[7:11] >> All right. Yeah. Well, I won't add to
[7:13] anything to fight about either. So, um
[7:17] it's uh my pleasure to um provide a
[7:21] quarterly update on what's been going on
[7:23] with the chamber um to help support and
[7:26] grow our local businesses. This first
[7:28] quarter of the year is the slowest time
[7:31] of the year for chamber events. Um
[7:35] though I don't feel like I've had any
[7:38] more time on my plate to do other
[7:41] things. Um but it is a slower month. We
[7:44] enjoyed our um another great successful
[7:48] annual awards gayla at Moments on Maine
[7:51] in February. The theme this year was
[7:53] Garage to Great Powering America 250. um
[7:57] where we celebrate the incredible
[7:59] success stories of our local business
[8:01] owners and nonprofits that are really
[8:04] the engine to to our community.
[8:07] We were honored to have Major General
[8:09] Jefferson Burton as our special guest
[8:12] speaker and I'm proud to share that our
[8:15] $10 balloon pop um raised $1,190 for our
[8:20] high school scholarship program.
[8:24] And we are working diligently this week,
[8:27] right Ann to choose uh some our first
[8:31] award winners that we'll announce next
[8:33] week or on May 4th at their banquet. So
[8:37] we're excited to uh to present that
[8:39] scholarship
[8:41] to a high school graduate.
[8:44] The community guide magazine came out
[8:47] about a week or so ago. I dropped off a
[8:49] couple more copies. I put some more out
[8:52] on the front uh table if anybody wants
[8:54] to grab one.

[8:58] magazine. I love it. Thank you. I did
[9:00] want to ask the population for Pacin and
[9:03] Sanquin. It's exactly the same. I'm

[10:05] Um so there's tons of events throughout
[10:08] the valley. Um, and uh, it's got a lot
[10:11] of uh, advertisements from our local
[10:13] businesses. So, I ask that you support
[10:15] those businesses and um, and enjoy the
[10:19] magazine.
[10:21] Uh, we celebrated some uh, ribbon
[10:24] cutings this quarter um, welcoming some
[10:27] new growth to the community. um included
[10:30] uh great local additions like pre-loved,
[10:34] the pace invention innovation center and
[10:38] studio 22 salon suites and a reopening
[10:41] celebration of the Wayfair Theater.
[10:44] The there are two more businesses that I
[10:47] know of that are on the brink of
[10:48] opening. Uh the first one is Beehive
[10:51] Bandit Burgers which is located next to
[10:54] Caesar's Little Caesars up by the high
[10:56] school. Um they I get a feeling it's any
[11:00] day now they will be serving some
[11:02] burgers up there. So be sure to check
[11:04] them out. And another great new addition
[11:07] to our community is Western Timber Frame
[11:10] who is moving into the old bowling
[11:13] alley. Um they build magnificent wooden
[11:17] structures for commercial buildings and
[11:20] uh they're going to be a great um
[11:22] employer in our community. Uh we have a
[11:25] few issues to resolve at the building
[11:27] that hopefully will get resolved quickly
[11:30] and uh we will have a big ribbon cutting
[11:32] and celebration there soon as well.
[11:34] >> I just Jim I might mentioned too they're
[11:37] they have won some accreditation from
[11:39] the small businesses.
[11:41] >> They did. That's right. They won
[11:43] >> lets them go on to further competition.
[11:46] >> Yep. It gives them uh some some power to grow even even bigger than what they
[11:51] are. So, I don't know how much land
[11:53] comes with that building, if they have
[11:54] room for growth, but um they uh they
[11:57] have quite a cool operation. So, I'm
[11:59] excited to get over there and check them
[12:01] out. Um we are in the middle of planning
[12:05] our next hometown market season in Santa
[12:08] Quinn. Uh we'll get many of the vendors
[12:11] at that market will come from our PAC
[12:13] businesses. um including on July 13th
[12:16] our young entrepreneur night um which
[12:19] brings out a lot of incredible youth in
[12:21] our community um that do some amazing
[12:24] things. I met uh Alexa Ellis from the
[12:28] PAC Treehouse um here on Pac Main
[12:31] Street. I don't know if any of you have
[12:34] met her yet. Um I don't The treehouse is
[12:38] right above Remax Furniture where there
[12:41] was a yoga studio or something up above
[12:43] there. Um, so she's got a cool little
[12:45] business there and she's been um
[12:48] diligently meeting with all the downtown
[12:50] businesses and is very anxious to pull
[12:53] off a hometown market on Main Street and
[12:56] other activities and she feels that
[12:59] there's a lot of support from the other
[13:01] business owners on Main Street. So, I
[13:04] will be working closely with her and Ty
[13:08] um Jones to see what we can develop and
[13:11] maybe we can have a PAC hometown market
[13:13] here later this year or next year. Um,
[13:17] unfortunately, we had to cancel our
[13:19] upcoming garage to gray workshop that
[13:21] was scheduled for next Friday. Um, but
[13:24] we do have another one planned for
[13:25] October and are looking forward to that.

[15:38] Ogden. Um I have been a resident of PAC
[15:41] city for six years and I understand that
[15:44] the topic I'm about to bring up has
[15:46] already been addressed before. Um, I
[15:49] think our city should allow two to three
[15:51] goats on lots smaller than half an acre.
[15:55] Uh, the concerns that ultimately led to
[15:57] shutting down this idea 5 years ago can
[16:00] be mitigated with proper infrastructure
[16:01] and well-managed care.
[16:04] Some advantages to owning goats are to
[16:06] help patient citizens to be producers
[16:08] instead of just consumers.
[16:11] Goats um provide companionship much like
[16:14] cats and dogs along with milk, meat,
[16:17] fiber, and fertilizer. Their milk is in
[16:20] high demand. It's nutritious, easier to
[16:22] digest than cow milk, and thus great for
[16:24] many with sensitivities to cow milk. Its
[16:27] high butter fat content makes it
[16:28] excellent for gourmet cooking to make
[16:30] nourishing foods like yogurt and cheese,
[16:32] as well as skin care, such as lotion and
[16:34] soap.
[16:35] >> The meat is also nutrientdense.
[16:38] >> You can use fiber for spinning into
[16:39] yarn.
[16:41] Like rabbit manure, goat manure is cold
[16:43] and can be applied to gardens without
[16:44] burning the plants from too much
[16:45] nitrogen. Both weeds and feed are
[16:49] processed into a rich soil amendment
[16:51] that increases soil's water retention,
[16:53] which is a wonderful thing in this
[16:54] drought. Um, it also allowing goats
[17:00] will allow for sustainable
[17:02] self-sufficiency.
[17:03] Goats don't actually require as much
[17:05] room as you might imagine to be happy
[17:07] and healthy. In just a 20 by 10 foot
[17:09] pen, a couple of miniature goats could
[17:12] produce between half
[17:14] >> to one gallon of milk per day.
[17:18] >> I recognize that noise, smells,
[17:22] property damage, and animals at large
[17:25] are all valid concerns that deserve
[17:26] attention and consideration. Um, in my
[17:30] opinion,
[17:32] I don't see goats ever becoming a bigger
[17:35] noise issue than dogs if their needs are
[17:37] being met.
[17:39] Also, for smells, I don't see their
[17:42] manure, if properly managed, ever
[17:44] smelling worse than dog poo or cat poo.
[17:48] Um, certainly for property damage and
[17:51] animals getting out, we want to make
[17:52] sure that pens are secure and we would
[17:54] have the same kind of rules in place
[17:57] that we have for dogs.
[17:59] So, I propose that we move toward
[18:01] drafting an ordinance to allow two to
[18:03] three miniature goats on lots less than
[18:05] half an acre. We can in include
[18:08] provisions regarding adequate space,
[18:09] shelter, fencing, care, and maintenance.
[18:12] Uh, 5 years ago, when this issue was
[18:14] brought before the city council, a
[18:15] petition had been signed by over 350
[18:18] individuals in favor of allowing goats
[18:20] on smaller lots in PAC. So, I'm
[18:23] wondering if maybe we can put this on a
[18:25] ballot to vote, have the people vote on
[18:27] it, or perhaps implement a pilot
[18:30] program. I hope one day soon to see PAC
[18:33] embrace the great homesteading spirit
[18:35] that made our country what it is. To
[18:38] empower our citizens to take care of
[18:39] themselves and each other, to embrace
[18:42] the principles of freedom and industry,
[18:44] to make preserving that small town feel
[18:47] not just some superficial catchphrase,
[18:49] but actually an ideal that we live and
[18:51] work toward. Thank you.

[19:24] Street.
[19:26] There are some pretty big motorcycles
[19:28] that ride on that path, and it's very
[19:31] scary when you come across them
[19:33] unknowingly. Um, I have not been caught
[19:37] in the tunnel under under the road with
[19:40] a motorcycle burling around that corner
[19:44] yet. Um, but I can picture
[19:47] the fear of my wife and my dogs while
[19:51] inside that tunnel. I I'm not coming
[19:54] with a solution, but I would sure like
[19:56] to just voice our concern
[19:59] as as a walking path to be fighting
[20:03] against um these motorcycles. A lot of
[20:07] electric bikes as well are on that path
[20:11] and and if I had an electric bike, I
[20:14] couldn't think of a better path to be
[20:15] riding on myself.
[20:17] So, I'm stuck with what do I do as a
[20:21] parent with my kids on their bikes and
[20:24] stuff? Where do I send them? I certainly
[20:26] don't want them out on the highway in
[20:28] the roads. Um, but I sure would like to
[20:30] see a way to ban them from that walking
[20:35] trail, if it indeed is a walking trail.
[20:38] And I'm I'm not going to spill the
[20:39] beans, but we are we are working on a
[20:41] solution right now. Uh the for the for
[20:44] the police to have to give them the
[20:46] ability to to watch over that and patrol
[20:48] that. And so hopefully that will
[20:50] curtail. Hopefully a few a few warnings
[20:52] will scare these individuals straight
[20:54] because because right now they're not
[20:55] supposed to do it.

[21:38] that board, we tried to put signs up.

[21:42] um or ignored.

[21:46] sign there and it's it's like 20 ft off
[21:48] the path and and apparently it didn't

[23:20] really make a dent in that. Um they're a little they evade pretty easy,

[23:33] SRO's get out of the schools, we're
[23:35] going to move them to trail and and

[25:13] trying to take everybody's stuff. So,
[25:15] we're going to try and ease into it and be a good neighbor about it. But, uh

[25:21] probably 10 or 12 uh young young adults

[25:26] know, between 10 and 16 years old that
[25:29] have died on them this year. And that's where the bill originated was out

[25:34] Utah's had a a rash of of serious
[25:37] injuries or even deaths on those. So,

[25:46] motorcycle to a 12-year-old kid, right?

[41:51] fire truck was a qualifiable expense
[41:54] under the uh public safety impact fees.
[41:56] We found out that the only portion that
[41:58] we can pay out of park or public safety
[42:01] impact fees is the commercial portion.
[42:04] So, what we're going to do because we
[42:06] expect an audit on impact fees this
[42:08] year, we're going to transfer funds from
[42:11] the revolving loan fund back to the park
[42:13] or the public safety impact fees and
[42:16] then over time we're going to pay that
[42:18] back to the revolving loan fund through
[42:19] an internal loan from the fire
[42:21] department.
[42:22] >> So, so residential impact fees cannot
[42:25] help pay for a firetruck.
[42:27] >> No, just the commercial.

[42:58] did the downtown main street, we did a
[43:00] lot of infrastructure. we did sewer
[43:03] improvements, water improvements, all
[43:05] that. So, this um adjustment is to allow
[43:09] us to um transfer those funds back to
[43:12] the enterprise fund so they can
[43:14] recognize the assets in the enterprise
[43:16] funds.
[43:19] Um items 9 through 10, as you know, um
[43:23] cities are limited to 35% of fund
[43:26] balance. And in the budget this year for
[43:28] 26, we actually budgeted out of the uh
[43:34] the sales tax off the energy tax is fund
[43:37] 24. Um that fund does not have
[43:40] sufficient funds to transfer excess fund
[43:42] balance over to the capital fund. So I'm
[43:45] proposing we move that budget adjustment
[43:47] back to the general fund. And it I tried
[43:49] to illustrate it at the bottom net
[43:52] effect. So as I said the initial fund
[43:55] was budgeted out of the fund 24 but the
[43:58] net effect of adding the two use of fund
[44:02] reserves will be the same. So it's it's
[44:04] a net zero. It's just from department to
[44:06] department.
[44:10] The fire station funding um last year as
[44:12] you know we increased property taxes to
[44:15] allow for the debt service on half the
[44:18] cost of the fire station. Um, we haven't
[44:21] bonded yet. So, we have those funds
[44:23] sitting in the general fund. I'd like to
[44:25] move them over to the capital fund, hold
[44:27] them in a reserve account until we have
[44:28] that debt service come come through.
[44:32] >> And Kathy, I want to make a mention on
[44:33] this uh item 11. And just reiterate to
[44:36] the residents. Here's here's the proof.
[44:39] The the property tax increase that we
[44:42] approved, that's the money right there
[44:44] going straight to the fire station just
[44:46] like we promised. It's not being spent
[44:47] in other areas. It is. We sold it as as furnishing the debt for the fire
[44:53] station and that's exactly what that
[44:55] money is earmarked and what it's doing.

[45:01] >> So item 12 um this is all the general
[45:05] fund um departments. They're in separate
[45:08] funds, but at the end of the year we

[45:16] the general fund. As you know, in the uh
[45:20] petite neat, we budgeted for the
[45:22] bathroom remodel and did not expend all
[45:24] those funds. Um Carl thought it would
[45:27] pro be prudent to use those funds to
[45:29] epoxy the floor of the pool. Some of the
[45:32] reasons are that we're kind of competing
[45:34] with Spanish Fort. We'd like to keep the
[45:36] facility up and keep it nice. This is
[45:39] only the current year budget. It doesn't
[45:42] affect any future projects in the petite
[45:44] need or anything else. And there's no
[45:46] other um planned projects in the petite
[45:49] neat. So this is just to allow Carl to
[45:51] use those funds for that purpose
[45:55] in this budget year. Yeah, we have more
[45:57] projects budgeted next year for the
[45:59] petite meat. Um and just to let you
[46:01] know, we are planning one more open
[46:03] budget in June and that's going to true
[46:05] up all the funds so that we're in
[46:07] compliance with state audit and all that
[46:10] kind of good stuff. So, and we may have
[46:13] to depending on if all the projects that
[46:16] we have budgeted this year get done or
[46:18] not, might have to transfer more fund
[46:20] balance over to this capital fund.
[46:23] That allows the council with the
[46:25] guidance of Robert and Dave to um
[46:28] allocate on new projects and allows us
[46:30] to do new capital projects so it doesn't
[46:32] go to waste.

[57:06] are um to renew uh the park tax. every
[57:11] 10 years it expires and we have to renew
[57:13] it and resubmit it to the voters. So the
[57:16] first step in that is determining
[57:18] whether the city can actually place the
[57:19] question on the ballot. So we have to
[57:20] send a notice of intent to Utah County
[57:23] and once it goes through the Utah County
[57:26] Commission saying that they're not going
[57:27] to pass a countywide park tax then they
[57:30] give us the okay to put it on the
[57:32] ballot. And then the second resolution
[57:34] in there is the um question that would
[57:37] go on the ballot. Shall Pacin City enact
[57:39] a a tax of onetenth of uh a cent on
[57:43] sales to go towards the the park tax? So
[57:45] the park
[57:47] uh parks, arts, recreation, and
[57:51] can't remember C, but also known as the
[57:53] zap tax, zoo arts and parks. Um uh I
[57:57] think it's one of the most um visual
[57:59] representations of where a tax money
[58:01] goes that we can see it in the
[58:02] community. Um, so with your vote on
[58:05] those uh on these items tonight, we
[58:08] would send uh the resolution to Utah
[58:10] County to get their go ahead and then
[58:13] get their approval for the ballot
[58:14] language. So, uh it's actually due June
[58:17] 30th. We're just getting ahead of the
[58:18] curve here in April to be ready in time
[58:20] for it.

[58:22] it's the one of the most visual uh tax
[58:25] results that we can we can find. We've

[1:02:29] presentation is really short because the
[1:02:31] bulk of it is the text and the things
[1:02:33] that you see in your packets. It's going
[1:02:35] to be a presentation for all five of
[1:02:37] these upcoming agenda items. They are
[1:02:39] separate agenda items to vote on, but I
[1:02:42] would also uh caution you that if you're
[1:02:44] voting on one, you should consider them
[1:02:46] as a whole because they all affect each
[1:02:48] other. But let me let me pull that up
[1:02:50] really quickly.
[1:02:54] Um, if if you want to read them all,
[1:02:56] that's fine. there. I'll sh I'll share
[1:02:57] them in the presentation too. So, tonight we have title 12 subdivision
[1:03:17] regulations, title 13 zoning, the
[1:03:21] general plan, the Spring Creek area
[1:03:23] specific plan, and the South Meadows
[1:03:26] area specific plan. And all of these are
[1:03:30] um related to density and how that's
[1:03:33] defined, how it's uh identified on our
[1:03:36] maps, and our plans in our documents.
[1:03:39] Uh city council's role tonight would be
[1:03:41] to make a decision on this whether or
[1:03:43] not to approve it, deny it, table it, uh
[1:03:46] approve it with modifications. We're
[1:03:48] open to all of those. Um it did have a
[1:03:51] public hearing at planning commission.
[1:03:53] It was voted unanimously for a positive
[1:03:55] recommendation of approval. I noticed
[1:03:58] when I was putting this presentation
[1:03:59] together, I did not put the planning
[1:04:01] commission minutes in the packet, but
[1:04:03] the minutes consist of that last
[1:04:05] paragraph right there on this item. So,
[1:04:08] it's uh some brief comments that the
[1:04:11] commissioners had about this and then
[1:04:13] they voted uh unanimously to approve it.

[1:04:18] planning commission's uh conversation
[1:04:20] and vote right here in the in the

[1:04:30] each of these requests are all related
[1:04:32] to density and how it's defined and
[1:04:34] identified and viewed in these
[1:04:37] documents.
[1:04:40] units per acre, for example, the word
[1:04:43] density, gross density, net density, all
[1:04:45] of that staff looked at to try to create
[1:04:48] a cohesive, clear understanding of how
[1:04:51] these would be interpreted in all of
[1:04:52] these documents.
[1:04:55] So, with that, if this council wants to
[1:04:58] look at any particular documents, I can
[1:05:00] close this presentation and pull those
[1:05:02] up. Um I it's kind of up to you how how
[1:05:05] you want to proceed at this point.
[1:05:09] Can I ask um
[1:05:13] this may be a really dumb question
[1:05:15] maybe, but
[1:05:17] from the planning and development,
[1:05:22] do you see this as a good thing because
[1:05:24] it helps clarify
[1:05:27] or what is like the idea behind so many
[1:05:32] changes? Um, like for me it was there
[1:05:34] were certain things that I myself was
[1:05:38] I felt like it could have been
[1:05:41] understood
[1:05:42] differently by other people like the way
[1:05:44] that I kept reading it over and over
[1:05:46] again and there was just some things
[1:05:47] that so that's I'm just curious from
[1:05:50] like your guys's if if that's allowed or
[1:05:53] >> we have often u conversation with
[1:05:56] property owners, prospective builders,
[1:05:58] developers, that sort of a thing. most
[1:06:01] of the time they want to look at gross
[1:06:04] density, meaning all of the entirety of
[1:06:07] the property over what's buildable and
[1:06:10] excluding roads, things like that. And
[1:06:12] so we want to clearly define that
[1:06:14] throughout all of these documents. Um,
[1:06:17] we had our consultant that's working on
[1:06:19] our uh zoning code amendments for us and
[1:06:23] our our revisions of our zoning code
[1:06:25] look at titles 12 and 13 and and provide
[1:06:28] feedback. um in your packets. Um
[1:06:32] there is all of her her edits and
[1:06:34] suggested changes I believe are in
[1:06:36] purple and then staff looked at it again
[1:06:40] um with our attorney and we kind of
[1:06:43] changed a few minor things here and
[1:06:45] there. But um hopefully that answers
[1:06:47] your question. But the idea is to to
[1:06:49] bring clarity to uh council to uh
[1:06:52] planning commission to staff and to
[1:06:54] prospective developers.
[1:06:56] And I think the main goal here of of
[1:06:58] specifically the code rewrite, but just
[1:07:00] specifically these codes too, is is to
[1:07:03] remove any subjectivity of of
[1:07:06] assumptions or or loopholes or there's no more surprises. It's cleancut
[1:07:11] of what the density means, what's there,
[1:07:14] and that way there's no surprises for
[1:07:16] the developer or more importantly for
[1:07:17] the city. And that that's what I saw as
[1:07:20] I read through that. And Michael, can
[1:07:21] you uh can you confirm are we are we
[1:07:25] removing all mentions of or or ideas of
[1:07:29] gross density and moving to net density
[1:07:31] or what did you what you guys
[1:07:33] >> what we're doing is there's she
[1:07:35] recommended striking both gross and net
[1:07:38] density out and creating a definition
[1:07:40] titled density. And so that's that new
[1:07:42] language that's in there. And then how
[1:07:44] we are going to calculate density is
[1:07:46] that definition not using the others.
[1:07:49] There is also um a definition specific
[1:07:53] in the RMF zone, the multif family zone
[1:07:56] talking about how density is going to be
[1:07:58] addressed for multif family development.
[1:08:00] >> Okay, for a simple mind such as myself,
[1:08:03] how are we identifying density now with
[1:08:05] the code changes proposed? So
[1:08:07] essentially anything that's not
[1:08:08] buildable, we want to exclude, but we
[1:08:11] want to reward developers if they're
[1:08:13] having open space and park space, such
[1:08:16] like that, but we we don't want them to
[1:08:18] have credit for unbuildable space. We
[1:08:20] don't want them to have credit for their
[1:08:22] roads, that sort of a thing. And so
[1:08:24] that's that's the intent of what we want
[1:08:25] to do. We we want to see that open space
[1:08:28] and and dedicated parks. And so we want
[1:08:30] to let them have density for that even
[1:08:32] if they're not building on those
[1:08:34] properties. like no credit for wetlands
[1:08:37] that are
[1:08:37] >> correct
[1:08:38] >> just going to be mosquito wetlands.
[1:08:40] >> Yeah, correct.
[1:08:41] >> Which which I'm I'm all for uh giving
[1:08:43] them some credit like you said for the
[1:08:45] green space and the parks and stuff, but
[1:08:47] yeah, giving having them the ability to
[1:08:50] call wet space and then skew the whole
[1:08:53] lot sizes and and homes. That was a
[1:08:55] heartburn for me. So, I'm glad that
[1:08:56] we're relieving that. And and for
[1:08:59] clarification of the public, council has
[1:09:02] all of this, but we're we're trying to
[1:09:04] move from a a units per acre on our maps
[1:09:06] and in our plans to the most appropriate
[1:09:10] zone we feel that plan is trying to
[1:09:13] achieve. And so we try to put a zoning
[1:09:16] designation in our from our zoning code
[1:09:19] in each of those plans where it makes
[1:09:21] sense.
[1:09:23] >> Okay? Okay. And so when a developer
[1:09:24] comes before us and let's just say they ask for a zone change. Okay. Um
[1:09:31] with with the current code, we can point
[1:09:33] to units per acre uh and and use that as a backs stopper of going one way or
[1:09:40] another. If we have specific zones for
[1:09:43] specific areas,
[1:09:45] how how can we use that as ammunition to
[1:09:47] either protect or incentivize uh
[1:09:49] residents or builders?
[1:09:52] Well, I think the intent of the the plan
[1:09:54] with these changes would be that that
[1:09:57] would be the understanding that that
[1:09:58] zone would be assigned when a zone
[1:10:02] change were to happen. There's still the
[1:10:05] plan is just that it's a plan. It's a
[1:10:07] guiding document. You can still make a
[1:10:09] different decision, but the idea is it's
[1:10:12] trying to meet what we originally had in
[1:10:14] there of say four units to the acre.
[1:10:16] We're interpreting that generally as R
[1:10:20] 110, so the 10,000 square foot lots.
[1:10:24] >> And so
[1:10:25] >> we just want it to be clear in that
[1:10:27] regard. Uh it gets harder with
[1:10:29] multifamily because how how do you do
[1:10:32] that? They don't actually have a lot and
[1:10:35] so that we still have to have that

[1:16:07] changes to the the cryptocurrency
[1:16:08] machines that we see at our our uh some
[1:16:10] of our convenience stores or some of the
[1:16:13] other location uh retail uh locations in
[1:16:16] town. Um, our crypto machines um here
[1:16:21] and other places in the community are used about 98% of the time for scams
[1:16:28] uh which technically usually involve our
[1:16:31] elderly citizens or some other type
[1:16:34] incapacitation. Um so we we're following
[1:16:37] suit with some of the other communities.
[1:16:39] Leighton passed the first one a couple
[1:16:41] of weeks ago. Uh they forward that
[1:16:42] information to us. They done a lot of
[1:16:44] research on it. um spoke with the
[1:16:46] sponsor of the legislature as well as uh
[1:16:49] the attorney general's office who who
[1:16:51] gave him the thumbs up with with banning
[1:16:54] some of these machines and and the main
[1:16:55] reason is just fraud. A few years ago,
[1:16:57] we went out to all of our locations and
[1:17:00] put up signs saying, "Hey, you know,
[1:17:02] before you make a transaction, make sure it's not someone
[1:17:06] calling you to post bail from your
[1:17:08] friend in Guatemala or you know, the
[1:17:10] government's after you got to post this
[1:17:12] or your computer's broken. um you got to
[1:17:15] pay for customer service. There's a
[1:17:17] whole bunch of scams. We went back and
[1:17:19] just done a real quick search in ours
[1:17:20] the last two years. We've had $100,000
[1:17:23] in scams come out of our uh
[1:17:25] cryptocurrency.
[1:17:26] Um obviously we're a lot less populated
[1:17:28] than the the Davis County area, but they had about 11 million in a 5year
[1:17:32] period. Um so it is becoming well it is
[1:17:36] it has been you know for that there's
[1:17:39] not a lot of legitimate purposes to have
[1:17:40] the machine anyway. Um the legislators
[1:17:43] did dial it down to where you could only
[1:17:45] do $2,000 transactions at the most, but
[1:17:48] obviously they've had them 30 40 50
[1:17:50] $60,000. Um it's it's it's perpetuating
[1:17:55] criminal activity is really what it is.
[1:17:57] So we we felt the need to follow suit.
[1:17:59] Um other cities such as Worm, West
[1:18:01] Jordan, South Jordan are in the in the
[1:18:02] process of of you know researching it as
[1:18:05] well. I met with Brandon. Brandon had uh
[1:18:08] looked over it and uh we feel like we're
[1:18:10] in a good spot with it with this
[1:18:12] ordinance. So, this ordinance will give
[1:18:14] them 60 days to remove the machines. And
[1:18:16] in fact, talking to Chief Swanson and
[1:18:18] Elon, their business owners, they had
[1:18:20] like 16 of them and they all thanked him
[1:18:22] for creating this ordinance so they
[1:18:23] didn't have to have those machines
[1:18:25] anymore. They could get out of their
[1:18:26] leasing situation with them. So,
[1:18:28] >> I think it's critical that we help
[1:18:30] protect people from their own emotions
[1:18:33] sometimes.

[1:18:37] I won't name names, but we had one that
[1:18:38] was $30,000.

[1:19:06] gets scared into into doing this, you
[1:19:09] know, they do it, you know, and and they
[1:19:10] stay on the phone with them. They'll
[1:19:11] stay on the phone,

[1:19:15] know, they'll they'll search up a crypto
[1:19:16] station and go go withdraw $15,000 from
[1:19:20] your bank account, take it to the crypto
[1:19:22] kiosk, and they give them a a wallet
[1:19:25] address is what they call it, and
[1:19:27] they'll put their money in the machine.
[1:19:28] and they'll dial up a a wallet address,
[1:19:30] hit send, kind of like a reverse ATM
[1:19:33] machine, and it goes, who knows where it
[1:19:35] goes, and it's very hard to get it back.
[1:19:37] Our special agent in charge of the FBI
[1:19:40] here said that sometimes they're able to
[1:19:42] get about 30% of the money back, but
[1:19:44] it's it's pretty hard, but it's a
[1:19:46] billions and billions of dollars that
[1:19:48] goes through a year. So,
[1:19:49] >> I'm I'm glad to see us considering a
[1:19:51] outright ban on these machines. They do
[1:19:53] they they serve no purpose,

[1:19:57] trade crypto, you can do it on your
