[1:48] reconnaissance, les étoiles, ça
[1:50] se déroulait dans la ville de
[1:51] Québec le 19 octobre dernier. Le
[1:54] prix santé et sécurité a été
[1:57] remporté pour la création d'un
[2:01] processus d'amélioration qui a
[2:02] pour but de réduire les risques,
[2:05] de revoir et d'enrichir le
[2:07] programme de formation.
[2:11] Un autre prix dans la catégorie
[2:13] bénévole de l'année a été remis
[2:16] à une personne très engagée dans
[2:18] la Ville de Pointe-Claire,
[2:22] monsieur Glenn marque a reçu ce
[2:24] prix pour son dévouement depuis
[2:26] 40 ans au sein de l'unité du
[2:29] sauvetage volontaire de
[2:30] Pointe-Claire qui veillent au
[2:32] bien-être de notre communauté.
[2:35] De nature calme et organisée, il
[2:38] facilite les liens entre les
[2:40] interventions d'urgence des
[2:42] Travaux publics et les
[2:43] interventions de l'unité de
[2:44] sauvetage volontaire. Il
[2:48] recevait toutes nos
[2:49] félicitations pour ce prix, vous
[2:51] faites rayonner la Ville de
[2:53] Pointe-Claire auprès de vos
[2:54] pairs au Québec.

[6:10] joint à nous, elle vient tout
[6:12] juste de quitter le poste de
[6:15] directrice générale et greffière
[6:17] à la ville de Coteau-du-Lac.
[6:20] Elle pisse... possède une solide
[6:22] expérience dans la gestion vivre
[6:26] flipper des enjeux municipaux,
[6:28] soit en tant que directrice
[6:31] générale auprès du commissaire
[6:33] au développement économique dans
[6:35] la région de
[6:37] Vaudreuil-Soulanges, la Chine ou
[6:39] à elle... elle a évolué pendant
[6:41] de nombreuses années. De plus,
[6:42] elle a été directrice générale
[6:45] et secrétaire de l'Ordre des
[6:48] organismes du Québec. Nous
[6:49] sommes convaincus que sa vision,
[6:52] sa connaissance,

[9:48] au point pour clarifier le rôle
[9:50] de la Ville de Pointe-Claire
[9:51] dans le contexte de le
[9:53] fluoration de l'eau potable.
[9:56] D'abord, l'usine de
[9:58] protection... production d'eau
[9:59] potable est opérée par
[10:00] l'agglomération de Montréal.
[10:04] Cette usine de production en eau
[10:06] potable de la Ville de
[10:08] Pointe-Claire ainsi que quatre
[10:10] autres villes de l'ouest de
[10:12] l'île, Beaconsfield, Karine,
[10:16] Bader fait, Dollard des Ormeaux.

[10:22] La fluoration de l'eau potable a
[10:24] été ajouté dans les nouvelles
[10:26] installations de cette usine.
[10:30] Malgré les appuis scientifiques
[10:32] en faveur de la fluoration de
[10:35] l'eau, autant de la part du
[10:37] ministère de la Santé et des
[10:39] services que de l'Institut
[10:41] national de la santé publique.
[10:43] Les citoyens s'inquiètent des
[10:45] effets du fluor sur la santé et
[10:47] souhaite que la Ville cesse
[10:49] l'ajout du fluor dans l'eau
[10:50] potable. Ce que je souhaite
[10:54] clarifier, ce soir, c'est que
[10:56] ces demandes sont des
[10:58] responsabilités de la ville
[10:59] (---)
[11:00] . Nous ne sommes pas des
[11:02] scientifiques. Nous ne pouvons
[11:04] pas compter des bienfaits ou des
[11:08] dangers de l'ajout de fluor dans
[11:10] l'eau potable. Les demandes en
[11:12] ce sens relève du ministre de la
[11:14] Santé et des Services sociaux,
[11:17] de l'Institut de la santé
[11:19] publique. J'invite d'ailleurs
[11:21] les citoyens intéressés par le
[11:22] sujet à consulter l'information
[11:24] de la fluoration de l'eau
[11:27] potable des sites du ministère
[11:28] de la Santé et des Services

[11:47] some of the previous City
[11:48] Council meetings, citizens have
[11:50] Pointe-Claire expressed their
[11:51] worries and concerns about the
[11:52] addition of fluoride to drinking
[11:53] water. I want to make a few
[11:55] points to clarify the City of
[12:05] Pointe-Claire's role in the
[12:06] fluoridation of drinking water.
[12:07] -- this production plant
[12:09] supplies drinking water to the
[12:10] city of Pointe-Claire and four
[12:13] other cities in the West Island
[12:15] -- Beaconsfield, -- and part of
[12:18] Dollard-Des Ormeaux. In 2000, in
[12:20] the fluoridation of drinking
[12:21] water was added to this plants
[12:23] new facility. Despite scientific
[12:25] support for the fluoridation of
[12:26] water, both from the -- and the
[12:33] institute -- citizens are
[12:35] concerned about the effect of
[12:37] fluoride unhealthy would like
[12:38] the City to stop adding fluoride
[12:40] to drinking water. Tonight, I

[20:27] not there. She was followed to
[20:29] her car and was harassed by --
[20:31] developer after the September
[20:33] meeting. After this, she was not
[20:35] present at the October meeting.
[20:40] B, the October council meeting
[20:42] before the October -- of the
[20:45] agenda. Councillor
[20:48] Thorstad-Cullen felt it was
[20:49] essential to state, that, at the
[20:52] September 6th meeting,
[20:53] Councillor Tedford did not speak
[20:54] on behalf of Council and did not
[20:57] support her comments. So, this
[20:59] was in regards to the comments
[21:01] for a new vote, for the --
[21:03] project at -- the Third
[21:04] building, from my understanding.
[21:07] Councillor Thorstad-Cullen said
[21:10] about Councillor Tedford, there
[21:12] were own opinions. This was
[21:14] echoed by other councillors. --
[21:19] and Eric Stork. I we listen to
[21:22] the video and I took notes. C,
[21:28] the fact Councillor Tedford had
[21:30] explained in -- the project had
[21:31] various issues, including
[21:33] accessibility issues, no card
[21:36] charging stations, no commercial
[21:38] business on the first floor, no
[21:40] landscaping plans. I want to
[21:42] acknowledge and thank councillor
[21:44] Tedford for her courage and
[21:47] standing up, and I wish other
[21:49] councillors can learn from her.
[21:51] So, my question is, how is it
[21:53] possible that there is such a
[21:54] disconnect in understanding the
[21:56] City bylaws in regards to
[21:58] issuing permits to developers.

[22:07] personally?

[22:09] but the reason we needed to make
[22:10] a statement was that comments
[22:11] that were made publicly were

[22:18] president of the Planning
[22:19] Advisory Committee, if there is
[22:21] erroneous information shared, we
[22:22] do need to make a statement. But
[22:23] we are not going to get into the
[22:25] details of that. That's the
[22:26] reason why some of us needed to
[22:28] say what we said. Just because
[22:31] somebody says it here does not
[22:32] make it true.

[22:43] Advisory Committee -- I believe
[22:46] my research was erroneous and my
[22:49] simple -- she speaks on her own
[22:51] and she is entitled to say what
[22:52] she says but I stand with the
[22:54] fact that what she said was

[23:08] but -- I'm not convinced what
[23:10] she said was erroneous. I think
[23:11] that remains to be researched,
[23:13] which we are doing. I spoke
[23:18] fairly clearly to this the last
[23:19] time, and I will say it again,
[23:21] and I would like to alert the
[23:24] gentleman who yelled or -- I
[23:26] heard an outcry from the crowd
[23:28] at one point, just a few minutes
[23:29] ago. The representative from
[23:37] Sotramont yelled twice while
[23:40] Councillor Tedford was
[23:41] presenting her defence of her
[23:43] vote. She was explaining her
[23:46] vote. That is her job. Okay? She
[23:49] is never supposed to get yelled
[23:50] at when she is explaining her
[23:53] vote, nor is she expected to be
[23:56] a costed outside in the parking
[23:59] lot in a group that I was part
[24:02] of by the same gentlemen, nor is
[24:05] she expected, with other
[24:06] members, to wait for public
[24:08] security to deal with this
[24:11] gentleman before he left because
[24:12] he would not leave willingly.
[24:15] The same gentlemen wrote an
[24:19] email demanding, effectively,
[24:21] retribution, or denunciation of
[24:24] her point of view in council
[24:25] meeting. My perspective on this
[24:30] is, the gentleman yelled in the
[24:32] meeting, was disrespectful to
[24:34] Pointe-Claire their, was
[24:37] disrespectful to elected
[24:38] officials in the parking lot.
[24:42] One, and achieve what he was
[24:44] seeking in the vote, but that
[24:45] was not sufficient. Then he
[24:48] wanted some kind of penalty for
[24:51] that person's behaviour. That
[24:54] person's behaviour, for me, was
[24:57] democratic behaviour. I thought
[24:58] that was pretty audacious on my
[24:59] part. And I felt that he --
[25:03] rewarded for his behaviour
[25:04] regardless of how people felt.
[25:06] And that is my perspective. That
[25:08] is how I feel.

[25:15] would be on that, I think the
[25:16] citizens of Pointe-Claire -- we
[25:18] know Council is very
[25:19] professional in the past but I
[25:20] think the citizens of
[25:21] Pointe-Claire, they deserve more
[25:24] clarification with the
[25:25] councillors as to understanding
[25:27] the bylaws. If there is a clear
[25:30] understanding, it's like a
[25:31] restaurant having a checklist.
[25:33] You know? Is it clean? Yes, you
[25:34] can open. Are there rats? No,
[25:36] you can't open. There should be
[25:38] a checklist of things, yes, yes,
[25:39] yes, yes you get your permit. It
[25:42] should not be -- where people
[25:45] have an opinion or -- why is
[25:49] there such thing as an opinion?
[25:51] You just check mark yes or no.
[25:53] If it is no, it is no.

[25:58] hope that we get processes that

[29:50] in addition to numerous

[30:01] should be renamed as soon as
[30:02] possible as a legacy of this

[30:15] drive by a street named after a

[30:29] and would like to see the name
[30:33] changed. The sign is also
[30:35] defective. So, if you look at
[30:36] the sign it was created,
[30:41] fabricated as a typo and it was
[30:43] corrected after. So, the two
[30:47] signs look -- it does not look
[30:48] correct when you look at it. It
[30:49] looks like it was vandalized or
[30:52] someone something is removed off
[30:53] it. Even more reason to remove
[30:54] it.
[31:02] -- upcoming lawsuit and the
[31:09] subject is that Robert -- and it
[31:15] is growing. Their ways no
[31:20] mandate. The organizations we
[31:22] mentioned earlier, just that
[31:25] mandate fluoridation. It's an
[31:27] active decision taken on by the
[31:30] City of Pointe-Claire. They are
[31:32] not mandated to floor date. So,
[31:33] the preamble is considered the
[31:37] -- agency right now. And a
[31:40] serious discovery has been made
[31:41] their, such as a national
[31:43] toxicology programs for reviews,
[31:44] that each find out fluoridation
[31:46] chemicals are narrow toxic and
[31:47] even small quantities, which is
[31:49] no surprise, considering that
[31:51] the flight chemicals being used
[31:53] in Pointe-Claire is contaminate
[31:54] with trace levels of arsenic and
[31:55] lead. According to documents I
[31:59] have obtained through access to
[32:01] information, which all members
[32:02] of this council now have,
[32:03] because you have been aware of
[32:04] this since last meeting and I
[32:08] emailed you these documents, and
[32:09] also that the judge presiding
[32:10] over that federal case will
[32:11] probably rule in 2023 that
[32:14] fluoridation is narrow toxic,
[32:18] and will probably end
[32:19] fluoridation for a lot of
[32:21] communities overnight. Based on
[32:22] what he has already said so far,
[32:23] as I mentioned, it is not
[32:24] mandated by any organization.
[32:28] When I speak to people in
[32:30] Montréal, they say talk to your
[32:31] mayor. And you as the Mayor can
[32:34] tell the -- in that Council, no
[32:38] longer want fluoridation,
[32:40] because the parties I've spoken,
[32:41] do they don't care about it out
[32:43] there. -- I'm not offended
[32:46] fluoridation. So, the question
[32:48] is, if this were a lawsuit over
[32:52] fluoridation, with a city of
[32:53] Pointe-Claire -- it already has
[32:55] plans to be phased out. And then
[32:58] already knows now through this
[32:59] survey -- shown to the Council
[33:00] that the majority of councils
[33:03] already want eight terminated.

[1:01:01] ago, Brown stinks were removed
[1:01:03] from a corner of Fairview forest
[1:01:05] around the REM station now is.
[1:01:09] And they were relocated in large
[1:01:11] amounts in Terra-Cotta. And that
[1:01:13] really concerns me, because
[1:01:14] there's, like, zero data about
[1:01:16] the viability of brown sneaks
[1:01:17] when they relocated. There's,
[1:01:18] like, zero data at the
[1:01:20] provincial level and they're
[1:01:21] considered vulnerable. So, I was
[1:01:25] wondering, because I had heard
[1:01:26] that there was going to be
[1:01:27] studies going on in terracotta,
[1:01:30] the population of brown sneaks,
[1:01:31] I was wondering if we were privy
[1:01:33] to that data and who did the
[1:01:36] studies that came out, that you

[1:03:21] them. There are techniques to
[1:03:23] affordable housing. Getting your
[1:03:26] housing stock, making affordable
[1:03:27] housing stock, is a challenge.
[1:03:30] And we will have to do that with
[1:03:32] future developments. One of the
[1:03:33] techniques is to determine a
[1:03:35] certain amount, a certain
[1:03:36] percentage in developments of
[1:03:38] affordable housing in those
[1:03:39] developments. There are other
[1:03:41] ways of making affordable
[1:03:43] houses. We can shrink the size
[1:03:45] of developments, we can shrink
[1:03:46] the size of houses or living
[1:03:48] arrangements, which is being
[1:03:49] done in other settings. Where
[1:03:52] you minimize the size of the
[1:03:53] structures being built so that
[1:03:54] they are more affordable. There
[1:03:55] are many ways, duplexes,
[1:03:57] triplexes, there are other than
[1:04:00] multi level residential. There
[1:04:02] are all kinds of techniques of
[1:04:04] identifying. Affordability is a
[1:04:07] real challenge, absolutely.
[1:04:08] >> It's important to me and just
[1:04:12] as a follow-up, when will this,
[1:04:15] when is the ETA for this plan?
[1:04:17] And where would be able to find
[1:04:18] that?
[1:04:19] >> Well, hopefully it's in our

[1:04:37] our concern. Affordability is
[1:04:39] hugely important, especially

[1:05:59] bridge that gap. And I think
[1:06:02] that taking that seriously,
[1:06:03] changing the street, it's just

[1:06:29] you I was going to come to the
[1:06:30] next meeting, but I had a
[1:06:31] scheduled conflict, so I'm here
[1:06:32] a month later. May not be very
[1:06:34] timely, what I'm going to say,
[1:06:35] but it's still very appropriate
[1:06:37] and I believe it's necessary.
[1:06:40] All good things, one good
[1:06:42] comment and feedback, a very
[1:06:46] important question for you and
[1:06:47] Council. First of all, I just
[1:06:49] want to thank you, Mister Mayor,
[1:06:52] Council, the city of
[1:06:53] Pointe-Claire, for all the
[1:06:55] amazing public events that were
[1:06:57] made available to us throughout
[1:06:58] the summer. I don't think I've
[1:07:00] attended so many public events
[1:07:02] in a very long time, even before
[1:07:04] the pandemic. I know we were at
[1:07:07] some together, all the fabulous
[1:07:11] concerts at the Stewart Hall
[1:07:13] park, the multi cultural food
[1:07:15] festival, and, of course, just
[1:07:17] most recently, the -- ceremony
[1:07:20] and luncheon, so thank you very
[1:07:21] much, Mister Mayor, and point
[1:07:24] Claire for these amazing
[1:07:25] contributions to our public
[1:07:26] life. I think after the last two
[1:07:29] and three quarter years that
[1:07:30] we've just gone through, I think
[1:07:31] it's very important that we do
[1:07:34] the utmost to try to encourage
[1:07:38] public participation, public
[1:07:39] events, we. We've all face a lot
[1:07:43] of issues with isolation. And
[1:07:47] it's important for socialization
[1:07:50] of the people, for the culture
[1:07:52] of the city that we continue to
[1:07:53] promote and encourage, and hold
[1:07:56] these sorts of events. I just
[1:07:57] want to thank you very much for
[1:08:01] -- I had a great time at all
[1:08:02] these events, personally, so
[1:08:04] thank you. We these are
[1:08:08] obviously huge, have huge
[1:08:09] impacts on peoples mental health
[1:08:11] and for those of you that know
[1:08:12] me, I'm all about mental health.
[1:08:15] I was a mental health survivor,
[1:08:17] as a mental health advocate with
[1:08:18] the West Island citizens group,
[1:08:19] as a mental health worker. My
[1:08:24] raisin data is a lot about
[1:08:25] mental health. As I said, this
[1:08:28] question was not necessarily
[1:08:29] timely, but last month, October
[1:08:30] was world mental health month.
[1:08:32] During the week of your last
[1:08:34] council meeting, that week was
[1:08:36] mental health awareness week.
[1:08:39] Obviously, we acknowledge and
[1:08:40] try to raise awareness on those
[1:08:43] special dates and times and
[1:08:44] occasions. But even if those
[1:08:48] locations are not over, we are
[1:08:50] now in November which, for many
[1:08:51] people, can be a very difficult
[1:08:53] time of year as the days get
[1:08:55] short. Hopefully there will be
[1:08:58] much worry about the pandemic
[1:09:00] again this winter. But as we
[1:09:02] head into the long dark months,
[1:09:05] there are so many people in our
[1:09:07] community that struggle pandemic
[1:09:08] or not with mental illness and
[1:09:10] mental health issues. I just
[1:09:12] want to know, what can you, as a
[1:09:14] Council, or can you as a city,
[1:09:17] due to help raise awareness on
[1:09:18] mental health issues, help
[1:09:20] support people dealing with and
[1:09:22] struggling with mental illness,
[1:09:23] as I did for so many years? And
[1:09:26] to help support and promote
[1:09:29] mental health in general, within
[1:09:31] our city, because it's obviously
[1:09:33] so important for all of us as
[1:09:35] citizens, for yourselves
[1:09:36] individually, as councillors,
[1:09:38] I've seen some great post on
[1:09:40] Facebook that really help
[1:09:42] promote mental health. That is
[1:09:45] just a general question, but
[1:09:46] it's all about maintaining
[1:09:47] positive mental health in
[1:09:50] difficult times.
[1:09:52] >> Thank you for your positive
[1:09:53] comments, I really appreciate
[1:09:55] it. Specifically to it, the most
[1:10:00] important one, one, of the more
[1:10:01] important things we can do is
[1:10:03] funding. Fund awareness
[1:10:05] campaigns and it's a crucial
[1:10:07] one. And support. Support as a
[1:10:11] city, supported, and we do. And
[1:10:14] I'm very proud of our city. We
[1:10:17] there's always more to do, as
[1:10:19] you know. I agree entirely with
[1:10:21] November. February is another
[1:10:23] one where universities
[1:10:25] deliberately have spring breaks
[1:10:26] at certain times, for exactly
[1:10:27] that reason. So, you are right.
[1:10:31] It's an issue with that is of
[1:10:34] huge importance. I think we have
[1:10:35] all, including myself, suffered
[1:10:38] the consequences of not paying
[1:10:39] attention to this issue. I think
[1:10:42] each and every one of us are
[1:10:43] touched by it. And we all, I
[1:10:46] think, are pretty much aware of
[1:10:48] the importance, the next step is
[1:10:50] to put it into action, which we
[1:10:51] can all do as a community, as
[1:10:53] citizens, and do the best we can
[1:10:55] on this one. Because it is a
[1:10:57] biggie. I've certainly learned a
[1:10:59] lot about it over the course of
[1:11:01] my life and we can keep on
[1:11:04] struggling to get better aware
[1:11:05] of it and to help the ones we
[1:11:06] love. As it's subsequent issue,
[1:11:14] just I think, I'm glad you
[1:11:16] appreciated the advance because
[1:11:17] I think Pointe-Claire is
[1:11:20] amazing. You know, being mayor
[1:11:21] of the city, I'm so proud of
[1:11:24] what I've learned as mayor,
[1:11:26] because a lot of these events
[1:11:27] are in the cycle. It's part of a
[1:11:29] process. And, you know, I
[1:11:31] visited other mayors and they
[1:11:33] all say, excuse me, how great
[1:11:35] our city is. Like, our services
[1:11:37] and what our departments and our
[1:11:41] administration provides our
[1:11:42] citizens. I complemented all the
[1:11:43] time, so I think I can only say
[1:11:48] that that's part of the
[1:11:49] struggle. But there's always
[1:11:51] more to do, so thank you for
[1:11:52] your kind words, I really
[1:11:54] appreciate it.

[1:12:01] communications committee
[1:12:02] publishes about mental health.
[1:12:04] Our youth council has also
[1:12:06] worked on the issue in the past,

[1:12:11] how to deal with the stress of
[1:12:13] school. It's also something that
[1:12:15] a lot of our soon to be new
[1:12:18] members of the youth council
[1:12:20] have brought up throughout the
[1:12:22] interview process, about
[1:12:23] offering hybrid activities
[1:12:26] potentially, offering smaller
[1:12:28] scale activities that are easier
[1:12:31] to attend because people, after
[1:12:33] having lived through two and a
[1:12:34] half years of COVID, do have
[1:12:37] different needs now. And a
[1:12:41] different level of comfort. Our
[1:12:44] seniors program also made sure
[1:12:45] throughout the pandemic to have
[1:12:48] sometimes too frequently,
[1:12:49] according to some of our
[1:12:50] seniors, phone calls to make
[1:12:52] sure to break social isolation
[1:12:54] and visits to their homes. And
[1:12:57] we also have the diversity and
[1:12:59] social inclusion committee, and
[1:13:01] it's for sure one of the topics
[1:13:04] that will be included throughout
[1:13:06] our discussions and within our
[1:13:08] action plans. I think I would
[1:13:10] just like to say, I think
[1:13:11] probably most of us here on
[1:13:13] Council are fairly well aware of
[1:13:14] the different community
[1:13:17] organizations that we have, and
[1:13:19] I know anyone who's reached out
[1:13:21] to me, I've often referred them
[1:13:23] to the CRTC or to other
[1:13:26] organizations to help, and even
[1:13:28] called the organizations, to
[1:13:30] help set up different meetings
[1:13:33] for them, et cetera, to help
[1:13:34] them find their path. But for
[1:13:36] sure, through our library
[1:13:37] offerings as well, through our
[1:13:41] conferences and stuff like that,
[1:13:42] through the social inclusion and
[1:13:46] diversity committee, we will be
[1:13:47] looking at offering different
[1:13:49] offerings like that, as well, to
[1:13:51] help support different people in
[1:13:52] our community who struggle with
[1:13:55] mental health.
