[3:36] and whatnot so it still is going to be over budget

[3:40] but not quite as bad as it shows in there so

[4:26] insurance company so some of that will be recovered through insurance

[4:31] and the second item that's kind of been ongoing is the

[4:35] additions to the treatment plant that number is is is high right now

[4:40] and will be until everything gets reconciled with funding that's received

[4:44] and whatnot so we've been paying palmer lou on a monthly

[4:48] or bi-monthly basis so it's kind of been building we are nearing the end of that

[4:53] so hopefully that'll get all reconciled

[7:59] the town of surrey has an official plan which is a required document for all

[8:03] municipalities on pei and that

[8:06] gives some direction to our zoning and subdivision control development bylaw

[8:12] both of those documents are

[8:14] required to be updated on a periodic basis so we are due hours are a little

[8:20] bit overdue actually to be reviewed and updated

[8:24] and reason being we were waiting for the municipalities act to be all complete

[8:28] and finalized so that whatever plan and and bylaws we come up with will be

[8:33] compliant with the municipalities act which we are required to do so

[8:38] um i did prepare the rfp as you see i have a copy of it there but i need a

[8:42] motion and approval from council to proceed to

[8:46] put that rfp out to consultants to hire someone to do this project

[8:53] we do have some money through the strategic gas tax component we have 50

[8:57] percent uh to cover the cost of that

[9:01] so um but we'll put it out for an rfp and see what kind of pricing we get

[9:07] there's a few different consultants on the island that undertake that kind

[9:12] of work and i have a list and we'll also post it in there on the provincial

[9:17] website for gender documents

[9:24] this the whole process will will take some time

[9:29] uh probably six to seven months or you know depending on covet who knows but

[9:35] and it will include public

[9:38] participation in very much council participation as

[9:42] well there will be public meetings scheduled

[9:45] and i think a few of us here have been through it before

[9:49] so there will be some participation from staff obviously and most

[9:55] importantly council and residents as to input as to

[10:00] what may could or or may or should change

[10:03] within our bylaws and our official plan so it's a bit of a process

[10:08] but one that we're required to do so document promotion yes

[10:16] council or zoning and subdivision control development by law and official

[10:20] landlord

[10:49] municipal affairs has taken the initiative to provide municipalities

[10:52] with a draft utility bylaw for their consideration

[10:55] most municipal utility bylaws and pdi are between 20 and 30 years old and

[11:01] to a large degree are not consistent with the municipal government act

[11:04] requirements the town of surrey utility bylaws are 26

[11:08] 27 years old they consulted with iraq when developing

[11:12] the template and believe they have covered the necessary requirements for

[11:16] this draft they're asking municipalities to review

[11:19] the draft provided and when satisfied it meets your approval

[11:26] and they have council adopt in a timely manner aries highlighted required

[11:30] decisions by the council they did not include the mandatory

[11:34] connection provisions as most if not all of these

[11:37] are addressed in the iraq regulations and applied to our municipality

[11:45] so as we know from the past that creating the new bylaw or updating the

[11:49] buy lot is a bit of a process so we would have to make a public notification

[11:53] that we're going to revise this bylaw so this is just the

[11:58] very start of it it notes there that there's a few

[12:02] spots that things need to be filled in but it's mostly just technical

[12:06] information names and and and time frames and things like that

[12:11] which i can do and then

[12:15] we would have to put out notification to the public

[12:18] and then bring it back to a public meeting for

[12:21] a first reading a second reading and approval so this is just the initial

[12:26] stage of showing you this draft and you guys given

[12:30] me the go ahead to start that process it's not an approval of the bylaws

[12:36] by any means it's just what they've basically told us is that

[12:43] and we're not alone every because the municipalities act has changed

[12:48] over the years our existing utility bylaw doesn't meet the certain

[12:53] requirements so they've taken liberty of drafting a

[12:57] template for municipalities which is great

[13:03] and in between myself and i think ian is the

[13:07] chair of water and sewer and our maintenance department and make sure

[13:11] the parts that need to be filled in are filled in and bring it back to our next

[13:15] meeting if that's okay if that's what you so

[14:38] mean obviously this is not the time of year to put a traffic counter out so

[14:43] and there was there was a few other things mentioned the beach beach area

[14:46] was mentioned too so i think they were down there looking at some issues

[14:52] um we sent a letter to the honorable

[14:55] jeanette petitis taylor minister for the atlantic

[15:00] canada opportunities agency and this is regarding application funding for the

[15:04] boardwalk extension and

[15:10] seniors living in the provincial senior housing

[15:14] and uh you know they had some christmas cards
