[4:06] National out locally and whereas it is essential that all citizens of the city

[4:10] of pleason be aware of the importance of crime prevention pram the impact of

[4:14] their participation can have on drug reducing crime I mean reducing crime

[4:19] drugs and violence in the city of pleason and whereas police Community

[4:23] Partnerships neighbood safety awareness and cooperation are important themes of

[4:28] the national adout program therefore I mayor do hereby Proclaim

[6:10] bl Vision to severe plain of muscle weakness and whereas no cure is yet

[6:14] known but we look forward to the day when information is no more now

[8:11] moment mayor and Council uh City staff thanks for letting us come out today

[8:15] we're very uh pleased to present to you an award that the libraryi and Civic

[8:19] Center project won uh from the associated builders and contractors of

[8:23] South Texas the uh the award was given in the category of of restoration

[8:29] projects from2 to10 million projects were nominated throughout South Texas um

[8:37] and judged based on architectural design and appearance construction quality and

[8:42] materials uh involvement of area subcontractors uh safety record and and

[8:47] maybe what set this one apart is history and challenges that came with the

[8:51] project uh we all know that the Project's had its history behind it uh

[8:55] we're very very pleased to to present to you Trophy and a plaque that hopefully

[9:01] you can display in the building or here at City Hall Wherever You Wish um

[9:06] fittingly the uh the trophy was an eagle

[9:11] wow and on behalf of Bartlett cooch I would like to say thanks for letting us

[9:15] be a part of the team it was it was a pleasure working with the city staff uh

[9:19] and rvk Architects I think it really was a a team effort to to construct the

[9:23] building we're very proud of it I think rvk probably wanted to uh to add

[9:27] something my plaque not as uh as ni but but just to kind of second what James

[9:35] said and K Stephen from rvk as well you know we're we're glad that we were able

[9:41] to be a part of it but it it really was a team effort uh you know not just from

[9:47] Design Team Construction team but the the public that was involved all the

[9:51] city staff and and council members that were involved and uh and it was a a very

[9:56] I mean a very smooth process from from design through construction and and we

[10:01] can't always say that's the case but in this in this uh situation it was and you

[10:06] know we were really uh excited that it came in on time in budget and then most

[10:11] importantly to get recognized so with that I think we'd like to offer both of

[10:16] these to you Council if you'll join

[12:38] many different ways um I think I had the opportunity to send a letter a couple

[12:42] weeks ago to thank your city inspectors for our work over the summer which was

[12:46] tremendous and Mr Pearson serves as a continuing thinking partner I know we

[12:50] have a shared tax entity and we always want to be as efficient as possible but

[12:55] tonight I'm here really for a very special reason every year we've had a

[12:58] great start to the school year but every year we bring 4,000 kids back to campus

[13:04] on the same day parents all want to be at the same place at same time

[13:14] work kindergarten babies want to park and get their babies to class we have

[13:19] new student drivers who ever driven anywhere certainly not new cars the

[13:25] potential for genuinely

[13:29] is there but also it impacts not just the traffic it impacts the start of our

[13:34] school school we always have to support our Police Department in so many ways

[13:38] throughout the year we have our own Police Department during the day they're

[13:42] always there to back us up they know our guys are on 24 hours so they take over

[13:46] at night for us but I just had to sit back and salute them for this year um

[13:51] Sanchez and his were so proactive they they did not blink I I know you had to

[13:56] se their presence had a major four accident going on it was great to have

[14:02] their presence there and more importantly at the end of the first day

[14:06] G Sanchez got touch with me made sure everything went well sure present the

[14:12] coming weeks and I can tell you that this was the best start to the school

[14:16] year for us and my staff 600 staff members all were celebrated but also for

[14:24] our parents it made their first day for the kids really special no incidents um

[14:28] it really um really goes to this Poli depart app we wanted the city know we

[14:37] City all the time

[22:41] guess we'll move on to item number 17 which is departmental

[22:52] reports good evening Council mayor good evening evening the total Water

[22:57] Production for the month of of August was 91.8 million gallons with a daily

[23:02] average of 2.9 Million gallons uh the utilties department began working on the

[23:07] utility upgrades and repairs on Main Street they have replaced a section of

[23:10] 2in uh cast iron water main with 8 in PVC on Hunt Street towards Smith Street

[23:17] the street department Crews uh will continue to work on the trench uh rehab

[23:21] project on polium and Crestline this first section presented somewhat of a

[23:25] challenge on reconstruction but at this time we are working on a new plan uh for

[23:30] the remainder of the project Street Department Crews also also resumed the

[23:34] uh mowing of rways and tree trimming at this time the parks

[23:39] department is working on the community center irrigation system they have found

[23:42] a series of uh bubblers and other sprinklers clogged and we're not off

[23:47] allowing sufficient moisture we have been in contact with greater Landscaping

[23:51] who will be replacing one of the 10-ft elm trees uh under warranty they will

[23:56] also be looking at replacing several plants around the Freedom

[23:59] Center our play gate remains closed uh we received the KNE slide last Friday

[24:05] but they failed send us the hardware I have finally made contact

[24:09] with the company and we should be receiving the rest of the order by by

[24:13] tomorrow uh and then for the past few months we have also been trying to

[24:17] negotiate and finalize our new proposed Wastewater

[24:20] permit uh there's there were some serious uh changes that were about to

[24:24] take effect that we and other cities across state were not prepared for

[24:28] uh we immediately began calling people in the field that could assist us with

[24:32] with these changes and we're fortunate enough to have found Ken cave a senior

[24:37] scientist through his contacts with tcq they were able to offer us s several

[24:42] options uh reviewed these options and informed Ken what options we found

[24:48] acceptable uh tcq then sent Ken our new proposed permit which has been reviewed

[24:54] and we are in agreement with the the new proposed changes so can has notified tcq

[24:59] to move forward in finalizing this permit so we're just waiting on

[25:02] the uh finalization on it I have a comment I I don't know why

[25:08] this sticks in my head but when I when I got on the council in 2008 to now the

[25:12] average daily use I remember almost every month was consistently 1.2 million

[25:16] gallons just to give you an idea of how it's changed in 2.9 at this time for the

[25:20] month of August that was that was a hot month yeah yeah those pumps were pumping

[25:26] 247 mayor uh any questions M uh if you don't

[25:31] mind what was the just the major change nitrates there were we were expecting

[25:38] phosphates to be part of our permit on this next on this next renewal but then

[25:43] nitrates were introduced which the standards that they were trying to push

[25:47] on us were more of a drinking qu uh drinking water quality was it an was it

[25:52] more of a national it was an EPA an EPA from clean water yeah for the clean

[25:57] water at yeah said enough thank you very much okay other

[26:01] questions thank you thank you departmental report will be by Mr

[26:07] meding this evening

[26:11] mayor good evening Mar and Council I need to just have a real quick uh report

[26:17] on the on the bidding uh process for the at ofessa River and Bonita Creek uh

[26:24] clearing project that that we have going and um the the project was initially bid

[26:32] on August 14th but we only had one bidder so we've gone out for for bids

[26:39] again um the other companies that picked up plans were were asked why they didn't

[26:46] bid and they two of them from out of out of state Express that that the size of

[26:53] the job relative to other work that they were doing in Harris County um they

[27:00] thought the job was too small and and it would also spread them out too far from

[27:06] here to Harris County

[27:09] um the the recent bid package um was redone and and revised to include a an

[27:18] alternate bid for part of the project going to the City Limits

[27:22] line um the the bid package um advertising in the paper this past

[27:29] Wednesday and and we'll will be um in next week's paper

[27:35] also um we've had a a little bit better interest in it we've had three

[27:42] contractors pick up plans that are from around here locally two of them from

[27:47] here local one of them from San Antonio and additionally one of the same

[27:53] out of state contractors is taking a second look at it as well and with that

[28:00] I stand for any questions questions Mr Carson uh what is the final

[28:07] date on that for the bids the bid date is um October 2nd and the bid uping

[28:14] day so for the second meeting in in um October we hope to to have a a a

[28:22] contract for award I hope we can get started on

[28:27] that yes sir other questions thank

[28:35] you good evening mayor and

[28:40] counsel I think we'll all agree it's really great to see Mr sign's back thank

[28:44] you sir

[28:48] yes this evening I'm happy to report that we have a tenative date around the

[28:53] second weekend in November for the household hazardous waste cleanup we

[28:57] have centered on one firm that we want to use and we'll be tempting to find out

[29:03] if uh there's a gentleman in the area that's interested in tire disposal most

[29:07] of these firms do waste not tire so we're trying to combine that we began or

[29:12] we're going to begin contacting the other public entities the county and the

[29:16] other cities in the area to see if they're willing to participate Count's

[29:19] already expressed their intent to participate right now our plan is to

[29:24] obviously have it down in the river park uh hopefully in that open area along

[29:29] huntt Street we'll bring you more details as they develop but we are

[29:33] moving forward with that the RFP submittals for the fire

[29:37] station component consultant were received last week we had eight

[29:43] submittals um we I have appointed a council of department heads and others

[29:49] to review these submittals and decide which one which uh Consultants they want

[29:54] to call for presentations and interviews right right now we think that somewhere

[29:59] around three to four Consultants will possibly be called uh we'll each

[30:04] individual on the committee is is going through those submittals right now to

[30:08] see how they compare against the RFP that we advertised RFP submittal for the

[30:14] consultant for the parks master plan or due next week will follow much the

[30:19] same path um we will be bringing a recommendation to the council uh and the

[30:27] next couple of weeks uh for a special appointed committee to work with the uh

[30:33] master plan consultant for the parks we think it's important that we have

[30:38] liaison um connection with the council uh we have asked two council members if

[30:45] they'd be willing to sit on this committee and they have both responded

[30:49] with yes we think feel like it's important to have several members from

[30:53] the parks committee to be liaison back to the parks committee as this has been

[30:58] developed beginning with the chairman first uh then we it is important that

[31:04] there's a demographic of citizens on this committee new business owners old

[31:08] business owners new residents old residents uh folks that have engineering

[31:13] expertise folks who have Finance expertise uh along those demographic

[31:18] lines we feel like that we'll have all bases covered uh the last one that we're

[31:23] looking at would be someone who has a tremendous amount of not only knowledge

[31:28] but experience with athletic facilities and we feel like we have that person um

[31:34] identified we have contacted the various uh possibilities

[31:39] as far as the other individuals uh to set on the committee and they have

[31:43] expressed their intent that they would feel honored to do it and I think that

[31:48] several of the special appointments uh not only from the parks committee but

[31:52] the special appointments of citizens and business owners they fit not one but

[31:56] several demographic areas that we would like to

[32:00] see on that committee I think it's going to Total about eight members and we'll

[32:04] bring that to the council for consideration and possible um

[32:09] acknowledgement of the committee in the near

[32:11] future the truck R ordinance Amendment obviously was passed by council at the

[32:16] very last meeting Tex do and the chief are working on the signs right now to be

[32:20] posted uh on in the goodwi area and once those signs are posted then we'll move

[32:25] forward with um the enforcement of it um obviously this

[32:31] has been a huge step forward and uh special thanks to Miss Israel for for

[32:36] being active uh in this endeavor to to assist the staff and um thanks Mr Isel I

[32:41] appreciate that thank you I'd like to briefly go over your schedule of

[32:45] meetings once again obviously tonight's the regular council meeting uh September

[32:52] 10th there's a special note there we'll publish the notice of tax revenue

[32:56] increase in in the paper the newspaper uh on September 18th uh the

[33:02] next regularly scheduled meeting was the possible adoption of the proposed

[33:07] budget the amended budget and the property tax

[33:13] rate we'll move forward for that point as you see in your schedule there are of

[33:18] meetings and important dates for first advertisement of the ordinance of the

[33:22] budget and the property tax rate on the 24th of September and the second advert

[33:27] M uh in the Express on October 4th and our new fiscal year

[33:33] begins council is elected to councel the October 2nd meeting for the attendance

[33:38] at tml important notes here are October 6th

[33:44] and October 14th at 6:00 p.m. those are the first

[33:50] and second public hearings on the proposed annexation of the 236 Acres I

[33:55] might note quickly that that the certified letters were in the mail about

[33:59] a week and a half ago to all the property owners I think we sent

[34:02] somewhere around 88 letters if I'm not mistaken somewhere in that uh range

[34:08] speaking with a consultant today there's been one phone call we've had one phone

[34:13] call at City Hall with some questions um and and we we stand ready to answer any

[34:19] of those questions and last on your schedules on

[34:23] October 16th regularly scheduled council meeting um as things develop we might

[34:30] um ask the mayor to call a special meeting if we absolutely have to uh we

[34:35] hope we can operate Within These guidelines here um where the annexation

[34:40] is concerned I just might add that after the second public hearing then the

[34:45] installation of the of the proceedings begins and we have a time frame uh to do

[34:51] a first reading second reading and possible adoption and we will move

[34:55] forward with that in your regularly schedule SCH Council packets um mayor

[34:59] that's our report this evening I would just like to say on a personal note I'm

[35:04] very proud for the Council of that award that came this

[35:08] evening um and I appreciate that offer mayor but

[35:12] I will say the Council made the decision to hire these

[35:18] folks and the Council made the decision to tell the staff to build

[35:23] it and you all deserve all the credit we just carried it out it was your

[35:28] decisions that ultimately made it come to

[35:31] fruition I can't say enough about the department heads who have been

[35:35] recognized recently not only uh Mr Rainey and his staff as the

[35:40] superintendent so eloquently noted in her letter and mentioned to you all

[35:44] again this evening but um also the chief in the police

[35:49] department policing is not always about enforcement policing is about being

[35:55] Community Partners and I couldn't think of a better way than to be recognized by

[36:00] the superintendent of the school district because we do have those

[36:02] traffic issues especially on the first day of school and I think we can all

[36:06] absolutely agree we have the exact right chief of police for the city and I

[36:11] recognize him for that Ronald I'm proud to work with you you make me a better

[36:15] city manager mayor I'll stand for any questions and comments any questions for

[38:28] on the printed agenda I believe some of them had the date as

[38:32] 2013 uh just note that that was a mistake it needs to be 2000 or

[38:37] 34 it is on ours your eyes will really help you figure it out um it's a

[38:44] 2014 I was talking slow to let the chief get there

[38:48] so Chief I'm still trying to find my mistake oh was the the day was actually

[39:30] the runners through the route safely and I can not believe it requires any
