harvest a little bit, but there's been
[0:03]
lack of water.
[0:16]
» It's not a fuller
[0:37]
Why did you get off?
[4:52]
started. It's 5:00 and we've got a lot
[4:54]
to discuss and we just
[4:57]
an hour. So, let's
[5:00]
started uh Tuesday, June the 9, 2026.
[5:05]
We're going to begin our city council
[5:07]
work uh session tonight and discuss the
[5:11]
general plan. Uh so
[5:15]
with that, we need to every five or so
[5:19]
years need to review the general plan if
[5:22]
there's any changes,
[5:24]
additions,
[5:26]
whatever we feel we may need to do or
[5:29]
maybe we might decide we do not need to
[5:31]
do anything to our agenda, which is
[5:33]
fine, but we need to review it. And so
[5:35]
that's why we're having this meeting
[5:37]
this evening. And uh still with that in
[5:41]
this if I'm not mistaken
[5:45]
some visitors
[5:48]
this is a work session so it is not
[5:51]
meeting any comments from visitors
[5:56]
with that being said Dave is going to
[5:58]
lead us in this discussion so we'll turn
[6:00]
the time to our city manager Dave
[6:03]
>> Larson
[6:07]
knows being
[6:10]
[clears throat]
[6:11]
>> um maybe I have
[6:20]
» should
[6:22]
be fine.
[6:23]
>> Hey, how's that?
[6:28]
» Sorry.
[6:29]
>> Thank you.
[6:31]
>> Thanks, Mayor. the uh the kickoff from staff is that uh when
[6:38]
the council talked about having regular
[6:42]
updates to the general plan uh this
[6:46]
February, we discussed the the timing
[6:51]
and the council suggested that we don't
[6:53]
need a full update process similar to
[6:56]
what we did in 2020, but there might be
[6:59]
a better idea to do targeted amendments.
[7:01]
And so we're looking at the
[7:03]
idea of amending specific areas. And in
[7:07]
order to kick that off and have the
[7:09]
planning commission and the city council
[7:10]
all in the same room to talk about kind
[7:12]
of the scoping of those amendments and
[7:15]
uh and what that target really means
[7:18]
when we say targeted, what what does
[7:20]
that look like? What is the scope? So
[7:21]
tonight, the hope is to wrap our arms
[7:24]
around what that scope is um
[7:26]
[clears throat] jointly between the
[7:28]
planning commission and the city
[7:29]
council. And then from there the
[7:30]
planning commission will meet and uh
[7:33]
discuss recommendations and eventually
[7:36]
uh provide a recommended amendment list
[7:41]
essentially to the city council for for
[7:43]
review. So um that's the the general
[7:47]
overview and um staff is here to just
[7:50]
take notes and and understand exactly
[7:52]
how the planning commission and city
[7:54]
council would like to scope the project.
[8:00]
Okay.
[8:02]
So, let's begin the discussion.
[8:08]
» I think the thing that kicked us off
[8:11]
initially was that uh cloud area
[8:16]
and then we were because I know there
[8:18]
was some debate on well we just kind of
[8:19]
threw that in because we didn't know
[8:20]
what else to do with it. Is that
[8:22]
basically how you put it?
[8:24]
>> Well, some options there. you just
[8:26]
haven't known. So I think we should come
[8:29]
to a consens consensus on that space.
[8:32]
Um [clears throat] there was there was a
[8:35]
lot of
[8:37]
um info on the trails in the packet. I'm
[8:42]
not as familiar with the trails, so I
[8:43]
don't have any opinion on that one, but
[8:45]
I
[8:47]
imagine there's some opinions on the
[8:49]
trails. But
[8:51]
uh the only other area that I that I
[8:53]
think we need to discuss is when it
[8:55]
comes to the current um agricultural and
[8:59]
residential rural areas.
[9:01]
Does that still make sense or not? And
[9:05]
even maybe the res moderate, does that
[9:07]
still make sense based on how we came to
[9:10]
consensus five or six years ago now?
[9:13]
Does that help kick off the conversation
[9:15]
everybody? I would agree because the
[9:17]
cloud areas we want to talk about it I
[9:19]
think because we were all waiting on
[9:21]
development and development is not
[9:23]
funny. So getting that nailed down so
[9:26]
that there's not that question mark
[9:28]
lingering because I think most of us in
[9:30]
this room were either there as part
[9:32]
citizens or city council or planning
[9:34]
commission. So for the minutes purpose
[9:37]
can you specify the cloud area? Yes, he
[9:40]
is
[9:43]
>> on the cat property.
[9:46]
>> Yeah, I think we I think we had it on
[9:49]
one other spot, too. But
[9:51]
>> can you
[9:53]
>> It was clouded, but it was potentially
[9:57]
residential patio
[9:58]
>> and wasn't on along Old Fort
[10:00]
>> and it was along Old Fort Road on the
[10:04]
Peak and Cap property.
[10:10]
won't go away.
[10:16]
How many other cross will go away?
[10:25]
Thank you.
[10:30]
Lisa,
[10:30]
>> do you have the map? Do you have a
[10:32]
zoning map that you can pull up on
[10:33]
there?
[10:34]
>> Yes.
[10:37]
Trying to get this little I'm trying to
[10:39]
get the cell to go down.
[11:07]
All right.
[11:10]
» Open.
[11:14]
» Put your
[11:16]
mouse on your XL box at the bottom. You
[11:18]
can tell
[11:21]
>> that should work.
[11:25]
» Do we think it'll work?
[11:27]
>> Sorry.
[11:30]
That's really your last
[11:32]
thing.
[11:34]
All right, get into the general.
[11:49]
» I believe this is what you invited to.
[11:53]
>> That is it
[11:56]
right there.
[12:01]
So I think we have maybe let's tackle
[12:04]
the commercial area. Is there any
[12:08]
changes any tweaks that anyone feels
[12:11]
like we need to make in commercial
[12:13]
property
[12:15]
zone?
[12:17]
I'm kind of confused. Uh isn't this the
[12:20]
meeting at which we're going to kind of
[12:21]
go over what we want you guys to really
[12:24]
look at and make decisions on?
[12:26]
>> Focus on.
[12:27]
>> Okay. So, are we just making the
[12:29]
decision now?
[12:31]
>> No, I feel okay.
[12:34]
>> Just scoping it. Scoping it to what we
[12:36]
want. Planning comm.
[12:39]
>> I do think that's one area to maybe kind
[12:42]
of fine-tune um that we've been
[12:44]
discussing Old War Road Bubble Cloud.
[12:47]
Um, I would like to put out there the
[12:49]
area that is south of Maverick
[12:53]
and north of
[12:56]
2750, I think, is the road where it's
[12:59]
still there's a commercial zone and then
[13:01]
there's a residential zone, but it's
[13:03]
kind of on the same parcel.
[13:05]
>> I would like to kind of hear people's
[13:07]
thoughts on where they're wanting that
[13:09]
to be.
[13:10]
>> Is that about the above Mies?
[13:13]
>> Morties.
[13:13]
>> Yes. Yes. Basically, south of Nordies.
[13:16]
Yeah, I think it's another cloud area if
[13:19]
I'm remembering.
[13:21]
>> Yeah, those are the two cloud sections
[13:23]
>> that were kind of left. So, yeah, that
[13:27]
was a little gray club.
[13:35]
» One's the residential. Mm-m.
[13:40]
» I think right now it's fall designated
[13:41]
commercial, but
[13:44]
>> there's a little piece that's still
[13:46]
>> teeny tiny piece. It's residential.
[13:47]
>> It's agriculture.
[13:50]
>> Current zoning fit the projected land.
[13:52]
Yeah. And so a reszone would be required
[13:55]
to get all of it to look like
[13:58]
>> the projected land.
[14:00]
>> But cloud creates a question.
[14:02]
>> What is it currently? Most of it is the
[14:05]
commercial highway, but the southern
[14:08]
portion is
[14:10]
>> but that cloud represented that we would
[14:13]
we were open to some kind of residential
[14:17]
>> commercial, you know, mixed use. I don't
[14:20]
know what it was, but that it's not
[14:22]
defined. So, it kind of left it up there
[14:24]
as the gray area that we wanted to find
[14:27]
it. We don't. Well, in essence, we've
[14:29]
been
[14:31]
five years now since we've never looked
[14:33]
at it. That area has changed and we know
[14:35]
some of the things that are coming in
[14:37]
across the street from it.
[14:40]
>> Um,
[14:41]
and the traffic situation that's around
[14:43]
there. I think it's a very good thing
[14:45]
for us to look at um because it may be
[14:48]
better as just straight residential
[14:50]
right now. Um, but that's going to be a
[14:53]
hard place to put it and see what goes
[14:55]
in. Um but commercial going up that way.
[15:01]
Um I don't know. I I look at Morty's car
[15:05]
wash there and it's doing fine. Um and
[15:08]
it is a very visible location from the
[15:11]
freeway. So I think there's an argument
[15:14]
for both whether it's commercial,
[15:16]
residential, or a mixed use. Um I would
[15:18]
love to have planning commission kind of
[15:21]
look at it and see what they think would
[15:22]
go best there and what they would
[15:25]
recommend. prime suspect for putting in
[15:28]
the scope for sure. Yeah, because I mean
[15:30]
it that area right there has changed
[15:33]
quite a bit. Um and it's going to change
[15:39]
doubly in the next little bit here. So,
[15:42]
um
[15:44]
I think since I've been here, I don't
[15:45]
think anybody's even brought anything
[15:48]
forward
[15:49]
is on that.
[15:56]
commercial
[15:59]
I thought like a flex space etoning
[16:04]
we had storage units we had workshops
[16:07]
like industrial workshops we had town
[16:09]
homes
[16:10]
>> and then we had a town home storage unit
[16:14]
combo
[16:16]
so maybe only four but every single one
[16:19]
wasn't quite
[16:21]
what I think was needed for that space.
[16:23]
I do still feel like there is
[16:25]
residential on the
[16:28]
east or no west side. There's a house
[16:31]
that I I kind of feel like a residential
[16:33]
buffer still needs to somewhat be there
[16:36]
and I wouldn't want to live there as the
[16:37]
residential buffer, but
[16:40]
I also wouldn't want to live right next
[16:41]
to the car wash with the dings and the
[16:43]
lights. So,
[16:44]
>> but I think if we go through that and
[16:46]
look at it and say, "Okay, this is this
[16:48]
is what we're going to put in. we're
[16:49]
going to put in a buffer. It'll probably
[16:50]
be, you know, say like a medium um
[16:53]
residential area. I'm just making stuff
[16:54]
up right now. Um but then we need to go
[16:58]
through it and make sure that that zone
[17:00]
has coding that says
[17:02]
>> here's Yeah, that protects that because
[17:05]
>> the idea was always to have residential
[17:07]
zones get more populated as you go
[17:11]
towards commercial areas to act as more
[17:13]
of a buffer. But just from seeing what
[17:15]
we've done on buffers on a couple of
[17:16]
different other areas, a lot of it's
[17:18]
just been ad hoc of well, we can change
[17:21]
this and we can move that and um I would
[17:24]
just make sure that the general plan,
[17:25]
which isn't that specific, talks about
[17:27]
making sure all of our
[17:30]
buffer zones are
[17:33]
protected and some ideas on what needs
[17:36]
to be protected and then we could change
[17:37]
that in code. Have we ever had anything
[17:40]
come up kind of going along South River
[17:42]
Drive opposite of where the pits are?
[17:45]
Those two red commercial zones, I
[17:47]
believe they're both city owned, the one
[17:49]
right at the bottom. Has anything ever
[17:51]
been presented for those? Cuz they're
[17:53]
still zoned agricultural, correct?
[17:56]
>> We have
[17:58]
agriculture
[17:59]
for everyone to do the mult.
[18:04]
» Okay.
[18:06]
like apartments, more apartments.
[18:10]
>> Back to the piece that we were just
[18:12]
discussing, we did have someone come in
[18:15]
last Dave, do you want to help?
[18:19]
>> Yeah. With the idea of uh people looking
[18:21]
at that area right on 2700 East, another
[18:25]
uh potential types of project that was
[18:27]
presented uh was a hotel.
[18:31]
So as we talked about different ideas
[18:33]
that have presented on that and that's
[18:35]
the latest idea that has been talked
[18:37]
about. So they wanted a hotel right
[18:39]
across from where the apartments are at
[18:40]
>> right next to the car.
[18:50]
» There's no way with parking.
[18:54]
» Depends on how they go.
[18:59]
» Would we have a hotel that close to us?
[19:02]
>> I don't think our code would.
[19:04]
>> I don't think our code says.
[19:05]
>> Yeah. And our code doesn't say, then
[19:07]
maybe we need our code to designate how
[19:09]
we protect the school zones.
[19:12]
>> It's it's three acres. It's probably big
[19:14]
enough.
[19:15]
>> Yeah.
[19:17]
>> And this is this is kind of why I was
[19:19]
bringing it up originally was that a lot
[19:21]
of this has changed so much. And um and
[19:24]
just because it was personal, if we look
[19:26]
down at the bottom of 2100 where uh I
[19:29]
live and drive every day, we have that
[19:31]
big open corner lot that has been
[19:34]
everything from a Unitarian church to,
[19:36]
you know, neighbors um four-wheeler
[19:40]
park, but that one is currently mental
[19:44]
highway, which means the same things
[19:46]
we're talking about canary. So I guess
[19:50]
part of the question that I have for the
[19:53]
planning commission is as we come into
[19:55]
the city really what do we want that to
[19:57]
be? How far do we want to take the
[20:00]
commercial? Because we can take
[20:01]
commercial all the way, you know, over
[20:03]
to the S-curve, but is that what we want to do? I mean, we do have
[20:09]
the high winds. We have those kind of
[20:11]
areas. We've got some good retail, not
[20:14]
retail, but commercial that has already
[20:16]
come in and doing well. um and some that
[20:18]
are slowly growing.
[20:21]
We know we need more retail for um the
[20:26]
tax burden to be moved from the citizens
[20:28]
over to you know commercial base.
[20:33]
I think it'd be real good for you guys
[20:35]
to take a look at that and just really
[20:37]
decide what are the entrance ways. And
[20:39]
that means same thing over there 475
[20:42]
although much more limited. We only have
[20:44]
a a few spots but at the same time if it
[20:49]
is a
[20:50]
if that becomes a productive spot real
[20:53]
quick because general RV just takes off.
[20:55]
Um there's people that would quickly buy
[20:59]
um couple of areas if they thought that
[21:01]
they would be able to take down the
[21:02]
homes and put in commercial there.
[21:03]
>> Yeah.
[21:04]
>> Um I think channel RV for what would do
[21:07]
it just
[21:09]
>> option right now for removing houses to
[21:11]
put in
[21:12]
>> all it takes is changing the zone.
[21:13]
Right.
[21:14]
>> True. So, so from a scoping standpoint,
[21:17]
what I'm hitting is the idea presented
[21:19]
of looking at commercial at the
[21:22]
entryways or more broadly speaking, look
[21:25]
at the entryways to the city uh as part
[21:29]
of the scope, the areas of scope. Look
[21:31]
at the entries to the city. Is that fair
[21:33]
to say?
[21:33]
>> Reflection.
[21:34]
>> Yeah.
[21:35]
>> I think the other thing that we need to
[21:37]
pull out is that I don't know if there's
[21:38]
ever been anybody been any interest in a
[21:40]
hotel actually being built in our city.
[21:42]
So maybe we need to look at removing
[21:45]
that as an option in code. So that is
[21:47]
>> it would have to come through city
[21:48]
council an exception in order to be
[21:50]
approved. That might be
[21:51]
>> that's the thing is that they don't if
[21:53]
it's not in our city um code zoning code
[21:57]
we can still do it. It just means it's
[21:59]
not an automatic pass through
[22:01]
>> right
[22:01]
>> and even uh if it's an unconditional use
[22:04]
if we don't have enough to go against it
[22:07]
can still go right there. So, um, yeah,
[22:10]
I I agree with you. Absolutely.
[22:12]
>> Sure. I would add that to as part of the
[22:15]
takeway is review what's allowed in the
[22:17]
commercial zone and recommend things
[22:20]
that maybe we we would never want in the
[22:23]
city that we are allowed to take out
[22:25]
because I think when Trevor was here,
[22:27]
there were a couple of callouts that he
[22:29]
said we had to include some kind of call
[22:31]
out for adult businesses or something
[22:34]
like that.
[22:36]
>> It was really weird. But they're part
[22:40]
Jamie could speak to that maybe.
[22:41]
>> Yeah. So they're what I would call vice
[22:43]
industries. So
[22:46]
>> marijuana dispensaries,
[22:48]
sexually oriented businesses. The rule
[22:52]
under state laws if you don't
[22:55]
somewhere then you cannot exclude them
[22:58]
anywhere. So you have to pick somewhere
[23:01]
in the in the city that
[23:04]
where those things would be located
[23:07]
because if you don't do it, you can't
[23:08]
prohibit it. So that's kind that's sort
[23:11]
of how it works. And it always it always
[23:13]
feels a little weird to city councils to
[23:16]
say we're going to zone for this thing
[23:18]
that we hope never happens, but you have
[23:21]
to do it. So maybe that's the takeaway
[23:23]
is pick a spot
[23:27]
and we specifically zone that spot a
[23:29]
very specific zone so that it
[23:31]
>> we already have that right now.
[23:34]
>> Where do we have what? Where do we zone
[23:36]
for that?
[23:37]
>> Slide down to the right.
[23:38]
>> Yeah, we'll
[23:40]
point it out.
[23:46]
» Can you slide the picture down to the
[23:47]
right point?
[23:48]
>> It's down. It's down by the storage
[23:52]
>> right there.
[23:55]
>> The PI zone transitional light
[23:58]
industrial is the zone that allows
[24:03]
» and if we go back to protecting our
[24:05]
schools and doing a radius that goes out
[24:08]
just to where the edge of that is, that
[24:10]
would be pretty. And that's the only
[24:13]
zone
[24:14]
>> y
[24:14]
>> that's designated like that. That's
[24:16]
>> Does it have to be a certain size or
[24:18]
anything? There just has to be a zone
[24:20]
dedicated for that purpose for all of
[24:22]
it.
[24:23]
>> If it was so small that nothing could
[24:25]
ever develop there or you put it in a
[24:27]
location where when you draw radius from
[24:30]
schools, churches and that kind of
[24:31]
thing, it never would it never could
[24:34]
possibly go there. Then you expose
[24:37]
yourself to having somebody, you know,
[24:39]
sue and overturn it. So, it has to be
[24:41]
somewhere where if the property owner
[24:44]
decided they wanted to do it, it could
[24:46]
happen. But I think you have to look.
[24:51]
It's unlikely for that.
[24:53]
>> They shrink it into a mixed use. So,
[24:55]
they could do all three, you know,
[24:57]
dispensary to
[24:59]
just
[25:02]
the Amsterdam model. That's what it's
[25:04]
called.
[25:06]
>> The Amsterdam zone.
[25:08]
>> You thought about this.
[25:11]
I've got another area I'd like to bring
[25:12]
up.
[25:14]
Another one focus in on Central Park.
[25:18]
>> I think we had this discussion council
[25:34]
» where the fire station is here.
[25:37]
>> I got to keep going.
[25:38]
>> Yep. Yep. And then you see
[25:41]
>> there's some right there. It's fine.
[25:43]
[clears throat] There's some discussion
[25:44]
in updating the central parks master
[25:47]
plan to include and this is just big
[25:50]
picture thinking uh relocating city hall
[25:54]
to the center into that area. See fire
[25:58]
station the rec center and all that
[26:00]
central area. So the question became, is
[26:03]
that want to have some sort of business
[26:07]
zoning nearby around it? So we go in
[26:10]
there and buy up some of those
[26:11]
residential lots, tear the houses down
[26:13]
and have a little commercial area around
[26:15]
your central
[26:16]
>> your central hub. So that's a question I
[26:19]
put out there about proposals.
[26:21]
I'm saying is that something we want to
[26:23]
consider as a future zoning around that
[26:26]
area? We're going to have our fire
[26:27]
station there or city hall. I don't know
[26:30]
if you got a library or whatever. I'm
[26:32]
just picking things up. You want do you
[26:34]
want to have a transitional zone or do
[26:36]
you want to have sound?
[26:40]
» I like that to discuss.
[26:43]
>> It's just a thing to discuss. We're
[26:45]
going to do it. That would be the time
[26:46]
to consider that.
[26:48]
>> But yeah, I think the city council was
[26:50]
when we talked about that for finding if
[26:52]
we were going to relocate city hall,
[26:53]
that would be the place we'd like to be
[26:55]
located. Central Park.
[26:59]
>> A planning term is a small area plan.
[27:03]
>> Yes.
[27:03]
>> If we had kind of a central park or city
[27:07]
center small area plan as the
[27:10]
consideration.
[27:11]
>> Yeah.
[27:12]
>> Is that head nods from the decision
[27:14]
makers? Am I putting that on the list?
[27:17]
>> Yeah.
[27:18]
are looking at
[27:23]
» when the council talked about this in
[27:26]
February, one of the ideas that was
[27:29]
brought up was uh to look at the current
[27:32]
undeveloped land regardless of zoning.
[27:36]
Uh there is a math that was used back uh
[27:39]
when the general plan was created to
[27:42]
assist in calculating undeveloped ground
[27:44]
and what the potential buildout
[27:46]
population could be. We could update
[27:48]
that map based on projects that have
[27:50]
been completed in the meantime that
[27:52]
essentially provide a list or a map of
[27:55]
properties that are currently
[27:56]
underdeveloped.
[27:58]
Would that still be something that the
[28:00]
council would like in the scope?
[28:02]
>> Yeah. Has the map been updated? I think
[28:04]
this maybe ties along with what you're
[28:06]
saying for all of the reszones that have
[28:09]
been approved in the last 5 years has
[28:11]
the maps
[28:12]
>> the current zoning map.
[28:13]
>> So current zoning map is all updated
[28:16]
>> that happens.
[28:18]
>> You do want that
[28:21]
page
[28:22]
>> when
[28:25]
broken down by zoning and by current
[28:28]
acre. um how many houses that we allow
[28:31]
on it currently by the splits that we
[28:32]
have and the adjustments that we have in
[28:36]
uh suggestions and what we've been
[28:38]
building out. Um basically it comes up
[28:40]
to the total buildout yield left. We've
[28:43]
got um 477.77
[28:47]
vacant acorage,
[28:50]
[clears throat] excuse me. Um taking out
[28:53]
about a 10% reduction for various
[28:56]
unbillables uh gives us about 429
[29:00]
um that gives us about again these are
[29:03]
just estimates
[29:05]
156 potential dwelling units on the
[29:08]
remaining vacant parcels. Um, if you
[29:11]
combine that with the 2,200 somewhat
[29:13]
existing, um, that gives us the buildout
[29:16]
of 3,316
[29:18]
dwelling units or 12,900 residents. And
[29:23]
you guys can take that and use it and
[29:24]
check the data and do whatever you guys
[29:26]
want with it. Um, but yeah, it does it
[29:30]
does show a lot of that. Actually, what
[29:32]
it kind of uh brought up to me was that
[29:35]
if we're going to have 12,
[29:38]
900 residents, um we're really going to
[29:42]
have to look at how we're going to get
[29:43]
the funding for that through the
[29:45]
commercial. And if we really do have the
[29:48]
ability to do it with what we've already
[29:50]
made um commercial highway or whatnot,
[29:55]
um we may have to look at other
[29:56]
alternatives whether we do want to
[29:58]
change something down 475 or whether we
[30:00]
want to change something. I don't know
[30:03]
where. It's just that's a lot of houses
[30:06]
and a lot of people to I mean we would
[30:10]
be talking about a lot of increase to
[30:11]
tax or
[30:13]
>> does that include unincorporated? No
[30:15]
land that's all just incorporated south.
[30:20]
>> So what happens if we potentially get
[30:22]
out of that? Like what is our capacity
[30:24]
for like Sunset Junior High at some
[30:26]
point?
[30:27]
>> We even know like what those numbers get
[30:29]
before we have to consider an
[30:31]
alternative
[30:32]
>> and South Elementary and Hark that too.
[30:34]
I mean those already exist. That's just
[30:36]
adding two potentially.
[30:38]
But like at what point does sunset not
[30:41]
work for however many more kids?
[30:45]
>> Well, I think they're already at 37.
[30:50]
>> So, yeah, much higher.
[30:52]
>> Yeah. I don't think the school districts
[30:54]
ever going to bring a junior high to
[30:56]
South. We were I think Sunset is our
[30:59]
junior high and if new junior high needs
[31:01]
to be built, it's going to be west of
[31:03]
Sunset Junior High.
[31:05]
>> Okay. Yeah. Right.
[31:06]
I know the school district has looked at
[31:08]
property in the past in South Wever, but
[31:11]
the most recent conversations was about
[31:14]
looking at South.
[31:16]
They've just built something somewhere
[31:18]
else to accommodate whatever.
[31:20]
>> We had that conversation just recently
[31:24]
>> on that
[31:26]
I think.
[31:31]
So, I would like to bring someone else
[31:33]
though. Um
[31:35]
as we look at the map and we see some of
[31:37]
the big uh areas that we have. Um we
[31:42]
always talk about all the hazard that we have where we live. Uh whether
[31:46]
it's the fire hazard, we all know about
[31:48]
the uh the wind that we have constantly
[31:51]
and the sand that comes through it. um
[31:54]
you know, we've got we've got some areas
[31:56]
that are very sensitive over on the
[31:58]
unincorporated side when you start
[32:00]
getting into default buying and those
[32:02]
kind of things. But, um
[32:06]
as part of this, I wouldn't mind seeing
[32:08]
or understanding if we could use
[32:12]
overlays
[32:13]
for specific areas. So, if you have a um
[32:18]
if you're in the middle of a fire zone
[32:20]
or along the side where we know that
[32:22]
there's a lot of fires that are
[32:23]
constantly happening, um does that
[32:25]
require a certain size lot with a
[32:27]
certain amount of um foliage, you know,
[32:30]
removed to a certain area or does that
[32:32]
mean when we start doing um any of the
[32:37]
infrastructure that we have to have
[32:38]
additional, you know, fire fighting
[32:40]
measures? um the wind. We know where it
[32:43]
gets hit the hardest and we know what's
[32:44]
going on with the gravel pits. And it's
[32:46]
almost a joke now how many people say
[32:48]
that they've lost sighting, they've lost
[32:52]
um shingles, and they've got red sand in
[32:55]
their windows. Um those are kind of
[32:58]
things that could be added as an overlay
[33:00]
to those areas and only to those areas
[33:03]
that just say, "Okay, you need to and
[33:06]
you guys would be better at it. you need
[33:08]
to have, you know, 40-year chambers
[33:10]
instead of 30 or you have to have wind
[33:12]
resistant this or I don't even know when
[33:14]
all is out there, but it would be really
[33:16]
interesting
[33:17]
places where we know new citizens and
[33:20]
buildings are going to be coming in that
[33:23]
we look at the overlays and say, "Okay,
[33:26]
this is the additional or the upgraded
[33:28]
um uh requirements for those small
[33:32]
areas." adding on to that because I'm
[33:34]
seeing steep slopes but I'm also our
[33:36]
sensitive lands our sensitive lands
[33:39]
designation and overlay is very vague
[33:41]
and we've had it come up before and
[33:43]
we've really not had a way or a means to
[33:46]
really say because you're in this
[33:48]
sensitive lands overlay these are the
[33:51]
steps these are what you have to take to
[33:54]
mitigate whatever that sensitivity is
[33:57]
and so I don't know if the steep slopes
[33:59]
and a sensitive lands overlay is the
[34:01]
same thing or different you know two
[34:02]
sides of the same brain, but I wouldn't
[34:05]
mind doing that.
[34:07]
>> Well, Brandon, is that something that on
[34:09]
the like or something that we could have
[34:11]
us
[34:13]
in case
[34:14]
>> there's a whole code section? Is it?
[34:16]
>> Yeah.
[34:19]
>> I got a city built
[34:21]
that.
[34:21]
>> Yeah. Essentially that you refer to the
[34:24]
map to see if your ground if that area
[34:27]
is considered to be potentially
[34:29]
sensitive and then the code outbines
[34:31]
here's all the things that we need to
[34:33]
look at
[34:35]
>> and if there is anything that's
[34:36]
identified that needs to be mitigated
[34:39]
that they need to they need to um
[34:42]
propose whatever those mitigation
[34:44]
measures might so I have to ask a
[34:46]
question this is this a general plan
[34:49]
topic because Does this sound more like
[34:52]
a code topic not a a land use topic?
[34:58]
» Okay. And identify which properties when
[35:01]
they developed would need to look at
[35:03]
that sensitive land code section and
[35:05]
follow those requirements. So that's
[35:07]
where the sensitive land map matters is
[35:10]
to say we're we're considering this
[35:12]
sensitive and the the definition is very
[35:14]
broad. It it could be all kinds of
[35:16]
things that make it sensitive. But then
[35:18]
the sensitive land code section is what
[35:21]
dictates the requirements there.
[35:25]
>> So the general map that's really broad
[35:27]
and saying these are areas of the city
[35:29]
that
[35:31]
do more due diligence in your develop
[35:34]
only places that that where that code
[35:36]
does not apply are the areas that don't
[35:39]
highlight it. So if you develop in any
[35:41]
of those other areas, you don't have to
[35:44]
use that section of the
[35:49]
>> that's a pretty fair chunk.
[35:53]
>> Yeah. Right.
[35:53]
>> It was it was intended
[35:54]
>> some of air force.
[35:56]
>> Yeah.
[35:56]
>> And for example on the landing that
[35:58]
comes in there um there's other codes
[36:00]
that are are being written for crash
[36:03]
zone
[36:04]
>> uh that that we have. Um, does that need
[36:07]
an overlay that says windows in need to
[36:10]
be at a certain level? Again, this is,
[36:12]
you know, zoning cuz, you know, those
[36:14]
F-35s are doing, you know, 80 plus
[36:17]
decimals right now. And yeah, if
[36:20]
anything's going to be built there,
[36:22]
having that,
[36:24]
you know, upgraded windows are something
[36:26]
I think
[36:28]
>> something us looking out for. So,
[36:31]
>> Jamie, I cut you off.
[36:33]
>> Oh, you're okay. I I think it's I don't
[36:36]
want what I'm about to say to come off
[36:39]
as a reason not to do that because I
[36:41]
think it is appropriate. I just want to
[36:43]
temper expectations a little bit because
[36:45]
a few of the things that you mentioned
[36:47]
Joel might not be possible.
[36:49]
>> Yeah. like the choice of exterior
[36:51]
materials,
[36:53]
the architecture of residences, the
[36:56]
legislaturator's paired back city's
[36:57]
ability to do that a lot over the last
[36:59]
few years
[37:01]
>> and um unless it's a historic district.
[37:04]
I don't know that you're going to be in
[37:06]
the way that you're proposing. I would
[37:09]
say go down the path. Let's look at it
[37:10]
and then we can
[37:12]
>> um filter out those few things that
[37:14]
might not apply. For commercial, you
[37:16]
certainly can require that
[37:18]
>> because I think Lehi is the one that I
[37:19]
got that off of where they've increased
[37:21]
the five years of shingle warranty on
[37:25]
it, which wouldn't necessarily be a um a
[37:29]
look and feel type of
[37:30]
>> Yeah, that's an interesting question
[37:32]
whether it where it fits and that I
[37:34]
don't know the answer
[37:35]
>> and it may not work. Again, this is just
[37:37]
the digest stage. So,
[37:41]
I do think that that something that I
[37:44]
mean analogous to what you're talking
[37:45]
about, Joel. Yeah. And something that I
[37:47]
I'm interested in kind of throwing out
[37:50]
is also looking at um what other
[37:55]
potential uh land use the pit could be.
[37:59]
Um because that ties into that sensitive
[38:02]
area um and can be addressed in a
[38:05]
different way. Um I I I very vividly
[38:09]
remember you, you know, saying that
[38:11]
you're you're really excited to, you
[38:13]
know, one day you be
[38:16]
water skiing across Lake South Beaver
[38:19]
someday.
[38:20]
>> I'm not saying the Amsterdam program all
[38:22]
over again, but no.
[38:24]
But but you know if that if that is like
[38:27]
the only
[38:29]
you know like purported thing that
[38:32]
that's going to end up being well by
[38:36]
let's let's dive into that pun intended.
[38:39]
>> Um
[38:40]
>> but if if we're like if that is maybe
[38:43]
not the reality of that you know because there was a whole study done
[38:47]
right I mean they said that it would
[38:49]
take about 9 to 13 years to fill that
[38:51]
pool. Um very
[38:54]
>> water rights available and with weather
[38:57]
patterns and deep climate. Um, you know,
[39:00]
do we do we put that on the agenda to
[39:03]
talk about that maybe we can say could
[39:06]
this land be potentially used for
[39:08]
something else
[39:13]
and gravel pits on the scope.
[39:17]
Don't want to stop the commission from
[39:19]
coming up with any of it.
[39:23]
So, there's one other little piece of uh
[39:25]
commercial property on east side 89
[39:27]
that's in my backyard that I would like
[39:29]
planning commission to look like and
[39:31]
look at as well.
[39:35]
» Projected land
[39:38]
>> and see if we want to keep that
[39:40]
commercial or we want to possibly change
[39:43]
that.
[39:43]
>> That the place where the gymnastics
[39:46]
coming
[39:48]
there.
[39:50]
Is it the yellow one or the
[39:51]
>> that little red one?
[39:53]
>> Exactly.
[39:53]
>> Okay.
[39:56]
» Did they ever come back? Because I know
[39:58]
that was unfortunately in timing of a
[40:00]
lot of transition.
[40:01]
>> Yeah, they sold that. There's a new
[40:03]
owner there and he when he bought he
[40:06]
came and wanted to do uh high density,
[40:10]
you know, town homes is what he wanted
[40:11]
in there.
[40:13]
Right.
[40:17]
» No, but we might look at something else.
[40:21]
>> There's another pink right there.
[40:25]
>> It is.
[40:26]
>> It's on a dead end street. You know,
[40:29]
it's not a just a lot of traffic up
[40:32]
there. And so I wonder if Marshall is
[40:35]
really what
[40:37]
>> the other pink had to stay there because
[40:39]
that's what's
[40:40]
>> Yeah. Isn't that a storage unit? You
[40:42]
could change it projected. It's
[40:43]
>> Yeah, that's where the storage units
[40:45]
are.
[40:45]
>> Yeah.
[40:45]
that's storage.
[40:46]
>> That's why we left it that way. But we
[40:48]
could change it to anything we want for
[40:49]
projected in the future.
[40:51]
>> Tattoo room.
[40:52]
>> So then you can
[40:54]
>> otherwise you could have a weed store in
[40:56]
there. Yes.
[40:57]
>> That zone does allow things other than
[40:59]
those things.
[41:00]
>> I know.
[41:01]
>> Does it allow for a liquor store?
[41:03]
>> I understand. We want to solve our
[41:05]
problems.
[41:05]
>> We missed We missed out. But
[41:08]
>> no, I think we could still very much get
[41:10]
one.
[41:12]
How did we visit? I'm curious maybe
[41:13]
because I don't know if I know how the
[41:15]
that conversation went.
[41:16]
>> What I understand
[41:19]
people
[41:19]
>> and they said no, but it was like the
[41:21]
whole
[41:22]
>> it was shot down drastically across the
[41:25]
city.
[41:26]
>> I put one they sold it to the top of the
[41:29]
hill. If you look they put a brand new
[41:31]
on top of the hill
[41:35]
» and Farmington got one too.
[41:40]
Scotland is bigger than right now.
[41:46]
» Yeah, they're educated. So, where you
[41:48]
going?
[41:48]
>> Yeah. Where do you pick up?
[41:50]
>> I
[41:53]
not that one. [laughter]
[41:55]
>> One of one of the properties is one of
[41:57]
this one here is getting filled in. What
[42:00]
is the plan of that? Right now, it's
[42:03]
slowly filling in. It wasn't open.
[42:06]
>> We hope when they get it filled, they'll
[42:07]
cap it. Get rid of that. We don't find
[42:10]
sadness.
[42:11]
>> But is that is that annex in South or is
[42:14]
that on the other side or
[42:15]
>> are you talking that blue section,
[42:17]
Chris?
[42:17]
>> The top this one's getting
[42:19]
>> I don't know if that's in South
[42:22]
Carolina
[42:24]
in part in our county.
[42:30]
» Drive by slowly filling up.
[42:32]
>> What's that blue zone? Yeah, darker blue
[42:37]
and dust.
[42:38]
>> Oh, yeah. The other side of the river.
[42:42]
>> You can click on it.
[42:44]
>> Light white light and dust.
[42:47]
>> Light industrial.
[42:49]
>> No,
[42:50]
>> go to the arrow to the right.
[42:53]
The arrows on the top.
[42:56]
>> Industrial.
[42:58]
>> Well, that's what I'm saying now. And
[43:00]
the blue one is commercial recreation.
[43:05]
» That's your
[43:06]
>> on the other side is the one.
[43:09]
>> Are those two different?
[43:11]
>> Yeah.
[43:14]
» Oh, gotcha. Gotcha.
[43:17]
>> Yeah. I can't imagine we want his own
[43:19]
residential.
[43:23]
» I think I think believing that it's that
[43:26]
is fine.
[43:29]
Well, there may be an advantage of
[43:31]
telling it we want it to be commercial
[43:33]
and seeing if some of these big guys out
[43:35]
there will put some pressure on the
[43:38]
seller to instead.
[43:40]
>> Exactly.
[43:42]
>> Interesting. I don't know
[43:43]
>> because like it's down in the pit.
[43:45]
>> It's it's not visible the city
[43:50]
does drop and
[43:51]
>> increases the revenue tax base revenue.
[43:56]
>> Okay, here's one annexation. What do we
[43:58]
want? We want any look at any annexation
[44:02]
pieces.
[44:03]
>> Has anybody approached the city wanting
[44:05]
to annex in?
[44:07]
>> It's on the It's on a general plan.
[44:09]
>> Yeah, it is on the general plan and it
[44:10]
says that um we're willing to
[44:13]
>> So, how much of the cost? I think it's
[44:16]
like 50% of the cost of bringing people
[44:21]
in for annexation over there. So, this
[44:24]
piece of property that I would like to
[44:26]
bring up and it'll be a fun discussion
[44:28]
for the planning commission.
[44:31]
See where the Oh, there's a little
[44:33]
point, Lisa, that just zoom in on that
[44:36]
one. Right. Just right. Zoom in. Right
[44:38]
there.
[44:39]
>> Just there.
[44:41]
>> Oh, now now go. Well, drag it that way.
[44:43]
>> I don't know what you're doing.
[44:44]
>> I know. Right there.
[44:46]
>> Now, now go
[44:47]
>> right there. Stop.
[44:48]
>> Right there.
[44:48]
>> Go. You went too far.
[44:51]
>> I didn't stop. So, the one with with the
[44:54]
little point coming down here. Yep. That
[44:57]
whole piece right there is currently
[45:01]
being used
[45:02]
and it's an unincorporated Weber County
[45:06]
or Davis County.
[45:07]
>> Oh, you're talking about evergreen being
[45:09]
used.
[45:10]
>> It's being used as evergreens. They're
[45:12]
grinding. They're hauling trucks in and
[45:14]
out of there. They're mixing dirt in and
[45:16]
out of there. They're doing concrete in
[45:17]
and out of there. They're coming up the
[45:19]
road. There's a huge road coming up. It
[45:21]
all up and it's probably Brandon, how
[45:24]
big is that?
[45:25]
>> Oh, it's about
[45:26]
>> 100 acres
[45:28]
>> probably
[45:29]
>> of just flat flat ground. I had the
[45:32]
chance to walk that
[45:34]
and the fact that it's being used. It's
[45:38]
being used as a commercial/industrial
[45:40]
business.
[45:42]
It's basically coming down and going
[45:44]
through our city. We're dealing with the
[45:45]
dust of it. Why are we not incorporating
[45:48]
that? Why are we not getting the
[45:50]
revenue?
[45:51]
>> Right. Right.
[45:53]
>> Um I get it. This is a discussion where
[45:56]
if you look there's a little small small
[45:58]
blue dot right there. I No, it's up a
[46:01]
little farther. That's our well that
[46:05]
brings up the road over the hill
[46:06]
discussion
[46:08]
>> and going down.
[46:09]
>> You mean reservoir, not well
[46:10]
>> or reservoir? Yeah.
[46:12]
>> Does that count 2700 or? No, they go
[46:15]
over this way and down and hit South
[46:18]
Drive.
[46:18]
>> 1900,
[46:19]
>> but the one that where our reservoir is
[46:22]
goes down.
[46:24]
>> That was that whole discussion of can a
[46:27]
road ever go over the top there. But
[46:29]
they build a road going over and that is
[46:32]
being used. It's to me it should be
[46:35]
something that we
[46:38]
encourage to be annexed and be
[46:41]
encouraged to be some kind of either
[46:43]
currently commercial cuz that's what it
[46:44]
is or something.
[46:46]
>> I mean basically getting a
[46:51]
>> and and running a business and just
[46:53]
going through the county with just a
[46:55]
typical county business license.
[46:57]
>> Yeah.
[46:58]
>> And we have no control over the dust. No
[47:01]
control over anything. Yeah.
[47:03]
>> And and the county doesn't do anything
[47:04]
with it because it's over the hill.
[47:07]
>> We we we have the we have the
[47:09]
infrastructure that could handle that.
[47:12]
It needs to be something that we do more
[47:15]
than just open lands because that's what
[47:16]
we have it listed as now.
[47:21]
» But I'll let you guys have that
[47:23]
discussion. plane probably had a
[47:25]
different opinion than I did,
[47:28]
>> but I don't want everybody to shoot it
[47:30]
down unless they go look at it because
[47:32]
it blew my mind when I walked that when
[47:35]
everybody kept talking about what it
[47:36]
would take to get up and over and
[47:38]
service this. Well, it's already done.
[47:42]
If there's dump trucks with pups going
[47:44]
up the hill on it and and great big long
[47:49]
uh belly dumps are going up it. So
[47:51]
they're going up 1900 east that
[47:54]
>> No, I think they're coming off of I
[47:56]
think they're coming.
[47:57]
>> They're coming. No, I think they're
[47:59]
coming in. No, they're coming in off of
[48:00]
South Wever Drive.
[48:01]
>> Exactly.
[48:02]
>> There's a there's a great big road cut
[48:04]
up the side hill of South Wever drive
[48:07]
soil. I'm looking at it right now.
[48:09]
>> Yeah. Someone free up
[48:11]
>> really discussion.
[48:13]
>> Can you go to Google maps?
[48:16]
the lab right there.
[48:21]
» It's I can't tell where you're
[48:27]
» showing
[48:32]
right here.
[48:34]
>> Yeah, you can see right there.
[48:36]
>> All this right here.
[48:37]
>> If you [clears throat] come back,
[48:39]
they got comes over and down.
[48:43]
Well, that they then they're running
[48:45]
that they're not running that big truck
[48:52]
on the map as you walk. I'm still not
[48:54]
following
[48:58]
that way.
[49:01]
>> So, oh, come down.
[49:02]
>> Zoom in.
[49:04]
>> Oh, stop. So, I came in right here, but
[49:07]
this is this is the golf course up at
[49:09]
Hill Air Force Base, but it's all this
[49:10]
ground. what
[49:12]
>> is being used.
[49:14]
>> Where's the road that you're talking
[49:15]
about?
[49:15]
>> So, there's one that comes over here
[49:17]
that they've cut and you can see it from
[49:18]
over here. You can't see it on any of
[49:20]
these, but then they're also accessing
[49:21]
it.
[49:22]
>> We were just looking at it. Where's that
[49:25]
come down?
[49:26]
>> Turn it on satellite. You can actually
[49:27]
see
[49:28]
>> I don't know if they're coming over this
[49:29]
way.
[49:32]
» They come past they're also coming up
[49:35]
like this.
[49:36]
>> So, they're not coming up 1900. That's
[49:38]
all.
[49:39]
>> Yeah. But there, if you go up over here,
[49:42]
you can see the road they've cut.
[49:44]
>> They come in from Leighton side and they
[49:46]
drive down that road and they cut from
[49:48]
South Weaver side.
[49:49]
>> So that's the road to figure out where
[49:50]
you're talking.
[49:51]
>> I believe it's come their main one's
[49:52]
coming off of South Weaver Drive.
[49:54]
>> Yeah. So I saw it just the other day,
[49:56]
>> but it's just cut last summer. They cut.
[50:00]
>> It is.
[50:02]
>> How do they cut a road in South Weaver
[50:04]
without South Weaver knowing about it?
[50:06]
>> Well, that's what I was asking. Yeah,
[50:08]
>> I think it's just past I wouldn't have
[50:11]
noticed it, but I was at the driving
[50:12]
range for for a wedding. That old
[50:14]
driving range over there and there were
[50:16]
bulldozers going up the side of the
[50:17]
hill.
[50:19]
>> That 1900 East,
[50:22]
but I don't think that's updated enough
[50:23]
right there to show the one coming down.
[50:25]
>> If it's Google Maps, it is. If you keep
[50:28]
on going over
[50:30]
the county's area is recent, is it? If
[50:33]
you go over there, you'll be able to see
[50:34]
it. You know where the farms are at? I
[50:37]
think
[50:43]
» it should be right across from Yeah.
[50:44]
Right right about over there. Zoom
[50:46]
around.
[50:50]
» Well, maybe I was looking for
[50:54]
accessing from the 1900 road. I don't
[51:00]
there were dump trucks in
[51:02]
there 193
[51:08]
» I know they did that.
[51:09]
>> Okay then I then I could be wrong
[51:12]
>> but that's I thought I saw him coming
[51:14]
this way.
[51:14]
>> It's not like I said I saw two days ago.
[51:17]
You know where the the road goes up. A
[51:19]
guy has a farms and he allows people to
[51:21]
use the pavilion up there. It's
[51:23]
literally just past that that you can
[51:25]
see it come up straight into the past.
[51:33]
» Oh, you're talking about that.
[51:36]
>> Yeah.
[51:36]
>> And that one goes right up to the top of
[51:38]
that hill. It shows it connected right
[51:40]
to it.
[51:42]
If you come farther down south,
[51:46]
» this is the area.
[51:53]
» That's where that is down farther.
[51:56]
>> And maybe that's the road I would see.
[52:02]
» Well, there is a road that goes all the
[52:04]
way along the canal.
[52:05]
>> Yeah. Right here.
[52:07]
>> I mean, we've all Well, most of us have
[52:09]
been on that. There's that road right
[52:10]
there.
[52:14]
» And then as you come farther down
[52:24]
gets farther away and then you're
[52:26]
approaching.
[52:27]
>> So they come off that bench area there.
[52:30]
It's flat where's
[52:33]
right here too. That's our
[52:37]
>> that's how we 1900 East. There's a dirt
[52:39]
road that is gated and locked. There's
[52:42]
an access road up to the city's water
[52:45]
tank, which is this spot right here.
[52:48]
>> But the road to the south comes up north
[52:50]
around our tank comes down that road.
[52:52]
She just panned out of it.
[52:53]
>> Yeah. This is the road right here.
[52:56]
>> Suns bel.
[53:01]
» So they're using the old dump.
[53:03]
>> That's how they're getting. That's how
[53:04]
we get
[53:05]
>> that's how we get. Yeah.
[53:08]
>> Either way, I still think
[53:11]
>> it's in it's in ouration plan.
[53:14]
>> I agree with it. It's
[53:16]
>> I think we should look at it.
[53:17]
>> It's a huge piece of property.
[53:19]
>> I don't my question is why
[53:23]
>> how do they service utility service?
[53:25]
They want
[53:26]
>> they want us
[53:28]
to take all the utility. They want them
[53:31]
action.
[53:35]
Yeah,
[53:37]
>> all of their annexation plan and our
[53:39]
annexation plan crisscross.
[53:41]
>> It's only the it's only that the like
[53:44]
>> light blue.
[53:45]
>> Is that the only one that crisscrosses
[53:46]
now?
[53:47]
>> That's the only one that's
[53:48]
>> I mean when we update this we'll have to
[53:52]
coordinate with them to see if they
[53:54]
changed their but at the time this was
[53:56]
done that's what conflicted or overlap.
[53:59]
>> So we talking about periwinkle right
[54:01]
because those could both be considered
[54:02]
light blue. Yeah.
[54:04]
>> To me, there's the larger areas are
[54:07]
purple and the small area is blue.
[54:11]
>> Okay.
[54:11]
>> It's the small area.
[54:14]
>> The small the small area. To me, the
[54:17]
same thing would apply down where those
[54:19]
farms are though.
[54:20]
>> Is it closer to Blair or this shirt?
[54:23]
>> Yeah.
[54:25]
Wherever Wherever Dave was showing those
[54:28]
the farms, it's the same thing is
[54:31]
there's
[54:33]
they're I mean they're up there with
[54:34]
dual wheel tractors all the time running
[54:36]
them. I mean it's it's it's huge. It's
[54:39]
several hundred acres of ground that
[54:41]
could be something that's
[54:42]
>> it's beautiful.
[54:43]
>> Yeah.
[54:45]
>> So what do you think residential up
[54:46]
there? No, I I really don't have the
[54:48]
answer to it. But I just think if we're
[54:50]
going to I mean if you you start talking
[54:52]
about how constrained we were on a
[54:54]
budget this year.
[54:55]
>> Yeah.
[54:56]
>> Wait till the next budget cycle.
[54:58]
>> One thing that always consider if we're
[55:00]
going to do anything but open space up
[55:02]
there access
[55:09]
and there's no way to really get a road
[55:10]
up there that's not going to create a
[55:11]
beer conversation about
[55:14]
>> more transportation getting in flight
[55:16]
until it's it spirals out of control.
[55:18]
You got to understand I services.
[55:21]
>> I don't I don't disagree and
[55:23]
>> that's why planning commission had that
[55:24]
discussion, but I'm actually not scared
[55:26]
of that discussion. So I I think that's
[55:28]
it's fine. I did that people want a
[55:30]
handcuff.
[55:32]
>> I mean I think we're we're I mean when
[55:34]
you're talking property taxes
[55:37]
where we're going to be at in a few
[55:38]
years on budgets, unless something
[55:40]
drastically changes, you're you're
[55:42]
talking major property tax increases.
[55:45]
So, um, tied into your recommendation,
[55:49]
>> I want to talk about the road.
[55:51]
>> I knew you would. That's why I
[55:52]
>> absolutely [laughter]
[55:56]
I do. I want to talk about it because,
[55:58]
you know, we have people that are
[56:00]
concerned about access.
[56:01]
>> Okay. But also people that are concerned
[56:03]
about discussion for planning
[56:04]
commission. [laughter]
[56:06]
>> So, yes, it's on your agenda.
[56:12]
» I'm going to shoot it down. you put it
[56:13]
on there
[56:14]
>> and it's already in there. People have
[56:16]
already decided. I mean, it's kind of I
[56:18]
mean go from one general plan to the
[56:20]
next. My question on what you're talking
[56:22]
about though is I'm more wondering what
[56:24]
the ROI is to take all of our
[56:26]
infrastructure and move it up there. If
[56:27]
they especially want to put a type of
[56:29]
housing or or light construction other
[56:31]
than what's going
[56:33]
>> up there if they're going to develop it,
[56:34]
they have to
[56:36]
>> Well, in our general plan, it actually
[56:37]
says that we'll pay like 50% of it. So
[56:40]
maybe
[56:41]
>> I don't recall that%
[56:43]
of the cost to get the but
[56:48]
that
[56:51]
» Brandon says no
[56:55]
» I have to go see if I can say it out.
[56:57]
>> I was really kind of confused on that
[57:00]
over on that side but it says we're
[57:01]
going to support the infrastruure. So,
[57:02]
we got about 5 minutes and then we've
[57:04]
got a better page 9 or excuse me, line
[57:07]
9:15. Financing for infrastructure
[57:09]
expansion would primarily be carried by
[57:11]
developers of these properties. There
[57:13]
may be need for the city to participate
[57:15]
in the financing of some facilities to
[57:17]
improve service to an existing
[57:19]
development existing. So,
[57:22]
>> horizontal development. Yeah. Well, you
[57:24]
you're familiar when when we if you have
[57:28]
if we have to upsize
[57:30]
>> to plan for future development, we do
[57:32]
that all over time. I think that's all
[57:34]
that's said.
[57:34]
>> Yeah.
[57:35]
>> So, if we have to be there in five
[57:37]
minutes, the other one is the
[57:39]
>> our transportation. [clears throat]
[57:42]
>> I there are some things on that that
[57:44]
need to be up.
[57:45]
>> They're just out of
[57:46]
>> but they're pretty just
[57:47]
>> Is there a way to summarize those and
[57:48]
put them in money?
[57:50]
>> I think good. Sure.
[57:55]
>> I mean, because there's some roads that
[57:56]
have been stopped and cut off and moved
[57:58]
elsewhere.
[57:59]
>> Roads that have been created and culacs
[58:01]
and all sorts of stuff.
[58:03]
>> Well, in like 9 925 needs to be
[58:06]
realigned.
[58:07]
>> Those kind of things I was getting in.
[58:09]
So,
[58:09]
>> the problem we have in the city is the
[58:10]
east west access
[58:13]
south drive is the only east west access
[58:15]
between 1900 and and 75. There's no
[58:19]
other way.
[58:19]
>> We're getting very close. Yeah.
[58:22]
We need to look at the east west
[58:26]
side
[58:29]
connects
[58:33]
property.
[58:34]
>> It's finally going to push through.
[58:38]
>> Where is that connecting up on the east
[58:39]
end?
[58:41]
>> Connects to uh
[58:43]
>> 8300.
[58:44]
>> The road becomes right along the edge of
[58:45]
the hill over there.
[58:49]
7600 Southw
[58:52]
drive.
[58:52]
>> I don't know.
[58:54]
>> It's [clears throat] just the top of
[58:55]
1900
[58:56]
>> top of 1900.
[58:58]
>> Okay,
[58:58]
>> that now will go through
[59:00]
>> punch on three will come out here.
[59:02]
>> I understand
[59:04]
all elementary school kids.
[59:05]
>> It's not definite.
[59:09]
» Just go on that.
[59:09]
>> May I summarize what I've heard so far?
[59:12]
My notes are good on what's in the scope
[59:15]
and what's just been talked about but
[59:16]
didn't make the on the list. So, first
[59:20]
I'm going to say these are definitely
[59:22]
the items that I I saw everybody said
[59:25]
yes or nod your head. We want them on
[59:27]
the list. So, both cloud areas,
[59:30]
entrances to the city with the sub
[59:32]
question of how and where commercial
[59:34]
goes, how far it goes, uh city center
[59:37]
idea, any undeveloped property, the
[59:40]
evergreen annexation questions, and the
[59:43]
transportation map based on Brandon's
[59:46]
recommended sections. other items that
[59:48]
were discussed that I didn't feel a
[59:50]
consensus. So tell me if it's included
[59:53]
enough. They just say yes or no. They
[59:56]
can ask that be ready to do it. I just
[59:58]
wanted to clarify on the road sections.
[1:00:01]
Are you wanting me to make
[1:00:02]
recommendations on how to update that or
[1:00:05]
simply just point out this area needs to
[1:00:07]
be updated?
[1:00:09]
>> Can you do both?
[1:00:13]
» I'm just a little hesitant on road
[1:00:15]
>> for a small C.
[1:00:19]
one connect.
[1:00:21]
>> I'm I'm fine to say what I give you my
[1:00:24]
first flush of what's
[1:00:26]
>> what I think we should plan for
[1:00:28]
>> in the end. You do that anyway. So the
[1:00:30]
planning commission and then look at
[1:00:32]
your recommendation and then their
[1:00:34]
recommendation.
[1:00:36]
>> So I'll do it.
[1:00:38]
>> Um so yes or no the concept of rogue to
[1:00:43]
lady.
[1:00:44]
>> No. Sure. Yes. Yes.
[1:00:48]
>> I feel like we have to talk about it.
[1:00:49]
>> Yeah.
[1:00:51]
>> To talk.
[1:00:52]
>> I'm just talking. I just heard that
[1:00:54]
verbally and it was mixed. So, raise
[1:00:56]
your hand. Three. If it's at least talk
[1:00:59]
about it, we can talk. We can talk.
[1:01:01]
>> You're still a minority in the room.
[1:01:04]
>> Raise it high and hold it so we can see
[1:01:06]
what Yes or no? Yeses. Yeses.
[1:01:09]
>> Okay. Any
[1:01:16]
Then yes, the road to lighten will be
[1:01:18]
discussed by the planning commission.
[1:01:21]
>> It's just a discussion that it's our
[1:01:23]
job. I feel like that part of our plan.
[1:01:27]
>> Okay. Gravel pits was brought
[1:01:32]
to
[1:01:34]
>> I think the discussion on the gravel pit
[1:01:36]
can happen. I just think that we can't
[1:01:39]
do anything with it until we find an
[1:01:40]
alternative for me. So yes to gravel pit
[1:01:48]
» the question I was ask for this time
[1:01:50]
around no
[1:01:52]
>> is there anything on the general plan
[1:01:53]
that concerns you right now
[1:01:55]
>> about the gravel pits if there's not if
[1:01:58]
you go like well like to your point it's
[1:02:01]
pretty unknown we do you do want to show
[1:02:04]
something I like the idea of the future
[1:02:06]
reszones to apply pressure that ahead
[1:02:13]
I like I mean I like discussing it for
[1:02:16]
that from that point of view that we
[1:02:18]
could
[1:02:19]
>> if we can convince somebody that it's
[1:02:21]
worth their time and effort to convince
[1:02:23]
them to
[1:02:25]
>> move on.
[1:02:27]
I think that's worth it to
[1:02:28]
>> Yeah, I I see some urgency. Okay.
[1:02:30]
>> I think that's the only way things move
[1:02:32]
forward with
[1:02:36]
>> it future. Yes. um commercial section on
[1:02:41]
the east of 89.
[1:02:42]
>> Yes. The old propert
[1:02:46]
>> including my house.
[1:02:52]
» I think you should future the future.
[1:02:55]
What was that? What was that thing
[1:02:56]
going?
[1:02:57]
>> Be very
[1:03:02]
» dusty fighting Indiana.
[1:03:04]
[laughter]
[1:03:06]
uh the conversation about by zoning or
[1:03:09]
where our transitional light industrial
[1:03:11]
did we want to revisit that or were we
[1:03:13]
comfortable with it and expensive
[1:03:15]
>> I think leave that one alone
[1:03:18]
>> uh the sensitive lands map
[1:03:22]
we want to revisit the sensitive lands
[1:03:26]
map
[1:03:27]
>> okay that is part of the story
[1:03:30]
>> last
[1:03:31]
>> uh the last one that I had was the idea
[1:03:35]
have overlays for specific areas for
[1:03:37]
example fires zone or windy areas or did
[1:03:40]
that fall within the sensitive lenses or so those were the
[1:03:46]
question
[1:03:48]
I had one other one question are we
[1:03:50]
still a hump for um
[1:03:55]
adventure up in the mountains because
[1:03:59]
last time I read the general plan that's
[1:04:01]
all it says is that we want to be
[1:04:03]
>> yeah that we want to be a center for old
[1:04:06]
fishing
[1:04:07]
>> youngs decided to go and build
[1:04:09]
elsewhere. So
[1:04:10]
>> he said adventures first stop
[1:04:16]
you got to have
[1:04:18]
>> okay we need to get into council so
[1:04:20]
let's look for a motion to adjourn
[1:04:22]
salute.
[1:04:23]
>> All in favor say I.
