vehicles often exceed that.

think is pretty much insane you know

that vehicles slipping by

and I think the city's going to be
exposed to extreme liability when not it

but when there's a very tragic accident
particularly since every day spring

I think that's shortsighted. that part

of our original discussion. We never I
never knew that people parked there and

go down to the and so or what I'm going
to be doing is I'm going to be video

videoing from my lawn the trucks and the
cars and the people that are crossing

Warrington Street to go down and they're
families little kitties

the roaded itself. And there's a drop

down of about maybe 18 inches.
To me, that says instability.

And I talked to M about that and he said
that they may have to rip wrap it or

something like this. But that's what
they're fixing, right? Is what you're

talking about is the drainage where it's
eroding. The point is to fix right there

near

And so part of this project started

because we know a lot of people walk the
route and it's not just, you know, going
[25:06]
to the beach. We know people will walk
more intentionally. they'll go, you
[25:10]
know, um and in fact that whole circle
and knowing um and there have been
[25:16]
conversations years in the past that
Samet also had some interest. So we're
[25:20]
really looking at this is kind of phase
one and we would bring it all the way
[25:25]
around to Samet and then hoping that
Rockland would pick up and do their part
[25:30]
over on the other road.

definitely an issue, but thinking about
how do we do pathways
[25:42]
that can be maintained and upkeep and
maint and made safe and you know, your
[25:49]
concerns are, you know, are the same
ones that we've been airing. Um

but then we're at the point of like
we we've been looking all over the
[26:01]
country to see how they are doing this
and and so there is not precedent in the
[26:07]
Mid Coast but there's definitely
precedent across the country that having
[26:13]
pathways that are the same level as
roads um is very typical and and they
[26:19]
can be safe. Um I'm more you know some
of the things you said is like you know
[26:24]
can we lower the speed limit? Can we do
you know some other things you know to
[26:29]
that kind of work into that as well. We
also know when roads are a little
[26:34]
narrower people go slower. Um, so
there's a lot of things like we need to
[26:41]
talk about, but I think at the end of
the day, if if there was a way to
[26:46]
think about
our understanding that safety is key and
[26:51]
if we can think about, you know, is
there a way to put a few parking spots
[26:55]
over by the pump station and some of
those, would that alleviate some of your
[27:00]
concerns or
>> Well, I understand everything that you
[27:03]
said and I value it and you know,
Parking is not a concern for me because
[27:08]
I live there, but I observe it.

they do this literally every day,

spring, summer, and most of the fall.
And sometimes there's up to four

vehicles that hold little wide out

And like I said, uh if you go to the
[27:29]
Google map thing, the road sort of goes
like this. So at the that at the bottom
[27:33]
point is where the people cross and
that's where neither the approaching
[27:38]
driver from highway one or the people on
warranton they they can't see each other
[27:44]
because there's a valve.
So that's to me is inherently unsafe.

Now as you brought up and as you brought
up what right [laughter] now phase one

is a pathway to nowhere. It's a pathway
to the pump station.

I talked to Mr. Young about that
and as you indicated, you know, it's

sort of a

a faroff dream or project, however you
want to call it, to connect that to

pathway presently
is on the

got a cross. The Samets's on the other
side is straight.

the works since last summer you know

because they have survey people out
there. They don't send survey people out

And the pathways committee, y'all in one

form or another have been mentioning
Warrington Street for months

and um why you why are you doing this? I
mean, aren't there other streets that

are better suited?
>> That's not how it works for us. I take

advantage of they're be working on the
street. We take advantage of the

opportunity while they're

wants things to be done efficiently as

know, when they redid Park Street, you

and they repaint they they kind of

rebuilt everything

out of that came our focus on creating a
complete streets kind of policy which is

where anytime the town is going to redo
roads that there would be this chance
[35:04]
for us to think about how that road can
better be um you know m uh
[35:13]
» designed and utilized will accommodate
pedestrians and bikers as opposed to
[35:17]
just trucks and cars.
>> Well, that's great because I've done a I
[35:20]
bike and I have walked a lot and I I
know [laughter] pretty much you think.

» So, this came up because of the fact
that they're redoing the drainage and so
[35:31]
now it's becoming like a chance for us
to rethink how is that knowing that it's
[35:37]
a heavily used road for pedestrians and
bikers. Like, how do we do this? And we
[35:43]
know we can't do it all in one shot and
we can do it, you know, do we start with
[35:48]
this piece and we kind of use this as
our um
[35:52]
» to test
>> to test both the policy

as well as um you know a lot of things.
And so it's creating a whole another
[36:02]
layer of communication for Mike to have
to communicate with us. And and this is
[36:08]
all new because we're still ironing out
the policy. And so we had a work plan
[36:14]
that we would have been talking to all
the neighbors back in January. It just
[36:18]
went slower than and it was a very snowy
winter and you know
[36:24]
» was still waiting for information.

finding out about this in April and you

well the letter said mid that is April

7th. So I you know it's going to the uh
trucks are going to be there next week I

guess you know and like I said we're
just finding out. But I understand your

point and I appreciate it because I'
I've been a walker [clears throat] and a

biker, you know, for years, you know,
and
[37:50]
[clears throat] it really is um and I I
know I got lights on the bike and
[37:54]
helmets and I really don't want to get
whacked.

notice, you got that notice as fast as
we could actually get it because like we

literally got the information from
Farley on when they're going to do this

like mid April. It's like, okay, we got
to put that in line and then get that

do one last edit on. I said, "John, I

got to get this in the mail Friday so
that it gets delivered in time." So I
[38:17]
mean, I had to kind of go around him.

» that that's one of the pieces here. And
one of the issues that we're trying to
[38:25]
work out is this one. We have Warrington
Street project. There's a box that we
[38:30]
got to deal with in. So for the future
projects, we're ahead of the game before
[38:34]
we actually have a bid out. That's where
we want to be. So this is sort of like
[38:38]
the genesis of the deal. So

sense of you know of the complete street
Pauls as you laid it out to only make
[38:50]
sense for [clears throat] all sorts of
safety improvement for bikes and that
[38:56]
the economy of doing things together
rather than separately and we all know
[39:00]
that you know paving and excavation work
is extremely expensive. So, we can't
[39:06]
just do a peace meal. I mean, we all
know we're getting taxed like crazy,
[39:11]
but
so what, and correct me if I'm wrong,
[39:15]
but what I'm hearing from you is is
safety is probably even more important
[39:22]
to you at this point than the thought
of, you know, and I don't think it would
[39:25]
affect you because you have sidewalk in
front, but if the properties, you know,
[39:30]
cut into their wall your their yards a
little closer to the pump station, like
[39:35]
that's not your bigger concern. your
bigger concern is like the parking and
[39:39]
the safety.
>> Safety has been my concern since I lived

here and ask any of my neighbors. And uh
with respect to the comment about the
[39:48]
sidewalk, the sidewalk only goes 150 ft
from
[39:51]
» and I'm I'm way past the sidewalk.

» There's no there's no
>> except in the street and uh same with
[39:59]
several neighbors down. But
I've been talking to my neighbor for uh
[40:06]
nextdoor neighbor who's been on the
planning board in the past about this
[40:11]
subject and uh we both agree this you
know it's just an accident waiting to
[40:15]
happen and I think more so now because
the project let's let's assume it's all
[40:22]
done. It's designed to entice people to
go there. You know, it's all, you know,
[40:27]
all redone for pathway. Looks good. It
goes to the pump station ends. Okay.

Where do you know where people go then?
>> Well, that Yeah, that's not the goal.

>> But that is the reality.

» And no one knows a

you're going to have people going like,
okay, now what? And with respect to the

um, he says, my Mr. Young says he wants

the the police department to ticket
people to park there. Okay. Well, I

haven't seen anyone even given a
speeding ticket, let alone a parking
[41:03]
ticket.

about that, we had the opportunity up

here at the intersection of Route 91 a
few years ago for at the cross where

markets used to be.

>> And they were redoing the intersection.

>> And that sidewalk comes up and ended

there's no sidewalk. So we had to but

they were redoing all the wiring. They
doing all the grading. They were doing

everything. And we were able to put a
landing spot on the other side and put a
[41:42]
crossing signal in there. And now we're
going to be able to connect to the next
[41:46]
phase when that comes up which is
connecting for the high school.

» But to go back now to try and put that
crosswalk in after we've already done

pathway. This is kind of that little
safety shoulder and then if you're

driving, you're not driving onto the
pathway.

shoulder in this plan on but but this is

what our goal is.

all makes sense, but it doesn't that's

» so from from the edge of the inward. So,
that the second line over all the way to

that curb, that is that section that
Mike is referring to. So, within that
[45:08]
5T, there's going to be the breakaway
bit that the rest is going to be that
[45:13]
way. We got to discuss the the
lanes because that's not enough space on
[45:18]
the in the pathway
for two bikes to kind of go against each
[45:22]
other.

what we're trying to work with on Mike
is to get the lanes narrowed. So, we can

take that three and two and be more of
like a four or five and then two,

non- enforcement.

staffed well we will have a fully st

that you know we do insist on a little
bit more enforcement or a lot more

enforcement to go along with what we're
trying to do because you know Park
[46:34]
Street that's first and foremost in
terms of the safety. I understand
[46:39]
Warrington too but we just have people
crazy drivers. Pasco is 30 m an hour and
[46:45]
that's like totally straight compared to
warrant and you can see down here this
[46:49]
is 35 miles an hour and there is no
sight line
[46:53]
» maybe with a narrow road it's going to
it would um go hand in hand with a
[46:59]
slower
>> well that's the theory I've read about
[47:00]
the slowing effect whatever um I've also
seen I mean there's 18 legos coming down
[47:06]

>> but this is a town road like Orion can
[47:10]

>> I'm trying to remember right now on how

we can reduce the speed limit right now.
>> There's a way we can look at

» my town wants to reduce the speed limit
on my rural road. What action do I have

to undertake to reduce the speed limit
on my main non-main designated speed

>> We we've got an internal procedure on

how that's done and I think it's done
with the police department, but we have
[47:32]
to dig into that. I don't have that
information off the top of my head,

view and I just don't think this makes

level between the roadway and these

pedestrians
and limited sight lines. And that's
