>> Opposed?
[8:42]
>> [clears throat]
[8:42]
>> Okay.
[8:44]
Resolution is now set.
[8:49]
Okay.
[8:51]
Uh we'll move on to the next item.
[8:54]
Uh
[8:54]
go ahead and take this. I was
[8:56]
contacted
[8:58]
by Jeff Talis. They own the Sierra Madre
[9:00]
Club
[9:02]
Trout Club, which is
[9:05]
most people know it as the old Shady
[9:06]
Nook house.
[9:08]
Uh the bank is out into the river has
[9:12]
deposited stone in there and there's
[9:15]
uh
[9:16]
willows growing and grass growing and he
[9:19]
contacted me and asked
[9:23]
if he could put some goats down there
[9:25]
for
[9:26]
what the way it sounded one day.
[9:29]
It'd be August 15th.
[9:31]
Uh
[9:33]
to eat down the grass and vegetation.
[9:36]
And I told him had
[9:38]
that was a council matter. I have to
[9:40]
take it to the council.
[9:41]
Uh after doing a little bit more
[9:43]
research on it and everything,
[9:45]
uh
[9:47]
we don't own that land.
[9:49]
So,
[9:50]
we can't give him permission to put
[9:53]
goats on that land even if we wanted to.
[9:56]
>> The landowner technically owns to the
[9:58]
middle of the river, right?
[9:59]
>> Not on that one. It just The property
[10:01]
line is the westerly bank. It says on
[10:03]
the legal.
[10:04]
>> So, what it says on the legal
[10:06]
description
[10:06]
>> anything butted up against the river
[10:09]
>> No, the ones that are that specifically
[10:12]
say
[10:13]
all the land east to the center line of
[10:14]
the plat.
[10:16]
>> Yeah.
[10:16]
>> So,
[10:18]
uh
[10:19]
it's kind of a mute subject,
[10:22]
but I I didn't know if we wanted to put
[10:24]
goats down there anyway. It opens up a
[10:26]
can of worms cuz we don't allow
[10:29]
animals in town anyway to graze. If we
[10:32]
let somebody graze there, we're going to
[10:34]
have problems with other people that
[10:36]
just want to graze off land. So,
[10:38]
but with us not owning the land,
[10:43]
I'm not for sure who owns the land. Is
[10:45]
the federal government or state
[10:46]
government or
[10:48]
>> Oh,
[10:49]
who controls
[10:50]
that part of it? If we were to go out
[10:51]
there and operate, we have to get a
[10:52]
permit from the core of engineers doing
[10:54]
something out there, but not most
[10:55]
people.
[10:55]
>> So, to me,
[10:57]
>> It is.
[10:58]
>> that would be where he'd have to reach
[10:59]
out to. Plus, then he has to follow our
[11:01]
ordinances, even if the core granted him
[11:04]
permission.
[11:05]
So,
[11:06]
uh
[11:07]
I didn't get back to him earlier today,
[11:10]
so I thought I'd go ahead and bring it
[11:11]
up to council,
[11:13]
but it's not our land, so we don't have
[11:15]
to take action on it, and I will get
[11:17]
back with you tomorrow.
[11:19]
Okay.
[11:21]
>> Yep, so I'm good.
[11:22]
>> All right.
[11:24]
Anything else from town hall?
[11:26]
>> Sir.
[11:28]
>> Okay, we'll move on to the police
[11:30]
department.
[11:38]
» Mr. Mayor and Council.
[11:40]
Uh for my agenda tonight, we have a
[11:41]
second reading of ordinance 893.
[11:48]
Which is ordinance number 893 setting
[11:50]
forth municipal maximum penalties in the
[11:52]
Saratoga Municipal Court.
[11:54]
Do you want me to read the entire thing
[11:55]
again or
[11:56]
>> Uh just
[11:57]
we have to read it by title.
[11:58]
>> Okay.
[11:59]
>> That's the title.
[12:00]
>> Yeah.
[12:02]
>> Uh
[12:03]
Are there any questions? Everybody give
[12:05]
us a brief overlook of what this is
[12:07]
about, Mr. Mayor.
[12:08]
>> Yeah, it's I read the entire thing last
[12:09]
meeting. This is just setting the
[12:11]
maximum penalties to a fine, no jail
[12:13]
time for municipal ordinances.
[12:16]
But it does still allow the judge for
[12:17]
contempt of court and warrants to have
[12:19]
jail time.
[12:22]
>> But none of our tickets
[12:23]
>> Correct. None of our just citations will
[12:26]
incur jail time anymore. It'll just be
[12:28]
fines for anything in municipal court
[12:30]
other than contempt. [clears throat]
[12:32]
>> Okay.
[12:33]
Any questions on ordinance 893?
[12:41]
This is just a second reading?
[12:43]
>> This is just a second reading.
[12:44]
>> Yeah, I thought it was a third also, but
[12:45]
it's a second.
[12:46]
>> too.
[12:47]
Okay.
[12:48]
Do I have a motion to go ahead and
[12:49]
approve
[12:51]
ordinance 893 on its second reading?
[12:55]
>> I'll make a motion to approve ordinance
[12:57]
893 on its second reading.
[12:59]
>> I'll second.
[13:00]
it.
[13:02]
>> Any more discussion?
[13:04]
All in favor.
[13:05]
>> Aye.
[13:06]
>> Opposed?
[13:08]
>> Okay.
[13:10]
the next thing I have is not
[13:11]
actually on the agenda, but I received
[13:13]
the uh
[13:14]
it's an annual service contract that
[13:16]
we've had with Motorola for taking care
[13:19]
of the radio equipment up at the water
[13:20]
tower.
[13:21]
Um I was looking at it and the annual
[13:24]
cost of this contract is $19,941.80.
[13:29]
I actually wanted to talk to you guys
[13:30]
about not renewing this contract.
[13:34]
Um last year we had guys up there one
[13:37]
day to work on some grounds and that was
[13:39]
it. I don't think we're
[13:42]
seeing anything gained out of having
[13:44]
this contract for how little work we
[13:46]
have done up there cuz it doesn't
[13:47]
actually cover the equipment. This is
[13:49]
just to basically fix our connections.
[13:52]
If the radio goes out, they're not going
[13:53]
to replace the radio under this
[13:54]
contract. So I don't I think it's
[13:56]
actually costing us more than we're
[13:58]
saving with this contract.
[14:01]
So I'm asking for is I'm just presenting
[14:02]
it to you guys to see if you agree that
[14:05]
we should probably not renew this
[14:06]
contract.
[14:08]
So I think we could probably get a lot
[14:09]
of work done up there for the $20,000
[14:11]
we're paying a year.
[14:16]
» You had it budgeted for this contract?
[14:19]
>> Yeah, this has been in our standing.
[14:22]
>> I don't have a problem not renewing the
[14:24]
contract.
[14:25]
>> I saw it on the
[14:26]
>> see a problem with it either.
[14:27]
>> So you want to it's all right.
[14:29]
>> I mean we still have $20,000
[14:32]
if something did go down and chances are
[14:34]
it's going to be a piece of equipment.
[14:36]
>> Right.
[14:37]
>> So.
[14:39]
All right. Well, do I have a motion not
[14:41]
to go ahead and approve
[14:43]
uh this contract with Motorola?
[14:46]
>> I'll make a motion not to
[14:48]
approve the contract with Motorola.
[14:51]
>> Do I have a second?
[14:52]
>> I'll second it.
[14:53]
>> All in favor.
[14:54]
>> I. I.
[14:55]
>> I.
[14:56]
Anything else?
[14:58]
>> Um
[15:00]
No, I've been staying busy.
[15:02]
Um
[15:04]
I don't think we had anything
[15:06]
major happen last three weeks. I don't
[15:08]
think so. It's just I just closed down
[15:10]
and busy.
[15:13]
» Okay. Well, I have one thing to bring
[15:15]
up. Uh
[15:16]
we tabled it until this meeting about
[15:18]
the hourly pay going back to uh salary
[15:21]
and versus hourly, and at this time
[15:24]
we're going to have to extend that.
[15:27]
There was some stuff brought up
[15:29]
uh from John, and it's in the hands of
[15:31]
an attorney right now. So,
[15:34]
uh
[15:35]
so, we're going to have to extend it,
[15:37]
leave him on hourly rate for this time.
[15:42]
» Any motion for that or is it a
[15:43]
>> I do, and we can't put an end date on it
[15:46]
yet till we hear back from the attorney.
[15:50]
>> Motion extend the hourly rate for the
[15:52]
chief.
[15:53]
>> Leaving the chief on hourly rate
[15:55]
>> until Motion leave the chief on hourly
[15:57]
rate until we have
[15:59]
a resolution from the attorney.
[16:01]
>> Yeah.
[16:02]
I'll second.
[16:03]
>> I'll second it.
[16:05]
>> Any more discussion?
[16:07]
All in favor?
[16:08]
>> Aye.
[16:09]
>> Opposed?
[16:11]
Carried.
[16:12]
>> All right.
[16:13]
>> All I have.
[16:14]
>> Okay.
[16:15]
Thank you, sir.
[16:19]
Okay, we'll move on to the fire
[16:22]
department, and
[16:24]
we have a
[16:26]
Wyoming Apparatus LLC and invoice for
[16:29]
$2,325.
[16:32]
Are there any questions about that?
[16:37]
I have a motion to go ahead and approve
[16:38]
this invoice for $2,325
[16:42]
to Wyoming Apparatus.
[16:44]
>> I have a question.
[16:46]
>> Yeah.
[16:46]
>> What's the 2,000 for?
[16:49]
I ain't got a clue to what the main one
[16:50]
>> I You know, being an apparatus, it's
[16:53]
>> It's equipment, it sounds like.
[16:55]
>> That was for pump testing.
[16:58]
>> Huh?
[16:58]
>> Pump testing.
[16:59]
>> What would that
[17:00]
>> It verifies the full range of the
[17:02]
engines.
[17:02]
>> Yes, that's for pump testing.
[17:05]
>> Thank you.
[17:05]
>> I was going to cover that in the
[17:07]
report that they just did a
[17:11]
I have a second.
[17:13]
>> I'll second it.
[17:14]
>> Any more discussion?
[17:17]
All in favor.
[17:18]
>> All right.
[17:20]
>> Okay, motion carried.
[17:22]
Move on to the
[17:24]
This is what they provided me with is
[17:27]
they did the pump testing. All turned
[17:29]
out okay. All the
[17:31]
We're in good shape.
[17:32]
Because September 17th, they plan on
[17:35]
doing some hose testing. So, they'll
[17:38]
I don't know if they notify you or not
[17:40]
when they blow stuff that street up
[17:41]
there.
[17:41]
>> They usually do up there.
[17:45]
» No, it's Myrtle. It is Myrtle Beach.
[17:48]
Yeah. So, they'll probably be in touch
[17:50]
with you on that.
[17:52]
They also received a count It sounds
[17:54]
like a county vehicle from Ryan Park.
[17:58]
That's why the 6 by 6 is parked outside.
[18:01]
They're trying to slowly replace some of
[18:04]
the 6 by 6s with a newer truck that runs
[18:08]
down road faster.
[18:10]
Evidently, it gets around just as good.
[18:13]
And then they wanted to remind everybody
[18:16]
that the county does have a fire ban on.
[18:19]
So,
[18:20]
if you burn,
[18:23]
please call before you burn.
[18:25]
And if not, [clears throat] you could be
[18:27]
receiving a citation.
[18:30]
Okay, that's all I have on the fire
[18:31]
department.
[18:35]
We'll move on to the recreation
[18:38]
department. Mr. Edwards.
[18:43]
» Good evening, gentlemen.
[18:45]
>> Good evening.
[18:46]
>> Evening. I guess I'll give you a kind of
[18:48]
update of what we got going on at the
[18:49]
department. Softball league is
[18:52]
as easy as it can be. Playoffs are not
[18:54]
next week, but the week after.
[18:57]
Um the pool, we are going to open keep
[18:59]
it open till August 16th. All of our
[19:02]
lifeguards will go back to school August
[19:04]
17th.
[19:06]
Um that's just for open swim. It will be
[19:08]
open for water aerobics until the 28th
[19:10]
of August.
[19:12]
>> And we have enough lifeguards to cover
[19:14]
that.
[19:14]
>> We have one.
[19:16]
>> Oh.
[19:17]
One still left. Okay.
[19:18]
>> One down.
[19:19]
>> We got one.
[19:20]
>> So that's going to be the cashier,
[19:21]
lifeguard,
[19:23]
>> Okay.
[19:23]
>> chemical checker,
[19:24]
the above.
[19:25]
>> Okay.
[19:26]
>> Yes.
[19:29]
But yeah, and then
[19:30]
uh registration went out for flag
[19:33]
football,
[19:34]
which will start in September.
[19:37]
>> Okay.
[19:38]
All right.
[19:39]
Sounds like you've been busy.
[19:41]
>> Busy.
[19:42]
>> Absolutely.
[19:44]
>> Well,
[19:45]
I met with Carter last week. I have some
[19:47]
bad news. Carter is going to resign as
[19:50]
our rec director. Would you please read
[19:52]
his letter?
[19:54]
>> Dear Mayor and members of the town
[19:56]
council, please accept this letter as a
[19:57]
formal notification of my resignation
[19:59]
from the position of recreation director
[20:01]
with the town of Saratoga. My final day
[20:03]
of employment will be August 14th, 2026.
[20:06]
It has been an honor to serve the
[20:07]
citizens of Saratoga in this capacity. I
[20:10]
sincerely thank you for the
[20:11]
professional support and opportunities
[20:13]
afforded me by the town's elected
[20:15]
officials, administrative staff, and the
[20:17]
residents throughout my tenure.
[20:20]
I'm fully committed to discharging my
[20:21]
responsibilities through my final day of
[20:23]
service and will endeavor to facilitate
[20:26]
a seamless transition of duties.
[20:28]
I stand ready to assist in any manner
[20:30]
that may support an orderly transfer of
[20:32]
responsibilities.
[20:34]
I extend my gratitude for the privilege
[20:35]
of
[20:36]
contributing to the town's recreation
[20:38]
programs and services. And I offer my
[20:41]
best wishes for the continued success of
[20:43]
the department and the community.
[20:44]
Respectfully, Carter Edwards.
[20:49]
» Well,
[20:50]
thank you for what you did.
[20:51]
>> Absolutely. You did a great job.
[20:53]
>> Really appreciate it.
[20:54]
>> Yeah.
[20:54]
>> And thank you for staying around for a
[20:57]
while and still being in contact. Uh
[21:01]
So,
[21:04]
going forward, we'll make a a decisions
[21:05]
on what we're going to do. We do have a
[21:08]
person that will take over and run the
[21:11]
position for a while.
[21:14]
Uh
[21:15]
and we'll talk to her as we move forward
[21:17]
with it.
[21:18]
So, partner, I can't thank you enough.
[21:21]
Hate to see you go.
[21:22]
A job well done.
[21:24]
>> Yeah, thank you guys.
[21:25]
>> Yeah, good job.
[21:25]
>> I appreciate everything you've done for
[21:27]
us. It's been great for you.
[21:27]
>> Absolutely.
[21:28]
>> All right. Thank you.
[21:29]
>> Thank you.
[21:30]
>> Mr. Mayor, can I ask a question?
[21:32]
>> Yes, you may.
[21:33]
>> Been out of order. I'm sure you've been
[21:35]
asked a hundred times.
[21:36]
>> Please state your name for the doc.
[21:38]
>> Have we made any progress on the study
[21:41]
for traffic control at 30 Hughes?
[21:45]
>> Chief,
[21:46]
can you answer that?
[21:47]
>> Um I've
[21:49]
looked at the area a couple of times.
[21:51]
There is the children playing signs
[21:53]
heading into that area.
[21:55]
Um right now we haven't really looked at
[21:56]
anything for changing speed limits.
[21:58]
Speed limit's 25 there by
[22:01]
um just town ordinance default.
[22:04]
Um
[22:06]
>> But I was looking for stop signs or
[22:08]
whatever signs or something.
[22:09]
>> Yeah, and I haven't really gotten with
[22:11]
everybody yet to discuss stop signs
[22:12]
there cuz probably the only way to do it
[22:14]
would be to do an all-way stop. We'd
[22:16]
have to do a four-way stop there.
[22:18]
And I'm not sure
[22:20]
That's something we'll have to talk
[22:21]
about. I've been going to go and look a
[22:23]
few times and
[22:24]
>> Concerning that child playing sign, the
[22:26]
child playing sign is literally right at
[22:29]
the ball field. If I the one I'm aware
[22:32]
of.
[22:32]
>> Yes, there's also another one as soon as
[22:33]
you turn heading north also.
[22:35]
>> Okay, I
[22:36]
missed that one.
[22:38]
Any chance we could get at least get a
[22:40]
child playing sign back on the ranch
[22:42]
road?
[22:43]
Back by the telephone pole maybe?
[22:46]
So the devil's
[22:48]
slow down a gear as they come around
[22:49]
that building.
[22:51]
>> Possible.
[22:54]
» I'll want to look into that, please.
[22:57]
>> Thank you. Appreciate that.
[22:59]
>> Anything else?
[23:03]
Do you have else?
[23:04]
>> No, I don't. Sorry.
[23:07]
>> All right. Anything else for the
[23:09]
recreation board?
[23:12]
Okay, we'll move on to Department of
[23:15]
Public Works, Mr. Emery.
[23:19]
And we'll take care of planning
[23:20]
commission and water sewer joint power
[23:22]
board at the same time.
[23:35]
» Councilor Smear.
[23:37]
Starting off items of business for we're
[23:39]
getting a little update.
[23:41]
As we did talk about at the last
[23:42]
meeting, we're going to do some paving
[23:44]
over there at the park.
[23:46]
Try and get the dirt work dialed in as
[23:49]
tight as possible so we can eliminate
[23:51]
having to put in any wasted asphalt.
[23:53]
We're just kind of two options. We
[23:55]
looked at just doing some blue top
[23:57]
surveying in some points.
[23:59]
Or we can do a machine roll in there
[24:01]
with a blade. I called around.
[24:04]
We already have a surface built for it
[24:06]
so I called around and see if we could
[24:07]
find somebody with a machine control
[24:08]
blade in town.
[24:10]
Works has one. It would be
[24:12]
much more efficient, more accurate for
[24:15]
to just get these guys in here next week
[24:17]
and have them do that. And that's all
[24:19]
off the windrows than
[24:22]
try to get everything in there and get
[24:23]
it surveyed.
[24:25]
If we do it with that older blade, we're
[24:27]
probably going to waste more money in
[24:28]
asphalt with our dirt work than we would
[24:31]
>> I think Bo Stocks has one, too.
[24:33]
>> I called He doesn't have his blade up
[24:34]
here. I did reach out to Bo. He had his
[24:36]
little skid steer and but Nash is kind of dabble on too,
[24:40]
but this was the only blade guy with the
[24:42]
blade in town that I could I could find.
[24:45]
Um
[24:45]
yeah.
[24:46]
I did call Bo actually quite a while
[24:48]
ago. He didn't think he was going to
[24:49]
have one up here.
[24:53]
And we can get half of this is highly
[24:55]
likely to get half of this reimbursed by
[24:57]
the grant too, so.
[24:59]
>> Okay.
[25:01]
And we're not for sure it's going to
[25:02]
take that. That was his
[25:03]
>> No, that was his. He said it could take,
[25:05]
you know, a day and a half, but he
[25:06]
didn't want to tell us it'd take a day
[25:07]
and a half and then it'd take two days
[25:08]
and we'd get a
[25:11]
overrun on top of what he said he said.
[25:14]
>> So, this is the maximum cost?
[25:21]
Comments?
[25:23]
>> Most cost effective way to go.
[25:26]
>> Yeah, I did the There's no way to
[25:31]
say clinical to do a machine control
[25:33]
like that on projects like this. They
[25:34]
just got pretty
[25:35]
>> You know,
[25:37]
it's tough cuz we're going to have to
[25:38]
pay for him to come down and blue top
[25:40]
it.
[25:41]
4 5,000 bucks probably.
[25:43]
>> That's kind of one something like this,
[25:44]
but I mean for the survey.
[25:45]
>> Just for him to get the set set all the
[25:47]
grades they put in the machine.
[25:50]
They'll plumb into the machine.
[25:52]
You hit automatic and
[25:54]
it
[25:55]
cuts and fills where it's supposed to
[25:57]
survey,
[25:58]
you know. So, really
[26:01]
you take that into consideration
[26:03]
and then our guys are kind of a pretty
[26:05]
bugged up right now. They really are. We
[26:08]
Emery and I talked about taking our guys
[26:10]
over
[26:11]
you know, it it would take them a lot
[26:13]
longer because they'd have to do with
[26:15]
just a laser
[26:17]
and like he said, it probably wouldn't
[26:19]
be dialed in as much, so
[26:22]
uh
[26:24]
It's But, it's up to the council,
[26:26]
whatever you guys like to do.
[26:30]
My suggestion is we go with that for our
[26:33]
vote.
[26:33]
>> That's fine with me.
[26:37]
» Is that a motion, Jerry?
[26:38]
>> No.
[26:41]
» Would you make a motion?
[26:42]
>> No.
[26:43]
>> [clears throat]
[26:45]
>> I have a motion to go ahead and approve
[26:48]
works work order for 15,378
[26:52]
dollars
[26:53]
max for final grade at Never Forget
[26:56]
Farm.
[26:58]
>> I'll make a motion to approve the work
[26:59]
order for for $15,378
[27:04]
for the Never Forget Farm.
[27:06]
>> Do I have a second?
[27:07]
>> I'll second it.
[27:09]
>> All in favor?
[27:10]
>> I.
[27:14]
>> Okay. Hey, I appreciate that. That helps
[27:16]
me out a lot. So, thank you guys.
[27:20]
Uh we talked a couple meetings ago about
[27:22]
getting a utility easement for a few
[27:25]
utility lines on the edge of that Myrtle
[27:27]
property before we sold it.
[27:29]
This is the easement. I got the record
[27:31]
of survey. So, this is the actual
[27:32]
easement that we would essentially
[27:35]
declare deed deed ourselves, however you
[27:37]
want to say it. So, we record that
[27:38]
record of survey and then
[27:40]
um
[27:41]
file this easement right after it. That
[27:43]
way we've got and we didn't end up 20
[27:45]
was plenty. We didn't need to do 25.
[27:48]
It covered everything we have in there.
[27:51]
>> Okay.
[27:52]
>> Mhm.
[27:57]
» I just need you guys' permission to have
[27:58]
the mayor sign it and we can record it.
[28:00]
>> Yeah. Do I have a
[28:02]
I make a motion to go ahead and uh
[28:05]
allow me to sign this declaration and uh
[28:09]
for public utility easement on Myrtle
[28:12]
Street.
[28:14]
>> Yeah, I'll make a motion
[28:15]
for you to be able to sign the
[28:16]
declaration of the public utility
[28:18]
easement on Myrtle Street.
[28:20]
>> Do I have a second?
[28:21]
>> I'll second it.
[28:22]
>> All in favor?
[28:23]
>> I.
[28:24]
>> Opposed?
[28:26]
>> Good.
[28:28]
» Let me just actually let me get to my
[28:29]
table here. We did get some bids in for
[28:33]
a few of the properties that we had
[28:34]
listed.
[28:35]
And I We reviewed all the bids that did
[28:38]
come in.
[28:40]
And C, D, I, and J all had bids that
[28:44]
were executed properly, executed in
[28:46]
accordance with the package that we put
[28:48]
in.
[28:49]
And so, I would recommend that we would
[28:50]
approve the sale of those properties for
[28:52]
a total of $352,389.
[28:57]
Um and so, that's there's kind of three
[28:59]
components to this whole scenario.
[29:01]
There's these properties that had
[29:03]
executed bids that were done correctly
[29:05]
in accordance with our documents. We
[29:07]
have the properties that didn't sell,
[29:08]
and then we got property H.
[29:10]
So, if we take care of these properties
[29:12]
that we've
[29:13]
essentially had good bids for, and then
[29:15]
we can move on from there.
[29:19]
» You said
[29:21]
uh these properties that
[29:23]
were
[29:24]
which ones again?
[29:26]
>> C, D, I, and J. Yep, C, D, I, and J.
[29:29]
Yep.
[29:29]
>> Yes.
[29:31]
You need You need a motion of
[29:33]
>> Yeah, to give the give the approve those
[29:36]
sales, and then give me, the mayor, and
[29:38]
the attorney the authority to execute
[29:40]
all the closing requirements, quick
[29:42]
claim deeds, all that jazz.
[29:46]
» Okay.
[29:52]
I'll make a motion to find the apparent
[29:54]
high bidder for each identified property
[29:56]
responsible and awarded property C,
[29:58]
Mike Butler for $41,289,
[30:01]
property D to Dave Rankins for $62,000,
[30:06]
property I to Alan Webber for $31,101,
[30:10]
and property J to Mike Butler for
[30:13]
$216,999,
[30:16]
with closing doing to occur but in
[30:19]
accordance with the bid package and the
[30:20]
documents approved by the town attorney.
[30:25]
» I'll have a second to that motion.
[30:27]
>> I'll second it.
[30:28]
>> Any more discussion?
[30:31]
All in favor?
[30:32]
>> I.
[30:33]
>> Opposed?
[30:35]
>> Okay.
[30:36]
>> Thank you, gentlemen.
[30:37]
>> Yes, thank you.
[30:39]
Now, moving on to property H, we did
[30:41]
receive one bid from that.
[30:43]
however, the bid had conditions
[30:46]
attached to it and we advertise the
[30:49]
bids, you know, as is where is. We did
[30:51]
not afford any placement for conditions
[30:55]
in order to execute that sale.
[30:58]
There was people who asked, you know,
[30:59]
could I submit a bid contingent on me
[31:02]
getting another lot? Can I submit a
[31:04]
contingent on that? We did not a lot for
[31:06]
contingencies. So, I we I would consider
[31:09]
this bid unresponsive.
[31:11]
We can't guarantee that the vacations
[31:13]
and the arrangements that the bidder
[31:16]
Randy Stevens was asking that those
[31:17]
could happen just by the stroke of a pen
[31:20]
of approving this purchase.
[31:22]
So, I I don't think that the bid was
[31:23]
submitted in congruence with the
[31:25]
documents
[31:26]
that we put out for advertisement.
[31:30]
I would suggest
[31:32]
it would be my recommendation that we
[31:33]
would reject that bid. I don't
[31:38]
» Okay.
[31:40]
Make a motion reject the sole bid
[31:41]
submitted for property H because it
[31:43]
attached proposal materially conditions
[31:46]
purchase upon the alley vacate vacation
[31:49]
access changes utility arrangements and
[31:51]
other approvals not included in the
[31:52]
advertised sale items
[31:55]
making the bid non-responsive
[31:57]
to authorize the return of the bid
[31:59]
deposit and direct staff to evaluate for
[32:02]
future disposition of the property H
[32:04]
separately.
[32:07]
» Yeah, I'll have a second.
[32:09]
>> I'll second it.
[32:11]
>> Any more discussion?
[32:13]
All in favor?
[32:14]
>> Aye.
[32:15]
>> Opposed?
[32:17]
>> Okay, then part number three, but the
[32:20]
ones that we didn't sell
[32:22]
I think we it would be my recommendation we table these and then
[32:27]
we come back with a good kind of game
[32:28]
plan and bring back another package for
[32:30]
you guys to look at and then
[32:32]
re-advertise them at another point.
[32:35]
And go from and go from there.
[32:37]
>> Yeah, I'm good with that.
[32:39]
>> Mhm.
[32:40]
>> I think we got all the documentation and
[32:41]
everything kind of developed now, so
[32:43]
it's not
[32:44]
>> Everything we put forth, we only we
[32:46]
didn't sell two two property, correct?
[32:48]
>> No, it was one, two.
[32:49]
>> Was there
[32:52]
No, there was
[32:52]
>> was six of them.
[32:53]
>> I don't know.
[32:54]
>> Two property each. We we didn't sell
[32:55]
six.
[32:56]
>> Okay.
[32:57]
>> What was the total on that?
[32:58]
>> 352,389.
[33:00]
>> Yeah, for these ones.
[33:01]
>> Right.
[33:04]
>> Yeah, and so that leaves us with a total
[33:05]
left.
[33:11]
Uh another 340. If we sold it out to
[33:14]
whatever was left.
[33:19]
Okay, we can do that.
[33:20]
>> Okay. Yeah, do you want to motion saying
[33:22]
we'll table that for now?
[33:24]
>> Do I have a motion to go ahead and table
[33:26]
the remaining
[33:27]
properties that didn't sell to a later
[33:29]
date
[33:30]
and we'll come back with another
[33:32]
package.
[33:33]
>> Okay, I'll make a motion to retain the
[33:35]
properties for the time being that staff
[33:36]
return with a new listing strategy and
[33:38]
advertising package.
[33:40]
>> I'll second.
[33:41]
it.
[33:42]
>> All in favor.
[33:43]
>> Aye.
[33:44]
>> Opposed.
[33:47]
>> Wait.
[33:47]
Thank you.
[33:52]
» 16, so we did get all the crushing done
[33:54]
that we had with that short form
[33:56]
contract with Plotoga.
[33:58]
All the concrete's all cleaned up, all
[34:00]
the asphalt's all cleaned up.
[34:02]
So, the total about 6,000 tons um what
[34:05]
ended up happening is by the time it's
[34:06]
all said and done, we saved about 40,000
[34:09]
and it's change that we buy that
[34:10]
tonnage. So, it was a pretty good stuff.
[34:14]
>> Yeah, pretty good work out.
[34:16]
>> And that is all cleaned up, so we can,
[34:18]
you know, one of the times as we can get some garbage and
[34:21]
stuff to pick out of there, but we can
[34:22]
get that leveled off and
[34:24]
use those piles and when they're gone
[34:25]
and
[34:26]
you know, everything turned out good. I concrete turned out better than I had
[34:30]
ever would have expected it would have
[34:31]
been. So,
[34:32]
>> I was going to say
[34:32]
>> I haven't been around it really before,
[34:34]
but I mean it turned out it is pretty
[34:35]
good material.
[34:36]
>> Quite a bit of good material up there
[34:37]
now. There really is.
[34:40]
>> What projects all you got lined up with
[34:42]
that material?
[34:42]
>> Some of that will will be for the Lake
[34:44]
Road next year.
[34:46]
This fall whatever we get around to it.
[34:48]
That
[34:49]
is perfect material for that.
[34:50]
>> And
[34:51]
it do you know what's really nice when
[34:53]
we do sewer line and water line when
[34:55]
they come back in and put their
[34:57]
>> Yeah.
[34:57]
>> coat on.
[35:00]
» The only way is between getting approved
[35:02]
to pay
[35:03]
>> Yeah.
[35:03]
>> for that.
[35:05]
>> Total invoice. Do I have a motion to
[35:07]
approve
[35:08]
pay Plateau Aggregate's
[35:11]
invoice of $64,800?
[35:16]
» I'll make a motion to pay Plateau
[35:18]
Aggregate's
[35:20]
invoice of $64,800.
[35:24]
» Do I have a second?
[35:26]
>> I'll second it.
[35:27]
>> All in favor.
[35:28]
>> I.
[35:29]
>> Opposed.
[35:32]
Okay.
[35:33]
Uh I got one little thing to add to
[35:35]
that.
[35:38]
He did volunteer
[35:40]
Ryan did volunteer to rent us his D8
[35:43]
uh with an operator.
[35:45]
Uh checking around and everything they
[35:49]
uh
[35:50]
he's wanting 300 bucks an hour for which
[35:52]
is probably the going rate. I don't know
[35:55]
what it
[35:56]
it'd be. Costs a fortune to rent one.
[36:00]
Because
[36:01]
mainly to get it down here from Casper
[36:04]
cuz they don't rent one that big. Um
[36:07]
I don't know. I I don't see over 2 days
[36:09]
work, do you?
[36:11]
>> You're leveling stuff out up there.
[36:14]
Uh it wouldn't be for the limited time
[36:16]
we'd have it, it wouldn't make sense for
[36:17]
us to pay
[36:19]
$5,000 round trip down from Casper to
[36:21]
rent one and use it for 2 days and have
[36:23]
them
[36:23]
>> So it's just something that
[36:25]
uh I was going to run by the council to
[36:28]
see if they wanted to move forward with
[36:30]
it.
[36:31]
>> Why do we need something that big just
[36:33]
to level that up there?
[36:34]
>> Huh?
[36:35]
>> Why do we need something that big just
[36:36]
to level?
[36:37]
>> Uh there's a there there's quite a bit
[36:40]
of dirt to move still.
[36:42]
>> And a hole he's got.
[36:43]
>> And a hole to fill up and it's quite a
[36:46]
ways to carry it.
[36:48]
Uh
[36:48]
you know, yeah, a smaller dozer work.
[36:51]
There's no doubt.
[36:53]
You know, but
[36:55]
it's whatever they want to do. He just
[36:58]
volunteered He just volunteered to bring
[37:00]
it to us.
[37:01]
We don't have to go with them. We can
[37:03]
put it out.
[37:04]
>> I'm just curious.
[37:06]
>> You know, there's still quite a bit of
[37:08]
material to move. There's
[37:11]
I don't know, probably a day's clean up there.
[37:14]
>> Yeah, we do need to go before we do
[37:15]
anything. We do need to go back up.
[37:16]
>> There I mean, there's still some iron up
[37:18]
there and
[37:20]
You know, after digging through stuff
[37:21]
and finding stuff we did,
[37:24]
I think there's been a lot of people
[37:26]
dumped up there. We found D8 cutting
[37:28]
edges and
[37:30]
>> I even found a pressure
[37:32]
>> I didn't even know.
[37:33]
>> Yeah. So,
[37:35]
um probably a good thing we're closing
[37:37]
that area off and everything, but
[37:39]
there's some stumps up there that need
[37:41]
to be pulled out and not buried.
[37:44]
>> And we ain't got to decide on this
[37:45]
today.
[37:48]
» That was just food for thought.
[37:52]
We want We have We have a dozer
[37:54]
available. I mean,
[37:56]
I don't know anybody else in town that's
[37:58]
got
[38:02]
» Well, that's not priced that bad either.
[38:04]
>> Really, 300 bucks an hour, I mean,
[38:09]
8 years ago in North Dakota they were
[38:11]
getting 250 an hour for them.
[38:13]
So, I'm I'm sure they didn't go down.
[38:17]
>> And the proximity I think is, you know,
[38:20]
important, too.
[38:21]
>> Yeah.
[38:21]
>> I can get somebody over from
[38:24]
>> Just something to think about moving
[38:26]
forward and and we'll go from there.
[38:29]
>> Yeah.
[38:29]
>> Okay.
[38:31]
All right.
[38:33]
Okay, Mr. Emery.
[38:35]
>> I search for that. Sorry.
[38:37]
Um Pick a Park, Never Forget Park. I
[38:40]
want to commend the town and Emery and
[38:42]
his department for the great work that's
[38:44]
being done over there and the progress
[38:47]
that's being made over there. I do have
[38:49]
one question. I see a curb cut at the
[38:52]
bathroom.
[38:53]
Are we going to have curb cuts on the
[38:55]
east and west end of Pick a Park Road
[38:57]
sidewalk?
[39:00]
So that so people cuz I go I watch the visitors to town, they still walk
[39:05]
even four abreast down that sidewalk and
[39:07]
you put in a pretty good wide sidewalk.
[39:10]
5 ft or 6 whatever it is.
[39:12]
>> 6 ft, yeah.
[39:14]
>> But
[39:15]
accessibility cuz my right now my wife
[39:18]
can't get on that sidewalk with a new
[39:20]
scooter.
[39:20]
>> Yeah, so there'll be there'll be ADA
[39:22]
ramps on both sides of the driveway
[39:25]
going into the park and then on the in
[39:27]
the east and west ends of Pick a Park,
[39:29]
there will be ADA accessible ramps on
[39:32]
both sides.
[39:32]
>> Great. That's what we
[39:34]
>> And there's an ADA parking spot by the
[39:36]
bathroom, there's a ramp to get into the
[39:38]
bathroom.
[39:39]
Yep.
[39:39]
>> And this is a private opinion, but it's my
[39:44]
experience.
[39:46]
ADA parking spaces and ramps say
[39:50]
friendly town.
[39:51]
Great big damn sign right there by that
[39:54]
blue spot, friendly town.
[39:57]
When you hit towns that don't have any,
[39:59]
it sends a whole different signal and
[40:01]
that's my personal and my wife's
[40:02]
personal opinion.
[40:05]
>> Yeah, all the sidewalk in there.
[40:06]
>> Thank you very much for your effort.
[40:07]
>> Thank you. Appreciate it.
[40:09]
>> Thank you.
[40:09]
>> It's been a team effort. We couldn't
[40:11]
have done it without you guys and
[40:13]
>> You know, that's been a that's been a
[40:15]
project and
[40:18]
» It's slowly winding down. 18 years
[40:22]
being on it.
[40:24]
>> We've only been involved a few.
[40:26]
>> [laughter]
[40:27]
>> Um I wanted to give you guys a reminder.
[40:30]
We set that public hearing for lead
[40:31]
service line following project at that
[40:34]
last meeting. So, that'll be at this
[40:35]
coming next coming meeting. We did get
[40:37]
that application submitted. So, once we
[40:40]
have the public hearing, we'll
[40:41]
minutes will send those in and
[40:43]
that'll come wrap that up. We had a walk
[40:46]
through for the sewer project going
[40:47]
across the river last week. We had a
[40:48]
pile of people in here, probably the
[40:51]
um thickest room we've had for a
[40:53]
pretty big meeting.
[40:55]
>> And went down through it. There was 11
[40:56]
contractors here.
[40:58]
>> Yeah, I think we had seven seven or
[41:00]
eight primes and then a couple of subs,
[41:02]
pumping subs,
[41:03]
Rain for Rent, and there was one other
[41:04]
one, but it was a pretty good room. So,
[41:07]
hopefully we see things come in.
[41:09]
We'll price accordingly. That bid
[41:10]
opening's here toward more toward the
[41:12]
end of the month. Had a few questions so
[41:13]
far, but out of town, so Greg and the
[41:16]
guys did a good job. I think the bid
[41:17]
package was pretty thorough. They we
[41:21]
ductable.
[41:23]
So, you'll be seeing that. The taps pro
[41:25]
our project going from the
[41:28]
elementary school up there to the high
[41:30]
school, those are pretty much done. So,
[41:32]
those will get shipped off to WYDOT and
[41:34]
then I'll get copies printed out and
[41:35]
shipped over to you guys so you can
[41:36]
check them out and
[41:38]
take copies from WYDOT our comments from
[41:40]
them. Any comments from you, finalize
[41:42]
everything, and the plan is to get that
[41:44]
bid out probably October so they can
[41:46]
start first thing in the spring.
[41:50]
Oh.
[41:51]
Um do you guys got any other questions
[41:54]
about anything?
[41:57]
» No. Keep up the good work, Randy.
[42:00]
>> You did a good job, Randy.
[42:03]
» I don't have anything planning
[42:04]
commission.
[42:05]
Haven't had a meeting since our last
[42:07]
meeting, so.
[42:08]
>> Okay.
[42:08]
>> Same thing, water and joint sewer power
[42:10]
board.
[42:11]
>> All right. Well, any questions, Brenda?
[42:14]
Thank you for your time.
[42:18]
Okay, we'll move on to the
[42:20]
recreation commission. Uh
[42:23]
Councilman Barker isn't here. Their next
[42:25]
meeting will be September 7th,
[42:28]
2026
[42:30]
at 6:00 p.m. here at the town hall.
[42:34]
>> It's actually Labor Day, so I'm assuming
[42:36]
that day will change.
[42:38]
>> That day was changed?
[42:39]
>> is Labor Day, so I'm assuming that day
[42:41]
will probably change, but I haven't
[42:43]
heard for sure.
[42:43]
>> Oh, okay.
[42:46]
Make a note of that. We'll get that out
[42:49]
as soon as we can.
[42:50]
We'll just
[42:51]
hang signs around town.
[42:54]
Okay.
[42:57]
Uh we'll move on to the Saratoga Airport
[42:59]
Advisory Board. Brenda has some minutes
[43:02]
from the last meeting, I assume.
[43:04]
>> Yes, I have a few of those.
[43:06]
Um they discussed the sewer project and
[43:08]
what they still need to get done. You
[43:10]
talked about that with them.
[43:12]
Um the seal coat marking project is
[43:14]
going to be delayed until the end of
[43:15]
August because of conflict the the
[43:17]
contractor had a conflict.
[43:20]
Um
[43:21]
there will be a large group coming into
[43:23]
Brush Creek um in September with about
[43:25]
60 airplanes for that.
[43:28]
Um they painted the FBO building and
[43:31]
there were signs ordered for fixed
[43:33]
signs. I guess they they talked with
[43:35]
them regarding the equipment from
[43:37]
sign on the east side of the wall and a
[43:38]
sign over the entrance door.
[43:41]
Um Lance is working on redoing the FBO
[43:43]
building inside and expanding it
[43:45]
eventually.
[43:47]
And the icing equipment is ready to ship
[43:49]
and a person's coming to train their
[43:51]
employees on how to run that.
[43:53]
And they've started work on replacing
[43:55]
the door on hangar seven, and if that
[43:57]
goes good, they'll do hangar eight.
[44:03]
» And they're still moving forward with
[44:05]
their master plan, and
[44:07]
>> Yeah, still working on it.
[44:09]
>> Okay.
[44:11]
Any questions?
[44:13]
Okay, thanks Brenda.
[44:15]
>> Mhm.
[44:16]
>> Oh, I do have one little
[44:18]
They are
[44:20]
diligently working on the sewer plan.
[44:23]
It's uh
[44:25]
kind of in DEQ's hands right now and
[44:28]
we'll just go from there.
[44:30]
You know, so
[44:31]
Okay, we'll move on to South Central
[44:34]
Wyoming Medical Service Board.
[44:38]
And
[44:41]
uh
[44:42]
there was some grant applications that
[44:44]
had to be in by Sunday on that. Is the
[44:46]
only thing I'm aware of and
[44:49]
uh
[44:49]
that's all I'm aware of. They got them
[44:51]
in and
[44:52]
between the the hospital here and well,
[44:55]
it was all over the state. Everything
[44:57]
had to be in end of the state. There was
[44:59]
a
[45:00]
bunch of money given out by the feds and
[45:02]
everybody's applying for it.
[45:04]
So, that's the only update we have on
[45:07]
that. Any new business to be brought
[45:09]
before the town?
[45:13]
Uh
[45:14]
Do I have a motion to go into executive
[45:16]
session?
[45:18]
Wyoming statute 16-4-405A
[45:23]
two little eyes and three little eyes.
[45:26]
Personnel matters.
[45:29]
>> I'll make a motion to go into executive
[45:30]
session in accordance with
[45:33]
WS 16-4-405
[45:38]
and see little A, C's
[45:40]
little eyes and C's three little eyes.
[45:44]
>> Okay, make it known we went in at 20
[45:47]
till 7:00.
[45:49]
6:00 6:40
[47:59]
» Mhm.
[53:31]
» Okay, do I have a motion to call this
[53:33]
meeting to end the executive session at
[53:35]
6:50 p.m.?
[53:37]
>> I'll make a motion to end executive
[53:39]
6:50 p.m.
[53:41]
>> Do I have a motion to call this meeting
[53:43]
back to order?
[53:45]
>> I'll make a motion to call this meeting
[53:46]
back to order.
[53:47]
>> Do I have a sec?
[53:48]
>> Second.
[53:49]
>> All in favor?
[53:50]
>> Aye.
[53:51]
>> Opposed?
[53:52]
>> Okay.
[53:53]
>> Action taken.
[53:56]
Turn and entertain a motion.
[53:58]
>> Okay, I'll make a motion to put Mike
[53:59]
Morris back to active duty.
[54:01]
>> Do I have a second to that motion?
[54:03]
>> I'll second it.
[54:04]
>> All in favor?
[54:05]
>> Aye.
[54:07]
>> Opposed?
[54:08]
Yeah, motion carries.
[54:10]
Uh
[54:13]
Is there any further business to be
[54:15]
brought before the town?
[54:17]
Seeing none, do I have a motion to
[54:19]
adjourn this meeting?
[54:21]
>> I'll make a motion to adjourn this
[54:22]
meeting.
[54:23]
>> All in
[54:24]
Do I have a second?
[54:26]
>> I
[54:27]
second it.
[54:28]
>> You've been clipping that out all night.
[54:31]
>> Do I have a second? [laughter]
[54:33]
» Yes.
[54:35]
>> All in favor?
