[2:05] juillet. De nombreuses familles ainsi qu'un grand nombre grand nombre de citoyennes et citoyens
[2:11] étaient présents pour profiter des festivités. Ce fut un plaisir de partager ces deux
[2:18] journées avec vous. I hope you had a chance to enjoy quebec national holidays and the Canada
[2:23] day celebration to wonderful opportunity to spend time with family and friends. Despite the

[20:12] up responsibility responsibly and as I mentioned let me highlight a brand new issue that

[20:26] made aware that residential insurance rights are rising this year for residence in our area
[20:34] between thirty-five too fifty-three persons insurance company are indicating that
[20:42] certaines areas of Pointe-Claire are now seen as flood risks we don't leave near lake side
[20:48] louis, we leave closer to the Tiguan. What you mean flood this my brother-in-law who lives on
[20:56] Saint Louis, Just got his coat friday. He baked at the insurance and he called another
[21:04] insurers belairdirect who indicated the same rationale and pricing they are blame it on
[21:12] Pointe-Claire flooding. It's now costing It's more for the end of this administration. Are you
[21:20] willing to give us a tax break to cover this increase insurance costs. I am not used stated
[21:26] publicly at the council meetings and in the middle of several of you that our area rx area was
[21:36] one of the hardest hits in the city. This is now when it's been reported in the media as I say
[21:42] it absolutely no definitive or tangible work as in a full year to even address or minimise I
[21:52] repeat situation. This is negligeant and so this administration may not be
[22:00] capable of determining priority. I've seen this type some of the project that have recently
[22:08] recent projects dwarfs in comparison to the urgency of the work. WE require in summary the
[22:16] time for more words and excuse is past. We've here we have heard all we want to be here now
[22:24] we'd like to see some meaningful and concrete actions when we expect you will carry out some

[25:55] citizens that are fearful of that and some areas are less infected Some are more but once
[26:01] again we have to determine what can we can not do. And if we can not do anything we have to you
[26:08] and saying these are the issues. How can you help yourself like I said. WE didn't want this one
[26:14] but we can't raise the city and change all the peeps, but we have to find out what the if you
[26:20] are and mitigate because as you said it wasn't just the major rainfall two weeks after the
[26:23] August night. There was no more there was the storm drain pushing out so I think we need
[26:28] to get to the answer and continue to you know, I know the rhythm and the administration is
[26:34] working on it but you know I just need to make sure that this is because I think this is an
[26:39] important. If you were there was I think for hundred and registered complaint and you got
[26:46] to figure. I didn't complain my baseman got flooded I took many out of my own pocket as well so
[26:51] is gonna be at least two three times or even for time that many people got flooded if there's

[30:21] thing, that's the most frustrating is one the way. The whole Denham Leaching Committee
[30:26] works everything's done behind closed doors to they send you to you you pay for your demolition
[30:33] permits you get. Up razor that's here by the city to come around your building. They've is my
[30:39] house for you for thousand dollars to renovate my house and bring it up to standard for you
[30:45] for thousand dollars. You can do your kitchen. I'm also a general contractor. I've been doing
[30:50] construction for twenty five years. So what I did this I went and go and structural report
[30:54] from the structural engineer to visit my house my structural engineer determined that a
[30:59] person of my house needs to be demolished and turn down and reconstructed not taken into the
[31:07] consideration of the report from l'advisor. On top of that at my last Demolition committee I
[31:17] asked the committee. Did you read the document that we're provided when being the original
[31:23] report from lizards who is for sixty for thousand dollars. I can bring my house up the
[31:27] standard which doesn't make sense. I have windows at our over twenty five years old the
[31:31] second was the structural engineer report saying that the house needs to be the watershed
[31:35] then there was another report from my architect. Patrick McGee, who was a well-known
[31:40] architect here is clear that said the cost to renovate this house to bring up the standard
[31:45] would be around seven hundred and something thousand dollars and somebody from the city
[31:49] mentioned all know that was the price to reconstructed know that is not the price, that's the
[31:54] price to do the renovation and then the third one was an independent general contractor.

[44:49] that came to do some work in the area some trees are being tipped off and the engineer can be to
[44:54] explore the possibility of diverting the colour that pass along that law coming through
[45:00] some of our backyard down from Cedar Park and this cover was installed many years ago to help
[45:06] with run off from center park and even with the colverts there that drain into a sewer on
[45:14] Sherwood, which is at the entrance of this green space summer of our back actually most
[45:19] of our backyard flooded during heavy heavy rainfall so should that colvert be diverted as the
[45:26] engineer suggested could be done then we're in concerned that will be even bigger concern and
[45:32] also raising the risk for flooding. So this alone rise substantial concerns regarding
[45:38] the suitability of the house being built on that lots so we have a few questions. I don't
[45:43] know how you would prefer for us to do it one question and you know followup questions are all
[45:47] set up the background. I'll ask a couple of questions and when my neighbour will come and
[45:52] follow up so I'll give the background for all of us how it seems from previous conversation
[45:57] with the City council members that we are not able to get a direct answers on whether our

[46:09] Any structure proposed to be built on that lots would not meet zonings requirements so a
[46:14] variant would need to be requested just to give you an idea the frontage with of that
[46:19] lots is only twelve miller's wild and the moon and the minimum required frontage has to
[46:26] be eighteen with so this is not a small deviation. This would be actually the law right now is
[46:33] the three narrower than the minimum required so granting potentially a variant of this
[46:39] magnitude would not be a minor exception it would be a substantial change that
[46:44] undermines the content of the existing zoning below so we respectfully ask the council to
[46:52] clarify some of the following questions what criteria to use the council used to evaluate and
[46:58] decide on a variant request what would lead you to approve or to not approuve a variance request.

[1:08:45] increase garbage a lot of increase noise. Lots of increase speeding dangerous driving
[1:08:53] there's a lot of children walking, there's a lot of still lot of people walking along the
[1:08:59] past. I'm just looking to find out if there is something in place to manage there's been a
[1:09:05] lot of growth there in that area and if there is any system in place or if there will be any
[1:09:11] system in place, including regulating parking the direction of the loop behind terracotta is
[1:09:19] often people going both ways, there's people going drag racing up the stripes and the back at
[1:09:25] our PM when there's kids out there's people sitting next to the picnic tables and take two
[1:09:31] in the morning after day, play soccer and I'm now. I'm not the only one but there are home
[1:09:37] there there is even witnesses and called public security because there was somebody that
[1:09:43] drove from idlewood through the bike path to the parking lot go out of his cars and continued
[1:09:49] drinking and that was like it might be midnight. >> That was off road right.

[1:12:43] bit. I've also ask that letters to the soccer association asking them to be mindful the fact that
[1:12:51] this is a residential area also and they advise whoever using it whether it's been there team or
[1:12:59] or when I'm thinking of visitors teams that there is that that we have to be aware of that and to
[1:13:06] keep our area clean for sure, but we can certainly looked a little bit more I mean a lot of
[1:13:11] this is the responsibility of the people who I mean. I'm not I get it but I find that it's

[1:30:20] get overwhelmed so in essence by building these new things we are helping our floating situation
[1:30:27] cause these basin are created to stop the immediate flow into our water system. So that's the

[1:33:37] expenses in my view so I just find like in to make a parallel with the federal government
[1:33:46] what's been in the news lately the finance minister asked ministry to find billion in
[1:33:54] spending cuts so I was just wondering. Why are we spending money like this war tearing down
[1:34:03] to the South homes for forty-five thousand dollars and then we are rebuilding. An
[1:34:12] installation of a fabric covered structures for hundred thousand cases the only I don't know any
[1:34:20] city that have a fabrique covered structures the only one I know is the Olympic stadium
[1:34:26] and we know what happens to that it's always been ripped. >> I'm not sure.
