février 2024. Elle fut à

l'emploi de la ville du 29 août

1975 jusqu'au 30 juin 2000. Elle
[7:12]
était une employée à la
[7:13]
bibliothèque municipale au
[7:15]
moment de sa retraite. Aussi,
[7:19]
nous soulignons le décès de
[7:21]
monsieur Paul Houde, le 2 mars
[7:25]
dernier, à l'âge de 69 ans.
[7:28]
Monsieur Houde était acteur,
[7:31]
animateur de télévision et de
[7:32]
radio québécoise reconnue par
[7:35]
tous pauvres sa mémoire
[7:37]
extraordinaire des dates, des
[7:39]
lieux et des événements. C'était
[7:42]
une référence dans le monde des
[7:44]
médias francophones. Personnage
[7:48]
hors nomme, il passait de son
[7:50]
rôle d'acteur à analyste et
[7:54]
commentateur dans de nombreuses
[7:55]
sphères du domaine sportif. Il
[7:57]
laisse un très grand vide dans
[7:59]
le domaine des médias
[8:00]
francophones. Et finalement,
[8:03]
j'aimerais souligner le décès du
[8:05]
très honorable Brian Mulroney le
[8:08]
29 février dernier. Plusieurs
[8:12]
personnalités du Québec et du
[8:13]
Canada sont succédés pour lui
[8:17]
rendre hommage. As Canada's 18th
[8:19]
prime minister, he made
[8:21]
significant progress on
[8:23]
significant issues here at home
[8:24]
and around the world. His
[8:25]
leadership was instrumental in
[8:26]
negotiating and implementing
[8:27]
free trade agreements with
[8:28]
United States and Mexico. He
[8:31]
initiated important measures on
[8:33]
environmental issues, acid rain,
[8:35]
I believe, was the most
[8:37]
significant. And fiercely
[8:39]
advocated for peace, equality,
[8:41]
and democracy internationally.
[8:43]
Just as a personal, I also
[8:45]
believe he had a strong hand in
[8:47]
freeing Nelson Mandela, as I
[8:48]
recall, at the time. Pretty
[8:50]
impressive accolades for Mr.
[8:52]
Mulroney, who was a recipient
[8:54]
for numerous owners including
[8:56]
the order of Canada, recognizing
[9:00]
his tireless service and
[9:01]
devotion to his country. The
[9:04]
funeral will be held on March
[9:06]
23rd, 2024, in Montréal, Québec.
[9:08]
It will be proceeded by a state
[9:11]
in Ottawa, and a repose and
[9:14]
Montréal. These events will give
[9:16]
Canadians an opportunity to
[9:18]
salute Mr. Mulroney's
[9:19]
contributions to public life,
[9:20]
and to offer their condolences.

Bonjour à tous. I would just

like to take this opportunity to
[21:22]
thank all of the citizens that
[21:23]
attended my town hall last
[21:25]
Saturday. I would like to touch
[21:26]
upon a couple of points. With
[21:28]
over 35 citizens in attendance
[21:29]
it was very well attended, and a
[21:31]
quorum was respected by all, I
[21:33]
think you all for that. We
[21:35]
touched upon many issues,
[21:36]
including all of the hot topics
[21:37]
in Pointe-Claire today. It was
[21:39]
fun. Some of the subjects were
[21:43]
touched for present and future
[21:45]
finances, discussed in detail,
[21:46]
and I tried to stress the
[21:48]
important financial challenges
[21:50]
that we will face on the
[21:51]
upcoming years starting in 2026.
[21:54]
Including long term debt, as
[21:56]
well as potentially decreased
[21:58]
surpluses which will affect all
[22:00]
of us. And the services we have
[22:04]
become accustomed to. I am
[22:05]
trying to give citizens a
[22:06]
financial picture of what I see
[22:07]
coming. There was also a brief
[22:09]
update on the REM and the
[22:10]
challenges we will face prior to
[22:12]
its launch. Whether it be noise,
[22:14]
any update that I could find,
[22:16]
but there's really not much out
[22:18]
there. The hot topic of Cadillac
[22:20]
Fairview and the Fairview forest
[22:22]
was discussed to the best of our
[22:23]
ability. Thank you, Ralph, for a
[22:25]
hearty discussion that we had.
[22:27]
Which I outlined, by position,
[22:29]
in reckons to both. Much work
[22:33]
was done together as much
[22:34]
information which was probably
[22:35]
the number one issue with number
[22:37]
seven, the future of the long
[22:39]
term health care facility that
[22:40]
will be built at the Monster
[22:42]
dealership. Since the press last
[22:46]
November, we have not heard
[22:48]
much. From what I understand,
[22:49]
there will be about, going to
[22:51]
their website sensing
[22:52]
information, there is a reason I
[22:53]
am saying this, there will be
[22:55]
about 204 residents, or
[22:57]
dwellings, as well as the daily
[22:58]
in and out clinic. As I stated
[23:04]
last November, these numbers
[23:06]
concern me as proposed density
[23:08]
of dwellings is about 50% higher
[23:10]
than the density that we fought
[23:11]
for in 2020. Please understand
[23:14]
as well, I support this project
[23:16]
100%. We are finally getting an
[23:19]
injection of well deserved funds
[23:21]
on the West Island for our
[23:22]
seniors. I'm completely behind
[23:24]
this project. However, as soon
[23:26]
as the spring arrives, we will
[23:27]
be going door to door to discuss
[23:29]
some of the issues that affect
[23:31]
our citizens. Particularly
[23:33]
traffic concerns, and I will be
[23:35]
needing help from all of the
[23:36]
citizens of Northview number
[23:37]
seven to get together, and to
[23:40]
mitigate what we have coming
[23:42]
forward, as I said, it is a
[23:43]
positive issue. But we just have
[23:45]
to get ahead of the curve, and I
[23:46]
will be going door to door to
[23:48]
ask for a lot of your help to
[23:49]
get a consensus, and a feeling
[23:51]
for where we are headed. There
[23:54]
are also other issues discussed,
[23:56]
but I don't want to take up too
[23:57]
much time. I think you and my
[23:59]
colleagues for allowing me this
[24:00]

councillors that it would be put

since then, I haven't heard

anything, and I haven't read

because my understanding at that

And we do have a lot of tenants

in Pointe-Claire, and that is a

good thing. A lot of those

apartments are affordable. And
[52:41]
that is a good thing. So what
[52:44]
can we do to support them should
[52:46]
they come into a crisis? My
[52:50]
second question is because this
[52:53]
morning I actually wanted to
[52:56]
pick up the phone and call
[52:57]
Public Works, because my
[52:59]
recycling bin, I live on vibrant
[53:02]
him Avenue, the recycling bin
[53:05]
was still on the street. It
[53:07]
wasn't picked up. So I had my
[53:11]
new little booklet with all of
[53:15]
the dates and the changes, the
[53:18]
recycling schedule, and stuff. I
[53:21]
grabbed it to phone public
[53:23]
works. And discovered to my
[53:26]
horror not not on any page of
[53:30]
this booklet put out about
[53:33]
public works is the phone number
[53:35]
for public works. I found my old
[53:38]
one, which I hadn't put into
[53:41]
recycling yet, and right there
[53:43]
on page two, which is general
[53:46]
information, is the email
[53:48]
address and the phone number of

public works. But in the

brand-new one, not anywhere. Not

anywhere. Now, what it does say

in many places it is check the

community are not computer

savvy, are not able to get

information that way. And

really, a phone number? It

should have been there.

of money, but yet they are put

in place to stand up and defend

the rights of citizens. There
[1:03:41]
are procedures and laws in place
[1:03:42]
to protect politicians that
[1:03:44]
allow them to defend the
[1:03:45]
citizens and not be intimidated
[1:03:48]
or denigrated by people of
[1:03:50]
greater means who are willing to
[1:03:51]
use courts which are costly as a
[1:03:52]
means of intimidation. So in all
[1:03:55]
municipal politics, there are
[1:03:58]
specific procedures. It is
[1:03:59]
guaranteed. It is guaranteed in
[1:04:01]
our constitution that mayors,
[1:04:03]
such as myself, are protected
[1:04:05]
for exactly that reason so that
[1:04:06]
they could do their jobs
[1:04:08]
properly.

instructed strictly by the City

to eliminate any mention of
[1:05:51]
Fairview forest in the reports,
[1:05:53]
and that he was forbidden to
[1:05:54]
allow any discussion of Fairview
[1:05:56]
forest after the consultation
[1:05:58]
meeting on the environment. This
[1:06:00]
was despite the magnitude of the
[1:06:03]
forest issue. And curiously,
[1:06:08]
actually, it was after the
[1:06:09]
citizens at all of the public
[1:06:14]
consultation is already voiced
[1:06:16]
support of preserving Fairview
[1:06:18]
forest. And in response to my
[1:06:21]
questions at the December
[1:06:23]
meeting Miss Thibault responded
[1:06:25]
that there were a concerns, but
[1:06:28]
that now considering the issue
[1:06:30]
we could have a public
[1:06:32]
consultation on Fairview forest.
[1:06:35]
And so here we are now beginning
[1:06:37]
of March, and I would like to
[1:06:39]
know what is happening with
[1:06:41]
public consultations and not
[1:06:45]
interfering with them, and being
[1:06:47]
allowed to have meetings where
[1:06:50]
we voiced support or not for
[1:06:52]
Fairview forest.
[1:06:54]

and it has some bearing on what

Miss fuller just asked. Because
[1:07:00]
in fact, the lawsuits that are
[1:07:03]
present had very much a bearing

on our consultation process,

deterred by that when it was

brought up. And I've been

subsequently on that to try to
[1:07:16]
get another session where we

will speak to the private urban

canopy, or private forest, or

green spaces. At one point,
[1:07:27]
everybody agreed that we should
[1:07:28]
still try and get the subsequent
[1:07:31]
consultation on that. I will let

Madame Verdun clarify. It is
[1:07:39]
going to cost more to do the
[1:07:41]
subsequent consultation. It was
[1:07:44]
supposed to go and come up with
[1:07:46]
a sum for the additional
[1:07:49]
consultation. Which I will
[1:07:51]
absolutely try to insist on. I
[1:07:53]
think without doing it we almost
[1:07:56]
avoided for the consultation
[1:07:59]
process and I think it would
[1:08:01]
have been a loss of public
[1:08:02]
funds. I think it absolutely
[1:08:04]
have to be addressed. The firm
[1:08:07]
that was doing the consultation
[1:08:08]
has yet to come up with an
[1:08:10]
estimate of what the
[1:08:11]
consultation will cost. We are
[1:08:13]
now going to tender for another
[1:08:16]
firm to potentially do that
[1:08:18]
consultation which is not the
[1:08:19]
same firm. It is kind of not a
[1:08:21]
good thing in, my opinion. But I
[1:08:23]
will let Madame Verdun clarify
[1:08:25]
if I have gotten some of that
[1:08:28]
wrong.

anybody but the fact that it is

very difficult to get these

things done in an immediate

period of time, it is a shortage

of people that can do
[1:09:49]
consultations, people who go to
[1:09:51]
tender, it is a lengthy process.

Rest assured, I will push, and
[1:09:57]
nagged, and complain until we
[1:09:58]
get that final consultation.

if we don't, we will have failed
[1:10:04]
somewhat in the what we are

trying -- in our objective here,

energy project that would best

respond in a short term to the
[1:15:07]
need for a backup. Emergency
[1:15:10]
power that could be created with
[1:15:12]
renewable energy, solar panels,
[1:15:15]
wind turbines. But I did ask the
[1:15:21]
City back in January, if we
[1:15:23]
would have any support. I have
[1:15:26]
not received any formal
[1:15:29]
response, so I don't know what
[1:15:31]
the position of the city's. In
[1:15:34]
helping us create meaningful
[1:15:36]
career opportunities for a new
[1:15:39]
generation of young residents.
[1:15:42]
Not only here in Pointe-Claire,
[1:15:45]
but wherever we get a new
[1:15:48]
generation of young families to
[1:15:52]
move to Pointe-Claire, because
[1:15:54]
they believe in Pointe-Claire's
[1:15:57]
future. Tara spawned to the
[1:15:59]
urgent need to look at how we
[1:16:02]
can contribute to fight global
[1:16:06]
climate change locally. We have
[1:16:09]
this idea of having solar panels
[1:16:12]
on industrial roof tops. I can't
[1:16:15]
do it alone. We do need more
[1:16:20]
support than what we have
[1:16:22]
received over the last two
[1:16:24]
months. I did make a call to the
[1:16:27]
MP's Office, Francis carpal each
[1:16:29]
of is responsible as our
[1:16:32]
representative at the federal
[1:16:34]
level. We have not received a
[1:16:36]
call to meet with our MP. This
[1:16:39]
is going into a month now. I
[1:16:42]
don't think that is right, but
[1:16:44]
maybe that is one way the City
[1:16:45]
can help us get a meeting with
[1:16:46]
our Federal representative. Much
[1:16:50]
faster. Service Canada makes
[1:16:52]
decisions for the region, we
[1:16:54]
like that decision to benefit
[1:16:56]
more Pointe-Claire residents.

And it will only happen if we're
[1:17:01]
take we work together on this
[1:17:02]
project idea. So, that's just

bylaw that requires that owners
[1:19:52]
of these municipal high-rise
[1:19:55]
buildings to residential
[1:19:56]
buildings, just think of all
[1:19:58]
those on Hymus and St. John
[1:20:01]
Boulevard. Where are they going
[1:20:02]
to put all their food waste,
[1:20:04]
right? There is one compost bin
[1:20:08]
at the park down the road that
[1:20:11]
is visible to the neighbourhood.
[1:20:15]
But we have to go from our
[1:20:18]
neighbourhood to another
[1:20:20]
neighbourhood to bring our food
[1:20:22]
waste. I thought, well, could we
[1:20:24]
do better? Could we look at,
[1:20:26]
could we not have a compost bin
[1:20:29]
for every municipal district?
[1:20:31]
And that district of ours, I
[1:20:34]
think there is an ideal
[1:20:36]
location, you know, public
[1:20:37]
works, people do this, you know?
[1:20:40]
The contractor that already has
[1:20:42]
the rights could look at a
[1:20:45]
recommended site and that would
[1:20:46]
be between the building at 6500
[1:20:50]
Trans-Canada Highway, lets the
[1:20:51]
M.O. building, and our building,
[1:20:54]
17 -- because there's a pathway
[1:20:57]
that's administered by the City
[1:20:58]
of Pointe-Claire, park benches,
[1:21:02]
lampposts, trees, shrubs.

times. Ontario where 100 years
[1:21:26]
ahead of us. As far as they had
[1:21:28]
all that done in the buildings.
[1:21:30]
Composting was done, you can
[1:21:31]
divide it up and it was done --
[1:21:34]
decade ago, more than that. This
[1:21:36]
was at 95, as I recall. So, mind
[1:21:41]
numbing that we are not there
[1:21:42]
yet here in Pointe-Claire, I
[1:21:43]
agree with you 100%. As to
[1:21:45]
whether we can find places to
[1:21:46]
put the compost in, is that what
[1:21:48]

when the City is going to commit
[1:23:17]
to having regular monthly public
[1:23:20]
meetings, so that we can work
[1:23:21]
together and solve some major
[1:23:23]
problems?

areas of concern for residents

that have been brought up that

we try to address as we go

environmental committee, so

we've had very good
[1:24:58]
interactions. And we get good
[1:25:00]
responses. I -- Daniel Lou tour
[1:25:03]
about three weeks ago and he
[1:25:05]
had, because I've had technical
[1:25:08]
expertise in renewable energy as
[1:25:09]
well as bio remediation,
[1:25:11]
environmental issues like that.

We were discussing the idea of
[1:25:17]
rooftop solar potential. So, --
[1:25:20]
specific rent, I would suggest
[1:25:23]
that Pointe-Claire should have
[1:25:24]
an inter governmental affairs
[1:25:25]
minister. Or an officer
[1:25:28]
responsible for liaising not
[1:25:29]
only with other cities, which I
[1:25:31]
think you do fairly well, but
[1:25:33]
also with the provincial
[1:25:34]
government and the federal.
[1:25:36]
There is obviously a block
[1:25:38]
there. There is difficulty with
[1:25:40]
the provincial government. If
[1:25:41]
there was one person we could go
[1:25:42]
to, I agree with Mr. liqueur
[1:25:45]
about access. Somebody we could
[1:25:47]
call, that would be great. We
[1:25:48]
had a very good meeting with the
[1:25:50]

it's not pro solar. It says it

takes 28 years to pay off your

solar bill, which isn't true. In

Ontario, it's seven years. You
[1:26:34]
just look at Ontario, there's
[1:26:36]
rooftop solar everywhere. And
[1:26:38]
the Québec Hydro-Québec website
[1:26:40]
does not have anything about
[1:26:42]
commercial solar. It's all
[1:26:43]
residential. So, Mr. liqueur has
[1:26:46]
introduced us to a two day
[1:26:48]
seminar tomorrow, if anyone is
[1:26:50]
interested, we can give you the
[1:26:51]
details. It is online and they
[1:26:52]
are going to be talking about
[1:26:53]
those issues. Hydro-Québec is
