[4:42] And so my proposal project would be a dog library
[4:46] where people can get sticks and glue sticks or toys.
[4:52] My project would be made out of treated wood.

[5:00] for some quite years of being weathered.
[5:04] This would be a permanent future added to the dog part
[5:08] and possibly some other areas such as
[5:12] around the journey home walking paths
[5:14] and Lions Pond, central Park and by Bir
[5:20] and by Birch Park.
[5:23] I am making a global connection by researching the needs
[5:28] for the dog library and rifle.
[5:31] If I added one over at the lion's pond,

[17:18] where they would like the facility located.
[17:22] And then you can see all of the things that came out of
[17:26] the survey that rifle was lacking.
[17:28] So indoor swimming track, indoor soccer.
[17:34] Y'all remember the build
[17:35] sender Activity that we did?
[17:40] I'm not gonna stop too much,
[17:42] but the postcards of feedback we got from the community,
[17:47] we did a market analysis, which is it, it's in the appendix
[17:51] of this draft
[17:52] that you can go look at if you haven't already.
[17:54] And it looks at operational costs.
[17:57] So building costs, staffing costs, all of those together.
[18:01] And that's where we get like the $750,000 deficit spend.
[18:05] If you had the full aquatics facility, that
[18:10] report focuses on a service area, which you can see
[18:14] is highlighted in blue.
[18:16] So about roughly about a 30 minute drive at five 15
[18:21] in the afternoon on a weekday to get to the facility.
[18:24] So trying to be realistic
[18:30] touches more on the market analysis,
[18:34] community engagement that we did through the process.
[18:40] And then we kind of got into the big ideas section of it
[18:43] where we focused on survey results.
[18:46] We had 138 survey results that we sent out
[18:49] or that we received that identified these priorities.
[18:54] So indoor track, indoor turf activity, gym.
[18:58] And that's how we decided what the programming was for this.
[19:03] And then you can see some initial concepts of
[19:06] what the facility could be based off those results.
[19:10] And then the evolution of metro park, once we
[19:16] determined that was the site we wanted
[19:17] to focus this survey on
[19:19] or this study, you can see we started with a building
[19:23] that was up against the pool and focused on putting a roof
[19:27] or a, a structure over the lap pool of the existing pool.
[19:32] And then you can see the evolution of us shifting away from
[19:35] that and shifting the facility to the corner
[19:38] of 16th and railroad
[19:41] Because an awning just isn't structurally
[19:46] It was the, the design team's opinions
[19:50] that it, it would lose value
[19:52] to the outdoor pool if you put a structure over the lap pool
[19:55] because it would be permanent.
[19:57] And so you would lose the ability to have that amenity
[20:02] plus site restrictions.
[20:04] If we put a building in between the leisure pool
[20:07] and the lap pool, there wasn't enough room for access
[20:10] for people to walk along that site.
[20:11] So it really just, it didn't fit for a permanent structure.
[20:15] And it was expensive. Yep. For what you were doing.
[20:17] It was about $7 million and add an indoor pool
[20:20] and it's about 12 more or 12 million.
[20:23] So what's, what's the, yeah when you're spending
[20:27] that much money, getting a a benefit without
[20:32] losing value in something is super important.
[20:34] And so that's why we shifted away from the cover.
[20:38] And then you could see kind
[20:39] of the concept plan for Deerfield.
[20:41] This was the concept plan for Metro Park as well.
[20:45] And so this is what it would look like without the pool.
[20:50] About a 38,000 square foot building without the pool
[20:54] and it's about 60,000 square feet with the pool.
[21:01] And then this was the first concept plan
[21:03] with the just covering the existing lap pool
[21:07] and then just going back through more community engagement.
[21:10] They attended hometown holidays
[21:13] and then if y'all remember we went over the tours
[21:15] that Annie was able to attend with us
[21:19] to see different amenities at different facilities.
[21:21] And so this just touches on where we stopped
[21:29] And then this just kind of goes into the more,
[21:31] into the evolution of the building, moving it around
[21:37] another just picture of
[21:40] what the building could potentially look like.
[21:43] See the pool doesn't look very big
[21:45] or that small in that picture.

[21:50] And then this just kind of goes into things
[21:51] that still need to be worked out.
[21:56] But Programming, this is the breakdown
[22:00] for programming for the facility without a pool.
[22:04] And then this is the breakdown with the pool
[22:09] and then just going into the final operations plan, that's
[22:12] where they'll talk about the, the subsidy that it'll take
[22:16] to operate both facilities if it would ever to happen.
[22:21] So, and then at the end
[22:23] of this process they'll help us start to look at what type
[22:27] of tax question
[22:29] or bond question would be required for construction
[22:33] and then most likely operation as well.
[22:37] 'cause the current one that sales tax cannot
[22:40] operate an aquatics facility like shown
[22:45] with current levels of operation.
[22:52] And then I'll just pull up the model real quick.

[23:22] is kind of the programming that we're looking at right now.
