[0:27] Excuse me.
[0:30] Not the same thing up for them.
[0:32] Monsieur Cousineau, Please refer yourself, please thank you.
[0:35] Okay. Good evening.
[0:37] Bonsoir à toutes et à tous.
[0:38] Good evening, ladies and gentlemen.
[0:40] Not much to say except I just to give you a little reminder.
[0:43] WE started the march plasma drive.
[0:46] I goes to stembert.
[0:48] I started yesterday if you're up to it.
[0:51] You can go to the blood the hema-quebec center on saint Charles and the
[0:56] TransCanada and donate Plasma plasma is very very big demands right now
[1:03] and it's a very simple process.
[1:05] The same process is giving blood, except that the day take the blood out.
[1:09] They do something to it, they separate the plasma from the blood and your blood goes
[1:14] back into you, the whole process from the time, you walk in follow your paperwork
[1:18] and a few snacks and get ready to leave takes about an hour
[1:23] by much appreciated is the first time we do it so when
[1:26] you go, there is a little sign.
[1:27] You tell me you hear from you, you can because of the drive, the mary's
[1:31] drive whatever and you will help help make it clear look great again.
[1:36] So thank you.
[2:17] plasma tu peux donner chaque six jours.
[2:22] Merci beaucoup.
[2:23] OK tonight, special meeting and there's two topics on the agenda.
[2:28] One is the new adoption of the Financial aid program for the Windmill, and the
[2:34] second one is some changes to the financial aid programs for water
[2:38] management, we're trying to simplify both of them in order to make things more
[2:42] accessible everybody, please tonight, you have got built by
[2:47] those in front of you that you can read and you can ask questions concerning the
[2:51] two below and nothing else outside those two topics.
[2:55] This is not our standard procedure where you get the below tonight and normally
[2:59] after we put the motion forward, then the bylaws become public and reason being
[3:04] between you and from tomorrow are from tonight till the next public meeting.
[3:10] WE have all the time to read them and comes back and ask questions the next
[3:13] meeting tonight now that you've got them.
[3:15] Maybe you can ask, you'll have some great questions to put forward tonight.
[3:19] See if you having to come back or make us think a little bit outside
[3:21] the box whatever works.
[3:23] But please, you know it was a special procedure.
[3:27] WE did tonight.
[3:28] It's not intended practice, but it will help make this process little bit simpler.
[3:33] OK. Madame.
[3:34] Monsieur Thibaut. Oui.
[3:35] Alors.
[3:36] 1.1 Adoption de l'ordre du jour Adoption of the Agenda please.
[3:43] District trois.
[3:46] District Seven.
[3:48] Merci beaucoup.
[3:52] Période de questions.
[3:54] Période The question is so the body have any questions concerning those two topics
[3:58] that we have on the agenda for tonight.
[4:01] Monsieur Normand Lapointe.
[4:04] Monsieur Lapointe. Sorry about that.
[4:06] I don't have in front of me. That's why you have it.
[4:08] It's ok. I don't need it.
[4:09] You can call of out. But I.
Y a, monsieur Lapointe.
Good.
[5:44] Will have a copy so we can see it.
[13:36] et pouvoir l'utiliser à long terme. Merci.
[14:01] Puis.
[14:04] Monsieur Daniel ni Shimaru.
[14:15] Good evening. Bonsoir tout le monde.
[14:18] Thanks for having us.
[14:19] Here I will have two topics that would like to discuss so the first one.
[14:25] It's about the great.
[14:26] I was going through.
[14:27] Is it the right to ask a question about.
[14:30] The financial Grant for the flood migration.
[14:35] Yep.
[14:35] OK So the item for where there are some exclusions to the request from
[14:42] a syndicate of coroners, right ?
[14:44] So we leave at primatie at avenue maison.
[14:47] WE had a meeting with your technical expert and thanks for the meeting right,
[14:50] and in that meeting was very clear that when it property.
[14:54] There is nothing we could do individual each residents.
[14:58] What we could do everything is on the control of all rights in
[15:01] the common areas level.
[15:03] Does it mean the section for that we are excluding the common areas for this great
[15:09] or that's not what it means for example, if we build our retention
[15:14] pool in our property on déconne the common areas is it included in the great or not ?
[15:22] I got my own it like you can you respond or Mister Gerard who wants to respond ?
[15:32] In the common areas are not part of the city program.
[15:38] Okay.
[15:39] So I would like to request some considerations
[15:43] for to include those common areas because as we speak with your technical expert.
[15:48] Mister Mayors.
[15:49] There is nothing we can do to avoid the floods on the individual house.
[15:53] It needs to be done on the common areas right ?
[15:56] So it kind of defeat the internet in my personal view all for the
[16:00] great purpose, right ?
[16:02] But again the reason for the why.
[16:05] The common are here are excluded because the common areas you all cheap in and it's
[16:09] a responsibility of the association to take care with your condo fees
[16:13] and everything at the common area.
[16:15] You are your own property that your own your own unity your own condo or townhouse
[16:20] what you own as your is registered to you and and if you do any work inside that
[16:25] have some pump or something inside your own property that is covered common areas
[16:29] are responsibility of the of the project of the of the all the
[16:34] ownership your collecting money to do these types of things,
[16:36] that's the purpose of that.
[16:38] And that's why they are excluded.
[16:42] I would like to ask for consideration, including the common areas
[16:46] right and more rationale behind.
[16:48] It's because there is a series of factors that so there is some ranks was not
[16:53] the best in the ct6 is not capable to collect enough days of being right.
[16:59] So basically on the individual level that was approved by the city.
[17:03] There is not what we can do.
[17:05] So what is left out the only option we talk to you are taking the expert
[17:10] teams is done on the condo level.
[17:12] So it certain points.
[17:13] When we speak we are on the same boat.
[17:16] WE have equal rights.
[17:18] It doesn't look like we are on the same both right because we are excluding the
[17:22] only options that we have to avoid floods.
[17:25] Mais for this and to be considered and amended in the biology.
[17:31] We can be considered, but the other and you said something interesting to the
[17:36] city approved the right to the land everything else the city approved the plan
[17:39] were done by experts when the building was was presented to the city urban planning.
[17:45] They had architects, they had engineers, they had all that stuff and was there plan
[17:50] deposited the city and your expert which we I think we realized with the other
[17:55] project is a primer two that the things that went down to the way that
[18:01] the plan was initially all wasn't maintained to
[18:04] alleviate the water because things of sunk and things of
[18:08] ditched the field up overtime, whatever all that being said is that there you
[18:13] have a plan that was done by engineers.
[18:16] You should go back to your original plan and make sure that everything that on the
[18:20] regional plan when the building before the building was built is being respected
[18:24] and that could save your problem.
[18:27] Our last meeting your if you remember we made some quick
[18:31] calculations with your expert in your order expert, we had in that room and
[18:35] the assumption is taken with the amount of rain.
[18:38] It doesn't support the last five years of rain.
[18:41] WE are having so to say that the issue is because we have not follow the plan is
[18:47] not correct because the amount of rain.
[18:50] Not want several times, we had in the last five six years.
[18:54] It's not according to what the site gave as a requirement that this is
[18:59] the amount of we are right.
[19:01] So that's why I believe when you say we are on the same, but I really believe
[19:05] I really believe what you about that.
[19:07] So we have an issue that impact everyone and now we need to be far
[19:12] the way we treat everyone.
[19:14] So what all do is ?
[19:15] We'll discuss with the council like you suggested you ask us and we will make a
[19:19] decision at the adoption of the bylaw on September at right.
[19:24] Onze September at all right. OK.
[19:26] Thank you. Thank you very quick.
[19:28] I'm not sure.
[19:28] It is part of this is a follow up on the action, we had during the technical
[19:33] meeting with your expert, right ?
[19:35] Is it appropriate or.
[19:38] Otherwise not.
[19:41] Take ?
[19:53] My name is mark.
[19:55] I'm from the district six and I live at seventeen avenue Jeandron, which is one of
[20:01] the three condos buildings in the Greenwich project.
[20:04] WE are the one that is closed to the area surrounded by allston prema one, two three
[20:12] and unfortunately, we were also impacted by the two recent floods
[20:20] and what I'm hearing tonight and I understand from the bylaw writing is your
[20:25] looking to support some of the townhouse.
[20:29] But you may have not fully realized that I do appreciate by the way.
[20:33] Bruno and Andrew quick response today.
[20:37] Beautiful response but I'm not sure how much
[20:42] it was understood that at least one of the three condo buildings
[20:47] in our our unit has forty at our building has forty-eight units
[20:51] were also impacted by the flooding.
[20:53] WE had flooding in our gym area.
[20:55] WE had flooding in a storage room area.
[20:57] You know with it wasn't as bad perhaps, I'm not sure as the primer area.
[21:02] But it was bad enough that we had a whole team of residence.
[21:05] You get trying to manage the water, but what strikes me is if
[21:10] and and to go with the previous speaker was just talking about.
[21:15] Of course, we love to have some financial support for the remedies that were taken
[21:20] with exports, but above and beyond that in the area I heard in
[21:27] watching the previous meetings.
[21:29] I do watch them, I'm not always here.
[21:34] It's very clear that premo one, two and three and the residents and alston have
[21:41] various issues and potentially various solutions
[21:45] and I was appealing today and had a great response from district six and district
[21:52] four in terms of a comprehensive solution.
[21:55] A holistic solution to use your words to burn out when we get down to the
[22:01] nitty-gritty of fixing things.
[22:03] Let's make sure that we're not dumping water from one area into another.
[22:08] And guess what our trenches can handle it and our sump pumps won't be able to handle
[22:12] it because you know how prema building is dumping water in a trenches that they
[22:16] should you know for example or dumping water into the wetlands area, which
[22:21] happened so I just would make the point, we would also request the financial
[22:28] support I heard the last answer, but as a larger issue.
[22:32] WE want to make sure we have a comprehensive solution for that zone.
[22:36] So I think in the last of months.
[22:39] I mean everybody in that project, we meet with different different projects on
[22:45] that sight and we have to work together.
[22:49] WE have a responsibility on our side and we have a responsibility in your side.
[22:52] And that's exactly where we're going.
[22:54] And I always forget it with the premature premier.
[22:57] WE do we meet with the research.
[22:58] You are with the previous two. Three.
[23:02] Three that we may with and we had a great talk and we showed them.
[23:06] What are what we were doing and what was already there and they are going
[23:10] out of their own specialists.
[23:12] Now to come up to do what they can do on their property and then we have to make
[23:15] sure that what they do and their property is gonna fit in the what we have right.
[23:19] So we're working together and I think he said.
[23:22] You know it's a joint venture.
[23:23] So you guys have to do. Look at your stuff.
[23:26] WE look at our stuff.
[23:27] Put it together.
[23:28] WE will it all work, we hope so. But that's what we have to do.
[23:31] And preliminary basis.
[23:32] We've had two civil engineers doing a review.
[23:34] We've had two plumbers in perfect.
[23:37] I'm here with all the way the one of the conseil member et EQ
[23:43] trois for our horizontal building.
[23:46] So you know we've had a number of experts, but what I get read about
[23:50] his pocket of information.
[23:52] WE have to we have to sit down.
[23:53] Now want to get that information.
[23:54] This document you come up with a plan where you have to do.
[23:57] Maybe I have to do nothing.
[23:58] Maybe you will whatever you have ever that plan is we need to get together again.
[24:03] We'll sit down with our engineers and we'll show it to them and they make sure
[24:06] that it comes with our system and we will match it up.
[24:09] I mean that's all the best thing.
[24:11] So that you're not going after one.
[24:15] Where we're looking at and we're looking at our infrastructure and not like we
[24:19] are in many other areas where Claire.
[24:22] But again you have to look at your stuff and then when we know we have our stuff.
[24:27] WE need to know what you are your what your intervention is gonna be now.
[24:31] In order to see if it's gonna line up with our existing or
[24:34] we have to change something so.
[24:35] Oui, oui oui.
[24:37] Right now, we feel we're okay.
[24:39] But we need waiting to see what you're gonna do.
[24:42] And if we have to make change, we will, but I think we came out of it.
[24:47] We're here our stuff is pretty good right now right and less is a big change.
[24:51] That's the information that I got it.
[24:53] So so so it's pretty good right now.
[24:56] Well what we are existing infrastructure is OK, ok, we think it's so it's okay.
[25:04] Well, we're going on our documents and our calculation.
[25:07] It's good some issues with some drainage.
[25:10] Some slopes absorbtion right on your property gutters and there's
[25:14] a bunch of little things.
[25:15] So let's get all that corrected or documented and then let's see.
[25:20] There other things like the builders point out to us today as a matter of fact that
[25:25] in fact when the permit for granted there were reductions
[25:30] set up for reserves so that the water wouldn't overwhelm the city system.
[25:36] So those is called them limited that are built in because the city
[25:41] and the builders had that dialogue.
[25:43] This is what I'm hearing that those things also impact the water level in the ditch.
[25:48] So you weren't at the last meeting, we meet with a couple of other people or
[25:52] whatever we've had this discussion.
[25:53] So here you're getting information, maybe the third hand or whatever, but we're
[25:57] gonna continue dealing with you come over your plan
[26:03] presented to your committee or representative come to the city and we'll
[26:07] look at it and we'll look at what how it like I said again, how it into our system
[26:13] and there's a work, it's gonna work and I will analyse it for you for sure.
[26:18] Yeah, But I wouldn't make the definitive statement that the city
[26:21] system is perfect because.
[26:23] I didn't say that is. Good.
[26:25] Right now.
[26:25] We're seeing what we're seeing right now with the information.
[26:28] WE have on our drawings and our stuff according to the plan that
[26:33] we had that from way back.
[26:35] It's okay, but there's other deficiencies in the area that have to be corrected.
[26:41] So when it was deficiencies are corrected.
[26:42] It's our system still gonna be okay good. Maybe not.
[26:46] WE don't know that's what we have to see you have to find out what the deficiencies
[26:49] and what the corrections on your property will bring to our.
[26:54] Understanding that you know we have taken action like clearing dishes and things
[26:58] like that we've done all of that you know so anyway, well again.
[27:04] The have something documented from an expert that you want to show us.
[27:07] And we will be more than glad to sit down with you and like everybody in this room
[27:12] and no matter where you are in Pointe-Claire or any municipalities as a
[27:17] different between many levels of the order municipal federal provincial.
[27:22] We're working at all levels of government. And you guys are working with us.
[27:24] WE are trying to we're working another level.
[27:26] It's a joint effort to correct that we are facing new reality and we're
[27:30] not going to solve it overnight.
[27:32] We're not clear right now.
[27:33] I can't tell you have said that many many times.
[27:35] We're working differently.
[27:36] We're working since november on this.
[27:38] It's a priority the financial planning.
[27:41] We're discussing that we are already making changes to it to
[27:43] make it more accessible.
[27:45] And we adopted June July at I believe it was only be adopted in the fall, but we
[27:49] know the urgency so we're trying to make up.
[27:51] And.
[27:52] Let's work together.
[27:54] I appreciate your question.
[27:56] I just want to make sure that we haven't come to you know.
[27:58] Conclusion before we have.
[28:00] We have become the conclusion that we have not going to conclusion where we need
[28:03] data, we need information anything can give us.
[28:06] Give it to us is going only help us. Thank you.
[28:09] Thank you.
[28:10] Monique Landry.
[28:15] Madame Monique Landry.
[28:19] Monique. Add your name down here for the questions.
[28:22] Did you want ? C'est good evening.
[28:24] Good evening.
[28:26] Welcome. All right.
[28:27] Next. Monsieur Claude Cousineau.
[28:49] Bonsoir.
[29:12] You know where you are tonight but anyway that were the council meeting.
[30:01] l'Avant dernier.
[33:07] l'affaire.
[33:09] You won't let them up.
[33:12] WE decided.
[33:15] We're gonna make an exception.
[33:18] And we have one person.
[33:20] And that's the only exception.
[33:21] Because we got a lot of stuff to read tonight.
[33:23] So go ahead, Monsieur Montpetit.
[33:58] Thank you for your comment world taking. Thank you.
[39:16] Voulez. Vous faire en anglais ou.
[39:20] En anglais, ça va être a little bit shorter.
[39:23] But with as much information as I can wait.
[39:28] Wait. Wait.
[39:32] Document.
[39:36] Est ici. Excusez moi.
[39:41] You.
[39:46] There is some difference between this below and the former below the one adopted
[39:51] in two thousand twenty-four by the former Council municipal Council.
[39:55] So this the the main difference between both below are as follows.
[40:00] Number one the significant increase in available funding the PC
[40:06] twenty-nine seventy two.
[40:07] So the farmers adopted in two thousand twenty-four with a
[40:13] maximum financial assistance of nine hundred sixty seven thousand seven hundred
[40:17] sixty one dollar and with this one we've been able with the provincial had to
[40:23] increase the amount at one million six sundered Seven thousand dollars
[40:27] Seven undred sixty one dollar the.
[40:32] This is an increase by approximately sixty 6 %.
[40:37] WE integrate integrated every partnership program a pp requirements.
[40:45] So this is the prevention program all the requirements.
[40:48] You will find in this new below is inspired by the provincial program.
[40:54] So Oui oui oui oui.
[40:57] Put into the the new below, the requirements
[41:02] legally mandatory by the provincial government,
[41:07] the proposed by law incorporated several requirements established by the Ministry
[41:11] as a minimum owner contribution of twenty persons maximum
[41:16] cumulative government funding threshold of eight person of eligible project costs
[41:21] and annual and final reporting.
[41:24] This is some examples of the requirements, you will find in the new below.
[41:29] So this program is more structured administrative and aligned with provincial
[41:34] founding requirements also the broader range of eligible work.
[41:39] So we the first below focus primarily on
[41:44] restoration work fire protection measures and certaine
[41:48] professional study where as the new below provided details legibility criterias
[41:53] covering more than just what I just said so restauration work.
[41:59] It is pretty much detailed in the draft below.
[42:04] Also we streamline the administrative process.
[42:08] The first below are more complicated for the the
[42:15] the applicant and it was reviewed by the staff and then submitted by planning
[42:21] adversary committee that will provided a recommendation to
[42:26] council prior to approval.
[42:27] Now the application are reviewed only by the designated municipal officials and the
[42:33] decision is communicated directly to the applicants following the review process of
[42:37] course pack committee will have a s'est and municipal council will be involved in
[42:43] in every step of the process, but the the administrative process generally
[42:51] Streamline and also be removed the will make specific
[42:55] restrictions in the first below, we included several conditions
[43:01] specific to the point, including miles.
[43:04] WE are as now the new below is more.
[43:09] I was flexible and this new program is considerably less restrictive regarding
[43:15] ownership and future disposition of founded properties.
[43:21] The new eligibility requirements for applicants so the new biology introduces
[43:26] additional eligibility restrictions, including the exclusion of owners who have
[43:31] failed to meet obligations on the previous government foundation agreement.
[43:35] So we took some aspects in the the the first below and we we added them to
[43:42] the new below because we council.
[43:45] It was appropriate in conclusion.
[43:48] This the new below transforme a single probity founding programs in two a more
[43:53] comprehensive municipal héritage assistant program was that I said this is regarding
[43:59] specifically the wind mills and we increase the amount of money.
[44:04] This is the main feature of this new document.
[44:10] Thank you very much. Merci beaucoup M. Thibault.
[44:13] I do have a move and.
[44:15] Just just a council to give the notice of motion.
[44:21] And that's so sorry.
[44:22] And I just take a somebody to take it and not now, I don't even need that
[44:28] there you go.
[44:31] Claudine Demers District un.
[44:34] Merci.
[44:46] I have an extensive summary I can go over if you want to go ahead.
Donc, on a.
[48:58] Is a summary of the amendment.
[49:02] For the biology PC.
[49:05] Trois zéro zéro Two number one expansion of the program purpose.
[49:10] The program is no longer limited to sustainable some water
[49:13] management its objectives.
[49:15] Now also includes improving the resistance and resilience of properties to heavy
[49:19] rainfall events supporting residence in implementing measures to protect their
[49:25] buildings against the impact of intense rainfall.
[49:29] Expansion of eligible properties Townhouse are now expressly eligible regardless
[49:35] of their lay-out or configuration.
[49:38] Condominium Syndicate condo Association Art Explicitly Excluded from the program
[49:44] the additional restrictions related to previous previous assistance a probably
[49:49] owners may not receive new financial assistance under the below for the same
[49:53] priority if it has already benefit from the program within the previous five years
[49:58] regardless of the type of work previously carried out before
[50:02] clarifications regarding eligible work the work may be carried out
[50:07] by a contractor holding RBQ liaison which are required by law or by the
[50:14] property owner when permitted by applicable regulations.
[50:17] So we will require a RBQ license only if it's mandatory by law
[50:24] and also the work must be performed on a building that comply with urban planning
[50:29] below at the time of application among the addition and clarification
[50:35] concerning example of eligible work.
[50:37] Let's see some pump and retention are now expressly identified as eligible
[50:44] measure and waterproofing of water entry point.
[50:48] Maybe eligible when it resolved from a recommendation made by a qualified
[50:53] professional all by the city designated representative and
[50:58] finally new new exclusions.
[51:01] The following are not eligible for assistance work that is purely esthétique
[51:05] or decorative in nature fees charged by landscape architects, our technology,
[51:11] except where specifically permitted and finally under the table work.
[51:18] Thank you.
[51:21] Have somebody put the motion forward, please.
[51:24] Mike Potvin. Quartier numéro huit.
[51:26] Thank you.
[51:30] Closure Closer. Please.
[51:34] Cynthia. Home and District Fives.
[51:36] Ludovic Mathews, District deux.
[51:41] Thank you so just don't forget that this below will be adopted
[51:46] at the next public meeting.
[51:48] So if you have any questions concerned ideas come to the next public meeting
[51:52] reach out to your counselor if you can ask a question at the time.
[51:57] Why not ? And we'll take it from there.
[51:59] Alright. Thank you.
