[3:49] council, mayor pro temp, uh we'd like to
[3:51] invite our outgoing youth city council
[3:54] members that are leaving us to go on to
[3:56] bigger and better things. If we can have
[3:57] Ella and Josh and Zeke come stand up
[3:59] here with me.
[4:07] So, these are our three graduating
[4:09] seniors and they were with us from the
[4:11] beginning. Just You were a little late,
[4:12] but you you you got on board pretty
[4:14] quick. But uh but they they came on at
[4:17] the beginning of this year when Shelby
[4:18] and I actually were able to meet
[4:20] organize and restart the youth city
[4:22] council. We didn't have a lot to go on.
[4:24] Shelby and I talked to Springville city
[4:26] to see what they were doing, got a few
[4:27] ideas, and then the rest of it uh we
[4:29] made up as we went and I think it turned
[4:31] out really good. And uh these youth uh
[4:34] these three in particular are pivotal. I
[4:36] am sad to see them leave. They were
[4:37] leaders. They came up with some of the
[4:39] best ideas. They were reliable. They
[4:41] showed up. And they asked really good
[4:43] questions and were extra respectful and
[4:45] just fun to be around. And so, on behalf
[4:48] of myself, rest of city council, to Josh
[4:51] and Ella and Zeke, we are going to miss
[4:53] you. And so, uh I'm going to invite
[4:55] Shelby to come up and share a few words.
[4:57] And then after she's finished, if you'll
[4:59] please just share with us uh one thing you liked about youth city
[5:02] council and then share with us what
[5:04] you're doing
[5:05] after now that you're big kids now,
[5:07] okay?

[5:17] moments that comes with being an advisor
[5:19] for youth.
[5:21] Tonight, we celebrate the
[5:22] accomplishments of our seniors and look
[5:23] forward to all that lies ahead for them.
[5:26] But if I'm being honest, this is also
[5:27] the part where we realize some of the
[5:28] best leaders are leaving us and we start
[5:30] wondering how we're possibly going to
[5:32] replace them.
[5:33] The truth is, you don't replace people
[5:35] like Ella, Ezekiel, and Josh. Every
[5:37] youth council member leaves their own
[5:38] mark and these three have left a big
[5:40] one.
[5:41] Ella was one of the very first members
[5:43] of the new Payson youth council. When
[5:46] you help start something from the
[5:48] beginning, you help shape what it
[5:50] becomes.
[5:51] Ella has been there through the growth,
[5:52] the changes, the activities, and all the
[5:54] moments in between.
[5:56] More than anything, she has always
[5:57] brought fun. Every group needs people
[6:00] who make service enjoyable and help
[6:01] create memories along the way, and Ella
[6:04] has done exactly that.
[6:05] Youth Council simply would not be the
[6:07] same without her energy, sense of humor,
[6:09] and willingness to jump into whatever
[6:11] idea we had.
[6:13] Ezequiel also joined us early on, and
[6:15] his first real day as a Youth Council
[6:17] member set a pretty high standard. While
[6:20] most people ease into new activities,
[6:23] Ezequiel's introduction to Youth Council
[6:25] was Local Officials Day at the State
[6:26] Capitol.
[6:28] For those who have participated in that,
[6:30] you know that it's one of our favorite
[6:32] activities every year, but it can be a
[6:35] lot.
[6:36] Since then, he has grown into an
[6:37] incredible leader and now serves as our
[6:39] Youth Assistant Mayor. He has
[6:41] represented our group with
[6:42] professionalism, dedication, and a
[6:44] willingness to serve others. Watching
[6:47] him step into leadership roles has been
[6:48] a privilege, and our city is better
[6:50] because of his involvement. Then there's
[6:52] Josh.

[6:56] >> Josh may have joined Youth Council a
[6:58] little later than the others, but from
[7:00] the moment he got involved, he made a
[7:01] tremendous impact, not only on Youth
[7:03] Council, but also on our Youth Court.
[7:05] Throughout high school, Josh has
[7:07] faithfully served in Youth Court, and
[7:08] honestly, I don't know what I would have
[7:09] done without him when I first took over
[7:11] the position.
[7:13] When I stepped into that role, Josh knew
[7:15] more about Youth Court than I did. He
[7:17] patiently helped me figure out what
[7:18] Youth Court was, how it worked, and how
[7:20] to keep it organized and running.
[7:22] There are very few students who leave an
[7:23] organization better than they found it,
[7:25] and Josh is absolutely one of those
[7:26] people.
[7:27] As advisers, we hope that students learn
[7:29] leadership, service, and responsibility
[7:31] through programs like Youth Council.
[7:33] But if I'm being honest, sometimes the
[7:34] students teach us just as much. These
[7:36] three have reminded us that leadership
[7:38] isn't always about being the loudest
[7:39] person in the room. It's about showing
[7:41] up consistently, serving others, making
[7:43] people feel included,
[7:45] and leaving things better than you found
[7:47] them.
[7:48] Over time, we've shared meetings,
[7:50] activities, service projects, trips, and
[7:52] countless memories together. There have
[7:54] been early mornings, long events, group
[7:56] photos that took probably a little too
[7:58] long, and enough food to sustain a small
[8:01] army, which that is not an exaggeration.

[8:06] Josh have helped create the community
[8:08] that makes Payson Youth Council special.

[8:18] stepping up when needed, and for helping
[8:20] build a program that future students

[9:35] the adults are." And but it's like it's
[9:37] cooler than like it's perceived and so
[9:40] it's cool to
[9:41] have a thing where the youth can see how
[9:44] a city is run and all the little bits
[9:46] and pieces that go into it and that
[9:49] that's my favorite part of city council
[9:51] and all that fun jazz. Anyways,

[9:54] I'm going to go and I'm going to serve a
[9:56] mission for the Church of Jesus Christ
[9:57] of Latter Day Saints and then afterwards
[9:59] go to college and all that stuff. Yeah.

[13:13] bothered us over the years. Uh
[13:17] the festivities are coming. Fireworks.
[13:21] They're banned in certain areas. Where
[13:23] we live is a lot of
[13:26] debris and grass and brush, fire
[13:29] problems all the time.
[13:31] And
[13:33] bottle rockets, illegal fireworks
[13:37] in a restricted area. And we have not
[13:40] yet seen any patrol
[13:43] over the years to
[13:45] combat this.
[13:47] And it's now no water.
[13:51] Pretty dry this winter, so
[13:54] grass is still growing.
[13:56] Everything's dry, going to burn easily.
[13:59] So, our question is, are we going to
[14:01] have is the city going to put out any
[14:04] extra
[14:05] coverage in
[14:07] patrolling for illegal fireworks and see
[14:09] if we can
[14:11] curb some of the fires.
[14:14] And some of the problems that's caused
[14:16] by the fireworks.
[14:18] You know, last year we watched a kid
[14:20] come off of 600 East and rode right down
[14:22] into the Hollow Park on his motorcycle
[14:25] and started lighting off bottle rockets.
[14:28] 10, 15 minutes later, there he goes.
[14:31] You know, it's just
[14:33] one of these days it's going to take off
[14:34] and burn.
[14:37] My second question is is on Gary's

[16:02] I don't think any of that's supposed to
[16:04] be allowed on that property, but yet the
[16:07] city turns a blind eye to it from my
[16:10] side of the fence. What we see, nothing
[16:13] happens to these people. He's still in
[16:15] business
[16:17] and he's not held to account.

[16:38] residences to address that.

[16:43] I know our police department can't be
[16:45] everywhere.

[16:48] result of a bottle rocket that started a
[16:50] fire in my yard about 8 years ago.

[16:57] But I do know our police force is out
[16:59] and about. They can't be everywhere when
[17:01] every bottle rocket does go off, but I
[17:03] know that they are citing
[17:05] and they are are following up with with
[17:08] reports of fire illegal fireworks.

[17:35] chief about that.

[19:08] like to do and live the way they want to

[19:12] the annexation should happen at some
[19:14] point. Uh, rather I'd like to make sure
[19:16] that it's carried out well and and
[19:19] aligns with the the city's Eastside
[19:21] Comprehensive Plan.
[19:23] Um, which Grow Development has stated
[19:26] that they're in alignment with. And, uh,
[19:29] as a reminder Grow Development's the the
[19:31] sponsor of this annexation petition.

[19:36] and and also in alignment with uh, the
[19:38] most recent master plan which
[19:40] specifically defers to the area plan for
[19:43] implementing specifics.
[19:46] So, um,
[19:47] on the published materials of this
[19:49] application I noticed that the score the
[19:51] city's own scorecard for determining
[19:53] whether the city's resources should um,
[19:56] entertain a study to move forward with
[19:59] uh,
[20:00] this annexation
[20:01] um, gives them a a point five out of
[20:04] one.
[20:05] Um, their application met 50% of the
[20:08] criteria
[20:09] um, for moving forward.
[20:12] The city's calling this incomplete or
[20:14] half-baked. The two most heavily
[20:17] weighted items, utility infrastructure
[20:19] and community benefits, were both
[20:21] substantially unmet.
[20:22] The applicant has acknowledged they
[20:24] intend to address those gaps after
[20:26] annexation is approved.

[20:31] anyway, I personally I I would like to
[20:33] see a a a bigger effort and and due
[20:37] diligence on the part of the developer

[20:42] uh, acknowledge known conditions in in

[20:51] resources are allocated to carry forward
[20:53] and and I hope that uh, those
[20:56] um, concepts can actually reflect
[20:59] support of of that that plan.

[22:52] with the um Eastside Comprehensive Plan.
[22:56] Where this is in the area of a township.
[22:59] Um the plan gives
[23:01] a a lot size for traditional lots, which
[23:04] would be quarter to third-acre lots. And
[23:07] then from there, it just says larger or
[23:09] estate. And so the township is
[23:12] considered a larger lot than the the
[23:15] traditional. Um which
[23:18] an R19 allows for a small lot as a 9,000
[23:22] square foot lot, which would be 0.21. So
[23:24] under a quarter.

[23:27] So my request would be that to not set
[23:29] precedence by approving this application
[23:32] with a R19 request,
[23:34] but to require them to
[23:36] um adhere to the comprehensive plan
[23:40] and have at least a R1 uh 15, which
[23:44] would be just about a a third of an acre
[23:47] um as minimum lot size.

[25:25] it was from 10:00 a.m. to 3:00 p.m.
[25:30] And it was just so much going on in such
[25:33] a short amount of time that it's like
[25:36] three huge events into one in five five
[25:39] or six or seven hours. So, it was it was
[25:42] pretty amazing. Um during the Adventure Day, we had um
[25:49] vendors, we had food vendors, we had
[25:51] inflatables, we had a a boat regatta,
[25:55] but we had a cornhole competition, a
[25:57] pickleball tournament, bingo, a 250-year
[26:02] that we were celebrating year 250, the
[26:04] puzzle, gymnastics, we had plein air
[26:07] going on at the museum, guided mountain
[26:10] bikes, fly tying, photo contest.
[26:13] Um at the information booth, if the
[26:16] people who came uh we had a little map
[26:19] for them if they went around all the
[26:20] vendors, which is good because we want
[26:23] our vendors to actually be able to talk
[26:25] to everybody. So, as they would go
[26:27] around and check off their little vendor
[26:29] list, they'd come back to the
[26:30] information booth and spin a wheel. And
[26:33] then they were able to receive free
[26:35] swag. And that's what this event is
[26:38] about, too, is to keep reminding our um
[26:42] our community at our new Adventure Day
[26:45] um logo and theme. So, hopefully we'll
[26:48] see a lot more swag around town cuz
[26:50] there was a few hundred people who
[26:52] received free swag at Bay. So, I want to
[26:55] thank all the volunteers. It took so
[26:57] many volunteers from
[26:59] um Shelby's team. They were there. Uh
[27:03] the Rec Department. Everyone was on
[27:05] board with them. Um it took city
[27:08] employees to help run everything. I had

[35:18] it's kind of gone down a little bit. Um
[35:21] here's kind of an impact to the
[35:22] taxpayers based on home valuation. You
[35:25] can kind of see what where you rank.
[35:27] Again, this is Payson only. This is not
[35:30] your total certified tax.
[35:33] Um
[35:35] now the the whole assessment, I don't
[35:38] know if it was posted right or not, but
[35:40] it's showing that Nebo School District
[35:42] went down a little bit. So, that might
[35:43] change. I'm not sure. And I heard that
[35:45] Central Utah Water Conservancy might go
[35:48] up. If it stays like this, Payson City's
[35:51] portion is about 15% of your total
[35:54] certified tax.
[35:57] So, transfers and indirect costs, we're
[35:59] going to have a separate public hearing
[36:00] on this one also. And we've presented
[36:03] this several times, but um indirect
[36:06] services are those services provided by
[36:08] the general fund, the vehicle
[36:10] maintenance, and the IT department um
[36:13] charged to various departments and to
[36:15] the enterprise funds, and those funds
[36:17] are transferred to support those
[36:19] services.
[36:21] Transfers are non-reciprocal transfers,
[36:25] meaning they're just operational
[36:26] transfers directly from
[36:28] um
[36:29] the enterprise funds to the general fund
[36:31] or from the general fund to to various
[36:33] programs and and uh enterprise funds.
[36:37] Traditionally, the city has transferred
[36:38] 9% of enterprise funds to the general
[36:41] fund.
[36:42] This year we're we're trying to reduce
[36:44] that or eliminate operating transfers to
[36:46] the general fund, and you can kind of
[36:49] see where we've lowered it to this year.
[36:51] We hope to make more progress in the
[36:53] coming budget years.
[36:57] So, for Payson City budget
[37:01] um changes to the tentative budget. So,
[37:04] first we adjusted planning to uh
[37:06] development services wages for a
[37:08] part-time hours for a current employee.
[37:10] We adjusted the RDA business park road
[37:13] overlay for $504,000.
[37:17] Um in police, we added um a donation to
[37:20] the Children's Justice Center at Utah
[37:23] County for $66,000.
[37:26] Um we adjusted the Memorial Park
[37:28] playground. Um and just to remind you
[37:32] that $200,000 of that is a grant,
[37:35] 150,000 is an increase in the parks
[37:38] department, and 350,000
[37:41] is coming from the park tax budget. Half
[37:44] of that was an increase.
[37:46] Um adjustments to the sewer department,
[37:48] we added the pit station rollover.
[37:51] Um the internet to the lift station, the
[37:53] streets department sewer project, and
[37:55] the sewer master plan.
[37:57] Um we added um Communities That Care
[38:00] revenue of 35,000, and they also
[38:02] received a grant for 18,000.
[38:05] Um we rolled over the HVAC system in
[38:07] administration and moved the
[38:09] installation to the fall.
[38:11] That's 700,000 increase for total of
[38:14] 950,000.
[38:16] Um streets, we added a 3-month sidewalk
[38:18] data entry person. That's a one-time
[38:20] project cost.
[38:23] Um projections and indirect services
[38:25] were updated for 98,000.
[38:28] And we adjusted 481,000 transfer from
[38:31] the general fund to restricted debt
[38:33] service in the capital service fund.
[38:36] So, here's the reconciliation of those
[38:38] amounts. You can kind of see
[38:41] how it was
[38:43] broken out if you have an interest in
[38:44] that.
[38:46] Um
[38:47] budget highlights uh for fiscal year
[38:50] 2027, we're proposing
[38:52] a 126 million 573,786
[38:57] dollar budget.
[38:59] Um for funded personnel positions, we're
[39:01] requesting departments wait to mid-year
[39:04] to fill them just so we can monitor the
[39:05] economy because of the rumors
[39:08] about the economy.
[39:10] Um we've added um two increases for
[39:13] employees. A two per 2.7% increase will
[39:17] be allotted through COLA and the 1.3%
[39:20] will be merit at mid-year.
[39:23] And this is just a breakdown of the URS
[39:26] system, and you can kind of see the
[39:27] breakdown. These amounts are added as
[39:30] employee benefit paid directly to URS.
[39:35] Funded personnel for this year, we're
[39:37] proposing the following new positions. A
[39:40] new police officer with promotional
[39:41] opportunities for two officers.
[39:44] Six EMTs for the ambulance department,
[39:46] we're offsetting that with part-time
[39:48] wages.
[39:49] A water employee with some seasonal
[39:51] help. Some adjustments for a public
[39:53] information officer. A a GIS position.
[39:58] And streets has requested again the
[40:00] 500-hour employee for data entry of the
[40:02] streets condition.
[40:06] In the water fund, um we've allowed for
[40:10] a four-bay bond amount that's going to
[40:11] be transferred from the general fund
[40:14] to the water department. The water
[40:16] department is charged with federal lead
[40:17] and copper lateral replacements that
[40:19] have been funded.
[40:21] The city is seeking options through
[40:23] WIFIA
[40:24] um
[40:25] funding for capital water, sewer, and
[40:28] storm drain projects. We'll be cut
[40:30] bringing that forward hopefully pretty
[40:32] soon.
[40:33] Um
[40:35] and then we'll also do a budget
[40:36] adjustment when it comes forward if that
[40:38] is approved. Um we've added design for
[40:41] the Main Street CUP project.
[40:44] And this is just a quick overview. Um
[40:47] those items that are highlighted in
[40:48] color are those items that we funded.
[40:51] Those in black were requested but we
[40:54] have not funded those this year.
[40:57] And the water the water fund has a
[41:00] $8,750,277
[41:03] budget.
[41:05] And here's the offset to the
[41:06] expenditures.
[41:09] Impact fees for the water is $1,371,858.
[41:15] When you see the audit at the end of the
[41:17] year, the impact fees and the enterprise
[41:20] fund roll up into one one um
[41:22] presentation.
[41:25] And the solid waste
[41:27] um just a great deal of the budget
[41:29] expenses the landfill pertain to main
[41:32] maintenance and improvements to the
[41:33] landfill.
[41:34] Um in addition to the landfill, the
[41:36] solid waste department handles garbage
[41:38] collection and city snow plowing.
[41:40] The landfill is getting additional C&D
[41:42] revenue from school demoli- demolitions
[41:45] and other projects. And they've
[41:47] requested fencing and a 10-wheel dump
[41:49] truck.
[41:50] And here is the solid waste revenue.
[41:52] It's uh $4,417,722.
[41:58] And the offsetting expenditures with
[41:59] that.
[42:01] In the electric power plant um
[42:05] they're concerned about large capital
[42:07] projects, the transmission line, the
[42:10] substation. Those both of those will
[42:12] come through impact fees. The power
[42:14] plant construction and lighting
[42:15] projects.
[42:17] 2027 was scheduled as the third of a
[42:19] four-year rate increase plan.
[42:22] Um we're not going to follow up on that
[42:24] this year. We don't have any straight
[42:27] utility increases. There's a couple
[42:28] increases we're suggesting, but those
[42:30] are user fees, not utility fees
[42:33] necessarily.
[42:34] The electric plant payments made through
[42:37] UAMPS operational billing, um you'll see
[42:40] that in the operation. So
[42:41] we will not own the plant until it's
[42:44] paid off. So we don't have any debt
[42:45] service associated with that.
[42:49] A transfer from the general fund will
[42:50] cover the cost of the Utopia payments.
[42:54] And again, um there's a lot of projects
[42:56] going on in electric fund. The colored
[42:58] items are those that are funded. Um the
[43:01] color the item in black is uh WIFIA
[43:04] project. Again, we haven't budgeted for
[43:06] that yet.
[43:08] The electric power plant has a
[43:09] $23,698,501
[43:13] budget.
[43:14] And here's the offset to that.
[43:16] And then we also have impact fees
[43:18] through the power for $4,613,000.
[43:24] And the sewer plant.
[43:27] Um the sewer plant continues with the
[43:29] construction of the sewer plant. Um the
[43:31] sewer department is in a unique position
[43:34] cuz approximately 64% of operational
[43:36] revenue goes to debt service. So it's
[43:38] really that is due to the big sewer
[43:41] plant.
[43:43] We will have issued by tomorrow $5
[43:46] million bonds to complete the sewer
[43:47] project.
[43:49] And just a reminder that the city must
[43:51] maintain 1.25% bond cov- coverage.
[43:55] In coming years, particularly with the
[43:56] WIFIA funding, the city will be
[43:58] obligated to raise user rates if they
[44:00] cannot meet the 1.25% bond coverage.
[44:04] That won't be this year. We're not
[44:06] raising rates, sir.
[44:07] Um the sewer
[44:08] fund is $27,242,181.
[44:14] And the offsetting expenditures.
[44:17] And then they have impact fee projects
[44:18] for $966,200.
[44:22] And again, this is um
[44:25] it's hard to see up there. At the bottom
[44:27] two are the ones that were not funded,
[44:29] one from WIFIA, and one we're building
[44:32] up revenue to get them a camera van.
[44:37] The ambulance department.
[44:40] And the ambulance is almost at capacity
[44:42] of what they can provide the city due to
[44:44] available personnel. The city is looking
[44:46] at future equipment, employees, and fire
[44:48] station in order to more fully meet the
[44:51] needs of the city.
[44:52] In that vein, we funded six full-time
[44:54] positions.
[44:56] Um an ambulance was ordered last year
[44:59] and should be received.
[45:01] It was ordered last year. It should be
[45:02] received in this coming budget year, we
[45:04] hope.
[45:05] A fire and ambulance impact fee study is
[45:08] being updated. And here's what we've um
[45:11] proposed. They asked for 14 full-time um
[45:14] EMTs, but we just didn't think we could
[45:16] squeeze that out of that fund this year.
[45:20] The ambulance has a $2,164,830
[45:25] uh budget.
[45:28] And the golf fund.
[45:30] The golf course is currently in
[45:32] construction for a par-3 golf course.
[45:35] Um this is expected to bring additional
[45:37] revenues and expand opportunities at
[45:39] Gladstan.
[45:40] The RV pack park pack park is reserved
[45:44] out early in the year and has become
[45:45] quite an asset to the city.
[45:47] So, the two big items in the golf fund
[45:49] is a par-3 and a real grinder. And Tracy
[45:53] let me know that because of some of the
[45:55] watering issues and such that we might
[45:57] have to do an open budget coming up to
[46:00] help with
[46:02] um turf
[46:03] at the at the golf course.
[46:06] So, the golf um fund has is a budget of
[46:08] $4,166,361.
[46:13] And the offsetting expenditures.
[46:16] The storm drain.
[46:20] The primary purpose of the storm drain
[46:22] fund is to help enforce EPA regulations
[46:24] regarding storm water illicit discharge
[46:26] detect detection and elimination.
[46:30] The city has allocated $250,000 this
[46:32] year for curb and gutter projects and
[46:34] that's from a CDBG grant.
[46:37] And here's the expenditures. Again, they
[46:39] asked for WIFIA funding. We have not
[46:41] budgeted for that.
[46:43] The storm drain has a $2,398,787
[46:49] budget and the offsetting expenditures
[46:50] for that.
[46:52] Internal service funds.
[46:54] Um these are the
[46:56] um vehicle maintenance requested and
[46:58] funded items.
[47:01] And IT requested items.
[47:05] The internals uh the vehicle maintenance
[47:07] fund is $677,285
[47:10] and the IT budget is $978,026.
[47:16] The revolving loan fund.
[47:20] The city has a revolving loan fund to
[47:21] finance new equipment and vehicles. The
[47:24] cost of the equipment is expensed in the
[47:26] revolving loan fund. Amortized loan
[47:29] amounts are assessed to the departments
[47:30] to reimburse the revolving loan fund and
[47:33] build up funds for future allocation.
[47:35] Most loans are amortized over 3 years at
[47:37] this point.
[47:38] Vehicle replacement is based on the
[47:40] assessment of the vehicle maintenance
[47:41] director.
[47:43] And here are the items that we're
[47:45] rolling over this year and the ones that
[47:47] were not funded. And just the ones I
[47:49] want to point out is uh the downtown
[47:52] repayment to MAG. We're going to sell a
[47:53] building downtown,
[47:55] turn the funds over to MAG, and then as
[47:58] soon as we sell the building, we're
[47:59] going to reimburse this fund.
[48:03] Um the revolving loan fund is
[48:04] $2,446,400.
[48:09] The park tax fund
[48:11] um
[48:13] the total is $585,300.
[48:15] Again, this is the with the increase in
[48:18] the Memorial Park playground. So, that's
[48:20] a little bit of a change of what they
[48:22] requested.
[48:24] So, there's $595,300.
[48:26] We added $10,000 for advertising for the
[48:30] park tax election that's coming up.
[48:34] In the general fund
[48:37] sales tax is steady right now. Building
[48:39] permit revenue is down and I understand
[48:41] that's pretty consistent with other
[48:43] cities right now.
[48:45] In previous years, we've transferred
[48:47] excess fund balance from the utility
[48:48] fund to the capital fund. This year, if
[48:51] we have excess um fund reserves, we're
[48:53] going to concentrate on transferring
[48:55] that directly from the general fund.
[48:58] The effect of that is that
[49:02] if I can get to it, it looks like we're
[49:04] expending more fund reserves out of the
[49:06] general fund. But, actually a good
[49:08] portion of that is the transfer of
[49:10] excess fund reserves. So, it's not an
[49:12] expenditure, it's a movement of fund
[49:14] balance.
[49:17] That also, and I just want to point out,
[49:18] gives the council opportunity to do
[49:20] capital projects. It's benefited the
[49:22] city because we've been able to do the
[49:24] downtown, we're funding half of the fire
[49:26] station
[49:28] and excess funds will be available for
[49:30] the council to allocate.
[49:36] And my thing stopped. I apologize.
[49:40] There we go.
[49:42] So, the general fund is comprised of the
[49:44] following individual funds that you'll
[49:46] see in the audit. Again, these all roll
[49:48] up into the general fund and when we
[49:49] talk about fund balance, it's a
[49:52] combination of all these funds. B&C
[49:54] revenue again is restricted funds. It's
[49:58] not available for use for any other
[49:59] purpose.
[50:00] So, the funded and requested for the B&C
[50:02] fund,
[50:05] the building maintenance fund. Oh, I
[50:07] want to point out, too, that there is
[50:08] one B&C project that will not be
[50:10] complete by June 30. We will have to
[50:12] bring that forward for a budget
[50:14] adjustment so they can complete that

[51:17] uh the Walgreens economic development
[51:19] agreement, and that extends to October

[54:10] these individuals would receive um a 2.7

[54:26] performance evaluations. So um the total
[54:29] proposed increase for our executives
[54:31] would be um 4% and this is the same um
[54:35] percent that as Cabbie has indicated is
[54:38] for all employees as well.

[1:01:52] is outrageous and I'm I'm feeling okay
[1:01:54] about it. I think uh on the whole the
[1:01:57] culture of Payson City employees has
[1:01:59] improved in the last few years. And I
[1:02:01] think we have really good department
[1:02:03] heads right now as well that are that
[1:02:05] are continuing to elevate our culture. I
[1:02:06] want to attract the best people to
[1:02:08] Payson. It makes the residents' lives
[1:02:10] more stable and more reliable. And also
[1:02:12] the all all of the workers, a lot of
[1:02:14] them that are none of them are here
[1:02:16] tonight. They're the first line of
[1:02:17] defense and the first ones to interact
[1:02:19] with our residents. And it's important
[1:02:21] that they feel loved and respected and
[1:02:23] treated and treated and paid well. I
[1:02:25] don't want Payson to turn into a
[1:02:26] training ground uh for other cities. Uh
[1:02:29] but we're also not just going to
[1:02:30] endlessly throw money at them either.
[1:02:32] And so, I think this 4% is is pretty
[1:02:34] dang fair as as far as that's where I
[1:02:37] feel about it.

[1:02:41] keep it conservative. We don't want to
[1:02:43] be exorbitant. We're still a small town.

[1:03:55] Right now, many Payson residents are
[1:03:56] struggling with rising cost of living,
[1:03:58] increased utility rates, higher taxes,
[1:04:01] not from us this year, but
[1:04:04] the school district, a lot of our
[1:04:06] community, they don't have kids in the
[1:04:08] school district, and it's hard that that
[1:04:10] is the majority, and they might have
[1:04:12] utilized it in the past.
[1:04:16] But also,
[1:04:18] everyday expenses continue to climb.
[1:04:20] And so, I'm just it's it's not a
[1:04:23] disrespecting. It's not a I don't
[1:04:26] appreciate everyone. It is just a
[1:04:30] I've I've lost sleep about this budget.
[1:04:33] I will be 100% honest about making sure
[1:04:36] that I as a council person am putting
[1:04:39] forth
[1:04:40] what I feel is best for the residents
[1:04:43] that um trust me.

[1:07:55] and what comes out of that is we chose
[1:07:58] not to raise any fees this year,
[1:08:01] any taxes.

[1:08:05] we're going to have to bite the bullet
[1:08:07] and do that, but it's not this year.
[1:08:09] We felt like that we needed a
[1:08:12] an opportunity to catch our breath and
[1:08:14] take a a good hard look at where else we

[1:13:03] use whatever's revenue whatever revenue
[1:13:05] is in the enterprise funds itself

[1:16:13] Um we came from Battle Mountain, Utah
[1:16:16] and they charged like 30, 45 dollars for
[1:16:19] six months.
[1:16:21] So, when we look at the cost here, it we
[1:16:25] just about faint.
[1:16:28] I understand that we're having to build
[1:16:31] a new
[1:16:32] facility.
[1:16:34] Um that we're required to do for federal
[1:16:37] reasons or something.
[1:16:39] But, I'm wondering
[1:16:41] does will it include service for towns
[1:16:45] around us
[1:16:47] and are they helping to pay for any of
[1:16:51] it if so?

[1:16:58] So we were mandated to update the sewer
[1:17:01] plant uh by the EPA.
[1:17:04] And we took uh
[1:17:07] costing bids.

[1:17:12] I was on the council prior to this time
[1:17:15] and I spent a lot of time in Logan.
[1:17:17] I spent a lot of time in Provo and I
[1:17:20] spent time with Spanish Fork
[1:17:22] on what they were having to do cuz they
[1:17:23] was they was 2 years ahead of us.
[1:17:26] We we got told that there was going to
[1:17:28] be some changes and so we held off
[1:17:32] and COVID hit
[1:17:34] and it just drove everything out of the
[1:17:36] bucket.
[1:17:38] Then the Biden administration put a time
[1:17:41] period that we had to meet on and so we
[1:17:44] had to move.
[1:17:46] We went through the process and I must
[1:17:49] say
[1:17:49] for what we did so Logan originally
[1:17:52] budgeted $86 million. They come in at
[1:17:55] 119.
[1:17:57] Uh I can't remember Provo's. It was it
[1:17:59] was even more staggering. Spanish Fork
[1:18:01] was about the same percentage. They were
[1:18:03] about 38% higher than what the original
[1:18:07] council budgeted cost was.
[1:18:10] Payson City budgeted $70 million
[1:18:13] for our sewer upgrade and one thing that
[1:18:16] gave us the leg up is immediately we
[1:18:19] started purchasing
[1:18:21] the long-range products that we were
[1:18:23] going to need to complete the project
[1:18:26] and paid for them at that point of the
[1:18:28] project early on.
[1:18:30] So we beat the cost increases. We beat
[1:18:33] everything. Last council meeting we
[1:18:36] approved the final $5 million of
[1:18:40] $70 million. We came in right at budget.
[1:18:44] So, we don't have any cost overruns.
[1:18:47] We're we're right where we need to be
[1:18:49] and we that's been a lot Hats off to our
[1:18:51] contractor that's down there. Hats off
[1:18:54] to our staff and hats off to our
[1:18:56] administration for staying on top of
[1:18:58] that like a hawk.
[1:19:01] in answer to your to your do we share
[1:19:04] sewer
[1:19:05] we have interlocal agreements
[1:19:07] uh with certain cities.
[1:19:09] We do supply sewer for for Elkridge City
[1:19:12] right now.
[1:19:14] But, we also have uh interlocal
[1:19:16] agreements with them on water.
[1:19:19] That we we connect to some of their
[1:19:21] water systems.
[1:19:23] Do they uh
[1:19:25] do they pay their fair share?
[1:19:26] Absolutely.
[1:19:28] Yep, they do.
[1:19:29] We we are not a council that is in
[1:19:32] business to
[1:19:34] be the big brother anymore.

[1:19:39] other cities are cities that need to pay
[1:19:40] their own way. And so, we treat it as a
[1:19:43] business.
[1:19:44] And they have to pay their fair share.

[1:20:32] we're the ones paying the bond back, and
[1:20:35] I also know that that city then up
[1:20:37] charges
[1:20:38] their residents because they maintain
[1:20:41] the lines in their city.
[1:20:43] Um it would cost them a lot more if they
[1:20:45] even could build their own, and so
[1:20:49] I will keep pushing for the study to be
[1:20:51] done. I know it takes time. I know what
[1:20:53] Travis said it could take 6 months or
[1:20:55] so, but we have the money for that.

[1:21:01] me personally, I want the same answer,
[1:21:03] and I haven't been able to get it yet,
[1:21:05] but I hope in the next within the next
[1:21:07] year we have that answer, and then we
[1:21:10] can figure it out, but

[1:22:26] agreements they made two connections to
[1:22:28] us for water.
[1:22:30] And so, we feel like we're getting a
[1:22:32] pretty good deal there, also.

[1:24:25] until they replace theirs that every
[1:24:27] year we have to notify them that they
[1:24:29] have that risk.

[1:31:35] without doing everything, but that's
[1:31:37] something we'll have to look at the

[1:31:42] where the cracks are, it's just go in
[1:31:44] fill, you know, do the cracks and that

[1:31:51] middle part of the road.

[1:31:54] if it gets too wide, just trying to
[1:31:56] crack seal it doesn't work very well cuz

[1:32:00] cut like a 5-ft section out, re-compact
[1:32:03] base in that, and then pave it, but
[1:32:05] that's definitely something we can look
[1:32:07] at and some go somewhere in between
[1:32:09] those two costs basically.

[1:56:48] was a a legislative action back in 2025
[1:56:52] that said that if there are fines on

[1:57:02] litter off the highways, as I understand
[1:57:04] it. So, we would propose that we raise
[1:57:07] um unsecured loans to five to $10 to
[1:57:10] cover that uh penalty that we have to

[2:15:50] different things like that, but this is
[2:15:51] part of our our portfolio.

[2:15:56] through the due diligence process with
[2:15:57] Strawberry, they they wanted to work
[2:16:00] with us.
[2:16:01] Uh we prepared this contract. It's been
[2:16:03] through a
[2:16:04] through Brandon and their attorney and a
[2:16:06] lot of iterations, there was we wanted a
[2:16:08] 10-year
[2:16:11] contract
[2:16:13] and uh there was a little hitch there
[2:16:15] because Strawberry's in the middle of negotiating with Central Utah Water
[2:16:20] to become a Bonneville unit
[2:16:22] and there was some
[2:16:23] there's some uncertainty that if they become a Bonneville unit in year
[2:16:27] two,
[2:16:29] you know, what would that do to the
[2:16:30] contract? And you know, we talked to
[2:16:32] Central Utah, they they want to give us
[2:16:35] whatever
[2:16:36] good
[2:16:37] fuzzy feeling that they can give us that
[2:16:39] they would keep working with us, but so
[2:16:41] we we dropped it to a 5-year
[2:16:43] we we we cut down the price we were
[2:16:45] willing to pay for it because it's five
[2:16:46] instead of 10.
[2:16:48] And but hopefully we can continue to
[2:16:49] work with that and uh
[2:16:52] and I can turn it over to Shawn for more
[2:16:53] of the details if you have questions,
[2:16:54] but that that's kind of what we're
[2:16:57] asking the the council to approve is is
[2:16:59] this contract for 5 years to to purchase
[2:17:02] that power, the hydropower from
[2:17:04] Strawberry Water Users.

[2:17:17] a long time by themselves and then
[2:17:20] with um another um entity that as they

[2:17:28] like they was saying. I think there was
[2:17:29] a lot of bidders
[2:17:31] and we got it. I did some research. Um
[2:17:34] the transmission is is treated
[2:17:36] differently because it's within the
[2:17:38] SUVPS system
[2:17:40] and so I was able to bid a little higher
[2:17:43] than someone that was from outside of
[2:17:46] that system because you'd have to pay
[2:17:48] about $11 more per megawatt hour.
[2:17:50] And so that that helped us um
[2:17:54] attain it. It's a uh a little bit this
[2:17:56] year's kind of bad, but it looks like
[2:17:58] it'll be about 8% of our power under
[2:18:00] good years
[2:18:01] um overall and it would come mostly in
[2:18:03] the spring and early summer into the
[2:18:07] summer.
[2:18:09] And
[2:18:11] I like it. It's just another
[2:18:12] diversification tool. It's just
[2:18:14] something else that fits in our
[2:18:15] portfolio. And anytime that we can buy
[2:18:19] something renewable that comes under our
[2:18:22] wholesale price,
[2:18:23] I just want to pull the trigger because
[2:18:26] we don't know what the political climate
[2:18:28] will be like in a few years. So, we did
[2:18:30] a lot of this where I used to work. Um
[2:18:34] Uh you know, when you'd get these 8-year
[2:18:36] stints of certain presidents, and then
[2:18:38] all of a sudden all the rules would
[2:18:39] change. And so, we divested of coal
[2:18:42] where I used to work pretty early,
[2:18:44] like 2010, where a lot of people tried
[2:18:46] to hold on and, you know, switch to
[2:18:47] natural gas mostly. So, it became like
[2:18:50] the bridge
[2:18:51] to prop possibly nuclear in the future,
[2:18:53] but um
[2:18:55] it you usually there's energy credits
[2:18:57] that trade. There is energy I mean, each
[2:19:00] kind of um energy has its own value, and
[2:19:04] you can trade and sell those credits as
[2:19:06] well. So, um just looked attractive to
[2:19:08] me. Um I've always I really like hydro.
[2:19:11] We had four of them in the last town I
[2:19:13] worked in. And And the crisp is falling
[2:19:16] off bad as well, which is the Colorado
[2:19:18] River Storage Project. You all hear
[2:19:20] about Lake Powell and Flaming Gorge and
[2:19:22] all that. That's been a bummer cuz a lot
[2:19:24] of the cities along the Wasatch Front
[2:19:26] get big portions of that power. So, it's
[2:19:29] very much hurt um our local towns around
[2:19:33] here that had allocations. So, anytime
[2:19:35] though we can get hydro, um all in.
[2:19:39] It's fuel-free, inflation-free.

[2:29:30] small pieces of property that we want to
[2:29:32] plan for the future of of adjacent
[2:29:34] properties.

[2:29:43] of all, we need to confirm that uh
[2:29:45] utilities will work in that area and
[2:29:48] that would be something that we would
[2:29:49] work with the applicant on if accepted.
[2:29:52] Uh zoning here would match um the most
[2:29:55] recent annexation to the west, the
[2:29:57] Staley annexation. And it would be
[2:30:00] minimum lot sizes of 20,000 square feet
[2:30:03] is the intent for these. So, 20 That
[2:30:06] would be the R120, but the lots would be
[2:30:08] anywhere from 20,000 to greater in
[2:30:10] square footage.
[2:30:13] >> And I wonder if we should talk about
[2:30:15] each of these individually just cuz they
[2:30:16] all have uh individual needs and
[2:30:18] concerns.

[2:31:12] little tiny uh lift stations running
[2:31:15] these little subdivisions. And so, that would be a huge concern for me to
[2:31:19] see if in fact we could tie in the
[2:31:20] utilities and do it in such a way that
[2:31:22] it's not a burden on the rest of the
[2:31:23] residents. And then uh obviously it's it's a small annexation, uh but the
[2:31:29] risk that comes with big annexations of hundreds of acres is they're always
[2:31:34] begging for super dense. Right? And so,
[2:31:37] that's one way to keep uh bigger lots is
[2:31:39] to have these smaller annexations. So,
[2:31:41] that's something to consider, too.

[2:31:48] an annexation, not a subdivision.

[2:42:25] uh lot layout there.

[2:42:31] on this one. This is the latest
[2:42:33] consideration of a lot layout they gave
[2:42:35] us. We're not in love with it. I know
[2:42:38] that uh I met with
[2:42:41] Joe Jamison on our staff and he was
[2:42:43] telling me how um a vactor truck
[2:42:46] couldn't even get through this area
[2:42:48] right here where they're proposing for
[2:42:50] sewer to continue through. So, that's
[2:42:53] obviously an issue that sit the city has
[2:42:55] that would need to be addressed in any
[2:42:57] kind of development layout. Um
[2:43:01] this one also has um
[2:43:03] some concern with the 1500 East because
[2:43:06] 1500 East is proposed to be a future
[2:43:09] arterial road that will go all the way
[2:43:11] to the freeway. And so there's a lot of
[2:43:15] right of way here that that potentially
[2:43:17] needs to be preserved. This is
[2:43:20] potentially a good um strategy for the
[2:43:23] city to ensure it if the city were to
[2:43:25] annex it for example is it only annex it
[2:43:28] on condition that that right of way is
[2:43:30] dedicated.
[2:43:31] >> Correct.

[2:43:34] um you can see uh
[2:43:38] the right of way is the hashed area that
[2:43:41] they're showing here.
[2:43:42] And that's getting really close to some
[2:43:44] of those homes there.

[2:43:52] comment that's been submitted to us thus
[2:43:54] far. Um the biggest public comments are
[2:43:57] concerned with drainage and concerned
[2:43:59] with lot sizes. Uh the citizens in this
[2:44:02] area feel as if the lots should be
[2:44:04] similar in size to those most
[2:44:06] immediately adjacent to the left. And
[2:44:10] staff
[2:44:11] believes that that's a fair assessment.
[2:44:13] That's why they're asking the
[2:44:15] applicant's asking in their request for
[2:44:17] the R19 and staff would recommend either
[2:44:19] R110 or R115 at a minimum for for these
[2:44:23] areas. Any questions on this one?
