[20:08]
that in these times of
[20:09]
uncertainty that we're able to look to
[20:12]
you that that uncertainty through you
[20:15]
will lead us to certain things moving
[20:18]
forward in our lives we pray for those
[20:20]

[20:23]

[20:40]
name we pray amen is there a motion to approve
[20:50]
tonight's
[20:52]
agenda make a motion we approve the
[20:54]
agenda second and moved by David
[20:57]
seconded by John
[20:59]
any
[21:01]
discussion hearing no discussion all
[21:03]
those in favor of approving the agenda
[21:04]
say I I I
[21:07]
opposed agenda is approved now time for
[21:10]
public comment we have a few people want
[21:13]
to speak this evening uh this is an
[21:16]
opportunity for citizens to come before
[21:18]
the council with comments and concerns
[21:20]
on any current city issue knowing that
[21:22]
no action will be taken
[21:24]
tonight all that I ask is that you keep
[21:26]
a civil and respectful and within 5
[21:29]
minutes however discussion of personnel
[21:32]
or of individual members of the common
[21:35]
Council shall not be considered
[21:37]
appropriate I would also expect Council
[21:40]
to treat the citizens with the same
[21:43]
respect when I call your name please
[21:45]
step forward to the lecturn here and
[21:49]
state your name and address before you
[21:51]
uh start your
[21:54]
discussion first person is Jeff
[21:57]
Blackburn
[22:04]
my name is Jeff Blackburn I live at 553
[22:07]
Hall Street
[22:09]
ripping uh I'm just here
[22:12]
to bring up anything new or if anybody
[22:15]
has any questions about the ATV routes
[22:17]
and the city
[22:18]
limits um pretty much went over
[22:21]
everything in the last meeting I do have
[22:24]
some books that I've received that Ben
[22:27]
has a copy
[22:29]
um I received these they're actually
[22:31]
from the kettle Marine area from the ATV
[22:35]
clubs around that area that this is
[22:38]
their pamphlet that they use to acquire
[22:41]
routes so if anybody wants a copy just
[22:44]
let me know explains everything word for
[22:48]
word
[22:50]
um last night was the town of rien
[22:53]
meeting it's going to get brought back
[22:56]
up again next month they're waiting for
[22:58]
phone calls and emails to get back and
[23:01]
get any information that they've been
[23:03]
looking for but in the meantime since
[23:05]
the last time we met here I believe was
[23:08]
two months
[23:10]
ago
[23:12]
um some of the surrounding
[23:16]
areas that are different than ripping
[23:19]
but I'm just putting it out that some of
[23:22]
the other areas that I've gotten on
[23:24]
board town of Oakfield is
[23:26]
passed uh Nikia my Township and NEP esum
[23:31]
Township are marked and
[23:34]
open um that connects elero and the
[23:37]
friendship
[23:38]
Township um town of Rosendale meeting
[23:41]
was last night uh I I asked them about
[23:45]
it and they wanted information as soon
[23:47]
as possible so their board members could
[23:49]
talk about
[23:50]
it um so they have their
[23:53]
information
[23:55]
um town of Rushford is open
[23:59]
the town of wapan is open and then also
[24:02]
the city of wapan has has been open and
[24:06]
uh UDA had their meeting last night and
[24:10]
they passed so they're in the process to
[24:12]
start writing an agenda uh writing the
[24:15]
ordinance and the town of atonement also
[24:18]
passed a couple weeks ago so at this
[24:22]
point everything to the south of us is
[24:26]
open will be open with the town of Moman
[24:30]
and I don't know where the town of ripen
[24:32]
is really going to sit on
[24:35]
it um I mean they're interested in us
[24:38]
coming and talking about it but with
[24:40]
this Co it's impossible to get people to
[24:42]
come I live in the city so what I
[24:46]
say doesn't have that much value because
[24:49]
there's nobody else there but somebody's
[24:53]
got to start the more people get driving
[24:55]
around I believe and seeing the signs of
[24:58]
around the community people are going
[25:00]
to ask about it cuz there's people that
[25:03]
have ATVs that have no idea that there's
[25:06]
routes so I just know from the
[25:09]
standpoint with some of the business
[25:11]
owners I talk to in town downtown and at
[25:15]
the retail end of town on the west end
[25:16]
of town they think it would help their
[25:21]
business um like the downtown people
[25:24]
think that the ATV traffic would get
[25:28]
people to venture the long way through
[25:31]
town to travel on a mini vacation or
[25:34]
something versus traveling with a car
[25:36]
like last night I use the example
[25:39]
traveling from like ashkash to Juno you
[25:41]
don't drive through downtown rien to get
[25:43]
there you go around RI and and take the
[25:46]
highway so I think there's a lot of
[25:49]
opportunity
[25:51]
for exposure for businesses that people
[25:54]
don't even know exist in the
[25:56]
town so with
[26:01]
that
[26:02]
uh in the city we don't have any streets
[26:05]
over 35 mil an hour so that really isn't
[26:09]
nothing to discuss but uh one thing that
[26:13]
I would like myself to see is for the
[26:17]
minimum age limit to be 16 and have a
[26:19]
valid driver's license in order to
[26:21]
operate so with that you're going to
[26:24]
have people that are going to probably
[26:25]
break the law and ride that are young
[26:27]
but their parents are going to find out
[26:29]
and it's a pretty hefty
[26:31]
fine so I mean
[26:34]
it's kind of will take care of
[26:37]
itself and like the fellow said that
[26:39]
come last time you know it's going to be
[26:41]
busy at first if you would open the
[26:44]
routes in the middle of June they're
[26:46]
probably going to be super busy versus
[26:48]
opening them now and having the people
[26:51]
that really want to
[26:53]
ride get out and do it now and then come
[26:56]
springtime when it's nice you don't have everybody out at one
[27:00]
time
[27:02]
so I would just mainly like to see the
[27:05]
16-year-old age limit just for
[27:07]
[Music]
[27:08]
safety and that's your five minutes
[27:12]
that's it
[27:14]
[Music]
[27:15]
too all right thank
[27:18]
you do you want you want to
[27:22]
those anybody would like a copy that's
[27:25]
super informative it explains all the
[27:27]
laws
[27:29]
finds
[27:33]
statistics just leave with Lori she can
[27:44]
distribute I apologize though I didn't I
[27:46]
didn't have time to get it converted
[27:48]
over to the city of ripping but the
[27:50]
formats for the township it's all the
[27:53]
same besides the map all right thank
[27:56]
you all right next I will call
[27:59]
Marcy
[28:09]
Culver hi there my name is Marcy Calver
[28:12]
my address is w47 49 St Road 2373
[28:16]
Princeton
[28:18]
Wisconsin so I'm here because I own
[28:21]
Marcy's pet spa in rien I've been here
[28:23]
for about four years a little over four
[28:25]
years and I've grown and I am asking for
[28:30]
um permission to do some overnight stay
[28:33]
for dogs so um I I have a grooming salon
[28:37]
right now and I have a grooming Academy
[28:39]
and we have training um cat grooming dog
[28:42]
grooming um everything that we need for
[28:45]
this area but we do need um some
[28:47]
overnight stay for dogs a lot of my
[28:49]
clients um come to my house in the city
[28:52]
in Princeton and we do some boarding
[28:54]
there but we just need a a safe place
[28:56]
for them to be able to stay so I've sent
[28:59]
you all my um information from my other
[29:02]
two locations I have three locations um
[29:05]
so I've been doing this for about 15
[29:07]
years and I have two really successful
[29:10]
um boarding facilities up in one in West
[29:12]
Salem and one in Sparta they're about
[29:15]
10,000 square fet I have about 40
[29:18]
employees and we do um a lot of
[29:21]
overnight boarding so um I just feel
[29:24]
like it's really needed for my ripping
[29:26]
clients to have a place to put their
[29:27]
dogs for a safe like a safe stay um so
[29:31]
as you can tell on the papers we do um
[29:33]
rooms we don't do kennels so we do like
[29:36]
a I think they're like a 4x4 inch or 4x4
[29:39]
foot room some of them are 5x5 um Katie
[29:42]
can give you more information on that
[29:43]
but um and they're just a room for them
[29:46]
to stay in with like a noise barrier and basically they have um just a nice
[29:51]
easy place to stay so we don't do
[29:54]
canaline so that's just something I've
[29:56]
never wanted to do or never believed in
[29:58]
because I wouldn't want my dogs to be in
[29:59]
a
[30:00]
kennel so that's what we've done and
[30:02]
I've done that for about 13 years in
[30:04]
West Salem I have 35 um rooms up there
[30:07]
um soundproof beautiful rooms as you can
[30:10]
tell um so that's what kind of what I'm
[30:13]
asking to do and the building that I'm
[30:14]
looking to purchase I gave you the
[30:16]
information on is the old um New Image
[30:18]
building in town on
[30:20]
23 and um it's perfect for what I'm
[30:24]
wanting to do because I want to do like
[30:26]
a joggy um Hotel Airbnb very very nice
[30:30]
rooms very soundproof um and just like
[30:33]
an extension of my business and only
[30:35]
really from my clients so usually all my
[30:37]
boarding clients have to be a client of
[30:40]
mine from a nail trim or something so we
[30:43]
kind of compact the business so that's
[30:45]
kind of what I'm asking to do um that
[30:47]
building is perfect for me I would
[30:50]
extend I would keep both locations for
[30:52]
now and eventually um eventually down
[30:55]
the road probably just have the one but
[30:57]
I would keep them both both and um right
[30:59]
now I have grooming I have boarding I
[31:00]
have grooming I have a grooming Academy
[31:04]
training and I just think that this is a
[31:07]
something that rien could use and um
[31:10]
yeah and I plan to make if you can see
[31:11]
the rooms very soundproof very safe and
[31:15]
we don't plan on doing a daycare ever
[31:17]
but we what we do is we have a little
[31:18]
room set aside for our boarding dogs so
[31:21]
they go in the their Suites at night and
[31:23]
they go in the little room during the
[31:24]
day so there's very little barking my
[31:26]
West salum location we have we we're in
[31:28]
a residential um business area but we're in a business area but our whole
[31:33]
area is residential so we're round
[31:34]
houses and we have had no complaints so we take the dogs out of the boarding
[31:39]
Suites at about 6:30 in the morning then
[31:41]
they're in a little play area through
[31:43]
the day and then we put them back in
[31:44]
about 8:30 at night so they don't stay
[31:46]
in their suets all day they're very
[31:48]
tired they sleep good so I just really
[31:51]
am hoping that riffen will allow me to
[31:52]
do this cuz I think it'll be a really
[31:54]
good extension um for the area so we
[31:56]
only want to do 10 rooms in the basement
[31:58]
of this building for this
[32:01]
so yeah and I think I sent you guys all
[32:03]
my information so um I'm I will if this works out and it's approved I
[32:09]
will put an offering on the building and
[32:11]
go forward and I out and our outdoor
[32:13]
area will be about 15 to 20 um it's not
[32:16]
a big area um just for um the boarding
[32:20]
dogs to go out during the day but it
[32:22]
will be a vinyl fence or a wood fence
[32:24]
and it'll be a small area so we do a lot
[32:27]
of um boarding dogs will get walks
[32:29]
because we'll only have 10 of them so um
[32:32]
it's pretty basic and simple I don't
[32:34]
I've been doing this a long time I
[32:35]
haven't had any issues um my other
[32:37]
location is in Sparta by Fort McCoy we
[32:40]
have 35 boarding Suites in both of L's
[32:42]
locations so this one will be a smaller
[32:43]
level and it'll just I think it'll be a
[32:46]
really great addition to my business and
[32:48]
what this area needs and I'm really
[32:50]
hoping that rippen will see it as like
[32:52]
an Airbnb or a doggy Hotel type
[32:55]
environment so so it's a it's uh very
[32:58]
minimal boarding Suites and I'm hoping
[33:01]
that um we can just ease the pain for
[33:03]
this area because there's nowhere to
[33:05]
take your dogs for an overnight stay
[33:07]
that people feel comfortable with so
[33:09]
that's what I'm asking
[33:11]
for all right um if you stick around the
[33:15]
council members might have some
[33:16]
questions for we get to that discussion
[33:17]
I okay great thank you thank you uh
[33:21]
Katie henriksson
[33:29]
hi um Katy Henrickson West Salem W 4183
[33:33]
sesa Drive um I just kind of wanted to
[33:36]
back up what Marcy said so I run our
[33:38]
West Salem location um so that's our
[33:40]
really main busiest location um and I
[33:44]
don't know if you guys have any
[33:45]
questions about how we do our overnight
[33:48]
pet stay there but um she kind of hit on
[33:50]
all the main points it's a a 5x5 squ
[33:53]
foot room a suite we call it so um I
[33:56]
take people on tours a lot through there
[33:58]
and I'm always impressed by people are
[34:00]
so happy that they get to see the room
[34:02]
their dog stays in and it's not a kenel
[34:05]
um generally we've had a lot of good
[34:07]
success with our pet STS at W Salem so
[34:11]
um I'm here maybe later if people have
[34:13]
more questions about that I'd love to
[34:14]
answer
[34:15]
them yeah thank
[34:20]
you all right uh that is all I have for
[34:23]
public comment so next order businesses
[34:26]
to accept the
[34:29]
uh um I have a comment I I think it
[34:33]
would be incredibly remiss if the C the
[34:37]
council did not commend um an and her
[34:41]
election crew for the wonderful job that
[34:45]
they did uh with the the national
[34:48]
election local state um but record
[34:52]
turnout um talked with many people they
[34:55]
said the process was well done
[34:58]
was quick was safe um well run and um I I think they deserve it commodation
[35:06]
for all of their
[35:09]
[Music]
[35:17]
efforts thank you
[35:19]
L all right uh now we'll move on to
[35:22]
accepting the uh reports from standing
[35:25]
committees and staff is there a motion
[35:27]
to do that
[35:30]
I I would like I want to make a motion
[35:32]
to pull item number seven uh the report
[35:35]
of the senior
[35:38]
center I don't I
[35:42]
need is that a motion to approve
[35:45]
everything with the exception of item
[35:47]
number seven that is correct
[35:51]
second has been moved and seconded any
[35:55]
discussion hearing none other those in favor of approving the uh
[36:00]
committee reports except for item number
[36:01]
seven say I I I opposed those are
[36:05]
approved
[36:07]
anding the reason why I pulled that is
[36:09]
that I just wanted to take a moment to
[36:12]
highlight uh to the public that our
[36:14]
director of the senior center naren uh
[36:17]
did ask us for help to spread the word
[36:20]
that there are meals available to All
[36:21]
fondak County residents 60 and older uh
[36:24]
or having a spouse who's 60 or older and
[36:26]
that um that the meals are available
[36:29]
Monday through Friday except for
[36:31]
holidays for a $3 suggested donation and
[36:34]
especially during this time of a
[36:36]
challenging times I wanted to just make
[36:39]
sure that our folks all throughout the
[36:41]
county know that they can contact the
[36:43]
senior center and um get get a a a warm
[36:51]
meal and so this is why I pulled that
[36:53]
item and so at this point I move to
[36:56]
approve item number seven the report
[36:59]
from the Senior Citizens Center is there
[37:02]
a second for that second mov by Jolene
[37:06]
seconded by David any discussion
[37:09]
Jim the senior Senate will not be
[37:11]
delivering those meals and they are not
[37:13]
coining those meals correct they have to
[37:15]
get a friend or relative to go pick up
[37:16]
those
[37:17]
meals with the covid situation I do not
[37:20]
believe with the fin County that we can
[37:22]
be delivering those correct so um I do
[37:26]
think just so people are aware we're not
[37:28]
delivering that they can we will help
[37:30]
them arrange getting a meal yes so here
[37:32]
it says the direct language which is
[37:34]
also available I believe on our website
[37:37]
when we submit this you know the reports
[37:40]
correct um all reports are available on
[37:43]
the website under the
[37:45]
minutes uh of the meeting laor did you
[37:47]
are you shaking your head yes that this
[37:49]
will be up on in the minutes there the
[37:53]
yeah the minutes are the whole agenda
[37:55]
packet is on the website everything you
[37:56]
have before for you yeah so um thank you
[37:59]
uh Mr word for saying that so A Friend
[38:01]
neighbor or relative May pick up the
[38:03]
meal and bring to the recipient if the
[38:05]
recipient is unable to get the meal so
[38:07]
that's a very good point and the meals
[38:09]
are take home and eat you do not come to
[38:11]
the senior center to pick to to eat to
[38:14]
eat them
[38:19]
yes any further discussion or
[38:24]
questions all those in favor of
[38:27]
approving item number seven say I I I
[38:30]
opposed that's
[38:32]
approved uh tonight on the consent
[38:35]
calendar we just have the minutes from
[38:37]
several meetings is there a motion to
[38:39]
approve
[38:40]
that motion to approve it second by Ben
[38:44]
seconded by John any
[38:48]
discussion hearing none all those in
[38:51]
favor of approving the consent calendar
[38:52]
say I I opposed that is approved
[38:57]
moving on to discussion items uh first
[39:00]
item is the pet
[39:03]
boarding anyone like to start the
[39:05]
discussion or we' kind of got a synopsis
[39:08]
already what what is what is what is
[39:10]
going on yeah what is the deal with this
[39:12]
whole thing do you want to start this I
[39:14]
will I will Lori and I have had some
[39:17]
discussions with Marcy and Marcy and I
[39:20]
have had some discussions over the last
[39:22]
couple of weeks regarding this concept
[39:25]
and she presented it very well to the
[39:28]
body in the sense that she has an
[39:30]
existing business but the business that
[39:33]
she has does not allow for kenneling or
[39:37]
boarding those are the words in our
[39:39]
current ordinance and kenneling or
[39:42]
boarding can only take place in a zone
[39:45]
of agricultural there's is no other
[39:48]
kennel or bordering boarding of animals
[39:52]
anywhere else in the city so what she's
[39:55]
indicating is she's ated a property in a
[40:00]
particular Zone and I think it's is that
[40:02]
B2 Lori yes B2 Zone uh that may be
[40:06]
perfect for her needs if it were to be
[40:10]
permitted it is not permitted so this
[40:13]
evening what she is seeking from the
[40:16]
common council is direction that this
[40:19]
matter be referred to the plan
[40:21]
commission to amend the ordinance to
[40:25]
reflect that there is a another type of
[40:29]
activity other than kenneling or
[40:32]
boarding and Lori and I went back and
[40:34]
forth in terms of trying to come up with
[40:35]
a name and I think this evening pet
[40:38]
hotel may be as good as any quite
[40:41]
frankly pet Spot pet pet Spas doesn't
[40:44]
suggest overnight pet hotel does so
[40:46]
maybe it's a pet hotel that we would
[40:50]
consider as a city in certain zones with
[40:55]
restrictions on condition use granting
[40:58]
within that zone right now there is no
[41:01]
way that she can do this there is no way
[41:03]
that this would be permitted at that
[41:05]
location she'd have to find an
[41:07]
agricultural location under the current
[41:10]
written words of our ordinance so that
[41:13]
is what she is seeking and essentially
[41:16]
it's a motion from this body if they
[41:18]
have any interest and I think she did a
[41:20]
good job of presenting it and there's
[41:22]
someone here to answer other questions
[41:23]
is to move it to the plan commission to
[41:26]
study whether or not pet hotels at
[41:30]
certain locations in the city would be a
[41:34]
new use of property in certain zones
[41:39]
with certain
[41:40]
restrictions then for the sake of
[41:42]
additional discussion I'll make a motion
[41:44]
move to the plan Planning Commission for
[41:47]
consideration second move B seconded by give it to
[41:53]
John any further discussion on this
[41:59]
topic
[42:00]
tonight and and then it will come back
[42:03]
to us for final approval of the
[42:04]
ordinance so that we'll come back to
[42:06]
council again absolutely the plan
[42:08]
commission is going to take a look at it
[42:10]
um it seemed like a reasonable offer
[42:13]
certainly other communities have done
[42:16]
this it to me seems to be different than
[42:19]
kenneling and boarding and so it is
[42:22]
something to at least look at as a
[42:23]
community and where that may be
[42:27]
appropriately situated in our community
[42:29]
and again keeping the string of
[42:31]
conditional use available if it were to
[42:34]
be granted in a given
[42:36]
situation the only other comment would
[42:38]
be with the plan commission to look at
[42:40]
um possibly with our present day pet
[42:43]
ordinance as far as the community with
[42:46]
needing approval of surrounding areas or
[42:48]
something like that not sure if it's
[42:50]
pertinent or not but it may be something
[42:52]
to look at because then if we Chang this
[42:55]
one then we're changing another one
[42:57]
uh in a residential area instead of a B2
[42:59]
that's why I think the definition is so
[43:01]
important correct I think the definition
[43:03]
defining a pet hotel as opposed to
[43:06]
liberalizing
[43:08]
kenneling um I think is really the key
[43:10]
to it and I think Marc did a good job of
[43:13]
laying out that it's different and the
[43:15]
definition of what that means in a state
[43:18]
exactly exactly thank you
[43:27]
um so I know that the the purpose of our
[43:30]
council is to make sure when anything
[43:31]
new is is brought forth that we make
[43:33]
sure all of our eyes are dotted te's are
[43:35]
crossed um but I'm conscious that the
[43:37]
person that brought forward this change
[43:39]
Marcy who's here tonight um is looking
[43:42]
at needing to put in a a bid to even uh
[43:46]
have this project be considered for her
[43:49]
I don't know how timely that is but I'm
[43:51]
conscious that bringing this to plan
[43:52]
commission and then coming back here
[43:55]
what what is the estimated time frame
[43:57]
that this process will be before it
[44:00]
could be approved officially yeah it's
[44:02]
as quickly as the plan commission can
[44:04]
move on it and you can make an offer
[44:06]
contingent on the approval she
[44:08]
absolutely can so I think that she can
[44:11]
do that if she gets a sense that this
[44:14]
Council might be positive to it I I
[44:17]
think that um I don't know what type of
[44:19]
indication uh we it's a motion that L
[44:23]
has made would be assigned to her that
[44:25]
at least it's moving forward
[44:27]
and I think the strength of her argument
[44:30]
lies in the details and I think you saw
[44:33]
that she's done her homework so um you
[44:35]
know nobody can guarantee it right
[44:37]
nobody can guarantee it and and you're
[44:39]
not making those kind of motions on a
[44:41]
zoning question uh you know I appreciate
[44:43]
what you're saying but it's amending a
[44:46]
zoning ordinance that has to take place
[44:48]
there is no other way around this we
[44:50]
can't suddenly stand up and say oh never
[44:52]
mind our ordinance and I'm not asking
[44:54]
for that to be clear no no no I
[44:55]
understand I I just want to make it
[44:57]
clear to the listening public and to uh
[45:00]
the potential applicant that if I if
[45:03]
Lori and I could find another way to
[45:05]
bring it to the common Council we
[45:07]
probably would have there is only one
[45:09]
way and that's to amend the law and
[45:11]
there's a process for that and that's
[45:13]
the motion that's been made this
[45:20]
evening yes I'd just like to say I've
[45:23]
personally been at Marcy's West Salem
[45:26]
location it Top Notch is clean they have
[45:30]
good workers um every the customers feel
[45:34]
safe dropping off their their pets so um
[45:38]
I would say it would be a good fit in
[45:40]
ripping if we can make it work legally
[45:43]
in that
[45:50]
location you just looking to make an
[45:52]
exception for this one case or are we
[45:54]
changing the law completely changing the
[45:56]
law and that's why that's why I preface
[45:58]
my comments that I think you want to
[46:01]
distinguish it from boarding and
[46:03]
kenneling and so Lori and I have kind of
[46:05]
kicked it back and forth and Marcy was
[46:07]
aware of my concerns and I think as good
[46:12]
as anything is pet hotel and I think
[46:14]
John's comments kind of tie back into
[46:16]
that So the plan commission's got to
[46:18]
wrestle with definition okay um just
[46:20]
going to get the definition and make
[46:22]
where a B2 can be
[46:25]
a hotel yep okay that hotel conditional
[46:29]
use in B2 zoning is probably as
[46:33]
expansive as we would get I don't think
[46:36]
uh anybody here is looking to stick it
[46:38]
in a residential area or anything like a
[46:40]
residential area but B2 has many types
[46:43]
of uses right that one could argue are
[46:47]
sometimes noisy sometimes busy sometimes
[46:51]
whatever other objections you might have
[46:53]
to it
[46:59]
any other questions
[47:05]
comments hearing none all those in favor
[47:09]
of uh moving this item to be referred to
[47:13]
the plan commission say I I
[47:17]
opposed all right that will be taken up
[47:19]
by the plan commission so Merc you
[47:21]
understand what's going on do you
[47:23]
understand the next steps going to plan
[47:24]
commission I think so yeah yeah we'll
[47:27]
come back here so Lori will be in touch
[47:29]
with you and let you know in the plan
[47:30]
commission when it'll be on the agenda
[47:32]
so you guys can be part of that sorry
[47:35]
laor will get in touch with you guys
[47:36]
when it's going to be on the plan
[47:37]
commission so then you can be part of
[47:39]
that yeah and I know L just said my real
[47:41]
like um if I I know you can't give me a
[47:43]
time frame but I'm probably going to put
[47:44]
an offer on the building just contingent
[47:46]
with this because I don't want someone
[47:48]
else to get it but I haven't seen much
[47:50]
interest in the building but um there is
[47:52]
no way to give any type of time frame is
[47:53]
that correct
[47:58]
well plan commission meets next week so
[48:00]
we can get it on their agenda
[48:08]
and all
[48:10]
right moving on to the next item the uh
[48:13]
Amendment to The Chronic nuisance
[48:16]
premises
[48:20]
ordinance thanks Mr Mayor um as the
[48:23]
council knows uh we've had some
[48:25]
discussions throughout the summer and
[48:28]
early fall here about code enforcement
[48:31]
and issues involving that throughout the
[48:33]
city um we've had discussions at length
[48:36]
really about that topic so um if you
[48:39]
recall the last time that we kind of
[48:41]
raised that topic uh one of the things
[48:43]
that we decided to do was myself along
[48:45]
with City attorney City administrator
[48:48]
director of Public Works got together to
[48:50]
kind of figure out where we were going
[48:52]
what we needed to do what we needed to
[48:54]
address in order to move forward with
[48:56]
some code enforcement concerns that we
[48:58]
were seeing um basically the discussion
[49:01]
that we had uh between that group of
[49:04]
people um really validated the need that
[49:07]
we needed to have those three entities
[49:10]
that are currently involved in CT
[49:12]
enforcement the Police Department Public
[49:14]
Works and building inspector code
[49:17]
enforcement uh continue to be involved
[49:19]
in those things however we recognize
[49:22]
that there needs to be some adjustments
[49:24]
made in the process to run smoother cre
[49:26]
create more accountability and um
[49:29]
enforcement
[49:31]
response so uh some of the changes that
[49:34]
we're moving forward with um as we
[49:38]
tackle this issue is the police
[49:40]
department will now transition will
[49:43]
handle all those things that we have
[49:44]
been handling but we'll go towards
[49:47]
enforcing The Tall Grass noxious weeds
[49:49]
any trash garbage type complaints um
[49:52]
take those away from the code
[49:54]
enforcement building inspector uh of
[49:57]
Public Works will continue to handle any
[49:59]
complaints involving snow snow removal
[50:02]
trees any of those type of code issues
[50:05]
that they normally would work with in
[50:07]
their normal process anyways and then
[50:10]
code enforcement will handle pretty much
[50:13]
uh building issues um signage uh
[50:17]
structure type complaints that we have
[50:20]
but the the important function now is
[50:23]
that what we're proposing is more of a
[50:25]
team approach so that when we get a
[50:28]
problem property that instead of the
[50:32]
police department going one day and
[50:33]
addressing an issue and then the next
[50:35]
day code enforcement goes and addresses
[50:37]
another issue and the following day DPW
[50:40]
goes and addresses the other issue the
[50:42]
police department basically will
[50:44]
coordinate a response by all those
[50:45]
entities together so we go to that
[50:47]
property a problem property and we
[50:49]
address all of those issues at one time
[50:52]
what we believe that will do
[50:54]
will um offer more of an ability to
[50:57]
communicate on these issues uh between
[50:59]
the departments on enforcement issues um
[51:02]
document those issues properly follow up
[51:04]
with appropriate enforcement action that
[51:06]
should be needed
[51:08]
okay the ordinance that you're looking
[51:10]
at tonight is really the first step in
[51:13]
doing that um some of the other things
[51:15]
entities that we would incorporate into
[51:17]
that team approach would be things like
[51:20]
um the fire department for example so if
[51:22]
we have a problem
[51:24]
property that is not you know maybe
[51:27]
they're mandated to have fire alarms or
[51:31]
working smoke detectors or elevator
[51:33]
issues and they're not doing that they
[51:35]
would be part of that response team as
[51:37]
well okay um so this code or the the
[51:42]
amendments to the ordinance that you're
[51:43]
looking at really is the first step in
[51:47]
developing that plan because we need to
[51:49]
address a couple things there if you
[51:51]
look at the enforcement or at at the
[51:53]
ordinance that's in your packet
[51:56]
couple things we did right away just
[51:58]
remember on The Chronic nuisance
[51:59]
property these are incidents that you
[52:02]
see a list of incidents there that are
[52:04]
three times on separate days in a
[52:05]
six-month period can get your property
[52:07]
into that nuisance chronic nuisance
[52:09]
property issue however the change here
[52:14]
there's an exception to that uh
[52:16]
typically in the past it was one
[52:19]
violation involving 961 violations so
[52:23]
for example if we served a search
[52:24]
warrant on a property for manufactured
[52:26]
delivery of control
[52:27]
substances um on a drug search warrant
[52:30]
for example that automatically kicked
[52:32]
that property into a chronic nuisance
[52:33]
property it's a onetime offense okay
[52:36]
versus having you do that three times in
[52:38]
order to get him there so what we did
[52:40]
then is we modified that
[52:42]
exception um paragraph a little bit to
[52:46]
include um the whole chapter 961 which
[52:49]
is the drug chapter um the chapter 944
[52:54]
which is crimes of sexual immorality
[52:57]
so these are issues like um prostitution
[53:01]
um lud and lascivious behavior um issues
[53:04]
like that that were kind
[53:06]
of individually identified in the old
[53:08]
ordinance that's what we're looking to
[53:10]
group those together because personally
[53:12]
I felt that you know if you've got
[53:14]
somebody violating
[53:16]
that crime we shouldn't have to wait for
[53:20]
three times violations in order to kick
[53:22]
that same thing with the uh
[53:25]
9482 possession of child pornography we
[53:28]
shouldn't have to wait for three times
[53:29]
for that to occur in order to kick that
[53:31]
into the chronic nuisance property that
[53:33]
happens one time at a property it gets
[53:34]
kicked into that chronic nuisance
[53:36]
property
[53:37]
okay um the other issues that we
[53:40]
addressed in the ordinance were adding
[53:42]
towards like the bottom uh number 15 and
[53:45]
16 violations of fire code and
[53:48]
violations of building code so if we've
[53:49]
got a property that's dilapidated that's
[53:52]
having issues and the code enforcement
[53:54]
officer the building inspector is
[53:55]
identifying those issues if they
[53:57]
continue to have issues or if the fire
[54:00]
department addresses issues there and
[54:02]
they continue to have issues and don't
[54:04]
fix it they can potentially kick that location into this chronic nuisance
[54:10]
property as part of that team approach
[54:13]
um again three or more violations within
[54:15]
a six-month period um the rest of the
[54:18]
ordinance is pretty much the same
[54:22]
um we're working internally within the
[54:24]
police department to address uh some
[54:27]
additional enforcement issues we're
[54:28]
modifying our our school resource
[54:31]
officer Community liaison position that
[54:34]
we're creating for the summertime to
[54:36]
address a lot of the code enforcement
[54:37]
issues as well so we're working on that
[54:39]
internally as well but this is really
[54:41]
the first step the approval of this
[54:43]
ordinance is the first step towards
[54:45]
addressing those chronic code
[54:48]
enforcement issues that we've been
[54:49]
dealing with for
[54:52]
sometime questions on that
[55:00]
are you looking for approval of the
[55:01]
ordinance tonight B yes I believe that's
[55:04]
what we're yes looking for yeah
[55:09]
yes thank
[55:13]
you
[55:15]
um can you remind me when someone has
[55:18]
one of these uh violations is this
[55:20]
available for the public to see uh how
[55:24]
you know how could might someone know how many violations someone has is
[55:29]
that public
[55:34]
knowledge what they could I suppose do
[55:37]
is file an open records request okay so
[55:41]
you know I I'm not sure where you're
[55:42]
going or what you're asking there but
[55:44]
potentially let's say you have a a
[55:47]
renter that's looking to rent a property
[55:50]
they could potentially come down and
[55:51]
file an open records request asking for
[55:54]
complaints at that location for a time
[55:57]
period okay past six months past year
[55:59]
whatever okay is that is that yeah I was
[56:01]
just curious that would probably be
[56:04]
because if they issued a citation now
[56:06]
with the Municipal Court um that doesn't
[56:09]
even go on CCAP or anything like that so
[56:11]
it would have to be an open records
[56:12]
request to get that obviously there'd be
[56:15]
a record we'd have a record and it would be subject to whether it's
[56:19]
pending yes prosecution you would not
[56:22]
see it until it's concluded correct like
[56:26]
deiving anybody of due process um the
[56:29]
open records request would not allow
[56:31]
them to see it until a conclusion has
[56:33]
been reach and there's obviously the
[56:35]
open records laws would apply to that as
[56:37]
far as information that's
[56:39]
released can you also remind me so the I do think it's strange that we are
[56:44]
spending our police enforcement time
[56:46]
which is so valuable on tall grass and
[56:48]
noxious weeds um and and I know that
[56:52]
there are some folks that I think
[56:54]
there's a difference between someone not
[56:55]
caring about their property and someone
[56:57]
choosing to have a well-groomed yard
[57:00]
that has taller grass for ethical
[57:02]
reasons for the environment I know that
[57:04]
currently right now we don't have
[57:06]
anything in place to allow those folks
[57:07]
to be
[57:08]
designated um I don't I don't know if
[57:10]
that plays into here now it's just
[57:12]
something that I do want to State
[57:13]
because I'm conscious that there have
[57:14]
been a number of people uh from the city
[57:17]
in the past that have um stated that
[57:20]
they're frustrated that they that there
[57:22]
are not exceptions and I also feel that
[57:23]
there's probably I assume frustration
[57:25]
that the Poli that your time is spent on
[57:29]
something like this um but do the police
[57:32]
already respond to to grass and noxious
[57:34]
weed so we're not if we approve this
[57:36]
we're not saying you now handle more are
[57:38]
we no right you're not approving
[57:40]
anything other than the ordinance this
[57:42]
evening okay yeah ordinance changes bill
[57:44]
was just laying out how the
[57:46]
administration looks to go forward got
[57:48]
it with enforcing ordinances that we
[57:50]
have in the books using all the
[57:52]
resources available and he mentioned
[57:54]
that the police department might be able
[57:56]
to use some Personnel that they have to
[57:59]
assist in it um the biggest complaint
[58:01]
that we see in the city is Citizens
[58:05]
seeing things that they see every day
[58:08]
and they're saying why is that still
[58:10]
there when it was there last week and
[58:12]
then it was there last month and so we
[58:15]
recognize that in the nuisance world and
[58:18]
so we're trying to to remedy it by
[58:21]
putting as many resources together as we
[58:23]
can and typically those complaints
[58:25]
people people don't know who to call so
[58:27]
they call the police department so
[58:29]
that's why it's important this team
[58:31]
concept is important for that because we
[58:34]
document those complaints within our
[58:36]
internal computer rated dispatch system
[58:39]
uh we're able to then forward those
[58:40]
complaints maybe to DPW to address the
[58:43]
Tall Grass issues where they issue the
[58:45]
notice we're just kind of taking that
[58:47]
back um and and dealing with that yeah
[58:54]
thanks move approval of the ordinance
[58:57]
I'll second
[58:59]
that mov by Al and seconded by jool any
[59:03]
discussion Jim two questions number nine
[59:05]
talks about trespassing would that how
[59:08]
would that be against the owner or the
[59:11]
premises versus somebody on their
[59:13]
property so are you going to then call
[59:15]
that a nuisance property because there
[59:16]
is a trespassing complaint on their
[59:18]
property I you're right Bill sorry yeah
[59:21]
so there's an exception Incorporated in
[59:24]
here that if the owner of the
[59:26]
establishment or the owner of the
[59:27]
property is the one making the complaint
[59:29]
correct that doesn't count as a nuisance
[59:32]
that doesn't count as a violation one of
[59:34]
the three so what we don't want to have
[59:36]
is you know for a let's say a
[59:39]
landlord um reporting that they're
[59:41]
having problems with a tenant we want
[59:44]
them to call so we can help them solve
[59:45]
that problem so we don't penalize that
[59:48]
landlord or that owner for making those
[59:51]
calls but now if the neighbors's calling
[59:53]
saying hey there's loud noise over there
[59:56]
every day do something about it now that
[59:59]
becomes an issue but if the landlord
[1:00:01]
himself or the owner of the property is
[1:00:03]
calling us for those issues that's not a
[1:00:05]
violation section c right who also is
[1:00:08]
that what does that answer your question
[1:00:11]
okay the change in ownership as well
[1:00:12]
obviously if the property changes
[1:00:13]
ownership does that then property get
[1:00:17]
reset to zeros across the board uh
[1:00:19]
probably yep because we would have to
[1:00:21]
provide
[1:00:22]
notice as part of that again I think J's
[1:00:26]
point if I bought the property how would
[1:00:27]
I know that I don't have any strikes in
[1:00:30]
a sense cuz I could I could get a noise
[1:00:32]
complaint just because I was playing my
[1:00:34]
music in the garage too loud right we
[1:00:35]
would give them notice and and quite
[1:00:37]
frankly the The Chronic nuisance
[1:00:41]
properties that we're dealing with
[1:00:42]
aren't
[1:00:43]
those you knower yeah they're major I
[1:00:46]
mean we're having I'll be honest with
[1:00:49]
you I sent a letter this week to a
[1:00:50]
property owner that we've been to that
[1:00:52]
property 13 times since September 1st
[1:00:55]
weekly yeah so that's a chronic property
[1:00:58]
that's a problem that needs to be
[1:00:59]
addressed so yeah that's an
[1:01:06]
example further questions or
[1:01:14]
discussion one more time any further
[1:01:16]
questions or
[1:01:20]
discussion hearing none we'll do a roll
[1:01:22]
call vote on this
[1:01:24]
Lori Mr Mr Shader hi Mrs shot singer hi
[1:01:28]
Mr Hansen hi Mr gallops hi Mr Morrison
[1:01:31]
hi Mr wch hi Mr split I motion carries
[1:01:35]
unanimously good thank
[1:01:38]
you all right next item up is the
[1:01:42]
Dispatch Center Chief back to you sure
[1:01:45]
thank you Mr Mayor um obviously I hope
[1:01:47]
that you had an opportunity to
[1:01:49]
review um a stack of documents that were
[1:01:52]
supplied to you within your packet um
[1:01:56]
on this topic if you remember we had
[1:01:58]
discussions back in August um on this
[1:02:02]
topic and at that time you would ask for
[1:02:04]
some additional information and
[1:02:07]
that's getting this forward to you
[1:02:09]
tonight about some of that additional
[1:02:11]
information that you would requested and
[1:02:13]
um inquired about um so really after the
[1:02:17]
discussion in in August um two available
[1:02:21]
options uh for your consideration and
[1:02:24]
for more information for you um on
[1:02:26]
retaining dispatch Services here within
[1:02:28]
the city of ripin as we currently are um
[1:02:31]
and secondly moving Communications
[1:02:33]
possibly towards the falite county
[1:02:35]
Communication
[1:02:36]
Center let's talk about the first one
[1:02:38]
the first uh issue first and I'm just
[1:02:41]
kind of going to not going to go through
[1:02:42]
the documents that you were supplied to
[1:02:44]
word by word or line by line but I'm
[1:02:46]
just going to kind of give you a a
[1:02:48]
synopsis of that
[1:02:51]
information um option number one
[1:02:53]
retaining the dispatch Services we had
[1:02:55]
asked about or you had asked about some
[1:02:57]
transition needs um costs some of those
[1:03:00]
issues obviously with retaining the
[1:03:03]
dispatch service here that would be very
[1:03:06]
limited in terms of transition needs if
[1:03:09]
that occurs uh control of the Dispatch
[1:03:11]
Center would remain with the police
[1:03:13]
department with the chief of police um
[1:03:15]
as we operate currently some of the
[1:03:17]
things that would need to occur um that
[1:03:20]
are outlined in your packet uh some of
[1:03:21]
the
[1:03:22]
highlights uh we would continue with a
[1:03:24]
$25,000 budgeted uh expenditure for the
[1:03:27]
radio room reconfiguration if you
[1:03:29]
remember we had some discussions about
[1:03:31]
that that was budgeted for in 2020 but
[1:03:34]
we've put that on hold based on this
[1:03:37]
conversation um and obviously if if uh
[1:03:41]
retention is what we desire then then
[1:03:44]
that project those funds would need to
[1:03:46]
be carried over to 2021 and we would uh
[1:03:48]
take care of that project then
[1:03:50]
replacement of a radio repeater um
[1:03:54]
budgeted about $5,000 needs to be done a
[1:03:56]
repeater basically so you understand is
[1:04:00]
a is a is a way to boost radio
[1:04:03]
transmission so the the fre the
[1:04:05]
transmission goes maybe from The
[1:04:07]
Dispatch Center to the repeater and then
[1:04:09]
it goes out from there so it's a higher
[1:04:12]
boost for that communication just so you
[1:04:14]
understand what that is replacement of
[1:04:16]
the backup fire department computer
[1:04:18]
system we have a backup page a paging
[1:04:20]
system that um is at the fire department
[1:04:23]
um that's operating on a Windows 7 I
[1:04:25]
believe believe computer right now so
[1:04:28]
that uh system would have to be replaced
[1:04:30]
and then reprogrammed um cost about
[1:04:33]
$14,000 there replace of the 911 phone
[1:04:37]
system Hardware obviously we had some
[1:04:39]
major discussions about that um that is
[1:04:41]
an um Antiquated system um that needs to
[1:04:45]
be replaced um it has to be replaced
[1:04:49]
um and you know um possibly we could
[1:04:55]
cross our fingers and get through
[1:04:57]
another year but that's going to have to
[1:04:59]
be something that needs to be addressed
[1:05:01]
either with a a budget issue or
[1:05:06]
um um borrowing or something some type
[1:05:09]
of plan there to replace that system uh
[1:05:11]
dispatch computers um we estimate
[1:05:14]
because of their remember in the fall of
[1:05:16]
21 we're looking at finac county is
[1:05:18]
going to be changing CAD computer rated
[1:05:21]
dispatch as well as record management
[1:05:22]
system so you're looking at we're going
[1:05:25]
to have to upgrade some computers within
[1:05:26]
our Dispatch Center so that's part of
[1:05:29]
that all of those things would be
[1:05:32]
transition needs if we're not
[1:05:34]
transitioning if you will okay um and we
[1:05:37]
can accomplish um quite a few of those
[1:05:39]
things um I'm I understand based on the
[1:05:43]
budget passing tonight there's $20,000
[1:05:45]
in the EMS budget to replace computers
[1:05:48]
that would cover the dispatch computers
[1:05:50]
as well as the fire department computer
[1:05:52]
um and again the 911 system obviously
[1:05:55]
probably on hold until 2022 hopefully it
[1:05:58]
gets us through there um that's a
[1:06:00]
day-to-day system
[1:06:03]
um otherwise we going to need to borrow
[1:06:05]
for that or or figure out something
[1:06:07]
there I just don't know what the
[1:06:08]
solution
[1:06:10]
is um one of the things I would suggest
[1:06:13]
is if we decide to retain Dispatch
[1:06:16]
Center here I think we need to establish
[1:06:19]
some type of replacement fund um so that
[1:06:21]
we're not in this situation again as far
[1:06:23]
as Hardware um
[1:06:26]
if we choose not to go to folac County I
[1:06:28]
think that that would be imperative we
[1:06:29]
need to probably think about setting
[1:06:31]
some money aside for commit
[1:06:35]
understanding that the commitment would
[1:06:36]
be for the long term with that Center um
[1:06:40]
costs associated with that um retention
[1:06:43]
are outlined on page three of your um
[1:06:45]
packet that I gave you um Council has
[1:06:49]
been very supportive in the past of
[1:06:50]
dispatch and uh certainly we appreciate
[1:06:53]
that um this provides you this
[1:06:55]
information provides you with that
[1:06:57]
information that you need to
[1:06:59]
see what that looks like going forward
[1:07:02]
and what the future looks like if
[1:07:03]
retention is what's desired here
[1:07:06]
okay as far as the second op option um
[1:07:10]
transfer to finac County dispatch um
[1:07:12]
based on the August meeting there was
[1:07:13]
some questions and things that you would
[1:07:15]
like clarified so so hopefully we were
[1:07:18]
able to do that with the information I
[1:07:19]
was provided to
[1:07:21]
you if that occurs if if that's the
[1:07:23]
desire uh what we would recommend
[1:07:25]
commend or what I would recommend is a
[1:07:27]
phase in process
[1:07:30]
um and what does that look like well
[1:07:32]
that basically looks like
[1:07:35]
um in doing a phase in process we would
[1:07:38]
you know the three major components here
[1:07:40]
police fire and EMS fire department is
[1:07:43]
the has the least needs if transfer does
[1:07:47]
occur so um they basically have radio
[1:07:50]
issues reprogramming those type of
[1:07:52]
issues um they would probably be the
[1:07:54]
first in that phase in to go so we would
[1:07:57]
suggest uh March of 2021 if that is what we decide we want to do um EMS we
[1:08:06]
would phase in as a second portion of
[1:08:08]
that phase in and look for a Target date
[1:08:10]
of July of 20 of next year 2021
[1:08:14]
obviously T Chief Tel can explain to you
[1:08:17]
the Necessities if you decide to go that
[1:08:19]
route um including his future needs and
[1:08:22]
any operational issues um that he sees
[1:08:25]
in any cost projections or concerns that
[1:08:27]
he has with
[1:08:28]
that uh the police department we would
[1:08:31]
then shoot for a
[1:08:34]
um switch over by September 1st of
[1:08:37]
2021 obviously there's a multitude of
[1:08:40]
issues that need to be addressed um
[1:08:41]
before that time which are outlined for
[1:08:43]
you in the packet that I included
[1:08:46]
um what I would suggest is if if that if
[1:08:50]
we do do that is I would suggest that
[1:08:53]
$225,000 that we talked about for for
[1:08:55]
the radio room
[1:08:58]
reconfiguration that's going to need to
[1:09:00]
be carried over um I would suggest that
[1:09:02]
we take that 25,000 with the additional
[1:09:04]
20,000 that EMS has put in their budget
[1:09:08]
put that in a separate account and allow
[1:09:10]
police and fire to utilize that or
[1:09:12]
police and EMS to utilize that for those
[1:09:15]
transition needs so whatever expenses
[1:09:17]
come up we can utilize from those monies
[1:09:20]
that are there
[1:09:23]
um obviously the the the other issues
[1:09:26]
then cost to the city for that transfer
[1:09:29]
um to finac County
[1:09:31]
dispatch uh finac County uh you see a
[1:09:34]
letter in there from the felet county
[1:09:37]
executive um the cost on the levy by
[1:09:39]
felet County would be two $200,000 per
[1:09:42]
year um and that would be in perpetuity
[1:09:45]
so that would be forever um or at least
[1:09:50]
until um that County exec is there but
[1:09:54]
that's the agreement that is is in place
[1:09:56]
or that he's offered so
[1:09:59]
um one of the other issues that uh you
[1:10:02]
asked about was um whether the
[1:10:04]
communications officers would be care
[1:10:06]
taken care of if a transfer is done uh
[1:10:09]
one of the proposal things that I placed
[1:10:10]
into that included under the police
[1:10:12]
department transfer would be that health
[1:10:14]
insurance would continue through 2021 or
[1:10:18]
until Jan or through the year of 2021
[1:10:21]
for those Communications officers or
[1:10:24]
until they get
[1:10:26]
employment um which offers them health
[1:10:28]
insurance um whichever happens first so
[1:10:31]
either the end of the year or um they
[1:10:34]
get other health
[1:10:35]
insurance they're obviously eligible for
[1:10:38]
payout on some of the liabilities that
[1:10:40]
you see for the employees that I've
[1:10:42]
included in the packet so you see what
[1:10:43]
those numbers are um they're also
[1:10:46]
eligible for hire at folac County they
[1:10:48]
would need to apply for those positions
[1:10:51]
and go through that process and they vac
[1:10:54]
County would make that decision on on
[1:10:56]
hiring um those
[1:10:59]
employees um so that's kind of a
[1:11:02]
synopsis of the information that was
[1:11:03]
included on the second portion of that
[1:11:05]
or the second option for you to
[1:11:07]
consider really in conclusion before I
[1:11:09]
turn it over to chief chief teach out
[1:11:11]
and chief Saul for any additional
[1:11:13]
comments I just want to you know repeat
[1:11:15]
to you the goals kind of and why we
[1:11:18]
started talking about this in the
[1:11:19]
beginning really was to educate your me
[1:11:22]
or educate the members of the Council on
[1:11:24]
the operations of the Communication
[1:11:26]
Center what do they do what what happens
[1:11:28]
and what's their function here explain
[1:11:30]
the vital role that communication plays
[1:11:32]
for our emergency responders within the
[1:11:34]
city and understand that obviously with
[1:11:37]
several new councilmen it was important
[1:11:39]
and Council women it was important for
[1:11:40]
you to understand the critical role that
[1:11:42]
they play provide you with an overview
[1:11:45]
of the critical infrastructure needs um
[1:11:48]
shall we continue with with uh
[1:11:50]
dispatching here in the city and the
[1:11:52]
cost of the continuation if that's the
[1:11:55]
um if that's the route that you choose
[1:11:57]
to go obviously um there's a lot of
[1:12:01]
things to consider here and then finally
[1:12:03]
to give you a cost option for an
[1:12:05]
alternative operations if we decided
[1:12:07]
that vanac County communications was
[1:12:09]
something we were interested
[1:12:11]
in obviously there's a lot of talk in
[1:12:13]
this document about money um it's just
[1:12:16]
important to remember that it's not just
[1:12:18]
about the money um in this in this
[1:12:20]
picture um obviously that is important
[1:12:24]
for the city and a big Financial picture
[1:12:27]
of the city going forward um but the
[1:12:30]
safety and the needs of the community
[1:12:31]
should be the Forefront to this
[1:12:33]
consideration and I believe whichever
[1:12:36]
decision we make and whichever decision
[1:12:39]
we resolve to that the safety of the
[1:12:42]
community will not be compromised um if
[1:12:45]
I believe that um certainly I would not
[1:12:48]
have given you the information that
[1:12:49]
you're that you've been given um finet
[1:12:53]
County does provide excellent service
[1:12:54]
for police fire and Ems for the
[1:12:56]
remainder of the county but I want to
[1:12:59]
reiterate of the professional and great
[1:13:02]
service that our Communications officers
[1:13:04]
do for our community as well so that's
[1:13:06]
important to
[1:13:08]
understand uh if you consider the
[1:13:10]
information uh what information it needs
[1:13:12]
that Chief T out is about to supply you
[1:13:14]
with he makes a change financially
[1:13:16]
difficult to argue
[1:13:18]
for uh he needs to be able to articulate
[1:13:21]
those needs for his service and that's
[1:13:23]
his Arena and I'm not going to um
[1:13:26]
address that um certainly he he will
[1:13:29]
cover those issues again council's been
[1:13:32]
very supportive in the in continuation
[1:13:34]
of communication Services here um and
[1:13:37]
for a v variety of reasons um that we
[1:13:40]
outlined in August as to why uh we
[1:13:43]
retained our Dispatch Center here when
[1:13:44]
others didn't okay uh you must
[1:13:48]
understand you know finally that there's
[1:13:49]
a cost for that continued service and an
[1:13:52]
increased cost for that service I hope that you've got the knowledge as to
[1:13:56]
why those costs will be there in the
[1:13:58]
future I hope you're now much more
[1:14:01]
educated about the Communication Center
[1:14:03]
than when we began this discussion
[1:14:05]
several months ago um and I just you
[1:14:09]
know however any desire that you have or
[1:14:14]
need that you think is there to separate
[1:14:16]
and go to finac County should be given
[1:14:18]
deep consideration now because of the
[1:14:20]
cons the changes that are occurring
[1:14:22]
within the county and the county based
[1:14:23]
Communications model
[1:14:26]
I've tried to be as open and honest with
[1:14:28]
you as possible and as neutral as
[1:14:30]
possible in this discussion um um so
[1:14:35]
that's what I have for you and I can let
[1:14:37]
uh Chief tach out come and address you
[1:14:40]
next and then certainly we can address
[1:14:41]
questions after that or now or whatever
[1:14:44]
you want to
[1:14:45]
do I think John has a question for you I
[1:14:48]
do um I don't know which way this is
[1:14:50]
going to go but if the Dispatch Center
[1:14:53]
leaves rip and goes to fin do you have
[1:14:55]
figures on what a communication officer
[1:14:59]
makes in Fondulac County compared to
[1:15:02]
rien and benefits is it comparable or
[1:15:06]
sure as far as wages um a fondet County
[1:15:09]
communications officer starting wage is
[1:15:11]
about
[1:15:12]
$22.18 an hour in rippen it's
[1:15:16]
1741 their top wage in felet County
[1:15:20]
after 6 years they max out their top
[1:15:22]
wage is
[1:15:23]
2647 an hour and our top wage tops out
[1:15:28]
in 15 years and our top wage is
[1:15:32]
2233 so there's a $4 difference in wages
[1:15:37]
on the top wage and they they top out um
[1:15:42]
almost 10 years sooner than we do um as
[1:15:44]
far as
[1:15:46]
wages um you know and that's you know
[1:15:49]
the wage issue
[1:15:51]
is it is what it is for the city
[1:15:53]
employees
[1:15:56]
the insurance uh rates I've got them
[1:16:00]
it's kind of hard to understand what they are because they have several
[1:16:06]
different um plans uh you know I'll just
[1:16:10]
pick one um they have a blue plan a
[1:16:13]
family blue
[1:16:15]
plan um the employees
[1:16:18]
share it says it's
[1:16:20]
36850 I don't know if that's for the
[1:16:23]
year or what at
[1:16:26]
18% uh the family share bronze is
[1:16:31]
30709 at 15% and the family silver gold
[1:16:35]
Platinum is 12% at
[1:16:38]
24567 I think a
[1:16:40]
year um they're pretty comparable I
[1:16:44]
think uh single F single deductibles a
[1:16:47]
th000 families
[1:16:49]
2,000 um so you know I there's other
[1:16:52]
things here but that kind of gives you
[1:16:53]
an idea where they're at
[1:16:55]
is that kind of yeah yep that's good
[1:16:58]
thank
[1:16:59]
you I'll let Chief tachel step up and
[1:17:03]
address you and then certainly I can
[1:17:05]
come back and answer any other questions
[1:17:09]
okayer thank
[1:17:17]
you I'm John T out EMS chief for the
[1:17:20]
city of rien and thanks Bill you've uh
[1:17:23]
done a wonderful job presenting
[1:17:25]
um a lot of the information that's
[1:17:28]
fortunate for me because I can keep my
[1:17:29]
comments a lot shorter than you did um
[1:17:33]
you've all probably received my memo
[1:17:35]
about the the timeline and the
[1:17:37]
transition to fondak County given us
[1:17:39]
some serious
[1:17:41]
consideration and uh have met with Bobby
[1:17:45]
uh personally about some of the things
[1:17:48]
that our dep department does that uh is
[1:17:51]
different than what the fight County
[1:17:54]
communications centers used to and the
[1:17:57]
major my major hangup and the major
[1:18:01]
reason why I oppose moving out of our
[1:18:02]
dispatch centers we are losing the
[1:18:05]
customization that we have for paging
[1:18:07]
our individual
[1:18:09]
people uh they Bobby offered me uh two
[1:18:13]
separate page tones one's for a first
[1:18:16]
ambulance out one for a second ambulance
[1:18:19]
out and um you've got my uh memo on the
[1:18:24]
back of the memo was a random weekly
[1:18:27]
schedule that uh was of I think last
[1:18:31]
week and um it's even hard for our
[1:18:36]
dispatchers to page to figure out who's
[1:18:39]
up next to be out on a
[1:18:41]
call and uh when I explained to Bobby
[1:18:44]
kind of how that works
[1:18:46]
she nixed it and I don't blame her um
[1:18:50]
she's dispatching for with us I believe
[1:18:53]
it'll be 42 different agents for fin
[1:18:55]
County we dispatch for
[1:18:58]
three and when you're dispatched for 42
[1:19:01]
different agencies in the county you
[1:19:03]
have to do
[1:19:04]
things with more regularity than what we
[1:19:06]
do that's what makes our Dispatch Center
[1:19:09]
so special to us is we have uh
[1:19:12]
Communications officers that can look at
[1:19:15]
the schedule and know who's up and who's
[1:19:18]
available for call they can look at that
[1:19:20]
schedule and know that if a hospital
[1:19:23]
calls for transfer that we're available
[1:19:26]
to do that transfer they can look at
[1:19:28]
that schedule and know that if a
[1:19:30]
outlying area calls for Mutual Aid or a
[1:19:34]
transfer that we would be available to
[1:19:36]
do that transfer and simply say no if we
[1:19:39]
can't so that's something very special
[1:19:42]
that our Communications officers can
[1:19:45]
do um I think that's very important I've
[1:19:49]
been working with that
[1:19:51]
schedule call me a dinosaur but 36 years
[1:19:56]
and it's worked us worked out very well
[1:19:58]
served us very well and um after
[1:20:02]
discussing most of this uh information
[1:20:05]
with my staff um very few well let's
[1:20:10]
face it none have told me that they
[1:20:12]
would support moving away from the way
[1:20:14]
our schedule is now that's just the
[1:20:18]
schedule um one of the things that I've
[1:20:20]
also thrown in here for consideration is
[1:20:22]
we do do a number of uh inter facility
[1:20:26]
transfers from out of area and there
[1:20:29]
would be some loss of Revenue if we
[1:20:31]
couldn't do those and um I did talk to
[1:20:35]
Bobby about how would uh their Dispatch
[1:20:39]
Center handle a request from Aurora
[1:20:42]
hospital in Oshkosh calling us saying
[1:20:45]
hey we have a transfer can you do
[1:20:47]
it and her comment was well other
[1:20:50]
services in the county do that but
[1:20:52]
they're full-time services so they just
[1:20:54]
call up the whoever's on call for that
[1:20:56]
service and they make a decision well
[1:20:58]
that's great but we're not full-time
[1:21:00]
service I have 28 staff members 26 of
[1:21:04]
those 28 staff members are full-time
[1:21:06]
employees or Ripp and college students
[1:21:09]
they work a full-time job in addition to
[1:21:11]
volunteering and giving me hours every
[1:21:13]
week to be on the
[1:21:15]
schedule they are not interested in a 12
[1:21:18]
or 14 or 16 hour shift to sit down here
[1:21:22]
and wait for a phone call they are not
[1:21:25]
interested in trying to figure out who's
[1:21:27]
up who we should call who who Who's in
[1:21:30]
that next ambulance
[1:21:32]
out I and I don't blame him I'm not
[1:21:34]
interested in it either I work 40 hours
[1:21:36]
a week well a little bit more than 40
[1:21:40]
so that's a problem for me uh we could
[1:21:43]
go to a full-time service I put some
[1:21:45]
numbers in there but what that would
[1:21:47]
look like we are the only volunteer
[1:21:49]
Ambulance Service in Fina County
[1:21:52]
volunteer paramedic Ambulance Service in
[1:21:55]
County if we went the full-time service
[1:21:58]
my cost would be just about equal to
[1:22:00]
what we're paying our communication
[1:22:02]
centers uh dispatchers right now so I
[1:22:06]
don't see a whole lot of a whole lot of
[1:22:09]
savings in that particular option not to
[1:22:12]
mention I doubt that I could find the
[1:22:14]
staff members that would want to do
[1:22:18]
that the uh purchase of uh pagers
[1:22:24]
transferring telephone lines
[1:22:26]
reprogramming radios those are all items
[1:22:28]
that I could easily absorb in my
[1:22:31]
budget um when Bill spoke about me
[1:22:34]
budgeting
[1:22:35]
$20,000 into my budget for computer
[1:22:39]
equipment
[1:22:40]
replacement that I I consider that an
[1:22:43]
ongoing process I think my budget can
[1:22:45]
support that and if it's not used in a
[1:22:48]
year certainly we can carry those
[1:22:50]
numbers over just like I carry numbers
[1:22:52]
uh um $660,000 every year over for a new
[1:22:55]
ambulance and after four years we have
[1:22:58]
enough to pay for a new
[1:23:00]
ambulance um so those uh items or that
[1:23:05]
$20,000 I think wouldn't wouldn't be a
[1:23:08]
problem at all for for us to uh put into
[1:23:11]
our budget even uh if something were to
[1:23:14]
happen upstairs a repeater goes out
[1:23:16]
again a $5,000 expenditure depending
[1:23:19]
upon where we are in the year depending
[1:23:21]
upon my call volume depending upon my
[1:23:23]
revenues
[1:23:25]
uh I think I think we could absorb that
[1:23:27]
in the EMS budget and we wouldn't have
[1:23:29]
to look to another department to uh try
[1:23:32]
to fund
[1:23:33]
that
[1:23:35]
so Bill talked about
[1:23:38]
um he would not he won't compromise
[1:23:42]
safety for the
[1:23:43]
community I think
[1:23:47]
that going to finite County will
[1:23:49]
compromise the safety of the efficiency
[1:23:53]
of the paging system that we have have
[1:23:54]
and the efficiency of the scheduling
[1:23:56]
system that we use and um when finac
[1:24:00]
County uh Pages an ambulance they won't
[1:24:03]
know who's on call if nobody shows up in
[1:24:06]
six minutes they're just going to page
[1:24:09]
Mutual
[1:24:10]
Aid and um so now you're going to have
[1:24:14]
an ambulance coming from won or north
[1:24:15]
ponac or Ash Goos and that's going
[1:24:19]
to delay your response time too so long
[1:24:24]
and short um I adamantly oppose losing
[1:24:29]
our Dispatch Center I really do I I do
[1:24:32]
not think that it's going to be
[1:24:33]
beneficial for my department and I'm
[1:24:35]
willing to take any
[1:24:42]
questions
[1:24:44]
um thank you so much for presenting this
[1:24:48]
um and I
[1:24:50]
have great respect for you um and
[1:24:54]
because of my respect for you and
[1:24:56]
because of the letter that you submitted
[1:24:59]
which and in your strong statement right
[1:25:00]
now saying that if we move to uh
[1:25:04]
changing our communication Center um
[1:25:07]
that that's going to affect you
[1:25:08]
negatively and so when I hear that from
[1:25:11]
you it is my duty and responsibility to
[1:25:13]
take that seriously um also because
[1:25:16]
we're talking about the lives of our
[1:25:17]
friends and family here so I I met with
[1:25:21]
um and I don't know if I want to ask you
[1:25:22]
know it's perhaps it's some points for
[1:25:25]
everyone here but I can ask you um some
[1:25:27]
questions so I met I called Bobby and I
[1:25:30]
met with her last night she sat down
[1:25:32]
with me she took two hours and um I
[1:25:36]
specifically asked her about some of the
[1:25:38]
things you had submitted in your in your
[1:25:41]
memo because of course as I said they
[1:25:43]
were they were concerning so um one of
[1:25:46]
the things you know just to go
[1:25:50]
um down down the line here so one of the
[1:25:53]
things that you just said I think what I
[1:25:55]
first want to address which is
[1:25:57]
concerning to me is is if you think the
[1:25:59]
response time will go up you just you
[1:26:02]
said that if if um for example you you
[1:26:06]
mentioned this six minutes if there's
[1:26:08]
not someone that responds right can you state that again sure the what
[1:26:13]
the county does is and they do this
[1:26:16]
universally for all the ambulance
[1:26:18]
services and um primarily we're dealing
[1:26:21]
with Ambulance Service of Mount Calvary
[1:26:24]
Campell
[1:26:25]
sport um which are part-time ambulance
[1:26:28]
services in the county North vac is a
[1:26:31]
full-time service they have some with
[1:26:32]
staff on 24/7 they have a crew on 247
[1:26:35]
city folac has three stations with staff
[1:26:37]
on 24/7 you also have M Calvary Campbell
[1:26:41]
Sport and rippen those are the ambulance
[1:26:43]
services in the county Mount Calvary and
[1:26:45]
Campbell sport assign their staff
[1:26:48]
12-hour
[1:26:49]
shifts like it or not you're on call
[1:26:52]
from 6:00 a.m. to 6: p.m.
[1:26:55]
with my people I'm able to put the
[1:26:58]
schedule together based on the
[1:26:59]
availabilities they give me because
[1:27:01]
everybody works a full-time job so when
[1:27:04]
an ambulance goes out Mount Calvary is
[1:27:06]
paged they don't care if there's
[1:27:07]
somebody to staff the ambulance and in
[1:27:09]
this day and age sometimes there isn't
[1:27:11]
people to staff an ambulance that's why
[1:27:13]
you've got a long list of mutual Aid
[1:27:16]
calls that we are doing because other
[1:27:18]
people aren't able to go on those
[1:27:20]
calls so when there isn't somebody
[1:27:22]
available to staff that ambulance they
[1:27:25]
will wait 6 minutes if they don't get a
[1:27:26]
reply in a radio saying they're going in
[1:27:28]
service and they will page a mutual Aid
[1:27:33]
they'll pay out for Mutual Aid to the
[1:27:34]
closest ambulance
[1:27:37]
service so you wasted 6 minutes for that
[1:27:40]
and now you're getting a page from
[1:27:42]
another Ambulance Service and now they
[1:27:43]
have to drive the distance where they're
[1:27:46]
coming from which could be probably
[1:27:49]
another 20
[1:27:50]
minutes so so that would delay that
[1:27:52]
response so the way I understand it so if we I'm not sure what
[1:27:57]
I understood was the concern is you said
[1:27:59]
that we may get less calls if we don't
[1:28:01]
have someone available um so what she
[1:28:04]
said is that in five minutes if there is
[1:28:05]
a call for an ambulance and what she
[1:28:08]
said was five minutes okay if there is
[1:28:10]
not a response that they hear back from
[1:28:11]
rippen that what they would do is that
[1:28:14]
they would then make a call to the next
[1:28:16]
right the next closest one and if if
[1:28:19]
they get a call back stating that they
[1:28:22]
that riin now is on its way and they had
[1:28:24]
already called someone else she assured
[1:28:26]
me that then she would call that other
[1:28:28]
place off and rippen would still get
[1:28:31]
that call because now there's that
[1:28:32]
Assurance she said I can't in good faith
[1:28:34]
just hope and pray that you know they're
[1:28:37]
going to answer at some point and so
[1:28:38]
that's why their system what she said is
[1:28:39]
in place after 5 minutes but she would
[1:28:42]
always respect if then riing got a hold
[1:28:45]
and I think there was a concern about
[1:28:47]
needing a certain radio to do that and
[1:28:49]
she said if that's a concern you can
[1:28:50]
just call you can just call using a cell
[1:28:52]
phone anyone could I'm here you know
[1:28:54]
using a using a cell phone I'm not sure
[1:28:56]
that there there was a concern about
[1:28:57]
needing special equipment for that um
[1:29:00]
but she said cell phones would work just
[1:29:02]
here I was told other agencies carry
[1:29:04]
portable radios and she assured me that
[1:29:06]
you could just use a cell phone sure if you need it so that wasn't
[1:29:09]
necessarily the portable radio was not
[1:29:11]
an issue um and she also said because I
[1:29:14]
asked you know you mentioned tonight
[1:29:16]
again that she was mentioned that
[1:29:17]
there's two different tones that that
[1:29:20]
she could use and she made it clear that
[1:29:22]
she never said that she limit it to two
[1:29:24]
different tones she said that she would
[1:29:26]
like to work with you to come up with
[1:29:28]
what this system works for you so for
[1:29:30]
example with the two ambulances there
[1:29:32]
could be one tone for one ambulance one
[1:29:33]
tone for another and then there could be
[1:29:35]
an all
[1:29:36]
call um that must be page off so that so
[1:29:39]
that we don't you know she just wanted
[1:29:41]
to assure me and assure to let that know
[1:29:44]
that it's not that there's she's
[1:29:45]
limiting that that was just what a
[1:29:46]
suggestion was not getting into the
[1:29:49]
weeds not knowing if Rippon was going to
[1:29:50]
say that we're moving forward with that
[1:29:52]
um
[1:29:54]
and and so the concern then explain to
[1:29:57]
me again what you're saying about
[1:29:59]
needing someone full-time on to cover is
[1:30:03]
this someone that we need full-time to
[1:30:05]
answer a phone to see if we can do a a
[1:30:08]
transfer no a a full-time person would benefit our
[1:30:13]
agency period um I would love to have a
[1:30:16]
full-time person the place in our medar
[1:30:20]
and if that fulltime person was here
[1:30:22]
they could manage the trans they could manage all the things that
[1:30:26]
our Communications officers do for us
[1:30:27]
now if they're not on a call in addition
[1:30:30]
to that the plus to that is that if
[1:30:33]
there was a call they would jump in the
[1:30:35]
med car they would respond immediately
[1:30:36]
to the call they'd be an extra set of
[1:30:38]
hands at the call and they'd be able to
[1:30:40]
start patient care much like our police
[1:30:43]
officers now who um respond as First
[1:30:46]
Responders in this day and age of Co we
[1:30:48]
haven't had a lot of that but hopefully
[1:30:51]
uh we'll get back to that too so having
[1:30:54]
that first responder having that person
[1:30:56]
Jolene is I'd love to have that person
[1:30:59]
it it would cost us some money my
[1:31:02]
problem is is I don't think with the way
[1:31:04]
our staff is employed with 20 26 of the
[1:31:08]
28 people who work full-time that I'm
[1:31:10]
going to be able to find a person a
[1:31:12]
person 24/7 to come down here and sit
[1:31:15]
and be that response person in addition
[1:31:17]
to be that person who may be carrying
[1:31:19]
that radio or who may be making that
[1:31:21]
phone call to dispatch to let them know
[1:31:23]
that I'm I'm coming down I showed her
[1:31:26]
the same thing I just showed you how we
[1:31:28]
schedule and how our dispatcher is Page
[1:31:31]
she said there's no way she could do
[1:31:33]
that I'm saying we have we found a way
[1:31:36]
to do it and I don't blame her I'm not
[1:31:38]
trying to be critical of Bobby not at
[1:31:41]
all because when you dispatch for 42
[1:31:44]
different agencies you have to you have
[1:31:47]
to play by some pretty generic rules so
[1:31:50]
we've been very
[1:31:52]
fortunate to be able to
[1:31:54]
for me to be able to schedule my people
[1:31:56]
the way I do it so is it that you want
[1:31:58]
to schedule them so that they're not all
[1:31:59]
Wen woken up at certain times yeah that
[1:32:02]
too is that what what you're saying well
[1:32:03]
that that would if there's if there's a page for first crew or second crew a
[1:32:09]
separate tone that's going to you know
[1:32:12]
people are going to sit at home with
[1:32:13]
their pager what people are going to do
[1:32:15]
is they're going to go I'm on second
[1:32:16]
call tonight so I'm going to change it
[1:32:18]
to a different channel so I'm not
[1:32:20]
bothered by first call and then at 6:00
[1:32:22]
in the morning when I go on first call
[1:32:25]
are they going to wake up at 6:00 in the
[1:32:26]
morning turn it back and then they're
[1:32:28]
going to miss a
[1:32:29]
page so that's the problem I have with
[1:32:32]
that or did I leave it on on open or on
[1:32:35]
the first page Channel tonight and then
[1:32:39]
now I'm woke up at 3: in the morning for
[1:32:41]
a transfer because it's interesting
[1:32:43]
because I guess I'm I'm told that mount
[1:32:45]
Cav kemell Sport and North fondel like
[1:32:46]
all all get the tones all calls and so
[1:32:50]
you know obviously I don't want people
[1:32:51]
to be woken up in the middle of the
[1:32:52]
night if it's needless but it is
[1:32:54]
interesting that that is what other
[1:32:55]
facilities other CI use North vac
[1:32:58]
full-time service so when there's a call
[1:33:02]
they get
[1:33:03]
up and Mount Calvary and Campbell sport
[1:33:06]
schedule their people on 12-hour shifts
[1:33:09]
and sometimes they fill ambulance Crews
[1:33:12]
and sometimes they don't they might have
[1:33:14]
somebody who can work 6:00 to noon but
[1:33:16]
they can't work 6:00 to 600 so from 6:00
[1:33:19]
to noon they may be able to staff that
[1:33:21]
ambulance or their second ambulance but
[1:33:24]
from noon to 6 who knows if they're
[1:33:26]
going to be able to staff that ambulance
[1:33:28]
the way I put my schedule together is
[1:33:31]
the communications officers know if I
[1:33:33]
have somebody available to be on on call
[1:33:35]
at exactly you know whatever time of of
[1:33:37]
day it is and and whatever uh time frame
[1:33:40]
of the week it
[1:33:41]
is so we have incredible dispatchers and
[1:33:45]
that's and I think it's incredible as
[1:33:46]
your to your point that they they know
[1:33:47]
this schedule which is complicated to
[1:33:49]
your point um and did I hear you I I
[1:33:52]
think I just heard you say that even
[1:33:54]
hard for our dispatchers to know who is
[1:33:56]
up next I don't know if you meant to say
[1:33:57]
that yes I did um yikes yes if I I'm
[1:34:02]
hearing that it's even hard for our
[1:34:04]
dispatchers to know who is up
[1:34:07]
next um and we are advocating to keep a
[1:34:11]
system that it's hard for our the reason
[1:34:13]
why Bobby said that she could not
[1:34:17]
imagine keeping our the system that was
[1:34:18]
presented is because she knows that if
[1:34:20]
anything can be automated and they have
[1:34:22]
and because this is such stressful when
[1:34:24]
an emergency comes in that she doesn't
[1:34:27]
want someone looking at a piece of paper
[1:34:28]
wondering who to call here and who to
[1:34:30]
call here that it needs to be immediate
[1:34:32]
if this ambulance needs to be called
[1:34:33]
here that's the first tone this
[1:34:35]
ambulance here or is it an all call and
[1:34:37]
that it time is of the essence and so
[1:34:40]
she I she was very clear that she was
[1:34:43]
saying that she wouldn't consider this
[1:34:45]
because she doesn't want to go through
[1:34:46]
the hassle right she wanted to say I'll
[1:34:48]
take the time that is needed until
[1:34:50]
rippen is happy but she made it sound
[1:34:52]
like in her per
[1:34:54]
Professional Knowledge it did not seem
[1:34:58]
like this is the best system when we're
[1:35:00]
talking about timeliness and making sure
[1:35:01]
there's not mistakes and making sure
[1:35:04]
that the proper people are notified in
[1:35:05]
the quickest amount of time
[1:35:08]
um and so what she what she also
[1:35:11]
suggested was if the concern is that
[1:35:12]
people are being woken up for a call for
[1:35:14]
a transfer for example example and
[1:35:16]
they're not taking it perhaps we could
[1:35:18]
consider giving them a you know a a
[1:35:20]
payment of $5 per call or something like
[1:35:23]
that that they're woken up for and not
[1:35:24]
taken I mean that would still save us
[1:35:26]
money and we're honoring those people I
[1:35:29]
mean we could be creative like that um I
[1:35:32]
guess the other thing I'm thinking of is
[1:35:34]
when you talk about the way you handle
[1:35:36]
things the number of Staff you have and
[1:35:38]
the way you handle it it seems sort of
[1:35:39]
similar to the fire district and I don't
[1:35:41]
know perhaps maybe if if Chief stall
[1:35:44]
could come up next and explain sort of
[1:35:45]
how that system works because it does
[1:35:47]
seem like and I really respect what
[1:35:49]
you've done you Teo but it does seem
[1:35:51]
like
[1:35:53]
there could be some way to look at how
[1:35:55]
they do things to look at um how that's
[1:35:58]
being handled um or why yours couldn't
[1:36:01]
be that way perhaps maybe maybe that's
[1:36:04]
another Avenue to look at and chief sa
[1:36:07]
will get an opportunity to come up and
[1:36:08]
explain his Battalion uh schedules and
[1:36:12]
stuff like that well I guess what I want
[1:36:13]
to say is this is very when we have you
[1:36:16]
saying that this would be a detriment
[1:36:18]
this is so serious um and yet when I
[1:36:21]
talked to Bobby hin she made it sound as
[1:36:23]
though she had an answer for every
[1:36:24]
concern that we had um and it and she
[1:36:28]
from my understanding it seems like our
[1:36:31]
services would be
[1:36:32]
enhanced um in the transfers What She
[1:36:36]
Said is What a lot of other places do
[1:36:37]
the hospitals actually called directly
[1:36:39]
the ambulances nobody's going to be here
[1:36:41]
to answer that phone exactly wouldn't be
[1:36:43]
here no they call she said that the
[1:36:45]
hospitals actually have the cell phones
[1:36:47]
of the of of the people if we wanted to
[1:36:50]
like they call the person directly okay
[1:36:52]
so she also said that if you wanted to
[1:36:54]
set something up that that their
[1:36:56]
dispatch could um if there's a transfer
[1:36:59]
then you know designate it to one she's
[1:37:01]
not going to look at a schedule of who's
[1:37:02]
available exactly when but that there is
[1:37:05]
someone that they could obviously you
[1:37:06]
know look at a system and and and again
[1:37:09]
she said that the hospitals right now in
[1:37:11]
other cities they call the emergency
[1:37:13]
Personnel directly that's okay but how
[1:37:18]
would they know my problem is is they
[1:37:21]
wouldn't know who to call I I'm I'm on
[1:37:23]
call at midnight
[1:37:25]
tonight tomorrow night there's a
[1:37:27]
different person on call so do do I have
[1:37:30]
to rotate a cell phone to to people it
[1:37:34]
just it just apparently hospital do that
[1:37:36]
and these are for nonemergency transfers
[1:37:38]
let's be clear here because we're
[1:37:39]
talking about making sure you get
[1:37:40]
revenue from non-emergency transfers
[1:37:41]
right so um well we can say no to those
[1:37:44]
you know I can I can say no to every
[1:37:46]
non-emergency transfer you know that wouldn't be a problem that would be
[1:37:51]
a a reduction in revenue and and if
[1:37:53]
that's the way uh Council chooses to go
[1:37:56]
that would be you know that's entirely
[1:37:57]
up to you um the problem why are you
[1:38:00]
seeing a reduction so I'm just imagining
[1:38:02]
someone calls in for a
[1:38:04]
transfer you and then they're getting
[1:38:06]
that maybe the page goes out for the
[1:38:09]
transfer why why couldn't you take that
[1:38:10]
why would it be a
[1:38:13]
reduction because I'm not obligated to
[1:38:15]
take a a transfer an inter facility
[1:38:18]
transfer right and I can't take one
[1:38:21]
without knowing that I've got a 911
[1:38:22]
ambulance available
[1:38:24]
able so the only time the way it works
[1:38:28]
now is if an a of service an AO
[1:38:32]
agency calls us a hospital Aurora I'll
[1:38:35]
just use Aurora and oskos for example
[1:38:37]
they'll call our Dispatch Center our
[1:38:39]
Communications officer will look at the
[1:38:41]
schedule they'll go hey we got three
[1:38:43]
ambulance Crews on none of them are out
[1:38:46]
cart blanch they've got the the green
[1:38:48]
light to to send the ambulance on that
[1:38:51]
if there's an ambulance out on a 911
[1:38:53]
call and there's two other Crews
[1:38:55]
available again green light they can
[1:38:58]
send that they can they can send that
[1:39:00]
page out so tell me why this is
[1:39:01]
different what she made it sound as
[1:39:02]
though so let's say there's a transfer
[1:39:03]
that calls in the dispatch looks to say
[1:39:05]
there's an ambulance available in ripin
[1:39:07]
then then they get the call why is that
[1:39:09]
different our dispatchers know that I've
[1:39:12]
got three ambulances staffed their
[1:39:14]
dispatchers don't know if I have one
[1:39:17]
ambulance staff they just send out a
[1:39:18]
page well they have to know that there's
[1:39:20]
at least one ambulance staff don't we as
[1:39:21]
the city have to have at least one
[1:39:22]
ambulance CA at all times we
[1:39:25]
try we try yes believe it or not there
[1:39:29]
are times there was a time of Saturday morning I didn't have a crew
[1:39:34]
chief for a first ambulance I didn't
[1:39:36]
have a paramedic scheduled for a first
[1:39:37]
ambulance CU I had nobody to volunteer
[1:39:40]
for that that ambulance I don't have a
[1:39:43]
full-time staff I can't tell people when
[1:39:45]
they have to work but again I don't know
[1:39:46]
how is that an issue if this is a
[1:39:48]
non-emergency transfer I guess I'm just
[1:39:50]
trying to understand I don't know if
[1:39:51]
others understand this why is this a
[1:39:53]
sticky point and why would we have to
[1:39:54]
take one less transfers and two it
[1:39:56]
sounds as though the way Bobby explained
[1:39:58]
it is that other cities is we're not the
[1:40:00]
only city that is worried about
[1:40:01]
transfers other cities have figured this
[1:40:03]
out um and are happy with it and I and
[1:40:06]
I'm just trying to understand you know
[1:40:09]
again they they say that there's a
[1:40:10]
non-emergency transfer they look to see
[1:40:12]
oh there should be an elev an an an
[1:40:13]
ambulance staff they call them out and they take it why would we lose why
[1:40:19]
are you suggesting that if we go forward
[1:40:21]
with this that you would have less
[1:40:22]
transfers
[1:40:24]
I I don't I'm talking about the
[1:40:26]
transfers that we are not obligated to
[1:40:28]
take from out of area sure so that would
[1:40:32]
be a loss of revenue for those even if U riff and Medical Center called
[1:40:37]
and said we have a
[1:40:39]
transfer I do my best to take those
[1:40:41]
transfers for them sure they're our
[1:40:43]
hospital but why tell me why it's
[1:40:45]
different but if I don't have a St
[1:40:47]
ambulance if I don't have a a second
[1:40:49]
staffed ambulance I cannot take those
[1:40:51]
transfers based on the transportation or
[1:40:54]
the administrative code that I've got
[1:40:56]
cited in my DHS
[1:41:00]
11038 I have to always have a staffed
[1:41:02]
911 ambulance available in the city
[1:41:05]
before I can do any type of transfers
[1:41:07]
sometimes I have one sometimes I have
[1:41:09]
two sometimes I have three our
[1:41:11]
dispatchers know how many I have at any
[1:41:14]
given moment they know that so they can
[1:41:17]
take those calls if they want F County
[1:41:20]
does not know that they are not
[1:41:22]
interested in knowing what my schedule
[1:41:24]
looks like they're just going to page an
[1:41:26]
ambulance and hope somebody
[1:41:28]
responds and if they don't respond again
[1:41:30]
is not emergency this is not emergency
[1:41:32]
so they they would page if they got a
[1:41:35]
for a transfer yes they they would say
[1:41:38]
oh there should be a a one of uh
[1:41:41]
ambulance available and then you could
[1:41:42]
decide or if those people answer they're
[1:41:45]
on there I I'm still having is I don't
[1:41:48]
know is anyone else confused here does
[1:41:49]
everyone else understand can I can I
[1:41:51]
just make a quick suggestion to
[1:41:53]
yeah
[1:41:55]
um have have you spent some time in the
[1:41:58]
Dispatch
[1:42:00]
Center and spend two three four maybe
[1:42:04]
full shift in the Dispatch Center and
[1:42:07]
see all of the things that the
[1:42:09]
communication Center do it's incredible
[1:42:11]
what they do that's not what I'm saying
[1:42:12]
I'm not questioning that I I guess I'm
[1:42:14]
just trying to say but I think that
[1:42:16]
would help you to understand kind of the
[1:42:18]
way things
[1:42:19]
flow and and if I may suggest the
[1:42:22]
council
[1:42:24]
that this this is a to to me this is a
[1:42:27]
very vital uh part of the efficiency of
[1:42:32]
our agency in the EMS
[1:42:35]
Department jumping to a
[1:42:38]
decision um nobody nobody on the council
[1:42:40]
has talked to me uh with the exception
[1:42:43]
of a few questions at two different
[1:42:44]
appearances before the
[1:42:46]
council maybe it would be a good idea to
[1:42:48]
form an advisory
[1:42:51]
Council or a committee advis committee
[1:42:54]
with three Chiefs I'd love to have a
[1:42:56]
Communications officer a couple of
[1:42:58]
council members and we could sit down
[1:43:03]
and attempt to educate and
[1:43:08]
explain the
[1:43:10]
process why it works for
[1:43:12]
us why it works for other people in the
[1:43:15]
county and why it's so important why
[1:43:19]
having our own Communication Center is
[1:43:20]
so important
[1:43:23]
just throwing it out there as an option
[1:43:25]
I appreciate those words and again I
[1:43:27]
don't want to make it sound like it's
[1:43:28]
not working for you right now my only
[1:43:30]
question was I I just didn't understand
[1:43:32]
why you think that you would get less
[1:43:34]
transfers if that's a major concern for
[1:43:37]
you less non-emergency transfers under
[1:43:38]
the new system I guess I'm just having a
[1:43:40]
trouble understanding why that would
[1:43:42]
jene I'm G to interrupt you here uh
[1:43:44]
we've been going back and forth on the
[1:43:45]
same question for quite some time now so
[1:43:48]
I'm going to see if anyone else has any
[1:43:49]
other questions for chief T out before
[1:43:51]
we move on to Chief Saul
[1:43:57]
no other questions for
[1:43:59]
him all right thank you just point of
[1:44:02]
clarification we're not a volunteer
[1:44:03]
department we're paid on call EMS
[1:44:05]
Department C no no we're considered
[1:44:07]
volunteer I we're paid on call when
[1:44:09]
right right you you know what the you
[1:44:11]
know how much we get for every hour that
[1:44:13]
I'm on call 78 cents but on just for
[1:44:17]
clarification they're not just coming
[1:44:18]
and just being there because because of
[1:44:20]
it they are getting compensated for
[1:44:22]
their efforts right yeah okay and and
[1:44:25]
Jim um we
[1:44:27]
also and as I put uh mentioned 8 to four
[1:44:30]
week days I do have full-time staff here
[1:44:33]
yep same as fire department 36 to 40
[1:44:35]
members full-time employees all other
[1:44:37]
places just for parts of the week so and
[1:44:39]
that has improved our response times um
[1:44:43]
it's it's and and I budgeted that
[1:44:47]
knowing that I could work that into my
[1:44:49]
budget without costing the taxpayers any
[1:44:51]
money any understand Staffing trust me I
[1:44:54]
deal with it every day I have to do I do
[1:44:55]
the scheduling every week so I know what
[1:44:57]
it's like to try to schedule a 6-hour
[1:44:59]
employee an 8 Hour employee a forh our
[1:45:01]
employee I can understand and the
[1:45:03]
efficiencies um but my point is trying
[1:45:06]
to make that work and we do do it in
[1:45:08]
other departments so maybe it's just a
[1:45:10]
matter of again like you said looking at
[1:45:11]
your schedule looking at fire looking at
[1:45:14]
EMS looking at police everybody has
[1:45:17]
different schedules you have a different
[1:45:18]
schedule than the
[1:45:20]
police right than there different than
[1:45:22]
the fire all pre run differently yet
[1:45:24]
they all work in their departments so I
[1:45:26]
can hear your passion in making your
[1:45:28]
schedule work for
[1:45:30]
you the fire department makes their
[1:45:32]
schedule work for them the police have
[1:45:33]
made their schedule work for them
[1:45:34]
correct so I hear your passion there and
[1:45:36]
I can appreciate that sometimes it's a
[1:45:38]
matter of stepping back and going is
[1:45:40]
this the best way to schedule all due
[1:45:42]
respect but is it the best way is it the
[1:45:45]
safest is the most efficient because
[1:45:46]
there's still inefficiencies with all
[1:45:48]
three I'm not saying one's right or
[1:45:50]
wrong I think there's inefficiencies
[1:45:52]
with all of them you can a nitpicky way
[1:45:54]
so I think it's a matter of if we do
[1:45:56]
change how can we schedule this better
[1:45:59]
to help your employees and the services
[1:46:01]
for everybody same for the fire same for
[1:46:03]
the police because if this schedule
[1:46:04]
comes into play that could affect any of
[1:46:06]
us right so it's a matter of how can we
[1:46:08]
make sure all those schedules come into
[1:46:10]
play so fin County does know if we go
[1:46:13]
that way if we don't fine then we got to
[1:46:15]
look at the other ways got to look at
[1:46:16]
the other expenses the other costs but
[1:46:18]
at the same time maybe it's a great time
[1:46:20]
too to look at those efficiencies in the
[1:46:23]
future if we do stay here as
[1:46:28]
well so I guess that wasn't any question
[1:46:31]
sorry John I don't know if I had one in
[1:46:32]
there I get it Jim you know you know
[1:46:34]
scheduling is not easy and I can I can
[1:46:36]
hear that over and over with you and I
[1:46:39]
appreciate that so thank
[1:46:42]
you all right thank you Chief te out
[1:46:45]
Chief sell
[1:46:56]
how do I follow that um first of all in
[1:47:00]
the beginning I have uh provided facts
[1:47:02]
on how we operate with dispatch from the
[1:47:03]
fire end of things um you all have that
[1:47:06]
previously in your packets I've had some
[1:47:09]
in-depth discussions with some of you
[1:47:10]
answering your questions um you have
[1:47:12]
over the last month or two about my pros
[1:47:15]
and cons um to clarify information or
[1:47:19]
get further input um about issues we've
[1:47:22]
had
[1:47:23]
or might have had and I thank you guys
[1:47:26]
for that I'm happy to answer any
[1:47:28]
questions uh you might have tonight
[1:47:30]
related to or comparing um different
[1:47:34]
operations relating to the way fire does
[1:47:37]
things
[1:47:39]
um change is not easy for anyone and I
[1:47:43]
know that if we go to final Act dispatch
[1:47:45]
riping Area Fire District we have to
[1:47:47]
change and not do some things that I
[1:47:49]
want to do or that we want to do if we
[1:47:52]
stay today after realizing some things
[1:47:55]
that I've learned um I may I may also
[1:47:58]
change some
[1:48:00]
things I will work whatever with
[1:48:02]
whatever decision has made to best serve
[1:48:04]
the ones I've have been hired as an
[1:48:06]
expert to
[1:48:11]
protect not to make change just because
[1:48:14]
it's not the way we've always done it
[1:48:16]
might not be the right
[1:48:19]
answer um
[1:48:23]
I'm going to close well I'm not going to
[1:48:26]
close yet um as far as it was way too
[1:48:30]
early for that yeah I was going to say
[1:48:31]
that short for you as as far as the way
[1:48:35]
the fire department Pages um for our our
[1:48:40]
department um first of all on on our
[1:48:43]
call on call program is pretty similar
[1:48:45]
to EMS where they have they have six
[1:48:48]
people or eight people whatever it is on
[1:48:50]
three different Crews where we have
[1:48:51]
seven or eight people on one group um we
[1:48:55]
do we do have one page for that on call
[1:48:58]
group but we have three different
[1:49:00]
responses we have a rapid response
[1:49:02]
vehicle only calls where that group
[1:49:04]
still gets woken up but they only have
[1:49:07]
one person going out on the call we have
[1:49:09]
an accident where only two people go on
[1:49:12]
our heavy Rescue Squad but the whole
[1:49:14]
group gets woken up for the call
[1:49:16]
everyone else on our pages and our pages
[1:49:18]
are simar are the same pages that uh EMS
[1:49:21]
uses and surrounding fire departments
[1:49:25]
but there's also a tone on here or a
[1:49:28]
button that if they're not on call those
[1:49:30]
seven people are on call they have the
[1:49:32]
on call on they need to know what's
[1:49:34]
going on but if they don't they have a
[1:49:38]
um switch on there they switch it to G
[1:49:40]
on the pager which is for our general
[1:49:42]
alarm
[1:49:44]
and they then that's the whole
[1:49:47]
department so if there's a structure
[1:49:48]
fire everyone's going to know about it
[1:49:50]
so that's a little bit about how we page
[1:49:52]
our
[1:49:53]
people I would I would love to see if I
[1:49:58]
were to expect the dispatchers to know
[1:50:00]
who I'm my Battalion is covering who
[1:50:01]
because it happens all the time
[1:50:03]
something I would never expect the
[1:50:05]
dispatchers to know who's covering who
[1:50:07]
that's on my guys to know that
[1:50:14]
um as far as Mutual 8 um I have seven
[1:50:20]
Battalion members on a on a battalion I
[1:50:22]
have a lieutenant who rides the engine I
[1:50:25]
have six firefighters who ride with them
[1:50:27]
and I have a battalion Captain who's on
[1:50:30]
call they don't get any extra money to
[1:50:32]
be on call they get a stien that once a
[1:50:35]
year of $250 I believe it is to be on
[1:50:38]
call but that Captain was in charge and
[1:50:41]
it just happened the other day we got
[1:50:42]
paged out to go Mutual Aid to a grass
[1:50:44]
fire all we had to do was get on the
[1:50:46]
radio and take a pass and we did it's
[1:50:50]
that
[1:50:50]
simple um
[1:50:59]
I'm going
[1:51:02]
to I'm going to
[1:51:04]
close by saying a couple things that we
[1:51:07]
need to take our personal feelings or
[1:51:09]
wants out of this none of this should be
[1:51:11]
personal why should we should do what's
[1:51:13]
best for the service we provide to our
[1:51:15]
community first and foremost and that
[1:51:17]
decision above is above any of our pay
[1:51:18]
grades back there that's you
[1:51:21]
guys I will
[1:51:23]
I have to respond to something that's
[1:51:24]
been set up here and that is Chief wner
[1:51:28]
stood before you guys and said this
[1:51:30]
change would not compromise the safety
[1:51:32]
of our
[1:51:33]
community Chief tal stood up here and
[1:51:35]
said he disagrees that it would
[1:51:37]
compromise the safety of
[1:51:39]
community and I got to tell you I stand
[1:51:41]
up here and I'm with Chief wner this
[1:51:44]
would not Chief wner would not stand up
[1:51:46]
here nor would I stand up here as the
[1:51:49]
fire chief who was hired to protect this
[1:51:51]
community to the best of our ility and
[1:51:53]
stand up here and not do what's right
[1:51:56]
for the
[1:51:58]
community so I had to I had to say that
[1:52:02]
um and again the safety of our of our
[1:52:06]
Personnel the safety of the community is
[1:52:08]
the utmost importance and money's
[1:52:12]
important yes money's important
[1:52:14]
whichever way the decision
[1:52:16]
goes
[1:52:18]
um whichever way the decision is made
[1:52:21]
the Ripon Area Fire District under my
[1:52:23]
leadership will continue to provide the
[1:52:25]
best service we can with the dispatch
[1:52:26]
capabilities we have to work with that's
[1:52:28]
what we have to
[1:52:29]
do okay but I will tell you that Chief
[1:52:34]
wner and chief Saul are standing here
[1:52:36]
and we're not telling you to do
[1:52:37]
something that's not in the best
[1:52:39]
interest and is going to compromise the
[1:52:40]
safety of this
[1:52:42]
community if you have any other
[1:52:44]
questions I'd be willing more than
[1:52:45]
willing to answer them
[1:52:55]
could you walk us through um so let's
[1:52:57]
say there's a what's called an all call
[1:52:59]
or a a very let's say a very serious
[1:53:03]
accident
[1:53:04]
um uh or or a large house fire whatever
[1:53:08]
you know something that's very serious
[1:53:09]
that needs to be coordinated um with
[1:53:11]
other other emergency Personnel can you
[1:53:14]
walk through how this works for you how
[1:53:16]
you get called how perhaps the our local
[1:53:18]
dispatch our County might get um so
[1:53:21]
let's say for example
[1:53:23]
um yeah could you could you kind of walk
[1:53:25]
through
[1:53:27]
um we could take we could take a house
[1:53:29]
fire for example and I'll make it short
[1:53:30]
and sweet um house fire call comes in um
[1:53:34]
does it go to 911 or does it go to the
[1:53:36]
city of Rippon I would say better than
[1:53:39]
90% of those calls do go to fondak
[1:53:41]
County some of those local people know
[1:53:43]
the ri and number and they call they
[1:53:45]
call that either way whether it comes
[1:53:47]
from finac County or
[1:53:49]
us um it gets transferred to us our dis
[1:53:52]
fers they do a great job getting us out
[1:53:54]
the door especially those two sitting
[1:53:57]
right there um they do a great job
[1:53:59]
getting us out the door and um we get to
[1:54:02]
the fire if it's a working fire I'll
[1:54:04]
take uh Joy Street for example um Joy
[1:54:07]
Street was the one that put a high
[1:54:08]
school we handle that fire with our
[1:54:10]
automatic Aid companies um which is done
[1:54:13]
throughout the entire County um and that
[1:54:16]
fire never went to a Maus alarm which is
[1:54:18]
a mutually a box alarm system we belong
[1:54:20]
to so that communication stayed right
[1:54:23]
through with the dispatchers in
[1:54:26]
ripping um then we'll take Jackson
[1:54:28]
Street for example those calls came in
[1:54:30]
through 911 they also came into the city
[1:54:33]
of
[1:54:33]
Fondulac um we arrived on the scene we
[1:54:36]
knew we had people trapped on the second
[1:54:38]
floor we had a significant fire going on
[1:54:40]
uh it was a 95 degree day with 100%
[1:54:44]
humidity probably is what it felt like
[1:54:46]
um we went to a Maus alarm once we go to
[1:54:49]
a Maus box
[1:54:50]
alarm theoretic
[1:54:53]
and the way it's supposed to work is all
[1:54:54]
that radio traffic is being done we
[1:54:56]
switch our Channel over to found County
[1:54:58]
and we're talking to them from that
[1:54:59]
point forward to the end of the fire
[1:55:02]
there are issues that whether the
[1:55:04]
dispatcher says what you know um where
[1:55:07]
do you want the police to BL off we got
[1:55:09]
to talk to rip and them so that's kind
[1:55:12]
of how it ends how it goes it's either a
[1:55:15]
fire that's somewhat contained and we're
[1:55:18]
we have our capabilities with our four
[1:55:19]
departments that come in and help us
[1:55:21]
right away or we switch over to fin
[1:55:23]
County Mavis division 120 and we talk to
[1:55:26]
them and all the radio traffic goes
[1:55:27]
through them so you're already working
[1:55:29]
with the county is what you're saying in in some cases in in some cases yeah I
[1:55:34]
would
[1:55:34]
say I would say if we're talking house
[1:55:37]
fires probably more than half our house
[1:55:42]
fires just to clarify uh if I heard this
[1:55:46]
correctly we take all the cell phone
[1:55:49]
calls already go to the county any 111
[1:55:53]
yeah any 911 phone calls okay and that's
[1:55:56]
on a cell phone correct now is there is
[1:55:58]
it
[1:56:00]
comparable uh is it can I just say that
[1:56:03]
is it comparable to say that uh the call
[1:56:05]
if if it goes to fondak county is pretty
[1:56:09]
comparable to what we have already
[1:56:11]
within the city meaning reaction and how
[1:56:14]
quickly your engines get out the door um
[1:56:17]
that's all I
[1:56:19]
got if a 911 call goes to the ca County
[1:56:23]
there's I don't know Chief that's more
[1:56:25]
of a question for you to answer than me
[1:56:28]
there's if there's a delay there's not
[1:56:30]
much of a delay there um I do have some
[1:56:33]
if you'd like to listen to them some calls from fires um but obviously
[1:56:40]
not tonight but well Chief wner is
[1:56:42]
coming up I will say I have't had a
[1:56:44]
chance to listen to several 911 calls
[1:56:47]
and it takes a minimum of 55 seconds for
[1:56:51]
fond County to transfer that to rippen
[1:56:54]
and that's if the rippen dispatcher is
[1:56:56]
not currently already busy with another
[1:56:58]
call and I'm just trying to clarify so
[1:57:01]
that way the people because this is all
[1:57:03]
public and everybody can hear this I
[1:57:04]
want everybody to have as much knowledge
[1:57:06]
as possible know this way if the public
[1:57:08]
doesn't want to talk to us about it that
[1:57:09]
they have information at hand that you
[1:57:10]
guys have given us but now that they can
[1:57:12]
have it too so I appreciate it
[1:57:15]
guys and you
[1:57:20]
thanks so just to clarify if right now
[1:57:23]
the way the system works if if it's a
[1:57:25]
call that needs to come back to Ripon so
[1:57:26]
let's say it's a 911 call through cell
[1:57:28]
phone bolac County gets it they are then
[1:57:31]
contacting our Dispatch Center because
[1:57:33]
we have a current dispatch right so
[1:57:35]
that's who they have to go to there's
[1:57:37]
one person that's and if they're already
[1:57:39]
on the phone call with a non-emergency
[1:57:40]
or another emergency they have to put
[1:57:43]
that person on hold and they're now
[1:57:45]
answering
[1:57:46]
versus um here's here's what I was just
[1:57:49]
say I it blew my mind last night when I
[1:57:51]
was in the communication Center in the
[1:57:53]
county here's what happened I was there
[1:57:54]
when a 911 call came in at that time um
[1:57:58]
there's a light that goes on everyone
[1:57:59]
there knows it's a 911 call immediately
[1:58:02]
as the person is entering the
[1:58:03]
information some information is already
[1:58:04]
prepopulated because of their technology
[1:58:07]
um so the one person was on the phone
[1:58:09]
with them and there was two other
[1:58:10]
dispatchers that were already contacting
[1:58:14]
because they could see on the computer
[1:58:15]
screen as they were typing were already
[1:58:17]
calling up the the police and the fire
[1:58:21]
simultaneously three three people were
[1:58:22]
on the phone while the dispatch was on
[1:58:26]
the phone with 911 and we I know we
[1:58:30]
already have Heroes that are here
[1:58:32]
locally in our in our local
[1:58:33]
Communication Center but we have we
[1:58:35]
don't have three people on St I mean and
[1:58:37]
they have four they actually there was
[1:58:39]
five with their supervisor at at all
[1:58:41]
times and so I my understanding is this question of it would take
[1:58:48]
longer to now dispatch riin it's because
[1:58:52]
we're doing it to ourselves because they
[1:58:53]
have to contact someone who has to then
[1:58:56]
answer the phone and they could be on
[1:58:57]
the phone whereas this could be
[1:58:58]
happening happening I saw it firsthand
[1:59:01]
instantaneously it sounds like the delay
[1:59:04]
that the the concern of is only
[1:59:07]
caused because they need to contact our
[1:59:10]
incred and we have incredible people I'm
[1:59:12]
not I'm not saying like incredible
[1:59:14]
people and in fact we have such
[1:59:15]
incredible people that um we already
[1:59:18]
heard that the change in pay that finac
[1:59:20]
county has um I will say that uh Bobby
[1:59:23]
said that uh she has been in
[1:59:26]
conversation with uh Personnel here and
[1:59:30]
she is very impressed with them you know
[1:59:32]
there is spots that are available quite
[1:59:34]
frankly I the more they learn about the
[1:59:37]
fun like facility I'm afraid we're going
[1:59:39]
to lose them now she said that she said
[1:59:40]
that she would not hire them um knowing
[1:59:42]
that you know we if you know that we
[1:59:44]
have our system here she would not do
[1:59:45]
that to us um but I mean it just blew my
[1:59:51]
mind to see how this is is happening
[1:59:52]
instantaneously and then the other thing
[1:59:55]
I did ask Bobby was uh and you you all
[1:59:58]
know I used to come from a school
[1:59:59]
counselor background so I know that
[2:00:00]
there are people that um are dealing
[2:00:02]
with perhaps self harm suicide ideation
[2:00:04]
I need to State now that if that is
[2:00:06]
something someone is dealing with
[2:00:07]
there's lots of help they can get but
[2:00:10]
here was the exam and I said to her how
[2:00:12]
many calls of self harm of someone um um
[2:00:17]
threatening to harm themselves do you
[2:00:18]
get and she said quite a few I said
[2:00:19]
specifically how many and she said two
[2:00:20]
to three a day
[2:00:22]
and under this
[2:00:24]
circumstance what the dispatch that is
[2:00:27]
available in fondel to do because they
[2:00:29]
have certification and again not because
[2:00:31]
our dispatch could not do this but quite
[2:00:34]
frankly we they just don't have the
[2:00:36]
certification and there's only one
[2:00:38]
person is that that person would stay on
[2:00:40]
the phone that entire time until someone
[2:00:42]
shows up let's just take for example the
[2:00:45]
way I understand it and please tell me
[2:00:46]
if I'm right or wrong here let's say
[2:00:48]
someone from the city of riin calls our
[2:00:50]
dispatch here and they thre to harm
[2:00:53]
themselves now another call comes in and
[2:00:55]
maybe it's a car accident maybe it's a
[2:00:58]
fire how does that work does that
[2:01:01]
dispatch here in rippen need to put that
[2:01:03]
person on hold that is threatening to
[2:01:05]
harm themsel to answer the new call
[2:01:07]
coming in and perhaps it's even a
[2:01:09]
non-emergency someone complaining about
[2:01:10]
grass is that what our current situation
[2:01:13]
is yes that's pretty much a summary of
[2:01:18]
it this becomes almost emotional for me
[2:01:21]
I mean I can't imagine having a loved
[2:01:24]
one in a
[2:01:25]
crisis and they have to our current
[2:01:28]
system that per they have to be put on
[2:01:30]
hold or let's say um you know our
[2:01:34]
dispatch you know they could be helping
[2:01:35]
with bleeding control it could be
[2:01:37]
helping someone with a defibrillator CPR
[2:01:40]
currently right now we can't do that gets pushed over to the
[2:01:43]
county because we do not have someone to
[2:01:45]
stay on the phone so what we're saying
[2:01:48]
is we could and and I know that our
[2:01:50]
dispatchers are more than capable of
[2:01:52]
doing this they just again they can't
[2:01:53]
because we don't have the capability
[2:01:55]
that we could have that immediately
[2:01:57]
someone staying on the phone with
[2:01:58]
someone help with CPR instruction to
[2:02:00]
help with child birth bleeding control
[2:02:02]
helping with self
[2:02:03]
harm and we could have this but we
[2:02:06]
currently right now do not and
[2:02:09]
irregardless of cost I just
[2:02:12]
think
[2:02:14]
wow if it's my loved one I want to make
[2:02:17]
sure that there is someone on the phone
[2:02:18]
until help shows up
[2:02:25]
I'll come back up and address a couple
[2:02:26]
things I appreciate what You' said there
[2:02:28]
Jolene um obviously the you know the
[2:02:31]
Chiefs have come up
[2:02:33]
um the Chiefs are very passionate about
[2:02:36]
their departments um I've taken no
[2:02:38]
offense to anything that's been set up
[2:02:39]
here tonight really what they want is
[2:02:42]
they want the best for their departments
[2:02:44]
um and I and I think that you know this
[2:02:48]
is a very important topic um and there's
[2:02:51]
a lot of concern consideration here as
[2:02:53]
far as the the dispatchers you've raised
[2:02:56]
some some interesting points there um
[2:03:00]
and I you know I appreciate that Bobby
[2:03:03]
um said she wouldn't hire anybody from
[2:03:06]
here until you know our if if that was
[2:03:08]
something we decided but quite frankly
[2:03:11]
um those employees have stated to me
[2:03:13]
that they
[2:03:14]
wouldn't leave here before that change
[2:03:17]
occurred because quite frankly they're loyal to to the mission of
[2:03:23]
Emergency Response with our community
[2:03:25]
and that's just the type of people they
[2:03:27]
are
[2:03:30]
so I don't know where we go from here um
[2:03:33]
you know Chief Tel has certainly offered
[2:03:37]
you a
[2:03:38]
suggestion um I don't
[2:03:44]
know I I leave it up for you for any
[2:03:47]
questions you have for me or some
[2:03:49]
further direction that you would like
[2:03:56]
obviously right now we've sorry we've
[2:03:59]
budgeted 2021 as if the Communication
[2:04:02]
Center is here so that's taken care of
[2:04:06]
um because we didn't know decisions that
[2:04:08]
were going to made and discussions that
[2:04:09]
were going to be happening one question
[2:04:11]
for you on that uh the gentleman uh
[2:04:14]
Allen from the county executive in his
[2:04:17]
letter the number nine the
[2:04:19]
administrative review board
[2:04:23]
not familiar with that we'd have three
[2:04:25]
people on it MH what exactly do they do
[2:04:28]
I mean we're going to be by going with
[2:04:30]
them we're right now we're free to do
[2:04:32]
what we want I mean it's our dispatch
[2:04:36]
yeah we control we policy and generally
[2:04:40]
what happens is let's say the Chiefs
[2:04:42]
have you know together we discuss if
[2:04:44]
there's a policy change that needs to be
[2:04:46]
made or something that's happened that
[2:04:47]
we need to address we discuss that
[2:04:49]
together and then uh we Implement that change with our
[2:04:54]
Communications officers and we would
[2:04:55]
lose that going to fondel act to a
[2:04:58]
certain extent basically it's a group
[2:05:01]
it's a board made up of the entities
[2:05:03]
that are involved with the
[2:05:05]
communications so we'd be three of how
[2:05:08]
many people on this board I I don't know
[2:05:10]
how many total John do you know nine right nine that are on it so it's
[2:05:15]
representatives from each okay so
[2:05:18]
there's nine right now on it I think so there'd be 12 yeah on it so we'd have
[2:05:25]
you'd have one quarter of the pole so to
[2:05:29]
speak and in our discussions if I
[2:05:31]
remember correctly typically they only
[2:05:33]
allow two per Community yeah however
[2:05:37]
we're a little different because the
[2:05:39]
fire department is separate from the
[2:05:40]
city it's a separate entity really it's
[2:05:43]
a fire district so they would allow for
[2:05:45]
that third voice from them okay if that
[2:05:48]
was the conversation if I recall that's
[2:05:51]
why they
[2:05:52]
had okay so the fire department's kind
[2:05:54]
of a wild card being a area ripping area
[2:05:58]
well they're they're yeah they're
[2:05:59]
separate from the city function so the
[2:06:01]
police and EMS orable City own okay but
[2:06:04]
the city would always have two yes okay
[2:06:08]
do you have any concerns with that if
[2:06:10]
you if we'd have to go this way with the
[2:06:13]
board with the yeah having to go to a
[2:06:15]
board inste it's just the three of you
[2:06:17]
having control well obviously you know
[2:06:20]
that was one of the factors as to why we
[2:06:23]
retained our Dispatch Center back when
[2:06:26]
that all happened was because of that
[2:06:28]
loss of home rule that loss of
[2:06:30]
control um you know that existed at that
[2:06:34]
time the relationships were different um
[2:06:37]
people involved were different um if you
[2:06:40]
remember there wasn't a standalone
[2:06:42]
Communication Center with you know that
[2:06:46]
was they were combining with the
[2:06:48]
sheriff's department who was the major
[2:06:51]
controller there that since moved
[2:06:55]
so yeah you're losing
[2:06:58]
that I'll be honest I'm losing my
[2:07:00]
control my my say even you know and not
[2:07:05]
that I would ever do this but obviously
[2:07:07]
one of those Chiefs could come to me and
[2:07:09]
say I want this to be done and I could
[2:07:11]
say
[2:07:11]
well because of these reasons you know
[2:07:15]
that control we lose okay do you have
[2:07:17]
concerns about that
[2:07:19]
board just the fact that two two items
[2:07:24]
when I brought this up at the previous
[2:07:25]
meet first
[2:07:26]
off if something if something comes up I
[2:07:29]
can walk in the Bill's office consult
[2:07:32]
with the fire chief if it involves his
[2:07:34]
Department we can solve that in an hour
[2:07:38]
right and he can he can put up and and
[2:07:40]
we can walk up to the Dispatch Center
[2:07:42]
and and consult with our Communications
[2:07:44]
officers and say hey this is a problem
[2:07:46]
giv me your thoughts and boom it's taken
[2:07:49]
care of and Bill will change or
[2:07:52]
procedural change there won't be a
[2:07:53]
problem so that's that's one is timeless
[2:07:55]
of something okay um and secondary yeah
[2:08:00]
we we would lose you know the bargaining
[2:08:03]
power that we have you know it's it's you know and kud Bill he's and
[2:08:10]
chief all with me we walk office and say
[2:08:14]
Bill you know I'd like this to happen
[2:08:16]
bill this was a problem how we fix this
[2:08:19]
he makes sure it gets fixed if and when
[2:08:22]
I go to the
[2:08:23]
board they're going to tell I'm not
[2:08:25]
going to say what they're going to say
[2:08:26]
but oh that's a riffin problem but it's
[2:08:29]
not a fond like problem it's not an nor
[2:08:31]
problem it's not a won problem so we're
[2:08:34]
not going to do anything about it that's
[2:08:36]
my concern okay so but if they see it as
[2:08:39]
a universal problem sure I I would hope
[2:08:41]
that everybody would look at it but the
[2:08:44]
problem that we have our community
[2:08:48]
problems I felt that a Ripp Community
[2:08:51]
problem
[2:08:52]
would affect you know what what would F
[2:08:56]
why would F care if we needed to send a
[2:08:59]
different truck to the fire or something
[2:09:01]
like that so and the other thing too is
[2:09:03]
Bobby Bobby
[2:09:05]
has she can do a lot without doing that
[2:09:08]
board so I don't want to make you think
[2:09:10]
that everything that Bob's controlled by
[2:09:13]
that board she can take care of the easy
[2:09:15]
stuff but if if it's a major change then
[2:09:18]
that board is going to review it it
[2:09:22]
it's the right thing to do all right I
[2:09:24]
think I got to say something too and
[2:09:26]
that's um if it's been and John's kind
[2:09:30]
of right in One Way by saying um you
[2:09:33]
know if it's a Ripp and related problem
[2:09:36]
that's probably going to be more of a
[2:09:38]
Lobby thing to say how do we work this
[2:09:40]
out if it's a probably bring to the
[2:09:42]
board it might not address the whole
[2:09:45]
concern for everybody else they might
[2:09:46]
not be concerned about it but maybe it's
[2:09:48]
something that affects everyone else um
[2:09:51]
so
[2:09:51]
yeah
[2:09:53]
there's there's pros and cons both and
[2:09:56]
the bottom yeah and I don't mean to cut
[2:09:57]
you off but the bottom line is that was
[2:09:59]
one of the reasons we retained our
[2:10:00]
Dispatch Center was to REM remain was to
[2:10:03]
have that
[2:10:04]
control because of and and again things
[2:10:06]
have changed drastically since that time
[2:10:08]
and and she's expressed that she's
[2:10:10]
always willing to listen and work
[2:10:12]
through problems so
[2:10:14]
um we didn't have the same offer on the
[2:10:16]
table bill sorry all du respect we
[2:10:18]
didn't have the same offer on the table
[2:10:20]
years ago that we we do now no
[2:10:23]
budgetarily operationally correct
[2:10:25]
everything it is a completely different
[2:10:27]
op so much has changed since that time
[2:10:30]
that technology issues money whatever
[2:10:34]
thanks Bill John all right thank
[2:10:38]
you I'm trying to pull these numbers
[2:10:40]
from all these different
[2:10:42]
pages and so I'm going to need some help
[2:10:44]
from everybody if we go to the fond
[2:10:49]
County dispatch that cost the city of
[2:10:50]
ripping $100,000 a
[2:10:53]
year
[2:10:55]
EMS the 247
[2:10:58]
365 is
[2:11:01]
175,00 a
[2:11:03]
year extra officer that the chief wants
[2:11:07]
or needs would be 100,000 a year so
[2:11:11]
that's at
[2:11:12]
475
[2:11:14]
200,000 and I don't have a number for if
[2:11:17]
you're going to
[2:11:18]
retain um a front Des or
[2:11:22]
assistant in the police department what
[2:11:25]
that cost would be per year but the way
[2:11:28]
I add it up it's it's well over what the
[2:11:32]
10e projection is to keep the Personnel
[2:11:37]
cost for the Dispatch Center in
[2:11:42]
rippen so it am I looking at those
[2:11:45]
numbers right and pulling them together
[2:11:49]
well let me just and I'm not sure
[2:11:51]
where you're looking specifically let's
[2:11:53]
just kind of walk through this just so
[2:11:55]
that you know we
[2:11:56]
don't so when you look at the first the
[2:12:00]
first thing I would ask you to look at
[2:12:01]
when you're when you're talking about
[2:12:02]
just the money is this box MH this box
[2:12:06]
graph here so Personnel costs
[2:12:09]
alone that articulates to you a projection
[2:12:15]
based on a 3% increase which is marginal
[2:12:19]
compared to what it generally has been
[2:12:20]
that's what you're looking at over the
[2:12:22]
next um 10 years versus what the tax
[2:12:27]
levy from Fond black will be that's
[2:12:29]
Personnel cost alone okay when you add
[2:12:33]
in those other things you're looking at
[2:12:36]
again over the next 10 years probably
[2:12:39]
another $1.8
[2:12:41]
million
[2:12:43]
on stuff that we use every year so
[2:12:47]
licensing agreements uh telephone lines
[2:12:50]
those typ of things can be $18,000 to
[2:12:53]
$20,000 a year so let's say let's say
[2:12:57]
over the next 10 years let's say
[2:12:59]
180,000 but um you know that pushes that
[2:13:03]
number up even further that doesn't
[2:13:05]
count in any type of infrastructure
[2:13:07]
issues that you're going to have to
[2:13:09]
replace so it doesn't count in the
[2:13:11]
$140,000 for a 911 system doesn't you
[2:13:15]
know add those things in Personnel costs
[2:13:17]
are always the highest thing okay okay
[2:13:21]
whenever we're talking about
[2:13:23]
this certainly you know where we're
[2:13:26]
going with Personnel costs and that's no
[2:13:29]
fault of the employees that's no fault
[2:13:31]
of anybody that if they just are what
[2:13:32]
they are 90% of my budget over 90% of my
[2:13:36]
budget is Personnel cost so that plays a
[2:13:39]
significant role in that number um but
[2:13:42]
yeah if you and again the officer
[2:13:45]
position that you suggest and that that
[2:13:48]
we talked about that would be a
[2:13:51]
just from my standpoint that would be a
[2:13:53]
budgetary item that would be requested
[2:13:56]
in
[2:13:57]
2022 if if I believe that need is still
[2:14:01]
needed at that time um and you could
[2:14:04]
always say we're not doing that as a
[2:14:06]
council you could eliminate that out of
[2:14:08]
the budget is that need regardless if we
[2:14:11]
switch
[2:14:12]
over or if we stay well the reason that
[2:14:15]
I'd be looking for that additional
[2:14:17]
officer would be to again if if our
[2:14:21]
dispatchers are not here during those
[2:14:24]
evening hours anytime somebody comes in
[2:14:26]
the lobby wanting to talk to an officer
[2:14:29]
I've got to pull somebody off the
[2:14:31]
road um to do that um so I may have
[2:14:35]
officers that are going to be subjected
[2:14:37]
to being in the Dispatch Center handling
[2:14:40]
those things that Communications
[2:14:41]
officers had been doing in the past so I
[2:14:45]
need to be careful about getting making
[2:14:48]
sure I've got coverage for the community
[2:14:50]
as well as is answering those things
[2:14:52]
that the dispatchers are doing here now
[2:14:53]
currently so that's a significant issue
[2:14:56]
yeah um so so yeah if the if the
[2:14:58]
Communication Center stayed I don't
[2:15:00]
think that there would be a need for us
[2:15:01]
to request that good um with the and and
[2:15:05]
I agree with the with the cost that
[2:15:07]
Chief Tel is indicating to you that he
[2:15:10]
would
[2:15:11]
need whether you agree with those or not
[2:15:14]
that causes you to really look at the
[2:15:17]
numbers here as to where we're at and there's not a lot of
[2:15:22]
leeway um in regards to
[2:15:26]
that but again those are in my opinion
[2:15:29]
those are budgetary items those are
[2:15:31]
issues that
[2:15:33]
certainly you know and again not I'm not
[2:15:37]
being disparaging of EMS or his needs
[2:15:39]
he's articulated those to you but as I
[2:15:42]
stated in the document those are
[2:15:43]
budgetary requests that we all have to
[2:15:46]
make if I believe I need a new officer
[2:15:49]
or an additional officer I would make
[2:15:50]
that as a budget AR request you could
[2:15:52]
deny that same thing with him he would
[2:15:54]
make that as a budgetary
[2:15:56]
request so you know but if if all things
[2:16:00]
considered if he got all of his requests
[2:16:04]
that he wants I got my requests the fire
[2:16:06]
chief got whatever he wanted yeah you're
[2:16:09]
looking at where where the savings comes
[2:16:11]
from are
[2:16:13]
those those if there are if there is
[2:16:17]
savings is that remember the county will
[2:16:20]
cover all of the hardware expenditures
[2:16:22]
in the future all of those issues they
[2:16:25]
take the liability issues away they take
[2:16:28]
all those employment issues away that's
[2:16:30]
part of that 200,000 that you're going
[2:16:32]
to be paying so but I agree you start to
[2:16:37]
look at it and you really got a question
[2:16:40]
here you made a comment and I might have
[2:16:42]
misunderstood it you said that
[2:16:45]
200,000 stays on the table as long as
[2:16:49]
the that Elbo they executive is yeah I
[2:16:53]
mean we don't have I don't know what the
[2:16:55]
future would hold obviously the
[2:16:58]
agreement is the agreement and AR our
[2:17:00]
argument would be that's the agreement
[2:17:03]
that's what you said this is what we
[2:17:04]
signed that's what it is um obviously if
[2:17:08]
you know 10 years from now a different
[2:17:11]
County exec came in he might say well
[2:17:13]
maybe we want he could make that
[2:17:16]
argument or she could a 10year contract
[2:17:20]
is that what it is that's what I read it
[2:17:22]
to be now I don't know I don't believe
[2:17:23]
so wasn't reduced to no there's no time
[2:17:26]
limit on it okay I will tell you that
[2:17:30]
the amount that the city of
[2:17:41]
fondaco with him we don't believe that there's any intention of that ever
[2:17:45]
changing
[2:17:52]
this is not an easy conversation I I
[2:17:54]
understand that
[2:17:57]
but and I will add because it's not easy
[2:17:59]
I can't stress enough how much I learned
[2:18:01]
and I don't want to talk so much here
[2:18:03]
but I do think it's interesting um that
[2:18:05]
Bobby hin said I was the only council
[2:18:07]
member that that came and visited and
[2:18:09]
sat down with her and and I say this
[2:18:11]
because the question of uh for example
[2:18:14]
the the leadership board that she was
[2:18:15]
talking about if it comes down to riing
[2:18:18]
having control what they said is they
[2:18:19]
are making an exception as we just heard
[2:18:21]
for us to have three every other city in
[2:18:23]
the county their EMS and fire are
[2:18:25]
together which is why they only have two
[2:18:27]
so if we're worried about having sort of
[2:18:29]
more say if anything ripping they are
[2:18:31]
seeding more sort of say to us because
[2:18:34]
they're allowing us to have three people
[2:18:37]
at that table from the city of Rippon um
[2:18:40]
and she also said that here's a neat
[2:18:43]
thing because you're now combined you
[2:18:45]
know we're afraid that we're not going
[2:18:46]
to be able to solve something
[2:18:47]
immediately but on the same token we
[2:18:50]
don't have to they have four they have
[2:18:51]
quarterly meetings formally but you can
[2:18:54]
call any time to her she said call
[2:18:56]
anytime if there's an issue you have
[2:18:57]
you're not going to wait until the
[2:18:58]
meeting you know the quarterly meeting
[2:19:01]
and she said here's a neat thing we have
[2:19:02]
other people at the table that probably
[2:19:04]
have also dealt with this issue so the
[2:19:06]
concern now is we're losing out on that
[2:19:09]
other brain power expertise from other
[2:19:11]
cities that they could be collaborating
[2:19:12]
with us to come up with an idea um and
[2:19:15]
so that's what what she assured me I
[2:19:17]
also had the question about um you know
[2:19:19]
the cost and speaking of Al beel um
[2:19:21]
let's hope he doesn't retire soon and
[2:19:23]
here's the really the important thing is
[2:19:25]
that he is including he's not charging
[2:19:27]
the city of ripping for CAD licensing
[2:19:29]
for software uh for mobile computer
[2:19:32]
licensing for the squad cars these are
[2:19:35]
things that Bobby said other counties
[2:19:38]
she knows for a fact are charging this
[2:19:40]
the municipalities for alen has said the
[2:19:42]
city of rippen folks are taxpayers for
[2:19:45]
the county I want to make sure that that
[2:19:47]
we're not making money off of this so
[2:19:50]
you know uh he could retire he could
[2:19:52]
change jobs next year and it was pretty
[2:19:54]
clear that we're sort of lucky that
[2:19:57]
we're only being charged of 200,000
[2:20:00]
where they could request more based on the levy and what the needs are and
[2:20:04]
what quite frankly seems to be common at
[2:20:06]
other places I will also state that um
[2:20:10]
Bobby said that for six months a
[2:20:13]
dispatcher is never on the call alone
[2:20:16]
when they're training because of the
[2:20:18]
seriousness of the situation for
[2:20:20]
emergency
[2:20:21]
so for 6 months there's always someone
[2:20:23]
else listening in providing support we
[2:20:26]
there's no way we can have that we don't
[2:20:28]
have that and and she also has weekly
[2:20:30]
meetings with her staff she said also
[2:20:32]
there's post-traumatic stressor briefing
[2:20:34]
they have EAP um when someone having a
[2:20:37]
hard day maybe they just were on the
[2:20:39]
dispatch with someone that unfortunately
[2:20:41]
passed away she can say to them take a
[2:20:43]
breather we have three four other people
[2:20:45]
here right now we can't do that if I'm
[2:20:48]
looking out for the best needs of our
[2:20:50]
dispatchers Qui quite frankly the way
[2:20:52]
she's able to she put humor up there
[2:20:53]
she's checking in with them personally
[2:20:56]
she's providing professional develop I
[2:20:57]
mean if if I'm looking out for the best
[2:20:59]
of our dispatchers wow I mean we don't
[2:21:02]
have someone that right now I mean
[2:21:04]
obviously each of you are looking at
[2:21:06]
that department heads the the well-being
[2:21:07]
of the dispatchers but at the county we
[2:21:10]
have someone who is literally in charge
[2:21:12]
with making sure the health well-being
[2:21:13]
the mental health of their dispatchers
[2:21:16]
are taken care
[2:21:18]
of wow
[2:21:21]
I'd like to hope that I do that yes and
[2:21:24]
I think you do pay attention to their to
[2:21:26]
their needs no you do but what I'm
[2:21:28]
saying you're not but I understand
[2:21:30]
you're not that's not your professional
[2:21:31]
sort of main role I get it yep I get it
[2:21:34]
there certainly are things that uh they
[2:21:36]
offer that we cannot offer um there is
[2:21:38]
no argument there um the Staffing the
[2:21:42]
budget they have the facility the
[2:21:45]
equipment there are certain things that
[2:21:47]
they they can do not to take away from
[2:21:49]
any of our
[2:21:52]
you're not doing that and I know you
[2:21:53]
take care of them and they they and they
[2:21:55]
talk so highly of
[2:21:57]
you I would just like to add to that
[2:21:59]
note no matter how exceptional our
[2:22:02]
dispatchers are and they are
[2:22:04]
exceptional I don't think they can
[2:22:07]
provide the level of service that having
[2:22:09]
three or four or five Dispatchers in one
[2:22:11]
room right can do by themselves I mean
[2:22:15]
they are
[2:22:16]
exceptional but they don't have the
[2:22:20]
backup that
[2:22:21]
fond and in my
[2:22:26]
opinion the city would benefit
[2:22:30]
vastly by going to the Fondulac Dispatch
[2:22:33]
Center and hopefully our dispatchers can
[2:22:37]
make their system better and go and work
[2:22:39]
there for those that are willing to make
[2:22:41]
the commute
[2:22:44]
but the way I see it it's the best for
[2:22:47]
our community
[2:22:52]
just take the money out of it
[2:22:55]
safety
[2:23:00]
U that's
[2:23:05]
simple but that's my
[2:23:07]
two I got say one more thing I I gave up
[2:23:11]
my hour at
[2:23:13]
theum only 10 minutes into it so um as uh I'm getting dirty looks um as
[2:23:20]
Chief teach out said he wanted or he
[2:23:22]
needs this when Chief wner was up here
[2:23:25]
he said well you know he wants this I
[2:23:27]
want that I want this I got to be honest
[2:23:30]
with you um our fire department is very
[2:23:33]
comparable to what Pon ederton and baru
[2:23:37]
and all those departments um they're
[2:23:40]
very similar to ours where they operate
[2:23:43]
fire and at EMS those departments have
[2:23:45]
two to three full-time employees let me
[2:23:48]
tell you I want full-time employees okay
[2:23:52]
I want two more full-time
[2:23:54]
employees
[2:23:56]
but we operate similar to EMS and I will
[2:23:59]
tell you that on the Fire end of it it's
[2:24:02]
not com down to the want I want those
[2:24:04]
employees that's a budgetary item
[2:24:08]
and I don't need those employees just
[2:24:11]
because we're just on the Fire end just
[2:24:13]
because we're switching dispatch centers
[2:24:14]
or potentially switching dispatch
[2:24:16]
centers like you
[2:24:17]
said I just want you to know that we
[2:24:20]
doing that with one employee and we're
[2:24:23]
we don't need those other employees to
[2:24:26]
answer those calls to make the system
[2:24:32]
work I'm done talking serious thank
[2:24:39]
you any other questions or comments on
[2:24:42]
this topic for the
[2:24:45]
evening any instructions to departments
[2:24:47]
for further information
[2:24:57]
hold it over for another meeting then
[2:24:59]
continue the
[2:25:00]
discussion although I will ask Bill one
[2:25:03]
question um as far as timeline goes in
[2:25:07]
order to implement what your suggested
[2:25:10]
timeline how quickly do we need to have
[2:25:13]
a firm decision to implement that yeah I
[2:25:15]
think we need to you know for for a
[2:25:18]
number of reasons one is you know the
[2:25:19]
transition with the colony they're
[2:25:21]
working on whether they need to as part
[2:25:24]
of their Hardware budget budget uh with
[2:25:27]
their transition as far as our
[2:25:29]
capabilities here to incorporate that
[2:25:31]
what that's going to look like or if
[2:25:32]
we're not going to be here anymore so
[2:25:34]
they've got some things there that they
[2:25:36]
need to answer in a relatively short
[2:25:38]
time um and quite frankly
[2:25:42]
um I think our our Communications
[2:25:45]
officers deserve an answer here um on
[2:25:49]
where we're going to go um we've been
[2:25:51]
struggling with this for um a number of
[2:25:54]
months and obviously it's an important
[2:25:56]
conversation but I think they deserve
[2:25:58]
that and regardless of how this goes so
[2:26:01]
I would say that if we could you know
[2:26:04]
maybe give you an opportunity to reach
[2:26:07]
out answer some more questions with
[2:26:09]
either any of the Chiefs directly um but
[2:26:12]
I would think that next meeting we need
[2:26:16]
to decide where we're going here
[2:26:20]
first meeting in
[2:26:22]
December that is there a meeting there's
[2:26:24]
a 23rd right there's one one more this
[2:26:27]
month this month again it's up to the
[2:26:29]
council I'm just thinking to give the
[2:26:30]
council an opportunity to really digest
[2:26:33]
what we've heard and obviously and if
[2:26:36]
it's a huge decision and if we are to
[2:26:38]
make the change what do you need from
[2:26:41]
us as far as backing or motions or just
[2:26:48]
direction to do it
[2:26:51]
um I would think that we need to
[2:26:54]
finalize that agreement with the county
[2:26:55]
correct yes that route that would be the
[2:26:58]
only thing and then we've kind of
[2:27:01]
outlined some suggestions there within
[2:27:03]
the documents
[2:27:04]
that would dictate how we would transfer
[2:27:07]
funds and as far as holding them over
[2:27:10]
and those type of things but we would
[2:27:11]
take care of that internally I would
[2:27:13]
think the only thing that we would need
[2:27:15]
would be to approve probably some type
[2:27:17]
of approval of the the agreement with
[2:27:20]
the county the formal approval process
[2:27:23]
but that would come after your decision
[2:27:26]
on how you
[2:27:31]
go any more discussion for this
[2:27:35]
evening and do we have a hard copy of
[2:27:38]
the agreement from the county no not yet
[2:27:41]
they're waiting for Direction they
[2:27:44]
haven't drawn up an agreement yet well
[2:27:46]
the agreement pretty much the agreement
[2:27:48]
is outlined in the document that elb
[2:27:50]
sent I I would imagine there wouldn't be
[2:27:52]
much more different than that but that
[2:27:55]
kind of outlines what that agreement
[2:27:56]
would be other than locking into a
[2:27:59]
timeline I think the common Council
[2:28:00]
would be interested to
[2:28:02]
know if they'd be willing to enter into
[2:28:04]
a memorandum of understanding as to how
[2:28:07]
long the $200,000 would
[2:28:10]
apply certainly an important factor in
[2:28:12]
the decision so maybe you can reach out
[2:28:15]
to him and see I can do that yep bill
[2:28:17]
and his memo used the 10year window
[2:28:20]
um so maybe 10 years is not a bad place
[2:28:23]
to
[2:28:25]
start why perf yeah I would I would not
[2:28:29]
put the 10 years in there quite frankly
[2:28:31]
I would not even put a number in there I
[2:28:33]
would just leave it openend we're going
[2:28:36]
to get that leaving it open-ended I
[2:28:38]
think is a risk when you don't have Alo
[2:28:40]
for that much longer um I just think
[2:28:43]
that's a risk so I'm just throwing the
[2:28:45]
10 year-old there is kind of a a window
[2:28:48]
that I think he may be able to with the
[2:28:50]
county but I don't know that I'm just I
[2:28:53]
don't think anybody's going to look
[2:28:55]
on they made representation cuz I asked
[2:28:58]
a specific question at the last meeting
[2:28:59]
and they had they made representation
[2:29:01]
that it was going to be in perpetuity
[2:29:02]
okay and that's fine that's the way I
[2:29:04]
took it that can be I understood it
[2:29:07]
sorry if I be a wonderful lock in have a
[2:29:11]
memorandum of understanding that and I
[2:29:13]
think that didn't lauran that was our
[2:29:15]
understanding for the purpose of
[2:29:17]
allowing the city to participate in the
[2:29:19]
911 program
[2:29:21]
and there's cancellation cancellation
[2:29:23]
Clauses on each side I mean it's all in
[2:29:25]
there all right all right um so we'll
[2:29:28]
hold this discussion over for the next
[2:29:29]
meeting and hopefully if you have any
[2:29:31]
questions for the Chiefs please reach
[2:29:33]
out to them and they will give you your
[2:29:35]
answers uh moving on to uh project
[2:29:39]
updates and staff reports Lori I have
[2:29:41]
nothing uh Mike do you have any
[2:29:45]
Chief other
[2:29:47]
Chiefs all right um those staff reports
[2:29:52]
um just a big thanks to Mike's crew for
[2:29:54]
the leaves I know it's been a big two
[2:29:57]
weeks here obviously in all month but
[2:29:59]
past two weeks with the weather we had
[2:30:01]
they've they've been out there all the
[2:30:03]
I've seen them constantly out there so
[2:30:05]
thank you doing a wonderful
[2:30:08]
job and you are scheduling till the 20th
[2:30:12]
of this month that is correct okay so
[2:30:14]
everybody out there listening knows to
[2:30:16]
get their rakes out and get at it coming
[2:30:19]
over um sure why not so you got one more
[2:30:22]
good weekend of raking
[2:30:25]
yep weather depending all right um so I
[2:30:29]
have no appointments tonight just a
[2:30:31]
couple of comments uh first on the
[2:30:32]
elections I personally want to thank our
[2:30:34]
city clerk and Sher and all the poll
[2:30:37]
workers for their hard work during the
[2:30:38]
entire election season it's no longer an
[2:30:40]
election
[2:30:41]
day um second as a reminder to the
[2:30:45]
community the ripen City's sign
[2:30:47]
ordinance requires that all political
[2:30:49]
signs must be removed 3 days following
[2:30:51]
the election as is now a week past the
[2:30:54]
election all those political signs
[2:30:56]
should now be taken
[2:30:58]
down uh and Co updates uh new cases are
[2:31:02]
skyrocketing in the state in the county
[2:31:05]
the country um the world um as weather
[2:31:09]
cools down people stay indoors more and
[2:31:12]
causes a higher chance of getting
[2:31:13]
infected and infections are increasing
[2:31:16]
almost
[2:31:17]
exponentially rippen's new cases have been holding fairly steady at a
[2:31:22]
high point um but they're steady uh
[2:31:25]
unfortunately our infection rate is very
[2:31:28]
high most days are between 20 and
[2:31:30]
60% this means that people are likely
[2:31:33]
only getting tested once they display
[2:31:35]
symptoms that leaves the people who are
[2:31:38]
asymptomatic to possibly spread the
[2:31:40]
disease if you are exposed or if you
[2:31:43]
have had contact with someone who tests
[2:31:46]
positive get yourself tested there are
[2:31:49]
free testings sites in Oshkosh and
[2:31:50]
Fondulac uh the ashkash site is still
[2:31:53]
open 6 days a week I believe the
[2:31:56]
Fondulac one may be down to one day uh
[2:31:59]
in the
[2:32:01]
meantime
[2:32:03]
everyone uh should continue to stay home
[2:32:05]
unless you have essential business or
[2:32:07]
shopping to conduct and when you are out
[2:32:10]
wear face coverings and continue to
[2:32:12]
social
[2:32:13]
distance on a positive note a vaccine
[2:32:17]
that shows an effective level of more
[2:32:18]
than 90%
[2:32:21]
um with little to no side effects is
[2:32:24]
pending FDA approval currently if
[2:32:27]
approval is granted distribution of the
[2:32:29]
vaccine could begin before the end of
[2:32:32]
this year First Responders and healthc
[2:32:35]
care workers would receive vaccines
[2:32:36]
first and General Distribution to the
[2:32:40]
rest of the country would be most likely
[2:32:43]
in early to mid spring of next year so
[2:32:48]
there may be an end on the horizon
[2:32:51]
as always be safe stay healthy and
[2:32:53]
remember to be kind considerate and
[2:32:55]
respectful to others any comments or
[2:32:59]
future agenda items from Council
[2:33:02]
Members hear oh John I've gotten a
[2:33:06]
couple complaints about the 100 200 and
[2:33:09]
300 block of Watson Street and what can
[2:33:12]
be placed on the
[2:33:13]
sidewalks and I'd like an
[2:33:17]
explanation official explanation of what
[2:33:19]
can be placed on the
[2:33:22]
sidewalks
[2:33:24]
Flags A-frame or open signs or whatever
[2:33:28]
it is I've read the ordinance and
[2:33:30]
it's to me it's a little bit confusing
[2:33:34]
pardon it's vague yeah so if L
[2:33:39]
coulde that clar clarification for the
[2:33:42]
next meeting yep all right we're going
[2:33:44]
to bring it up at our historic
[2:33:45]
preservation meeting so I would like to
[2:33:48]
eventually have a
[2:33:50]
Something official from
[2:33:52]
L okay thank you thank you anyone
[2:33:58]
else is there a motion to adjourn I'll
[2:34:01]
move to
[2:34:02]
adjourn second moved by Ben second by
[2:34:05]
David all those in favor say I I opposed
[2:34:10]
we are
[2:34:18]
adjourned e
