[27:48] for me that this Culvert a job up in uh on the Little Road London was the fact

[27:53] that the involvement of the council with the

[27:57] in-house Council for around to me that's a major issue for a town its major issue

[28:01] for me because I do know as a counselor our role as counters is to

[28:08] provide policy and guidelines through the town

[28:11] to the employees for endocario and our role is not to participate in the

[28:16] day-to-day operations as well you know

[28:21] I don't want to seem like on Beat the dead horse when I'm talking about this

[28:25] but I really do feel that as counselors our sole role as a

[28:31] counselor we were elected to provide policy for the town not to participate

[28:37] in the day-to-day operations itself that was my main concern with this uh with

[28:42] this issue well this the when you debated this issue uh during all that

[28:48] this was debated and the motion was about foreign

[29:03] ER it's it's the uh

[29:08] when we when we talked with this issue once only

[29:12] when I left this meeting I was of the opinion when I left here that this

[29:16] Council has no issues with counselors participating in the day-to-day

[29:21] operations of council I'm having a lot of trouble accepting that

[29:38] operations I suggest that they go to talk to the CEO and bring the issues

[29:43] forward

[29:47] I just want to make one more point or Mr Mayor and then I'm going to uh hormone

[29:52] report in the counselor I have a conversation 2.2 responsibilities of the

[29:58] Michigan Council this will counselors are responsible to provide balanced

[30:02] issues and making sound financial overseas section 20.5 students

[30:06] relationship of council to Spanish if the roles of counselors staff are not

[30:10] fairly understood there is potential for conflict between elected officials and

[30:15] Municipal staff that's not a rule you need program and then there's a

[30:19] distinction between policy and administration

[30:21] policy is deflective decision account for makes the subject over a period of

[30:26] time Council spend most of your time establishing policy leaving the

[30:30] administration to staff Administration is putting Council policy into practice

[30:34] once policy is established staff act prevent Florida residents to account

[30:39] I just don't understand why we as a council cannot follow those guidelines

[30:44] Services if there's any issues or concerns certainly CAO and the staff who

[30:51] laid out in to bring foreign

[31:06] the flooding of freshwater Crescent uh they're near a fire hall that occurred

[31:10] again on Sunday Past after the rainfall and the middle of the morning 11 30 or

[31:18] taken and forwarded to the mha and she continues to look to the department to

[31:25] determine that or to try and convince them that mother nature is not the cause

[31:28] of problems there and it's their infrastructure so we need to continue to

[31:32] build that debt and encourage residents to do the same when the water builds up

[31:36] there to let them know that there is an issue there and the just the point of

[31:40] clarity I think kind of helps hold hazardous waste it was the eastern

[31:44] regional service board that eliminated that not the mmsb

[36:28] meeting to give you some highlights of the discussion uh our sense of arrival

[36:33] uh the uh Town staff which chamber of commerce staff have met with the proper

[36:39] tourism now to try and get the sense of rival initiative back on track and the

[36:44] meetings have been productive thus far we continue to work with funding

[36:49] agencies including a co-op to move forward Our Town Square project and that

[36:54] the highlight of that is the installation group stage in the in the

[36:58] Town Square a small business week was held back in

[37:04] October and we had a successful event at the Arts Center focusing on the funding

[37:10] supports that are available for small businesses and our Economic Development

[37:13] officer facilitated that we're exploring uh the idea of resurrecting an

[37:19] application from a number of years ago with regards to Heritage District status

[37:24] for Town and we're engaging some research on that right now

[37:29] our business incentive Awards as you saw in the finance committee report earlier

[37:34] there were several businesses that applied for the incentive uh the tax

[37:39] break for this year and we're glad to see that and we continue to work on

[37:43] ideas to develop that program the present to be industrial showcase by

[37:48] our accounts was a a great success this year the theme was waves of change and

[37:54] uh but all feedback that's been received I'll spare it it was a great event and

[38:00] lots of benefit to uh the delegates in information sharing and I think the

[38:06] economic impact in the community was well received as well

[38:09] we had some discussion on housing issues and uh

[38:16] the concerns that exist with affordable housing and its availability in the

[38:21] community right now and we've asked the economic development officer to work

[38:26] with the Community Connection Housing Coalition to get us some data that we

[38:32] can use to further uh Lobby government agencies to help us address that issue

[38:39] our Economic Development officer is also planning a holiday passport program she

[38:44] freaks out to businesses looking for participants to help with that and the

[38:49] general idea is if you spend money locally in the month of December you get

[38:54] a ballot to enter to Enterprise so that's still in development I know

[38:59] contact has been made with local businesses to engage in that and to be

[39:03] more information on that forthcoming uh we're going to look at the idea of

[39:08] putting together a proper welcome kit we've had some feedback over the last

[39:11] little while that new residents to come to the area uh you know they're looking

[39:15] for an information package so we're going to work together to put all of our

[39:20] information that we have maybe available in different uh venues right now put it

[39:26] all together in one package so we hope to further explore that once ahead and

[39:31] also look at the communities in bloom program uh that the municipalities

[39:36] convention this year we saw great success in an example from town of

[39:40] Roberts and looking at the things that we are already doing uh in our community

[39:45] we can probably look at participating in that program and get some recognition

[39:50] and also look for ways and things that we can do to improve our programming as

[39:55] well and that is it sir thank you

[41:09] my business chair councilor Jamie Lee Fitzpatrick councilman Wilson as our

[41:16] resource person was director of Public Works and our recorder was David here

[41:22] uh there was some new business uh we had a few promo applications we had a an

[41:27] accessory prompted to stop the personal shared up in Bongo we had a general

[41:31] repairs uh permit application for a land explanation in dongle and we also had a

[41:36] demolition and removal of the building and uh to my knowledge that the

[41:41] dilapidated property was just coming down was uh

[41:45] the uh the homeowners themselves so it's good to see homeowners taking that

[41:51] taking their responsibility for our properties when they're in Need for care

[41:54] there was a fancy repair on Legion Street and there was an approval in

[41:58] principal renovation to a multi-purpose room

[42:02] the water main role and I'm assuming there's 4 Motors

[42:08] there was an update on the pharmacies last one of the reported that support of

[42:12] our adventure applied for performance to construct the role to the runway the

[42:16] cost of approximately three Amendment resulting in the property of roughly

[42:20] around sixty thousand dollars this fee has since been reduced to 30 000 based

[42:24] on the submission of the tenderbit in the amount of 1.5 million

[42:36] as complicated in the past the committee is requesting their staff submit an

[42:40] application for gas tax he has formed any place you can see with this project

[42:44] this will be and has been referred to the CL

[42:59] it was with the traffic back and forth through Baltimore and there is probably

[43:56] what's going on the storage with front so as your apartment submitted uh

[44:03] I haven't seen no promising it so I haven't seen the department either but I

[44:08] do know Council of power had noticed in the meeting that she had applied for a

[44:12] permit for a farmer's market I'm just wondering it's a month later and as a

[44:16] community you never see this permit I'm just curious what happened to him I

[44:20] have no knowledge of the permit it hasn't come to your committee

[44:27] uh so I guess what we'll do is if there's any permits I guess we'll have

[44:31] to come to the front desk or come true our our Public Works superintendent as

[44:37] normal affirmative process when permits are submitted Museum submitted it goes

[44:41] to the staff staff reviews departments if it's in compliance they will move

[44:46] ahead with issue deferment if it's any discretionary use it goes to committee

[44:51] come on Alex and all our apartments are put on the site any departments that are

[44:55] actually approved and actually go on our town site for all our residences

[45:03] no one has the ability to perform a town property oh I didn't say it was a

[45:08] permanent profound property what I said was counselor power in the last public

[45:14] meeting stated that she had put in a permit for the farmer's market I don't

[45:19] know where department store was for I'm just Warner as a counselor I'm planning

[45:24] and developing to deal with permits why did that permit not come to our

[45:28] committee it's been a month would have to confirm if requirement was

[45:31] submitted we'll check well I mean I

[45:36] Council power said it in the public meeting that's for many confirmation

[45:40] unless it was a permanent fighter who would if the department is submitted to

[45:45] the committee who always receives information as early as permits perfect

[45:49] I've never seen a permit no I just want to bring it up for the record because

[45:52] that program was supposedly applied from we haven't seen it and I also have

[45:55] concern of another permit that was applied for her

[45:59] at our committee meeting on November 7th we were informed that there was a

[46:04] permanent applied for by the saint ansavale in donville to put a few

[46:09] partition models in the charts for offices we see it from it it was about

[46:15] any of the soldiers uh my concern with department is that

[46:19] shortly after the department was dropped off here at the town there was a stock

[46:23] worker order being issued on a permit that hasn't even come to our committee

[46:27] how is there a stock work order being issued out of permit that has not come

[46:31] to commit it I never issued a stock market stock report or on anything

[46:37] related that does miscommunication is a related issue it was miscommunication I

[46:43] was actually here when the department was dropped off there is no uh stock

[46:47] report or that I signed for that property

[46:50] broke down and she knows that work order at all

[48:19] getting a real tree and we will have music in that chocolate served and their

[48:24] hopefully will be a light show and also we have the parade coming up on December

[48:29] 3rd at 1 pm we will be partnering with the dominoes

[48:33] Club to organize this event prizes for floats

[48:37] and Santa will be Distributing Goods bags to kids in the towns who are

[48:42] following the parade we have a Mummers Parade planned for

[48:45] December 27th we haven't had any luck with this last few years so this year we

[48:51] tried we decided that we're going to have it in the Arts Center

[48:54] and we're going to have the music and Friends guitar group

[48:58] and play and these events will be advertised by

[49:04] the manager we'll get posters out soon and also other business we talked about

[49:10] disposal advertising and waste diversion so we want to get out an educational

[49:17] piece to residents on disposal of waste oil and tires at garages all paints can

[49:25] be brought to paint shop electronics recycling at the waste

[49:30] facility on Fox Harbor Road and recycling clothes in the diabetes bin by

[49:35] the Placentia Mall are just some examples that people can

[49:38] do to keep the waste out of landfill and that's all we have for that's all I

[49:45] had to any other questions or comments

[51:27] in the last time so I don't think you had them all hurt or Alpine so I mean

[51:31] it's just so wishes to have people there and they need to get uh there's an

[51:35] answer not the questions I can answer by all means we can certainly have that

[52:17] gone in the last eight or 10 year so it was not doing it that far but it's one

[52:22] of the best things they've owned we do have a lot of residents out there that

[52:26] for reasons out of their control they cannot get out to the public meetings

[52:32] so you know I know what I've been told that it's it's not something that we

[52:39] have to do but I just want to bring uh attention to Emulsion that was made back

[52:43] in 2018. motion number 18-062 made by councilor columns per hour and

[52:50] and move he resolved in a motion to pursue

[52:55] YouTube law for broadcasting public meetings is about prepared by mayor

[52:59] power and unanimous there was an old name to that motion the committee is

[53:05] finding a mock station to test sound equipment and production of the meeting

[53:08] and it was a second Emulsion made that night a website upgrades most of the

[53:13] motion to approved 5660r plus HST for website operators which referred to

[53:19] finance credit and the reason I mentioned that mostly is because since

[53:22] Sunday I'm being told as was everyone else here that we do not

[53:28] need to live stream our public meetings I I just you know

[53:34] for the sake of transparency this is one of the best things towns well done my

[53:38] question is and I've got it I've been asking some Sonic why did we not live

[53:42] stream our meeting Ensemble we have we live stream our public meetings we have

[53:47] unless they're ahead and technical issues we have we've done them all no

[53:52] different than the last Council there was there were special meetings in

[53:55] Council that happened uh that we're not we're not uh publicized there were one

[54:00] item agendas that came in and Council came in and approved the oil and moved

[54:06] on and moved on to the public that will happen in the last Council and if you

[54:10] like I want to be able to give examples if that's what you want but when that

[54:14] happens all our public meetings that have been broadcasted since this Council

[54:19] started we have done it no different than this evening uh now the deputy

[54:23] mayor joined in the air law agreement and we'll upload it for the presidency

[54:27] once it's done uh I don't know any incidents uh other than that they're

[54:32] saying that the public meeting our public meetings have been broadcasted

[54:36] except for the special colleges [Music]

[54:41] and in Sunday special meeting that has happened in the past and other councils

[54:46] and if anybody wishes to contact me I can certainly give them a date and time

[54:50] of examples when that happens prior to this Council Mr Mayor I was told here at

[54:56] the meeting on Sunday due to the fact that there was residents in the gallery

[55:00] we do not need to launch any public meetings I'm July 19th at the public

[55:05] meeting we have residents in the gallery and the public meeting was live streamed

[55:09] for the residents I just find it very odd that this particular meeting a few

[55:14] days ago was not water stream under underreact under react you give 48 hours

[55:20] in order to your presence that a special meeting can be called that was put out

[55:25] residents were notified the gallery was open anybody could have hurricane

[55:30] Jeannette and that's what we carried out we followed the act as it's laid out in

[55:35] the terms of this will handle you can check it I'm sure you're after checking

[55:38] it for orderings but that's what it is Stephanie Mayer just on the comment

[55:45] there about being told that because there was people in the gallery we

[55:49] didn't have to live stream the meeting I think I may be the one that provide a

[55:54] commentary on that Sunday morning and the commentary I provided was that

[55:59] because the public Gallery was open that satisfied the requirement that the

[56:04] meeting was public so I didn't provide commentary that it provided that we

[56:10] didn't need livestream but the fact the gallery was open provided that it was a

[56:15] public meeting the other side of this is you know it's past tense right now and

[56:19] earlier tonight we adopted the minutes of Sunday's meeting so they will be

[56:24] readily available tomorrow after Wicked if anyone's interested in learning what

[56:29] happened at that meeting on something I mean the military matter of public

[56:33] record no so the fact that it wasn't or was this live stream should be a new

[56:38] issue but you know going forward we should strive to maintain that uh peace

[56:45] for the community and live stream the meetings but you know the military

[56:49] matter record now under available for viewing uh when the office opens

[56:53] tomorrow just like to make one more comment to

[56:56] the topic of live streaming I would suggest that the town update our website

[57:01] and our monthly newsletter stating that we will live stream only when there's

[57:07] Loan in the gallery because that's what it looks like to meet her little live

[57:10] stream where there's people in the gallery just like there's people in the

[57:13] gallery group or live streaming here tonight no matter if there's anyone or

[57:16] no one in gallery we have a live stream perfect I'm glad to hear it but can you

[57:20] water your mushrooms on it I mean it's a simple question it was a special media

[57:25] Council item as I stated and in the past as other councils before us have had not

[57:33] experienced a special live meeting is when it was doll I can give examples

[57:45] item that has not been live streamed any other businesses
