[15:01] persons who would apply a tattoo

[1:04:44] uh attended the csc advisory board meeting uh provided security in

[1:04:49] traffic control for the christmas parade new year's eve celebration

[1:04:53] regular town meetings were scheduled we also hosted the winner one online

[1:04:57] abandoned civic center this year it's only been held at one of the schools

[1:05:00] music in the green board of princeton elementary this year was at the uh

[1:05:03] civic center well attended or 400 people there

[1:05:08] 100 families received gifts and donations

[1:05:12] which were they were very grateful for

[1:05:15] during the month of december we had 362 calls for service

[1:05:18] almost 93 of those are closed um not

[1:05:35] monthly grant available horses were done you know down there the new county-wide

[1:05:40] rms system was set to go live we're live now we're still working through some

[1:05:43] issues but we are we are getting up to speed and moving forward with that

[1:05:48] um unless you're aware of the i.t issues we've been having

[1:05:53] it's been brought up and discussed many times

[1:05:57] i'm working through those trying to keep the department running so that the

[1:05:59] citizens of town don't have any laps in service or that

[1:06:50] about completed we are still waiting on parts for the

[1:06:53] fans as soon as they come in to work we'll start

[1:07:07] the commissioners it was the complaint from from a resident yes and um

[1:07:12] we went out we took a look at it and determined that

[1:07:24] re repaid so the drainage issue is done yes so we shouldn't receive any more

[1:07:29] complaints about that and phase two of the election house

[1:07:34] renovation just kind of give give an update as to what what that what

[1:07:38] that looks like we're we're sanding the floors now

[1:07:41] well the floor is completely sand and stained and everything

[1:07:50] and what we have left is the lighting that's the last thing

[1:10:10] quite a bit of trash over there so those are the things we had discussed that a

[1:10:14] few weeks back and we're going to be putting those

[1:10:16] those things in order one of the big delays to that

[1:10:21] and to the camera is that we are moving away from our

[1:10:24] current i.t consultant so until we get our new it person and we get this

[1:10:30] situation with it dissolved by the end of the month we're not going to move

[1:10:34] forward in installing new camera equipment and things like that

[1:10:38] but that is on the agenda

[1:10:41] for probably the month of february is is there a plan right now or what's

[1:10:46] the what is the situation with the public restrooms at the park are they

[1:10:51] accessible at all now or they keep being kept blocked only during the event

[1:10:56] so right now the public restrooms we've got the one at lanoken park and it's

[1:11:00] only accessible during events uh we don't have it open

[1:11:08] went to the park you could you wouldn't be able to use that restaurant unless

[1:12:43] town actually applied for and it was awarded uh back in 2015

[1:12:53] had to submit the final report for that uh i met with pete lackey from the state

[1:12:58] planning department to discuss the somerset drainage project

[1:13:01] um and what the next steps are moving forward there

[1:13:05] um so we have a meeting scheduled with with the county because they also review

[1:13:10] the somerset drainage project and that meeting is scheduled for tomorrow i

[1:13:14] believe it's at 10 o'clock but uh i'm pretty sure it's at 10.

[1:13:22] everyone the town executed an agreement with reynolds to begin work

[1:13:28] on the beckford avenue project which was grant that we

[1:13:33] were awarded in 2017 and that's the crosswalk crosswalk sidewalk project

[1:13:43] i work with the town attorney to draft mural agreements with the property

[1:13:47] owners that have agreed to have the murals painted on

[1:13:50] on on their buildings i haven't received a signed agreement

[1:13:55] yet but

[1:14:07] um and you may have been receiving some

[1:14:10] calls from residents regarding

[1:14:14] notices that they received about their trial service

[1:14:17] we did issue the individuals that received those

[1:14:27] residents that hadn't paid that trash bill

[1:14:29] on average for between two to five years so

[1:14:33] uh we did require that those individuals pay that pay their trash or at least set

[1:14:37] up a payment plan so we're not turning anyone away if they want to set up a

[1:14:42] payment plan and they can't afford five years of that

[1:14:45] um uh payments we'll be definitely set up

[1:14:49] payment arrangements for anyone who's called us

[1:14:53] let me shut up the payment with the chance stuff to be picked up or other

[1:14:58] checks will still be paid out they'll still be picked up so there's not going

[1:15:01] to be your service isn't going to stop we're

[1:20:28] so the next item business for our work session will be

[1:20:32] chesapeake utilities assessment presentation which is

[1:20:39] been moved to february and

[1:20:43] next item investment after that will be the resolution to sell two jump cars

[1:20:49] um if i can interrupt

[1:20:53] the the two junk cars moving out to february

[1:20:57] is there i mean is there any i haven't heard anything about you of

[1:21:01] course or something tell us

[1:21:06] we entered into a lease agreement with enterprises you are aware of this

[1:21:09] pleasure i've got two two chargers now

[1:21:14] that are one has the blue motor the other one the

[1:21:19] cpu which is the main computer in the car is

[1:21:22] shock so for two thousand dollars for cpu new

[1:21:25] motors between eight and ten thousand pounds you can get it from people to

[1:21:28] them for you

[1:21:32] these are two vehicles that are sent to afghan to be

[1:21:36] turned over to enterprise as part of the lease agreement

[1:21:40] and the money and you know enterprise they sell them they've got a bigger

[1:21:43] market they're going to explain to you guys

[1:21:46] and you presented it before i didn't meet you you'd have to go through no no

[1:21:49] i didn't i hear some backstory here that you need to be aware of

[1:21:52] there's one of our consignment people there before every auctioneer does it

[1:21:56] every friend that sells at their feet it's whatever they're giving us 500

[1:21:59] hours for each one of these vehicles we're going to make 100

[1:22:06] i've got offers on two of them i don't know who the people are but i've had our

[1:22:10] offers calls come in their names written down in the office it would come into

[1:22:13] the department for 800 hours a piece for vehicles

[1:22:16] which would make us 1600 which would go towards our lease agreement automatic

[1:22:20] right off the top instead of us making one hundred dollars

[1:22:27] it's it would seem that way it would seem that way um

[1:22:32] but i've been in the conference conversation with mr anderson and

[1:22:37] this is the foreign to have people kind of presented and now

[1:22:40] so yes sir so um

[1:22:44] all this is on the table uh i'd like to uh i don't have any problem

[1:22:49] with the selling of the junkyard was at their job but i would like to see them

[1:22:53] make it to the town the yearly town auction so that

[1:22:57] there's not any like behind the scenes a bid putting in for at least the public

[1:23:01] housing awareness or aware of it you can put bids in okay that's fine and i

[1:23:06] understand your position but historically speaking cars at public

[1:23:08] works go for 500 or less

[1:23:13] i purchased a few of them for over a thousand dollars historically speaking

[1:23:16] most of the cars go for 500 or less yes sir depending on the quality of it in

[1:23:20] the demand yeah so um i like to see him make it to the

[1:23:23] public public auction you know because that was a

[1:23:26] main thing for why um we had a uh

[1:23:31] ordinance for those established back in august blacks

[1:23:36] here stating that all jump cars must go to the

[1:23:41] police auction it must be at public discretion so the

[1:23:44] public could have a chance to federal debt

[1:23:47] on

[1:23:50] what it comes down to is these vehicles need to be declared

[1:23:54] surplus and then the commissioners can decide do you want to sell them that

[1:23:59] public or private sale because the commissioner's call

[1:24:03] to figure out if they're there you guys are sitting in beds i'd like to put in a

[1:24:06] bed for a thousand dollars on what someone has knows about it before i did

[1:24:10] i was able to put their bed uh asking their everybody i've been

[1:24:14] on that you know i put my bed at a thousand they've got a big one eight

[1:24:18] hundred so um but i i was more so not about that

[1:24:22] i like the public have the discretion to be able to buy these

[1:24:26] uh cars or at least bid a fair price i understand your point and i understand

[1:24:31] you want to make available to the public and if you want to buy it you give me a

[1:24:34] check for a thousand dollars i'll sell it youtube here's my issue

[1:24:37] you're holding up my lease so i can't get my new cars

[1:24:55] almost like a courthouse it's fine i haven't advertised it 60

[1:24:59] days after every time before or 30. i think it's 60 days i've advertised

[1:25:02] before i think we're gonna go that route if that puts me in the market

[1:25:09] is there a way we can surplus these and just store them until

[1:25:13] our auction yeah it's going to have to be physically gone and so i'm trying to

[1:25:17] get my lease going now no no i understand that i'm just saying is there

[1:25:21] a way to get the lease going by just

[1:25:39] plus whatever fees they're going to charge us for

[1:25:42] what we need to get out of we this is a situation where we need to get out of a

[1:25:46] obligation right uh selling these cars is that

[1:25:50] correct i need it's going to help me satisfy my

[1:25:55] part of my obligation isn't that right so basically we would be

[1:25:59] we have an opportunity to satisfy the application and get 200

[1:26:03] right would satisfy the obligation and get 1600 toward new

[1:26:08] vehicles either way going to auction may violate our

[1:26:12] agreement anyway because the surplus vehicles we're not really going to have

[1:26:16] surplus vehicles that's a part of our work the partners for this agreement

[1:26:19] everything's recycling we're basically trading in right recouping any value

[1:26:23] left in it do we at least advertise it on the town website and the town web

[1:26:27] page that these two vehicles aren't yourself and set that's the company if

[1:26:30] you guys will pass the resolution i hired me to do that absolutely yes sir

[1:26:34] that's what i heard on my page it's a resolution for them to do that

[1:26:38] they're within their race correct right there you need to do a resolution

[1:26:41] however you wish to sell it yes yeah the method is saying that way everybody

[1:26:45] still have to be public but you guys said we're gonna liquidate as soon as we

[1:29:15] page and also the police department the highest the highest price that comes in

[1:29:21] so we're going to now um we're going to now um

[1:29:28] run an online auction is that what we're doing

[1:29:33] it sounds like we've got all that come in and open up bids

[1:29:55] so let's uh we will i'll work with the chief i work with mr

[1:29:59] wilbur we'll figure out how this will be advertised um but it is

[1:30:05] time sensitive because it takes about two or three months just

[1:30:09] we get these vehicles and it takes about two or three months just to get them out

[1:30:12] there right so if we can't get them in then we can't start that process either

[1:30:18] so i mean the turnaround time for

[1:30:20] advertisements today's wednesday so we could open the advertising for just a

[1:30:24] week until next wednesday i can't even have a resolution though

[1:30:28] you gotta have a resolution authorizing whatever will be the process next

[1:30:32] meeting february 7th which is obviously three weeks later

[1:30:37] so even if we were going to allow them to

[1:30:40] give us the 500 and pay them 400 to sell it um

[1:30:44] deal we'd still need a resolution to do that

[1:30:48] well well that's a part of my release agreement

[1:30:53] so i presented the leasing during the budget

[1:30:56] last year anything beyond that would cause it right we created regulations

[1:30:59] right the enterprise deal's been cut but if you're going to go another direction

[1:31:04] even if he was to sell it to the people that he has

[1:31:07] that have offered him a resolution right yeah so either way

[1:31:13] amount of time we're dealing with so i'd

[1:31:28] coming in

[1:31:32] so we are what you're recommending is that we have

[1:31:41] auction that requires the entire lot that's out there it would just be these

[1:31:45] two parts that have been auctioned off public options

[1:33:05] wait over six months to be able to get his business started
