[7:21] Oh. Is very, you know, that's.
[7:24] So call you, let me down. Yeah.
[7:27] So when
[7:28] so in English, just to wrap up, basically,
[7:32] we met with,
[7:35] certain, citizens
[7:38] that had, specific questions pertaining to stormwater management.
[7:42] The engineering department
[7:43] went and met with them, and contacted them through email.
[7:46] So those situations were addressed.
[7:48] We also addressed the the pothole situations at 49 and 61 Donaghadee.
[7:53] We visited the beacon.
[7:55] So golf Club and essentially the work that was pertained,
[7:58] there was maintenance works that did not require permits.
[8:01] And last but not least, our flooding claims, are in the works
[8:05] and will be sent out momentarily by the legal department.
[8:10] What are.
[8:13] Ready to start.
[8:14] So first and last. Gary car.
[8:16] Well, just one second.
[8:17] We're just going to go over rules of question. Bruce.
[8:19] Go ahead please. Many people were.
[8:48] A liposomes what up

[9:00] Those compounds are period.
[9:02] The question like body sniff
[9:04] identities as they can say who are they back to Texan.
[9:08] Was this a recent personal disease tradition I guess?
[9:12] Viola, bless some innocent.
[9:13] We respectfully unappreciative.
[9:15] The Paralympics at war didn't aren't you ain't me don't like someone
[9:19] the response of that client agencies download the federal Express
[9:23] on the two the two syllable non maximum.
[9:27] The person does address.
[9:28] Who can say it does have other level siliceous

[9:43] I don't know what question but not part of the question.
[9:45] De la pressure sales can say leap out of the question.
[9:48] I didn't get maximum minute and I think the mom's concept is not perfect.
[9:53] The question was what energy check person, did not propose it.
[9:58] Like you
[10:00] in English, please.
[10:05] The question period is not intended
[10:07] for the sharing of opinions, advice or engaging in debate.
[10:11] All participants must refrain from making personal remarks,
[10:14] insinuations, or using violent, offensive, threatening or disrespectful language,
[10:20] as well as employing words deemed vexatious,
[10:24] disparaging, or intimidating.
[10:26] Question and answer must be clear and concise
[10:29] to, encourage participation, maintain order, and allow
[10:35] as many people as possible to address the council and learn about city affairs
[10:40] on the question of public interest are permitted.
[10:42] All questions of private interests unrelated to city
[10:46] business are not permitted.
[10:48] Please note that once three different attendees
[10:51] have ask a question on the same matter during the meeting,
[10:54] that topic may no longer be the subject of new questions
[10:58] until the question period of the next council meeting.
[11:01] The question periods as a maximum duration of 90 minutes.
[11:04] However, a majority of council members present may agree
[11:07] to extend the question period.
[11:09] Each person is limited to two questions, with or without a preliminary statement,
[11:15] and must not exceed the total allowed time of three minutes.
[11:18] For questions.
[11:21] Thank you.
[11:22] Come on.
[11:22] Say my name is Gary Carr.
[11:34] September.
[11:34] Evening, everybody. Good evening.
[11:36] I have two questions concerning 3 to 9 minutes
[11:41] where they cut down the trees.
[11:44] First question is when is their deadline to have that fixed?
[11:48] And what exactly is it that they will be doing
[11:51] that's in front of your building?
[11:53] A blueberry livery.
[11:54] They cut down those trees, pulled out all the buckthorn in late October or no,
[11:58] in November, December, I guess. Right. Yeah.
[12:00] So, they have to replant.
[12:01] I can't tell you exactly the dates.
[12:04] Spring has just started.
[12:05] If you want to.
[12:06] Who is to call you back?
[12:08] If we have a planner or whatever, we can get back to you.
[12:10] But right now, they have to do it as part of the.
[12:12] When they had the right to cut down those trees
[12:14] and to replace them with a certain stuff so we can get back to you shortly.
[12:18] But I can't tell you that if they do have a plan, they do.
[12:21] Perfect. Thank you.
[12:23] Thank you
[12:26] so much, Clare Murphy.
[12:36] Hello.
[12:36] Hello.
[12:37] So, basically, I'm just here to find out about the,
[12:42] what the intentions are of the the hotel or whatever the they want to call it.
[12:47] That's supposed to be going up in the in the most parking lot area.
[12:51] I, you know, you hear all kinds of rumors.
[12:54] I don't know, I heard something like, about a 17 floor hotel.
[12:57] And I'm just wondering, do we need that? And.
[13:00] But how is that actually going to happen?
[13:03] Or is it just, I know that it's already that they can be done.
[13:08] It's that's that's a done deal.
[13:10] But do we want this to happen?
[13:12] So that's on the agenda. 17.5.
[13:15] Do we want to address it now.
[13:17] Do we want to I would because I think there's quite a few people here to 100.
[13:21] You can already take question if you want to.
[13:23] But people will have the chance to, voice
[13:26] their voice, their opinion, once we get there.
[13:30] Okay.
[13:30] So basically what's happened is, there's conditional use
[13:34] on that parking lot, right now.
[13:35] We we're talking about Saint John's and Brunswick.
[13:38] We're let's call it the most Moses where squirrel is, is.
[13:41] And right now the, has been there were sold a few years back
[13:45] and the person who bought
[13:46] it is proposing doing a bunch of stuff over many years there.
[13:49] But the first thing you they want to do is build a hotel on the corner
[13:53] of Brunswick.
[13:54] And Saint John's,
[13:55] on the empty part of the parking lot, which is the zoning is already there.
[13:59] So tonight, why it's on the agenda is because in our in that regulation,
[14:03] although the zoning is already existing, we still have to make sure
[14:07] that council agrees with, a hotel or whatever.
[14:11] One of the options is on that.
[14:12] In the, in the bylaw.
[14:13] And this happens to be for a hotel.
[14:15] No, we haven't seen the plans yet.
[14:18] We don't know what's going there.
[14:19] The first step is, is it something we'll look at?
[14:22] That's what the purpose of the of this, action tonight is.
[14:26] After that, as we to another step, this guy open and has to go to another
[14:30] step.
[14:31] So as a as it progresses, then that's where the council gets involved
[14:35] and has an opportunity to do how many floors, how big.
[14:38] This right now we're not even there yet I well okay.
[14:41] Just because I think I think there's a number of people
[14:44] that don't want to see a 17 floor hotel.
[14:48] Well and they are I like I said, we don't have any height.
[14:50] We have nothing determined yet.
[14:52] And, that mall is going to change a bit down the road.
[14:55] So I know people are worried about traffic to have to be a traffic study.
[14:58] There'll be,
[14:59] retail stores that maybe will not exist because some of them one
[15:02] already move somewhere else.
[15:03] So, you know, right now there's some there's one type of traffic there.
[15:08] It might change be another type of traffic.
[15:09] But everything the pieces have to fall into the puzzle down the road.
[15:14] So this is just the very, very first baby step of, of a long process.
[15:18] And we'll be back for the next update. There you go. Thank you.
[15:21] Thank you.
[15:24] Mr. mayor,
[15:25] I just want to have, just a nuances on what you just said about this car.
[15:31] Hope it's not scope, is it?
[15:33] The speed. Skip this part. Skip boiler.
[15:37] Just wanted to make it clear.
[15:39] Thank you,
[15:41] Randy Bowman.
[15:47] Have I?
[15:49] Hi. Hi.
[15:49] And it's on the same subject.
[15:52] I'm just, regarding the mowers that.
[15:54] Screw these area.
[15:56] Do we still, as citizens, have,
[16:00] is it a done deal, or are we allowed to as the process goes along?
[16:05] It's going to take a while, obviously,
[16:06] but are we going to have any sort of veto over the size?
[16:11] How many?
[16:11] How many parking spaces are going to be
[16:15] all that sort of stuff because it's so congested there.
[16:18] And as we all know, because we all live here
[16:20] and the roads are, you know, what the roads are like.
[16:24] And, I'm just wondering, is it
[16:27] is it is it a done deal or is do we have some sort of veto on
[16:32] a size shape?
[16:35] That sort of thing is not nothing's a done deal
[16:38] because it's only the beginning of a very.
[16:39] It's a first of many, many steps.
[16:41] Yeah. But, Mitch, do you want to explain the process?
[16:44] There's no I know there's no referendum, but do you want to explain
[16:47] tonight is going to be people can voice their concerns and so on and so forth.
[16:50] Explaining the process tonight is just the, approval
[16:54] of the request for conditional use.
[16:57] And this is just to allow this kind of project, that hotel, motel
[17:01] or auberge Inn in this zone is just to approve
[17:05] this use in that zone. Right.
[17:09] So number one, number two, these, this kind of project takes a long time
[17:15] to, to be, to be, to be finished on paper
[17:20] because there's a lot of negotiation with the planning department here
[17:24] and, a lot of back and forth,
[17:28] back to, the, draw dry drawing board.
[17:33] Yeah.
[17:33] But, at this stage, if the project doesn't need,
[17:38] any minor variation from now on,
[17:41] the project will go through this pay
[17:44] bylaw and the analysis from pack
[17:48] and, rescue Committee cost as it is,
[17:51] and it will be back to council for approval.
[17:54] But at this, based on what I know now, there is no need for referendum or,
[18:02] approval, but,
[18:04] people will be, allowed to voice their opinion
[18:08] if a minor variation of several, many variations are needed in that project.
[18:13] So the same way that tonight use conditional use is subject to,
[18:18] the approval of Council based on what a citizen will have to say.
[18:23] Minor variation is the same procedure.
[18:26] But based on what I know of this project right now,
[18:29] we don't need any, other approval from citizens.
[18:32] Like a referendum. Right.
[18:34] So the the owner of the property,
[18:38] basically, he owns the property so he or she can do what, with approval.
[18:43] They can do whatever they want with that.
[18:44] Yeah, but it has to have, of course, this person that this person must,
[18:49] respect our bylaws or a planning bylaws and construction bylaw.
[18:54] Yeah. Okay. Cool.
[18:55] Just because I use that area a lot, I have a doctor there.
[19:00] I work at most every once in a while, blah, blah, blah, blah.
[19:03] I go to school is, you know, whatever, just as, you know, it's,
[19:07] I'm concerned about those businesses.
[19:09] But then Mr.
[19:10] Mayor, explained some stuff to me, to us earlier.
[19:12] Thank you.
[19:13] So I'm just it's a concern, you know, where these people are going to go.
[19:18] Scarlett's. It's been there for a long time.
[19:20] Our doctor just moved there.
[19:22] So he's, you know, from another place.
[19:24] So stuff like that.
[19:25] Most just had the big flood and they just reopen and stuff.
[19:28] So these are concerns that we have
[19:30] and nothing's going to be done overnight right now.
[19:33] It's a long process.
[19:34] You know,
[19:35] from what we've been told, there's only what we've been told I can guarantee.
[19:38] Yeah.
[19:39] The tenants have been all notified. Yeah.
[19:41] Your doctor's office is. I know for a fact they've been notified.
[19:44] I know some doctors are wanting to move anyway, and, yeah, an office in
[19:48] there wants to move in. Do they want to downsize?
[19:50] I was given the opportunity, but I can only tell you what I've heard.
[19:52] Yeah, but, living on this is is part of the process.
[19:56] Yeah.
[19:56] And I, we've probably heard rumors Carol is going to move to, but not moving far.
[20:01] Right. Again, that's what we've been told.
[20:03] And that they are moving to be relocated at the expensive developer
[20:06] will it also be stuff happening?
[20:08] Yep. But, nobody wants to see them.
[20:11] It's all it's all happening for a reason.
[20:13] Yeah. Times have changed. Needs have changed.
[20:15] Yeah.
[20:15] And, and it's important that we're discussing this because we're all. Yep.
[20:19] Citizens. Right. And. Yeah.
[20:20] And the other thing is like the taboo said, as long as there's no
[20:24] right now they're not asking for anything out of the ordinary.
[20:26] They're asking right what's in the bylaws.
[20:28] So we have no choice but to move forward. Great.
[20:31] Thank you, thank you. Appreciate it.
[20:32] And just if there's a lot of people here with the same questions like technically
[20:36] we're going to take three questions on that topic.
[20:38] But then when it gets to 17.5, when it comes up on the agenda,
[20:42] then you'll be able to come and
[20:43] ask more questions that point there be like, all right, thank you.
[20:46] Next.
[20:48] No, sorry.
[20:49] You have to come to Lucia Bergoglio.
[20:53] You know, you you're on the list
[20:56] at 17.5.
[21:03] Hello.
[21:04] I, I'm here to represent the, residents
[21:07] of the green Greenwich Village.
[21:10] So I myself am going to be followed by another, resident.
[21:15] And the.
[21:15] And the purpose is to present a petition,
[21:18] as residents of Point Claire,
[21:21] to improve the availability of legal year
[21:24] round street parking in the Greenwich Village area.
[21:28] And as you know, it's a high density residential development
[21:32] over the last seven, eight years.
[21:34] And, it includes townhouses, condominiums,
[21:37] and which significantly increase the number of vehicles,
[21:41] relative to available parking spaces that are available.
[21:46] So, a lot of the three, four bedroom townhouses
[21:50] only have like one one large car garage or two small ones,
[21:55] and there's, insufficient parking space for additional household vehicles.
[22:00] A lot of people have older children,
[22:03] visitors, particularly overnight guests, especially over,
[22:08] the winter and, service providers.
[22:12] So we have a big shortage of legal parking options.
[22:16] The impact on the residents is, difficulty finding legal parking.
[22:21] There's only four actually guest parking spaces
[22:25] for about 170 townhouses.
[22:28] There's a lot of people that are getting parking violations and fines
[22:32] because they just go round and round, and there's no other option.
[22:36] It's inconvenience, especially for overnight visitors or for holidays.
[22:40] And there's, congestion and safety concerns.
[22:45] And there's been disputes among residents because of parking,
[22:48] double parking in front of their garage and stuff like that.
[22:52] So, Ben is going to give a few examples, but the requested action is we,
[22:58] respectfully ask the city to consider solutions to this problem.
[23:03] We have a few, suggestions in our request.
[23:08] We have the, this 78 right now
[23:11] signatures from residents of the Point Clare and surrounding neighborhoods.
[23:16] And, we would appreciate that the city's attention to this matter
[23:21] and would welcome the opportunity to discuss potential solutions.
[23:25] We have, the support of, of, of the neighborhood,
[23:30] and we have listed some requested actions,
[23:34] but I'm not sure how the procedure works, but we would love to have an open
[23:38] discussion and, and hopefully find some kind of solution.
[23:43] Okay.
[23:44] Well, great for taking the initiative.
[23:45] And your councilors have been working very hard
[23:47] bringing up the council on a regular basis.
[23:50] We as a city, started looking at options.
[23:53] There's many moving parts.
[23:55] Yeah.
[23:55] In that while right now we're so tram on, buildings aren't finished
[23:58] and so it's awkward, but we are looking at it.
[24:01] If you would please deposit your papers with the Griffin phone number,
[24:05] there's contact information.
[24:06] We will talk to each other and we'll call you.
[24:09] And, I would love to have a meeting.
[24:10] Sit down. Meeting here. Your solutions.
[24:12] We think we have some ideas, but let's hear what you guys have to say.
[24:15] And, keep the ball moving forward.
[24:17] I'm going to be followed by Ben.
[24:19] He has a few other things, but that's. Yeah. Thank you.
[24:21] Thank you.
[24:24] Ben was moving.
[24:38] Mr. Mayor Mojo.
[24:40] Yeah.
[24:41] Just, you know, what is the, point

[28:43] So much.
[28:43] Oh comes zero constitutive competition
[28:47] should remain.
[28:48] MAV, we're talking about a year.
[28:50] You're going for insulin.
[28:53] There is. You're going from.
[28:54] Okay let's be honest.
[28:55] It comes easy on the antenna regarding the solution.
[28:59] This will be massive okay.
[29:02] Jonathan McLelland.
[29:12] Hi. Hi.
[29:13] This is new. The podium. It's good for my notes.
[29:15] Just before I start, could I ask you, sir, at the end of the when you talked
[29:20] about the golf course, you said there was a letter sent about flooding.
[29:24] Was that a letter to the golf course?
[29:27] No, I didn't say there was a letter sent to the golf course.
[29:30] What I said is basically that we visited the golf course and, the work
[29:35] that was done was maintenance related work that did not require a permit.
[29:39] But I thought you said there's something about a letter.
[29:42] No, I
[29:43] misheard, the letter to citizens is the claims,
[29:47] essentially related to the flooding episodes in August of 2025?
[29:50] That has nothing to do with the golf course.
[29:53] I. I enjoyed something, doing something else.
[29:57] Okay, okay, so here I am again.
[29:59] Hope I'm not.
[29:59] Hopefully I'm not a fixture at these these things.
[30:03] I presented I talked to last time about the flooding
[30:07] we had on Long Meadow caused by the golf course.
[30:11] And I represent,
[30:13] 15 of the residents of Longmeadow.
[30:19] Mr. Mayor,
[30:19] you said you would take this or you were taking this issue seriously.
[30:24] Which I appreciate.
[30:25] And you said you would visit the golf course, which you did not.
[30:29] We didn't really visit. We had everybody.
[30:31] With us was myself, the director general with the, public works with us.
[30:36] We had their engineer with us, they had their general manager,
[30:40] and we had somebody else.
[30:41] And we went on a whole tour of all the areas.
[30:43] Oh, that was my question.
[30:44] We went on to interventions the city has done over since the flooding.
[30:48] And so everyone was there. Yep.
[30:51] Except me. But, It's okay.
[30:53] No, no. We are. We probably should've invited you.
[30:55] Good point.
[30:56] Yeah. Well, I'm glad you did that.
[31:01] So my my question is, is simple.
[31:04] Because what we're looking for is a reassurance
[31:08] that this is not going to happen again, because we've got the golf course, which
[31:11] I believe, operates, what's the word?
[31:17] Oblivious of the neighborhood.
[31:19] And it seems to do what they want.
[31:21] I'm not going to debate what constitutes maintenance and what doesn't,
[31:25] but they did, in our opinion.
[31:27] They flooded our properties.
[31:28] They take no responsibility.
[31:30] So they're acting on their own, doing whatever they want in their land.
[31:33] So my question is for the city to say,
[31:37] for the city to act, to take it seriously.
[31:40] And what steps
[31:44] will the city take to ensure that flooding doesn't happen again,
[31:49] and to ensure that the work that we're,
[31:52] carried out on the golf course is somehow
[31:55] monitored by the city, because I believe they just do it on their own.
[32:01] They said they didn't cause the flood, but they're going to dig a new ditch.
[32:04] Who knows why.
[32:05] So, so that's my question.
[32:08] What steps is the city going to take?
[32:09] Are they are they do they intend to monitor,
[32:13] the work that the golf course is, is,
[32:16] purportedly prepared to do to, to,
[32:19] ensure that we don't have flooding in the future?
[32:23] So I'm going to say yes.
[32:25] Listen, everybody's lived through, climate change.
[32:29] You get 100mm of rain.
[32:30] The golf course has been there for years and we never had major problems.
[32:34] The major problem started Will rain was one thing that was the rain.
[32:37] So I'm not talking about the rainstorm.
[32:38] We're talking about March last year. Yeah.
[32:40] We had nothing to do with rain.
[32:41] It was. It was not even spring melt.
[32:43] They drained their pond. Right.
[32:45] So what I was going to tell you my whole story,
[32:48] but I'm not going to waste my time.
[32:50] So, what's happened?
[32:52] They've done everything they can on their property.
[32:54] They they've dug deeper and deeper in order to hold more water, because that pond,
[33:00] collects water
[33:00] for approximately 20 some acres of land.
[33:03] The deposit is shared between the residents and the golf course,
[33:07] which is, they clean up what they can.
[33:09] Not everybody is, good citizens.
[33:12] And people put stuff in and they put their leaves in.
[33:14] Who? Yeah,
[33:15] I dispute the fact
[33:16] the golf course cleans the ditch, but go ahead and do what they can.
[33:19] And we were there.
[33:20] But why?
[33:20] They're going to dig another ditch on their property 100% on their property.
[33:24] That would they'll be responsible and they can contain it.
[33:26] Because right now if you go and look at that ditch, which we did, is not easy.
[33:29] It's not accessible.
[33:30] There's all kinds of trees and shrubs and stuff is growing there, put there.
[33:34] And everything in there have been so, I mean, they can't go.
[33:38] They're doing what they can, and they've done a lot of work,
[33:40] in order to, everything that had to be done,
[33:44] as far as we're concerned, the ditches have been, were they
[33:47] they connect into the city sewer pipes that they've put big rocks on them
[33:51] so they don't give in and blocked the pipes.
[33:53] We went there to make sure that everything was flowing.
[33:55] The streams are all flowing.
[33:57] The pond.
[33:57] Like I said, they dug it deeper to hold more water.
[34:00] They've taken the serious okay.
[34:01] And hopefully that the dirt.
[34:03] But they didn't do this hoping it doesn't work.
[34:05] They're doing it hoping it will work. Okay. Yeah.
[34:07] The last thing they'd like to do, which I think is,
[34:09] one more measure is dig that ditch and then they'll be digging that
[34:13] hopefully this fall.
[34:14] So that's another measure
[34:15] that it will make it easier for them to take care of,
[34:17] because it'll be strictly on their property.
[34:19] They can keep all the shrubs and everything cleaned away from them
[34:21] so they can get in there to clean it.
[34:22] Right now we walked in, it was very hard to get access to a big part of that.
[34:26] Sure, sure. And we went all through the golf course.
[34:28] We didn't just go down, we went.
[34:30] There's maybe there's a few areas to be if we're never there.
[34:32] So. Yes, we'll have to give them time.
[34:34] We have to believe.
[34:35] But we saw that they've done the work
[34:37] that they think is necessary and what we think is necessary.
[34:40] We've done work to we did a lot of work to, as a city, okay.
[34:42] To make sure that the, the pipes are flowing.
[34:44] We got people that are now well aware,
[34:47] our director of public works that came with us, he was so informed.
[34:51] I was so impressed with the gentleman because he's
[34:53] he's been working for public work.
[34:54] We just got put into, the position of,
[34:56] interim director general by director of a plant.
[34:58] He was so aware of the creeks and the flow of the water.
[35:02] So I really felt confident there on top of it.
[35:05] They're watching. They know what they're doing.
[35:06] So I was very, very relieved that, they need to go.
[35:10] They they've been a lot of attention to it. Good. Well thank you.
[35:12] I'm glad you were, trusting person.
[35:15] I am much less trusting of them. But,
[35:19] what can I do?
[35:20] I saw it, I saw what they did,
[35:22] and I can give them the benefit of the doubt they've done.
[35:23] I think they've done
[35:24] what they think they can and what we think they have to do.
[35:26] And we'll monitor, okay.
[35:28] We don't.
[35:28] We're not trying to nobody.
[35:29] There's no favoritism to get the system. Good.
[35:32] Okay, Carol,
[35:33] I just feel that on the street we are a very small fry compared to them.
[35:36] So I would suggest that the city
[35:39] make some kind of effort to monitor whatever they do and will.
[35:42] Of course we will. And the work has been done.
[35:44] Maybe should have been communicated better, but absolutely.
[35:47] I was very, very impressed with the joint effort to try to alleviate
[35:50] as many problems as possible.
[35:52] Okay. Thank you. All right. Thank you.
[35:56] Regina Misner.
[36:05] Hi. I am, Jonathan's neighbor, Longmeadow.
[36:08] So obviously this is a worrisome issue.
[36:12] You know, we facing our windows are facing the golf course,
[36:16] and I've lived there close to 30 years, and we noticed that
[36:21] there is, maintenance work and there is heavy duty work.
[36:25] And we believe the golf course is putting wool over everybody's eyes,
[36:30] telling you of maintenance work, which, definitely it wasn't.
[36:35] So, you know, they are trying to brush it off.
[36:37] I'm curious if there is a way
[36:40] that, city has any power to,
[36:45] find the records of exactly what kind of maintenance.
[36:50] What was the scope of the maintenance issue?
[36:53] It was huge.
[36:54] It went for two years, you know.
[36:56] So definitely that is something that is not clear and we are not trusting them.
[37:01] Now, speaking of the ditch that is behind our houses, you know, we call it
[37:07] a waterfront property when it rains heavily, but otherwise it's dry.
[37:11] And there were years.
[37:12] I remember when we moved here, I don't know when it stopped that
[37:16] I believe it was the city.
[37:17] They were clearing the ditch.
[37:19] They were, you know, clearing it off the leaves.
[37:21] And they were, breaking the ice in the winter.
[37:25] We do try to, you know, clear it behind our house.
[37:29] But over the several years or so and I'm not sure is that the hydro,
[37:33] is it the city?
[37:34] Is it the golf course?
[37:35] You know, they clearing the trees, cutting the trees to,
[37:38] prevent
[37:41] the branches falling off on the hydro lines
[37:45] and, they cut it and they leave humungous.
[37:49] Like some are over a meter in diameter, stumps
[37:54] which partially block the ditch.
[37:57] Now, then, when it rains,
[37:59] of course, there is a lot of, bushes and branches and leaves.
[38:03] So as the water flows, it gets caught on those branches.
[38:07] So I called hydro. I called the city.
[38:10] Everybody tells me that nobody
[38:13] removes branches that are more than six inches in diameter.
[38:16] These are like meter.
[38:18] So the, the, the, the partial stamps are just blocking half
[38:24] way to ditch, which again slows the process of clearing it.
[38:29] So whose responsibility it is.
[38:31] And, and what is our venue to get it done.
[38:36] More when hydro unfortunately.
[38:38] And I know you don't want to hear that when I don't catch all these trees.
[38:42] On the back of the server to them back, you know,
[38:44] they leave all the wood that we've had.
[38:45] We've had many arguments and discussion on, homeowners because I do
[38:49] just like this are your problem, our problem to clean it up with it.
[38:53] Right or wrong, we have to know.
[38:54] I did not take responsibility for that ditch again is not clear.
[38:59] And we're trying to find actually,
[39:01] all the people work to find out who owns what, because it's everybody's is owned
[39:05] by the city and by the golf course and by the residents.
[39:08] So there's many.
[39:09] And we're trying to dig in the archives to find out
[39:12] who's responsible for cleaning it.
[39:14] And, you know,
[39:15] yes, it's a you might be a great resident and you clean in five year,
[39:18] but doesn't mean everybody along the road that cleans it right becomes a problem.
[39:22] And some of it is not accessible anymore
[39:24] because have been too many trees and shrubs.
[39:26] But all I can tell you is that the,
[39:30] the work has been done.
[39:31] We're quite confident it's going to work.
[39:33] I mean, we haven't seen the results and hopefully, they've done some,
[39:37] a lot of work as we're doing work that was illegal, not maintenance.
[39:41] What they did, we found out, was that they used to have in here
[39:44] they had a drainage system underground,
[39:47] back to 1970 or something.
[39:49] 19 something. They had all these pipes.
[39:52] All those pipes were blocked and they were broken down.
[39:55] That's what you see them redoing.
[39:58] And they're redoing those pipes.
[39:59] That's why they said it was maintenance. They were changing.
[40:01] What was the existing thing from the 1970s?
[40:03] But in the meantime, like I didn't mention the gentleman.
[40:06] They dug the pond deeper.
[40:07] They've cleaned out the ditch,
[40:09] open the culverts, and then they put a dam on the pond to be able
[40:12] to control the flow of the water and stuff. They've done a lot of stuff.
[40:15] So let's give them the benefit of the doubt and, and see if it works.
[40:20] I mean, they've, they've done what they want to do,
[40:22] and they're still going to do more.
[40:24] So let's see if it works.
[40:25] And if not, will we're going to monitor it.
[40:27] We're going to see if it works. You're going to monitor it.
[40:30] If there's something else that's to be done.
[40:31] There's no magic.
[40:32] We're learning as we go along because times have changed. Right.
[40:35] So we're going to give them the benefit.
[40:37] Don't work with each other and hopefully it will all work.
[40:40] And then when the right solution thank you will watch there.
[40:44] Thank you and let us know if it doesn't work or if it does work.
[40:47] Please come back and tell us the work well.
[40:50] Sandra mack, you.
[40:55] Good evening.
[40:56] I just wanted to get an update on the completion of the, biodiversity study.
[41:02] That's been this underway for Fairview Forest.
[41:05] Do you have a date?
[41:07] And, Mr.
[41:07] Schiller, can you answer that, please?
[41:09] Or if you have a date,
[41:12] we don't have a specific date, but it'll be over the course of the summer.
[41:15] Over the summer? Yeah. Okay.
[41:16] Just a second question.
[41:19] A different topic, relating to, the bike path, and I,
[41:23] I know that you're you're fighting to get us a bike path with the REM coming.
[41:28] Do you have any news on how that's going? And
[41:32] no news, anything to do with that area?
[41:34] The REM would know.
[41:35] Everything is like there's no communication right now.
[41:38] So, I don't want to mislead you, but, hopefully once the REM is up and running,
[41:44] which we don't even have a date yet, they're going to give us 30 days notice
[41:47] and they won't.
[41:49] Nobody knows.
[41:49] They've called everybody that anybody knows anybody is totally top secret.
[41:54] But once it's up and running, hopefully we'll have more communication open
[41:58] and we can discuss the different things, that we've been asking for
[42:02] for a long period of time.
[42:03] So right now there's still open silence.
[42:06] So there's no plans for a bike path?
[42:09] Not right now.
[42:09] Not not as we speak today. Right? No.
[42:12] Okay. Thank you. But we're looking at Bixi.
[42:15] Oh, there you go. That's great. It's
[42:18] Stella Healey.
[42:22] Oh, that's,
[42:26] I wonder.
[42:30] Good evening everybody.
[42:33] Good evening. Everyone in the front here.
[42:35] I wanted to thank you for having the time to speak.
[42:39] It's challenging to put so much into a three minute limit.
[42:44] I ran a city councilor so I can appreciate
[42:47] your challenges in meeting the different citizens requirements.
[42:51] And also the approach.
[42:54] I had,
[42:56] presented two issues of concern to the property.
[43:00] 55 hillside,
[43:02] demolition.
[43:04] And today I'd like to ask you if you would I provide I have been to the building.
[43:09] I'd like to ask if how we could as citizens, ensure that we are
[43:14] complying with the environmental policy of Point Clare
[43:18] by making an amendment to the bylaw
[43:22] 2987 that might
[43:26] provide satisfaction
[43:29] for myself, and especially for my neighbor who bought the place that I've met
[43:33] and who's a very pleasant and respectable person.
[43:37] I would like to specifically ask,
[43:40] is there a possibility for the city to recognize that
[43:44] rather than put up two immense large structures
[43:48] that would be very destructive for the trees, the hedges
[43:52] and the birds and all of our vegetation that we could make, perhaps.
[43:57] I don't know how the process is, but some amendment
[44:00] that would permit him, as he said, the city doesn't allow me.
[44:03] But if they do, we can look at that to put the two houses together
[44:08] in one townhouse, and that would provide
[44:13] protection for all of the concerns, most of our concerns.
[44:16] So that's one question. And I don't know what the answer would be.
[44:19] And if you would provide that for me, if you would please,
[44:24] I don't know.
[44:24] I mean, I don't have that answer right now.
[44:26] Obviously, he's, his plans have been presented,
[44:30] here to the existing bylaw that's in place to go and change of bylaw today.
[44:34] And see, going to me would be a little bit more complex
[44:37] because I believe that property has been subdivided already.
[44:42] My, that's why you bring up
[44:43] two homes, they believe, because with them divided the law.
[44:46] They believe.
[44:47] I don't know all the details, but, that's the best I can give you right now.
[44:50] Okay, to clarify, I helped the neighbor get her double
[44:53] lot permission, authorized with the government of Quebec.
[44:57] And what we are concerned about and what we would like to avoid
[45:01] is providing a solution.
[45:02] We want to protect the birds and the trees.
[45:04] So why could we could look at this and make it?
[45:07] I don't think it's a big amendment
[45:08] because in the bylaw, which I just happen to study, they suggest
[45:12] that it can be done with permission from council, I don't know.
[45:16] So I thank you for that time and the other concern I have,
[45:19] and I really want an answer on that, if you could, please,
[45:21] because we're really all working together.
[45:23] And the ten citizens signed a paper which I brought to you.
[45:26] So the other question I have, and if I may,
[45:31] I would like to
[45:32] ask, I didn't give my name, by the way, it's Stella Hailey.
[45:35] I'd like to ask, when I look at the minutes in your print form,
[45:40] the minutes used to have
[45:43] what the citizen subject matter was when they approached
[45:47] council, whereas now they just put the citizen's name.
[45:50] And I would like to see if you would look at that and see if that really does
[45:54] provide the right transparency that citizens have,
[45:58] so they can recognize that their problem is not unique to themselves,
[46:02] but it might be a shared problem and a shared solution.
[46:05] So that would be one thing
[46:07] and the other thing is,
[46:08] I just didn't understand what you said about the 2987 earlier.
[46:11] And I asked I when you read the dot, when you read the, the, specifics.
[46:17] Yes, I have them for me.
[46:19] Your time is up though. But about that. Yeah. About that.
[46:21] Could you clarify what you said?
[46:23] Time is up.
[46:24] So, according to the bylaw, 2987,
[46:28] you're asking to have a change in order to allow a semi-detached, townhouse.
[46:33] I said that right now, what's been proposed, I believe, is what it does.
[46:37] The existing allows and that, those lots have been subdivided, I believe.
[46:42] And that's why there's two houses going up.
[46:43] And that's my answer to that.
[46:44] Okay.
[46:45] Could I ask you, is there any possibility of looking at that and finding a solution
[46:49] rather than destroying on the trees and the birds homes?
[46:51] Can we just do that sincerely.
[46:53] But can you answer up? I'm sorry, three minutes.
[46:56] Could you just provide that in writing?
[46:57] But I didn't understand what you said, sir, when I asked you about what he's.
[47:01] What, could you repeat what you had said earlier?
[47:02] But us allowed to go to the next person?
[47:05] Please.
[47:06] I just think it's Brant Cowan.
[47:09] Thank, thank you.
[47:19] Hello.
[47:20] I have a question about two items were removed from the agenda last month.
[47:24] There was the item on the, I think it was a minor exemption request
[47:28] for 37 carts and also an item on,
[47:33] on the,
[47:35] to provide, renew a contract with LinkedIn.
[47:38] I tried to find out information about what was going on,
[47:42] what was the background on that.
[47:44] And I was told it was
[47:45] they were withdrawn to, allow council to get more information.
[47:49] So could you update on those two?
[47:51] Absolutely.
[47:51] So LinkedIn is there was a large contract by members, but $132,000,
[47:56] to use them to, find people to come work for city
[48:00] Council didn't feel comfortable approving it.
[48:02] We wanted questions answered. We wanted the data.
[48:04] We wanted stats, so we would do it,
[48:07] believe it or not, since then, we've made many requests to LinkedIn.
[48:10] We still not we still have not gotten that information.
[48:13] That's why it's not come back to the agenda.
[48:15] Until we get that information, we won't make a decision on it.
[48:18] And as far as 37 card, see, there was four items,
[48:22] I think, if I remember right, there's three derogations
[48:26] or two derogations and one where there's three items.
[48:28] And, we didn't come to consensus on all the items,
[48:31] so there was no point in putting it on the agenda
[48:33] and having two of the things approved and one not approved,
[48:37] and it would have been a waste of time and money.
[48:38] So we would do it so that we could work with the owner
[48:41] to try to get everything straight and then work with that to try.
[48:43] Everything's been sort of either be completed, refused or approved.
[48:47] So it's just again, they will probably be on the agenda for next month, two months
[48:50] to get that information, that, sorry, two months to get that information then.
[48:55] Yeah.
[48:55] Thank you.
[48:56] 27 committee, if I can add just this, details, Mr.
[49:01] Cohen is we didn't have the time to publish the notice before this meeting.
[49:06] We need 15 days, so we have to wait until, may
[49:12] to, put the item on the agenda
[49:15] to have the time to publish for 15 days.
[49:21] Alistair Dinning.
[49:27] Good evening.
[49:28] So I'm going to pick up on the question that was asked already about updating
[49:32] the way the minutes are recorded, that we can capture the questions
[49:35] because you just said we want data, we want information.
[49:39] The minutes don't give us that.
[49:42] Can we can Council please update the minutes
[49:44] to capture the questions from, the public.
[49:48] And I know there's legal
[49:49] like we meet them at Legal bar, but this is about giving us information.
[49:53] It's video recorded so you can have access to it.
[49:56] The on the website, if I wanted to
[50:00] look at three years worth of video, it is will take me a week.
[50:04] Okay.
[50:04] That's not practical. Okay.
[50:06] I went through six years.
[50:09] I got through
[50:11] three years of written questions in a couple of hours.
[50:14] I don't have a week.
[50:15] I have a job to go through the other three years of video.
[50:19] The video is not practical.
[50:20] It needs to be written down. Please.
[50:22] Well, we can take a look at the how do we change the way
[50:24] we did it that we have?
[50:25] No, we don't we don't have to do it.
[50:27] It's not about we can see how we change anything from the way we work to do it.
[50:31] We? Yes we did. Okay. So we don't.
[50:34] Yeah. Okay. We'll discuss it. Yes. Thank you.
[50:36] Since Covid we're in Covid we had the questions.
[50:39] Now we don't.
[50:40] Yeah okay. Good.
[50:41] We got, and to that point as well the my
[50:45] my original question was about the bike, about cycling from here.
[50:49] How would you cycle from here to the Rim station.
[50:53] We've had 6 to 8 years to plan for this,
[50:57] and I would
[50:58] like we're expecting it to open in the next couple of months. Yep.
[51:01] So what would be your route to get from here to the rim safely?
[51:06] Most pretty.
[51:06] But right now there is no safe route to get there.
[51:08] Absolutely no safe route.
[51:09] If you've watched me or read me in the newspaper and all the comments,
[51:13] they've been asking me, I am totally frustrated with the whole process.
[51:17] There's been no communication with us.
[51:19] We're redoing the Saint John's overpass.
[51:21] There's no way,
[51:23] putting a safe, secure, passage for bikers unless you put traffic lights.
[51:28] The problem of Saint John's overpass is those arms going east
[51:31] and west on the highway. Right?
[51:32] And right now, if you were to put a traffic light,
[51:34] they were slow down the traffic. You back up the traffic everywhere.
[51:36] So. Well, we are we're going up in 2017, 2018, 2019,
[51:42] the federal government opened up
[51:43] a fund of $400 million for active mobility and so on for infrastructure.
[51:47] We made an application,
[51:49] to get an overpass over the 40 beside the Saint John's overpass.
[51:53] At the time, that's where it was going to go,
[51:55] to go over to 12 lanes, six lanes of highways, six lanes, a service road.
[51:58] It would be a secure overpass.
[52:00] And we got $8 million.
[52:02] And at the time, the project was estimated somewhere around 13 to 15 million.
[52:07] Stuff went on.
[52:08] There was election stuff went on.
[52:11] There was a debate about where it was going to go, how it's going to get done.
[52:15] And now the new cost of some around $40 million,
[52:18] so right now is on all we don't have $40 million.
[52:21] So we're looking at other options.
[52:23] But do we agree with you? Absolutely.
[52:26] The rim coming year and putting the station
[52:29] on the north side of the highway versus coming down the middle,
[52:32] I would think they originally proposed they were supposed
[52:34] to come down the middle, I believe they did in Brossard
[52:36] and have the station the access on both sides.
[52:38] The highway would have been completely different,
[52:40] but right now it's on the north side.
[52:42] We have to get across
[52:43] for us as a municipality, should we be as being all that cost?
[52:47] I don't think so.
[52:48] I think there should be a joint venture and that's what we're looking at.
[52:50] We're negotiating with different parties to see what we can come up with.
[52:53] But as the ramp opens, there is no secure way to get across there.
[52:57] And I agree with you 100%.
[52:59] Is there a timeline for a plan to have?
[53:00] No no timeline?
[53:01] We're in negotiations, as I told the people earlier tonight,
[53:04] even talking to us right now,
[53:06] they're going to get it up and running and they'll give us 30 days notice
[53:09] and then hopefully the chain of communication will open.
[53:11] Hopefully they'll realize that there's a issue that people can get to.
[53:15] There's no parking, there's no access.
[53:16] There's all kinds of issues.
[53:18] But they're not listening.
[53:19] So we will cross it as we get there.
[53:22] But we're all adamant.
[53:23] We all realize how important it is. But,
[53:27] there's no magic.
[53:27] I'm sorry to say that one man I wish I had that. I wish I you.
[53:30] It was a dig, a tunnel.
[53:31] But there's no magic and any way of extending the bike path down Hymas
[53:35] to the other station to sources that's still in our jurisdiction.
[53:38] Down. I miss. Well, it goes all the way down.
[53:40] I must now tell there was a plan, but it's not in the near future.
[53:44] Right?
[53:45] It goes to Delmarva.
[53:46] Then it goes, oh, yeah, let's let's give it some time because
[53:49] let's there's a lot of we have so much work, money
[53:53] to spend on the infrastructure due to the REM coming.
[53:56] And the overpass is costing us $12 million.
[53:58] Intersection of Brunswick and Saint John.
[54:00] Cost is tens of million dollars. Updated all after.
[54:02] There's only so much we can do, the capacity for everybody to pay.
[54:06] So we have to prioritize.
[54:07] But I'm pretty sure that all those things, that it's all part
[54:10] of moving forward to making the REM work, but we can do it all at once.
[54:13] Okay. Thank you. Thank you.
[54:16] Susan Weaver.
[54:26] Okay.
[54:27] Just want to let everybody know that there's empty bowls
[54:30] coming out of the bowl.
[54:31] The potash will be on May 2nd from 11 to 3 at the Nautical center.
[54:35] It's a new location, so we're on the move now.
[54:38] So it's in in-store, indoor, outdoor, and, this is our 11th year.
[54:44] We're having empty bowls.
[54:45] And I've participated in in the empty bowls since mid 90s.
[54:50] And it's last the longest in point Clare.
[54:53] So I hope it'll be good.
[54:54] It's everybody it's accessible for everybody.
[54:58] So, you can come after your meeting on May 2nd.
[55:01] So I think this is the first time we have an infomercial
[55:03] at the public council meeting, but I love it.
[55:05] I love it on this is River.
[55:07] So, congratulations.
[55:09] You know what? I'm going to top that up. It's a great event.
[55:11] You get the good bowl of soup, you get to go home with your bowl.
[55:14] I think it costs $25, roughly.
[55:16] I've got a whole collection of bowls in my cupboard.
[55:19] I love it.
[55:19] And, congratulations on, just pulling off what you just pulled off.
[55:25] I know you have to go back with those on the clock.
[55:28] O'Clock, stop! Hurry up, hurry up.
[55:30] So empty bowls.
[55:33] It's a good meaning.
[55:34] You get a bowl and you should get a bowl of soup,
[55:37] and then you go home with an empty bowl, and that you're supposed to
[55:40] remember that there's many empty bowls and many more nowadays.
[55:43] So it's a good meaning.
[55:46] And because of the empty bowls, the, meet and greet, the town
[55:50] hall meeting in district
[55:51] one and two have been has been changed from 9 to 11 versus one to whatever.
[55:55] In order to make sure that people can get to the empty bowl.
[55:58] Event.
[55:59] Thank you. Susan. Mrs. Weaver.
[56:01] So, Mr. Mayor, Mr.
[56:02] mayor, may I just say hello? Where are you?
[56:05] I'm sorry.
[56:06] I just want to say empty bowls was the initiative of Susan Weaver.
[56:11] She brought that idea.
[56:12] She kept talking it over with, copy the thing and sent them over by the lake.
[56:16] So I want to thank her for her initiative to bring it to Point Clare.
[56:21] And she is a renowned potter. Or is that.
[56:24] Did I say that right, Potter?
[56:27] Okay, but anyways, it really is due to all her efforts
[56:31] and talking all the time and bringing it to the right people.
[56:34] So thank you very much. Susan.
[56:35] You call now you can present the bowl with three easy payments for me.
[56:38] And that is that is the bid of Aloha Nautical Center.
[56:42] Correct.
[56:42] Just so everybody. Yep.
[56:44] This beautiful building.
[56:47] Thank you.
[56:48] Next not Marla Point.
[56:55] Was one.
[56:56] So you can achieve a look back to the bottom of our bottom one.
[57:01] Thus I want to ask you about you.
[57:03] Can you talk a little closer about giving up the regular boats?
[57:08] Make this deck so, that can, we can be a delivery by mail.
[57:16] Excuse you guys give us. Right?
[57:17] I mean, I need a description of madame.
[57:21] Our boys could double up on the
[57:25] rebound, fit the amount.
[57:27] It'll add the sounds. Premier pauses.
[57:30] Rapunzel.
[57:30] Sua, your, the example final.
[57:34] Well, it,
[57:36] retroactive Matt battles with your wife on those aspects.
[57:40] You know, Ella on the one matter she possesses
[57:44] a week long seven secret sponsorship.
[57:47] Amen.
[57:47] I wouldn't direct them to the fans.
[57:50] Clearly, batsmen commit to batsmen.
[57:54] Expression, melisma, mishap.
[57:56] Excuse. Would you,
[57:59] we deal our biggest
[58:02] smack song.
[58:02] So the other dodgy, key, misses it.
[58:08] The, the, the they did that half way back down.
[58:11] Ramazani to an important structure, the structure of a block five.
[58:17] This is now a contact.
[58:19] I think
[58:23] lemma, since Kibaki battles on my own, reclaiming my time.
[58:26] Yeah.
[58:27] Let's get so set.
[58:29] Appoint me. Yes.
[58:30] Lee. Lee Suki for the Aberfeldy
[58:34] restoration, would you please?
[58:36] I'm on the MSI.
[58:39] So for MSI, I see all to, as says, the only major hope is that
[58:44] unlike, you know, a regular man or a small,
[58:48] I mean, working burn low levels of the wider, valley.
[58:52] Travel in the wash.
[58:55] Angelo. Proprietor. I'm not gonna tax.
[58:58] Oh, okay.
[59:00] IPL, you have all the Anika member.
[59:02] Look, as you only found me my investments.
[59:04] Are you okay? Merci beaucoup.
[59:06] I see him, Mr.
[59:07] Lapointe.
[59:11] And us?
[59:21] Good evening everyone.
[59:22] So I'm here to report, case near green.
[59:26] Which or in green?
[59:26] Which area for the woodland near.
[59:29] Tony Broadfoot Park.
[59:33] So in January 2023.
[59:35] This is it's it's good.
[59:40] There has been, a cut of trees in that area.
[59:44] And, now, three years after,
[59:47] if you go to that area, it's, unpleasant, uncomfortable.
[59:51] But most important, it's, unsafe
[59:55] that it is surrounded by townhouses and, apartment buildings
[1:00:00] where, like, tens of kids play and there is a park playing ground
[1:00:06] and it's that area.
[1:00:07] It's very dangerous for kids because there is a lot of water and, mud.
[1:00:13] And also in the summer there's a lot of mosquitoes
[1:00:16] and, it's not pleasant to look.
[1:00:19] So my question is like, who is accountable for these three years?
[1:00:23] No solution.
[1:00:24] A lot of trees, a lot of countries not completely removed,
[1:00:27] and the water accumulation is causing a hazard.
[1:00:30] And what's the timeline to fix it?
[1:00:32] So Mr.
[1:00:33] Gerard can correct me if I'm wrong, but I believe we have something to do
[1:00:36] there this year.
[1:00:37] Or do you know where he is talking about the area
[1:00:41] that the all the ash tree was cut down?
[1:00:42] I know that tree planting was, was, taking place in that area, but,
[1:00:48] I don't think there's any more tree planting planned right now.
[1:00:51] All that that will verify that.
[1:00:53] We verify that we know this work that to be done there.
[1:00:55] So I in the past three years, I saw a couple of, random people coming.
[1:01:00] Plant trees. Yes. That's correct.
[1:01:02] Some trees were plant.
[1:01:03] But now if you go, you will see a lot of water accumulation.
[1:01:06] Random, a lot of trees that were cut
[1:01:10] left with, the, the I don't know what's the name in English, but the stump.
[1:01:13] The stump.
[1:01:14] Yeah.
[1:01:14] And and it's, so dangerous as an adult.
[1:01:18] I will not be. Go inside going inside.
[1:01:20] But kids are curious.
[1:01:21] There's a playground like 50m, I know. Next.
[1:01:24] And there's a lot of mud.
[1:01:26] So if I get kid got curious to go
[1:01:29] behind this squirrel or a cat or whatever, they would get stuck.
[1:01:32] If it's sunset.
[1:01:34] So we
[1:01:34] do not wait for an accident to happen, so I would.
[1:01:38] I don't allow my kids to go inside.
[1:01:39] I live right in front of the woodland I bought this house
[1:01:43] because of the green land, but unfortunately now it's like a war zone.
[1:01:49] It's like, trees.
[1:01:49] If you go and see it, that area is horrible to look, I complained,
[1:01:54] I saw a couple of people came and used big machines to cut the trees.
[1:01:58] It was like a massacre.
[1:02:00] I don't know how the environment people allowed those trees were.
[1:02:03] They were I that had to be cut. Right?
[1:02:05] They were dead. And that it's been dead for a long time.
[1:02:08] You go back to 18, 19. They were dead.
[1:02:10] But we'll take a look at it, sir, for you.
[1:02:12] Yeah, I understand, but I accidents will not wait.
[1:02:15] No, but that's okay. Thank you for bringing it here.
[1:02:17] And we will take a look at it. See what we can do.
[1:02:20] Thank you.
[1:02:21] You've got your contact information?
[1:02:23] Yep. We got everything.
[1:02:24] So we'll give you an answer when we find out what the timeline is.
[1:02:27] What can be done. Thank you. Thank you.
[1:02:30] Natural debut.
[1:02:38] Good evening.
[1:02:39] Good evening.
[1:02:41] I want to talk about the and the,
[1:02:46] 15.8. So.
[1:02:48] Yeah, 15.8
[1:02:50] the work contract to
[1:02:53] for the renovation of the locker room and, office
[1:02:58] for the aqua park, and it's costing
[1:03:02] 8,000,000.8 million.
[1:03:06] It's costing actually 5.35, 5.8 million.
[1:03:12] And I spoke,
[1:03:14] and February about.
[1:03:16] Can you put for us on the website
[1:03:19] the plan what you're doing the same what you're doing before and after.
[1:03:25] So we know the cost is really accurate.
[1:03:29] And people, they can give you
[1:03:31] what's using the facility to give you idea
[1:03:35] if that works or not, because we are the one using the facility.
[1:03:40] So did you put it in the website?
[1:03:44] We did not put it on the website, and we can't put it on the website
[1:03:47] until we adopt it tonight, because that's not been approved yet.
[1:03:50] It will be approved tonight or refused tonight.
[1:03:53] Right. Because the council has to make the final decision.
[1:03:55] Yeah.
[1:03:56] Well, once that's been done,
[1:03:57] then we can move forward and maybe we can do an improve.
[1:03:59] Whatever, put it on.
[1:04:00] But right now, we can't publicize it because it's not been approved yet.
[1:04:05] Yeah, but if you approve, it is going to be too late to change something.
[1:04:08] And and that is a lot of money.
[1:04:10] Did you get help from the Quebec government or the federal government?
[1:04:14] Because our taxes for the last ten years, it almost increased 50%.
[1:04:19] And as you said, you need money for infrastructure for the road.
[1:04:23] Whatever you're waiting to clear is big holes and damage from cars.
[1:04:28] And also that over the flooding.
[1:04:30] What is going on in all of politically.
[1:04:32] So we need the money really for the need it really.
[1:04:36] Because I'm concerned and I live in Pontiac
[1:04:39] for 33 years and I see what is going on.
[1:04:43] So please,
[1:04:45] how we can help to do that.
[1:04:47] So, sir, your point are all well taken.
[1:04:50] The renovations that are being done were, were discussed
[1:04:55] with the group of people that, we interviewed
[1:04:58] and a group of councilors going way back when the understand the needs.
[1:05:01] The people want a song to be a song about.
[1:05:03] They wanted the bathrooms accessible.
[1:05:05] They're going to be accessible. There's going to be security.
[1:05:08] You'll hear more about it when we get to that point.
[1:05:10] But everything that people have been talking about over the years, I
[1:05:13] that information has gone into what the the work is going to be done.
[1:05:17] And as far as the cost is done, it was budgeted,
[1:05:22] roughly $8 million, and the tender came here at $5.4 million.
[1:05:26] So right there was a great, great savings.
[1:05:28] And, is going to bring to bring up the standards that we all expect
[1:05:32] to have and point clear.
[1:05:33] Yeah, but still a lot there is a lot $5.8 million.
[1:05:38] And that is not only for that is for all West Island
[1:05:41] for you need to have help from government and federal government
[1:05:45] everywhere we can go get help. We make all the support.
[1:05:48] We make all the demands, all the time.
[1:05:50] We have somebody, that's all they do is, whatever it is, we have a project.
[1:05:53] We we we we fill out whatever.
[1:05:57] Funding is available. Yes.
[1:05:58] You make all their requests all the time.
[1:06:00] And you'll see sometimes on the agenda, especially in, I think, the budget time
[1:06:04] when we talk about we receive this amount of money, total
[1:06:08] amount of money for roads and so on.
[1:06:09] And so we always, always go after all the money that's available.
[1:06:12] So it's going to be on the website.
[1:06:14] So we can see.
[1:06:14] So we'll follow up when we be using the facility.
[1:06:17] It will be more information coming once it's been approved.
[1:06:19] So we can help.
[1:06:20] Like you know people like me using the facility can give you feedback,
[1:06:25] tell you what you what you're doing, what everything you know,
[1:06:28] the the the plans are done, the plans are done.
[1:06:30] And it's all from the feedback from the people
[1:06:32] that we consulted over the last eight years.
[1:06:35] Because this project has been going on since 2015, 2016.
[1:06:39] So there's been all kinds of and things have changed needs of change,
[1:06:43] accessibility, change, security changes, all kinds of things have changed.
[1:06:47] So that's all been taken into consideration.
[1:06:49] We obviously we hire specialists, the design, these type of things
[1:06:52] and worked with us in order to come up with what is the best project possible
[1:06:56] for an existing facility, to adapt it to all the needs we need for today,
[1:07:00] to be proud with it, to be brought with it and be, yeah, there you go.
[1:07:04] I hope you enjoy it.
[1:07:05] Of course I enjoy that.
[1:07:06] I'll I'll get back to you to tell you how we're doing.
[1:07:11] Perfect. Come and see us. Yes, please.
[1:07:13] The second question.
[1:07:14] The city already.
[1:07:15] They have the, the limit for height.
[1:07:18] They already lost it for the last year.
[1:07:22] For years they didn't
[1:07:23] limit the height of the building.
[1:07:26] So why they be allowed to build 17 or 15?
[1:07:31] Who's building 17?
[1:07:32] No, no no no, they heard a rumor.
[1:07:36] It's a rumor, sir.
[1:07:37] Okay, we are here.
[1:07:38] Just to adopt is only the, the.
[1:07:40] Oh, yeah. I guess because we haven't seen a plan.
[1:07:43] Maybe a three story.
[1:07:44] Oh. Oh, so we have no idea. Right now.
[1:07:46] You remember trivia?
[1:07:48] That's what we were doing ago.
[1:07:50] Like, brave yet again. Please,
[1:07:53] let's let's let's now work on rumors.
[1:07:55] Let's wait.
[1:07:55] We see the plan, see the details. Okay.
[1:07:58] Thank much. Appreciate.
[1:07:59] Thank you, thank you
[1:08:01] John.
[1:08:02] We have you see.
[1:08:05] Good evening everyone.
[1:08:06] Once for the month.
[1:08:07] Okay.
[1:08:08] So first question is, related
[1:08:12] to an email that C 54 sent to all of council mayor.
[1:08:15] And like I have about a month ago, about the statements of support
[1:08:19] from eight different organizations across, Montreal and Quebec.
[1:08:23] And, thank you to those of you that responded to us.
[1:08:26] We appreciate your response.
[1:08:28] And more recently, with the announcement of Mark Kearney's investment
[1:08:31] in nature, a 3.8 billion, he announced that last week,
[1:08:34] to protect 30% of Canada's green spaces.
[1:08:37] Natural spaces.
[1:08:39] We recently sent the same letters of support
[1:08:42] to Juli DeRozan, who is the minister, of the Environment Canada.
[1:08:45] And we included, I believe it's, Tristan Landry
[1:08:49] who's in charge of, Montreal, the East Santa Quebec for the environment.
[1:08:53] Canada.
[1:08:54] So with that in mind, we wanted to know we wanted to make sure that you knew,
[1:08:59] that,
[1:09:02] we are keen on working with you, however way possible.
[1:09:06] And we wanted to know.
[1:09:07] My first question is, are you aware how keen save your Fairview Forest
[1:09:10] is to work with all of you to kind of make this project happen in the future?
[1:09:14] That's my first question.
[1:09:16] I think we were aware that.
[1:09:17] I can tell you the truth.
[1:09:19] We discussed your letter sent out to us, and you got some answers back.
[1:09:22] And our the general stance at the time was, let's, let's wait
[1:09:27] and see where we can go with all this stuff is happening right now.
[1:09:29] I understand a lot of moving parts, right?
[1:09:31] The the ecological studies, the Carney's fund.
[1:09:35] What is kind of like Fairview going to do with it?
[1:09:37] Are they change your vision?
[1:09:38] Who knows? Right.
[1:09:39] So but today, the truth that we haven't been discussing it a lot
[1:09:42] because we've been,
[1:09:44] doing other things and waiting for all these studies and stuff.
[1:09:46] So we have understood what we can deal with.
[1:09:48] And there's so many options. Right?
[1:09:50] And none of them are clear. They're all as clear as mud.
[1:09:52] So we need, you know, there's a lot of work to be done.
[1:09:54] But in the meantime, nothing's happening. So that's a good thing.
[1:09:56] Nobody building, nobody nothing is changing right now.
[1:09:59] So in due time, we'll get there.
[1:10:01] And yes, we know how we can work with us.
[1:10:03] And I'm sure you have lots of information that you can give us.
[1:10:06] So until we can give you a lot of information 100%, we are super keen.
[1:10:09] Discussions will take place later on, but right now I'm so serious.
[1:10:13] I don't want to be rude, whatever.
[1:10:14] But there's so many, so much other stuff going on
[1:10:17] and I understand there's a lot of files we just want to,
[1:10:19] you know, update you with what we were doing.
[1:10:21] And with the announcement of the funds available.
[1:10:22] Thank you.
[1:10:23] My second question is related to community gardens so completely separate.
[1:10:27] I was really excited last year when the, project the
[1:10:30] with the school board and the city, and the grassroots project, with Liza
[1:10:35] and I think and it was in North View, I wasn't sure what district it's in,
[1:10:39] when that project was going forward.
[1:10:41] But I'm wondering what steps the city is taking to increase the,
[1:10:45] available availability of community gardens
[1:10:47] spots, on cities territory other than that particular project.
[1:10:51] So right now, we've had a discussion again.
[1:10:54] And what we're doing is, first of all, we're
[1:10:55] trying to identify areas and we have available city property.
[1:11:00] The one that I think you're talking about, the one of the horizon schools, that.
[1:11:03] Yes, yes, which is not on school, City Park, which is on school property,
[1:11:07] which is long term.
[1:11:09] It could go south on us and cost a lot of money,
[1:11:11] and then they could decide that they need the land.
[1:11:13] So we're looking at other options right now.
[1:11:15] And again, there's another file that we're going to come up
[1:11:18] with rules and regulations and locations and whatever.
[1:11:21] But we just started the process, when it came to table about,
[1:11:25] that's lean you brought it was one two months ago.
[1:11:27] I think we started really talking about it.
[1:11:29] So we put some people together now to start, analyzing it.
[1:11:33] All right now so we can come up with a better plan.
[1:11:35] Okay, so I'm hearing that you're starting to look at pieces of way
[1:11:37] that the city owns. I think that's a great city property.
[1:11:39] Yes, that's a much better idea. Okay. Thank you. Thank you.
[1:11:43] Hans will start.
[1:11:55] It's going to try to get it right off the bat.
[1:11:57] All right.
[1:11:58] So I'm here once again to talk about the recurring
[1:12:01] flooding in the Terracotta Village that's, Belmont Avenue.
[1:12:05] And, Westfield and, settled some, some somewhat.
[1:12:09] So under item 16.5 tonight, council is going to make an informed vote
[1:12:15] on, on awarding a contract for the terracotta sponge park for.
[1:12:21] I think you say 2.1 million.
[1:12:23] I've had a chance to,
[1:12:26] to review the, the bid documents for for that.
[1:12:29] And I can describe briefly what what we're looking at.
[1:12:32] I guess the major part of the work is going to be to dig down the, soccer
[1:12:36] field and, and the, soccer field
[1:12:39] and the, the Monarch Park, Monarch Garden,
[1:12:43] to a level about half a meter below, the low point on Belmont.
[1:12:49] By my.
[1:12:50] And that'll be maybe two meters, 2.5m deep by the time it gets,
[1:12:55] close to the, to the, children's park.
[1:12:57] That the playground.
[1:13:00] So, so your own quantity show that the contractor
[1:13:05] is going to be removing about 15,000m³ of soil.
[1:13:08] Roughly.
[1:13:09] We're talking about a thousand truckloads, going out,
[1:13:12] getting pulled out of that park.
[1:13:16] By my own calculations, that's going to give about
[1:13:18] 2000m³ of water retention in the park on the surface.
[1:13:22] Surface retention,
[1:13:25] so 2000m³, that's, you know, an Olympic swimming pool, roughly.
[1:13:29] It's also the equivalent of about a one millimeter of rain
[1:13:34] falling on the catchment area, leading to that terracotta creek at that there.
[1:13:40] Got creek there. Glennon Creek.
[1:13:42] So a millimeter of rain is the capacity of that park to hold water.
[1:13:47] So the end result should be very nice.
[1:13:49] I think they're talking about, some 2000 new plants in the park.
[1:13:53] It's, it seems like a very nice design.
[1:13:57] So, I mean, the
[1:14:02] the I guess the downside of all this is going to take about 3 or 5 months of work.
[1:14:07] 3 or 5 months, 3 to 5 months of, backup alarms,
[1:14:11] from trucks, dust.
[1:14:14] And, so I was a bit of an inconvenience to the, to the neighboring properties.
[1:14:21] So now you've said an earlier, in earlier, council meetings that you had
[1:14:27] a report being prepared by the ETS that was due in January of this, this year
[1:14:33] that was to inform your decision on the water mitigation.
[1:14:37] So, could you tell us, could could you tell us what positive,
[1:14:41] outcomes they predict from this, this fall?
[1:14:45] How much flooding is this predicted to, to offset?
[1:14:51] So Mr., Gerard has been working on this file.
[1:14:53] We're going to be having a public meeting.
[1:14:55] I like we did, a council meeting, you know, there was
[1:14:57] there was very, very little information given at the public meeting,
[1:15:00] but we have more information now because of the.
[1:15:02] Yeah, we'll have an upcoming public meeting in May.
[1:15:05] We've got targeted dates to be confirmed in the next following weeks.
[1:15:10] With respect to the, study from.
[1:15:12] Let's, they had a preliminary meeting two weeks ago.
[1:15:16] Their final report is this summer, in June.
[1:15:20] But they had a preliminary report done,
[1:15:22] two weeks ago that explained to the teams here,
[1:15:26] I could find out the, data to your to your question pertaining to that.
[1:15:31] I'll get back to you on that.
[1:15:33] So basically, what is the benefit?
[1:15:35] How have they, how have they quantified the benefit of, doing this park?
[1:15:42] I'll find that.
[1:15:43] I'll find that information for you and get back to.
[1:15:45] You were very good. Thank you.
[1:15:49] Thank you.
[1:15:51] Nabeel got.
[1:16:05] Any. Well,
[1:16:06] that's why we just, you know, the concerns
[1:16:10] with Transit Avenue capturing the project at the present level
[1:16:16] and only on, this, fairly modification is a
[1:16:21] move remains to, load the
[1:16:27] Healy territory.
[1:16:30] We see the component parts of it, not particularly territories.
[1:16:34] Come on the market.
[1:16:39] Haulers.
[1:16:40] Metro explicitly processes
[1:16:43] what territory be.
[1:16:46] Pushed to Toronto, no matter.
[1:16:48] Speed zone. Political cavity.
[1:16:50] So we have a discussion about, lactation.
[1:16:55] The command, the split method.
[1:16:57] And part neutral, part of the department.
[1:17:01] But that gave a group that appear
[1:17:03] noble, allow you to do they may la like.
[1:17:07] Yes. And also discuss was another delay.
[1:17:11] See paramount delay. Ligand on L1
[1:17:15] ladder, I guess.
[1:17:16] I mean, that was a see even there I guess.
[1:17:18] I mean yeah.
[1:17:19] An example of that in my having alma
[1:17:22] PDA don't give it a solution.
[1:17:25] We see la do we see the seminal on the function
[1:17:29] nipple flaps absentminded on video do result.
[1:17:32] Don't see you guys on located
[1:17:35] to legally 20 premium market city
[1:17:38] a quasi poster, a small scale novelette there, I guess.
[1:17:42] Now necessity inevitably.
[1:17:44] Navy allow somebody to destroy the occasional
[1:17:50] Arvada.
[1:17:52] Your sidewalk entrance decision.
[1:17:55] El Dorado.
[1:17:57] Not la la land la do civil domain.
[1:18:00] Kelly do not violate the what do Caesar la demande
[1:18:04] exosome station e la la la.
[1:18:07] Yeah.
[1:18:08] If edema profit per face in.
[1:18:11] That's the answer me.
[1:18:12] I'm way the the Newcastle contra la Barnes.
[1:18:16] I mean spell nuove. I
[1:18:19] do see a lot Roger de la science did me keep review.
[1:18:21] Police Sergeant major pounds ish may.
[1:18:26] I mean, to me, that's the next epochal.
[1:18:32] Okay.
[1:18:33] Jennifer Roy.
[1:18:43] Hi. Good evening.
[1:18:44] Good evening.
[1:18:44] So I just had, a question regarding going forward because I have not seen
[1:18:49] the plans for the terracotta changes that are happening.
[1:18:53] I just want to make sure that the consideration is gone in
[1:18:57] for the butterfly park and that there will be
[1:19:00] still a butterfly park.
[1:19:04] I'm looking at that, Mr., Gerard,
[1:19:06] because I'm not I haven't seen the plans that embody the plans either.
[1:19:09] But after tonight, what is a W would be a lot easier.
[1:19:12] Look at them or would you like me to just wait until the meeting in, in May?
[1:19:16] You'll cover that in May.
[1:19:17] We'll cover that in May.
[1:19:18] But I can get back to you beforehand.
[1:19:20] Okay? Please do. Okay.
[1:19:22] Second thing is the, I brought it up last year.
[1:19:27] Extensive noise.
[1:19:28] Noise pollution, dust coming from the,
[1:19:33] city works and the soccer parking lot.
[1:19:36] I live my backyard is on, the terracotta parking lot.
[1:19:41] We had a bus that ran for three hours with its engine running.
[1:19:45] We had to close our doors.
[1:19:46] My neighbors felt sick.
[1:19:48] Today we had the sweepers.
[1:19:52] The road sweepers go.
[1:19:53] And they didn't wet the ground first.
[1:19:55] So the dust that came up from that was extensive.
[1:19:59] And we don't have our windows open now, but in the summer,
[1:20:01] it goes right in the house.
[1:20:03] Looking to find out, because last year I had asked about restrictions towards
[1:20:09] vehicles that were running in that parking lot, as well as noise after 10 p.m..
[1:20:15] Or, you know, if there's something that we can
[1:20:18] look at for that for this year.
[1:20:21] I know we had to tell the soccer teams last year that,
[1:20:25] you know, no, no noise when you finish your game,
[1:20:27] you can do this, but at a certain time you have to stop.
[1:20:30] I mean, we had to call public security at least six times last year.
[1:20:34] People dancing on the table, screaming, yelling,
[1:20:37] music, motors running.
[1:20:40] And I just don't think it's fair for the people that live there.
[1:20:44] It's disrespectful, I agree.
[1:20:45] The other thing is grass cutting.
[1:20:48] There was grass cutting almost every day in that area.
[1:20:51] So if I could suggest a community area for a community garden
[1:20:55] so you don't have to mow it every day and disturb people,
[1:20:58] it would be in that little section of green grass
[1:21:01] that gets mowed every second day, right in front of public works.
[1:21:05] There's water there, beautiful green space, full sun, beautiful garden.
[1:21:10] There.
[1:21:12] And nobody would be cutting grass on Saturday night.
[1:21:15] So, just, you know, I don't know if you want me to answer your questions.
[1:21:18] A bus running for three hours
[1:21:19] agreed to call public security and let them know that maybe they could
[1:21:22] come over.
[1:21:23] Parks kids are allowed in parks after 11:00 in the evening.
[1:21:27] So if it is after 11:00, usually we do a sweep of the, the park.
[1:21:31] 11:00.
[1:21:32] I live in front of Edgewater Park, and they see them come by and they
[1:21:35] they put their lights on.
[1:21:36] They get everybody there. So.
[1:21:38] But if you have a problem for shelter, I ask you to call,
[1:21:41] let alone know if they show up enough time to decide to go somewhere else.
[1:21:45] They don't want to be disturbed.
[1:21:46] The dust messed stuff. Excuse me.
[1:21:49] When I got elected in November, I brought it up
[1:21:52] as a priority, because somebody else on your street called.
[1:21:55] Well, my neighbor sent a message, sent a letter this week, I believe.
[1:21:59] Obviously was in November or something.
[1:22:01] We just again discussed tonight because Mr., who is interim
[1:22:05] DG, took over for a man down for dog who was there in December and November.
[1:22:10] December. I talked to her about it.
[1:22:11] Look at measures in order to reduce the dust in the in the public
[1:22:14] works yard by putting down a liquid that would stop the dust
[1:22:17] from coming up and so on and so forth, why they didn't spray water in their sweep.
[1:22:21] And they your guess is as good as my I don't know how those machines have,
[1:22:25] hose. It's pretty dull water.
[1:22:26] I don't know what happened.
[1:22:28] Okay.
[1:22:28] I will bring it up to them to make sure that they.
[1:22:31] I mean, I'm sure he'll send you the pictures.
[1:22:33] There's, like, a huge cloud of dust that's coming right over into the backyards.
[1:22:37] But I'm again, I'm wondering proactively, can we not do something
[1:22:41] rather than the residents having to call every night
[1:22:45] when the soccer teams are out there until 1 a.m.?
[1:22:47] No, no, we'll be proactive. Will inform everybody.
[1:22:50] I mean, proactive is putting signs up saying don't leave your engine running.
[1:22:54] Proactive is taking the compost and the wood chips
[1:22:58] and putting them on the dog park side rather than in the backyard part,
[1:23:03] the part that's close to people's backyard where they smell the dust.
[1:23:07] The pollution gets in.
[1:23:09] So I'm just wondering, like, proactively, it's all good stuff
[1:23:13] and I think it's all been heard, so it's great.
[1:23:15] I mean, it can all be heard, but it like, something has to be done.
[1:23:18] Well, we're going to give us the benefit of doubt.
[1:23:20] We're working on the dust. You know, your bark chip thing is a great idea.
[1:23:23] We can maybe move them.
[1:23:24] No issue.
[1:23:25] Okay, good. Thank you. Perfect. Thank you, thank you.
[1:23:34] Okay.
[1:23:34] I'm liaison.
[1:23:36] I think appointing citizen.
[1:23:38] That's how many people
[1:23:40] I saw.
[1:23:40] Conséquence not the right regular, events that kept coming
[1:23:43] except blank says the last time in public the consultation consent law,
[1:23:48] reclamation, planning, protection.
[1:23:50] And I think it has the most textural piece events that get set down
[1:23:54] to be just like on Gardens Clear.
[1:23:55] That is the regular magazine Memorial.
[1:23:59] No objective dilemma.
[1:24:00] Guess what?
[1:24:00] I propose the society get a definition, at least the decimal patrimonio pheasant.
[1:24:06] That's the anything around piece event.
[1:24:09] Set the asset swap coherence.
[1:24:11] I declare this when you read it.
[1:24:15] Real live project the regular manicotti,
[1:24:18] Poisson prop and regular susceptible.
[1:24:21] The probation found that.
[1:24:28] I lost
[1:24:30] I see, the Thames River.
[1:24:32] We see five.
[1:24:38] Yes. On 5.1, 5.1.
[1:24:41] Okay. You have to go to them.
[1:24:43] If you have want to come yet, go to the mic, please.
[1:24:50] Yes. Not a problem.
[1:24:52] 5.1 public consultation regarding a draft bylaw
[1:24:55] amending the site planning and architectural integration program.
[1:24:59] Bylaw P c 2787, in order to ensure consistency
[1:25:02] with the inventory of heritage buildings of the Montreal agglomeration.
[1:25:06] The objective of the proposed bylaw amendment is to ensure
[1:25:08] that both a definition and a list of heritage buildings
[1:25:11] forming an integral part of bylaw P, c 2787 are consistent with the inventory
[1:25:17] of heritage and movable as prepared by the agglomeration of Montreal.
[1:25:20] The draft bylaw does not contain any provision that would make it
[1:25:23] a bylaw subject to approval by way of referendum, but okay.
[1:25:27] Thank you.
[1:25:27] I have a question in regards to a heritage building on Lakeshore Drive.
[1:25:32] Does this bylaw apply
[1:25:34] retroactive or does it apply?
[1:25:37] It starts now.
[1:25:38] So the conditions that were applied to that building will be
[1:25:42] will be sustained and capped and recognized and respected and applied.
[1:25:47] I don't understand your question, Mrs. Ali.
[1:25:49] What do you mean? Okay. Thank you.
[1:25:51] I would like to ask if we have
[1:25:54] a concern
[1:25:55] for a beautiful building on Lake Shore that used to be like a little saloon.
[1:25:59] And to people that we were in discussion.
[1:26:02] Do you have the address?
[1:26:03] I have the exact address.
[1:26:04] Not right now.
[1:26:05] I'm so sorry, but, I shall bring that to your attention.
[1:26:09] Another thing is, in regards to two PC, whenever you just said that
[1:26:13] this is only involving heritage buildings and does not apply
[1:26:17] to residential buildings, the,
[1:26:21] bylaw we are talking about, this is paper bylaw.
[1:26:25] Okay.
[1:26:25] This paper is not the bylaw regarding the maintenance.
[1:26:30] We are talking 5.1 is the speed bylaw.
[1:26:34] We wanted to dispense this pay bylaw to make sure that the list made by the
[1:26:39] law is inconsistent with incomplete bylaw in our municipal bylaw.
[1:26:46] So it is in compliance with your bylaw.
[1:26:48] We want to make sure by this bylaw that we comply with the list made by Agloe.
[1:26:53] Okay.
[1:26:53] For heritage, building in the city of.
[1:26:57] Could I ask you the details of that bylaw?
[1:26:58] When will that be made public so the citizens can have a look at it
[1:27:01] in reflection, would it would be that bylaw is available
[1:27:04] for you tonight on the counter right there. Thank you.
[1:27:07] No problem. Thank you so very much.
[1:27:09] Thank you. Thank you.
[1:27:10] Okay.
[1:27:11] Same point.
[1:27:12] Do 5.2 public consultation.
[1:27:15] Consultation regarding a draft bylaw amending bylaw
[1:27:18] 2987, respecting the demolition of immovable.
[1:27:21] Immovable for the purpose of clarifying the concept of a heritage immovable,
[1:27:25] as well as certain provisions related to the processing of requests.
[1:27:30] The purpose of this bylaw amendment is to ensure consistency
[1:27:33] between the definition of the concept of heritage immovable
[1:27:37] and the Inventory of heritage immovable is prepared by the Montreal agglomeration
[1:27:41] and to clarify certain provisions relating to the processing of demolition requests
[1:27:46] that the draft bylaw does not contain any provisions that would make it
[1:27:49] subject a bylaw subject to approval by way of referendum.
[1:27:53] So if anyone would like to address council for this item, you may not do so now
[1:27:57] could I ask you like
[1:28:00] one quick, quick, quick question I appreciate this.
[1:28:02] Thank you.
[1:28:03] Concerning this here.
[1:28:04] If I point to you,
[1:28:05] could I ask you being this, we are very implicated with Bill 297.
[1:28:10] What you just read.
[1:28:13] Are there any
[1:28:15] provisions that have been changed in
[1:28:18] two, nine, eight, seven that might accommodate our interest
[1:28:22] in protecting the environment and especially in re examining
[1:28:28] not just the meeting, the citizens were not allowed to talk,
[1:28:31] but also any other aspect of that law, other changes that are relatives
[1:28:35] that are significant, not specifically
[1:28:38] not specifically.
[1:28:41] Thank you.
[1:28:43] 5.3 Mr.
[1:28:46] Mayor, I'd like to speak to 5.3.
[1:28:49] Mr. Luzinski, go ahead.
[1:28:51] Okay.
[1:28:52] So I will be voting against,
[1:28:56] 5.3 and we'll provide the reasons.
[1:29:00] Now, this bylaw for the occupation,
[1:29:04] maintenance and repair of both heritage and regular buildings.
[1:29:08] This comes from a
[1:29:08] requirement, from the provincial government.
[1:29:12] However, the provincial government only requires this kind of,
[1:29:15] regulation to be adopted with respect to heritage buildings,
[1:29:20] Winkler has made a choice to apply it
[1:29:23] to all buildings, including residential homeowners
[1:29:26] across, our territory.
[1:29:29] And that has some pretty significant implications,
[1:29:31] because the powers that are given to our inspection
[1:29:36] services under this are quite considerable.
[1:29:40] Inspectors can go into people's homes without notice.
[1:29:44] They can order.
[1:29:45] Expertise is to be done at their discretion that are architectural,
[1:29:48] or engineering related, that can cost thousands of dollars,
[1:29:53] for a homeowner to have to produce without significant recourse.
[1:29:58] The fines are also quite heavy.
[1:30:01] Just reading them
[1:30:04] for a first offense under this bylaw,
[1:30:08] the minimum fine for a homeowner is $5,000.
[1:30:12] The maximum fine is $25,000.
[1:30:16] For a
[1:30:16] repeat offense, the minimum fine is $10,000.
[1:30:20] The maximum fine is 50.
[1:30:23] So to give you a sense of scale,
[1:30:25] I went and looked at what other cities were adopting
[1:30:30] as, as bylaws on this kind of issue.
[1:30:33] Montreal
[1:30:35] the minimum the minimum fine is only $1,000.
[1:30:38] So one fifth of what Winkler is proposing, the maximum fine
[1:30:42] is $10,000 for first offense.
[1:30:45] For a repeat offense, Montreal is saying $2,000.
[1:30:51] The maximum fine.
[1:30:54] Is $20,000.
[1:30:56] So I said, okay, well, Montreal is just one instance.
[1:30:59] Let me go and look at a bunch of other cities.
[1:31:02] So I started with the most populous cities in Quebec and worked my way down
[1:31:05] so I could get at least ten of them.
[1:31:07] I got the number 13, which is great, bouncing, yea,
[1:31:11] and averaging out the minimum fine for each of those cities.
[1:31:13] I arrived in amount of 1155.
[1:31:17] So Point Claire is essentially proposing to charge a minimum
[1:31:20] fine in these instances.
[1:31:23] That is
[1:31:23] five times more than what the average seems to be
[1:31:27] of, of other major cities in this province.
[1:31:32] I meant that are Notre aspect.
[1:31:35] You coming down this regular man singular
[1:31:38] amount to pursue
[1:31:42] pushes to in what
[1:31:43] Mayor Shank called infraction zero.
[1:31:47] I don't accept very sincere.
[1:31:49] And when I say all that was over og Marty
[1:31:53] assuming that all parks rule don't list
[1:31:57] 28 could way in fact truly
[1:32:00] Valley that has only some milltown
[1:32:03] I if it's in man.
[1:32:07] So low again might be the same precaution
[1:32:10] smaller plans you can seek
[1:32:13] lexically as some psych out.
[1:32:15] So I think it's good the penalties get back.
[1:32:19] We are meant to challenge that amount of.
[1:32:23] You'll need a fraction zero.
[1:32:25] But those lapses doesn't count.
[1:32:29] It's good. The are banal,
[1:32:32] whimsical life in the pot that they.
[1:32:36] I thought there was this on that's considered a fair amount.
[1:32:41] So for that come. Yeah.
[1:32:43] You know what the code.
[1:32:44] So he he we, Because
[1:32:47] this will be here the grave never content on the behavior.
[1:32:50] It's you grave from there, I get tired.
[1:32:53] I yell amongst that level.
[1:32:54] All the graffiti.
[1:32:58] You cannot sanction the infraction.
[1:33:01] The light bulb level
[1:33:03] receive every single level
[1:33:07] currency records you can pick, divinely trip.
[1:33:11] You know,
[1:33:12] like on second cycle issues, of course.
[1:33:14] You took totals. Amount.
[1:33:16] So, yet it all. I will read.
[1:33:19] We shall.
[1:33:20] She sat me down and said, I'm on cfp casado.
[1:33:25] It's not 0.90 pound
[1:33:28] the volume, the amount due taxes, visa
[1:33:32] for currency 20
[1:33:33] employees work insurmountable of bouncing only.
[1:33:36] But you don't know is that and she said and so in the coming months you know
[1:33:42] seized of the AP aren't there.
[1:33:47] Now some people will say.
[1:33:53] Well, this is all fine
[1:33:53] because you have to look at the intention of this bylaw.
[1:33:57] We're only going after the worst offenders who allow homes to be abandoned
[1:34:03] and, falling into disrepair over the period of years.
[1:34:07] Well, I think the reality is
[1:34:09] what my legal training tells me and what I think most people's experience
[1:34:12] would tell them is when you get this kind of bylaw that gives sweeping powers
[1:34:16] to any kind of government authority, you need to assume a worst case scenario
[1:34:21] so we can go easily.
[1:34:23] Imagine the case of the individual who's
[1:34:25] just leaving the building to fall apart, so they can easily justify its demolition.
[1:34:31] But what happens when you're talking about
[1:34:34] the 80 year old grandmother,
[1:34:37] the woman who's
[1:34:40] house is not necessarily in the best shape,
[1:34:42] who's lived in it for 50 years,
[1:34:46] who doesn't necessarily have the means to get repairs done
[1:34:49] in an environment where we've had 30% inflation in building materials.
[1:34:52] When her sons have moved to Toronto,
[1:34:55] and when she's afraid to move into a nursing home
[1:34:57] after what happened when Covid hit.
[1:35:01] And these people
[1:35:02] in that situation could very well be,
[1:35:05] targeted by this bylaw because.
[1:35:10] You have to look at the kinds
[1:35:11] of, of offenses.
[1:35:16] That are proposed there.
[1:35:17] And I'll read a couple of them from section 2.12,
[1:35:20] sections two, three and four.
[1:35:23] These are all offenses that are final at the scale that I've mentioned.
[1:35:28] Any essential
[1:35:28] exterior surface or components susceptible to rust or rot
[1:35:32] that is not adequately protected by the application
[1:35:35] of paint, varnish or appropriate coating,
[1:35:39] thereby accelerating the degradation of such essential component.
[1:35:44] A brick wall, eroded or cracked mortar joints,
[1:35:46] affecting the structural integrity and its ability to resist.
[1:35:49] Whether
[1:35:51] a step, staircase, railing, or balcony.
[1:35:54] This unstable, damaged or composed of degraded materials comprising safety
[1:35:58] and the normal use of the premises.
[1:36:01] A wall, ceiling or foundation wall containing walls and cracks
[1:36:04] promoting material degradation and loss of performance.
[1:36:08] Now, I had the experience last year going door to door and,
[1:36:11] going to essentially every home in my district.
[1:36:15] And I can say that there are a large sections of Cedar Park Heights
[1:36:18] where the homes that I have, at least one of these situations are about 1 in 4.
[1:36:23] So. When you look at a situation
[1:36:27] like that, the potential is quite significant.
[1:36:31] And if we're gonna talk about intention, we have to look at the fact that point
[1:36:33] clear is a city that has an institutional culture
[1:36:37] that makes it quite easy for people
[1:36:39] who want to knock buildings down and build new ones.
[1:36:42] It shouldn't be Luzinski, but excuse me.
[1:36:45] According to our bylaw, concerning speaking on an item right
[1:36:48] now, you've passed your ten minutes now, so can you wrap it up, please?
[1:36:52] Yeah, we'll wrap it up, very quickly.
[1:36:56] We're looking at.
[1:36:56] This is something,
[1:37:00] that can be used in these kinds of scenarios,
[1:37:03] and weaponized by
[1:37:08] the house flipper and by the most difficult neighbor on the street
[1:37:13] to cause some serious problems for residents
[1:37:16] and to make it very difficult on the ones I thank you, Mr.
[1:37:18] Honorable. I think we've reached the time limit now.
[1:37:21] Thank you.
[1:37:23] Not just this. No, no.
[1:37:24] Thank you. Sit down.
[1:37:25] The second we just
[1:37:28] know.
[1:37:29] No, no, thank you so much.
[1:37:32] Just a second.
[1:37:33] I'd like to, metrics, you know, it's a very.
[1:37:37] And, the last up in that bylaw, what we discussed at all,
[1:37:42] missus was asking you as part of that conversation.
[1:37:44] We have been great to have all this, information before.
[1:37:47] Did the you discontent with the bylaw would have been.
[1:37:50] We are an hour, an hour and half conversation.
[1:37:51] I indicated my opposition to this a second, so I. Mr..
[1:37:55] Madam, can you correct all the
[1:37:58] that there's a lot of stuff in there.
[1:37:59] We said that, is not the way that we interpret it.
[1:38:03] There's no way that why law was written.
[1:38:04] Would you be able to me possibly.
[1:38:06] Mr. Clare, I'm going to give some explanation
[1:38:11] about the bylaw, but I, I noticed just one thing that I could,
[1:38:16] I could correct, right now, but the rest could be corrected
[1:38:20] at the, at the next, next meeting.
[1:38:23] But it's not true that the,
[1:38:26] it is the inspector, the DSP that they can they just can't get into a house
[1:38:32] without notice and without asking for the permission they have.
[1:38:36] They have the right to get in, but they always,
[1:38:40] notice people before doing so.
[1:38:44] I just wanted to make sure that no one will get into your house
[1:38:47] without your permission. One of our first.
[1:38:50] So if I was.
[1:38:51] Second of all, I don't see that it's appropriate for Mr.
[1:38:54] Susan you to ask members of staff to correct an intervention
[1:38:57] that have been made by a member of council.
[1:38:59] I don't think that's the way the procedure of this council. Mr.
[1:39:01] Brzezinski, can we let you both you had your chance to talk with the minutes.
[1:39:05] Could we let miss Madame Thibault?
[1:39:08] I will I will explain it the best you can.
[1:39:10] Yeah.
[1:39:11] I'm just going to, the the agenda and give explanation as I
[1:39:17] do, every, bylaw.
[1:39:20] So 5.3, seven point, everybody, let's
[1:39:23] if I look passionate about my security.
[1:39:27] Menu. Lee. Principles, objectives.
[1:39:29] The regular mask the potential decompose on this
[1:39:33] smart AC, DC patrimonio.
[1:39:35] This has
[1:39:37] considered a is the was I thought very
[1:39:40] the preserve of integrity structural this has required adequate
[1:39:45] support local authority cost so regular
[1:39:49] improvements if there's any more structural decompose on the basement
[1:39:53] with the removal of patrimonio contribute or maintenance packing moving.
[1:39:57] Yeah. Bonita.
[1:39:58] Yeah I, I did I can gather Betsy
[1:40:02] Aguilar skeptical about small principle.
[1:40:04] It was immovable patrimonio so all about that para
[1:40:09] included basma a construction access wall.
[1:40:15] All right.
[1:40:17] It's all on my list.
[1:40:19] Just should do the English now. Thank you.
[1:40:21] 5.3 adoption of a first draft bylaw
[1:40:23] concerning the occupancy and maintenance of buildings and heritage.
[1:40:26] Immovable as the main objective of this bylaw.
[1:40:30] The main objectives of this bylaw are to protect the essential components
[1:40:33] of buildings and heritage and movable, to ensure that they can withstand
[1:40:37] weather conditions, to preserve their their structural integrity, to ensure
[1:40:42] that they can adequately fulfill the function for which they were designed.
[1:40:45] Also, this bylaw encourages preventative maintenance of the structural elements
[1:40:49] and essential components of buildings or heritage and movable
[1:40:53] contributes to maintaining the property portfolio in good condition
[1:40:57] and to preserving the quality and longevity of the built environment.
[1:41:01] This bylaw applies to principal buildings and heritage movable.
[1:41:05] According to the inventory conducted by the agglomeration of Montreal,
[1:41:09] which may include accessory buildings and structures,
[1:41:12] this is.
[1:41:15] You have to consult with.
[1:41:19] Sorry.
[1:41:19] This is this is not there.

[1:42:34] So in the future, can you clarify whether or not we will be
[1:42:38] prevented from having any kind of debate on this bylaw?
[1:42:42] Sorry. Item 26, a bylaw.
[1:42:44] It says when the council wishes to take the floor, you must indicate his intention
[1:42:48] of doing so.
[1:42:48] So the president or to the person
[1:42:50] who chairs the meeting, the mayor or the person who chairs the meeting,

[1:43:03] I have simply alerted you
[1:43:05] during this meeting for the, the right to speak on the issue,

[1:43:27] That's my motion and speak against you.
[1:43:29] I let you speak with Mr.
[1:43:30] Bruno. Did not notify us that he wanted to speak on it.
[1:43:33] So I would have.
[1:43:35] I would have all.
[1:43:35] If we can just move forward, finish these items, you can vote against them.
[1:43:39] I think you're reading of the bylaws completely and utterly incorrect, Mr.
[1:43:42] mayor.
[1:43:43] Absolutely incorrect.
[1:43:45] The opportunity to speak is during the meeting.
[1:43:48] Not. Not unless,
[1:43:51] there's not a debate.
[1:43:52] It's not even majority vote.
[1:43:55] You commit your table to explain.
[1:43:57] I have no intention of debating.
[1:43:59] Just a second. Just.
[1:44:01] I'm going to read the exact wording of the,
[1:44:03] the bylaw and the 12 note
[1:44:08] the below the city bylaw for this is the second
[1:44:13] display on the website.
[1:44:15] Mrs.. Ali.
[1:44:19] Where I lost
[1:44:20] my voice on long after my colleague, Madam Leonard Valiant.
[1:44:24] My Leela. That's not enough.
[1:44:27] So it is.
[1:44:28] I'm a man of the Garden of Sicily.
[1:44:30] Alondra. Joe.
[1:44:32] The recipients.
[1:44:33] They also consider recommending proposals.
[1:44:35] I have them on some.
[1:44:37] Is the lava and sounds buffalo.
[1:44:39] Then I'm on my own resolution. Possible.
[1:44:42] My mom's going to say they can.
[1:44:44] Well, my mom's gonna say, you know, unexpected.
[1:44:46] Going to pop.
[1:44:47] We saw what mom's gonna say.
[1:44:49] I want that did to to mom.
[1:44:51] It's going to say this debate reading population Western sanitation upgrades.
[1:44:56] Please know that I haven't lived in the perimeter when you're concerned
[1:45:00] for certain populations that I wanted to get by exceeds minute.
[1:45:04] Then I'm finally qualifying and I've done the lessons.
[1:45:07] I call the moms consent proposal.
[1:45:10] And whether
[1:45:12] it's cozy or you, the loss to
[1:45:14] the parole loss can lead on some of the part of an attack on certain
[1:45:18] populations with metro de la population adolescents.
[1:45:21] You know what? On a visit and the results proceed.
[1:45:24] Last time the immigrants can say, I want the CDC.
[1:45:31] So I'll repeat in English,
[1:45:32] this is in the section of proposals and amendments starting at section 39.
[1:45:36] Items on the agenda drawn up for a sitting
[1:45:38] are considered to be proposals and are subject to amendments.
[1:45:41] Any new proposal put forward at a sitting may be the subject of an amendment.
[1:45:47] Proposed resolutions and bylaws are moved by a member of Council
[1:45:51] as soon as a new proposal is moved by a member of Council,
[1:45:54] they must explain its content.
[1:45:56] All proposals must be seconded
[1:45:58] by another Member of Council prior to being debated or voted on.
[1:46:02] Any member of Council wishing to debate a proposal must notify the chairman
[1:46:06] of the city of their intention prior to the vote, and may speak only once
[1:46:10] on the same proposal.
[1:46:11] Such intervention may not exceed ten minutes.
[1:46:14] Notwithstanding the first paragraph, the chairman of the sitting shall grant
[1:46:17] the Member of Council who has moved a proposal, the right of rebuttal,
[1:46:20] after all, members of Council have had their turn to speak
[1:46:23] when or when a member of council Council intends to speak on a proposal
[1:46:27] or put forward a new proposal at a sitting, they must, insofar
[1:46:30] as possible, notify all members of the Council prior to the sitting.
[1:46:37] Thank you.
[1:46:37] I am correct.
[1:46:39] Hey, I can speak.
[1:46:42] Go ahead.
[1:46:43] Thank you, thank you.
[1:46:45] So my intention, Mr.
[1:46:46] Mayor, is is not at all with me.
[1:46:48] If you want to discuss the proposition, Mr.
[1:46:50] Tremblay, at about 5.3, I.
[1:46:54] We need a mover, a seconder, and then we can discuss
[1:46:57] among the other member of council.
[1:47:01] Because if you want to debate the proposition,
[1:47:04] you don't want to debate, you ask for right of speak right now.
[1:47:08] Okay. This is different.
[1:47:09] Sorry.
[1:47:10] I thought you wanted to debate with no, it's not a debate whatsoever.
[1:47:13] It's to make my position clear on this particular vote.
[1:47:16] I have no intention of debating Mr.
[1:47:18] Swanson skill in this.
[1:47:19] Thank you for allowing me the, the right
[1:47:23] time over for.
[1:47:24] No. He's a waste.
[1:47:34] Yeah.
[1:47:49] You want to allow Mr.
[1:47:51] Trump to speak before or after?
[1:47:54] The the the the the motion is presented.
[1:47:59] It's it's it's almost the same result.
[1:48:02] Right.
[1:48:02] So he can speak for ten minutes
[1:48:05] if you can move second and then give the floor to Mr.
[1:48:09] Crumbly, we'll let him speak at it.
[1:48:11] I mean, he's been waiting a long time. Go ahead. Thank you, Mr.
[1:48:13] Mayor. And I won't take ten minutes.
[1:48:15] You don't need to worry about that.
[1:48:16] Just in in relation to 5.3.
[1:48:21] My intention is to support this particular adoption.
[1:48:25] As a, as a first draft of the bylaw.
[1:48:28] However, having said that,
[1:48:30] there are a number of points
[1:48:31] that the Mister Councilors within ski has raised in his
[1:48:35] in his, pronouncement on this particular
[1:48:38] bylaw that I believe for Council deserves some further attention.
[1:48:42] Sitting on the
[1:48:43] the demolition committee now for the last five years,
[1:48:46] I think that this particular bylaw is helpful
[1:48:50] to, encourage certain practices that are associated with demolition.
[1:48:54] So the intent of the bylaw, I think, on that nature is, is welcome.
[1:48:59] However, these things sometimes cut to waste.
[1:49:01] And I think some of the points that Mr.
[1:49:03] Swanson has raised are worth discussing at a future date, of which point
[1:49:08] you a much move me switch towards action.
[1:49:13] Okay, cuz still suppose you don't know how to modify the chassis
[1:49:19] ultralight the Suzuki Le Premier
[1:49:22] project e le silence the sounds e.

[1:49:36] perfect. So, Mrs.
[1:49:38] Deacon, we'll move on.
[1:49:42] I'll repeat for 5.5.
[1:49:44] And they believe that's where we were at 5.5 adoption of a bylaw amending
[1:49:48] bylaw P c 2987 respecting the demolition of a move immovable
[1:49:52] for the purpose of clarifying the concept of a heritage

[2:01:37] Thank you.
[2:01:37] Have a mover and seconder for 15.4 through 15.8.
[2:01:41] Please. Ludovic Mathews, Director,
[2:01:46] notably district six.
[2:01:48] I'd like to speak to 15.8 before the vote.
[2:01:51] 15.8 yeah.
[2:01:53] Go ahead.
[2:01:55] This is the, $5.8 million contract for the,
[2:01:58] the bathrooms and the offices and the.
[2:02:03] Aquatic center, an arena.
[2:02:05] I just want to be clear that I'm not opposed to this project
[2:02:08] as such, and that I value the work that our staff has put into it.
[2:02:12] However, I think it is a question
[2:02:15] of priorities and what needs to be done first.
[2:02:18] In the last election, when I went door to door,
[2:02:22] the biggest issue
[2:02:23] that was raised to me by residents was the quality of our road infrastructure
[2:02:26] and the need to invest in fixing streets that were falling apart and particularly
[2:02:31] improving our stormwater drainage and flood prevention measures.
[2:02:35] And I use this and the
[2:02:38] expenses that at the time were $8 million for the arena and the aquatic center.
[2:02:42] As an example of something that should be reinvested
[2:02:46] in fixing roads and providing for, flood infrastructure.
[2:02:51] And so consistently with that position that I took
[2:02:53] in the election campaign, I am voting against this resolution tonight.
[2:02:57] Thank you.
[2:02:58] All right.
[2:02:59] Thank you.
[2:03:00] I have a mover and a seconder. Please.

[2:03:09] he's against.
[2:03:10] It just was against.
[2:03:13] I'm just asking if I.
[2:03:15] I feel an
[2:03:17] item who's against us.
[2:03:20] Yeah I oppose 15.8.
[2:03:21] Yeah. And Mr..
[2:03:22] So you're against okay nice. Okay.
[2:03:25] But the rest of you are both in favor for.
[2:03:27] Yes 15.8. Thank you.

[2:09:54] It has kept captured that point campus good use of this
[2:09:59] aspect that is objectives plants of my respect that generally these objectives
[2:10:04] for the project basket construction, the the only method
[2:10:09] consequence was the recommendation favor average committee.
[2:10:12] That openness resolution accepted the probation

[2:10:27] That compost project was.
[2:10:31] We are at just one moment point one
[2:10:35] silver.
[2:10:39] 17.1 this is a public meeting regarding a draft resolution
[2:10:43] for a specific construction, alteration or occupancy proposal for an immovable,
[2:10:48] also known as scope, at 107 Dash 117 Gun Avenue
[2:10:53] authorizing a shooting club and an indoor hockey training center.
[2:10:57] The provisions of the bylaw p c 2957 on specific construction, alteration,
[2:11:03] or occupancy proposals for an immovable
[2:11:05] allow the review of projects that do not comply with current regulations,
[2:11:09] provided that the project meets the objectives of the planning program.
[2:11:12] P c 2768 and, where applicable, those of a special planning program.
[2:11:18] The submitted project meets the objectives of the planning program
[2:11:21] and generally complies with the objectives and criteria
[2:11:25] of bylaw PC 2957 on scale.
[2:11:28] Peace.
[2:11:29] Consequently, you have a favorable recommendation
[2:11:31] from the Planning Advisory Committee.
[2:11:33] This draft resolution is subject to approval by way of referendum.
[2:11:38] 17.2.
[2:11:43] Goals in the 12
[2:11:45] that. We.
[2:11:53] Good evening.
[2:11:54] Lincoln.
[2:11:54] We need So it's, Don't we already have a shooting club there
[2:11:59] somewhere in the basement of one of the buildings here? Yes.
[2:12:03] It's always a shooting club. That was here. Yes.
[2:12:05] I had to move out in 2018.
[2:12:07] They moved over to, believe it or not, a shooting range over the gun street.
[2:12:12] And, when they, the city asked them to move out there,
[2:12:15] to move out there in November, we never corrected the zoning for it.
[2:12:19] So that's what we're okay
[2:12:21] because I just thought, you know, point out it's like a family city.
[2:12:24] Why are we having a business like that here?
[2:12:26] It's a sport.
[2:12:27] Yeah. No, but it's still the idea.
[2:12:29] It's like it's a senior year, but it's a, you know, junior big city.
[2:12:32] It's a family city.
[2:12:34] Why bother?
[2:12:34] Having a club like that here has been around for many, many years.
[2:12:38] There's just no different to the golf course.
[2:12:40] Whatever done recently bought.
[2:12:43] And we just created the zoning for it has been there since 2008
[2:12:46] because we did the the whole concept is there's so much violence going on.
[2:12:51] Like, why encourage that sport here?
[2:12:55] I don't disagree with that.
[2:12:56] This is a
[2:12:56] they've been there, they've been in point there for years is an association.
[2:13:00] And we feel it's a it's a well-run it's
[2:13:03] they're not using, guns of mass.
[2:13:07] Whatever.
[2:13:07] I don't want the but one thing leads to another to another.
[2:13:10] That's how it goes in the media world that we live in.
[2:13:13] The owner of that, that's the purpose of this.
[2:13:16] Denise adopted the proper zoning for the use of the building.
[2:13:19] That's what we're doing. Yes.
[2:13:20] Thank you.
[2:13:20] So I wanted to make my point across, like why we having a business like that here?
[2:13:24] Which point as opposed to be like a family city,
[2:13:28] you know, gun violence like
[2:13:31] one thing leads to another.
[2:13:32] We all listen to the news, I hope. Thank you.
[2:13:36] 17.2 17.2 consent.
[2:13:39] Consider a minor exemption request concerning the property, situate
[2:13:42] at 2325 Trans-Canada highway there.
[2:13:45] The request I submitted was to permit three signs where the maximum permitted
[2:13:50] is one sign, one of which signs to be located on a facade that is not
[2:13:55] part of the building that houses the establishment to which it refers.
[2:13:58] The Planning Advisory Committee's recommendation is to authorize
[2:14:02] the installation of a second wall sign on a facade on which
[2:14:07] there is no entrance leading outside, and to refuse the request
[2:14:11] for a third sign affixed to a facade not occupied by the establishment.
[2:14:16] So there's a total of two signs that will be permitted,
[2:14:20] and anyone present may address council
[2:14:21] for this item.
[2:14:25] That point, considering the Monday
[2:14:27] the request for minor concerns on the property seal
[2:14:29] sounds like on the valua for permit on
[2:14:33] and whereas object on the quiet point segment, they remain on an advance
[2:14:38] also with minimal maximum permit to tour my.
[2:14:42] We see Scituate.
[2:14:43] At what point are my resolute plutocrat stance minimal.
[2:14:48] Ricky's the quiet points I think might, you know, feel like
[2:14:51] it's not on the grounds. Must we add do points like mine?
[2:14:54] The limit allow the property to to get a distance.
[2:14:57] Minimal.
[2:14:57] Ricky's the sink my LA recommendations committee consultative job.
[2:15:03] Amanda
[2:15:05] and I have a mover.
[2:15:06] And so with, So we're just gonna do 17.4 first.
[2:15:10] Yeah. 17.4.
[2:15:12] Consider a minor exemption
[2:15:13] request concerning the property situated at 139 Monterey Avenue.
[2:15:17] This is to permit a landing with 11.17% of the footprint
[2:15:21] area of the main building, rather than the maximum permitted of 5%.
[2:15:25] The Planning Advisory Committee's recommendation is to approve the request.
[2:15:29] Thank you.
[2:15:29] Have a mover second for 17.2, 17.3, 17.4
[2:15:34] calls in the district on
[2:15:37] Kelly, Thor said con district one.
[2:15:39] All in favor?
[2:15:41] Thank you. 17.5
[2:15:45] considering the amount that
[2:15:47] the considering the amount conditionally Dominion.
[2:15:51] Thanks.
[2:15:51] I mean that was as I can say, they do think there's a thousand Covid scanners.
[2:15:55] Quebec City code in our western ETA section of the Sanja
[2:15:59] Evans week for permit construction on the Belgium.
[2:16:02] Oh. Did you Brexit any Belgium?
[2:16:08] Hotel.
[2:16:09] But anyways, the project proposes to raise 3000 portions
[2:16:13] to the station commerciale equal
[2:16:16] to contribution
[2:16:19] the section strategic that I will.
[2:16:23] I will repeat this one in English for everyone.
[2:16:25] So 17.5 consider a request for a conditional use.
[2:16:29] Concerning lots 2527357
[2:16:33] and 2527358 of the Cadastral of Quebec, which is located at
[2:16:38] the northwest corner of the intersection of Saint John and Brunswick Boulevards.
[2:16:42] This is to permit the construction of an in-keeping establishment
[2:16:45] and hotel facility, for which the principal activity consists
[2:16:49] of lodging, transient and short term clients such as hotels, motels, and inns.
[2:16:54] The proposed hotel complex will be located in an underutilized area
[2:16:59] of the commercial parking lot, and will contribute to reducing urban heat
[2:17:02] islands and revitalize this strategic intersection within the city.
[2:17:06] This, this
[2:17:09] use does not constitute a
[2:17:10] zoning change, and the recommendation is to approve the request.
[2:17:15] So those present may address Council for 17.5.
[2:17:27] Although again,
[2:17:28] I don't necessarily oppose this project, I don't really know much about it.
[2:17:32] There's not much detail here.
[2:17:34] I don't like the process by which where it's, being presented.
[2:17:38] It's combining, as you pointed out earlier, it's combining
[2:17:41] this is with, the plans that will be submitted later.
[2:17:45] And, and whatever we this we don't know.
[2:17:48] So how can the public weigh in on
[2:17:50] whether the conditional use meets the objectives in the planning program?
[2:17:54] If they really don't know anything about it
[2:17:56] other than it's going to be a hotel and where it's going to go.
[2:17:59] So I'm, I think that process should be looked
[2:18:01] at and give more information to the public so they can
[2:18:05] they can adequately weigh in instead of having it come out in dribs and drabs.
[2:18:09] And then you never really know when to catch it.
[2:18:10] And maybe that's the intention, I don't know.
[2:18:13] But I'm also a little bit Nastia.
[2:18:16] Mr. Callan, I'm sorry.
[2:18:17] It was a joke. I apologize, I withdraw.
[2:18:19] You were a councilor. Would I withdraw that?
[2:18:21] Thank you. Comment.
[2:18:23] The, the, the other objection is
[2:18:26] we have a, a, development freeze at the present time,
[2:18:31] which in essence suspends the planning program.
[2:18:33] So it's hard to understand how you can make a decision saying that a,
[2:18:39] that a, proposal meets the objectives of a planning program.
[2:18:42] It's in suspension.
[2:18:43] That's the reason for a freeze.
[2:18:45] And so, which one is it?
[2:18:48] Corresponding to the current one or the one that's yet to develop, yet
[2:18:52] to be finalized.
[2:18:53] After four and a half years of thinking about it,
[2:18:56] I recognize it's complicated, and,
[2:18:59] many balls are in the air, but
[2:19:03] things got to move along.
[2:19:04] And I think that if anybody's going to vote for this conditional use
[2:19:08] in their mind, they have an idea of what the planning program
[2:19:11] they think is going to be with the urban plan
[2:19:13] they think is going to be, but they're not sharing it with the public.
[2:19:16] So I think, again, Mr. Cowan acquisition.
[2:19:19] So you've been doing that for you understand how the process works.
[2:19:22] That's not an accusation. It's a statement.
[2:19:24] If you vote for this in my mind, you have to have in your eye.
[2:19:28] You have to be thinking that it corresponds
[2:19:30] to a planning program in your mind,
[2:19:32] and it meets the objectives of the city of the of that planning program.
[2:19:36] But that planning program is in the process of being changed
[2:19:40] so it doesn't really exist.
[2:19:43] That's why there's a development freeze, because in the end,
[2:19:45] you're going to have to
[2:19:46] if this goes through the approval process, you'll have to pop it out of the freeze.
[2:19:49] That's my point.
[2:19:51] And my my point is, is the development freeze was put there for a purpose.
[2:19:55] The purpose is to allow the time necessary.
[2:19:58] I do think four and a half years is too much time, but nonetheless, it's,
[2:20:02] allows the time to,
[2:20:04] review the planning program, come up with a new planning program,
[2:20:07] and then make sure that all the projects going forward
[2:20:10] fit the new planning program.
[2:20:12] The way it looks like it's being done now.
[2:20:14] In addition, with the scale pieces coming up on, 3300, that source
[2:20:19] that you're going to have make, you're going to approve major projects,
[2:20:22] and then the projects will define the planning program
[2:20:25] as opposed to the other way around.
[2:20:27] Because once these major projects go in, there's no turning back.
[2:20:31] Thank you.
[2:20:34] Seven go.
[2:20:35] I'm sorry. Sorry.
[2:20:37] I have a couple of questions, actually.
[2:20:38] So my first question kind of, falls under what Mr.
[2:20:41] Cowan was saying about, current zoning.
[2:20:45] I am curious about the fact that I quickly
[2:20:50] googled the zoning, so it's zone kept correct.
[2:20:53] And that zone is not currently in the freeze.
[2:20:58] It is.
[2:21:00] So how are we talking about a conditional use?
[2:21:04] If it's in a freeze, you, Go ahead, go ahead and support
[2:21:09] the research station.
[2:21:13] Okay.
[2:21:13] Don't ask the answer.
[2:21:15] Might do.
[2:21:18] Question.
[2:21:19] I might do them. So,
[2:21:23] you know, you have unique, Solloway.
[2:21:26] Okay.
[2:21:27] Don't conditional say Sonoma
[2:21:31] nonresidential now, but,
[2:21:35] excuse me, you should not
[2:21:38] question listeners.
[2:21:40] Sounds good to the desired conditional on
[2:21:44] malgré la Pascua.
[2:21:46] Suppose it is natural.
[2:21:48] So. So the privacy policy.
[2:21:51] I think I'll be valid and then. Okay.
[2:21:54] You know I see no likes knocking.
[2:21:56] I've said that they are not because they're not in Wi-Fi positions.
[2:22:00] Roxy.
[2:22:01] I'll keep so my copy don't put on a because we learned
[2:22:04] a lot about the loop there.
[2:22:05] This isn't pleasure to tell. Observe.
[2:22:08] Wait.
[2:22:10] Not an exact analysis that Santa Roberts.
[2:22:13] Okay, I'll try to preserve you
[2:22:17] a little challenge.
[2:22:18] I mean, I said welcome to see if it's really the question
[2:22:22] that song asks us to represent
[2:22:28] companies we present my por la la la la la la la.
[2:22:34] And then off it,
[2:22:36] Pasco repository literally not me.
[2:22:38] My my age but security is you me.
[2:22:42] So la la la patsy station my demeanor
[2:22:45] fox in my your only Louisiana outfit on.
[2:22:48] Oh I'll
[2:22:50] be honest
[2:22:51] on that consistent with our security, only, mention counts three on opera on.
[2:22:56] Ma'am, we the primary. It's really so fast.
[2:22:59] So I think it's time to come out.
[2:23:01] They let me.
[2:23:02] So just videos.
[2:23:03] Let's give us a if like a matter that it's really just I don't I puts the command.
[2:23:08] Yeah fine. You not.
[2:23:09] That's not what I was about okay.
[2:23:11] The toy per permit that hits me.
[2:23:15] Adult option. Solid work okay.
[2:23:17] That attach only okay.
[2:23:20] Can I see?
[2:23:22] I just have a question about the comment about underutilized parking.
[2:23:27] I don't know if any of you have been to that complex recently,
[2:23:31] but there is not any underutilized parking in that area.
[2:23:37] So that's one thing.
[2:23:39] It was probably probably the wrong wording yet.
[2:23:41] But, in the meantime, well, it's it's not like the supply parking for that.
[2:23:46] I mean, where they build off to go underground.
[2:23:49] So whatever.
[2:23:50] I'm just guessing changes to the parking lot,
[2:23:53] the way some businesses are moving to that will reduce the number of cars
[2:23:58] in that parking lot, too.
[2:23:59] So there's a bunch of stuff I don't know all the details.
[2:24:02] This is just to give the, person the right to move forward, to start.
[2:24:07] So we're probably thinking that the buildings that are there
[2:24:11] now are going to be demolished and a whole new complex built,
[2:24:17] because you're saying if people have been I can't tell you what they are, right,
[2:24:19] I don't know.
[2:24:20] I mean, we'll see once he gets the, the the ball rolling
[2:24:25] and then you'll be able to give us a plan or we'll be able to discuss the plan
[2:24:29] and everybody will see the plan.
[2:24:31] Right now, this is just too okay. Yes.
[2:24:33] We're interested him in, presenting a project.
[2:24:36] The conditional uses existing existing already.
[2:24:39] But in our in the regulation Council still has to approve
[2:24:43] the use of, of a of a building going there.
[2:24:45] So we're doing what is the zoning bylaw as far as height
[2:24:49] on that, that that would be there is no.
[2:24:52] Well I'm not going to answer that. The
[2:24:55] so there is
[2:24:57] I have to find out, Mr.
[2:24:58] Mayor, I don't I, I don't know about that.
[2:25:01] Who does. No.
[2:25:01] That's down the road once you this was knocked down the road.
[2:25:05] It's a by law and there should be a height restriction
[2:25:09] restriction saying that somebody should know
[2:25:13] what it is when you're putting, putting this bylaw forward,
[2:25:17] somebody should know what the restrictions are.
[2:25:21] But the the council will have the final say on height anyway.
[2:25:26] So when no when he proposed proposes a project
[2:25:29] after he works at urban planning.
[2:25:31] Urban planning will will work with whoever it is, come up with the project.
[2:25:35] They think it is acceptable.
[2:25:37] You bring the back committee.
[2:25:38] The back committee then looks at the project and then the person.
[2:25:41] Then they comes to council to discuss.
[2:25:43] It has to start somewhere.
[2:25:44] So, you know, I don't know. I don't know.
[2:25:48] I can't give you the exact number allowed there right now.
[2:25:51] But there is a bylaw, whatever it is will help you within the bylaw for sure.
[2:25:54] Okay. We get that after tomorrow.
[2:25:56] We we will. We'll call you tomorrow and give you the answer all night.
[2:25:58] Correct me if I'm wrong and fair views project.
[2:26:03] Are they not planning a hotel?
[2:26:05] If this all go? If there goes through.
[2:26:08] Were they not planning a project?
[2:26:10] Is, not on the table right now?
[2:26:13] We don't know where they're going to go. Whatever project they might.
[2:26:15] They might change the whole project.
[2:26:18] You have no idea.
[2:26:19] We haven't discussed that. What the. We discussed the remedies.
[2:26:21] Because lots of stuff.
[2:26:22] We've not discussed their project, but when the time comes, then look at
[2:26:27] the move.
[2:26:27] May have to change your. I don't know, I have no idea.
[2:26:29] There's no discussion about that right now.
[2:26:31] Okay.
[2:26:32] I'm just, I don't see why I understood we had the freeze later on.
[2:26:36] You have said I'm not sure exactly what the discussion
[2:26:39] was on on that, but I thought we had a freeze in particular.
[2:26:43] According to tenable, it's not in the freeze.
[2:26:47] Some is not residential,
[2:26:50] and it's not in the, the square in the.
[2:26:53] Okay, that was not in.
[2:26:55] Thank you, Mr. Mayor.
[2:26:58] I'm just waiting for the opportune time to make a statement.
[2:27:00] So I'll wait for your, permission to block any.
[2:27:04] Are we okay? Can Mr. Tommy make a statement now?
[2:27:06] We'll do a mover and a seconder.
[2:27:08] I believe we do have a mover and a second here.
[2:27:11] Please.
[2:27:12] Kelly Cullen,
[2:27:13] district three, second by district eight.
[2:27:17] Okay. And, Mr.
[2:27:19] Donnelly, like the government.
[2:27:20] Go ahead.
[2:27:22] Thank you.
[2:27:22] Mr. is missing, Mr.
[2:27:24] Mason. My
[2:27:25] the points that sink,
[2:27:28] so the projects represent potential demands in.
[2:27:32] There's some funds going forward.
[2:27:34] Unique movements.
[2:27:35] Mercy Pluto Q than the previous one.
[2:27:40] Just,
[2:27:42] in 2026, the city of Point Clear is projected to pay approximately
[2:27:46] $0.50 $0.56 of every dollar
[2:27:49] it collects to the Montreal like nomination.
[2:27:52] The actual bill is shared based on the total relative wealth of each city.
[2:27:57] If property values in point clear, rise faster or hold steadier than downtown
[2:28:01] office towers which are actually lost or saw drop of 8.2% in value
[2:28:07] this year, point clear share of the total island wealth
[2:28:10] increases because of local real estate.
[2:28:13] Because story.
[2:28:14] Because our local real estate is performing well.
[2:28:16] The formula punishes the city by making
[2:28:20] by making it pay a larger slice of the island's total expenses.
[2:28:24] Larger developments will surely add to our wealth.
[2:28:27] Yet I've not been given any financial information
[2:28:30] showing how we are costing out the effect of that growth on our finances.
[2:28:35] That's a major concern for me when you consider the, the actuarial
[2:28:39] calculations of the formula involved
[2:28:42] around the population, the district, as this is certain,
[2:28:45] it says, the quality color, the color levels to D plus value
[2:28:49] should.
[2:28:52] Remain multimodal.
[2:28:54] Michael of the Carlton of so city plus you should well enough
[2:28:59] garnets in the service name see the south responsive Oliver
[2:29:03] cut costs to boldy Boucher make it to police services.
[2:29:07] The bars some new projects a year.
[2:29:10] I tell you those those were a courtesy
[2:29:14] when there will be this.
[2:29:15] I'm just wondering, when will there be a sidewalk or crosswalk built
[2:29:20] along the north of Brunswick for residents living adventure of even Hermitage?
[2:29:26] Will the area be safe for pedestrians and cyclists
[2:29:28] will be competing for space with additional cars.
[2:29:32] It isn't safe today.
[2:29:34] Well, residents in Hermitage need to endure endless red lights, non
[2:29:38] direct and infrequent public transport and or dangerous sidewalks
[2:29:42] to get to the library or the village,
[2:29:44] not to mention driving on battered road surfaces.
[2:29:48] What about city parks?
[2:29:49] Hermitage Park is the only one in the area for miles and it hasn't been.
[2:29:54] It hasn't seen a serious investment in years.
[2:29:57] Is it time to move the library north in a community center
[2:30:00] and a new community center along the other developments?
[2:30:03] What about an eco center outlet, perhaps a nature park like terracotta?
[2:30:08] The resident dermatologists obviously disagreement.
[2:30:11] You travel the set up the route of a police vehicle.
[2:30:15] Does not see you know material
[2:30:18] liquids limit.
[2:30:21] Give it all exact opposition solutions not allowed
[2:30:25] to appoint clients at a new client community social investment officer.
[2:30:29] Respectfully.
[2:30:29] Regular money existing e two on a vessel does not.
[2:30:35] Infrastructure. The services coin.
[2:30:38] Given the enormous pressure on our capital investment program
[2:30:41] to rebuild aging infrastructure in the south of the city,
[2:30:45] the clear need for municipal investments and services in the north
[2:30:48] to support the proposed use and the ever present ugly squeeze.
[2:30:53] What's your financial playbook, Mr. Mayor?
[2:30:56] And what will it mean to taxpayers?
[2:30:58] I can't continue the press.
[2:31:00] Of course, the rich space
[2:31:02] program, the investment pull up, the city's infrastructure result.
[2:31:06] That is the love in the land.
[2:31:08] This is if you don't live in small means,
[2:31:10] put on its services now have in the city and such as us.
[2:31:13] Because
[2:31:15] if it's a small
[2:31:18] social pressure, constant exerts
[2:31:20] like a quality like low key strategic financier Mr.
[2:31:24] Michael Eisner, only consequence it got robbed.
[2:31:30] So very much in line with a comment that was made earlier by a resident
[2:31:33] without a clear development vision and a timeline, a broader understanding
[2:31:37] of all the moving financial parts that are highlighted here,
[2:31:40] and a concrete service and infrastructure investment
[2:31:43] for the good folks living in district six and seven.
[2:31:46] I do not at the moment understand how the proposed usage meets
[2:31:50] the objectives spelled out in article 38 of PC 2791,
[2:31:54] the conditional use bylaw.
[2:31:59] Thank you, Mr.
[2:32:00] Trombley. Mr..
[2:32:01] Mr. mayor, can you just, allow me to correct a mistake in oversight?
[2:32:07] Go ahead. The,
[2:32:10] madam c le projet will file a
[2:32:13] vaccine basket policy.
[2:32:16] May excuse, the LaRocca Mazibuko.
[2:32:20] Okay. We had a mover and a second ago.
[2:32:22] I would like to speak to this one as well.
[2:32:25] Go ahead.
[2:32:26] Mr. Luzinski, I think building in part on what
[2:32:30] some of the citizens who came to the mic said,
[2:32:36] The mayor mentioned in his speech,
[2:32:39] or in his response to a question during question period on this, that,
[2:32:43] a 17 story building was just rumors.
[2:32:47] We hadn't seen any plan.
[2:32:48] Nothing had been submitted to us.
[2:32:51] I just want to make it clear that for a conditional use,
[2:32:55] relatively detailed set of documents
[2:32:57] have to be provided by a developer to the city.
[2:33:01] However, I think the important distinction is
[2:33:04] and this is part of the problem
[2:33:05] in the issue of transparency and what people know and when is that
[2:33:09] if a detailed plan existed, whether it be 1718,
[2:33:13] whatever number of stories for an actual project were in front of us?
[2:33:17] The consequence of conditional by use bylaw is that
[2:33:21] we're only allowed to show you the resolution before it's adoption.
[2:33:26] If such a plan were to exist for a project,
[2:33:30] I wouldn't be allowed to tell you about it with any degree of detail.
[2:33:33] And yet, this evening I'm being called to a vote upon the enabling,
[2:33:38] regulation that would allow for such a project to be deposited
[2:33:43] and likely accepted without any kind of significant change.
[2:33:46] And I think that's a pretty important
[2:33:49] distinction to make with regards to this property.
[2:33:52] I'm I'm not necessarily opposed, to building another hotel
[2:33:57] project in this area.
[2:33:58] I think commercial development is generally positive.
[2:34:00] In point, clear
[2:34:02] what my concerns are,
[2:34:05] are with the degree of, integration
[2:34:09] into the existing neighborhood,
[2:34:11] and particularly with
[2:34:14] if this whole area is indeed to be developed,
[2:34:18] what it will ultimately look like and what will be the prospects for the
[2:34:23] merchants who are currently in that strip, including squirrels, including those
[2:34:28] including Five Guys and a number of others,
[2:34:31] and what, dispositions will be taken
[2:34:35] to make sure that in the course of, this construction project,
[2:34:40] they are in a position to be able to survive and remain viable
[2:34:45] when the whole area is redeveloped, if it is redeveloped,
[2:34:49] what we'll have in the first floor commercial in that
[2:34:51] which right now is doing pretty well, we don't have to have the answers to this.
[2:34:55] And, you know, my preference is a way of going about
[2:34:58] this would have been to require the developer
[2:35:02] to submit a comprehensive development plan or some form of plan for the entire,
[2:35:07] set of
[2:35:08] buildings in that shopping center so that we could
[2:35:11] and make an informed decision as to what its redevelopment will look like.
[2:35:15] And so the citizens could provide their feedback
[2:35:18] on, on such a plan.
[2:35:21] Instead, we're kind of proceeding in a piecemeal way.
[2:35:25] I have gone to an area.
[2:35:28] I went there on Good Friday, and I could see that despite,
[2:35:32] many businesses being closed, the parking lot was very still nearly full.
[2:35:37] And, I haven't spoken to a merchant who is there.
[2:35:42] A couple of weeks ago, I was told that,
[2:35:47] trucks from the developers project to the north, the same developer.
[2:35:53] We're filling up the parking lot in a way where it was relatively hard
[2:35:57] for its clients to get parking, during the daytime period.
[2:36:02] And we have yet to see, like, a clear parking plan,
[2:36:06] as to what this will look like in a construction period
[2:36:09] and whether, it might not
[2:36:11] put some of these businesses in a position where they lose a lot of money
[2:36:15] because the parking lot is continually, filled with trucks.
[2:36:19] The resolution that we have before us only indicates that the parking spaces
[2:36:24] have to exist, and that during the construction period,
[2:36:28] they couldn't be, dug up or covered in concrete blocks.
[2:36:33] But it doesn't indicate who or park where and where.
[2:36:35] And we don't have a parking and circulation plan,
[2:36:39] for whatever project will go forward.
[2:36:42] These are things that I would have liked to have seen before being called
[2:36:46] to vote on the enabling regulation that will,
[2:36:50] once it is adopted, allow the developer to do a great deal in this area.
[2:36:54] And so those are, that's my intervention tonight.
[2:36:57] Thank you.
[2:36:59] Let me comment.
[2:37:01] Sorry.
[2:37:03] No. Okay.
[2:37:04] Let's, write my comment, please. Sorry.
[2:37:07] Right here.
[2:37:08] Oh, sorry.
[2:37:09] Mr. Stark, I think the citizens need to be aware that
[2:37:12] what we're approving here today or potentially approving here today
[2:37:17] is the request for conditional use.
[2:37:20] It's specific.
[2:37:21] Just to go further, would we like to say, are we okay with the hotel being there?
[2:37:27] That's all we're asking.
[2:37:28] After this there's a second step.
[2:37:30] There's a third step that starts talking about municipal works programs
[2:37:34] in terms of parking,
[2:37:35] in terms of height, in terms of landscape, in terms of everything else.
[2:37:39] So I don't I'm not sure why certain people are getting ahead of the curve here,
[2:37:43] but all that will come up and all of that will be part of a future discussion.
[2:37:47] All we're doing here is consider a request for a conditional use.
[2:37:54] Are we okay with a hotel there?
[2:37:55] What type of hotel?
[2:37:57] We'll see what we'll we'll we'll get all the finalized information and we'll see.
[2:38:01] And we'll make a decision based upon that.
[2:38:03] But once again, that is all to come later.
[2:38:07] All we're reviewing here again is to use
[2:38:10] are we okay with a hotel on this lot?
[2:38:14] Thank you, thank you.
[2:38:16] No. Now we've declared this.
[2:38:19] You can come to the mic now.
[2:38:20] We've had your energized. It is done.
[2:38:23] Can we have a show of hands? Who's in favor?
[2:38:25] That's all we're missing now. We've.
[2:38:26] We've had a mover and a second.
[2:38:28] All right, so now we need a show of hands in favor.
[2:38:31] Thank you.
[2:38:31] So just Eric, not Eric.
[2:38:33] Susan Ski and Bruno Trombley are
[2:38:37] against and everybody else for.
[2:38:39] Thank you.
[2:38:40] 17.6 17.6.
[2:38:44] Consider the site planning and Architectural integration program
[2:38:47] plans with respect to the property situated at 157 Valois Avenue.

[2:38:55] attached garage and its replacement with a larger garage.
[2:38:58] The an extension to the house behind the garage to create
[2:39:02] a connection with the outdoor terrace via the construction
[2:39:06] of a solarium and the modification of the driveway configuration.
[2:39:09] The Planning Advisory Committee's recommendation is to approve the plans.
[2:39:14] 17.7 constantly planning about the
[2:39:18] properties 20th Avenue, Claremont at point against my
[2:39:22] the exterior now Carmen that sounds on
[2:39:26] the property plan 17.8 consider the site planning
[2:39:30] an architectural integration program plans with respect to the property.
[2:39:34] Situated at six Laurel Wood Avenue, this is an amendment to the plans
[2:39:38] previously approved for the extension and exterior renovation work.
[2:39:42] The Planning Advisory Committee's recommendation is to approve the plans.
[2:39:46] I have a mover and a second for 17.6 through 17.9.
[2:39:51] We have 17.9.
[2:39:53] I brought this one that the relative appropriate
[2:39:57] is to have new Monterey Manor back home, and removal.
[2:40:03] What is the Mason superior never come on this committee.
[2:40:06] Conservatives over there probably
[2:40:10] now going to go over between 17.6 and 17.9.
[2:40:14] Cynthia home and district five Ludovic Matthews, district two.
[2:40:18] All in favor?
[2:40:20] Thank you.
[2:40:22] 17.10 consider the Site Planning
[2:40:24] and Architectural Integration Program plans with respect to the property.
[2:40:27] Situated at 114 Wind Crest Avenue,
[2:40:31] this is for the extension of the second floor.
[2:40:34] The Planning Advisory Committee recommendation is to approve the plans.
[2:40:38] The the the event was concerned.
[2:40:42] Land uses.
[2:40:42] Conditional use.
[2:40:44] Dunes Avenue, Perry Lookboonmee hotel.
[2:40:46] My next potassium zombie professional alarmism
[2:40:50] 17.12 amendment to the validity
[2:40:54] period for permit 2020 5-01318.
[2:40:59] The city's legal affair and city clerks.
[2:41:01] The Department has initiated steps with the public utility providers
[2:41:05] to a plan to obtain the discharge of easements registered on lot 6126973,
[2:41:10] located at the intersection of Hymas and still view avenues.
[2:41:14] This, this process necessary to allow for the revision
[2:41:18] of certain components of the authorized construction project on the adjacent lot.
[2:41:22] Due to the resulting delays, it is recommended to extend the validity
[2:41:26] period on the building permit already issued.
[2:41:29] Thank you.
[2:41:29] Have a mover and second over 17.10 1711
[2:41:32] 1712.
[2:41:36] Three six
[2:41:38] second by Mike van, district eight.
[2:41:41] All in favor?
[2:41:42] I'd like to just make a comment with regards to, one small process, Mr.
[2:41:46] Mayor. Yes.
[2:41:47] I think it's important to notice, and I might begin
[2:41:49] to do this on a regular basis, is that when I think,
[2:41:53] for the audience to understand is that when we propose
[2:41:55] and second, these things, we don't necessarily
[2:41:58] are supporting a motion or being against the motion.
[2:42:01] We're simply supporting, proposing and seconding that.
[2:42:04] We go ahead with any further discussion on these sorts of things.
[2:42:07] So I just want to make that clear.
[2:42:08] I might repeat it a few times going forward.
[2:42:12] Thank you.
[2:42:14] Okay.
[2:42:14] 17 all in favor please a seven.
[2:42:16] Do I believe we actually took a vote on okay,
[2:42:20] mover second or 17.10 11 and 12.
[2:42:24] Got that.
[2:42:26] We did that now.
[2:42:27] And all in favor, please stand 1112.
[2:42:29] Yeah. Perfect.
[2:42:31] Thank you.
[2:42:32] Thank you, Mr.
[2:42:34] Minsky.
[2:42:36] Okay. Thank you.
[2:42:38] 17.13, please.
[2:42:41] Adoptive
[2:42:42] adopting a second project resolution community.
[2:42:45] The construction.
[2:42:48] Or sunset.
[2:42:49] Sunset Avenue gun reason.
[2:42:51] I mean, as Mother Sandra did say, the South without grandmother
[2:42:55] asking you to let me description kids said whereas applique
[2:42:59] you have a mover and second here for 17.13 Kelly
[2:43:02] said current district one
[2:43:05] Cynthia Harmon district.
[2:43:06] Thank all in favor, please.
[2:43:09] Okay.
[2:43:10] Thank you.
[2:43:11] 17.0 imperious 17.4.
[2:43:15] Adopt a first 14 17.14.
[2:43:19] Sorry, we won't go back in time.
[2:43:22] 17.14 adopt a draft, a first draft resolution for a specific construction,
[2:43:28] alteration or occupancy proposal for an immovable, copy at 3300.
[2:43:33] This was boulevard for the construction of a multi residential building.
[2:43:37] A specific construction, alteration or occupancy proposal for a movable
[2:43:42] was submitted to permit the demolition of the Barbee Barn building in the
[2:43:46] in order to build a multifamily residential project of 249 units.
[2:43:51] The building, which is located within commercial zoned C
[2:43:54] eight, is subject to a scale and analysis due to the proposed residential use.
[2:43:59] As per the zoning bylaw,
[2:44:00] residential class C1, C2 multifamily is not a permitted use.
[2:44:05] The proposed project will promote social inclusion and diversity by offering
[2:44:08] a range of apartments such as studio one, two and three bedrooms,
[2:44:12] 10% of which meet the definition of affordable housing.
[2:44:15] In accordance with the definition established
[2:44:17] by the Canada mortgage and Housing Corporation,
[2:44:20] the recommendation is to approve the proposal.
[2:44:23] This draft resolution will be the subject to a public consultation meeting
[2:44:27] at a later date, prior to the adoption of a second draft.
[2:44:30] The draft further resolution is also subject to approval by way of referendum.
[2:44:34] We have a mover and a second here, please, Kelly Thor, said Cullen.
[2:44:38] District three second by Cynthia Homan, district.
[2:44:41] Thank.
[2:44:42] Oh Mr.
[2:44:43] Mayor, I'd like to make a comment with regards to 17.14.
[2:44:46] Go ahead.
[2:44:47] I plan to vote against this.
[2:44:48] So guys, just excuse me. Mr..
[2:44:50] I can't hear when there's an echo. Please.
[2:44:53] I plan to my preference is that, this area
[2:44:56] remain entirely commercial, so I'll be voting against this proposal.
[2:45:00] Thank you. Thank you.
[2:45:02] I'd like to speak as well.
[2:45:03] Go ahead. Mr. Screen.
[2:45:06] Okay, so with regards to this, property,
[2:45:08] again, I'm not against redeveloping it.
[2:45:11] I think an important point is that whatever residents would go
[2:45:16] there would be cut off from the rest of Pointe Claire
[2:45:19] and from access to its services in a way that others wouldn't.
[2:45:23] So my inclination would be to rezone
[2:45:27] this for, you know, a 10 to 12 story office
[2:45:30] building or hotel, potentially, and wait and see what happens.
[2:45:33] I think this might actually be
[2:45:35] a much better space for a hotel than, the parking lot in front of squirrels.
[2:45:40] And most, what I think is also an issue
[2:45:44] with regards to this is that if it's residential, which I'm not,
[2:45:50] it's not
[2:45:50] ideal, but I'm not completely opposed to either, is that we need to align
[2:45:54] what we're doing with what the days or mold is doing as it redevelop.
[2:45:58] So all of the surrounding buildings and days are most urban plan.
[2:46:03] They are holding the line on preserving first floor commercial
[2:46:09] and all of the buildings that are being redeveloped
[2:46:11] surrounding this one point clear alone is taking the view
[2:46:14] that first floor commercial is not viable, and we're not going to have it there.
[2:46:19] I don't see why would not why would be unviable at all
[2:46:24] in this instance, given that the building that is being put
[2:46:28] up, the areas, in theory, going up in a Tod zone is so long,
[2:46:32] if there's a few dudes, you don't need to have one of the development mixed
[2:46:37] if you could.
[2:46:38] So it's quite solution might no point.
[2:46:42] Clear the signage design
[2:46:47] without the source.
[2:46:48] Like again I thank again.
[2:46:51] So it's garnered what ideal would have walls Premier comments yeah.
[2:46:56] The Barbie barn location will be at the choke point and foot traffic
[2:47:01] as it goes across the overpass to reach the REM station.
[2:47:05] So as this area develops, it seems to me that would be an ideal place,
[2:47:09] to have some kind of first floor commercial retail establishment.
[2:47:12] And I think, as with a lot of other projects,
[2:47:16] my view on this is that one, Claire's should hold the line
[2:47:20] and continue to promote and maintain first or commercial, rather than going
[2:47:23] purely residential.
[2:47:25] We don't want to become,
[2:47:26] like certain areas of Griffin Town, which are essentially food deserts
[2:47:30] where it's very difficult for people, to find those kinds of establishments.
[2:47:34] And we want to preserve our commercial tax base,
[2:47:38] which pays a much higher tax rate,
[2:47:40] than residential and contributes two thirds of our city's revenue
[2:47:44] so that we eliminate our commercial shopping centers
[2:47:48] and our industrial park in favor of, of residential on a systematic basis,
[2:47:54] we will eventually find ourselves in a place where we are collecting,
[2:47:57] much less revenue and have to cut services and raise taxes.
[2:48:01] So that's my intervention. Thank you.
[2:48:03] Thank you.
[2:48:04] I believe you want to say something, Mr. Luke.
[2:48:07] Yes, I'd like to add something for 17.14.
[2:48:10] I believe in the redevelopment of this property
[2:48:13] as a mixed use building within a Tod zone.
[2:48:16] As in some componentry in the permanent structure.
[2:48:21] Keep from view, principal Miller.
[2:48:24] David.
[2:48:25] So catalyze, development and use that mix as well.
[2:48:31] So. So me me me.
[2:48:33] Narcissa.
[2:48:36] Accept as the this, resolution make.
[2:48:40] Yes. Is it do have it.
[2:48:42] Do I see the processes?
[2:48:46] Here.
[2:48:48] Thank you.
[2:48:49] We have a mover and a second here for 17.4, please.
[2:48:52] It's already 900.
[2:48:55] We already did that.
[2:48:56] Can I all in favor, then, please?
[2:49:01] Thank you.
[2:49:02] You got that?
[2:49:03] Who's against?
[2:49:04] All in favor, raise your hands. Keep them up.
[2:49:06] I got it, but I was against.
[2:49:08] I need to see the room. Okay. Mr..
[2:49:11] And thank you, Mr..
[2:49:12] Mr.. Trombley.
[2:49:13] Mr.. Luzinski.
[2:49:14] Thank you. 20, please. Closure.
[2:49:16] Closure.
[2:49:18] Moving second, there was no troubling success.
[2:49:21] Second, by closing domestic liquor.
[2:49:25] All in favor?
[2:49:26] Thank you. And care to.
