[3:31:39] the board voted unanimously in

[3:31:44] approving the settlement agreement.

[3:33:50] on tuesday, the three of us and this

[3:33:54] young man, the four of us plus one

[3:33:58] other gentleman went to the campus

[3:34:02] because we obviously see there's

[3:34:04] construction going on.

[3:34:06] these gentlemen are all contractors.

[3:34:09] they are not getting any work from

[3:34:13] city college, not only out here where

[3:34:16] we see that city college is doing a

[3:34:18] lot of great things in developing and

[3:34:22] building but in the heart of where we

[3:34:26] live in hunter's point, there is no --

[3:34:29] not one person that is part of that

[3:34:32] construction that is of the sense of

[3:34:38] home owners and taxpayers and business

[3:34:44] conductors in this city at bayview

[3:34:48] hunter's point and we are -- so, we

[3:34:53] approached the contractor and we asked

[3:34:57] one thing, we said, could we have your

[3:34:59] card because we would like to find out

[3:35:01] if we could be part of any development

[3:35:05] that you do because we have plumbers,

[3:35:10] we have construction crews and we have

[3:35:14] painters, we have all kinds of

[3:35:18] individuals that obviously need to be

[3:35:21] part of an opportunity.

[3:37:07] work with, so when we met with you all

[3:37:10] with the staff that was at the

[3:37:14] college, the contractor, they called

[3:37:18] us thugs.

[3:37:20] we don't deserve that, not one of us

[3:37:23] deserve that.

[3:37:24] what we do deserve is to have an

[3:37:26] opportunity to be part of the build

[3:37:30] of this college because we all have

[3:37:33] spent many years in making san

[3:37:35] francisco better and we hope that we

[3:37:37] can have a relationship with this

[3:37:43] great school, I call it great because

[3:37:45] as a kid grew up in the university

[3:37:49] michigan in ann arbor, michigan, city

[3:37:52] college of san francisco was always

[3:37:54] the heart of me as a kid because it

[3:37:57] was the biggest city college in the

[3:38:00] history of the state of california

[3:38:02] and you have to respect that if you

[3:38:05] don't, I just waned to tell you that.

[3:38:08] we're all here, we want an

[3:38:10] opportunity and we need you all board

[3:38:12] members to help support us.

[3:39:22] are basically a variety of contractors

[3:39:24] out of bayview district 10.

[3:39:27] on august 25, we went over to your

[3:39:30] ccsf campus and was addressed as thugs

[3:39:35] like james bryant said, told to get

[3:39:40] out of our neighbor, off of our campus

[3:39:44] by giant construction.

[3:39:47] we felt hue militated in our own

[3:39:48] backyard, we felt like we didn't

[3:39:49] belong and we are from bayview

[3:39:53] hunter's point, we reside there, we

[3:39:55] bank there, our contracting companies

[3:39:59] are in bayview hunter's point, we meet

[3:40:02] everybody tuesday 8 a.m. At the 1450

[3:40:06] evans campus at bayview hunter's point.

[3:40:11] our whole reason for being here is not

[3:40:13] to try to shut down the campus which

[3:40:17] we almost did, we want to try to get

[3:40:19] some type of help from this board to

[3:40:22] let the giant construction know that

[3:40:24] it's not okay to look at nobody's

[3:40:26] nationality and consider them to be

[3:40:28] nothing other than community

[3:40:31] contractors.

[3:40:32] I wouldn't put nobody down in here, I

[3:40:34] would lift everybody up.

[3:40:37] if it wasn't the right way to do it,

[3:40:39] we should have been told the proper

[3:40:41] procedures on how to get contractors,

[3:40:43] not to be labeled at or looked at and

[3:40:46] then be called the police upon to make

[3:40:49] us feel like we were going something

[3:40:53] illegal or long, all we were doing is

[3:40:55] coming to just speak to get

[3:40:56] information and speak to them and

[3:40:58] figure out how did you -- brother rose

[3:41:01] and myself did a job walk over at the

[3:41:05] ccsf campus and didn't hear anything

[3:41:07] back about our bids, we just want to

[3:41:09] do business, we don't want to be no

[3:41:12] burden and we want to be looked at.

[3:41:18] there are four of you, so, but there's

[3:41:22] four people that would like to provide

[3:41:34] to inquire like who won the contract

[3:41:44] information, we went over there

[3:41:48] and they was from out of oakland, all

[3:41:50] we asked for was just a business card

[3:41:53] and that was a problem so, we're just

[3:41:55] bringing to you guys, hopefully you

[3:41:58] guys can do something about it bah

[3:42:00] we're trying to go about it the right

[3:42:02] way.

[3:42:03] if you don't do nothing about it, we

[3:42:05] have to do something about it as far

[3:42:09] as shutting the job down as far as

[3:42:13] following the right protocol.

[3:42:39] that means that your revenues are less

[3:42:42] than your expenditures.

[3:42:43] and the only way to resolve that is to

[3:42:46] make a policy change.

[3:42:47] there's only one policy change that

[3:42:49] will solve the problem and that is

[3:42:52] enrollment growth.

[3:42:55] so, what's city college doing about

[3:42:58] that?

[3:42:59] well, it's starting an educational

[3:43:01] strategic plan this fall.

[3:43:04] and the hearings will begin and the

[3:43:06] work group will begin on monday.

[3:43:08] so, we need to make sure that that

[3:43:12] strategic plan addresses this massive

[3:43:15] failure to the people of san francisco

[3:43:18] and we -- and to the state.

[3:43:21] this is a state institution.

[3:43:24] we need to make sure that we're

[3:43:27] serving every single zip code, that

[3:43:29] we're serving the students when they

[3:43:31] want to be served.

[3:43:32] I hear that weekends and evening

[3:43:35] classes just aren't available.

[3:43:36] we need to document and we need to

[3:43:39] change how we work.

[3:43:41] we need the rebuild all of our

[3:43:44] facilities.

[3:43:45] we went out for a bind, we got 155

[3:43:51] million dollars, why is alemany closed?

[3:43:57] why is downtown closed?

[3:43:59] you have so many students needing

[3:44:01] classes.

[3:44:02] there's a lot of work to be done, you

[3:44:04] have a strategic plan, use it.

[3:44:21] faculty member and an esl coordinator,

[3:44:26] prior to scheduling ceasing a

[3:44:27] downtown, there was not a publicly

[3:44:30] available steady of

[3:44:33] scheduling, attendance, staffing,

[3:44:35] resources, operational hours, deferred

[3:44:38] maintenance, grant expenditures and

[3:44:39] compliance and equitable access at

[3:44:42] downtown or similar studies at other

[3:44:44] district locations.

[3:44:45] the chancellor has identified the

[3:44:48] facilities and educational strategic

[3:44:50] task force for this sort of research

[3:44:51] yet there have been no agenda or

[3:44:54] meetings open to public comment as of

[3:44:57] yet.

[3:44:58] meanwhile the academic senate has

[3:45:00] unanimously approved a resolution

[3:45:01] calling for a process through the

[3:45:04] participatory governance process.

[3:45:05] processes for the outcome of downtown

[3:45:08] have not yet been put into action.

[3:45:10] the decision to cease scheduling

[3:45:12] at downtown was made without the

[3:45:17] research participatory governance

[3:45:18] process, deliberation and alternate

[3:45:20] plans needed to inform such a decision.

[3:45:24] additionally, the district amassed a

[3:45:26] 27 million dollar surplus in one year

[3:45:29] as it collected hold harmless funding

[3:45:32] while curtailing growth of needed

[3:45:34] classes.

[3:45:35] by sitting on a budget surplus and

[3:45:37] shuttering buildings at city college

[3:45:39] programs, we are not meeting the needs

[3:45:42] of students, not fulfilling our

[3:45:44] mission and not acknowledging the will

[3:45:46] of san francisco voters.

[3:45:49] I'm requesting that downtown be

[3:45:51] included on upcoming board agenda

[3:45:54] regularly and immediately with

[3:45:56] discussion from administering impacted

[3:46:00] groups with transparent and timely

[3:46:01] posting of documents and

[3:46:06] research.

[3:46:55] temporary staffer, it's minimum

[3:47:16] told you what I did and the last

[3:47:20] minute, I want to tell you my history

[3:47:24] on what my association of city college

[3:47:27] and going forward, of course I will be

[3:47:31] making a major grant on behalf of the

[3:47:33] mayor for the city college, so madam

[3:47:39] mueller and I are very close

[3:47:42] associates, she's the first person to

[3:47:44] work in the arts department and james

[3:47:47] mcfadden is the second person.

[3:47:48] I volunteered to teach as a piano

[3:47:52] teaching assistant for james mcfadden

[3:47:55] for 2004 to 2006 and I'm a student of

[3:48:00] david yee but he forgot about that.

[3:48:03] I'm also a student of lawrence

[3:48:07] forever, he passed away last year, I'm

[3:48:15] disheartened that lawrence passed

[3:48:17] away, his teaching really influenced

[3:48:20] me especially that he's gone, I'm

[3:48:23] planning to come back more and more

[3:48:26] and you'll get to know who I am and

[3:48:27] what I'll be doing for the future of

[3:48:29] city college.

[3:48:58] construction happening but our child

[3:48:59] care spaces have been greatly impacted.

[3:49:02] both the sealed classroom child care

[3:49:05] observation room at ocean campus and

[3:49:07] the one at jo john adams have had an

[3:49:10] extreme amount of dust requiring extra

[3:49:12] time from faculty to clean up.

[3:49:15] ocean, you already know about the

[3:49:17] parking fiasco there.

[3:49:18] at john adams, faculty tried to find

[3:49:20] out when they could get into their

[3:49:22] classroom to clean it up and fix it

[3:49:24] up, for those of you don't know, our

[3:49:27] child observations classes have

[3:49:31] children crawling on the floor,

[3:49:33] putting things in their mouths.

[3:49:37] they didn't get any response to know

[3:49:39] when she could go and clean up.

[3:49:42] she had to take a day off to go in

[3:49:46] person and the dean did give her some

[3:49:50] information.

[3:49:51] she wasn't able to get enough time to

[3:49:52] go in there to clean and had to draft

[3:49:54] or volunteer her son to go in and they

[3:49:57] spent a couple of days cleaning the

[3:49:58] place so the saw dust and the dust

[3:50:00] could be removed so the room could be

[3:50:02] ready for the children.

[3:50:07] additionally the space at john adams

[3:50:09] lost our parking.

[3:50:10] we've always had dedicated parking for

[3:50:11] their families who have to come in

[3:50:13] with strollers and who have to unload

[3:50:16] things.

[3:50:17] the faculty usually have to unload

[3:50:18] things for the classroom.

[3:50:19] we have always had parking there with

[3:50:22] signs posted and on the ground and on

[3:50:25] the side of the building.

[3:50:27] we would like to request that those

[3:50:29] parking spots dedicated for the child

[3:50:31] care space be returned and that the

[3:50:34] construction company do everything

[3:50:35] possible to close up the windows,

[3:50:38] perhaps glue or put something on that

[3:50:40] so the dust doesn't come in.

[3:50:45] it's really created a workload for the

[3:50:47] faculty.

[3:50:59] >> I have a good report to say

[3:51:02] tonight on the student health center.

[3:51:04] I love to talk about it.

[3:51:06] tonight I would like to recognize the

[3:51:08] important milestone for city college

[3:51:09] of san francisco, the 20th anniversary

[3:51:12] of student health which opened on

[3:51:14] august 18, 2006.

[3:51:16] but there's more to the story of

[3:51:17] student health and where it began.

[3:51:19] the original student health center was

[3:51:23] a single room in the basement of the

[3:51:25] science room or building.

[3:51:27] essentially a first station staffed by

[3:51:29] a part time registered nurse.

[3:51:31] as the needs of our students grew,

[3:51:33] student health moved into the

[3:51:36] bungalows where nurse asks counselors

[3:51:37] cared for students often with limited

[3:51:39] space and resources.

[3:51:41] one person who refused to accept this

[3:51:43] was our former dean and my hero and

[3:51:47] mentor assistant dean sonny clark

[3:51:48] which I think most of you know.

[3:51:53] sonny understood ccsf deserved more than

[3:51:55] basic first aid, she envisioned a

[3:51:57] comprehensive college where students

[3:52:00] could receive critical mental health

[3:52:02] services here on campus.

[3:52:04] she advocated for that vision and

[3:52:07] attended facility meetings, documented

[3:52:11] deteriorating bungalows, advocated for

[3:52:12] clinical services and staffing and

[3:52:14] continued to push until the dream of

[3:52:16] the new facility became reality.

[3:52:18] sonny didn't advocate for the build,

[3:52:20] she helped envision, design and fight

[3:52:21] for it.

[3:52:22] she watched the construction rise from

[3:52:24] ground to remain involved through the

[3:52:26] entire process.

[3:52:27] as this building became possible

[3:52:29] because of others believing in the

[3:52:31] vision too, I want to recognize the

[3:52:33] voters of san francisco whose approval

[3:52:36] of the 2001 educational facilities

[3:52:41] improvement bond made that possible.

[3:52:42] I want to recognize councilwoman nancy

[3:52:46] pelosi who helped secure funding for

[3:52:52] the equipment.

[3:52:53] at the dedication, she said the

[3:52:58] students at city college of san

[3:53:00] francisco are our future leaders.

[3:53:05] 20 years later, those words still

[3:53:07] describe the purpose of this building,

[3:53:08] today the student health center

[3:53:10] provides medical care, mental health,

[3:53:14] preventive immunization care,

[3:53:16] education cal and clinical health care.

[3:53:19] it provides a place where students can

[3:53:23] come -- I had to wait for you for two

[3:53:26] hours here.

[3:53:29] they simply need someone to help them,

[3:54:23] on airplanes that we fly and that we

[3:54:25] hope and pray have done their work in

[3:54:28] order for us to have safe landings.

[3:54:33] I'm sure you all have heard about the

[3:54:36] shortage of aircraft mechanics in our

[3:54:39] country and especially in the high

[3:54:44] risk aviation environments like the

[3:54:45] bay area, one of the highest risk

[3:54:48] rated places in the world.

[3:54:49] and the fact that we are short of

[3:54:55] aircraft mechanics while the aircraft

[3:54:57] mechanic program at city college is

[3:55:01] shut down temporarily as we see on the

[3:55:04] catalogue and that there are waist

[3:55:06] waiting lists and the college in

[3:55:08] alameda is full to the brim and that

[3:55:14] has to turn people away, at least

[3:55:16] thee running classes and awaiting this

[3:55:20] is hopeful as opposed to folks here

[3:55:23] who see that message on the website

[3:55:26] that says until further notice,

[3:55:29] classes are closed.

[3:55:30] we don't know what's really behind it.

[3:55:32] what I sent you around are two stories

[3:55:35] I offer as not in the imagination

[3:55:38] about what could happen but as a

[3:55:41] report of what did happen to me.

[3:55:43] I had to land an airplane in the fog

[3:55:47] on the hillside among cows and pigs

[3:55:51] and trees and it was because of the

[3:55:53] mechanics that that airplane behaved

[3:55:55] properly so I could get down and come

[3:55:57] here and visit with you.

[3:55:59] the other story is you'll see the

[3:56:03] other picture of a plane upside down

[3:56:05] which got that way because a mechanic

[3:56:11] left off a hair pin piece the size of

[3:56:12] a hair pin because the throttle broke

[3:56:17] and the airplane had to make a landing

[3:56:20] and flipped over, fortunately nobody

[3:56:25] perished.

[3:56:48] serving as the mission campus

[3:56:53] associated students president, I come

[3:56:55] here tonight to speak with you about

[3:56:57] the gaining lack of resources and

[3:57:02] class spaces for our vulnerable

[3:57:05] neighborhood centers that have a deep

[3:57:09] equity crisis tied to how this college

[3:57:11] has treated this population.

[3:57:12] for years we've watched as a troubling

[3:57:18] historical pattern, our budgets are

[3:57:21] reorganized, our non-credit students

[3:57:22] are the first to be displaced.

[3:57:24] they are given promises they will have

[3:57:26] enough classes, they were given

[3:57:28] promises of clipper cards, of shuttle,

[3:57:32] they're given promises of counseling

[3:57:34] and it's not happening, there's half

[3:57:38] day counseling, no counseling, there's

[3:57:40] half day child care.

[3:57:41] there is not the support services at

[3:57:44] all that ocean campus has and these

[3:57:47] are a population that need more

[3:57:50] support, that's equity.

[3:57:51] we know that is equity, we know

[3:57:54] these are students that are struggling

[3:57:57] and this college has been treating

[3:58:01] them like pawns on a chess board

[3:58:02] thinking they can move them

[3:58:04] around and it's an open door for a

[3:58:06] student is not the same as it is not

[3:58:08] the same as a place of education where

[3:58:13] they can thrive and have community.

[3:58:15] we saw in downtown they had community,

[3:58:17] I know john adams had that community

[3:58:20] and we have time and time again left

[3:58:23] these students without the support

[3:58:25] that they need and I'm telling you,

[3:58:27] they're not having the classes, they

[3:58:28] are not having the support, they're

[3:58:32] jammed 75 students in a class, 45

[3:58:35] students in a class without desks and

[3:58:38] they're still coming, okay.

[3:58:39] but guess what, then we wonder why

[3:58:44] doesn't enrollment go up, guess what,

[3:58:46] it's not fun when you have to deal with

[3:58:48] that and they're not getting the

[3:58:50] support and they don't have the

[3:58:52] services at all.

[3:59:29] pleased to be with you guys here today.

[3:59:34] I apologize for being on the road at

[3:59:38] the moment, but I didn't know when you

[3:59:40] guys were going to come back.

[3:59:42] some of the reports consist of -- one

[3:59:49] second -- so, emphasizing on what ms.

[3:59:53] lydia has spoken on, marginalized

[3:59:55] communities at our mission and

[3:59:57] chinatown and john adams campuses

[3:59:59] struggling with tech and language

[4:00:01] barriers and it affecting their

[4:00:04] enrollment or registration status, we

[4:00:05] need to fix this, who can I talk to as

[4:00:10] to who we're already in the second

[4:00:12] week of school.

[4:00:14] as well as them needing basic needs

[4:00:17] covered, but limited access to

[4:00:20] resources in comparison to ocean and

[4:00:22] as I've talked to some of these

[4:00:24] students, basic things as snacks or

[4:00:27] access to calworks or tampons for

[4:00:34] women.

[4:00:35] second report, lab a budget was not

[4:00:39] announced.

[4:00:40] when, why, who did this and how?

[4:00:42] students had no knowledge, is this

[4:00:44] because they were trying to create a

[4:00:46] union is one of the questions that was

[4:00:50] arise.

[4:00:51] I did want to announce that tomorrow

[4:00:52] we have a meeting, our first executive

[4:00:55] council meeting at 1 p.m., it will be

[4:00:58] in the room 2101 in the student

[4:01:02] success building, please

[4:01:05] join us so we can make these decisions

[4:01:09] and, you know, the other thing that's

[4:01:12] being mentioned is that students are

[4:01:14] losing their financial aid because

[4:01:16] they have 120 units and are getting

[4:01:19] cut off because they're maxed out.

[4:01:22] so my question is what -- can there be

[4:01:26] a solution and if so, what is it?

[4:01:36] lastly, this is before last, my

[4:01:40] apologies, the new ccsf app is not

[4:01:43] working and it's supposed to be

[4:01:47] simpler to use but too basic because

[4:01:50] we can't really do much on it and as

[4:01:53] we're trying to register and have all

[4:01:56] these other financial problems and

[4:01:59] tech problems, there's the enrollment

[4:02:00] issue, right.

[4:02:02] so, instead of it being more

[4:02:05] supportive, it's kind of hurting our

[4:02:11] situation because it's a software

[4:02:14] issue, right.

[4:02:17] lastly is the native american class

[4:02:20] doesn't count for transfer and we're

[4:02:23] trying to create a department, we

[4:02:25] already have a club in place, you

[4:02:27] know, we have a land acknowledgment

[4:02:29] for each and every meeting but no

[4:02:33] department and we want to see that our

[4:02:38] uniters count towards something.

[4:02:58] semester, I've been getting our

[4:03:01] executive council's meetings up and

[4:03:03] running, this friday will be the first

[4:03:04] meeting this semester and I'm looking

[4:03:06] forward to bringing our student

[4:03:07] leaders together and getting started

[4:03:08] on the work ahead of us.

[4:03:10] a couple of weeks a I also had the

[4:03:12] opportunity to attend the student

[4:03:14] trustee convention in burlingame, that

[4:03:16] was a great experience meeting other

[4:03:19] trustees across california, hearing

[4:03:21] about the issues they are facing and

[4:03:25] hearing how different colleges

[4:03:27] approach different advocacy.

[4:03:28] I had an opportunity to speak with the

[4:03:29] leaders of the california league, as a

[4:03:34] quick update on the free city college

[4:03:39] committee, I attended the committee

[4:03:40] meeting last week, while funding has

[4:03:41] been secured for this year, the

[4:03:42] committee will continue working to

[4:03:43] ensure that future students have

[4:03:44] access to the same funding and

[4:03:46] opportunities.

[4:03:47] on the student side, multiple students

[4:03:49] have raised questions regarding on

[4:03:52] campus job opportunities, library

[4:03:53] positions and their funding.

[4:03:55] students have been asking what

[4:03:57] happened to their funding for these

[4:03:58] positions and what it means for

[4:04:02] library opportunities across the

[4:04:04] campus, some have requested funding

[4:04:07] from associated positions.

[4:04:10] asco is operating with a budget

[4:04:12] deficit of approximately 200 thousand

[4:04:14] dollars while associate student

[4:04:17] funding comes from student dollars,

[4:04:19] this raises appropriate source for lab

[4:04:21] aid positions and whether associated

[4:04:24] students should be [inaudible] that

[4:04:28] serve the broader college community.

[4:04:30] this has been a recurring concern of

[4:04:35] students, and they will continue to be

[4:04:36] followed as the semester progresses.

[4:05:01] I don't speak only for myself when I

[4:05:03] say the buzz of the new academic year

[4:05:06] is thrilling and it's really wonderful

[4:05:10] to see students on our campus eager

[4:05:12] to start or continue their academic

[4:05:14] journeys.

[4:05:15] it's a pleasure to be giving my first

[4:05:17] in-person report to you as academic

[4:05:20] senate president this academic year.

[4:05:23] I'm grateful to lillian and fanny law

[4:05:26] for delivering my board reports in may

[4:05:29] and june when I was recovering from

[4:05:32] surgery.

[4:05:33] since you asked, my surgery was a

[4:05:34] success and the recovery gave me a lot

[4:05:37] of opportunity for quiet reflection,

[4:05:41] it's easy to be quiet when your jaws

[4:05:44] are wired shut n. This reflection, I

[4:05:47] realized even though the surgery led

[4:05:48] to a positive outcome and it's already

[4:05:51] improved the daily function in the

[4:05:52] quality of my life, it required me and

[4:05:54] those close to me to be gracious and

[4:05:57] compassionate as I slowly

[4:06:00] regained my ability to participate

[4:06:02] fully.

[4:06:03] this struck me as a great metaphor and

[4:06:06] guiding principle in my work here at

[4:06:07] the college that when we make

[4:06:09] decisions and plans for change and

[4:06:11] improvement, we must factor into our

[4:06:14] processes a certain compassion and

[4:06:17] grace for adjusting to those changes

[4:06:20] as we see them lead to positive

[4:06:23] outcomes to our college and our

[4:06:26] students.

[4:06:27] allowed this me forto guide me as I

[4:06:30] participated in the academic senate

[4:06:32] orientation, it happens in august

[4:06:33] every year and our wonderful second

[4:06:37] vice-president fanny law put on an

[4:06:40] enjoyable event, we're thrilled to

[4:06:41] have a coun of 19 faculty this

[4:06:46] academic year, we have faculty who

[4:06:48] teach both full and part time, credit

[4:06:51] and non-credit, academic and service

[4:06:53] faculty and faculty who are based

[4:06:55] primarily on cam pus outside of ocean.

[4:06:58] we're also excited to welcome faculty

[4:07:01] who have never served on the council

[4:07:03] before, that we have yet to have an

[4:07:06] official business meet, we got to

[4:07:08] experience some excellent discussion

[4:07:09] as councilmembers learned about the

[4:07:10] role of the academic senate and

[4:07:13] college governance.

[4:07:14] one example we used when talking about

[4:07:17] the important role of the senate was

[4:07:21] to suspend the [inaudible] beginning

[4:07:26] this academic year.

[4:07:27] this decision was the result of a

[4:07:28] deeply robust conversation that

[4:07:29] spanned the entirety of last academic

[4:07:31] year involving participation from

[4:07:33] every constituency group at the

[4:07:34] college leading to a result that we

[4:07:37] hope will truly benefit students and

[4:07:38] faculty alike.

[4:07:40] with the orientation behind us, we're

[4:07:42] working to finalize our first business

[4:07:44] agenda of the year on september 9 and

[4:07:46] we look forward to be robustly

[4:07:49] discussing comprehensive program

[4:07:51] review and our program review

[4:07:53] coordinator will be leading us in what

[4:07:56] will be a rich discussion on how to

[4:07:58] make this process a meaningful one.

[4:08:00] I'll be sure to report more on it as

[4:08:27] have the plenary where we

[4:08:30] thanked the chancellor for coming and

[4:08:32] swearing in our new elected officials,

[4:08:35] we have our parliamentarian kathy as

[4:08:39] the vice-president and then senator

[4:08:44] vashali, enrique, rudy, shanell,

[4:08:47] susie, alex and charles and many of

[4:08:49] these are new people.

[4:08:50] I want to also thank elaina wong,

[4:08:56] david delgado for their dedication and

[4:08:58] commitment for the last senate --

[4:09:02] they're outgoing senators and we're

[4:09:04] looking forward to the first meeting

[4:09:06] to engage on what we're going to focus

[4:09:08] on this year.

[4:09:09] I'm goik to move on to something else

[4:09:11] that's not so great.

[4:09:12] I want to talk about human resources

[4:09:14] and I want to talk about some things

[4:09:16] that have changed here that is not

[4:09:19] really the senate focus but I'm going

[4:09:22] to say it anyway because it does

[4:09:26] resolve around my job and student

[4:09:27] health and I'm going to take this

[4:09:29] opportunity to say that this

[4:09:31] restructuring of human resorts

[4:09:33] roll-out was not very effective.

[4:09:35] there are safety issues on campus.

[4:09:37] I had two injuries from the culinary

[4:09:40] with lacerations this week, we have no

[4:09:42] idea who the risk manager is now who

[4:09:46] or who's taking over for that person,

[4:09:48] we know orlando is not.

[4:09:50] there is as website that says to

[4:09:53] e-mail -- scan and e-mail the accident

[4:09:55] injury report to the risk services

[4:09:58] e-mail, that is not a secure e-mail,

[4:10:00] that is a hipaa violation I have

[4:10:02] reported twice with this college, now

[4:10:04] we're having it back on the website

[4:10:06] again.

[4:10:07] you do not send medical records

[4:10:10] through our e-mail system.

[4:10:12] we are not only personally liable for

[4:10:14] doing it but the college is liable and

[4:10:16] you should all know that, this has

[4:10:17] been going on.

[4:10:18] rolling out the restructuring and not

[4:10:21] having these things situated in

[4:10:23] advance and not only letting the

[4:10:25] constituent leaders know about this in

[4:10:26] advance and maybe the roll-down from

[4:10:29] there, but not avenging the campus

[4:10:30] know where our faculty don't know

[4:10:34] where to send this or don't know who

[4:10:36] to call because all of this has

[4:10:38] changed and no one went over it

[4:10:41] thoroughly with the college is not

[4:10:42] acceptable, it is not acceptable to

[4:10:44] roll out these things when there is

[4:10:45] safety and students involved and I'm

[4:10:48] very disappointed with this department

[4:10:49] for many reasons but this is a big

[4:10:51] one, we have to take seriously or we

[4:10:55] are going to get a violation.

[4:10:57] I'm going to tell you right now, if I

[4:10:59] find out or if I have to go through

[4:11:02] an e-mail again and if I find out

[4:11:07] somebody's e-mailed an injury report,

[4:11:09] I'm going to report this as well, it is

[4:11:11] illegal, personal and for the college,

[4:11:12] we're talking millions of dollars

[4:11:14] and of the two violations so far here,

[4:11:17] someone needs to roll out the training

[4:11:18] and let the district know what's going

[4:11:22] on.

[4:11:41] >> I'm on a new laptop, it's been

[4:11:44] acting wild.

[4:11:45] seiu is concerned the district is

[4:11:50] feeling a significant amount of money

[4:11:52] to high paid administrators who seem

[4:11:54] to be unqualified for their positions.

[4:11:56] we see a new administration on the

[4:11:58] block and it's called conquer and

[4:12:01] divide, giving off anti-labor vibes

[4:12:05] and taking down unions with shut up

[4:12:11] and do what I tell you to do,

[4:12:16] additionally, it is troubling the

[4:12:17] inappropriate behavior among some

[4:12:18] administrators is not being

[4:12:19] addressed, these individuals are

[4:12:21] receiving promotions and new titles.

[4:12:22] if we're wrong, prove it with the

[4:12:25] evidence.

[4:12:27] consider this, former vice chancellor

[4:12:30] yulan who was a staunch appointment

[4:12:34] of labor units received a

[4:12:37] transportation housing stipend of

[4:12:38] approximately 7 thousand dollars per

[4:12:40] month for nearly two years, in

[4:12:42] contrast, the former avc of hr

[4:12:46] received five thousand each year,

[4:12:47] during that time, our union positions

[4:12:49] including those for utility workers

[4:12:52] were put on hold by the previous

[4:12:55] interim chancellor due to budget

[4:12:58] restrictions.

[4:12:59] however hundreds of thousands of

[4:13:02] dollars continue to be allocated.

[4:13:03] I believe the swaying has worsened

[4:13:06] since then.

[4:13:07] currently there is a restructuring of

[4:13:10] the hr department that is negatively

[4:13:13] impacting our union job, our

[4:13:16] bargaining union members have been

[4:13:17] informed that the department is no

[4:13:20] longer the labor hr, what is evidenced

[4:13:26] by this restructuring is the formation

[4:13:27] of an anti-hero labor hr department

[4:13:32] exhibiting a concerning pattern of

[4:13:35] ageism, we have received testimony

[4:13:37] from senior experienced workers

[4:13:39] stating they have being pressured to

[4:13:41] retire, they even agree -- if they

[4:13:44] agree to retire, management offers to

[4:13:46] throw them a party.

[4:13:50] this behavior has complete disregard

[4:13:51] for the members of our bargaining unit.

[4:13:54] employees who resist out of class duty

[4:13:58] face layovers aimed at coercing them

[4:13:59] into retirement.

[4:14:00] all of this is occurring under the

[4:14:02] current leadership of the college

[4:14:05] administration which includes

[4:14:06] anti-labor industries and the external

[4:14:08] legal counsel.

[4:14:09] when will this end?

[4:14:11] it seems we're on the path of becoming

[4:14:14] an anti-labor institution.

[4:14:15] also I don't appreciate hearing from a

[4:14:19] former president of our union he was

[4:14:21] called a thug.

[4:14:22] this shows once again the behavior of

[4:14:25] the this college who ignores the

[4:14:29] institutional racism that continues

[4:14:30] here.

[4:14:42] teachers, aft, local 2121, president's

[4:14:46] report by president robin pugh.

[4:14:53] are at the beginning of the school

[4:14:54] year.

[4:14:55] I don't know what happened to summer,

[4:14:56] but it's been great hanging around,

[4:14:57] seeing people, feeling the energy from

[4:14:59] faculty and students.

[4:15:00] this is a time of year when we look to

[4:15:02] the future, so in that vain, there's a

[4:15:04] few things I hope we'll hear about

[4:15:06] tonight or if not that, very soon.

[4:15:08] the college community needs to hear

[4:15:12] more detailed plans about the future

[4:15:14] of our downtown center or even how

[4:15:15] that future will be determined.

[4:15:16] we need to hear scheduled and program

[4:15:19] level detail of how the college will

[4:15:22] achieve a 2% enrollment growth goal,

[4:15:24] especially in light of the pause in

[4:15:27] instruction downtown.

[4:15:29] in my e-mail to you all earlier today,

[4:15:31] I shared my concern about tonight's

[4:15:34] item 13a, your vote on whether to

[4:15:36] authorize a contract with outside

[4:15:39] lawyers without a dollar amount.

[4:15:42] the college has hired administrators

[4:15:45] in hr, hired inside counsel, recently

[4:15:50] restructured hr, we heard about that,

[4:15:52] even citing decreased need in hr to

[4:15:55] justify cutting a position and yet

[4:15:57] there appears to be no lan to develop

[4:16:00] internal capacity for labor relations

[4:16:02] which is sadly lacking.

[4:16:03] I instead of our public college has

[4:16:07] become a multimillion dollar client for

[4:16:12] [inaudible], we incentivize these

[4:16:15] outside lawyers to earn millions of

[4:16:18] taxpayer dollars by perpetuating

[4:16:20] dysfunction and delaying resolution,

[4:16:22] it's a pattern we've seen clearly from

[4:16:24] this firm, please do not approve a

[4:16:28] blank check.

[4:16:29] with respect to tonight's budget

[4:16:31] presentation, we know this is an early

[4:16:34] presentation, what we know to be true,

[4:16:37] the college has run surpluses for the

[4:16:40] last six years while building healthy

[4:16:43] reserve asks capital outlay, all the

[4:16:48] while, the budget said the district

[4:16:49] was going to be in deficit or

[4:16:52] at risk of deficit.

[4:16:54] apt caught on to this quickly, we

[4:16:57] noticed we fought these harmful

[4:17:00] practices and now the state auditors

[4:17:01] have noticed.

[4:17:02] our budgets are reliably unreliable,

[4:17:06] so to correct this harm, we need a

[4:17:09] pattern of budgeting that reflects

[4:17:11] reality and we look future to see

[4:17:14] further refinements that clarify how

[4:17:20] the board will facilitate our

[4:17:22] transition to the student centered

[4:17:24] funding formula, this is the kind of

[4:17:27] financial leadership we most need from

[4:17:28] our board of trustees and finally aft

[4:17:31] continues at the bargaining table for

[4:17:36] a successor contract.

[4:17:37] we look forward to collaborative

[4:17:39] discussions and looking forward to

[4:17:40] working with a district team that

[4:17:42] displays respect by coming to the

[4:17:44] table prepared and ready to make

[4:17:46] proposals that recognize the value of

[4:17:49] the critical service that faculty

[4:17:51] provide to students in the college.

[4:18:39] students this semester than they have

[4:18:42] had since covid.

[4:18:43] so, it's a mystery why computer

[4:18:45] numbers are still saying that we are a

[4:18:50] bit lower than we were last year.

[4:18:51] we hope that those numbers will catch

[4:18:53] up with reality.

[4:18:56] I wanted to do a shout out and a thank

[4:18:58] you to the team that has worked hard

[4:19:02] on our ghost students, admission and

[4:19:04] records and it, there seems to be a

[4:19:09] major, major improvement in the ghost

[4:19:14] situation, so deaf -- definitely

[4:19:18] something is working.

[4:19:19] we're still seeing the same confusion

[4:19:20] at the start of each semester where

[4:19:25] the semester start date is different

[4:19:27] from the class start date.

[4:19:28] that's confusing for students and we

[4:19:33] need to find a different way to

[4:19:35] present that information.

[4:19:36] in a recent meeting with the

[4:19:39] chancellor, she indicated that there

[4:19:40] may be a new program that can address

[4:19:42] this problem and we certainly hope so

[4:19:46] and hope that it can be done prior to

[4:19:48] our next registration.

[4:19:52] finally I would right to ask the board

[4:19:55] of trustees to consider moving their

[4:19:58] closed session to the end of the

[4:20:01] meeting so that you guys are the only

[4:20:03] ones that are inconvenienced.

[4:20:57] expectations of the workforce, the

[4:20:58] fact there will be many listening

[4:21:02] sessions across the college and with

[4:21:03] the external community, they'll also

[4:21:06] be reports out to governance and to

[4:21:09] the board and it's a very inclusive

[4:21:12] process that we have begun this

[4:21:15] semester.

[4:21:16] we are looking forward to that and so

[4:21:19] I just wanted -- the slides give a lot

[4:21:22] more detail.

[4:21:23] I think that I want to echo what

[4:21:26] darlene said, I know I -- I'm hoping

[4:21:30] that numbers, they say numbers don't

[4:21:31] lie, I do see a lot more students on

[4:21:35] campus this fall than I did see last

[4:21:39] fall or last spring, so I think I'm

[4:21:43] crossing my fingers our enrollment

[4:21:45] numbers might be different than census

[4:21:48] data than they've been so far, we'll

[4:21:50] report that out to you.

[4:22:44] as we have watched in horror at the

[4:22:46] loss of our highly acclaimed fort

[4:22:49] mason art center in 2009, and the

[4:22:54] nearly total destruction of the older

[4:22:57] adults program, now we are witnessing

[4:23:01] the administrative wrecking ball

[4:23:03] attack the downtown center.

[4:23:05] a community built on the successes in

[4:23:09] providing inner city students with

[4:23:13] access to classes, on-site experience

[4:23:16] and skill building leading to the

[4:23:22] credentials necessary to survive in

[4:23:24] our demanding and competitive city.

[4:23:27] this has been ripped a away from its

[4:23:29] students and all of their supporters

[4:23:31] and teachers who patiently waited and

[4:23:36] watched eagerly for the leadership

[4:23:38] that could both recognize and support

[4:23:41] the mission of the downtown center.

[4:23:45] it's not too late to choose the

[4:23:50] appropriate leadership, to build the

[4:23:53] student attendance by addressing their

[4:23:56] needs, to fulfill the stated goals of

[4:24:00] this institution.

[4:24:03] our reported millions in surplus in

[4:24:05] our budget are there to be put to good

[4:24:09] use can which does not include further

[4:24:15] inflating the reserves at the expense

[4:24:17] of student programs.

[4:28:11] funding and right now we're secured

[4:28:13] but to think about the long term.

[4:28:55] so when we get into next month when

[4:28:57] you guys get that budget book in your

[4:28:59] hand, you're going to be able to

[4:29:01] answer a lot of questions that you

[4:29:04] may have, so let's start with the next

[4:29:06] slide.

[4:29:07] so, here we really just want to say

[4:29:09] thank you who put a lot of work in

[4:29:11] into this.

[4:29:12] this is how we started and this is how

[4:29:15] we're ending, the budget is not

[4:29:17] completed by finance alone, it is a

[4:29:19] collective effort by mostly the

[4:29:24] administrator, human resources,

[4:29:26] instructors, everyone has a buy-in,

[4:29:28] thank you for everyone who's gotten us

[4:29:31] here.

[4:29:32] so, let's look at the districtwide

[4:29:34] snapshot, when we look across all the

[4:29:37] district funds, city college is a

[4:29:41] significant public investment, the

[4:29:42] largest revenue source shown is the

[4:29:44] blue which is on the u-fund, that is

[4:29:47] driven primarily by our apportionment

[4:29:49] and other unrestricted revenues but on

[4:29:51] the expenditure side, the largest

[4:29:53] component this year is associated with

[4:29:55] our bond funded capital program,

[4:29:58] that's that large gold area you see

[4:30:00] on the expenditure side.

[4:30:07] let's go into the numbers.

[4:30:08] this is the slide that provides the

[4:30:11] detailed history behind our

[4:30:12] unrestricted position.

[4:30:13] but there's good news here, over the

[4:30:16] last several years, city college has

[4:30:19] significantly strengthened its

[4:30:20] financial position.

[4:30:21] the ending fund balance increased from

[4:30:24] 19.1 million to a projected 72.2

[4:30:28] million.

[4:30:29] that did not happen accidentally.

[4:30:30] again, I would like to honor all the

[4:30:32] work we've been doing over the past

[4:30:34] few years but within this last year,

[4:30:37] there was a lot of hard work and the

[4:30:39] leadership of the chancellor, so thank

[4:30:40] you for that.

[4:30:41] but this also reflect deliberate

[4:30:43] fiscal management and provides the

[4:30:44] college with an important financial

[4:30:47] cushion.

[4:30:48] but there's another number on this

[4:30:49] page that deserves our attention, in

[4:30:52] fiscal year 26-27, revenues are

[4:30:54] projected at approximately 207.4

[4:31:03] million dollars when transfers are

[4:31:06] 207.2 million, we're a bit balanced

[4:31:08] but barely.

[4:31:11] the distinction between becomes very

[4:31:12] important as we move into the

[4:31:16] multiyear forecast later on in the

[4:31:21] presentation.

[4:31:22] so, here this simplifies the previous

[4:31:23] slide into three numbers, the 207.4

[4:31:27] million of revenue, the 207.1 in

[4:31:30] expenditures and a 72.2 million dollar

[4:31:34] ending fund balance, that produces a

[4:31:36] reserve of approximately 34.85%.

[4:31:41] a 34.85% reserve gives city college

[4:31:45] flexibility and protection against

[4:31:47] uncertainty and that is a strength but

[4:31:49] I want to make an important

[4:31:52] distinction, a reserve is a financial

[4:31:55] safeguard, not an ongoing revenue

[4:31:59] source.

[4:32:01] we cannot solve recurring expenditure

[4:32:03] growth with one-time fund balance

[4:32:06] indefinitely.

[4:32:07] this is giving us something valuable

[4:32:09] which is time.

[4:32:11] time to make thoughtful decisions

[4:32:13] rather than reactive ones.

[4:32:15] the reserve has increased from 10.65

[4:32:18] in fiscal year 22-23 to a projected

[4:32:23] 34.85% in 26-27.

[4:32:27] here is our restricted funds.

[4:32:31] there we go.

[4:32:32] here's our restricted funds, you'll

[4:32:35] see substantial growth in our

[4:32:37] restricted funds, that's mostly with

[4:32:39] our carry over and with our 44.8

[4:32:41] million dollars, so again we are

[4:32:45] actively working to spend down those

[4:32:48] restricted funds with the incoming new

[4:32:49] vice chancellor, we will actively be

[4:32:50] working with spending plans along with

[4:32:52] our deans and our department chairs.

[4:32:53] next slide.

[4:32:59] so, first before we go into the

[4:33:00] multiyear, I want to talk about

[4:33:02] assumptions so we're looking at the

[4:33:03] same thing.

[4:33:04] before looking at that forecast, it's

[4:33:06] important to understand what drives it.

[4:33:10] so, a multiyear projection is not a

[4:33:12] prediction of exactly what will

[4:33:14] happen, it is a planning tool that

[4:33:17] tells us what could happen in our

[4:33:19] current assumptions hold.

[4:33:20] we have assumed 2% annual enrollment

[4:33:24] growth, future colas, increases in

[4:33:26] health and welfare costs step and

[4:33:31] column movement, operating cost ess

[4:33:32] cal lacing and the potential return of

[4:33:35] a state deficit factor.

[4:33:36] most importantly the projection holds

[4:33:39] our scff funding floor at

[4:33:41] approximately 169.1 million dollars.

[4:33:43] that includes our 1.44% discretionary

[4:33:48] cola.

[4:33:49] these assumptions will change as new

[4:33:50] information becomes available.

[4:33:51] our job is to update the forecast

[4:33:54] continuously and make decisions early

[4:33:56] when the trajectory changes.

[4:33:59] next slide, please.

[4:34:00] so, again, this slide distills those

[4:34:03] assumptions into the major building

[4:34:06] blocks and this is where the

[4:34:08] structural challenge starts to become

[4:34:10] visible.

[4:34:11] we are assuming enrollment growth, we

[4:34:13] are assuming cola which are positives

[4:34:15] but at the same time, health and

[4:34:17] welfare costs are projected to

[4:34:19] increase 6% annually.

[4:34:21] operating costs remain elevated and

[4:34:24] the forecast introduces a state

[4:34:26] deficit factor, so the challenge isn't

[4:34:29] simply whether revenue growers, the

[4:34:30] challenge is whether revenue grows

[4:34:33] fast enough to keep pace with our cost

[4:34:36] structure.

[4:34:37] under the current assumptions, it does

[4:34:40] not.

[4:34:43] here is our multiyear projection with

[4:34:46] the unrestricted fund.

[4:34:47] this is one of the most important

[4:34:49] slides in this presentation.

[4:34:52] 26-27 is essentially balanced but

[4:34:57] beginning in 27-28, expenditures begin

[4:35:00] growing faster than revenues.

[4:35:01] our projected operating costs are

[4:35:04] approximately breaking even this year

[4:35:06] but the following year starting our

[4:35:07] deficit which is 6.6 million, then

[4:35:11] 16.6 million and ultimately 24 million

[4:35:14] in fiscal year 29-30.

[4:35:16] I want to emphasize that these are

[4:35:20] projections, not predetermined outcomes

[4:35:24] and that is precisely why we are

[4:35:25] showing them now.

[4:35:26] the purpose of a multiyear projection

[4:35:27] is not to tell us we have a future

[4:35:31] problem, it's to give us enough time

[4:35:32] to prevent one.

[4:35:33] so, the detailed projection shows

[4:35:35] revenue remaining around 205 to 207

[4:35:39] million but expenditures and transfers

[4:35:41] grow up to 228.7 million by 29-30.

[4:35:50] here is where we illustrate.

[4:35:53] this chart makes the issue much easier

[4:35:54] to see.

[4:35:57] the blue bars which is our revenue

[4:36:00] remains relatively flat.

[4:36:01] the red bars which are our

[4:36:03] expenditures continue moving upward.

[4:36:05] that's -- that space between the two

[4:36:11] grap gaps are our structural deficit.

[4:36:14] these year there essentially isn't one

[4:36:16] but next year it becomes 6.6 million,

[4:36:20] then 16.6 million and then the 24

[4:36:22] million.

[4:36:23] so, our challenge is not simply

[4:36:25] cutting a budget, it is changing the

[4:36:27] trajectory of these two lines,

[4:36:30] looking at both sides of the equation,

[4:36:32] controlling our recurring costs,

[4:36:35] strengthening our enrollment,

[4:36:37] maximizing our scff performance and

[4:36:41] identifying sustainable revenue

[4:36:44] opportunities.

[4:36:45] next slide.

[4:36:46] here now we can see what happens if we

[4:36:48] we do nothing.

[4:36:50] our reserve peaks at approximately

[4:36:53] 36.9% and remains strong at 35.85%

[4:36:57] this year, as recurring expenditures

[4:36:59] exceed recurring revenues, the reserve

[4:37:02] begins doing exactly what reserves to

[4:37:04] which is absorbing the difference.

[4:37:07] it declines to 30%, then to 22% and

[4:37:11] approximately 11% by 29-30.

[4:37:13] the concern isn't that we have an

[4:37:16] inadequate reserve today, the concern

[4:37:17] is the speed at which the projection

[4:37:20] will consume it.

[4:37:25] but here let's talk through a

[4:37:27] preliminary rising analysis.

[4:37:29] we frame this as a preliminary because

[4:37:33] fiscal stewardship isn't simply about

[4:37:35] maintaining a particular percentage,

[4:37:36] four things stand out.

[4:37:38] first, this year's operating margin is

[4:37:41] extremely thin, approximately 288

[4:37:43] thousand.

[4:37:44] second, the structural deficit emerges

[4:37:46] next year and accelerates.

[4:37:50] third, that deficit begins consuming

[4:37:52] our reserve.

[4:37:53] but fourth, by fiscal year 29-30, the

[4:37:56] projection levers us with

[4:37:58] approximately one month and a week and

[4:38:00] a half with operating expenditures and

[4:38:03] reserves.

[4:38:04] our reserve levelers gives us the

[4:38:05] ability to be strategic today, as we

[4:38:08] continue to prepare for our future.

[4:38:13] however this table right here puts

[4:38:16] this entire story on one page.

[4:38:18] the college enters 26-27 with

[4:38:24] approximately 72.2 million dollars in

[4:38:26] a fund balance which is approximately

[4:38:27] four months of operating expenses.

[4:38:28] under the current assumptions, that

[4:38:30] falls to approximately 25.1 million

[4:38:33] which is about 1.32 months of

[4:38:35] operating expenses.

[4:38:36] but the most important number on this

[4:38:38] slide is 72 million or the 25 million.

[4:38:40] it is the growing difference between the

[4:38:43] recurring revenue and the recurring

[4:38:45] expenditures.

[4:38:46] if we address that structural

[4:38:51] imbalance, we'll protect the reserve.

[4:38:52] if we focus on the percentage, we risk

[4:38:55] treating the symptom rather than the

[4:38:59] cause.

[4:39:00] so here this graphic is intentionally

[4:39:01] very simple.

[4:39:03] if the assumptions hold and no

[4:39:05] proactive actions are taken,

[4:39:07] approximately 47.1 million of our

[4:39:09] unrestricted reserve will be consumed

[4:39:11] over the next three years.

[4:39:12] this is the reason why we're working

[4:39:15] hard to make sure we're monitoring our

[4:39:18] expenditures and evaluating

[4:39:22] everything we're doing.

[4:39:23] I don't present this number to

[4:39:24] subjecting it is inevitable but it is

[4:39:26] avoidable.

[4:39:27] we have visibility and we have time,

[4:39:28] we have a strong starting reserve.

[4:39:36] what does all of this mean.

[4:39:38] the 26-27 adopted budget is balanced,

[4:39:41] when we print that out, we should have

[4:39:43] that out by september 1.

[4:39:44] when we're looking forward, the

[4:39:50] strength should not make uss very

[4:39:51] complaisant.

[4:39:52] I really want to express the

[4:39:54] leadership from the chancellor is

[4:39:56] really make us evaluate how we're

[4:39:58] moving forward and that trajectory to

[4:40:00] make sure we improve.

[4:40:02] as we continue to go this, our numbers

[4:40:05] should improve with our correct

[4:40:08] leadership.

[4:40:09] we appreciate everyone's participation

[4:40:11] move forward, this is not just about

[4:40:14] reducing expenditures, it's about

[4:40:16] being intentional and thoughtful in

[4:40:17] our investments.

[4:40:29] assist us as we move forward but we

[4:40:31] want to understand and will continue

[4:40:33] to bring this budget forward as we're

[4:40:36] making these decisions to ensure we're

[4:40:38] being transparent but most

[4:40:41] importantly, collaborative.

[4:41:21] you cannot put more than 10% into your

[4:41:24] reserves if you are k-12 school

[4:41:27] the state of california or the city

[4:41:31] and county of san francisco.

[4:41:33] why?

[4:41:34] why are they limited to 10?

[4:41:37] because taxpayers want the money they

[4:41:39] are giving you to be spent on the

[4:41:41] purpose that they are allocated for.

[4:41:43] what is the one policy change that is

[4:41:45] needed to fix our college?

[4:41:47] focus on student enrollment growth,

[4:41:49] nothing else will work to fix the

[4:41:53] budget.

[4:41:54] how big is the problem, we're down 24%

[4:41:57] in ftes since 17-18.

[4:41:59] we used to serve 22 thousand -- when I

[4:42:01] was here, a lot more.

[4:42:03] and now we're serving 16 thousand.

[4:42:06] almost 17 thousand.

[4:42:08] so, that's the chancellor in her

[4:42:10] report reported 2.6 million is the

[4:42:13] cost, ongoing faculty cost to increase

[4:42:17] 675 ftes at the downtown campus that

[4:42:20] would have kept the 2.2 million at the

[4:42:23] base.

[4:42:24] it's about 20 million bucks to get us

[4:42:25] back to where we need to go so we can

[4:42:27] get cola and growth.

[4:42:32] ongoing, that's ongoing.

[4:42:33] who's responsible for making those

[4:42:34] policy changes that will save city

[4:42:36] college?

[4:42:37] the board of trustees are legally

[4:42:38] responsible for policy and direction,

[4:42:41] establish general policies and ensure

[4:42:44] that local educational programs

[4:42:45] match community needs.

[4:42:46] sounds like the weston report, sounds

[4:43:25] last column?

[4:43:26] every classification on the right side

[4:43:29] shows a double digit year over year

[4:43:32] increase ranging from 15% to more than

[4:43:35] 200%.

[4:43:36] there's one exception and it jumps off

[4:43:40] the page, academic salaries are up 12%

[4:43:41] year over year.

[4:43:43] what does this tell our san francisco

[4:43:45] community, that city college of san

[4:43:46] francisco is not focused on educating

[4:43:49] classes or the teachers needed to

[4:43:51] teach those classes but out of

[4:43:54] everything else, teaching is becoming

[4:43:55] secondary to building support services

[4:43:58] and outreach outside contracts.

[4:44:00] the school's priorities have shifted

[4:44:02] from teaching in classes to almost

[4:44:05] anything else.

[4:44:07] before any negotiated pay increases,

[4:44:09] classified salaries are already up 16%

[4:44:12] year over year.

[4:44:13] do you see the additional 6.4 million

[4:44:16] dollars?

[4:44:17] don't forget benefits, that's 9 million

[4:44:19] dollars more this year and even

[4:44:20] more in the multiyear projection,

[4:44:22] three years out, that's 9 million

[4:44:25] dollars becomes 27 million dollars

[4:44:26] from our reserves.

[4:44:28] hasn't it been the board that has

[4:44:31] approved the fact that the one group gets

[4:44:32] an increase, the other group must get

[4:44:35] the same increase too?

[4:44:37] based on this budget and these year

[4:44:39] over year increase, this college is

[4:44:40] becoming more about buildings and

[4:44:42] activities other than teaching classes

[4:44:44] and educating students.

[4:44:46] we are moving from a teaching and

[4:44:49] education focused college to something

[4:44:50] else.

[4:44:51] that's what this budget says to me.

[4:44:54] lastly, I would really like the board

[4:44:56] to receive a presentation on budget

[4:44:59] line item 5909, receivable write-off,

[4:45:01] why do we continue year after year to

[4:45:04] write off millions of uncollected

[4:45:07] receivables, 8 million dollars in the

[4:45:08] last three years, are we projecting

[4:45:10] that to continue as 2.5 million

[4:45:12] dollars each year and for how many

[4:45:15] years?

[4:45:16] there should be a presentation on

[4:45:17] this.

[4:45:36] fortunately, maybe unfortunately,

[4:45:37] there is a new state auditor's report

[4:45:40] out that has many findings for us, for

[4:45:46] ccsf, and I recommend you folks look

[4:45:48] at it on the state auditor's website

[4:45:51] because it's presented really well

[4:45:54] there.

[4:45:55] but it kind of throws a monkey wrench

[4:45:57] into this whole budget because it's

[4:45:59] asking for some things that we didn't

[4:46:03] know it, right, it came out august 8

[4:46:06] and this budget book and everything

[4:46:07] that the county department's been

[4:46:10] working on was all done way before

[4:46:12] that report came out but one of the

[4:46:14] things I want to mention about it is

[4:46:20] that it really wrote us up and said as

[4:46:23] ccsf, we are bad at predictions going

[4:46:26] forward and that the proof of that

[4:46:29] pudding is that we have had consistent

[4:46:31] surpluses for the last four or five

[4:46:33] years and they list them and they also

[4:46:39] really wrote up the state

[4:46:41] chancellor on a lot of issues but

[4:46:44] asked the state chancellor to monitor

[4:46:47] things going forward, so if we take

[4:46:50] what was just presented as a going

[4:46:54] forward multiyear budget and make it

[4:46:56] more realistic because it isn't

[4:46:58] because we've been bad at righting

[4:47:01] that for several years we have 20

[4:47:03] million, 15 million surpluses at the

[4:47:05] end of the year and they're saying we

[4:47:08] should predict better.

[4:47:09] if we do that, this whole thing ends

[4:47:11] up looking better.

[4:47:13] the other -- the second thing missing

[4:47:16] from this is that we expect to come

[4:47:18] out of hold harmless the following

[4:47:23] year, 29, that's on this chart, so

[4:47:25] that would be 29-30, we come out, we

[4:47:28] then the following year get a full

[4:47:31] cola and that cola bringers that thing

[4:47:33] that went way down on the chart way up

[4:47:36] again.

[4:47:37] so, that has to be taken into

[4:47:39] consideration that any structural

[4:47:41] difference we have is very temporary

[4:47:44] and can we live through a that

[4:47:46] temporary period?

[4:48:03] so we're looking at multiyear

[4:48:06] projections that warrant a structural

[4:48:09] deficit by 2030 while our unrestricted

[4:48:13] reserve has climbed to 31 million,

[4:48:15] we don't have to guess whether this is

[4:48:18] first fiscal practice because the

[4:48:21] california state officer auditor

[4:48:25] answered that for us, when we have

[4:48:28] massive reserves without a concrete

[4:48:30] plan to invest them, they are missing

[4:48:33] critical opportunities and

[4:48:34] shortchanging their students.

[4:48:37] the state auditor directly challenges

[4:48:39] the narrative that stock piling tens

[4:48:40] of millions of dollars by slashing

[4:48:43] course access is irresponsible

[4:48:46] stewardship, it is institutional

[4:48:48] paralysis a multiyear projection is

[4:48:49] supposed to be an early warning tool,

[4:48:52] not an excuse to engineer our own

[4:48:54] decline, you could not project ftes

[4:48:57] recovery while actively suppressing

[4:48:59] the supply of classes that students

[4:49:02] need.

[4:49:03] I took micro economics here at city

[4:49:05] college and you can not serve a

[4:49:07] community that wants to learn if you

[4:49:10] keep closing classroom doors.

[4:49:11] look at san francisco today, the

[4:49:14] nearly 100 thousand dollar west ed

[4:49:18] study, the language learner education

[4:49:21] is high, yet non-credit and esl

[4:49:24] offerings are being choked out and

[4:49:26] local residents who is are knocking on

[4:49:28] our doors are being turned away.

[4:49:30] this brings us directly to the nexus

[4:49:32] test, san francisco taxpayers

[4:49:36] contribute tens of millions dollars in

[4:49:38] local parcel and sales tax and they

[4:49:41] approve these measures and their tax

[4:49:44] dollars fund concurrent students, they

[4:49:50] cut the community classes that those

[4:49:52] taxes were meant to fund fail it is

[4:49:55] nexus.

[4:49:56] the reserves are not meant to be

[4:49:58] accumulated indefinitely at the

[4:49:59] expense of instruction.

[4:50:00] it is time to align our budget demand,

[4:50:03] invest our surplus into high demand

[4:50:05] class raises and put the community

[4:50:07] back in city college.

[4:52:26] wanted to point out how that -- this

[4:52:29] particular slide makes our college

[4:52:34] look.

[4:52:36] our bonds are being more expended in

[4:52:37] this year than we received them, that's

[4:52:40] the reason why it's larger there but I

[4:52:42] can see where you're coming from.

[4:52:44] >> especially for the public, even if

[4:52:48] it's an asterisk to help explain that

[4:52:50] because otherwise you come to the

[4:52:52] slide and you're like, we're really

[4:52:54] mismanaging our money just looking at

[4:52:56] this slide and that's not happening,

[4:53:38] doubles in size, right.

[4:53:42] as far as scaling things, it does

[4:53:47] really -- and I know that you spell

[4:53:48] out the numbers on the right side,

[4:53:59] think showing the public that we're

[4:54:29] confused as far as -- we'll start with

[4:54:33] our revenue, I think as we -- so if we

[4:54:37] go back to slide 4, our revenue which

[4:54:52] went from 213 million is what we're

[4:54:56] projecting or what we're going to be

[4:55:01] adopting is 207.5 million, can you

[4:55:03] help walk through why there's such a

[4:55:05] difference in our state revenue?

[4:55:08] >> yeah, definitely, one thing we also

[4:55:10] have taken advantage of is our deficit

[4:55:13] factor, so going from our unaudited

[4:55:17] actual to our adopted budget, that's

[4:55:20] within some sort of deficit factor

[4:55:23] we're including so again that's

[4:55:25] unaudited but this is really our

[4:55:27] projection we're saying on the 207

[4:55:29] million which is kind of flat from

[4:55:31] what we're getting from our

[4:55:34] apportionment.

[4:55:35] >> and I do understand that.

[4:55:38] I think every year there this

[4:55:39] discussion about the deficit factor

[4:55:41] that never comes true for community

[4:55:43] colleges, right.

[4:55:46] I mean, vc carter, you have probably

[4:55:48] had the same experience in la, I

[4:55:52] haven't seen -- in the four plus years

[4:55:55] here and maybe dr. Messina, you have

[4:55:57] been in the community college system

[4:55:59] in california for much longer, I have

[4:56:01] never seen the deficit factor come to

[4:56:04] fruition as far as the impact on our

[4:56:06] revenue.

[4:56:07] I know there was that one year where

[4:56:08] all of us got scared and we all

[4:56:10] decided we need two months worth rf

[4:56:12] revenue to hold in our reserves, but

[4:56:15] with that exception.

[4:56:17] >> yes, that's true but when we are

[4:56:19] budgeting, that's something we take

[4:56:20] into consideration.

[4:56:21] even in our p1 projections, there is a

[4:56:26] deficit that's identified, in our

[4:56:29] budgeting practices, it is

[4:56:30] consistent we do include it.

[4:56:35] >> and in your experience, does -- how

[4:56:40] does that later then impact how you

[4:56:44] allocate for all your expenditures

[4:56:46] later on, do you end up with a massive

[4:56:48] surplus?

[4:56:49] >> I wouldn't say a massive surplus.

[4:56:52] usually the deficit factor is 1% to

[4:56:57] 1.6%, so it's not a huge windfall of

[4:56:59] money at all but it is something we do

[4:57:02] take into consideration.

[4:58:24] are our expenses if there's any

[4:58:25] contracts we have so we're budgeting

[4:58:27] for that.

[4:58:30] agenda is to approve a contract with a

[4:58:33] law firm and it gives us the rates

[4:58:36] that we would pay but it doesn't tell

[4:58:39] us what our overall obligation would

[4:58:43] be.

[4:58:44] so, the question -- I guess the

[4:58:46] question is this, does this one

[4:58:48] million include that potential cost?

[4:58:50] >> can you address that.

[4:58:52] so, that contract is really at the

[4:58:55] request of the board and constituent

[4:58:59] grouses to expand our pool of

[4:59:01] available law firms to not be

[4:59:03] restricted to just one.

[4:59:04] so, what that contract allows us to do

[4:59:06] is to choose one of their attorneys if

[4:59:09] we have legal issues.

[4:59:10] once we do that, the rates are already

[4:59:13] agreed upon but the total dollar

[4:59:15] amount that we are projecting to spend

[4:59:18] should not exceed that dollar amount

[4:59:20] so, whether we pay it to that firm or

[4:59:22] we pay it to aalrr, our goal is to

[4:59:26] diminish that, to reduce that and that

[4:59:28] additional contract is trying to give

[4:59:29] us a better pool to draw from.

[5:00:22] six years of our projected ending fund

[5:00:29] balances in our adopted budgets being

[5:00:33] from 7.5 million to 22 million dollars

[5:00:36] more than we budgeted for, that's a

[5:00:38] concern I have about accuracy and so I

[5:00:44] do think, you know, in my first year

[5:00:48] on the board, I don't think I could

[5:00:50] have dreamed of having a 10.9% reserve

[5:00:57] which wre going to have in --

[5:00:59] projected to have in 29-30.

[5:01:02] I didn't think it could get that -- we

[5:01:04] worked hard to build our reserves, but

[5:01:07] I do want to emphasize that we need to

[5:01:11] keep our eyes on the prize.

[5:01:13] we've done that work because some of

[5:01:14] that is in the service of transition

[5:01:17] to the student centered funding

[5:01:19] formula that will come upon us in

[5:01:24] 29-30.

[5:01:25] we have to make sure our budget

[5:01:29] projections -- we have to increase

[5:01:31] enrollment by at least 2% each year.

[5:01:44] quick thoughts that I'm having.

[5:01:49] one of the things I was looking at in

[5:01:51] one of the budget documents, I want to

[5:01:54] make sure that's sorted, it's not

[5:01:55] here, but with the free city

[5:01:58] projections, are we projecting it at

[5:01:59] the amount that the city has it at the

[5:02:05] 9.3 and not the 6 point something?

[5:02:08] >> we are projecting a 9.3.

[5:02:10] >> okay, great.

[5:02:11] and then I think -- yeah, I think I

[5:02:15] just want to build off of trustee

[5:02:18] solomon's points as well.

[5:02:20] I mean, we have to stay very steady

[5:02:22] for the next few years.

[5:02:24] I think this is painting a very clear

[5:02:29] picture and, you know, I think we're

[5:02:31] going to rely on you all, everyone, I

[5:02:34] think to help us steer this ship and

[5:02:38] figure out how we're going to make

[5:02:41] sure we're sustainable.

[5:02:44] and then I think -- I just keep

[5:02:47] looking at 29-30, that year is giving

[5:02:49] me so much anxiety, I'm going to name

[5:02:51] it.

[5:02:52] we need to think about the parcel tax

[5:02:54] for 2028, we have to think about free

[5:02:56] city ending in 2029, we have to think

[5:02:58] about this that's going to happen

[5:03:00] around that time so I think it's

[5:03:02] really incumbent on all of us to make

[5:03:05] sure we're all staying on top of this.

[5:03:07] I think we all collectively have a

[5:03:10] responsibility to figure out how we

[5:03:12] know this is coming, right, and

[5:03:15] there's different levers everybody's

[5:03:17] pulling, I think the board can play a

[5:03:19] role with the parcel tax and making

[5:03:22] sure we figure that piece out and we

[5:03:25] don't let that blind side the

[5:03:27] institution.

[5:03:28] so, I just really appreciate this

[5:03:32] projection and this conversation and

[5:03:37] it's going to be interesting for the

[5:03:39] next few years but I feel pretty

[5:03:42] confident we can collectively figure

[5:03:44] this out.

[5:03:49] if there are no -- if there's no

[5:03:55] additional comments, I will do another

[5:03:59] round robin, trustee chung, if you

[5:04:00] would like to --

[5:04:02] >> I'll condense my comments and not

[5:04:05] go into detailed questions, I will

[5:04:29] share the vision for the work we've

[5:04:33] been doing these last few years as to

[5:04:36] whether or not I've agreed to it or

[5:04:38] not, the board has agreed to build up

[5:04:46] the reserves in order to survive in

[5:04:47] this period of time where we are not

[5:04:48] on stiff, this was intentional, and I

[5:04:50] do think that -- and I know vc carter,

[5:04:53] you are joining us, and so it is

[5:04:56] appropriate for you to frame it in

[5:05:00] this lens for how our reserves are

[5:05:02] going to be used up but I also want to

[5:05:07] emphasize just as some of my

[5:05:08] colleagues have said, this was

[5:05:10] intentional, this was the plan.

[5:05:11] we were going to be -- and I think --

[5:05:16] I often worry sometimes our budget

[5:05:18] language confuses the public because

[5:05:20] when you say we're deficit spend, that

[5:05:22] sounds awful.

[5:05:25] that sounds like -- there's not a

[5:05:31] clear understanding around -- we have

[5:05:32] our reserves in order to do this

[5:05:34] because we weren't going to get any

[5:05:36] additional revenue from the state to a

[5:05:38] significant amount, so -- and I think

[5:05:41] what is missing in this presentation

[5:05:43] though is the framework, we're doing

[5:05:47] this in order for us to eventually

[5:05:50] receive student centered funding.

[5:05:51] that was the whole point, and that

[5:05:53] part of the graph is missing, right.

[5:05:56] I know it's further out, it's 2031

[5:06:02] and on, but I think that's important

[5:06:04] for us to state is that it's not a

[5:06:07] decline, this is a temporary -- this

[5:06:12] was intentional increase in reserves

[5:06:13] for the last few years and then it's

[5:06:15] going to be a slight decline before we

[5:06:19] stabilize the entire institution, that

[5:06:20] was the point.

[5:06:21] >> if I may, I think it's true and

[5:06:23] it's important to rei rate that that

[5:06:29] was the purpose behind this and I

[5:06:30] think that's very important.

[5:06:31] I do also think that projections beyond

[5:06:32] three years are dangerous.

[5:06:34] we tried to do five, so we believe, we

[5:06:37] hope, we are planning for being fully

[5:06:40] benefiting from the scff 29-30, but

[5:06:43] there are a lot of factors that

[5:06:45] contribute to that, so -- and again

[5:06:47] once we do that, we still have to wait

[5:06:50] for the academic year to happen, so we

[5:06:54] did -- you all did and I joined in and

[5:06:56] I agree with this deliberate strategy

[5:06:59] to have enough reserves to get us

[5:07:01] through that but if we don't change a

[5:07:03] lot of other things that we're

[5:07:05] doing, that the point is to try to get

[5:07:07] us to that space and what I'm trying

[5:07:09] to say is four years out or five years

[5:07:15] out, we agree that our projections

[5:07:18] aren't accurate at the end, but we are

[5:07:20] doing our best.

[5:07:21] I agree the board has worked hard with

[5:07:22] the college to ensure we have enough

[5:07:25] reserves, to bridge that gap but we

[5:07:27] still have to be careful because

[5:07:29] otherwise we won't make it to that gap.

[5:07:35] >> and I -- from everything I've seen

[5:07:38] from this board and this current

[5:07:39] administration, I have every faith

[5:07:41] that is happening, what I do sense

[5:07:43] that is often missing is a roll-back

[5:07:48] of innovation and push for us to build

[5:07:53] that enrollment as quickly as -- as

[5:07:56] quickly -- you know, given our taste

[5:08:00] for risk as it comes because I'll

[5:08:03] bring this up because I do think it's

[5:08:05] important and this is why I was so

[5:08:08] nitpicky, besides the specific numbers

[5:08:09] and why I was nitpicky about it.

[5:08:12] every time we've seen projections year

[5:08:14] after year at in district, we've seen

[5:08:17] a significant gap between the actual

[5:08:19] and what is adopted in our budget

[5:08:22] around this time of year.

[5:08:25] it's between three and 10 million in

[5:08:29] difference year after year across mull

[5:08:31] pl administrations.

[5:08:32] it's concerning because we lose out on

[5:08:35] opportunity to invest in our

[5:08:36] enrollment but the other piece to

[5:10:27] constantly focused on that.

[5:10:29] deficit spending is scary, it is very

[5:10:32] scary and there are realities that we

[5:10:35] have to face.

[5:10:37] I understand that building the

[5:10:38] reserves is the only reason why we

[5:10:40] hopefully won't be taken over by the

[5:10:42] state and I am grateful as a newer

[5:10:46] trustee to my colleagues who made

[5:10:47] decisions before I joined the board

[5:10:49] that I think were the right decisions

[5:10:51] to make sure that we were doing what

[5:10:54] was financially responsible so in a

[5:10:56] moment like right now and in the

[5:10:58] future where hopefully we'll look

[5:11:01] rosier but we also know we have some

[5:11:03] challenges that are anticipated in

[5:11:04] front of us, I am grail we will have

[5:11:08] some flexibility for spending there,

[5:11:09] so I wanted to say all that, thank

[5:11:14] you, this is not rainbows all around

[5:11:16] and it's what we have to work with

[5:11:19] and I hope we can continue to come

[5:11:21] together to focus on the things we say

[5:11:23] we're focusing on is growing our

[5:11:26] enrollment and getting a more growing

[5:11:28] and stable budget.

[5:12:29] part of maybe what you're hearing is

[5:12:33] that larger thing and I want so say

[5:12:35] that's not a reflection on you, please

[5:12:37] don't take that personally, we

[5:12:38] have a lot of trust issues, everyone's

[5:12:41] working on it and it's one of the

[5:12:43] things I think vc ligoso did well, he

[5:12:46] would flag, hey, I said this is what

[5:12:48] the surplus was going to be but I

[5:12:50] think we might get some extra money

[5:12:52] over here, that number's probably

[5:12:54] going to change so he was transparent

[5:12:58] about what was happening last year, so

[5:25:44] and try to assist and try to respect

[5:25:50] the contributions that hispanic people

[5:25:52] have made for this city and for this

[5:27:15] population of this city, and juana who

[5:27:22] was a founding mother of san

[5:27:24] francisco, she's also recognized as

[5:27:28] someone who owned the land which is

[5:27:29] now north beach and land all the way

[5:27:32] to palo alto and of course that land

[5:27:35] was lost when other settlers came in,

[5:27:38] so that in particular I wanted to

[5:27:43] notice and finally in this particular

[5:27:46] resolution, we recognize the folks who

[5:27:51] -- the latinos and latinas who have

[5:27:54] served on this board and it took until

[5:27:58] 1980 to elect a latino to the board.

[5:28:02] and I think this is the first time

[5:28:07] when vice-president zamora was elected

[5:28:09] that there have been two of us on the

[5:28:11] board and I think that that's

[5:28:14] significant given the size of the

[5:28:16] student population here in san

[5:28:21] francisco.

[5:28:22] so, colejio was the first time

[5:28:31] there was credit classless offered and

[5:28:35] that was a bridge to offer education,

[5:28:37] the idea was students would start

[5:28:39] taking the classes in the mission

[5:28:41] district, they would feel very

[5:28:43] welcomed as city college students and

[5:28:45] then they would come here to the ocean

[5:28:49] campus and this also -- I don't know,

[5:28:55] dr. El portio is being recognized,

[5:29:00] mission campus has always had healthy

[5:29:02] enrollment and I hope it continues to

[5:29:04] have that.

[5:29:05] I'll add one other comment about --

[5:29:07] and I know I did not pull this one,

[5:29:09] but it's in response to a comment that

[5:29:12] was made about designating october 12

[5:29:17] to honor indigenous history.

[5:29:20] at one time, october 12 became -- was

[5:29:25] celebrated as a holiday, as a college

[5:29:28] holiday but not in honor of someone

[5:29:32] who thought he had come to india, but

[5:29:35] in honor of the people who were living

[5:29:38] in the americas and that ceased to be

[5:29:42] a holiday a long time ago here at city

[5:29:44] college and those are the comments I

[5:29:46] wanted to make.

[5:33:25] business enterprise item, it's more

[5:33:27] greed towards a union and the union

[5:33:30] workers but that project la project

[5:33:33] labor agreement.

[5:33:36] giant construction was -- as we bid

[5:33:38] the project out early in the spring,

[5:33:40] we to our normal processes of

[5:33:43] advertising out.

[5:33:46] we do have an slbe program where we're

[5:33:52] targeting 30% requirement either

[5:33:54] through their own company or through

[5:33:59] their subcontractors and the company

[5:34:01] that they -- the giant, they did

[5:34:03] exceed that goal of up to 33%, the

[5:34:07] goal was 30% and we have that for our

[5:34:10] construction bids and also our other

[5:43:14] plan was to imitate that and build up

[5:43:21] but I will say using them has been

[5:43:26] incredibly helpful because they can

[5:43:28] very, very quickly assign someone and

[5:43:31] handle something that needs

[5:43:35] handling right away.

[5:43:39] I have taken a number of cases and

[5:43:42] prelitigation issues and there's not

[5:43:45] enough hours in the day for me to

[5:43:48] respond and oversee every contract

[5:43:49] that comes across my desk.
