[0:23]
yes okay ready to roll right I'm sorry
all right we'll move down now into the
[0:29]
agenda on public comment is there anyone
on Zoom uh or in the room that has any
[0:34]
public comment on anything we're going
to speak to tonight or anything
[0:39]
regarding anything with the
[0:42]
charter seeing none we'll move right
into the discussion
[0:46]
items
um there's
[0:50]
two bullet points that we' like to speak
on tonight uh the first one is a review
[0:56]
of the bylaws and Charter
quantification uh since our last meeting
[1:00]
and I believe it was one day last week
was it last
[1:04]
Thursday 21st 21st of August we we got a
call from uh the Town Clerk and the Town
[1:12]
Council to uh
meet uh briefly to go over some uh
[1:16]
questions they had on our
document unannounced to me and maybe
[1:21]
others knew this I didn't know this but
they had sent um a document out to a I
[1:26]
guess they Callin Steve knows better
coding type company where they
[1:30]
uh
compare uh the document that we put
[1:34]
forth and the documents that we have on
file here in town with what the state
[1:38]
has and make sure there's no
discrepancies and in the um exercise of
[1:43]
uh running through the chatter there
were um just a couple of questions but
[1:49]
there were enough that they wanted to
bring us in there were more questions as
[1:51]
it pertained to bylaws but that was
outside of our
[1:55]
scope uh so we met we met probably for
the best part of an hour uh most of the
[2:00]
um most of the
um discrepancies were
[2:05]
typographical maybe a word change a sh
versus a May something along those
[2:12]
lines um I think Steve corrected that um
I don't know how we want deep we want to
[2:18]
go on that but you know I think in all
fness tell the whole committee oh you
[2:23]
have we have them so the the committee
has them yeah but I think what prompted
[2:28]
us to go there I think the whole
committee should know was it was at
[2:33]
least P to me that that meeting that for
whatever reason unfortunately for the
[2:40]
most part of our work and maybe for last
couple of years a document that was on
[2:45]
the town website as aada was not
actually the one that was presently on
[2:52]
record at the state is that correct well
not yeah it we don't know and Kelly may
[2:58]
say that when she comes here she doesn't
know where they got the charter they
[3:01]
used to do the
comparison because the charter that's
[3:06]
the original the charter if if we took
the charter off of the website at the
[3:10]
beginning of this process it is without
looking at it in every fine detail it is
[3:16]
a match to what's on the articles of uh
articles of um 2020 when the last
[3:24]
Charter was approved by the
legislature so it is pretty much in in a
[3:29]
match the things that we're dealing with
here is
[3:34]
um is the fact that there is a
definition and a use difference there is
[3:41]
uh we need to recap we miss something to
be capitalized in a certain paragraph
[3:47]
and then there was the U fact that again
a definition correct me if I'm wrong to
[3:53]
there was multi versus multiple so
that's the last item that we we have to
[3:58]
do and then the very last one which I
haven't done because it's it's again I
[4:03]
think it's a typographical is there's a
definition of bylaws how it's spelled
[4:09]
and we use it in two different ways
within the charter by hyphen law laws or
[4:15]
bylaw with no hyphen and the definition
if I'm correct Steve is by with no
[4:21]
hyphen right that was how we had right
so we need to fix that and to me that's
[4:26]
a grammatical issue uh the issue of the
mismatch between what they were using
[4:30]
the Cod to do the codification review on
is a separate issue in my opinion away
[4:36]
from what we're doing that Kelly needs
to understand where they got their
[4:40]
version of the charter to do that
because I was given a change document by
[4:46]
them through Kelly and I looked at it
not in every little you know in
[4:52]
int but it looks like what is on the
website matches the state
[5:00]
is it related how is it related to what
we've got here as our current you're
[5:03]
talking about our current Charter it's
all this codification thing Marthur
[5:08]
remember when Kelly came in the
beginning she talked about there was
[5:11]
this effort to have this company look at
the bylaws look at the charter and then
[5:16]
create this searchable document so my
question is um when you're talking about
[5:22]
a charter you're talking about the
current Charter this one right and the
[5:26]
question am I right is is is this the
same as what's on our town
[5:33]
website yes yes we started from what was
on our town website but the state was
[5:38]
using a current Charter that we don't
know where it's from no no the state and
[5:42]
our our Charter that's on our website
from my from my review appears to be in
[5:48]
a match there was this Charter that was
used by this company and it's not clear
[5:54]
where they got it from because they came
back with all these like for example
[5:59]
they said
it says town of Plymouth comma Mass on
[6:03]
their version it didn't have
Massachusetts on our version it did and
[6:07]
on the version that's on the website
that's just an example it did so that's
[6:11]
for Kelly to deal with to figure out
what they use for the
[6:15]
comparison Michelle just said that Kelly
may drop in very early in the meeting
[6:19]
and she might be able to add some light
I was just worried that um there was
[6:23]
more to it as it turns out there really
wasn't any thing but as a Committee
[6:28]
Member you should know that that
[6:34]
you've been talking
[6:37]
about just now arrived thank you for
joining us we're actually talking about
[6:41]
the coding
issue so so I have great news for you
[6:45]
guys well you want to add your question
first before she has great news you want
[6:48]
to
wait well it's not a question it's a
[6:53]
comment based on what you just said
about spelling errors or whatever
[6:59]
scriveners errors whatever they're
called and this issue with did they have
[7:04]
the right shter did they have the wrong
shter you did you had the right shter
[7:08]
well that's good okay okay I can't
imagine you spend an hour talking about
[7:12]
all that well we talked there was a lot
of other things oh there's other things
[7:19]
well I don't know if there was other
things you don't think think that
[7:22]
deserve to be spoken about and make sure
we ironed it out you don't think that we
[7:25]
should have spoken about that and got it
ironed out make sure we had the right
[7:28]
one no just no kneejerk reaction that we
spoke about it because we now know that
[7:35]
we have the right document at that point
that's important at that point we did
[7:40]
not know that the documents matched and
so our discussion included questions
[7:45]
about what would happen or what we would
need to do in the event that they did
[7:50]
not
match so we were planning for a further
[7:54]
meeting in and details in the event that
was necessary it has turned out
[7:59]
fortunately that it is not
necessary yeah I'm still trying to find
[8:04]
out how the vendor had the incorrect
chter because everything that I say
[8:08]
looked at over the last since I've
emailed you shows that they I don't know
[8:13]
where they got it because I wouldn't
have emailed them the version that they
[8:17]
suppose that they had
and yeah so pric is somewhat averted but
[8:24]
we it was good to me um part of the
other reason why we met um during that
[8:29]
time too is there were 10 comments that
the vendor had one was the fact that
[8:34]
there's only a certain way you can um
make amendments to the chter which we
[8:39]
were aware of two that there might be
some slight warding changes which we
[8:43]
figured out what that was um another one
was the chart the definitions for
[8:50]
precincts um originally it just said
precincts the definition is the area
[8:55]
Town divided by groups and I'm not sure
I'm paraphrasing here cuz I'm not sure
[9:00]
the exact language and they recommended
that we had for voting purposes and you
[9:05]
guys had already done that so that was
perfect um they made some
[9:10]
recommendations there's two parts of the
charter that says you need either 100
[9:14]
signatures to get uh um an article
placed on the warrant if it's a special
[9:21]
town meeting and 10 if it's an annual
town meeting like if a citizen's
[9:25]
petition like you need 10 or 100
depending on what the meeting is and
[9:29]
they wanted to add more language that
refer to the to the law the Mass General
[9:34]
law that says or 20% whichever is lower
and we're thinking
[9:41]
220% of the voters here in Plymouth will
never
[9:45]
be 200 100 or 10 so we decided to leave
that language out so this was the type
[9:52]
of work that this vendor is doing for us
um there was precincts there was um oh
[9:57]
one thing about select board
um sometimes it said Selectmen in the in
[10:02]
the charter and they recommended that
you make it more gender neutral for
[10:06]
select board which you guys had already
done so many so many of the things that
[10:11]
and that's what I also reviewed with
them during that time so we I wanted to
[10:15]
make sure that everybody was on the same
page there was something about
[10:18]
multi-member body versus multi-member
boarding committee thing and um we I
[10:25]
think you guys made that change based on
grammar
[10:30]
um and then the LA I think the last
thing was something about established
[10:33]
policies and it should be
established uh process not established
[10:39]
process so those were the 10 things that
they came up the vendor also look just
[10:44]
as a side note the vendor also looked at
the bylaws and we have 170 of those that
[10:49]
we need to review there I've got a group
of people reviewing those with me to
[10:53]
make the decision so the really good
news is except for those one or two
[10:57]
things that I mentioned um that they
questioned or or had a recommendation on
[11:02]
changing you guys based on everything
that Michelle and I were able to do
[11:06]
today you guys did work with the
original documents so your Redline
[11:10]
document as soon as you have it up to
date I highly recommend that you get it
[11:14]
on the website because people have been
asking for
[11:19]
it sounds good I just have one quick
follow question from on meeting you had
[11:24]
um emailed the coding company for
anything additional you sent the email
[11:29]
out to us copy I got didn't have any
additional red lines is that because
[11:33]
everything else passed with flying
colors but is there anything the
[11:37]
document that I sent out was Redline
that showed what the difference is
[11:41]
between what they what the chart
whatever version Charter they were
[11:44]
looking at and the one that was on the
State website so it wasn't really a red
[11:49]
line it was just showing differences the
differences it's not an edit it's just a
[11:53]
comparison although maybe I misread it
it said the following document or the
[11:57]
attached document yeah
any any any other problems of red line
[12:01]
and I didn't see any red lines right so
I assumed it you know it's funny that
[12:05]
you say that Alan because mine came out
as red line but Michelle's came out blue
[12:10]
and red like hers came out blue so like
I had to literally go and look at
[12:15]
Michelle's computer to make sure that we
were looking at it the same way mine was
[12:19]
the same as mine was just black you know
traditional writing writing there was no
[12:23]
really no red L but you got it right Len
well let's see because I got it right
[12:28]
here
I was happy but I don't want to really
[12:32]
mess around hopefully it
passed let me do something here before I
[12:37]
get into let me share
[12:48]
[Music]
my um Just sh the whole D
[12:54]
screen so this is the document that you
sent in that email right
[12:59]
so anything that was in blue is what the
differences were yeah I did perceive
[13:04]
this as a as a red line this was just
showing you the differences in the
[13:10]
comparison so with it's all I'm I'm the
same as Alan's I saw neither comments
[13:15]
nor the comparison okay that's really
weird so it might have been the way you
[13:20]
opened up the document if you want if
you didn't look it up under review well
[13:24]
you have to look at it depends on what
platform you on on the Mac you have to
[13:27]
go in and underview return on tracking
and that'll show what's here on the
[13:32]
right hand side but when I looked at
this and I looked at the state and I
[13:36]
looked at the the version off of the
website it became clear for me without
[13:42]
talking to Kelly that the document they
used came from somewhere yeah I have no
[13:46]
idea where from you know no idea but the
good the good news bad news is that was
[13:51]
just the chart portion the bylaws is
what they were using so um and that and
[13:57]
that was the one that was most important
for at least in my for this project for
[14:01]
me was the bylaws because we have some
conflicts with the bylaws and I'm just
[14:05]
trying to get them codified so they look
very neat in
[14:11]
particular okay are we good Kelly Kelly
it's Michelle we also had the one
[14:18]
comment on the school committee to
change from um to the State Board of
[14:23]
Elementary and secondary education I'm
going to show those uh Michelle I'm
[14:28]
going to show the right now okay the
chter right now says State Board of
[14:33]
Education and currently Massachusetts
doesn't have a state board of education
[14:37]
we have a state board of Elementary and
secondary
[14:42]
education so it's just again mostly
grammar which is why as a practice we
[14:48]
took out all references to state laws
because state laws bodies change
[14:53]
regularly and we don't want our Charter
to be out of date every time the state
[14:58]
decides it one wants to move something
from one section to
[15:03]
another okay any sounds good so I think
we're good with that issue thank you for
[15:09]
your cooperation I I did a little bit of
a panic at first too but it was good to
[15:13]
bring people in and talk and understand
exactly what was happening so that was
[15:17]
great and Michelle thanks for your help
today welcome all right thank you very
[15:22]
much you're welcome some more
[15:27]
ballots all right well that um is there
any further questions or did the town
[15:32]
clerk clear everything up for anyone
that's just hearing about that M go
[15:36]
right ahead can I just introduce Kate
Brown who is sitting behind me and she
[15:40]
is filling in for lle Lawrence who is
usually here observing the on the Char
[15:47]
oh very very nice to meet you nice to
meet you I've attended one of your
[15:50]
meetings previous to this time so and
I'm sorry Pate that I didn't let you
[15:55]
know about the changeing room oh that's
all right you weren't waiting room
[16:00]
paying attention to the select board
meeting it's like really yes well
[16:05]
attended so the the follow up on what
Kelly just said if you look here if you
[16:10]
can see it I can try to make it a little
bit
[16:13]
larger a lot logger please Lyn
[16:18]
okay so you see what says State Board of
Education what Kelly's comment was is
[16:24]
you know that changes like the wind it's
now the State Board of what elementary
[16:28]
and Elementary uh not even it's the
department of Elementary and secondary
[16:33]
secondary it's not yeah so on Steve
suggestion when Steve's suggestion is we
[16:39]
got rid of that and put a a kind of a
general term called Commonwealth so that
[16:44]
way if tomorrow they change it then we
don't have to change it and then the
[16:48]
next day if they change it we don't have
to change it so that's what we did there
[16:52]
so our you looking at
24826 uh-huh and what page is that
[17:00]
okay I'm going to go down if you look at
the stuff that we got from the in our
[17:04]
packet there's a list of those changes
on this little change form I did it that
[17:08]
way to make it easier to uh to find
[17:20]
it so are we using that phrase oh right
down here and in B uh yes in oh actually
[17:28]
in yes in B that's correct Mar so you
should actually have a strikeout Len you
[17:33]
have the red but you don't have the
strikeout all right I'll fix that I
[17:36]
won't do it here but I'll do
[17:42]
it so that's the only place well no
that's the first
[17:53]
um Comm wealth remains right the we
don't have to refer to
[17:59]
Board of Education or Department it do
exist Elementary and no because the
[18:03]
problem is if you do it if you did the
new one and then tomorrow they change it
[18:07]
and then the the charter is out of out
of out of compliance with what it's
[18:11]
called so this way it allows the come to
do whatever the heck they want and we
[18:15]
just will support whatever the commw
says and that's basically I think that
[18:20]
solves that
problem this is one of those cases where
[18:23]
you get too specific and just it's a
never ending battle to keep it up today
[18:30]
so the next one is on page
[18:38]
14 are you guys going to take votes on
each or wrap one vote on at the end I
[18:44]
think we'll do one at the end I I think
we can do all at one time the uh the
[18:49]
page of uh requested uh correction we'll
do it we'll do as a as a whole is that
[18:53]
all right with the
committee I think that's fine thank
[18:58]
thank you
thank
[19:01]
you I don't know what this thing is
possessed so you've already made this
[19:05]
correction um so here in 241 it should
be in blue I made it blue I don't know
[19:11]
why it's not in blue but that's another
story but this right here if we go look
[19:15]
at what was here town meeting was not
capitalized so that's the second point
[19:20]
on page 14
okay okay all the way to page 36 so if
[19:26]
we go all the way to page
[19:34]
36 if we went back to the definitions
and I'm not going to drag this all the
[19:38]
way back there you see that the
definition is multiple not
[19:45]
multi hang
[19:49]
on this is the easiest way to do
[19:53]
it
[19:57]
okay so
[20:01]
in
[20:06]
622 I'm blind when I can't
[20:12]
do I went too
far I say page 36 yeah sorry my
[20:24]
bad
sorry it it's a page break different
[20:29]
that that thing we put on the front of
it is just been causing us habit with
[20:32]
pay but we'll fix it so you see there
multi in this case is taken out and the
[20:39]
board commissioning committee was taken
out so that it's generic so it would be
[20:44]
multiple member
B and the reason and the reason that we
[20:49]
did that if you look at my try to make
it easy in our existing our definitions
[20:54]
and this is an existing definition in
our existing current Charter
[20:59]
we Define multiple member body as any
board commission committee subcommittee
[21:05]
Etc consisting of multiple persons I
remember noticing that and thought well
[21:09]
guess I'm not gonna follow up on that
little detail but here it came up here
[21:13]
it came up so we decided Well we might
as well be consistent with our own
[21:19]
definitions
well ahead Mr H multiple member on page
[21:26]
four is
[21:34]
they're not supposed to do
that I'm just kidding but on page 36
[21:40]
it's not well we can fix that let's not
what we hph it or not don't I don't
[21:47]
think it needs a hyphen I wouldn't do so
then we would take hyphen out of the
[21:51]
definitions yeah well that
one and here it's twice in that same
[21:58]
definition right I I agree with taking
it
[22:02]
out I
[22:11]
know defin
[22:15]
AG H4 thank you Larry and
Robin
[22:23]
huh Larry and Rob are NE here so what we
did here just to finish up that
[22:29]
conversation on 622 we had put in some
new language and I just took the
[22:34]
language and I didn't strike it and add
it I just basically updated it to match
[22:40]
what we had decided which is multiple
member body without a
[22:46]
hyphen
[22:52]
okay and then the last thing we were
told when we met with um Kelly and Kate
[22:59]
and syia was under
definitions there's the term
[23:04]
bylaw which is back on page four by uh
definition
[23:10]
a and if you search if I could do it now
for if you wanted me to but you have to
[23:15]
believe me that you'll see that it's
spelled in two different ways bylaw with
[23:19]
a hyphen and bylaw without a
hyphen so the question is what do we
[23:25]
want it to be and I will we'll fix it so
that consistent throughout the
[23:30]
document well since we took it out of H
is there any reason we need it in the
[23:36]
word bylaw no okay I have no person I
recommend we take it out we merely kept
[23:41]
it that way because it's it's hyphenated
in our current
[23:45]
Charter that's
so where in the current Charter
[23:51]
consistent nothing in our current TR is
completely consistent oh but we we but
[23:57]
we and we weren't consistent either we
weren no well because a lot of the times
[24:02]
we left language that was in the
existing Charter and it didn't do it
[24:06]
either but yeah well I don't know so
it's bylaw with no space or bylaws with
[24:13]
no space because I think I saw somewhere
it said by hyphen laws so either case
[24:17]
it's got to be no space no hyphen uh no
capitalization right I would do that so
[24:25]
that's that is
the the the the things that came out of
[24:30]
that meeting the reason we're here
tonight is to basically um approve those
[24:36]
changes and U because we in
Wikipedia and what oxgen dictionary
[24:47]
Ty Mike you can't be
Larry can't be what you can't be Larry
[24:51]
well I'm not listening to Wikipedia I am
more concerned about what the OED or uh
[24:57]
or Miriam ERS does say so if you're
telling me the Oxford English Dictionary
[25:03]
hyphenates
it they hyphenated I'm fine with taking
[25:08]
hph out I just was curious sorry didn't
want to confus what does it say it's
[25:14]
hyphenated in the two examples U both
the English and the British using it as
[25:18]
a noun they when they use it in a
sentence it's hyphenated all the time
[25:21]
and when you look up just byow with that
a hyphen what do you get it's got a DOT
[25:25]
which I think that's just syllables
doesn't have I can't see that yeah no he
[25:31]
no I understand it's not but uh it's a
DOT and I don't want to I don't want to
[25:35]
confuse the argument but say it a dot
but when they use it in the sentence
[25:39]
it's used um hyphen yeah but that's same
well yeah I'll take back my motion I
[25:47]
don't mind sticking with the The Hyphen
we can leave The Hyphen I think for
[25:51]
bylaw given that
it it's both in our existing starter and
[25:59]
there is grammatical support to leave it
that way right whereas multiple member
[26:06]
body that's not a common phrase that
would require that that it has a
[26:12]
standardization of a hen
anyway so we're going to say that we're
[26:17]
going to have it say by hyen law or by
hyphen laws on all occurrences yes okay
[26:29]
so with that I make a motion that the
committee accepts the changes as just
[26:34]
discussed to import with the comments
made by the code
[26:42]
committee referred that the town
referred the charter
[26:48]
to not the seconds it any further
discussion I don't take a vote at this
[26:54]
time you want to read the roll call
Steve yes
[26:58]
Allen yes Michael
y myself yes and Marthur yes okay so one
[27:06]
two three four five I was laughing
because on page 4 under D it says unless
[27:12]
otherwise provided by law and I started
to put a hyphen
[27:18]
in hey guys just to let you know roll
call is not needed everyone is is live
[27:22]
no one no members are
online good point thank you Michelle
[27:28]
forgot about that all right so that
takes care of the first um line item on
[27:33]
the agenda we're set with the code um
enforcement and now we're going to go
[27:38]
and talk
about um the actual articles that we
[27:44]
um the language of of the prop time
meeting articles and
[27:50]
presentation I I do have a concern um
before we talk about the Articles
[27:56]
because um I thought that we had to vote
on be before our com committee has to
[28:06]
vote
on I thought it was our proposed
[28:12]
Charter before
we submit articles for the
[28:19]
warrant well that's not that's not I
that cross my mind as well that's not
[28:23]
entirely the case we can submit we voted
on everything that every substantive
[28:28]
thing that we have on the document I
turned in we voted on so the doc when
[28:33]
you're saying document are you talking
about um the one that was the most
[28:38]
recent which
was uh 24 M I think mine was
[28:44]
dated um it would have would had a week
BS date on it but up until as long as
[28:51]
the and it was explained to us by the
assistant Town manager as long as
[28:55]
everything's still in a draft motion
which it is until I believe tomorrow
[28:59]
until
fincom okay that um if if um if there's
[29:06]
any question um we can change things and
or vote on it if there's any question
[29:12]
now you have a concern on it so we can
do that this evening we can vote on the
[29:16]
language of the uh articles but we
they're in compliance with the town
[29:20]
right now as it say instead Mr Bolton
right ahead just to add I I
[29:26]
Know M question about voting on the
charter is is that what people are
[29:33]
saying that we didn't vote on and we
should vote on no they're saying because
[29:37]
Town policy is no it's the Articles
what's that part no it's the Articles
[29:41]
it's not and so we're talking about
these correct because we actually aren't
[29:47]
presenting a charter to town meeting
what we are doing is we are presenting
[29:53]
our recommended changes to the Charter
so we don't actually present them with a
[29:59]
charter like saying here's the charter
we're proposing vote Yes or No we're
[30:04]
proposing individualized changes which
again is why it makes sense to which is
[30:10]
why when they're presented to town
meeting it's not presented as just one
[30:13]
thing here's the charter agree or
disagree it's here are changes that
[30:19]
we've made so for example the language
that's showed up in the current draft
[30:25]
warrant this that as you are looking at
was not something that we did at all
[30:30]
that was something that the assistant
Town manager did so the processes that
[30:35]
has been explain to us is that we make
recommendations to the assistant Town
[30:39]
manager these by recommendations you
mean this we recommend the language for
[30:44]
the Articles correct this though yes
we're not talking about no no we're not
[30:51]
talking about the document anymore we're
now talking about the Articles we make
[30:55]
recommendations for the language of the
Articles to the assistant Town manager
[30:59]
the assistant Town manager drafts what
the assistant man Town manager believes
[31:03]
to be appropriate and those are finally
determined by the advisory and finance
[31:09]
committee so that was what we were
supposed to vote on there's no
[31:14]
requirement that we there's no
requirement that we vote on anything
[31:17]
what the requirement of the select board
is is that all articles the substance of
[31:23]
the Articles be approved by the
committee not necessarily the language
[31:28]
that goes forward in terms of describing
it but the substance of the Articles
[31:33]
which in this case is the substance of
the proposed changes all of which this
[31:37]
committee has voted we voted on every
line in that
[31:41]
document so that is the
vote that those votes are
[31:48]
considered to be the votes of the
committee on the in that I'm looking for
[31:53]
I've got a note here someplace that says
what the um select regulation is I
[31:59]
thought I had it
anyway sb10 or for
[32:06]
I I guess I didn't bring it with me so
[32:13]
um but that said so so our our votes are
separate all the votes that we took
[32:20]
those are our votes those are our votes
the committee has voted yes now that
[32:24]
said there's nothing wrong with saying
we are with if people are uncomfortable
[32:29]
as one member who is not present here
tonight has said he wanted us as a
[32:34]
committee to vote on the recommended
language that we are putting forth and
[32:40]
again we can vote on the recommended
language and I have no objection to that
[32:43]
the recomend different of the Articles
oh correct that said however we can
[32:50]
recommend whatever we want and both the
assistant Town manager and the advisory
[32:55]
and finance committee can change it
change it the way they like it so so we
[32:59]
will be voting on our recommendations
but we're not voting on article language
[33:03]
because we don't make that final
determination okay thank you Mr Dan so
[33:08]
um maybe you can clarify something or
I'm confused because the warrant is the
[33:14]
selectman's
warrant not the finance committee's
[33:19]
warrant so wouldn't it be up to the
selectman to approve this language
[33:26]
before it goes to the to this um finance
committee or the town meeting or
[33:34]
anything because the advisory and
finance committee
[33:39]
presents the Articles to town meeting
again we're now talking about the
[33:46]
difference between the
article and the language describing the
[33:52]
article so in this instance the article
the substance of of the article is is
[33:58]
the recommended changes by this
committee to town meeting the select
[34:05]
board will agree or disagree in terms of
presenting the whether those articles go
[34:11]
forward to town meeting again assuming
of course that it's not a Citizens
[34:17]
petition where they no longer have that
right under our Charter but in terms of
[34:24]
the language describing that article to
town meeting all of the articles are
[34:30]
presented to town meeting via the
advisory and finance committee so they
[34:36]
actually have the final say in terms of
how they describe the
[34:41]
article to down meeting town meeting
right so again their motion right it is
[34:49]
their motion so they're the people get
up before town
[34:53]
meeting they say to the chair hereby
moves that town meeting do this this
[34:58]
this this and this that is their
description now they may accept or not
[35:03]
accept our recommendation in terms of
description but it is their
[35:07]
determination all right but that said
because Mr Hutchinson had concerns about
[35:14]
that he said fine let's if we wish to
vote on the draft language our proposed
[35:20]
language we can certainly do that well
that being said as an exercise do you m
[35:26]
would you be comfortable if we went
through this
[35:28]
uh first article and and and voted the
five of us vot you mean Article 19
[35:33]
Charter this will be 19 right well again
I don't know how much made it on the N
[35:39]
none of it so Marthur this is their
draft this is again this was simply and
[35:43]
I'm I'm G to call this essentially
almost a
[35:46]
placeholder I think this my husband got
from me member this is the yeah exactly
[35:52]
and but it's still a draft the final
article has not come out they sent out a
[35:57]
draft War warrant but that's what it is
it is still a draft warrant but M's
[36:00]
right everybody's probably already seen
this but we have assigned to us Article
[36:03]
19 through 29 is that correct that is
correct all right so we can from now on
[36:09]
call them that or we can go one through
11 how we have been in
[36:14]
our I mean I'm not I I again I just
simply prepared it because when we
[36:19]
drafted it it was I didn't know it or
not we didn't have our numbers ex right
[36:23]
have no fault of yours I think it's I
just didn't want to confuse anyone do we
[36:26]
want to change probably right these
numbers numbers yeah these numbers
[36:32]
actually are not correct I I think to
simplify this I don't think we should be
[36:37]
focusing on what was delivered I think
this was the document
[36:42]
that uh this document is in our package
is this is this your words is this those
[36:48]
are my well that's something else I so
that's that's what is coming out of the
[36:53]
committee what happens to it after
coming out of the committee is really of
[36:57]
our
control right well I'm just talking
[37:01]
about this I understand that that's what
I'm saying is we should not be trying to
[37:05]
vote on that because we didn't create
that somebody else created that we
[37:09]
should vote and and I'm not recommending
that either answer okay I whether
[37:14]
tribute were comfortable or not
comfortable can I see that Mar i' I've
[37:17]
been comfortable with the explanation
both from the to assistant Town manager
[37:22]
but for just Clarity sake I think this
is what came out of our committee right
[37:26]
this is what we should say as a
committee we approve this to be
[37:30]
forwarded to the appropriate person to
do the whatever they're going to do with
[37:34]
it because we have no control of that
that's not our document we didn't create
[37:38]
that if it's exactly what we this
document that came out of committee then
[37:44]
that so be it but we don't have any
control over that the numbering of it
[37:47]
the verbiage of it if they change one
little thing that's their prerogative we
[37:53]
don't have so now do we want to talk
about this then correct yes all right
[37:57]
I'm I'm this is the thing that basically
was in our packet it was yes it's in our
[38:02]
packet tonight yes you sure put it in
our packet this evening right it looks
[38:07]
like
this okay I think that's what we should
[38:12]
fold make it's the same one you have
probably it is
[38:16]
good all right so do we want to
concentrate and run through these make
[38:19]
sure everybody's happy with um oh uh
first of all I I don't
[38:25]
remember and so refreshed my mind for
that's why I was wondering if we would
[38:30]
have the minutes did did we as a
committee ask a group of people or Steve
[38:38]
to write this or how did this come to be
we needed to submit something so yeah
[38:44]
know I I asked um so so our committee
never said oh we want to have something
[38:49]
like this that's what I don't
remember we were down to the wire that
[38:54]
we had to submit the articles I believe
Al and Steve came to the decision and
[39:00]
Steve took it took on the responsibility
to write the language of the Articles so
[39:05]
was this before you met we've had it
this was this was always intended to be
[39:10]
a draft to be presented but yes it was
always intended to be discussed with the
[39:16]
committee yeah yeah there's no problem
so it is a draft but prior to the
[39:20]
closing of August 9th and I did what you
did you I pulled up the selectman
[39:25]
procedures it called for brief
description uh a couple days before I I
[39:30]
read that now we weren't having a
meeting but discussing it with Steve
[39:34]
Steve volunteered to to put um an an an
explanation of each of the 11 articles
[39:40]
which is what appears here I don't think
the assistant Town manager has added
[39:45]
this attracted to this to know did he no
the assistant Town manager at this point
[39:49]
has just put on so he's moved at that
okay he's just put this sort of very
[39:54]
generic statement okay for each of these
just to say will you accept these the
[40:00]
changes in this this and that's and
treating it like a placeholder with the
[40:05]
expectation that we would Brian but he
explained to me and maybe Steve and Len
[40:09]
were in the room as well
but as long as everything's still a
[40:12]
draft which it is if we want to we can
go back and look at things so it was for
[40:16]
the
meeting when the Articles who was at the
[40:21]
meet or you why why why did you have a
meeting or was there was not a meeting
[40:26]
when wait minut we're confusing sorry
I'm going to stop here we're confusing
[40:30]
things the meeting we had with Sylvio
and uh Kate and and had nothing to do
[40:36]
with the Artic that was the code that
was the code right had nothing to do
[40:38]
with the Articles it just was a a side
conversation but he he had expressed
[40:42]
during that time that we can still
submit further requested langu Sylvio
[40:49]
yes submitting of the Articles was
simply I went in on a Friday prior to
[40:53]
the deadline brought him a hard copy of
all the work we did in the chter this uh
[41:00]
summary and breakdown of the individual
articles that was for
[41:05]
Sylvio
submitted actually got this correct so
[41:11]
he read this whether he read it or not
we don't know no I'm sure he did he
[41:17]
certainly he certainly did not put it
into anything formal at this point and
[41:21]
and to the committee and
Steve credit he did send me an email
[41:25]
saying everything that we submitted to
him
[41:27]
saved him a ton of work because it was
in it was in great order he had no
[41:31]
problem with our with our uh submitt
okay so now so now our committee is
[41:37]
going to look at it right yes we can
look at it now and if Steve knows I
[41:40]
already made some suggestions that's we
can talk about and that's is it a time
[41:44]
to do it because we have
time um but why don't we talk about your
[41:49]
suggestion okay um well let's go or
however you want let's go one at a time
[41:53]
just to make sure go through we get them
out of the way the the article what was
[41:57]
marked as article one which would now
become Article 19 that's correct so do
[42:01]
we need to change that he will change
that but we'll change that in the
[42:06]
language but yes so my other question is
before we go one by one who's going to
[42:12]
be reading this what is this for what's
Sy going to do with it this will be the
[42:16]
final language of the submission to town
meeting and this will be it'll go in the
[42:21]
packet well again this is our
recommendation to Sylvio Sylvio will
[42:25]
then take our recommendation and do with
it again as he believes appropriate put
[42:30]
it forth so that that goes to advisory
and finance committee which will then
[42:35]
make its final right and which will then
make its final statement as to how this
[42:42]
yes well that yes and it will make its
final statement as to how it wishes to
[42:47]
describe the proposed changes to town
meeting okay and I think correct me if
[42:53]
I'm wrong this would be on the colored
piece of paper in the book prior to
[42:56]
every article where it says you know uh
this this finance committee is putting
[43:01]
this motion forward this might be a
description of it may see it there
[43:06]
depending if this language survives or
maybe finc Alters it but you probably
[43:10]
see the best part of the body of this
work show up in the book okay okay thank
[43:15]
you I broken up individually you won't
see it in this three four page backage
[43:19]
you'll see it broken up 11 times my
guess would be but let's go through and
[43:23]
make sure if there's any changes we get
to control them so if you have changes
[43:27]
go right ahead are there any changes in
the new Article
[43:32]
19 um that's the one on
reordering yeah and that's the one um
[43:39]
that I so the audience are town meeting
members correct okay and um and I I
[43:46]
think we have to be clearer than this
about the fact that for instance I added
[43:54]
as this as a fourth point here something
like this article 19 includes changing
[44:04]
the order of legislative and executive
branches and replaces executive branch
[44:10]
wording with
townwide elected board and office
[44:15]
holders I think it is
now and takes moderator out of the
[44:22]
legislature the um legislative
branch but isn't that isn't that in an
[44:29]
article for that particular chapter it
is and also my concern is that's just
[44:34]
that suggests that we're those are the
only changes we've made dozens of other
[44:40]
changes we've moved Town manager out of
some but that's not in there should be
[44:45]
part of well and we've eliminated the
references to departments and that's not
[44:50]
going to be in there and we changed in
Article 19 in Article 19 in so
[44:57]
you will one of the reasons that I
wanted to try and make this clearer and
[45:01]
more concise is I did not want to repeat
what ended up happening the last time
[45:06]
the charter commission committee came
forth and every article had every little
[45:11]
detail in there uh I'm trusting that
again first of all this is just in re
[45:17]
this is just reordering so this
literally said this is not telling
[45:21]
people go look at every this is
everything that was reordered we created
[45:27]
new categories we added new respons we
moved a lot of things around if you if
[45:33]
you start listing them you've got to
list everything and it's too long to
[45:37]
list everything well that is a very
significant
[45:42]
change and and I think that one we two
is is important but it's in the it's in
[45:49]
the article about that
chapter so what I think what Steve is
[45:54]
trying is is is saying to you and that
what iar here is that if you just hear
[45:58]
me for a second if you start putting
about what we
[46:02]
reordered then that L that article will
essentially be
[46:09]
um a duplication of the other articles
okay well we go on another no let me
[46:16]
just finish let me finish this is just
talking about the fact that we did a
[46:20]
reorder didn't say how we reordered it
said that we did reorder and I I agree
[46:26]
with you we need to to make it clear
what we reordered but I think we do that
[46:30]
on a chapter by chapter basis not in
this General article that talks about we
[46:36]
did this major
reorder and I also think about when we
[46:41]
go and we we present these to the
various committees a&f copc select
[46:47]
board the discussion about that as part
of the presentation to get people to
[46:52]
adopt it is talking about that I don't
think the article has to have this
[46:58]
particular article has to have all
that's just my opinion of it I
[47:01]
understand what you're saying I just
think it has already been covered in F
[47:05]
those changes have been covered in
future articles okay let me ask you this
[47:09]
mother what what is your fourth bullet
in its
[47:12]
entirety actually this for Article 19
that you like to inter
[47:18]
um that the
[47:25]
um the uh word was changed from leg
legislative and executive were
[47:31]
flip-flopped no the town moderator
section is in the legislative branch
[47:37]
chapter of our current Charter not in
the chapter with select board well
[47:42]
that's my argument right um so three sub
this is where I
[47:49]
rewarded most recently three substantive
changes are noted in the table of cont
[47:56]
as noted in the table of contents are
one renaming the currently renamed
[48:02]
currently named Executive Branch the
townwide elected boards and office
[48:08]
holders as well as two switching the
order of that newly
[48:14]
named chapter would be legislative
branch and three moving the moderator
[48:21]
section from the legislative branch
chapter to the townwide elected boards
[48:26]
and offic holders
[48:30]
chapter so that is what my
recommendation would be to add to
[48:35]
Article 19 but I'm fully agreeable to
keep going through our um review here
[48:43]
and maybe I'll see it as you do well
that's that's a very good idea if you're
[48:48]
if you're comfortable with that we'll go
on and see if your uh concerns get
[48:52]
addressed in the Articles where that
happens okay and I I do want to note
[48:56]
that I I did agree with you in terms of
making sure that in each article that
[49:01]
the chapter name appear and I and I
spoke to Sy conveyed that
[49:06]
to and he had said that he he would do
that so we would make sure that that's
[49:11]
the case because I think that will to
some degree also help clarify so when
[49:15]
people see the name they will know the
name whether it's changed or not right
[49:20]
because we changed the name of almost
every chapter
[49:25]
actually and all right then with that we
we'll put a we'll put a pin in 19 uh
[49:30]
article
20 um as it reads the summary there any
[49:37]
any concerns or additions or emissions
for
[49:45]
20 none will um want to vote on them
individually you want to vote on it as
[49:51]
what's your thoughts well I think since
since for for Martha she wanted to go
[49:55]
through all of it first I would say we
should wait and go through all of them
[49:59]
and then we can then decide if we want
to vote on them individually but I like
[50:03]
all right no that's fine with me I think
go through them all first before we do
[50:07]
any Ming it appears there's nothing that
we'll have to come back to off article
[50:11]
20 at least this stage all right article
21 uh to make changes to the reorder
[50:17]
chapter two of this will be this should
start to get into what you
[50:21]
hope chapter two of the Plymouth Town
chatter is recommended by the CH Review
[50:26]
Committee the reor je groups together
all townwide elected bodies and
[50:32]
offices in addition to grammatical
changes and removing references to
[50:36]
representative town meeting members
which are instead moved to the chapter
[50:41]
dedicated to the legislative branch of
town government the substantive
[50:45]
recommended changes are as follows
select boy no substantive changes are
[50:50]
recommended in this chapter planning
board changes are recommended to the
[50:54]
planning board to authorize the
expansion of the role of the associate
[50:58]
member in the absence of an elected
member and to provide for the regular
[51:02]
updating and oversight of the community
master
[51:07]
plan school committee same outle the
change is recommended to remove the
[51:13]
requirement that the school committee be
responsible for the maintenance and
[51:17]
management of school facilities and
wrapping up uh Town moderator no
[51:22]
substantive changes are recommended in
this chapter
[51:27]
um Mr
H so we just had a precin PO this last
[51:34]
week there's a lot of conversation about
the school
[51:37]
committee and uh an issue about
consolidation of
[51:43]
services and uh
so this says the school committee is
[51:49]
responsible for the mains and management
of school facilities is that by state
[51:54]
law no it's not no no it's not it was
actually the
[51:59]
one when you look at our Charter it
identifies four things that the school
[52:03]
committee does current our current
Charter the first three are state law
[52:09]
the fourth one about management of
facilities is not a state law
[52:13]
requirement that's
good well that was also it wouldn't
[52:17]
prevent
[52:20]
consolidation okay got
[52:25]
it any further questions on what is now
article
[52:31]
21 I'm thinking back from 19 do you see
anything in
[52:36]
this um that you could maybe break up
your uh Corrections and and add
[52:41]
something to this chat uh this article
or do you feel comfortable with article
[52:46]
21 oh wait have my numbers right
here you don't have to answer now I just
[52:53]
was wondering if this might be some way
where you can um for for example put
[52:57]
something in there for example if if
you're concerned if we say Town moderate
[53:00]
we say no substantive changes are
recommended in this chapter uh however
[53:05]
the town moderator has been moved from
the chapter with the legislative branch
[53:11]
so that way it's clearly
identified it's addressed and you break
[53:15]
it up a little bit that's
[53:19]
all so
um is that the chapter
[53:27]
in our current Charter
yes
[53:33]
the moderator was with legislative right
so we say but the moderator but the
[53:39]
moderator position that would be chapter
two
[53:42]
right yeah which is
now has been changed from legislative
[53:49]
has been moved I don't want to see it
change because that's change is
[53:53]
different
moved um
[53:57]
from from the
[54:01]
chapter the
chapter see on I would would um delete
[54:08]
the first
line know substance of Chang that's
[54:13]
important because that is that is the
case we have not made any substantive
[54:18]
changes to the definition of or or the
role of the moderator as defined in our
[54:23]
Charter in our current Charter we have
not changed that
[54:26]
and I agree with that so it's a it's a
an agreement of or a disagreement on
[54:33]
what the word substantive means to the
person reading like to the town meeting
[54:41]
member
um and to me that would be very
[54:46]
confusing I would say why does it say no
substantive changes and then it tells
[54:50]
about a
change so it's hard for for me to
[54:57]
discriminate between what you consider
the substantive change and what I
[55:02]
consider substantive in terms of you
know
[55:07]
General right so my my sentence my using
the word
[55:13]
substantive as I understand the word a
substantive change changes the substance
[55:20]
the the that would be the The Authority
the responsibilities the obligations the
[55:27]
substance of the position we didn't
change the substance of the position we
[55:32]
merely located it in a different portion
of the
[55:37]
charter right and um that can be
interpreted in various ways well and
[55:44]
changing where items are in a charter in
the table contents and what they're
[55:51]
associated
with can appear at the least
[55:56]
to be change that is and I I'm not going
to use the word substantial but
[56:04]
important it is different it is I it's
beyond my imagination why we would ever
[56:11]
put the
moderator in
[56:15]
with um the executive or the townwide
bodies that's like um as I said before
[56:23]
that could something could be
what are townwide elected bodies that
[56:28]
could be in a in the guide but um the
fact that when you read about what the
[56:37]
town moderator does the four items or
whatever it is five items it's all about
[56:43]
the
legislature so it's to me it's a major
[56:47]
change to change the moderator to
that so so I I would be happy if we
[56:57]
didn't have the sentence no substantive
changes okay
[57:01]
so just explain what we did right I I
realized I was in the minority of that
[57:06]
vote I just want
to make sure that town meeting members
[57:13]
understand I understand that that change
is there right first of all I do not
[57:18]
believe the town moderator part of the
legislature he's not he's not he doesn't
[57:23]
vote on anything he's just the ring
leader the can't vote on it will hang on
[57:29]
hang on by law hang if I understand that
correctly actually the town so the town
[57:33]
moderator can only vote in the event of
a tie much the way the vice president of
[57:38]
the United States votes in a tie in
Congress but is not a member of the
[57:42]
legislative right he's not a member what
we're doing here is not changing his
[57:47]
role the substantive understand that I'm
not arguing that okay just hang on a
[57:52]
second what we did is we made a chapter
that talk about people that got
[57:58]
elected and I understand that and so
that's why hang on that's why we put him
[58:02]
there if you look at the language for
the moderator we made and I don't
[58:07]
remember why but we made in 263 we made
we deleted some language so we haven't
[58:14]
changed his role what we have done is is
we've as an organizational process we
[58:21]
tried to group all the elected people
please I understand understand that I
[58:27]
know but the point is you're trying to
whether you consider it substantive or
[58:30]
not or whether you consider that the
town meeting members will be put off by
[58:36]
a statement that says no substantive
changes and then tells about a change
[58:39]
but we can't control how people people
we can't control how people Define that
[58:44]
word Marthur I know and I but I want
to help town meeting members
[58:51]
understanding I'm just saying so are we
down to just changing or a different
[58:56]
word let me ask let me ask the question
Martha then because I don't want I don't
[59:03]
want town meeting members to get the
wrong impression that's that's important
[59:06]
to me I agree yes and I and I when I
drafted this language I worked as hard
[59:11]
as I could sure you did to not be biased
in any way or to be ad I I wanted this
[59:17]
to be as factual as possible so I want
town meeting members when they see this
[59:23]
to know that the role of the moderator
has not been changed so is that what you
[59:30]
want me to want to put in here instead
to say the role of the moderator has not
[59:34]
been changed but the moderator position
has been moved from one branch from one
[59:39]
chapter to another and and maybe start
with yes start with the change or the
[59:45]
the move and then however the role of
the moderator has not been changed well
[59:52]
I I would I I'm I'm willing to certainly
put about the role put those both in but
[59:57]
I think it's more important to address
that we have not CH because again the
[1:00:02]
first thing I want I want town meeting
members to know is that we have not
[1:00:05]
changed the role of the moderator that
is the first thing that is the most
[1:00:09]
important thing that anyone we can't
change it that's remember when um D
[1:00:16]
Goldman he said certain we shouldn't we
probably can't and but there's some
[1:00:22]
things we certainly could change but
that's the whole point I want to make it
[1:00:24]
but I want that clear to meeting members
so I don't have a problem with saying
[1:00:29]
that the role of the
[1:00:37]
moderator has not been
changed actually we don't I don't even
[1:00:43]
say that because it's no recommendations
because that's how I have to phrase
[1:00:47]
everything yeah right um we're not
recommending any Chang recommending any
[1:00:52]
changes however not
the role of the
[1:00:57]
moderator no recommendation has been
made to change the role of the moderator
[1:01:02]
let's put it that way
yeah second part is going to
[1:01:11]
be has been
made to
[1:01:19]
change the role of the moderator
[1:01:31]
you can put that as a period then we
going notice it
[1:01:39]
however the moderator position has been
moved from the
[1:01:44]
chapter on the legislative branch from
the legislative branch chapter to the
[1:01:50]
townwide elected Branch or chapter well
I don't know if we need to put that
[1:01:55]
because they know that this chapter that
chapter is headed townwide elected yeah
[1:02:00]
no I keep it as minim minimal as you
like but but make note that we haven't
[1:02:06]
changed it out of that one legislative I
think I think
[1:02:10]
person will understand has been moved I
do too yeah from the chapter thank you
[1:02:15]
on the legislative branch sorry I
couldn't come up with that no no this is
[1:02:20]
the night to get it that's why we do
this
[1:02:25]
Mr moderator Mr
chairman go right ahead Mr jado yeah Al
[1:02:31]
jado Precinct 17 I'm glad you made the
changes um the moderator is derived from
[1:02:38]
the legislative BRS he or she has really
no other function other than what is set
[1:02:44]
through the legislative branch Plymouth
is unique years ago you elected a town
[1:02:51]
clerk you elected the moderator then we
went from an open town meeting where
[1:02:57]
everyone showed up to elected and these
leftover positions the clerk eventually
[1:03:02]
became appointed and this moderator
function goes back decades or it goes
[1:03:08]
back to the 1940s when you had an open
town meeting most towns elect a
[1:03:14]
moderator through the body it is a
function of the of because then we know
[1:03:21]
what the moderator is up up to when he
or she appoints the finance committee
[1:03:26]
finance committee
appoints answers to us they do that
[1:03:31]
Financial detailed work for us so it
flows properly so I'm glad you cleared
[1:03:37]
this up I was a little concerned about
that because in closing we've had some
[1:03:42]
concerns with the moderator and how much
power he has and that's been a concern
[1:03:47]
in the town and that's been
corrected and I think a lot of T meeting
[1:03:52]
members would be concerned if he didn't
make those changes so thank you for the
[1:03:56]
changes thank you Mr Dono and any
further M go right ahead the moderator
[1:04:03]
was elected
impus that's okay we're not and and
[1:04:07]
still is and we're not changing that I
mean was appointed excuse me and now and
[1:04:13]
then we changed it to an elected
position and that's where it is and
[1:04:16]
we're not changing that right exactly so
all right so um that actually takes care
[1:04:22]
of of some of your um first bullet we
got into that um chat article 21 okay so
[1:04:29]
if everybody happy with article 21 now
as it
[1:04:33]
reads seeing No Hands we'll go on to
article
[1:04:37]
22 uh I don't want to bore the whole
committee want me to read these aloud or
[1:04:41]
does anyone have any um pre preone notes
they want to bring up article
[1:04:46]
22 what's the what's the pleasure of the
group I just read it so all so you're
[1:04:51]
good I'm good yeah did you have any
thoughts on 22 on what is now 22
[1:04:57]
master um any your notes to that nothing
[1:05:05]
outstanding unless it's related to what
is my I can't my mind is soping here
[1:05:11]
this take your time this is this is all
the the town meeting
[1:05:16]
so we really
didn't we made very few right real
[1:05:23]
changes again most of what we did was
just to clarify again the the big
[1:05:28]
changes we talked about were adding
something to the
[1:05:32]
caucuses um requiring
[1:05:38]
that we creating a separate simultaneous
offices provision for town meeting as
[1:05:44]
well as for the other
[1:05:49]
bodies and then most of what we did was
just cleaning up yeah right
[1:05:56]
I AG this is fine other than the
conflict of interest that was the one
[1:06:00]
that
was that actually got changed a little
[1:06:04]
bit and that says to remove the
restriction on representative Town me
[1:06:08]
May who were Town
employees I think did change that so
[1:06:13]
again I I did try and go through every
provision and and identify what I
[1:06:17]
thought were the major things that were
not just grammatical
[1:06:23]
or or eliminations for duplicative or
things like that I all right and seeing
[1:06:30]
um nothing that jumps out to anyone on
article 22 we'll move on Steve one one
[1:06:36]
question Steve could you look at the
board and see if I captured the town
[1:06:40]
moderator change
that can you read it uh no we can't read
[1:06:45]
that have to share share it it is you I
am screen
[1:06:50]
sharing we don't see itang on
we reduce that Zoom screen
[1:07:01]
one no I'm sharing let me unshare myself
for a minute Michelle that might be what
[1:07:06]
causes the
problem because I don't need to be
[1:07:13]
shared why am I looking at that
[1:07:24]
damn oh
[1:07:28]
okay let let me see if I can screen your
sh share your screen
[1:07:36]
Michelle I should be able to do it with
[1:07:42]
you no I can't share you have to do it I
it says mine says I am screen sharing
[1:07:48]
right
now yeah we're not seeing it I'm
[1:07:52]
sorry hang on look at the co-host and
see there's something there it does say
[1:07:56]
that is it up in the owl oh maybe that's
it right there hang on
[1:08:07]
more oh it says your it says your
co-hosting it says stop sharing you're
[1:08:12]
sharing but we're not seeing it give me
a second give me a second how about
[1:08:17]
optimize for video sharing under the
options no
[1:08:23]
no were you underneath her where it says
layouts options you have share optimize
[1:08:30]
for video sharing see if that works says
Where oh oh oh I'm saying I'm sorry no
[1:08:38]
that's right
[1:08:41]
out that's
[1:08:46]
not hang on a second Melle
[1:08:59]
huh not sure
[1:09:05]
why yeah it says multiple let me let me
do
[1:09:08]
this try and see if you can unshare and
share
[1:09:18]
again what was the correction she was
trying to do Steve what we just did I
[1:09:22]
think she typed it out and she wants to
make sure that we she's typed it out as
[1:09:26]
we discussed it yeah okay that's
important I think we should Michelle I'm
[1:09:30]
coming hold on
[1:09:36]
okay I wish they would fix this
[1:09:43]
something there you
go Marth there is what we just kind of
[1:09:48]
said let's see
[1:09:59]
there we go how does that
[1:10:02]
look yeah it's article 21 right I think
that's very
[1:10:12]
good better than I could
do except I don't think it's townwide
[1:10:18]
elected Town boards and I think it's
just townwide elected boards and office
[1:10:22]
holder and office holders
um right in
[1:10:28]
the wide townwide elected wide elected
Town
[1:10:34]
boards it it
is yep that what we intended I thought
[1:10:41]
that was that I think that was just the
typo be honest but okay be
[1:10:46]
careful hang on Theo T contents yeah
townwide elected Town boards and office
[1:10:54]
holders second Town yeah I do we need to
say that they're townwide Town Offices
[1:10:59]
the town doesn't vote on anything other
than town office our Charter doesn't
[1:11:04]
address federal or
state so
[1:11:10]
you so first office holders is plural
but yes eliminate that second Town
[1:11:17]
correct you got that right okay yeah
just delete
[1:11:22]
it well we need to delete it from the
chart now also so but just delete it
[1:11:28]
here
okay but you're absolutely right it does
[1:11:31]
need to be it does need to be and that's
office holders plural and you're right
[1:11:35]
it does need to be actually it doesn't
need to be a deletion but the one we
[1:11:40]
pass in it can't show up in the table
I've already marked it to delete it
[1:11:44]
right because that's new so it's not
something that's a strike out from
[1:11:50]
Curr okay
work okay all right great thank
[1:11:57]
you so moving back um ahead we felt good
with article um which is now renamed
[1:12:04]
article 22 we'll go on to article uh 23
this is the reordering of chapter 4 uh
[1:12:11]
this talks about uh voting and off
elections and holding
[1:12:18]
office is there anything in this um
eight or 10 bullets that um concern
[1:12:24]
anybody or need to be
[1:12:35]
reviewed not seeing anything or is
everyone reading it want a minute to
[1:12:39]
read it or everyone feel
[1:12:42]
comfortable okay I think we're good
moving on uh article
[1:12:48]
24 this is the reordering of chapter
five of the Plymouth Town cha
[1:12:52]
recommended by the CH Review Committee
this talks about the town manages
[1:12:58]
um um duties and responsibilities if I'm
not
[1:13:03]
mistaken talks about Finn head of
Finance director of
[1:13:09]
finance department of planning and the
Department of Public
[1:13:13]
Works it's four bullets in this
particular
[1:13:17]
article anything that anyone would like
to speak to were people comfortable with
[1:13:22]
my putting that bold note in there I
thought that was very important to
[1:13:26]
stress because I know that that would be
confusing to
[1:13:31]
people yeah I think that's that should
be
[1:13:38]
huge okay seeing no further discussion
article 25 this is the reordering of
[1:13:45]
chapter 6 of the pouth Town
cha uh this talks uh about the advisory
[1:13:51]
and finance committee and their uh way
that they're appoint the way that they
[1:13:56]
do
[1:13:59]
reports the Conservation Commission and
the zoning board of
[1:14:07]
appeals nothing jumps out anyone we're
talking about what was seven now is 25
[1:14:14]
correct yes I believe that's correct and
that's that the title of that chapter is
[1:14:19]
statutory required public bodies
okay is there anything in that chapter
[1:14:26]
anyone has any concern with the way that
it was defined for our purposes for to
[1:14:31]
meeting seeing none we're going on to
what's on the paper is article 8 now in
[1:14:36]
our minds will be article 26 that's the
reordering of chapter 7 the CL Town
[1:14:42]
Shadow this talks uh primarily uh about
other committees consisting of the
[1:14:48]
committee of prec
chairs Board of Health open
[1:14:53]
space the land use and acquisition the
building
[1:14:58]
committee and the chat Review Committee
coincidentally enough any questions
[1:15:06]
on anything in that chapter chapter
[1:15:13]
26 everything looks pretty
good moving on to article uh 9 as we see
[1:15:20]
it here today it will be article 27 this
is uh the reordering of chapter 8 of the
[1:15:26]
Plymouth Town
Chada and this talks
[1:15:32]
about boards and how this what this how
this set
[1:15:43]
up change it to recommended to create a
fixed date by which boards commissions
[1:15:47]
and committees shall organize annually
Al this must be a result after
[1:15:53]
elections um anyone have anything um
they' like to talk about in article
[1:16:00]
27 moving on to article 20 28 which is
on your paper today article 10 this is
[1:16:07]
to reorder chapter nine Plymouth Town
[1:16:15]
cha this talks about P Town chatter and
U I think it talks about when we meet
[1:16:24]
every five years no this is just the
this is those this is the miscellaneous
[1:16:28]
Provisions
section I don't want maybe I should have
[1:16:33]
been on top of this are we reordering or
is this all new one of them was all new
[1:16:37]
wasn't it the
chapters um yes that was
[1:16:42]
the yeah but there this is make char
changes to the reordered Charter chapter
[1:16:49]
okay so we'll keep using that okay that
was my mistake all right that confus
[1:16:52]
this this this is to make sure that
everybody knows that they're doing this
[1:16:55]
this is to chapter eight of the
reordered chter chapter seven of the
[1:17:00]
reordered not of the existing fair
enough yep okay that's
[1:17:06]
good um and then so that wouldn't it if
I'm not mistaken Steve you can correct
[1:17:12]
that that takes care of of our work
correct as we did over the last U 13 14
[1:17:19]
months uh speaking to the chter and the
revisions or the corrections or the
[1:17:23]
deletions we made now article 11 as we
have it here today you'll see it on
[1:17:28]
Saturday morning uh morning of town
meeting is article 29 and this is to
[1:17:33]
permit the town
clerk hopefully to take all of the
[1:17:38]
changes that were accepted by town
meeting and reorder them so uh and for
[1:17:43]
this one and for this one I would
actually go right to the language that
[1:17:47]
Sylvio had prepared in the draft warrant
says to see if the town will vote to
[1:17:53]
authorize the town clerk with the
approval of the Town manager to make
[1:17:57]
clerical and non-substantive editorial
revisions to the Plymouth Town Charter
[1:18:02]
in accordance with the changes as
adopted by town meeting on October 19
[1:18:06]
2024 or take any other action relative
thet it seems to sum up pretty good I
[1:18:12]
think that that's not just that at that
point it's not just the reordering but
[1:18:16]
also obviously that would deal with the
internal references and things like that
[1:18:22]
so it's not reordering it's renumbering
right um this yes it's re sorry ring it
[1:18:28]
would be it's not just I think that's
that's sorry that was my I misspoke yeah
[1:18:36]
right that's what I thought yep no uh
yes so this so that concludes at least
[1:18:41]
um so we're going to put going over the
do you have anything that can go back um
[1:18:45]
Authur and and any any place else that
you can well no no I'm all set oh you
[1:18:52]
are okay make sure that because the
other part
[1:18:57]
of changing the names of the charters
now that there's no executive it
[1:19:06]
is townwide elected
Etc that's all written it's down here so
[1:19:15]
um happy with that um but did I
understand that we were going to put yes
[1:19:21]
we're going to put Michelle is typing it
as we speak I I agree with that follow
[1:19:27]
the ball on the
[1:19:32]
screen we need to vote on them yeah
we're going to vote on them in their
[1:19:35]
entirety sounds like everybody's since
everybody's comfortable I think we
[1:19:39]
everything in its entirity
yeah we'll just wait till she um
[1:19:45]
Everybody agrees with her
wording are you can you are you
[1:19:50]
verifying what she's typing yes that is
that is exactly what what was put in the
[1:19:55]
it looks good I see it from I would out
loud so we're going to there's a motion
[1:20:02]
to approve the language of the Articles
as amended is that a good description of
[1:20:05]
them and that's a good way put yeah we
amended in two places right okay yes so
[1:20:11]
yeah I think that's a way of put it is
that a motion Len that's a motion by me
[1:20:15]
all right second seconded by Mr Hen any
further
[1:20:19]
discussion seeing none uh would you just
do a raise your hand vote All In
[1:20:25]
favor just to be
unanimous thank you
[1:20:30]
um so that concludes the two um
specified line items we're going to talk
[1:20:36]
about this
evening
[1:20:39]
um going in now to a New or Old business
is there anything so Mr Hanley do we
[1:20:47]
have a
schedule when this
[1:20:50]
was presented to the select in yes yes
we do and I and I thought we had talked
[1:20:58]
about a presentation of the
copc want to know what that I can tell
[1:21:03]
you hang on well fincom is September
5th
[1:21:10]
SE September 5th before the night before
is a s I think I have to look on pap
[1:21:16]
that
sorry the nth is the no because there's
[1:21:20]
not a meeting there not there's not a
meeting because the election is that
[1:21:23]
night from the election election day the
day before but the copc is on the
[1:21:30]
9th 9 it's the ninth I believe
99 I got that right from the horse's
[1:21:38]
mouth and the select board is on the
10th and the only thing that's missing
[1:21:44]
that you were going to are we going to
do are we being asked to do something
[1:21:47]
for the school committee we were asked
the only night they gave me two nights
[1:21:54]
one is a conflict the other one is
September 23rd now we didn't uh discuss
[1:22:00]
if we were going to um do a presentation
there I think it's a good idea to but um
[1:22:06]
is there a is there a thought amongst
the committee to U do a presentation to
[1:22:11]
the school committee on the 23rd of
[1:22:16]
September what's that look
from so I suggested since we know why
[1:22:22]
they want us to come talk to them and
the fact that I was the one that
[1:22:26]
proposed taking that paragraph
out well they she's very uh we got this
[1:22:31]
I got an email from uh Miss Miss Badger
the chair the
[1:22:36]
chairperson we would like to learn more
about the changes that the charter
[1:22:40]
committee is proposing regarding the
school
[1:22:43]
committee our meetings are on September
9th which we have a conflict with
[1:22:47]
copc and the 23rd so I can get back to
her and to let her know okay to book us
[1:22:53]
an agenda spot on the 23rd and I would
assume if she gets by chance gets oh
[1:22:58]
that's the primary forget about it I
thought it was the election I'd be glad
[1:23:02]
to go do that somebody wants to come
with me to help me Dodge the stones I'm
[1:23:07]
buy
man thank you Mike what what night of
[1:23:11]
the week did you meet me for beer
afterwards at
[1:23:14]
least what night is you may need
something stronger well you know what
[1:23:18]
what day Monday 23 Monday right so it's
the 23rd of September is 23rd I have a
[1:23:24]
big something in my house I'm just well
I like to come to all of these um and at
[1:23:30]
least be
there well that would be my hope if
[1:23:34]
whoever wants to attend attend anyone
wants to speak we can break it up
[1:23:39]
everyone can speak other some can speak
what well I mean I think we should as we
[1:23:43]
get close to those dates we should have
a strategy about I mean you know Steve's
[1:23:48]
got a lot that he's presenting to the
different committees and there's like on
[1:23:52]
the night I think thef aren't you doing
landbank the night I'm doing the land
[1:23:57]
bank the night before so I'm just saying
you know not to have him be standing
[1:24:01]
there not that he's you know we don't
want him to be there presenting but just
[1:24:05]
that he's not standing there for they're
all going to be they're going to be
[1:24:09]
tired of me from other things that's
what ly is basically saying well you
[1:24:13]
know it helps to have you know I also
agree I think it's important to stress
[1:24:19]
that this is a committee decision in
terms of our recommendations that every
[1:24:24]
body participated fully this is not just
one or one person's or one small group's
[1:24:31]
approach that we had different people
presenting different ideas and that we
[1:24:36]
worked collaboratively to try and come
up with the best that language we could
[1:24:42]
for Town meetings
consideration oh I agree that's why I
[1:24:46]
extend it to anyone and everyone that
wants to participate in pres presenting
[1:24:50]
because everyone has a strong suit
everyone has a um you know opinion on on
[1:24:55]
what we did as body of work and I think
as a town meeting member sitting out in
[1:25:00]
the audience if I were to hear uh from
anyone in the committee or everyone in
[1:25:06]
the committee even that's even better uh
I would feel much more comfortable that
[1:25:10]
you know was you know doesn't have to
say that we were 100% on on everything
[1:25:16]
but I think the vast majority of our
votes all of our votes or obviously a
[1:25:19]
majority but I think for the most part
we had um a very good group and everyone
[1:25:25]
contributed and I think in the
presentation it would be nice if that
[1:25:29]
shows it's up to I've never been to any
of these meetings that's my hesitation I
[1:25:34]
do want to go y um oh we're going to
throw you right out front then that's it
[1:25:39]
congratulations you're now doing the
copc presentation you love it we voted
[1:25:43]
last week you the spokes person you
didn't know that you didn't get that
[1:25:46]
memo I worried
[1:25:51]
about what's that so uh
finance committee September 5th y copc
[1:25:58]
September 9th Board of selectman
September 10th school committee
[1:26:04]
September and then there's presentation
night do we have a that's is that the
[1:26:10]
town moderator's presentation night well
it's presentation night well the town
[1:26:16]
moderator does a presentation for pack
TV where you can get on tape for
[1:26:21]
Saturday morning that's really a walk
through the it's the Motions meeting
[1:26:25]
you're talking about well the motion he
does two things he does a presentation
[1:26:29]
and he does a what's the one he does a
walk what's he call Thursday the 10th is
[1:26:33]
October 10th the motions and the motion
being is the the morning thing where you
[1:26:37]
go upstairs and you can change if
you preview he calls it
[1:26:42]
a so what is pres being presentation um
lately because of Co is something that
[1:26:50]
the moderator does through pack TV and
if you're a presenter of an article you
[1:26:53]
can go win anytime during the prior week
and and tape five minutes or well was it
[1:26:58]
anytime I we've just been doing it as a
night they've literally been those who
[1:27:03]
wish to have a recording of their
presentation those who are proponents of
[1:27:09]
an article presenting an article want
something more than just somebody
[1:27:12]
standing in front of the town meeting
talking no this is actually to record
[1:27:16]
something so that town meeting members
in advance of meeting it's in advance of
[1:27:21]
town meeting can get on so you can watch
it that Night Live or because the local
[1:27:27]
scene will record it it'll then be
available if someone wants to look at it
[1:27:31]
but for about 10 years prior to co copc
had a presentation night which was sort
[1:27:37]
of call on the ninth that for us they're
going to talk about to meeting
[1:27:41]
articles and that and they've given us
45 minutes or an hour Mr tarus so then
[1:27:46]
the other question is what about
caucuses well this is part of where I'm
[1:27:51]
going okay sorry I didn't mean to steal
your thunder because I going to send out
[1:27:54]
a meeting a memo
to um the chair of precin
[1:28:00]
15 uh tonight or tomorrow with these
dates because we have I told as I said
[1:28:08]
we met as a Precinct last week right and
we all we talked about was the draft
[1:28:13]
warrant we went over the draft warrant
and what do we think is important what
[1:28:17]
do you think is housekeeping stuff like
that what and so we're going to have a
[1:28:21]
separate meeting just on the charter and
I believe that's September
[1:28:30]
26 26 of course it
[1:28:36]
is well we could and there'll be other
pocket they're getting together or not
[1:28:42]
yeah
17 I just think it's important enough
[1:28:46]
this was my recommendation through
Precinct 15 what is it was important
[1:28:51]
enough to have a separate meeting just
on the charter but we are hopes that you
[1:28:55]
are going to represent the committee
Charter committee or do you want someone
[1:28:59]
from the charter help you we don't need
a presentation because this is part of
[1:29:03]
my point and you're on the committee of
Precinct chairs the chair of the
[1:29:09]
precinct chairs needs to get this
schedule and tell and so send it out to
[1:29:15]
every single town meeting member they
have four
[1:29:18]
opportunities to have to listen to a
presentation so caucus and do it again
[1:29:25]
yeah so why come to the caucus and do
again very good I like whole point of
[1:29:29]
you're absolutely right because they
want to ask questions so that you or
[1:29:33]
somebody because because they want to
ask questions and because they still
[1:29:37]
want everybody to go to them that will
be the answer well the point is
[1:29:41]
unfortunate but that is and this is what
I told recing 15 it will there will not
[1:29:47]
be a presentation at our baucus you have
the opportunity you had three
[1:29:53]
opportunities now you got four including
the school committee to hear the
[1:29:57]
presentation now it's about discussing
and asking questions well the school
[1:30:02]
committee is just going to the school
committee was very clear they want to
[1:30:05]
know simply how does the charter impact
proposed changes impact the school
[1:30:12]
commit no but what's the script that
you're all going to consist okay so this
[1:30:15]
is what I wanted to ask Al Alan is let
me let me finish this so I think it's
[1:30:22]
important for the Precinct chairs to put
this schedule
[1:30:26]
out all town meeting members so that
they have an opportunity to listen to at
[1:30:33]
least one of these presentation I'm
sorry
[1:30:38]
absolutely my question is what is your
role as chair of the committee in terms
[1:30:46]
of ANF select board copc and school
committee um and I was thinking what oh
[1:30:54]
was said here are you going to write up
a script I certainly I think we talked
[1:31:00]
about that we executive summary of what
we've done and and obviously we have
[1:31:07]
what is already pretty muchy much
already written that is you know a a
[1:31:13]
great start that's pretty much written
but my hope as a chair or is this am I
[1:31:18]
presuming what is inaccurate that this
can be used as
[1:31:29]
what do you what what
[1:31:33]
does what's the purpose of the
a&f you're the chair as a chair I would
[1:31:39]
think I would explain why we think these
changes I would start I would open up
[1:31:43]
the presentation talk a little hisory
history how we got to be a committee
[1:31:47]
when we started how long we've been
doing it and then break off into what
[1:31:50]
our philosophies were we decided to um
um streamline the chatter remove
[1:31:57]
anything that was redundant remove
anything that was uh didn't need to be
[1:32:02]
in there as it pertained to talking
about state law and then we made we made
[1:32:06]
some changes made some emissions uh we
we we we put things where they should be
[1:32:11]
was makes this old document easy to read
and then my you know after a few minutes
[1:32:16]
of talking about our philosophies and a
few of the high points that we talked
[1:32:20]
about maybe if there's others from the
committee that are there that night that
[1:32:24]
really know a certain part of the child
that you know that really can hammer it
[1:32:29]
home they talk about it and so do like
does ANF or selectboard or cop do they
[1:32:35]
ask questions of the they typically do
they typically give you whoever else is
[1:32:39]
their time frame and then if you're
talking they'll extend it but um once I
[1:32:45]
think we do our presentation in my head
I have the presentation being you know
[1:32:49]
15 minutes you know talking about some
things and then taking questions there
[1:32:53]
might be some specific things that this
is what I've been sort of fooling around
[1:32:57]
myself is I drive around and think there
might be something that we talked about
[1:33:01]
in this chat that catches someone's eye
and it becomes an issue that I don't
[1:33:04]
think of today is an issue it could be
something in there that we're all
[1:33:07]
worried about that breezes through
people like it so we'll know the first
[1:33:11]
one or two presentations where the
pressure is going to come from I I think
[1:33:15]
it's a good document and I'm going to
I'm going to I'm going to stress while I
[1:33:19]
speak as a town meeting member I haven't
gone through this now twice
[1:33:24]
I think we've gone through two chter
committees as a town meting member that
[1:33:29]
I think what we've done is sort of novel
with we've made the thing easier to read
[1:33:34]
easier to to look at easier to use and I
think we've made some great uh great um
[1:33:41]
changes or not changes as much as
recommendations recommendations and uh
[1:33:46]
that's that's where I'm coming from as a
presenter I'm going to have been on the
[1:33:50]
other side voting on this and I will be
again quite honestly
[1:33:54]
but this is a good document and it
here's why it's easy to read it's easy
[1:33:59]
to find things you want to find anything
out about the copc now you go to chapter
[1:34:05]
seven or whatever number is I yeah I
mean for example in copc since Al's on
[1:34:10]
the committee we can't expect Al to
stand up and do the presentation so I'm
[1:34:14]
willing to stand up either Steve or I
you know if he's got some stuff he's
[1:34:18]
presenting that's already got him up
there
[1:34:21]
talking lots of things I'm willing to
stand stand up in front of the committee
[1:34:25]
but I think we all should get together
and come up with some some language that
[1:34:29]
we want to use you know personally me my
I subscribe to less as More Concept you
[1:34:35]
know the less you say the better off you
are because it leaves less room for
[1:34:39]
interpretation I think let people to try
to interpret it and ask questions and
[1:34:43]
answer the questions you know as our
esteemed lawyer will tell you if you've
[1:34:49]
ever been Depo deposed there's three
words you say yes no and I don't know
[1:34:53]
and some Ty say well yes I don't know
it's not a worry but I just think you
[1:34:56]
know we need to just help people
understand it you're concerned about
[1:35:00]
that that part in that first article I
understand that and I think that's our
[1:35:04]
role they have to make up their own mind
uh I'm it's to me it's not a sales job
[1:35:09]
it's it's an information we're just
providing information and some clarity
[1:35:13]
on what we did and why we did it you
know to kind of piggy bank on what El
[1:35:18]
said that's just my philosophy so Lyn
have you been to some to uh a a article
[1:35:24]
presentation meeting or whatever it's
called um am AMF select board no copc no
[1:35:33]
and it's just to me it's just another
committee another presentation I've
[1:35:37]
stood up in front of 1500 people made
presentations so I'm not nervous about
[1:35:41]
it I don't think there's anything mag
just my opinion I don't think there's
[1:35:45]
anything magical about it these are you
go in with the philosophy these are
[1:35:49]
smart knowledgeable people that can
figure things out and if they have some
[1:35:53]
questions about some things you help
them try to understand what the words on
[1:35:57]
the paper what the intent of the words
on the paper not what they mean but what
[1:36:01]
was the intent of the words you know
give them some context to it so you know
[1:36:07]
I'm not I'm not afraid of doing it so
can I ask Alan
[1:36:12]
um do you feel like as a copc member
that you wouldn't be able to change hats
[1:36:19]
during the meeting that you would oh no
I comfortable that I would get up out of
[1:36:23]
walk over to the podium and start the
presentation depending on who came
[1:36:27]
hopefully Steve and Mike hopefully
everyone's there because I think once we
[1:36:31]
do one or two of these will start to uh
flush out where what people want to know
[1:36:36]
about and and somebody might know more
about it uh Len and Steve have typed and
[1:36:40]
written this thing you know 100 times so
if somebody has a very specific question
[1:36:45]
on some wording they're probably going
to answer it unless you and I know off
[1:36:49]
top of our head but I'd love to have
that support where we can answer
[1:36:53]
everything that night somebody has
something to contribute and somebody has
[1:36:57]
a strong suit and knows you know they
know this part of they know they know it
[1:37:01]
down so I would get up make the Pres
make the introduction stand to the side
[1:37:05]
in case there's any last minute
questions or a final wrap up and then
[1:37:09]
I'll go back as U as pring 10 guy Ste
that sounds good to me I so I I do
[1:37:16]
intend on being at most if not all of
these uh and for your comfort Martha yes
[1:37:21]
I have presented to every one of these
on several occasions I can also tell you
[1:37:26]
not that I've seen it I can also tell
you that I believe our former chair may
[1:37:31]
be appearing at a couple of these Mr
Golden now Mr Golden of course is a
[1:37:36]
select board member he is also a former
copc member so his his uh impro if you
[1:37:45]
will as to our work may also carry some
weight with town meeting members uh he
[1:37:53]
he is very excited by what we have
finished with um I don't want to speak
[1:37:57]
for him but obviously he he's expressed
his his support of the committee's work
[1:38:03]
and his interest in seeing this put
forth and get a good good reception no
[1:38:09]
it's a great point and I forgot to
mention that but as I've driven around
[1:38:12]
and said this thing in my head I a
driveing uh uh Mr Golden is the liais on
[1:38:18]
now with copc he's going to be in the
room and you know
[1:38:23]
I I'll be the first to admit I think he
did the lion sharing carrying this thing
[1:38:27]
getting it started and he should be
noted for that and you know I don't know
[1:38:31]
if he's has if it's appropriate and his
rolling now to come up and speak to it
[1:38:35]
but he may be able to speak on the
premise of how we got started and why we
[1:38:40]
went in certain directions and now it's
going to be a benefit if if if we have a
[1:38:44]
select board Buy in right right off the
rail so yeah I think Steve raised a good
[1:38:49]
point I think you have to make note of
Mr Golden Mr super I know he left for um
[1:38:56]
personal reasons or conflicts but he was
huge he was a huge help I thought we
[1:39:00]
yeah we had a good committee and and I
hope not to put you on the spot do you
[1:39:04]
have an interest in speaking or do you
feel like you would feel it out would
[1:39:08]
you want to get up and speak process
participate and so I want you to feel
[1:39:13]
comfortable to do that Mr Paisa is a
wealth of information Mr Hutchinson on
[1:39:17]
here tonight Mr La Mr La is going to be
sitting on the other side of the table
[1:39:21]
in a&f but he knows everything we did
here and he has he has his opinions he
[1:39:27]
could explain it so I think the uh and I
probably have a different
[1:39:32]
opinion Mr hanlin on the caucuses I I I
I'm gonna hope to go to Every caucus I
[1:39:38]
can go to because I've learned at least
I mean the more you put yourself in
[1:39:41]
front of people and let them ask you
questions good or bad if they beat you
[1:39:45]
up or if they're good you stand up I
feel a much better chance Saturday
[1:39:50]
morning of passing if if I talk to you
and I don't even know you from Precinct
[1:39:54]
18 when you had a one-on-one with me and
we talked it might have been enough to
[1:39:59]
change your mind or or make you vot for
it I I don't want to leave any stone
[1:40:03]
unturned it'll be only me twice a years
I want to talk to 162 161 people if I
[1:40:08]
can I will I've been to the I I was um
one of the League members that went to
[1:40:13]
the caucuses when the Comm uh
commissions proposal was coming before
[1:40:21]
um you know our our
Town Springtown meeting ballot question
[1:40:28]
so that I have
done and have the same opinion the more
[1:40:32]
you you get in front of the it was just
[1:40:37]
educational we were helping educate I
don't think there's a difference of
[1:40:41]
opinion I think it's a just simple
matter of exhaustion no and I because I
[1:40:46]
I mean I I will be attending a number of
them on landbank but again I also have
[1:40:50]
Mr KY and Mr Goldman who will be
attending other caucuses I'm so we can
[1:40:56]
divide up and we should be doing the
same thing for this we should make sure
[1:41:01]
I me the irony is when we talk about the
copc we had four copc members on this
[1:41:06]
committee at one point or another Mr
Golden yourself Miss kavako and Mr
[1:41:11]
Hutchinson not
me I'm
[1:41:16]
sorry I was we've been here to I was
speaking about Allan but yeah but that's
[1:41:21]
a great point and one former member for
and one former member that's right
[1:41:26]
so and which is ironic because probably
the largest change in our Charter is in
[1:41:33]
really defining the role of the
copc right
[1:41:42]
say um I I um there's two thoughts I
want to get out here one
[1:41:49]
is we need to know what the schedule of
the 18 pre I'll have to ask Mr I'll get
[1:41:57]
that as quick as I can good good luck
getting that anytime that will I
[1:42:01]
understand that will change and I will
also say that again there will have
[1:42:05]
multiple meetings because of the size of
the of the warrant in general so it's
[1:42:10]
not just a question of when the schedule
is but when they want to hear from us on
[1:42:14]
the charter as opposed to other or but
the sooner we get that information the
[1:42:19]
better of course it is
so I will be present at any of these
[1:42:25]
four meetings oh you're out of
town yes I am all of them I'm sitting
[1:42:32]
there looking at my schedule which I
still use we went over there and
[1:42:38]
um
well just a busy man my friend is there
[1:42:43]
anything you at this stage of tonight
you can add you that we should do with
[1:42:47]
these presentations
any and you if you were here would you
[1:42:51]
do anything different than we've spoke
about so far this
[1:42:54]
evening well my philosophy of precin
cauy back from when I was a chair want
[1:43:00]
about the four event you're going to
miss yeah yeah okay you know you've got
[1:43:06]
you got it under control you know you
will have a
[1:43:10]
script I'm sure it's not going to change
from one to one meeting to another
[1:43:14]
that's all fine
uh my very strong recommendation is that
[1:43:21]
we not because some some precin caucuses
are going to say oh we want a
[1:43:27]
presentation right and if if we make it
clear to them that there are four
[1:43:34]
presentations maybe not the school
committee so much but the other three
[1:43:38]
there are three presentations there's
opportunities for town meeting members
[1:43:42]
to hear what you and others have to say
and then if so additional questions we
[1:43:49]
could come in and address that but the
question that's a good point May go
[1:43:53]
under that I mean we need to we'll be
there to answer questions I think when
[1:43:57]
Mike saying we need to sell that concept
and say look you can you can you can
[1:44:02]
watch it on P TV you can watch it on
YouTube you can go there and sit in
[1:44:06]
person you can participate in a zoom
thing so there's lots of ways for you to
[1:44:11]
hear that
information and then after the fact if
[1:44:15]
there is a series of questions that you
still have and your caucus would like
[1:44:19]
somebody from the committee to come and
talk to you about it let us know and we
[1:44:22]
will
do our best to accommodate your schedule
[1:44:26]
well I think that I think it ought to be
mandatory that somebody from this
[1:44:32]
committee go to Every Precinct
caucus unless there's something some
[1:44:37]
reason why why we
can't conflicts I would agree with that
[1:44:42]
yeah I do too yeah and I would even
suggest that there' be two people are
[1:44:46]
they to at
[1:44:50]
Le I'm going to be out of town for my
own pre caucus yeah so well there other
[1:44:56]
ones to go you to dial in at
least I will I will be there by Zoom
[1:45:03]
yeah and try to answer questions but you
know I'm going to say when I send my
[1:45:08]
message or wrestling these are three
opportunities for nine people from
[1:45:13]
Precinct 15 to listen to the
presentation please take the opportunity
[1:45:19]
to listen and if you can't be there in
person you can't watch it live act TV is
[1:45:25]
always recorded watch it at your leer
please not to put you on the spot but do
[1:45:31]
the league have any desire or has there
been any talk about putting together a u
[1:45:35]
informational
night no not that I know of okay at this
[1:45:39]
point yeah I'm not sure but I didn't
know if you add something into it yeah
[1:45:43]
this is really since it's for town
meeting members not for the voters I I
[1:45:47]
could understand that yeah that makes
sense well we could probably but I I
[1:45:51]
didn't know you had
on here all the time I don't know if you
[1:45:54]
had built a um
[1:45:59]
soing
okay but thanks interesting was that
[1:46:03]
thanks for asking yeah it wouldn't it
wouldn't be a anything related to a
[1:46:08]
position you know yes no in any way a
support just informational it would be
[1:46:14]
informational yeah no no that's fair I
would not it
[1:46:18]
is similar to what you're talking about
um that's us doing at the caucuses right
[1:46:27]
so you were talking about September 26th
was it the prec 151 to do a
[1:46:33]
charter that's what we talked about last
week but we didn't know what the
[1:46:37]
schedule was right so if if that just
understand if that is something that
[1:46:43]
they want I can make myself available on
the 26 at some point shortly before town
[1:46:49]
meeting uh my wife will divorce me but
none
[1:46:54]
L September 26 6:00 I mean I can I could
help in the uh recck room
[1:47:01]
[Music]
yeah and then I can't
[1:47:04]
do so unless something changes because
I'm not the chair anymore um that's the
[1:47:12]
schedule for to hear the charter
question okay
[1:47:19]
because who your chair wrestling what's
that who your chair wrestling yeah
[1:47:23]
yeah uh because our our town meeting
caucus the one we have right before town
[1:47:28]
meeting is on the six October
16th and we would hear all the other AR
[1:47:34]
at that
time that's that's the Wednesday I'm
[1:47:37]
going to do the 17 that's the W before
Town
[1:47:41]
yeah all right and it's
typically I haven't seen the schedule
[1:47:46]
but it's typically four or five um ping
that double up so that might help to
[1:47:52]
schedule a little bit
when there are also several precincts
[1:47:56]
that tend to choose to meet on the same
night that's true too and do not double
[1:48:01]
up but rather require you to either
either either be in two places at once
[1:48:07]
or risk one of the biggest speeding
tickets that the town of Plymouth has
[1:48:11]
ever seen attempting to get from one
place to
[1:48:14]
another I heard
Lee planning say that he suggested that
[1:48:19]
and it would be next is to have two
nights
[1:48:23]
where people came in and presented to
half of the precincts one night the
[1:48:26]
other half another night like at the
high school and then the the each car
[1:48:30]
each Precinct could go off in their own
room and have their conversations after
[1:48:34]
they hear the presentations just for
that reason because you know for Town
[1:48:40]
employees it's just it's it's it's a
it's death you know it's a March you
[1:48:44]
know it's a bridge over r with Qui you
know but
[1:48:50]
sool hey this is Michelle
I am on the town's calendar right now
[1:48:55]
and there are some Precinct I can give
you some dates right now for some of the
[1:48:59]
meetings that are
scheduled so I am seeing Precinct
[1:49:06]
Three for September
5th they're at 5:30 at the school
[1:49:13]
administration building so 11 Lincoln
Street seeing Precinct 12 on September
[1:49:21]
12th
700
[1:49:25]
p.m. at the cederville fire
[1:49:30]
station let me hold
[1:49:34]
on
[Music]
[1:49:36]
and Precinct
13 is October
[1:49:42]
8th 6:30 p.m. at the
[1:49:48]
airport Precinct 16
has two meetings
[1:49:56]
scheduled October
88th 700
[1:50:00]
p.m. at the Plymouth Middle School must
be
[1:50:06]
pcis also Precinct 16 is October 15 oh
that's the date of is that the day of
[1:50:13]
the meeting no October 15 7 PM wait a
minute when Town when's meeting
[1:50:22]
okay so they have two meetings the
precinct 16 the second meeting is
[1:50:27]
October 15 700 p.m. at Plymouth Mid
South Middle
[1:50:33]
School Precinct
11 October
[1:50:38]
16 6:30 p.m. at the
airport so that is the schedule so
[1:50:46]
far if you need me to repeat anything
let me know oh thanks we had 13 and 11
[1:50:51]
don't meet on the same night but anyway
I'm sure they
[1:50:55]
have used to always meet together yeah I
think I remember being out there
[1:51:01]
for I had to go from one they were in
two different places obviously meaning
[1:51:07]
I'll ask Mr tarus if you can keep me up
to date on that as well I'll try to keep
[1:51:10]
it keep everyone ARS updated as the best
I can yeah some people
[1:51:16]
may uh some precincts may decide to do a
separate meeting which is what we did
[1:51:22]
did MH uh just to hear the charter
Others May
[1:51:27]
just wump it all
together looking at the draft there's
[1:51:31]
quite a bit on there for the Falls isn't
there it is it's a it's pretty packed
[1:51:36]
reasonably packed um
although again some of it is more
[1:51:42]
housekeeping but
yes Ellie yes um so we're going to have
[1:51:49]
this latest draft whatever that number
is today's date or something right oh
[1:51:54]
this
24826 it's good Martha it's probably
[1:51:59]
going to just say this is we're gonna
Michelle and I are going to figure out
[1:52:03]
editing this what the changes we made
tonight and then it's going to be the
[1:52:08]
one that's going to be distributed to
everybody so theion there would be no
[1:52:11]
version on it it is they say the
proposed Charter for p meeting 2024
[1:52:16]
whatever we'll come up with the right
language we'll probably for our own
[1:52:20]
purposes call it final
right that be explained to me earlier by
[1:52:26]
11:00 tomorrow yeah and I will figure it
out we got to get it we got to get it so
[1:52:30]
they can get get it to everybody because
there's been some confusion about what
[1:52:34]
the version is they should be looking at
do we do we need a mo do we need a
[1:52:40]
motion Len um if we find any more typos
any minor Corrections that can be made
[1:52:48]
without I think we leave I think the ver
the language of the last article covers
[1:52:54]
that and so I think we should just leave
it alone and let it be taken care of
[1:52:58]
when no no no I I think ultimately what
Michelle is saying if as you're going
[1:53:03]
through if you catch any moreor
typographical errors I think the
[1:53:07]
committee has already voted that we
don't consider typographical errors to
[1:53:11]
be something that the committee needs to
address leave it up to
[1:53:17]
you go we another Capital TM for town
meeting we voted to do that we should
[1:53:23]
just allow every time you look at this I
understand C for now until eternity you
[1:53:30]
will find like typle I
know alen i'me um well two things one is
[1:53:40]
so then the a version will be online
final version in a couple days no
[1:53:47]
tomorrow okay and when what about hard
copies
[1:53:53]
as far as the book no as far as if
people want to come to town meeting to
[1:53:59]
town hall and get a hard copy is what I
remember the Commissioners did the
[1:54:05]
commissioner I think they had to get a
budget item to print though I'm not
[1:54:10]
talking about that so just mean 162
copies of it for the town meeting
[1:54:16]
member town meeting members are going to
get hard copies so will there be copies
[1:54:22]
here for anybody because people have
already saying to me I I'd like to get a
[1:54:26]
hard copy when it's one going to be
available so what's the pro what should
[1:54:29]
I say I'll have to add well maybe
Michelle we don't have a budget for that
[1:54:33]
no we don't no we don't and there won't
be any copies here um we can talk to the
[1:54:40]
town manager to
see if we can print you know 10
[1:54:46]
copies
um but there's not going to be you know
[1:54:50]
50 copies 100 50 copies sitting
here maybe between Michelle and I will
[1:54:57]
talk to the town manager or the
assistant Town manager and see if we can
[1:55:00]
get a certain number of copies for this
building and for the library but I don't
[1:55:05]
know if we can do many without a budget
actually I'm I'm rethinking in
[1:55:10]
perspective so the town meeting members
are the ones that vote on it they're all
[1:55:14]
going to have a hard they're all yes
they will be other um interested
[1:55:19]
citizens so how many would that be 20 or
we don't know so I I know we don't but
[1:55:25]
I'm I'm guessing that it's we're not
talking big numbers I think it's a
[1:55:28]
courtesy we should have a small number
of I read the library in here like maybe
[1:55:33]
20 at each place or I'll ask the if we
get 20 at each Place see how then um
[1:55:39]
we'll certainly make a flyer or a notice
that certainly going to be on the not to
[1:55:44]
put it on them to go get it themselves
off the website but it will be there
[1:55:48]
printed there was talk there was there
was there was talk on the committee at
[1:55:54]
one time that you wanted town meeting
members also to receive a copy of the
[1:56:00]
current
Charter and I spoke to Janette white
[1:56:06]
advisory in finance yesterday about that
and I told her I would you know ask you
[1:56:12]
folks do you want that being out there
with the
[1:56:17]
charter that might have been early on
Michelle but I think we abandoned that
[1:56:21]
pretty quickly when now we had that
working group where we
[1:56:26]
reorganized uh because that's a little
easier to go side by side with our
[1:56:30]
changes and our admissions I would say
at this point do not um do not worry
[1:56:34]
about sending out the existing chat
gotcha thank you except for a reference
[1:56:40]
that it's on the town website you can
make a reference that it's on there but
[1:56:44]
I think unless I'm mistaken I thought
you know quarter of the way into our
[1:56:48]
process we did a work group and we
arrang this things easier to read and
[1:56:53]
follow that was that was the point of
having of keeping the original numbers
[1:56:58]
so that everybody knows what they are
looking at if they need to compare it to
[1:57:04]
something they can but more to the point
that they understand that all of the
[1:57:09]
numbers are there so they know I thought
we thought we determin it would be a
[1:57:12]
nightmare to try to put two side by side
yeah I was proposing that we had we had
[1:57:18]
the the charter we did and the charter
existed had some kind of intermediate
[1:57:23]
document and we abandon that when Kate
said to us we're better off putting all
[1:57:28]
the language in the charter we want to
go before Town committee s town meeting
[1:57:34]
because if they decide not to take out
let's say the section about the P the
[1:57:38]
Department of Public Works it's
physically there all we have to do is
[1:57:42]
change it from Red Line strike out to
Black that way we don't have to go put
[1:57:46]
it back in it just starts to become and
so this document is what it would like
[1:57:52]
if you took out all the blue all the red
that's the document you know and it
[1:57:57]
would be simple to do that to go through
and just change everything
[1:58:02]
so no I'm with you
so um sorry so we have on the front page
[1:58:10]
here which I think is great um and I am
I right in assuming that this page will
[1:58:14]
be what the Yeah it's like this we may
take that that page affects the charter
[1:58:21]
we may take that page and make that
front page a separate document because
[1:58:26]
right now it creates some craziness with
the document from page numbering
[1:58:30]
standpoint the way word does page
numbering so we'll figure it out doesn't
[1:58:35]
according to this page one is the first
page I understand but it'll be fine
[1:58:40]
it'll be fine we'll figure it out so I
wondered if we would put David gold
[1:58:46]
beside David golden and Robert zap's
name um
[1:58:54]
um
resigned or retired however you put it
[1:58:59]
that well he at a certain point because
when people like in you know even now
[1:59:06]
not to
mention in times down the road
[1:59:10]
historians looking at this they wonder
why there's so many names here it's more
[1:59:14]
than nine you could do that there should
be
[1:59:17]
11 there are but but the thing is um
David golden and Rob Robert zeroi are
[1:59:26]
now re
resigned and former chair and former
[1:59:33]
clerk
um maybe we can put a
[1:59:38]
notation yeah we can take we'll figure
something out yeah talk about
[1:59:42]
that I think the name should appear
because I think both AG Quarters at
[1:59:46]
least three quarters of the way through
and both instrumental and what we have
[1:59:51]
in front of us today
um but you're right um you could put oh
[1:59:57]
you could just do that it's not X is not
the right word but previous chair and
[2:00:02]
previous clerk was yeah we can figure
something
[2:00:04]
out maybe just put the dates that they
from what date they participated
[2:00:11]
in
yeah or you could just leave it alone
[2:00:15]
unless they have any objection to what
no no one left on any objection so no
[2:00:20]
yeah I'm guessing David gold
is a fan and Mrs zeri I think would oh I
[2:00:25]
would leave their names there I yeah I
think you got to leave their names but
[2:00:28]
if somebody has an idea on in the next
12 hours what we should do we can do it
[2:00:33]
yeah so uh just so the document's going
to be final tomorrow yeah final
[2:00:41]
edits and then you said hard copies for
town meeting members do we have nothing
[2:00:45]
to do with that you have nothing to do
when the books go out that's oh okay so
[2:00:50]
it's not going to it'll be in the book
obviously but it's not going to be a
[2:00:53]
separate document not that I'm aware of
Michelle is that they will be they
[2:00:59]
they'll have two mailings they'll have
an email with the documents
[2:01:02]
electronically they will get hard copies
also and they'll get the book yes
[2:01:09]
they'll get a hard copy of the charter
yes a Redline copy will be as as part of
[2:01:15]
the book as uh I I don't sometimes it's
not part of the book sometimes that's an
[2:01:21]
attachment
I'm not sure how how it's being copied
[2:01:25]
but there will be a hard copy presented
to every town meeting member with a
[2:01:31]
mailed packet to them okay okay so Mich
this is a detail I guess because the
[2:01:39]
the finance committee report comes out
two weeks before town
[2:01:45]
meeting that would be the middle of the
first week of October
[2:01:52]
uh my pre Precinct 15 is going to be
meeting the week before that mm so and
[2:01:59]
they're going to probably want at least
a
[2:02:02]
week to look at it before we have a
Precinct caucus yeah we've been
[2:02:08]
instructed by ANF to get them the
document by 11: a. tomorrow is our
[2:02:15]
deadline
okay all right
[2:02:20]
and put you up anybody that's having an
early caucus is probably going to have
[2:02:24]
to download it yeah they have to get it
off the website unless unless to get a
[2:02:30]
hard copy mail ahead of time when will
the town meeting members get it on the
[2:02:35]
website I don't know I don't know the
mailing date but we have to have it to
[2:02:40]
them by tomorrow okay
yeah when will it be available online
[2:02:48]
tomorrow tomorrow oh tomorrow tomorrow
you guys gotta let me go home so I can
[2:02:53]
work on it all right I think uh there's
nothing further on the agenda is
[2:02:57]
everyone happy with new and old business
yeah Okay then if that's the case um is
[2:03:03]
there a motion to
adjourn motion to
[2:03:07]
adjourn second doesn't need to be
seconded all in favor thank you very
[2:03:12]
much
