[22:22] and there's stuff stored in there like it's being used as a business not a home

[22:26] not a dwelling that people would live in like someone bought it and said hey

[22:29] let's use this as our storage in our office there's two junk cars one's a

[22:34] white van and one's a yellow car and they've been there for probably four or

[22:41] five years just well sometimes they sleep in the van right along where I

[22:46] walk my puppy they wake up in the morning pee in the bushes

[22:49] I shouldn't have to see that and the city should notice I've never complained

[22:54] I thought it'd be something temporary that would go away

[22:57] hasn't gone away and now there's a structure of the size of a Holiday Inn

[23:03] this three stories high I'm a first culver act from niver south and you can

[23:12] from my window on my couch where I sit and watch TV the third floor just stared

[23:19] right in me so it's not just me I go to talk to my neighbor and he showed me his

[23:26] backyard which I've never seen in the ten years I've lived there we've just

[23:29] talked it's a three-story structure so usually you would have your neighbor you

[23:35] look over the fence hey how are you I don't know how he lives seeing this

[23:40] whole backyard with a three-story structure and it was elevated five feet

[23:47] before they put the first elevation so there's about eight doors on that side

[23:54] of the eight doors when they walk his six foot fence there it's ridiculous I

[26:17] rectified next year we're just hoping that maybe for the benefit of the people

[26:23] in that area that we could get maybe those barricades removed from the

[26:28] neighborhood they've been sitting out in front of his home for about six nine

[26:31] months now so hopefully we can see what we can do about a temporary fix and get

[26:35] those removed Jake about that thing okay Sleepy Hollow is something that's going

[26:41] to be designed and taken care of as soon as we can get the money to do it it's on

[26:46] the list as as you well know Virginia Monroe was last year how Street this

[26:51] year but we're going to try and take care of Sleepy Hollow internally and

[26:57] with st. John's money and not not wait for the state

[27:03] it's got significant flooding issues and this this this problem is just part of

[27:09] it so it's it's on our list the other thank you the only other concern is the

[27:20] bridge Nick the bridge one side lane is closed on the weekends well all week for

[27:27] that matter but on the weekends it really backs up all the way past Bruce

[27:30] Creek Road and traffic is kind of a nightmare I'm just curious if there was

[27:35] a time line on that bridge being resolved for some of the people so the

[27:39] arty says April and I'm hoping the d-o-t can finish in April because yeah it's a

[27:47] mess down there yeah yeah mayor if I can just comment on that real quick for

[27:51] projects that if in case you get any more questions so that a recent

[27:54] tpo meeting there were some discussion about that and some concern where people

[27:59] are projecting that they're working on one side of the bridge in the same

[28:03] amount of time will have to be applied that's not actually the case so they're

[28:06] working up underneath the bridge on their accessing that from just that one

[28:10] side now there may be a small amount of time for what I understand where they do

[28:13] have to transition to the other side that will definitely not occur during

[28:17] Bike Week they intend it to I think cease what they've got going on

[28:21] during that period of time but for overwhelmingly the majority of the

[28:25] project will all be done by just using the one eastbound side lane obviously

[28:31] the westbound would even be a much bigger issue so in their timeline that

[28:36] we have heard is is definitely April timeframe to wrap it up so hopefully

[28:41] that happen they say it was too much trouble to take everything away and

[28:45] remobilize and all that before weekends because everybody's going to the beach

[28:49] back and forth which seems like it's a really shook nightmare even during the

[28:55] week it's no big thing yeah there's been some concern about the trail down ala

[29:00] fact some dialogue on that I'm getting some phone calls pro and con on that so

[29:05] I don't you know I know where we're at on it

[29:09] any more conversations on he wasn't happy to participate in those and I

[29:13] think Jake and Tim have a meeting scheduled down there coming up so

[29:18] whatever I can do to help in that area but there's still some undecided folks

[29:23] down there as to how they want to proceed with that and what their

[29:26] thoughts are it's always one of those things where a lot of people like the

[29:29] idea and there's a great idea but it's one of those where I think not in my

[29:33] backyard honestly and it hasn't even been engineered yet so I don't even know

[30:19] Advisory Board report it's a John Macaluso sighting mr. mayor council

[30:29] staff John Macaluso chairperson environmental advisory board brief

[30:34] update on what's happened in the last three or four months we met in January

[30:39] and first item was election of officers the officers remain the same as they

[30:45] were in 2018 myself as chairperson and Nancy Vaughan as vice chairperson we

[30:51] discussed some items on the agenda Riverwalk development I've directed the

[30:57] board members to visit the site develop any questions and concerns from an

[31:01] environmental concern regarding future development and address any city and

[31:07] staff with those questions or concerns so we'll get a little bit ahead of the

[31:11] game before the design is complete

[31:16] resolution regarding relating to the list of trees we've been working on the

[31:21] tree ordinance in the tree resolution for the last two years the year that

[31:25] I've been here basically Margaret Thomason construction

[31:29] engineering manager and Timberman Community Development Director provided

[31:33] us with a plan for moving forward on the tree resolution Alissa trees were

[31:37] supplied to the a board the a board has been directed to review the list and

[31:42] bring any questions or concerns to our special meeting that we had planned back

[31:48] in February and now we were going to review that list during that special

[31:52] meeting that was scheduled for February 22nd unfortunately we did not have a

[31:56] quorum that day we had four members of our board absent so we have to move that

[32:01] over to our April meeting if you're familiar with the Raintree subdivision

[32:06] there's a discussion going on regarding the entrance off the Spruce Creek Road

[32:10] there's a large live oak tree in the road divider at the entrance and the

[32:14] road is raised in both directions from the roots

[32:17] we had Ronny Buttram our Deputy Director of Public Works in attendance to discuss

[32:22] the options and in that area initial cost estimate to preserve the tree was

[32:28] presented by Margaret Tomlinson at about $400,000 the EAB discussed the options

[32:34] and asked for a more extensive cost estimate on three options that we put

[32:40] out root pruning road repaving and yearly route maintenance as one option

[32:44] Road reconstruction included in that and tree tree removal and replacement so if

[32:51] we want to take another look at those options in our next meeting and come

[32:55] back with a recommendation and see where that goes from a cost estimate point we

[32:59] go we also discussed for the future Port Orange Family Days environmental

[33:05] advisory board would love to have a booth in the fall and push some of our

[33:09] environmental actions that we'd like to see in the city to the public another

[33:15] topic that came up which is which has been a a hot topic lately you've been

[33:19] following the papers and and local issues recycling

[33:24] environmental advisory board members have requested and we have an interest

[33:29] in review the city's recycling plan once it's crafted and before it's approved so

[33:34] we like to take a look at it and work with the city on that before approval of

[33:37] the recycling ordinance or any new recycling plan and again as our special

[33:43] meeting was cancelled so the true resolution will move on to the April

[33:47] meeting hopefully we can we can continue that Tim Timmons in Timberman has

[33:52] indicated at the next council meeting I believe he's going to present part of

[33:57] our resolution for discussion and we'll pick it up from there at our next

[34:01] meeting quick questions this is just the tree preservation at 400,000 does that

[34:08] include estimated cost for road resurfacing yes and I believe the whole

[34:13] project yes it's for no way I understand what happens you know because if you

[34:21] don't preserve the tree and you're mistaken we're hoping to see the the

[34:24] estimates at the next move now to you about penetrating the underlayment and

[34:31] the length so a lot of the other boards have downsized to meet the quorum

[34:39] requirements do we is there an issue that we need to resolve or is there

[34:44] anything we can do to help or you want to was it aberration I I think it was

[34:49] it's for excused absences meeting excused absences are great but we need a

[34:55] core we we only meet four times a year and we're trying to answer knows my

[35:00] feelings about meeting four times a year I'd like to get it up to six times ears

[35:03] problem hit possible which which we plan on proposing at our next meeting but I

[35:08] need a quorum quorum for for much just let us know and you have some I think

[35:12] you have some appointments coming up they do we have the time to let them die

[35:17] by we have appointments coming up in April for your right

[35:42] item 15 golf advisory board report I'm the one well on you good yes sir

[35:54] originally I'm the current chairman of the health advisory board was last year

[35:59] again this year so I know share your pain the women on February the fifth and

[36:08] at that meeting we spent a great deal of time reviewing resolution 1932 which is

[36:13] really the golf rules for the golf course of the etiquette those kinds of

[36:18] things how to treat the employees what the expectations of players are and

[36:22] those things it is in essence it was a fairly thick resolution that we went

[36:27] through and it basically is being completely rewritten it was 20 plus

[36:31] years old some of the things that were in there were almost comical and Susan

[36:36] lobello has taken charge to get that rewritten and have it ready for our next

[36:40] meeting which will probably be in another month the we had spoken last

[36:46] time about course conditions and I'd indicated that there had been some

[36:49] concern particularly on holes 2 and 18 because of the shade that goes onto the

[36:56] green that they have not had a chance to grow and mature as they should have

[37:00] trees have been cut in those areas we're expecting some improvement but there's

[37:05] been continued deterioration at this point one of the things I've learned

[37:09] from some little bit of research that I've done is the type of grass that we

[37:16] chose to put in those areas was relatively low expensively price-wise

[37:21] but it's difficult to maintain it's very big it's kind of fussy it likes a

[37:27] certain amount of water a certain amount of heat certain amount of cold certain

[37:31] amount of light so if you don't get those conditions exactly right

[37:35] as it struggles it also will never grow very tall so unlike some greens like if

[37:41] you played some of the courses in New Smyrna Beach you'll find that their

[37:49] greens are just perfect I mean they look like a green carpet that you're going

[37:53] through it's a whole different type of grass we're never going to get that

[37:56] condition we're always going to have a very thin grass layer and very fast

[38:01] greens as a result of that but there is some concern by the board that we're not

[38:06] getting the kind of help and support in order to make those greens grow given

[38:12] the rain and the cold and then getting hot then it gets cold again that they

[38:17] need in order to support them so again Susan LaValle always said they're gonna

[38:21] have some agricultural people from the University of Florida maybe even from

[38:25] the PGA or from comfor to come out and take a look and make sure that we're

[38:27] getting the white kind of treatment because we'd hate to get those wasted

[38:30] Spruce Creek by the way country club did the same exact grass when they did their

[38:35] course about seven years ago now and when they did the two nines they did one

[38:40] nine and then did a second night the first night they did they lost because

[38:44] they didn't know what they were doing didn't do it correctly didn't maintain

[38:47] it correctly and ended up having to redo it I think they've learned now because

[38:51] their course their third grains frankly in a better condition right now but

[38:54] they're you know four years older than I was

[38:56] it does take a while for that to mature the last thing in Ethel and the next

[39:02] thing I wanted to talk to you about there was a handout that you all should

[39:05] have gotten a little two pager which were down at the bottom where there's a

[39:11] green see where talks about total rounds and paid rounds this is a report that

[39:17] comes from Kemper each month back to the city and the questions came up with well

[39:22] total rounds and paid rounds you mean there's 570 rounds of

[39:26] unpaid I mean that's kind of what it looks like when you look at those

[39:29] numbers well as it turns out if you go to the next page that's really not the

[39:34] case out of those 570 rounds the legacy and

[39:39] pass holders which they're about 40 or so of those left are included in the non

[39:46] paid rounds even though they make an annual payment to the course but that's

[39:51] amortized and therefore they don't include that for whatever reason it as a

[39:56] part of that calculation the one that we didn't know about that I was totally

[40:00] unaware of is golf now the agreement with golf now who is an online booking

[40:05] agent on the internet some of you may have used it gets for free rounds a day

[40:32] national account of golf now every individual course negotiates their own

[40:36] deal with yeah that was my luck too with golf now and they said because it's

[40:42] different depending on location it's different to California than it is in

[40:45] Illinois than it is in Florida and so each course is responsible for doing

[40:49] that on their own the suggestion to the general manager for Cypress head was

[40:54] let's make sure we're getting the value out of that agreement if you're giving

[40:57] up four rounds a day are you getting the activity are you getting the use out of

[41:02] them that you should have so there's got to be a give-and-take there let's make

[41:05] sure that we're not on the short end of that and that we're getting value for

[41:08] what you're receiving so he's going to look at that and see whether or not they

[41:11] can determine how much business are they really getting through golf now and is

[41:15] it worth it to give up those four rounds every day the other one is is now and

[41:21] that's about 160 rounds a month and then the employees the benefit of working

[41:25] there they get some free golf and it's about a hundred miles a month so when

[41:28] you look at that it's like well you're going to be 570 rounds

[41:31] now you're really given maybe 100 at most and so it's really a misnomer I

[41:37] asked them why is it reported that way and they said well that's the way the

[41:41] city wants it that's why I don't know who the city is exactly whether you all

[41:46] made that decision or Parks and Recreation made the decision or whatever

[41:50] but we asked them can you not or I'd like to ask them if you can't break it

[41:53] out so that we can understand exactly what you're doing how much we're giving

[41:56] you know how much is legacy and past holers how much is really going to golf

[42:00] now and how much is really the employees playing so that's something that's going

[43:06] won't play if it's been raining or if it's part path only and that happens

[43:09] almost every time it rains there's a curt path only problem and temperatures

[43:14] have been up and down a lot but it looks like it's getting a lot better in the

[53:31] police getting a training facility and range safety of our community is very

[53:38] important and I understand the need for continuing education but I let's not

[53:45] ignore the importance to conserve our land especially to prevent contamination

[53:53] to our water supply in filling in wetlands wetlands are among the most

[53:59] productive ecosystem in the world next to rainforests and coral reefs humans

[54:03] depend on a complex set of relationships between wetland and watershed they

[54:11] naturally provide flood protection and improve our water quality bullets

[54:21] contain a variety of material including lead copper zinc and many more these

[54:28] materials sink into soil and contaminate animals water and soil in the

[54:32] environment around the range blood poisoning causes a variety of

[54:36] developmental delays and neurological issues and will cost millions to clean

[54:41] up I'm not asking you not to build the facility and range just to be smart when

[54:49] developing and to reconsider placing a range on wetlands if you will not

[54:55] consider placing the range on wetlands what will will be what will we be doing

[55:01] to clean up these contaminants and ensure our water stays clean conserving

[55:07] our land has been one of the top concerns I have been hearing from voters

[55:12] I have been surveying along along my campaign trail if we're going to

[55:18] continue taking our land for development we also need to be giving back what we

[55:25] take from our beautiful vulnerable land we need to invest back into our land

[57:24] both groups for the time that they have given over the past four months

[57:27] discussing these items and what's before you tonight so basically what the board

[57:34] advisory board had brought up was looking at increasing their fee for the

[57:40] annual fee that they pay the city for the uses or their fields

[57:43] in order to try and work our way to get in line with a 30% cost recovery that

[57:48] the council has asked the Parks and Rec Department to recover with the talks and

[57:53] and how we move through things we came up with some different models and the

[57:58] board has recommended that we we raise their fee from 4,000 a year to 6866

[58:05] in that there was also some talk about reducing the field usage or cost 25

[58:11] percent and we've run through some of those those models staff agrees with the

[58:17] board's recommendation to raise that annual partner fee to 6866

[58:20] and provide the frequent user free for groups that are not a partner but tend

[58:25] to use our fields frequently at a discounted rate of $11.22 per hour that

[58:30] does not include the lights they would be worse field setups so they would have

[58:33] to pay those fees yes sir is that sorry for the interruption just

[58:36] want to get it is that 6866 per team or all or per organization correct per

[58:42] partner report I will I will point out that that two of our groups did not meet

[58:51] our residency requirement nor did they meet the requirement for having port

[58:56] orange in their name which is required by our code in those groups right now

[59:01] are paying as they go at our current rate of $20 an hour is what we charge

[59:05] for their bills so so I want to point that out and I've attached I'm sure you

[59:11] are well versed in this I've attached all the information in the minutes to

[59:15] the meeting the groups are here tonight I'm sure that some of them would like to

[59:20] speak on this and in councilman miles was the chairman of the parks ranking

[59:26] board when this was discussed so he'll have some insight also yes sir but we

[59:31] are here for any questions again I do want to thank the groups it was some

[59:36] long meetings and they really put forth a lot of good effort and good input and

[59:40] really helped guide us as a department so I definitely want to thank our

[59:43] advisory board and the members of our partnerships to get us to where we are

[59:48] today thank you we started this and Jack

[59:51] questions for season four comments the just a comment real quick good any

[59:59] public participation but one of the things that Susan pointed out is in

[1:00:05] order to get to the number we derived at which is what's being proposed tonight

[1:00:11] the 25% reduction has to happen otherwise that number would be much

[1:00:18] higher instead of what will be 841 per hour would be 1122 so we've made a lot

[1:00:24] of concessions I think the Parks and Rec advisory board came up with a lot of

[1:00:28] concessions to try and accommodate these groups without putting too much of a

[1:00:32] burden on them but getting it somewhat in line so we can talk about that in

[1:00:36] more detail but no real questions for Susan

[1:00:39] chase no that was my only question I think yeah I'm sure we'll come back oh

[1:00:47] yeah looking at a reduction of 25% like practice time or is this and overall

[1:00:56] it's not going to affect games and things is it is it just the practice on

[1:01:00] the fields due to scheduling or so so yeah so that's that's the topic so the

[1:01:07] advisory board was interested in looking at a 25 or 25 percent reduction in field

[1:01:12] or cost okay so in order to try and bridge the gap after our meeting in

[1:01:17] October we we pitched the idea that maybe we can reduce our cost by 25

[1:01:22] percent and raise our fees a little bit in order to get to the number that the

[1:01:25] board wanted to look at that doesn't necessarily mean reduction in field

[1:01:29] space okay so there's some items that our partners do for us that could be a

[1:01:33] cost avoidance for us having to hire additional people to help us with some

[1:01:37] of the field space so so we're relooking at some of that um you know I think I

[1:01:44] think my staff does a really good job managing the fields and making sure that

[1:01:48] we stay within the integra keeping the integrity of those fields and making

[1:01:53] sure our programs are scheduled in and then working with our partners okay

[1:02:00] I just there's a lot of work that goes into something like this and I can't

[1:02:06] reshape the effort and and and the toilet staff as well as members of the

[1:02:10] community and our advisory boards put into looking at this this is probably

[1:02:14] one of those fluid topics that's always gonna be there and always be something

[1:02:20] to keep an eye on as things change certainly the cost of maintaining our

[1:02:25] facilities and doing things like that is continuing to increase as well as demand

[1:02:30] and use and stuff like that one particular thing and I think I've

[1:02:34] commented on this in the past but I just did not happier on board with is the 50%

[1:02:39] residency I just think that numbers way too low

[1:02:44] we taxpayers of Port Orange significantly overwhelmingly offset the

[1:02:50] cost yet we're having a residency rate that's in my opinion just far too long I

[1:02:56] mean I think it should be 80% to be honestly I don't mind having a certain

[1:03:00] margin I get that other communities have that as well so you know residents from

[1:03:06] one community can go to another but there's very few communities especially

[1:03:10] here in Volusia County that can provide the amount of programs and facilities

[1:03:16] and space and things like that that may be Port Orange inform and in Deltona and

[1:03:21] a few others can so I just it's just such a low number knowing that the

[1:03:27] taxpayers of Port Orange overwhelmingly fund these programs in these facilities

[1:03:32] and stuff to such a large percentage so it's just always been something that

[1:03:36] I've wrestled with and I just think that that's a number that needs to be moving

[1:03:39] in the other direction especially if we're going to continue to offset such a

[1:03:44] large cost these programs and facilities and things

[1:03:48] like that so I don't know if you know the interesting thing about that is of

[1:03:53] course those facilities will be there for our own rec programmable e it's not

[1:04:04] offsetting as much as one would actually think because we have to maintain those

[1:04:08] fields anyway for our own programs but I we talked about this when we met with

[1:04:14] the Parks and Rec board we had six partner groups two of them already fell

[1:04:19] out because they couldn't meet that requirement but they're not all the same

[1:04:23] an organization like Pop Warner you got 120 kids and if you're asking them to

[1:04:27] make an 80 percent requirement they might be able to do that even though it

[1:04:32] is a regional program but what about the baseball team that has ten kids and

[1:04:37] you've got seven of a murder residents instead of eight and one kid makes you

[1:04:43] fall out so it's very hard when we're trying to put blanket percentages and

[1:04:48] blanket procedures and apply them uniformly when all these sports are so

[1:04:53] different in it and I agree with you III think it should be predominantly poured

[1:04:58] onto residents and if we already had some fallout because of that then so be

[1:05:03] it if they're gonna co-sponsor with us but

[1:05:06] that's just that's a very difficult thing when you're we start playing with

[1:05:11] that number and if we were a community significantly less size than what we are

[1:05:15] and it wasn't a large base of you know youth to get involved in these different

[1:05:22] programs I would understand that but in a school and in a community it's got ten

[1:05:26] public schools five of which are elementary schools we've got plenty of

[1:05:28] kids and youth to be involved in our athletics in our city so and they are

[1:05:33] they are and they are just just a couple of comments to your point partners

[1:05:41] currently are utilizing about 37% of filled space time on the fields cost

[1:05:47] recovery under our current program is five point seven percent as Susan

[1:05:52] pointed out rec is 30% cost recovery our rec program of course collecting 30%

[1:06:01] our average partner ratio and residency currently is 66 percent so some of the

[1:06:08] clubs have a much higher participation percentage of residency's than others

[1:06:13] some of them are going to make the cut but to your point the taxpayers are

[1:06:17] going to subsidize those non-residents to a larger degree under this particular

[1:06:23] plan reducing their usage by 25 percent and trying to get to a 30 percent cost

[1:06:31] recovery would generate instead of one hundred nine thousand dollars which at

[1:06:37] thirty percent would be a hundred nine thousand dollars to the city from our

[1:06:40] partners it would reduce it to eighty two thousand dollars so at fifteen

[1:06:46] percent which is what's being proposed by Susan's in the advisory board would

[1:06:52] get a start in the right direction but we'd only generate thirty eight thousand

[1:06:57] dollars so we've gone from what should was a hundred nine thousand down to 82

[1:07:02] to only collecting 80 to only collecting thirty eight thousand dollars

[1:07:08] you know club clubs aqualified need to meet the standard guidelines by

[1:07:15] name or New Jersey providing insurance financials you know a regular basis and

[1:07:21] I would say you know they need to do that as far as the name is so forth and

[1:07:24] in business name and also on their patch on their jersey but also what they

[1:07:29] decided was that it would be financials regularly in rosters as well

[1:07:38] the rec program is growing at such a large rate right now I think you have

[1:07:43] another program coming online where more fields are going to be you need to be

[1:07:47] utilized and with the stress of the partners is taking up fuel space so rec

[1:07:55] kids aren't able you're going to be able to participate to the degree that they

[1:08:00] were the only other couple points I'd like to make is that there is an

[1:08:08] opportunity for those clubs to generate more income and I think we've welcomed

[1:08:12] that because if you look at our revenue over the past years our revenue is going

[1:08:17] up from fulfilled rentals in Jim rentals - in 2014 of $85,000 it's down to

[1:08:24] $48,000 right now and the reason it's down is because we haven't had the

[1:08:28] fields to rent we've been doing the partnership thing another reason it's

[1:08:32] down is because we have not done quite as many tournaments as we've done in the

[1:08:36] past but that's a great opportunity for our partners to get on board with doing

[1:08:41] tournaments and generating income because a lot of them in charge of you

[1:08:45] know parking fee fee for you know the club's is coming in play so there's a

[1:08:51] great opportunity there to generate the money but if you break it down by player

[1:08:54] on those teams we're really talking about eight dollars and forty one cents

[1:08:59] where the REC kids are paying $16 to play so it's 50 percent of what a rec

[1:09:06] player would be I think this is a very good start in the right direction but I

[1:09:11] think we're going to have to address this again because of the cost factors

[1:09:16] that it costs to run this facility I think you'll see it moving - probably

[1:09:20] proposed 15% this year 20% next 25% the following year and then

[1:09:26] the 30% at least with maybe a higher participation rate so I think that's

[1:09:32] something we need you know the council needs to start thinking about but I

[1:09:36] think this is very generous and very

[1:09:40] you know trying to not push anybody out the door but be very fair and equitable

[1:09:44] for all and that's the tough part because it we have to be fair to the

[1:09:50] taxpayer but we can't break these teams in the process of getting there so we

[1:09:55] can or not yeah and that we have to be very mindful that

[1:09:58] that's part of the reason why I said all these teams are different they have

[1:10:02] different needs they react differently the the size the size of the programs

[1:10:07] are very different and but yet somehow we have to come up with a uniform

[1:10:11] standard that works and that is a very very tough job well in particular when

[1:10:19] you if we don't offer one like Pop Warner I can't take that in the same

[1:10:23] league as everybody as some of the others which we do offer baseball we do

[1:10:27] offer softball we do offer a number of other sports so I'd be tough to apply

[1:10:34] uniformly however I am in agreements you know I'm looking at two hats here but

[1:10:41] daughter that plays with the panther organization is stellar program I see

[1:10:44] coach over there I do a wonderful job as a parent I know where I lie its accounts

[1:10:49] Minh I got to look at the the fact that our Parks and Rec are paying more than

[1:10:54] our private organizations are if that is indeed what the numbers are saying now

[1:10:59] when they bring in contributions if the numbers add up where it's balancing out

[1:11:03] then all right we take that a consideration but I feel comfortable

[1:11:08] moving in the direction that we're going to move right now I'll have more to say

[1:11:11] later one one quick comment these partners do a lot for the city in terms

[1:11:18] of kids playing we value everything they do and I think we were trying to

[1:11:25] demonstrate that through this proposal but at the same time if they bring money

[1:11:30] in to a field and make an improvement that improvement is not just taken

[1:11:37] lightly we reimburse them through non-payment you have to value it

[1:11:42] absolutely good about you when it said they're totally real

[1:11:45] verse four that the value that give us so or to give to the city so let's hear

[1:11:50] something before we hear from the public are there any questions for Susan oh no

[1:12:01] availability on the fields visit have you seen an uptick in it is it is it

[1:12:06] loosened up I get calls from both sides I can't get one then I see a drama by

[1:12:10] fields wide open so I I'm curious as to what what's looking like so right now is

[1:12:19] the worst time of year okay we're in our baseball softball season we have all of

[1:12:25] our partners who are trying to have space for their practices and games we

[1:12:31] also I wish you wish you could spend some time with Josh and Hannah the chart

[1:12:38] that they can't move that fast the Charter schedule everybody the nuances

[1:12:44] are some of the groups don't have their schedules for their games until late we

[1:12:49] try to do our scheduling a month out some groups we get rain right so some of

[1:12:58] the groups were actually starting to schedule in rain dates so that that they

[1:13:02] can be able to have those set days but if they do get rained out during the

[1:13:05] week no me they have a Saturday or Sunday so we're working with our groups

[1:13:09] to try and figure that out but we've also had south wind Soccer Complex was

[1:13:13] down for an entire year you know just due to the turf we rotate

[1:13:19] people so sometimes when you see a field empty it's because maybe we had soccer

[1:13:24] up there for the last six weeks in the field is just destroyed the parks crew

[1:13:28] has to come in they have to top dress air rate and as you know Bermuda grass

[1:13:33] does not grow until the time we get about 60 degrees all the time so

[1:13:38] Bermuda grass is not grown so you out there and do whatever we need to do to

[1:13:41] those fields you can't make grass grow and temperatures that it doesn't grow in

[1:13:46] so we try to rotate fields we try to keep the integrity of those fields so

[1:13:52] that we're not coming to you every year and saying we need to resize these

[1:13:56] fields at $100,000 a field you know I I've been here for 16 years the fields

[1:14:05] at City Center the original turf is on that field Bermuda grass breaks down

[1:14:09] after about ten years you should be resigned so the more that the turf

[1:14:13] breaks down the more maintenance it's going to take to keep it up and the more

[1:14:18] wear and tear it's gonna affect it so but we get it right it's a balance we go

[1:14:25] through the budget every year we understand and and our guys work really

[1:14:28] hard so that we don't have to have that big ask but we are getting to that point

[1:14:34] where our field usage is so saturated certain times of the year there's other

[1:14:39] times the year that it's not and that we're gonna run into these problems as

[1:14:44] our programs go as these new housing developments and apartments come on

[1:14:48] they're gonna come with kids those kids these programs you know which could be a

[1:14:56] good problem could be a bad problem I'm not sure yet but those are things we're

[1:14:59] trying to plan for we're trying not to be reactive we're trying to be proactive

[1:15:03] and that's why sometimes you might see a field empty or something like that a

[1:15:08] while ago I made a suggestion and asked if we could get a quote for re clean the

[1:15:17] field with some real quality stuff you know things out that think rains for ten

[1:15:23] minutes we're done for the next five days I would in your opinion would that

[1:15:28] make a huge difference and we got the clay at Spruce Creek raising 912 a.m.

[1:15:36] for 912 p.m. we're ready to play at 4 o'clock mm-hmm so

[1:15:42] so there's a lot of things right clay mixtures come in all different makeups

[1:15:46] the old man friggin your junior colleges colleges usually play like an 80/20 we

[1:15:51] have 80% klay Thompson San those fields are tarp they're covered more clay you

[1:15:57] have less the water will go through it when we built the fields at crossing the

[1:16:03] Phil that was used underneath those fields came from the well field the

[1:16:07] ponds you know so there were some savings cost savings in the budget at

[1:16:11] that time which you know the fields at city center or built on top of a dump

[1:16:17] okay so when you build a field there's a lot that has to happen and where we

[1:16:23] build our fields for recreational use that has been at least what I've been

[1:16:26] understood is how we maintain you maintain to the recreational user we

[1:16:30] don't maintain to the high school we don't maintain to the college we don't

[1:16:35] maintain to the minor leagues we maintain to unless that changes that's

[1:16:37] at least been our marching orders as you get more clay in less sand it requires a

[1:16:45] lot more maintenance when I get too much sand problem I'm hearing now is that

[1:16:50] some more fields are too sandy sand helps percolate the water which helps us

[1:16:55] get fields going faster some some crews are are real big on using the diamond

[1:17:02] dry you know that kitty litter type stuff you're on the fields our

[1:17:06] maintenance department is comfortable with a certain bag I think it's five

[1:17:10] bags free back on the field and the reason is is we can't get it off so

[1:17:16] guess what when we stop having rain it dries the fields out and they become as

[1:17:20] hard as concrete again we maintain to the recreational user which is the kid

[1:17:25] who maybe has never played ball before we don't want the ball ricocheting off

[1:17:29] the hard end field and hitting someone in the head I'm always nervous with some

[1:17:33] slides in at home yeah so one of the things we did go to is also keep in mind

[1:17:37] and we need to wrap this partner because this is not germane to the topic that

[1:17:41] we're discussing but we did do clay bricks at all of our home plates which

[1:17:46] now cross the I thinks at the 10-year mark and they're not being mean earlier

[1:17:49] than we put it so it's it's a balance it's definitely a balance based on our

[1:17:54] budgets and based on on what were what we're maintaining - everybody's

[1:17:58] different any other questions for Susan before we go to the public and we'll

[1:19:00] players to take part in our mission statement we are nonprofit our mission

[1:19:04] statement is to help our players grow through the sport of volleyball if they

[1:19:08] get to college and get scholarship that's great but it's really to grow and

[1:19:11] develop them as individuals so we differ Rachael do me a favor pull that mic what

[1:19:18] everybody out there okay so we do have a mission statement and it's to grow

[1:19:21] through the sport of volleyball and I'm sorry mr. Stiltner but I beg to differ

[1:19:25] it is very hard to keep that 50 percent we are competing with for-profit

[1:19:30] volleyball clubs and we cannot afford and nor will we as a board member waste

[1:19:34] our money flooding the schools with flyers so we work very hard I work very

[1:19:39] hard in my spare time trying to develop different relationships to get children

[1:19:43] out the other thing you guys do such a great job with your recreational program

[1:19:47] in the summer that we get whole teams of new sumona players coming over and that

[1:19:52] is not our fault you guys just do such a great job that kids from other areas are

[1:19:56] coming to you know do your programs and then they want to continue to play and

[1:20:00] competitive volleyball and they play with us which is great also a lot of

[1:20:06] these families spend probably 3 to 5 days a week and the city of Port Orange

[1:20:11] and that's no lie and they come we have some from DeLand New Smyrna Edgewater

[1:20:15] and they spend probably hundreds to thousands of dollars a week if you think

[1:20:20] about groceries or oil changes or tires and again that's no lie we have some

[1:20:24] parents here that can attest to that we also meet the 50 percent guidelines

[1:20:30] which we're very proud of we work hard this past year we tend not to brag about

[1:20:35] ourselves but this past year we participated in the port orange parade

[1:20:39] we are also at the Family Days we also fund raised I'll have to look at my list

[1:20:44] because we did a lot we just recently donated clothes for women and children

[1:20:49] to the Children's Home Society at Christmastime we donated clothing to

[1:20:54] Healthy Start in Daytona and they distribute to families mostly homeless

[1:20:58] women and children around the county we also donated at Christmastime food to

[1:21:03] family support orange elementary because there were no other

[1:21:06] openes that were stepping up once we did there were other companies but we did

[1:21:10] pull together and we've done other events as well

[1:21:15] we also are limited to six to seven months to two other programs that we

[1:21:20] always step aside for and we are so thankful to the city and the recs

[1:21:24] everybody at the Rec is so wonderful to our parents we love them and we actually

[1:21:29] almost feel like we're definitely part of the city of Port Orange we have our

[1:21:34] 15 you team is actually ranked number 26 in the state and if any of you have any

[1:21:43] questions about how we can all grow together but please take into

[1:21:56] mayor council my name is Mike Bellis I'm a director of the Port Orange baseball

[1:22:01] club however I'm the director of the girls division I direct all of the teams

[1:22:06] and I coach three of the teams if you recall I was the coach of our state

[1:22:11] championship team that represented Port Orange in the state and also into the

[1:22:15] world series this year we took two teams down to Puerto Rico for a trip down

[1:22:19] there representing Port Orange I just want to say first and foremost that our

[1:22:24] city relationship with our Parks and

[1:22:27] Recreation is at an all-time high it's phenomenal they work hard they work

[1:22:32] to get us what we desire we Bend they Bend we get asked to participate we

[1:22:39] participate we get asked to move our times we move our times we asked for

[1:22:43] some things from them and more times than not we get everything we asked for

[1:22:47] they are phenomenal okay so getting into the participation our goal was a hundred

[1:22:54] percent Port Orange participation and one of the things on the girls side we

[1:22:58] have a very high rate participation for what we're finding out is when the

[1:23:01] families at no choice if their children are moving away they do not want to

[1:23:06] leave so the kids still travel back here a lot of West Volusia and it's not

[1:23:10] Outsiders coming in these are old ex Port Orange residents that do not want

[1:23:16] to give up the connection what friends their teams their coaches in

[1:23:19] their community so real quick I'm an accountant I live in the numbers okay I

[1:23:25] understand the numbers I understand the budgets I understand there's one line

[1:23:30] item that I believe that I have not heard tonight I've not heard in any of

[1:23:34] our meetings in our conversations and that's the investment in the kids we

[1:23:38] cannot put a number on what these kids are getting they're off the streets

[1:23:42] they're investing in our other teams we have girls coaching younger teams these

[1:23:48] children are becoming something because of what we do because of all of our

[1:23:53] volunteer time that we put in that there's no line item that's going to

[1:23:57] ever cover the payback that we're going to receive from these children being a

[1:24:03] part of this community the sense of community that they have that they bring

[1:24:07] I'm very very proud when an ex-player that goes to college calls me up and

[1:24:13] says coach can I take a team and it just it's phenomenal

[1:24:17] there's not going to be a line item no matter what chart we use and what chart

[1:24:21] we look at that the investment in the child and what it will do a payback in

[1:24:25] the community compared to any line any percent any red mark whatever we all

[1:24:30] want to we budget we go over our budgets constantly and all we want to do is make

[1:24:36] sure the kids have somewhere to play and they love to play here the families love

[1:24:40] it we've come from nothing we come up the girls side has come from one team

[1:24:44] with eight girls six seven teams hundred kids and the travel feeds the rack the

[1:24:50] rec feeds the travel it is a true partnership Thank You mayor council

[1:25:00] thanks for having me I'm Tim Moore I've grown up in Port Orange and I've enjoyed

[1:25:05] playing sports throughout my childhood in to second when he just said I really

[1:25:12] can't second that enough growing up having new

[1:25:16] sports keeping you playing team sports rather than in doing anything else I

[1:25:23] mean it was my favorite thing absolute favorite thing growing up and I think

[1:25:25] that's what you need to ask yourself are are you for or against youth sports

[1:25:31] because if you're gonna increase the fees by 50% or more you're saying here

[1:25:37] against it and what I'm hearing is just missed opportunities at getting that

[1:25:44] financial to connect you know just you don't just go to the the partners and

[1:25:50] say hey you want you know we need 50% more you know the way I see it the deal

[1:25:54] was there's a lot of gem time not being used you know here's a partner that says

[1:25:59] we'll pay you X amount of dollars for this much gem time and you make the deal

[1:26:04] and and now you want to say you know we need more money we need 50 percent more

[1:26:07] money and you know that's not how I do I I can't do business like that you know

[1:26:14] my customers wouldn't put up with that but to support youth athletics is the

[1:26:20] most important thing in this area because there is not a lot of good

[1:26:23] opportunities a lot of good options in this area especially no offense but what

[1:26:28] you guys offer to the Portland recreation is is the low level the very

[1:26:36] lowest level of experienced for these kids and when you start stepping it up a

[1:26:41] notch and up a notch you know I have a 13 year old daughter who loves

[1:26:44] volleyball and she wants to play volleyball at Silver Sands and they have

[1:26:48] a varsity team she's not good enough to make the team the one season that you

[1:26:53] guys do for Portland's volleyball the porns recreation which is two months

[1:26:56] long does not cut it I asked the Athletics that supervisor over there he

[1:27:02] said there no in media plans to have any more seasons for volleyball but a

[1:27:06] two-month season is not enough my daughter wants to play high school

[1:27:10] volleyball and in a club like this gives sort of the opportunity to get college

[1:27:14] scholarships and in that investment and the kids is the absolute main thing so

[1:27:20] to to support any kind of increase in this is terrible decision because throw

[1:27:30] some more tournaments on the weekend if you want to make a few extra thousand

[1:27:33] dollars I had to just drive to Orlando I paid $10 admission for me and my family

[1:27:37] each person you know it's the money's there

[1:27:40] you just have to there's better ways to get it then because it's already almost

[1:27:45] out of reach by the time you have paid coaches paid time it's very expensive if

[1:27:51] you want to help your kids get to the next level and in Port Orange does not

[1:27:57] offer enough opportunities and POV is filling that gap thank you thanks to no

[1:28:05] stranger I'm Mike tomorrow president porins baseball club I'm well versed on

[1:28:11] this topic I'm on the Parks and Rec board me and Jack fought for hours on

[1:28:14] this I'm just here to say I know the rate increase I know you know it has to

[1:28:20] go through my only fear is new club starting like the tennis programs clubs

[1:28:25] that don't have the membership we do the bigger clubs are able to absorb these

[1:28:30] membership issues and me and Jack have discussed this these membership issues

[1:28:35] you know when you you have 200 participants it's easy a rate change is

[1:28:40] not gonna kill a organization but when an organization and I know when we

[1:28:44] started out we had six players you know we showed up the first day put orange

[1:28:47] you know we were down to six people I don't know what volleyball started out

[1:28:50] with eight people you got the tennis program with 12

[1:28:53] that's my only cautions we need to look into somehow coming up with a cost way

[1:28:58] for smaller clubs they don't use as much field so they don't use but you don't

[1:29:02] send where we can still make it because like they're saying the recreation to a

[1:29:06] point gets these kids so far but when the kids want that extra you know part

[1:29:11] of the city should be for us to give them that extra I'd give them the

[1:29:13] opportunity to get that extra so that's my caution on it is I don't want to

[1:29:18] price everyone out we're little organizations cannot start you know like

[1:29:22] we started I don't want to see someone not be able to come behind me doing the

[1:29:26] same thing we did start with a small organization and build it up so thank

[1:29:43] my daughter currently plays for port orange volleyball prior to that she was

[1:29:47] at the port orange ymca and then went over to the rack and worked with josh

[1:29:51] and hannah throughout their program for a couple of seasons it got to the point

[1:29:55] where i noticed she was not doing as well in growing as a volleyball player

[1:30:00] at that point i knew she needed to go to a competitive club um unfortunately I'm

[1:30:05] a single parent and sometimes that was just out of reach for me

[1:30:09] so in Port Orange came around and they offered you know partnerships community

[1:30:15] partnerships where my daughter and I'd go out every season we hit businesses

[1:30:20] and let them know that we are a nonprofit organization 80% of this you

[1:30:24] know partnership that we get goes directly to my daughter's volleyball

[1:30:27] account which in turn helps me pay for it you know and Port Orange volleyball

[1:30:33] is cheaper than a lot of the volleyball clubs here in Volusia County and even

[1:30:38] Seminole County and they are constantly out there doing their job to promote not

[1:30:44] only their club but the city itself you know I mean Josh and Hannah know those

[1:30:49] girls walk in there these little girls look at him and they know who they are

[1:30:52] they have no problem volunteering with their club or just saying hey do you

[1:30:56] need help I'll come help you coach these kids or you know help train or do

[1:31:01] classes with them portal arms volleyball is very about you know all about the

[1:31:05] community and in order to stay that way they keep their fees low so single

[1:31:11] parents parents who you know have you know families I have two working parents

[1:31:15] can still afford to live and get their kids involved in sports and stay active

[1:31:20] in the community and essentially keep them out of trouble thank you very much

[1:31:34] to speak here today my name is Samuel green I am a resident of the city of

[1:31:40] Edgewater formerly a resident of the city of Port Orange currently looking to

[1:31:48] be a resident again okay now I you might hear from my accent it might come out

[1:31:54] when I get a little excited and I'm not from originally from here but I am a US

[1:31:59] an American sounds like a port orange accent it

[1:32:02] sounds like a port I'm Jesse okay right but so I grew up in in Kingston Jamaica

[1:32:08] and it's a different environment there competitive sports weren't necessarily

[1:32:14] on the dossier for someone for all kids to participate in a lot of programs that

[1:32:19] are evolved were from based based primarily out of schools and and what

[1:32:26] you'll find if you go down to Jamaica in the month of April you'll see you saying

[1:32:30] boat running our own on a blue track down there right

[1:32:33] but track and field cricket some other sports are there I say that to say this

[1:32:39] organized sports here in this particular city have provided an opportunity that I

[1:32:46] didn't have for my kids and all of us want for our children to do better and

[1:32:51] have more opportunities than we had for ourselves right and so coming to this

[1:32:55] country coming to this city when I came here to fly airplanes at

[1:33:01] embry-riddle Aeronautical University having received three degrees from that

[1:33:06] University know I set my sights on doing things that can better the children

[1:33:12] around me I've coached individuals for 10 years at the U at the YMCA and now

[1:33:19] when we're looking for an opportunity to step our game up we look for an

[1:33:24] organization or several organizations I have three children that are competitive

[1:33:29] or in competitive sports we looked around hard and fast and we found that

[1:33:34] Port Orange volleyball fit the bill not only just for competition but for

[1:33:40] character when you talk about growth through the sport of volleyball it means

[1:33:45] more than just technique it means more than just winning it means more than

[1:33:50] just showing up and showing off it means being a person that can commit and to a

[1:33:57] community to others and help them grow you've heard a little bit about what

[1:34:02] port and volleyball is done in the community I have about 30 seconds left

[1:34:07] but I have three children I said two girls play volleyball at Port Orange

[1:34:12] volleyball so you can imagine that the bill gets a little expensive and if it

[1:34:16] weren't for the opportunity to offset those costs through the way that this

[1:34:20] club has has structured it it would be a little bit difficult and unbearable my

[1:34:25] third kid plays here involved in in soccer in this city as well so we spend

[1:34:30] a lot of time here in this city thank you I know my times up but I appreciate

[1:34:35] the time thank you for hearing me out thank you good evening I'm Mike sample

[1:34:44] I'm a resident Creek Water Boulevard here in Port Orange I have two daughters

[1:34:48] that play volleyball for Port Orange volleyball I just happened to be

[1:34:53] flipping through my phone last night and going through some old photos with my

[1:34:56] oldest daughter and looking at how she played when she played YMCA ball right

[1:35:01] next door just two years ago and the level of athletics that has increased of

[1:35:08] my daughter's from their participation in this sport has been incredible just

[1:35:13] remember as porterage residents we just went through a tax increase and I

[1:35:17] realized that there are always expending uh increases in expenses that we have to

[1:35:22] offset but this is almost a 60% increase in what our user fees will be for using

[1:35:27] the gym here and I think that's just really really steep I think we need to

[1:35:31] look at how much of a jump that is not that we don't shouldn't be paying a

[1:35:36] little bit more but I think any place that we're increasing by 60% is a

[1:35:40] tremendous jump and especially when we're increasing and then we're

[1:35:43] decreasing the amount of time that we're going to

[1:35:45] to use it so I I get less practice time for my kids to be there and make the

[1:35:49] most of that money a lot of things that some of the people said here we're very

[1:35:54] true that I'd even think about you know a lot of our teammates come from

[1:35:57] Edgewater New Smyrna they'll come up for practice drop the kids off they'll eat

[1:36:01] at the local restaurants we'll go do our grocery shopping in the area it does

[1:36:05] benefit the the city and you know my daughter today signed up for her classes

[1:36:09] at Spruce Creek and what she's really looking forward to is going from playing

[1:36:13] Port Orange volleyball to playing at Fort oranges high school at Spruce Creek

[1:36:17] and really making a name for herself there so that's all I'm asking is really

[1:36:22] look at the size of this a jump and and take that into consideration for US

[1:36:26] taxpayers you know we do make up more than 50 percent of the team and it feels

[1:36:31] like it's a double hitting we're getting hit with an increased tax rate and an

[1:36:35] increase in user fees at the same time thank you

[1:36:42] good evening my name is sean holmes I'm a Poteau inch resident as well and what

[1:36:46] is that subdivision actually my neighbor I wanted to come up I know a lot of the

[1:36:51] different sports have been represented president for the board for the port

[1:36:54] arms youth football and cheer Association we probably have one at a

[1:36:58] larger number of kids that volunteer in this community most of our kids are Port

[1:37:04] Orange kids unless they receive a waiver for some reason that's approved that

[1:37:08] allows them to play football a cheer for our teams with that being said my only

[1:37:13] concern with it my son plays he's been playing he's been five years old he's

[1:37:18] now turning ten and he's been playing ever since is that we are we face

[1:37:24] different challenges so with football as you know we have

[1:37:26] equipment usage with some of the concerns with concussions and things

[1:37:30] like that almost on a yearly basis we have to make some changes to our helmets

[1:37:34] and our shoulder pads and things like that so this year for instance we had to

[1:37:38] spend somewhere up was close to almost $30,000 because we have to replace all

[1:37:43] of our helmets because they're now out of regulation at a minimum almost every

[1:37:49] three years we have to replace equipment just because of a simple wear and tear

[1:37:53] that goes from practice pants now to gain pants that gets torn up is not

[1:37:58] suitable for the game and of course we want our kids to look presentable

[1:38:01] but more so is to show the pads and the helmets we do have numbers in the

[1:38:05] neighborhood of one hundred and twenty two hundred and thirty kids but we've

[1:38:09] also begin to see a decrease in that number as well we have more competition

[1:38:13] Daytona has about three teams now one is a Pop Warner team they also have two

[1:38:18] teams that are not under Pop Warner as you know the pop one we have a limit on

[1:38:23] the weight to control any kind of injuries with these non-weighted teams

[1:38:28] they don't have that and sometimes their fees are a lot less than ours because

[1:38:32] some of the challenges and regulations but we have to meet they don't have to

[1:38:36] meet those pop one and generalize seen anywhere from a two to five percent

[1:38:40] decrease over the last five years and we also experiencing that as well so we're

[1:38:45] trying to do things a little differently to bring more kids out especially for

[1:38:49] the mature side but the football is really important I played football since

[1:38:52] I was a kid all the way up to college and

[1:38:55] the leadership skills and their relationships more importantly I develop

[1:38:59] over those years it's very important so please take that into consideration as

[1:39:02] well when you're looking at these increases that some of the costs we

[1:39:05] experience from a football side just from the equipment upkeep and changes

[1:39:21] my parents perspective I just wanted to give you some highlights and some other

[1:39:24] things that I didn't hear expressed from some of our supporters tonight

[1:39:28] r17 you they have made the gold bracket two out of three of their tournament so

[1:39:33] far this season the 15 you is ranked as we said

[1:39:37] mentioned earlier they're there in the top 25 of the state of USA Volleyball

[1:39:41] they've also been ranked topped anywhere from third to fifth place playing open

[1:39:46] which is against the toughest competition not only in the state but

[1:39:49] also in the country our 14 you has been placing in the gold in the silver

[1:39:55] bracket they actually just won the silver bracket at a you Super Regionals

[1:39:58] our 12 you first year all Port Orange residents they ranked high one the

[1:40:05] silver bracket in our last tournament top eighth and gold in their first

[1:40:08] tournament our co-sponsors us and our community sponsors we worked

[1:40:12] tremendously together to offset the cost for our kids

[1:40:16] volleyball is incredibly expensive I kind of feel like we're here tonight

[1:40:20] because we keep here in fields and then the gym got pumped into a lot of this so

[1:40:26] I understand both sides we do have to bring in more money to the city at the

[1:40:31] same time we've always been very much willing to work with the the Parks and

[1:40:35] Rec to find ways to do that we recently were just told now when we do host an

[1:40:40] event we can't charge admissions as one of the dad said we drove all the way out

[1:40:44] to Orlando and he's paying $10 a day since we weren't able to do that there

[1:40:49] was some I guess research with the echo grant now we're able to do that I would

[1:40:53] propose kid we host more than just two events in our contract I have no problem

[1:40:58] you know giving that money back into the city that keeps us and my family and all

[1:41:02] of our players from having to go to Orlando into Jacksonville and we'll be

[1:41:06] actually going to Georgia here in April to

[1:41:07] go to Big South to a qualifier those events we can't shy away from because we

[1:41:12] do have some teams that do compete against some of the best teams in the

[1:41:15] nation and that's where we find them but some of our local and regional teams

[1:41:19] that would be a huge savings to our family and also generate more revenue by

[1:41:24] bringing in the Jacksonville Orlando teams to us and putting more money back

[1:41:27] into our community we never have turned away a kid any kid that can't afford a

[1:41:34] program per se we do still try to find a way to get training for them we look for

[1:41:38] sponsorships for them we do whatever we can to help them we have kids that are

[1:41:42] also playing beach volleyball we had about 36 kids playing Beach for

[1:41:47] us last year we had some even in the top 10 ranked for us a volleyball as young

[1:41:51] as seven and eight years old most of them are all Port Orange residents just

[1:41:55] like we've met our residency requirement we don't have any current beach courts

[1:41:59] that's something that we're working very you know hard towards they say we need

[1:42:04] about 30 grand so we've got to do a lot more fundraising but those are other

[1:42:09] things that would add to the rec programs we could bring beach volleyball

[1:42:13] boys volleyball things we want to expand upon him thank you for your time yes

[1:42:33] nurse in Port Orange as well served in the Army came back to Port Orange we

[1:42:39] love it here and I just want to point out that one of the reasons why we love

[1:42:42] it in Port Orange is the low crime rate our kids you know as they get older

[1:42:49] they'll want to stay in Port Orange raise their families as well so if you

[1:42:54] increase the cost of you know our kids playing for teams like Port Orange

[1:43:00] volleyball it's for the single parents the you know a lot of the parents that

[1:43:07] live in the community they're not going to be able to and I think by them

[1:43:12] playing for these teams the crime rate will stay low they will get off the

[1:43:17] streets get active in in sports and it's just a real

[1:43:21] important integral aspect so just take that into consideration thank you okay

[1:43:32] I'm looking or okay come on come on ball all roads are 607 powers having a poor

[1:43:41] tarnish and as you all know I am running for District one what we're talking

[1:43:48] about here is Port Orange infrastructure that everyone brings up and I'm gonna

[1:43:56] keep this quick we must keep the prices within reach for the parents to keep our

[1:44:06] youth all in the fields and off the streets thank you looking around anybody

[1:44:19] else last call last last call okay back to us start this end this time Scott you

[1:44:30] started at this end last time I remember great great comments great comments by

[1:44:37] everybody everybody brings great great discussion to this topic so to clarify

[1:44:42] my comment about the 50% residency thing my my feeling on that also has that be

[1:44:49] with the low cost recovery so you've got a 50% residency requirement for pro for

[1:44:56] a program or a partnership that yields back less than 10% recovery

[1:45:01] one of the gentlemen Minister mentioned being in business you wouldn't do that

[1:45:04] in business you wouldn't you wouldn't manufacture a product and sell it for

[1:45:08] ten percent of what it cost you to manufacture the product other folks

[1:45:12] talked about the investment in the children in the community I agree 100%

[1:45:16] you know so right now that the taxpayer is making that investment over 90% so

[1:45:21] we're talking about a recreation recovery and our for our recreational

[1:45:26] programs that yield back a 30 percent cost recovery where our private

[1:45:32] partnership grams or less than 10% and so that's

[1:45:36] that's just out of balance that just doesn't work it's not right you know

[1:45:40] what I'm saying and so that's that's like that's one issue a correlation with

[1:45:43] the with the 50% is if we had a higher cost recovery rate than maybe the 50%

[1:45:50] it's not so bad but it's we're at 50% and our cost recovery is less than than

[1:45:55] 10% I'm trying to get to 15 or 20 and 30% so that's just to clarify that

[1:46:02] because I know a couple of you mentioned that and so I just wanted to clarify

[1:46:04] that the connection with that we talked a couple of you mentioned budgets you're

[1:46:10] right there's a lot about budgets somebody at the end of the day has to

[1:46:14] pay for the facilities the maintenance the staff all those things in the last

[1:46:19] the last budget year we had a tax increase and that tax increase included

[1:46:25] things for Parks and Rec to be able to maintain facilities hire additional

[1:46:30] staff all that kind of stuff so that investment is being made the council is

[1:46:35] making that investment the taxpayers holistically are making that investment

[1:46:40] we've been talking about for years the need to expand our Parks and Rec

[1:46:45] infrastructure somebody's got to pay for it right it's not just gonna happen so

[1:46:50] the the income the revenue is going to have to be acquired to be able to not

[1:46:56] only maintain programs and facilities and organizations and all the things we

[1:47:00] have now but if you want to expand upon that and build that into the future you

[1:47:05] have to have a budget you have to have a plan of how you're going to do that I

[1:47:09] don't know how you're going to have increased additional cost going up also

[1:47:15] the need the desire to build new facilities which are going to require

[1:47:18] more increased cost and operation and staff and yet continue to have a

[1:47:24] partnership or partnerships that yield back such a low recovery rate with a

[1:47:29] very low residency rate as well so the trick I think there is we're all just

[1:47:35] trying to find the balance and everybody brings great points there's no question

[1:47:38] you know if money wasn't an issue here none of us would be sitting here tonight

[1:47:41] having this discussion but it all is going to come down to

[1:47:45] how you set the fundus and you have to pay for these things and so that's the

[1:47:49] balance and I think that's that's what counsel was trying to do is find the

[1:47:53] balance so we can continue to move our programs and our facilities forward for

[1:47:57] everybody that's using Parks and Rec and also so we can continue to look and how

[1:48:01] do we move forward in the future just in general the investment you spoke about

[1:48:10] the investment and how that correlates back to the benefit of the community and

[1:48:13] lower crime rates I agree I think having more things for our youth to do and our

[1:48:19] families to do and how they get involved in the community is it's it's part of

[1:48:24] the soup recipe if you will right so it's great again it just all boils back

[1:48:30] to how do you get there you still got to get there it's still gonna come down to

[1:48:33] you know building new facilities building new gyms building bigger fields

[1:48:38] more fields all these different types of things and so those costs are very real

[1:48:43] you have to figure out how to get there and because I can tell you that tax

[1:48:48] increases every year is not sustainable that's not gonna be a way to do it

[1:48:51] that's just not gonna happen you can't you just can't continue to do

[1:48:54] that we've we've fallen behind a little bit over the years we've been trying to

[1:48:58] make some gradual catch-up and sometimes things don't always work out great as a

[1:49:03] percentage and sometimes you're better off looking at them as a flat fee you

[1:49:07] know and different things like that and you mentioned being in the numbers and

[1:49:10] you're right there's a lot of numbers involved when you're when you're looking

[1:49:12] at these types of issues so but I truly appreciate everybody's comments and

[1:49:17] suggestions okay I too appreciate the comments and and everybody showing up

[1:49:34] and and you know supporting and speaking on this but you know I tend to agree a

[1:49:41] bit of the councilmen still doing it the current fee is four thousand dollars

[1:49:45] annually for the fee and world and roughly five and a half percent

[1:49:50] that's not sustainable trying to recoup 15% is going to raise the fees

[1:49:56] significantly and we're still you know it there's still a huge variance as to

[1:50:02] what were recoupment now it shouldn't be a hundred percent recouping because I

[1:50:09] mean that just doesn't make sense but with the popularity of Port Orange where

[1:50:13] it's 61 thousand roughly now which is bringing more kids in to do more

[1:50:20] recreational programs and we still have to try to balance is the problem is

[1:50:25] trying to balance the recreational use with the partnerships and and and make

[1:50:32] it all work and I don't know how you do that Josh and them over there with the

[1:50:38] scheduling it's got to just be crazy trying to get everybody scheduled and

[1:50:43] just keeping track of that all it's just mind boggling but people mentioned you

[1:50:49] know the tax rate and we did have a tax increase but if to my knowledge I think

[1:50:53] at four for eight and some change we're still about the third third lowest maybe

[1:50:58] in the county and you know our neighbors I don't know exactly what all the other

[1:51:02] cities are charging for rec fees and I'm sure we're close in line or you know

[1:51:07] fairly similar but they're also bringing in over two more Mills and we are there

[1:51:13] South Daytona Daytona are well over six closer to seven and that's you know

[1:51:18] that's not something where we're going or where we want to go trying to keep

[1:51:23] everything affordable in the balance is the difficult part in this and try to

[1:51:28] make it all work it's just very difficult to provide added programs

[1:51:33] added infrastructure and and Scott's right how are you going to pay for it

[1:51:37] where's the money coming from for either additional land or infrastructure or

[1:51:42] time you can't you can't buy time so it this is a tough one

[1:51:48] I agree it's a it's tough on y'all it's tough on us to chase

[1:51:55] man mm-hmm well I echo I I appreciate also the comments in several you know

[1:52:02] well-respected coaches come up longtime friends I've known for a long time you

[1:52:08] know I and I understand that it's best as anybody about being investment of the

[1:52:12] kids I've been coaching for a long time about 19 years now 10 years right here

[1:52:19] in Port Orange coach at Spruce Creek I'm the current head basketball coach at

[1:52:22] Spruce Creek high I've coached baseball there and I've coached volleyball that

[1:52:26] was there as well and I grew up through this Brett Department I coached travel

[1:52:30] ball competitive leagues in Augusta and Atlanta I completely understand the

[1:52:35] situation and if I were in your position I'd be saying the same thing exactly as

[1:52:43] you are I'd have been in the crowd and frankly as a dad who has his daughters

[1:52:50] come up through here and one went to Puerto Rico and participates it's in my

[1:52:54] best interest to not wave or to not raise any penis it's it would benefit me

[1:53:00] it won't hurt me and I'm a paycheck to paycheck on those tax increase hurt me

[1:53:04] big-time nevertheless I can't look at it from that perspective I have to look at

[1:53:12] it from a budgetary fiscal responsible perspective I don't know you know I

[1:53:19] don't know of any and again there and I agree there is no price tag on the

[1:53:23] investment my issue is that can be said with any any fee waiver any reduction

[1:53:29] that comes before us every time someone comes up and asked for a fee waiver or

[1:53:33] reduction or not to increase something it would be an investment whether it be

[1:53:37] an investment in their church investment in their business investment in their

[1:53:41] nonprofit all sorts of great things question I've got to look at at the end

[1:53:47] of the day is what is our duty what is our role at the local government our

[1:53:52] local government's role is to provide Parks and Rec that's it it's not to

[1:53:57] provide a competitive environment to prepare people for college it's not

[1:54:05] I love it to be that's currently not a role we changed that that mindset then

[1:54:11] we have a different direction and nobody and I don't believe you know with

[1:54:16] respect that wanting to balance our books a little better would indicate

[1:54:21] that we're against youth sports and you know my dad coached going back to 1967

[1:54:28] right here in Volusia County a long time so nobody is more in favor of youth

[1:54:34] sports I have to look at it from the percentage perspective as the city

[1:54:38] government's role in what we're supposed to do how we're supposed to allocate our

[1:54:43] funds and when it comes down to it I don't know of another city around that

[1:54:50] does partnerships like this I just don't know of any there might be a few but I

[1:54:54] just know that when I was in Atlanta coaching a you or gusta and I went to

[1:54:58] City Hall and asked him to partner and subsidize my program at 90%

[1:55:03] they'd laughed me out with that being said I'm still not willing to give up

[1:55:11] our partnership but as councilman Stiltner pointed out and it was in the

[1:55:19] presentation as well if our role is to provide Parks and Rec and our cost

[1:55:25] recover rates 30 percent and a private organization is yielding in 10 percent

[1:55:31] it's out of balance now I'm not interested in raising it up 60 percent

[1:55:35] and pricing people out from the get-go but I think there has to be a balance if

[1:55:41] we're going to partner up and that that's that's we're on that right now

[1:55:46] councilman wiles go ahead jack now first of all I want to thank all the partners

[1:55:52] who came out and met with us at the Parks and Rec Advisory Board they really

[1:55:58] participated heavily and told us all the great things they

[1:56:03] did in the community and certainly getting the girls and the boys the kids

[1:56:08] off the street and bring them to a higher level is you can't really have a

[1:56:12] a more satisfying feeling and doing that as a coach and as a team so certainly

[1:56:23] appreciate all they do but as some of you said I think Scott particularly you

[1:56:29] know what we were looking at was sustainability you know if we continue

[1:56:32] down the path of where we were programs just going to fold

[1:56:36] let me just we just couldn't do it so we're trying to inch it up slowly and I

[1:56:40] think the partners that were there they I know this is painful you know any time

[1:56:44] you raise fees it's painful but I think they understand it's going to have to be

[1:56:49] ratcheted up at least aware the eventually where the Parks and Rec

[1:56:55] participants pay it to 30% and I think that's something just counsel and in the

[1:57:01] Parks and Rec Advisory Board will have to look at at some point again we're

[1:57:05] gonna look at it again I think next next year but the whole point is if you think

[1:57:09] about the $2,800 from a financial standpoint you know that the increase

[1:57:13] you know based on the number of players all of these teams have if you break it

[1:57:18] down from a financial standpoint you're really talking about the lowest number

[1:57:23] of players that we have which is I think 273 players and Port Orange volleyball

[1:57:27] and believe it's where you guys have how many yeah two seventy three seventy

[1:57:35] seventy okay take seventy into the 2800 and that's what it's going to cost each

[1:57:39] player per year so it's about what is that forty four forty bucks

[1:57:45] right so about 40 bucks a player so you know

[1:57:50] looking at 40 bucks of player annually that's what it really breaks down to so

[1:57:56] that's what we're really talking about 2,800 dollars sounds like a lot of money

[1:57:58] but when you break it down per players 40 bucks when you take the largest group

[1:58:02] and break it down it's really only $30 per player so I mean I think parents to

[1:58:09] get their kids to play at a higher level certainly I coach for 12 years I coach

[1:58:13] you know competitive ball for a number of years with a pleasure fast pitch we

[1:58:18] had to go out and raise money through sponsorships and we did that on a

[1:58:22] regular basis the girls you know they went out and raised money and then you

[1:58:26] know porks our parents subsidize where they could too so you know it can work

[1:58:31] it's just going to take a little more work I think and we've got it guys I

[1:58:34] think this is a good starting place the Port Orange volleyball you know we

[1:58:40] talked about fields but we need to talk about the gym to which I think Fort Ord

[1:58:44] volleyball brought up I think our gym rates are much higher

[1:58:47] that our field rates but we're charging port orange volleyball Hill rates so

[1:58:51] they're getting a break of about 25 about 75% of what the gym rate is so

[1:58:57] they're already getting a large discount compared to the fields so just putting

[1:59:03] everything in perspective I think this is a good first start first wipe edit

[1:59:08] hoping that we don't lose any partners we certainly value everything you guys

[1:59:14] do and certainly value you know teaching our kids here in Port Orange

[1:59:19] particularly you know sports at a higher level so they can compete bring back

[1:59:24] trophies there is one caveat to this I would like to see you guys do more

[1:59:29] turning tournaments here in Port Orange because there is a huge economic impact

[1:59:34] to that so if you can work it out where you can get some fuel time a part of

[1:59:39] your time that you have and do tournaments you can generate a lot of

[1:59:43] income have an economic impact to the city in and make some money

[1:59:50] for the organization so you can do more travel and put the girls up in hotel

[1:59:54] rooms and the guys up in hotel room so when you go play tournaments you can pay

[1:59:57] that tournament fee and do a lot of things and you can pay this slight

[2:00:01] increased but tournaments is the key most tournaments so thank you for all

[2:00:06] you do and we appreciate appreciate your in 39 this is difficult for me for a lot

[2:00:13] of reasons certainly I've been on the fields with my kids doing Pop Warner

[2:00:18] with baseball and the like and it wasn't that long ago despite what some people

[2:00:23] think with my impending birthday last year was probably the toughest from a

[2:00:33] budgetary standpoint that I went through in years and a lot of that had to do

[2:00:40] with the eleven million dollars that we spent on 1 hurricane the 8 million

[2:00:44] dollars we spent on another hurricane and those blue giant holes in last

[2:00:49] year's budget and yet somehow we wanted to at least hold the line on the

[2:00:55] services that we provide across the board for our citizens not just Parks

[2:00:59] and Rec Public Safety and the like all those things are important and this is

[2:01:05] tough for me because I also recognize that while we need more cost

[2:01:12] participation so we're not going back to the taxpayers one more time I just can't

[2:01:18] do that after what we've done in the last couple years I also realized that

[2:01:23] if we go too far with it we can break some people's backs so we have to be

[2:01:28] very careful staying where we are was not the answer as far because it just

[2:01:33] wasn't fiscally responsible for us but we have to consider the total impact of

[2:01:40] these programs because quite frankly if those programs don't exist and we do

[2:01:46] break their back those we still have to maintain those fields they we still own

[2:01:51] them and we have absolutely yeah and that actually creates a cost for us so

[2:01:56] that's a consideration as well this is a tough one for me

[2:02:01] we have to be do this in a fashion that's going to be sustainable and we

[2:02:07] have to do it in a fashion that's fair to the taxpayer we have to be fair to

[2:02:13] the teams involved because we can't go too far no matter what our needs are I

[2:02:17] don't want to be unfair to them but this is a terrific balancing act but I'm not

[2:02:23] just doing this I want you all to know my consideration is goes beyond just

[2:02:29] what the impact of these programs are on our kids and Parks and Rec is important

[2:02:34] as that is I'm taking a look at the entire budgetary process the entire

[2:02:38] impact on the community it all matters we can't just consider this one thing it

[2:02:44] all matters and that and that it's very it's very difficult it's very tough we

[2:02:49] have to balance that as a council and and that's what our responsibility is

[2:02:55] any other comments council call it vote yes yes yes yes No

[2:13:41] but equally as important the high school I'll talk to Tim a little bit about what

[2:13:48] our options are for for changing the lanes up they're not changing them but

[2:13:53] but increasing the lanes but we're also talking with chief about parking in

[2:14:01] subdivisions as a pickup point so so we'll bring that to you as well and the

[2:14:10] last thing was the actuarial so well set that's all I had and guess one other

[2:14:44] Wednesday yeah thank you were you there a pretty big presentation about

[2:14:51] roundabouts actually and how they are growing in popularity but what was

[2:14:57] really interesting was the the incredible results in significant crash

[2:15:03] data when they install these roundabouts and locations that have unusually high

[2:15:07] amounts of vehicle crashes and fatalities so I don't know that we have

[2:15:12] a lot of places in our in our city that fit those types of things but I think

[2:15:17] you're going to start seeing a lot more of them around the state of Florida

[2:15:20] associate traveling the state that'll probably

[2:15:23] something you'll see on but pretty preemie presentation class also a

[2:15:27] presentation on crash data in the in this particular region talking about the

[2:15:33] top 20 crash locations for our d-o-t region and then how to utilize that data

[2:15:39] for future funding for traffic safety and management programs so pretty

[2:15:45] interesting stuff there a lot of good discussion a lot of good a lot of good

[2:15:48] questions into that so okay general employees pension plan I talked about

[2:15:55] that the last council meeting we have man that's right police pension plan

[2:15:58] that's mine we had a meeting on February 19th so we're about five weeks past that

[2:16:04] six weeks they had a very good fiscal year ending September thirtieth the net

[2:16:12] rate of return was eight point five and then a very bad quarter from September

[2:16:18] 30th October 1st to December 31st where they lost about 3.4 million they were

[2:16:26] down they took in 8.5 they were down eight point eight nine so the value on

[2:16:32] December 31st was thirty five point four million roughly and on September 30th it

[2:16:40] was thirty eight point six they lost roughly three point four million

[2:16:44] however from january first nineteen to the the numbers as of to 2019

[2:16:51] they've gotten back over two point eight million of the loss so the the net loss

[2:16:57] for that plan was roughly about five hundred ninety thousand dollars and the

[2:17:02] plan is still funded very well and everything's going good so that you know

[2:17:07] there's ups and downs are coming and they're you know bound to happen but

[2:17:12] when you look at a staggering law oh my god 3.4 million

[2:17:16] well they got back to point eight in a short time so this is going but the plan

[2:17:22] continues to to trend in the right direction and

[2:17:27] it's still well-funded they're able to pay their bills and the rate of return

[2:17:33] was lowered again the assumed rate of return for the upcoming year will be

[2:17:39] seven point three five you know we they've come a long way because it was

[2:17:44] eight five and then eight and then it's been ratcheting down as have all the

[2:17:49] other plants have been ratcheting down the assumed rate of return to something

[2:17:51] that's more achievable long-term so you know we're where the plant sits is a

[2:17:57] roughly thirty right about thirty-eight million 30 point 1 million dollars right

[2:18:04] now and they're roughly seventy percent funded which brings us to the final

[2:18:11] point scheduling items all of you not all of you are gonna be able to be there

[2:18:17] Saturday morning our you know the base yet now I'm going to throw out a

[2:18:22] baseball Saturday morning and now take off the baseball season coincides with

[2:18:26] Bike Week first time I miss my throwing hands I'll be at the Speedway I'll take

[2:18:31] Drew's baseball you're laughing no okay council meeting scheduled we

[2:18:39] normally meet on the third Tuesday of the month this month we are not because

[2:18:46] we are going to be up in Tallahassee trying to bring back more money for a

[2:18:51] float flood control project again this year and a rec project so we'll be up

[2:18:56] there lobbying our well I should say Lobby not just our representatives but

[2:19:01] all the representatives we need to make contact with so we will not meet again

[2:19:06] until the fourth Tuesday of March which is three weeks from today which is the

[2:19:13] 26th of March
