» Um council residents,
[4:14]
» Little inspiration. Uh yesterday we had
[4:17]
a day off. Um hope hopefully everybody
[4:19]
got to enjoy Labor Day. Um I know some
[4:22]
of us still had to work, but uh I I just
[4:26]
wanted to recognize this. Uh every Labor
[4:28]
Day, some of us fire up the grill, relax
[4:30]
with family, enjoy a well-earned break,
[4:33]
but this day has always meant more than
[4:35]
just a long weekend. It is a debt of
[4:38]
gratitude to the everyday people whose
[4:40]
handle whose hands built this country
[4:42]
and keep it standing.
[4:45]
Labor Day honors the American labor
[4:46]
movement and celebrates the social,
[4:48]
economic, and cultural contributions of
[4:50]
workers across the country. Right here
[4:53]
in Mura County, that story, you can see
[4:55]
it. You can feel it every single
[4:57]
morning. Um, as I drive down Wayne Road,
[5:01]
I see the uh
[5:04]
I see the the farm workers working in
[5:06]
the field
[5:08]
bow down picking rolls of strawberries
[5:11]
or tending to citrus orchards carrying a
[5:13]
proud legacy of resilient hard work
[5:16]
dignity. When Ventura County feeds our
[5:19]
nation, it's the grit skill of the
[5:21]
people in our fields. That same spirit
[5:24]
runs through every corner of our
[5:25]
community. We see it on the docks here
[5:27]
at Port Wayani where ILwu long shoreman
[5:31]
workers guide heavy cranes keep cargo
[5:33]
moving across the Pacific. You see it in
[5:36]
our building trades, the carpenters,
[5:38]
pipe fitters, electricians, framing
[5:41]
homes and rising skylines across
[5:43]
Cameroon to Ventura. You feel it. You
[5:46]
feel it. What really keeps uh makes it
[5:50]
home is our own public works employees.
[5:52]
SEIU keeping our parks clean,
[5:54]
maintaining our roads and managing vital
[5:57]
infrastructure. Our peace officers out
[5:59]
in patrol keeping our neighborhoods safe
[6:01]
and the nurses and healthc care staff
[6:03]
pulling long shifts in our clinics. The
[6:06]
teachers showing up for our kids every
[6:08]
morning and the civilian mechanics and
[6:10]
military personnel keeping operational
[6:13]
mission ready across Point Magoo and
[6:15]
Port Wayne. Labor Day is a simple truth.
[6:17]
Every job has dignity and every worker
[6:20]
deserves respect. Thank you.

will be the same uh pertaining to each
[6:51]
agenda item. Madame Clerk, are there any

» Yes. Uh, first up is Martin Sanchez.
[7:04]
» Good evening everyone. Um, my name is
[7:07]
Martin Sanchez. I live on u on Scott
[7:11]
Street on the 66tory block. And um
[7:16]
as we may all be aware, a couple of
[7:19]
years ago um we had extensive flooding.
[7:24]
I attended a meeting such as this one at
[7:27]
after the fact and I inquired um
[7:32]
um about the contingencies that the city
[7:36]
had
[7:38]
to make sure that doesn't happen again.
[7:41]
I inquired about the pump house that's
[7:44]
on Surive Drive.
[7:46]
I inquired if it had been retrofitted or
[7:50]
if there was any plans to retrofited so
[7:52]
that it could u accept
[7:55]
additional power in the case of a power
[7:57]
outage because without the pumps
[8:01]
there's going to be flooding there.
[8:04]
And at that time uh I was informed that
[8:07]
uh someone would get me that information
[8:11]
later on. Uh to this date I have not
[8:14]
received anything and perhaps I was
[8:17]
supposed to come and inquire personally.
[8:20]
Is there any information about it?
[8:26]
» And um yes I believe that our public
[8:30]
works department actually had put some
[8:32]
information together on that. So, we'll
[8:34]
have the public works department get
[8:35]
back to you.
[8:36]
» I would really appreciate that. Uh as a
[8:40]
me as personally as u quite a number of
[8:44]
uh the residents on that block,
[8:46]
» We suffered extensive damage
[8:50]
in our household. We had over $30,000 in
[8:52]
damage.
[8:54]
Um
[8:56]
the race foundation part of the house in
[8:59]
the front uh the whole um race
[9:02]
foundation was flooded.
[9:05]
The addition in the back which was on a
[9:07]
slab the water came in through the
[9:09]
walls. So consequently all the drywall
[9:13]
had to be replaced
[9:15]
to a certain height. and uh I didn't
[9:19]
inquire with all the other neighbors,
[9:20]
but I'm assuming that they had similar
[9:23]
damage as well. And um previous to that
[9:27]
event,
[9:29]
um
[9:32]
my mistake was that I didn't take the
[9:34]
name of the person that I talked to when
[9:36]
they were cleaning up the creek. I did
[9:39]
inquire at that time if um there were
[9:43]
any what contingency plans the city had
[9:47]
regarding that pump and regarding in
[9:51]
case of a power outage what was the
[9:53]
plan.
[9:55]
I have um some knowledge on um on the
[10:00]
issues of pumps because I used to work
[10:01]
for the state of California, the
[10:03]
department of transportation
[10:05]
and I was in charge of the pump houses
[10:07]
in the state highway system
[10:10]
and I couldn't see any retrofit uh
[10:13]
connections to for a a generator a
[10:17]
three-phase generator which those pumps
[10:19]
do require.
[10:21]

our city manager said, someone will
[10:25]
reach out to you from public works.
[10:26]
» We really appreciate great to get back
[10:28]
to you. And we also have some items
[10:29]
coming up talking about some of the
[10:31]
storm preparation we've done in the city
[10:33]
as well. So, we'll also share some of
[10:35]
that information
[10:36]

members of our community and our staff.
[10:54]
I want to invite you all to our second
[10:57]
annual fundraiser for the Wimi Sister
[10:59]
Cities Committee. It's tacos, music, and
[11:01]
games night. It's next Monday, September
[11:04]
14th, and it's from 5 to 8:00 p.m. at 6
[11:09]
o'clock. We'll start the performance
[11:12]
from the Weini High School Florico
[11:14]
dance. And we're also going to have the
[11:17]
oostas mariachi from the whole district
[11:20]
perform. Right after that, we'll have
[11:22]
games before and after and we'll have
[11:24]
raffles. And I I want to invite you all
[11:27]
and just let you know that as a way of
[11:29]
saying thank you for letting us use the
[11:31]
community center. I do have a ticket for
[11:33]
all of you council members. Sorry, not
[11:35]
the attorney or the city manager or city
[11:37]
clerk. Sorry. Sorry. You guys will have
[11:39]
to get your own. But um but hopefully
[11:41]
you can all join us and it's for a great
[11:44]
cause. Last year, we were able to
[11:47]
put out scholarships or you want to
[11:49]
think of them as prizes for the for the
[11:51]
kids in our community that participated
[11:53]
in the scholarship and we want to do it
[11:55]
again and we want to do it bigger than
[11:57]
we did it last year. So, um hopefully
[11:59]
everyone can come out and support. I
[12:01]
think it's a really good way to bring
[12:02]
the community together and just en enjoy
[12:06]
some of the great things that we're
[12:08]
doing here in our city.

and stand behind him. Had a
[12:29]
long-standing relationship with his
[12:30]
father, surfer, fisherman. Kind of don't
[12:33]
quite see eye to eye, but uh his father
[12:36]
was a beautiful person and I'm standing
[12:38]
here behind him to support him.
[12:41]
Hello. Uh, dear mayor and members of the
[12:44]
Port Wayini City Council, my father,
[12:48]
Romeo Oliggoni Ariano, passed away on
[12:51]
March 14, 2025.
[12:53]
Sorry, allergies.
[12:56]
Prior to his passing, while in the end
[12:59]
stage of his life, he asked to be taken
[13:01]
to the Weini Pier for one last visit.
[13:06]
While I was pushing him in his
[13:08]
wheelchair on the pier, we came face to
[13:11]
face with Mr. Gamma here.
[13:14]
The interaction followed was priceless.
[13:17]
My father had a long friendly
[13:19]
relationship with Mr. Gamma going back
[13:21]
many years.
[13:23]
They had an ongoing discussion regarding
[13:26]
the surfers
[13:28]
who surfed near the pier. My father
[13:30]
would say, "There's a whole beach.
[13:34]
Why do they have to surf here where we
[13:37]
fish?
[13:39]
Mr. Gamble's response was
[13:42]
um always the same because this waves
[13:45]
are here.
[13:47]
The relationships he had with pier and
[13:50]
his fishing buddies personify
[13:54]
the connections people have with the
[13:55]
ocean.
[13:57]
My father spent countless days fishing
[13:59]
from the pier.
[14:01]
For him, fishing was far more than a
[14:04]
pastime.
[14:06]
It was a meaningful expression of his
[14:08]
Filipino culture and heritage.
[14:12]
Each visit connected him to family
[14:14]
traditions, treasured memories, and deep
[14:18]
relationship with the Philipp Filipino
[14:20]
community that has long been shared with
[14:23]
the ocean here in the city of poor wine.
[14:28]
My father became part of the life and
[14:30]
character of Wine Pier. His familiar
[14:33]
presence reflected the quiet beauty of
[14:36]
our waterfront.
[14:38]
People gathering across generations,
[14:41]
sharing stories, practicing traditions,
[14:43]
and finding peace beside the sea and
[14:47]
interacting with surfers.
[14:50]
A plaque honoring my father would
[14:52]
recognize not only beloved local
[14:56]
fishermen but also the cultural history
[14:59]
and contributions of the Filipino
[15:02]
community in the city of Porini.
[15:06]
It would remind it would remind future
[15:09]
generations that the story of our peer
[15:12]
is written through way the lives of
[15:15]
people who loved it and made it an
[15:18]
integral part of their lives.
[15:22]
Respectfully, I request that the city of
[15:24]

memory and legacy of pure fishermen.

Starting with my father by allowing our
[15:38]
family to place a commemorative plaque

on Wing Me Pier.

this heartfelt request and allow my

father's memory to remain the in the

place where he spent so many meaningful
[16:03]
days, 40 years worth.

uh such a tribute would provide comfort
[16:08]
to his family and friends while
[16:10]
preserving his connection to anime pier
[16:12]
for generations to come. I note that
[16:15]
there is a brick memorial near the
[16:18]
entrance of the pier where families have
[16:19]
bought a brick to honor their loved
[16:22]
ones. My hope is that a similar program
[16:25]
can be created so a uniform and improved
[16:28]
method can be place in be in place to
[16:31]
honor the many fishermen of
[16:33]

presentations. We'll start with the
[17:33]
National Suicide Prevention uh month
[17:36]
proclamation.
[17:37]
And so I'd like to welcome Maya Zumaya
[17:41]
to the podium while um Council Member
[17:44]
Perez reads the proclamation.
[17:46]
» Thank you. Proclamation is in honor of
[17:49]
National Suicide Prevention Month.
[17:52]
Whereas September is recognized as
[17:54]
National Suicide Prevention Month,
[17:56]
providing an opportunity to raise
[17:58]
awareness, reduce stigma, promote hope,
[18:00]
and support those affected by suicide.
[18:03]
Whereas suicide is a serious and
[18:05]
preventable public health issue
[18:07]
affecting individuals, families, and
[18:09]
communities throughout Ventura County
[18:11]
and across the nation. And whereas
[18:13]
according to the Center for Disease
[18:15]
Control and Prevention, suicide is one
[18:17]
of the leading causes of death in the
[18:18]
United States. And every life lost
[18:21]
represents a profound tragedy for loved
[18:23]
ones and the community. And whereas
[18:25]
Ventura County Behavioral Health through
[18:27]
funding provided by the Mental Health
[18:29]
Services Act is supporting
[18:30]
community-based suicide prevention by
[18:33]
making evidence-based trainings
[18:34]
available at no cost to the public.
[18:37]
Whereas community partners including MZ
[18:39]
Independent Consulting help advance
[18:41]
suicide prevention efforts by
[18:43]
encouraging community members to
[18:45]
participate in free suicide prevention
[18:47]
training such as QPR question persuade
[18:50]
refer or living work safe talk to
[18:53]
recognize warning signs and learn how to
[18:55]
take action to save lives. Whereas the
[18:57]
city of Port Weini recognizes the
[19:00]
importance of fostering a community in
[19:02]
which individuals feel valued,
[19:04]
supported, connected, and encouraged to
[19:06]
help to seek help when facing mental
[19:08]
health challenges. And therefore, be it
[19:11]
proclaimed that the city council of the
[19:13]
city of Port Wanimi hereby recognizes
[19:15]
the month of September 2026 as National
[19:18]
Suicide Prevention Month and encourages
[19:20]
all to take part in suicide prevention
[19:22]
efforts by becoming informed, offering
[19:24]
support, and promoting mental wellness.
[19:27]
The city council further recognizes MZ
[19:30]
Independent Consulting for its efforts
[19:32]
in raising awareness and offering hope,
[19:34]
support, and resources to those who may
[19:36]
be struggling. Would you like to have

council members. I just want to thank
[19:43]
again the city of Pro Wayne for honoring
[19:46]
such an important topic and like the
[19:49]
proclamation says, we are offering these
[19:52]
free trainings. Um we just did six
[19:56]
trainings today almost 400 students uh
[19:58]
Deloul High School and we would love to
[20:02]
partner with your city um those who have
[20:04]
businesses in this city um nonprofits we
[20:08]
would like to partner with you so that
[20:09]
we can also make an impact in the city
[20:12]
of Port Wayne. So um we have saved lives
[20:16]
through these uh classes and work with
[20:18]
people to help prevent suicide. So, it
[20:20]
is making a difference, but we do know
[20:23]
988 calls are increasing
[20:26]
um as well as suicides in our county.
[20:28]
So, we would love for as many community
[20:30]
members as possible to uh take advantage
[20:33]
of these free classes. There's several
[20:36]
different types at several different
[20:37]
levels. Um so, there's something that
[20:39]
fits everybody. We also encourage um the
[20:43]
school district to participate as well.
[20:45]
So, we're doing classes all across uh
[20:48]
Oxnar Unified School Districts and we
[20:50]
want to encourage um the city of Portway
[20:52]
to partake as well. Thank you again for
[20:54]
um honoring this uh very important
[20:57]
month.

Okay, great. This is the proclamation
[22:29]
national preparedness month and 911
[22:32]
remembrance. Whereas September is
[22:34]
National Preparedness Month and offers
[22:37]
us the opportunity to reflect on
[22:38]
significant disasters we have
[22:40]
encountered, including the September
[22:42]
11th attacks and recent winter storms.
[22:45]
And whereas during this month, our
[22:48]
community honors and remembers the lives
[22:50]
lost on September 11th and the brave
[22:53]
Americans who displayed extraordinary
[22:55]
acts of courage and sacrifice. And
[22:58]
whereas severe storms and other hazards
[23:00]
remind us that we live in a world of
[23:03]
constant risk where the next emergency
[23:05]
could occur at any moment. And
[23:08]
preparedness can mean the difference
[23:10]
between inconvenience and tragedy.
[23:13]
And whereas National Preparedness Month
[23:15]
is a crucial opportunity for the
[23:17]
residents and businesses of Portini to
[23:19]
prepare for all types of emergencies
[23:22]
whether at home work or in recreational
[23:25]
spaces. And whereas National
[23:27]
Preparedness Month encourages
[23:29]
individuals to take steps toward
[23:31]
personal preparedness, ensuring that
[23:33]
households, workplaces, schools,
[23:36]
institutions of higher learning, houses
[23:38]
of worship, and community- based
[23:40]
organizations are equipped to handle
[23:42]
disasters and reduce loss of lives and
[23:45]
economic impact in the event of a
[23:47]
crisis. And whereas part participation
[23:51]
in community emergency response training
[23:54]
empowers more citizens to take action,
[23:58]
enhancing their preparedness and
[24:00]
understanding of potential disasters,
[24:02]
whether natural or man man-made
[24:06]
and equipping them with the knowledge to
[24:08]
stay safe and mitigate damage. And
[24:12]
whereas emergency preparedness is the
[24:15]
shared responsibility of every resident
[24:17]
of Port Wine and all are encouraged to
[24:20]
prioritize preparedness by working
[24:22]
together to ensure our community is
[24:24]
ready for any type of disaster or
[24:26]
emergency.
[24:28]
And whereas engaging in National
[24:30]
Preparedness Month activities will
[24:32]
position Portini as a leader in
[24:35]
preparedness and contribute to the
[24:37]
overall resilience of our nation. Now
[24:40]
therefore be it proclaimed that the city
[24:43]
council of the city of Port Wimi does
[24:46]
hereby proclaim the month of September
[24:49]
2026 as national preparedness month in
[24:53]
the city of Port Winei and encourages
[24:55]
all residents, businesses and
[24:57]
organizations to participate in
[24:59]
preparedness activities and contribute
[25:02]
to building a more resilient Portini and
[25:05]
further encourages all to honor and
[25:08]
remember the lives lost on September 11,
[25:12]
20, 2001. And to recognize the courage,
[25:16]
service, and sacrifice of those who
[25:18]
responded. Proclaim this eighth day of
[25:22]
September

» Thank you, mayor. And uh yeah, when we
[25:32]
were put this agenda together a couple
[25:34]
weeks ago, we put the agenda out last
[25:36]
Monday. We were thinking uh that we were
[25:38]
being proactive and ahead of the curve
[25:40]
and uh trying to be prepared and remind
[25:43]
our community to be prepared. Um as I
[25:45]
mentioned earlier, we are planning to
[25:47]
have some items related to preparedness
[25:49]
come to council in coming uh months. Uh
[25:53]
but we're also we're looking ahead to
[25:54]
what we're hearing is going to be a uh a
[25:57]
potential super El Nino this year. And
[25:59]
so I think uh we wanted to start
[26:01]
reminding people early to start
[26:03]
preparing uh this year is that it has
[26:05]
potential to be particularly problematic
[26:07]
for Port Wayne with um potential uh
[26:12]
storm surges, king tides and uh and uh a
[26:16]
lot of rain in a short time period which
[26:18]
is a bad recipe for us here in Port
[26:20]
Wayne. Um, so we thought we were being
[26:23]
proactive and then right after we put
[26:25]
the agenda out, we got a hurricane
[26:27]
notice last week, right? And so, uh,
[26:30]
luckily the hurricane ended up not, uh,
[26:33]
hitting Southern California, but it just
[26:36]
kind of reflects that idea that those
[26:39]
extreme weather events that used to be
[26:41]
once in a lifetime aren't once in a
[26:43]
lifetime anymore. I think we've had two
[26:45]
hurricane
[26:47]
uh warnings in the last three years and
[26:50]
then between those we had one in 10,000
[26:53]
year level storms. So, so it's
[26:56]
definitely uh you know reminding
[26:59]
everybody to take preparation emergency
[27:02]
preparedness seriously. Um our list of
[27:04]
things we're doing for preparedness is
[27:06]
long. Uh even just things behind the
[27:08]
scenes that people may not know about is
[27:10]
things like uh creating a um uh working
[27:14]
with the Red Cross to create a local uh
[27:17]
emergency shelter, which is something
[27:18]
that we've never had um uh specific to
[27:22]
uh the city of Portland previously. Um
[27:25]
uh and uh some of the work mentioned
[27:28]
earlier, even just uh uh things that may
[27:30]
not seem like emergency related, but
[27:32]
things like removing all the debris from
[27:35]
the creeks is done to ensure that the
[27:37]
creeks can then move water in an
[27:39]
emergency and that it's not going to
[27:41]
back up. So, we're really trying to
[27:43]
build emergency preparedness into
[27:44]
everything we do. But we want to remind
[27:46]
our residents as the as the uh
[27:49]
proclamation said, it is a joint effort
[27:52]
and it really requires everybody to be
[27:55]
prepared uh and to take the steps to um
[27:59]
to prepare for the next emergency. So,
[28:02]
we wanted to give some reminders on
[28:04]
that. We've also put some of this
[28:05]
information recently in posts online and
[28:08]
we'll plan to do more during National
[28:10]
Preparedness Month. Uh but we wanted to
[28:12]
remind people to prepare. Um learn the
[28:14]
hazards where they live, work, and
[28:16]
attend school. Plan how to evacuate or
[28:18]
shelter safely. Uh include children,
[28:21]
older adults, people with disabilities,
[28:23]
and pets in plans. Keep emergency
[28:26]
contacts current and written down and
[28:28]
practice before an emergency occurs. And
[28:30]
help your friends and neighbors prepare.
[28:33]
Um the uh communication plan, we have
[28:36]
some information here on on uh uh things
[28:39]
that should be included in the
[28:40]
communication plans, uh things like
[28:42]
meeting places, uh evacuation routes, um
[28:46]
household needs such as uh med
[28:49]
medication. And we hear every emergency
[28:52]
that one of the key things is people
[28:54]
realize that they need uh medication or
[28:56]
food for animals. So that's something
[28:58]
else to just be prepared for. um and uh
[29:02]
just uh keeping preparedness in mind and
[29:04]
practicing and and updating uh plans and
[29:08]
uh reviewing those every year. So, it's
[29:10]
part of why we do National Preparedness
[29:12]
Month every September.
[29:14]
Um we also uh remind everybody to be
[29:18]
prepared by building a kit, having a go
[29:20]
bag, a stay box, uh water and food, um
[29:24]
health and safety equipment, uh power
[29:26]
and information. And I think that's
[29:28]
becoming more and more common now with
[29:30]
all the public safety power shut offs
[29:32]
too, but being prepared and having uh
[29:35]
you know uh phone chargers, battery
[29:37]
powered uh items, power banks, things
[29:39]
like that. And then um having copies of
[29:43]
identification, insurance and contact
[29:44]
information, cash and keys uh and
[29:47]
comfort items for children and food and
[29:49]
supply for pets. Um we also just want to
[29:52]
take a moment to remind everybody of
[29:54]
resources that are available. um uh for
[29:58]
information. Uh there's a new one, so we
[30:00]
really wanted to highlight that. But um
[30:02]
VC Alert and VC Emergency, I know we've
[30:04]
really tried to get the word out on
[30:06]
those in recent years. I think a lot of
[30:08]
people have signed up for those. Uh
[30:10]
there's also Readyaccount.gov,
[30:12]
but the new one that is just being
[30:15]
released is Aware California, which can
[30:18]
be found at aare.ca.gov.
[30:21]
And uh I my understanding is our Ventura
[30:25]
County Fire Department across uh the
[30:28]
fire department across the county is
[30:30]
really kind of moving to putting a lot
[30:33]
of information on aware uh CA and so
[30:36]
that's going to be a new key one. Um
[30:39]
there had been like a third-party
[30:41]
applications and things that were pretty
[30:43]
re pretty good and pretty reliable but
[30:44]
this is now going to be the the official
[30:47]
uh public safety app. And so we had uh a
[30:50]
lot of people on our team sign up for
[30:51]
this recently and there's already
[30:53]
significant amount of notifications and
[30:55]
things on there.
[30:57]
And then for some of these weather
[30:59]
conditions that we're seeing, uh we
[31:01]
remind everybody to check official
[31:03]
sources for weather forecasts and
[31:05]
warnings because you do see
[31:06]
misinformation and um people some people
[31:09]
seem to try to scare people. But um I
[31:12]
know uh we had gotten an alert I think
[31:14]
by Wednesday that there was no impact
[31:16]
expected from the hurricane warning and
[31:19]
then we saw that some people were still
[31:21]
posting uh things which seem to try to
[31:23]
scare people. But um having an official
[31:26]
source like weather.gov is a good uh
[31:28]
thing to bookmark so you can check
[31:30]
during emergencies.
[31:32]
Um, and as I said earlier, the key is,
[31:38]
uh, really just getting preparedness in
[31:39]
mind. Uh, and always trying to take
[31:42]
steps to prepare and building those
[31:44]
things into your plans. Um, and you
[31:48]
know, just, uh, having thinking about
[31:50]
being prepared every once in a while
[31:51]
isn't really, um, doesn't really get you
[31:54]
there. So, we remind everybody to take
[31:56]
steps, uh, a step at a time. And uh
[32:00]
every September, National Preparedness
[32:02]
Month, um kind of check your checklists
[32:05]
and uh your go bags and uh make sure
[32:08]
you're getting uh you have accurate uh
[32:11]
websites and things to get information
[32:13]
from. So um I will just close with yeah
[32:17]
with the uh we've had people ask are we
[32:19]
concerned about the potential of the
[32:21]
super El Nino? And the answer is yes.
[32:24]
And uh what we would tell everybody you
[32:26]
know is get prepared now. And we're also
[32:29]
working on trying to get prepared now uh
[32:31]
because uh the last super El Nino there
[32:34]
were impacts to things like our
[32:36]
infrastructure and things which just uh
[32:39]
something like the pier is not built to
[32:41]
withstand you know that those types of
[32:43]
conditions. So, so, um, we're still
[32:46]
we're trying to do the steps we need to
[32:48]
do, but we also want to remind everybody
[32:49]
to start preparing, uh, because right
[32:52]
now it's still early being forecasted,
[32:54]
but most people seem to agree that they
[32:55]
think it will be, uh, impactful this
[32:58]
year. So, we want to, uh, get prepared
[33:01]
now. And, uh, our public works
[33:02]
department has really, uh, taken um, uh,
[33:06]
a lot of the effort of creating the the
[33:09]
sandbags and distributing those
[33:10]
sandbags. So, those are still available
[33:12]
and people may want to get prepared and
[33:14]
get some of those ahead of time as well
[33:15]
in our public works yard. So, um and
[33:19]
with that, uh that's all we have for
[33:21]
preparedness month.

about the areas that were flooded

» Um and and things that we can do

» Uh things any upkeep we can we can get

follow that, two of the issues that came
[35:00]
up during the floodings were not our
[35:03]
own. They were the pump station in
[35:06]
Oxnard and then the channel for the
[35:08]
county. Have any of those agencies have

you been involved in conversations
[35:13]
regarding those items since they were a
[35:15]
problem the last time it flooded?
[35:18]
» Yeah, I think um we've had several
[35:20]
follow-up conversations with um with
[35:23]
various agencies. the uh yeah, just to
[35:27]
reiterate, the Channel Islands drainage
[35:29]
and well, some of the other drainage as
[35:31]
well are actually county um uh operated.
[35:36]
Um, I think you may recall uh because
[35:40]
you were the mayor at the time of uh
[35:42]
that incident that um uh we had been
[35:45]
told that the county uh drainage team
[35:47]
would come uh do a presentation
[35:50]
explaining a lot of you know what things
[35:52]
that were done and things like that uh
[35:54]
following the event. Um they ended up
[35:56]
having a lot of staff turnover. So uh
[35:59]
that never happened with that group. Um
[36:02]
but uh we've had some meetings where we
[36:05]
still initiated meetings to try to ha
[36:08]
have the county to make sure that the
[36:10]
county's aware of our concern. So we've
[36:11]
had several meetings uh along those
[36:13]
lines
[36:14]
» And we were waiting on a report to
[36:15]
actually
[36:16]
» There's supposed to be a report and then
[36:17]
they were going to come present it at
[36:18]
council and that that ultimately did not
[36:21]
happen.
[36:22]
» And just a comment my husband was part
[36:24]
of the rescue when that first El Nino
[36:26]
came in. He remembers the water being
[36:28]
waste deep in houses. So, it's if it's
[36:30]
going to be worse than that, then
[36:34]
» I think I recall us council being
[36:37]
briefed about the the pump being
[36:40]
replaced
[36:41]
» And the mechanism on how it got um put
[36:45]
out of service.
[36:47]
» Um and I I think I even recall the
[36:49]
photographs that were shown of us. So,
[36:51]
» Yeah,
[36:52]
» It was up there got stuck.
[36:54]
» No, but we we had we had a pump station
[36:56]
that Brian spoke. Is that correct?
[36:59]
I I don't recall it's three years ago,
[37:01]
but I know we we had um done some
[37:04]
follow-up presentations on some of the
[37:05]
items we had uh authority over, but
[37:08]
there were some that the county was
[37:10]
supposed to come back and present on as
[37:11]
well.

fact going to ask um during agenda

what we can expect to happen

hear it's going to be a super El Nino,
[37:30]
but is it going to be super rain or it's
[37:32]
going to be super drought? Um we don't
[37:35]
really know, but I think we need to be
[37:36]
prepared either way. And I appreciate
[37:38]
the presentation that you did here
[37:40]
tonight. Um James is uh very helpful.
[37:43]
Um, but I think, you know, this talks
[37:45]
about what the public should do. I think
[37:48]
um to keep our public um reassured that
[37:52]
the city's doing everything they can do.
[37:54]
I I would like to hear that presentation
[37:56]
on on our flood channels, what's being
[37:58]
done, um where people can get sandbags
[38:01]
and even how to place sandbags. And um
[38:04]
FYI, the friends of the library and our
[38:08]
um county library are going to be
[38:10]
hosting on October 10th a community
[38:14]
presentation on El Nino preparedness. So
[38:17]
I think that uh and the city is going to
[38:19]
be helping uh public works will be
[38:21]
helping with that. So I think it's a
[38:22]
good partnership and a good opportunity
[38:24]
to get our our residents um better
[38:27]
prepared. So more to come on that.

» Um, what I've heard is great. Um,

however, you have to consider that no

matter how much the homeowners prepare,
[38:55]
it's going to overwhelm us if the main
[38:58]
thing, the pump's not working.

During the last time it flooded, I was
[39:04]
personally out there and I noticed the
[39:06]
big pump wasn't working. Only the 4-in
[39:10]
one for the nuisance water.
[39:14]
That's why I brought the issue about
[39:17]
additional power. Why wasn't it working?
[39:21]
I know that they have to cycle through
[39:23]
it because they're not 100% cycle. And
[39:26]
that's why they usually have two or
[39:28]
three pumps. So there's complete cycle
[39:30]
because they may be 33% cycle, 60%
[39:33]
cycle, but they accumulate and there's
[39:36]
at least one large pump working. A 4 in
[39:39]
pump is not going to do anything. Keep
[39:41]
in mind that that uh Scott Street is the
[39:44]
lowest spot and it's the outfall for all
[39:47]
the waterhed that comes from J Street,
[39:52]
Pleasant Valley Road, Ventura, and Wimi
[39:55]
Road. All the water heads there.
[40:00]
All the water has to be handled by the
[40:02]
pump into the creek.
[40:05]
And if the pump's not working,
[40:08]
how much uh no matter what you prepare,
[40:11]
I had sandbags all the way around my
[40:13]
house.

this came about

these cradle uh snaps appearing on our

beach.

» For sure. Thank you. Yeah, I think it
[51:32]
was um roughly a year ago uh when the
[51:35]
city had partnered with Surf Rider to on
[51:39]
the dune restoration project which is
[51:42]
still ongoing and I see volunteers out
[51:44]
uh frequently working on uh trying to
[51:47]
restore the dunes out at Wayne Beach.
[51:48]
So, if anybody watching hasn't been out
[51:50]
there and seen the work going on, it's
[51:52]
good to check out. But um when we were
[51:55]
working on that with the surf riders, a
[51:57]
couple of the surf rider members came
[51:58]
forward and said, you know, the other
[52:00]
thing that would be really helpful would
[52:01]
be uh this co-nap cradle with the idea
[52:04]
that it is a tool that helps the public
[52:07]
help us document the movement of sand on
[52:10]
the beach. Um and so uh we were
[52:14]
interested in that but then we also kind

moves. So then we talked to them about

of tweak it to be focused on the dredge

so alto together I think um it's just a
[52:34]
good result of that partnership with
[52:35]
surf rider on the dune restoration. So,
[52:38]
uh, good, like you said, good
[52:39]
opportunity for public awareness and
[52:42]
yes, uh, once it's approved and
[52:43]
installed, we plan to do a lot of, uh,
[52:46]
PR around telling people what it is and
[52:49]
how they can help, uh, do that. So,
[52:51]
we'll we'll plan for that.

kind of make a mental note. And then

when we come back the next time and
[53:19]
inevitably the sand is either moved back
[53:22]
or moved forward and that's basically by
[53:24]
the water line. So, uh, yeah, this is
[53:26]
good stuff. and uh really excited to to
[53:29]
be able to share
[53:32]
the differences between a north and a
[53:34]
south swell.

talked to them about also, you know, we

tal we talked to them about the dredge
[54:16]
and talked to them about why we were
[54:19]
really interested in it and, you know,
[54:20]
would we be able to partner with them
[54:22]
and use that data and then they
[54:23]
indicated we could. So So that's
[54:25]
something we

manufacturing or shipping go past

October 9th, uh contact can invoke an 8%

increase, which is roughly $27,000,
[56:48]
which would consume about the entire 10%
[56:50]
contingency before even the pipe
[56:52]
arrives. So uh the staff report states 8
[56:56]
to 10 weeks. Um
[57:02]
Are we are we going to sole purchase
[57:04]
this Evan knowing that we're probably
[57:06]
going to go into that
[57:09]
that lead time issue
[57:12]
» And conversations good evening mayor

mayor council members of the audience um

we've been in conversation with them
[57:19]
already they they give that as a
[57:21]
standard to get it but they don't
[57:24]
believe it will even take that long to
[57:26]
get that for our project. So, um there

is the potential um but we don't believe

that it's it's going to be something
[57:36]
that is going to really impact that.

it's not uh as it was in the past where

debris and things there and we've been

cleaning it up. But we did receive a

recent complaint, I would say, more
[59:04]
focused on wanting to know what the
[59:06]
long-term plan is. But in the meantime,
[59:08]
because there isn't anything that can
[59:10]
happen to that site in the next three
[59:11]
months. So, I think using it as a
[59:12]
staging for a critical storm drain
[59:15]
project would be, you know, defensible.
[59:18]

» And then I assume we're going to as we
[59:23]
receive this, we're going to inspect it
[59:25]
prior to putting it there because what I
[59:29]
think what I'm worried about right now
[59:30]
is we're going to we're going to have
[59:32]
this, no one's going to look at it. we

get ready to install it and there's a
[59:35]
crack and then you know the person the
[59:38]
contractor who's who we contract to put
[59:41]
this in they're going to be no you this
[59:43]
is crack I didn't do this you guys did
[59:45]
this and there's going to be some
[59:47]
fingerpointing with this type of project
[59:51]
um well the our intent is well we're
[59:54]
concerned about vandalism as well so um
[59:57]
we'll fence it and try and protect it
[1:00:00]
obviously we can't 100% guarantee that
[1:00:03]
somebody's not going to get into it. Um,
[1:00:05]
but since it is a steel pipe, too. Um,
[1:00:10]
it won't necessarily the worry isn't
[1:00:12]
about cracking, but it's more about if
[1:00:13]
somebody were to take something and go
[1:00:15]
and bash it because it's got a very
[1:00:17]
particular shape. So, then it would roll
[1:00:19]
the edges of the pipe down, which would
[1:00:22]
make it more difficult to join. But, um,
[1:00:25]
again, we they'd have to do something
[1:00:28]
really hard in order to get it. It's
[1:00:29]
very thick gauge pipe. So, so ho how
[1:00:32]
soon do you think uh once we take
[1:00:34]
custody of this having a contract to get
[1:00:36]
it installed?
[1:00:37]
» We're already working on that as well.

So, we're hoping that the timing will
[1:00:41]
all be there so we have a date set. So,
[1:00:43]
when we have the pipe come in when we
[1:00:45]
know that we'll know in advance of when

it's going to be shipped out, then we

can set that

problem previous. So that has a liner in

that. So rather than removing it because

it's already been uh addressed with
[1:01:15]
that, we skipped that section and we're
[1:01:19]
we'll be attaching to each side of that.

done. It's it's a very shallow pipe,

shallow in depth. So, um, that's one
[1:02:06]
particular reason why we did this
[1:02:08]
because of the
[1:02:11]
design of the pipe allows us to put it
[1:02:13]
in because it's literally right
[1:02:15]
underneath the street. So, um, from that
[1:02:19]
end, because it's not a deep trench, um,
[1:02:22]
it the work will be able to go much
[1:02:24]
quicker than you would expect on a on
[1:02:27]
something.

» So, will will this uh um increase the
[1:02:31]
flow rate of that section? it it's not
[1:02:34]
going to increase the flow rate. It's
[1:02:36]
going to keep the same characteristics
[1:02:38]
that it was designed for. Um, but it'll
[1:02:42]
be new. And we've had issues with
[1:02:44]
sections of the pipe already. So, uh, we
[1:02:46]
wanted to make sure we got this because
[1:02:48]
this from Bryce Canyon between Ventura
[1:02:53]
and Jay essentially all the way down
[1:02:56]
that everything up there runs surface
[1:02:59]
flow until it gets to Pearson and then
[1:03:01]
Pearson is the first It has to get into
[1:03:04]
catch basins and then get into the pipe
[1:03:06]
underground and go. But then all of that
[1:03:09]
runs to the Bubbling Springs
[1:03:12]
uh creek which then is dependent upon
[1:03:15]
the county's flood control station
[1:03:17]
operating properly in order to make sure
[1:03:19]
that water keeps moving.
[1:03:22]
And
[1:03:23]
» If I could just point out because yes,
[1:03:26]
like there, you know, there's all these
[1:03:27]
concerns, but earlier we had talked
[1:03:29]
about how we've prioritized storm drain
[1:03:32]
related projects to really try to do
[1:03:34]
what we can to try to, you know, prepare
[1:03:37]
as much as we can. So, um, you know, I
[1:03:40]
want to thank the public works
[1:03:41]
department for trying to make sure to
[1:03:43]
get this done this year ahead of, you
[1:03:45]
know, any potential future weather. So,

of questions, but I think they've been

answered. The one question um that I did
[1:03:57]
want to ask was what caught my eye here
[1:03:59]
is that you know the existing storm
[1:04:02]
train drain pipe uh was originally in
[1:04:05]
installed in the late7s. I'm imagine we
[1:04:09]
have a lot of infrastructure that um was
[1:04:12]
built and constructed in in those years.
[1:04:14]
What does how does the city budget for m
[1:04:17]
maintenance and replacement of our um of
[1:04:21]
our pipelines and infrastructure? How do
[1:04:24]
we we budget for that or prepare for
[1:04:26]
that?
[1:04:26]
» Yeah, it's been part of uh we've done
[1:04:28]
some of those analyses over the last few
[1:04:30]
years and started to try to prepare for
[1:04:32]
like the conversation for upcoming uh
[1:04:36]
needing to build these into future
[1:04:37]
budgets. um they a lot of our
[1:04:41]
infrastructure is from that period 60s7s
[1:04:45]
which means it's now 50 60 years old
[1:04:49]
which means it's now time to replace so
[1:04:52]
so um we're we've been working on trying
[1:04:54]
to build those things into the budget
[1:04:56]
it's you know the council knows I don't
[1:04:58]
need to repeat it but it's it's a
[1:05:00]
challenge because I think um it is you
[1:05:02]
know we're trying to budget for these
[1:05:04]
now at a time where we're having
[1:05:06]
decreased revenues uh and so it's just,
[1:05:08]
you know, challenge on top of challenge.
[1:05:10]
But it's part of what we said is we need
[1:05:12]
to know the true cost of what it's going
[1:05:15]
to take to maintain all these things to
[1:05:17]
then be able to know what our true
[1:05:19]
budget is, you know. So, so that's all
[1:05:22]
um in the works, but um uh there are
[1:05:27]
there are more projects uh where we have
[1:05:31]
50 year old infrastructure that we're
[1:05:32]
going to have to deal with soon. Yeah.
[1:05:34]
And uh I think uh we did the water
[1:05:36]
presentation earlier with our you know
[1:05:38]
um master plan that has you know several
[1:05:41]
million dollars in water projects and I
[1:05:43]
think um starting to build the uh storm
[1:05:46]
drain or uh I'm sorry the wastewater uh
[1:05:49]
uh lines in as well is is another key
[1:05:52]
part of it. But the costs will there are
[1:05:55]
costs out there still that we need to
[1:05:56]
start planning for. So

on our uh rate study utility rate study

trying to build as much as we can of

these CIPs into those rates so that we

know what actually has to be done to
[1:06:49]
maintain all the systems uh into the
[1:06:52]

» There's a lot of uh technical jargon in
[1:09:45]
this because um the California Coastal
[1:09:49]
Commission has a lot of interest in
[1:09:51]
making sure that beaches are accessible
[1:09:53]
to the public. So, we have to go through
[1:09:55]
a whole coastal commission process when
[1:09:57]
we look at something like this. Um but
[1:10:00]
uh so there's all that jargon in there,
[1:10:02]
but really in short, what we're trying
[1:10:04]
to do is we're recommending to the
[1:10:06]
council that we finally increase
[1:10:08]
increase our beach parking fees after I
[1:10:12]
think it's been about 20 years or so, uh
[1:10:15]
18 years. Um so uh just to get that out
[1:10:19]
of the way. Um, so just some background
[1:10:22]
in history, uh, paid parking at Waynei
[1:10:25]
Beach was initially authorized, uh,
[1:10:27]
under a coastal development permit, uh,
[1:10:30]
uh, in 1981.
[1:10:32]
The last adjustment to the rates for,
[1:10:35]
uh, beach parking was on August 6, 2008.
[1:10:40]
So almost uh, almost 18 years to the
[1:10:43]
date, pretty close. Um the uh 2008
[1:10:47]
action increased hourly parking from at
[1:10:50]
at that time from $1 to $2 an hour and
[1:10:52]
all day parking from $5 to $8 per hour.
[1:10:56]
Um the uh uh council the city had
[1:11:02]
previously created a resident annual
[1:11:04]
pass in 2002
[1:11:06]
um uh and then a non-resident annual
[1:11:09]
pass in 2008 and so those haven't been
[1:11:12]
changed either.
[1:11:14]
Uh so uh that means most of the uh rates
[1:11:19]
have not changed over the last 18 years.
[1:11:21]
Um we want to remind everybody that the
[1:11:24]
uh beach parking fees are intended to
[1:11:26]
help support beach operations,
[1:11:27]
maintenance, repairs, and capital
[1:11:29]
improvements. Uh ironically um people
[1:11:32]
may have noticed we were out there uh
[1:11:34]
our public works team was uh paving and
[1:11:37]
restriping parking lots out at the
[1:11:39]
beach. So, you know, those types of
[1:11:41]
items are um paid for with these fees.
[1:11:45]
And so, um uh we wanted to highlight the
[1:11:49]
uh parking areas. So, where you can see
[1:11:51]
the the teal letter P uh throughout
[1:11:55]
there are the paid parking areas,
[1:11:56]
parking lot A, B, C, E, and then in some
[1:11:59]
of the um along Surfside Drive. Um, we
[1:12:04]
also uh uh I think when we present our
[1:12:08]
uh proposed parking increase to the
[1:12:09]
coastal commission, there's typically a
[1:12:11]
concern about having options for
[1:12:13]
different levels of affordability. So,
[1:12:15]
we have daily uh passes, but we also
[1:12:17]
have the hourly pass, which is not
[1:12:19]
always um typical in other cities to
[1:12:22]
ensure that people have the ability to
[1:12:23]
just drop in. But uh this map also shows
[1:12:26]
that um there's also significant um
[1:12:30]
areas still where somebody could park
[1:12:31]
for one hour for free uh if they're
[1:12:34]
further away from the beach. Uh but uh
[1:12:36]
in other words, there's still plenty of
[1:12:38]
public uh plenty of options for public
[1:12:40]
access to our beach.
[1:12:43]
Um the uh as proposed uh because it
[1:12:48]
hasn't been uh or because it's been 18
[1:12:50]
years since the last time the fees were
[1:12:52]
increased, we did not um uh want to
[1:12:56]
recommend adjusting completely for
[1:12:59]
inflation and and seeing a larger
[1:13:01]
increase than I think people would have
[1:13:03]
anticipated. So, we propose um a uh
[1:13:07]
increase to the hourly and all day
[1:13:08]
parking rates of 25% which is pretty
[1:13:11]
comparable to uh neighboring cities and
[1:13:13]
we'll get we'll get to that or
[1:13:14]
neighboring beaches. Um we also since
[1:13:17]
the uh annual passes have haven't really
[1:13:20]
been modified in the past, we
[1:13:21]
recommended uh changing those but by a
[1:13:23]
discounted 20% instead of 25 because we
[1:13:26]
still want to encourage people to buy an
[1:13:28]
annual pass and come visit our beach
[1:13:30]
more often.
[1:13:32]
uh and so um that would maintain the uh
[1:13:36]
discount for uh the resident annual
[1:13:38]
passes as well. So what that looks like
[1:13:41]
you can see in the chart is currently
[1:13:43]
today uh parking is $2 per hour, $8 per
[1:13:48]
day or $50 for a resident annual pass or
[1:13:51]
$100 for a non-resident annual pass. And
[1:13:54]
so we're recommending modifying to 250
[1:13:57]
an hour, $10 for the all day pass, uh
[1:14:01]
$60 for the resident pass, and $120 for
[1:14:04]
the non-resident pass.
[1:14:08]
Um so obviously one question we get
[1:14:11]
often is why would we need to increase
[1:14:13]
it? And uh really it just comes down to
[1:14:15]
the all the costs to uh maintain the the
[1:14:18]
parking lots, but also the beach and the
[1:14:20]
and the uh amenities we have at the
[1:14:22]
beach. are increasing significantly.
[1:14:26]
Um and so uh just we just completed some
[1:14:29]
recent resurfacing work and it was
[1:14:32]
significant uh cost. So um the uh
[1:14:36]
parking lot or the parking fees would
[1:14:38]
need to be increased to help balance
[1:14:40]
those increase in costs. Um
[1:14:44]
and uh we also confirmed that our
[1:14:47]
existing parking machines can be updated
[1:14:49]
to these new figures without the need to
[1:14:51]
purchase additional or new equipment or
[1:14:54]
other other items. Um and then just to
[1:14:57]
look at uh we tried to also always keep
[1:15:00]
in mind our you know uh nearby beaches
[1:15:03]
and what those look like. I would say um
[1:15:06]
that we were uh there's a couple of
[1:15:09]
beaches and typically it's the beaches
[1:15:11]
that don't have real like the amenities
[1:15:14]
will have free parking or free street
[1:15:16]
parking.
[1:15:17]
Um probably one exception I think Silver
[1:15:19]
Strand has amenities but a small parking
[1:15:22]
lot and I think they have free parking
[1:15:24]
but it's always full because it's a very
[1:15:25]
small parking lot. Um and so uh those
[1:15:29]
are the ones that are less than us. Uh
[1:15:32]
but I would say other than that, most of
[1:15:34]
the beaches in the area have increased
[1:15:35]
to a higher cost uh at least in some
[1:15:38]
way, whether it's the daily rate or the
[1:15:40]
hourly rate. And so uh I think we're
[1:15:42]
pretty middle of the pack. And then what
[1:15:44]
what we're proposing being um minor
[1:15:47]
increases, we're we kind of stay middle
[1:15:49]
of the pack. Um and uh I would argue
[1:15:53]
that with the amenities that we have
[1:15:55]
being higher level, I would argue are
[1:15:57]
higher level amenities than than other
[1:15:59]
beaches in this uh price range
[1:16:00]
typically. So,
[1:16:03]
um,
[1:16:06]
and, uh, we just wanted to show again,
[1:16:08]
we mentioned that we didn't propose
[1:16:10]
increasing it to in like to match
[1:16:12]
inflation because we, um, uh, thought
[1:16:15]
that that might be sort of sticker
[1:16:17]
shock. Um, if we were to adjust for
[1:16:19]
inflation, this chart shows that the
[1:16:21]
hourly rate would be increased to $35,
[1:16:25]
the all day rate would be over $12, and
[1:16:27]
the annual uh rate rates would increase
[1:16:31]
uh you know almost uh 50% from their
[1:16:33]
current rates. Um but uh we didn't
[1:16:39]
propose that and I just also want to
[1:16:41]
note one reason we didn't propose that
[1:16:43]
is also because typically the coastal
[1:16:44]
commission also because their goal is to
[1:16:47]
make sure that everybody has access to
[1:16:49]
the beach they usually have a
[1:16:51]
reasonableness standard. So we tried to
[1:16:53]
kind of model ours after other increases
[1:16:56]
that have been approved. Um and so uh as
[1:17:00]
mentioned we we proposed not increasing
[1:17:02]
it to that level.
[1:17:05]
Um, and then what would this ultimately
[1:17:07]
mean for the city? Um, just to give an
[1:17:09]
example, uh, currently, uh, over the
[1:17:13]
last three years, the beach parking
[1:17:15]
generates about $300,000 a year. Uh,
[1:17:18]
with these increases, it would likely
[1:17:21]
generate increase to about four just
[1:17:24]
under $400,000 a year. So, it's a good
[1:17:26]
increase to cover some of the additional
[1:17:28]
costs out at the beach, uh, which is
[1:17:30]
really our goal. But um obviously we're
[1:17:33]
trying to show that we're not trying to,
[1:17:35]
you know, pass on fees to subsidize
[1:17:37]
other costs. It really is related to the
[1:17:40]
costs that we u are paying to to
[1:17:43]
maintain the beach and the amenities in
[1:17:45]
the parking at the beach.
[1:17:48]
Um and as I mentioned a minute ago, uh
[1:17:51]
one of the goals of the coastal
[1:17:52]
commission is maintaining public coastal
[1:17:53]
access. And so this would do so. And we
[1:17:56]
wanted to highlight that free park free
[1:17:58]
public street parking is still
[1:18:00]
available. City walking and bicycling
[1:18:02]
access is still available and the
[1:18:04]
bubbling springs corridor still is
[1:18:07]
accessible. Uh also there's still Gold
[1:18:09]
Coast Transit District stops near the
[1:18:11]
beach. So uh there's plenty of free or
[1:18:14]
lower cost options to visit the beach.
[1:18:17]
And then uh if somebody does want to
[1:18:19]
utilize paid parking, I think our costs
[1:18:21]
are still reasonable compared to
[1:18:23]
neighboring beaches. So with that, like
[1:18:26]
I said, there's some extra jargon uh
[1:18:29]
that we don't typically have related to
[1:18:31]
the coastal commission and the coastal
[1:18:33]
review. So we recommend uh approving
[1:18:35]
this and then that would uh our next
[1:18:38]
step after that would be to then work
[1:18:40]
with coastal commission to um confirm
[1:18:42]
that it's u approved uh by coastal
[1:18:45]
commission and uh
[1:18:49]
there's a uh 10-day appeal period that
[1:18:52]
coastal commission has has uh if it's
[1:18:55]
not appealed the rates would take effect
[1:18:57]
at the end of that 10day appeal period.
[1:19:00]
Um, so, uh, we would announce, you know,
[1:19:03]
we we would make sure to announce that
[1:19:05]
and publicize it, uh, uh, before we
[1:19:08]
implement it, but there is that 10-day
[1:19:10]
appeal period where the coastal
[1:19:12]
commission could appeal it. So, and with
[1:19:15]
that, we recommend approving the uh,
[1:19:19]
updated beach parking fees.

relatively minor for Coastal Commission
[1:19:43]
and that's why it's just this 10-day
[1:19:45]
appeal period versus some of like our
[1:19:47]
ordinance changes actually have to go
[1:19:48]
through like a review with Coastal
[1:19:51]
Commission. With this essentially if
[1:19:52]
nobody appeals it, it's approved. Um, so
[1:19:56]
it's lower odds, but you also just never
[1:19:59]
know. And, uh, I think Ventura this year
[1:20:02]
approved theirs and got appealed, but I
[1:20:05]
think what we had had heard was that it
[1:20:07]
might have been appealed because they
[1:20:09]
didn't go through the normal coastal
[1:20:11]
commission process. So, it was almost
[1:20:12]
more just appealed to make sure they
[1:20:14]
were going through the process. So, um,
[1:20:16]
we we we're trying to make sure we nip
[1:20:18]
all that uh, in the bud up front and go
[1:20:21]
through that process. So, we I would say
[1:20:23]
we're pretty confident on on this, but
[1:20:26]
you just never know. So, that's all I
[1:20:28]

year for example. So a year like this

year it probably won't cover the costs

but I think we're think on a yearly

reading and adoption of the ordinance
[1:25:15]
adding chapter 10 to article five of the
[1:25:18]
Port Wayne Municipal Code regulating
[1:25:20]
short-term rentals. Staff, please
[1:25:23]
present the report. That be our city
[1:25:25]

» Yes, thank you. So, I know we've talked
[1:25:30]
about the um short-term rental ordinance
[1:25:33]
uh many times over the last couple
[1:25:35]
years, and I everybody's probably tired
[1:25:36]
of seeing some of these slides, so I
[1:25:38]
won't go over them in in a lot of
[1:25:40]
detail. I'll note this is the second
[1:25:42]
reading. Typically, the second reading
[1:25:44]
can be a consent item, and we usually
[1:25:47]
don't even really talk about it again,
[1:25:48]
but we wanted to talk about it because
[1:25:51]
we had gotten questions about the
[1:25:52]
implementation of it. So, we just wanted
[1:25:54]
to try to be transparent about that. But
[1:25:56]
uh I'll go over the rest of it briefly
[1:25:59]
for that uh for that reason. Um but uh
[1:26:02]
as we've discussed um we initially
[1:26:05]
started receiving uh complaints and
[1:26:06]
inquiries about short-term rentals back
[1:26:08]
in October of 2024. We've had many
[1:26:11]
public conversations and I think uh you
[1:26:13]
know we said last meeting that both
[1:26:15]
proponents and opponents I think that
[1:26:17]
the city council really made an effort
[1:26:20]
to be responsive to and um recommended
[1:26:25]
or directed that staff make some changes
[1:26:28]
over the year. Uh both
[1:26:31]
uh some good points that the opponents
[1:26:33]
made and good good points that the
[1:26:34]
proponents made. So, I think we got to a
[1:26:37]
point uh not to jinx it, but I don't
[1:26:39]
think anybody's here tonight. So, I
[1:26:41]
think that means we got to a point that
[1:26:43]
everybody can live with the ordinance,
[1:26:44]
and that's a uh a good sign. Um, and so,
[1:26:49]
uh, what the ordinance includes is, uh,
[1:26:52]
I think what we heard from everybody is
[1:26:54]
everybody was on board with some, uh,
[1:26:56]
city regulations, some city oversight
[1:26:59]
with the goal being really to ensure
[1:27:02]
that the owners, um, are just being
[1:27:05]
responsible and accountable and um,
[1:27:08]
managing their um, rentals and not, you
[1:27:11]
know, having party houses or other uh,
[1:27:13]
issues like that. And so the ordinance
[1:27:16]
uh requires um uh a few things. It
[1:27:20]
requires an annual permit uh a valid uh
[1:27:23]
business license. Um it the permits are
[1:27:27]
uh one-year non-transfer transfer
[1:27:29]
non-transferable permits that expire
[1:27:31]
upon a change in ownership. So if a new
[1:27:34]
owner buys the property, they have to
[1:27:35]
come in and go through the same process
[1:27:36]
and and confirm that they're going to
[1:27:38]
follow all these requirements. Um, it
[1:27:42]
requires uh ownership disclosure and has
[1:27:45]
eligibility requirements. Um, and then
[1:27:48]
uh it uh by state law, short-term
[1:27:52]
rentals are prohibited in accessory
[1:27:53]
dwelling units, affordable housing
[1:27:55]
units, and mobile homes. So, it includes
[1:27:56]
that prohibition. Um, and then uh we
[1:27:59]
include a 10% citywide cap um of uh 10%
[1:28:05]
of all city housing units. uh maximum of
[1:28:08]
10% of all city housing units. It
[1:28:10]
includes a uh program review
[1:28:12]
approximately one year after
[1:28:14]
implementation
[1:28:15]
and uh everybody may recall it's really
[1:28:19]
focused on what we call good neighbor
[1:28:20]
standards. It we tried not to go
[1:28:23]
overboard with all the require
[1:28:24]
requirements but really focus on the
[1:28:26]
complaints we were hearing and the
[1:28:28]
concerns that people would have where
[1:28:29]
they just want to make sure that
[1:28:30]
neighbors are being good neighbors. And
[1:28:32]
so some of the things that includes is
[1:28:34]
things like quiet hours so that there's
[1:28:36]
not parties in the middle of the night.
[1:28:38]
Um that there's u parking provided uh on
[1:28:43]
the property for guests, whether that's
[1:28:45]
a garage or a driveway. U but that
[1:28:47]
there's parking so that the uh a
[1:28:49]
short-term rental tenant isn't taking up
[1:28:51]
all the parking off the street. Um trash
[1:28:54]
management requirements. Um information
[1:28:57]
provided so that uh tenants can call the
[1:29:00]
landlord with any questions or concerns.
[1:29:03]
um life safety requirements.
[1:29:06]
A 24-hour local contact and city
[1:29:08]
approved nuisance response plan is is
[1:29:10]
also required. Notification of owners
[1:29:13]
and occupants within 200 feet uh and
[1:29:16]
applicable homeowners associations so
[1:29:18]
that people know who's doing it and know
[1:29:21]
to how to contact them. Uh and then
[1:29:24]
requirements that the landlords respond
[1:29:26]
or landlords or property managers
[1:29:28]
responsible respond within uh certain
[1:29:30]
time frames of of complaints. Um, and
[1:29:33]
then the last two pieces here are more
[1:29:35]
on the back end of it allows for
[1:29:37]
different ways for the city to monitor
[1:29:39]
online listings uh and uh allows for
[1:29:42]
fines if people violate those
[1:29:44]
requirements. Um, so one of the reasons
[1:29:48]
why this wasn't just a consent uh item
[1:29:50]
today is because we did get some calls
[1:29:53]
and it led to some conversations where
[1:29:55]
we started to realize that the messaging
[1:29:59]
is going to be very complicated or
[1:30:01]
confusing if we try to have two separate
[1:30:05]
start dates based on whether you're in
[1:30:07]
coastal comm uh coastal commission zone
[1:30:09]
or not. And we realized it, you know,
[1:30:12]
it's doable and we've done it in the
[1:30:15]
past on different things, but in this
[1:30:16]
case, what we realized is that there's a
[1:30:19]
possibility that coastal commission if
[1:30:21]
they have changes that we might then it
[1:30:24]
might change something that we're
[1:30:25]
already trying to enforce on somebody
[1:30:27]
else and that might cause more confusion
[1:30:30]
and then you know, do we have two
[1:30:32]
separate set of rules or would we want
[1:30:33]
to come back and talk about one set of
[1:30:35]
rules? So, we just really talked about
[1:30:38]
that confusion and uh I know I sent an
[1:30:41]
email to council on this but you know
[1:30:43]
and then we realized that even some of
[1:30:45]
our messaging we started to put out
[1:30:46]
where we said you know if you're in the
[1:30:48]
coastal zone this if you're outside this
[1:30:50]
and the first question we got is am I in
[1:30:52]
the coastal zone and uh sort of
[1:30:55]
realizing that not everybody pays
[1:30:57]
attention to whe whether they're in that
[1:30:59]
zone. So, we just um you know, we talked
[1:31:03]
about it and it's it could be done, but
[1:31:05]
we just think it's going to cause more
[1:31:06]
problems than it solves, especially I
[1:31:09]
think we all talked about this
[1:31:10]
throughout the process, but uh right now
[1:31:13]
99% of our short-term rentals are in the
[1:31:15]
coastal zone. So, and I would say all
[1:31:18]
the complaints that we have ever
[1:31:19]
received are within the coastal zone.
[1:31:22]
So, it's really would confuse people who
[1:31:24]
are outside of it without much benefit.
[1:31:26]
So, so we proposed and we included in
[1:31:29]
the ordinance language basically saying
[1:31:31]
that it would become effective upon
[1:31:33]
coastal commission approval and if there
[1:31:36]
was a significant change or
[1:31:38]
modification, we'd come back to council
[1:31:40]
» And you know and and make sure that we
[1:31:42]
have that conversation, but that we uh
[1:31:45]
would recommend sort of um keeping them
[1:31:48]
consistent and uh holding off on
[1:31:51]
enforcement until we hear back from
[1:31:53]
Coastal Commission.
[1:31:55]
Uh and so this this reiterates some of
[1:31:58]
those points I just made about trying to
[1:31:59]
be consistent and clear and not cause
[1:32:02]
confusion amongst amongst groups. So
[1:32:05]
um and so uh with that all being said uh
[1:32:10]
we also uh included the information and
[1:32:12]
laid out the process for that uh for the
[1:32:14]
coastal commission review. So following
[1:32:16]
adoption, the ordinance would be
[1:32:18]
submitted to California Coastal
[1:32:19]
Commission as an amendment to the city's
[1:32:21]
local coastal program. And so I
[1:32:23]
mentioned earlier, you know, we actually
[1:32:25]
we haven't had a whole lot of uh items
[1:32:28]
that go through coastal commission
[1:32:29]
recently, but today we have, you know,
[1:32:31]
two with the beach parking fees and
[1:32:33]
this, but the beach parking fees is like
[1:32:35]
a lower level where it's essentially
[1:32:37]
just uh if coastal commission doesn't
[1:32:39]
appeal our action, then it takes effect.
[1:32:42]
This is a higher level because it's
[1:32:44]
actually a change to our local coastal
[1:32:45]
program. And so we expect a little bit
[1:32:49]
more interaction and uh we could have
[1:32:52]
you know modifications or amendments
[1:32:55]
come back from coastal commission. So um
[1:32:58]
again that's where we just you know we
[1:33:00]
see uh the treatment of the beach
[1:33:04]
parking fees as simpler than uh this
[1:33:08]
will likely be. So, so while the coastal
[1:33:12]
commission review is pending, we still
[1:33:13]
will require the business license uh
[1:33:16]
because that should have been something
[1:33:17]
that we've been requiring all along uh
[1:33:20]
for operators, the uh toot payment
[1:33:23]
requirements will remain in effect in
[1:33:25]
effect. And then uh we will um prepare
[1:33:29]
uh we're already working on getting the
[1:33:31]
application materials, the permit forms,
[1:33:33]
the notification templates and uh uh
[1:33:36]
public outreach ready for so that when
[1:33:38]
coastal commission does approve it,
[1:33:40]
we're ready to launch everything pretty
[1:33:42]
quickly there there from. So, um, so,
[1:33:46]
uh, the key thing after all that is said
[1:33:49]
and done is really the only change from
[1:33:51]
the last meeting and the reason why we
[1:33:52]
wanted to verbalize it is we're
[1:33:55]
recommending not making it effective
[1:33:58]
until Coastal Commission approves. So,
[1:34:01]
with that, uh, we recommend council
[1:34:03]
adopt it and, uh, with that
[1:34:05]
modification.

team actually has been launching open

gov and they actually think there's

going to be the capability to do a lot

of these functions in open gov. So it
[1:36:42]
could I don't know. I guess the short
[1:36:45]
answer is I don't know yet, but the
[1:36:47]
longer answer is we're looking at trying
[1:36:49]
to create like the portal that that I I
[1:36:51]
think the council was interested in the
[1:36:53]
prior meeting in open gov and as much of
[1:36:55]
the things that we can do in there uh
[1:36:58]
you know the complaint form the
[1:36:59]
application process we will try to do
[1:37:01]
that and have like one um you know uh
[1:37:05]
link for people to be able to access and
[1:37:07]
and report these different things.

I have the whole driveway available with

more than enough parking. Why do I have
[1:39:33]
to have the garage available?" So, I
[1:39:35]
think the council ended up agreeing that
[1:39:38]
it didn't necessarily need to be
[1:39:39]
garages, but it's there needs to be off-
[1:39:42]
streetet parking, garage or driveway in
[1:39:44]
those numbers

the ordinance really protects against.

there's destined to be a conflict

STRs. And the the reason why I say that

is because of there is no parking

component with an additional dwelling

unit. So, if there's a ADU over here and

a short-term rental over here, um you're
[1:44:28]
going to see parking problems and and I

issues because as you know, ADUs aren't

[1:46:24]
grand jury fireworks report. Over to
[1:46:27]

» Thank you. So, um, gonna talk out of
[1:46:31]
both sides of my mouth here and say that
[1:46:33]
I know fireworks are always a hot topic
[1:46:36]
and so I wasn't going to try to sneak
[1:46:39]
this item through on consent uh because
[1:46:41]
I know we we get a lot of questions
[1:46:44]
about fireworks, but I am also going to
[1:46:46]
say at the same time that this item is
[1:46:48]
not a general fireworks discussion. It's
[1:46:51]
an item that's intended to respond to
[1:46:53]
the grand civil grand jury's finding
[1:46:55]
that all the cities and and the county
[1:46:59]
need to work together sort of more
[1:47:01]
consistently and strategically on
[1:47:03]
fireworks. Um so
[1:47:07]
uh so I'll try to limit you know the the
[1:47:10]
item to really that grand jury response.
[1:47:13]
And so, um, I think council's aware, but
[1:47:17]
for public benefit, we did receive a,
[1:47:19]
uh, all cities in the county received a,
[1:47:21]
uh, grand jury report on June 23rd that,
[1:47:26]
um, as I paraphrased, and it's obviously
[1:47:28]
the report's a lot longer, but the
[1:47:30]
paraphrasing is, well, actually, it
[1:47:32]
could be restated in recommendation
[1:47:34]
four, which is what we responded to,
[1:47:36]
which is the Ventura County Civil Grand
[1:47:37]
Jury recommends that the Ventura County
[1:47:40]
Fire Department interface regularly with
[1:47:42]
Ventura County law enforcement ment
[1:47:43]
coordinating committee to inform the
[1:47:45]
committee about recommendations from
[1:47:47]
CalFire's fireworks enforcement task
[1:47:50]
force. So the outcome of this uh grand
[1:47:54]
jury investigation was that and so uh
[1:47:58]
maybe a couple of the phrases that
[1:47:59]
aren't familiar but it says Ventura
[1:48:01]
County Fire Department uh interface
[1:48:04]
regularly with Ventura County Law
[1:48:06]
Enforcement Coordinating Committee. So
[1:48:07]
that's um there's a committee VCL if
[1:48:10]
anybody's ever heard that and it's
[1:48:12]
essentially all the police chiefs and
[1:48:14]
the sheriff in our county meet regularly
[1:48:17]
and work together on uh issues that
[1:48:20]
impact all of the agencies, all the law
[1:48:23]
enforcement agencies. So, the grand jury
[1:48:27]
report was essentially if the fire
[1:48:29]
department works with all of our police
[1:48:31]
uh chiefs and our law enforcement
[1:48:33]
leadership teams and comes up with
[1:48:36]
strategic actions and recommendations
[1:48:39]
like that. That's what needs to happen,
[1:48:41]
not just have every city go out and do
[1:48:43]
its own thing that's completely
[1:48:44]
different from the other cities. So, um
[1:48:47]
so our response to that grand grand jury
[1:48:50]
finding is we think that's a good
[1:48:52]
recommendation. We aren't opposing the
[1:48:55]
recommendation or challenging it any in
[1:48:57]
any way. We think it's a good
[1:48:58]
recommendation and we think that um uh
[1:49:02]
that VCL can get together and make
[1:49:06]
recommendations and then we can all
[1:49:08]
bring them back and then we can have
[1:49:09]
fireworks conversations. Um I'll note uh
[1:49:14]
you know one of the things like I had
[1:49:15]
been talking to PD about recently was
[1:49:17]
increasing the penalties for example.
[1:49:19]
So, like I want to have that
[1:49:21]
conversation, but I think to the grand
[1:49:24]
jury's point, it's the thought right now
[1:49:26]
is have all the agencies talk about that
[1:49:29]
and like, you know, uniformly do that so
[1:49:32]
that it's makes our whole county um uh
[1:49:36]
firmer on fireworks.
[1:49:39]
So, so again um so this item today is to
[1:49:43]
accept that grand jury finding, send
[1:49:45]
that recommendation that we agree to
[1:49:47]
meet with to have our team uh meet as
[1:49:50]
part of those VCL meetings uh and with
[1:49:53]
the fire fire department and uh to um
[1:49:56]
strategize accordingly. Um and so with
[1:50:01]
that um I think that is about it. Like I
[1:50:04]
said, I know fireworks is a broad topic,
[1:50:06]
but this item is focused on that grand
[1:50:09]
jury report, and we recommend accepting
[1:50:11]
that response and sending our responses
[1:50:13]

Is there any lessons learned that we
[1:50:43]
they could bring back on on how um how
[1:50:47]
how they were successful in in in you
[1:50:50]
know getting getting to that. I think
[1:50:52]
this speaks and uh I had meant to get to
[1:50:55]
that and knew I forgot something, but I
[1:50:57]
think this speaks to why the first step
[1:51:00]
is to standardize how everybody
[1:51:02]
approaches it. Um because the feedback
[1:51:07]
we've gotten from everybody is that
[1:51:10]
everybody
[1:51:12]
handles their calls differently. So the
[1:51:17]
grand jury ended up reporting on the way
[1:51:20]
that Oxnard handles theirs, you know. So
[1:51:23]
then Oxnard has the most responses. But
[1:51:27]
you'll note when you look, Santa Paula
[1:51:28]
had blanks because they don't respond
[1:51:32]
or, you know, they don't track that data
[1:51:34]
because that's not what they use.
[1:51:35]
» And then on our end, for example, um,
[1:51:39]
and I always get it mixed up, but
[1:51:41]
there's like a civil code section and
[1:51:42]
then there's a criminal code section.
[1:51:44]
And so they wrote the report based on
[1:51:47]
one and where the other. So it's not
[1:51:49]
that we haven't ever cited anybody, it's
[1:51:52]
that we haven't used that that code to
[1:51:55]
site people. So I think that just goes
[1:51:57]
back to where the grand jury said the
[1:51:59]
one of the first steps is standardize
[1:52:01]
how everybody does it so that everybody
[1:52:03]
can see apples to apples. Um
[1:52:07]
uh but having said that, I guess the
[1:52:10]
other answer to your question is I do
[1:52:11]
think that's going to be part of what
[1:52:13]
VCL does though too is they will look at
[1:52:16]
what works for the cities and what
[1:52:18]
doesn't and the lessons learned. Um
[1:52:20]
Oxnard uh like three years ago I think
[1:52:22]
was the first city that used uh like
[1:52:24]
drones to see the fireworks and then we
[1:52:27]
followed that um I think the following
[1:52:30]
year.

everything. So, so it's like, you know,
[1:52:37]
um I think they're we're doing it right
[1:52:40]
now, but it's a little more like, hey,

look, the city just did something cool

and that that's honestly, you know, with
[1:52:45]
the the raising the um penalties, I saw
[1:52:49]
Oxnard did it, and I was like, why
[1:52:50]
haven't we done that yet, you know? So,
[1:52:52]
it is sort of like that's how we're
[1:52:54]
doing it now. And I think the grand
[1:52:55]
jury's point is why don't why doesn't
[1:52:57]
everybody get in the room and put a plan
[1:52:58]
together so everybody's doing the same
[1:53:00]
thing. So, so, um, but we would expect
[1:53:03]
the charts to look different in the
[1:53:05]
future when it's sort of more apples to
[1:53:08]
apples and everybody's doing it the same
[1:53:09]
way.

» To go off of that, that is exactly why

there's such a difference between us and
[1:53:15]
Oxnard or or Oxnard or everyone else is
[1:53:17]
because everyone else goes by the same
[1:53:19]
standard for penalties, but by the time

it gets to the court, the judge reduces
[1:53:23]
it to a hundred bucks. So, it doesn't
[1:53:25]
stick and it's pretty much worthless
[1:53:26]
even though the fine is $1,000. Well,
[1:53:29]
Oxnard did an internal um rate increase,
[1:53:32]
which is a a fine from the city. I think
[1:53:35]
it put it up to
[1:53:36]
» What was the increase? We talked about
[1:53:37]
this. It was like
[1:53:38]
» It was another00 $2,500 and that
[1:53:42]
actually stick and it can't be reduced.

So that's why it's
[1:53:45]

available prior year community benefit
[1:55:57]
fund for uh for 10,000 from the comm the
[1:56:01]
prior year community benefit fund
[1:56:03]
unprogrammed balance to support our
[1:56:04]
military banner under under category B.
[1:56:08]
Tonight isn't about debating the full ex
[1:56:12]
execution is simply agreeing that
[1:56:13]
honoring our local service members uh
[1:56:16]
using designated community benefit funds
[1:56:18]
meets our criterion for our future
[1:56:20]
agenda policy. Uh this approving uh
[1:56:24]
appropriations under the unprogrammed
[1:56:26]
community benefit fund balance is
[1:56:28]
explicit city council policy and
[1:56:29]
budgetary power not administrative task.
[1:56:32]
Staff directions required to amend the
[1:56:35]
formal CBF expenditure plan. Category B,
[1:56:39]
community development, uh, explicitly
[1:56:42]
authorized funding initiatives that
[1:56:44]
foster community, social, cultural,
[1:56:46]
well-being, and support civic
[1:56:48]
organizations benefiting residents.
[1:56:51]
Um, there is a direct council precedent.
[1:56:54]
CBF funds uh have been consistently
[1:56:56]
supported for cultural, visual, and
[1:56:58]
civic identity projects, including the
[1:57:01]
the mural project and the Bard Monument.
[1:57:04]

recommend is when you create a committee

and then usually like six months or a

year in doing a review of what they're
[2:07:21]
doing to make sure they're doing the
[2:07:22]
thing that the council wanted them to
[2:07:24]
do, you know. So I think it's more of
[2:07:26]
that. It would be like a review of the
[2:07:29]
banner like you know uh the work that
[2:07:31]
the committee's done so far which is the
[2:07:33]
banner program you know and then the
[2:07:35]
council could potentially decide we like
[2:07:37]
this and we want to keep it up and we
[2:07:39]
want to do more or you know it uh we
[2:07:43]
didn't like it and do we want to change

it to this you know all that is within

Port Wayne Legacy Award, which is a new

we meet at the Alaska Flight 261

Memorial and spend the morning uh uh

participating in coastal cleanup day. So

presentation by the uh Ventura County

had their um leak and then policy or you

know, privacy concerns on Flock as a
[2:15:47]
whole. So, we started to look at
[2:15:49]
alternative options and this morning we
[2:15:51]
had a good conversation about one. So,
[2:15:53]
we'll try to we we might be able to
[2:15:55]
bring that back by September 21st.

We'll have El Nino um at this point. I

don't want to commit to that on the 21st

» Um, Wayne Housing, Inc. Um, we we did
[2:16:35]
purchase a property um in a gated
[2:16:38]
community and did all cash offer for
[2:16:41]
low-income housing. Um, what we're not
[2:16:44]
doing, you know, the goal is to to
[2:16:48]
provide low-inccome housing. And I think
[2:16:49]
this this really helps this council as
[2:16:52]
well as meeting our our reign of
[2:16:54]
numbers. Um, so it was good to to to be
[2:16:58]
able to purchase a a property and uh
[2:17:02]
immediately offer up for section 8. Uh,
[2:17:04]
there's going to be a little bit of work
[2:17:05]
that needs to be done by that, but u uh
[2:17:09]
we do have a uh
[2:17:12]
a five-year visioning uh program or um
[2:17:15]
meeting that we're going to be having
[2:17:16]
here soon. and uh and we'll be
[2:17:19]
presenting back to the council what what
[2:17:22]
the goals are for Wayne Housing Inc. and
[2:17:25]
uh specifically like Willowbrook um and
[2:17:30]
how Wayne Housing Inc. is uh is viewed,
[2:17:33]
you know, like what how how our
[2:17:35]
structure is and uh so looking forward
[2:17:37]
to that meeting and and you know and
[2:17:39]
brainstorming with the other board
[2:17:41]
members and bringing all that back to
[2:17:42]
council. That's all I have.

» Yes. And to follow on that, we're
[2:17:47]
planning our first fundraiser for Wayne
[2:17:49]
Housing, Inc. We're going to try to have
[2:17:51]
one fundraiser a year to try to increase
[2:17:54]
revenue so that we can have plenty of
[2:17:56]
income to improve our properties that we
[2:17:58]
have and to add more properties to our
[2:18:01]
our profile. Um, also we had our first
[2:18:04]
food share Salvation Army uh at Marv
[2:18:07]
Vista with the in conjunction with the
[2:18:10]
Wayne Housing Inc. Alliance Club and
[2:18:12]
that was very successful and that is on
[2:18:14]
the third Thursday of the month from now
[2:18:17]
it'll be from 1 to 2 at Mar Vista for
[2:18:19]
anybody who wants to come and volunteer
[2:18:22]
but that was very successful and the
[2:18:24]
residents were very thankful
[2:18:31]
» In um in a beach cleanup we noticed that
[2:18:36]
the trash cans at the beach are very
[2:18:37]
stinky and I'm wondering if we've ever
[2:18:40]
used that service that cleans out the
[2:18:42]
trash cans. Um, it's just a question
[2:18:45]
maybe you could look into, but um,
[2:18:47]
they're pretty pretty nasty. Um, and
[2:18:50]
then earlier this week on September 1st,
[2:18:52]
I got a phone call from a friend of mine
[2:18:54]
that lives closer to the port for me and
[2:18:55]
he thought, "Hey, I I think I smell
[2:18:57]
natural gas." And I'm like, "Well, call
[2:18:59]
this number and report report the the
[2:19:01]
matter." And I was sitting up in my
[2:19:03]
bedroom and then suddenly I began to
[2:19:05]
smell natural gas. So, I phoned the gas
[2:19:08]
company and the gas company came out and
[2:19:10]
investigated it and I think 10 people
[2:19:12]
may have called in and um the fire
[2:19:15]
department got involved. Eventually, the
[2:19:18]
investigator for the Southern California
[2:19:20]
Gas came to my doorstep and said, "We
[2:19:22]
traced it back to the port. It's not
[2:19:24]
natural gas." And uh I think the harbor
[2:19:28]
master informed them that um it's a
[2:19:33]
fueling operation that goes on every
[2:19:35]
Tuesday. So the message that the
[2:19:37]
investigated me was get used to it and
[2:19:42]
» Made my husband sick.
[2:19:43]
» Yeah. And and you know numerous people
[2:19:47]
were spelling it. Didn't didn't phone it
[2:19:49]
in. But uh but the bottom line is they
[2:19:52]
traced it back to the port. Apparently
[2:19:53]
it has to do with diesel fuel transfers.
[2:19:56]
Um and this whole idea of get used to it
[2:20:00]
on Tuesday nights. I think that's
[2:20:02]
completely inadequate. So I don't know.
[2:20:04]
We're still waiting to hear from the
[2:20:06]
port. So, I wish they would give us
[2:20:08]
information because it literally blanket
[2:20:10]
blanketed the area right here on the
[2:20:13]
left side of Wayne Road. So, we're still
[2:20:16]
looking for answers. So, if the port, if
[2:20:17]

the uh grand opening of the new Filipino
[2:20:35]
Cultural Center that's over here on um

Wanimi Road. What a beautiful place and
[2:20:40]
what a a nice addition to our city. I
[2:20:43]
was so excited to see the potential that
[2:20:46]
that's going to bring um of to our to
[2:20:49]
our city, not only culturally, but just
[2:20:52]
um it's it's a new it's a community that
[2:20:55]
um is going to grow and um they have
[2:20:59]
murals, they have history um and it's I
[2:21:02]
I'm just so excited to have this um this
[2:21:05]
center now in in our city and I think
[2:21:07]
it's something we can definitely build
[2:21:09]
upon. So, if you haven't seen it yet, um
[2:21:12]
definitely go check it out. I don't know
[2:21:14]
the hours that it's open, but um it's
[2:21:17]
just a beautiful facility. The uh
[2:21:20]
association bought it. They bought the
[2:21:22]
building and uh the uh the board has
[2:21:27]
apparently been entrusted with the money
[2:21:29]
to keep it going and they've certainly
[2:21:31]
if you look at it, you they've invested
[2:21:33]
a lot in it already. So, uh I think it's
[2:21:36]
going to be around for a long time. So,
[2:21:37]
