actually someone
[44:57]
want to hike back.
[44:58]
>> Okay. So before they would hike away and
[45:00]
then someone would pick them up and
[45:00]
they'd rendevous.
[45:02]
>> Yeah.
[45:02]
>> Um and and he's aware and I assured that
[45:05]
the parking how we would prefer them to
[45:06]
park in our
[45:08]
>> back lot here off Hudson
[45:09]
>> so we don't
[45:10]
>> fill that lot with cars and walk out of
[45:12]
town.
[45:13]
>> Perfect.
[45:15]
>> All right.
[45:17]
>> I'll make a motion to approve the
[45:19]
insurance coverage request for the
[45:22]
veterans work.
[45:23]
>> Second. Okay. Motion by Ross, seconded
[45:25]
by Knock. Any discussion? Hearing none.
[45:28]
All those in favor say I.
[45:30]
>> I.
[45:30]
Any nays? Motion carries. Um and our
[45:34]
final new business is the planning
[45:35]
commission zoning ordinance amendment
[45:37]
recommendation.
[45:38]
>> Uh yep. And then council member Knack
[45:41]
was at the meeting and she went through
[45:42]
this process. Um anything you'd like to
[45:44]
expound on? Um, you know, I I think at
[45:47]
the end of the day, we spent a lot of
[45:49]
time kind of working out, you know,
[45:52]
looking at all the maps and how things
[45:54]
are currently zoned and what is, you
[45:57]
know, what buildings are already there
[45:59]
and what's potential for, you know, if
[46:01]
you knock all the buildings down and and
[46:03]
all of the things. And um I I think it's
[46:07]
more than reasonable as you know
[46:11]
in some of our thinking on of this was
[46:14]
the fact that we've already
[46:19]
we haven't had issues trying to get a
[46:21]
lot of these areas developed, but we're
[46:23]
not doing ourselves any favors by
[46:26]
currently kind of keeping this zoned as
[46:30]
it is. It's just it's not a very um it's
[46:34]
not very friendly to a lot of developers
[46:36]
and by doing this it isn't substantially
[46:39]
changing you know any part of the plans
[46:42]
that we have. I just I think it gives us
[46:44]
a little bit more options.
[46:46]
>> Um and I and I thought that it was it was an excellent discussion and
[46:51]
they we definitely kind of asked they
[46:54]
asked a lot of those questions about the
[46:56]
whatifs a hundred years from now and th
[46:59]
and those kind of things. So I I think
[47:01]
that it was is very well put together
[47:03]
and um is it's very reasonable.
[47:09]
>> Thank you.
[47:12]
>> So this comes from the planning
[47:14]
commission with a recommendation for
[47:16]
approval
[47:17]
recognizing only the legislative body
[47:20]
can can do this kind of zoning work.
[47:24]
>> Right. And you know, and I think a lot
[47:26]
of the concern was, you know, all of a
[47:29]
sudden we're going to have
[47:31]
>> threestory towering buildings.
[47:34]
>> Um, and I can understand the concern
[47:38]
about it, but you know, as it stands
[47:40]
now, we already, you know, it's I I
[47:44]
think it wouldn't be that substantially
[47:45]
different than what we're doing. We're
[47:47]
not looking for like a downtown Royal
[47:49]
Oak with eight five stories, eight
[47:52]
stories. So, um I don't think it's very
[47:54]
different. Plus, one of the issues that
[47:56]
we also, you know, people really a lot
[47:59]
of developers and those we're running
[48:02]
into is, you know, if we have these
[48:04]
certain requirements, well, where are
[48:05]
people going to park?
[48:07]
>> And if you're pretty much eating up all
[48:09]
of the parking on the first floor,
[48:11]
>> what are you going to you're going to
[48:12]
have a one, you know, a a one floor, you
[48:16]
know, a a onelevel condo or something?
[48:19]
And it just it makes it very difficult.
[48:21]
So, It's like well I you know at the end
[48:24]
of the day that that kind of makes a lot
[48:26]
of sense.
[48:27]
>> Y
[48:27]
>> so
[48:29]
I don't
[48:34]
» and again this this change is with um
[48:37]
restricted to the form based co overlay
[48:39]
district which is shown on that map.
[48:41]
>> Obviously the rest it doesn't there's
[48:43]
other areas RM zoning um where the
[48:45]
condos are and where the apartments are
[48:47]
in South Pontiac that aren't affected by
[48:49]
this.
[48:49]
>> Right.
[48:52]
But a lot of this is really like the
[48:54]
majority of this RM it's already
[48:56]
developed. Like if you if you start to
[48:58]
overlay it onto a map,
[49:01]
>> it's very small. Like you're talking
[49:02]
about like over by the post office,
[49:04]
>> right?
[49:04]
>> Like there's nothing there anyway. And
[49:07]
it's
[49:09]
um so I I think it's I can't remember. I
[49:13]
think they do you remember what they
[49:15]
said like it what it was like 2 acres or
[49:17]
something of property that potentially
[49:19]
could be developed right now.
[49:21]
>> Um I don't remember that number it on
[49:24]
the vacant part. I think I think the
[49:27]
Hampton block property which is actually
[49:28]
three different parcels um is more than
[49:31]
two but that that's one of the large
[49:32]
ones again the layout of it and then the
[49:34]
adjacent one to it the old railroad
[49:36]
grade portion long and narrow it very
[49:39]
difficult they really need to combine
[49:41]
them in our master plan those are
[49:42]
combined development those two uh on the
[49:45]
east side there
[49:46]
>> which would make best to try to develop
[49:48]
them separately it' be tough because
[49:49]
you're setbacks stuff like that but we
[49:52]
can nevertheless um they they uh with
[49:54]
parking area and surface area being
[49:56]
limited.
[49:57]
>> Mhm.
[49:57]
>> They need to maybe put some parking
[49:58]
underneath on the on the base floor and
[50:01]
then your second and third then become
[50:02]
your livable space,
[50:03]
>> right?
[50:04]
>> And then all the C1 transition and
[50:06]
stuff. We do allow three stories
[50:07]
already.
[50:08]
>> Mhm. So,
[50:09]
>> okay. I'll make a motion to approve the
[50:11]
proposed amendment to section 342 of the
[50:13]
zoning ordinance um as recommended by
[50:16]
the planning commission.
[50:19]
>> Second. Okay.
[50:20]
>> Motion by Cook, seconded by Knock. Any
[50:22]
discussion from councel?
[50:26]
Council member Ross is pondering this.
[50:29]
Okay.
[50:30]
>> Roll call.
[50:30]
>> Thank you.
[50:31]
>> All right. Roll call vote, please.
[50:33]
>> Knock.
[50:34]
>> Yes.
[50:34]
>> Cook.
[50:35]
>> Yes.
[50:36]
>> Ross,
[50:36]
>> yes.
[50:37]
>> All right. Motion carries. That is
[50:39]
approved. There are no items removed
[50:42]
from the consent agenda. So, we'll move
[50:43]
to our second instance of public
[50:45]
comments. If anyone would like to speak
[50:47]
to councel at this time. Now is your
[50:49]
second and final opportunity this
[50:51]
evening.
[50:53]
>> Chief,
[50:56]
>> I don't know about that.
[51:00]
» Yeah, that's tough.
[51:02]
>> Um, talk about the ebikes. Oh, good
[51:05]
evening everybody. Talk about the ebikes tonight. I mean,
[51:09]
our biggest concern with as the police
[51:11]
is that ebikes is is so popular right
[51:14]
now. You've got a few out there right
[51:16]
now and you're going to have a lot more
[51:18]
and we're going to have all these bikes
[51:19]
on these sidewalks where folks are
[51:21]
trying to walk. I understand like I
[51:22]
listen to the folks that talked here
[51:24]
tonight about well it gives them the
[51:25]
ampage to get up and get going. I don't
[51:28]
know if we really want all that traffic
[51:29]
on our sidewalks. I certainly don't want
[51:31]
them on the roads either. The law does
[51:33]
state ebikes are legal in the state of
[51:35]
Michigan as long as they have fully
[51:36]
operational pedals, a seat saddle,
[51:38]
electric motor of no more than 750
[51:41]
watts. And I looked up what watts are.
[51:43]
That means 20 to 28 miles per hour.
[51:45]
That's pretty fast in a sidewalk. Um,
[51:48]
but using how they what they were
[51:50]
mentioning in our audience today, I get
[51:52]
how that gets them up there and I hate
[51:53]
to take take that away from those folks,
[51:56]
but I'm just worried about the increased
[51:57]
traffic as the popularity grows with
[51:59]
these ebikes on these sidewalks.
[52:01]
certainly a fan of the the not having
[52:03]
the ebikes downtown with our folks uh
[52:05]
coming out in and out of businesses and
[52:07]
the sidewalks downtown. Um growing up in
[52:11]
my 33 years as a police officer, it was
[52:13]
never allowed no motorized vehicle on a
[52:15]
sidewalk period unless it was a
[52:17]
wheelchair. That was it. Um but times
[52:20]
are changing. So
[52:22]
just as the police department, we want
[52:23]
to make sure that whatever we're doing
[52:24]
that we're doing fair for everybody. So,
[52:26]
we want to take it away from everybody,
[52:28]
but we also have to be smart about it
[52:30]
and have something for us to to give us
[52:33]
some kind of a T just to kind of enforce
[52:35]
that if we can. But that's where we have
[52:37]
the discretion.
[52:39]
We're we're looking for the ones that
[52:40]
are, you know, they're doing the
[52:43]
wheelies or doing the 360s on the
[52:44]
wheels. And a lot of times those aren't
[52:46]
ebikes. Those are little motorcycles or
[52:48]
scooters, whatever they have. And those
[52:49]
are a different classification. And
[52:50]
those are different. That's
[52:51]
automatically against the law. You can't
[52:53]
do that. So, um, it reminds me of the
[52:55]
skateboard rule that we had downtown
[52:57]
when we had such an issue with the
[52:58]
skateboards downtown. We couldn't figure
[53:01]
out a way to, we don't want to take a
[53:03]
skateboard away from Johnny because he's
[53:05]
just having a good time and he's
[53:06]
innocent. He's not Well, what they're
[53:08]
doing is they're jumping off property.
[53:10]
They're shaving concrete. They're doing
[53:11]
damage to property. They are impeding
[53:14]
other people's, you know, want to just
[53:17]
hang out in the park and not have all
[53:18]
these skateboards jumping around. So, we
[53:20]
had to come up with an ordinance. We had
[53:22]
to come up with some teeth to give us
[53:24]
something to say, "All right, hey,
[53:26]
listen. This is the rule. You're not
[53:27]
going to listen. We're going to take the
[53:28]
skateboard. Have your mom and dad bring
[53:31]
you to the station. Here's your
[53:32]
skateboard back. Here's a copy of the
[53:34]
ordinance. Please don't do that again.
[53:36]
And these are the reasons why. We're not
[53:38]
just trying to be the we don't take the
[53:40]
toy away and be the big bad police."
[53:42]
It's just there's reasons why we're
[53:43]
doing what we're doing. And it's not
[53:45]
just to keep people safe, but it's also
[53:46]
to keep, you know, the peace and
[53:49]
property for other folks that are around
[53:50]
you as well. So, um, and we are looking
[53:52]
at that and all it takes is for us to
[53:54]
take one of these ebikes and set an
[53:56]
example and word will start getting out.
[53:59]
Um, they are that these things can go
[54:01]
where we can. My officers are telling
[54:03]
me, chief, I went after one today and he
[54:05]
went down a trailer, stopped, flipped me
[54:07]
off, pulled his pants down, and gave me
[54:08]
the moon.
[54:11]
Okay, well, that's not appropriate.
[54:13]
Let's not do that. But I also I worry
[54:15]
about the safety of our officers and the
[54:17]
kids too. If we're trying to chase after
[54:18]
these kids, we go after them in places
[54:20]
we can't go. So
[54:23]
>> we need to determine where these kids
[54:24]
are coming from. There are communities
[54:26]
violations. Go knock on their door and
[54:28]
have a conversation. Um and you let them
[54:31]
know that they are breaking the law.
[54:32]
This is the rule. This is why we're
[54:34]
doing what we're doing. And you have to
[54:35]
stay safe doing that. And running from
[54:36]
the police is certainly automatically
[54:38]
against the law. Can't do that. And that
[54:41]
will be a hard lesson for somebody to
[54:42]
learn if we do catch them. So let's hope
[54:45]
that that's not the case. But we need to
[54:47]
send a message. We need something to
[54:49]
work with
[54:51]
and
[54:53]
we need to change what's done.
[54:55]
>> Thank you.
[54:56]
>> Madam President, can I ask can I ask him
[54:58]
one question?
[54:58]
>> Yeah.
[54:59]
>> Can you when you get a chance, can you
[55:00]
read the current version? I know you
[55:02]
have because you were paraphrasing from
[55:04]
it. just maybe be ready to tell us if
[55:07]
you think it's a fair and balanced
[55:09]
approach to the issue. We're not trying
[55:11]
to create an ordinance that is
[55:13]
overreaching.
[55:14]
>> Sure. Yeah. We don't want that either.
[55:15]
>> Most of it most of it we you know we
[55:18]
took from state law and the definition
[55:21]
that you rang is, you know, first
[55:23]
provision of our ordinance,
[55:24]
>> what what constitutes an ebike and then
[55:27]
we took the classes of ebikes right out
[55:29]
of the state law.
[55:30]
>> The helmet definition, it's all it's
[55:33]
already We're just embodying it. But but
[55:35]
it would be good to know if you think
[55:36]
this is a fair and balanced approach.
[55:40]
>> Oh, I absolutely think it's fair and
[55:41]
that and that's where we come with
[55:42]
discretion. Um if somebody is using that
[55:45]
to help them get across the street or
[55:48]
they're using that device, I mean that
[55:49]
that's a whole different thing. You're
[55:50]
not doing wheelies and you're not doing
[55:52]
360s. You're you're using a device that
[55:54]
was made to help um escort you or move
[55:58]
you from one place to another. So that's
[56:01]
where the discretionary comes in on our
[56:02]
end.
[56:02]
>> Yes. In your ability to impound, we we
[56:04]
made it a May standard. It's you don't
[56:06]
it's not a shall standard.
[56:08]
>> No, not at all. You may conversation as
[56:10]
far as why we're out there, why
[56:12]
>> why we have these rules because of, you
[56:14]
know, trying to keep people safe. We're
[56:16]
trying to keep as much traffic off the
[56:17]
sidewalks as possible. So, and it's just
[56:20]
and it's going to increase and you're
[56:21]
going to have a lot of it. So, if we
[56:23]
don't come up with something now to help
[56:24]
us help try to um keep it under control,
[56:30]
um then I think it's going to get worse.
[56:33]
>> Okay.
[56:33]
>> But it's not just the ebikers either.
[56:35]
It's it's we talked about it as far as
[56:37]
the
[56:38]
>> the other little scooters and things. I
[56:39]
mean, I had a conversation just I mean I
[56:41]
live here in town, too. and and uh my
[56:43]
neighbor had that conversation with him
[56:46]
the other day because I was coming home
[56:48]
down Pleasant Street and these two kids,
[56:51]
one was on one of those standup scooters
[56:52]
and another one was on a little green
[56:54]
minibike. They zoomed right through the
[56:57]
stop sign at Dayton and Pleasant right
[56:58]
in front of me. I'm in my regular car.
[57:00]
I'm going home from work. I'm like, um
[57:03]
and then then they get up to First
[57:06]
Street and they blow that stop sign to
[57:08]
go down First Street at the end of
[57:10]
Pleasant Street. So, and I'm like, I
[57:12]
know that that's my neighbor kid. Okay.
[57:15]
Oh, that's the kid across the street.
[57:16]
Okay. All right. I need to have a
[57:17]
conversation. Guys, you cannot do that.
[57:19]
You cannot just So, I went and had a
[57:21]
conversation with with the dad and I
[57:22]
said, "Hey, listen. Oh, I'm keeping an
[57:23]
eye on them. They're just having fun."
[57:25]
No, guys. No. They You think they're
[57:28]
having fun, but they're going to go
[57:29]
around the corner here. They're running
[57:30]
stop signs. Somebody's going to run them
[57:31]
over, and it's not going to be fun
[57:32]
anymore. So,
[57:34]
>> it starts at home, too. a lot of these a
[57:36]
lot of the parents and folks need to
[57:38]
have these conversations
[57:39]
>> um knowing what they're letting their
[57:41]
kids go out there and do. And like I
[57:42]
said, it's not just the ebikes, it's the
[57:44]
other bikes, too. So,
[57:45]
>> um and we are out there trying to
[57:46]
enforce. We're doing the best we can as
[57:48]
safe as we can to try to get the message
[57:50]
out. It's why we we embodied in here the
[57:54]
infraction against the parents or the
[57:56]
guardians, not necessarily those who are
[57:58]
underage
[58:00]
um for allowing this uh knowingly
[58:02]
allowing it to happen
[58:05]
>> because you you can't your civil
[58:06]
infraction rights against a 15-year-old
[58:08]
are pretty limited,
[58:10]
>> right?
[58:10]
>> And the main thing is is, you know, we
[58:13]
can write tickets, we can we want to
[58:15]
have conversations, we want to have
[58:16]
talks with the parents, hey, listen,
[58:17]
this is what's going on. This is why.
[58:19]
So, let's get this under control. If
[58:20]
not, somebody's going to get hurt or
[58:22]
somebody's going to get a citation. We
[58:24]
don't want that. We just want you to,
[58:26]
you know, go have your fun, but you got
[58:27]
to be responsible.
[58:29]
>> Good. Thank you, Chief.
[58:31]
>> Thank you so much.
[58:32]
>> Thank you, Madam President, for
[58:38]
» Hi, everyone.
[58:39]
>> Good evening. I'm Sarah Travis. I am a
[58:41]
resident of the like direct downtown. I
[58:44]
live above one of the, you know, where
[58:46]
the shops and the restaurants are. So,
[58:47]
okay.
[58:47]
>> I just wanted to touch on a couple of
[58:49]
things. Um, the first I wasn't even
[58:51]
planning to talk about, but uh I know
[58:53]
Kimberly was up here talking about the
[58:55]
um signage for the trail and as someone
[58:58]
who walks her dog around downtown every
[59:00]
day, I see so many res residents um and
[59:03]
people that are visiting that um have no
[59:06]
idea where the trail is at. So, I know
[59:08]
from my anecdotal evidence that that
[59:10]
would be appreciated by um a lot of
[59:12]
people in our community just because I
[59:14]
don't know where the heck they're going.
[59:15]
Um, but also I wanted to uh just show my
[59:19]
appreciation as a resident of downtown
[59:21]
regarding the no overnights for snow
[59:24]
removal and everything like that. I
[59:26]
think that you guys touched on a lot of
[59:27]
the things that I was concerned about
[59:29]
which is we are no strangers to
[59:33]
difficulty with the parking situation.
[59:35]
There's not a lot of space, especially
[59:37]
when on Fridays, Saturdays, you know,
[59:39]
Thursdays even when the bars are full,
[59:41]
the restaurants are full, and we're
[59:43]
coming home and we're we like we're just
[59:45]
doing our best trying to park. And yes,
[59:48]
do we park overnight on the curb? 100%
[59:50]
because that's the spot that's
[59:52]
available, and I'm not trying to walk,
[59:53]
you know, like forever just to get to my
[59:56]
house. But um I just wanted to uh to to
[1:00:01]
give my um my own uh concern about a
[1:00:09]
ordinance or uh um some kind of uh
[1:00:13]
signage that would be like all year
[1:00:15]
round just because I know that that
[1:00:17]
might be difficult um systematically to
[1:00:20]
impose like okay no overnight parking
[1:00:22]
like during snowstorms like how are you
[1:00:24]
guys going to be able to do that? I
[1:00:25]
totally understand that. But on normal
[1:00:28]
days where the snow is not a concern to
[1:00:30]
be able to, you know, go home without
[1:00:33]
worrying about getting a ticket in the
[1:00:35]
morning, you know, I just that's my only
[1:00:37]
concern as as a resident. Obviously,
[1:00:40]
we know I think most of us residents are
[1:00:43]
trying our best not to block, you know,
[1:00:46]
the access to the shops and the
[1:00:48]
businesses and the restaurants and
[1:00:49]
everything like that, but just for when
[1:00:52]
those uh those busy moments happen to be
[1:00:56]
able to not have to worry about, you
[1:00:59]
know, dreading walking to the car and
[1:01:00]
see if there's a ticket there. um on a
[1:01:02]
day where there's no snow or you know no
[1:01:05]
concerns with snow plows or anything
[1:01:07]
like that. Obviously I know the plows
[1:01:09]
got to come through and the snow's got
[1:01:11]
to get taken care of and we appreciate
[1:01:13]
that too. So that's another story but I
[1:01:15]
just don't want it to be the random day
[1:01:17]
where snow's not a concern and we're
[1:01:19]
coming out there and we got you know
[1:01:21]
some issues. So yeah,
[1:01:22]
>> thank you very much.
[1:01:23]
>> Yeah, thank you so much for sharing your
[1:01:25]
perspective and comments.
[1:01:31]
Hi everyone.
[1:01:33]
>> Good evening.
[1:01:34]
>> I'm also a resident of the direct down.
[1:01:36]
Tommy and Sarah live in the same
[1:01:37]
building. Awesome.
[1:01:38]
>> Um I just again wanted to say that I'm
[1:01:41]
appreciative of everyone's input on that
[1:01:44]
because like Sarah said, we had talked
[1:01:46]
about this before and there we had some
[1:01:49]
concerns, but I think that everyone is
[1:01:52]
taking those into consideration. Um, I
[1:01:55]
do think that most residents are going
[1:01:57]
to be psyched about having snow roof.
[1:02:01]
Um, so I I do think just talking to the
[1:02:04]
business owners, making sure that
[1:02:05]
residents actually get like that
[1:02:07]
information that this is what's going to
[1:02:09]
be going on is going to be half of the
[1:02:14]
battle is going to be done for you. So,
[1:02:16]
um, uh, but I do know not everyone has
[1:02:19]
social media. not everyone is out there,
[1:02:22]
you know, see that these things are
[1:02:23]
going to be on the on the minutes or,
[1:02:26]
you know, on the schedule. So, um
[1:02:30]
I just want to make sure that those
[1:02:31]
people are, you know, in the know about
[1:02:33]
it. Um I think that that's all that I
[1:02:36]
really wanted to.
[1:02:38]
>> Yeah.
[1:02:38]
>> No, that's great. Thank you so much.
[1:02:40]
Thank you for sitting through this whole
[1:02:42]
meeting to share your perspective, too.
[1:02:45]
>> Amen.
[1:02:46]
So, I I think maybe um
[1:02:50]
maybe we look into using uh our text
[1:02:54]
messaging app for something like this
[1:02:57]
>> perhaps. And again, we we have the
[1:02:58]
addresses of all those locations
[1:03:00]
downtown. And not only would we notify
[1:03:03]
the building owner or the apartment
[1:03:05]
owner, we can send directly to that
[1:03:07]
address as far as, hey, here's a new
[1:03:08]
rule, here's what's coming on, here's
[1:03:10]
what's about to happen come this winter,
[1:03:12]
and things like that. So at least on on
[1:03:14]
the front end of it, we can at least get
[1:03:16]
it aware the awareness out there.
[1:03:17]
>> I think that would maybe make them feel,
[1:03:19]
you know, a little bit better about,
[1:03:21]
hey,
[1:03:22]
>> you know, we're plowing tonight
[1:03:24]
>> kind of kind of thing.
[1:03:27]
would be a pain, but the night
[1:03:28]
>> if you want like one of those things if
[1:03:30]
you want to opt in,
[1:03:31]
>> I think it would be nice to have that
[1:03:34]
because I also think that that would
[1:03:35]
also be nice for res village residents
[1:03:38]
that aren't necessarily only in downtown
[1:03:41]
to be like, hey, I should not be parking
[1:03:43]
on the street today.
[1:03:44]
>> Mhm.
[1:03:44]
>> And and I I don't know if it's possible.
[1:03:48]
>> I'm leaning towards No.
[1:03:49]
>> Let's let's move it. Let's try no.
[1:03:51]
>> Joe doesn't want to be up in the middle
[1:03:52]
of the night texting.
[1:03:53]
>> Well, again, I don't know what
[1:03:56]
the DPW gets up and
[1:04:01]
» so maybe maybe if that's something that
[1:04:04]
you know because I actually think having
[1:04:05]
a communitywide text message
[1:04:08]
>> not necessarily a reply all chain but
[1:04:11]
you know maybe we could see if there's
[1:04:13]
something that we could do because it's
[1:04:16]
just in general I think it would be
[1:04:18]
helpful. Yeah,
[1:04:19]
>> I would just like to say that that's a
[1:04:20]
wonderful idea and we have the
[1:04:22]
technology and I think that that would
[1:04:23]
be helpful for everybody
[1:04:24]
>> and I do have the mass text program. I
[1:04:26]
used it today just briefing with you
[1:04:27]
guys because rather than because I
[1:04:28]
didn't know if you would see your email
[1:04:29]
right before the meeting so I thought
[1:04:30]
well I'll send out in a text and it was
[1:04:32]
fighting me on the side we're working
[1:04:34]
>> but yeah I used it through the some of
[1:04:36]
the construction projects mostly because
[1:04:38]
it's it's contained right to those on
[1:04:40]
that block or those two blocks whatever.
[1:04:41]
Um, and I I my goal is always to expand
[1:04:44]
it out for other uses and and
[1:04:47]
this would be one of those uh needs or
[1:04:49]
uses that it was kind of meant for. I've
[1:04:51]
always maintained that it's not a social
[1:04:54]
media thing. It's not a marketing thing.
[1:04:56]
It's if you're hearing from us, it's
[1:04:56]
because you need to,
[1:04:58]
>> you know, there's a waterline break or
[1:04:59]
there's a, you know, paving project
[1:05:01]
going right for your home for the next
[1:05:02]
month, you know, and then keep you
[1:05:03]
updated on those kind of things. This
[1:05:05]
would be fall in that vein.
[1:05:07]
>> For those limited folks in the downtown,
[1:05:09]
again, it's hard for me to say 11:00.
[1:05:10]
Well, they say it's going to snow at 2
[1:05:11]
in the morning
[1:05:13]
>> and then you wake up tomorrow morning,
[1:05:14]
there's none.
[1:05:14]
>> When when he, you know, when Rudy sends
[1:05:17]
out the plow, you know, if if that's
[1:05:20]
possible, I don't know.
[1:05:21]
>> Well, and perhaps um I'm the only one
[1:05:23]
who has access to the program now. I
[1:05:25]
could sure get him login information to
[1:05:26]
do it, but that's one more thing's plate
[1:05:28]
on a stormy stormy night.
[1:05:30]
>> That's the last thing he's going to be.
[1:05:32]
>> But if he doesn't if he doesn't have to
[1:05:34]
>> move,
[1:05:35]
>> that's a that's a benefit. That's a
[1:05:37]
benefit.
[1:05:38]
>> Yeah. I'm still trying to figure out if
[1:05:40]
psyched is a good thing or bad. It's a
[1:05:43]
good thing.
[1:05:43]
>> Psych. Not psyched. Psyched.
[1:05:45]
>> Okay. Psych.
[1:05:46]
>> Psych. Not psycho. Okay.
[1:05:48]
>> All right.
[1:05:49]
Any other public comments?
[1:05:51]
>> Yes.
[1:05:53]
>> I was going to introduce you and make
[1:05:54]
some comments. This is Mr. Paul Tonio
[1:05:56]
from Community Disposal.
[1:05:57]
>> Yeah. Hello again.
[1:05:59]
>> Hi. I was here
[1:06:01]
>> last week or before.
[1:06:02]
>> Yeah.
[1:06:04]
>> Just wanted to let you know we're still
[1:06:06]
on standby here. Um I wasn't sure if you
[1:06:10]
had had feedback from priority after
[1:06:12]
sending him the letter.
[1:06:13]
>> That was our feedback tonight. So
[1:06:15]
>> they were here before they you they were
[1:06:16]
here before you they arrived.
[1:06:18]
>> Yeah.
[1:06:19]
>> Okay. So u I guess
[1:06:24]
I talk to you after the meeting and find
[1:06:26]
out exactly.
[1:06:27]
>> Yep.
[1:06:28]
>> Yeah.
[1:06:29]
Be happy to chat with you.
[1:06:31]
>> Yeah. Thanks for attending this evening.
[1:06:32]
We appreciate
[1:06:35]
All right. All right, we'll move on to
[1:06:36]
our committee reports if there's no
[1:06:38]
other public comment.
[1:06:40]
Um, not
[1:06:42]
>> um, that would be Allison and she wasn't
[1:06:44]
there and I will start I will be
[1:06:46]
attending those again.
[1:06:48]
>> You will
[1:06:48]
>> later this month.
[1:06:49]
>> Great. Thank you.
[1:06:50]
>> Golf season's over.
[1:06:53]
>> Anything else from planning commission?
[1:06:54]
>> Um, we did uh we did approve uh site
[1:06:59]
plan. We did our site plan for 10001
[1:07:03]
Industrial or somewhere on Glassby,
[1:07:06]
whatever the address is.
[1:07:08]
>> Um,
[1:07:09]
>> it's a weird situation.
[1:07:10]
>> And um it
[1:07:12]
>> it's it's the it's the corner. It's the
[1:07:15]
corner. And they kind of have their own
[1:07:16]
address. They kind of don't. But long
[1:07:19]
story short, we um we we approved the
[1:07:21]
plan that you know, I think that um we talked about, you know, um
[1:07:31]
the things that we're requiring besid
[1:07:34]
that that um the village could do
[1:07:35]
administratively,
[1:07:37]
including like a landscape plan and a
[1:07:39]
lighting plan and maybe working on like
[1:07:41]
some shielding of, you know, those kind
[1:07:44]
of things. So, I think it went I I think
[1:07:47]
it went very well. Um
[1:07:50]
uh I think one of the one of the
[1:07:52]
concerns that was brought up was um
[1:07:56]
sidewalks.
[1:07:57]
Um after doing a little Google earthing,
[1:08:01]
um it made it it did make sense for us
[1:08:05]
to not necessarily have to have them put
[1:08:08]
in a sidewalk just because the sidewalk
[1:08:11]
would is would is it would actually be
[1:08:13]
on
[1:08:15]
the southside at that point.
[1:08:16]
>> Yes. Where it's it just wouldn't have
[1:08:19]
any continuation because it's all coming
[1:08:21]
down like from scriptor and it stops and
[1:08:24]
in theory if you were going to continue
[1:08:25]
the sidewalk, you wouldn't cross the
[1:08:27]
street to do the south side. You would
[1:08:30]
just continue over there. So, um,
[1:08:33]
>> that's why we kind of made the decision
[1:08:34]
that it it didn't really make sense, but
[1:08:37]
if necessary, if you absolutely wanted
[1:08:39]
to put a sidewalk, we could, but we just
[1:08:41]
didn't feel like it was something that
[1:08:43]
was necessary that was going to be, you
[1:08:44]
know, kind of uh a make or break for
[1:08:48]
this. Um, but, uh, I I think it's it's
[1:08:52]
going to be an improvement. They're
[1:08:54]
really looking forward to doing that. I
[1:08:56]
mean, you know, the nice thing is that,
[1:08:58]
you know, the the current business owner
[1:09:00]
is able to rent out this new space so we
[1:09:03]
can have more jobs and they can expand.
[1:09:06]
So, I I think it's it's a win-win
[1:09:08]
between having new, you know, nice new
[1:09:10]
development and buildings and letting
[1:09:13]
these businesses grow. Um,
[1:09:15]
it worked out really well. So,
[1:09:17]
>> great.
[1:09:18]
>> Thank you.
[1:09:19]
>> Um, the planning commission is a really
[1:09:21]
great group. I watched the most recent
[1:09:23]
video of your meeting. Um, and I think
[1:09:25]
we're still one member short, right? Um,
[1:09:28]
we just had a reputation.
[1:09:29]
>> Yeah. The day of the meeting, we finally
[1:09:30]
got something in writing.
[1:09:32]
>> Yeah. So, if anyone would like to join
[1:09:34]
our village planning commission, please
[1:09:35]
reach out to me. We would love
[1:09:36]
>> signs. You like signs?
[1:09:39]
>> It's a really great It's a really great
[1:09:41]
commission to be part of.
[1:09:42]
>> And if I may,
[1:09:44]
>> the the the Planning Ending Act requires
[1:09:46]
a five, seven, or nine member board. We
[1:09:48]
currently have seven. Well, no, six with
[1:09:50]
a vacancy.
[1:09:50]
>> Mhm. As difficult as it is, you could go
[1:09:53]
to five down there. Now, if somebody was
[1:09:55]
tour was coming up and then they didn't,
[1:09:57]
you know, they were on the fence of
[1:09:58]
renewal or again, right?
[1:09:59]
>> Um because it is tough. We asked a lot
[1:10:01]
of them. They have to learn a lot and we
[1:10:03]
pay them right over right about zero, I
[1:10:04]
think, is
[1:10:07]
>> for as many as up to 24 meetings a year.
[1:10:10]
Uh we never really have that many, but
[1:10:13]
>> it's a lot to ask. So,
[1:10:14]
>> yeah, I served on the planning
[1:10:16]
commission for a year before I joined
[1:10:17]
village council and it was a great
[1:10:18]
experience. So
[1:10:20]
>> we have some great members on there
[1:10:22]
right now.
[1:10:23]
>> That's a good
[1:10:24]
>> quite the quite the learning curve.
[1:10:26]
>> You're doing great.
[1:10:28]
>> Just an account.
[1:10:29]
>> That's why we need you.
[1:10:32]
>> Uh cable commission. Have we heard
[1:10:34]
anything? Okay. And then the DDA
[1:10:37]
actually
[1:10:38]
>> I was not able to attend. Kimberly, any
[1:10:40]
updates?
[1:10:45]
» Just a couple quick things. Um we are in
[1:10:48]
the deep end of events for the year. So
[1:10:53]
if we're looking a little frazzled,
[1:10:54]
that's probably why. Um in August we did
[1:10:58]
partner with Parks and Wreck for a DIA
[1:11:01]
bus tour and that was very successful. I
[1:11:03]
heard it went really well. They had
[1:11:04]
about 35 people that attended so it was
[1:11:07]
very positive. Um we also partnered with
[1:11:09]
them on the senior citizens day uh which
[1:11:12]
the event they had in the park. We've
[1:11:14]
also partnered with Lake Orian as well.
[1:11:17]
Um this Saturday we have our art and
[1:11:20]
wine stroll. So the DIA um installation
[1:11:23]
will be coming out or being removed in
[1:11:26]
October. So we're trying to do one kind
[1:11:28]
of activity per month to help support it
[1:11:30]
while it's still here. So we've
[1:11:32]
partnered with Whimsy and she's
[1:11:34]
collected a bunch of local artists and
[1:11:37]
we have 10 different locations of art.
[1:11:40]
uh four restaurants have participated in
[1:11:42]
the wine tasting portion of it and then
[1:11:44]
the DIA will have a dosent there to do
[1:11:46]
walking tours. So, Whimsy will also have
[1:11:49]
some uh live demonstrations in the park.
[1:11:52]
There's going to be a chalk art contest.
[1:11:54]
It's going to be a really cool activity
[1:11:55]
and the weather looks beautiful for
[1:11:57]
Saturday. So, it should be wonderful. Um
[1:11:59]
we have our downtown decorating day
[1:12:01]
scheduled for next week. So,
[1:12:03]
everything's going to be flipping over
[1:12:04]
from summer to fall. Um and also scare
[1:12:07]
profess we talked about earlier is on
[1:12:09]
the third. The only other port other
[1:12:11]
thing that we wanted to talk about was
[1:12:12]
the dactics program. Um that was
[1:12:14]
approved at the last meeting to uh move
[1:12:17]
forward with ordering those uh which we
[1:12:20]
have done. We walked around with the um
[1:12:23]
sign company and we've uh kind of marked
[1:12:26]
out where each of those signs are going
[1:12:27]
to be installed and we're hoping to have
[1:12:30]
them installed mid to late September and
[1:12:33]
having some sort of unveiling ceremony.
[1:12:35]
So, there'll be some sort of like cover
[1:12:37]
on the front of them so you can't see
[1:12:39]
what's underneath.
[1:12:42]
I hope you're excited about that.
[1:12:44]
>> I'm excited.
[1:12:46]
>> No, I'm very excited.
[1:12:47]
>> I was like started by a project.
[1:12:50]
>> This is like
[1:12:53]
Yeah, we're very excited to come.
[1:12:57]
>> We're hoping that this is just the
[1:12:59]
beginning and that when see it, they're
[1:13:01]
going to want to participate as well.
[1:13:03]
And then we want to partner also with
[1:13:05]
the museum to do some walking tours for
[1:13:07]
them as well. So I'm hoping that this
[1:13:08]
whole GIA program has really started to
[1:13:11]
just be the beginning kickstart of more
[1:13:13]
all arts culture and history and getting
[1:13:16]
people excited about that walking around
[1:13:18]
being more interactive with our
[1:13:20]
downtown.
[1:13:21]
>> Awesome. Thank you.
[1:13:24]
>> Um Pian,
[1:13:27]
>> I wasn't able to attend.
[1:13:28]
>> I pinched hit it last uh week. I found
[1:13:32]
out that morning, but I made it. Um, so,
[1:13:35]
uh, it's always a great group. There was
[1:13:37]
a couple minor things to take care of,
[1:13:38]
replacing a mowing contract with someone
[1:13:40]
who just wasn't able to do it anymore.
[1:13:42]
But the bigger thing is that the DNR
[1:13:43]
come up with some money. I think mostly
[1:13:45]
them, um, doing an entire survey of the
[1:13:47]
trail to look about where wash outs are
[1:13:49]
and things like that. That has started
[1:13:51]
already. It was on the agenda for
[1:13:52]
approval last week, even though the DNR
[1:13:53]
had already started. It's
[1:13:55]
>> kind of like
[1:13:56]
>> more of those things. But, um, but yeah,
[1:13:58]
so that's going on on the trail. Great.
[1:14:00]
>> Thank you. Mhm.
[1:14:01]
>> DBA did not meet. So we'll go to our
[1:14:04]
manager clerk staff attorney reports
[1:14:06]
>> and yes and because some things I print
[1:14:08]
off this thing and I leave it at my desk
[1:14:09]
and forget it. So today I emailed it to
[1:14:11]
you and brought it. So and I do have one
[1:14:13]
to add on the bottom. But um again the
[1:14:15]
water tower paint like is this our
[1:14:17]
pre-construction meeting is this
[1:14:18]
Thursday. Um the AT&T tower folks that
[1:14:21]
are looking to add stuff at Walden the
[1:14:23]
top that we postponed to coincide with
[1:14:25]
this um are going to be there. Scriptor
[1:14:28]
Park Retain while we Rud and I put
[1:14:29]
together the design build bid process
[1:14:31]
and we had two biders um one didn't
[1:14:35]
provide engineering but uh the numbers
[1:14:37]
were like 85,000 and 200,000 they were
[1:14:40]
miles and miles apart
[1:14:42]
>> we're going to work with the one and and
[1:14:44]
do some I talked to them today about
[1:14:47]
doing a different plan that doesn't
[1:14:48]
require engineering
[1:14:49]
>> okay
[1:14:49]
>> make it to where that that's off the
[1:14:51]
table but we still we still want to do
[1:14:53]
it yet this year now it's still 85,000 I
[1:14:55]
think we have 50 or 75 five I think is
[1:14:57]
in the budget if I recall.
[1:15:00]
We'll have to bring you know it to move
[1:15:03]
forward that's over the budget but we
[1:15:05]
have other money in the parks but that
[1:15:06]
wall is getting bad and this is the best
[1:15:08]
time of year to do it
[1:15:10]
>> um
[1:15:11]
>> in the spring it's just too busy too
[1:15:13]
much going on it's wet perhaps and it's
[1:15:15]
not as good guys
[1:15:17]
>> right
[1:15:18]
>> um but I don't have a recommendation per
[1:15:20]
se because we haven't nailed down
[1:15:21]
exactly because the scope is kind of
[1:15:22]
changing and we're having to morph it
[1:15:24]
back. It might lower down now because
[1:15:25]
we're going to be using maybe one layer
[1:15:27]
of tall uh the block walls instead of
[1:15:30]
three.
[1:15:31]
>> So, I'm going to try to get it down to
[1:15:32]
back where our budget amount was.
[1:15:34]
>> I guess I'm I didn't even
[1:15:37]
Again, we weren't It might not be even
[1:15:39]
be done. We we I prefer to bring
[1:15:41]
something back next month with a more
[1:15:42]
defined
[1:15:43]
>> um plan, but just kind of let you know
[1:15:45]
where we're at. Okay.
[1:15:46]
>> It's something we would probably look to
[1:15:47]
do in October, November, just before
[1:15:50]
winter. At least before winter.
[1:15:51]
>> Okay.
[1:15:53]
Um the accessible bathroom project, uh
[1:15:56]
it it's it's going it's been fits and
[1:15:58]
starts. We had a little measurement
[1:16:00]
issue with our designer uh the
[1:16:02]
architect. So they they the contractor
[1:16:04]
moved the sink and he's running some
[1:16:05]
problems with the steel beam in the
[1:16:06]
wall, stuff like that. So um I spoke to
[1:16:09]
them both uh today and we need to kind
[1:16:11]
of reassess that to make sure that the
[1:16:13]
wall being moved is still going to meet
[1:16:14]
the ADA requirements. I mean that's the
[1:16:16]
whole idea of the bathroom, right?
[1:16:18]
>> You can't put it up without that.
[1:16:20]
So, um, again, it it's it's not we we
[1:16:23]
still have the other bathrooms and
[1:16:24]
they're going to be in tomorrow to clean
[1:16:25]
them out cuz they were construction
[1:16:26]
putting holes in the ceiling to run some
[1:16:28]
piping. They're a bit of a mess right
[1:16:30]
now. We can obviously come over here to
[1:16:31]
this hallway, use bathrooms, but they're
[1:16:34]
going to come clean those up so we can
[1:16:35]
still continue to use those. Um, the
[1:16:38]
well number five refurbishment project
[1:16:39]
that we approved or council approved
[1:16:40]
back this summer went well. Everything
[1:16:43]
went good. uh that's been on um back
[1:16:45]
online for a couple weeks now, but uh
[1:16:48]
peerless
[1:16:50]
um I've mentioned the water reliability
[1:16:52]
study. You know, Eagle was behind on a
[1:16:54]
lot of things over the years. Right now,
[1:16:55]
they're trying to get everybody back and
[1:16:57]
uh get back on their normal schedules.
[1:16:58]
So, I was informed, oh, it's due this
[1:17:00]
year. You know, it's like, well, not
[1:17:02]
sure if we have time to do it yet this
[1:17:03]
year because hybrid flow testing is part
[1:17:05]
of that
[1:17:06]
>> and I'm going to try to drag my feet,
[1:17:07]
say it's too cold, but we'll still get
[1:17:09]
something out back to you.
[1:17:12]
um the contracts that we negotiated this
[1:17:15]
year that are pretty much put to bed. Um
[1:17:17]
part of that was the the change in at
[1:17:19]
the MS plan for our police officers
[1:17:21]
union and again no no increase in cost
[1:17:24]
to us. Um I spoke to MS and everything
[1:17:26]
is on in line for that that's going
[1:17:28]
forward as well and I think officers are
[1:17:29]
very appreciative of that process. So,
[1:17:32]
um, the one thing I didn't have on
[1:17:33]
there, um, the the DNR tree grant that I
[1:17:36]
applied for back in June or so, we we
[1:17:37]
did get awarded that grant and it's it's
[1:17:39]
very
[1:17:41]
tight area. It's it's all west or east
[1:17:43]
of town and it it goes down Glassby, but
[1:17:45]
it's only on the west side of Glasby.
[1:17:47]
So, we can't put any in the parks. We'd
[1:17:48]
love to have put, you know, 15 trees in
[1:17:50]
the park of the 20 or so or 30 we're
[1:17:52]
going to get. It's $10,000 grant. Um,
[1:17:55]
but uh my I uh I have a teams meeting
[1:17:58]
with the DNR next week to go over that
[1:18:00]
and the grants and stuff. So, we'll get them in. Perhaps it's on
[1:18:03]
Powell up there along Trail area.
[1:18:07]
>> Uh perhaps there's some residents in
[1:18:08]
some of those areas over there that we
[1:18:10]
can um get them in off Broadway or Pearl
[1:18:12]
or something like that. Some uh other
[1:18:14]
trees that fit better in in the area.
[1:18:17]
>> Yeah.
[1:18:18]
>> Keep them away from our utilities and
[1:18:19]
stuff like that. But
[1:18:20]
>> but but we got it. We'll move forward
[1:18:22]
with it. Great. Thank you. Any
[1:18:24]
questions?
[1:18:28]
» Okay. Um, you guys know we've been
[1:18:30]
having issues with our autopay. Um, they
[1:18:32]
didn't fix it again for like third
[1:18:34]
month. So, we um ended up cancing with
[1:18:36]
point and pay.
[1:18:38]
>> We will have October 1st start with our
[1:18:40]
BSA online. Autopay will be back up with
[1:18:43]
that program. Yes, I know. Yay.
[1:18:46]
>> We have training on Thursday. We'll get
[1:18:48]
our new um
[1:18:50]
card readers and stuff. So that'll
[1:18:52]
finally be fixed and that'll alleviate a
[1:18:55]
lot of calls and
[1:18:56]
>> and work that we've got to do for that.
[1:18:58]
Also, payroll will be now in house
[1:19:01]
starting October uh 22nd. So that'll be
[1:19:05]
the last cloud conversion. So we'll be
[1:19:07]
done with everything with that. So
[1:19:10]
>> great.
[1:19:10]
>> Yeah.
[1:19:11]
>> For the um water bill, um how are we
[1:19:15]
supposed to pay that now then?
[1:19:18]
>> I'll have everything on the website.
[1:19:20]
Okay. you'll it's when you look up your
[1:19:22]
water bill of the SA online. I think
[1:19:24]
it's just another option that says you
[1:19:26]
can set up auto pay. You can pay online.
[1:19:28]
I don't know exactly,
[1:19:30]
>> but I'll make sure everything's on there
[1:19:32]
before October 1st.
[1:19:33]
>> You mean with the new system or in the
[1:19:34]
interim?
[1:19:35]
>> Even in their interim.
[1:19:36]
>> Well, you can still pay one time payment
[1:19:38]
with point and pay. We have docs online.
[1:19:40]
You can still pay. You can still send a
[1:19:42]
check. You can
[1:19:42]
>> It's just not on It's not going to pay
[1:19:44]
unless you do something.
[1:19:46]
>> That's what I think. you have that blur
[1:19:48]
on the utility bill that it is not
[1:19:50]
working.
[1:19:51]
>> Okay.
[1:19:51]
>> Um
[1:19:51]
>> that's why I think a lot of people they
[1:19:53]
set it up and they forget about it and
[1:19:56]
then I'm like wait I have to actually do
[1:19:57]
something now this month to make sure I
[1:19:59]
pay. Okay.
[1:19:59]
>> And we were reversing charges you the
[1:20:01]
late fees and stuff like that
[1:20:03]
>> cuz they're still getting emails from
[1:20:05]
point pay saying your payment's going to
[1:20:06]
go through but they're not actually
[1:20:08]
drawing any money
[1:20:09]
>> that's what's really confusing. Okay.
[1:20:11]
Thank you
[1:20:12]
>> Mr. Davis.
[1:20:13]
>> Great. Thank you.
[1:20:14]
>> Okay. Move on to council comments.
[1:20:17]
Martina.
[1:20:17]
>> Um I guess first maybe not current but a
[1:20:22]
question. Um
[1:20:26]
we are just and I guess this is more
[1:20:28]
just for public as a reminder. Um there
[1:20:31]
is uh the village council um is uh there
[1:20:37]
are three of us there are going to be
[1:20:40]
three spaces open in November for the
[1:20:43]
election. Right now there is only one
[1:20:46]
person um that is listed on the ballot.
[1:20:50]
So there are procedures that are
[1:20:52]
available if someone is interested in
[1:20:54]
running for village council uh as a
[1:20:57]
writin.
[1:20:59]
Um and I think it would be if anyone is
[1:21:03]
interested um to reach out to
[1:21:07]
the township
[1:21:10]
>> should be the township clerk. They can
[1:21:11]
call me too. But um you have to have
[1:21:13]
your paperwork in. There's a deadline.
[1:21:16]
Yeah.
[1:21:16]
>> Um you can't just have people write your
[1:21:18]
name in. You have to be you have to have
[1:21:20]
a record that you are writing.
[1:21:22]
>> Um so they just have to make sure they
[1:21:24]
got that paperwork in on time. But you do all that at the township the
[1:21:28]
clerk there.
[1:21:29]
>> Yep. So I you know just would encourage
[1:21:31]
anyone if they are interested um there
[1:21:34]
are going to be additional
[1:21:35]
>> there's two spots open not three. Yeah.
[1:21:37]
>> She said three but there's one already
[1:21:39]
but
[1:21:39]
>> yes. Yes.
[1:21:41]
>> Yeah. Okay. I just want to make sure
[1:21:43]
>> that's fine.
[1:21:45]
>> But, you know, I just, you know, I I I
[1:21:47]
encourage anyone that is interested um
[1:21:50]
you know, there are additional vacancies
[1:21:53]
uh available. Um and for more
[1:21:55]
information, uh they can contact the
[1:21:57]
township and um and if they're
[1:21:59]
interested in knowing what it's like, I
[1:22:02]
think we're all more than happy to
[1:22:03]
answer any questions. Mhm.
[1:22:05]
>> Um uh I think it's a great opportunity
[1:22:08]
for people to really get involved in
[1:22:10]
their community and to get to know
[1:22:12]
everyone and to really make a
[1:22:14]
difference. Uh secondly, um we did have
[1:22:18]
our flag pole installed last month. It
[1:22:22]
is beautiful and glorious and wonderful.
[1:22:25]
Um and we are looking forward to having
[1:22:27]
a dedication ceremony uh tenatively uh
[1:22:32]
in the morning of the October 3rd at the
[1:22:35]
scare festival best festival. Sorry
[1:22:39]
>> either one Um, so we're we're we're
[1:22:42]
hoping to uh do a formal dedication
[1:22:45]
then. Uh, and we had a very very uh nice
[1:22:50]
ceremony for our first responders
[1:22:53]
appreciation uh at the township park. We
[1:22:56]
had great weather. The drone show was
[1:22:58]
cool. Um, it was really nice for us to
[1:23:01]
be able to celebrate um our village
[1:23:03]
police officers along with all of our
[1:23:05]
first responders. So um I talked to the
[1:23:09]
township. We are hoping to make that a
[1:23:11]
uh an annual event going forward to
[1:23:14]
coincide with national night out and
[1:23:17]
we'll go from there. So, thank you.
[1:23:19]
>> Okay. Thank you.
[1:23:21]
[1:23:22]
>> Okay. I will move to adjourn at 8:23.
[1:23:25]
>> Second. Okay.
[1:23:26]
>> All those in favor say I. I.
[1:23:28]
>> I.
