that are associated with this. First of

Second of all, the water

alternatives
[26:38]
to help solve this
[26:41]
or solve the flooding.
[26:46]
So, we have four different alternatives
[26:48]
we're going to talk about today. I'll
[26:51]
And this first one is alternative flow
[26:54]
channels. So these flow channels um
[26:57]
essentially they water back into the
[27:01]
river from somewhere else. So these
[27:04]
would prevent flooding of South by
[27:12]
the structures
[27:14]
outside of the normal rivers.
[27:29]
And
[27:31]
one The one that we chose for our
[27:34]
preferred option for all of the
[27:36]
alternatives
[27:39]
channels is that green high
[27:44]
just north of the river
[27:49]
events
[27:51]
take the water
[27:53]
downream a little bit further some of
[27:56]
that
[27:58]
pressure.
[28:02]
So this is our favorite option
[28:06]
that
[28:10]
water
[28:12]
pressure.
[28:20]
So alternative number two separate
[28:22]
option is a line.
[28:25]
This is essentially creating a
[28:27]
waterproof layer between the water and this would prevent the water pushing
[28:34]
through at all.
[28:37]
However, this has a lot of problems
[28:42]
and peritting
[28:45]
hard
[28:55]
to$2.4 million construction cost.
[29:03]
However, it would be good for longterm
[29:06]
stability
[29:08]
set
[29:11]
and this is one of our favorite options,
[29:13]
but
[29:17]
your product.
[29:20]
So, these are just two ways
[29:23]
that
[29:30]
those are alternatives. Turn it to
[29:39]
The next alternative is the diversion
[29:41]
channel. This one assumes that there's
[29:44]
complete failure of the river
[29:51]
solution to this
[29:55]
low point that Joe mentioned by the red
[29:58]
box. Um this would serve to stop water
[30:02]
going
[30:04]
river
[30:11]
alternative is relatively cheap compared
[30:13]
to the other one. However, there's
[30:15]
various other effects.
[30:20]
Um so the main thing is environmental
[30:22]
effects.
[30:31]
And
[30:37]
then once it does fill up all the
[30:39]
minerals and from the ground back river
[30:47]
and then also there's fact anymore
[30:51]
essentially become a lake. All kinds of
[30:53]
maintenance issues that go with that
[30:55]
erosion.
[31:06]
Um so the next one we consider is cut
[31:09]
off wall which is essentially a wall
[31:12]
that's underground cuts off the flow of
[31:13]
water ground water from the river to the
[31:16]
ground. It also serves as
[31:22]
very considered
[31:29]
and walls go into what those are
[31:35]
file wallow.
[31:41]
However,
[31:44]
biggest disadvantage to all these
[31:45]
options is the high cost and the price
[31:49]
range that we've given for these
[31:51]
estimate
[31:53]
construction cost
[31:57]
a lot
[32:02]
of area.
[32:15]
So, um it is important to note though
[32:18]
that if it wasn't for the
[32:29]
process that we used to evaluate.
[32:42]
There are
[32:47]
number one
[32:55]
as well as
[33:11]
All
[33:18]
right.
[33:24]
So, this channel will go on
[33:29]
river and we'll be able to
[33:35]
channel
[33:37]
for the most part
[33:39]
as well.
[33:41]
right now. There is
[33:50]
channel
[34:02]
That
[34:04]
basket
[34:29]
are simple enough.
[34:35]
Some of the concerns that our design is
[34:38]
based on our
[34:45]
soenefit
[35:12]
of our
[35:33]
biggest recommendations.
[35:43]
That's
[35:45]
actually an
[35:57]
They are
[36:02]
also
[36:05]
design.

that project for probably

we started working with summer. So, it's

been about a week.

be at the beginning of this, you
[37:02]
discussed how the uh water would
[37:04]
actually seep into uh kind of like the
[37:07]
springs going into the the pit. um with
[37:10]
the amount of force that was going on
[37:13]
during that time, wouldn't there be a
[37:16]
huge amount of erosion right along that
[37:19]
whole wall of the river? So that not
[37:22]
just one section of it, but pretty soon
[37:25]
uh pretty much the entire south side of
[37:28]
the river would be in the bottom of the
[37:30]
pit and the pit expanding out.
[37:34]
>> Yeah, that that's definitely a
[37:35]
possibility. I mean, water likes to find
[37:38]
the quickest channel it can't to exit.
[37:40]
So, what's most likely is you look at an
[37:42]
aerial that uh the gravel pit, the place
[37:45]
that it started to exit was actually the
[37:47]
thinnest portion.
[37:48]
>> So, we imagine what it would do is it
[37:50]
would probably just cut channel about
[37:52]
the same width as the existing one is,
[37:54]
but it would cut it down into the gravel
[37:57]
pit. And it's it's hard to know exactly
[37:59]
without knowing subsurface where all the
[38:02]
soil positions are. It's hard to know
[38:04]
exactly how that water would flow, but
[38:07]
most likely based off of what we
[38:09]
experienced in the past, it would just
[38:11]
cut through at that one location.

two uh coverts that will pull water out

and I was just wondering would those
[38:20]
still be remaining if the river is just
[38:23]
eroding all of that or are you expecting
[38:25]
that it would just do one steady drop

worry about eroding the rest of the
[38:31]
river?

>> Yeah. So the the goal of those designs
[38:34]
was to prevent the erosion work out
[38:37]
there and what we wanted was during a
[38:41]
normal year even a high runoff year
[38:43]
there's no section there. So we figured
[38:46]
if we can keep the flow rates in the
[38:48]
original channel at the same elevation
[38:50]
as they were in the years where it was
[38:52]
safe then in the future that will also
[38:55]
be safe. So we did that by diverting the
[38:56]
river into two separate channels. keep
[38:58]
the elevation lower so there's not as
[39:00]
much prior pushing outside of us.

um I think the the purpose of it is
[40:49]
sound. Um any type of transparency of
[40:52]
course that we can give to the public on

what happens when somebody comes in and
[40:56]
donates money. Um, I think that it's
[40:58]
also important that we come up with the
[41:01]
scale as a city council that says this
[41:04]
is what we want to do. And, you know, so
[41:07]
if you're donating, you know, $100,
[41:10]
that's a certain level of, you know,
[41:12]
we'll put up a banner. We'll put up, you
[41:14]
know, some news out on the the
[41:16]
electrical sign that we have. or if
[41:18]
you're doing $1,000 or if you're a
[41:20]
business and you're doing $10,000
[41:22]
um you know a business has a lot a lot
[41:25]
more expectation when it comes to having
[41:27]
their name out there uh once you have uh
[41:30]
made a donation. So um you know on that
[41:33]
area you're talking about having trails
[41:35]
that would be named for them or um you
[41:39]
know if they're talking about uh uh
[41:41]
different area pavilions in some of the
[41:44]
different parks and stuff. So, it just
[41:46]
makes it so that when somebody comes to
[41:48]
us, we're already ready. We've already
[41:50]
made the decisions ahead of time of
[41:52]
here's what we want to do. Um the one
[41:55]
that I sent in had a much lower um
[41:59]
starting cost. Um I think as we saw with
[42:03]
the pickle ball courts that we did, um
[42:05]
the average donor was not sending in
[42:08]
$10,000.
[42:09]
uh we got a lot of them that did and you
[42:12]
know did a high level but um this puts
[42:17]
it down into a range that I think most
[42:18]
of the south weieber especially when we
[42:20]
get into the uh sports and recreation uh
[42:23]
the citizens would be able to be
[42:25]
involved in uh if they want to sponsor a
[42:27]
team that's handled purely at an
[42:30]
administration level instead of having
[42:31]
to come up to the mayor or to the city
[42:33]
council for approval that's just
[42:35]
something that's uh keeps it down low
[42:38]
but still gets the process flowing
[42:40]
without us being a bottleneck. Um, it
[42:43]
does have things also so that and I know
[42:46]
it doesn't work perfectly but having
[42:50]
some type of visible fund even if it is
[42:52]
just a declared line item when we're
[42:54]
doing the budget that says this is how
[42:56]
much we were given in donations for this
[42:58]
year and this is how much is still here
[43:01]
or uh is going to be here and moved uh
[43:05]
reserved to that next uh year's uh
[43:08]
budget. It just makes it so that when we
[43:10]
have somebody who comes in who does a
[43:11]
big donation, say like we had with the
[43:14]
barn that since this goes across
[43:18]
multiple years, it keeps track of it and
[43:21]
puts it down in there so that uh we
[43:23]
don't just lose it or it gets assigned
[43:26]
to other funds. Um other than that, I I really think that the the the program
[43:31]
itself is great. I think our biggest
[43:33]
beneic beneficiaries
[43:35]
will be the sports teams. Um, I mean, if I can if if I can donate and be able
[43:42]
to um support my grandson's soccer team,
[43:48]
T-ball team, wrestling team, all of
[43:50]
these different things, I'm going to do
[43:51]
it. Um, and I don't really need that big
[43:55]
of a, you know, a prize for doing that.
[43:58]
That's something I would do anyways. Um,
[44:00]
but we have families, um, very large
[44:04]
families that all have different
[44:06]
foundations and different things that
[44:07]
they want to put in. Everything from,
[44:10]
uh, trail headers with chairs and shade
[44:12]
to pavilions and stuff. So, uh, this
[44:15]
just lines it up so that we can do that.

Uh my biggest question on this um how

team, um you do that for a season. If

you want to do it again, it's another
[45:04]
season. Um that way you don't just
[45:08]
donate once to a team, pay $150 and buy
[45:11]
some water bottles and now you've got a,
[45:14]
you know, a perfectly good 4x6 banner
[45:16]
sitting in the family activity center
[45:18]
for the next 10 years. Um I would hope
[45:21]
that they would want to do that again
[45:22]
next year for that same team. Um, and
[45:26]
there's even uh levels of it that can
[45:30]
give a larger sign or move a sign, even
[45:32]
have something put into the breeze, our magazine um for those that want to
[45:38]
continue on every year. Uh the tougher
[45:40]
ones though is once you get up into
[45:42]
larger ones, um then yeah, it becomes a
[45:45]
one-time thing. So like we where we've
[45:47]
got the um uh the barn and the the park
[45:51]
renamed, I don't see that one changing.

I don't think they need to make a
[45:54]
donation again every year to to keep
[45:56]
that going on it. So that's that was the
[45:59]
part that I was getting stuck on and

city manager as such. Um, I would like

to just kind of clear that out so that

in an emergency we have the exact the
[49:01]
mayor and his or his designate design.

Um so that way if if it has something to
[49:08]
do it because uh the chief executive
[49:10]
officer doesn't change. Um
[49:19]

says that uh we are using the and chief

currently on average it's mid50,000 a

year that we're spending for a vacuum

truck, but this does not completely

replace that. It was replacing between
[55:02]
30 to 40% of that cost a year. We will
[55:05]
still need the larger vacuum trucks to
[55:06]
do some of the larger manholes and
[55:08]
deeper manholes. Um, so our our return
[55:11]
on investment basically this would pay
[55:13]
for itself in four years. Um, so Jeremy
[55:16]
and and I agreed, the mayor, we agreed
[55:19]
that was something we should recommend
[55:20]
doing with the council. It will be it'll
[55:23]
be purchased out of the I don't remember
[55:25]
if it said in the background or not, out
[55:26]
of the remaining some of the remaining

funds for the public works and it does
[55:31]
allow us to do that with the public
[55:32]
works funds.

uh since they have provided that even

within the last handful of days market

has adjusted and changed

in Iraq interest rates are

target right now. So the savings that we
[58:41]
have looked at initially are not the
[58:45]
same. The level of savings is not as
[58:47]
high as what those were as they
[58:50]
increased since then. [clears throat]

But what US bank provided uh was around
[58:56]
$400,000 of savings.
[58:59]
still maintainability on those bonds,
[59:03]
but they would basically do a
[59:04]
modification on our current bond
[59:07]
structure. We would not have to go out

to market or things like that, keep the
[59:11]
callability, but it would reduce our
[59:13]
interest rate some
[59:17]
$400,000 number adjusted. So it's
[59:20]
probably a little bit. So the question
[59:22]
is is that enough to to want to work
[59:26]
with US Bank and do that still pursue
[59:30]
the option of going out to market.

citizens. So we shouldn't have to take

the bill to fix this problem. And I

agree typically your recommendations are
[1:03:20]
go with the least cost. We want to put
[1:03:22]
that wall in. Um you could do other
[1:03:25]
issues with the um the drainages going
[1:03:28]
around the piping, different types of
[1:03:29]
bank intakes. U but they all have their
[1:03:32]
inherent problems. We need some sort of
[1:03:34]
cut off wall curtain to go in there or
[1:03:36]
just fill the pit back up. Um but I
[1:03:38]
think it's their problem and we need to
[1:03:40]
put their feet to the fire and make them
[1:03:42]
