Good evening everybody. Um I have
prepared a little PowerPoint to make it
[10:55]
a little bit easier for all of us. Um so
on this I'm just going to be giving the
[11:00]
financial update um some of the and of
utility billing update as well.
[11:10]
» So for the um month of July in
comparison to the uh July of last year
[11:17]
uh we're pretty flat as far as tax
revenue comes uh comes in.
[11:21]
We were um under on our sales tax, but
we made up for it in our use tax. About
[11:27]
88.6%
um of that was made up, leaving only
[11:31]
$1,943.89
um below last year.
[11:39]
So, like I said in the previous slides,
this is just going to give a more visual
[11:43]
of them independently. So, this is going
to show you the difference. we were
[11:47]
about $16,987.90
under uh sales tax this year versus last
[11:53]
year.
And then for the use tax, we actually
[11:57]
received an additional $15,000 um over
last year. So, we this has been a
[12:02]
consistent thing that we've been seeing.
We're seeing that the timing uh the
[12:07]
sales tax is down, the use tax is up. um
trends the same way for different
[12:14]
municipalities all across Oklahoma.
People are, you know, doing more
[12:17]
shopping online. Um so this next piece
right here, um just giving you guys an
[12:22]
update on the utility process that we
have. So our previous company was um
[12:27]
HC3.
They are the people that we partnered
[12:31]
with to do all of our printing and also
mailing of our utility bills. um we are
[12:36]
no longer um with them as of July 1st.
We actually switched over to the state
[12:42]
of Oklahoma, their central printing
department. They will be doing all of
[12:45]
our utility bill printing and mailing.
So, of course, first thing, the
[12:49]
benefits, we're going to lower cost. Um
but also gives us stronger quality
[12:53]
control for our um customers. With that
being said, we're going to be able to um
[12:59]
have a little bit more control on when
things are sent out, how soon our
[13:03]
residents get the um utility bills
prior. We would send a file and hope
[13:09]
within a few days they had it mailed out
where the state's policy is same day
[13:13]
delivery.
So, a little bit about a few of the a
[13:17]
few of the reasons that we switched um
utility billing companies. Um so
[13:22]
January's bill um everyone is aware had
a pretty large mistake where they sent
[13:28]
January's bill twice in place of
February's bill. So it caused quite
[13:32]
confusion for everybody in the community
making it where we had to um you know
[13:36]
post clarification and then wait with
that. We did we were able to get a
[13:41]
correct bill sent out and then we were
able to extend the deadline so that we
[13:45]
didn't have um people who were punished
for receiving the bills late. Um, and
[13:50]
then the most recent error that they had
was sending Maze Bill twice. Uh, this
[13:55]
wasn't the same as before because they
mailed Maze Bill and then mailed it
[13:59]
directly again a few days later. So, can
we can we clarify real quick? I
[14:03]
appreciate what you're saying. Is this
it wasn't a PCEL city problem. Right.
[14:08]
That's what I want everybody to
understand whoever's listening. It's not
[14:11]
a PCEL city problem. It was

So essentially the process was um
[14:18]
utility billing team processed a file,
submitted the file to HC3 and then HC3
[14:24]
handled every step from there. Once they
received the file they decided when it
[14:28]
was mailed, how it was mailed. Um and
what happened was they mailed the file
[14:33]
they mailed May twice. The other they
used January's file instead of February.
[14:37]
These were things that were not
we did all of our steps correct. there
[14:42]
was nothing that we could have done
outside of you know working in that
[14:45]
company ourselves. So um these are you
know two of the main reasons that we
[14:49]
looked looked at additional um options
when it comes to our utility billing and
[14:53]
printing. Um finding a partner with a
state I think was the best case
[14:57]
scenario. You know they're already
subsidized by state dollars and so
[15:01]
therefore the cost of them to do the
service is already lower than what HC3
[15:05]
was um was billing us. So, hot topic,
hot topic for everybody, the um current
[15:13]
billing error. So, this had actually
nothing to do with HC3. This had um
[15:17]
everything to do with um locating an
existing billing error and when we were
[15:22]
in the process of fixing that error,
utility bills processed. Um, I'm going
[15:28]
to go over what the error was and that
way we can kind of all understand um
[15:33]
going forward so it's a little bit
easier to um see how the mistake can
[15:38]
happen. So the way that you're build is
off of a tiered schedule. Um what that
[15:45]
looks like is going to be different
based on if you're residential or if
[15:49]
you're commercial, but essentially it's
going to be the amount of gallons that
[15:52]
you are that you use your build for the
portion which it falls. So what incode
[15:58]
was doing as you can see up here next
slide sorry as you can see up here um
[16:05]
1 to 499 gallons was being charged at as
five units five 1000s which in reality
[16:13]
we all know if you subtract 1 from 4,999
is actually four units. So how it should
[16:19]
have been charged was at four units.
So what did this mean to the customers?
[16:24]

So for the customers, it means that
essentially every time they they went up
[16:32]
a tier, they were being charged less
than what they were supposed to for
[16:37]
1,000 gallons of water. Um I used an
example of a 15,000galon bill. It
[16:43]
resulted in a $1.90 89 undercharge. Now,
this isn't a huge amount and some would
[16:51]
say negligible, but when you're talking
over 4,000 customers, and this is on a
[16:55]
residential customer, it's much more um
there's a much larger underbilling for a
[17:02]
commercial customer. Um and so this over
five years adds up to quite a bit.

So, we can go to the next slide.

So, like I said, the city was working on
correcting how Encode calculated the
[17:17]
tier charges. The accounting system
processed online e billills while the
[17:22]
correction was underway. Um, so then
therefore the base charge that $12.99
[17:26]
that you saw um and it's a different
amount for the sewer was not applied to
[17:30]
the bill. And so therefore, when the the
correct bills went out, that's why there
[17:35]
was any type of difference because that
base charge was not applied there. Um,
[17:38]
this was corrected by encode and we have
we made sure that going forward they're
[17:42]
all be built correctly.
This also brought up a lot of other
[17:46]
questions that we wanted that I wanted
to be able to address here quickly. Um,
[17:50]
a lot of people, you know, talk about
how much we charge here in Purcell for
[17:54]
the water um their water bill and other
services that we provide them. So, um, I
[17:59]
did a cost comparison for um, all the
municipalities around us and water
[18:04]
districts that I could locate that had
their rates available online. And so
[18:07]
this is going to show with an average
customer, which uses about 6,000
[18:11]
gallons, that's going to be about a
fourperson household. Um what they would
[18:15]
pay where they lived. So we ranked
number two out of the um it says six.
[18:22]
There's actually eight. You'll see in
the next slide, but um of the eight
[18:24]
people that we were compared to, we
ranked number two only being beat by
[18:28]
Noble. Um Lexington, slightly more, more
slightly more. Washington and Newcastle
[18:34]
were drastically more in their amounts
that they um would have cost. This is
[18:39]
going to show a breakdown of each of
those charges. Um this is where you'll
[18:42]
see those other two as well because
Goulsby Water Authority and the Rural
[18:45]
Water District 8, they don't have a
sewer charge that's listed online. So um
[18:50]
with that being said, this is something
that we regularly do. I regularly make
[18:55]
sure that our citizens are paying an
appropriate amount for their water and
[18:59]
sewer. and our rate only recently
changed. Um I did run this using our old
[19:06]
rates which were prior and also all of
these cities rates that were um prior to
[19:12]
any type of our change and we were
drastically under all of them. Um
[19:16]
whereas now we are like I said number
two in comparison. So um just wanted to
[19:21]
be able to provide this information.
Anytime anybody has any questions I have
[19:24]
this built into a spreadsheet. they can
reach out to me and I can run that
[19:27]
calculation for them or provide them
with the spreadsheet that has all this
[19:31]
information included.

it's something that we could kind of
[20:02]
build in but um as of right now it would
be difficult but we can look at look
[20:08]
into that more.

the city manager report.

Uh
last Friday, uh we had our end of summer
[20:58]
bash for the uh city employees. That
went really well. Everybody had a lot of
[21:02]
fun. Um, not bragging or anything, but I
came in first for cornhole and I didn't
[21:07]
sign up for it, but [clears throat] but
it was nice to see everybody and out
[21:14]
there and they really were appreciative
of uh being allowed to participate in
[21:19]
all that kind of stuff.
We'll start off with the Red Hill
[21:24]
stairs. And I've got our wonderful
engineer here in case I need him to
[21:30]
chime in. But we've we only received one
bid. Um September 2nd was the deadline
[21:38]
for the
the whoever the companies or however you
[21:43]
want to say it to put in for the repair
and it came in at $193,000.
[21:53]
So, that being said, um we're going to
review some more stuff on it and
[22:02]
the next step would be to put it on the
October agenda for you guys to approve
[22:09]
the bid to move forward with it if
everybody feels like that's what they
[22:13]
want to do.

encompasses? Was just one spot, the
whole what? just the one section, but it
[22:20]
it it includes
it's very detailed, but it includes
[22:24]
handrailings. I mean, that's going to be
some additional stuff that was not there
[22:28]
before, but a lot of that uh came into
play because of the the erosion caused a
[22:36]
good u distance
like it would be a much greater fall
[22:42]
than what it was back in the day before
the erosion started. So, that's why I
[22:48]
say uh they'll have handrails and all
that kind of stuff on there,
[22:53]
but [clears throat]
it's it's just I I feel like it's the
[22:56]
location.

We're lucky that it's on that first
section down, but it's still in a a
[23:04]
section. I I believe the reason why
we're not getting a bunch of bids
[23:09]
is because of where it's at. Is that
correct? I mean,
[23:12]
» that's correct. the same time we went
out to bid and what we did is we we took
[23:17]
bids from local

>> What we did is we took bids from from
[23:26]
local foundation repair companies this
time instead of just general
[23:30]
contractors.
And uh the one bid, like uh uh
[23:36]
Bobby said,
>> the one bid we got, they they dedicated

and stated in writing they were going to
get a structural engineer to do a full
[23:46]
review of that area and replace anything
that he said needed to be replaced. Uh
[23:53]
they were also going to do a geotech. Um
and that's part of the other thing we
[23:58]
were doing. At the same time, I was try
trying to get Geotech companies to, if
[24:04]
you remember last month, we didn't get
any bids the previous time because we
[24:08]
didn't have Geotech. We tried to get
Geotech to give us proposals, and I got
[24:13]
three of them, all in the $5 to $7,000
range, but they all said, uh, that
[24:19]
doesn't include any site preparation to
get our truck in there. Well, you can't
[24:24]
get a truck to that site. So, I went
back to all three of them and said, "I
[24:29]
need a lump sum bid for you to provide
access." And I didn't get anyone to come
[24:33]
back with me. So, I think we're on the
right track doing this. I think that's,
[24:40]
if I remember right, that's close to the
estimate that CEC gave you for a total
[24:46]
project,
>> 14,000 under. I, you know, I think we
[24:49]
could probably even get them to give us
some shop drawings after they determine
[24:54]
what needed to be uh replaced, but you
know, we we can talk about that and
[24:59]
bring something back.
>> Is it erosion control and all of that or
[25:02]
is it just fix what we have? Does that
make sense?

» It's fixing structurally.
>> So, it's no other

» We will we will look at that. My brother
had some ideas. Uh there's probably a
[25:14]
little bit coming off the road that gets
there that could be solved with uh a
[25:19]
little bit of uh uh paving uh a swale, a
curb, something to prevent the road from
[25:26]
coming off, but I don't think we're
going to be able to do much with
[25:29]
anything that falls on the the side of
the hill and comes down.
[25:33]
Now, are we looking at this from the
perspective that this is going to fix
[25:36]
the problem that is there right now and
we're not going to just fix a little
[25:40]
part of it and then five years from now
have another thing go wrong with more
[25:45]
erosion taking place? So, are we looking
at the whole picture of the stairs or we
[25:49]
just looking at one little part of it?
>> Well, I need to I need to go back and
[25:53]
see. They don't I don't think they
really pinpointed we're going to look
[25:57]
from A to B. They said they're going to
look at the stairs and the landing. Um I
[26:03]
would like to get out there when they
get their structural guy out there and
[26:07]
make sure there's no other problems.

» So altogether because I think last month
we were talking that it could be 400,000
[26:16]
or more. So right now now we're back to
that it could be like 200,000.
[26:20]
» Yeah, it it that could be a little that
could be a little better. Uh you know,
[26:24]
they were a little vague on whether or
not they were going to bring in the
[26:27]
grouted rip wrap to protect the area
down uh downstream. that could be an
[26:32]
added expense later. Um, there was a few
things that were vague simply because
[26:38]
they haven't gotten a structural
engineer on site yet either. So, we I
[26:43]
think we need to pin a few things down
with them other than just them do this
[26:48]
and and all of a sudden we're back in
here. Well, it didn't include it. So, we
[26:52]
need to change order. Let's we need to
we need to pinpoint them a little better
[26:56]
before we say okay on it.
>> I kind of agree with Adam here. is
[26:59]

right now we see the main problem is the
[27:04]
platform, right? But that's a large
stair system.

are there any other problems, you know,

them to look, you know, further down the

with them and fine-tune what we've got
and see if see if that's something the
[28:01]
city wants to do.

» Uh staying at Red Hill, we've we've met
with uh Team Rubicon on August 11th. So,
[28:16]
Team Rubicon
is a nonprofit group that travels
[28:22]
and they
[28:25]
they respond
usually after disasters,
[28:31]
but also uh help communities for the
prevention of a disaster such as like
[28:38]
the trees at Red Hill catching fire
and the discussion that was made there's
[28:45]
been a lot
talk prior to meeting with them about we
[28:49]
need to cut all the trees down. They're
a fire hazard. Cutting all the trees
[28:53]
down is just not feasible.
Um what we've come up with is we're
[28:58]
going to have to create
a a fire break somewhere.
[29:05]
There really needs to be one toward the
east side where the the fieldhouse, not
[29:11]
the fieldhouse, but the press box is at.
They built everything really close to
[29:16]
the trees. Um I've already spoke with
the district.
[29:22]
I'm going to leave that up to them to
see what they want to do. But the more
[29:27]
trees that we remove on
either the east or the the com the the
[29:33]
furthest east side or really most mostly
the east side, the more that we're
[29:38]
looking at dirt coming in onto the the
school property.
[29:42]
There are things that you can put in
place like Kenny was talking about mats
[29:48]
and different things that will prevent
those type of issues, but they're really
[29:52]
expensive. So,
uh, we requested to meet with them on on
[29:59]
the 17th of this month one more time.
And I think we're gonna just have a
[30:05]
discussion about creating a fire break
to the northwest
[30:10]
that will divide the section going into
the residentials.
[30:15]
There's a couple houses up there. Um,
that would essentially give the fire
[30:19]
department plenty of time to respond.
And you know, if we get a big fire,
[30:25]
hopefully they can get under control
before it reaches a house.
[30:30]
But if again, we can what if everything
to death. A lot of embers go up, then we
[30:36]
have a lot of issues with fires
everywhere. But that's that seems to be
[30:43]
the best solution is to create that fire
break. And then um
[30:48]
I brought up
[30:52]
watching like games from the top of Red
Hill. In the past, everybody pe people
[30:58]
would go up there and was able to see
the entire field. Now you can't you can
[31:02]
only see a quarter of it now because the
trees have all grown up. So that'll be
[31:06]
part of the discussion
with them to see if we can trim some
[31:10]
trees down to get the you know just for
view purposes. Uh, but that's going to
[31:16]
be our goal here coming up pretty quick.
Again, it's nonprofit. They don't charge
[31:22]
us anything. If the city can help in any
way, um, that's usually
[31:29]
what happens at other places. Cities
will chip in what they can. We We
[31:34]
probably will. And it it it would
probably look like a a loader or
[31:39]
something removing trees out of their
way while they're cutting stuff down. Uh
[31:42]
maybe renting a chipper, I don't know.
But um that's going to be our solution
[31:47]
for the Red Hill. Removing all the trees
is a really bad idea like we've all
[31:52]
talked about. We think the erosion at
the stairs is bad. If we did something
[31:57]
like that, we'd sure wish we didn't.
But uh you have any questions about
[32:05]
» that organization? I was going to ask is
that if you remove those trees and the
[32:09]
roots from that system, it's going to
cause more erosion and speed up that
[32:13]
process. And if we're going to be fixing
the stairs as it is, aren't we just
[32:17]
creating another problem on top of what
we already have?

» Right. And if you leave stumps
everywhere, how does that look, too?

It's just it's not a simple solution out
there. It's I think the fire break is
[32:30]
going to be the the best solution that
we've got. And it's not just me showing
[32:36]
out up out there with the engineer and
team Rubicon and our emergency manager.
[32:40]
We have the MLAN County emergency
manager coming out along with uh his
[32:46]
associates. We've got
uh the fire chief.
[32:51]
I mean, we have a lot of people involved
out coming out there and having a
[32:54]
discussion about this. It's not just a
PCEL problem, you know, just a few of us
[33:00]
talking about it. We're We've got a
group little group going.
[33:05]
» And Bobby, I have another question with
the stairs, especially since we know
[33:09]
there's an erosion problem and the
potential danger of people going up
[33:13]
there, especially kids going on those
stairs. How do we have that roped off or
[33:18]
secured off to prevent that? Because I
have heard um that there have been some
[33:23]
kids and stuff up on those steps.
they're going to continue to to do it.
[33:28]
But the answer to your question is it
was roped off. It was taped off. They
[33:33]
just break it. Uh so I had them put
jersey barriers on the top and the the
[33:40]
bottom section with a sign and if
somebody ignores those signs and goes
[33:46]
around them, we can't stop. We can't
post somebody out there 247
[33:51]
and then something happens. I mean, we
can only do so much.
[33:56]
That's really that's all we can do.
Nobody's going to be able to move a
[33:59]
jersey barrier by hand anyway or four or
five friends. It's not going to happen.

Off to the next subject. Uh do the
property where the old hospital was.
[34:16]
Domino. I've been in contact with
uh the owner. Um, building permit has
[34:24]
been submitted. The ODOT driveway
agreement I've signed off on and it's
[34:30]
been sent for approval on August 20th.
Not quite sure why it needs an approval.
[34:36]
There's already a driveway there.
Um, they ripped out the paved parking
[34:42]
lot this last week. Dirt work supposed
to start uh this week or next.
[34:50]
should take probably four to five weeks
for the dirt work. Uh that will also
[34:56]
include the water detention for the
entire nine nine acres. All necessary
[35:02]
utility relocations been completed
during construction.
[35:06]
Uh construction
should be completed on the store in 7 to
[35:11]
8 months and then marketing for pad
sites is ongoing
[35:17]
which I believe is the development of
the rest of the block.
[35:28]
We'll go with the school crossing.
um did some research on the school
[35:34]
crossing for the junior high and high
school.
[35:37]
Spoke with a BJ Hawkins with TA TEC
traffic engineering consultants. They're
[35:45]
the ones that performed the last three
traffic studies for the city. Um one of
[35:50]
them was on North 9th in front of the
elementary school where we did the
[35:54]
improvements up there. um they did the
traffic study for the crossing at the
[36:00]
junior high high school. So he was
involved in all of it. Um according to
[36:06]
him,
they were tasked with one for doing the
[36:10]
traffic study, two working with ODOT and
and try to find funding for the city to
[36:15]
make this happen. Um it was mostly
talked about to be a roundabout, not so
[36:23]
much a traffic light. Um the big hurdle
right now is
[36:29]
funding. So if ODOT
he's he's reaching out to the certain
[36:37]
individuals at ODOT to re-engage with
them to see if there's any possibility
[36:43]
that that they would help us with the
project.
[36:46]
Um if they don't
then it's strictly up to us to fund the
[36:53]
project.
So, that being said, if
[36:58]
that's the case, I've already spoke with
Win and, you know, going to the the
[37:03]
grant writer to find something that that
would help with this.
[37:07]
If we can't find a grant, then it's all
the city all the city funds, which I
[37:12]
don't know what something like that
would cost, but I imagine it'll be in
[37:16]
the millions.
Um
[37:22]
and again a lot of what that will
consist of is
[37:27]
uh
signalization
[37:32]
turn lanes uh sidewalks etc.
Um,
[37:41]
and I don't remember I remember uh the
conversations during the meeting back in
[37:46]
22 or 23, but I don't recall
if they were if we had to do a a
[37:53]
sidewalk that it should extend all the
way over to Hallmark or what the
[37:58]
conversations were. But right now, I'm
going to wait until I get uh in touch
[38:04]
back in touch with Mr. Hawkins to see
what he's got to say.

For me to order a traffic study for
$5,000 is not going to do any good

there? And if if there there are grants
like when have mentioned in the past

where we can apply for it and the school
district can also apply for for it, you

know, that they don't consider, oh, this
person's already applied for this, you

can't. I mean, that's our best scenario
for that that project, I believe. and
[40:53]
the school did let us know that they
would be willing to do that. Apply for
[40:56]
any grants that we find that are

Nobody knows what to do. People
obviously failed that part of their

driver's test on how to do um the

whatever that's called, the median. So
that's

and I did assign the guys last week to
review what we had going on out there

because there's there's a line of cars
on Green Avenue waiting for pickup and
[42:36]
we have people exiting from the same
same area that want to go southbound. So

nobody will let them in. Instead of that
person just turning and going north and
[42:49]
then, you know, turning around at the
next uh turn to make it more efficient,
[42:55]
these people are waiting, which is
causing more of a headache. But uh
[43:02]
» our guys, we had the drone up twice
looking at the big the big picture and

and we just can't see.
It's It's flowing the best it can for
[43:13]
what we have right now. And short of
putting somebody out there off of Green
[43:18]
Avenue,
primarily working traffic and and making

somebody go north or trying to stop
somebody on the state highway going
[43:27]
northbound so somebody can go across and
go south. I mean, it's just
[43:32]
we don't have the manpower for that.

we might have somebody available, but
again my point of leaving parts of the
[43:43]
city open,
taking a police officer away, you know,
[43:47]
that those type of things. So, I don't
know.

The school has their resources going on
right there. Also, directing traffic

just to the east, closer to the schools,

try. Everything costs money.

hear that

some facilities throughout the city can
be utilized a little bit better than

what we currently have them at. So, if
we I'd like Clint to come up here and

have a discussion. If it's something
[45:10]
that we're interested in doing, then you
know, we can put it on the the ag next
[45:15]
agenda or agenda afterward and vote to
go that direction.

they were continuing to work to to make

what the field is supposed to be, the
practice field. But we're prioritizing

our uh projects right now. We just can't
do all the projects at once and tie all

the money up or may not have enough

ongoing to to be done this fiscal year,
just not anytime like within the next
[45:54]
month or two, if that makes any sense.

street department. We all met at all
these different locations. Delta, I

Delta field is, McCertie Park, and um

these areas to

go over the best options of making these
areas more
[46:36]
usable for the uh for practice, for not
just for softball, but for other sports.

Um, we've gone over the
the cost and the material list. Matt
[46:53]
did. He checked it all out and uh we
would save a significant amount of money
[46:59]
um by doing this in house um parks
department, street department. Um he's
[47:06]
willing to help out in any way that he
can. Um

so that being said, we've gone over some
prices for improving Delta.

replacing some chain link, putting some
[47:21]
bases in them, making it making it a
field, not just a grass area there. Um,

but making it usable field for softball,
little league, t-ball, whatever. Uh,

that those prices are about $2,300.

the structure itself was rusted and

rotted and had to been removed. If there
like let's say there's a section of

fencing that just needs new um actual
chain link established to the existing

posts and everything. That's a different
story than like replacing full dugouts

and you know access and access points.
There's a lot more to it, but um it just

depends on the scope of work. I haven't

field where that old softball field was.

flag football team that practices there

quite often. We feel like the space is
large enough to accommodate both sports

in that area. Um so we don't have to
designate the entire area to one sport.

build a fence around that area and not
[52:49]
be able to utilize it for anything else
ever.

So that was the idea behind that.
Yeah, I mean I like the idea. I actually

talked to Andy about this before, but
the question came up about but if we

work on Delta, does it still need to be
ADA compliant? Because that's what I was
[53:08]
told about the lake field. But just as a
suggestion,

McCertie Park
would be we okay. So if we have two
[53:18]
fields, you could delta is too small for
anything above AU. So when people
[53:24]
reserve them, what could also help is
Delta could be reserved for 8U and below
[53:29]
and McCertie for 10U and up. That way
the 10U and up teams aren't being
[53:35]
blocked out because you have T-ball
teams when there's another field that
[53:38]
they could use. You know what I mean? So
I don't know if that's allowed
[53:42]
discrimination or something. They do
that at PBSA. They have certain fields
[53:47]
that are designated for different age
groups. So just a suggestion. I mean, I
[53:51]
wouldn't think that it would be, but I
would
[53:53]

either, but just looking at everything

taking it from one group of kids and
giving it to someone else. It's open for

everyone. I think that's great. And it'd
be even better once the grass is green.

people. This would give us the ability
[1:06:21]
to actually sit down as a group and sit
down and discuss items and brainstorm
[1:06:26]
ideas before we ever got here, which I
think is a great idea because I think
[1:06:31]
when you get up in front of people, I
think sometimes people tend to react a
[1:06:35]
little bit differently and not have a
lot of thought process behind some of
[1:06:39]
the things that they're going to do or
say at that time. So, it would give us
[1:06:42]
some preparation beforehand. It also let
us have meaningful conversations um that
[1:06:48]
we probably would not have otherwise.
And my idea would be is do it on a
[1:06:53]
Wednesday or Thursday the week before um
we were going to have that like at a
[1:06:58]
lunchtime or something like that. So
people that could make it could be
[1:07:02]
there.

thought really hard on are the

I don't know that I could add another

basically it goes into my second thing.

It would be redundant since we would
only be able to talk about and go over

what is on that agenda at the live
meetings. So which leads into the other
[1:08:26]
thing then the live meetings we wouldn't
have anything to discuss because we've
[1:08:29]
already talked about it. Um, but my
biggest thing on this is I don't like
[1:08:36]
the idea of any type of perception that
we as council are trying to hide
[1:08:41]
information. And yes, while it might be
an open meeting, it still could give
[1:08:45]
that perception. So for me, I would
never want the public to think that
[1:08:50]
we're having quote unquote secret
meetings, even though it's open. I
[1:08:55]
understand that, but a lot of people
probably would not understand that. Um,
[1:09:01]
and for me, I meet with Andy, when Bobby
I mean, I take that that's our
[1:09:08]
responsibility. We should all be doing
that anyway when we go over the agenda.

Um, last week it was
uh Jay, myself, Andy, Wyn, and Bobby.
[1:09:21]
And honestly, that was beneficial. Um,
and I think that if we did something
[1:09:26]
like that and we just rotate it, it
doesn't need to be the same two people

each week that does that and then after
that you can call and have your
[1:09:35]
conversations. I mean, so that's kind of
my stance on it.

their opinion in a council meeting. Not

very many people do that, but they're
able to do that. So, um, I appreciate

the the thought, um, Adam. Uh but
personally I personally feel like you

know we are doing what we're doing now
in a sufficient and efficient way. Um

that's just my two cents. So
one thing I would like to add is that I
[1:13:00]
think my view of looking at things is a
lot from being on teams running teams
[1:13:07]
and being on effective boards. And I do
know that when you are working with any
[1:13:12]
type of board or any type of group, if
you don't come together and you don't
[1:13:16]
meet together and you don't go over
things together, there's always going to
[1:13:20]
be things that slip through. And when
you look at some of the meetings even
[1:13:23]
that we've had in the past where we're
asking questions that I think if we had
[1:13:27]
been together beforehand, we would have
had a better pattern. We wouldn't be
[1:13:31]
asking redundant questions. We'd be able
to do that. I do understand what um you
[1:13:36]
know, Congresswoman Phillips is saying
and Congressman Wheat and and stuff and
[1:13:41]
I and I definitely understand where
Andy's coming from too because it does
[1:13:44]
put a lot on her her plate. I'm just
saying that's just from my perspective
[1:13:48]
and my experience when I look at things
that just like for example coming up the
[1:13:53]
hospital board's going to have a
strategic planning meeting. There's a
[1:13:56]
reason why they meet together to go over
things that even though you have an
[1:14:00]
agenda, even though you have it ahead
ahead of time, but it was a suggestion
[1:14:04]
that, like I said, I came up with when I
went to that meeting, too, because I
[1:14:07]
know there's other cities that are doing
that currently to try and address some
[1:14:11]
of the issues that they find.

severely past due. The time period in
which they had to claim these has passed

by about seven years. Uh 2019 was when
they were due to be turned on. Um,
[1:19:47]
from my understanding, they were told to
still present them and council can
[1:19:51]
approve or deny them as they come. Um,
with that being said, I think it sets a
[1:19:59]
bad precedent going forward with current
developments that we have going on. I
[1:20:04]
mean, take our neighbors up north. You
know, they have more neighborhoods being
[1:20:09]
developed than you can actually count.
Um, and so it just sets that precedent
[1:20:13]
that even though we established these
timelines and these deadlines, they're
[1:20:17]
not real. And so it's just something
that we need to think about. It doesn't
[1:20:21]
matter to me whose name is on the the
voucher. It's nothing to do with that.
[1:20:25]
It's just strictly the timeline and the
date that we're we're talking about. It
[1:20:29]
was it was written on their vouchers
their specific date to be done by and
[1:20:34]
we're now, you know, seven years past
that. So

determined that it was in the best
[1:22:00]
interest of the city, I suppose, to
allow them to go through.

But those were two years expired.

And we're also talking about unbudgeted
funds. These are funds that are not
[1:22:19]
budgeted for. Um we don't have just a
bucket for these types of things because

the vouchers are issued. We know how

amounts that the vouchers are for. Um
and so it it does negatively impact us.

Um on a budget aspect as well because
this was something that happened in

acquisition. It does not include the
actual right-of-way acquisition. That's

under item nine. Uh there was a cost
estimate at the very end of the

agreement that has been uh vetted and
approved by OTAA.

Uh so they are on board with all of
this. We will be subbing out uh
[1:34:05]
surveying to uh Pinnacle who's done most
of our surveying uh within PCEL projects
[1:34:13]
in the past. So you know is there any
questions? We're this thing is this
[1:34:18]
thing is is a hot timeline. We're going
to have five, six people full-time on it
[1:34:24]
for a long time to get this completed.
And it's our goal to go to DEEQ
[1:34:32]
as soon as possible.
Just this may not be the right place to
[1:34:36]
ask the question, but
there's numerous people asking, is this
[1:34:42]
going to affect water pressure on this
side of town if we're moving this tank
[1:34:46]
somewhere else further?
>> No.

» So, and that was And can you explain
that? So anybody listening can maybe

understand the concept because I every
everybody I talked to are talking uh the
[1:34:58]
water tower we're moving supplies
pressure to the north part of town
[1:35:03]
basically the hospital and further north
and then all the way out past the ODOT
[1:35:08]
building uh out through there. We're
moving the tower but we're going to keep
[1:35:14]
it at the same elevation. That's why we
have to move it a ways. We do not have a
[1:35:18]
site picked yet. Um, we will be picking
a site, but it has to be comparable
[1:35:23]
elevation. That's what drives your
pressure. How tall that tower is and
[1:35:28]
where the water is in that tower. It
will not affect pressure.
[1:35:32]
» So, regardless of it's moved several
miles away, the pressure is not going to
[1:35:37]
be affected. pressure is not going to
because with this if it's moved too far
[1:35:42]
and there could be fire flows that
affect some pressure, we will be
[1:35:46]
upgrading the pump station on Grant
Street to offset that if that occurs.

Again, until we get a final site, we
won't know the hydraulics, which is part
[1:35:59]
of this project. Get the hydraulics, get
it all submitted to DEEQ for their
[1:36:04]
approval.

This is uh an approved vendor as far as
[1:38:04]
OTAA is concerned. We are utilizing
their survey division to do the survey
[1:38:11]
for the project. So, it really only made
sense to allow their right-of-way
[1:38:16]
acquisition, who's right across the
hall, to do the right-of-way
[1:38:20]
acquisition. It's going to speed up the
process, not having a third company
[1:38:24]
involved in the thing. So, I I ran it by
OTAA. Are you okay with it? OTAA was
[1:38:30]
fine with us with us uh recommending
Pinnacle.
[1:38:34]
» And the reason that it's open-ended is
because the specifics, how many need to
[1:38:39]
be acquired and or there's different
different ways that each different
[1:38:45]
acquisition has to be priced and
calculated. We won't know those numbers
[1:38:48]
until more definitive like timeline of
where and um

just how it's going to be done.
