Falls, presenting the fiscal year 2023
and fiscal year 2024 development impact
[4:54]
fee report.
This report shows the impact fees and
[5:00]
our payments required by local
governments of new developments for the
[5:04]
purpose of providing new or expanded
public capital facilities required to
[5:08]
serve the community in new developments.
These fees are used to shift the cost of
[5:14]
financing public facilities from the
general taxpayer.
[5:18]
A development impact fee report is a
requirement for every governmental
[5:22]
entity in Idaho that collects impact
fees. Development impact fees shall not
[5:28]
be used for any purpose other than
system improvement costs to create
[5:32]
additional improvements to serve new
growth. Impact fees are spent every at
[5:40]
least every eight years from the date
they were collected first in first out
[5:44]
basis. A governmental entity may hold
the fees for longer than eight years if
[5:50]
it identifies a reasonable cause and an
anticipated date.
[5:56]
Uh the development impact fees for 2024
reflect beginning balances impact fees
[6:02]
collected other revenues, expenditures,
interest, funds total, and the roads,
[6:07]
parks, and public safety projects that
received impact fees during the fiscal
[6:12]
year of 2024. In the fiscal year of
2024, approximately 5.2 million were
[6:18]
collected in impact fees. And of those
impact fees, 3.5 million were spent on
[6:25]
roads, parks, and public safety projects
to assist with mitigated growth in the
[6:30]
community.
Um, as you can see here, I have circled
[6:36]
the impact fees, which go to about 5.2
million, expenditures running 3.5
[6:43]
million, leaving us with an end total of
16 million.
[6:50]
Um on here's the history. So as we can
see from the fiscal year 2019 we had a
[6:56]
beginning balance of 6.9 million
and at the end of the fiscal year 2023
[7:03]
we had a total of 13.6 million.
Over the course of five years we have
[7:11]
increased our balance while increasing
our expenditures.
[7:16]
Um for future goals, we will be spending
more and our total balance will be
[7:22]
decreasing with the projects that we
have planned on the expenditures.
[7:29]
Uh on here we can see for the fiscal
year of 2024 all the projects for roads.
[7:36]
The main one was pull line and Spokane
roundabouts coming out to about 2.3
[7:43]
million for parks. We had the
[7:52]
the um
land acquisition at 1.9 million. And
[7:58]
then for public safety, this comes out
to
[8:05]
another land acquisition for about just
under a million.
[8:12]
And then this one is actually for the
fiscal year of 2024.
[8:16]
This one we have contracts and
professional for 1 million total park
[8:22]
projects. Black Bay Park coming out to
1.7 million. And then expenditures for
[8:30]
public safety, we see that most of it is
going to the police funding.
[8:39]
And then on here is the same concept for
the fiscal year 2024.
[8:46]
And then this does not need any
decision. It's just for your knowledge.

beginning balance of fiscal year 20 uh
20 24 and you see that moving from the
[11:56]
left to the right getting to that same
number that 16.4 million.
