worked in our favor so that by the time
we got over the hump and actually
[3:42]
started talking about how much money we
needed to borrow, the interest rates
[3:47]
were lower. So then we had the
conversation about do we take the loan

over 20 years or do we take the loan
over 15 years because the interest rates

have made the payments so that we can
pay it off in a shorter amount.

most practical facility for them. Um we
were also able to identify multiple
[4:28]
opportunities through design and
construction to improve the
[4:31]
functionality and decrease cost. Some of
these things are like the recycled
[4:36]
aggregate
[5:32]
So save a pile of money with no hotels
and no travel costs because we use only
[5:36]
one. So everything was spread here in
America
[5:50]
budget things like the mechanical
mechanic bay which has been used every
[5:54]
single day since that shop is open and
saves I think on three different trucks
[6:00]
now it's probably saves $6,000
just kind of doing the work and parts
[6:05]
instead of showing
Uh, additionally we put lighting on the
[6:10]
east end to illuminate the dog park and
that was part of an ad value. We already
[6:15]
had light holes and we already had
standard but
[6:19]
facing one direction
in things like that. And then another
[6:24]
big one is the deep services. So the
water and sewer actually enter our
[6:29]
building on the south side and so we
could have terminated those services
[6:34]
there but we ran them all the way to the
end of the parcel so that on future
[6:38]
growth we'll have those services
available and we have to redig it up and
[6:42]
we put it in. We're already excavating
on something that building on it at the
[6:47]
time and so it costs money but it saves
us time.

uh and then the aggregate storage.
[6:56]
So final costings the land and
acquisition and servicing uh cost 1.5
[7:01]
million change.
Uh the project construction which is
[7:06]
construction utilities contingency and
all the services added. So that's your
[7:10]
gas going in your power your services
internet uh was 8.7 million. And so the
[7:17]
total project costs 10.2. We estimated
12 million originally. Uh this project
[7:23]
ended up 96,000 under the construction
budget that we signed with builders
[7:29]
um and 1.7 million under the original
total project cost estimate. And so that
[7:35]
with interest rates and everything else
lowered our venture requirement by 2
[7:39]
million.
So that 10 million uh
[7:45]
213 is broken down uh like this. So we
used $4 million in reserves. As uh Sean
[7:53]
just mentioned, the 5.5 maximum
dementure is now 3.5.

million

uh 1.9 from the federal government,
252,000 from the federal government. Um
[8:09]
and then of course we have the sale of
the um pool fire hole.

And so if you did the math on this one,
this is your your 10 million 2134275.

And so by utilizing our own staff to
manage this project and through what I
[8:29]
consider an ex exceptional partner in
Scott builders, they're amazing to work
[8:32]
with. uh we were able to deliver a
facility that is more functional, more
[8:37]
efficient and better prepared for future
growth than originally envisioned. Most
[8:41]
importantly, we achieved these
enhancements while bringing the project
[8:44]
in under budget, demonstrating both
strong fiscal responsibility and
[8:49]
long-term value.
[8:54]
So, the successful completion of this
facility strengthens the town's ability
[8:57]
to respond to emergencies, maintain
public infrastructure, and continue to
[9:02]
provide a high level of service to the
community for years to come. I think
[9:05]

looking at this building, you went and

that are lined up to check our building

that come in in the fall to tour uh the

building and we've also done the new
county wav as well, right? And they're

already starting to junction. City of

internally,
not only did you save the project money,

but that's added to your job typical
dayto-day for everybody. So there's a
[10:51]
reason that cost would have been would
have been large and that's because it's
[10:54]
not an easy task. So kudos to you guys
for pulling that off on an otherwise
[10:58]
already busy schedule because I don't
think we recognize necessarily that
[11:01]

having a $10 million project and having
three and a half million in venture, I
[11:36]
think that's a very very good balance to
have you know the debt load versus what
[11:41]
we have in reserves and then other just
money we did with the land purchasing
[11:45]
session. Um, and as well, I think most
of us are aware, we see in other news
[11:50]
releases from other municipalities that
are building facilities, they're
[11:54]
building just the firewall and it's
going to cost the $20 million public
[11:58]
facility and all of the other storage
spaces and and the other coal storage
[12:03]
building and then the list of mods to
what we value add to that building for
[12:07]
50 years to come. Great work. I'm very
very pleased with that. Sure.

short presentation in a moment but I
just touch on a few things just so you
[15:32]
have a heads up tomorrow night is the
imple night so
[15:36]
be
able to show there's
[15:40]
convention is coming up here in a couple
weeks. Um we are
[15:46]
sort of been asked told that we're it's
our turn to host the regional council
[15:50]
CEO meetings. We've identified October
the 20th it's going to be held in
[15:54]
Denver. We have more information coming
up for very near future on that. Uh you
[15:58]
know edge school division uh we have
four new portables that we put in J
[16:03]
school. Um there was a fair bit of
discussion going on regarding the
[16:07]
servicing of the units because there's a
fair bit of
[16:10]
capacity in those those units. Weren't
sure they had enough servicing in the
[16:14]
current area which they thought they
were all right. And we had some
[16:18]
discussion about parking requirements at
the school as well. Those things have
[16:22]
been addressed. the portables were moved
in and at the time of this report they
[16:26]
are somewhat placed. My understanding is
they're fully in place tonight um for
[16:31]
weekend. So so looks like it's coming
about. Uh joint use planning agreement
[16:36]
is uh getting reddrafted and it's near
completion and this also now includes
[16:41]
Penhold Wasu Middle School. Hoping to
have that turn to council here in the
[16:45]
next few weeks. Uh the pen hold school
itself, the old school um there's been
[16:50]
zero information
of that building
[16:55]
something supposed to come down last
fall. It's a few coming about
[17:00]
um offsite levies. We have asked Kaggish
to update our report uh to current
[17:05]
numbers and we're going to be looking at
sitting down with the developers here
[17:09]
and uh this fall and start talking about
offsite fees and see where that's going
[17:14]
to take us and be public consultations
happening on that too as well as well.

We'd like to get it in place for the
beginning of 2027.

So that's where we're headed for that.
Uh under development earthwork is now
[17:27]
completed by North Side at the Melport
development. Um they wrapped it up in
[17:31]
July 30th. Urban Dirt Works is in right
now. Uh they had the water. They're
[17:36]
actually tested this past week and it's
all all good. So they're putting their
[17:41]
deep services in as we speak. They're
doing I think more of the shallow stuff
[17:45]
now. I think they're doing stormed as of
today, but they hope to be out by the
[17:49]
end of next week. And then we anticipate
to see a border pading rolling in about
[17:54]
midsepptember.
So um concern we had um I have to admit

I'm pleased to see the work is
progressing so quickly because um if
[18:04]
it's done ball too much down the way we
will see some housing permits as well
[18:11]
some interest start developing only if
they get in the ground before so so that
[18:18]
might happen they're hoping that's going
to work. There was some discussion uh
[18:22]
with uh Apple regarding the rightway
agreement. Um we said we'll get back to
[18:26]
the one that there's um [clears throat]
regional managers in all these. So we
[18:30]
just have to have a discussion on that
clarity of two areas that's not loading
[18:36]
up any

uh second subdivision application came
in August the 19th. This is forection.

[21:33]
times on. So we're just um so there's
some discussion happening those
[21:39]
particular areas. So that should be
wrapped up here shortly.

July 30th, uh attended a meeting with

Um just to let you know, we did sign an

agreement for a local mis municipal
initiative program

that was sent in reference to our
funding for the Mitchell Street storm
[22:13]
water upgrade.
uh he sent the infant uh FCM agreement
[22:18]
for tree inventory canopy management
agreement that's signed in fact it's
[22:24]
our council reps are intermiss ICF
intermissal collaborative framework ICF
[22:34]
almost [laughter]
we met with county to go over the joint
[22:38]
agreements and um there's a a number of
agreements it's encompassed into that
[22:43]
one large agreement so IEP is just sort
of a covering agreement for all the
[22:47]
other agreements. So we went through all
that spent a bit of time with the ICF
[22:52]
committee on that. You can see what
I do have a commitment from the CEO from
[22:58]
your county to sit down and start
talking about some capital costing of
[23:02]
existing infrastructure. So should have
that hopefully some fall.

Uh August 14th attended a grand opening
and coming for public service building.
[23:15]
Upcoming items of interest uh we're
continue to work with Milport to make
[23:18]
sure housing gets started as quick as
possible and also the park area. We're
[23:22]
working on the ICF agreements as we
speak like to get that upgraded and
[23:27]
place as well. uh memorial hall. We're
working towards restoration fundraising
[23:33]
if the council gives permission to uh
put some funds aside to do some further
[23:40]
depth investigating which is package
tonight. We will probably pull the
[23:44]
trigger to get somebody in here ASAP to
start some walls apart to see what it
[23:48]
looks like. We've already asked the
cadets that's got some storage in the
[23:52]
basement to have a structure.
So they've moved forward with that.

Um, we're following a recent matter that
Insil is dealing with right in Canada.

We have some documentation of that. So,
we're just sort of asking keep us in the
[24:09]
loop what's happening. So stay with
September the 3rd of our unions

representatives are going to be coming
out to look at some of our insurance
[24:19]
strategies.

we will start with the uh Redu County
[35:01]
request for participation and a regional
recreation facility inventory study.

Uh did you have anything to um worship?
This was a
[35:13]
request from Brighter County. um this
funding is only available when you got
[35:17]
multiple municipalities involved and um
I'm I'm happy that they are reaching out
[35:22]
to wanting to work with us on a
particular grant project. So um we're
[35:27]
all on board with this philosophy and
move forward to put this funding
[35:31]
together and move on this project. Um
the last one we did is is a growth study
[35:36]
as you probably seen in our our public
services our protective services
[35:42]
managers report. Um we are part of a
larger regional funding as well for that
[35:47]
particular uh grant as well. So Alberta
community partnership program we have to

quiet for myself. I did have a week
vacation in DC, but uh our very very

diligent dog park did meet at the end of
the month. Um one of the few communities
[44:44]
that I'm part of that does say it's
super great because the the group that
[44:47]
folks that are part of that community
are very vicious and don't want to uh
[44:52]
lose our momentum. They have decided
that they do want to put a float in the
[44:57]
fall festival parade. So that's really
neat. creative and design and want to
[45:01]
just get informationational community
media at large as to what we're about
[45:05]
and first days coming forward and of
course we're trying to promote our
[45:09]
October 17th poker rally um and as well
we are working on getting that
[45:18]
all set up I think we're still working
on a few details but in the next couple
[45:21]
weeks we should have something
for that event
[45:26]
um but yeah that's mark and then um SR
our team, we have had meetings. We've
[45:31]
actually postponed uh our regularly
schedules
[45:37]
with the city of Red Deer and we are
having to review them um with the our
[45:44]
legal council and have some more inter
discussions. We do have an upcoming
[45:49]
meeting with all of the municipal CAOs
um as well coming up in October. So, we
[45:54]
want to make sure we're prepared for
that presentation because again, this is
[45:58]
a pretty large
ruling that's come out which is going to
[46:03]
have I think potentially some fairly
large changes or the regional lines. Um,
[46:08]
so it's good that if depending on how
things shake out and we need to advocate
[46:13]
for
changes that problems that we need to be
[46:18]
as a single voice and not have a
surprise one.

uh be prepared for board wellness on

and we can use it for that." So, we

discovery night, 27th, we're having a

I'm sure they haven't been buying just

be going over everything. And I noticed
uh around town when

I don't know who did our sidewalks was

» so they hang up the sidewalks they've
been giving people's lawns sometimes

they put sod in there other times they
just put oh I don't know it's looks like

canola growing along the sides of
people's

now it's like
I think a little more chaos must be

done. And if they're going to do that,
then they should probably come back and

13th. So there really wasn't quite as

good of a present from as much of the
well wishers as I got as the new public
[49:16]
works building being so good, the event
going so well, and almost everyone being
[49:21]

really good coming out of it because we
had some direction. We have stuff that

we're going to be talking about and I'm
so glad that our administration is

working on it already. So, that's
fantastic. And, uh, sometimes, you know,

meetings don't have to be super formal
to be fruitful and I appreciated that.

Um, the open house again that was
amazing. Um,

what a just what a what a great day for
Penhold. And I was surprised like I just
[50:34]
was so pleased with the turnout that we
had too. Like you know all of our staff,

the public works staff and fire
department. I know there was people that

used to be on fire department that came
there and just it was great. It was
[50:46]
really good and uh exciting. So um the
EOE which is the elected officials uh
[50:54]
course there um was hoping to uh I am
registered for the land use planning
[51:00]
which is uh now pushed back to November
so will not be getting the certificate
[51:06]
this year but also I would like to uh
put forward to take the um hiring of the
[51:14]
CAO course that is also upcoming also
online. It is not part of the municipal
[51:18]
elected um leadership course, but I
would still like to take that course if
[51:23]
uh that's available to me as a motion
afterwards. Uh museum, we've been so so
[51:29]
so silly busy. I will say we did have an
impromptu visit from the fire
[51:34]
department. Was awesome. I wish we would
have known because we so would have
[51:37]
advertised it because man, the kids just
went screaming out there.

So, um it was great. We also had a visit
with FCSS. Um, we did a a day with them.

We had a day with PYC. It was really
nice to be able to partner and we were

talking about partnering on other things

last week serving ice cream, but we'll

be busy over at Jesse Duncan as a part
of their meet and greet from 2 to 4 on

Uh, the seniors have approached us and

they would like us to be part of their
garage sale. So, uh, they would like us
[52:14]
there for the 18th, 19th, and 20th. So,
I, uh, have to get a hold of HS to see
[52:19]
what that's all about. Uh, huge thank
you again to public works. They, uh,
[52:24]
came and dug out the base for us for the
swings as per AHS recommendations. Uh,

it looks really great. So, thank you.
And then uh we are hosting the central
[52:34]
Alberta Regional Museum Network Harmon
as they're called uh September 1st at
[52:39]
the seniors uh dropin and with a tour of
our museum afterwards. We've booked a
[52:45]
fantastic presenter who is going to come
talk our ears off all about bylaws and
[52:50]
board rules and really exciting stuff.
But she actually does make it exciting.
[52:55]
So we're really we're we're pleased to
be able to share that with these other
[52:58]
people. Again, when you go to a meeting,
it's nice to get something fruitful out
[53:02]
of it. So, uh we're excited for that.
And um I would say with citizens on
[53:10]
patrol, I know we'll be there for the
discovery night. Uh we'll also be there
[53:15]
for the museum uh tomorrow and council.
But I just want to say to our Inisville
[53:20]
citizens on patrol, our little neighbors
there that we've partnered with, um they
[53:24]
actually were able to call in a
structure fire the other day um in a
[53:28]
trailer park. And as you know, I'm not
sure maybe this is something it was say
[53:31]
uh our service manager would let us know
here is it's like 7 minutes for a
[53:36]
trailer to go up. So hopefully that uh
they were able to help save some other
[53:41]
homes in there. So it it does make a
difference for the
[53:45]

behind there and cut the ribbon but at
the end of the day um the boots on the
[54:44]
ground was you guys and we got to you
know sit up there and cut the ribbon and
[54:47]
kind of enjoy that sparkling building
for how long it stays clean like that.

Um, but you guys are owed such a debt of
gratitude. I said it already, but thank

you for making us look good on that
project because it was really a diamond

Uh a little update on the the ICF
meeting with Redier County because I
[55:33]
think it is
important
[55:37]
that we are we're going to be working
with the county on this on developing a

capital funding agreement that will be
applied to the to every municipality
[55:46]
within the county. Um, so I think it's
really it's a good opportunity for Pen
[55:52]
Hold because we're going to be the ones
that are really going to set this up and
[55:56]
the other communities will either love
us or hate us for that. Um, but I I
[56:00]
think it puts us in a good spot and I
think it shows the the the trust that we
[56:03]
have uh between the two municipalities
to make something work. So there is a
[56:07]
few good suggestions, but also we're not
going to sign an agreement until that's
[56:12]
that's in there in writing.
I know the county would like to to sign
[56:18]
and then say we'll work on these as we
go and I think we're going to stand fast
[56:23]
to to not doing that. So um it was a
really positive meeting and the start of
[56:28]
some more work to come but probably
[56:34]
um I think I'm excited about it. That's
the kind of stuff that
[56:38]

over construction and now with data use

» My question a few different ways
>> first. Uh just

um so my question is is council aware of
how the concerns of taxpayers are dealt
[59:12]
with through the town and then conduct
them as well.
[59:17]
Um I would say in generally yes of every
specific example I'm guessing probably
[59:23]
not. Uh
>> so there was a person was concerned
[59:27]
about what was happening here storm
water ponds and that they were being cut
[59:31]
down and it's in violation of the
migratory bird act which is a federal
[59:36]
legislation and she brought this concern
forward and there was some
[59:41]
misinformation spread by the government
of Alberta which has been corrected. Um,
[59:45]
I'm pretty sure the town of Pen's
operations received this information as
[59:48]
well. But my concern is is when she
brought that concern forward, she left
[59:55]
that conversation with two members of
the town of Pendle in tears. She said,
[1:00:01]
"I will never bring anything forward
again. I will never speak up." Because
[1:00:06]
she was made to feel villainized in the
whole entire situation. And the people
[1:00:11]
that addressed her concern never looked
at the problem she had. All they did was
[1:00:17]
pinpoint why she was the problem. And
this isn't the first time I'm hearing
[1:00:22]
this with in the town of Pentel that
citizens aren't bringing concerns
[1:00:27]
forward because of the way that they are
treated and the way that they're
[1:00:31]
addressed by people in the town of
Pentle. So, I'm wondering if anyone is
[1:00:36]
going to do something to review this and
if these concerns, if they're not going
[1:00:41]
to be addressed properly by operations,
should be brought forward to you guys
[1:00:45]
directly.
>> Um, yeah, I mean, we can't investigate
[1:00:49]
anything if we don't know about it. So,
of course, yeah, but like if if a
[1:00:54]
resident has concerns with with how
they've been treated, they
[1:00:59]
for anyone on council, but um I would
say nothing's going to happen if we
[1:01:03]
don't know one. So if we do know about
it then we'll look into it
[1:01:05]
» and it should be done right because the
federal government had reached out and
[1:01:09]
reminded everybody of the migratory bird
act and the fact that these storm water
[1:01:14]
ponds are protected under the migratory
bird act and cannot be touched through
[1:01:18]
the time frame or anytime that a
migrating bird is seen on those ponds.
[1:01:24]
So that information packages essential
operations. So I'm assuming this won't
[1:01:28]
be a problem going forward. But the
concern is is that she was right and all
[1:01:34]
she was trying to do was care. She was
trying to get people to understand and
[1:01:38]
ask why do you do this? And instead of
addressing that in a way to understand
[1:01:42]
that there was a problem, it they
completely villainized her and made her
[1:01:46]
feel horrible and she'll never speak up
again. And it's not the first time that
[1:01:50]
this is happening. So my my biggest
motive is is if the members that serve
[1:01:56]
the public feel it appropriate to make
the public a prior anytime they have a
[1:02:02]
concern, how do we ever move forward and
what kind of culture does that bring?
[1:02:08]
» Yes. So I I 100% I would encourage them
to
[1:02:13]
» could be that somebody apologizes to her
because they received this information
[1:02:18]
that what they were doing was in
violation on I think it was Wednesday. I
[1:02:22]
had the email. Um so that gave all of
Thursday, all of Friday, and all of
[1:02:28]
today for somebody to say to her, "I'm
sorry. I was misinformed. The
[1:02:33]
information I told you was not correct."
and we should have had a more
[1:02:36]
collaborative approach to solve this
problem together.
[1:02:41]
» Yeah, that that's fair. Like I I know
nothing about
[1:02:44]
» So, but I [clears throat] don't
>> I can't really get into a specific what
[1:02:47]
what we should have but yeah,
absolutely. The the res if they have
[1:02:52]
concerns, they should reach out to a
member of council.
[1:02:54]
» Okay. And that's going to be kind of I
know Richard and I have talked um
[1:02:59]
directly and I just feel like the
culture in the town of Penville when
[1:03:04]
people are speaking up or they're asking
for help or they're bringing concerns
[1:03:09]
they're seeing forward they're often
dismissed they're not followed up on or
[1:03:13]
they're shut off and that's a feeling
that I know from multiple people and
[1:03:18]
even people that are trying to engage
and make the community better and that's
[1:03:21]
coming from you know the local peace
officers as Well, and I just think it's
[1:03:25]
such a shame that this town is great and
can be great, but it's because of the
[1:03:31]
citizens that live here. And if they're
treated in that way, they're not going
[1:03:34]
to participate. And I know there is a
lot of sour grapes out there. So, I'll
[1:03:39]
let people know that you guys are
willing to hear this and then to kind of
[1:03:42]
bring this forward and they should
expect a change in the mediators to
[1:03:46]
» Yeah. And and I mean I I'd also say like
we never get interactions again. Uh we
[1:03:53]
had a lot of positive interactions too.
So I wouldn't I wouldn't frame it in in
[1:03:57]
the same light and I'm sure there there
are valid concerns but um by and large I
[1:04:03]
I do think that we do a great job of
working with the community. Does that
[1:04:06]
mean we can be better? Of course we can
always be better. And if there's
[1:04:09]
specific examples then we need to know.
And I just think when somebody tries to
[1:04:14]
bring a concern forward saying, you
know, we should care about the wildlife
[1:04:16]
and I think you guys are in violation of
this. And she leaves the conversation
[1:04:20]
with the 2000 courts members in tears,
feeling small, feeling stupid, feeling
[1:04:25]
like she shouldn't have said anything.
Oh, I guess I was wrong. I didn't know.
[1:04:29]

community over here where behind

Yeah. All of that back alley remains

unfinished. Abby said that they didn't
finish it. The developers said they'd
[1:10:54]
finish it as soon as the last lot went
in. The last lot's been in for almost
[1:10:58]
two years now and there's been no
movement on it. So, how does the town
[1:11:04]
plan to hold these developers
accountable for what they say they'll do
[1:11:08]
and to finish the docks?

struggle with um not just for some of
them better than others, but um yeah,
[1:11:15]
with empty lots and I mean it's an
ongoing constant uh we're constantly on
[1:11:20]
them. We're finding
if it's construction issues, we do have

a few more levers like outstanding
construction issues that we can we can
[1:11:28]
utilize. But for the empty lots, we just
the peace officers do their job and
[1:11:32]
» and then we just continue to let them
build in this community even though they

can't prove us that they want to be
responsible members of this.

» Well, it's hard to find a developer that
you don't have issues with in any

community for one. So, wouldn't say
we're continuing to let them

developer, but we do hold them

accountable.

things that have sat for a while be

done. And that's I think what means the
most is when you're looking around left

And so I think that it doesn't speak

well when you have seniors going out
there and spending their funds and

making their yards beautiful where we
have developers, you know, charging
[1:12:19]
taxpayers how much money to build
houses, maybe not building them, great
[1:12:24]
and then leaving these lots this way or
not doing or not being held accountable
[1:12:28]
to what they do. Like that road back
here behind the alley should be paid or
[1:12:33]
should be completed. There's no reason
for it and it ends up being a horrible
[1:12:39]
hit every year because it's unfinished.
Like we couldn't finish our landscaping
[1:12:44]
landscape without this alley finished.
